001Join me for the pledge. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you. Uh the first thing on our agenda is to uh approve the consent agenda. That uh includes the uh five items that were in your packet. The MPS communications plan, uh the 504 manual, which Mr. Reid will be talking to us about a little bit later, a legal agreement with uh big pharma, a fund balance letter, um which was sent to us from the attorney general, I believe, and the 2526 substitute teachers list. So move >> second. >> It's been moved and seconded. Is there any discussion? >> Can can we just clarify to people as what
002big pharma is? >> You want to build that up? >> Yeah. Uh there's been a longstanding lawsuit going on with big pharma related to uh insulin and generic drugs being overpriced and price gouging going on. And once that I think it was a class action lawsuit was settled, now people have an opportunity to put in a claim that would qualify. And since we're on level pay insurance for the last two years, we qualify to try to make a claim to get some of those dollars back in the district. And this is a legal representative group that basically for 5% charge uh for their legal services, they help us get it if we qualify for any of it and remains to be seen. >> We don't have to pay anything out to join. Yeah. Um, so
003it can only be advantageous to us unless any lawsuit, the lawyers will take their portion off the top and send the rest of us over to us. So we don't have to do any litigation or any heavy lifting. We just had to apply as a district. >> I just anybody listening at home or reading this later just sees big farming >> and we get it. >> It's a good point for clarification. Any other discussion? All those in favor of the consent agenda, please say I. >> I. >> Any opposed? [snorts] Uh, next we're going to look at our financials and approve them. The financials are amended to 956,810.32. There was an incorrection in uh the print of the original number. >> So moved. Second. All those in favor of approval of the financial reports and
004the October bills totaling just shy of a million dollars, >> please say I. >> I. >> Any abstaining or need to recuse? Um, next we will look to approve uh minutes from our last meeting of October 14th, 2025. >> So move. >> I'll second. >> It's been moved by Mr. Carol, seconded by Mrs. Green. All those in favor, please say I. I. >> Any abstaining? Next, we need to adopt the agenda for the remainder of the meeting. We will also add public comment underneath the A FFA spotlight briefly. That was just left off uh our agenda tonight. There generally aren't public comments, but we want to make sure we give people an opportunity to say. >> All other things will be as printed. Will we accept the agenda with a modification? >> And we will
005also not have uh Matt Reich under D. Mr. Reich from uh Raymond James, our financial group, is uh ill and cannot make it tonight. [clears throat] >> I'll second. >> Harry motion then Mrs. Green again. All those in favor of approving of the uh agenda as printed with the revisions, please say I. >> I. >> Any abstaining? Are excusing or against? >> All right. We will now turn it over to the A and FFA program. Thank you ladies and gentlemen for waiting so patiently in the back. All righty. Are we good? >> Yes, sir. >> Hi, everybody. So, um my name is Gage Davis. Um I'm president here at the FAA chapter and thank you all for having us out. So, um before I introduce our um senior officer chapter here behind us. Um I
006just want to give a shout out to our adviserss back there. We have um as I'm sure you all already know, uh Mrs. Katie Latimer, Mr. Trent Deffy, and Miss Jay Jenkins. So, they do a great job with our chapter and um a great job of everything that comes with being an FFA adviser and the crazy things that come with it. It's not just a job, it really is a lifestyle and they put everything they have into what we do and um we truly are blessed to have them. So, huge shout out to them. But anyways, our senior officer team here behind us. Um starting from my left, we have Mr. Tanner Clemens, Liam Connor, um Payton Chaffy, Piper Brunson, honorary officer Miles Allred, uh Miss Brley Christie, Marley Fuches, and Chloe Anderson. So anyways,
007um as you're about to see on the PowerPoint behind us, um we do a lot of fun things throughout the year. We have a very engaged chapter and it provides a lot of opportunities not only um to better their future careers but also their better um be better leaders in our community. So without further ado, let's show you all what we do. Uh I'm going to talk my name is Liam Connor like Gage said. I'm going to talk a little bit about our courses that were offered. uh our introductory classes which is a one and a two. Uh those are mainly for freshman and sophomores. Uh they learn really what it is to be an FFA member. They learn the creed, they get their jacket. Uh we also have a business. So if people who
008are taking our classes want to pursue a math credit, they can take that. Uh we have landscape which they can learn how to create landscapes and that also ties into gardening. um veterary science. Uh we learn a lot about what it is to be a vet and uh right now we're talking about how to uh run a horse facility. Uh a leadership which is all of our all of the people that you see here are in this class. Uh we plan our FFA activities as well as discuss meetings uh con conservation Uh that class allows members who take that to get their hunter safety degree or hunter safety certification certification. Uh greenhouse uh the students in there can grow uh all sorts of plants and at the end of the year they have a plant
