009request that you'd like to address the board there's a formal way that you could do that well I tried to do that okay and the office they screen what goes on here what comes before you and if uh the the board says or superintendent office says that it's not sufficient or important enough to come before you then we don't get on here because I I didn't speak to anybody excuse me I know this because I had an issue back in August at the beginning of the school year and if they say that if the and I'm saying they I don't want to call a name they said that if the superintendent or whoever I spoke with decided that the issue had been resolved then I couldn't come before you but I did request I have

010went through there and if they tell me that I can't come before you that I need you to tell me how do I get an audience before you when we elect you all sure no I can appreciate that and the screening would not be a screening not to allow someone to speak to the board of address the board I think in most cases that would be to go through the chain of command to make sure that the appropriate people are made aware that there's a problem before it would have to come to the board but I'm not standing before you with a problem tonight okay you because I want to speak to Black History Month that's coming up in February sure that my organization and some Community people would like to put flyers into the

011book bags of the students okay for your approval sure and sure and I am more than happy to help you through this Talent yeah that would go through Miss talent I believe right right behind you okay [Music] um if that's all I have to do that was easy yes a lot of times it is good but for the record there are things that um I would like to come before the board and speak on regarding the community issues regarding our children black history and the things that we would like to do and the gym that these children are a part of okay so and we appreciate that well that's one Avenue absolutely and if she says that it's kaput and it's not important then is it just throughout then so you're the last in other

012words you have the final say that's what I'm asking she'll probably have to understand the process yes ma'am but absolutely she knows the guy who does oh okay thank you thank you all right so back to the president's report I uh sorry they caught me off guard a little bit uh I felt a little compelled to do a report this month I usually don't in regards to some observations I've made over the weekend in regards to pricing two adult and two student passes to the high school basketball game cost ten dollars a bag of Skittles a red Gatorade and a bottle of water costs seven a night out with my family getting to see an awesome comeback Victory by our Cape Central basketball team in Jackson price pricing [Applause] [Laughter] I had a great meeting

013with um representatives from from the Boot Hill Southeast Missouri region uh we had a round table discussion between area superintendents and and we had I think 11 representatives and two senators at that meeting on Friday got to talk about public education and kind of the Hot Topics hot buttons for the upcoming legislative session and we got a chance of superintendents kind of respond to some of that all went very well very well attended um we got a chance to air out a few things they were talking about things like uh personal property tax and and you know what if we did away with personal property tax how would you feel about that well what do you got what kind of bucket is their revenue stream to replace that personal property tax and what that would

014do for the state is basically eliminate 1.6 billion dollars of tax revenue coming in so the question is where does that where does that loss uh where is it going to be made up at and they didn't have an answer for that there are some mechanisms I think increasing real estate uh taxes is one of those and maybe some sales taxes is another but that would that would really hurt public education as far as trying to to keep up with teacher salaries the cost of inflation cost of living so I would adamantly be opposed to any kind of reduction or or loss of personal property tax unless we've got a good plan going forward on how to replace that and so that was one of the that was one of the topics another topic was

015open enrollment again I'm not in favor of open enrollment I think that that just is asking for segregation in various ways social economic racial at least a lot of different problems there's a lot of unknowns with with open enrollment and I don't think it'd be a good thing for this state and so that's going to be heavily debated and we gotta we're probably gonna have to take a stand as a board on how we feel about that but that's uh that's going to come up and and be discussed and and there's already um a resolution on my desk to see if we'll we would support a resolution against open enrollment so that's one thing so uh we had several other items of discussion but those were the two hottest topics uh that we had of

016course Blanchard's being recognized as one of the only four elementary schools in the state to make the prime growth score for the top 20 lists in English language arts English language arts subgroup math and math subgroup the subgroup category is a classification from the Department of Elementary and secondary education that includes historically underserved students populations the prime Center was established in 2019 as an independent Research Center at St Louis University to try to provide better evidence on educational issues so kudos to Blanchard they're doing things right we've we've known that they've got a great school over there along with all the other elementaries but they are being recognized by Prime of course I'd like to encourage everyone to attend the Cape Girardeau penguin party as a McDonald here she's not here tonight it's on February

01711th uh I'm sure Kyle you may want to say something at the end of the meeting remind everybody Missy Dr fegley sorry don't steal your thunder uh but it's a great fundraiser great time come on out if you can that's all I got cool thank you all right next up we have program evaluations uh parents as teachers Miss TDC ever report um Miss Keys had to leave okay awesome thus far and then technology Mr Hall [Music] do you have any questions or do you have a report that or does anybody have any questions foreign I can't say enough about the technology department obviously we you know we would never survive without their help they have great staff we've lost a couple here recently but we've got uh some some individuals came in and we think

018they're going to do a great job for us but uh they're a great staff and really we're the beck and call of our teachers our staff whenever things where we have issues or whatever there's problems phishing emails come through we always contact tech department so we feel pretty secure around here I'm not saying we're Invincible but uh we're in good hands we uh we just survived an attack on our firewall over the weekend so we're good awesome any other questions thank you thank you next we have the academic Services report so I just really wanted to give you just a little bit of an overview of our Missouri district report card partly because they have not released anything for our APR because this is our Baseline year for our APR but you can get some

019of that data from this Missouri district report card on some of the measurements for our msip6 so if you'll just bear with me just a little bit I'm going to give you just a little bit of data and then Jamie if he can scroll through some of that as as we go along I just realize that we are an accredited district and we will be working through that process for the msip6 standards as we're doing our uh our csip plan and we've talked about that from uh last week as well so we're really excited about that some of the data that is in this specific report will be part of that csip plan that we can pull that data from that but some of it's not really a user-friendly data so I'm just going to

020kind of go through just some highlights of the uh the district report card and then I will go over some of the data information we did grow last year from last year to this year we grew about 54 students according to the data so which is great we're continuing to grow as a district student-wise um so I'm just going to flip through here on some of the notes that I had one of the uh the four-year graduation rate did drop um we did drop about two percent two point three percent um part of that was from our coveted waiver you know we got up over 91 Point I think it was 91.4 and so it did drop this year but some of that the reasons for that 91.4 which is wonderful we were doing some

021alternative things that we could do with the waivers in order to get kids to graduate some of that was through virtual learning now we have it back in school so we're doing we're trying to get that number back up but it is um 89.10 for this school year which is not too far off the 90 percent where we where we really want to be that's what that was our goal for our previous sea sip was 90. stop me if you guys have any questions as well uh on page 10 um you can see where our kids I thought this was some good data says where our graduates go and so this was interesting you could see what Missouri's where their graduates go as an overall State and then where do our kids go 39.8 of

022our students go on to a four-year college or university which you can see Missouri's average is 34 percent um also you can see how low which we've been working on this Dr glass and I've been working on this for what two years now three years now is our two-year college and this is the reason why it's so important that we continue to develop that mac program so that we have alternative options for our students that are that that aren't cut out for a four-year University so we're really excited about that and and I know they're really working on some other opportunities for our kid kids to get college credit as well so so I think it's gonna it's gonna it's gonna continue to grow um yeah do you have an idea of what is the

