001e e e [Laughter] good afternoon and welcome to the valou County school board meeting today is Tuesday May the 28th 2024 we want to welcome each and every every one of you here inside of the boardroom those that are out in the Overflow area and anyone joining us from home in just a moment I'm going to ask you to join me in standing for the Pledge of Allegiance in national anthem our Pledge of Allegiance today will be conducted by one of by pin Trail Elementary and the national anthem by seab Breeze high but immediately following that we always do a moment of silence and reflection today we're dedicating Our Moment of Silence and reflection to the family staff and community members at sugarm Mill Elementary so please keep them in your thoughts and prayers please

002stand with me at this time for The Pledge hello I'm Charlie bonam proud principal of pine Elementary and this is Mr ravid's fifth grade class it's a great day to be a p I pledge alce to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all good evening tonight we get to proudly be represented by our seab breze vocal Ensemble under the direction of Miss Julia Hood thank you can you see by the da ear so proud We theing who and bright stars through [Applause] the or the parts we were so [Applause] [Music] rock Pro through the night that our flag was still there [Music] [Applause] s for the of [Music] the and the of the grave [Applause]

003[Music] thank you you may be seated items for approval on this agenda this evening are items 1.03 2.02 5.01 7.02 18.01 18.0 2 and 19.02 public participation peti public participation times for items on the consent agenda will not start until 6: PM or slightly after that will be for items of general interest pertaining to public education in valuch County a total of up to 15 minutes will be provided for public comment at this time time will also be provided for public comment on any action item before the board vote is called on that item time will also be provided at the end of the meeting for public comment for items of general interest pertaining to public education in valouch County before items from the board superintendent or attorney are up for discussion or announcement each

004speaker will have a total of three minutes to speak there are time clocks located here so please respect the time clock during public participation and this only pertains to public participation no signs placards or other visual form forms of communication are authorized except as part of an individual speaker's presentation speakers shall not engage in personal attacks abusive language or other conduct which interferes with the meeting the chair has the right to terminate any speaker's privilege to address the board if this rule is violated members of the audience should be courteous to all speakers and shall refrain from making audible comments or applauding or any other demonstrations during the meeting but and just just a few moments once we get through a few items we will start with our recognitions during our recognitions this is when

005we honor students staff community members who have accomplished a great task or volunteered and given back to our community during that time we encourage you to go ahead and applaud for those individuals because that is recognition time not public input time so we don't want to confuse the two our District vision statement um is to create lifelong Learners prepared for an Ever Changing Global society and at this time I welcome any board members who have comments that they would like to share and we will start with Mr cologne well graduations graduations graduations and more graduations it was really exciting to uh have our amazing graduation season this time uh even Pastor Glenn's son graduated from Dand and lots of folks but I want to say thank you to superintendent and the staff uh this year

006graduations you know a lot of folks see us up there but they don't see the number of staff that goes into ensuring that the event is not only carried out well but also is safe so Chief thanks to you and all of the other uh municipalities that participated in keeping us safe you know at one point I saw several our Law Enforcement Officers hanging out and I said that's exactly what we want them to be doing hanging out and that's okay um and so thankfully I I think we went without incident so again thank you to everyone who uh made what I described to someone it's like 13 Super Bowls in one week uh you know successful for our students and and their families um today when we arrived to the boardroom we had this

007little things sitting here so I thought it was a cookie because obviously but instead we received Hearts from Miss posl posne uh from Sunrise Elementary and uh it says that they have uh shared these Hearts this was through a Futures Grant they have shared these Hearts uh with two schools in New Jersey Spruce Creek Elementary teachers and staff at Sunrise the fire department on Pro Ence uh the vucha arts department so in case you guys haven't gotten your hearts they're coming you got them okay the police department and City Hall and so uh we want to thank the uh artists uh who uh created these for us and uh I will hold my near and dear right here next to my heart so again thank you thank you Miss Thompson thank you so yes graduations

008were amazing I want to thank also all the community members and families who came out to support the graduates I know seeing their faces we see them up close and personal and they're all a little bit nervous but to hear those cheers I don't think there was a single graduation where we didn't hear people cheering constantly so thank you for everyone who came out and congratulations to our students I also wanted to thank all of our schools elementary and middle who are focusing on all these Awards ceremonies my children are both in elementary school so I know they have backt back to back Awards ceremonies I was able to be part of the portal orange Elementary house games they had which is kind of like a field day but also involves art and music and

009uh different little games of skill so that was exciting and uh this morning the cornado Beach Elementary Beta Club they have done so much for their Community they went on to Louisville Kentucky to um really exhibit their leadership skills and what they're doing for our community so thank you for inviting me to that Coronado and I just can't wait to see what all these kids do as they move on to the next level whatever that may be so thank you thank you Mrs Bernett thank you and yes kind of wrapping all that up there have been a lot of number of uh great things happening in our community this week graduations celebrations and unfortunately tomorrow I'm going to miss the one at um at Campbell Middle where they promote the eighth graders they give them

