001Good evening. I would like to call the March 16 board reading to order. First up, we have the oath of office of India Harford. Thank you. She was reappointed by the city board on March 10th. All right. If you raise your right hand and place your left hand on the Bible and um repeat after me. I state your name. I and your heart >> do solemnly swear >> that I will faithfully support >> the Constitution >> of the United States >> and the Constitution >> of the State of Mississippi >> and obey the laws thereof >> that I am not disqualified >> from holding the office >> of school board trustee of the Mcome School District >> of the Mcome School District >> that I will faithfully discharge >> the duties of the office >>
002upon which >> I am about to enter. >> So help me God. >> Thank you and congratulations. >> Thank you. Welcome back. At this time, McCome School District, can we please stand and say school Vision world mission school district in a global society. At this time we going to have 30 seconds of silence. Thank you. You may be seated. And I have a motion to adopt the agenda as written. I move that we adopt the agenda as second motion. >> I have a motion and a second. Any questions or concerns? All in favor? >> I oppose technology update by Mr. Biz. >> Yes, ma'am. So, small change from last week to this week. We actually have completed the install for the wireless APs of Diggins. All the classrooms are currently covered. All the testing areas
003at Kennedy are currently covered. That means we've installed 85% of the new Wi-Fi APS across the whole school district. So that's where we are. We did get some stuff done over spring break. So I just wanted to update you on those two things. >> Thank you, Mr. Vid. >> Yes, ma'am. Yes, sir. >> At this time, can you please put your phones on silent or cut them off? Next we have school at risk Miss Shenita Woods Higgins Middle School and after that will follow Mr. Wells De Junior High School Monthly school board update. Update date of school board meeting March 16th, 2026. McCall School District School H middle school. Our school identification is PSI. Our current accountability points is 348, which is giving us a letter grade of C. Our school goal is a 460,
004which will be an A. In order to achieve that, we need 45% proficiency in reading, 70% growth of all, and 70% growth of all 25. Math proficiency will be at 55%. Math growth of all will be at 75 and growth of the bottom 25 will be at 75. Our science proficiency will be 70%. And this is with a participation rate of 100%. At this time, you can still see where beginning of the year data was there, middle of the year data. At the time of the upload of this report, end of the year data was not um available, but it will be presented at ne next month's meeting. For March, which is the reporting month of February, for our total school enrollment, we had 264 students. Our student ADA was 88.63%. Our percent of students
005with two or more absences was 26.4%. Our teacher attendance rate was 94.31 and we had 65 discipline referrals with four of those being bus. Our 2026 total allocations is $63,476. Our fiscal year 25 total allocations is $73,475. And our 2024 total allocation is $81,934 with $6,934 remaining. >> Any questions? >> You said that you have the 2573,4. >> Yes, sir. >> And 6,934. from the previous. >> Yes sir. >> Okay. So has any of that to your knowledge have been expended yet? >> Well for 2025 those allocations are paid for my school interventions my ELA interventions and for 2024 um before the end of the year we would like to use those those remaining fund for students. So what that's my reason for asking that that question for our incentives to um try to achieve
006that achievement percentage. What are some that we have? >> Well, we are looking at some field trips for students. We also have plans for um growth celebrations and students they love um the the bracelets with the and we're going to have it. It's going to say he is science proficiency. It's like a little rubber bracelet and so if they met their growth or they're proficient, they're going to receive a bracelet. Um any kind of snack that we can get they which our PTA normally takes care of that for us. Um we're also going to look at certificates. So we do want to order certificates and present certificates and we also want to have awards at our promotion ceremony for all our sixth graders who are also um high achieving those ones. say something. >> I
007just want to add that we will go over those things that are allowed in the budget, but when we use our student improvement dollars, we cover those dollars with local and district, state and district dollars of various sources. And so we will work with them to ensure that what we use out of this particular budget that are allowed. >> What about parental involvement? We are planning a a really big Zoom for the next nine weeks and we are going to have all of the parents come on and we're going to have breakout sessions where they can go and meet with their teacher so they can specifically talk about individual data. Sometimes parents complain that I can't come to the building or you guys left at 5:30. There are times when we're there to 6:00 even