009sale that further benefits our chapter. Uh a construction and a machinery which is led by Mr. Deppy. Uh they work on all sorts of stuff from small engines to actually working out and working on constructions. Food science they cook and learn all sorts of things. Uh they learn about the grades of meat, the cuts of meat, uh as well as making all sorts of food. Floral design, people who are pursuing wanting to be floral florists or just interested in that sorts of stuff, they can learn that. In our advanced animal science, they can learn about the types of breeds, the types of animals, and really get a hands-on with the animals. [clears throat] I'm Payton Chaffy and I'm going to be talking about our members. We have um 180 members, 8th through 12th grade. Um,
010we are 100% membership, meaning that if you are enrolled in any AD class, you are automatically in FFA and because FFA is intracurricular. So, like Gage said earlier, these we are the senior officers, but we do have 12 junior officers. And so, what the junior officers do is they work along with us to help plan and prepare meetings. And us as senior officers, it is our job to not only plan but also mentor the help mentor the junior officers to become future officers. >> Through MFA, our uh members get to be a part of a lot of different activities and participate in those. Um uh during the springtime, we go to contests and so they can do like LDE where they get up and like do public speaking or CDE where they it's actually like
011career development events. Um they get to go to national convention which uh Miles is going to talk hear about in a little bit. Um we have bar warming which is like a dance just for FFA members. Um they get participate in county and district fairs and the state fair. Um we have monthly meetings every month where we do activities and help connect with members of our chapter. Um little bumpers which is one of my favorites. We take seven graders out and uh take them fishing. There's public speaking academy week. do lots of SFA related events at FA camp. Um we have a trap shooting team and then we have like rewards opportunities which is like the top 25 trip. So if you're in the top 25 of like points and we participate a lot going
012on the trip at the end of the year and there's the $1,000 club. So if you sell over $1,000 in group sales um go on a little trip. Uh we also have lots of leadership opportunities um like WLC uh which we'll be talking about a little bit. We go to Washington DC over the summer. um contest, public speaking institute, um false speaking and national >> pictures of the stuff we do. >> So national convention, we just got back actually. We went two weeks ago and we went to multiple a businesses like Bush Stadium, toured there, went to Stuffy Farms and then we also went to three leadership conferences. I listened to the secretary of a speak at it and we also learned a lot and went to uh expos and got to speak to multiple
013uh businesses in the nation. So we have a Washington leadership conference held every other year. It's a week long again held in Washington DC and we had seven students attend this leadership conference. We attended several leadership sessions which these sessions helped us uh grow our service project that we took back home with us this year. We toured many monuments. We met with our Missouri legislator, which was pretty cool. And we also met several FFA members from all over the country, even from the states of Hawaii, Puerto Rico, Alaska. Overall, it was a really fun conference. I would recommend going to it if your child's interested in going. So, once a year, we hold the Veterans Day Assembly, which is a way to honor our veterans and thank them for their service. that is actually coming
014up this Friday. And so what we do is they come in, we serve them breakfast made by Skills USA. We kind of talk to them, get to interact with them before bringing them in the gym and and actually honoring them. We read their name, say what they what part of the National Guard they are in and just read a couple poems and overall just celebrate them and what they have given to our country. So, like Piper mentioned earlier, Little Lunkers is when we take the second graders from Spain out and help them fish at Blind Pony Lake. We do two groups. We have a morning group and an afternoon group, and it's pretty much just trying to help them have fun and learn to fish. I think the second graders enjoy it, and I know
015all the high schoolers that go out and help enjoy it. So, one of the big things in FFA, you know, is the animals and the crops. So, every year we have a bunch of exhibitors who show at at the state level. Um, this year we had over 130 projects entered as in the state fair as a whole. And we received several awards um including the FFA overall livestock director sweep stakes award, best FFA livestock, and the governor's Mike Kho award, which is pretty cool given our exhibitors start on their projects. They'll probably be starting on them right now, growing them, feeding them, taking care of them, getting them ready for the state fair in August. So Mark has its own trap shooting team. Um we have a practice every single Wednesday and we have our
016own area trap shoot every month spanning from September to be February. Um last year our team received first in area and second in districts. We had a senior from last year Connor Newton. He was seventh in the male bracket and I was in the first in the female bracket which was pretty cool overall. It's a really fun experience. >> Do you guys have any questions? >> All righty. Thank you everybody for having us. Um we appreciate it and um if you have an opportunity I just encourage you all to support an FFA member. So even as we leave um FFA, it's a great opportunity to build leadership and career um skills that will benefit them for the rest of their life. So thank you all. >> I have a quick question before you go. Little
