for the pledge. I pledge allegiance to the flag of the United States of America. And to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you all. First order of business this evening is the approval of the consent agenda. In the consent agenda, we have an MOU with the University of Missouri field experience and student teaching internship, a contract with MSDC, resolution for conveyance of the Eastwood property to the city of Marshall, which has been in the works for quite a while, transportation admin assistant job description. This is a position that through attrition is going to be changed and is not an added position, but one that is going to be restructured. T-Mobile contract and a city land exchange. So moved. Second. It's been moved and

seconded. Are there any questions about any of those items? Most have been lingering for a while. All those in favor, please say I. I. >> [clears throat] >> Any nays? Any abstaining or recused? Next, I need a search for approval of the financials. Our total bills for this month were $2,743,109.34. And of course, the financial reports that back those for expenditures and receipts. So moved. Second. I'll second. And I can I shout You can always talk, sir. Yes, sir. I want to shout out kudos to Grace and Jennifer. If you go through these uh the income and expense things, they did a [snorts] really good job of explaining what each one was for, what they bought with each expense, and what the income where it came from and so forth. They did an excellent job.

It's probably the best one I've seen since I've been on the board. And my kudos to those two gals. I do agree the financials have been getting easier to read almost every month. That's why I I think probably that's at some urging of you, Jack, because they want to make sure you have very few questions. >> [laughter] >> I was going to ask how much extra hours they had to work just to make you >> [laughter] >> It has been a moved and seconded and commented upon. All those in favor, please say I. I. Any opposed? Abstaining or need to recuse due to payments? Uh next, we need to approve the minutes from the March 10th, 2026 meeting as were in your packets. So moved. Moved by Mr. Carroll and seconded Mrs. Green. Anyone have

any corrections or additions that they noticed? Seeing none, all those in favor, please say I. Any opposed? Or abstaining? Uh next, we will adopt the agenda for the remainder of the meeting [clears throat] as presented. So moved. Second. No, sir. It's been moved and seconded. All those in favor, please say I. I. Any opposed? >> [clears throat] >> At this time, I'll turn the meeting over to Mr. Pettit as this is our reorganization meeting for April after our April election and certification of election. There were no um there is a there was no need for an election. There is one new board member which will take office after uh this time and I'll turn it over to Mr. Pettit. All right. So, once a year for about 2 minutes, I get to do this. I

I'm always very excited. The uh before we start with the the reorganization of the board, I want to make note of two things. One, that after we get done uh with our motions to elect and appoint everyone into their positions, I'd like to take a quick picture just out here in front of the owl um of our swearing in of our three members that will swear back in tonight or swear in for the first time as they join us. And then I would also like to ask uh Mrs. Green to stick around and I'd like to get a picture with her in the same area real quick and then we'll transition into the rest of the meeting if that's okay. Uh additionally, Ashley Norman has been training with us um specifically with Mrs. Reno. And

uh due to unforeseen circumstances, she couldn't actually be here tonight. So, we'll be appointing her effective May the 1st. Since she isn't physically present, should you choose to appoint her, due to lack of other options, I think you probably will. So, we're going to start right there with election of officers. And I would ask for a motion to appoint someone to the secretary to the board position, please. Any motions to appoint someone like Ashley Norman? Yes. [laughter] I was going to say I would uh appoint Ashley Norman as secretary to the it's been seconded by a variety of votes or motioned by a variety, whichever order you want I'm going to go with a motion by Harry Carroll for appointing Ashley Norman effective May 1st, second with Brian Jakes. Uh all in favor, say I.

I. Opposed, same sign. Anyone abstaining? Okay. Next, before I turn it over, we need to motion to nominate someone for board president. I'm going to I nominate Brian Jakes. Matt Smith makes a motion to nominate Brian Jakes. Do I have a second? I'll second. Any discussion? Call the question. All in favor, say I. I. Opposed, same sign. Seeing none, that motion passes. Mr. Jakes, if you will please take over the appointment of the rest of the board as president. Well, thank you. Entering my sixth year doing this job, so hopefully I will transition to someone else. So, I'll work really hard on training somebody this year. So, uh moving on to the vice president position, uh we will open the floor up for nominations for vice president then moving forward. I'll nominate Matt Smith. Second.