008though the activity shuts down at 5:30 because their parents who are working and so they're coming. So, what we're planning on doing is we're setting up this Zoom and we're going to be able to discuss all the academic data. We're going to look at world goals. We're going to look at where students are and then we'll have a breakout session for um each teacher. >> Thank you. Good evening. School meeting is March 16, 2026 school district school is Dun High School. Our school identification is TSI accountability points of 2.2 with health. School goal is to be a C which is a 352. There you can see our um benchmark data from the BO as well as the MO. I go to the M where we have read efficient is 27 growth of all 37.3 growth
009of the bottom 25 was 34 math we had 44.8 growth of all 48.3 growth bottom 25 is 47.7 science 46.2 two participation rate is 95 and greater end of the wide data we presented in our next meeting for the month of March our total enrollment was 293 student 88 was 89.96% of students with two or more absences 34.58 teacher attendance rate 93.95 number of discipline first 22 allocations for 26 school year 36,27 $72 for 2025 school year zero and 24. >> Any questions? I may have a question and it might be something that it may take more than just the principal to help us with this. But for your absences, what are we doing to help with that? We're actually our student our school counselor she's also making contact we also have support from the
010district as well Mr. and Williams Wilson to make sure that we're contacting parents and to make sure that they're at school. So, we are reaching out even in the morning now. We have a list in the front office cafeteria students to come in with us. So we even allow them to sign in so we can make sure we have contact for we also have recently had a school attendant office and we were working directly with her offic coming in on the buses late. If that would that take care of that concern? >> Well, it it would definitely take care of the target but not the overall attendance but they have to do 63% of the day count as as president. Excuse me. So, we want to work around a question about that. We want them
011here for a full academic day, but just as important, we want to find out why they're not here and make sure that we get there to avoid that crank. Any more questions for um Thank you. um superintendent. Before we go on, I would like to say that if the attendance rate of the teachers is the attendance rate of the district of Dem and Higgins both in the 90% tile, that's kudos to the district to have the employees want to come and work. >> Yes, ma'am. At this time, we'll have curriculum data update by Miss Butler. Good evening, everybody. Um, we just wanted to um come before you to share some information with you in reference to the new accountability um cut for that will be used this year. Um, as Mr. Wells mentioned in his
012presentation, uh we have taken our final comprehensive benchmarks through master connect before leaving before the holiday grades K through 8 uh took the test and the high school students they took the semester 2 bench one assessment. So that data did come in over um the actual spring break when we were out. So it has been compiled and we will be going over that data in our next um at our next board meeting. um or work session which is the one that is scheduled to be in. So we will go over that data as a whole but I wanted to do just a little quick snapshot. Um if you look at the three slides that I gave you the title page says 2425 accountability data based on new performance cut scores. So for the past few
013years we've had um the old set that we were going by. If you look at page two after the title page in the table, I put the actual letter grades um A through F on one side and the first column under the th00and point district um column that's the old score and then on the right hand side of the table it will be the new scores indicated with the red um word new there. So if you look from side to side, you can see how the actual performance level cuts um have have jumped up. Okay. So we have a new a new goal to meet a new level to meet. So I wanted you to have this information at the table first. And looking at the uh next slide, we thought that it was would
014be beneficial to show you where the school district was in 2025 with those scores that we got and showing how how many points each school gained along with the district and what rating we were. So for example, looking at Kennedy by the 2425 U MAP test scores that were released in the spring, Kennedy was a 329, which yielded an um a C. But by the new ratings it would um it would be a D. Okay. And just so forth and so on was a 270D but by the new ratings which are higher it would be an F. By Summit was 445 that's an A. By the new level it would drop to a B. Higgins 348. Currently but it would be a D. Don at 242 um is an F it will remain. So Mahome
015High School with that 567 it was a D and which on this higher on the higher scale it still would actually remain a D. And then the district as a whole last year under those cuts were five at 545 which was a C it would drop the district um to a D. So just a a realistic view of um where we would be if this data was current if this was our data for this year and how this would look. So, of course, as you can tell, we do have um some work to do and um some goals to meet based on the u the new accountability cuts. And this is something that pretty much every district in the state of Mississippi has done. So, I wanted the board to just get a look at
