001To the flag of the United States of America and to the republic for it stands one nation indivisible with liberty and justice for all motion to approve the agenda. First by second by Amanda. All in favor seven. All right. Everybody look through the consent consent agenda and let us know if you have any changes or anything need to modify in there. I need to abstain from check 52 349 second. Motion made by Derek, second in by Bo. All in favor. All right, let's get started with our administrator reports and we'll start with Dr. Wolf. >> We had another bus inspection and all eight of our buses were approved for service. So, that's always a good thing. The other piece that of course we deal with this time of year is what is happening in the
002legislature with our state funding and we won't know for certain until the end of the legislative session May 15. However, we are being told that we may have shortfalls uh even this year in our June payment and some of the projections depending on which way the house and Senate compromised budget bill goes, we may have a short fall next year of anywhere from $142,388 to $235,377. Of course, that can always change. They can withhold more or they could decide to fun. So again, we won't know that. Any questions? No highlight. >> No questions. Move on to Mr. Co Pepper. >> All right. Um, getting ready for the end of the year. Lot of stuff going on in the next two weeks. Um, Shannon last week, he's all ready set up for stuff starting tomorrow at
0036. Um they will have pretty well end of year events almost every day of the year concerts junior high promotion this Friday so we're pretty busy there are start to wrap up few more to give on that but we're getting close on that athletic updates boys baseball team doing really strong this year they California sales turn the other day looks like we'll have a pretty good district tracks had several athletes break school records and placed in the top three softball's going to have a winning season this year for the first time in several years back to see the exact time it's been since they had a winning season but they will have a winning season this year for the first time quite a few years so spring sports really well golf also won a CSA
004tournament Um and they are looking like they'll have a good chance in districts possibly state as well. So spring sports are doing really well. Um professional development last week about our for next year just with the changes we have next year with our schedule as far as having dates built in. So how that looks different next year for uh some of our staff and having new teachers as well. Um FFA state competition results as a chapter. We placed third place out of 369 chapters. We had third place team sales made up of Tub Wolf Lane Doyle and Brock B. Fourth place meets evaluation teams. We had 12 students who received their FFA degrees. uh five area winning proficiencies with their SAP projects, one state champion runner up, Giovaldo and then star in placement. We had
005a state champion. So stay updated really well to really well. Um a few updates to things that were made after we do um attendance I did a year break down really close. um our yearly breakdown for high school. I haven't had time to get those school done yet, but majority of our kids that have the option school driving stuff high school. So I start there break down high school second semester I look at first we have 28 students out of the 192 semester who are going 86 students who are 95 to 99.2% % attendance. So we have almost 60% of our students with 95% attendance or higher. And then in the 90 to 95 rate is our next biggest group which is 52. And then we have 14 in the 85 to 90 drops down
006seven total kids 80 to 85 and then five or 83 which have health issues with. So majority of our kids are where they're supposed to be and our attendance this year really strong especially 95% proud both the kids and the parents school for the full year we also had 22 high school students that were receive attendance this entire year. So really really impressive number. Few years ago coming off we had a few backtoback years we had less than five kids entire year. So to see that number back in the 20s with high school was really cool. Um on the last day of school on the last day of school have our awards ceremony for our uh students. Last year we had it during win. This year we adjusted our schedule to give a little bit
007more time. We'll start that at 220 this year. So we have almost a full hour to make sure we get all those reports done. Last year I felt like it just wasn't quite enough time. So we adjusted our schedule this year to make sure we have plenty of time so we don't have to rush towards the end. Make sure we out. So if you guys are free on May 15th award ceremony for the middle school and high school all teachers that are not part of the middle school junior high promotion or graduation out awards for the top students of the class attendance will call students up for honor roll and some other awards with PBS for the sixth grade. So you guys are welcome to come to that. on 220'll take us up till about
0083:15. So that's what I got. Anyone have any questions? All right. You said that's the 15. >> Yes. >> 14. Sorry. Mrs. Pedigrew. >> All right. We have had kindergarten roundup for this year and we had 31. Our list looks good. The teachers have been working to split those students up. Um the last week starting I guess just yesterday. Today's Tuesday. We are having checkout meetings with all of my staff and doing some planning for next year. Also summer PD I've included that in there. Got a couple of teachers who are going to the literacy summit at the lake hosted by Desessie. That's always a good one. Um Hannah Sanders will attend a gifted conference. And then I have two teachers who are going to Orlando for um Get Your Teach On. So that's exciting.
009We have 161 students. That's our final number for summer school. So we're looking forward to that. Um this is teacher appreciation week and so we've had a different activity, fun things planned every day for the teachers. Our PTO does a good job helping us with that. Um and I hope the teachers feel like they're appreciated because they definitely are. Um, we have MAP testing is all wrapped up. We are working on our end of the year testing for I Ready, which is a big piece to look at our beginning of the year data and end of the year and see student growth. Um, with that, we have some compliance pieces that have to be done for the state. So, we'll work on reading success plans. Um, Stacy Crane, Amanda Simon and Roxan and I will
010sit down and look through that data this Friday. Lots of activities. Um, our kids have been everywhere. Field trips wrap up this week. We had the Lions Club track meet last week. Had some kids come home with medals. Um I sent an email out to teachers today. I got a text from another school saying how well behaved our kids were, how encouraging, and how good of a job they did. So that's always a good thing to think about. Um just working with Shannon on what the building looks like since I have some teachers moving around in the preschool. Um but I think that we should be ready to go. Other than that, we're just pretty busy. >> Question. Dr. Hansen. >> Uh, mine's pretty short. The numbers hadn't changed a whole lot from last time
011we met with the amount of special education students and count ratios um updated like the amount of meetings. We did hold a lot more towards the end of the year. Three of those three referrals came from the kindergarten roundup. So, it is nice to know that like, hey, these are kids that hadn't been anywhere, hadn't been exposed, and we are getting some of those early intervention spots, too. Um, as for federal programs, the parents as teacher educators, Miss Barber and Miss Edwards, they are starting to work with families this week. So, hopefully we'll get a couple visits. We'll get both the kindergarten screening, early childhood screening put in so then payment reimbursement can start back up again. Um, special education tier monitoring. I have one last part to do the end of May. That's with
012timelines for compliance and then they'll have the summer to review it. We'll have to be in contact over the summer if there's any questions or any additional information. And then hopefully we will have very minimal corrective action come next year. There isn't any current events coming up for special education. They staff or either parents or teachers will assist with end of year field trips as requested and needed. Um we did finish up math a testing last week and then we've been helping like to make sure any finishing assessments are being done for both sides of the buildings. We are meeting with staff for um feedback what kind of professional development especially new new staff going for what next year looks like pretty much. >> All right. Did you have anything to add? Sorry. >> Yeah.
