003comments we have one speaker tonight um Amy Ben and hoffen I was waiting for the speech beforehand so okay okay um I just wanted to talk about policy 2400 the revision that is that you guys are going to be discussing tonight um as far as the directory information goes on students so um I support version two and the reason is because it safeguards privacy and prioritizes parental rights which the last time I was here in October I asked you guys to keep in mind when it comes to the policy revisions um the other thing I wanted to point out is since I've already chosen that my kids do not participate in third-party presentations you know obviously that would prob mean that I wouldn't want their information given out to third party people like any third
004party people that I haven't like reviewed and okayed I would just assume that their information would not go to sorry I'm looking over my notes um I was looking in focus for the forms I filled out uh at their yearly enrollment every year so I could see where I have have unknowingly given the district authority to give out my child's directory information to third to third parties and that information is not in the app so I wasn't I was like looking under enrollment forms and it was just basically generic information so I don't really know what I filled out that gave the district the authority to give away their directory information um obviously I was pretty shocked when I found out that anyone could sunshine my children's directory information without my knowledge and find out
005where I live and um where my children live and I'm definitely not okay with this I think it should go without saying that the best way to safeguard our children from anyone who would seek to do harm or invade their privacy is to protect their personal information which is why version two to me is you know once again it gives the most it prioritizes parental rights and also seeks to protect our children's personal information and so I would just like for you guys to consider that um once again I support version two thank you okay thank you uh we are now moving on to resident agenda items we have one tonight um at the request of Candace door um I guess as a reminder you get five minutes um You can reserve some of that
006time or however you wish for questions comments answers from the board um before you start the clock can I make sure there's no children in the room no children okay if there are any minors listening or watching tonight oh sorry I was going to do the same exact thing you're starting with goad what you were saying yeah if there are any minors watching or listening tonight I ask you guys to discontin you watching as this conversation is meant for adult only my purpose for tonight is to discuss why Library policy and regulation 63 6310 has not been revised in 16 years despite the Senate Bill 775 passing over two years ago this district is not following current current policy state law or curriculum When selecting reading material for students I come to you night tonight
007with a mental health educated background and years of experience working with children affected by sexual abuse and mental health issues so this agenda item is not intended to create opposition or Division and it's not about banning books in fact after 17 books were removed back in August of 22 the public should know that the aola which is the American Library Association who sets sets the guidelines for school library programs do not consider those books under a ban as wsd was following the new state law they actually encourag clear criteria within policy so collections are current relevant and not based on popular popularity or controversial content so books are not challenged and removed they don't want that I re reiterate the need for an updated Library policy aligned with state law which will protect and guide
008WSC employees and will help avoid further discourse within the community due to the negativity two years ago it gave the impression that there are far more concern for the protection of bir books versus the protection of children and their young minds the American College of Pediatricians say exposure to sexually explicit material often result in maladaptive behaviors and mental health issues including anxiety anger depression antisocial behavior and suicide attempts proving a great need to advocate for more protection of young minds especially those with adverse childhood experiences who are the most vulnerable to negative reactions when exposed to sexually explicit material for the purposes of this topic I should mention the American Psychological Association which is the leading scientific and Professional Organization representing psychology in the US defines a young adult as ages 20 to 35 the
009Ala defines readers as young as 12 as young adults again this the following content is for adults only so I remind anybody that's in the audience if there's children or anybody who's watching if there children I ask you to have them leave the room um I have a few questions for you all if you don't mind I asked the board would any of you be okay with I can't even believe I'm going to read this would any of you be okay with miners reading books with the following content an adults only book about a 13-year-old who goes to hell in which she describes in graphic sexual detail having oral sex with a giant or another adult book about a woman who was continually raped by her father as a child and raped continuing as an
010adult and an erotic detail describes having sex with various other men or a young adult book intended for ages 12 and up about 16-year-old identical twin girls who compete to gain the physical and sexual attention of their pedophile father first and foremost why are these books on our shelves it's against the law and who would be responsible if this content or these books were reported that's my first question I'm not a lawyer but I would think as the governing body we would have some responsibility in that so no individual person would be responsible the district as a whole would be rested or I don't even know honestly I I have to look up that answer I I believe Librarians if you look at the state law are the ones that people are overseeing the book
011but I'd want to make sure and review that with the legal side of that first can I ask you can I ask you if you know what the current process is now oh gosh never mind I got to move on I guess okay are any of you okay with what I just read and if so why does why does wsd allow the Ala dictate what is and is not appropriate for wsd libraries when the Ala does not have to follow Missouri law or wsd policy so I think the LA is a guide it's not the end all be all um what they're doing when when the Librarians review books and things like that is they are using that standard part of the issue I I'll finish part of the issue we run into is as
012you you're aware I assume you're aware there is no standardized rating system like in a movie a TV show or anything like that and as I'm sure you're aware you're looking at Publishers who typically are determining whether a book's going to be ya adult or even Juvenile and so you're you're mitigating through those different factors and trying to determine what is the appropriate age level or what is not the appropriate age level all right well I had three other questions but since I ran out of time thank you can hey Mrs door if you want to talk we can I'd be more than willing not not here obviously right now because I can't extend it but we can I can reach out to you and set up a time for you to talk with us
013yeah please do all right thank you um moving on to item 10 District comments thank you both Miss Benning Hoff and Mrs dor for participating we do appreciate hearing everything everybody has to say um before we get too far into it we wanted to take a moment of silence um Carla allensworth who was a bus Aid in our transportation department for 19 years Carla passed away on Thursday December 5th our thoughts and prayers are with Carla's family friends and colleagues and at this time we'd like to ask everyone to take a moment of silence with us to honor Carla thank you in November Us world news or US News and World Report recognized Four wsd elementary schools Crossroads Discovery Ridge green tree and Lake View and two middle schools Frontier and South Middle is top

017my job um oh okay I was gonna make a motion to amend uh by removing 11.14 which is the USI Clinic Consulting agreement 11.15 Focus School software agreement and 11.17 FY not the whole thing just the fy2 AP Bill list for December to new business we have a motion made by Jen do we have a second sorry it was 1119 the bill list okay Joy knows what I'm talking about second all right all in favor I I any opposed no okay motion passes we need to okay refresh thank you very much so that was just a motion to amend now we need a motion to approve the amended agenda motion to approve the amended agenda was that all was that all your mission to okay I don't remember the wording okay yes okay all right
018well then we are going to move on to sorry I refreshed and I have to get back to it uh moving on to Old business no well that's what I just said the amended consent okay people motion to approve the consent agenda yes as amended yes all right motion to Jen made a motion do we have a second second okay okay all in favor I I thank you now we move on to Old business uh 12.1 policy 4505 instructional staff salary schedules this is a second read do we have a motion to approve motion second discussion hearing none all in favor I I any opposed motion carries moving on to 12.2 policy 2220 compulsory compulsory attendance ages this is a second read do we have a motion to approve motion second questions comments um just
019a refresher these are the revisions that allow for students to be excused by the um excused from long-term absences by the superintendent um for reasons of mental or physical incapacitation without the need for a doctor's note that's the main change that we made so we're giving that discretion to the superintendent and parents can also provide a doctor's note to the building if needed if they don't want to go up to the superintendent excellent all in favor I I any opposed hearing none motion carries moving on to I guess 12.4 23 policy 2340 truancy and educational neglect this is a second read we need a motion to approve motion second Motion in a second do we have any questions comments Jen comment um refresher on this one these revisions increase the threshold for reporting student absences
020from 10 absence to 15 and we further defined a Y and strengthen the policies focus on the prevention and support of students and family thank you all in favor I I I any opposed motion carries all right 12.5 policy 3470 average daily attendance Early Childhood this is the second read we need a motion to approve motion second questions comments none all right all in favor I I I any opposed motion carries all right 12.6 policy 4565 employee postretirement option this is also a second read we need a motion motion second questions comments hearing none all in favor I I any opposed none motion carries 12.7 policy 6191 virtual education full-time equivalent second read we need a motion second questions comments hearing none all in favor I I any opposed motion carries moving on to 13
021new business we have 13.1 no tax rate increase bond issue recommendation we do have a presentation for the bond resolution uh Brian is this presentation any different than what we heard in our Workshop a couple weeks ago no it it doesn't make any changes it's the same presentation okay so we had a pretty good work session on that um all right well let's first make do you want to do the presentation first or motion first motion first okay we need a motion to approve motion motion second okay uh we have a motion in a second let's go ahead with the presentation can we clarify who made the motion everybody at once okay thank you okay very good um who will lead the presentation you Brian okay [Music] excellent okay so stop me as I'm going
022I'm going to go pretty quick because we did Workshop all of this so if there's questions anything like that make sure you just stop me Midstream and and ask uh quickly rehashing kind of the past in 2022 23 the school district designed a master facilities plan Mr Schaefer and his team built out A Five-Year Plan looked at all of our long-term needs talked about where we were doing from a walkthrough building walkthroughs to see where building maintenance was most crucial to the Dem graphic study uh looking at population patterns and things like that although I would tell you that it's something that's ongoing that we're constantly monitoring that uh to tuck meeting with Tucker Creek and the municipalities talking about where they're where they believe the expansion is going to come from we did a
023building capacity study came up with more accurate numbers on what that was going to look like our construction committee met again and focus refocused on what the areas they felt like were the primary needs of the district and then we did a community survey that also gave input on that so the community input not reading all of this with you uh just overwhelmingly was saying it's important to make our buildings look good keep them up keep them safe uh keep them ready to go keep them with the modern era that needs to be there so when you're looking at that 96% said that was their priority um 90% said they were willing to support building improvements and then 77% talked about land purchase now we kind of moved off of that land purchase side I'm
024not a huge fan up being a land Speculator by reducing the amount that we were looking at we didn't would necessarily want to go out and purchase land right now what we did is give oursel increased bonding capacity as soon as next year if that desire or need comes then we'll go look at that bonding capacity and say okay we are know we're now seeing Ducket Creek is opening this many more what are those called Josh Taps Taps this many more sewer taps in this area so we're going to have to turn around looking at that the nice part of that is a sewer tap doesn't mean that development's starting immediately the sewer taps mean that they're going to they're going to sell it they're going to grow it they're going to build it get
025ready for it and we still have time then to come back and say we are desperately in need we need to buy land and look at where that elementary school or whatever that school's going to look at so when you're looking at that that was one of the other focuses that was there but that was one of the areas that we talked about sitting on and moving forward and and focusing on some other things for a lower Bond number um at the time 74% supported a 200 $3 million bond issue that was 74% of the district was saying that uh one of the first things Jerry and I did was kind of review that if you look back to the spring I believe it was April or May we requested that the board table that
026and we come back after revisiting that and on honing our our Focus areas more so at the workshop we gave a lot of information we gave about five pages of this is where we feel like the priorities are which we're going to get into here in just a minute so obviously safety security technology Legacy Buildings and other construction projects were those three main areas we were looking at and then with Safety and Security go ahead Bren some of the things we were looking at so not every room has that safe defend box we we did that in phases so this second phase would put a safe defend box in every single classroom so all teachers and staff members have access to that it would also upgrade and add surveillance cameras being very Frank with you
027lot of our security cameras are old analog cameras we don't have HD cameras they haven't been replaced one of there's some programs we're looking at that are AI that can actually be preventive measures that can identify somebody who's a suspect maybe has a weapon outside of a building and immediately alert 911 so it would be one of the few preventative measures that are in place instead of reactive in order to do that though you need to have HD cameras they have to be able to identify clearly what that Target is it's monitor 247 so that was a big focus with some of the security cameras uh we would also be able to put window film on our classrooms all of them we are in desperate need of some of the buildings that have intercoms that