016where we will be right now if these new cuts were already in effect. So, eventually the district will fall a see and be a D with these new uh cuts. And of course, our goals are always moving forward, but we want to be realistic to where we are right now with these new cut scores as we prepare for this kind of push for Messi because it's going to help us plan what we're going to do over the next coming weeks, next coming days and weeks, school board. Are there any questions? >> Um, and I guess it's the the real responsibility. If if we were to take our um data that we have with the um master connecting the analytics platform, what would be your interpretation of just a guesstimation of where would we be in
017real in real time? >> Um my personal thing I would never to say what we would be because that's that's a hard thing to do, you know, to say where we would be. You know, so many variables that you you know that you have that would impact, you know, if I was sitting here and say, "Oh, we're going to be this letter or this letter." But what I can say that when we go over the data, it does give us predictive pieces. So we'll cover that um the next time once we get here for the next meeting with always a day of comp and Dr. What I did ask brother to do when we cover the third bid more down with everybody on the work session we're going to have to list a another grade
018for each school based on what we have and like brother said it's hard to say is that going to be what we want to be full but I just want to get a snapshot each school I don't think we have done that at our current Dallas but If I want one is comprehensible, we're going to put a better way. Okay, >> what is your plan? How to roll this out to the community? >> Well, um what I'm going to ask the school to do, you know, most of the schools are going to have some form of uh report pick up open house this coming Thursday. So, I'm asking them to do two things. number one to give every parent a copy of the uh school calendar information here and reemphasize how that have changed but
019also we're going to give the parents a copy of our new cook schools too. Okay. And kind of just emphasize what questions they have. >> Is that going to be the responsibility of the principal to answer these questions? where the principal, assistant principal, however they decide to do it. I would like to just um say Mic and um members of the community that's sitting here today, these just changed less than two weeks ago. So, it's not something that we had knowledge of back in October, August, September. the new superintendent of MDE met with the superintendent across the state um what two weeks ago or three weeks ago >> in February. Yes, ma'am. >> In February and and change the data for next week. I mean for next school term so it's not a Mcome school
020district issue. It's school districts across the state. Presently Mcome school district and Mcome school school board has collabed with other local school district and we um had made a decision at a training that we went to um at the beginning of March to send a letter to the department of education to ask for grace when it come down to this. So we are actively engaging in conversation through the superintendent with the state superintendent because it's not fair to the employees not just in Mcome but school districts in the state of Mississippi to receive these type of um changes without giving at least a great year for us to prepare. So the changes just came a month ago and Mr. Vic um through our conversation also going to have it um put on our website and
021our YouTube channel just to let everybody know this information just came out. So if the letter grade drop significantly is not because the district is not working the employees. So we don't want y'all to think that that we've been had this information and we didn't roll it out. We just got >> M. Yes. >> You have anything? Well, um there gives a projected drop of product the state from A B C D and so it's kind of like this is going normalizing to a bail curve what the data they showed up. So that they're somewhere between a 15 to 20% change in all of the schools with A decreasing B decreasing and the C scores rising the most with D increasing and and F increasing. Okay. But our goal is always to move forward uh
022community school. All right. And we're going to do whatever is possible to prepare our students of using after school, the regular school day, Saturday school, and looking at those targeted in a focus group, making certain that our kids have the best opportunity to perform on the math assessment come this spring. >> Any more questions? At this time, can I have a motion to review and approve amendments? >> Second. >> I have a motion in a second. Any questions or concerns? All in favor? >> I oppose. Excuse me, Mr. Micro. >> As Mr. Big is checking our technology, can I have a um a motion to review and approval of financial statements? >> I move that we approve of financial statements. >> Thank you. Can I have a I have a motion and a second. Any
