002right moving on to public comments first up is Tiffany Thurman okay it looks like she's not here next up is Haley Gino that there we go there we all right a mafia can be defined as a group of people in particular in a particular field having control of having total control and influence so are you a board of education or a mafia based on the summons I got to attend the Clos session meeting in while administ knew that I was taking of a family member going through daily radiation and chemotherapy for eight weeks I'd say you should identify as the latter speaking about close session since y'all are bound and I'm not I'm gonna talk about a few things that just didn't quite make sense to me kitty liac you've been sitting here since April

003speaking about board norms and holding one another accountable so I'm going to hold you accountable this evening why are we on your phone texting while I was presenting evidence for you to consider during my appeal who are you speaking with and was the conversation about my family that was sitting right in front of you what policy will you put in place so that no one else feels as disrespected disregarded and discriminated against as we did during our one and only meeting with you wsd got seven months to conclude its findings and I had 45 days to show up to an appeal or the attorney threatened that my appeal would be dismissed policy 1300 States it has 30 days allotted to investigate so why did you all allow that wsd to continue for so long was

004it because the former superintendent wanted the findings for her own personal gain since you facilitated the closed session meeting and I had access to a binder filled with Candace door and Renee hanky's student information what are you going to do and how are you going to be held account why was your only question to me about how my my daughter was discriminated against the fact that I actually recorded the administrator that admitted it happened why did that matter to you Missouri is a one party State I knew what was recorded So I covered the law again Candace door and Renee Hank's family's information educationally was in that binder you gave me access to for over 22 minutes how are you going to be held accountable do you think the former super attendant providing screenshots of

005my family's personal social media posts along with the doors and the hankes is appropriate to have an AB binder with educational records it seems like she was stalking all of us and you guys all allowed her to happen by the way it violates us3 misappropriate government fund for personal investigation which I have recorded happened director Lewis recused himself from this meeting so six of you were in the room when I had B that binder for 22 minutes and I have pictures of many many documents in that binder this is a huge furpa violation I strongly recommend the six of you vote no confidence in Katie liac and I ask that you restructure the board immediately month after month you sit in front of us as a president that stumbles through the meetings now you assign

006them to other people you have a lack of knowledge and seen how you ran the close session enough is enough after seven months if you can't perform your job duties with confidence it's time to step down Madam president you're supposed to be in this for the children not your agenda or ego so please put the children first and step down as president all right moving on to resident agenda item first up is Haley Gino this will probably take all five minutes educ tion is both a fundamental and human right it empowers promot Community participation and plays a vital role in child protection and human rights education is a valuable investment and fosters intellectual freedom and fulfillment so much so that it's protected locally nationally and internationally the international Covenant on economic social and cultural rights

007devotes two main articles to the to education Article 13 and article 14 Article 13 is the longest provision and is the most wide- ranged and comprehensive article of the right to education in international human right laws fundamental and basic education as defined in the world Declaration on education for all is characterized by the following Four A's availability accessibility acceptability and adaptability the most noted accessibility and acceptability accessibility educational institutions and programs have to be accessible to everyone without discrimination within the state's jurisdiction acceptability the form and substance of Education including the curricula and teaching methods have to be acceptable for example relevant culturally appropriate and good quality to students and parents and Guardians the 14th amendment has played a critical role in the shaping of educational equality and civil rights within the US ensuring that

008schools provide equal opportunities for all students while there's been no prominent Supreme case specifically about segregation in public schools based on religions the general principle established by the courts is that public schools cannot promote endorse or segregate based on religion and and must respect a students and fam's religious freedoms without endorsing any particular belief Additionally the 14th Amendment equal protection Clause states that no state shall deny a person within its jurisdiction the equal protection of laws this means the state governments including Public School Systems must treat individuals and all students equally under the law it also has been used to ensure that all public education systems provided by the state must be offered to all students discrimination based on wraith ethnicity religion and other protected characteristics like disabilities children that are opted out of leader