028are way outdated uh that are struggling to keep up and don't work in some buildings quite honestly so we want to upgrade those we our fire panels and devices at Boon Trail dwell Heritage Holt Timberland Liberty and lville middle all need to be upgraded they haven't been upgraded in a very long time and then one thing is if you kind of look around the to St Charles County and even into St Louis County almost every high school campus has a guard check where you check in it it prevents unwanted warrant people from just going through the building or just coming onto the parking lot so we are going to add guard Shacks at that point uh that would be manned where people would check in on campus when they're coming in and in cell phone
029repeaters part of the issue is you guys all know now everything's cellular dependent almost every every system you have is cell dependent and these buildings and some other buildings our cell services are very poor so we're going to work on trying to get that cell cell repeaters put into those buildings to increase that cell signal so that they can do more things and it's not F constantly falling we're dropping cell service in those buildings A lot of times Josh jump in if you think there's something I'm missing uh priorities Legacy Buildings this was a big focal point from the last time that we we did the bond presentation Heritage Elementary is the number one area we want to look at so what we identified oh my gosh that's too small hold on all right some
030of the areas we looked at were traffic flow concerns lack of all school meeting area outdated building infrastructure intercom issues and ADA compliance they also don't have a storm shelter so if you do anything you have to add a storm shelter so that would be an added Improvement there as well what we're showing you right now is the current Campus aial View of Heritage and you can see how spread out it is it does not allow for like students to get from point from the far Wing to the other Wing to the to cafeteria to this travel time's a real issue if you talk to teachers they're going to tell you from the fourth grade Wing I believe it is to try to get to the lunchroom or even to the the Academy Gym it's
031about a seven minute walk trying to get kids there and going so one of the things that was looked at was traffic low pattern we discussed a lot of things from tearing the entire building down to renovating um I think prior to this the the thought was we were going to tear down that is not what I we have decided to do we want to renovate I don't believe you can build a building of that quality that you can still do today today it would be studs and it would be drywall this building most of the Interior is all center block wall and is very storm resistant so it's it's a building that's got great bones that we can fix so go ahead and change it for me all right so some of the things
032we want to look at that light blue area would be the new build area so the middle area is a a gym that will actually house the entire student body so it could house up to a thousand students it will also double as a storm shelter we will put 8 to 10 depending new ADA Compliant Wing rooms into that so if you look where the parking lots at in the gray that was the old 1950s Wing as soon as you dig into the ground again or make Renovations you have to make it ada8 compliant and that Wing is not able to be ada8 compliant so by adding a a parking lot that gives a centralized parking like every other Elementary does you can see now we're entering the building to get some of the road
033off or some some of the traffic off of um oh what's the name of that road Bloom Hoff off of blomhoff they're going to go onto the campus and it will drop off right there they'll exit there buses will be behind the building so they're not in the way of pick up and drop off and they'll drop off right there we'll have a covered bridge for the kids to walk into the building so that will do a lot there as far as giving us a new gym a centralized parking area new bus lane traffic pattern improvements we will also go through and renovate the entire space so we will do that in phases it should not take anymore the goal is three years no more than three years we'd like to go quicker than that
034we won't know though until we would actually get into the building and start renovating classrooms so the goal would be to renovate anywhere between 10 to 12 classrooms at a time and take over sections of the wing the last phase of the project would be to knock down the old wing and put in the parking lot so that's phase the last phase the first phase is the gymnasium and the first 10 classrooms so we can start doing things like that the other thing is if you're not familiar with it with Heritage there are two separate cafeterias both of which are too small to house the entire student or to have every to have one grade level eat at the same time so we would we would propose to add a bigger kitchen which is the
035purple area there and push out to where the cafeteria can house it to where you don't have to have six lunch shifts and so kids can eat it a more reasonable time as opposed to later or earlier in the morning so those are the big projects we're looking at with Heritage Windville middle is is really actually in pretty good shape but it needs a lot of facelift on the inside of it there's a lot of additional stuff lighting ceiling panels flooring uh we want to move the nurses station if you've been in wizville midddle the nurses station's all the way at the end of a wing and it's not centrally located we want to put that in a centrally located area that every student can access easier and that the nurse can actually get to
036the building in equal amounts of time so that's a huge part of it we want to do tuck pointing redo the Cabinetry doors building envelope nurse's office like I said lighting ceiling grid tiles painting flooring those are the big things we're going to do there Hol we've got some big plans there too as well so lighting steiling grid and tiles painting flooring doors all the same points tuck pointing Cabinetry the entire building envelope needs to be done uh we did update the nurse's office recently to make that more modernized and ADA Compliant the old nurses office was not ADA Compliant we'll also have to get into the Athletic Facility upgrad so by that if you're not familiar with Holtz track Hulk cannot hold a Misha sponsored event it only has six Lanes in order to
037hold a Misha event you have to have eight Lanes so we'll be able to extend it to eight Lanes so they can do that so that would be the Athletic Facility upgrades as well as well as new lighting well they they've got Lighting on the fields so we're good that was just done Boone Trail would be another one if you've been at Boon Trail and I think some of you guys have been that office is not very inviting it's very crammed up in the front uh it also in order to get like to the nurse you have to either go through the main office the the actual reception area or you come in behind it so we want to move that and make it more centrally located out of the main office we want to
038open that area up that's more inviting to our our families and then other construction projects that we're looking at a big one is Elementary School playground so we want to touch every Elementary playground to make it either the turf or the rubberized surface and then we want to look and determine which playground equipment needs to be replaced the most uh the reason behind the rubberized is it is accessible if you go to our city parks there are this way our school district's not it's that it's that wood the the what's that called engineered wood fiber thank Josh so we want to make it rubberized or turf we're still evaluating Turf right now is seem to become the more popular thing it's a less maintenance to compared to the Riz which you have to resurface so
039in the long run it's probably more cost efficient but we're reviewing that right now and like I said replace the equipment we've also listed out a bunch of other projects there if we come in under budget as has happened before and every other bond issue we've run we've come in under budget this is a list of the areas that we would plan to renovate looking at that it's not prioritized here it's just a list that tells you what everything is from looking at storm shelters to Auditorium upgrades traffic pattern flow um HVAC beyond the fiveyear plan looking at how we need to do them some things with that as well uh Harris which is our building that we warehouse at that's pretty dilapitated it's in pretty rough shape if you've seen Harris Building so just
040doing General things like that so that's what's in the other projects as well this is a breakdown of estimated cost for each one of the projects and so we shared this with the board in more detail but this gives you a pretty good idea and honer and Martin can kind of talk through our bonding capacity and honer can talk through where these costs have come from to ask some questions and things like that as you're looking at it but it lays out the specific things we're looking at within the bond project and then this was ballot language we talked about this we can move forward past that we asked a bond uh we talked about future bond issue considerations so like I said a big part of this bond issue was reducing the amount from
041that 230 number uh I didn't feel comfortable that we really knew what we wanted to do or where that money needed to be spended at that time so I did not want to come back and and say we need all of that money so what we've done is we like I I started with we have given ourselves the opportunity if we have a massive growth out of the blue like you say all of a sudden oh my gosh a thousand Lots just got bought up and now we're going to build homes there normally we would know that but that's going to take us time so now we can have the bonding capacity to say we know where that going we can purchase the land that can be an elementary school or whatever other projects needed
042um we can look at increasing building capacities that's another discussion land needs maintenance and upkeep redistricting and new construction that's going to be a big discussion for the community and so one of the things by improving our Legacy Buildings is we're going to bring them up to speed where I feel comfortable and what those buildings deserve where you give them the most Equitable experience we have some big beautiful buildings but HT is also something it's the tradition it's the original school it can be a beautiful school and you should be proud to attend that we want to make sure that we're getting it to the point where people feel that way about it then when we do that the discussion becomes do we need to build or do we need to redistrict and that's a
043discussion that the community is going to need to be very involved in but when you start looking at building capacities right now you're sitting in Liberty with 85% and hold at about 50% can house up to 1700 kids, 1800 kids it's sitting at 1350 so you could start looking at those numbers and we need to start deciding is is redistricting versus building that's the discussion for the community and we'll have a lot of discussion about that and I know people feel very passionate about that but we don't believe that we can even have that discussion until we build all of our Legacy Buildings up to speed and then this just kind of gets into more of those future Bond issues as we start talking about specifics and things that we were looking at we can
044move forward past that and then the next thing is just a projected out five-year timeline per in between bonds that would talk about different things that we need to look at so that again is maximizing our bonding capacity while trying to make sure that our debts manageable and we don't exceed that debt all right and so what we're asking for is a bond issue for 135 million no tax rate increase called prop L to address all the needs we talked about and I'm done done here it's unopened all right so presentation questions comments David Lewis okay there you go red is dead so I thought we weren't supposed to use red all right um my first question I've got a few and these kind of a Carry On from what we talked about during the
045uh earlier session on the 4th we learned a lot of information about how the money was being spent one of the things that has always frustrated me and it's other entities within the community uh have the same strategy it's a non cost increase because it stay within the percentage that's already approved the challenge to that to me is that my house is going up in value so if you put out the same bond issue with the same amount that's going against a bigger number so my taxes will go up Tim I want to make sure I'm saying that right the tax rate will not increase but if your value would increase yes but but taxpayers would be paying more be be on this new tax than what they were on the existing bonds that are
046already out contrary if your house went down in value you'd PID less taxes yeah I'd like to talk to people who did that and went so um so my my point to this is that and and in the long run my answer is I'm I'm for this I'm for voting for the community to make the decision for your kids um I don't have kids in this this hunt I'm looking at it from a and I've asked questions and I'm going to go through a couple things about the costs and making sure that the costs are in line make sure that we're not leaving Stones unturned so I want to go through a couple things there I asked and these are questions that I think everybody knows but we can ask questions between the first agenda
047and before everything comes out these are some questions and feedback that I received that I think are important um will wsd rely on Cooperative agreements or will wstd competitively bid everything over 10K Cooperative agreements mean that you don't have to competitively bid because there's established contracts that are already in place but simpler to do that than competitively bidding and cost less to put the bids out but uh my concern is cooperative bids are they the best pricing and there's policy that reflects that and outlines it in 3180 uh will all Awards go to onville St Charles or St Charles County biders are there differential percentages for City and County bitters um the story of that is that onville tax money so we should be hiring onville contractors whenever we can and we do have a
048a guideline and a policy that does give a slight preferential treatment to those in Wentzville so I encourage as this goes forward for the onville contractors to be engaged um there is a plug that was put in for $1 million that was titled permits fees Etc I think is what it was and it really caught my eye so I said' what's some of the details in in this uh block of $1 million and there's two pages of lists that go across everything that is typical for building that is not like a fixed cost we know how much a brick costs but we don't know how much the engineering the the cost for boring the site geotechnical reports and other things like that so it's a plug number that's put in there and if you look
049at the look at that and Tim keep me honest on this but I I think that our architect Herer used the the guidelines from other industry and other projects they' worked on to either get bids or else to use intelligent reference of previous bids to come up with prices so there are a few plug numbers in there as I look at that whenever I see a even number of 3 million versus 3 m125 222 um couple couple more things I I wanted to talk about um you know if if you if we receive achieve savings on the the bond what are we going to do with the extra money and superintendent Brian spoke of some of the other parties or other opportunities are available there and those are all good the question I asked is
050if we if we said we were going to do these key things we have money left can we give the money back to the taxpayers it's our money to begin with and the answer to that is it goes in if if we choose not to do any of the other Alternatives that were included that money goes to the the pile that is for paying off debt for construction so I mean those are things that as as a board member I'm trying to look through this and understand where the costs are when are they real costs have we done a due diligence and like I say I'm not in favor of tax increases but I am in favor of doing the right thing for the kids so I will be supporting this thank you anyone else