023questions or concerns? >> All in favor? >> I oppose. >> Can I have a mot to review and approve of claims document? I move that we approve of the claims document. And I have a second. >> A second. >> I have a motion and a second. Any questions or concerns about the claims do Dr. Bur uh person on claim number this is basically for clarity. Uh docket number 847710. This is a portion says a portion of balance of the um for the Hback and I need to know my question is um how many more I have two questions on this. How many more payments I would do on this this payment for 500,000? I would like to know how many more you address that. >> Yes sir. So the final we have if I'm not
024mistak 150,000. >> So we're waiting so you know verify everything is complete before we pay that final. Okay. Yes, sir. >> My next question is regarding this is that um have we have all the Hback been completed as installed and working? >> Yes sir. Now they they've all been completed and installed but before we had the 150 you know it's around verified that we don't have any additional work that needs to be done before they see the final payment any kind of warranty work anything like they've all been installed. >> Okay the other question I have is on docket number um and that's the one for the US bank. I um not the president maybe you can um clarify this. I think believe that it would be necessary going forward that we get a board
025of char. >> Yes. Because when I'm saying that I'm approving this, then that means that I'm aware of what's in charge. Am I correct? >> Well, supposed to be by the superintendent who I see >> school board us. Go ahead and address. >> Yes, sir. This payment is for two board members went to the work update. So, it's for their hotel. >> Okay. Yes, sir. >> And that's we only board and credit. >> Okay. >> Yes, sir. But I can um spend you know >> well I that's you know I'm just >> we just need to be transparent to make sure that >> Okay. And the last thing that I have is um and this I this is for clarity because I thought that uh document number 847741 and this is for this 70,000 and
026450,000 400 uh it's saying that it's for summit expansion wiring project but I thought that that was included in the other um fund but it's saying that this is out of the maintenance fund. >> Yes sir. Um it was originally that was not included in the contract. So all the wiring additional things is this. >> Mr. Brown actually had to reach outside the contract. The contract of conditions from it did not include any inside network wiring, any access points, any switches, switch cabinets, all that was not part of the original bid. So maintenance went through and got quotes for those services and that's what that payment is for to make sure that the summit facility actually has access to the internet, to wireless, to those basic communication things that weren't part of the original big
027project. to see what confused me even at that Mr. big. I would have thought that maybe uh some of that expense would have been incurred from the u technology grant. Uh we are at the end of the - cycle starting a new one and that part is not available to go to be paid right now. That project needs to be finished. Uh the technology grant the cyber grant it was not included. There's l literally zero wiggle room. If it wasn't on the original grant we cannot add it. So that's why it came from districts. >> And if I may add, while we still on the summit building of Dr. now with us going on a modified uh schedule starting a little earlier, we also in the process of ordering furnishing for that building. So we
028have put that on on kind of the front burner right now. So we will be doing that and we will be getting invoices on the claim. >> Right. The first thing we have to do is ask for um I mean, so I'll submit that to the board so we have funds for those um furniture and everything for that building. So that'll come to the board first and then we'll start buying those things. >> Okay. I just, you know, transparent and clear that everybody understand what's going on so we don't have to assume >> anymore. >> Yes, sir. Any more questions? All in favor? >> I oppose. N. >> Next we have report of the presentation of the business of the superintendent. >> Uh thank you madam president. We're going to start with teacher student of
029month. >> Okay. um each year for each year each month each um school um selects a teacher practitioner of each school, a staff member and of course students. So I will start with Kennedy Elementary and go with the TAC um announcing those uh chosen for um the month for Kennedy Elementary School teacher practitioner was Shaina Robinson. Staff of the month was Burton. At preK student of the month was Logan Eubanks and kindergarten student of the month was Grayson Chisum. Uh Summit Elementary teacher of the month was Tequia Felder. Staff of the month Sarah Dolman. Students of the month for first grade Marlin Bal Embracio. Second grade Emanuel Tolia. Third grade Dominic Vega and fourth grade Miriam Nelasco Martin. For Hodkin Elementary, teacher of the month was Becky King. Staff of the month was Forense Johnson.
