005crowds we've had this year and what an amazing year with all the celebrations of our student athletes many of them couldn't actually be here today so I think we could have used a room that was double this size if everybody had been able to be here for all of our state level winners like that is amazing let's give them another round of applause thank you and I have to say a few words about our team with Greentree literally that was not a great way to start the day when I got a phone call at seven o'clock in the morning saying we're we're not sure if the school's on fire but the fire alarms are going off at 7 A.M and so by the time I was at the building by like 7 15 our teams
006were already arriving by 8 15 restoration was on site utilities were on site and all of our maintenance team was on site to begin putting the building Back Together by that afternoon that damaged HVAC unit was off the roof and a new one was up like I've never seen our crew work together that so that quickly to be able to respond and get our kids back in by the following Monday so congratulations and thank you so much to the large group of people that really pulled together to make that happen [Applause] I I'm sensing a mass Exodus so I'm going to say we're moving on to open comment period I'll let the room clear out thank you I did not want to say that how are you thank you thank you very much all right
007so let's move on to public comments so the board wants to hear from District residents it's employees regarding District related matters so it's provided a set amount of time for residents and employees of the district to address the board during this period uh individuals residents employees wanting to address the board may do so but in accordance with our guidelines we've got flashed up here and is online our policy 412. speakers are given three minutes to address the board we ask obviously speakers to model civil and respectful behavior for our students that being said I'll move on and call the first name I have Nikki Brinkman foreign good evening my name is Nikki Brinkman I'm a resident and parent of two children in the district as well as a proud supporter of our public schools with
008a significant background in special education I want to talk about the importance of additional parent trainings on the individualized education program IEP and 504 processes as well as the need for a special education advisory Council as many know the IEP and 504 processes are critical components of ensuring that students with disabilities receive the educational accommodations and services they need to succeed however for many parents navigating these processes can be confusing overwhelming and sometimes even intimidating that's why I believe it's essential that we provide additional training and support to help parents better understand these processes and advocate for their children's needs first and foremost parent trainings on the IEP and 504 processes can help Empower parents to become more effective advocates for their children when parents have a better understanding of these processes they are better
009equipped to work collaboratively with school administrators and Educators to develop appropriate accommodations and services for their children this not only helps ensure that their children's needs are met but it also helps build stronger Partnerships between schools and families in addition parent trainings can also help reduce the Stress and Anxiety that many parents experience when navigating the IEP and 504 processes when parents feel more confident and knowledgeable about these processes they are better able to navigate them with ease which can help reduce the likelihood of conflicts and misunderstandings between parents and schools another important aspect of supporting parents of students with disabilities is the establishment of a special education advisory Council an advisory Council can provide a forum for parents Educators and community members to come together to discuss issues related to special education and share
010their perspectives and experiences this can help Foster greater collaboration and understanding between families and schools and ensure that the needs of students with disabilities are being adequately addressed furthermore a special education advisory Council can also play a critical role in advocating for systemic change that benefits students with disabilities by bringing together A diversity group of stakeholders The Advisory Council can help identify gaps in current policies and practices and work towards solutions that better serve the needs of students with disabilities in conclusion providing additional parent trainings on the IEP and 504 processes as well as establishing a special education advisory Council are crucial steps in ensuring that all students with disabilities have access to the educational accommodations and services they need to succeed by working collaboratively and proactively to support families we can help build stronger
011more inclusive communities that benefit everyone thank you [Applause] next up is Dan Schroeder hi there my name is Dan Schroeder I'm the president of the Wentzville School District Foundation this is Lindsey Bainbridge our secretary and our Treasurer sorry um I'll be brief um the foundation serves and has served for many years the um the needs that don't fall within the budget of the district we take that work very seriously and it's very rewarding work um what has been presented to you today is just some concerns uh involving recent developments in Dart and Prairie um that document is for your review con confidentiality and outlines are concerns um as stated in there given the nature of them I feel it's most respectful to bring this up in this environment and have you all respond accordingly we
012look forward to continuing and deepening our relationship within the district and continuing the good work that we do for the teachers the staff and the children of the district we wanted to be here tonight to Signal the seriousness of our commitment to that like all of you board members I get paid the exact same salary that you do I respect that it's tough work I know that it's not always fun work so I appreciate what you do and I look forward to continuing to part with the district in addressing any concerns so thank you very much appreciate it [Applause] next up is JJ sefco good evening I know many of you are not happy about the election that took place on April 4th so I have a couple questions one there's a swearing-in two days
013ago no acknowledgment from the district no acknowledgment on the Facebook page acknowledging the election and the swearing and that took place if you go look at Francis Howell we always like to you know compare ourselves to other districts it didn't take them but a day if you go and look at our website we're not updated with our board members if you go look at Francis Howell the very next day was updated again I know you guys aren't happy over 4 000 people voted for each one of those that got elected please show them the respect and quickly update the website to show it accordingly thank you [Applause] okay no other speakers so we'll move on to superintendent comments good evening everybody um those of you who have been with us the last couple of months
014we've started each meeting with a moment of silence and yet again tonight we are doing that as well since last last meeting we have lost a member of our North Point High School student body and we'd like to just take a minute um I think a superintendent that's one of the hardest things that we have to do so often it seems like in our district life is precious so hug your babies um we do have several celebrations this month we are celebrating our assistant principals they had their honored week this this month as well and we also had National School library day and school library month so thank you to everyone who is a school librarian or an assistant principal and we do want to recognize and honor our newly appointed board members we have
015Renee Hankey Jen Olson and David Lewis joining our board of education for their first full meeting today and so welcome to the team we're glad you're here foreign tree um but these are just a few of the photos from the fire that was seen from the rooftop to the restoration that quickly went into play to how clean and beautiful the classrooms were right after I literally cannot say enough that could have been a very catastrophic situation that had the best possible outcome given all of the circumstances so again thank you to all the teams of people that were a part of that process we also are excited about North Point High School this was their first ever Varsity Boys Basketball team at North Point so we're excited that that team has and that school has
016been able to grow and that they were able to play this year we also are honoring uh four of our student leaders for the distinguished student leader award from the Missouri Association of student councils we have Taylor Peterson from Holt Layla marks from Timberland live Nash and Addie Plum as well all who were honored and then we also have Lila sphere drop from Holt High School she was honored at the April Rotary meeting uh as our as the superintendent student leadership Award winner that day and she also was recently represented at the capitol for msba's educational advocacy day as well we're wrapping up the school year and we're wrapping up our student advisory Council so Dr Julie Scott was able to join me for our last student advisory council at Holt High School this year
017and again I always say it but our students are super impressive they are really amazing individuals in our community is lucky to have them and we are in good hands in our future we also at South Middle School had a drug Summit in conjunction with St Charles County ambulance district for our eighth grade students and they presented on the dangers of opioids and this was also in conjunction with Crush which is a county-wide collaboration designed to stop opioid use we also are excited for the Liberty cheer team who for the second year in a row has been given the leadership award at the universal cheerleaders Association so not only are they great cheerleaders they're great people and great leaders and really congrats to all of our our cheer teams because they all had a phenomenal
018season this year as well we have 17 students who are moving on to the international leadership conference for the future health health care professional student group our HOSA group and so our students are representing our district well and we can't wait to see how they perform this summer in Dallas Texas last night we had the Wentzville School District Film Festival represented by a lot of our students with their short films and that was a great night as well there were 140 video submissions so we're excited for that and then we also want to say thank you to one of our Community Partners Living Lord Lutheran church on Sunday donated to the district from their first ever endowment fund contribution to the care to learn organization that we've recently set up they donated over Seventeen hundred
019dollars to go directly to care to learn and so we are in the process of getting that set up for next year all of those funds come back directly to Wentzville School District for Wentzville students and they are used to overcome Health hunger and hygiene issues that are barriers to Student Learning so if you're interested in learning more or donating feel free to reach out so um we have a Darden Prairie update over the last um few weeks since Spring Break um many of the board members the administration have been attending Darden prairies um uh meetings to speak on behalf of the district in terms of their proposed chapter 100 development that would allow for tax incentives and a 12-year tax abatement for a development that's going in at the corner of Brian and fizey