010a little celebration and I usually attend but it just didn't work out for tomorrow but um anyway so congratulations to everybody and very nice showing for all the graduations but um we've also been overshadowed with a tragic loss and um I don't want people to forget about that so if we can just keep um our Sugar Mill family in our thoughts and prayers I'm sure they would appreciate that thank you thank you Mrs brunette um there has been a lot going on and I will say that every minute that we spend with students it's a happy minute like the time that we spend with them and so since we were here last um we've met with our futures board um um for their kind of final meeting for the school year and that is future

011sponsor so many of our activities that are going on out at our campuses and we appreciate all of the things that they sponsor and as Mr clone said that's where the money came to fund the grant for the hearts that we have here tonight but when you think about our graduation sometimes people think that we only attend um the you know 10 or 11 that are attached just to us but in addition addition to that since we were here last um some of us attended the child's Academy a graduation which is for our unwed young ladies and at times there wasn't a dry eye in the house um that night as they told their story we also attended Richard Milburn graduation which that's one of the other choices for some of our students because maybe

012the traditional choice is not working for them and then yes we did attend all of the 11 um that fall under the public school setting but we did some unique things this year also our valua online learning which you know is an entire choice of your child learning um online this year they held their senior Awards night and I have to give a shout out to the Athens theater here in Dand they allowed them to hold their senior Awards night at the Athens theater and what a great place because these students typically typically only see each other through the computer they never come together and get to meet and yet the Athens theater graciously opened up their doors and allowed us to host their senior Awards night there and it was it was just a

013beautiful um ceremony and they got to talk to each other you know face to face instead of online but they also have earned a lot of awards and scholarships and it was nice to see how that model works for some of our families um we also did senior Awards so believe it or not we juggled senior Awards since the last board meeting in between graduations and also borate services and so there's been a lot going on out there but I would be remiss if I didn't talk for a minute just about one of the final things that happened since we were here last in the boardroom we held our valuch County Schools retirement dinner for a lot of our staff that's retiring and that we had 59 people present that evening everything from bus drivers

014to schoolway Cafe teachers administrators par professionals you know tech people we had a wide variety of people that are retiring this year and in the room that evening out of 59 people they represented 1,362 years of service to valuch County schools and we had a few you that represented 40 years and when you think about it they started and they dedicated 40 Years of their lives to the students in valouch County that's amazing for people to be here and spend that much time and so that was an amazing way to give them a great dinner and wish them well on the next chapter in their lives and we do at the graduations the other night I um took a little bit of Liberty on Sunday when University High was there because Mrs Chen withth our

015principal at University was she's retiring and that was her last graduation she had no idea I was going to do it but I took a few minutes to say to the students let's give her one ra you know Final Round of Applause for all that she's done because just as those seniors walked out of the ocean Center that night to start a new chapter she'll be walking out soon from University High to start a new chapter so what I would say is for the students here if you know you have a teacher or an administrator or someone on your campus it may be your schoolway Cafe manager if you can find this this week a moment to just say thank you to them nothing means anything more to those people that have spent all those

016years here than to hear a thank you and I happen to know dantai you have someone sitting with you this evening that will be walking out the door so I hope a lot of you will take a chance to tell her thank you before she finishes her final final year of teaching with you but at this time we're going to move on to item one um 1.03 for approval of minutes board members you've had an opportunity to review the minutes do I have someone that like would like to make a motion to approve the minutes motion to approve the minutes thank you Mr cologne I need a second I'll second that thank you Mrs Bernett is there any discussion about the minutes hearing none I'll call for the vote all those in favor of approving

018of you listening at home thank you for joining us today um I have just a few announcements for you but before I I get started again once again miss Bernett you've said it and again once again on behalf of this board here and our entire staff our prayers and condolences really goes out to the Sugar Mill families staff and the entire community we are with you in thoughts and prayers so please know that um we talked a little bit about graduation and I'm a firm believer that it all begins when that child enters pre kindergarten would't you agree yes absolutely right it begins from the first day that that child starts school so I would like to thank all of the teachers who have played a part in our graduation ceremonies all of the staff

019members all of our the principles that they've been you know Elementary Middle High their parents for choosing belua County Public Schools and supporting our vision mission and goals all community members all stakeholders for everything that you have done to make this over 4,000 students who have graduated walked the stage in the past few days including the weekend we were there Saturday and Sunday as as well so thank you to all of our key stakeholders it really takes once again all of the right people in our village to come together to ensure the success of our current and future generation and that is a prime example um also to all of our seniors we know that you are you've got the world is awaiting you and you have done so much already and there's just so