051I did want to just say a few things um I don't know if anybody else did but we did get some emails from um a couple of community members regarding the playgrounds and asking for the rubbery surface or something in lie of the mulch which um when we discussed this last July I did pull that and I wasn't a fan of the mulch um I did want the rubberized but I think that this prop would then allow for that type of resurfacing and I know um I voted no last time um only because it it wasn't um planned out it it was we might do this or we might do that we might do this or we might do that this is more targeted it is more laid out it is less money although I
052would love to be um You Know A debt-free District I don't think that's going to happen right now just because of the growth that we're experiencing and our buildings need these things and it is I believe a logical ask to put this on the ballot and ask our community is this what you want is this what you agree should happen so I do support putting it on the bond and having our community vote on that thank you anyone else no we have a motion in a second uh do we want a roll call or all in favor does anybody care no okay all in favor I I any opposed none motion carries thank you all right we are moving on to 13 point two this is the fiscal year 2024 annual independent audit uh we
053do have a presentation there's no motion attached this doesn't need approval okay just double checking all right thank you evening everyone my name is Keith I'm with FW CPAs um we performed the audit of the winville school district I will keep this quite brief because numbers are delayed from six months ago so where the current numbers are aren't as important you know where your numbers are now is much more important than where they were back in June so we put four reports into your audit first report was the independent auditor report it's kind of the whole crups of my whole career and what you're paying for it's we test your numbers we have an unmodified opinion that's the type of opinion you want to receive the second letter in there is an examination of your
054schedule of selected statistics um there which has in your attendance records we're testing Transportation records that go off during that examination we also have no findings no issues with that examination the third is called a yellow book audit it's an audit done under governmental auditing standards gagas there's a bunch of words to describe it um on this one we test the internal controls of the district we also test compliance for the district we stress test different things around the district to make sure that you guys are following your policy we cannot test all of your policies we canot not test all of the things so we pick samples and that sample changes from year to year as we test different things to make sure um surprise element to all of it during that testing we
055found no material weaknesses or significant deficiencies that raised the level of needing to be included in the audit the last report is on a single audit om circular where we when you have more than 750 of federal expenditures were required to test your major programs of your single audit and your compliance with your federal funds for those grants that too has an unmodified opinion so 4 for four on the audit reports that things that are on letterhead in the audit that's about as stretches as I can get it so I'll open it up to any questions you may or may not have uh thank you Keith does anyone have any questions or comments regarding the audit I would all was it after no one anwers questions which I always appreciate um I always like to
056say the staff gave us everything we wanted when we wanted it and was quick to respond and move forward so there was no concern you know we asked for I don't know 3,000 invoices or so I'm sure she's still putting away the invoices that we requested because we had so many that we were going through um but everything we asked for we were given to without without question so the staff was provided us everything we needed to to do the audit efficiently and effectively wonderful thank you well done okay thank you very much all right moving on to 13.3 we need a motion to approve that AIT we do need a motion to approve that Brian thank you Tim I'll motion to approve okay second all right uh sorry um we have a motion and
057a second all in favor I have a question oh oh yes go ahead are we voting that we agree with the audit or that we have received the audit oh okay good question okay so let's amend the motion to re that we have received it motion acknowledging receip of the annual audit fantastic second all right all in favor I I I any opposed motion of receipt carries all right 13.3 policy 6145 service animals and therapy dogs in school this is a first read there is not a motion attached do we it says first read I'm going off of it okay about to pull rber okay yes okay thank you uh does anyone have any questions comments concerns with the it's a first grade we don't need um I have a question yes go ahead David
058do you uh have any feedback on it or is it yeah so I appreciate that I was one that kind of started this dog chase and and I'm I'm very positive I had a great opportunity to work with some staff especially Dr J and and work through and and try to create structure there's a lot of work that was done this previously reported about uh looking at other school districts and how they're working what's working what isn't so we tried to incorporate that I think the big thing here that comes down is that that it's it's two things one is that it's at the school level they decide we're given the policy to say that you can if you want to but if you want to you got to follow this policy this I like
059because some schools will want to do it different different way and they get that flexibility the second point is that there needs to be two trained people and you know that's something that's that we added and and from my perspective it's it makes it more owner for the schools but I think it also creates a better safety environment because you never know when when one trainer is is sick because we're talking about dogs in multiple schools when's tied up in something because their work schedule so we added that there had to be two trained at all times before they could have the dog in the school so overall I'm happy with it you know there's some things that we could have surely done different but you have to look at it from a a safety
060security and legal perspective for the school and I think we've done that okay very good well uh that will come back to us then I guess next month as a second read for approval with no changes is what it's all right so moving on to 13.4 um this is a discussion of policy 3440 uh travel reimbursement which would not be a first read all right so discussion um do you have more I guess information Jen about maybe what you'd want the policy to look like so so the policy I just changed like two words in the actual policy but the the way it would I guess my intent for the way that it implemented is the redlines that I've provided for um the actual regulation and that's not me redlining the regulation that's just like
061a suggestion or me trying to lay it out to you guys to say this is what it would mean you know the GSA rates for the mileage and for meal reimbursements um those sorts of things because it's not in the policy it would be in the regulation so that's where I was able to explain it so this is just like um suggestions for how it would look and if you guys have had a chance to review it I don't know if you have any questions about it I mean I think the question I have gets back into what we were talking about before like with the GSA and the Ever Changing amounts that's a lot of work to do that like are we better off saying you're in the state of Missouri this is what
062we're gonna reimburse that way and I know it may be less than it would be in California or wherever else but to me it it's more applicable to what we're talking about and it's simplistic if you start factoring in the manpower to change that every time we do that that's that's a pretty heavy lift so do employees do their own expense reports or does they submit just for reimbursement is what they do like you you did the same thing so it's a submittal for reimbursement so when they ask for that they'll turn in receipts they'll turn in mileage and then we just submit the the mileage amount that it is so if we're paying x amount per mile that's what it is we if they turn it receipt and they've got it up to this
063number they can get for the reimbursement for food and things like that too so and I know Tim or Susan jump in I know you guys had some thoughts on that too yeah I think to the concern just from the finance department is just the uh if you're changing rates or the amount available based on where you go um you know it's just adding time to uh what what it takes to process um with a limited staff you know I'm in favor of increasing that rate some or looking at that annually or biannually uh to simplify that process um just trying to keep it as simple and straightforward for us without putting more a lot more work on our staff that we don't have a lot of staff to begin with so um so in
064in creating this I do have some like operational experience with this I used to process these for a large government contractor if you for me when I was in the accounting when I was figuring out how much to reimburse it's just a bookmark on your web browser you type in the location and what dates they were there so if you haven't done it before it might seem like it's going to be a lot of work but it's not it's two clicks to figure out the exact rate for that date um I guess my the reason I wanted to go to the GSA rates is because they're always well they're up they're updated annually and they they fluctuate with the actual cost of you know what it's what it's going to be so if we're going
065to if we don't update this I would suggest that that we would update our travel policy annually to reflect you know inflation or the cost of what F actually cost because I don't know when the last time this was updated but $40 is not going to get you through half of your lunch if you had breakfast so I have a comment or question so just kind of listening to what Tim had to say and kind of your thoughts behind that I 100% think that this needs to be updated my qu my my thought is to take all of the con time constraint pieces of the GSA just like looking at what he had to say and like how much time that is a resource as well so in looking at like saving money or you
066know being good stewards of their time allowing them to kind of just say like we can we can you know fulfill the intent of that by maybe just updating that per DM amount annually or every whatever um and just kind of remove all of the GSA piece out of it um but still kind of maintaining the Integrity of what you were looking for so still base it on the GSA rate and then just up well it's actually is the GSA is based on the tax IRS rate right and that's how they update it annually our mileage is based on the the IRS rate already yeah okay so the GSA rates I believe are fed directly from the IRS um tax rate re whatever it's called um so if we were to just change the language
067to say that an annually we will update it to you know the Missouri um GSA rate or or IRS tax rate for reimbursement for POV mileage and meals because hotels we don't we we buy the hotels we book them so it's not like that would be a re reimbursable expense to an employee however that's just an idea I'm going to have to go back and look to make sure because I don't like if they're going to California I don't know that Missouri's meal reimbursement is going to be enough it's actually the exact same I just looked it up well it depends on what city in California La is $86 St Louis is $86 right but if you go to Columbia or if you go to uh Springfield I just look it's minimal I think like
068the spread is not that big so I think to Tim's point we we're talking about a couple dollars here based off St Louis rates that would probably be the fairest way to do right like find a medium and go with it I think we have to definitely increase it but I think let's take the administrative work off this because it's the spread's not that big like looking at it so what if we just looked at the policy where it says expenses are reimbursed only when properly accounted for what if we said and then expense or reimbursement rates will be reviewed on an annual basis than it's in policy reimbursement rates will be based the GSA rate for the St Louis region for meals and mileage yeah how about if just we work together and kind
069of write something bring it for a first read that kind of puts that in the policy the other the other side of this is is just budgetary concerns in general with travel our travel budget typically does not increase by a large amount every year so if we start increasing meal reimbursement rates that's going to mean that pie is going to shrink you know who gets pieces of that so um that's just the other consideration that we have to think about if we're going to D basically double go from I think it's 45 now to 86 that's 40 40 okay yeah most of the conference I go to have meals included so I but um I do think there needs to be some change we just have to it's a complicated piece is all I'm trying
070to say that um you know we may not want to go to 86 we may look at the $60 range or something like that because um you know when you look at it from a budget perspective it it is going to impact what we can do and maybe we could even put an exception in there because and the reason I wanted to base it on the GSA rate is because GSA accounts for meals provided by the district so if there is a meal at the conference that's considered provided by the district and you only get a percentage of that day's reimbursement so if there if we put something in there where it says you know if if your meals are not included with the conference then you can have this much per day because you're
071buying all three meals if they are included you have this much so if your lunch is included or your dinner is included you get this much the the other thought that I had is maybe making the new policy go into effect like when in you know the new budget or the next school year or whatever you know so that it doesn't affect the current budget we don't have to do any reshuffling of funds well my concern is honestly my concern is for the the people who we've asked to travel right now who have travel planned and the $40 if if if the meals are not provided for them every day at these conferences it's not going to cover breakfast and lunch because it's not like they have you know know affordable foods for purchase at
072at the hotels that they're staying at and stuff so they're they're pretty expensive it's usually 20 bucks for breakfast at least so that was when when would the new budget be didn't we just do July 1 okay okay my take is that you just choose one of the most expensive cities in Missouri because that's where we're going to be traveling to leave it at that anything else is by exception and I would hope that we'd build in some cushion because every year this cost goes up so we should have already increased our our budget for that so it wouldn't be completely blindsided director Olsson it may be helpful to you um so our department works very closely um Beth anth is the person that just kind of goes through and organizes and looks at all
073of the requests um the mileage the meals the transportation all of those things um so it might be helpful um for maybe the three of us to sit down and look at that and go over it and find out like on average what is reasonable that um places our teachers are going places our staff is attending professional learning um just some of the conferences we do have some that occur every year that just are typical ones that people go to um so if there's any Trend data that we could see then maybe we might be able to make a reasonable um just kind of range within that as well on okay if everyone is satisfied with moving forward as discussed uh we will move on to 13.5 policy 6255 independent Ed eval procedures under idea