013>> And I didn't think about this before, but where we change like our time slot like starting a little earlier and ending a little later. >> Good point. Does that change like IEP minutes and stuff like that? >> Yeah. So once we had the confirmation of start and end time, the total billing minutes does change and all of special education staff has been informed. They are reaching out to parents to gain permission not to necessarily change services for kids but just to amend the total building minutes were adjusted. Currently the building operates on a 2,180 minute per week like uh operation. Next year it reduces down to 2,125 minutes with a change in bus schedule. So um I know the only ones who would be impacted service minute wise is middle school high school. Instead
014of a 51 minute block, they're going to a 50minute block. So that five minutes does have to get tweaked and adjusted service. But staff's already been informed by reaching out making those amendments changes. >> Awesome. Thank you. >> Anyone else have any questions? All right, let's move to old business. Uh we have Courtney here with LJ Hart to >> finish our defeasement agreement and future bond issues. >> So again, it's nice. I'm glad that I'm not walking in the meeting like it was two months ago. Um only easier when we're at beginning. So again, with me is Connor Wood. um just going over basically continuation from what was started last summer finishing up the defeasance and then looking forward and I just you know what's going to happen from here you know looking at the
015summer looking then going into 2027 so with that said I will turn it over to >> okay we're going to start on page number six uh that is exhibit A this is the assess valuation calculation uh for the district uh we like to look at the last five years when we're making our projections make sure that we're not getting too risky when we're uh going towards new money and payments and that sort of thing. Um so over the last 5 years you have an average of 4.66% and in our spreadsheet and cash flow calculations we uh project 2%. We like to be more conservative just in case things go. Uh moving on to B on the following page. Uh these are the adjusted levies by fun. Uh at the top is 2025 2026 um with
016the new 50 cents in the teachers fund and then that $18 service fund levy that we're here to talk about today. Moving on the following uh schedule number one is this is the 5.93 2021 bonds um that were issued in 2021. Um that beautiful yellow section right there that represents the defense. Um this is what will close on May 20th. like what he said, this is just moving forward with what the board approved last summer. And then this the purpose of that business is to stabilize the debt service fund levy. And then it also saves around $235,000 of district funds. And then on the following page, schedule 1A, this is what is remaining after the defense. So that big that big block is now missing because that would be in a different account. So it
017is no longer represented in the cash flow. On page 10, spreadsheet number one. This represents all of the revenues in the light green starting on that left hand side. Then moving toward the right, darker green is the total of all those revenues. The light blue, schedule one, what we just looked at following page. Um, this is including the $1.6 million. And then in the dark in the light purple, I'm sorry, on the right hand side of that, these are the balances in the debt service fund account. Um, and this is including the $1.638 million uh that is subtracted out of 2025 2026 balances. >> The difference in 1.6 versus the number 1 million 638. You were essentially prepaying some of the interest expense from now until March 2028. There are some within that account, but
018it's that interest in addition to all of those principal payments that were in that lovely yellow shaded box. Okay, so that's where that cash flow is where the district is and will be as of June 30th of this year. So I wanted to take the next step further. What happens next? So similar to what was done last year, we look at your debt service calculation that form C is on page 11. I have a simple form C calculation. I did assume a 3% growth in assessed valuation just for um illustration purposes. Even though we had the 2% growth in cash flow from last year to this year, you grew about 7.2%. So I'm a bit more conservative than what you had grown. was also a reassessment year, but just for uh projection purposes, I do
019have that 3% and that line one, lines two and lines four represent your calendar year debt service fund payments that will be made for 2021 bonds. Adding that together along with some collection costs that the county will charge, you have total required for debt service on line five just under a million dollars. the anticipated balance as of this calendar year, taking that estimated balance for 2026 as of June, subtracting out your September interest payment, right around that $450,000 mark. You look at line eight, we have your assumed state assessed revenue coming in just under $70,000, keeping that consistent with what we've received for fiscal year 2425. Based upon this calculation, it's looking to go to debt service from le to be lowered to just over 68 cents because you have the 21 bonds that are
020callable in 2028. On page 12, if I assume that the district were to approve a $330,000 prepayment of those bonds, taking it out of year 2041, $255,000, and then $75,000 out of the school year 2040, it would save just over $105,000. as a result of voluntarily making that prepayment by action because you're not adding any existing debt. On page 13, I have a revised form C calculation. Lines one, lines two, and lines three are identical to what was shown on page 11. But now you'll notice that line four, because we're assuming that prepayment in 2028 has increased by that 330,000. The other lines are nearly identical except when we get down to line 10 based upon this voluntary prepayment. The district is justified in maintaining your dollar eight that service fund levy. So keeping it
021constant but it has been unlike some other states where it can go up and down and up and down just based upon where your payments are. Ideally in Missouri we like to keep that service fund levies identical to what they had been for as long as you can. One, it keeps things constant for your taxpayers. Two, it will also put you in a position for another no tax rate increase bond issue if projects are needed for you to be able to move forward with that to present to the voters by assuming this prepayment on page 14. Once again, the cash flow. It is the same as what Connor had presented. The only difference being in that light blue column. Now the payment for 2728 is slightly larger. As mentioned before, analyzing your debt service fund.