017Lunker's Day. Uh first of all, appreciate you guys' presentation. It was awesome. But uh any hazards you might warn future FFA crews about at Little Lunker's Day? >> I mean, nothing really comes to mind. [laughter] Only a few flying hooks. Uh, >> best advice is watch. >> My son was a second grader this year that that might have hooked a a high schooler and and you guys still kept smiling. I was out there for a little while. It happened right after I left and I almost came back to I just had a feeling my son was going to have trouble that day when he was initiating. [laughter] >> Yes, Josephine. I um she's giving us daily updates for the next week. So, she's been doing good. >> Yeah, it was m Mr. Ranky's daughter is
018who got [laughter] got so and I said, Josephine, why did you choose Henry? You know him. Um, but yeah, he appreciate you guys. Thank you for your presentation. >> Nice job. >> Thank you all. >> Thank you, President Davis, and the rest of the crew from FFA. We appreciate you and your uh leadership as well. Thank you. [applause] >> As they leave, I'm going to uh let Mr. Reid start coming up and I'm going to pause to see if anybody has a public comment tonight. And I believe Mr. Reed, you can probably start when you're ready, sir. >> Okay. So, I am here to um follow up that act. It's going to be a tough one to follow. My presentation won't be nearly as um exciting or filled with as many fun activities because I'm
019here to talk about manuals and um things in your board packet. So, [laughter] give me a little bit of grace, I guess, on that. Uh so I am here to talk about the communications plan and the 504 manual update that was in your consent agenda. And um I'll start with the communications plan. There wasn't a huge overall overhaul to it at all. In fact, it was just more of an update uh from last year that Mr. Wright had helped put together. Um this is part of our board policy if anyone's really interested in our board policy um KB that talks about public information and our public information program. and it uh basically describes how the board superintendent or design, which is me, um will not only help design that, but then present it to the
020board for its review every year. So, that's kind of why we're here and why this is a part of the meeting uh tonight. So, that's straight out of our policy. Uh it's kind of broken down into five different areas. I'm not going to go over every single area, but just as a quick overview, um kind of our procedures and policy for staff dealing with any media, external communications, um by organization, and by organization, I mean school building or athletic event or athletic group, uh communications during emergency situations, and then any additional external and internal communication. So, um this you won't be able to read all of it, and it's not that necessarily big of a deal. Um, it just kind of breaks down our main ways of communicating. I know Mr. Pettit has been a
021big proponent of trying to make it as easy for our families and our community to find the information that they need as possible so they're not having to search multiple places, multiple locations, log in here, log in there to get all the communication they need. And so basically our secondary levels, the high school, the middle school, and the career center, um, they use the Kimbo messages quite a bit and then Facebook to promote um, any of our big district announcements. Um the athletics side of things will use sports u and the text alerts uh where the elementary level MISPS and Butterfield has class dojo um that if you have a young um a young student you're probably very familiar with they also use Kimbo messages not quite as much um and then they can also
022they also post a lot of positive things on Facebook and the website as well. So uh the slide there on the right is a section of the manual that just kind of breaks it down. You can see it goes into even more detail, but I just wanted to highlight kind of the main communication tools for our our campuses. Uh we have internal communications as well, a section in there. Really, the part that I always used to touch on as a um administrator in the building was making sure staff members know not to know when and when it's not okay to communicate with students. I think this was born more so out of the co years when people were um getting emails and messages at all hours of the night, people trying to work online and
023we basically um passed a policy to limit teacher communication between the hours of 6:00 a.m. and 9:00 p.m. just so people aren't up trying to feel like they're obligated to answer messages that come in at 11:59 when someone turns in uh an assignment at the last minute. So, um we're getting close to hopefully not. I don't know. uh large Kobe says we're not going to have any snow days this year, but uh if inclement weather does happen to uh come our way in the next couple months, I have three obvious ones here uh and then maybe one not. So, I should have put a four on there. Uh ways that if your family at home or someone watching this um to find out all the information that you need, number one, the website, Mr. credit
024will get a hold of me and then I will make a giant banner on the website anytime we have inclement weather and school is going to be um out of session. I'll make it so it just displays right there in the middle of the homepage. As soon as you go to the website, you won't have to click on anything. It'll be right there staring you in the face as soon as you log on to marshall uhchools.com. Facebook will post everything on the secondary and the elementary and the career center uh Facebook pages as well. And then uh Kinville and Class dojo, the building administrators will probably push that out on their side as well. Um and then up in the corners there, I should have put a number four with the radio. If you're a