074this is a first read there is not a motion attached does anyone have any discussion no okay uh moving on to 13.6 policy 2400 student educational records this is also a first read uh so there is not a motion attached and I know that we'll have some discussion on this one okay so I just want to start it off by saying well I guess asking have you guys had a chance to review the red lines on the regulation that I sent okay so that being said not all of those are my red lines they're also Pats but for for whatever reason my version of Word didn't transfer it properly so it didn't it wasn't blue and red it was different so my the basic gist of my changes were to make it so that because
075currently we have three levels of opt out for fura it's um The Limited opt out and then the full opt out and then the military opt out my idea is that the limited opt out is our standard across the board for all students and what that means is basically if you are a district related entity or not entity but company like you you have a contract with us to do our yearbooks or to provide us with an academic service or um all the things that we need all the relationships that we have with our vendors with our service providers all of that they would be included in and accept people to share that data with because you know they need to print their names and faces and their grades and all of that not their
076academic grades but their what grade level they are in the yearbook that sort of thing sports sporting events I would even say that um we would make an exception for PTO and ptas even though they are like an actual third party we don't have a contract with them but they do provide the um the student it's like a phone book for your building Buzz book or yep so you know they would have access to that for you know their student name parent name that sort of thing um so that would just be the basis so nobody from the outside world that's not in in a current relationship with the district for the purposes and the benefit of the district would have access to their data like period so we could I have a our educational
077instit like other you know secondary or you know junor college other universities included in that maybe we could put that into the third one where you opt out of the military it's maybe other education well because the thing that I was thinking wasn't I don't know if we have this do we have some way for third party to first like register with the district so maybe they can be I don't know vetted or something like that um if they want our data like are you are an you know and then an approval process um yeah I know there are probably so many that yeah if you look at the one that was brought up into question that sunshin it that no there's not a way to vet an organization like that they Sunshine that's directory
078information that the the policy allows to give out so that's why you have to give it out because policy currently says you allow to give it out I would I would say this one thing from a high school perspective to consider if you go to optin only or however you want to do it one one as ECT that that comes with high school is like universities colleges scholarship opportunities lots of things like that they don't necessarily the days of where they pull a kid in and they sit and they beet with them isn't quite the same so like my son played college football he never met with Central Methodist But Central Methodist got his information they sent him an they sent him a flyer asking what's his interest level and then they could they got
079that that discussion through there and he earned a scholarship so when colleges want our student data what do they do do they do a TR request or they just call you guys they can call they it's the directory request they can do that through our directory request process so and I'm just so right now though that would be if you haven't opted out they would just get that they could say to the coach I want this kid's number or I want his information or whatever else so what about if if we had if we switched that relationship and these institutions can provide the district with their information they can tell the coach hey can hand this to your student or could you tell your student might be interested or whatever instead of act the third
080part is engaging that student I'm just going to throw a hypothetical in there then say that player coach have a adosphere relationship and maybe the coach doesn't pass it on to me or send it to the building you're just adding more layers in things for the administration to handle um in in my opinion like that process I think this is my opinion it's going to be framed as anti-p parental rights it's absolutely not if you want to opt yourself out go for it zero issue with that but to put more work on Administration to try to manage all these things is just too much for something that I don't think affects the number of people that it's not I don't think it's it's like 18,000 people no I'm but I think 17,500 people are fine
081with this information going to colleges and things like that like if you don't want right but we can't regulate who who is getting that that's my point that's up to the parents to decide the parents can decide that that's what I'm saying they they have the ability to do that now with this policy you can opt out go for it I I just don't want to put more work on the administration okay but by by having the base model be the limited but we're sitting here arguing over who can get that information that's more stuff to handle that was one yeah for me that was just an example one thing I would suggest maybe considering it's going to be outside the box and I kind of like to think that way sometimes if you do
082like elementary and middle are automatic opt out like you're you're opted out all of it you that's the policy you're talking about and then maybe where it becomes secondary where there are more outside organizations that can do that maybe you do an opt opt out that way so then a parent can decide that so the I I don't I think there's some confusion this is not going to be an optin only thing this is going to be every student is treated the same so there would be no extra hurdles for the administration on that aspect of it if we added the Collegiate or higher education institutions to the second opt out it would also be included in what we're what allowing the release of information to we allow it to the military we allow it
083to this um limited group of people who are associated with the district like I claimed and we allow it to PTA and PTO that's who we would allow relas information or things like that what what about like trade unions and things like that do we allow that do they call students yeah that would be would that be a institution of higher higher education but not every student is going to go to higher education some of them are going to go into trades and but wouldn't that be considered if a trade school is calling them I'm not talking about a trade school I'm talking about like plumber's Apprentice or something like that would that be coordinated through one of our departments Ty it could be it could come through like a career day and things like
084that uh I mean ultimately if if we had the policy that said you wouldn't share their we wouldn't share it I mean we' just have them available which a lot of times trade schools are coming and doing that trade Industries are coming to career day and things like that it would just kind of prevent them trying to reach out and recruit or something that way meaning like they wouldn't be able to do again I'm going it's easier for me to explain it in a college standpoint they send and and I'm sure you guys have all gotten them too they send the mailer that comes home that says hey think about Central Methodist University we offer these things and then you send it back that says I'm interested in or I play football or I play
085this or I play that and then that coach usually will reach out to you back that way so it it gives you a chance as as an athlete or even like in the vocal music or you're talking about band or anything like that it just gives you some experience or some EXP Ure to programs that may you may not have known of like for instance David teaches pltw and there's uh the Cisco certification we used to do so businesses that are looking for that Cisco certification May reach out to Da and say can you give me the information to your people so I can send them career opportunities if they're looking to go work outside of school and so that would be you could give David would say here's your directory information I'm not I
086don't have a strong opinion one or the other I just want to make sure we think through it all like there are aspects especially in secondary which is why I kind of suggested what I suggested that the aspects in secondary if you're going to try to Target each individual One You're Gonna Miss some so I just I'm just thinking through that and those are good points can we just can all of that be part of career day or career week where those people are allowed to engage during career week well then a child is sick or they're out I mean like I I I don't disagree inherently with the fact that I mean I will be honest that's a lot of stuff that's considered you know directory information that's like you know I mean I
087don't have a lot of heartburn over some of it but some of it is a little weird but but basically I think kind of going down this way that we've been talking just lends itself for missed opportunities for students ultimately at the end of it all at the um yeah it just it just completely guns itself for that student who was out that day who was sick I mean we've thought of like four different scenarios now and that it's not even in in um it's not going right now so when if that were to be implemented then I think it would just be going back to this policy constantly to say oh we forgot about these people we forgot about these people I don't have I mean I don't I would think you know my
088minor children versus my like 16 17 18-year-old yeah that's a that's a lot different in my opinion of sending out directory information specifically so I actually really like what Brian had to say about that you know elementary and middle and then uh secondary I just wanted to kind of restate what Brian was saying because he we had talked about it beforehand and and just make sure that it's really clear so like elementary and middle school would be the defaulted to The Limited opt out just like what you're saying and then people would have to Lo opt in and then high school would be as is right now so limited opt out we would only give it to the people that we already work with such as yearbook or other schools for the middle school basketball
089whatever um and that's limited opt out so all of them would be going to kind of what you're proposing Jen and then what Brian has said is to leave high school as is and I don't know that we said limited I think we just said opt out so I wanted to make sure that that was clear no I I hadn't thought of that I think that's a great model because again I I don't want to put more on the administration and I don't want students to miss out on opportunities um for things that maybe they don't know about and if I can add kind of same thing like as a parent no do I love that my kids information would be out there but at the same time I look at it from okay if
090state law and federal law like they need to be the ones making action on this but I also think of like Brian was saying and Jerry like the bir not necessarily just on admin but on teachers like like if like Brian was saying if I get a communication from a college somebody saying hey do You' got kids I mean i' I in the last three or four years I've had Industries reaching out with our parip program hey you have a kid that would fit the bill for this so that means I'm gonna have to go through and find out okay does Billy can I can I give Billy this information could I give it to Billy sure but let's be honest are high school kids gonna take the information home is it gonna get there
091necessarily maybe if they're super interested but they might also just throw it away or like Brad said what if if there's not a good relationship there and the coach or the teacher says well no I don't want to give it to him I'll give it to somebody else like I I feel like we're going to go down a rabbit hole of putting more burden on teachers and staff if we make it more cumbersome for them to be able to provide opportunities for kids when groups reach out um I I what you mentioned Brian I like the idea of of a modified version where it's more restricted on the elementary because I don't see why most groups need that information for the younger ages but when they get older and colleges are calling jobs are calling
092like it you could easily add a lot of weight to a to a teacher's plate a coach's plate um I mean I've had phone calls in the past where hey coach you haven't put in tonight's scores can you give me all that information and depending on how the policy's written can you share some of that information hey I want to reach out to so and so and get a quote from the can I give that so I I think we got to be careful especially at the secondary level it seems like a lot of people kind of on that while we good to like I think you worked with Pat on work with Pat on a policy to where it's the limit opt out for for can I double down just a little bit I
093think one big part of that would have to be like like big bold Standalone I understand parent notification what that looks like at the beginning I have kids it's a ton of information so I think if you're talking about changing the directory information from a point where you get from middle school up to high school you got to call that out individually and it needs to be in big bold print it can stand alone but and it it should notify parents that beginning your ninth grade year your information becomes opt out so if you wanted if you don't want it shared you now need to opt out and you you have to call that out you have to explain that because I think part of the frustration that I heard from parents was they didn't
094a lot of them didn't even know they didn't know that information was going out there they didn't and that's that's a problem so that that's my opinion I again I don't feel overly strong I just want to make sure that we're thinking through all the different levels I the that the high school one's the one that worries me just because of the information that's shared so Brian quick quick followup sorry Jen um I know with everything in times like do we still do like in-person regist for high school or is that all gone virtual digital like I know Zoom Walt went away from the inperson like is maybe that a thought process to bringing back an inperson registration day so it's you know parent comes up and gets the information and here you go this
095is the policy this year an incoming freshman or something to share it like a curriculum night for incoming freshman something like that to where it's right there so they we know that they got the information not just an email that might have got sent to an inbox okay so I think another way to look at this and I I understand that this is not the way the district has done it but other districts have far more complicated policies than ours I'm talking there's like eight different layers of who they give the information to so this isn't I haven't I didn't make this up I got from other policies if we make a section of limited information name and address and grade which is the information a college a Trade union or um other higher education
096institutions would need that would be allowable to be given to them to those sorts of Institutions not by a sunshine but by a request to the central office um and then the ptas and pto's would also get that in well they would get their separate group of information and then the rest would only go to District relationship people not through Sunshine through current contracts Services they provide to us this that the other it would be a whole lot easier written and explained in the policy than what I'm telling you right now but that's the truncated version of it and one piece I want to read here because it when I read this this it really brought it into perspective for me fura became law in 1974 at a time when student directory information was used
