001on. Good evening. I would like to call October 13th board meeting to order. I have Miss Lynn Mark on Zoom. I have Miss Angela Bates on Zoom. I have Dr. Vincent on Zoom. Can I have a motion? >> Can I have a second? I second the motion. >> I have a motion and a second. All in favor? >> I lean Martin. >> Oppose. At this time, can we please stand and say school district vision and mission statement? >> Vision [Music] change the world. Vision >> I'm sorry mission I >> mission school district world class school system for student success is inevitable and each student is cultivated to become soiety. >> At this time we'll have 30 seconds of silence please. Thank you. >> Can I have a motion to adopt the agenda as written? >>

002Glenn Martin. I second the motion. >> I have a motion and a second. Any questions or concerns? All in favor? I >> I Higgins Banks >> I L Martin >> oppose. >> Next we'll have review of the minutes. H >> we did it. I'm sorry. All in favor? I thought we did. I call >> Oh, I'm sorry. Okay. Your view of the minutes, please. Can I have a motion? >> Madam Chair, Lyn Martin, I move that we approve of the minutes. >> Angela, may I second the motion? >> I have a motion and a second. Any questions or concerns? All in favor? I >> I intro base >> oppos. >> Next we have review and approval of financial statement. Do I have a motion? >> So move. >> Can I have a second? >> Lyn

003Martin. I second the motion. >> Any questions or concerns? >> Dr. BS. the um financial statements on the budget regards to the budget report that we received the amended budget. >> Yes, sir. >> Any more questions? All in favor? >> I >> Lyn Martin I >> I Angela Bates >> oppose. >> Can I have a motion for review and approval of claims docket? >> Lyn Martin. I move that we review and approve of claims docket. Second motion. >> I have a motion and a second. Any questions or concerns about the claims docket? is >> on the uh and these are for clarification purposes for approval and that is um I um see what we have Um on page 208 uh claim document number 846690. >> Um can we verify exactly where that fencing is installed?

004>> Um and that was the fing expensive for the practice the home practicing. Okay. See there's no explanation for that. Okay. >> Yes sir. Like Mr. Brown said >> okay thank you. The other is um the and that uh hearing. Do we have multiple multiple hearing mult? Well, we have a couple that's on the docket and that's what I'm >> This is the um original combo that we the district has been using >> the 846686 the the jacks. >> Yes. >> Before we switch to >> Okay. And so then the um claim number 846694 and that was for the hearing officer for um the other hearing cuz that's um Mr. So he does he does a hearing officer. >> All right. My next question is going to be for the um that's going to be

005for the um just for clarification is this the answer 846696? >> No sir. Um it's for the construction of the arctic beads come out of this fund. There are no more funds in pay for the architect. >> So we able to budget. >> Yes sir. We've been monitoring so we were able to pay them their um full fee. This their fee so they can get back start. >> So this is getting started. >> Yes sir. came up with one document on the agenda called change. >> Okay. Okay. Now I understand I thought we had I thought we had already taken care of that my reason for questioning that. I have one more the the u the lease for the fresh memor >> and that's the debt book. So all the subscriptions the district has and

006any leases that the district has we have to um the accounting for them has changed. So um we submit the information to them and they do the accounting for like a lease thing and that's we submit to the accounting firm for our audit >> for audit. Yes sir. >> Okay. This brings me to um the U with the the firm that's doing the order. I see that you're saying we have we we contracted them up to 20,000. >> Well, this in here now. Well, according to the document that we is saying up to >> now the one we have for um >> McKenzie um that's the new one that starts some I think 24 >> 24th >> yes sir >> so like excuse me one second the zoom they can't hear >> I apologize >>

007I can move it forward if you'd Is the volume up? >> It's up as high as I can get it. Yes, ma'am. >> Okay. >> So, we have to speak loudly, y'all, because we have people on Zoom. >> Yes, ma'am. Um, Miss Bates and Miss Moore, can y'all hear us? For me, I can hear you, but for the superintendent and and Dr. Burks, uh I I'm not understanding what it is. The questions and the responses is almost impossible for me to hear and understand. I don't know about uh Dr. Vincent or uh Miss Bates. >> Okay. I can Can you hear me now? >> Yes. >> Okay. I >> I can hear you now. I apologize y'all. We going um allow Miss Hall, our finance director, and Mr. For if need be, you can move