It's been moved for Mr. Smith and seconded as well. Uh motioned by Mr. Carroll and seconded by Mr. Lenz. All those in favor or sorry, I guess I should ask are there any more nominations before I call for that? Hearing none, all those in favor? I. Any opposed? Abstaining or recusing? I'll probably abstain. I was going to say I abstained from the last one just for the sake of the minutes as well. And at this time, um we probably should recognize Mrs. Green and reorganize with the newest board members. So, if it's all right with everyone else, we'll pause at this time and swear in the two candidates from the last election and the next and the Andre Sinnard who's going to be joining us as the third um as well. So, and then we'll

also recognize Mrs. Green leaving the board this time as well. So, if I can get the two members that are currently on the board up to the front, Mr. Smith being one, Mr. Innard being new coming to us, and Mr. Lenz. >> [clears throat] [snorts] [laughter] >> That looks so official. It does, doesn't it? It does, doesn't it? Call my name out. You might ask for the name tag. >> [snorts] [laughter] >> Need to sign that and get it back to you. Thank you very much. >> I just want to say thank you to the board for allowing me to serve with them. Um I can say without a doubt that these people that you see before you that you voted for your board are some they they they work with integrity and they're and

they really all have the same directive. They want what's best for Marshall Public Schools. Um none of them have any I mean none of their own agendas. They just really come to be working for the public schools. Um thank you for voting me in 3 years ago and I know you're going to do a great job. I appreciate you all. Thank you. Thank you. Thank you, Amy. >> [applause] >> I'm going to miss you. Now at this time we'll resume the appointments to the board. At this time I will seek if nominations for the office of treasurer. I'll nominate Jack Lenz. I will second Mr. Lenz. Are there no other nominations? All those in favor of Mr. Lenz as treasurer for the board of education, please say I. I. Any opposed? Or abstained? Jack, do

you do vote for ourselves down there for the sake of the minutes? Jack, did you vote for yourself for the sake of the minutes, sir? Abstain. All right. >> [laughter] >> So what you do in a municipal election, isn't it? So all right. I believe that should conclude our position. Oh, the delegates to the MSBA. So delegate and alternate as well. So seeking nominations for a delegate for to MSBA from the Marshall board. Has it been that been what who who's been doing it? Angel or Amy? Angel, I believe and Amy both were. Angel has been our delegate and I would nominate Angel to remain as our delegate to MSBA. I'll second. And You need one more? Sometimes when you're not present you get asked to do some things, so I'm going to nominate Mr.

Shepherd as well for the alternate. I'll second that as well. All those in favor as the delegate and the alternate as voted or as presented, please say I. I. >> [snorts] [clears throat] >> Anyone wish to vote nay? Do I need to abstain or can I vote for Brad? You can do You can do whatever. Oh, I guess we need a second for the alternate because I I went a little bit out of turn there. And you would second for Brad. So again, I will ask for us to vote since it has been motioned and seconded, please all those in favor, please say I. I. >> [clears throat] [snorts] >> Anyone against? All right. Thank you all. That concludes us reorganizing as a board and moving forward. Next I will come to public comment and

I know that we do have one public comment coming to us from Mr. Patrick Dewey who can approach the mic on the right side of me, left side of everyone else. Yes. Um so my name is Patrick, so I'm actually the store manager of the T-Mobile store here in town. Um I specifically wanted to come out and just kind of reintroduce us for one, but two making sure you guys know about the Friday night 5G lights, right? Have Have you guys all heard of that before or or is it like the first thing or you have no idea what it is? I have heard of it, sir, but for the sake of conversation if you'd like to briefly explain it. >> Of course. So So yes, so this is something that we as T-Mobile do

