001for the session tonight at 7:00. Second. All those in favor? Before we continue, please join us in the Pledge of Allegiance. to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. And before we continue, we're going to turn it directly over to Dr. Iverson for a short superintendent Yes. This evening is our [snorts] April board meeting where we will be swearing in our new Board of Education. And I know Mrs. Stevo will be joining us >> [cough and clears throat] >> and our incumbent and also Mr. Stevenson. And then going through the reorganization process. But before that, I want to take a moment for us to pause and recognize a long-time board member who served

002with us for a long time. Mrs. Petrie, if you could come up here for a moment. This evening marks the final board service. Oops. >> [laughter] >> Cat's out of the bag. So what happened? Come on up here, Mrs. Petrie. >> [clears throat] >> Right in the center. Okay. You ready? >> [snorts] >> This evening marks the final board service for Mrs. Beth Petrie. It is our honor to recognize and thank her for 12 years of dedicated service to the Hillsboro R-3 School District, during which she has served four terms since 2014. From the very beginning, Mrs. >> [cough] >> Petrie has been a passionate advocate for the students and families of our district. Her [snorts] tenure spans a period of tremendous challenge, growth, progress, and change. Throughout her service, Beth [snorts] has made a

003lasting impact on the people around her. Diane Skaggs shares, "Beth was one of the first board members that I met at Hillsboro. Beth's commitment to excellence and support [snorts] for the students and staff was obvious. Beth is an example of what board members can be. I hope to be half the board member she was." Betsy Noack reflected, "Beth has been like an older sister to me. >> Oh, yeah, I am older. She's always taking an interest in me about my mom and about my well-being. I appreciated our chats over the years and our texts just checking in to see how I'm doing. She drops into my office on a regular basis just to chat and ask for an update on me and my life. I absolutely [snorts] love that she reaches out to me since

004I'm not the most extroverted person in the world." Stephanie Cage shares, "It has been a pleasure serving alongside Beth these past few years on the board. She has been a wonderful mentor, always willing to listen and walk through any questions I have had as I grew into my role as a board member. I will miss sitting next to her and gently reminding her when it was her turn to answer during roll call." Play ball. Her passion for education is evident and she has been an incredible asset to the Hillsboro District. John Lindhorst said, "Early in my tenure on the board, Beth was instrumental in helping me understand the culture of the Hillsboro board. Her passion for students and community is immeasurable and she should look back on her service as a time marked by transformation,

005aspiration, and meaningful accomplishment." Unquote. Mrs. Petrie's leadership has been especially impactful in career and technical education, early childhood, and in strengthening board governance and trust. She provided steady leadership, guidance, and mentorship, helping shape a board grounded in principles >> [laughter] >> Now, that was fun. and leading by example through every circumstance. As a former educator, she consistently championed both students and staff, always advocating for expanded opportunities and support. Many will remember her proudly wearing her green retiree jacket from the unnamed district to our south to board workshops or stopping by central office. During her time on the board, the district experienced significant transformation. She served during the sale of Highway A property, which made possible the purchase of Royal Ridge property in 2019. She helped guide the district through the challenges of the pandemic. She

006played a key role in a major bond issue that funded new secure entrances and classrooms across the junior high, elementary, and primary schools, as well as the addition of the special education center. Her tenure also included major property developments that positioned the district for a long-term success. These include the purchase of Diane Hall property, now home to the administrative building, the sale of Ridgewood property in 2024, and the transformation of the former Local Daddy building into the Learning Center, which supported the launch of the early childhood program in the fall of 2025. Mrs. Petrie supported efforts to improve educator compensation [snorts] while helping the district lower its overall tax rate and significantly reduce its debt from $29 million in 2019 to approximately $1.2 million in 2026. During her time on the board, the district also

007received [snorts] four governance awards from the Missouri School Boards Association, reflecting strong leadership and high governance standards. Mrs. Petrie's legacy is one of service, leadership, mentorship, and a deep commitment to the Hillsboro community. Beth, on behalf of the Board of Education, our staff, students, and community, thank you. Thank you for your service, your leadership, and your unwavering commitment to the Hillsboro R-3 School District. We wish you all the best in the years ahead. >> [applause] [applause] >> I was supposed to have the plaque. Can [laughter] you believe that? Now, you get to stand up here for a picture. Who's taking the picture, Todd? I'll go ahead and take one for you. By yourself? By myself? >> [laughter] >> Okay. You ready? One, two, three. One, two, three. Want to get this one? Ready? One, two,