020Roads over the last week the district has had multiple conversations and meetings with the developers of the Prairie Encore to better understand the scope of the project and to also discuss the financial impact on the district and we do want to thank Mia Rose Holdings and kale Co LLC for coming to the table to work with the district as collaborative Partners regarding this project I'm happy to report that we have come to an agreement that was unanimously approved by the board of education on Tuesday and last night at The Darden Prairie board board of aldermen meeting the district withdrew its previous comments in opposition to the project and no longer plan to seek litigation as it relates to that development on behalf of Tom Cayman and the property development team they asked me to express
021that through our conversations they now have a better understanding of the district's needs and our operations and how new development does impact our long-term planning for the district and they are also invested in becoming a good partner with with the district and look forward to working together moving forward as we continue to build strong communities and small and strong schools I do hope that the city of Darden Prairie will value the Wentzville School District as a true Community partner moving forward and invite us to the table Anytime Future developments are discussed that could have implications for the school district because meaningful timely and honest collaboration are critical to meeting the needs of the community's students and families for generations to come and so we are excited to have our first wsd Community engagement Workshop coming
022up next week on April 27th at Liberty High School from 6 to 8 30 PM if you're excited to or want to come and give input on different Focus areas for the district we would love to have you please either check out our Facebook event and RSVP there or our district families also received an email you certainly can RSVP there as well just so that we can properly plan for the event upcoming map testing is right around the corner so our map testing begins next week each school has a different calendar so please be sure to check with your school's information to know when your child may have some assessments coming in and just as a general reminder make sure to get a good night's sleep eat a good breakfast and for our kids take
023a deep breath you're ready we're ready and do your personal best so that when you're done you are proud of what you accomplished and again we've been talking about attendance we're getting close to the finish line and so we're encouraging everyone to finish strong our attendance has been up ticking the last couple of weeks which is a good thing so finish strong for the rest of the year come home campaign that we've put into play we're very excited to say it is working so those of you who live in the Wentzville District or you are Wentzville grad if you're interested in coming home to Wentzville we would love for you to check out our job openings either through this QR code or by going to the district website we have various positions open right now
024and we're excited about next year and the quality and the amount of applications that we're starting to receive so with that I turn it back to you all right thank you Danielle so let's move on so we have uh the consent agenda so I want to start actually by making a motion uh myself so I'm going to make a motion to amend the consent agenda moving 12.4 12.10 12.18 12.28 12.29 12.30 and 12.33 for a separate vote and move it to new business please Matthew do you have all that good all those in favor say aye aye all those opposed eyes have it president Goodson I would like to make a motion to approve the amended consent agenda get a motion do I have a second second I think that was Julie Dr Smith there
025you go okay all those in favor say aye voter yes comment for this yes sorry no problem turned on now so as I mentioned as we come down here being new I didn't recognize that the removing something from consent needed to be done by email or by request I thought it was going to be done and closed oh so I think I'm late to the table but I still need to talk about 12.33 12.33 is concerning three contracts that are from schools where we have student teaching and counselors coming in I find it very intriguing that our school is using contracts that are not developed by our own team excuse me president Goodson I just want to call point of order I understand what you're saying but this would not be within the consent agenda
026the time to have a discussion if you'd like to make a motion to move that item that one was actually moved so I appreciate the point of order so Dave uh director Lewis this item wasn't part of my emotion moved down to new business yeah it's okay that's why I moved through the the this thing so we can take your question and comment at that point when we get to that in the agenda thank you uh any other comments okay all those in favor say aye hi all those opposed okay eyes have it okay so I think now we're going to move into reports and presentations so we have parents as teachers and Barfield Early Childhood Program evaluation good evening board we'd like to introduce to you tonight leaders from our parents Teachers Program Barfield
027Early Childhood special education program as well as our director of special education the student services department would like to take this time to give you the annual updates on these departments and the leaders will be leading those out we'll start with Barfield in early childhood all right I am Melissa with parents as teachers and parents as teachers is a program that supports the youngest members of our district starting prenatally and going until kindergarten entry so a lot of times parents as teachers is the first look at the school district so we work hard to give a really positive and good experience to all of our families that we work with so a little bit about our program get the clicker there we go we partner with families to increase knowledge of early childhood development improve
028parenting practices increase Children's School Readiness provide early detection of Developmental delays and health issues and then reduce child abuse and neglect good evening my name is Kevin Garcia I'm the principal for the park of military Center so we partner with parents teachers heavily therefore it makes sense that we present together our primary purpose at Barfield is to identify and then provide special education services to young children with developmental delays and we're proud to do that in a very inclusive and integrated environment and we make sure that all children have a nurturing environment prepares them for kindergarten so combined our two programs really targeted two of the district level csip goals the overarching goals I like them so the first one is teaching and learning and we'll go on more in depth on how our programs
029address those goals excuse me and the second csip goal is community culture Safety and Security all right so parents as teachers and the first one is to increase our enrollment that participates in parents teachers programs by a percent equivalent or higher than the rate of the district growth and the district growth from last April to this April was one percent and parents as teachers enrollment increase was 1.2 percent so we were able to meet that goal and then another goal goal two is of the children of the scholarship program which Kevin will talk about in just a minute a little bit more that 75 percent of those students will increase their dial for that's their developmental screening score between the fall semester and the spring semester and those that have completed their spring semester screenings
03094 percent has increased their dial scores so we're super excited about that and that average increase was 12 points so that's pretty big um goal three was that parents as teachers and Barfield will collaborate to provide training and support to daycares and preschools within our district boundaries and we're going to better support just the whole child um and those with both social emotional needs to ensure that they are provided care instruction and their least restrictive environment and parents as teachers provided support to 10 Early Learning facilities this school year so goal for Melissa alluded to it the reality is um there's more demand for Early Childhood placements than available spots in our Center we are obligated to make sure we have space available for all special education students will never turn especially student away that's
031our mandate in addition we understand there are kids who are typically developing but perhaps struggling in a specific area often social emotional development so what we do each year is we will set aside spots at Open Enrollment to ensure that we can have 31 spots first children that Pat recommends for assistance so it's really important because I promise if we didn't send aside in February and you'll you'll see you in a later slide we book up instantly so we can we can afford I don't mean that financially but in the sense of capacity to set aside 31 spots and we're going to continue to do that next year even though the demand for special education students is rising okay so goal five is a little technical but the reality is we are serving a lot
032more students I would say 15 to 25 percent more students this year compared to last of kids who are on the autism spectrum disorder so um that requires specialized programming specialized instruction specialized assessment so we are targeting that with enhancing our staff's ability to assess students with the VB map which is really keyed towards kids on the Spectrum and the sixth goal so in addition to autism spectrum disorder increase we're getting a lot more students who only qualify in social emotional so I'm a little backstory so kids can qualify for special education in five areas cognition adaptive communication physical and um communication which is like the most common but what we've seen is a significant increase in social emotional only so what we're doing is we have a curriculum to address that and we take
033data to make sure that we're meeting those needs foreign so the um the targeted area would be to help kids grow in that social emotional domain okay parents as teachers evidence of positive impact this is where I get to show all the fun things that we have done so we continue to work on kindergarten Readiness summer programs we have two programs for that this summer we have the Jump Start program which is continuing and we have K prep and we partner with Barfield for that we have continued to be a a community leader in the preschool development Grant we have provided 65 group connections so that is more than we've ever provided so we're super excited to offer that to our family so can those can be parent groups those can be family groups and
034those can be kindergarten Readiness groups and for the kindergarten Readiness groups we partner with each of the elementary schools to host an event at the elementary school in the spring semester um we have completed around 2 000 developmental screenings and those continue to come in every single day we've completed uh I've updated that that slide was from last week so we have 5596 home visits that we've done so far um and that has already exceeded what we did Total last year so we're rocking out those home visits we've increased our partnership with preschools and daycares Francis teachers has completed 45 student observations in preschools and daycares and we're going to continue to strengthen that partnership with them into the summer and into the next years to come and other districts have looked to us to