020much more to be done and we have much faith in each and every one of you you we know that you will accomplish great things in your life so just a couple things so that you know we've graduated in our with our Spring graduates we're looking at about close to 4,200 graduates with with the spring uh included in there scholar designations we had over 900 scholar designations industry scholar designations 2300 Florida seal of biliteracy recipients over 300 Associates of arts and associate of science degree recipients 114 community service hours we're looking at 245,000 community service hours and students entering the military we want to again congratulate and thank these students for their service to our country our nation over 125 students have enlisted and now we have a few friends of ours who would like

021to to congratulate our seniors and we have a very short video before I continue um team are you guys ready thank [Music] you be sure to eat all your vegetables try to always do your best make sure you share help take care of your family don't spend all your money on toys for your kids have a good life and keep pushing make you to clean up off for yourself be the caterpillar eat a lot sleep a lot wake up beautiful be yourself love one another make sure to brush your [Music] teeth be kind of respectful say sorry if you make a mistake if you hear a strange noise at night make a stranger noise it will scare you away be safe be responsible and be respectful and have a nice day make sure to get

022plenty of sleep wash your hands before every meal do whatever you want do whatever you like help others when you can make great choices don't eat too much candy you other I I want to be treated because people want to be your friends enjoy the simple things have good dinners and have good breakfast call your parents often be a good friend never pet a stray cat do smile eat plenty of ice cream be proud of who you are make sure you pay your tax be kind to others if you wait till the last minute to do it then it only take you a minute to do it keep learning don't take other people's lunch be kind to others and share you can accomplish anything if you put your mind to it keep your room nice

023and clean never give up so as we all know these are very Sound Advice right not just for c for all of us here um a few upcoming dates as reminder May 29th it's not an early release day and uh the day before we will be sending out a reminder to all of our schools and our families May 31st is the last day of school for students and also call an early release day and June the 1st is when my reading challenge the summer home run reading challenge starts June the 1st and it concludes it will go through July 31st so once again parents and students um this will be sponsored by dayona Tortugas the Daytona Lagoon and also con Coldstone crey and litter Caesars you know what that means that they will be having

024prices for your children also students please make sure that you log in your minutes on beanock through our valua County um schools portal and in August we'll be announcing our students and celebrating them accordingly June the 3 please mark this date it's the buzz Brigade and this is that special day when we drive around in that bus and none of us know where we're going until we get there but it's when we get to surprise our principal of the year and also support staff of the year and this is really a fun event so it's it's stay tuned for more information as we all know this is being sponsored and has always been sponsored by Futures Foundation our wonderful Foundation also June June the 4th is the last day for all teachers and teachers if

025you're not working this summer We Wish You a restful restful summer um we know that the year is always challenging and sometimes full of planned and unplanned surprises so please make sure you take care of yourself and and get lots of uh rest this summer and remember everything that our class of 2036 has shared with their seniors also June 10th through the 12th it's the administrative Institute and this year it's going to be held at University High School and we will have three full days of um learning that's designed specifically for all administrators in our district so we're looking forward to that as well and board you guys are invited to those dates to pop in and say hello and that's it um chair I do want to than you know what it says on

026mine it says I want to thank Sunrise but it says here the little things in life can make a big difference and that is such a great reminder for all of us it's about the little things in life and kindness goes a long way so thank you for bringing this for us here today thank you chair all right at this time we're moving on to recognitions Dr Balaban the first recognition is partnership with Stetson Baptist Church yes thank you madam chair we have five total this evening and we see here in our audience we have Reverend Dan Glenn who is the senior pastor at Stetson Baptist Church and Reverend bran Brad gartney He's The Executive Pastor um we would like to ask them to please come up and join us if you may join us

027here at the um at the speaker's desk just to share a little bit with you madam chair and board members STS and Baptist this support not only the district but several schools in the the land area Pastor Dan Dan is actively involved in our schools he attends the land High School events he also serves as the football team chaplain and um he also rallies his congre congregation to provide snacks for all of our citus Grove Elementary students over 800 students they get us snack every single day um Stetson also Baptist they sponsor various school activities such as meals for the 200 plus members at the Delan High School band and football team they donate shirts to all the all County um band and they host the night to shine event which many of our students

028attend as VIPs and chaperon I want to thank you both but not also there's just so much to mention but but also for so many events that you have sponsored for us for example our strategic plan we were there we you know we use your facilities there's no charge I mean you have been exceptional Partners in education with us and you're those servicing silent leaders you believe in the act of doing um but we had to bring you forward here today and force you to receive this recognition because it's so welld deserved so I want to thank you again for your part partnership and you know your service mentality and what everything that you do for our community um again you don't like to be mentioned but you know what those are some of the

029best leaders the servant silent leaders and and you are indeed just that so if you don't mind share just a little bit with us but we do also have a recognition for you if there's any message that you have for our valua County students and then we have a recognition for you sure well we we are grateful to have the opportunity to serve our community um that it it really is what we're all about uh we are in the business of helping people of encouraging people of being able to give people an opportunity to have uh a wonderful experience and to be able to serve we want to serve our community so that they can serve others we feel like many times our job and our responsibility is to serve those who are serving others