022Just, you know, do it on an annual basis as a a checkup to see where you are, what you can do, what you need to do, um what your possibilities are. We like to look at that purple and that dark blue column. So, you'll notice that the balances within the purple column after really after this fiscal year, they start to they're about the same as what they are except for the following year, but then they become uh grow much faster than regular payments, especially since now there is a big hole essentially from doing the defense and then some of the other prepayments on the back end. This is the signal to us for me to let you know that the district is in a position to pursue another no tax rate increase issue. So I
023know last summer I talked about a couple of different amounts four six eight we're still in a great position on page 15 to pursue up to an 8 million tax rate bond issue. So this is the calculation for bond capacity legally the district is able to issue general obligation bonds um equal to 15% of your assessed valuation which takes into account both your local as well as your assumed state assessed. So based upon this, your lawful bonding capacity is right at about $10 and a.5 million dollars. From there, you have to back out what is currently outstanding. So as of April of next year, you will have 1.95 million of the 21 bonds still outstanding. You do get to add in the cash on hand that's assumed to be within your debt service fund account.
024So netting the 1.95 with cash on hand, that's assumed your net bond of indebtedness just over 1.1 million. You subtract that from your local bonding capacity. You do have the ability to bond up to just round numbers 3 million. That's how much you can issue on a no tax rate increase bondage proposal. Go up to $8 million. With that said, I have put together a sample repayment schedule for 8 million for 207 on the following page going out to 2047. So unlike levies that are voted in that either will have a sunset or no sunset with the debt service fund, there is an inherent sunset always built in. You cannot have bond issues that go past 20 years. So in this case by extending it by having it voted on in 2027, it can only
025go out until 2047. Hence why I have that last year in 47. 20 years is by state statute. You're only allowed to have a debt service fund levy for as long as you have funds outstanding. Hence why it is that inherent sunset built in. On page 17, I do have a sample price summary. So typically when we're selling new money bonds, um especially right now after the April election occurred last month, we're selling many of them with free offering free. So, this isn't something that I want to get into a lot of detail, but it's just the way, you know, to be transparent that we have typically been selling new money bonds. We will sell them with a 5% interest rate. Typically, with yields less than that, I like to use my hands for illustration.
026You have a 5% interest rate which you pay interest expense on. You're going to have that be less than that. As a result, there's the offering premium that's generated. That's additional money over and above the In this case, $8 million that can use to one, the cost of issuance. Two, any excess can go into your deposit for your construction fund for overall projects. It's money that an investor essentially they will pay the district more money upfront in exchange for that higher interest rate at 5% than they can otherwise get from other types of investments. You don't pay back the reoper, you would just pay back the part. So in this instance there'd be just over 370,000 reoper. Once again just an illustration current interest rates. How much would the district get? So on page 18
027and this page will be important when I talk about the agreement in just a moment is our sources and uses of funds. So spelling out exactly where the money is going to go. An assumption of an $8 million bond issue generating reoffering premium of just over 000 that can then 370 needs to pay the total cost of issuance of just over 100,000. The only number that's different within the total cost of issuance from what I talked about last summer is that official statement printing and preparation. It has gone up $1,500 for transparency as opposed to what it was whenever we were initially talking about things. So, uh it's it's a minimal amount, but nevertheless, just wanted to point that out as far as what is different. Therefore, as mentioned, paying the cost of issuance and
028there would be additional funds which is over 260,000 deposited construction. The last page, the cash flow. I like to put this together because it basically illustrates the point that the district can move forward with a no tax rate increase bond issue without having to raise the current debt service fund levy. So in this case, your payments and your balances stay relatively the same until we get out to about four or five years from the bond issue. And at that point, you do see those balances start to increase. The 27 bond issue would have a 5year call feature. So currently you have a seven-year call feature on the 21s. This would have a fiveyear, which would allow the district to either refinance or make prepayments at that 5year mark, March 1st of 2032, to give you
029more flexibility. the debt service fund account. Although it is no tax rate, it is an extension. So instead of your bonds being paid off at 240 as they currently are without any future prepayments other than above 330,000, it would now be 47. The one thing I will caution and we'll want to bring up with the district um you do have go back to that page. There are right at $780,000 of bonds outstanding after 2027. So we're looking at doing C in future years by continuing to do prepayments at some point we will run out of debt. So that's why I do have the 2027 bond issue so I have to be able to continue that. Um, I have had some school districts that have paid off their debt and then they realize maybe a year
030or two later they've got projects that they need to complete. Therefore, when they go to the voters, it is tax increase. Fortunately, those have not been successful. Uh, they just it's it's hard to overcome. It's initially hard sometimes to establish debt service fund levies, but then you can manage it and then if there are projects that come up that are worthwhile that are communicated to the public, then being able to that has to keep that levy in place so that you can continue to make improvements. Last thing, it's a handout within the front is an agreement. So although last summer the district did approve LJ Hart and company as being the municipal bond underwriter for a potential bond issue, um we have not charged the district anything because we were not your financial advisor. doing
031the form calculation, running some projections from meetings that happened in January as well as March coming tonight. We don't won't bill you for anything until we actually sell bonds on your behalf. With that said, we do have an agreement for if the district uh were to move forward or thinking about moving forward with the bond issue in 2027. This essentially spells out all of the services that LJ Hart companies will perform as a municipal bond underwriter. Um, putting together projections, applying for the rating, marketing the bonds, putting together the closing memos, uh ensuring that trades as well as the flow of funds move where the district wants them to go in your depository account. On the very last page, this is what I mentioned, the sources and uses. The exhibit A is identical to what
032was listed on schedule 2B 2 C. 2B on page 18 within the book. Once again, just spelling out that the total costs are identical to what I had talked about or potentially $8 million bond issue except for that official statement with that slight increase from the 2500 to the 4,000. Um, if the district is potentially considering moving forward with it, I would like to get an agreement in place just so that we can start talking about what are some things to do in order to ready to let the public know. Uh big thing that's been a benefit I think I mentioned before uh you know just obviously social media campaign potentially anformational video campaign put together in order to let people know what's going on. That's a lot of information and I talked a lot.