025person like me who grew up in Selen County and your days are when you're getting ready in the morning, you listen to KMO radio. Um that's what I've done for I gez a long long time. And so it'll always be on KMO and any of those other um more traditional outlets as well. So, um I guess for any parents who who may be watching this or other members of the community, if for some reason you're unable to get messages, the Kinvo messages can come to parents on their phone. It can come to their email. Um it'll also translate it into uh a lot of different languages if English isn't their first language. So, I guess my advice to them would be if for some reason you don't know how to get that or you don't
026know if you are signed up for it or you haven't been receiving any messages, uh, just contact your school building and talk to one of the secretaries there and they can get you signed up or maybe your email address isn't accurate. Um, or if it's changed, just make sure you communicate with them so that you can get all those announcements um, if they happen over the next couple months. So, >> Mr. Reid, um, would you be putting up uh, AMI information on there as well? I mean, I know that students always want to hear closure and there's nothing else to do, but I know we use our five AMI days usually first. So, would that show up on there as well? >> Yeah. Yeah, I will. Um, yeah, I would definitely put that on there
027as well whenever there's um on Facebook or on the website. I'll include that as part of the announcement so the students know whether it's a day that they're responsible for doing something or if it's just a snow day when they get to relax and and have fun. So, it's a good question. Okay. So, that was my part of the communications manual. Um, the second part, one of my other roles in the district this year is um as the 504 coordinator. Uh, we did some more heavy duty changes to our manual there. Our previous manual, if I am remembering correctly, was um a 2013 version. So, it's been a while since it's been updated. That doesn't mean that it was necessarily um ineffective or negative in any way. Uh but it just had been a while
028since it had been updated. Um and it was pretty lengthy. It had a lot of the actual um law and it had a lot of the terminology and the definitions. Um and it so it was 137 pages. And if you've ever need something to really read, I've got 137 pages of a 504 manual that I can provide for you. Uh so I've cut it down to 25. Uh I didn't and honestly I I took the best pieces out of it. a lot of the procedures and a lot of the um policies that we were already using. Uh and I just kind of tried to drill down to the things that are the most pertinent and things that I use quite a bit. U we're hoping that some of the forms in there are a little
029more user friendly and a little bit better formatted. You'll see I have an example here on the next slide. Uh it was just kind of clunky sometimes to try to send that to parents or print it or use it. Um it just didn't always work the best. Uh, and so the new manual, like I said, is 25 pages. It's kind of a combination of the previous one. Um, and then it's another resource and a PD session that myself and Renee Mullins uh were a part of last year from the CASE, the Council of Administrators of Special Education. Um, and then also we reached out to some surrounded surrounding districts and saw what they had and kind of took all of those things and just kind of meshed it together into something that hopefully will serve
030us uh serve us well. So, this isn't necessarily anything you need to ne necessarily see all the details of it there, but the one on the right is kind of the form um the new form where the one on the left that's two pages. There was actually a third page I couldn't even fit on there. It's basically the same going to have the same information on it, but it's just an example of trying to clean up some of the formatting because it was kind of clunky. You can see some of those boxes on the left there don't extend all the way through. And just trying to print that and type in it, it just wasn't very effective all the time for our teachers or our parents. Uh, and then just some quick 504 statistics in
031case anyone was curious. Uh, you can see almost half of our 504s are currently at the high school. uh which I would say is probably fairly common. 504 numbers aren't necessarily reported like our enrollment numbers are like you could pull up on Desi. So I don't have a lot of data from other districts to go off of. But just generally I would say this is probably fairly common. You can see the middle school and the intermediate school are both at about 20 to 25% and then our youngest owls there at the uh Spain campus only have 5%. I'd say that's fairly common. Usually when someone's 5, six, seven years old, um 504s don't quite come into play. The academic rigor isn't quite there quite as much. You're still just growing up and and growing as
032a young person. So, um we I believe we have 90 right at in between 85 and 90 in the district currently. [clears throat] And then I believe this is my last slide, just kind of some goals and just an update on kind of how this position has gone so far uh for me this year. Um, so far I've had 15 different parent referrals um, come in throughout this year, most of them at the beginning of the year. Um, I had one staff referral. We've had five transfers from students who have moved in and one student who left and then came back. Um, and then my goals for the rest of the year for the position uh, for 504 part of it just to build consistency. I think one of Mr. Pettit's main goals with this