030because we feel like by serving them we are not only serving them but we're also serving those that they serve and so it it really is a a great opportunity one of the taglines of our church is that we are for Dand and I realize that here we're looking at Valia County but Dand is in valua county and so uh through serving to land we serve the entire County I appreciate so much the uh the the Litany of things that uh that we've had the opportunity to be a part of you surprised me a few of those I I didn't know that we were doing those kinds of things but we're grateful and uh and one of the things that we have learned is that um as as a fairly really large organization in this

031community uh with pretty robust facilities we realize that one of the ways that we can serve our community is by allowing Community groups to come in and to use those facilities you've just gotten through graduation season we've just gotten through banquet season and so it has been uh it has been very busy for the last month but even beyond that we are so glad to have the opportunity to host um events like professional development and uh recertifications and strategic uh plans and it really is just a way that we can serve our community um and by by recognizing who we are what we're all about and we're really in the people business so we want to be able to serve people as much as possible so we want to thank you again both of you

032for being here for everything you've done for our school system but also everything that's left to be done as we move forward if you would please not leave because I will just do the for other recognition and then we will call you up can you please remain okay thank you wait hold up I think we're going to be able to do Rec this first recognition and the second recognition and then we'll have to take a break take a break right yes so we can switch okay okay okay so my second is the Crime Stoppers poster Awards and we have with us here in the audience he's coming up our assistant state attorney for the seven circuit uh John Reed now they're here he's here today to present stud for to our students the Crim Stoppers

033poster contest that they've participated in and he's going to share with you a little bit along with Bryce Hammond um who's here with us and um Craig UE they're going to share with us a little bit about what what takes place with this poster contest um recognition so can you uh no you could use this one right here thank you L on this for eight years on this I'm sorry so good evening chair Haynes school board members and Dr balabin it's so nice to see you um I am here with John Reed as you said and um I Am The Vision Art specialist Bryce Hammond from BL County Schools Craig aru over there is our Fine Arts specialist from bu County schools and you already in introduced John Reed so would you like to take

034it away sir sure thank you guys again for having me and good afternoon John Reed I'm your Chief assistant of the state attorney's office here on behalf of State Attorney RJ loriza U just to tell you a little bit about Crim Stoppers um the poster contest we've partnered the vucha County School's visual art department has partnered with the state attorney's office Crim Stoppers and local law enforcement um to create a program that's supposed to be fun for the kids as well as raise awareness the antiv violent message that we that the crime sters poster contest does is see it say it stop it each year we've had up to 5,000 students submit artwork uh through the visual arts class and each school then votes for the top three posters those three posters are then sent

035to the Schoolboard Landing just outside these doors um where the top three from elementary middle and high school are decided and then sent to the state attorney's office where we've actually partnered with all four counties in the seventh circuit valua Flagler putam in St John's and then various dignitaries attorneys uh school board members and people from the school U System come and vote for the gr prize so we've done that and before I forget also we have a couple other members from Crim Stoppers we have Scott Lee and Christ and Deon where nice enough to join us but I have a list of the winners it's a cash prize for third place is $100 second place 150 and for first place 200 so if y'all are ready I'll just go through and read them out

036and are you all good with the kids will come up they're gonna line up behind us all right thank you so starting with Elementary third place Brooke Burkhead from Spruce Creek Elementary fifth grade Mrs Cunningham's class [Applause] [Music] we have um second priz or second place I'm sorry in elementary kis VOR from Enterprise Elementary third grade Mr nuts [Applause] class it in first place elementary Sadie Cohen Enterprise Elementary fifth grade Mr nuts [Applause] class they come up for photos with their teachers and admin for let's collect them all right behind you and then we will bring them up here in grps thank you moving moving on to middle school thank you um Luca Mark Laur Ivy H Charter School sixth grade Mr Silver's [Applause] class salido Southwestern seventh grade Mr [Applause] Kramers first place anky

037shei Deltona Middle School sixth grade Miss Elliot [Applause] finally High School third place KH Hernandez Deltona High School 11th grade Miss [Applause] Ramirez Place Katherine Leen new samna beach 11th grade Miss Johnson [Applause] [Music] and last but not least first place monito roses Atlantic High School 11th grade Mr [Applause] hund UD I'm sorry thank you so at this time if we we can have three students from elementary come forward along with their teachers and any family members that are here with them so we're going to start with the three young ladies from elementary feeling a little bit on the right side there feeling B on the right side make sure you hold this line of okay ready [Music] [Applause] exiting the other way exit to the right exit this way please exit exit this way