023percentage of our high school students to take advantage of the a plus program it is I think it's in here it's not very much let me see if it's in here real quick can I ask a clarifying question to how many go through the a plus program and then how many are able to use it you may not have those I don't have that data handy right here but we can get that information for you by chance know how many are in your program right now a plus but then don't utilize because they go for the four-year school um and then it kind of kick them out of that just and you just said our seniors that graduated I think we have three currents and we just had graduated in December that are are using

024it so it's a great program to be utilized and we have a lot of different tutoring in the high school but I don't think they're it's utilized accurately thank you and we can get you those actual numbers we can try to get those actual numbers for for you all because it's important right and it really it it will probably give us a a bigger view of how it's being utilized um just on page 15 uh one of the things that I found interesting I was looking at this report a little a little bit this this afternoon is the sources of revenue we are heavily we are heavily reliant on local revenue and I know Dr glass has been talking about how they're going to uh pay for if they take out that 1.6 billion dollars

025we are heavily we're 54 reliant on uh our local Revenue so they're going to have to come up with a plan that's pretty much and then you can see States 23 percent and then Federal's 22 percent uh the next section is our overall data that first section is the Missouri map results which we like to compare our Missouri map to our to our local map and EOC data but this isn't really a good picture of what's going on it's hard to read it's hard to really Identify some of this so Jamie has created some better visuals for that on Tableau and that's what we use with our students or not with our students but with our principals and then also with their teachers I've already met with Clifford uh last week to start talking about

026how we can use this map data to really identify uh low areas So Jamie if you'll put the year over the year one of the big things now that we are getting back on track and actually having a consistent Assessment program we have we have really no data for 2020 because of covid so there's really not a lot of consistent data I know this is very difficult to see but what this does is as you can see the green orange it's okay green orange red Etc so green is that we're making we're making pretty good progress in that specific standard so for instance what he's looking at there I can't see it from here it's all right but so what he has here is actually Ela is up here and we can actually drill down

027to and we can do this in closed session at some point too if we want to when we start looking at the data for our system but we can drill down to specific uh strands so let's say a student or our district is struggling in a certain area a certain skill or a certain content we now can can look over time how that is happening so for instance if you look at math it's pretty low we're really struggling in math and so you know that we are you thank you all for allowing us to adopt a new math curriculum we for about three years or for four years for four years we have been kind of skating by on an older program and so now we have an updated program with new research and then

028also new alignment but you can see in here you can't see it probably from where you're at but you can look at for instance if you want to look at data statistics and probability you can go across all the way across and see that wheel only 42 percent of our students in our district are actually accomplishing that task so that's diff that that this is going to allow us to really narrow down our focus on specific skills Big Ideas if you want to flip over to the Big Ideas we can go all the way over to the big ideas and even narrows it down even more and you go across see what we're low three sentences ideas multiple text that's a that's a a reading one you can go even further concept analysis so what

029Jamie does is he he took all of our data that we get actually from our web the website DRC and the and the EOC uh database and pulls it all in here so we can really start focusing on what specific areas our kids are struggling in especially with covid and all the learning loss that has occurred over time we're talking three years now now we'll be able to take this data I know it's only one data point we can do this but we're also doing it with Galileo as well which is a benchmark data which they do at the beginning of the year middle of the year and end of the year which is extremely important so that we can keep kids on track and actually adjust our instruction so that's that's where we're going

030with this our data doesn't look that great I'm just going to be honest we can go over to do you want to go over to the other data that shows uh yeah compared to Missouri averages so what he created here is is that we have a breakdown of what the average scores are for algebra let's just take algebra for instance this line here is compared comparative to Missouri so we're 20 well is it 23 percent it didn't update okay so it's it's actually we did some updating today on some of the data so it's about 20 percent below State average there's some reasons for that but but a lot of it is is that we've had to change adjust how we are testing algebra one and that hopefully this year it will it will go

031back up um so that we can count some of our eighth graders for this assessment um that's basically what this is and then these tell you how many are in advance Advanced and proficient and that's what a lot of times you get reports from Desi which are an advanced and proficient I noticed that they were talking about it at the state legislators about basic is really they they they're measuring it a little bit wonky a little bit because basic is is that they know those basic skills for that grade level but we don't get as many points for it you have to get into proficient advance to get more points on our msip and our APR scores I'm going I'm all over the place here but but that's why we have to start moving some

032of these kids that are in basic into proficient so you're working on those bubble kids and making sure you're differentiating instruction for those kids and really targeting what skills on that other one those kids are needing and we can do that now and we can do it down to the building level and teacher level so there's some accountability there's a little bit of a different accountability now that Jamie Jamie the brilliant one has created these visuals but I really wanted to share that with you because this is an important piece to us moving forward as a district especially after covid because we really need to start targeting specific skills that these kids are are are missing and it's not just it's grade level kindergarten all the way through 12th grade we have to start doing

033some alignments so that these kids aren't having so many gaps learning gaps hang on yes go ahead and we get our Maps someone just said it we get our map stuff back late I think everything was updated at the beginning of December was it December when it all got updated so that we knew that we could use that data and then Jamie started working on some of these other stuff so we can pull those in like mid-year now really the more important data that we're going to be using is the Galileo data because you're doing a beginning of the year we see where they're at we use that data to see where they're where they're struggling in and then we can go go along that continuing then we'll hop in the middle of the year

034to see how well they're doing and then make adjustments and then at the end of the year is a predictor on how well they'll do on the map test so that that's that's how you we should be using that data we can what what I was thinking that's a good question what I was thinking is is that we may do a live update for beginning middle and and we're trying to figure out how all that's going to work on our csip so when we go in and we we could present our cease of stuff each month or every other month or when we're going to do that we can do those updates for you yeah yeah yeah it's really just going to be something that we do at our csip hey we're making progress third

035grade made a five percent growth rate um I just have one last thing we are still a targeted School we were targeted for junior high and High School in ela and math and that's we've been targeted since 2019 we put a plan together some of you were here then we developed a plan with Junior High and high school for our Ela and math uh curriculum we haven't really been able to work that partly because of covid we have been little bits and pieces of it but it's been so sporadic because kids were in school kids were out of school we haven't been able to really work that plan and they haven't given us any guidance on how we get off of targeted targeted means that we are we are performing below underperforming basically the state

036average Ela and math in special areas so so um we have to we have to get more guidance from then on how that's going to be measured through msip6 before it was we actually made gains that that next year we were coming off of the targeted status but you have to do it two consecutive years and then we didn't have a test in 2020. so I think we probably would have went off it they just kept us in a targeted status so that we can start when since we're starting our new APR this year so we have a plan we probably We Will We Will tweak it and to make it meet kind of the needs and some of the things that we're doing currently as well uh make it better and then we'll probably

037work that plan and within two years we'll be off of that plan you have to make a 3.9 percent growth in ela this is was before in case unless they change this it was 3.9 percent growth in ela and a 4.1 in math is that over the course of two years over the course of two years yeah yeah and that may I'm telling you that this is this is the previous requirements I'm hoping that that will be the same because I noticed that they kept it on here so I'm hoping that they keep it the same we'll just need to go in and adjust our uh our uh plan it's like a it's like a sip plan for that counting is our second year or because yeah I have a feeling they're gonna they're gonna