008three. One, two, three. Thank you. >> [applause] >> Okay. I signed up to speak as an ordinary person. >> [laughter] >> Do you want me to wait? >> [clears throat] >> Share with us your thoughts. Well, oh, yeah, get the box, too. I wanted to thank all of you because, you know, once you're a teacher, education is here. And this has been 12 years of learning and it really has been awesome. And I know many of you've heard me say this, I taught high school and I never applied for a job at Hillsboro because I didn't want my kids to be teachers' kids because I know that's tough. And I did finish out my career at De Soto. And yeah, I get wrapped up about the jacket. But when I was a teacher at De

009Soto, my kids were at Hillsboro and when De Soto Hillsboro played each other, I always won. Either my kid my students were winning or my kids were winning. But I didn't really become a Hawk in my heart until I did this gig. And when I see those yellow buses roll, it's like, "Wow, look at them all come down 21." I mean, you know, it This is fun. You guys are awesome. Thank you. Thank you for giving me the opportunity to do this. I'm just AN ORDINARY CITIZEN. [applause] TAKE CARE OF SOME OTHER >> [cough] >> BUSINESS TONIGHT. >> [clears throat] >> TURN IT over to you for our next item on the list, which is our new board member and our returning board members will take their oath of office. So, I'll turn that over

010to Mrs. >> [clears throat] >> I think we usually do the one in front of you. Pick it up off the table. Where would you like it? You want to do it right there? Yeah. You can go ahead and go up there, yeah. We're trying to memorize it instead of reading it. You want me to say the words like that? >> I I guess >> [clears throat] >> I will swear you in after I do solemnly swear that I will support the Constitution of the United States of America. I do solemnly swear that I will support the Constitution of the United States of America. And the Constitution of the state of Missouri and that I will faithfully and impartially discharge the duties of school director And the Constitution of the state of Missouri and that

011I will faithfully and impartially discharge the duties of school director in and for the school district R-3, County of Jefferson, State of Missouri to the best of my ability according to law, so help me God. in and for the school district R-3, County of Jefferson, State of Missouri to the best of my ability according to law, so help me God. Okay, and then you each have a piece of paper to sign and the president will sign and myself. Mrs. Tibow, welcome aboard. Thank you. I'm excited. All right, we also have the reorganization of the board meeting [clears throat] and so during the next item on our agenda, Dr. Isaacson will assume the duties as temporary chairperson for the election of [snorts] the board president. All right. So, I will call for a nomination for an

012from the board to nominate an individual to serve as board president. I will call for three nominations, call three times, and nominations that we have that and then we will uh vote. So, I will call for the first time. Are there any nominations for an individual to serve in the office of president? I nominate John Winhorst. So, Mrs. Winhorst Yeah. I would nominate Mr. Winhorst. All right. >> [clears throat] >> Any other nominations for board president? Third time, any nominations? Hearing none, I'll close the nominations. I'll entertain a motion for that nomination cease and that John Winhorst be elected president by acclamation. Motion. Second. Motion provided by Ms. Cage. Second. Mrs. Ousley. Mrs. Ousley. All those in favor? Opposed? Motion carries. Congratulations. Thank you. Next item of business is the election of the vice president.

013So, similarly I will call three times for a nomination. First nomination, is there any nominations [snorts] I nominate Mrs. Ousley. for vice president. Second. A nomination for Mrs. Ousley. Sounded like a second nomination for Mrs. Ousley. All right, I'll ask a third time. Are there any other nominations for the vice president position? I nominate I'll ask for a motion that nomination cease and that Mrs. Ousley be elected vice president by acclamation. Do you hear a motion? Motion. Second. I second. All those in favor? Any opposed? Any abstentions? Congratulations. Okay, our next item of business is the election of the board treasurer. Is there a Do I hear a nomination for the position of board treasurer? I nominate Eric Stevenson. Do we hear a second nomination for position of board treasurer? I nominate Diane Skaggs. Third

014nomination for treasurer. Two on the floor. Okay. So, I will ask first as it is tradition to go through this process. Uh motion that nominations cease. Do I have a motion that nominations cease at this time? Motion. Do I hear a second of nomination? Second. >> [cough] >> All those in favor of cease the nominations? All those in favor of the approval of Mr. Eric Stevenson as treasurer? And all those in favor of the approval of Ms. Diane Skaggs as treasurer? All right. So, by acclamation, Mrs. Diane Skaggs >> [snorts] >> will be the treasurer of the school board for the coming term. I I vote now. Five to Okay. All right. So, next item on our agenda is Oh, we don't have seven. I'm sorry. Five Four to two. I apologize. Four to two.