specifically in the small to rural areas of America across the nation, right? It is something that we do to help give back to our small community, specifically communities 150,000 or less, which small Marshall specifically will fall into that. So this is an opportunity for them to the school district to register for this and have a chance to win a dream million dollars basically stadium renovation makeover, all all of that. Um so with that being said, like this is something that just opened about 5 days ago for the pre-registration. So if I last I checked as of this morning, Marshall hasn't registered yet. Um so I did bring some information for you all. Um it is something that I do want and I would love to see Marshall be part of cuz I want it to

come from I'm a little selfish, I want it to come from my area. Um I really really enjoy this stuff and I really see this being beneficial to to Marshall Public Schools. Um last year alone there was I believe 450 um $5,000 winners this year. We've actually bumped that up to 1,000 $5,000 winners. So there's a few different tiers and there's a little work that has to be done on the school district's end, um specifically the registration, the promotion and and all that side of it as far as the advertising goes. Um but just for being part of it, you have a chance to win multiple weeks, multiple money. Um local winners, I'm sure we all know where Slater is. Slater actually won $5,000 last year. Um Harrisonville, they were another $5,000 winner um 2

years ago. Crest Ridge, I know we saw that kind of go all over the place, but they were another $25,000 winner. Um so it's it's in our backyard. So I definitely encourage somebody to make that nomination to be part of it. Um like I said, I do have the stuff here and I know I've spoke with a few of you guys before the meeting even started, but please if you have any questions, feel free, give me a call, send me an email, whatever it could be. Um but I hope and I really really hope that I can see Marshall be part of this and we can get the school and get the community engaged behind behind this cuz a million bucks dream stadium renovation I think would go a long way like to show why

Marshall is worth it. As far as that goes. So So Thank you, Patrick. Appreciate it. Do you have Thank you, Mr. Dewey. Yes, I've got it all here for you. Thank you for bringing it. >> [clears throat] >> So if you guys want to look at this stuff, other advertising stuff >> Okay. We'll be in touch. Thanks so much. Thank you. You said a million, you said you get a million, right? I wish it was easily a million [laughter] like Um but I definitely want to see you guys be part of it. Absolutely. We will be. Thank you for your time. >> given a chance to Yeah, thank you for taking the time. Thank you, guys. Thank you, Mr. Dewey, for bringing that uh opportunity to us and we believe Marshall's worth it as well.

So you'll be getting something from us in the mail. Sounds good. Thank you. Moving on to reports. Uh deputy superintendent report. Mr. Rinke, [snorts] if you'd like to make your way up to the podium. Thank you. And good evening, everyone. Okay. >> [clears throat] >> So I don't have a lot tonight. We got a lot on the agenda, so I'll try to keep this brief. Um a lot of the things we've been talking about for uh months. Um try not to have any surprises. We just try to try to keep on keep on chipping away at things. So I wanted to give an update on our HVAC project uh at the high school tonight. Um talk uh approval on the couple where I have three agenda items on the uh for approval tonight. Uh the

0192026-2027 food service contract, uh setting of the 2026-2027 meal prices, and approval of a bid for the Butterfield gym roofs. So we'll get into it. So the um HVAC project at the high school through Navitas, um which is our phase two. We put nine units uh on the high school. I pretty sure 99% of the town saw the crane um last week or right at spring break um in the high school parking lot. We were actually delayed a couple days, but everything went well, everything uh got set. So that project actually went very very smooth. Uh we're just about complete. They're just finishing up the final touches now. So uh couldn't be more happy. Chris Bethel did an awesome job. Uh our director of maintenance working with them and and kind of being a liaison

and and making sure they had everything they needed. So everything went very smooth. So um hopefully by the end of this week that is completely 100% wrapped up. Okay. Uh 2026-2027 MPS food service contract. Of course that we're entering uh the second year of a 5-year contract. Last year we switched food providers into Southwest. Uh I believe uh things are going very well. You know, there's always a few hiccups here and there, but uh they have done a very good job. Um so each year you do have to provide the approved the food service contract with the prices for DESE through the Department of Education their food service so that they can they also approve all of our our food service prices. So going into the second year into the five-year contract, we actually have