008to the mics because those board members are not if Mr. Brown can use that mic right there if need be. So that way we can um heard in the gallery. You don't have to touch it. Okay. My question was is that uh on the the docket, we're still on the docket, Miss Bates and Miss. My last question was questioning the uh the amount that's on the docket for the accounting and they have up to option up to 24,000 for the for the upcoming order. And my question is and I I noticed that in reading the scope of work that they're saying that they're chosen by the hour. >> Am I correct? >> Yes. Yes, sir. >> So my question is are we prepared to um they've got an estimated number of hours and I'm just

009questioning the amount. They're saying they they're giving an amount like 12,000. from an estimation >> from the number of hours that they're saying that it will take complete the order. >> That's a question. So, are you referring to that book? >> No, I'm not referring to that book. I'm referring to >> Okay. Okay. Yes, sir. >> So, now normally they're going to they're going to work up to receive receive that 24,000. That's the um minimum amount they're going to charge us. So, they'll do their hours in office and they'll come into the district and do hours and then, you know, they'll just um their invoice and break down the number of hours that they work. It be probably at least usually multiple people with about two people usually come in the district and they'll come

010to inventory and look at claims and everything. They have people at the office working too. Will they charge separate hours? >> It'll be Yes, it be broke. Yes, sir. It be broken down >> for each individual or just for the the agency itself. >> I'm I haven't seen theirs before, but you know, they normally they'll break it down by person and then just be a total hours, but I can't speak for their specifically. I can ask them though, >> you know, because see what I'm saying. They gave an estimation of what it's going to take to do the order, but then we've got an opportunity an allotment up to. So that's something that you know I'm concerned about. >> Yes sir. >> And president do y'all have any questions about the plans? No questions. >>

011I don't have any questions. Lean Martin, >> I have a motion in a second. >> So move. >> No, we already have a motion to second. So my next question was all in favor I >> I lean Mark I Angela Bates >> opposed. >> Next on our agenda, we have the report and presentation of the business of the superintendent. >> Uh good afternoon madam president and stakeholders. Uh next we have uh teacher of the month, student of the month, support staff of the month to be recognized. Good evening everybody. Um, as Mr. V was saying, each month each school selects a teacher of the month, a support staff person of the month, and a student of the month by grade level. We thank you for everything that you do each and every day to make our schools great. >> Thank you, Miss. >> Madam President, next we have a teacher attendance report. uh teacher attendance uh flipped from 95% from August to 89% uh September. Uh we have an individual top specific principle to address uh teacher attendance uh student board as we move forward uh to this next month. Uh next we have the uh 16 section report. >> Any questions or concerns? Next, we have the uh

015discipline report number four. Uh discipline increased in every school um for the month of September. Uh as the principal return from fall break, we're going to have a reset assembly at all schools and address procedures and protocol in our PBIS program with all students at all locations. School board. Do we have any questions? Next we have our enrollment data. Our enrollment did increase uh to 2017 for the month of September. It was 1979 for August. Our ADA is 92.31 for students. We we want to maintain at least a 94% ADA. So, we will continue to work with our parents and our teachers and our students to get all of our uh students to school on time uh every day. Madam President, that is the report and presentation of the superintendent. Next, Madam President, we have

016the consent agenda item one, two, three, and four. We have a >> Any questions or concerns? >> Do I have a motion to approve the consent agenda item? >> Lyn Martin and I move that we approve of the consent agenda items 1 through 4. Angela Banks, >> second the motion. >> I have a motion and a second. Any questions or concerns? >> All in favor? >> I >> Lyn Martin. >> I Angela Banks >> oppose. Madam President Nate, we have the regular agenda. Uh C1 we have approval of policy revision. >> Do I have a motion? >> So move. >> I second the motion. Angela Banks. >> I have a motion and a second. Any questions or concerns? All in favor? I >> I H I Le Martin >> oppos have approval to receive policy