038please now we need our Middle School come on [Music] okay everybody this [Applause] beautifulest that's right love y'all now our high school students please exit this way okay you're fine come on up here high school and you guys already figured Cate conratulations right [Music] [Applause] nice we try to going to bring studs in [Music] after how do we stand good time I don't know about that thank you Mrs Johnson have you been able to bring in all of the battle of the book students all right let's get them in for those of you in the Overflow area we're still bringing students in at this time for recognitions have you been able to bring in the schools of care character also okay if you've slipped in the doorway and you're not here as part of the

039recognitions we're asking that you wait in the Overflow area we're going to give them just a moment to get the next group in so that we can start the next set of recognitions do I have all of Westside Elementary in okay good Morman Beach Middle good the land High all right and we're just waiting on the schools of character all right and that's who's coming in now all right Dr balaman we're now ready to move on to item 4.03 Battle of the books winners thank you Madame chair so on April 19 I was able to I went to Daytona I or think comprehension but also higher order thinking um um strategies where these students read 10 books each of them read 10 book and they had to answer questions from those 10 books but they

040worked in teams the top three teams at each level went on to the final battle and our winning teams ended up being Westside Elementary [Applause] [Music] [Applause] now I have to share with you that I was told that Westside Elementary did not miss one question the entire tournament Middle School the winner is Orman Beach uh middle and for high school they land High I want to share this with you and parents you know this is true your students your child is competitive but so are you because I've witnessed you there with your student and they our parents were so engaged and excited and competitive but in a good way and we know that if you want to excel at anything in life be a really good reader if you're a good reader and what I

041mean by that not just being able to read fluently but truly understanding what you're reading being able to analyze synthesize Concepts making connections from text to self from text to community and so forth it really it those are skill set that transfers into every single subject area and your probability of success in life in general goes up exponentially so I really want to congratulate our parents for fostering that love for reading because it begins with you and I saw that in you that day and also to all of our students who have participated and read all these books but they were so excited to be part of a tournament like this so again congratulations and I would like to ask Miss Heather Norris who is our coordinator for language arts um for the teaching leading

042and learning division and and also uh Miss Desiree rabinsky who is our coordinator for instructional materials because they will share with you the names of the students the places that they've earned Leed and what we're going to be doing next year so Dr rinsky could not be here but thank you Dr balgan um chair Haynes and the board so um as I read out the names if I read your name please um stand up and then at the end everyone will'll gather SAR to the last group and take photos so here to accept the trophy for Westside Elementary is principal Dwayne Copeland and tasy Thomas with team members and I'm sorry if I mess up any of your names Daniel Aral alamet Kylie Bell Shia Bradley pay Lewis and Sarai [Applause] R bman Beach Middle

043we have principal Heather Ina relli and we have one of the coaches Sandra Murray with their team members that competed Claire Johnson rosan DOD Anthony Rogers aah oler McKenzie yourart and then they also had their other team members that were part of that competition so we have avanel I was it avanel Thomas Macy Leen and Oliver Ker [Applause] and from De Delan High we have Sheila Bart with two of our team members um anaka Vega Conor and Adeline [Applause] Foster is Riley here too okay oh thank you okay so if you guys would stand up we're going to go ahead and take photos correct we are going to start with the elementary group if we could first have all of the students come forward from Westside Elementary we're going to get one photo with all

044of the students then we're going to invite the family members and um staff to join us for the second photo principal teacher with you look good congratulations good good J good job [Music] do the family next right okay all family members come and join in [Music] future right the come your smaller ones can be up in the very front yes all stud oh here she can come right in the front come on come up herey we all there all right thank you guys [Applause] [Music] that all right or Beach Middle students first [Music] of you will be not you ladies and then we'll get the parents next get parents and then we're going to have the parents join us all right if you're a parent come on all we have all par all right right

046just not the all right and Dr baman we are now moving on to item 4.04 schools of character for tolerance yes Madam chair and I know how important this is for all of us because there are those soft skills and the hard skills right and we know that the soft skills are equally important because it's what makes a human being a human being so this month we're celebrating the character tolerance the character trait of Tolerance and as you know we always will nominate and choose a a student that receives this recognition for the month and a staff member so our student when I call your name please stand if you're in the audience so it may take a picture of you in the audience and then we'll bring you up but our student this month

048our staff that's being recognized this month is no other than Fran Maddox back there but she is the assistant principal at Orman Beach Elementary now in an effort to respond to a situation where students were not being as kind as they should have been to their peers Miss Maddox addressed the actions from a space of growth and learning how mature and professional is that from a space of growth and learning she helped the students by offering restorative practices and supporting them throughout the whole problem solving process Miss madx leads with Grace and compassion and disciplines with teaching and learning instead of punitive measures and we know that that's one of the best ways to instill that growth mental and learning in in with our students so I want to thank you today Miss Maddox for

049being a model our world needs a whole lot of more models for our students I always say it's not what you say it's what you do our students always observe as adults what we do and I always like to commend our staff and our students when they are the exemplification of those best practices when they model what we say to students what's important I love to commend that and so does our board so thank you for being here and thank you for being model in all in changing and creating a culture of Tolerance and respect so let's give her a big round of applause once again I would like to have the student come up and then miss Maddox and we have some certificates here for them so if our student will come forward along