035have us provide guidance and support for their own parents as teachers programs in their own districts and then parents as teachers received 174 thousand dollars over our allocation from Desi Last Summer so we're very proud of the fact that we educate all children and we're proud that the majority of the classes are integrated which means that kids who have special needs are educated alongside their typical developing peers that's very important to us um we are proud of the work we're doing to serve kids on the Spectrum and we anticipate those numbers to continue to Accra increase so we have warm work to do because we know we have more kids to serve um we're also very proud of our partnership with parents as teachers the scholarship program um I I know 31 is not as
036big a number as we would like to have in terms of kids who can receive a scholarship to Barfield but with more classrooms that number will go up and we're excited about that potential speaking of that we do have an eye to the future we appreciate the leadership from the cabinet and recognition of the importance of Early Education and I'm happy to have worked with Matt on the design for the second Center potentially so we're very excited about that we have a amazing PTO they're very supportive they have planned so many fun events for our students and families it creates a wonderful sense of community and the parents are engaged and involved and it's it's a great thing um 552 students currently enrolled in Barfield that's all-time high and we expect that number can go
037up slightly next year and we we're sure it will [Music] um this is a Bittersweet piece of information for you so we had open enrollment in February and by two o'clock on the first day we were filled to capacity so it's heartbreaking to turn families away on the first day but um like I said the Mandate is service for special education students so we have to reserve adequate number of spots for them to ensure that they're available as they turn three over the course of the year and then um we are proud that we are very mindful we are funded by the ecsc grant which has specific case soda requirements and stipulations and um we did get a reimbursement of 6.3 million in the previous fiscal year and we always try to make sure that
038offsets the cost and coming by the district well there's a few things that we're proud of at Barfield Okay so we've bragged a bit about what we've done this slide indicates what we hope to do so at Barfield we are out of classroom space but as I said we do have an increased number of kids who have social emotional needs so we are we have created and will staff a new position it's an itinerant ecsc teacher this teacher will be out in the community supporting kids before they're potentially removed from their daycares um like I said we educate all students but many day cares and preschools can selectively choose the disenrolled students so the goal is because we're out of room if we can support that child in that environment that's a win for everybody
039the second thing that we're proud of is that we try to have like really high level of continuity with K-12 with with nessa's programming so we're going to adopt the star curriculum and that's going to serve our kids on the Spectrum sorry all right uh for parents as teachers we're going to continue to increase kindergarten Readiness um and success we're going to continue to partner with parents for those Readiness skills so they know what is developmentally appropriate for their child to be learning going into kindergarten and what is not because sometimes those lines are a little bit blurred so we like to help parents understand what should be expected of their student and then we're going to implement daycare and preschool teacher trainings so right now we are in the process of getting some trainings
040approved that will be on the Missouri Workshop calendar we've already had 15 centers say that they will schedule a date for us to have us come in and do some trainings for their staff like Kevin said a lot of their issues can concerns this school year has been those kiddos with those behavior issues and so we're getting phone calls weekly at the parents's teacher's office saying my kid was just kicked out of their third daycare what do I do so we're going to go into the daycares and preschools and we're going to help them teach the kiddos and we're going to teach them development and what's appropriate and that it's not appropriate for a two-year-old to sit on the carpet for 30 minutes and just little things like that so A couple of the classes
041that we are in the process of getting approved are identifying creating and implementing Behavior plans and creating a successful Early Childhood classroom so we hope that that just kind of helps Foster the whole Child Development as we're getting them ready to send into our elementary schools so if I can just tag on to that because the itinerary teaching Position will work hand in glove with that prevention angle so in theory if we provide interventions through parents as teachers which we really can't do until there's an eligibility that might keep the child in their leadership environment their public daycare if those interventions don't work and the child truly has a social emotional delay that's when our attorney teaching would be in const communication with parents teachers and they would then kind of swoop in and support
042the student so what Melissa will do is we'll support the staff and then if the staff with training still can't help the student to level the child needs then we would then come in so that communication with that parent teacher is going to be really critical it's almost a shared position we've never done it it's very exciting okay and that's our programs in a nutshell do you guys have any questions for us I'll open that to the board any questions president Goodson yes um I just wanted to thank you guys both for working together collaborating and your teams I mean I know you know the importance I think I speak for I'm going to go ahead and go on a limb I think the board knows how important it is so I'm really appreciative of
043that I also really appreciate and again we've been working hard as a board to have goals and you guys presented goals you you know laid out where you were in those goals and that's really nice to see and the work you're doing is so important I did have a question about the Jump Start program so could you just talk to or speak to the importance of that program and how it's helping kids as they enter kindergarten yeah so the Jumpstart program we send invitations out to students based on their dial for developmental screening score it is basic kindergarten Readiness skills if we see that when they were writing or cutting that they use two hands or they fisted the pencil then we're gonna work on that in the Jumpstart program over the summer just to
044get those basic kindergarten entry level skills practiced a little bit more before they get to kindergarten in the fall does that answer your question okay any other questions I do have a question what is your enrollment capacity Max that's to your question the answer because technically there's a caseload minimum for special education students with Early Childhood needs but there's no maximum and what happens is over the course of the year we project out what we think the need will be and then if you came and walked our halls in August the classes would not be full but these children turn three over the course of the year and as soon they turn three and they're qualified they must start so it's always a bit of a projection but in terms of just physicality 15 students
045in the classroom is a lot to handle I I know the number doesn't sound enormous but 15 students there are three 16 to 18 in the afternoon would be a lot those who are five four and five-year-olds but we there's There Is No No Vacancy sign so if a teacher has 12 kids in the room and the child qualifies we have to serve any other questions I've got a couple um and this is maybe a question um Dr tormala if you mind I know we talked and uh you had on there as a goal uh the design of the new center and we've talked a little bit about that past What's the timing for us to have that discussion we I couldn't remember we were tying it to the capital plan but what does that
046exact like date discussion timing so we're tying several things together so that when we make a make a decision as a team we really are taking all pieces of information together so we are looking at this summer coming together ideally by June probably our June work session is most likely where we're going to have that conversation where we're going to have our demographic study which that's supposed to be to us in May but there's been a little bit of a hiccup so it it should be here by the end of May for us to have that information we're going to take all of the information that we've we've collected from all of our municipalities through our meetings that time with our facility walkthroughs for the current needs of our facilities and then we're also looking
047at the design build for the Reach Center and a potential Early Childhood Center we're going to bring all of that together for our conversation with the board about priorities there was an uh Jason and Rick might be able to speak to this a little bit better but there was a committee that had come together looking at facility needs and had recommended the the combined reach Early Childhood facility and so we've the board has approved preliminary steps in getting the drawings starting to get bids starting to see where we are with that and with our current capital that we have to build the facilities so um June that was a long answer for me to say June you could have said June and then just one quick I think to add on to what secretary lysick
048was saying in terms of capacity which you answered for Barfield but as it relates to parents as teachers what's our capacity act because I I have a feeling that you're probably you could reach more kids if they'd come it's a little different of an answer I think it is right now currently we have about 3 400 students enrolled in our parents Teachers Program yeah and if we had more staff we could reach more president Goodson if I may yes you may so with Early Childhood it really is one of those if you build it they will come things for the Wentzville School District we are the only School District in this county that does not have a five day a week or a full day option for working families and so given our limitations that
049we have currently with our facility we are not able to tap in and provide that high quality educational experience for our littlest Learners that our families want and need and that is one of the best ways to get families engaged in the school district to be able to be proactive to identify potential delays or needs that families may not realize exist and provide an extreme service to families and so that is a model that can be built to be a self-sustaining business model in terms of providing the Staffing for those classrooms for the teachers and for the instructional assistants that work in those classrooms so if we are able to get to a space where we can build an addition additional facility I have zero concern that we will be able to fill it and
050and build it and on my projections given the size of our district I would project out within 10 years if I were able to have all the needs met in the district that we could easily have one Early Childhood Center for each feeder pattern so the size of our district could easily accommodate for Early Childhood centers in my humble opinion okay any other questions from the board appreciate the time yeah you're welcome there is no doubt though that we are limited based on by our physical plan sure with more space we could do and serve more I mean it's uh it's pretty basic math thank you thank you [Applause] so next up we've got the special education program evaluation and before you start if the board would like to refresh their uh diligent package the