033position for me was to Whoops. Uh, that's okay. was to uh get some consistency where there's one person across the district who's handling all of this. So, it's not four different buildings or four or five different individuals all trying to um do it on their own. It's one person. So, hopefully provide a little more consistency. Not that anyone is doing anything incorrectly by any stretch of the imagination, but just to have a consistent um way that we're doing things and having it all applied all the way from kindergarten all the way up to seniors. um just to maintain that communication with staff who are going to be implementing all of these, obviously administrators who are helping make sure things are implemented and parents. Um and then my after I get through all our waves of
034new referrals, it'll be focusing on those kids who are going to be transitioning from one building to another and any of them that are up for reevaluation, which is typically every few years. Uh and then just stay up to date on any current trends. I've learned a lot this year. Um reading theund whatever page manual, I've learned a lot. um talking to our legal team and talking to Renee and Mr. Pettin and and a lot of individuals. So, just to stay up to date on everything to make sure that we're supporting all our kids um with 504s. So, that's all I have in my presentation if you'all have any questions. Thank you, Mr. Reed. And the manual was a lot shorter read. I will admit that I glanced over it in the past and looked
035at more of the table of contents versus the contents. So, actually had time to read this one. So, thank you. Next, we'll have our deputy superintendent. I'll let Mr. Rinky make his way up towards the podium and microphone. >> All right. Thank you very much. Um, first I'd like to take this opportunity to wish everybody a pretty special day and to thank all our veterans out there watching. We really appreciate your service. Uh, move forward with my presentation. Don't have a lot. It's really an extension of a lot of information from last month. Uh, last month we talked about Peter Middle School. Uh, getting a new direction with that. Uh, some HVAC. Um there's a lot of facility work that we need to work on in the district. So tonight [clears throat] I had a
036few things on the agenda that I was am going to recommend to the board. Um I'm going to talk about this here too. I'd like to go ahead and approve um the Beaker Middle School facilities plan to move forward with that tonight and then also approve the Navatas phase 2 uh project and that's the high school age where the um athletic wing and locker rooms and small kids. So, but last month we talked a lot about Beaker Middle School trying to figure out a direction of what we need to do with Beaker. Um 100 plus year old building. It's a stable community, but it also needs a lot of work and we need to figure out what we need to do, what kind of work we need to do with middle school. Um and put
037that all together so we're just not piece mealing things for the school. Um we just need to get it right. So few of the things kind of an update on or you know not an update but just revisiting from last month but there's a lot of work to do on be here roof vestible ADA HVAC ceiling tiles lockers the parking lot needs work um the whole the whole thing needs work and also kind of into this we also need some work on the Tom Waterfield early childhood roof. We're gonna kind of lump that all together in the revenue project. So, um, what we want to do, you know, and I said last year or last month is why I want to bring this company in and kind of look at the thing and how everything
038works together. Um, of course, pretty much when we do this, if it's approved tonight, we will fast track two things. The bread definitely, um, looking at that, the secure vegetables, we really want to look at that quick. Um, so I will when we get to the the board of motion uh to recommend Nova Construction for $8,500 to come in, do a good and facility assessment of the building. They make a book about that thick. I mean, they really dive into it and then get a long range facility uh plan together for that building and just see where everything's at. You know, what what money it's going to cost to really get get that building back into shape. So, and then with that is this room down here in the park or in the uh gym
039in the early childhood center that we need to we need to see a lot. So, so that's that's going to be the one recommendation and move forward with that. Um the second one tonight is our phase two of the NOTAS energy project. Um had a map I showed last month. I think it's one of some of the presentations, but we have nine units. on the high school athletic wing. Uh they're between 15 and 18 years old. Uh they're running they're running their course of life. Uh so this is a good thing to get done for that uh that area. It's used all the time. Of course, our athletics use it. A lot of community events. Um it's going to eventually have to be done whether we do it now or in a couple years. So
040might as well do it under this. Well, we can. Um, so I in your board packet you do have the bid sheet. Um, I also put in there the I showed you last month verdom of all the equipment that's listed. It's actually I think it said 696,000 after the that was the original project. Um, so when the bids came in, we did have four mechanical contractor bid. Uh IFS mechanical was the lowest bid. Uh so which that actually brought everything down for the entire project to $625,000. 625 77 787. Uh so we still have $125,000 built in contingencies from phase one of our Damatas projects. So that money is sitting out there that we can use towards this which I'll recommend. Um, and then we also have, if you can see in the biz here,