050with any staff members that are here from V and her family Mom thank you [Applause] have Miss Maddox assistant principal and all of our Orman Beach Elementary congratulations my love congratulations I thank you guys thank you for coming and being a great support [Applause] [Music] [Applause] great reading games thank you madam chair and board members and this is our last recognition for this evening now just to share with you I don't know if you you remember this or not but our Daytona juvenile residential facility won first place in their bracket of the great reading games in the nation first place first place they beat over 900 high schools Across the Nation that competed and won a $500 gift card I guess we're all going out for dinner soon right also the store Treatment Center won

051second place beating over 800 high schools and won a $100 gift card the Valia Regional Juvenile Detention Center placed 20th this year but last year placed sixth in their bracket great reading games is an annual 7 weeks National audiobook challenge that is designed to assist struggling student readers uh the students from the centers I mentioned are Avid readers and they had a combined total um of 56,59 Pages read and logged in 2,552 hours of reading they use an Online Library of over 880,000 human narrated uh audiobooks called Learning Ally which is funded funded by the Florida Department of Education I have a short video to share with you of one classroom testimony using Learning Ally so but I'm here to tell you I've been in vuch county for 29 years and I will say it

052is one of the best programs that I believe the school has given us uh availability to and now that I'm in fourth grade and moving up to fifth I start learning to do words that are tougher and books that are tougher that's why I chose Learning Ally to help me it's very easy to pick a book that you really like I want my favorite book I can just go to a page on our Ally and get it kids I who I thought maybe might not be interested in it you would be amazed at how they get hooked into it being able to read books and listen to books that they have uh never listened to [Music] before thank you and also I would like to introduce to you the staff involved in the great reading

076Riley you're first welcome welcome good evening I'm Riley Kellog I am an IB junor and member of battle the books at dant high school for my entire life I have been a reader and the fact that books are not being made accessible to students really bothers me I am here tonight I am in part here tonight with Battle of the books to support my team as they are being recognized for a second year of success as with the district competition and I find it incredibly hypocritical that while we are being recognized we are also being prevented from having access to books it really feels to me that way like we are not being recognized for being a group of students with a shared interest in reading but instead for the fact that we just won

077a trophy we're being prevented from having access to books while being applauded for reading and I don't see the logic in that the books that are being removed from libraries is also make it feel a lot like a targeted attack towards authors and readers I say this because most of these books are written by or about people who aren't straight and white and when these are the books being removed it sends a very clear message a message that essentially says that unless you fit that description you shouldn't be yourself see yourself in your struggles in books and that who you are is wrong and that is a message that really bothers me I may see myself in books but if I can't read the books that are being banned I don't get to see the

078world as it is uh because of the wide range of books that I read and authors who I like I am able to see a brief glimpse of what other people's lives may look like I will by no means claim that this means I know everything about other people but by being exposed to books I am at least able to see some of what I can't otherwise the argument that banning books is beneficial to students clearly does not take into account what students need as a student I don't feel like this benefits me at all we are not being asked how book Banning impacts us um we are not being asked how we feel about not being able to read the books that we want we aren't being asked what think about the fact that

079we aren't able to have as many choices when asked which book from a list we would be most interested in reading this is supposed to be helping us but instead it it accomplishes the opposite personally I like to read the books that are frequently banned because when I get told by the school district that I am not allowed to read what I want it makes me want to read it more both out of curiosity and Defiance that's how I came across my current favorite author for over a year I had been hearing suggestions to read 19 minutes by Jody pult then I found out that her books were among the most frequently banned books in the count in the country so I got to reading I discovered that not only do I love her writing

080but also the fact that she doesn't compromise her words just because her books are frequently banned the problem though with that and the fact that I like to read challenged books is that it is incredibly difficult to acquire a list I tried to find a list that I could reference in this speech tonight I would really like to know why the Florida Freedom to read project website is blocked on the school Wi-Fi I just wanted to know what books I'm being told not to read it and I can't find a list anywhere why can't I read the 57 bus a non-fiction book you too a collection of true stories by victims of sexual assault thank you for your attention thank you next up is Miss Stephanie cath cath am I saying it right Kathy Kathy

081yes I made it into it followed by Ray Hill welcome thank you my name is Stephanie Kathy and I am the mother of of a first grader at sugarm Mill Elementary School it has been 580 days almost two years since that child my son was hit by a car that was illegally parked being driven by a distracted parent at a retired entrance crosswalk at sugarm Mill Elementary since that day I've been advocating for safety at the school I am not here to place blame or to get emotional I'm going to do my best and that's why I'm reading I'm here with questions and concerns here is a visual of my efforts to increase safety by communicating with officials to find a course to address the issues this is a lot of emails due to my