017>> receiving policy. Excuse me. >> Do I have a motion? Madam President, I motion that we accept and approve the resent policy. Do I have a second? I second a motion. Any questions or concerns? All in favor? I oppose. I Lyn Martin, Miss B. I suppose >> Madam President, number three, we have approve approval to update policy >> before we motion. This was the um policy that we had tabled until we got clarity. Number three, we table it at the work session still needs to be okay. So someone can make a motion to to table approval of that policy until the board gets clarity. >> I hope that table policy update until we get clarity removed from the agenda. I second a motion with excuse me y'all. We have a motion in a second but

018for some reason our Zoom they cannot hear on Zoom. We can call in. >> Miss Miss Bass, would you like to call in? >> Uh, no. I I can hear. I just text you. >> There's only one person that I can't hear. >> Okay. Dr. Dr. >> I think Okay. speaking to the mic. For some reason, we had an issue with the computer. So, we have a motion in a second to table the updated policy number three. Any questions or concerns? And just for clarity, during the work session, we voted to table this. So, it was supposed to be removed, but it's not. All in favor? >> I Angela Bates I Le Martin >> oppose. >> Thank you, >> Madam President. Madam President, number four, approval for permission to seek grant or other funding for

019school buses for the 26 27 school year. >> Do I have a motion? I, Lean Martin, approve of having the ability to seek permission for uh grants that may be out there for the purchase of school buses for the 2026 2027 school year. >> I, Angela Bay, second the motion. >> I have a motion and a second. Any questions or concerns? >> All in favor? I >> I Angela Banks. >> I Lean Martin. >> Madam President, approval of cyber security grant program. >> Do I have a motion? >> So moved. >> I L Martin second the motion. >> I have a motion in a second. Any questions or concerns? All in favor? >> I Liam Martin. >> I Bates. >> Madam President, approval of amendment agreement federal program. >> Do I have a motion? I,

020Lyn Martin, move that we approve of the agreement. Rochelle Collins, federal programs. >> I second the motion. Angela Bates, >> I have a motion and a second. Any questions or concerns? >> Question. In the contract itself, there is no um what is the budgetary amount? because according to what was submitted to us is blank. Now I do see on the uh docket there's an amount on the docket is that the amount that's supposed to be in the contract >> and that's the open. So this will be the same amount 6,000. >> That's the the one on the docket is what? >> No, that's the one that was originally approved. >> So those you know it expires. >> Okay. So, but what I'm saying is is that we approing a blank document and that's why I

021have an concern. >> Now, on there just change the only thing that changed from the original was the time frame. So, it goes from October to December. None of the scope or the amount change. >> Yeah, but I'm saying that's what I'm saying. Yes, sir. I understand what you're saying. So, yes, sir. >> I I think I understand what Dr. BS is saying. is part if the term of the contract is being ex extended through the amendment then one would assume that that also comes with an increase from the previous contract and if that is the case then that amount does need to be included in the amendment >> but if it's not a decrease >> okay so from that time frame like from the from the new time frame still be 6,000 like the

022original. So based on the original the time frame change but the amount and the hours allowed that part didn't change cuz that's that's why we deal with the update. So that's not >> so the maximum amount that she's being paid under the extension. I mean there's no increase there's no change. Is that what you're saying? >> That's what she's saying. But then the contract that we're looking at has no amount in it. >> And we'll we'll work on that. I work with Mr. Big and Miss Hall to make sure that that contract includes everything that it it should. >> But do you all understand the concern if if >> Yes, ma'am. >> When did the first contract expire? >> September 30th. >> Okay. And so if it has already expired, then this would need to

023be a new contract with Miss Collins as opposed to an amendment because an amendment the purpose of an amendment is to make changes to a contract that's that's already in place. And so this would need to be a new contract. And if this new term I mean I'm assuming what your law is saying is she won't get paid for this new term. >> She right. So >> the same amount, >> right? So we need a a new contract which would pretty much include the terms that you already have in this amendment. So it would be a new contract for a maximum amount of $6,000. and I can work with you all to make sure that we have the correct terminology, but nothing really changes and it's it would include the same terminology that the board