009and me for religious reasons are not given a free and fair equal program and that violates the Constitution last year the Board of Education and administrators deliberated deliberated openly about the five families that you said opted out and that's inaccurate information and it was disrespectful to the families that chose to opt their children's out opt their children out based on their personal and family beliefs there were then and now more than five families that have chosen to opt out of leader in me and for this District or Board of Education to even cast one aside is sick and against the law administrators in elementary middle and high school still report they don't have an actual solid plan for students opted out sending an elementary child to a young buddy class to help a teacher sounds

010a little bit like what Leader in Me is children being assigned adult tasks with adult roles and not given any actual education let's talk about high school or middle school where students are either sent to the library to work independently without a teacher like their peers have during this time or they're given additional assignments others aren't so additional assignments not giving access to appropriate staff and excluding groups of children from assemblies when there's a choice appears to be more like retaliation than it is a child receiving a free Fair equal education under the law monthly parents have asked you to discontinue Leader in Me each time you give a different reason why you can't or won't so now I ask that this non-state mandated non-academic thirdparty program be taught on an opt-in basis only if

011there truly is no other option it is a family's job to instill values but leader and me but according to leader and me values are retaught to children and then they're instructed to take them home and teach their family are the seven of you in wsd okay with this huge overreach I instill the uh of my children not you you wsd has spent or invested over $2 million in leader in me and what is the ROI we're getting when not all students can par participate and not all buildings are fully committed I agree with what we've heard dozens of Educators say let them focus on the children let them focus on teaching getting proficiency scores back up and do their job simply asking for a free fair and equal education for all children should never

012result in the board approving a corrupt superintendent from investigating with Spencer Fain multiple families like mine and Candace doors but you did it so here we are what are you going to do to stop violating our children's right to a free fair and equal education not just under our law but under you law it's not just domestic people it's International all right next up we have Amanda Langley hello I am happy to be here to Advocate on behalf of foster children and Foster families that live here in the School District I've had children I've been had children in this district for the last 13 years my oldest just graduated and my youngest will be coming into kindergarten in a couple years my youngest two children are adopted out of foster care um there are a

013few Child Care Centers and buses that go to elementary schools that take the subsidy for chiaka and our district is the only District in the entire county that does not take the adoption and Foster Care subsidy in order for a foster family to be able to take a Elementary child and have before and after care available to them many foster parents I know cannot take placement for a foster child in this District because they do not have the means for child care and are unable to afford it despite some people's beliefs you do not get much of a payment for taking a foster child in fact it is enough to feed a dog I also am an adoption worker in a foster care agency excuse me and daily I am doing foster placement finding and

014am unable to have a Wentzville School District family take an elementary student because we do not have any options for before and after care I know there are barriers to be able to accept the subsidy however I have offered the contract as well as the rates and a part day for a foster child is $18 a day plus an additional fee that you get for taking foster children and if you add it up it's about the same if not more than chaga actually charges in addition if you look at the contract um public education systems that take the they are opted out they'll be able to opt out of some of the training which some of the training they should be able to have anyway which includes CPR and every two years a training on

015subsidy um it is is a minimal ask to help the few children that will that will thrive in our district in foster care and parents who Foster in the district the opportunity to say yes when we call them with an elementary age child and to call to duty their Foster parenting and that's I am requesting that you consider looking into taking the subsidy in your shiaka program I know many families I have networked and many of them are able to take foster children just due to that fact please consider it thank [Applause] you all right next up we have District comments one sec we still have a couple minutes if did you have any spe particular questions or anything you still have a couple minutes of no you don't have to if you don't want

016to but if you had any specific questions for us you do have a couple minutes that we can dialogue um I'm just wondering why our district is the only District in the entire County and probably the entire state that refuses to sign up to subsidy I've tried to go the route of asking Administration and I was turned down and that's all that's why I'm here just our district is so wonderful and so great and has such a great reputation except for does not offer this and I'm here to try to get that in place and to help Foster families in this District so that's all Dr Mueller you w to come talk through him you can come up here or wherever grab a microphone I'm sorry am I done oh no she's just gonna she's