030Students of the month, first grade, Trinity Cook. Second grade, Brayley Barnes. Third grade, Courtney Jackson. And fourth grade, Reel Smith. For Higgins Middle School, teacher of the month was Shane Clark. Staff of the month was Judith Anne Wall. Student of the month for fifth grade was Ay Delgado. Student of the month for sixth grade was Sedora Young. Moving on to Deon Junior High School, the teacher of the month was Katinka Brown. Staff of the month was Cynthia Thornton. Seventh grade student of the month was Channing Wilkinson. Eighth grade was Madison Rister. McCome High School teacher of the month was Lacy Leair. Students of excuse me, staff of the month was Penny Lucas. Their students of the month was not um listed by grade level. They just gave up a list. Um, Alicia Bulock, Dquarius Hughes,
031Lata Luckett, Cadence Pitman, Jayla Ramsey, Amina Rosselle, Jeremy Smith, and Madison Woodall. Business and technical complex teacher of the month was Doris Rackcliff. Student of the month was Kennedy Forest. At the TAC, student of excuse me, I'm sorry, teacher of the month was Dana Felder. Support school of the month was Mcome High School. Um the Mcome High School student of the month was Marcel Winding. Then Junior High School student was Zoe Anderson. And Hen Middle School student was Sydney Allen. And there is a note from Mr. Gibson. It says McCome High School had the most teachers visited TAC during the month of February. Thank you all the teachers who continue to support our students at the alternative school. Please, that's the end of the list. Please give a round of applause to those selected. >>
032Thank you. Good luck. Do we have any questions on items 1 through 4? We have a consent agenda. Uh B consent agenda. Number one, approve of disposal of addition deletion of old equipment. >> Do we have any questions or concerns? Mr. Miss Superintendent, I think he wanted to say because we need to approve this. Can I have a motion to approve the consent agenda items one and two? Thank you. So move. >> I second the motion. >> I have a motion and a second to approve consent agenda items one and two. Any questions or concerns? All in favor? >> I oppose. >> Thank you, Madam President. Uh next we have the regular agenda. Number one, approval of policy revision. I move that we approve of policy revisions. >> I second. >> I have a motion
033in a second. Any questions or concerns? Question. The f the policy um what we went over in the work session was incorrect. I would like to do an amended motion that we table this so it can be corrected before we approve it. in in section um C we going to um by weekly pay the policy say single monthly pay. So in order for it to be corrected can we table um these policies and get them corrected and then have them placed back on agenda after we correct them. Is that your motion or >> I was I was asking for an amended motion to table it. >> I second the motion. >> I have a motion in a second to table the policies to they be corrected before we approve them. Any questions or concerns? Should
034I I just want to do this cleanly. Do we need to vote on the first part since it was a motion on Okay. >> You asked for Okay. All in favor of table this so we can have it corrected in a minutes. >> I oppose. >> Number two. >> Yeah, we did it. We approve the consent agenda item one and two. this donation. Ladies and gentlemen, at this time we need to revisit Um, let's finish with this policy revision. Okay, we have a motion and a second. All in favor to table the policy revision. >> I oppose. At this time, we need to back up to approval of donations. We have it on the agenda, but we don't have the donation um listed. So, can I have a motion? So receive the donation. >> I
035don't know what we're doing. >> The executive summary is an O agenda. >> Yes. >> Just the executive summary but not an actual list. >> Right. >> It was a special donation. Okay. the city uh of Mcome wanted to submit a um donation from a resident and the person's name is attached to the back and what it is it's a property it's a residence of a house location and it's located on the at 722 Louisiana Avenue. What they're asking is they would like to donate to the uh school district if we are interested as a board and we are can take a property in the house that exist maybe transition it into a um certain Senate for the district or however you choose to do so you have what you have is a diagram of
036the location of it and you have a description the property description on the front. this something that the attorney has to um research as to if this is something that we would like to use I mean to accept as a donation and um go from there. So for clarity, we have an individual that's willing to give the district a property, >> right? And I think what it is that the individual is um wanting to um >> upkeep of the house. So they would like to donate it to the school district if the school district is interested and we can take the property like I say do like we've done something else transition into a some type of service. >> Has anyone had an opportunity to look at the property? I have gave this out. That's
037what I'm saying. They can take it from here. I was just as bring >> at this at this time. Dr. I think we should table this and give the local opportunity to look into it and um give it the superintendent on whether or not it's something feasible for the school district to take on. Can I have a motion to table? >> So move >> second. I have a motion and a second to table the donation until the attorney and the superintendent have chance to um evaluate the legality of of receiving such a donation. Any questions or concerns? All in favor? >> I oppose. Now we back on the regular agenda. Number two. Uh, number two, Madam President, approval of request to get in and revertize cyber security. >> Can I have a motion? >> So
038move. >> Can I have a second? >> A second. >> I have a motion and a second. Any questions or concerns? All in favor? I >> oppose. Number three, approval of McCome school district plan on a second review. >> Can I have a motion? >> Second. >> I have a motion and a second. Any questions or concerns? I have a concern. We discussed this earlier. Um, our second viewing had comments that was made by members. When it comes back to the board, he going to have those infused in the document and place together before we send it back out. So that way it could be a um whole document. >> Yes, ma'am. >> Any more questions or concerns about strategic plan? All in favor? >> I oppose. Number four, we have approval of depository B.