024has before. >> Yes, ma'am. >> Any more questions? All in favor? I >> I bait >> I lean Martin. >> So we just I'm sorry it's double but we just need to make sure that the minutes are collected. This is this is a new contract as opposed to >> So do we need to reotion? >> Yes, please. Can I have a motion for a new contract and not an amendment? Miss Martin just made the original motion. >> I Lyn Martin moves that we table the contract that we're trying to do for uh federal programs. That's what I'm seeing is that this needs to be tabled if if a new contract needs to be done. I guess my concern would be u Mr. Big with I just want to make sure that that meets your administrative

025needs. >> Well, at this time is based on things that need to be done in the federal program. We need for her to continue her services with us uh to meet deadlines for her coming program forward unless there's a possibility of a special call motion. I mean a special call meeting where the board has the actual contract before it. But I can tell you what I'm looking at. The terms that I'm looking at in this amendment are the same terms that would be in a new contract with Miss Collins. Nothing would change from the previous contract that was board approved. Is that correct, Mr. Services would change? The maximum amount would be $6,000 and it would be extended to the end of December. Is that correct? Uh that is correct. >> Is that clear for

026everyone? >> Yes. >> Congratulations. >> Yes, Lyn Martin. And I would like to know what what does the motion need to be if an entirely new contract is needed? We just approving the contract and not an amendment. >> And Miss Martin, the reason why it's a new contract that's opposed to an amendment is because her previous contract has expired. You can only amend a contract that's currently in place and her first contract expired in September. >> Okay. Thanks. >> Do I have a motion to approve a new contract for Miss Collins? I move Len Martin and I move that we approve of a new contract for Rochelle Collins regarding federal programs. >> I Angela second the motion. >> I have a motion and a second questions or concerns all in favor. I >> I L

027Martin >> oppose. >> Madam President, number seven, approval of agreement with candidate anywhere a youth mental person. >> So I have a motion. So >> I Martin second the motion. >> I have a motion and a second. Any questions or concern? >> All in favor? >> I lean Mark. >> I b >> opposed. [Music] >> Madam President, agree approval of agreement with Lefield Learning Systems. I Lyn Martin approve of agreement Lexia Learning Systems. >> I Angela Bank second the motion. >> I have a motion and a second. Any questions or concerns? All in favor? I >> I Lean Martin. oppose. >> Madame President, approval of agreement with Rosemont Consulting Services. >> Do I have a motion? >> I, Lyn Martin, approve of the agreement Rosemont Consulting Services. I may second the motion. >> I have

028a motion and a second. Any questions? Open silence. >> Question >> on this particular um contract. I see they have um provided us with a schedule based upon the services that they are going to um do their implementation or evaluation. Do we is that the uh schedule based on the number of students or the scope of this you >> it depends on the service for um the way they have it listed but the main um reason for this approval is for the professional development and training >> okay deciding which services that they're going to provide Any more questions? All in favor? >> I lean Martin >> oppos appro. Martin move that we approve of a pay increase. >> Second. >> I second the motion. >> I have a motion in the second. Any questions or

029concerns? >> All in favor? I >> I >> Le Martin >> oppose. Madame President, approval of facility use. >> Do I have a motion? >> I move that we accept the the approval of the approval for the facility use. >> I I may second the motion. >> I have a motion and a second. Any questions or concerns? >> All in favor? I >> I land Mark >> oppose. >> Madam President, approval of audit contract for FY 25, 26, and 27. >> Do I have a motion? >> So move. >> I second the motion. Angela Banks, >> I have a motion and a second. Any questions or concerns? All in favor? >> I >> Angela Bates >> oppose. Madam President, approval to have an afterchool program. >> Do I have a motion? I Lyn Martin appro

030uh approve of the uh after school program. >> Angela Banks second the motion. >> I have a motion and a second. Any questions or concerns? Just a question for clarification that we are we going to uh focus on um 25% um and if so um we're going to do a promotional initiative through the parent. >> Uh yes sir. Once approved, we u we're in the process of doing right now and have identified those target. We're going to definitely do reach out to all parents uh to make certain that they understand the uh the imperative of having a student attend this program. And once we get to a capacity of well an enrollment of the lower percentile will it be open up to the additional students if we have capacity instead. >> We will take a