051movement of the consent items should be reflective in your packets do you need a motion to approve that okay um I'll I'll uh take a motion to approve the program evaluation there if there's one from the board it's in the packet if I have a motion motion no I'll do it I'll make a motion to approve the 21 22 parents as teachers in Barfield Early Childhood Program evaluation as presented second any other discussion there all those in favor say hi hi nice okay all right good evening my name is Vanessa fritzy I'm the director of special education for the district and I want to thank you for the opportunity to come tonight and present our program review for special education so just to start off a few statistics for special education for our district the
052biggest thing here is that we are continuing to grow and we have grown over the last you know four five ten years we are continuing to crease in special education the chart there that says percentage of special education population in Wentzville slash state that shows our differentiation between what our population looks like percentage-wise versus what the state's average is for special ed population and it's very hard to see in this graph but there is a downward Trend in the state average so that is something that we are carefully watching because we certainly do not want to be out of that ratio of what the state averages versus what our district average is and we have continued to grow over the years as of Monday our current K-12 special ed population is 2647 students we have
053carried about 95 new students over the course of the Year meaning that there are students that always transition into US transition out for us and also qualify or are dismissed from our program but that is a continuous number that we are dealing with that is not a number that we are able to really predict from year to year because that number can change on us so that does make it a little bit interesting as Staffing goes through and we are sitting currently at 15.1 percent that is the highest that this district has been in 22 years so uh that that is definitely a little bit of a concern in our mind um non-public students we are servicing 75 of those currently those are our students that need special education services in our private parochial and
054also homeschool programs so we do offer that to them in a variety of locations they come into us and receive services as far as our goals and it gets a little bit confusing for our program review because we are so late in the year that instead of looking back to 2122 the information that I present and look at really is over the course of the current school year because it seems a little odd to go all the way back another full school year to get information so these are the goals that we proposed at the end of last school year in April there were five of them they spanned the csip goals one dealing with professional development then we want to make sure that we are providing that high quality professional development for all of
055our staff that work within the special education department our second goal was that we would provide transition support to our high school students but also any student that is working towards that post secondary transition goal and then we are setting them up for success our third goal was a decrease in disproportionality so in the past we have been alerted by the state that we were over identifying students and certain eligibility areas making it disproportionate to other students and so we really had to start monitoring and analyzing that so that has been a continuous goal for us for the last three years stabilizing our staffing making sure that we are analyzing for that Staffing and predicting so that we are successful when we are providing services to students and then lastly curriculum and materials we really
056wanted to start looking at what materials we are using or curriculum across the district when we are working with our special education students so those were the five goals that we had for this school year and looking at each of those individually when we talked about professional development the way that we special education leadership team look at it is that we cannot just provide professional development first of all district-wide and only on professional development days that does not work well for us we know that so we had to start really breaking it down and how we were going to provide that professional development so we looked at whether we would provide it district-wide we did have some district-wide initiatives this year and when I tasked that leadership team with is let's pick a couple we
057can't do 25 district-wide initiatives but let's pick a couple that we really want to focus on and we actually have about a five or six year plan laid out for what we want to work on over the next few years some of those are listed there for you it also includes for our support staff so our support staff asked for example they wanted training for students with Down Syndrome so we made sure that we brought that in as part of their their professional development this year we also look at level specific so maybe there's something that only needs to be addressed at the high school level or the Middle School level so what kind of professional development can we offer for those staff members we drill it down to building level so sometimes there's a
058building that has a specific population or they are dealing with a specific topic this year I ready seem to be in a few buildings we need to go in and do some collaborations some further training for those special Educators so that they were able to get on board with that Assessment program and then we lastly are looking at Job specific so we do have some jobs that need very specific focused professional development and some of those are listed there for you that we have gone in this year and provided for those jobs our second goal is that provision of transition programming and successful setup for our students that are going to either age out of our high school programs or they will graduate one of the things that I am very happy with that it
059continues to go up each year is that our graduation rate for special education students is at 88 percent last school year and the state was only at 78 percent so I take that as a very big win for our district and it's not just the special Educators in that situation it is all Educators working to make sure that those students are successful and getting the credits that they need for graduation so that is very very good thing for us that third goal of looking at that disproportionality and making sure that we're not over identifying students the really wonderful thing that happened this year is that we actually got it below that state risk ratio so we did actually drop off of the state's radar which is very nice and so each year you've seen that
060go down and so next year we're actually not on the hook for that as far as the state goes that's actually been a very good thing for us we've done some learning with that and I think it only has made us better in that process as far as making sure that we are hiring successful candidates to work with our students both support staff as well as our certified staff we really made sure that we were hitting the same timelines for hiring as the rest of the district it is never a good thing to be so far behind the district timeline hirings that you only have the very smallest poll left we know that so that has always been one of our biggest push is to make sure that our proposals are in line with the
061rest of the district as well as making sure that we are future planning so for some of our populations if we look at the Milestones program that's our autism program that we run in some of our buildings we have a five-year projected growth for those programs making sure that we are looking at the Staffing that's going to be needed for those specific programs and then also just that consistent measurement so that we are not just guessing at how we're setting up staff there is a actual formula that goes along with that that we are tracking data across the course of the Year quarterly at least if not more frequently as needed and then our last goal was looking at that curriculum that we would be using within the special education settings and so one of
062my big aha moments whenever I took this job a few years ago and I honestly was not able to even address until this year or even look into it is that the curriculum that we are using the special ed department is very haphazard it is not consistent across buildings we have a very transient population in special ed and so when a student lays one Elementary building and moves to another because they typically move within our district it is not great when they were using a reading program in one and then they moved to the other and now all of a sudden they're starting over again so one of our big pushes is consistency and then also making sure that it's research based setting in place A Five-Year Plan so again we're not starting it today
063and then tomorrow we're throwing it out trying to make sure that we're using it with Fidelity over a course of time what we know is that anytime you start a curriculum it takes more than a year for it to get really settled so our reading curriculums that we started two years ago are just now really feeling like they are solid in the presentation and the Fidelity we brought back trainers again this year to make sure that we really had an understanding of that program and then just making sure that's implemented so really making sure that what we're putting in place is there with Fidelity and ready to be used so some of our positive impacts um one of the things that I also realized as I went through the district this year I'm just doing
064pop-ins to different buildings was that I realized that some of the large equipment that we've been using in this district for special education students was either not safe or outdated and we really had some issues going on that I was not comfortable with so when I talk about large equipment I'm talking about changing tables therapy swings standards for students that we are placing in to help them with Mobility any of those items what I have seen over the course of year is that they are purchased just kind of randomly we're not sure when they're purchased we aren't sure that when we are purchasing that they are purchased for the right size whether I wait for those students so this year the big push was to make sure that what we were purchasing was consistent and
065absolutely adequate in the needs so we received money through ARP which is American Rescue plan this year to the tune of about eight hundred thousand dollars we had about six months tops to try and get that spent so one of our big pushes was to use it on some of these large equipment purchases they are expensive but now we know that there is a adequate changing table in every building it is set up to be safe for all those students and we know when it was purchased and that it was a very valid purchase so moving forward we will also work on swings and some of those other large items as far as assistive technology we've continued to add students that are using assistive technology that's always a wonderful thing whether they're using it to
066access academics or access communication or both so that has been a growth this year reach which is our program that is off-site but is still part of our Public School Arena that works with some of our most intensive students has started reintegrating some of the students back into their homeschool so again it's that stability it's that consistency it's that you know love that that program is putting forth that we are now able to really start moving some of those students back is always the goal to move the student back into their home school so that that is definitely a wonderful thing that is happening Milestones program I spoke to that just a few minutes ago but it's that autism intensive program that we work with we were able to actually put the entire Continuum in