033Does anyone What questions do you have? Do you have any questions? Anyone? >> Basically, Courtney, if the district and the board were to determine that there was something they wanted to do. >> Yes. >> So that it would not be a tax increase. >> Correct. >> They need a financial under. >> Yes. >> But that's what this agreement. >> Yes. >> Does it obligate you to do anything? It just gives you the underwriter to help you if you do. that that that we wanted just formalizing. All right. Formalizing putting in paper what the district had selected for us to serve as last summer. >> All right. Great question. Any other questions? Anyone want to any comments discussion motions on agreement? >> So like you said agreement just says if we go forward with something we
034have to go forward. >> That's correct. You are not the only thing you're doing is you have been under their adisement already since last summer and you're formalizing that agreement that they will be willing to advise you and provide whatever you need if you decide that there's something you want >> now what year do we absolutely need to do something so run out >> um looking at where your debt is you can get through next summer as well I would say August 28 in order to otherwise once once you run out of fun to prepay then the levy will go down. Great question. So I guess to explain this to our constituents listen we have the opportunity leave a no tax bond whe taxes will go down but it's going to be a booger to
035ever get brought back up so we have the opportunity to do something for the school make it better and we won't change taxes I'm just kind of talking for the community I I think it's a good opportunity we could maybe build tip in a little better. You know, we're not getting taxes. We're just maintain. So, I'm going to make the motion to accept the agreement. I'll second motion by Derek, second by all in favor. Great. Thank you. >> Thank you. >> All right. Yeah. I think Eric, what you said there is important to the community to note before everybody gets all fired up. >> We're obviously going to have to do a lot of planning to see what's feasible and what we want to do. Find out from all stakeholders. Get some people involved. >>
036What we need to do, not necessarily what we want to do. Sometimes it's what we need to do. >> I'd really like to get people involved that have been highly vocal against it. in the past, get them as a stakeholder, you know, we can get those people in there, hear their side of it, work through whatever issues we have. We'd all love to get rid of gravel parking lots and other stuff like that. So, got a lot to work on, but uh that will come with planning and think that's important there that you said that so people know. Doesn't mean we're doing it today. Good opportunity. Thank you all very much. Thank you for coming. >> Thank you very much. >> Drive careful. >> Thank you. >> All right. Next up in old business, there
037was a junior high sports survey. Jason, did you send that? >> Uh, yes, I sent that out. Survey and question, make sure it's what kids softball cheer baseball tops of elementary once a week. You play once a week. Would you be willing to practice every day? It's like I like to play. I don't want to practice but I think you know that's just part of those things but there's some interest there's interest there baseball that possibilities something you guys are interested I've heard your email, right? There's actually kids for us. Was there you said one? >> Yes, sorry. There was a there was one back. What other sports would you like to add? So this survey was just So current I would probably based out number four. What is what was brought forward? Anybody wrestling
038as far as those coaches? I think baseball I mean as far as wrestling goes a lot of high schools take the junior high tournaments are different Saturdays sometimes Sunday tournaments are out of question for junior high junior high As far as baseball, Cooper mention all those things are feasible. It's just a matter of who's going to coach it, how much cost, where we find those teams, what our caps baseball together. >> Sure. Well, I was just identifying the fact. >> Do you know if any of our conference schools have >> far as wrestling? I don't know that our wrestling couple but our conference as well. So they got five years and baseball >> junior high softball would be >> I think you could >> I think if you were to do it that program that
039wanted to grow, but that's just one question that was softball practices, but we don't have abundance of fields. Are we by adding these same weeks we add those two program a meshing like times to get everybody practice I I don't think that makes sense high schools high school >> something you think we could Yeah, I think so. practice that practice baseball. Eight games. When do you think we need a obviously to make a decision? There's going to be games of all that. You know, each school, right? But we have we probably need all the coaches to lay out costs um because we have that cheerleading but we think the others I know like wrestling's cost will be transportation seem cost that much don't know if we provide the head gear or not you know there's
040there's not a lot of cost there baseballer catching whatot. We do have a little bit expanded practice ability building at the park which is good thing softball and baseball indoors pitching indoors. So that'll be done soon on that side. We don't have to go in the gym bleachers. >> Yeah. >> If we did stop in the fall, how would that relate to each other? >> I don't think it would be the end of the world based off our numbers and I I mean yes, there are choose like a lot of or if you look at our numbers last years >> and you can play six at a time and a game. So you're looking at potentially 12 kids over 20 on the team because rotations are hard because the participation level is so high because
041that's the only thing that they have or shouldn't do it. No, I just wouldn't want to create a new sport to the detriment of another sport but that participates >> which is what I've always liked about I have choose volleyball and I play both of them. So I like that my daughter have the opportunity to get to play both here on some of these coaches are really to get after it makes sense to kind of pursue In my opinion sport varsity guys like that There's a huge benefit to that. >> Well, I think it would increase numbers in high school because >> a lot of those guys who have the fear never done this before. I'm a freshman. I'm going to imagine I'm going as a senior as a senior. You know, at least if
042you're in seventh grade, you're in theory at worst case eighth graders, but more than likely your own age. I think boys basketball a lot. There's third basketball. Anybody want to make any motions, recommendations, further questions? Yeah, I think I think fiscally we should explore each other to see what's who's interested in growing their activity and see who we can possibly fill with. >> Sure. play baseball, you know, uh director role and Cooper's already doing junior high football. So, I guess baseball that would be his training still boy, >> but I think they've all, you know, came to us at one point or another and not had the opportunity to give us their costs, you know, with baseball and and wrestle like they all came to us previously and said, "Hey, we want to start this
043program. We want to look into this." But how did we do we get charged by the hour trips? I think we plan for the most expensive coming under. That's awesome. But you know, you're talking Harrisburg is probably a good hour. >> That's like our longest distance, you know, that we're talking about. So they should probably include the hours of time for traveling. So you have two and a half on the bus, three at the event, you know, and then funnel down cost that way on transportation because I see that as our cost So like for Gina like we've done the work we know it's only home games I'm favor going forward getting the cost of those who would have to travel >> you know >> I think more opportunities there's a lot more you're involved