031look at that Dr. B. the idea that it's to keep number one a low ratio uh student the teacher ratio in the after school program and we want to make certain we have the students in the program that we not going to have any discipline issues so we want to be able to focus in on those uh students using key strategies >> any more questions all in favor I I Angela Bates I Le Martin >> oppose. >> Madam President, approval was delicious bid for sale of Savage school equipment. I, Lyn Martin, move that we solicit bids sale of salvage school equipment. >> Do I have a second? >> Second motion. >> I have a motion and a second. Any questions or concerns? >> All in favor? I >> I Angela Banks >> I L Martin

032>> oppose >> Madam President approval of agreement So move. >> Do I have a second? >> I second the motion. >> I have a motion and a second. Any questions or concerns? All in favor? >> I oppos. >> I mad president. Approval of agreement with Mississippi Action Program Incorporated. >> Do I have a motion? >> Angel motion. >> I have a motion and a second. Any questions or concerns? All in favor? Hi, >> I >> Angela Bates. >> I Lean Martin. >> Madam President, approval of agreement with Mississippi Action Progress Local Education Agency transition plan. >> Do I have a motion? >> We have Okay, >> I have a A motion. Do I have a second? >> I second the motion. Lean Martin. >> I have a motion and a second. Any questions or concerns?

033>> All in favor? >> I mark >> oppose. Madame President, approval of agreement C's Education Incorporated. >> I, Lyn Martin, move that we approve of C's Education Incorporated. >> Angela Bates, I second the motion. >> I have a motion and a second. Any questions or concerns? All in favor? I >> I lean Martin >> oppose. >> Madam President, approval of amendment amended agreement to school status with teach boo. >> Do I have a motion? >> So move Angela Bates. >> I second the motion. Le Martin. I have a motion and a second. Any questions or concerns? I have a question. Is this contract actual amendment or have it expired? Cuz this would be the same situation as um it hasn't expired. >> No ma'am, it has not. >> Okay. >> This will have to amend

034with the agreement with school stat. >> Okay. Any more questions? >> The teachition Yes sir. The teeth boost is an evaluation instrument that our principal and assistant principal can use and at the same time we can actually monitor as district administrator. >> Thank you. >> Any more questions? All in favor? I >> I bet >> I lean Mark >> oppose. >> Madame President, approval of amended FY25 budget. >> I move that we approve of the amended FY 2025 budget. So I answer second motion. >> I have a motion and a second. Any questions or concerns? >> Question. >> Is this >> now the additional document that that was emailed to everyone? It shows the budget is like a combination. So I did teach report so you can see what was actually spent out of district

035manage not um object. So like it say teacher salaries and benefits a teacher assistant teacher say what the school spent on supplies how much we spent um it's all out of district maintenance and how much we spent like on utilities electricity all that type of stuff instead but it's every um thing that came out district was actually extended so I did this so you can actually see it >> so what you're saying to me is that this is this this only includes the district. >> Yes sir. as I studied the one that y'all sent. I spent several hours on it. Yes, sir. >> And I'm not I'm trying not to get >> Now, I can print it. I can print for other funds, but this is the main fun for the district, you know. >>

036I just want to make sure this is not different from the information that we previously see. >> No, sir. >> This would be the same information, but just extracted in a different from a different uh mind >> from Yes, sir. Just in a different department. to tell specifically from each specific um thing. >> Okay. >> Any more questions? >> Yes. Uh whatever was just said by the finance director, I am asking that it be spoken into the microphone so that I can hear it. >> Yes, ma'am. I apologize. >> Are you speaking? Can you hear yourself speaking into the microphone? >> Yes, ma'am. So, I received um the expenditure budget that you all emailed and it just shows for um district maintenance fund fund 1120 and it shows how much was actually expensed as of