067place this year so we had had it at elementary and we had it at high school but we did not have a middle school program we were able to open a classroom at Frontier Middle School this year we will open a second classroom at Middle School at Frontier Middle School next year so that will be a very good Continuum for those students one of the reasons that we had not done Middle School in the past was it's hard to transition those students for two years so we were holding the students one year at elementary pushing them one year for high school and there are pros and cons that but what we love is now that we've got a middle school program we can move them through the middle school environment and then lastly one of
068the things that I noticed in looking at our data is that this is map data from last year but what we know is that when covet was hard for everyone it was extremely hard for students that need special education and so that blue line if you look at those map grids the blue line is where we were at in 2019 you see the DraStic fall off that happened in 2021 and the red is starting to climb back up and in almost all of those areas don't look at the state you got to look at the district but in all those areas we are really starting to come back up the blue will obviously be the goal but we are at least seeing that progress towards our students coming back into those Advanced and proficient ranges
069for us again some great pictures I'm always getting pictures from the buildings they always want to share with me I love it we've got things going on across every building if you ask them they will absolutely pull you in and show you I was out in elementary today and they wanted to take me around I went out to recess it was great so you know we've got students that are part of different mock businesses and almost all of our high school and middle schools whether that is uh they have coffee cards they have what you see up there the dog treat manufacturing businesses that they've got going it's really amazing and it's amazing to watch the teachers creatively pull different parts of the academics into those businesses to where the kids don't even realize that
070they're doing it um so that that is really amazing to watch that happen Holt actually purchase and created flower beds and garden beds that they will put out and start doing that with the students so that's a great step our social emotional rooms at some of the high schools have wonderful artwork that they have displayed that they are working through on different emotional subsets with that artwork and then some of our elementary sent me pictures from their disability awareness week where they integrate you know those students and have speakers and really talk to all those different abilities and have all the students together so then moving forward looking at our goals for next year is that obviously we want to continue that professional development piece and really work towards how we can push our special
071education staff it is always a juggling act because we don't want to pull the special education staff out of the general education professional development because they need that as well and there are certainly district-wide initiatives that are happening that my special education staff need to be part of so we have to find those creative ways to make that work our second goal is going to be again staying with that curriculum change push out more curriculum teachers what I consistently is that they are overwhelmed because when you talk about an elementary teacher that has to teach four or five curriculums across four or five grade levels it is a lot to try and figure all that out one of the pieces that I am going to be focused on is how we can get that collaboration
072together because what I see happening is that there are wonderful things happening in each of those buildings but they're all Reinventing the wheel and so if I can start to pull them together we don't have to do that it's really easy to share items now so we just have to figure out a method and a process to do that my third goal I split curriculum and materials apart because one of the other things that I hear from teachers especially new teachers is that when they come into a classroom they walk into a blank classroom and a special ed teacher maybe they get some pieces of the general curriculum maybe they get left behind something that somebody left in the classroom when they walked out the door and maybe they have teachers that kind of give
073them leftovers as they walk in and so what they're telling me is it would just be nice to know that I got X whenever I walked in the door and so what we are working really hard to do is come up with a consistent material ordering uh list for those positions so that I'm not saying we can't order other things to work with individual students but when you come in you know that you get X manipulatives for your classroom so that is one of our big goals for next year and that also will come into play as we build new buildings it's far easier to build a building open a classroom and know that you need to order these items versus trying to come up with that on the spot our fourth goal is a
074work experience um project that we've got going we have on and on-campus work experience programs but what I'm finding is that it's not the same across the different high schools and I think that's just that we grew so fast that we weren't able to keep those consistent and they need to be consistent so that is part of our goal for next year is to try and get those work experience to be consistent across the four high schools and then our last goal is really a partnership with academic Services we understand the need for ci3t and that tiered monitoring system to come and play it does impact us when we talk about a student getting ready to go through a special education evaluation and whether or not all of the interventions have been put in place
075done with Fidelity and a problem-solving team has really worked through that so our goal is to try and partner with them and make sure that we are able to support those problem-solving teams so that when a student does come to us it is absolutely the team is sure that there is a reason to suspect a disability so Michael s if you have questions happy to answer any questions from the board yes Mr Lewis during the first section of five you've talked about where you had to back off your students that you were identifying to meet some quotas I think like his number oh for the disproportionality yeah so does that mean that you had some students that you no longer were accepting and you you're doing others or no you might understand yeah it's it's
076kind of a long process but what ended up happening was that the state came in and found that when we are identifying students for an intellectual disability they are clear-cut guidelines and we weren't meeting all the guidelines and so when they came in and did the audit they helped us understand where maybe we weren't meeting the guidelines that we needed to in order to make that in order for that student to qualify so we are over qualifying students so um we want to make sure that especially with a eligibility of intellectual disability that we are truly identifying the correct students and um so we have really shored up that evaluation process to make sure that we're not over identifying those students any longer thanks uh just a quick and I'm just going to piggyback a
077little bit against that I'm actually going to go back to the I think it was the first slot and you made a comment around the ratios of our uptick versus the state and how you'd like to see them more in line maybe I'm thinking about it but it seemed counterintuitive that your disproportionality ratios are coming down but that is going up am I thinking about that the wrong way that would assume I would think numbers would come down the disproportionality is only with intellectual disabled that doesn't mean that we're not making them eligible in other categories which we absolutely are our intellectual disabled number has significantly dropped but the other ones have risen okay that's helpful then to follow on to that what would you then as you look at this increase versus the state
078what would you characterize that is that is that demographic or is that a process much like the disproportionality how it would bucket would you put that in uh no no it's good it's a great question um you know I I think if I'm understanding correctly you're kind of wondering like why it might be happening so I I think it's a combination of a lot of things in fact when I was at the elementary today you know they were telling me that they've you know um identified so many more second graders this year that's our covet group so you know when we look at that happening but what they're also saying to me is that is it is it because they're really that different from their peers or is it because I mean in the state
079criteria when I went to a conference a couple weeks ago out of state some states have actually changed their criteria because of what they're seeing because of the coveted changes Missouri hasn't done that so if a student meets the eligibility it doesn't matter they met the eligibility so you know some of that's in play but I also feel like we need to get some interventions in place so that we're absolutely sure I I want to expand on what Vanessa said I think in regard to the fifth goal of the upcoming goal the ci3t integration between academic services and special education we truly expect that as we get that plane off the ground and really fully have a comprehensive Intervention Program that's consistent as you heard of an SSA district-wide as well as like a problem-solving
080team to talk through student concerns and try the different implementations at a consistent basis um I I think that we will see some of those interventions work prior to going to eligibility determination got it yeah any other questions president Goodson yes um I just had a comment I think you've done a really wonderful job identifying and addressing the challenges and needs in this program and in the department um just with consist consistency and you know just you know identifying you know that there's always room to improve right with IEP goal writing uh things like that and then I just want to point out I don't know if anybody saw it but there were celebrations to be noted with academic performance among these students if I may yes please um I just want to Echo what
081Shannon had said I love your presentation I think it's great I love how organized you are and you're able to pinpoint exactly what all of our students need so they're very lucky to have you thank you any other words of affirmation great presentation we know you usually do that I know I'm letting everybody else do it I usually I'm the one any other comments okay so I'll make a motion to approve the 2022-23 special education program evaluation as presented second okay any other discussion no all those in favor say aye aye aye in those opposed nay the eyes have it so with that we're going to Old business nothing to see here but we need a motion to approve the 2022-23 revised combined academic calendar and the 2022-23 revised reach calendar as presented so moved
082second any discussion I have a question yes I just wanted to make sure that changing the calendar would not change the pay for our staff it will not so with this what we have what we're proposing for those of you who are watching is that within the district we embed six snow days into our calendar and so so far this year we've used two days and what we're proposing is to give back three which would bring um and keep one just in case because you never know when you're going to have a fire at a school we're gonna keep one just just in case um so what that would be is that our last day for seniors would be Wednesday May 24th all other students the last day of school will be Thursday May 25th