044you're at school more grades are better not always but you're just involved more you know those coaches help and say hey you're less off in class you're not going to wrestle you know whatever that run they have to is there any sort of standard for grades and all that high level like high school >> we got would be saw what they want to table this >> motion I think cheerle That's fine. I mean, some of this travel >> expenses are going to be enough that we kind of need to have grasp of what that's going to be. I think the key would be to finding out how many games would I travel for matches, you know, love junior high, but obviously there can always be extra games picked up. We hope they come to us
045play expenses. There's a whole lot mixed in there. We can probably grab some numbers off of like what football does really and then your basketball stuff too. You know, you got figures we have daily. >> Yeah, we know. >> Yeah. Guess the question is uh the original request for cheerle she mentioned she could was in a position where she could go ahead tryyous this spring for potential student high squad next year. So, but you would need to if you want to move forward with that, you probably need to make a motion about that tonight so that we could inform her so that she could set up because not that many days left. She's gone last summer, I guess. >> They don't start off I don't Yeah. >> Labor Day, right? Correct. And realistically, like I
046did see the list of like stuff that they, you know, are going to need or whatever and some of those expenses. Um, I just wondered if it could be some of the stuff like that could be shared where you didn't have to purchase all of that very beginning so that you could get it going instead of buying your own middle school mats and your own high school mats. Right now, currently, you all know storage, you know, is an issue. go by for maps, right? You know, just the maps they currently have so get it started and not and the cost would be maybe a little bit less on the projection >> and to see if it's going to pan out. You know, you hate to file the stuff and then you have nobody interested in
047>> Do you know if there's any opportunity for hands as far as concerned? >> Well, I don't know. I know that she's getting some new ones, but I don't know what that looks like with what uniforms try to buy every but not so fancy as you do at the high school level. Did you start out kind of basic and work your way up where you're not going all the way in? Like you have a skirt and maybe you do, maybe it's not, you know, maybe it's some sort of like, you know, if it's warm out, you use some sort of short sleeveless like tight nice shirt, not a t-shirt, but but sometimes the high schoolers wear, you know, a t-shirt on a Friday night or something like that. Just maybe looking at ways to make
048it less elaborate so that they can get started going, make it better. You don't have to start out, you know, and that way you at least get it going, but it doesn't have to be so expensive. >> I just for my personal opinion, if we're going to do junior high cheer, we don't need to have trial to do it. I would hate to >> It's the only sport we do a try out for, right? I would hate to push off a kid that might be interested and all they really need is help with stretching and all that. It's junior high. It's not we're not doing competitions. We're not what you're good at in seventh grade doesn't determine what you're going to be good at in high school or even like in freshman year. You're different.
049But if our goal is to >> get everyone involved and include everyone, I do think that you're right because This is way out there something that they you know even if that's not the reason they think that's the reason >> anyone interested in making a motion to approve cheerleading and weight loss fun >> second. All right, we got David and Amanda seconding. All in favor? >> Yeah. far as goes on. >> Yeah. Let's tell her we're moving forward. It may be altered uniforms. We had junior here at my school and they have form fitting. It was universal like a custom shirt and short >> you can keep it simple inclusive signatur. Yeah, I think that's the way to do it because they get they do I know by May sometime in May they're fitting all
050the high school girls. >> I think the important part is learning the fundamentals basics the chance that >> I think they're all great opportunities for >> I would move forward. and we can kind of look at, you know, recommendations. She wants to bring, okay, I can do a shirt and have the girls provide their own black You know she's a smart woman or shorts about $48. >> Yep. Yep. >> Sounds great. Thank you all for the information. Let's move on to new business. We have a discussion to uh there's interest from Bunston to co-op football with us. >> Coach Duke is here if you've got questions. Also, Mr. Paul Pepper, I think they are the ones that have interacted with the Bunston ad. Um, I just visited with the custom superintendent and uh, according to
051what coach Duke has told me, well, the AD indicated that there would be five at the max from Bunston that would have an interest. He said they would provide transportation to practice. Not sure if that five would hold firm after they started practice or not. Uh, coach D has told me that he has equipment available if you've got five extra people who come out and any other questions you have to either ask coach or >> yeahs kind just like hey football there's 20 summer weeks after football season whatever and those are not required but you know so you're not faster in the offseth. So we tried to make sure everything far as expectations go back transportation to their kids parents that were interested and I think there was required the school providing practices not required
052but call me back. That's kind of >> it originally started. We have some members of the youth program that come from that area. And my question was what happens when they get out of our youth program, we just can't anymore. And what if they have older siblings? What do we do with it? And trying like just said with junior high stuff. So we we show them great product level there's nothing good luck you can't do something that maybe you're really passionate about and moving forward what's that plan look like my question started as we have kids that are involved in the youth program yes what do we have a middle school you don't have anything that allows for that couple to middle school and then how does that play onward? Obviously with you have something
053that was important to you but is there something that we provide for other people that is mutually beneficial that's where this whole process started finding mission see either problems and see where I had no idea called me that would approve something without any kind of discussion whatsoever just trying to provide for student athletes. >> So is this for middle school and high school or co-op fun for both? The question was you you have interest to see and the reason why I asked for that way is does somebody have >> that was really really it >> so these five that are interested are they high school? >> Yes. >> Okay. I don't know if there was junior high in there also. One thing that we uh as a as a district we also have to consider
054being agreement is what your enrollment number is here what their enrollment number is there because right now we're class one class 177 this year our number is typically between right now 148 next year that's what it that puts us below 177 release where that class one cut off is for next year until next year. So as a district you should always want to stay below that number for sure to be safe. I would always say seven kids at least 10. So you want to keep your below 170 for sure. We have to arffect baseball or softball next year. But next year we might go into it and we find out next spring our number is going to be 24. our number 162. So it's not likely to do this. You have a real question of