038make us start over because our because we start this is our first Baseline year that was the Junior High in high school yes in the element but some of them were subgroups which was special ed and I think African-American we had a couple subgroups I think one was special ed in junior high I'd have to go back and look and then one uh for African-American I think it was High School uh were struggling so they take your subgroups if you have a large enough subgroup they also look at that data because we want to make sure we're moving them up on that Continuum as well any other questions I gave you a ton of information there but I I think it's important that you guys know about this because a lot of the data we're

039going to pull from here for our csip and I think this will be a good one for us to review every year as well plus our APR IL this is a little bit easier to understand waterfall in the super Jamie reports down to the principals and the teachers yeah you've got that visibility and granulation yeah yeah yeah we'll have that we'll have that information we do that as a district we will just give you District data but we will but we as administrators we do that individually I've already started going out to a couple of the buildings so um right now the problem now is is that data so old that's the problem the data's so old the more relevant data right now is our Galileo data so and we're working on that okay cool

040no further questions thank you very much next on the agenda the next report is from CTA [Music] is that on oh yeah okay hi good to see everybody um I have our shout outs for January um from Elmer Shrader Amber price our librarian shout out for all that she does with Schroder's social media and keeping our families informed she has also recreated what the library and media class looks like her library is highly engaging and so interactive she created a staff book pick bookmarks to highlight books in the library that teachers recommend at Blanchard Ms Sherry Meyer is our school administrative assistant and Miss Holly Hall is our school nurse they both do an amazing job of keeping things running smoothly in the front office and helping staff with lots of little details that add

041up to big help we appreciate their hard work at Central Academy Miss Burley has been a great resource in helping staff members with technology such as Apple TVs as a new teacher with us this year she has fit right in made amazing connections with new students and students she has had in the past and has been a light in many of their lives throughout this school year at clippard our reading and math intervention coaches Jill erhon Amy Mays and Amber Wellen shout out for helping the classroom teachers navigate care team forms interventions and data as you can see we've also been working hard on all that at the CTC Mr Frank houchens the head custodian has been exceptional at taking the lead of the other custodial staff he keeps a clean well-supplied happy house for

042all of us here at the CTC he exemplifies excellent leadership skills and has taken this new role with stride and that makes me proud because he was my custodian at Jefferson and had Big Dreams of going to the CTC so it's exciting and at Franklin Mr Keith the head custodian has been pulling overtime to help out with the nighttime staff due to a shortage we are so appreciative of him and his willingness to keep our school clean and shiny he does this all with a positive attitude and a smile on his face um and I want to give a shout out to you Tyler loppy and Shannon berghoff because they have worked really really hard to arrange visits um for myself the two of us and a couple of other members for Capital day next

043week we have meetings set up with our state senators and our local Representatives so hopefully we'll make some progress with that but Dr Abbas was very kind to share some talking points with us and we have a list also so we'll keep you updated on how that goes does anybody have any questions for me if you have anything to add to the list just email it to me thank you guys thank you all right next we have instructional technology update hi everybody with props it looks like maybe all right so uh I just wanted to share with you all uh some new tools that we just rolled out last week actually we uh purchased this year this was our this was my Department's big purchase for for this year was a set uh really it's

044two sets of osmo kits and so we actually have 14 different some we call them games but if you look at them uh and and some of the things you can do with it I had flashbacks of being in um in my math class in elementary and having to poke out all those little pennies and quarters and dimes and and I don't know if you guys remember that or not and having to learn how to deal and so what I wanted to do is show you one of the tools that that we've got and sorry too many mice running around um and so what I've done is for the crowd I've got one of them set up well if you will um yes and and in front of you guys you see a pizza and

045if you would on there if you would click the X and don't worry we're on Junior mode if you would oh you don't have a pizza you got that special one you get the code I ran out of pizza and so um but you can you can hang out but let's get here um it is should give you some directions and it is paused no it just sat there for too long um so what it does is it pulls you through some prompts and I'm going to reconnect this real quick and see if I can get it to work go ahead and follow the prompts what it's trying to tell you to do right off the bat is it wants you to make a cheese pizza all right turn this off and turn it back

046on that's right so no it went it did all right and so with with the props and pieces you not only have to build the pizza you have to make it for the person and unfortunately it's not working on here um that's just part of it um and you also have to uh sell the pizza to the the uh the customer you have to give them change and so not only do is the person giving you money but you have to count back change to the individual and so this tool is just one of the 14 and so if you guys want to later you can come up and play after the fact it really is it really is fun uh to to start playing but we have other other uh ones as well from

047pre-k all the way through really third or fourth grade hitting some of those skills third and fourth grade skills like fractions all the way down to shape and number recognition number sense and all the way up to coding and so we have coding games that you can actually code and have to learn kind of that critical thinking skills about how to you know even something simple as move the character through the uh uh through the game and so you have to uh do some of that and so some of the other ones uh Inc include hand eye coordination and so uh students can practice um drawing letters and numbers and doing math and so it can actually recognize some of uh using handwriting some of those skills as well and so what this does and

048and how our teachers are using this is a couple ways some sometimes it is and that whole group kind of like what we're doing now where you know a teacher would step would go step by step other times it is in a small group and so you might have a you know two or three students working off to the side on a project or in while the teacher is working one-on-one with the students and so anyway I just wanted to share with you guys kind of what what we like I said we just rolled this out first teacher used it last week over at Clifford and uh they're already I think somebody else is getting it later this week so I was lucky that I had it today uh to show you guys and so

049um we like I said we have this is a part of one kit uh the other one we're putting the case together now so that we can send those iPads um and other pieces along with it and so uh really excited to get these out um and then here's here's a picture from uh Clifford here last week Casey plays with us at home yes I mean I have yeah we've got a set at home as well in junior mode always yes um my my yeah my kids absolutely love it and so really excited about that um yeah I think I threw one of the four of them yes all right man fractions in economics which that's my that's my uh that's my wheelhouse that was that was what I taught so I love that um

050um you guys have any questions uh now I hope also that you will put this away for the rest of the board meeting um and new board business so uh any questions for you guys from you guys thank you very much all right next we have our treasury Finance report let's do that yeah that's okay that's exciting no props I do know how the pieces work here um the beginning fund balance December 1st was 6.3 million revenues received for the month were 15.1 we did start receiving our current tax money that was 13.9 million of the 15 that was received and we will continue to receive that through the largest portion through February and then it'll kind of take her off expenses for the month were 2.3 million 1.1 million was transferred to the special

051Revenue fund leaving us with a Indian cash balance of 17.8 million for the general fund the cash and investment detail is listed below does anyone have any questions foreign thank you thank you all right next Support Services report and good evening just a few things because we'll have some things later on the business section uh Billings grounds uh Jefferson is uh pretty close to being finished up we're going to be going through uh punch list items either Wednesday or maybe Friday depending on weather because get right over that one um got to look at Finding Nemo Slide the other day and that was really exciting and I believe that's the first slide Dr glass will go down absolutely I called it we'll have our maintenance department on on the standby things don't go well but

052you know the slide is being installed so if you haven't been by uh it's really exciting now a lot of things are taking shape what we're really excited about through uh Mr Moyers is a partnership we had Jefferson our gym was first utilized this past weekend for community events with our basketball teams and a lot of positive not this weekend but Lincoln prior so two weekends ago two Sarahs ago a lot of excitement about it and here pretty soon then once everything is finally done and occupancy is fully given for the other portions of the building it's the operating concessions out of there and we can see a lot of great things happening too with Partnerships with our students and taking over some of those responsibilities eventually as part of lessons and things like that