083and then our teachers and nine-month staff would report to work and finish their last day on Friday May 26th and then the additional days we are treating them like a snow day where we compensate our staff for snow days as well so we're going to take care of them thank you I have a question yes so if it is if it's a snow day there's snow right and they can't come to work if they're needed to work so if if they're needed to work they still have to come to work and they'll get paid for it which is of course they're going to get paid for it so do they basically what I'm asking is do they get that free time off like everybody else will be getting that free time off so 12-month staff
084will continue to come to work so they won't get the free time off our current calendar for teachers they come back the day after the kids end so that is still planned in this and so with our Union agreements with the snow days for 9 and 10 months staff if we need them to come into work and call them in for snow days then they come in for snow days if we don't need them and we let them stay home we pay everyone so in this scenario the um the additional days after Memorial Day I think it was Tuesday and Wednesday our nine and ten month staff will be paid just like our teachers for those days can I answer your question but they still have to come to work no they don't have to
085go to work we're treating them like a snow day okay we're just like absolving them so on those days we're going to revise HR will revise the work calendar for those individuals and they'll see it as like a non-contracted day but they'll still be paid maybe I'll add some color to that so so the way a snow day would work like a given example of um we've got buses to clear off so we'll need to ask certain members of the transportation department to come in that day but it's only let's say 10 out of 100 or so that are there the 10 will get paid the 90 will still get paid but they stay home so in this case we're just treating everybody's home hey I believe it's a positive thing for our staff too
086we've got a couple we got a couple teachers back there and so um and Justice this gets everyone home before Memorial Day any other questions comments from the board okay that being said all those in favor say aye aye all those opposed nay eyes have it okay so now we'll move into new business so I I think I said earlier everybody should refresh their packet and see now 17 1 through 17 7. and so what I'd like to do is I'd like to go one by one on these and take motions uh I'll ask those members that have pulled these items to speak in terms of what the reason for the poll and the question and or the related motion you would like to have if that makes sense and so I prefer a motion
087up front on what it is then we can get in discussion then vote does that make sense for everyone okay so on 17 1 I'll look to this side since I got the numbers from the side um what's the motion and the discussion please yeah preferred my preference here is emotion you know whether it's to just you want a separate vote therefore you just want to make a motion to approve it you can make a motion to delay it whatever that motion is and then if you get a second we can discuss it and then vote on it makes sense I make a motion to approve 17.1 bills for payment I'll second that okay discussion is it just for separate vote can I ask okay I have a question yeah please so for the fifteen
088thousand dollars for the Raptor system Auto renew is it normal to have something ought to renew for that large of an amount without board approval when we had the contract approved by the board when they did approve this contract it's very common to have contracts Auto renew permanently and indefinitely when this contract was approved it was an indefinite uh uh continuation now either party in this particular case can cancel that with 30 days notice before the end of that particular year or that particular renewal year which means once we agree to go on to a school year then the contract will continue if any either party in this particular case wants to cancel it they do have to give 30 days notice so it is very common to sign a contract with automatic renewal but
089we will never sign a contract with automatic renewal that we do not have a clause at a certain point in time to cancel that contract and that dollar amount is that well the dollar amount uh let me just explain what that is the original contract had a lot of dollars in it and that was implementation and equipment and we paid for training and it was a very expensive contract the contract itself a very small portion of that contract for the Raptor system was a re-annual renewal fee for the the license to use the software and the ability to go and uh into another system and check for uh licenses and things like that that's what we're paying for and that's an annual ongoing fee so when the initial contract was signed it included a certain
090period of that annual fee the only thing that is occurring right now after the contract was initially signed the only thing that is occurring right now is the annual fee for the license and for operating Raptor and for there I guess you could call it service when we have a problem with it and need need a service call on it and the fifteen thousand dollars it's actually for a it's about 625 dollars a piece I think for hold on it just so happened to come out to an even fifteen thousand dollars uh bear with me one second Rick it was 625 dollars for each site for 24 locations 24 locations at 625 so it doesn't sound like a uh a fee for each school or each system but that's exactly how uh it was calculated
091and that's how the bill came through we talked about the Wing Haven so could you explain that again just for the public to understand sure there's a fee uh for uh homeowners association fees that we pay to Winghaven there's been a lot of discussion on why we pay homeowner fees to Wing Haven uh the deal was when we per when we needed the land for Wing Haven uh can I clarify so it's for Crossroads Elementary the property for that school is part of the Wing Haven development and so um most of that property was donated to the district with some Clauses correct uh we we purchased a little less than two acres of that property for five hundred thousand dollars the other 13 acres were donated to us when that 13 acres was donated to
092us they had already told the people in Wing Haven what their assessments would be to live in that subdivision uh when they donated the land to us we were asked to not have to raise the assessments of the other homeowners just because they were donating this property so what we agreed to at that time is we would pick up 1.92 of the homeowners association assessments uh and that we would pay that in lieu of any other payment that was uh that's all we ever had to pay uh to get that property donated to us and the intent was to not have to raise the homeowners association fees just because they wanted to donate the property thank you so any other questions on 17.1 hearing none Matthew could you repeat back the motion please so before
093we vote it was just moved by director Olsen to approve 17.1 bills for payment okay all those in favor say aye hi hi all those opposed nay eyes have it so on 17-2 I'll again look to this side if there's a motion on 17-2 motion to approve 17.2 a b b c o addendum three we'll second that discussion questions please question Okay so the seven million dollar number for staff staff Plus benefits that does that include the ABB a b b c o workers the temp workers no it doesn't your question uh seven million dollars is is what we pay for all custodial staff for 21.22. that included uh it did not include ABCO but what it did include is our day shift uh janitorial night shift uh night shift supervisors the night shifts are
094actually uh staffed by AGCO with our own supervisors it includes our management it includes our own supervisors and it also includes non-school buildings basically about 29 buildings plus reach so it includes everything but ABCO and includes all uh all uh wages and it also includes benefits uh uh I don't think they um or any temp service no started this year yes and that started this year so all of our needs were taken care of the staff was well when you say all of our needs are taken care of we were short on staff even okay so we weren't like using any no but we use no third-party service but our needs uh were not completely taken care of okay and just for a point of reference to this year when the the administration brought came
095to the board with the contracts for ABCO we were down 40 custodians and we still are pretty close to that number as well so ABCO was able to put together um packages for individual schools basically for the night shift things like that where we were able to maintain all of the custodians that we have and we were able to use that group to fill in where we desperately needed assistance and so they are even picking up if we need a school here or there on a month to month basis due to Staffing shortages they're stepping in in that regard as well so now I'm a touch confused so did we use that service then this year yes matter of fact uh right now we we are using uh ABCO in uh let me see how
096many schools we have I got it figured out uh in four locations now and we're adding to with this contract that's helpful thanks any other questions comments on the side okay if hearing none uh all those in favor say aye aye all those opposed the eyes have it so moving down to 17.3 the canvas learning management and system renewal do I have a motion for that please I make a motion to approve 17.3 second can I have just a friendly Amendment just a canvas learning management system renewal as presented under that please discussions questions please I just wanted to get a little more clarification um on that I know we kind of discussed it could you explain it a little bit more president Goodson would it be okay if I asked um director of Technology
097Greg Lawrence to respond yeah great we haven't heard your voice in a while so please so uh what's presented before you is a renewal for our learning management system which is used for our grades 6th through 12th grade back in 2017 we went through an RFP process to select a vendor and canvas was the selected vendor and we are now at the end of that agreement which was five years and we've been happy and pleased with the services so this is a renewal for another three years with the learning management system canvas so it's just the same just the exact same it's just a renewal that is correct any other questions comments no great uh all those in favor say aye aye aye all those opposed eyes have it so moving on to 17.4 we
098have the Sabbath price quote for the social studies resources grades three through five do I have a motion there a motion to approve the social studies three through five can I just friendly that just a motion to approve sabbis price quote social study resources as presented okay any discussion comments there a question this one could we get a little more clarification on that one just understanding the what that will entail in the curriculum absolutely so our curriculum teams are in a six to seven year cycle and so we look at the the different pieces of curriculum and then try to to stagger those so that we're not always buying um new everything new at one time right so we're staggering it throughout the district also making sure that we're not um asking our teachers to