039>> Can I have a motion? >> Second motion. >> I have a motion and a second at this time. Before we discuss, we have to open the beds. Mr. My position is still going to be your recommendation. Is that correct? Um, it's going to be your recommendation. What you want me to look at? Yes. Yeah. Does it still have to be typically invest the board like to give the superintendent an opportunity to look these recommendation. >> Yes. >> And I know we discussed that at the oression. >> And so what you have you have a a bid from first date and it's for a period of July 1st, 2026 through June 30th of 2029. Um I'm just trying to make sure I've covered the relevant parts of the bid received from First Bank. So, first
040bank agreed to a fixed rate interest at 2.26% with no monthly maintenance of fee between $1545 minimum balance requirement since accounts have to be pledged. If for any month during the bid term the cumulative average daily balance of all accounts combined falls below 8,000 the contracted interest rate will not be applied. The terms and conditions of the bid must be accepted or declined by March 19. So the second is from Pike National Bank. which has three locations. And so the current rates based on their calculations included I'm just trying to make sure I include the same information provide the same information that I provided for first pay um checking accounts at a 2.75 interest rate money market savings 2 also the 2.75 2.75% fixed interest rate see if there's a deadline to accept a deadline
041accept. So my recommendation is to have Mic get with Miss Hall and make a recommendation a formal recommendation to the board based on be the best for the district and based on the district. >> Yes, ma'am. >> Can I have a motion to take it? >> Yes. need to reach back out to that. >> Yes, ma'am. That's what I plan to do. >> For then possibly an extension. >> Okay. But what I I just want to make sure that you're clear. the the bids are the be >> and I guess with the exception of the extension and Mr. B let me just make sure that that is permissible because really once a bid has been submitted that is the final and we should not allow um someone who has submitted a bid to the district
042to make revisions to that bid without giving each an opportunity to do so. Let me just make sure that >> Yes, ma'am. Unless you feel comfortable with the information you provided. >> Do you feel comfortable making a decision with information provided? >> Okay. So, can I have a motion to take? >> So, move. >> Second. I have a motion and a second to table it. All in favor? >> I oppos. >> Number five, approve of 16 session le. I have a motion. Can I have a second? I second the 16. Any questions or concerns? >> Question, Miss Martin? I I I would like to know because I generally try to make sure that I'm going through the packet so that I can make informed vote. was just adding I know we had um spring break
043I spent some time this morning going through and out of I recall you know in several instances we've had information given to us right here at the board table and uh I'd like to know when was this particular document added >> it was on board sessions >> okay Mr. Brown went over this. >> This is for 16 section. >> Yes. He went over this work session. >> Okay. He did. >> It wasn't This was an added >> right. It was just for M. >> Yes. Any more questions? All in favor? >> I oppose. >> Number six, approval of our advertisement of the intercom system. >> Can I have a motion? >> So move. >> Can I have a second? >> Second. >> I have a motion and a second. Any questions or concerns? All in
044favor? >> I oppose. >> Number seven, approval of request to form a committee for the purpose of renaming the high school. >> Can I have a motion? >> So move. >> Second. I have a motion and a second. All in favor? I'm sorry. Any question of concern? All in favor? I >> I >> oppose. Number eight, approval of personnel renew classified. >> Can I have a motion? >> I move that we approve of personnel renewal classified. >> And I have a second. Second. >> I have a motion and a second. Any questions of concerns? All in favor? >> I oppose. Number nine. Number nine, approval of agreement with the London J. Austin Federal Program. >> Do I have a motion? >> So move. >> I second the motion. I have a motion and a second