0376:30 2025. And it's just a breakdown of the um combined budget so you all can actually see what was spent on salaries and benefits, supplies, utilities, those type of things. >> Okay. So, it's not an actual amended budget. It's just a clarification. >> It's called the amended budget because we're um the other budget is it's like a you know budget is just figures that we expect that we may spend but this budget shows what was actually spent at 6:30 2025 from July 1 to 6:30 for the entire year. >> Okay. Thanks. >> Yes, ma'am. Miss B, you have any questions? >> All in favor? >> No questions. I'm sorry. Um, no questions. It's just Mr. Bur, can you just speak just a little closer? We We're here having problems hearing you. >> Okay. What what

038I what I was alluding to is that the uh the documents that we received as board members previously uh we were given a breakdown of um an actual copy of a breakdown that she did uh on today and I was making sure that the information that she gave us today was not different from the information that we have received in the email previously. It's the same information. The report that she gave us today was only from funds that have been spent out of the district management fund. It does not include um the other fund funding sources. So, it's all the same information. >> Thank you. And um when when need be, Miss Bates and Miss Martin, you can pick up a copy from Miss Cameron in the district office. Any more questions? All in favor?

039I >> I bet I Lean Martin opposed. Madam President, approval of agreement with Rainbow Chrysler. >> I, Lyn Martin, move that we approve of the agreement with Rainbow Chrysler. >> Hi, Angela Bates. Second motion. >> I have a motion and a second. Any questions or concerns? All in favor? I >> I lean Martin >> oppose. >> Madam President, approval of change order with Thrash Construction. >> Do I have a motion? >> Some I second a motion. Le Martin. >> I have a motion and a second. Any questions or concerns? >> Let me just make sure that um we're I did have a conversation with Mr. Vick and we're waiting final review by the attorney in my office who handles construction matters. And so this contract would need to be approved by final review by legal

040counsel. And Mr. B discuss that earlier if that's okay with you. >> Miss Base and Miss Martin, did you hear attorney Dave? >> Yes, I did. >> Yes. >> Okay. Any questions concerning that? My question, if we don't have the uh attorney who's assisting us with whether or not this can be done, if we don't have that at this point in time, don't we need to actually table this? >> Uh no, ma'am. uh Miss Martin, uh we have an attorney who uh look at our construction projects and and ask approve also on those and and it it is critically important that we uh get on on get on a timet for the construction of the building at Summit Elementary. Uh that's why we're asking to approve this uh pending approval, legal approval. So, Superintendent Vic,

041I just have one question. If there's something that needs to be changed, it will come back to the board and we'll have to call a special call meeting if something needs to be altered if there's something substantive. Yes. >> Okay. >> Correct. >> And I don't anticipate any substantive changes. Um, I just want to to make sure because we don't want any auditing or bidding issues with these construction contracts. So, I did just forward it to someone and I asked them to take a look at it. >> And this way, if the contract is okay, we can go ahead and mobilize our contractors and subcontractors. They won't have to be detained or any longer uh school board. >> Okay. Thanks. Any more questions? All in favor? >> I oppose. Madam President, miscellaneous business. >> We

042have out of district transfer request. Do I have a motion? >> I, Lyn Martin, move that we approve of the out of district transfer request. >> I, Angela B. Second motion. >> I have a motion and a second. Any questions or concerns? All in favor? I >> I Angela Bates. >> I Lean Martin. >> Oppose. >> Madam President L personal recommendations. >> I L Martin move that we approve of personnel recommendations. >> I Angela Bay second the motion. I have a motion and a second. Any questions or concerns? >> All in favor? >> I lean Martin. >> Oppose. At this time, we have a closed determination whether not to go into executive session. Madam chair, I have a question. >> Yes, it is more a resend. I need to resend my vote. I'm not sure

043how to do it at this time, but I think when I oppose a motion, I did that in era and I want the record to reflect that I was in favor of that. That should have been a yes. >> Um motion for the MSBA 2025 annual update of policies resended. opposed. >> She's saying she she >> can just correct. >> Okay. Thank you. >> At this time, we'll have a closed detation at what point someone will come out in special you all one at a time. up and running. >> Yes, ma'am.