015Uh next is the resolution to continue with Sorry, not to continue with bank signatures, but to move to a new set of bank signatures. Do I have a motion to adopt a resolution to current to continue with current bank signatures and address the new bank signature cards with the with the new treasurer. Motion. Any questions on this? Second. We actually put Diane Skaggs as the name of We can amend and amend that. Do I have a motion to adopt a resolution to continue with myself as the new signature and Mrs. Diane Skaggs as treasurer on our signature cards for the bank account. Do I have a motion for that? Motion. Second. Any questions? Sorry. All those in favor? Any opposed? That motion carries. All right. I just need Okay, now onto the nominations for secretary.

016Do I have Do I hear a nomination for secretary to the R-3 board? Betsy Noack. Yes. Do I hear a any a second nomination? >> Second. Any any other nominations for the secretary? Do I have a motion that nomination cease and that Mrs. Betsy Noack be elected board of education secretary and custodian of records by acclamation? Motion. Second. All those in [clears throat] favor? Any opposed? Motion carries. Congratulations. All right, onto our regular business for this evening. Uh next is our consent agenda. Do I have a motion to approve items on the consent agenda as presented? Motion. Second. All right, any questions comments on tonight's consent agenda? >> [clears throat] [snorts] >> Any concerns there? All right. Hearing none, all those in favor of approval? Any opposed? Motion carries. All right, and now we'll turn

017it back over to Dr. Isaacson for tonight's superintendent's report. >> [clears throat] >> All right, thank you. A few items this >> [cough] >> evening is one to recognize our district teacher and support staff of the year recipients. We will have them join us probably at our next meeting, [clears throat] but we just informed them of this and so I can give them proper time to make arrangements. So, we're proud [snorts] to recognize Ms. Mrs. Ashley McDowell, she's a junior high teacher as teacher of the year and Justin Lawson, works in our maintenance department as an HVAC tech as our district support staff person of the year. And so, Justin's actually the first member of our maintenance department since we started this in 2014-15 to win the district support staff of the year. So, congratulations

018to both of them and again, I will invite them to come to the next board meeting. Um just in the last week or so, wanted to highlight we had some of our students go up to Concrete Strategies and if you recall, we have a partnership with Concrete Strategies. They have donated [clears throat] a bunch of Milwaukee tools [snorts] I guess a year or two ago and they our students went up to their offices and could earn their OSHA 10-hour certification trainings. And so, they're ready to go into the workforce and just having that in their pocket is a big deal to hit the job running. It's a certification that they can have and so, um it's a great partnership that we have with Concrete Strategies and something that's unique to us, but I will tell

019you that I've been using with Concrete Strategies and they're have had such a good relationship with us and our kids, they'd like to expand uh that and working and actually I have reached out to Jefferson College. I actually did that Sunday. I emailed last evening, sent an email to some of their staff uh as a means to get in touch with some of the other high school students in the ATS as well as just Jefferson College post the school students, working through the apprenticeship program in there. So, excited for where that's going to lead, not just for Hillsborough, but for the county and for our region. Um a few items on the legislative and state budget items. By the time we meet with our next regular meeting, the legislative session will be over. But, between

020now and then, I'm sure there's going to be a flurry just a bunch of activity. Some things, if you've been paying attention last night after midnight, the Senate passed a bill that would eliminate income tax in Missouri. That's going back to the house now, cuz they've had some substitutions, but that is moving. But, it'll be I haven't read up on all the details. They just basically approved it and said future legislators will work it out. Um kind of interesting that. Um in regards to things impacting the district explicitly right now is the in this year's budget is the house relies uh on $139 million in overstated what they call the syntax, which is the lottery, casinos, uh that are not appearing. That's coming in under budget. And so, the foundation formula faces a massive shortfall.