055you really want to move up to class. So reality is based off numbers. So, I have a question about cost because I know the district maintains all the equipment. There's a cost per player. What sort of considerations do schools that want to co-opt with us give the school to co-op with regarding equipment cost and things that nature? >> The superintendent told me that they do not do any cost sharing that their portion is just to provide transportation. When they were co-oping with Prairie Home and it was half and half, they did cost share with Prairie Home. >> What What is our cost per player on football uniform? >> Well, uniform, pads, helmet, all those sort of expensive thousand bucks around. Did you hear that, >> Bo? >> Yeah. >> So, like taking on five kids,
056that would cost the district 5,000 >> if we had to buy equipment. He said, but coach says we have some extra equipment right now. So, we would not per say have a cost game. >> Well, would that equipment also go to different players at different times down the road? I mean, If we have extra equipment later, yes, you can with your shoulder and your helmets with the way that they're regulated on maybe a hits a lot more but for the most part whether you play one or shoulder there's ways to check them doesn't matter. There's no 50% of the time. >> So, just to make sure I'm understanding maybe for both, let's say we have 50 helmets, >> but we only use 38 this year. We still have to send all 50 back at the
057end of the year to be reconditioned or >> right. So either way, whether they're used or not, they're going to have to be reertified and the cost to the district is the same. >> I guess that player up doing a good job. >> There are several that come back every year that do not pass. I think it's important to note that we have invested significant money in the football program as why we're in a good spot with equipment, but we're not running a charity. I think it funs to play, they need to pay for the equipment that they're using. It's my personal opinion because we can't we can't just take on kids at our cost that we've already our taxpayers have already paid for this stuff. So, it's not like Bunston's taxpayers have paid us
058to help pay for this football equipment. So, their taxpayers want to send their kids here to play football, they should help pay that cost. that they're not going to help out other than transportation. Maybe we just say, "Hey, you know, if we wanted to do it, it would need to be with you paying for equipment, helping share that cost because there reconditioning costs like coach said. Uh there's ongoing just every day like you know, just recurring costs for things. Coach does a heck of a fundraiser with golf tournament. You know, people at least know that there's other you know, playing for Dip from Bun, too. You know, might get some more sponsors for us. You know, you never know. It could expand that. But I think the equipment side alone they have to help out.
059That's my personal opinion. I would say just want to charge the whole $1,000 for our setup because It's not like it's disposal checks throughout the four years. So, you know, >> right, but we are paying stipens to the coaches and they're not helping to pay the stipens for the coaches or paying for the refs or any of that stuff. So, that's kind of where my question is somehow. I understand what you're saying. Like maybe it's like I was just talking. >> Yeah. Yeah. Do we know others as well >> that co-op another sports bill did they pay any cost or anything? >> Yeah. You know, just just to see so that we wouldn't be out of line asking for something. But I disagree with that, you know, there's going to be additional cost you because
060at first I thought we're moving up Most of those people are already taxpayers. >> So this would be a a school district that's not even like $200 a kid or whatever. Just a little game. >> Coach, I got about three questions and they're they're not bullets. I just questions that I want to double check on. Um and this might bounce between you and Jason. Um, have you all thought ahead? I know we have like a grade standard how we're going to communicate back saying we went forward with it like a grade standard. Are we going to hold those kids to the same standards that we do our our own here? You said saying yes, you're saying no. So, >> the way we do it with our other sports are that's the school. For example, we
061might have one of our junior high schools that we has a much stricter for their so >> we'll leave that up to that matter. high school. >> And then my other question is is we do move forward with this. Um I my feelings I kind of hope you probably be the same way coach. Um before we say yes, we want to do this. I think we need to reach out to our patron parents because I I know we're all about you know the best player plays. But when it's everybody at tip and you know my son gets beat out by France, you know that's just how it works. Well, when you bring say five other kids, not saying they're going to be perfect stars, but if I would like some feedback maybe from our patrons
062because I don't want to go go through with this and then down the road Nathan's boy gets bumped by somebody and then he's mad, you know, because he got bumped and they didn't have any knowledge of this. I just don't want to see our patrons get upset because we didn't kind of feel them out, I guess, a little bit. Is that something you'd be interested in, you know, talking to our parents about or is that something you just best player plays and get over it? I'm not putting you on the spot, but I think it's a fair question. Again, I was on a planning mission. I wasn't expecting to approve something. I have no problem. You also have to understand >> you. I understand for a while is small number of kids but whenever that
063say that oh yeah it won't affect it will that's just that's human nature >> yeah and I get that I just I've talked I've talked outside a little bit about other schools co-oping a little bit and just kind of touch base with them you know what were what were the pros or cons you know and some of it was you know where two schools are blending together like buns and prairie home it was a little Well, where we've we're established, we're bringing in, you know, it's a little different, but I just kind of wanted to see what I think one of the Even last year we had freshman because of the sheer number of people. I think any of those concerns being another one. Um, no. I think we answered that third one within the
064grade stuff. >> Thank you, coach. Nothing short. Anyone have any comments? I think it's a good situation for, you know, the Bunson community to be able to let those kids that have the push and drive to want to, you know, play ball, they don't have that opportunity. You know, it's not like they can just run to another town to play. Um, I think it's, you know, transportation would be a big one, but that's n down. Um, I know y'all are concerned about the cost of equipment. Um, you know, I think we're going to have we're going to have coach statements. We're going to have rep costs. We're going to have equipment upgrades no matter what. May it be a touch faster. You know, if that kid plays a lot, it might be. But in the