017gonna address some questions that you have there too okay hi I'm the executive director of operations and I work with our chiaka program and Tanya Kirk Patrick so we did go through and explore and read through um the document that you shared and one of the concerns or there were a few concerns that we do have one is that um it's my understanding that our Foster and homeless students would actually be free under the program and then the students that would qualify for free and reduced lunch would then pay on on what's called a sliding scale and so what that may look like for example if we charge $30 per day for chitaka then that family may only pay $5 a day on the sliding scale it just depends so there's a variety of different

018things um with the fees and then also currently we only charge a $75 registration fee one time for a family um you know in other situations in other districts families do have to pay that for every child every year and so there's different things like that um that would impact the program overall um when you say free what do you D he pays for the for the family for the family then yes the family wouldn't have to pay it all correct but the state would pay a minimum of $18 a day so when you add it up it's a very minimal loss for foster children and it's it's not like it would be half of the children would be foster children and be it'd be a very minimal loss so it's not free they're not

019getting it for free the state would be helping with their payment so that's where I'm confused so the families would receive the care for free no the state pays for the foster children to attend there right which is almost equivalent to what you would privately pay so with the subsidy yes that would come to the district the Family itself would not be paying the Chaco fee so it would it would be free correct for the family so I'm confused that way what I'm confused with what your what the statement is because what you're saying is you're trying to imply that they you would get no payment for a foster child when you would get almost equivalent if not more because they offer additional monies for foster children yes for the in addition to the $18

020a day that they pay so for the Foster and the homeless students both yes we would receive a subsidy from the state for that um and then our other students that do qualify under free and reduced lunch they wouldn't be on a sliding scale and so to offset that you are having the higher extra staff which may or may not be covered by the subsidy and then also the loss of the fees so it I don't know exactly districts how do they do it so some districts um contract with a third party for example YMCA or Boys and Girls Club um I don't know specifically which ones you know you spoke with um we did look into that a few years ago and the YMCA is not able to staff in our area and then

021Boys and Girls Club did not Prov would not be able to provide services in the area okay I do have a question um so basically it's a staffing issue so if we could staff shiaka appropriately because I see what you're saying we're gonna have an influx of people that may want to take advantage of the subsidy program if we bring that in because they'll they'll have access to that are you saying that we might have an influx of students in coming into shiaka and we don't have the staff for it so that's why we're not doing the subsidy program so that's one of the one of the issues so um yes Staffing could be an issue right now uh we do work with a local College uran college to get students from from there to

022help out with the with the Chaco program um it is a little bit of a further distance distance for people to come from Lindenwood um or St Charles Community College to be able to go to college and also help out um so Staffing you know we would have to look in some different areas if we do have increased enrollment you know due to the subsidy program um also we we just don't know what the additional cost would be it just depends on how many students would would be under the program there's there's quite a few ifs um that we don't really know I have a follow-up question would this be something that could potentially qualify as an extra Duty for staff that we already have um since it's before and after normal um classroom hours

023I guess so we do already um try to recruit from our current staff at the maybe the child's building we also reach out to other instructional assistants and other buildings um and we haven't had a we haven't had a lot of luck with that I have a question as well um let's say if we were to accept subsidy would that then disqualify us from allowing A+ students to because I'm familiar with sub subsidy and um I was looking over the documents that you provided and one of I saw that there were exceptions when it came to training for public schools that makes sense um but I know that we use a lot of A+ students in at least the after care so they're still high school students and with subsidy it would require that the

024provider be 18 or older are there exceptions for do we know I don't know that we also depend on um some of our Chaka staff members actually have their own children in the same building and that would notal that would disqualify them um so we would lose those staff members provide care that's correct yeah correct that that's correct the the person receiving the subsidy the family receiving the subsidy cannot provide direct care for their own child if they're receiving the subsidy that is correct are there any other questions my BR I'm sorry I you know I'm I'm not following all this yet could could we ask from the administration that we get a a highlight a a talking statement that we can look at because I'm I'm confused why I hear free and I hear