053you know how to operate a concession stand and teaching them business skills and soft skills before they um you know traditionally would would take on the secondary level going on to Food Service just real briefly I will let you know that our procurement review went extremely well I talked to you about that back around Thanksgiving to let you no um everything we got a a perfect clean bill of health on that uh there were a couple of minor things one just this was during the height of the covid um we had a finding because we didn't have enough people submit a bid but we couldn't find food anywhere and so I I don't see that as a problem you know we were going all over the place and whatnot so extremely proud of Dana and

054her Department in leading us through that and then for other areas we're operating very well unless you have any concerns or comments that you'd like me to expand on any questions is there a way to arrange a I guess I'll walk through Jefferson now that's just about complete absolutely and that discussion was taking place with Dr glass this morning on bringing you through there there's been a you know there's some things that we still have to be careful with going through because it is some portions are still an active construction site but we can Absolutely I'll let Dr glass leave that great anything else thank you next up we have our district-wide athletic report good evening we've got a few uh high school and Junior High Athletics reports to give you our our Christmas Tournament

055champion High School boys basketball team is is currently undefeated uh homecoming game is Friday versus Poplar Bluff I believe Ms Schiller's gonna get a pie in the face sent the assembly on Friday I'm not sure about that sorry sorry we will be honoring our current Hall of Fame members at halftime of the varsity game we play Simeon out of Chicago on Saturday at Vashon High School Simeon is currently ranked fifth in the nation so that should be exciting boys and girls wrestling recently completed competed in the Seymour Regional wrestling conference this uh this past weekend at Terry W kitchen junior high the season is winding down with districts to be held on the second and third weekends of February uh girls basketball picked up a win against Saxony in front of our Middle School girls

056teams uh last week that were there to be recognized girls swimming and Diving continued their Stellar season this past weekend in Columbia including one champion in that prestigious meet that's a really big that's a it's a big meet it's a very prestigious meet several school records have fallen in the past two weeks our divers have districts the second week of February and state for both swimming and Diving is the third week of February Junior High Athletics is a little bit of a this time periods a little bit of a lull they don't they our volleyball tryouts start in February and then we get into baseball and track Seasons as well as many of you know we we lost one of our own uh coach Bob sink dedicated his life teaching and coaching young people both

057here in the Jackson School District and he will be sorely missed as far as Elementary and Middle Schools elementary middle school basketball is in the midst of their Seasons through the first few weeks of games there have been a lot to celebrate as as Josh pointed out Kate Parks and Rec director Scott Williams sent pictures to Josh and I from the new gym and the the most impressive thing I I felt and so did Scott and Josh were the number of people that were there the parents that were there to watch support our our young people playing in that gym it's it's a fantastic space uh really really really good space for them to play in uh soccer signups have ended and we're in the process of establishing those teams and recruiting coaches for That

058season our first soccer camp run by our high school boys and girls coaches will be this week and it's taking place at the Sportsplex uh community-wise Hall of Fame again like I said we're honoring them Friday night we're gonna have a reception in their honor before the game and start discussions about uh with Kristen and I about how we uh start that back up and get get some nominations in uh to to revive that program a Spirit Gear with the help of Julie Walker Kristen town and our partners at horizons with affordable spirit wear for patrons to purchase at our boys basketball games and at District events in the future that was something that was important to us we've got you know Matt and I worked on some things last year about getting things out

059there online and but they were just so expensive but once my horizons was really able to help help bring those prices down by by stocking and allowing us to buy it at large large uh quantities middle school and Elementary nights basketball teams have and will continue to to be recognized at our home games throughout the season we feed them Pizza in a small gym we play games and and then our varsity teams come in and talk to them about what it's what it means to be a tiger and our little tigers wrestling held its mini meet at the conclusion of their season and many of those those kids are continuing on into USA Wrestling anybody any questions for me I had one quick question kind of stemming off of the basketball program that we have

060I've heard people talk about like is there approximate number of teams or players that are playing this year compared to last year the increase of participation which was a big thing that we were after yeah so I've asked uh Scott Williams to pull those pulled just the names of those people that were already participated he says we're over eight to eight to nine teams over what they had last year teams teams uh he yeah he can't give me numbers exactly of those students because some of the students might have been on other teams but we know we went up like for middle school they had one team last year this year we have nine okay uh well let's see no six boys I'm sorry six boys yeah and four girls so Ten teams to Middle

061School at the elementary level we've got five one at each Elementary for boys and then three for the girls so we've got eight teams they had no no they had one Elementary team last year it was a mix of third and fourth graders so just from our district kids now you can tell if you go watch the games you can tell there are some there's some growth that needs to happen right but that's what it's for that's what it's for so we're really excited Scott Williams and and their group are really excited Josh Meyer uh who's running the basketball program this year is has been awesome and their whole their whole crew on on dealing through you know working through some of the problems that that come up and something new yep but providing the

062opportunity for these kids to play where they didn't obviously before that's huge so thank you thank you any more conversation about sponsoring some of these younger teams absolutely so so one of the things that we that the city does is have they have the opportunity to sponsor those teams so that's part of how they fund through through their programs that keep some of their costs lower so if you go watch one of their teams you'll see that they have sponsorship sponsors already on their teams so we have we haven't delved into how do we bridge that with them and bring some of those sponsorships to but there the opportunities are already there for that even even things like equipment for home and stuff like that so they can continue practicing their parents and and that

063kind of thing I think we could rally tons of local businesses to even help on that side absolutely and then we're looking we're looking into those grant opportunities you know MLB um some of some of those opportunities that we're looking into now to find ways to get equipment for our kids that they can take home yeah thank you any other questions I just want to say kudos to Tyson and the city I mean it's fun to go watch these games where I remember one of the sensitive principles a couple Fridays nights ago was at the sports box and she said literally half of the middle school is here right now playing in games and all the parents and the support I mean just awesome to watch and so I know this kind of thing is

064hard to do from the ground up but Kudos and again I think the the benefits of this aren't going to be having better basketball teams or baseball teams those things will likely happen because you have more skilled participants but it's the camaraderie it's the teamwork it's the community stuff that I think is really cool and the ability to have some more adult mentors when some of these kids maybe come from a more challenging family life background and so I think it's cool and excited to be a part of helping to kind of drive it forward so that's what you do all right good report so next we have board reports first being the msba delegates report no major updates right now I mean I think the you know the education committee's been set and so

065just keep watching your legislative voice and they must be emails to stay in touch should be lots of exciting activities going on in the legislature this year so yep all right next we have the legislative report speaking of exciting things happening I was trying to set you up so that was good Casey cook my wingman here um so last week was the first meeting of some of the big Senate um and house committees on education and Workforce Development and so there's two bills right now before the Senate um both of them have some kind of duplicative stuff around education both have parts around parents bills rights um and an internet-based accountability portal that's going to let parents essentially search for things like curriculum um training opportunities from A continuing education standpoint and the idea is

066to create some transparency within the education system on what's being taught in the classrooms and the districts around the state Source materials professional development stuff um and that seems very very positive I think you know I know msba and the folks kind of involved and I I'd say on behalf of myself I think you know having parents involved in education is critically important to kids being successful we know that Partnerships between schools and parents and communities is key to high achievement and so I think I'm all for that and I think msba is all for that as well I think there's more data that's going to come out in transparency and we'll make better choices as school boards and as as Administration that's fantastic as well I think some of the challenge and some of