099learn two and three curriculums at a time as well and so it is time for the cycle for social studies and for elementary and so our um teachers and leaders of content engaged in that process um have done reviews and studied looked through different resources and have landed on two different resources that align closely with the Missouri learning standards so they pull out those standards they write the curriculum that is specifically written for the district by our Educators and then they look through resource selection and they choose what they think best matches both the standards in our written District curriculum and see what they what products they can offer that can go deep into that curriculum and explain it make it to come to life for those students and what's what's the best usability what's
100the best readability in this particular situation the recommendation from the committee was to go with one vendor for K2 the resource is more like a periodical and I think it's like a much smaller resource comes more frequently and so they thought that that would be intriguing and interacting for the K2 students when it came to three five they went with a different vendor from the K2 vendor because they felt like that particular resource dug down into the standards a little bit more was more comprehensive and the materials had a little bit more meat as those expectations are increasing for three through five again to meet those Missouri standards thank you I've just got a quick one um so in in the Nea negotiations and one of the things that we talked about was a curriculum
101audit or kind of a review and I think there's been a past discussion around understanding that cycle a little bit more broader from up from more from a top-down perspective here's all our programs by grade by by area what's been reviewed how old is it how new is it wins and when's it up that kind of a pictorial I think it'd be really good to see that and then kind of where the priorities are being set in the near terms so they're setting a little bit more of an expectation of wins coming for approval how that works through the Committees Etc so if I can add to that as well so we as we roll into next year the negotiations is for the upcoming school year and we have some transition in leadership for um
102the teaching and learning Department with the director of Elementary we have a new person coming on for next school year and we also as of this evening have a new assistant superintendent for next year for academic services so as soon as we get those folks on board our first order of business is to really dig in to that audit and then start really building long-range planning based upon it okay any other questions comments okay all those in favor say aye aye all those opposed say nay eyes have it so I'll make a motion to approve 17.5 Studies Weekly quote social studies resources K through two as presented dang I was going to try to get it second I'll let you have the news in the next one so discussions questions here um just more of
103a comment if I may um I asked this one to be pulled but um Dr LeBron I think did a good job explaining that with the last presentation any other questions comments Perfect all those in favor say aye aye aye all those opposed nay eyes have it wonderful director Lewis would you like to make a motion yeah I'd like to motion that the Saint Charles County parks department quo Ridge Lodge facility reservation contract be approved as presented second I just had to do it so you can still feel important questions comments from the board here yes I have a question I understand there's going to be about 100 staff members involved in this retreat the Quail Ridge Lodge is smaller than our cafeterias and there are other like um with the breakout sessions small groups
104big groups there's way more room in our facilities and it's in the middle of summer there's no students um those are my thoughts I'm I'm wondering kind of like if we can move it back to the facility or to the district facilities in order to save that money especially since I'm not really understanding how because the explanation that was given was that there's more room at Quail Ridge but I don't I don't believe that there is I think it's really small there so one of the reasons why we were looking for an outside facility is that when we pull the large group together really the only space that we have for that kind of work because that kind of work when we do this kind of training and discussion and digging in it's at tables
105so we our auditoriums hold plenty of people right but that's not really conducive to that kind of work so the only places that we really have are our Commons at our high schools what we find is that those Commons are actually used consistently throughout the high school like or throughout throughout the summer for student groups and things like that so like even this summer we have a couple of dates that we are trying to get scheduled for um for our administrator Retreat days or not Retreat days just a meeting day here and there and we have dates there that we can't the all of the facilities are booked so we are looking for an outside space we also are looking for a space it doesn't necessarily need to be wide open and spacious but we
106need to be able to get that many people at tables um from what I understand they also have um a some breakout rooms where we can break out in small groups and when we break out in small groups it's usually like Elementary principles are together or so so it is smaller the other thought with that was that because it is right here and it the park is attached that if there are any team building breaks that we need to build in that we're able to do that as well so any other discussions questions okay got a motion a second all those in favor say aye aye all those opposed eyes have it uh point of order sure okay I requested 12.18 to be pulled off it was one of the ones that you removed but
107it was well is it on my sticky is it on the sticky Matthew when you go back to the motion can you go back to the motion on the original amendment I think it did I did list it I'm pretty sure yeah I have it on here it's a good catch so can we move that down there okay so it is in there or it will be I should say so let's move to 17-7 that'll be uh director Olson that'll be 17-8 when we hit refresh we can talk about it then so on 17-7 do I have a motion motion to approve 17.7 student teaching memorandum of understanding as presented okay I'll second that okay discussion questions I think this one was you director Lewis yes it was thanks so you know as I look
108at this I look at it from a business perspective and I find it odd that we're accepting contracts from our vendors or from those that are wanting to come in and use and learn and leverage us and maybe it's easier because you know trying to stay current or all the things that are going on at the parish universities and I I accept that but it seems to me there's some red lining that might be appropriate you know if you look in the state of Missouri we've got a lot of things going on in the legislator right now there's multiple bills that have been put forth on Dei there's a budget that was proposed and passed by the house that included removal of all Dei and it was voted down but they're talking about putting it
109back in my point being is that between Dei and CRT both of those items are very much important to the constituents who voted for me and I think that the way some of the wording is in these contracts in particular Lindenwood leaves open for discussion at least in my mind that they can teach what they want and I'm concerned about what they want to teach or or use or counseling is not what we want so I would make the I don't know if it's still a request or how I phrase this but I think we should look at adding Redline to the contracts that would protect us for future activities and to try to keep us out of conflict with with what we're we're seeing at a state level I would like to Echo some
110of the things that you said and kind of outline a couple of the things that they said in the contract that caught my attention and one of them was that the school counselor candidates would be experimenting in the course of their work um I understand that that could be interpreted interpreted in many ways for me I'm not really comfortable with that in the public education system um another one was influencing the social and cultural portions of the school community and community at large I don't think it's necessary for outside sources to be influencing our culture our school culture or the community at Large it's concerning to me director Olsen can you point to the sections of those concerns in the is it the Lindenwood contract yes it's in the London can you point to the
111section specifically please what page while she's looking may I yes please director or secretary uh just to note and I know they can be changed but it still has Dan Bryce is the president of the board on this contract okay for the experimenting piece that is the second bullet under school counselors field placement student section at the bottom of page one of the memorandum of understanding and the other one I believe is the first bullet at the top of Page Three do you see those can can you comment on those Dr tomorrow just in term what I might guess my questions on those are a couple of things I assume the student teachers are gonna have to buy by board policies adherence to our code of conducts those sorts of things so experimenting can be
112in those contexts only and so that would go that way and then and so I would love comments on those two things I assume I got that right and then two on the contracts maybe it's a it's a question for you Rick um I my experience is sometimes you win the Battle of who's pen or template is used in in the Battle of whose contract is best but I assume we also have legal review RTS and C side of that to ensure it meets our standards uh the business office at any time will take any contract from any anybody and have it uh reviewed by our our business office if our business office doesn't feel good with something we turn it over to Legal ed Council right now and uh Ed Council will review it
113at that point uh if the cabinet member or anyone else who who has the contract believes that the contract is adequate and should go then no it doesn't necessarily meet or go to either the business office or Ed Council and if I just may I just I think I've asked this before but it's been a while but we don't we don't push out contract term language ourselves we we bring it in right I think it's typically the process there's sometimes when we want to be the person who develops it there's sometimes when we would rather not be and that's on a individual basis okay fair point I'm Dr torma and so um president Goodson so in terms of the wording the first one director Olson if I'm if I found it it says consider the
114school counseling position as an apprenticeship in the school he slash she is encouraged to experiment but also recognize and respect the advice and counsel of their field placement instructor and site supervisor in the school administration so I I I interpret this as maybe not a great choice of wording and to your point of anybody who's working with our kids in our schools absolutely has to follow by board policy or if we're using curriculum it's our curriculum those types of things so this one um I mean if we if we want to go back and do a red line and propose something that's slightly different we certainly can try to make that adjustment but in my opinion on that one it's the word experiment is not like science experiment I think it's more they're practicing their