065end, you know, if that kid is playing a lot, he must earn it. you must be bettering our team a little more. >> There's some solid youth players that brought over this year and I think that would grow our program but not it starts early. Everybody knows that all the way through >> whatever you guys think. My opinion is the only known cost you would have doing this is the transportation cost because the equipment we already have you're always going to have more because different size kids different size head shoulder you're always going to have. So that cost to me is negligible because we're already building that into program with them picking up transportation cost in my mind additional cost because you're going to have it's not by adding these five kids that we wouldn't
066have had referees. Um so the benefits way up since there the transportation. You know, we say we're all about the students. You know what? If one of these five or two of these five, if it turns their life around and they become an outstanding football player and we would be part of that. I say we do >> or by the same kid who doesn't play a sport they offer the drive to have to be eligible to have to go to school to better themselves that you're going to pay dividend far outweigh sports >> David was that a motion you were making there >> so move I'll second is there any before we vote I know I got a chance to Are there any other concerns from you Mr. Principal Co Pepper? >> You all would
067feel that could pop up. >> I try to be, you know, respectful and not mess up everybody. >> That'll mess me all up even worse. Are there anything that you all can think of that might be later popups? I mean, I think we've nailed equipment, you know, practices, everything. Do you feel like this is something that's manageable, easy enough, and we can move forward exceptionally? >> I mean, I think all these random little things, you know, we're supposed to number of kids. So I don't really change it one way or the other. So, I know the five are high school, but are you opening it up to >> I think out there address very >> well but I don't know after a year we can gauge if there's too extensive amount of cost that's coming
068into play. >> So, do we need to specify that area that we approve this as the motion's been made that we're approving this co-op on a year-to-year basis? >> I think that's what >> Okay. I didn't know. >> Did you hear my motion? >> You said so. >> Well, because of student count. >> Okay. I just want to make sure that everybody knew for a year. >> I don't really see why any of this is a big deal. It's 10 minutes. Took me 15 minutes to get to my high school, you know. It's just our perspective is a little different being a dip in and everything's two minutes away, you know. So, I don't see why they couldn't get here on time. One of the high schoolers can drive mall, right? I was just concerned
069about cost. We're always I am done. Thank you, sir. >> So, David, >> my motion still. >> Okay. All in favor say I. >> I raise your hand. >> Yes, he did. >> 70. >> And Mr. I presume you'll talk to the A. >> Yes, I will. >> All right. Missouri State dual credit agreement. >> Yes, we have twous and that's because uh there are two campuses that we interact with with regard to dual credit. One is in Springfield, one is in West Plains. This past year, we did not have anyone from Springfield enrolled in the Springfield program. We did have about five involved in the West Plains program, but we would like to sign a memorandum of understanding with both of those programs in the event that this next year we have a student
070who wants to take dual credit from one of those campuses. It's just available. >> Yes. Yes. If we have a with them and a student sees a dual credit course they want to take with either one of them, they're able to do. >> I'll make a motion to MO subs agreements. >> I'll second made a motion for dual credit agreements for both West Planes against Springfield. Is that correct? Bob second. All in favor? >> Next up will be our bathroom floor bids. It was my understanding that the board wanted me to pursue what it would involve epoxy the bathrooms in the elementary level. Uh we already have them done in the high school if that's correct. And uh specifically we were talking about getting uh bathrooms ready in the preschool area and all the other
071periods. I So I advertise for bids. We received two. One was from GRP Wegman. The other was from a local contractor in Sidelia. I'm not sure what Typton's policy is. We used to have a 10% policy preference for local. I don't know. I didn't look up to policy on local preference. There is a difference of 121,372. However, the higher bid includes painting the walls after the project is done. The lower bid does not. The lower bid requires the district to test for remove asbestous and that's an unknown quantity. No, I think when they were building a big difference that's pain Well, almost what are we required to do as test? >> Yes, it says any material is assumed to be asus and must be tested by the district. That's the first line. >> So, one
072of them was going up 54 in on the wall was 36. Everybody here knows young boy 36 in isn't >> what are you saying? >> Well, our current >> don't be young boys. >> Hey, now the current the current uh dividers in there are literally being they're metal and they're being eaten through by splash. you know, the floors or the individual one in tiles. We can't I asked Emilio last year how to possibly clean them. I asked him to bring in power washers and he's like, I have like you can't clean all this ground. It's been years. So, that's kind of the reason for wanting to see these cleaned up. And they're just as bad kids. I think Ashley was Three classrooms. >> Three classrooms. The kindergarten and then classroom. This a special class special
073education classroom right now. >> But there's two bathrooms in each room. >> Yes. A total of 10 bathroom. >> There's a boys and girls. >> Oh, that's a two in each classroom. And there's a boy and girl on each side of that gym hallway. Well, there's two on each. >> Yeah, there's a girl. >> You're probably looking,000. That's not >> that's not removable, but chances are I mean the superintendent >> was the superintendent I thought it >> I'd almost put a bed on this off camera. >> Oh, dear Lord. >> Let's get back to what we're uh Well, my point is is if it's even in the late 2000s, we're our construction sets are not going to let us use asbestous again. So the variability of a chance of asbestous is probably prominent towards the
074zero%. >> Yeah, but they sure screwed up that >> is that going to make the difference in your city. >> No, I just think there's a big difference in that number when there's a 10k asbestous test. >> Yes. >> And >> but we would rather go 54 in than 36, right? >> And have the and have a >> deal. How much change >> it's not >> high school I agree with that 100% throughout the So the main difference everybody thinks costing we find out what the lower would be. >> Sure. >> So that I mean we're comparing apples to apples instead of >> if if from what the way I'm reading it there has been a lot of issues with coming in at X but then by the time we get change orders it ends
075up why >> then obviously You know, because most construction jobs bid, you put the bid out, not just the lowest price, usually lowest best. So, you have a leeway there where you're not stuck taking the lowest contractor. Um, but once we get an apples comparison, that cost may end up being quite a bit closer than it is now. >> I don't either. I don't either, but I think I I personally think due diligence apples to apples can't hurt >> find out if they give us turn around. We could always just have another quick meeting to approve it so they can get started this summer and get it done. I know we're probably running. >> What else do you want me to find out besides the other? >> Okay. I strongly >> now we're ready for