five years of pricing listed out. Basically each year that we're going to our prices our costs about 10 cents a lunch and 10 cents a breakfast that it it increases. So the price is there. We will be charged as a school district basically for our lunches $3.66 and for our breakfasts $2.32 for next year. So that will be on the agenda to approve. The second thing I have for an agenda price is to set our meal prices for our students and our adults. Um, this year we're not going to recommend an increase at all. We've been very fortunate I think the last four years we have not increased student meal prices the lunch prices and or the breakfast prices. So we've been able to keep stable. I think a big part of that was going

out and shopping a food company and we've had some great um you know, finance people look at some of this stuff and be able to keep that solid. We want to keep our our lunch prices as the lowest we can for our students. So we're going to recommend not to increase. So for high school will be 245, middle school 240, elementary schools 235. The one thing that will increase in in our lunch prices and our adult prices our adult prices and our adult breakfasts will increase. Our adult prices will increase by 25 cents a lunch and then our breakfast it will be a dollar 15 a lunch. And we basically those prices for the adults DESE came in and they they during our audit said we needed to raise those. So but we were able

to keep them steady for the students. Our adults will raise a little bit, but those will be the lunch prices for the 2026-2027 school year. Does anybody have any questions on that? Perfect. The last thing. Okay, the Tom Butterfield Early Childhood roof. We've been talking about roofs forever. Of course I mean there's just a lot of maintenance that Marshall Public Schools still has to do. This is one of the ones we can get knocked out. I think it was two three months ago I brought you the board showed some bids that we took in for Butterfield and Beeker. This is what we're want to do this month. Um, and of course I had said back then that the there was such a variance in bids that we got back. So I took some time and

we researched and did a lot of talking and there's still a variance in bids, but with that roof I definitely um feel that I want to recommend SIC Midwest for the for the cost of $96,428. It is a 60 mil membrane liner that they will use and then heat weld everything with the capping all the roof or the the skylights. I believe that is the best product and the best way to go. It also comes with a 20-year warranty for the district. So I'm going to recommend that tonight. Um, and then go ahead and get that project done probably as soon as summer starts. Um, and that will be a good project to get done. We will use some of our construction funds our leftover construction funds with that. Mr. Pettit of course we look

at that constantly and try to figure out how we can get the most bang for the buck with the construction funds we have left. So that will be paid out of that. Does anybody have any questions on that? No, sir. I also read in there looks like they're going to replace the guttering as well. They will. Yeah. Yeah. Yep, that is included in that bid. So. Okay, that's all I have tonight. Fairly short. Does anybody have any questions on anything? All right. Thank you very much. Thank you, Mr. Rinky. We'll now move to Mr. Pettit. I don't have a PowerPoint tonight. I'm just going to talk with you a little bit and mine's going to be brief as well. First I want to talk about the salary schedules that you all will approve tonight. We

have certified teacher salary schedules, classified staff schedules, and extra duty stipends all being approved tonight. The total cost of that salary package increase when we and that also includes insurance and benefits costs. This is an increase to our employee salary package overall of $1 million more than we spent in the current year when you combine all of that in total. The most celebratory thing I have to share tonight is as hopefully the public has all heard and I know the board is aware, but Marshall Public Schools does have a new conference home. We're now members of the MEC the Midland Empire Conference. That was officially voted on April the 9th last week and [snorts] I'm really excited for us to to have that conference home with an East-West division. It's basically the core four of

the NCMC and Chillicothe joining our division and I'm just really excited. I've had lots of worry about whether or not we would find a home. I'm thankful to Mr. Rinky and some some strong relationships that he had he had that got that conversation going and and the board's support because we kind of went on a little road tour to help accomplish that and visit with a lot of other superintendents. So that is all in place. It won't begin however is it 27-28 or 28-29? I keep getting confused, David. 27-28. 28-29 will be when we officially start. That's going to raise a question in the near future what about conference opportunities in between now and then. We have been talking in our division and with the conference and we are optimistic they're going to let us