041they are they are putting in $40,000 of contingency for this project, which I don't foresee us using that. That would be my hope. And then also in these bids, we are looking to finish out the rest of the district under optimization. Uh, so that's $51,000. So that will tie everything together in the district and allow us under the ESCO, the the energy savings company to continue that for all of our buildings. I didn't look at it this month. I got a meeting actually in about 4 days, but like I said, since last April, looking at our energy goals, we're already about a $43,000 savings. And then so hopefully over five, you know, the next five years, we can continue the district can continue those savings. And um you know that's money that we can spend
042elsewhere. So um so the total project honestly will be about $534,000 $787,000 um if we don't use that $40,000 contingency. Uh we are able to do this. I mean this is coming out of our when our levy uh the certificates that we sold. Uh, so we're able to do that because we really had some decent investments back on that money and then coming under budget with MIS the building which is allowing us to run into the phase two of our energy project. So so it's a it's a good thing. It's good thing for the district. It's work that's going to have to be done regardless. [clears throat] That is the two things I have tonight. I know it's a lot. I hope I gave you a lot of information last month, but does anybody have
043any questions on this? All right. Thank you very much. >> Thank you, Mr. Rinky. Next, we'll have uh Superintendent, Mr. Pett. I have a very fast report for you all tonight. I know we've covered a lot of things that are some are exciting and some are less than exciting. I want to first uh also say happy Veterans Day to all of our Veterans Day. We had a nice program at the Knights of Columbus this morning. A nice program coming up this Friday and uh encourage you all if you're available to come see that at the high school this Friday. They do a really good job. I also want to make quick mention of Mr. Lind who wasn't able to be with us here this evening. He uh he had a little bit of a fall
044and has been doing some rehabilitation on his hip, but we're optimistic that he will be here in December. And uh I'm also optimistic that we'll be recognizing him in December for that better Harry. I'm I'm also optimistic that >> him up. He's not talking long enough. [laughter] >> I'm also optimistic that in December we might be able to recognize Jack as MSBA and mayor are preparing to do so as the oldest active member in the board of in the state rather of Missouri. So that's pretty exciting. And I told Jack about that this evening when I went to visit him. So good for him. um he's looking forward to that. Uh Mr. Reid, I also want to thank him for all the work he's been doing. We created that position to alleviate some of the
045504 work uh that we had on our counselor's plate. Uh he's done a phenomenal job and I do love the consistency that he's brought to it and I appreciate the less pages uh in that manual. He's done a good job with all of that. Uh with that said, we'll jump into just a few things. I'm going to jump around per the norm um for my November report, but again, I only have just a few things. Uh one of the things in your action items tonight will be the tractor mower that we've been discussing for a little while. We've brought to you three bids tonight. Um and I'll be recommending the lowest of the three. Uh Kabota and John Deere both bid here locally. Mahendra was from Higginsville. Um and you can see the prices of
046those machines. Those machines include everything for front and rear uh angled blades for snow removal and loading. And then uh it also includes a 14 ft finish mower, which is going to really reduce the labor hours that we spend just mowing grass. And that's I I'm optimistic that's going to really help us with our labor hours to just uh really raise the bar, I guess, on what our campuses look like. We have just been keeping our heads above water mowing that grass. We have less campuses now and I think this machine will mow all the wide open spaces in one 8 hour day a week is what we think based on the specs. Um so there will be savings in that and I'll remind uh the public more than the board I think you remember
047but that uh we're saving we've replaced when we took mowing in-house $65,000 a year contract which would be significantly more now 3 years later um when you look at those numbers you easily would have had a 70 plus,000 a year mowing contract. that tractor is going to pay for itself each year, I would say, and what we don't pay a contractor. We also have I don't think that came through your financials this month. You'll see some vehicles for around 20,000 next year. That's upgrading vehicles that we currently have. We haven't sold what they're replacing yet, but we have three matching SRO vehicles coming soon. When we ran our levy, it was all about safety and security. We we've thought that uh matching police vehicles that show that they are for school resource officers and that's
048an official position would really add to the safety and security and the and um what that looks like from the outside. [snorts] Uh there's only one vehicle left to replace in our entire fleet. We've been working on this for a few years as we could and that's good because uh about every 5 years Marshall buys buses and next year would be the fifth year and it's time to start doing that again. So that's that. This is unusual u learning curve never stop learning they say right u so we have a statemandated minimum tax levy that we set in the state of Missouri which is $275 as a district our tax rate was set per state uh law and district policy at $3.36 in August and with [clears throat] uh you know the guidance of Raymond
049Jame who's our financial adviserss we split that up the way you see on the right hand side we put 250 and I am rounding 250 in fund one and we put 86 cents in fund four that goes through the state auditor and was approved. Um but DESIE the department of elementary and secondary ed did not like that we did not keep the minimum in fund one never been in that situation to realize that they cared how we split it up and now I have been. So we've adjust we're adjusting with the motion tonight and we double checked with our policy and legal that there's no reason for another hearing. We're not changing the tax rate. We're adjusting which fund it went into. So, we're going to adjust it to 2.75 in fund one and 61