076audit bids. >> We advertised for audit bids and we received two. The lower bid is the company we are currently using as a groups. So our recommendation is to stay with that company. >> How long have we been with that company? >> That's why we >> probably I want to say >> yeah I want to say when I president move >> you can't say so move you didn't make a recommendation I got one question you made a recommendation. >> She made a recommendation. Not that >> I guess the second I'm not going against your recommendation. I just was curious. Grace says uh one fee or straight fee, but additional work at $200 an hour. Can we ever? >> No. >> In fact, they got a letter today. They were lowering they're lowering their fee for
077this year because uh we no longer have to have a federal audit. Typically that's what your extra expenses if you were at certain threshold of receiving x amount federal money and we did receive that during the pandemic because everybody was receiving that extra federal money or no longer receiving it. So they are reducing what they're going to charge us this year which would have been in older bit because there's no federal audit required. And the other thing that usually triggers a federal audit is the food service. However, since we contract ourselves, we're not subject to that. >> Did I get a second on my motion? >> Second. I think David's motion was to accept the superintendent's recommen. with first second. All in favor? Thanks. >> All right. Well, our next up is our roof repair
078estimates. >> We uh I think Shannon got some information from Nathan about people he could contact that were in more in closer proximity uh to the district. And so we had a person from Weathercraft come out and look at a couple of our roof problems. the first one primarily being in the gym area where we have the high school gym area. Uh it was their determination that the last job was done incorrectly. It's improp the flashing was improperly installed and that they can install a new termination bar or fix the what is already installed in properly. And that would be a cost of $4,660 to stop that lane. Then the maintenance building, I'm not sure what you guys call it. White cinder block building. Uh where you can see the sky through the road. If
079any of you all have not been up there, I would encourage you please go up there and have a look yourself. I've been up there personally and looked at it. >> I was in there today while it was raining. Were you in that back room? >> Yes, ma'am. >> Okay. What' you think? >> Need a roof. >> Yes, it was. >> So, is it which end is the >> the north end >> the >> north slope of the west end of the building. So, it would be >> that was way before my time or way after my time I should say. This bid uh that they've given us also includes uh ice and water shields at the gutter's edge in it said this price includes drip edge gutter and down spouts. That was something that
080you all were wanting to have done anyway. If it falls below the threshold of needing to bid it, uh we can if you're not ready to make a decision, we can get some more without having to advertise for you for more. Or if you're ready to make a decision, here's your price. >> Is anybody in favor of doing 10 on that building instead of the shingles? And then while we're at it, put 10 on gable end because that's getting really nasty. The 10 to me would be a little more durable. Hail storms, >> you know, could it a little bit stom? Anyone have any comments? I don't know why we would spend a dime on that building that has holes in the center block foundation of it. Where you going to put this stuff? You
081got to go in there. I was in there today. There's all kinds of junk in there. >> Junk is the operative word. >> Yeah, it's I mean it's almost back to the state it was when we sold all that stuff, threw it away. And there's tons of desk in there and chairs, tables. There's two big gay lords of books and I don't know you're not going to be able to build a building for $45,000 to replace it and we could spend a few dollars on this one. Yeah, we may need to get somebody to look at that that foundation, but there got to be somebody that accomplish that. I would >> could we talk about the gym first and get some feedback on that and then talk about the building. >> Doesn't need to be
082two separate motions this area or it just say >> where the bid one section I didn't know or the bid was submitted in one. I didn't know >> we can split it. I think you have more questions about the second part of it than unless you've got questions about the first part as well. >> But I think Greg had already said something once before about he had looked at just from the ground I think and and that he had said that that was installed improperly. So >> well he had said that the center blocks too. >> Well I'm talking about >> gym the gym. I think we absolutely have to do the gym. >> Absolutely. >> We'll make a motion to approve the gym repairs. >> 4,660. >> All right, we got Derek first. Shel
083second. All in favor 70. I really, if we're going to do something, let's make it durable. See what they want on cost on 10 or metal steel, whatever you put up there. I don't I don't know what the cost difference would be or whether there even as much, but I I do think the 10 would be more durable. >> Would that be a different company >> sometimes we found my other experience that Companies that do metal typically don't do the shingles around a good couple metals metal >> and Excel >> Excel. My worry is you know say it's go with this 46,000. I'm fine with doing the work to the building. My worry is um longevity of that structure a little bit. I know it's not easily easily replaced, but I want I'd love for
084that building to last a long time, but at the same point, I don't worry about spending 40 even 40,000 on it if it's the structure maybe is under. >> Well, obviously we need a building. I mean, I get that it, you know, we have a structure that needs some attention and has needed attention for quite some time and hasn't gotten it. I mean, I do know that was one of the biggest things when our bond failed is that people said we need to take care of what we got first. So, and I understand there's foundation issues and maybe it's not worth fixing. I don't know. But >> there's got to be somebody out there that we contact that would look at that. If they can replace the block and make sure it's good foundation still,
085pull the trigger on both. I'm just worried. a little bit about the structure integrity of it and like you said I want to take care of what we got but if it's failing >> you know we can't see good money and bad maybe it's time to cut our losses on it I don't know that answer yet I think we need to maybe see if we can find somebody that deals with >> well the good news is that is not affecting our dayto-day school operation It's not as timely. Yes, we need to do it, but I think we have a little bit of time that we can gather some information and make a better choice on it, you know, versus I hate to put asphalt back on there shingles. You know, >> I'm afraid they're going
086to find several more spots where they're going to need replaced. So, I'm just thinking, you know, we have a concrete pad there. There's there's smaller metal buildings that can be put there that all these companies do like you know 40x 40 or 40 by 30 shop or something on that concrete existing >> if they can't jump in there that's a good problem just need but I took a grand tour of it today and it's >> a mess. >> It's a mess. >> Everyone want to gather some more data on that? >> Yes, sir. >> Cool. Cool. >> Contact weather >> since they've already done the probably get a quick one back and then have an idea going to be If they do metal, they need to add the cables up. They're really I mean painted
087some of the wood. >> Well, that uh leads us to the end of our agenda tonight. I make a motion to move us in the effective session following 610.021 31 113 that include Mr. Co Pepper, Miss Hansen, Miss Bastian, Miss Pedigrew, and Mr. >> Yes. Amanda, >> yes. >> Thank you all.