025State covered and I hear good for and I'm I'm like I'm I'm missing something I know but I'd like to understand better thank you Brian all right thank you all right moving on to consent agenda I need a motion to approve the consent agenda as presented motion second all those in favor I I any opposed Renee could I ask one question it it it went so quick that I didn't get a chance to rec get recognized oh yeah so and this goes back to the operating fund expenditures section underneath the noncertified salaries um I'm we just started in July with a new year and we're already $734,000 in the whole and it looks like um a couple different buckets that that's happening on is is that something I should be concerned about or is this

026just a timing issue um that is primarily a timing issue one thing that um we saw there the the August adopted budget is kind of a misn misnomer in the way it's labeled it's really a projection based on um past history now that can change because of timing um one thing that is is coming into effect directly with the non-certified salaries is the equalized pay um that we went to two years ago because the the August adopted budget number is based on percentages spent from two years prior so the fiscal year 23 is what those percentages are based on and that's when uh I believe last year was a year that equalized pay was implemented and so there was a $700,000 adjustment uh that had that that happened last year so that's not reflected in

027here um and so that's part of the reason why that gets thrown off so and the other thing that you have to realize is this only has one full pay period okay by full pay period I mean uh the August 25th pay period is the only one that is out of the four that we've done that's on these numbers that's the only one that includes all staff because our teachers 10-month employees they they're not paid in the July the two July payrolls and the first August payroll so three out of the four payrolls that we've ran are partial payrolls compared to what we'll do the remainder of the year so that's why these numbers early in the year are skewed somewhat and it's also the equalized pay Factor that's coming in there because the number

028that is on there is prior to equalized pay thank you when when will we see the numbers improve so those numbers will continue to go uh get closer as we actually uh go into the fiscal year and get further in um you know you'll see that number be be better when you look at if you look on um Let me let me go down a little bit just a second so if you if you go on to page six in the financial report and at the bottom or yeah it's on page six the bottom on page six you see fund 100 general fund and then the third line down is 6151 that's classified salaries okay and so if you go across to the the third column the year-to-date activity is 3 3.3 million um and

029if you go all the way to the right you can see last year through this month we were at 3.8 million so we're actually have spent less this year than we did last year the number in the budget number is based on a percentage from two years ago if that makes sense it's kind of it's a little convoluted in the way that we present that and we're working on trying to to clean that up but that's it's kind of a projection of where we think we should be early in the year it can be way off just because of timing of of those expenses um because we base it on what we did One two years ago um because when we do the budget that's the only fiscal year that's complete so we're able to

030get percentages from from two years ago and then we based on what we spent each month and then that's how we generate that uh adopted budget number does that make sense that helps thanks okay and that's why we tried to include that additional report in there because it gets much more detailed and you can actually see uh each line item um and so if you ever want want some information on that I'm happy to sit down and talk to you about those you're welcome all right moving on to District comments yeah hold on uh first of all I want to thank both of our speakers for participating in the process we we do value and appreciate that and thank you very much for doing that um at this time i' also like to recognize David

031Woodson was an employee in the Wentzville School District since 2020 uh Serbian is the league custodian at greenry elementary David passed away on Tuesday September 17th from cancer our thoughts and prayers are with David and his family his wife's been a longtime employee in the district as well and at this time we'd like to have a moment of silence to honor David thank you okay now good news after heavy heavy thought like that uh wsd the transportation team so you may not know the highway patrol just pops in they just walk into the and say we're going to do a surprise inspection on you and they they pull 30 buses and you get evaluated at that point to see are you completely in compliance are you not in compliance where's it at so we passed

032with a 96.6 which is really good because we had one mistake and it was just a turn signal was out so our buses pass the safety rate with the exception of one turn signal being out which is outstanding and and really a kudos to that department again remember kind of like everywhere else their mechanics are short and things like that so it really goes to show you how how hard they're working to make sure our buses are safe for our students so thank you to all our transportation work for the workers for that uh last week I again was reminded how old I am as I talked to students and they had no idea what 911 was uh and I can still very well remember exactly where I was at and everything else like that