050cents in fund 4 with a motion tonight. It's a long motion. You'll want to read your minutes to make that motion, but it complies with everything they need. Any questions about that before I wrap up? Okay, there is some impact on that that since we're talking about tax rates again, let's talk about impact again. So fund one is going to be reduced um with this move by or well it's been reduced since last year I should clarify by 16 cents and fund four since last year has been reduced by 29 cents. As a district we have 100 less students. Um that is after we reviewed our enrollment a month or two ago. That's because our our youngest grades, our primary grades are smaller and we've seen that trend since precoid that we have smaller class
051sizes in elementary though we have bigger class sizes in high school. Um these things impact us in the following ways. For one, uh that funding gap we have that 1.6 million, we've been building our reserves and building our savings through fund 4. And because of the levy, we've been able to put more into fund four than we have for a long, long time. We're reducing it quite a bit here. Um that's going to make it harder to close that gap which is not part of what I anticipated. Right? The 45cent roll back that we have this year plus the less students all those things impact our ability to close that gap. And uh one thing that we've discussed we have made some investments in the last few years and if we withdrew all of them
052that would flush up that deficit but it's really a band-aid not a solution. So, I'm just going to say this most important part on the right hand side here and and I want everybody to understand it. Your most expensive cost in district finance is your personnel. So, there's going to be two ways that we're going to deal with this in the in the days, months, years ahead, barring that we just wait for the, you know, somebody else at the state level to do something for us is, and that's either we're going to reduce what we spend or we're going to have to generate more revenue. Um and uh the easiest, smartest, most proactive thing we can do is reduce what we spend. So it keeps looking more and more likely that that's going to become
053a more serious discussion that we have to have unfortunately. But it is only November, so let's just see what Santa brings for Christmas. Maybe it'll get better than it looks right now. Any questions about that? Last thing then, speaking about costs and overhead and long range planning, all those things play into finance. We have two lots and I made a I took a nice snippet here from Google Earth, but East Prairie Lane and East Meadow Lane, that's right along business 65. And what you can't see on the left hand side of that image is the uh cemetery and Martin Center that are in close proximity to those locations. The large green grass lots and in that light, you can't see it here, but if anybody's looking at home, they probably see two red X's in
054the big green space right next to Odell. That's [snorts] the two lots that we now own because of the transaction between ourselves and MSDC. And something I think we should talk about in the next couple months while the grass is not growing is are we going to sell those or are we going to maintain those as um an indefinite part of our inventory. Um there's some policy to sell it and then there's some budgetary considerations if we're not going to sell it. At this moment in time, I don't see us using them to build houses on based on the financial projections. So, I'm just going to float that out there and let you guys decide. >> The only thing we have for maintenance is the mole right now. Is that it? >> Yeah. And including
055it on our insurance. Yeah. >> Yeah, >> that's correct. And that is almost my last slide. Very last thing. Employee walk-in clinic. This is going to be an old business, so I'll talk about it now rather than later, but feel free to ask questions. Last month, I brought to you in a first reading an a memorandum of understanding, anou, i.e. It's a proposal for a potential agreement between ourselves and Katie Trail. Um I have in your board packets an open and I'm this is sort of like a first reading here. I think it's time to go back to the drawing table, but Fitzgiven is interested in also being considered for this endeavor which would be an employee walk-in clinic. Um I think at this point it's time for us to probably take a step back
056and start kind of looking at the details and considering what's in the best interests of uh our district employees. This is an amazing recruitment and retention tool and I love that we now have a little competition to to to work with an organization here in town. But uh long story short, without just reading all that to you, I I believe it's time to do a survey of our staff employees and talk about the different aspects of these two proposals and start seeing what they're going to find the most beneficial and um then start getting a a kind of nailed downou to bring back to you in a second reading. So, best case scenario, December, January, maybe I could be bringing something back to you. And uh I think the fact that we have two people
057competing for this um cooperative agreement, it's going to make it a better agreement whoever we go with. So, that's pretty much where that stands at this point. And that's my report. Thank you all. >> Thank you, Mr. Pettit. Um going down, um the next item on our agenda is old business. Um as Mr. Mr. Pettic just kind of outlined. Um, we had theou that we've talked about and seen from Katy Trail and also in your packets was theou uh submitted by Fitzgibbon. Um, as he said, we can kind of hold off on these uh at this time to kind of wait for some more details to come back to us and other input from our staff in the district to see which way they would be leaning towards and uh and to flush out the