do something on our side in our division to make sure our students have some conference opportunities. So I think that we won't miss a beat in terms of opportunities for our students. Um, the last thing I would talk about sort of budget related I had planned to get really into legislative session this month, but again there's so many things up in the air I'm kind of waiting to uh to fire when ready and we're not quite ready yet because things are changing so much in Jefferson City still, but I will speak to our tuition reimbursement which is a great opportunity we put in place. I believe this is our third school year we've done this. We budgeted $45,000. Miss Reno with her help hopefully we will share out the tuition reimbursement applications to all current

staff and allow them to start applying and I anticipate bringing those reimbursement requests to the board next month for approval. Um, budgetarily I will say this about the legislature. I don't know that we will be able to do a fourth year of tuition reimbursement the way that I look at the budget projections right now. I think that all schools are going to hurt. Their intent might be to hurt small schools the most, but Marshall is going to absolutely feel it too. So I hope we can keep doing this. I know that our staff loves it. It's helped with retention. This goes towards things like master's programs etc. They apply and you all consider it based on a criteria that we selected and and they commit to three years with the district when we give them

the tuition reimbursement. So an exciting opportunity there. Otherwise we have a lot of new business much of which has been discussed. We have a first reading of policy which we will not approve tonight. So any questions you have through new business as a board I'll be glad to answer any prices along the way, but Mr. Rinky I think hit on some of the most important money items aside from salary schedules. Does anybody have any questions about the report? And we are anxiously awaiting the release of the funding formula that's supposed to happen in December as well. So also the DESE committee that I sit on on teacher recruitment and retention was presented to the State Board of Education on April 9th as well and we will know what they adopted as far as teacher recruitment

from the recommendations of that panel and board that I sit on through the fall time of the year. Moving on to new business the first thing is the approval of the insurance renewal and minimum district paid amount. Just for information's sake it looked like around $90 was the increase per employee on the insurance contracts if I was reading that correctly. We are still continuing to fund insurance at the same rate and as Mr. Rinky excuse me, Mr. Pettit said looking forward that we're not sure how that's going to look in the future, but we are making dedicated efforts to keep salary packages and insurance in the best hands for our employees. That may not always be able to be saying the same voted true in the future, but we are making every effort to stay

at that rate now to invest in having the best personnel to teach our students and to keep our students at the highest success rate they can be. So There's about a 12% increase there and we did increase the district contribution as well. So. So if you didn't hear that at home he said it was about a 12% increase and of course we did increase the district contribution as well to cover that gap. So I need a motion to approve the insurance renewal minimum district paid amount. I'll make a motion. I'll second. It's been moved and seconded. Are there any questions about that? All those in favor, please say I. I. Any opposed? Abstain or recuse? Recusing. Next, we need to approve the extra duty salary schedule that was also included within our packet. >> [clears

throat] >> So moved. It's been moved by Mrs. Staley. Second. Seconded by Mr. Smith. Are there any questions to the stipend schedule or the salary schedule for extra duties? All those in favor, please say I. I. I. Any opposed? Abstain or recuse? Next, we need to approve the certified salary schedule. >> [clears throat] >> So moved. Second. I was going to ask you that. And no, it was combined. It was around 2% of salary, 5.3% between salary and insurance for certified employees. Um that was around 2%. I was asking Mr. Pettit for some numbers around 5.3% including salary and insurance plus the step, of course, um for years of service. All those in favor, please say I. I. Any opposed? Abstain or recuse? Next, we need [clears throat] to approve the classified salary schedule. So

moved. Second. And it has the similar parameters as well with it um as far as the uh steps movement. All those in favor, please say I. I. Any opposed? Abstain or recuse? Next, we need to approve the purchase of a shuttle or small team sports bus. This would be uh one of the more half-size buses to allow us to conserve fuel and have a um better vehicle on the road for our uh students that will be traveling to various competitions and outside the district. And that had a cost of 98,400. >> 98. 98,400 for that particular vehicle? It holds 14 passengers. So moved. Second. It's been moved by Mr. Carroll and seconded by Mr. Smith. All those in favor, please say I. I. Any abstaining or recusing? And one of the final purchases of the