067these things when you try to legislate it is going to come down into kind of the language that you use on certain issues and the vagueness of it makes it really hard to force compliance around someone that's going to come through the legislature and I think that's going to be the challenge is getting language that actually people can actually sink their teeth and teeth into and say what does this mean how does this actually work when you say you're out of compliance with this what does that actually mean uh and so I think some of this stuff's going to get reworked over time to figure out how do you land the plan in a way that accomplishes what the bill sponsors wanting to accomplish um without somehow leaving such a big gap that you don't

068really know what it is you're you're trying to achieve um one of the other things that's in one of the bills as well is around critical race Theory not being taught in Missouri schools between K-12 um and not forcing people to teach that uh type of curriculum so it'd be interesting to see what happens and I think some of these things are just in their first phase and see where they go very good thank you all right next report we have is the foundation report Dr fickley so there I don't know if you guys have heard but there's a penguin party happening on um February 11th from six to midnight um silent and live auction I think two years ago the silent auction we all went online and that's kind of been really cool if

069you're not available to attend the party you can still bid on items and there's lots and lots of cool stuff available we'll have a plated meal awkward timing is gonna warm us up and then the Mike Larry band will be our evening entertainment if you know people that want to contribute to Ocean items or buy sponsorships or buy tables let Amy know fill this stuff out there's any more brochures over there on the corner too oh awesome awesome and you can also go online go to the school's website and and on the foundation page you can sign up that way as well um and then one more thing in December the cape schools Foundation wrote a grant with Delta Dental and was awarded five thousand dollars to replace two water filling stations in the schools

070awesome thank you all right moving along uh next we have the approval of consent agenda items which include the minutes from previous meetings on December 12th of 2022 and January 18th of 2023 in the payment of bills do I have a motion so second any discussion or questions about those items not all those in favor indicate by saying aye aye aye opposed all right the consent agenda items are approved next moving along to business you get this to open up for me this time good uh we have the second reading and Adoption of the board policies as recommended by the msba in the policy Review Committee which include policies D or bddf for voting method bddl release of information DB annual budget dbb fiscal year did this to me on the first reading I apologize

071you just read that one you're on the next one perfect djf for purchasing is that what it was all right djf dash AP1 for purchasing uh DJ fa Federal programs and projects DJ f a dash AP one metal the aps you won't have to read because there are procedures that go along with that policy so perfect I was gonna say this isn't whatever her Slater so I got you you got me perfect so next the G gplb references uh if curriculum Development igad Career and Technical education igce non-traditional instruction options jfga interviews with or removal of students jhc student health services and requirements jhdf suicide awareness and prevention uh jhg reporting and investigating child abuse and neglect and that should be it do I have a motion to approve the second reading of these policies

072so second all those or any discussion on those anybody have any questions all those in favor please indicate by saying aye aye aye those are approved next order of business we have a motion to consider the approval of the Jefferson swimming pool operations agreement between the City of Cape Toronto and the Cape Girardeau Public School District do have a motion second any discussion so the council is is going through first reading of this same proposal tonight uh they'll come back to us if they have any concerns but basically this is the operation of the uh the Jefferson pool and the last uh last operational agreement that we had was really clunky it was hard to navigate and Lindsay can attest to this that you know is just we would submit ours it really wasn't a

073lot of transparency so we kind of cleaned it up and made it very very straightforward basically it's a 50 50 split of revenues and expenses and a minus a 25 percent fee or a revenue fee that share that that the city takes for basically providing the uh the uh the cons the uh all highlighted it the Aquatic supervisor and the coordinator so I thought that was fair this is only in place for a year we can come back and revisit it if we feel like there's something out of line but this is pretty straightforward language it sure beats what we were operating off of uh with the bubble and so I'm excited to get something in place you know this is a lot of hours man hours that go into something like this to really

074hash out the details of how you're going to operate that pool and get along with each other uh in a good partnership uh place so I think I think we're good uh Josh do you have anything to add to that yes sir I think the thing that would just need to hone in on is that again it's a starting point and we think it's a very good starting point and then we'll be able to review for that it still allows for use during that school day for our students throughout the district to come in and utilize that for the recreation lesson lessons and teaching our kids how to swim and that was you know one of the things that I want to make sure we're still able to do any other questions so any major

075Capital Improvements or repairs to the Joint Committee will review and then it'll be split hopefully we won't need to do that for a while yeah I'm going to be in a new facility yeah out in the future absolutely yeah it'll be it'll be a joint committee and uh we'll go in and take a look at it and assess it and see where you know they'll make this that committee will make the decision recommendation to the council and to the school board too any other questions all right so the motion is to approve the Jefferson swimming pool operations agreement between the City of Cape Girardeau and the Cape Girardeau Public School District all those in favor please indicate by saying aye aye aye opposed that carries all right moving right along next the motion to be

076considered is to approve the construction of an athletic complex on the Central High School campus at a cost not to exceed 2.1 million dollars do I have a motion second discussion so coaches are we we've talked about this for uh past several meetings um about how we move forward with a a facility of this nature obviously material prices are up they've increased over when we first initially started looking at it so what we thought we might be able to get for for two million dollars and not quite what we're supposed what we what we thought we would get so what you see before you is basically an unfinished structure you got the site work you got the rough ends so that's all the utilities and the and so the water the electric uh the fire

077the sewer tap in uh you got the site work you got concrete work you got the shell all enclosed for for roughly an estimate of two million dollars now obviously this has not went out to bid yet so we will still go through the bidding process so you hope on bid day the numbers get a little bit better than what you got but this this is our starting point this does not finish it out and I figure um you know let's let's start the thing and then the next budget year we'll budge a little bit more for it and we'll start chipping away at this thing we desperately need locker rooms so we could start that uh in the beginning I know the coaches feel confident that they can go out and they can raise

078some money to start working on the on the turf area and things of that nature so I think collectively we can build a pretty nice facility that can be used not only for us but also with the intramural sports that Tyson's talking about um that have become so popular this year I think it gives us another venue and another way to engage the students and keep them keep them connected to school and I think that's a big big priority of ours right now is how do we keep our kids engaged connected and we all know that Sports is a major way to do that and has a big impact so the facility you have in front of you is not quite a full width football field the coaches have asked of me if I would

079consider bringing it to the board and I said I would consider that I would bring it to the board and and basically they would like a full width football field which would mean increasing it the width by an extra 50 50 feet so it would go from 100 to 150 feet uh wide or 160 160 feet wide 60 feet for an additional the estimate I've got is an additional 442 thousand dollars right at 443 thousand dollars and that's to have a 160 foot clear span we have we currently have um indicated they're a hundred feet they would like a full width and they say that allows for a lot of different activities as far as going with the width all right and so there's a lot of different reasons compelling reasons to do that and

080uh basically it's so soccer and football can both use it utilize it together you got strength training and conditioning drills that you can use track they're talking about indoor jumping events and things baseball of course would be able to be in there but it just kind of opens it up for uh I guess more competitive use if it's a full width and Tyson feel free to jump in from what the coaches were saying with our meeting last week if you want yeah a couple things like for example just for a safety issue with the amount of people you could put in the space all right so if soccer and football will be in the same space you drop a curtain down in the middle they have plenty of space to to run an effective practice