082constant nagging and pushing and with help from Anita delineators were installed at that crosswalk if I hadn't pushed it would still be open during this time I also expressed concern about the crosswalk at the entrance of the school where kids traveling west on the sidewalk are forced to travel across the entrance and get into the school this is where cars are are pulling in and out often rushing rushing to drop off their kids at parent pickup for reference it took me 531 days from the day that my son was hit to get the uh delineators installed the first concern should have been the last concern I appreciate you pushing this through but why did it take so long as PTA president I have the honor of speaking with parents of students on a regular basis

083many parents are wondering why the officer that used to be there to control traffic at that location was removed and do we know who removed him and why he was there for years more than one Port Orange Police Officer told me it was due to the superintendent refusing to move the first parking spots to the right when you pull into the school because parents park there and it causes traffic to back up is this true and if so why did it fall off of the radar this very well might be a city issue Danielle your spokesperson said the quiet part out loud during her interview the other day that property lines can be confusing which means fingers tend to be pointed but what are you doing to communicate with the city officials and keep your

084students safe what is going to be your plan of action going forward this child's death was preventable you knew the city knew the county knew everyone knew it was dangerous these are the results of inaction by elected officials AC Ross the board it is shocking how little voice a parent can have we have a petition with over 25 200 signatures asking for crossing light crossing guard lights speed bumps and officer something will you commit to finding a resolution and can we do it sooner than 531 days thank you thank you Miss Ray Hill followed by Miss Laura bashard is is welcome good evening my name is Ray Hill I'm a parent and at sugarm Mill Elementary School good evening I will be speaking on behalf of myself along with other parents teachers and staff and

085some of the surrounding residents of sugarm Mill Elementary and the numerous other valua County elementaries who are concerned about the safety implications set in place for our children from the moment this very unfortunate incident took place directly in front of sugarm Mill Elementary on May 24th it resulted in the loss of a very beautiful and bright young lady I have personally made it my mission to help Prevail in making the necessary changes it's going to take to keep our children safe with that being said I would like to point out that on May 24th my best friend and I started a petition requesting to require police officers to direct traffic at all valua County elementary schools we are also requesting in addition that speed tables be placed in front of the entrances of schools to

086help slow parents down we are also requesting crosswalk signs like flashing signs in the streets crossing signs because there are ones that go directly in the center of the crosswalks that indicate this is a crosswalk where children are crossing it is important and we are also requesting that the safety and Paramount of keeping our children safe be presented to the entire County and not just the people that are going through these school zones every day there are traffic issues in the school zones all the time that are not being addressed and we would like to see changes thank you Miss Laura bashard followed by Susan Brook welcome good evening my name is Laura bashard I teach at Taylor Middle High and I'm here um I know I've mentioned before about the fact that we over

087test our students and so I want to talk to you about some things that a colleague told me right now the district has been going through curriculum mapping meetings and the teachers are coming back talking about it's just not fair for example regarding biology Dia 2 will be administered on September the 26th and then a week later VBA 1 is going to be administered um VBA 1 covers Dia 1 and two which was just tested so I'm not quite sure why the need to have a test so quick VBA 3 will cover dasas 1-8 however they will not have finished teaching dia8 before it is administered so now we're asking kids to answer questions that they've not been given the chance to even learn when kids know this they're just not going to take the

088test seriously and our data is going to be skewed VBA 2 is being taken before spring break and being administered before finishing the content for Dia 5 which is included in that particular assessment the teachers asked was there a way to postpone that VBA 2 so that it was administered after spring break so that the teachers had more time to cover the material and what they were told was that no Rea wants the information before spring break because it's convenient for them well they didn't say it quite like that but that was the gist because Rea wanted that week to analyze the data so for two of the three V bbas given they're knowingly testing students on material that they've not been taught yet and this is frustrating to the teachers and students and is

089also inaccurate which drives the question of why is this necessary in the past and there are schools where teachers are told the VB have to be summatives and often they are told they are not allowed to remediate these VBA summatives so we're taking students who have not been taught and we're testing them and then we're calling that ass summative um why are we doing this what is this data really for and does it have to do it do we have to do it this way can we do it better as a committee the group of teachers discussed limiting the amount of tests and even suggested making a few dasas optional for teachers and biology alone students will have eight dasas and three VB that does not include all of the math English and US History

090some weeks students have back-to-back highstakes assessments for example when biology students take VBA 3 they will also be taking their Ela VBA on the very same day just a different class period This Means students are taking two high content amount high stakes Assessments in the same day are we taking the student into account with all of this testing or are we looking past them because of our own desire to have data so really what's more important to this District the students or the data thank you thank you next up is Miss Susan Holbrook welcome Miss Holbrook good evening school board members and superintendent Al Goldman my name is Susan Holbrook I live in Port Orange and I teach in Daytona this is my 23rd year of teaching 18 of them here in vucha County and