evening, I guess, will be the purchase of a 2024 Blue Bird Blue Bird long bus. This will be a full-size, I believe, 40-ft bus um as well. And that price was around 115,000, I believe, for that vehicle. And that'll be for next fiscal year. Pay after July 1. And that will be paid out of our um FY27 diesel. It is gas. It is gas. Yes, it is. That's about a $5,000 savings over a new bus with diesel. And this bus does have around 30,000 miles on it from what I had saw reading the specs of the bus as well. So moved. Yes, [clears throat] I second. And it'll we will sell two buses to make room for these. Okay. Did we get a motion? I I moved it. Oh, Jack moved it. I'll second it.

It's been moved by Mr. Lenz and seconded by Mrs. Staley. And we'll catch you the next time, Mr. Carroll. I'm sure we've got more things to talk about tonight, so all those in favor, please say I. I. Any opposed? Next, we will approve our 2026-2027 food service contract renewal with Santa Fe. Second. It has been moved by Mr. Carroll. I will recognize Mr. Enyart to get his name on the minutes for the evening. >> There you go. >> [laughter] >> All those in favor, please say I. I. Any opposed? >> [snorts] >> Moving down to meal prices for 2026 [cough and clears throat] as uh Mr. Rinky outlined for us with no increase to students, um which is hopefully uh well received by everyone. The cost of everything has gone up, food prices, fuel, employees,

but we are still uh concentrated to remaining um we know that food is a a very vital part of the students' day and keeping that rate as low as we possibly can and absorbing other costs within the district. So moved. It's been moved by Mr. Smith and seconded by Mrs. Staley. All those in favor, please say I. I. Any opposed? Next, we are looking to approve one of our second-to-last items, the Butterfield gym roof repairs. Um the skylights in this building have been leaking since we took over that building. It would be great to be able to seal those up and have a another solid roof within the district. Roofs are always a problem for us. Um as round and this coming with a 20-year warranty, um which was very drastically different from the smaller

bids that you may see up there. And the quality and the workmanship of what they're actually going to be doing on the roof should uh last well into the tenure of any of us here and past. Yeah, I move. It's been moved by Mr. Carroll. I'll second. Seconded by Mr. Enyart. I'm sorry. All those in favor, [clears throat] please say I. I would also comment that from the roofs I've seen with these membrane, they seem to be working very well. Self-sealing. And this did have the longest warranty at 20 years, so uh anyone need to abstain from this voting or opposed? All right. And next, uh motion to create two new assistant wrestling coaches position. This will be one for the male program and one for the female program. Um this is due to the

size of those two programs and the support of the wrestling program. These will also be offset by moving some uh coaching positions from other sports who do not have the same um attendance or participation patterns as well. So, these are not new positions necessarily other than they're new to the areas they're going in, but the cost is still factored within our same budget lines. So moved. Second. It's been moved by Mr. Carroll and seconded by Mr. Smith. All those in favor, please say I. I. Any opposed? All right. Next, we will have a first reading of various policies which were also included in your packet. Some of those are um going to be rescinded and are struck completely through and will be removed um as of by uh legal nature and um things that have

been put into play through the legislator, through the uh body, and reviewed through our packets. So, that will be a first reading and we will revisit those um at our next meeting. I think we'll bring everything next time. There's not much to do. Yeah, I'm sure. We'll probably look to approve those, so please uh send your comments in so that we can review those and vet them back through legal. Next, I need a motion to move to close session So moved. >> for the board for legal action, lease, hiring, firing, and individually identifiable personnel records. And Mr. Carroll has moved quite quickly yet again. [laughter] >> [clears throat] >> I'll second it. And seconded by Mr. Lenz. Uh roll call vote, Mr. Carroll. I. Mr. Lenz. Mr. Enyart. I. Mr. Smith. I. Mrs. Staley. I.

And I will go as well. Thank you all. We'll move to close session and we can