081but even even for for Elementary Middle School use I mean we're renting the Sportsplex field one of the fields at Sportsplex this week for our for our soccer camp right well that cost is gone if we have our own our own space plus you're able to Cordon that off we could we could run a lot more things within that space baseball you drop Nets down on one end you still have the opportunity to have your track team on the other side of the net on the other side of the uh uh drop down net so just the ability to use more of it from a football standpoint the way our off you know offenses run how how spreads you can get and the you don't want them running into the walls as they're trying to

082practice their their uh their place so just a full width obviously we would just be more conducive to all those things the extra 440 is that just to get enough just the shell okay so it's not the additional cost of finishing that out as well no no but that would be limited I mean you then you're just looking at Turf and the additional 50 feet or 60 feet of turf it's not not significant Heating and Cooling and I mean other bills attack I did look at operating cost and it is a dollar per square foot no matter how big or how small you make it it's a dollar basically dollar per square foot per year right so right now I think this one is thirty thousand square feet so that's thirty thousand dollars a year

083that's a half of a teacher like you said I'm pairing that to renting out the Sportsplex and stuff like that there may be some savings there I mean in my opinion you know we've had the Nexus originally from the building plans so now that we're talking about doing it again I'd say if we're going to do it let's do it right and and make sure we get what we want before we you know start doing this again and 10 years later regretting that we didn't build the extra and oh we're not using like we should have now we want to do something different we should have done it right the first time I mean that's my opinion if we're going to do it let's do it right are we concerned about the cost you know

084since this is going to be something we're budgeting for in the future this is not obviously going to finish it like you said are we concerned about you spoke about we're heavily reliant on local government or on our local funding and they're talking about eliminating property tax is that something we're concerned about well again that's why I'm wanting to do it in phases so you only do it when you can afford it right but what we don't want is a two million dollar paperweight right well absolutely so I mean we're going to have to do it eventually if we had to finish it out with our maintenance staff which would take a lot longer in CTC and you know there's ways to skin this cat but you know yeah if you want to finish it

085all within 18 months yeah you're going to put some money towards it if you want to take it out over five years then it'll be a little bit cheaper for you well by the time you pay for maintenance and all of that over five years it probably isn't but yeah I guess you could argue that but you get to use it right right yeah right at least that's what I meant you're good to use it if you did in 18 months but if you do over five years it just it's a paperweight for five years you know I mean I would concur that I mean this is in you know the capital bucket of expenditure to spend notes where what you're supposed to use this money for and do it at the full width now

086is the time to do it I mean if we're going to go forward this guarantee you will regret it in a year it'll be too narrow and we'll be complaining about it you can always add length but you're restricted by your way so with the 2.1 that doesn't include the four 450 so we're talking about 2.6 yes okay you'd have to you would have to make a motion to amend that motion that I gave you to to take it up to 2.6 million with a full width field and I think the other part I mean walking around this does also allow for opening up the high school to get the locker rooms to where we actually are moving towards to where we have that's the goal actual locker rooms for ladies and guys meeting space

087all those things that we do not have right now at the high school and you'll notice it's all labeled in there kind of their their home basically you got football and soccer and track all uh all within that locker room all right um talk to me like I don't know what I'm talking about because I don't why did we originally decide on 100 foot instead of 160. budget okay so now we're just no longer worried about like a white wire that's that's what I felt comfortable budgeting okay and then I felt like anything above that I would need you know have a good discussion with the board saying do you feel comfortable budgeting 2.6 yeah I think we've got it um I don't see any reason not to go with it and Lindsay can speak

088to the to finances uh just as well as I can but I think I think the district's in great shape so this is going to explore footage by fifty percent that's my question I guess and I wonder we'll know when we bid it out so increasing the width by 60 feet to me is like a 38 increase 37.5 increase in the total square footage we're talking about it's a 21 increase in the price based on the 441 443 number you said obviously there's some economies of scale when you build a bigger place um what do you think Neil is the cost and you kind of mentioned when you finish things out when you say not finished the part that's the shell right now is going to be the field parts to show the other part

089the office Part Locker Room stuff is included in the number you're giving so the real the real finishing cost on here well I mean you're you you're going to get one wall Josh you can speak to it too you're going to get one wall between the turf and the locker room area and some of these interior walls are just are not going to be there there's going to be roughed in plumbing so to speak but those are are real expensive sure for sure to build and go ahead Josh so erupt in the rough dead features for your Subaru for your water for your electric that's all going in because that has to be done before you lay a foundation and then once that slab is poured well we don't want to have to come back

090and do is cut trenches into concrete to sure put a new conduit or water lines or anything like that but this is again this is Dr glass has said this is the shell of the building that you're looking at to be completed then when we start looking at doing the interior finishes as we keep going through our you know budgets for the upcoming year starting in July we'll start looking at finishing these things off in phases as we can capture that as soon as you look at that just kind of rough orders of magnitude I I think I've thrown numbers out or heard numbers that turfing the football fields a million dollars ish so this will be half of the football field so what you need to understand with the terror when the turf set

091because we put in three Fields now sure here in our district the majority of the work in putting in the turf is the Excavating and the grading and the irrigation and so on and so forth this field or this space will already have the majority of that done sure so the labor is going into prepping the site it's it's drained a lot differently because it's an indoor turf so it doesn't require it doesn't rain as much exactly but you still have to have drainage on that field because you'll have moisture in the air in there you will have water bottles in there you will have you know otherwise it would be like spilling the water on your carpet it just soaks through the carpet goes to the padding and sits there and eventually should we

092so rough order of magnitude we think finishing out so if we said tonight if we said you know 2.543 or whatever the numbers add up to be what do we think the rest is if you're putting your best guess forward it'll take another 2 million that's my best guess that's a lot bigger number than I thought you were gonna say you said you said a dollar square foot for operational does is that going to include the cost of the labor that we're going to have to have we're obviously going to have custodians to clean up stuff and we're going to have to does that include that okay yeah because you're not going to need a full-time customer no but I mean it's going to take time I mean it's not right like I doubt we're

093gonna be able to get the volunteers to come in and do it well I hope I hope the coaches suppress their athletes to take care of their house that's what I hope happens so that the custodians just have to go in and clean the bathrooms yeah and things but the rest of it should be organized I see how those kids take care of my house so I don't understand I understand can someone finish work be completed by either CTC or our maintenance sure I mean there's like I said there are different ways to scan this cat um the fastest way to get it done obviously is divided out as quick as we can but if we want to you know save money then we have you know we have our staff and and CTC and

094you know we may even hire maintenance one maintenance guy to go in there and start just working on this you know for X number of dollars a year and that's something that can be figured out after this bro because this is just essentially the getting going I mean I kind of feel like this is like if I tell my husband I want to redo my kitchen let's tear it all out and and I mean like right obviously you have to then do something with it so if he says well we don't have the money right now to put in the new cab and say well that's okay let's just tear them out I'm a little concerned about it I think the district's in a good spot and you know for us to to not get