097primarily for school sponsored Publications like yearbooks and to identify athletes in the local newspaper articles over the last 40 years individuals groups and companies have recognized the value of student information especially with the creation of growth of the internet for commercial and non-educational purposes companies who access student directory information can sell it to others or use it on the market or use it to market products directly to students political offices can use it to build their voter tracking systems thieves can use it to steal identities and perpetrators can use it to stalk students or commit other crimes so I think we need to think about how do we best protect our student data fra doesn't require us to give a single piece of their data to anybody nobody we allow the release of their information
098as a district so the more more we protect the better is all I'm saying and that's all I'm trying to do it I don't believe the process is going to be too complicated to allow for the base model to be the same for everybody and no no more sunshines of our student data no more sharing it with people who don't need it I mean that's that's all I'm getting at here is there a way to only allow student and parent or guard Ian email addresses as like a first layer um because then if whoever you want to name wants to contact them we know students they check their you know if it's their District email and then parents you know I know we get a lot of emails or whatever but if that was kind
099of like that first layer of that's what you get and then at the high and keeping nothing at elementary because they don't have and then nothing at middle school but then that's that first layer of at high school you get the email address and then if parents want to opt into additional then they can they can have that choice so I don't think I think it's just seniors that get it outside emails right no I don't think anybody I think seniors do yeah does anybody get like if a student gets an email from an outside party does that go through I was gonna say yeah seniors Junior Juniors and seniors can okay well I know Zoom wall I don't think any outside emails come through to high school kids we have the ability to block
100people so if we find that it's a Spam type operation we can always block them so maybe that would be an option to allow for the seniors Juniors Andi seniors to have for their information for the educational and whatever purposes because then address you things like that the very personal information is then protected but there's still an opportunity for those outside organizations to contact at least make that contact you know and then it's up to the receiver of the information I don't know I I mean this is an important conversation I just want to make sure we're paying attention to time because we do have other things on the agenda but um and this isn't a first read is it no no I have a question actually that's related to actually because the problem Amy
101brought up I had this same as well I looked for probably 45 minutes for the forms that we signed and I could not find it so I do not know if that's I looked in Focus I looked I clicked every link like 10 times to think maybe I missed something somewhere and I could find the policy like I can find the all the furp stuff on the website but I cannot see the that I signed I wonder if you look under Stephen if maybe he his because it defaulted to father I could fill out the information because it it defaulted to my husband and then eventually I was added as primary so I primary now are yeah hey Greg can you tell them where you would find the focus opt out signature page the the
102one they've already done it so the one that they've actually turned in to the school k is there a way for them to see that in Focus so the but the form that shows like where they signed it out let's say they signed it out is there any way that they can check to make sure that it's in Focus that they signed it okay and so they can see that where would they see that in focus okay so could we add that opt out to focus when parents are registering their students and add it because it is very difficult and I did notify my kids school and they were not opted out so um also just a note so according to furpa we can allow directory information released to legitimate educational interest and so then
103we could have contract with them or an agreement with them we do that with several we we voted on some tonight to allow these other entities access to to our students in information so when universities are emailing and asking or um trade schools all of that that is legitimate and that can be verified and we can do it that way I actually found in a lot of the policies I was referencing they have a a disclaimer in there that says you whoever we release this information to say it's a college or a a union type thing or trade school they have to sign a release that says or not a release but an agreement that says they will not use this information for anything other than their stated purpose and if they break that rule
104then I guess we can take legal action so um just a question this is it's not a first read or whatever it is but I guess what direction do we give going forward because I feel like a lot of things get drug out along time because we talk about them and then we don't really know what we're doing going forward so what do we do from here so are we all in agreement with elementary and middle does anyone have a problem with that no automatic default elementary and middle are the limited opt out right which would then as Jen stated it would be the pto's the the things that she talked about okay yes yearbook okay so we are in agreement ment with that so elementary middle so then at the high school level it
105would be 9th and 10th and then because it sounds like it could be two separate groups 9th and 10th and then 11th and 12th because we were just talking about the email addresses kind of that first layer of things what do we so nth and 10th also be included in that limited opt out does what do admin when do universities start asking about students is it it freshman or is it frh yes so I would say freshman to senior State starting early okay yeah okay so then when we get then when we get into high school and again this can just be like Drafting and then we bring it back and rehash it again so k k through 10 Limited at least k through eight k through eight okay what are we doing N9 and
10610 N 9 through 12 would be the same so with the release document yeah 9 through 10 would be the same as it is but I think we give the direction to put that opt out in for when they're filling out their forms when you're signing that parent release make that opt out more make it a form on there that they can fill out there not having to specifically do it themselves so the release I was talking information so the career opportunity yeah that's fine that sort of thing so we would only be giving their information wouldn't be we wouldn't be giving it to people who Sunshine it anybody who wants their information calls the administration central office sorry and fills out the form that says we will not use this for any other reason
107other than the one we've disclosed to you we have it on record they have it on record and we release the information for the 9th through 12th and it would be limited I think we need to change what is no I think we leave 9th through 12th as it is okay that's my suggestion that's what I saying I I think that's what we need to kind of like give direction what where does the board stand which way they want it to go my opinion is leave it as it is but make the opt out more prevalent when they're signing up for high school so maybe okay maybe when we come back for a second read Maybe we do have a policy a policy B I know we don't love that but I know but like
108I just want us to be more efficient in how we're going forward like what is the direction we want the policy to look like yeah because I don't want to write two policies if we're not like we spent all this time talking about it let's let's move move the ball down the field here can we revisit you said something Jen about potentially limiting what is the OPA or what is the directory information we didn't really expand on that you talked about wanting to narrow the scope of what that is I think that's something that ought to be talked about too because what the the scope's pretty broad right now what's allowed to be given out is a lot I mean if you narrow that down so we haven't talked more about that the educational records
109are different from directory information so anybody that we have engaged for Scholastic purposes right like um they would have access to the records that they need for let's say Focus you know we have a contract with Focus they have access to the records they need for those students um other sorts of programs that we have other other contracted things that's not directory information so the directory information is really just going to be for the colleges the career opportunities the military and ptas and pto's that's what it's going to be for so that it doesn't need to have that huge long list of stuff I I think that's in there name grade um some of them may get their address at a certain grade level right with the in in my view with that disclosure statement
110saying they're not going to do anything else with it um it's simplifies uh the amount of data that the district Hasa to give to these people and it LS what's out there and I do want to say like I do opt my kids out of the directory information and I have um you know had entities that were interested in reaching out to my kids and so the school will reach out to me and say hey I know you opted out but this person is interested is it okay and then they will do the verbal one-on-one and I'm fine with that or they will pass along that information to the parent so then we don't have it going to the student and does it get to Mom and Dad or whoever you know that kind of
111thing so I think that even when because we're talk you guys were worried about limiting opportunities for our students I do think that even the parents that do opt out out staff is aware of you know their opportunities they will make parents aware of that so I I'm not so worried about limiting their opportunity I don't think that's what will happen and that's clearly not the intent here but you know there is that kind of communication with parent and staff so I know Brad that you want to get the ball rolling down the hill on this so I guess my question to you is what is the objection to having the form that they have to sign saying they're not going to share it with anybody and limiting it to those four specific areas because
112that entity as of right now they would still have to call Administration would still have to pull all the records and they' still have to send it to them the only thing we're doing here is limiting the amount of information limiting that list of stuff that the Administration has to give them and making them fill out a form I guess then who ultimately decides what is good who can get it or not colleges other higher education Brian said what if it's a Cisco thing who decides like Cisco like a Cisco certification that David like who that would be a career advancement thing but who decides that who decides what career right the admin right it would be the admin that would decide what is higher education and then they would decide that's just putting more
113on administration of like you gave my information to this person that isn't I don't view is a educational that request form I guess would then go to the superintendent's desk I don't think we're going to have a million of these a year maybe 10 it would go to the superintendent's desk he would decide or whoever I'm not saying it's you I'm just giving an example well I'm trying to be but you're gonna get who it is yeah so I think again I until we actually flesh it out and see what it looks like and writing it's hard to I mean we're speculating a lot of stuff so you we've we've said a lot of things like okay colleges will automatically be part of that group well that's a different discussion um you know then are
114we talking about it's just employee opportunities I I think until I see it in writing it's hard for me to really kind of get through it and understand we're all over the place right now as far as like we've said this this and this which is great but I'm having a hard time figuring out our colleges do they have to fill out a request form do they not have to fill out a request form I'm saying make them the l a request for I I think they won't I was just about to ask that like can they deny sing that like who's signing that for them there's a lot of districts that require that not not for what you're talking about with colleges and stuff like that not to just get the flyer sent to
115them that that happens so many times and I don't know that people truly understand like maybe that's a good discussion I would say that anybody who's not willing to say they're not going to use the information for any other reason other than what they're telling us doesn't need the information it might not be so that means but that means like a recruiter I'm recruiting your son for football that's fine you should be willing to say I'm not going to use your kids information for anything else I'm just I'm I'm it's a different Rel I'm just I'm gonna I'm gonna say I agree with what you're saying at the same time I don't know that that's exactly how it's going to be thought or viewed upon by higher education recruiters and things like that and I
116know I'm looking at a percentage because not all our kids are athletes are looking for colle scholarships but there are a lot of things like again I'll get into David it may be a situation where the guys is reaching out saying can you just give me the names of these guys and I'm G to send them that information if he's not there or if David knows this guy he hasn't signed that form and it doesn't happen and that that opportunity goes away again I'm not saying it's right or wrong I just want to make sure like a lot of those opportunities that kids currently get in high school that they will go away with some of this people aren't going to jump through extra hoops right or wrong they're just not going to there's there's
117other players in the SE there's other like if if they wouldn't have given Jack's information out I would have he would have never had the scholarship opportunities had would they have signed it I don't know I I don't know I mean a lot of these schools were out of state A lot of them met with coaches at recruiting fairs like where they go and they they meet at Wu and there's a bunch of colleges and it's all one thing and the coach is handing out that information at that point here's my available seniors here's the kids who want to play college ball here's the information that goes with it I don't know right now we're really talking at the high school level which is essentially four buildings four grades is it easier for us to
118just make it abundantly clear to parents when they're in the enrollment forms here's the opt out here's the opt out here's if you want to opt out just repeat it a few times even in the documents if you don't want this sent out here's the opt out if you don't want this sent out here's the opt out and just really communicate that because we did have people who missed it that's that's kind of what started this conversation before and and give parents the the choice but I I we're gonna miss a lot of I feel like we should do an A and B I don't why I'm not afraid to have a discussion with an A and B bring it both in and let's talk through it and you may find group you may find
119a common ground in the middle of those two forms or those two policies I'd rather have like actually spelled out like I said I think all over the place right now and it's kind of hard to to pinpoint what what each one of you wants to do I think if we come together and you write an A and A B and then we say what do we like about this one what do we not like about this one and come back and have a discussion I don't know where we end up but I think that's where I would rather go with it so I guess can we can we kind of come to an agreement that after we discuss and beat the dead horse um we do what is most protective of student data that