033but we did have Patriot Day celebration throughout the district where we had a chance to honor the brave First Responders who served in our our community uh it's a great event kids do get a chance to learn about 911 which is so important they get an understanding for why the Community First Responders are so important and our military as a whole so Patriot Day was a great success again so hopefully you had a chance to talk with your kids about the fun activities they got to do and then on Tuesday of this week we celebrated Constitution Day uh across the wsd that's something that's kind of fun for me being an old Civics teacher I always like talking about the Constitution I can see my high school people back there and they're like this guy

034come on man that's boring aren't you you're thinking that right now aren't you Civics that's boring you can be honest back there all right you're probably here watching a board meetings for civics extra credit right now yeah I do it and I haven't even talked to him have I got have I talked to you guys yet not at all I just happen to know that right so anyway Constitution Day it's a great day for our staff to teach our students at all levels about the Constitution and very levels so that was another great success and then finally do not forget to mark your calendars the homecoming parade is October 5th it will start in Holt or at Holt like it always does it is a truly unique experience there is no other community around that

035does a singular homecoming event for all four high schools like that so it's really a cool thing if you haven't been there bring your kids they get lots of candy it's a little Halloween treat ahead of time so we really would love to see you there and that's all I have thanks guys how about a standy know I'll give you more points for that all right thank you for that moving on to Old business we have 14.1 these are first reads um any discussion on policy 4120 no all right we've got policy 4210 for a first read any comments all right and policy 4322 any comments all right policy 4140 all right we have second read on policy um 6180 I'll need a motion motion to approve policy 6180 English as a second language and

036second second any discussion all right all those in favor I I any oppos all right moving on to policy um 5550 and director olssen I believe you had um some we'll need a motion first uh I would like to motion to table the second read of policy 5550 food service programs meal charges then I'll second discussion so currently there are several Federal injunctions um that block the enforcement of the language changes can you hear me right um and I just don't think we should be changing the policy until we have the final ruling from the courts whether or not this language is even uh enforceable in our state um uh so I don't know if you anybody else has any feedback I just have a question for Pat I guess would tabling it cause us

037to lose or forfeit or put into Jeopardy any federal funding for the meal program um it would require an audit from the state with respect to the meal service program this but the meal charges program so this language changed a long time ago though right and we just are just now updating the policy sort of so the notice of non-discrimination was added by MCE at some point uh in the distant past most recent but we did not adopt those changes at that time so we had never adopted a notice of non-discrimination MCE however recently revised the policy to comport with recent United States Department of Agriculture guidance that's based on a Supreme Court decision called bastock and that decision was limited to title seven of the Civil Rights Act but nevertheless held that sexual orientation

038and gender identity are protected classes for purposes of title 7 the USDA took that decision and relied on that decision to include within its required notice of non-discrimination protected classes of sexual orientation and gender identity that decision the Supreme Court decision is largely the impetus for the new title 9 regulations that were adopted by the US Department of Education which are enjoined from enforcement in the state of Missouri right now now the USDA regulation on which this notice of non-discrimination is not enjoined from enforcement Missouri right now but the legal grounds on which the USDA decided to change the notice of non-discrimination and the US Department of Education decided to change the title nine regulations is the same so there's separate regulations that are not directly related but they're supported by the same United States

039Supreme Court case and the application of the injunction could easily be applied to the notice of non-discrimination as well okay so I would like to follow up on that the boso decision the Justice in that case stated we are not considering any other application of this outside of a person being terminated for being uh I believe it was transgender or gay that was the that was the only basis that they were even ruling on and they made a point to say that it wasn't related it could not it was not to be related to Title 9 bosck was limited exclusively to title 7 of Rights Act corre which is for employment purposes and this policy is as how we charge students for meals the USDA guidance is also they cannot interpret language in law that