021But, there's $190 million in sales tax, which is a Prop C carryover funds that the house has not spent. MASS uh has been pushing for the Senate to appropriate those funds when they start talking about it over the next 2 weeks. So, we'll see what occurs there. Um property tax legislation, that's um still there, even though we just had the approval a couple weeks ago, the Senate Bill 3 legislation. Uh but, they're trying to come up with more. And this these particular bills, SGR 111, would actually restrict debt service levies. As currently um whenever we have a reassessment on your tax bill, is you have the operating fund and debt service. Is our operating funds is if assessed valuation goes up more than uh the consumer price index, the Hancock Amendment, >> [clears throat] >>

022if you communities heard about that, the district rolls back our levy. That's intended there to protect taxpayers from having this huge windfall of taxes they have to pay. But, debt service has never been attached to that. That's because debt service is similar to you got a mortgage, you got a house loan. So, as your income goes up, they've they've always attached, since you have that fixed house loan payment, they have not attached that to the Hancock Amendment. And they're looking to restrict debt service levies, where that would then have to be rolled up. Which is going to be a problem for those districts that have a large debt service levy and a lot of general obligation debt service. Debt is they're going to have to get into their operating funds to assist or lower the

023amount that they're actually paying in. And so, I've actually communicated with uh legislators in the city is because what we've done as a district, you would not be able to do it anyway. And what I mean by that is 2019, the district got $27 million in general obligation debt. We're down to 1.2 approximately at the end of this fiscal year. Um and Miss White said that we're going to pay it off next year before you retire. I said, "Sure. Let's do that." So, at the end of next year, our general obligation bond debt will be paid off. We'll have a balance of zero. But, that's because we took that money that we're getting and paid off our debt, saving taxpayers millions of dollars in interest. Is by not being able to by having that subject

024to the Hancock Amendment, it truly will turn I'll go back to the house analogy, that 30-year mortgage becomes a 30-year mortgage. You're going to pay the full length of time on that without the ability to save taxpayer [snorts] dollars by paying it off early. Um so, it's just I've had some deep conversations with senators and our representatives about that. Not just Jefferson County and local ones, but even at the state level, the chair of those committees. So, we'll see how that comes out. I went into a a deep dive there on that, more to talk about in the future. Regarding Senate Bill 3 property tax freeze approval, there's an article in the newspaper today on that in the Leader. There's actually three different versions of the same article. So, I encourage you to read the

025Jefferson County one. It's actually a longer version of that that expands on my quotes kind of in the Arnold version. And then, the West County Leader uh has got a different version cuz of their ad space and such. But, you can get um it's a good explanation of that. I don't know the final impact. That remains to be seen. I do know that it will be significant. Um I talked about the debt service portion of this and where we're going to sit. I've been looking at this with our team and going through as we go through the budget process and all of that. Um so, we're going to see how this kind of as we plan for the future. And as I said in the newspaper, the question is when do you start making adjustments?

026Because uh the public and the voters approved this that the tax rates are now frozen at rates. With the analogy like it's similar to like your house income. If you froze your pay, everyone's pay at 2024, what is it like in 2030? You go to buy a car and gas and just in that amount of time in 2026, and gas prices are $5 a gallon. We're going to we're feeling the impact of that just as home owners as well. So, working through how that impacts how we budget and how we prepare for for budgets, cuz I also don't necessarily think it's prudent to just keep doing what we've always been doing until that day comes. But, it's still in the courts. So, you don't want to have a bunch of significant changes and then everything

027changes. What I can and I sent the email to the >> [snorts] >> the district is there's not going to be staffing uh changes, cuts, or anything like that. But, there's uh I want to reassure everyone on that. We're going We normally go through and evaluate every position uh since 2016. We're going to continue to do what we've been doing and being fiduciary and being responsible uh in that, but nothing significant uh that the community would necessarily uh I think feel like even next year. Uh one of the things, our tax rate is $3.67. I do anticipate it going down again next year uh for another reduction. Um that's significant because in the 24-25 school year, at $3.73, and I did some research on this, in the St. Louis metro region, Jefferson County, St. Louis