120is doable by Administration I say that's a generic that I don't know what you're aiming to get out there how about we bring the a bring your policy J write write what you want in it we'll bring that back and then versus the way it currently is maybe and I don't know whatever Pat if you guys write say like obviously you're not happy that we don't agree with you is kind of the vibe I'm getting so I I just want to be able to have a constructive conversation and be feel like that we're not anybody who disagrees with you is not because we want students data out there it is thinking of the whole picture I 100% I want find a solution to that exactly but I'm just asking very respectfully if you I like
121would be also willing to listen to others that are not that you didn't write no I'm talking about in open because I want public to comment on this I want to know every I have two students not 17,000 so what I'm saying is and I also would like Pats you know to weigh in I would like Administration to weigh in on what they think is best because they're that would be a policy version a and then there would be a b correct correct but I'm just stating when the time comes and we have the discussion I'm just asking for I don't like the way that I'll be completely honest the way that you said that made it I was which did you mean for it to sound like if we don't agree with you that
122it's not because we want students data protect what part of what I said the statement can we agree that it will be this that's kind of dividing that was not supposed to be an attack I was actually trying to that is kind of how it was perceived and I just wanted to clarify that that was not the intent well so Brad's I think and correct me if I'm wrong your issue is creating more work for people right no it's it's a whole issue I don't want to create more work for the administration I don't want to limit student opportunities I I again it's I'm all for parents rights and if parents want to opt out and I'm not saying let op out like that's like if you want to protect your own student data go
123for it but there's a lot of parents that want every opportunity for their students and having their data out there and having people that they don't know about be able to reach out to their kids is things they don't even know about so that that's what I'm for not nobody wants to put data out to harm students like that's not at all what we're trying to do um that's where I'm coming from so like to say we wanted to be the most protective thing makes it sound like well if it's not the most protective thing you're trying to do something nefarious and that's not at all what anybody I should have emphasized the first part of it right but it's still the most what I'm searching for is the most protective policy that is that
124is feasible for us to do so that's right can write that what honestly like write put your heart and soul into it like what you want the most protective what you think that and we'll bring back a policy a a policy B admin Pat whatever they might be very similar there might be some differences and then maybe we can come to the middle on it maybe we love what you have written I don't know but let's do that for next month for the second read or would it be another first read first read um um and see what policy a says see what policy B says I think we've all agreed all have agreed on the elementary middle school limited opt out I think that is a great starting point I think we're all in
125agreement that we want it on the focus to have that there of like here's how you opt out yep and have it reiterated repeated very clear multiple clicks here's how you opt out and what you're opting out of and then let's bring David yes it's good good discussion so to me personally it's just K through A8 you're protected when you're in high school it's open because you can't Define enough examples or situations to cover it all so here's a letter I received this year and I post this this past week and I posted it this is an example of what could come our way my company is a character builder and leadership development Organization for young men with a rich history of over that spans over 105 Years love of parents respect Integrity reverence patriotism
126and courtesy are just a few of the primary principles we aim to install within our members these principles coupled with opportunities for young men to provide self-growth new levels of confidence scholarship opportunities and meaningful connections with peers provide youth in our communities Rich program that is unparalleled now that's an example of somebody hasn't or entity that hasn't been mentioned that would be reaching out to high school kids this is actually this is actually the the person who made the request for the sunshine that started all this discussion going on so I'm telling you that that for every example you've come up with tonight there's going to be more so you can't you can't get that granular it's k through eight and then after that you're treated as more of a semi adult and you have
127greater respons responsibilities this is teaching kids to be more responsible as they get older and that's what I think should happen and quite honestly I'm I'm still confused how we can say we're not going to do a sunshine request because we decided to do it differently in the school that still confuses me all right that's it all right so next month policy a policy B we'll bring it back together um all right okay so moving on to 13.7 legal Sunshine reactions discussion and this was Renee did you want to start with this one really it was just um yeah regarding reactions just because and Pat's not here just because Pat is writing an email it doesn't make it legal and it doesn't make it that everything he types is redactable and that seems to be
128our current practice and I'm just saying that that that shouldn't be our current practice so if he emails Brian and says I'm going to take off today that's not legal and that right it would fall under Personnel but I'm you can come up with anything that's not legal that he would write an email for or even replying to a board member and it's not legal matters and somebody Sunshine that that his email wouldn't be reacted not everything is not everything is legal I don't really know kind of what the issue I no frame of reference why this is even a discussion I guess what are we trying to get at we're over redacting because we're saying things are legal when they're not and do you have examples of like what's been redacted because so Pat
129gave his opinion to Katie in an email and that was redacted that wasn't legal advice it was an opinion when I okay so and I on this one example because this is the only example I personally know of I'll agree with Renee on this one it was I don't care we can say it it was when I was FS accused of projecting on the water towers media reached out to Katie Katie asked Pat you know what well no I forwarded the email to Pat and briyan I was just like hey I had not planned on replying because I thought it was inappropriate you know and uh Pat replied he said well if it was me this is what I would say so I replied to the journalist and said I think it's inappropriate for me
130to comment from the position of the chair on something that really is not board business and that's essentially what Pat's email said as well but Rene had Sun sunshin some things and that was included in it but it was reacted and I sent it to her I forwarded it to her I said this is what it said you know but that's the only example that I personally know about and I'm just saying because that is the example that has been brought to our attention there could be more I'm just saying not everything has to be rejected and I know there are some districts that actually don't redact anything or they don't charge anything just you want this here but of course I mean I'm sure staff employee stuff student matter would be but generally speaking
131a lot of things don't need to be redacted you're talking about when it comes back to the board just in general I mean but no I don't think anything should be reacted to the board Renee were you making that request as a board member from from P or were you making like a general individual citizen Sunshine request that one I did make as a board member okay because I can see I mean again I'm not a lawyer but I can see how Pat might think if you sent the email saying hey what's your opin even though you said opinion in his mind I'm sure he's thinking well that's legal advice I can see where he might have thought that but and then that's where we got into and and then that's when we just we
132got into the um discussion of then sharing legal advice with the entire board so I'm just saying I don't think anything should be reacted to the board number one but I I don't think everything that I don't think everything that Pat writes is legal and it's been proven not to be so in a sunshine request that wouldn't need to be rejected anyone excuse me anyone else um it sounds like maybe that's just maybe training or something out don't no guidance but um okay 13.8 um approval USI Clinic Consulting agreement this is one of the items that Jen had pulled from consent okay so from the questions and answers that I had with Administration what I'm gathering and correct me if I'm wrong is that we may not have optimal staff participation based on the Mercy
133Clinic participation rates we actually had further conversation about that today sorry so I was here when we implemented the Mercy Clinic and sorry part of the issue once Mercy started um thinking about pulling out from working with us is that they had multiple positions open in the area like probably five to 10 in the near radius area of nurse practitioner positions in small clinics and when our practitioner left um they weren't able to fill that one and they had so many clinics that they had to make business decisions based off of which ones they would be able to fill first and since they were operating it at no cost to us that was one of the first ones to go so there were times where the census in the emergency clinic here was very high
134and she actually needed additional help like um a Medtech or somebody to work the desk she was working independently and there were times where it wasn't as busy either just like a regular doctor's office but in the grand scheme of things it was that nurse practitioner pursuing an outside opportunity that left the clinic open with multiple openings that they just had to make a business decision not to continue pursuing here if that makes sense it wasn't like your numbers are low were closing you it was we have multiple options we have to collap some things okay so we are hoping to we're hoping to have enough staff participation in the free clinic that we're offering to them um to offset the cost of the clinic and all the fees to up I I'll just say
135from having worked in a company that provided one of these before it's an amazing benefit and when we're talking about how we want to recruit staff like this is huge to be able it's hard to get into a doctor's office it takes forever so if we've got a clinic here that you can bring your people in that's a huge benefit I don't remember how long Zoom Walts had theirs but I know they've increased staff over time like it's and it's now right by East High like super easy for me to get to if I need to go see somebody yeah that's a little bit different they staff their own so they they added the Staffing cost so it has to break in that way um what what we're running into is most self insurances especially
136in school districts offer a clinic like Francis how offers a clinic for Zo off's a clinic it's it's a pretty common thing the idea and Tim can jump in here I know he's got his microphone on so go ahead and hang on I am going to interrupt for a second we I think need a motion to approve prior to discuss question this was in consent motion to approve thank you second I'll second it all right apologies okay go ahead Tim um yeah I would say our our goal is that it would break even but I would also say we're realistic in that it may not break even the first year um but it would be a benefit for our staff uh and something that we can do as a self-insured client uh insurance provider so
137and that's kind of where I'm going to circle back to the beginning of my question a lot of the feedback that I got even when we had the Mercy Clinic was that there there wasn't a lot of Staff participation there there were certain times yes I I know what you're saying because I do remember that um she needed backup or something but for the most part overall staff wasn't choosing to go there can I ask a question to kind of piggyback off that when mercy ran it did our school district's Insurance charge a co-pay for that that's probably right there so now it's free if they have a um so yeah I agree you know with like what Tim said it's is it going to be profitable like or even break even IM immediately no
138but I think especially when you have a free co-pay and I don't know if spouses Independents were able to use that they were okay like the Mercy Clinic to everybody okay I just wanted to make sure so yeah I think that having a free I bet that people be you'll need three of them like it's going to be busy um especially like Brad said you cannot get good luck getting into a primary care doctor even urgent cares you can't even get in without an appointment and they're always booked so I think this will be huge huge huge for staff um and then ultimately yes we be a cost break even and then savings and that makes sense to me if there's no co-pay that's a huge incentive to go there um I went and looked
139up some old usage numbers from 2223 and this was primarily except for August when we do physicals it was primarily staff and staff family usage and once we got rolling you'll have to remember I think we opened in August can't remember if it was August that year or August of the last year but we had um out of probably 16 16 to 20 school days per month we had usage at 145 visits 210 visits 150 visits 160 visits so a lot of them 8 to 12 visit that just staff that was when we're looking at students visits for those same months maybe 20 on some of those 12 16 and that's a lot to see for one person especially if they're doing all the ad work Pap but this one is strictly St independent children
140and and spouses just people that are our insurance yes so I would say less it looks like quick math like to call it j math less than 10% was not staff or staff family so less than 10% with student usage or right at it I think the other part to talk about is it may not break even right away but every single one every single CLA every single visit takes a claim off of your insurance so it's it's one unless that's going into an urgent care to a doctor so you're not turning that in for insurance so you're you're eventually the idea is as you promote that out and you get competent people working it you you see an extension of it for instance David's brought up Zoom Care um they now are open in
141the nights and on the weekends that's the demand for that so they have I think the only day they're closed is Sunday and they have two late nights a week um and so it's it's I think the staff would probably Revolt if they didn't have it it's turned into a huge thing and they definitely do more than break even with it now they've actually been able to reduce some of the premium cost because it's been so successful but that's been 10 12 years now so I think that's you know as you're looking at it it's definitely not meant to be like a money earner it's meant to help keep the premium increases down that's the idea behind it let's promote it out and then for instance Zoom carees even you expand further so when you
142can offer more services like they offer x-rays now they offer blood work now they have a small Pharmacy they can do generic prescriptions now so I think as you move forward that's the hope that you see that the the biger question I have in the long run and this is what Tim and I talked about um how will tell you that you should contract it out and zumalt now their new CFO thinks you should contract it out I grew up in the zumalt side where they didn't they paid for their own staff members so I think that's going to be the discussion over time do you hire your own people for it or you just keep Contracting it out but I think to start that the Contracting it out would be the best way plus