095our coaches and staff what they need especially for how much this is going to do for us in the future is a mistake especially to kind of use a momentum of what we had going on at a district level now with Tyson and our elementary schools and knowing that they'll use this as well um to me it's it's worth it so you know we can keep talking bad but I'll go and make the motion to approve the construction of the athletic complex on the Central High School campus at the cost not to exceed and edited that to 2.6 million foreign I'll tell you I'm all for athletics I want to understand the other two million bucks more before I'll vote for this I mean I want to touch base too though going back to you

096I think Jared touched on this as far as if you want to use the analogy of ripping out the kitchen when the high school was built 20 something years ago the kitchen was ripped out yeah and the cabinets never got put in right because we don't have the locker rooms that were in that initial plan at that time so now that we are in a position financially today we can fulfill what we initially had planned when the high school was built that's why we're having this discussion so now the cabinets are getting put in because we have the uh means to do so unless it's probably not a good analogy because I get what you're coming from but the kitchen's already been ripped out yeah and we've already added the additional win we've already done

097softball I mean let's not make the same mistake twice and let this slot do I mean Miss sheller sorry to call you cold but having this space what kind of impact do you feel that would have at the high school sorry about adding the locker rooms and the space I mean is there and then brought in the other Athletics I think I think it's board trash um but we could utilize it during the day we needed separate ready I was not here but I know they cut out a lot of the width of our hallways which cannot get back so just moving some of our students Out There Our weight working program has increased definitely we are friends have you seen it down here yeah these things these things weren't the current locker room situation

098wasn't best when I was there in 2010 when I graduated and you know we just had our alumni event for our football team that turned around a two and seven program and we had tons of alumni coming out and we had to have that at the Sportsplex you know imagine having I played football when we went to halc still imagine having everything at home court where we could do those types of events at this location so why skimp on that that leads to fundraising possibilities where it's not just budget we can't say we're gonna count on all this money from fundraising but we got a lot of momentum going yeah there probably will be some pretty big fundraising campaign to kind of help support that if somebody if we do naming rights or things like

099that you know those kinds of things might help with the cost as well and I think that support is there I think so pretty confident I mean just walking through the high school too I mean the high school locker rooms are dysfunctional at best and I just be blunt they're atrocious I mean they're awful yep yeah it's oh it is when well and for the ladies programs if they have a male coach they don't have any place to meet I mean functionally speaking huge and I mean yes 2.6 million is a lot of money that's fifty dollars a square foot I mean go build anything I mean that's honestly but it's 4.6 no but we're just talking about the show yeah but and we don't have the prices for the rest yeah but fifty dollars

100to build a shell per square foot that's ridiculous it's still a hundred dollars a square foot that's tremendously cheap for the functional that it could bring and again just beyond hey we built a football field the functionality of the entire school I mean I'm actually rounded out and make it a place that we can do things in in band yeah when it's raining outside the weather is bad I'll speak to the storage too as Michelle was talking about not only does it help our football tracking and soccer programs and getting those programs out of our high school building opens up storage and office space for all of our programs because really our I mean our coach's office situation Josh coached there he can speak to it you know it's not like any other place so

101I totally agree with that and I agree with the locker room part I guess my fear is when we I feel like we kind of delude ourselves when we say things like we're going to get a bunch of private fundraising or it's cheaper to do this than the rent the Sportsplex I guarantee it's cheaper and heck to win the sports blocks comparing to build 400 4.5 million facility you could rent it all the time and again it's going to be way more convenient and hell I'm the president booster club so I'm super supportive of our sports stuff but I look at this and think my fear is that as we're doing so much stuff we should go into this with our eyes wide open and if we're saying 50 square foot is dirt cheap and

102we're saying 100 per square foot is dirt cheap then my question is can we build it can we build it for that because we said a pool was really good it was really cost effective before I sat here and it wasn't I mean in terms of what we originally said and and I guess my fear is you know we look at this there's a lot of women I think it's awesome and I think we've got momentum with the with the intramural stuff but I think we've got to build this into a more cohesive kind of plan that lays it all out there and says hey we're about to go spend a whole we're about to get pregnant with 4.6 million dollars not 2.4 2.6 because ultimately we're not going to build a shell and not

103do anything with it like we're not going to have a concrete floor and have a bunch of people running around playing football on it actually I don't think we would um it doesn't sound very good but I mean I just worry when we when we say things like private fundraising like I don't know how much private fundraising we've done how much have we done private fundraising there's been donations already dedicated to I had people calling me before the end of the year individuals in Cape asking me how they could contribute solely to this project for their write-offs before the end of the year so there's been a lot letters given to it I mean are we talking ten thousand fifty thousand a pop two million yeah not Millions you know but there's people that are

104dedicating tens of thousands of dollars saying that they're wanting to put money towards it so I think getting the project rolling I think we would see more of that I don't know I can't estimate how much that would be um and I'm not saying that we should rely on that either right all right what else it shows their desire for this to happen too yeah I mean and to Paul's point I don't I don't know that the school district is known or any government agency is known for getting great deals on having structures built so that's that is a little concerning yeah I would definitely disagree with that statement from the standpoint that we've gone through three Bond issues and all three Bond issues not only passed with overwhelming support but the amount of money

105that we were able to spend on extra items has been phenomenal I mean our when you go from what we want to what we can get from that money has been exponentially spread out so we definitely have gotten some really good deals I mean just looking at the stadium when we start building that we went from just the stadium with metal bleachers to press boxes and the back seats and concession stands and that's all for the same amount of money that was bid out just for the stadium so that was an argument that I got you know leaving Houck is that we could rent that a whole lot cheaper but just think we would you know you'd be hard-pressed to go to the state championship twice and do what we did this year uh if

106you didn't have your own space and that's what the coaches are pleading for is we need our own space and and farmington's already built this and there's other districts around that are building these same things this is also a recruitment tool for your district and if you know and if open enrollment God forbid if it passes you're going to have to have this type of of blame or you're not going to get those students those students are going to go elsewhere so if I can make a case we got the money to do it we better move forward with it if we're not then it's off the table and we're done and we can just keep moving on and I think the perspective too is that this isn't just money in a checkbook that we

107could spend on anything this is capital funds that's only meant for buildings that's it yeah so it's one-time funds we can't take it and go buy a bunch of teachers or any other stuff like that that's not what it's allocated for so it's meant for building and you build it and it takes a year finish it and then it takes another year to raise the right funds to finish it great where we're halfway there um I mean that's forward momentum not just sitting there some of that money could be used for instance for the the new alternative school that we're you know the new Central Academy we could use that money for that we could use it other places that were as long as it's in the capital project it's just the big piece I

108know people a lot of people look at and say well why don't you buy more teachers yeah because you can't use it for that but we could certainly you know move use it for other things and and then use other free money for more teachers or teacher salary increases or better programs or I mean I I'm concerned too because we're seeing our out you know our math our algebra numbers are bad right and so like we're sitting around talking about this football stadium how great that is but in the end how many of our kids have gone to be professional football players and how many of them it's not about this it's about connecting them to the school system yeah so we're not losing our dropout okay and I'm just going to hit on that

109is we've already purchased our new math curriculum so right and I understand that but you know like I mean there are certainly lots of places where we could use money to you know besides this there's a motion out there so the amended motion is to approve the construction of the athletic complex on the Central High School campus at a cost not to exceed no it's 2.6 2.6 million dollars is the motion well no no that's why I just re-read the motion that's on the floor I'll say again I think we're going to regret this Kyle did I think we're going to regret this like I think that in my opinion I would love to see us get more information on this come back next month and make a choice that has all the cards laid