028County, St. Charles, Franklin, and Ste. Genevieve County, we're the 46th lowest tax rate out of 49 districts. The only school districts with a lower tax rate are Ladue, Ste. Genevieve, and St. Clair. Um and at the 367, there's only one lower than us. If nobody else changed, I don't have it, we'll be Ste. Genevieve. And that's in the entire St. Louis region and in our state as well. So, kudos to the Board of Education and the district and our finance team for just we've been doing the right things. I firmly believe that and it's proven in our debt and our tax rate, um which makes things challenging, but we'll work through it. But, we're also in a place um as we have that debt paid off, it's a huge for our community. So, we'll see

029uh what transpires over the next 2 months and years. With that, and there'll be more information to come. Five years in a row has our tax rate gone down? Six, I believe. Six years. That's substantial. All right. Any questions on the superintendent's report? I'll turn it over to Dr. Leroux for an update on the architecture, engineering, and >> [cough] >> facilities master plan. Yes, so this fall, our facilities committee began discussion discussion discussion >> [clears throat] >> of looking at an outside firm for potential facility assessments. It also assists with um assists with the bird maintenance and planning, which aligns with our strategic planning goal 4.3A, developing a long-range facility plan. As Dr. Dr. just mentioned, uh property freezes and other legislative items that may coming down. We want to make sure we're fiscally responsible

030and make sure our facilities are sustained for the future. Recently, the community has shown interest in facility other facility improvements such as safety and security, athletic service upgrades, and so we kind of added that all in together with some of the deferred maintenance and site assessments and created an RFQ. That RFQ for those firms went out on March 9th. We closed the RFQ date due date on April 9th, so they had a month. In that month time, we received 11 proposals. Uh in alphabetical order, those proposals were Arch Images, Basinger Architects, BLDD Architects, Bond Architects, Gorman [snorts] Clark Architecture Engineering Construction, Denovo Construction Solutions, FGM Architects, Owner Architects, HTK Architects, Insight Design Studios, and then Paragon Architects. I made blue asterisks. Those um there was not a mandatory uh site visit. You could schedule one

031with Ray and myself and the ones with the blue asterisks [clears throat] um I'd like to note did attend an on-campus site review. And a meeting with Ray and I. Um just acknowledge the facilities committee who's been kindly in the groundwork the last 12 months um through this process. In the coming weeks, uh we'll have a subcommittee of our facility committee um we'll review those 11 proposals. We'll score them out on a rubric. The top three uh we'll then do a formal interview process with a recommendation to the Board of Education in May on the top candidate that uh we're going to selected. Uh and I'll reiterate that timeline. Weeks uh in the coming weeks, April 20th and 27th, we'll go through the review uh review process. We'll narrow down to uh three firms. May

03211th and 15th, we'll interview the top three firms. And then May 28th, we'll have a vote final recommendation for the Board of Education. Um so right now we're just in the evaluation phase. That just closed last week and then we'll uh hopefully select a we'll select a firm that can kind of give us a vision and guidance through uh facilities. Any questions? All right. Appreciate the update. Thank you. All right. Turning back over to Dr. Isaacson for the presentation of our district financial report. All right. So, jumping into this, uh go like two slides up. The first uh that's the same as I sent them up. Nothing has changed there. It's the beginning balances. Uh um So, through March, we've received 81 uh .48% of our revenue uh that we anticipated for the year. Uh

033which equates to 43.7 million. And we've spent 47 or it's 47 67% of that, about 40 million dollars. Our net position is uh 3.27 million dollars to the uh good. Now, I have the asterisks there because for future years when there's a comparison which goes into the next uh two slides later, that includes the HVAC funds as revenue which we'll talk about in a minute. And so, as we show the 3. uh 2 million dollars in surplus, at the beginning of the year, our budget amount was uh a net projected amount of -6.6 million cuz we had the capital projects coming out of the capital funds that we had uh budgeted for over there. On a three-year comparison, um on our next slide, cuz this is important to kind of look at uh year over

034year see if there's any abnormalities and such or differences is you can see that our revenue is up significantly from the 45 to the uh 53 million. A large part of that is due to the HVAC funds um on the budgeted side and our expenditures similarly with that capital projects uh is why that is more significant than in prior years. Uh and that shows our net position. Our local uh or excuse me, our revenue source breakdown uh on this chart here, you'll see FY24, 25, and then this uh school year. And so, our local revenue's up about uh two and a half three million dollars. Uh county revenue has actually decreased a little bit over previous years. Uh state revenue is basically uh the same at this point. Federal revenue has decreased uh as we