143the other side of this is you know you get the the and Tim can you talk quickly about like the rebate how that works and how it's it's really ultimately coming from that that's going to do this 10,000 yeah um as part of our contract with Anthem we do have some Wellness uh rebates that are coming back to us from Anthem and so we're using that we would use part of that to cover the cost of this uh this service here and this is again this would just conduct the RFP process for us solicit bids we would still bring those back to the board for approval if we found a a uh uh vendor that could could provide the service for us that we were happy with so I have a question on that the
144$10,000 we pay initially plus the $5,000 we pay 30 days after we get the invoice and then we pay that every year for for what if we want to if we want to continue the service to uh evaluate the program provide information for us if we decide we don't want to do it we can we can stop that so if we just do the one year it'll be a maximum of 15,000 I believe for this service yeah he Tim this is so I used to work for a company that also had their own like health insurance company it was fantastic because it was less expensive and it put a big onus on promoting taking care of yourself and getting your physical do we get credits for or staff or staff's family going in and doing
145a physical because again that's something you can't put a cost savings on it's like if you go to your physical and you catch something earlier that saves who knows how much money of you having to go down the road and treat something that's going to be much more expensive being a self-insured entity that would be on us to fund uh if we wanted to do that that would be something that we would use uh our Insurance Fund to to to do because really all we're we're paying Anthem and they're just processing claims they're pulling the money out of our account paying it on our behalf they are we're using their Network and they process the claims that's all Anthem does for us um the money is coming from us so we're the ones at risk
146I have a question so how will this be promoted to our employees so they know that we have this service because with the Mercy Clinic not everybody knew and not everybody used it that would be part of the RFP process that we would go through after approving this and that would be part of what we would get and be able to present to you like here is the plan that we would do in moving forward with this vendor that we are recommending through the RFP process so um I mean you know the company is incentivized to promote it because they want to continue to work with us and the only way they're going to continue to work with us is to make it get it Clos to break even so um there's a a relationship
147there that would would come through RFP process and we'd have more information when we complete that I'm saying just making it it known to staff like is the district going to send out emails I can speak to that a little bit too in regard to um the relationship we had that one practitioner who like I said was kind of a one woman woman show was going to as many um faculty and staff meetings as possible she had relationships with all the district nurses she was trying to get herself out in front of all the other staff to make those relationship so she was definitely out there but again she was one person that was going out in all of our district Communications but it was pretty much the district promoting and like Tim said I
148think that in this type of partnership it would also be the provider doing a lot of that promotion as well and there's things that we've learned from that interaction as well all right so we have a motion in a second all in favor of approval of the USI Clinic Consulting agreement ment i i i any opposed I None opposed motion carries thank you moving on to 13.9 we need a motion to approve Focus School software agreement I have a motion to separate the documents document management from the hall pass feature and vote on them separately a second okay uh we had a question if that is possible to vote on them separately um I think it well I think it's an olart type of Greg is that true the e-hall P or not eal pass
149sorry that was different conversation um it's an allart Edition okay so let's go you want to go ahead and do yeah two do we want to go ahead and okay so that we know exactly what the motion is let's go ahead and motion to approve the document management module part of this contract okay thank you all and we have a second was Renee correct okay yeah okay you're looking at me like I don't know um okay so all in favor of approving the document management module i i i any opposed okay document module passes now the second part to this is the H it called hall pass so Hall Pass module my motion would be to table the hall pass module and um reach out to focus and have them I guess show us other
150things that they have that we might be more interested in just see what they have my issue with the hall pass is is is kind of the same issue with the Privacy um if it was just for going to the office and back that's one thing but it it's literally going to track bathroom usage and I don't think that that's a good idea um there's we could have paper passes you know like we have since the beginning of mankind um I just think we're going more and more into this uh harvesting of the data and and the behaviors and all of this of the kids and I I just I think we need to be getting away from it and not just continuing to dive into it so I think this is one thing that
151we can kind of just not do I will second the motion to table okay does anyone else have any questions or comments about tabling Okay so just kind of a question Katie if you've got some feedback on this because like I know Zoom Walt investigated using which Focus I was learning today that Focus didn't have the hall pass pature very well um developed I guess last year um which is why our building using a different program um and it offered more features I'm just I'm curious and I understand not W to track kids right but at the same time I know one of the discussions around um power lunch and knowing where kids are at all times like this system would allow us to know hey this kid is supposed to be going here this
152kid is supposed to be going there it would allow us to see as staff like okay how many times is this kid going to the bathroom are they chronically going every hour is there a problem that needs to be looked at like I wonder and I get not wanting to mine all this data but at the same time it can help as a staff member it can help admin understand and know where kids are and that's that's why we implemented a digital system this year with our advisory hour was so we knew where kids were supposed to be going um as the receiving teacher hey this kid's supposed to be coming to me hey this kid's supposed to be going to you instead of relying on that paper pass to go from point A to
153point B I think I think if we use it for things like what you're talking about sure that's fine I still think that bathroom passes should be hall passes paper tie it to a I don't know tennis racket so everybody knows that the tennis ret people are going to the bathroom but right but as far as putting that into the tracking system I just I think it's a bad idea yeah so currently may I speak to it so currently we have several different practices that happen across the district so we have sign in sign out sheets for who's going in the CL who's coming in who's going out of the classroom so teachers know um teachers have created Google forms that kids fill out information every time they're leaving um we have teachers doing um
154just like tallies on the board or write your name on the board or take the racket or you know whatever um so there's several different ways that students that teachers are aware that kids are leaving and and coming back to class um I think one of the things that that Focus does and one of the benefits that happens with this is um that it just kind of streamlines the way that that is done um that if um Katie Bret Schneider teacher has kids leaving for the bathroom and um you know him can't be in the hall the same time as as Jerry can be in the hall that that pass then is denied like that that student's not able to go out to the hall or um if there's some restrictions that um Tim got
155in trouble for um vaping in the bathroom then there's you know a certain bathroom that that kid can can request a pass for so um it also allows kids to be able to request passes um in a more um private way so if a teacher if a kiddo wants to request a pass to go to a counselor for example or should talk to an assistant principal about something that's going on um kids can go in and they can request that pass um that it's not a hey can I go to the counselor to talk about you know so and so um being in a building sometimes kids are really um hesitant to do that in front of groups of kids um and I know that's different than the bathroom um but what this does now
156is it takes things that are already happening in our buildings to be quite honest with you with Google forms with tracking sheets um and just kind of streamlines that so that a teacher can pull up at any time if there's a fire drill okay who has a hall pass that's out in the hall right now and who do I need to be looking for if there's an intruder drill um or an you know an intruder situation who is in and out of my classroom and you know who's supposed to be here and and where are they supposed to be um it also um one of the because I was looking into it a lot this week was um the timer feature so hey I let Katie go um 15 minutes ago she was a that
157puts a timer on it so Katie has five minutes to go to the bathroom but she's been gone for for 15 um you know what's what's going on or you know Katie should be coming back here soon um so it's just an extra layer for our teachers um for supervision it gets hard when you have a lot of kids coming and going um but it just kind of gives that extra layer of um just notification and awareness of where kids are and who can be in the hall together who can't um who's gone who's coming back um what are some trends that we're seeing um or or even we use it for planning purposes sometimes if we're creating plans for kids um that need some special bathroom accommodations or counselor accommodations stuff like that so
158just to kind of share a little bit more information so are there scenarios where kids are would be denied to go to the bathroom um I I mean I think there's always scenarios where kids are denied to go to the bathroom regardless of whether you have a a hall pass feature or not um I would hope that each teacher takes into account that student and what that student's needs are and makes the decision from there um you know as a building principal there were times where I would get called say he my didn't get to go to the bathroom and they had to go and then we look into that individual situation and dig into it so it's not I mean not really as easy as a yes or no answer um but you know
159that's I mean if a kid's asking requesting a hall has to go to the bathroom every five minutes in class then there's likelihood that they're probably going to Beed after second or third time Greg or Katie whichever one with that the part that kind of triggered me there was a little bit of that security aspect if a kid's in the hallway and let's say we go into a lockdown drill or we have a fire drill or something like that who can immediately gain access to see like can the attendant secretary could principal be able to see that so like other than just a par you know like the teacher they're in they're in a crisis mode they're taking care of that side but as the administrator can I have access to see how does that
160work with the hall pass system would it allow me to see that or not see thatas who has access is the right access so as an administrator yes you would want to make sure you know who the building at that time or you know out in the hallways at that time so yes not so like I could see if God forbid we were in a bad situation I could see who was currently out of that classroom and know that kid's unaccounted for supposed to be okay I have another question would it be possible to use this as a feature for power lunch and things like that I know it's kind of like a it's different each building you know but like when it comes to free time but if a kid is like um you
161know power lunch is beginning I'm going to be in art or whatever is there a way to like because that has been a question about where are they during power lunch especially if there is a situation you know and so could they you know log and say okay this is where I'm going to be today or this is and making that a practice I think um I think I think that's a really great question and when we talk to practices and we're constantly about power lunch and what those practices are going to be I think one feature that this what one way this could help us during power lunch would be teachers requesting passes for kids to come to them during power lunch um right now what we have is I need um Tim for
162an intervention for a math intervention at this time and I need to request him to come to me because he doesn't know if he you know if I shot him an Emil and he didn't check it um I would be able to request through hall pass that he come to me and visit me during power lunch for intervention time um and then there would be a way too that teachers could see like did he come did he not um how much help is is he seeking and looking for um when it's coming to to academics as well can parents see the passes question their children are requesting or what's being requested of their kids well we have a motion to table um Jen do you still feel like you want to look into this further
163get more information okay um we have a motion to table um until the January regular meeting um and I know one of the comments with hers is um what are the other maybe all aart features that Focus has that we are currently utilizing you know that we might you don't have to answer that question right now but I think she just kind of wanted some of the information on what else is out there maybe for the board to see you know this could be helpful or I'm not going to elaborate a lot but yeah is there I suggested maybe that there's some kind of maybe a focus rep could schedule a zoom call and anybody on the board who wanted to get on the call if we needed to make it a whatever put out
164an agenda make it a meeting or thing and then we could part participate in the demo that you know walking through features that was just a suggestion but we have a motion to table um can I ask one more question before we vote I suppose is there like with the timeline were they were you guys hoping to implement this starting spring semester or what like the onus to adding it now versus at the start of next year when's the annual renewal when was the annual renal oh now okay and just as a caviar annual renewal is coming up but we could tack it on in January if we wanted to essentially and then it'd be prated okay all right well we are going to roll call the motion table Jo director leis hi vice president
165Scott name dror Walsh n secretary hanky I Dr Bethal nay Dr Olsen hi president liac Hi motion carries all right 13.10 and approve uh motion to approve fiscal year 25 AP Bill list December 2024 uh this was pulled by director Olsen so she could abstain because there's a check in here for her motion second all in favor I have discussion about this okay I'm so sorry I thought that was all it was about okay okay rewind um and I just thought about it when we were up in the other meeting because um the wizville police department has checks on this Bill to be pay so I figure this would be the time to bring it up um if the board would be interested in maybe considering seeing what the cost would be the cost difference