040is now due to um Chevron being overturned that is now the sole jurisdiction of the courts so this this injunction and the Chevron being overturned the Chevron decision being overturned it's a double whammy on why this is not applicable in our state yeah so the courts interpret the law but agencies can still prate rules but they cannot interpret the language of unambiguous law or ambiguous words in the law so I agree with you that a prudent sort of step to take would perhaps be to table this for tonight um although I think the application of those injunctions is limited to Title 9 regulations I think that like I said the rationale behind that injunction is the same rationale that the USDA used to make the changes to their notice of non-discrimination so that injunction doesn't

041apply to this but if someone were to sue trying to enjoin the enforcement of the usda's regulation or rule based on the same legal arguments it might be successful and so you know we may have future guidance in a few months uh that changes the results or the decision of the USDA so this is a a policy um the policy was presented to the board as a result of MC's recommendation that this is a mandatory adoption so for ka's for Katie's question what kind of adverse action are you saying that by us not adopting this tonight we're getting audited no okay I'm saying if there was a random audit then it could have implications but it is not likely to have implications given the legal nuances that I just described so your motion was to

042table until there is further ruling or until have a final R from the high court or however the process plays out so it could be a couple months because as of right now but it's not could be a coup months could be next year sometime could be November who knows when could be November all right I say we call the question unless anyone okay go ahead I just I have a quick follow-up question you say we you know there's not a high likelihood necessarily that we would be audited would there be any Financial implication if we would be audited or any any monetary reason why like going on and passing it and then changing it if you know the precedent changes any concerns there I mean hypothetically if if there was an audit conducted and

043we were found out of compliance with USDA regulations the penalty would be the uh withdrawal of federal funding relative to or related to the meal charge program the school meal charge program so out of the five districts in this County one of them has adopted this language and that's Orchard Farm and so as far as like the non-discrimination for individuals we do have a policy of non-discrimination so wouldn't that cover the district in any situation of non-discrimination so the U USDA has a we have multiple notices of non-discrimination we have a Title Nine notice of non-discrimination we have one applicable to title 7 we have one applicable to the Ida in Section 504 for students with disabilities and we also have one or we are uh proposing to have one for our meal charges program

044each of these separate notices of non-discrimination are required by separate federal laws and so we have multiple they all kind of coales and say the same thing which is the district does not tolerate or allow any form of discrimination for any protected class that is established by law and so so yes we do have multiple notices of non-discrimination but that's to comply with the various federal laws that exist with respect to those areas any other discussion all right we have a motion oh yep David yeah I wanted to ask Pat Uh so you you've made a statement as well that we should table this to get clarifying information or additional is that what I heard you say that's correct correct well I said I think it's acceptable to table it for right now given the

045circumstances I think if if there is Clarity in the law here in the short future uh that will direct the board and and whether or not to pass or reject the revisions the policy okay thanks you're welcome just a question to director Olsen would you be willing to maybe put a date of our November regular meeting just for now for I don't know just in case there is some kind of audit or something to just kind of just have a due date and then if it comes back around and we still want to continue waiting we could table it again so I think when we have the final ruling from the court there's several policies we need to update so I think it would be um I don't know if November's gonna I mean it'

046be January it would be January probably readdress all the policies of of if if the courts I mean I don't think the courts are going to take it out that far but if they do the courts could take it out a very long time there's no uh there there's no litigation timeline on these things and sometimes it takes weeks sometimes months and as you guys know sometimes years so I don't think it will take that long given the uh uncertain sort of Dynamic of Title 9 right now within the country it's complete like the title 9 regulations are completely barred from application in 26 States they are being implemented in 24 States courts don't like to have that happen they like resolutions so that the rule of law applies across the country as a whole

047for all school districts so I think it will be sooner rather than later I don't know that putting a date on it necessarily uh is required right now I think we just have to monitor developments in law and when there is a development we can bring them back for reconsideration I I have a question if I may so um you know we have like you mentioned there's a lot of policies that could potentially be affected um this is not the first policy that has had unsure law that but has other policies have been passed despite unsure law and I'm just a little curious to see if you know in the future um is this going to be something there's a lot of things pending you know in the political climate today but considering we have