035anticipated especially coming from FY24, we're still some of the COVID ESSER uh funds there. The other um includes that for us at 4.6 million is again that HVAC uh is a large portion of that. So, when you compare that versus 52,000 in FY24 and 289,000. Um So, the total revenue I have listed there and then the the line on the bottom is total revenue without that uh line of 5600 cuz it's more of an apples to apples year over year comparison uh for this year and then for the board and then forward. Um Three-year comparison as far as expenditures, things are fairly uh consistent year over year. I do want to point to the debt service cuz that uh there's a big swing there when you look at it cuz FY actually have the chart

036going back the other way. So, when you look there, in FY24, we paid 4.1 million dollars towards our debt. Last year it was 10.6. Um and then 2.4 as we pay down our uh debt. And so, like next year, we'll probably be a little bit over that a million, too. So, um you can see there probably almost 16 million dollars uh paid off on our debt service towards that over the last three years. So, uh um Um FY25 to FY26, um excited to uh report that we've had 829,000 in investment earnings. Uh that's huge especially when you and when we look back even four or five years ago, it was not that just from how we've went through and working with our partners on investing cuz that's uh goes a long way to helping out

037the things that we do in the district. And so, running um similar to last year but still less as interest rates have come down. So, it's not [snorts] quite as not quite as well on the on the the total amount. Um next slide is we're going to go into uh the budget amendments. So, we'll transition from where we are at March. The next few slides are going to be our fourth budget amendment recapitulation. As we go through uh the budget year, as we're actually working on FY27 27's budget which starts July 1st which the board will excuse me, approve in June. But, we always want to have our budget be as accurate as possible at all times through the year. Uh one of our strategic plan goals is to have it within 5% of actual.

038And so, that's why we come back before you this evening with an amendment updating uh our budget with better actual numbers based on where we're at now. So, on your >> [clears throat] >> uh some things that have changed I'd like to run [snorts] through. Do we have slides, sir? Um local revenue decrease. Now that we've known [snorts] that amount, that's a decrease of 117,000 dollars uh that reflects the reduction due to the uh senior tax credit. Our basic formula revenue uh is being reduced by 60,000. We received word that the uh state adequacy target in my superintendent report, I talked about the budget [snorts] appropriations not coming in. I talked about the syntax money and such. So, what that reflects there is the legislature actually decreased the amount that they're going to send each

039school this year from what they said they were going to get uh previously last [snorts] summer. So, that's been adjusted to 6900 and the number that we're hearing for next school year is 6700. 6700. Right at 6700. [snorts] So, another reduction for next school year. So, we're figuring that in in the planning of next year's budget. Classroom trust fund uh is coming in at $220,000 less than anticipated and the high need revenue is $65,000 less than anticipated. So, pretty significant numbers there as far as revenue not being what we anticipated at the beginning of the budget year. Early childhood special education funding is actually $56,000 more than we anticipated. And the sale of school buses resulted in $11,000 more than originally we had budgeted that in we didn't necessarily anticipate that. On the expenditures our

040ala carte program with the food service budget [snorts] reflected reduced reflect the amount we had $100,000 in that budget but as Ms. White was going through there had been no expenditures when we had transitioned from being our own food service >> [snorts] >> that it just lined up out there is that's not how we work with Synexel. So, we brought that back into the budget. Technology and building supplies increase of $193,000. We've moved up our Chromebook replacement cycle and we're trying to get it in before the end of the fiscal year because of a reduction [clears throat] in cost of around $85,000. Verify that. Our high school utilities increased 16,000 due to water and sewer usage. We had a leak or athletic facility by the baseball field the concession stand there that accounts for a

041significant portion of that. Athletic ground supplies increased of 22,000 reflecting the dirt uh some of on the baseball field to get that for safety so they could play for this school year. In our area vocational school enrollment was lower than anticipated so that's a reduction of $107,000 anticipated expenses. On our facility and capital projects some final change orders orders are $40,584 more than originally previously budgeted in the Leon Hall turn lane and sidewalk [snorts] some items that we won the district share with the city of Hillsborough. We had planned for that to be in FY '27.