166to have one SRO per building to include elementary schools um like that would that would entail discussions with Administration and the police departments um that sort of thing so it wouldn't just be look it up in the system it would have to be conversations but I know you're meeting with one of them soon um and just kind of figuring out because we have three different police departments like St Louis of Fallen four ding Prairie as the police department oh St Charles County that's right um at Windville so um just kind of looking into that it doesn't have to come back right away just what would it cost us to put one SRO in every building I have been a fan of a dedicated SRO in every building for going on three years now so yeah
167I like that personally um all right so any other comments about this item anyone else okay now all in do we have do we have board agreement that we oh is that a do we have consistent consensus on a direction or directive to the board to okay I believe so yes administr thank you yeah okay all right now all in favor I say I I abstain okay one AB one person abstained there were six in favor motion carries okay other items 14.1 board action items anyone I want I want to add an item to the next regular meeting January meeting um the policy or the library policy um and I can give Pat the the policy right up on that excuse me president like we didn't approve the AP Bist Al together we just pulled
168her oh okay travel all right oh okay uh so rewind again um now we are going to approve the bill list we've done it in the past we did that last okay but the only thing down here is the 25 AP bill is December 2024 but we pulled your travel so we would have to approve all the other items on so you guys just voted on my travel yes okay okay all right motion to approve the rest of motion to approve the rest of the bill list all in favor or second thank you Rene seconded all in favor I any opposed none opposed motion carries all right Renee would like to add the library policy I think at our last regular board meeting we all had a ton of thoughts and conversation and um so
169when it comes to a library policy I know Shannon had one last year um what are you looking for for the policy like would you like to draft one like Jen has um do you want admin to submit one to Pat to present yeah um based on the conversation that we had there was supposed to be like a committee if that were to move forward it's not an individual like or one or two people working on it I'm I'm not in favor of that anymore I don't know that we need we for any other policy why would we do it for one one policy I guess then I would like to request of a board majority voting on a library policy if it's needed well I mean somebody can bring a policy and then we
170vote it down if we don't like it um I would say if Renee would like to draft a policy if anyone else is interested in drafting a policy that's equal um can I do we want to bring it back for discussion next I I feel like they're do we want to bring it back for discussion next month like we have with some of these other things this month kind of organize some coherency and what we want well I think we we did discuss So based on that yeah none of that was coherent we we our discussion was very lengthy lots of input and we kind of ended on forming a committee we now sounds like you know maybe that's not what some of us want but um if we voted on forming a committee then
171you have to vote we didn't vote we just had more of a consensus like a direction to form a committee um so I think in the nature of of it being properly discussed in a board meeting and not just in action items I don't know input from anyone else because I'm not the why are we wanting to have input from everybody on policy and we've never done that before we just did that tonight we had a discussion about travel reimbursement same thing why like a committee I'm asking why would we do it why would we form a committee on one policy well there had been discussion about forming a policy committee in general anyway that was discussed because we do need input from people that aren't on this board we need input from teachers from
172admin from Community we did Emil that's okay we did have input tonight correct but this is a discussion that was not just around the library policy there we can I could pull up if my computer wasn't dead Pat's emails that we had had about forming a policy committee that was consensus from board not just this month last month but previous discussions over policy committees so it's not new to the library I think this was just kind of the kind of the initial kickoff I think the reason he didn't pursue it is because there wasn't consensus so the policy committee was actually my idea a long time ago and I ended up scrapping it and it was still on the board action item so Pat brought it back up eventually and I still wasn't super comfortable
173with it a policy Committee in my view you other than an administrative committee to to locate policies that are out of date um statutorily those sorts of things or administratively like things aren't working the way they're supposed to we need to fix this that kind of thing fine have an administrative policy committee but to have a policy committee for every board policy it's a lot of bureaucracy and red tape for us to just do our job it's our job and our right to bring policy to this board for consideration regardless of whether or not it's gone through committee so that's why I don't think a committee is appropriate I don't think it's good practice to have a committee for one policy and if we do a committee for every single policy given the history there's
174been board members who have wanteded punish other board members so then when those board members don't have the majority then you can have whatever policy you want and when you have you add the community into that you have a problem though these our policies the the policies are the boards not anybody else's these people have elected us whether they like where we are right now or not they elected us to sit here to make these decisions trusting us that we are going to write good policies that we are going to make good choices I don't think we need a committee okay just turn around from a month ago so I appreciate the clarification today then um and then I would encourage every librarian teacher Community member parent to email all of us and let us
175know what you think about the potential for a library policy I still think for our due diligence when it comes to having a discussion that's in the proper place in new business on the agenda that bringing it back as a discussion like we did with the the travel reimbursement policy next month bringing back as a discussion to gather input gather the thoughts gather the everything the conversation to bring it back next month as that discussion where it should properly be on the agenda in new business not in board comments and then continue in the process the right way I can submit it to Joanie and she can put it in diligent for the board to review prior to next month so we can do a first read and I think there's ample time for board
176members to reach out to Renee with their thoughts opinions feelings about whatever aspects of it they do or don't like I mean it's part of the process if I can add I would just say for something like this that would be impacting a specific portion of our employees their voice should be heard on this too um I know had some reach out to me and say hey if you convene this policy committee that we had talked about I want to be on it um so I think having their voice whether it's through email whether it's in person I'm not a library expert I would value their opinion to to draft what we what we would create um the other thing that I would say um and I feel like Brad or others have brought it
177up ultimately this Library policy how is that impacting academics to help make sure like how is this helping us big picture gu that's my question it's ensuring that we are providing age appropriate material you know we had the law and now we we did not um edit our policy after that law was passed so I think this we should be doing that and I also think that I do agree I think that staff or whoever is concerned um should email the board should make their voices call I mean if you guys want to have coffee that sort of thing um I think also that no we're not Library experts but and and neither are most parents but parents are kid experts and their voice is also just as important and if not the number one
178most important voice when it comes to this specific topic it is what we as a governing body are exposing their children to with or without their knowledge we need to make sure that that information we provide to them is age appropriate so I would this kind of goes back to what I was talking about earlier when we were talking about um the other policy is like what like what what is our process on how we do this like we haven't been very good about saying here's where a discussion here's a first read and then comes back like I think we need to have a discussion on what direction we want the board to go before rather than one person just write a policy and then we try to edit that policy like that makes it
179much harder than I think we just need first have the discussion on which way do we want to go and then make the policy from there because one board under wrting policy then you're trying to edit that policy when maybe that's not the policy that we want to go in that direction so I just think we have a discussion then a first read then a second read I think that's should the process we need to follow and I would encourage all of us to bring to the table whatever your ideas are or your specific objections and your wise so that we can all understand where we're coming from no I I agree that's what I'm saying I think we have a discussion first like let's have the discussion on what we want in a policy
180and then after we have a discussion maybe we like today we found a lot of common ground and things of like okay now we're 80% of the way there then we hash out that other 20% that that's what I'm saying I was like let's have the discussion and January on what we specifically want in it then we go to a first read and second read I just want to have a process on how we're going to do things going forward I think that's just G to make us all more efficient well I said I was gonna send it I can send it to Joanie tomorrow and she can upload it into diligent you guys will have over a month to look through it but that's not a discussion like in an open Forum right because
181that's what the first weed is for okay we definitely don't have consensus on this I don't think wej we can't put something on the agenda I think if a board if you don't like it vote no I want it on the agenda if a board member wants to bring policies to the board I don't think we have the authority to deny that I think I think this is the part of the agenda where we add it to the next month agenda and if you don't like the policy you vote no I'm just trying to be more efficient in the way we do things and like following a process I've never had to have a board that I can remember have a board vote I'm not saying there's no vote I'm not saying we're I'm saying
182put put like we had the thing about like that Rene wanted to add to the agenda let's add this to the agenda have a discussion on what we want the policy to look like and then I want add is a first read I don't want to I don't I did ask for a discussion on the items that I have that say discussion I am asking for a first read okay that's fine that's what I'm saying I'm like I just then Renee bring your policy that you would like to write Jen if you want to write a policy David if you want to write a policy Julie Brad David when have we ever done that we've done that multiple times policy a policy there's multiple versions on well still I feel like this is a very
183contentious topic okay it is going to be a very probably wide Chasm on this or this it's not going to be a neutral type of thing that was kind of the um idea behind it being a committee so that there's a little more input um I personally want to make sure that we are because I 100% understand where you are coming from where the what Candace talked about 100% we also need to make sure that we are in line with what is legal and and okay there's a Missouri law there's all kinds of things to take into account it sounds like you're already ready and prepared with a policy but you're only one board member everyone will have a month to look over it as it is now we have six days to look over
184the policies the whole agenda which is contracts that are 25 pages each six days I'm giving you a month that's not what I'm that's not what I'm talking about so the last time that books came up like this we packed the Holt High School auditorium with parents that were Furious about the content that was in the schools we it was not full of librarians and staff members pushing for it it was full of parents and community members that were Furious so I think that this is definitely something that the community as a whole wants us to address in a very appropriate way that doesn't um violate any laws that that actually is in line with with the law that says we have to have age appropriate things in our schools and that we get to
185decide what that is we just left the conversation with if for wants to bring a policy if she wants to communicate that to send it to Joanie have Joanie send it to everyone that's fine but we also need to pre be prepared if other people want to bring their own policy there's nothing that says they can't do that either that's all that's all I'm saying so yeah absolutely all right well I just had a comment um as we're merry Christmas everybody uh as we're ending the semester if there are Juniors and seniors out there who would like to submit their report card to Clement Automotive Group they have their drive for Success program the past two years a winville student has won a brand new Mustang convertible taxes are even paid it's a really cool
186opportunity it is open to multiple like all St Charles County St Louis County students but it's a lot of fun I was there for both of them it is so suspenseful it's great um and but it's really really a fantastic opport the kid who won it last year drove it for the summer then sold it and paid for his college so um submit your grades visit a clet um dealership ask questions I don't have all the answers but I just want to make sure everyone knows about this opportunity so that is it anyone else I did want to Circle back to one item um because I'm not clear if there was Direction on the reaction did we come to a consensus on that or not um I think to have just my opinion to have
187a blanket statement saying nothing is redacted when it comes to the board I think is not appropriate that's not what I was meaning just saying that just because Pat wrote it doesn't make it a legal doc I would say is is just follow whatever allw is other than this one there's Pat has been I think in general admin and Pat has been really good about sharing everything with everyone if there are additional examples I don't know maybe talk to Brian and Pat about those maybe I don't I don't even know where to go with that one um okay so I guess an idea and I don't know maybe we already talked about this anytime something is communicated to a board member like that it would be a reply all to the board right but I
188think that was the whole issue she asked for it as a board member and she was told to Sunshine it and then when she sunshin it it was redacted so she she had every right to see it as a board member but she didn't because if it's Sunshine then that becomes a public record and you know maybe it was questionable as to whether or not whatever it was I don't know it was just a thought or we could we could wait until Pat comes back and ask him on if we need like a legal advice on not everything he writes is legal does he agree disagree blah blah blah we can do that in general I don't disagree with what you're asking I don't I think it it's we're one board we're not we're you
189know seven individuals but we're one capital B board um so I I think that's fair um I just think more information is needed I don't know because a blinket yes to everything you know may not always work out so okay we'll talk to Pat all right um adjourn we need a motion to adjourn motion second second uh roll call director Lewis hi vice president Scott hi Dr Walsh secretary hanky hi drth hi Dr Olsen I president liac I motion passes e for