110out as much as we can because to me again like I Kyle your point on bond issues I think we'd have a lot of trouble passing a bond issue in Cape Girardeau right now based on the distaste some of the last one left in people's mouth as far as the way the pool thing had worked out and I was here and voted at the very end of that to go proceed as we had planned but it did a lot of people feel like that didn't work in the way it was sold to them as a taxpayer and I think in that sense like we've got some credibility issues in terms of how public dollars get spent and I don't mean that as a shot to anybody here because things change and don't always work out

111the way you plan them on day one a year later two years later I get that and we had a whole bunch of Consultants that gave us numbers and said this is good you can do it until they came back and said it's 2x or 3x or whatever it was more expensive to do that and they said originally and I just want to avoid that here because I think the idea of building a 2.6 million dollar show that maybe ends up not being what we want that we've approved the money for and we go forward and we kind of get incrementally more pregnant each time to get where we want to end up I think that's not a great way to do this in my opinion and so again I'm just one person but that'd

112be my thought I'd love to see more details on this personally bye and you're what are those details that you're wanting to see to make it palatable for you well I mean again I think but the two million dollar number is a big number way bigger than I thought you're going to say okay and so if if we could kind of get more details on how do we come up with that and have there been other places that have have been something out like this recently that have been able to do it for a similar number and maybe we've got somebody who's saying they think they could build a shell for 2.6 I mean I don't I don't know oh yeah we've got that's a hard number yeah hard estimate yeah when we voted on

113going with the construction manager at risk yeah to give you what you're looking at and we've already gone 20 ways to 21 higher than we were talking about it the last time we voted on this and so now I'm thinking what comes next like you know what else are we going to want to add what else are the coach is going to come to us about you know so those are concerns that's not a deal breaker for these coaches they can use it either way but I don't want to end up regretting and I understand I just I'm to Paul's point about becoming more and more pregnant with us you know like it's just we're already talking about you know an additional 20 percent more investment and you know it's going to cost 20 more

114to finish the inside when you add 20 more square foot and so the thing about it is every day goes by it doesn't get any cheaper exactly exactly and so if we have to put it off because something happens in property tax and I'm just pulling that because we talked about it tonight then it you know in three years it's even more expensive and yeah I can appreciate how we all want to be careful with the dollars that are spent that the district has but based upon um Dr glass our financial report that we have the money to do this I would feel like we could probably make the decision to go ahead and say we have the money to do all of this right now but that's a big pill to swallow and I

115feel like doing this in phases eases that pain of swallowing the biggest pillow all at once I feel like from the information I've been given that we could afford to do this right now but swallowing that pill right off the bat it's pretty tough so can we make progress and get to the finish line by going through this and faces I think we can and we have the dollars to do it sort of mass plan right there so Capital budgeting what Casey said there's five million dollars in the capital projects fund right now today and so as we look at this obviously there's a I'm sure we have a district-wide capital projects list that's kind of prioritized in order of what we would do things when money becomes available and some stuff gets kicked out

116in the future because we run out of money and it kind of gets picked up the next year and we reprioritize are there things like this are obviously amazing super nice to have but it's in it's in lieu of something else always in lieu of something else something else gets knocked off of the list because this took 2.6 or 4.6 or whatever number it goes into this year's budget do we have presumably like that's all been better than we say of the of the capital project items out there this is the highest priority item we have no I mean I can't I mean it's one of but I can't say it you know it outweighs the academy you know maybe that's the highest priority you know it's and I'm not trying to ask questions yeah

117we have various priorities within the district but our facilities are in great shape uh you know we're always going to face roof Replacements HVAC Replacements Mechanicals Aesthetics those types of things uh so it never ends right but you know we usually run Bond issues for those types of things right and the last time we ran the bond well for the stadium we ran a bond issue that was coupled with all kinds of various things that that fit the needs of the various stakeholders around the district so everybody got a little the program Performing Arts Center wasn't included in that you know so that they got their share and and Athletics got their share and then every building pretty much got something got a little taste of that but we're not eligible for a bond issue

118of that that size uh for another 15 years you know we could run smaller ones but that's that's just going to take care of your deferred maintenance you know the the just what I just have done list down for you but to run a sizable bond issue that that really builds these these types of things that's an investment within your uh your programs you know that's going to take 10 15 years to get to that point add this to it um there's ways to get additional fines into the capital projects fund without using the five million dollars if we did it like in phases the board would have to you can't build a balance and fund for like you really have to put revenues in to cover your expenses but um and we've done it

119before the board can approve a resolution to move money from the general fund that specifically earmarked for that project and they could do it you know for three years like a million a year when that kind of comes back to Veronica's Point not speaking of her but like kind of a fun moving money among funds is kind of choices that we make anyway until like no money magically appears in the capital projects one we put it there and so instead of going to teachers it goes to something that's capital project and so um which I have to be careful when you say it goes to teachers because those are ongoing sure sure and I'm not suggesting we're debating between building facilities and having teachers and so but I think we earmark money to the things

120that we want to go support as a district and then we go support those things but no I mean I don't know if your comment makes me more nervous or less nervous when you say we we don't have money to do a really a significant bond issue we don't have the ability to do a capacity well no tax right we've got ability to pass a tax bond issue I would never recommend that right you know we want to keep the tax rate at 4.1567 yeah we made a promise about doing that yes okay yeah and so I I won't be the one to recommend that yeah no it's here I don't know I I personally I feel like I'd like to see more details on this honestly because I feel like tonight to Veronica's earlier

121comment you know you we went from 2.1 million to 2.6 million to 4.6 million like just now like in the last 40 minutes and so that isn't a 21 increase in price that's a more than 100 increase in price I know we're not saying we're approving the whole 4.6 right I mean again but we are right you're effectively saying you're going to do it I mean we're conjecturing how much it's going to cost we have no idea right because it could be an end up being it could be end up being 4.2 million it couldn't end up being 6.2 million I mean we're we're guesstimating hopefully a very educated guesstimate well the other option the other option here is you know yeah I can get you under way under budget we just built the locker

122room facility and forget the the indoor turf that's really what the coaches want in the beginning they want their own home but you know I thought while we were building it let's go for the the big thing and just like Farmington built and like I said other districts are are there um so you can eliminate that and probably add it on pretty easily afterwards uh and just build the locker rooms and we can certainly get that under 2 million and then what will the cost be then you know we could always play that game you know so we can add the show later and what's the cost of the show oh I wish we would have done that 2.6 you know so we can all play that game but we already kicked this responsibly down

123the curve before so now if it's time in the district's going to get spot let's not do that again so we need a vote any other comments all right so all those in favor of the motion to approve the construction of the Athletic Complex on Central High School campus at a cost not to exceed 2.6 million dollars all those in favor indicate by saying aye aye company most likely most likely if we're having AIDS all right so the motion is to make a roll call vote to she wants the motion to you don't have to have a motion for a roll call vote I can call for one I have to have a motion for it okay we'll do a roll call yes no no yes yes yes let the record reflect that there were

124and two notes okay so there's a roll call some humor and now anywhere just want to make sure I get it wrong all right is there any other information or proposals from any of the board members if not I'll entertain a motion to adjourned second all those in favor all right we are