115craft right they're learning too so I think that that's how it's supposed to um to be taken and so then the second one page three let me find okay I see it so it's understanding responding to and influencing the social economic legal and cultural portions of the school community and that and the communities as a whole so what I do know and um Brian you might want to jump into is when we look at state standards for different groups for superintendents for administrators um we have some state standards in there for our positions that talk about understanding responding to and influencing the broader contextual social legal and different contexts of the community and legislation and those types of things and so in my opinion what they're trying to get here is to a similar thing
116for counseling I don't know uh Brian if you have any other thoughts on that as well yeah part of it is they're supposed to integrate themselves into the school community and get a true experience of what it would be like to actually be a counselor in the community so that may even be things like attending homecoming parades participating in pep assemblies the the general Community is what they're talking about there so when they get into that and I think we're talking about the same one here but that's that's really what they're looking at is are they getting a true Rich experience that they're supposed to be getting yes please okay thank you so I want to thank you Brian and Dr tormala for your explanations on you know kind of some of these nuances in
117the contract or in the Moa um I just think it's um not a great idea to be basing decisions on what counselor can or cannot do based on legislation that does not exist and that may not be the best for all of our students who will benefit from the services of these counselors or counseling students I should say um but I just um appreciate what you especially had to say you know that they do still are bound by our school policies and what's best for our students yeah director so I mean I I and I do appreciate the statement and you know I don't take it lightly about the point of law that isn't law yet absolutely but what I heard was that they're going to follow what we say we had nowhere in there
118does it say that it just says that you know it's all open to interpretation and I've heard multiple interpretations of what it is I'm new here so I'm asking the question how should I take that when there's no definition of what it really is I mean they're going to influence the social economic and legal cultural I mean where is where is Lindenwood in this case explaining what that means to them so I do want to comment on page one underschool Council or field placement one and two student first bullet adhere to policies and philosophies of the cooperating school and District where assigned so that that's the phrase that we're going to use that says they absolutely have to follow what our district policies and procedures are and then they have supervision of their supervising counselor
119so they're not it's not like they're cart Posh and they get to go do whatever they want to do so it's the same as like if you have a teacher in the classroom the days of maybe what we had as student teachers when I student taught was here you go drop yourself in the classroom you're going to teach and see what it looks like that doesn't exist anymore so now it's a collaborative approach um it's it's deemed to be a co-teacher approach the cooperating teacher stays with them same thing with the counselor so what they're doing is they're actually going through it and then that supervising counselor when they feel like their their candidates ready what they will do is stay in the room and allow that candidate to lead the whatever's going on it
120may be talking about a course selection action it may be talking about a difficult situation the student's going through and so the supervisor is staying with them the actual counselor that we employ for the school district any other questions comments from the board if I may yes I would like to Echo what director Lewis and director Olson has said and maybe I'm speaking out of place here but I would like to maybe look at that wording and have that adjusted so there is clarification because Dr tramala said in her opinion so when we have our student teachers coming in they might interpret that differently so I think we need to have it extremely clear for them just to be clear just a question clarification on that you talk about that word experience spearminting I think
121on that one correct and influence yeah yes so we have a motion to approve this with a second and discussion if there is an amendment to give direction to the administration on language tweaks such as those I will take an amendment to that motion here president in Goodson yes is there a timeline that we need to be aware of on this approval Brian is timeline to approve this is there a a time constraint concern that's probably I think the question uh there is no not on our end it's more on the end of the student so they they need placement so they know where they're supposed to be going so it's it's not our end we'll accept them it's more there and okay I would support an amendment to clarification of language in the contract
122I think that's always smart are we able are we able to put table this instead so that we can discuss this further later and maybe not rush on those two words yeah I think I did but I do want to make sure the board motions in a way that gives Direction that's clear so what I would see is emotion to amend and give direction to them so the original motion is to approve so I need an amendment to that motion that gives Direction and because tabling it just brings the same back discussion so if we've got clarification which are those two bullets let's give that an amended motion vote on that so they can go do that work and then work with the party the counterparty to get it amended doesn't make sense and then
123it comes back to us yeah we'll come back okay right and make a motion to amend 17 point seven seven to remove the words experimenting from the second bullet under school counselor field placement student section at the bottom of page one on the memorandum of understanding it's going to be a lot of words so submit so maybe the amendment could be around and I'm just going to speak out because I didn't give the amendment thoughts um to provide clarification to definitions yeah but I want to be specific hang on May what about if the amendment is to you know to provide clarifications to part of this memorandum of understanding as it relates to Lindenwood University activities activities I agree with that does it make sense so then you'll get to see the amendment are you
124the amendment they'll work the language they now know what we're talking about so the motion doesn't necessarily have to give that but the Direction's clear enough I assume doctor we get it so then the amended agreement once negotiated with the counterparty will come back to the board makes sense okay Matthew you know all that mess do you have an understanding of the amendment I believe so I would just like um to note the motion and second on that so I have a motion to amend 17.7 to provide clarification to provide clarification on part of the memorandum understanding as it relates to Lynnwood University I think that was a motion made by director Olson do I have a second on that please second okay so what we're going to do is I think this is right
125we did this you're going to vote on the amendment then we're gonna vote on the original motion okay all right they're vice president stolen vote down the original recommendation okay so let's do that on the first one so we will take a vote here to be clear we're voting to approve 17 is it seven I think 17-7 as presented so all those in favor of approving that one would say I here aye all those opposed nay nay nay okay so then we need now a vote on the amendment which included the language that Matthew described so all those in favor of the amendment say aye aye aye all those opposed name eyes happy president Goodson yes ma'am was 12.27 moved down I don't see that it should be now if you refresh I think I
126just saw it down there yeah it's 17.8 now and I'm refreshing too so bear with me okay I make a motion to approve 17.8 Elementary decodable resources as presented second discussion questions from the board yes I have a question I need to get there first okay for this I was just looking for more clarification um just kind of what is that is it replacing something is it something new absolutely I'm happy to answer that so with some of um the Esser money and Esser spending that we have particularly in sr2 and sr3 we have specific deadlines to spend that money down by and also there are qualifications on types of subject matter that we need to spend part of that is learning loss and in regard to this these decodable readers are backed by the
127science of reading and have data that proves that that decodables help early Learners learn to read have quick success and then gain that momentum additionally these are often found in our Elementary's most prevalently in our primaries often used as well in Reading intervention so with the opportunity to use Esser money on this as a a nod to the the learning loss portion our reading interventionist our literacy coaches at the elementary and our lead um head of all of the reading interventionists got together and worked and also um consulted with other districts to find out what are some of those um decodables that are either a already working in some of our elementary buildings so we do have some of the buildings do have some of these decodables right now but it's not necessarily system-wide or
128ones that we don't have we would discuss with other elements or other districts to see what works for them as well as as in as well as researching which decodables are most successful and so this list has been compiled by the teaching and learning Department by those professionals who are most closely working with literacy and direct instruction and reading intervention okay so we have a motion in a second any other questions comments okay all those in favor say aye aye all those opposed nay nay eyes have it I think um president Goodson yes there was another one I had that I wanted pulled and I didn't see it it was the end point I thought that one was I have seven cold and I see seven in front of us all right one two three
129four five six seven one two three four five six seven you've actually approved eight okay I don't know where it went you know what the number was it was 12.27 that's not on this list so so therefore the motion we've approved has approved that consent agenda item okay okay is there questions that we could at least ask I'm I'm minimal to that if there's a question okay I was just wanting to get um more clarification what um so I think that was great yeah we want to hear your voice again just really quick before we depart that does suit you thought I'd tap the button sorry is there a specific question or just a little more clarification yeah but with more clarification and then is that replacing something or is it all new altogether so
130um so there are current systems that we have and this will just bring a unified system currently we have multiple um and this will just bring one system so we're not having to hop through a couple different systems to provide the service additionally this is being required by our insurance company so we're abiding by their new standards and controls that they have in place for that so for work then we are almost like consolidating is that what you're saying that is correct yes yes all right thank you Matthew really quick can you confirm the original motion that amended the agenda on the consent police the numbers I think we added one that we should have a motion to amend the consent agenda moving 12.4 12.10 12.15 12.18 12.28 12.29 12.30 and 12.33 for a separate
131vote okay that was good okay it wasn't too bad first one come on so we need a motion to adjourn Open Session that's quick okay I got Shannon on the motion and I think I got director hey on the second all those in favor say aye aye aye all those opposed don't you dare I mean