048this board has passed policy that has had uncertain law attached to it I'm just a little confused about what what it is about this one there's a federal injunction there's like three of them it cannot be the language cannot be enforced in the state of Missouri correct so is that that's not like we're superseding like state law or something like and I'm going to be honest ref the um facilities policy um you know the law was not determined it still isn't our policy in theory could come up and be un lawful we had that discussion we had and and that's what I'm saying why can't we do that with this now if that it's okay for federal inun there's no there's no federal injunction on a on the facilities policy there's three Federal injunctions that

068items does anyone have anything okay I actually I do have something um I was wanting to maybe discuss a bus discipline policy or making a revision to our bus policy um just looking at like when students have An Occurrence on the bus the discipline needs to happen with the bus so I think maybe one of the biggest offenses fighting so if a kid fights on the bus then they shouldn't be suspended from school I know there are probably some situations where it would go to school but I think that when there's an offense on the bus it needs to be taken care at the bus level um unless it's an elevated situation and then when there's offenses at school then that is done at the school level we shouldn't be mixing the two so that

071this when we don't want that uh so we're kicking around uh Laura and Ryan have already pulled I think four or five different documents from different districts that we were going to at some point talk to you guys about anyway so I I don't have any problem with this we've already started the lift it's something I agree with that sounds good um and just to clarify just a little bit just I mean just the situation that I was um made aware of there were two children that um got into a little tiff on the bus they were were suspended from school however they rode the bus in the morning they were suspended that day and then the next day they were back on the bus so so when we're talking about a larger offense and

072maybe it would go into the school but when we're talking about offense on the bus that driver didn't get any relief from that offense so that's what I'm I'm looking at more you know maybe those kids should have been suspended off the bus but could still could have went to school just um kind of that kind of is what I'm looking yeah and so there is it's just not prescribed like the code of conduct we're talking about that was Rewritten our administrators have the ability to do that they I don't know that they typically do that I know there are definitely times when they do that and I think that's probably inconsistent building to building uh and again I think the help is here for consistency across like okay this is what this is and

073and what you're talking about Rene is probably like a scuffle and they were given in school susp and you are correct that doesn't change any behavior on the bus uh and it removes them from a class environment maybe it would be more beneficial to say okay it's five days off the bus um I do think you know something that the Board needs to consider when you talk about bus discipline is that puts an onus back on our parents like if we remove kids from a bus that means the parents have to take them so that's coming from a district that we did that that's a big thing that as a board we have to understand and as Administration we have to understand and just my perspective on that um I think when we have parent

074involvement our students do better so even in a discipline situation you know just it kind of forces the parents to them be involved in that disciplinary action you know and I I do understand that most parents both work it it is going to be an inconvenience but I also think that it gives that time between the parent and the student to kind of have a discussion so um there's that aspect and then just a question um so when students are like out of school suspension does that affect our attendance with desie it does so then I think we could maybe depending on what the offense is then help with our attendance but still be pursuing that discipline all right anything else you got something not on that oh okay um board comments there now I'm

075on I'm unofficial clock so last meeting in uh August we had Gunner that was here and there's a lot of discussion about the benefits of of having that type of animal in the schools we talked about how it was is important that it's not just a scheduled where if something happens then we'll bring them in because things happen all throughout every day in one way or another and having the the support dog and and family of people at the school there I I think is very important I think as we left it at the end of the last meeting was there's recognition that it probably shouldn't be full-time but that it should be not just on either something in between uh I I I personally am a big advocate of that I've been around dogs

076and been through the training that sort of thing as well I I I think that is important just as we talk about the other things that are important with kids that need support this is something else and you never know what it is that connects with a child and and animals have have real magic and i' I'd like to move this from we talked about we heard the the discussion last month we were going to commit our in small groups or or do individual thought on it but I'd like to get to a point where we can say that uh let's let's look at engaging with the the school administration and see what a recommendation they would have with how many days a week Monday Wednesday and Thursday Monday Wednesday and Friday you know I'm