091at Mainland High School where I teach Senior English and AP Literature and composition I've come here to speak to you tonight about our District's overemphasis on testing and what it is doing to our students while I cannot speak for all teachers I know I speak for many of them and many who cannot be here tonight I was frustrated as a teacher about the constant testing interruptions of my students learning in my classroom missing my class due to testing and test prep stressed out my students as they knew they needed my course for graduation I was so concerned about my students that I attended the superintendent's listen and learn tour at Mainland on October 17th when I spoke up about the incity of the testing regime many other teachers agreed that something must be done Dr

092B Goldin had someone on her team take the names of those interested in serving on a committee to look at ways of reducing the interruptions of testing on October 24th I contacted Dr Hazel to confirm I was on that list and she assured me I was when I heard nothing back from about the committee I plan to go to the second listen and learn tour this one held in Dand I believe it was supposed to be in February but it was canceled at the last minute and to my knowledge not rescheduled I learned quite accidentally that a colleague of mine had been invited to the district to attend a meeting regarding testing with Dr nazari OV valy and Dr terone at this point I decided to crash the meeting held on Monday March 18th at

0934 o'clock into land there were a variety of teachers there representing different academic subjects and as well as all levels elementary middle and high school while the meeting continued until 5:30 there still wasn't enough time to express all of our concerns as teachers nor for us to work through the many issues of testing and offering suggestions so we were told we would be notified to meet again in April Andor May here it is the end of May and again there's been no followup so I'm here tonight to say to anyone who will listen number one we have too many tests their durations are too long and it spread out over too many days number two we have too many pullouts of students from classes for testing and test prep which gives our students the impression

094that what happens in the classroom isn't important school is only about testing number three our students are stressed out and while testing isn't the sole reason for that it is a component of it their health doesn't seem to be as important to us as their test scores and learning gains and we wonder why our students are apathe IC absent and non-compliant number four we have lost sight of what's important in education it is not testing number five our priority should be to help all of our students grow into well-educated happy healthy productive citizens able to communicate cooperate and collaborate with all people within and outside of their communities to understand that life in our challenging and diverse world is ever changing and therefore their continued learning will be necessary and lifelong we have to give

097to get I had to scroll down there all right Dr bman 18.01 Madam chair um I would like to ask Mr tat our Chief Financial Officer for financial services Miss Laura howi director for pfm financial advisors and Mr George a Smith from our B Bond Council to join us welcome do we need to pull up another chair or we're good okay I think we're okay all right thank you okay um good afternoon board um superintendent um we're here to discuss the refunding of the 2014 BD uh to reissue to the 2024 and I'm joined here by shared Laural who is our District's financial advisor George Smith he's our bond Council also here is Alex bugalo he's our senior underwriting and of course Jamie Wilson our finance director so I'm actually at this time going to

098turn over the floor over to hi good evening um so just to give you a brief overview of what is being presented in front of you for consideration this evening is a current refunding of the series um 2014b it has a call date of August 1st 20124 so we're within that window um to make it a current tax exempt funding the final maturity would remain the same at 81 um 2031 as it is now with this new issuance um it would be re funding the remaining maturities of 2025 through 2031 as well uh the resolution parameters that are being brought before you do have a minimum Net Present Value Savings of 5% so in order for us to actually move forward with this transaction if the board does consider this for approval um we would

099have to have 5% which translates into 3.97 million Net Present Value savings um or an annual cash flow Savings in years's 25 through 31 of over $600,000 so and I'm here to address any additional questions that you may have this evening as well Mr colog so as I understand this is like refinancing at a lower rate correct yes I'm good thank you okay and as my understanding is is that if we're able to refinance based on the criteria that's built in that any money that we will save will go back into the capital project fund thank you yes this actually affects the capital projects um fund and um that is a sole fund that we use to pay our debt service payments here so any savings back um on lowering our debt service payments would

100result in a savings back to the capital projects fund and if I understand correctly if we can't get the 5% then what H we we don't refinance basically so current market conditions are showing above 5% but we have that threshold just as a minimum so um if we were to price next week and for some reason the market just moves out of control and we go below that 5% we wouldn't move forward um so we would wait until the market provides at least that minimum of 5% Savings in order for this transaction to get priced yes all right thank you any other questions Dr bman you have a recommendation I do Madam chair I recommend approval of resolution number 24-10 authorizing the issuance of refunding certificates of participation series 2024 to refinance at a lower

106stated that correctly the investigation is ongoing and as you know we cannot share or start a meeting at this point in time since it's under its way um but this is what I will share with you that after it's concluded I plan on having a meeting between our team with our team our sheriff's department and Port Orange and with the parents and faculty and staff there so that we can really evaluate you know we've heard some recommendations this this afternoon but really evaluate the the situation there as it pertains to drop off and pick up and uh in the mornings in the afternoons look at it in its totality and see what are some additional measures that in a combin way through this partnership we can work on in implementing the irid Sugar Mill and