058details of course theou for the advantageous uh to be more advantageous for us as a district and also with our community partners that we're going to be partnering with as well. Does anyone have anything they want to add on that before we move down to new business? All right. So, the first thing under new business is to adjust the tax rate. That is going to move funds from fund four to fund one. I am going to read the motion because it has to be particular. So, we're going to adjust the tax rate by.2422 2422 adjusting those funds from fund four to fund one per DESIE mandate. Um and this is outlined as Mr. Pett had outlined that in his report to raise fund one back to 2.75 and then that'll increase uh decrease fund four
059down to I think around 61 um with some change on the back side of that. >> So moved. Second. >> It's been moved and seconded. Glad nobody made me read that again to make sure I was going to say that correctly. Does anybody have any questions about that? As I said, this is a Desi mandate. So, we uh have little choice of how we actually proceed with this. But um we do have some choice still here a little bit. So, >> all those in favor, please say I. >> I. >> Any opposed? Staining. Um next, we need to approve the Marshall School Board election uh Marshall Board of Education election date. That is going to be December 9th through 30th. That is pretty standard throughout the state. Um, as far as that timeline goes, I
060believe up for election this year would be Mrs. Green, Mr. Linds, and Mr. Smith. Uh, so there would be three seats open uh on the board uh for contention this year. And of course, the filing dates will be the 9th through the 30th. And there'll be some other information that we'll talk about in our uh December meeting and also post to the website as to when you can come in because of course those are also holiday times for the district and when you can come in and file and turn in paperwork if you're interested after uh the school district goes on break. >> So move. >> It's been moved by Mrs. Green, >> seconded by Mrs. Dailyy. >> All those in favor of the election dates as outlined, please say I. Okay. Any opposed? Moving
061down to a motion to purchase a tractor for the district. Um, this tractor does come with the uh 14 ft uh mowing uh unit behind it as well. Uh, the low bid for us was from K Cabota for 71,300. The other two bids uh hovered right around uh below 90 and a little above 90,000 for a Mahendra and John Deere unit um which were similar in uh size and scope it seems. >> So move second it. >> It's been moved and seconded by we'll go with Miss Green again on this side restrictions in there on the superintendent's use of the tractor. >> You [clears throat] should probably you probably should. Yeah. So, it looks pretty fun. >> He's looking forward to that. >> Not until he increases our liability [clears throat] problem in the district
062at this point. So, he's been doing all right mowing so far. Uh so, we'll uh keep on uh if he wants to get on there on a Saturday, I won't he's a he's a salaried employee. If he wants to give us a little free labor on the weekend, I won't push him away. Sounds like a good Saturday. >> I appreciate the fact that he enjoys doing call question. >> All right. All those in favor, please say I. >> I. >> Any opposed are need to recuse themselves for any other business uh uh dealings with them. All right. Next, moving down to Mr. Rinky's uh Navatas bid and where he's requesting us to look at $625,000 worth of HVAC to go into the high school. Uh when the gym was renovated, this was about the only
063thing that was left in the gym that wasn't touched, and we knew at that time that it was going to need to be touched in the next few upcoming years. Um we are still looking at using some of our Navatas money to offset some of that cost, which was our energy uh conservation uh group that we worked with um across the district to reduce some of our cost. And that would bring us to pretty much about a half million dollar project um out of this. So >> So moved. Second. >> It's been moved by Mr. Shepard, seconded by Mrs. Green. All those in favor, please say I. I. >> Any opposed? [snorts] >> I'm really excited that the district is going to be pretty new throughout in a lot of ways and we should be
064on some good maintenance schedules and not have to replace a lot of things hopefully uh longterm mechanically wise. I know there's still some issues that Beaker will hear about, but in our other buildings, we should probably be in pretty decent shape. So, and our last motion is to uh talk to the Denova uh construction company to uh basically do a finding on uh Beaker Middle School for us to come back with a long range planning and give us some guidance about what we could do with that building and make it more efficient and uh moving into our next few years with that building. And that is for 8500. >> Some move. >> Second. >> It's been moved by Mrs. Staley and seconded by Mr. Shepard. All those in favor, please say I. I. >> Any
065opposed? Any rest? All right. Next, I will entertain a motion to take us into close session for the issues of hiring, firing, discipline, promote particular employees, preparation for negotiations with employee groups, um personnel records, records protected from disclosure by law. >> So move second. It's been moved and seconded. Mr. Mr. Carroll. >> Mr. Carroll, can I have an eye? >> I. >> Miss Green. >> I. [snorts] >> Mrs. Staley. >> Hi. >> I >> Thank you. We'll move to close session.
