001Pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> I'd like to welcome you all to the uh regular regularly scheduled board meeting of Laurel Public Schools. Uh we apologize for the late start. Uh we were just having some technical connection issues. So thank you for bearing with us. First we'll move to our public comment section. Public participation is encouraged in the Laurel School District. All meetings of the board will be open to the public except as provided by law. Scheduled meetings of the board may be recorded. Audience members may address the board during public comment for non-aggenda interests or during the discussion of the relevant printed agenda item. Your attendance is welcomed. If
002you plan to speak to the board, please look over the information on the agenda. Then complete the public comment section on the back side of the cards that are there by the door. And please bring it to myself. Public participation is a right that carries certain responsibilities such as informing oneself in advance of the issues being discussed. Voluntarily being as brief and gerine as possible, not unduly repeating remarks others or you have already made and showing respect at all times for the rights and opinions of others, whether citizens, board members, district employees, or students. Is there any public comment for non-aggenda items? Hearing none, we'll move on then to our presentation with LMS science twigs. So, um Justin Clay, I'm the middle school principal, those of you that don't know. Um and what I have
003is I have two of our three teachers. We had three coming. We had Jamie Bennington and then we have Mrs. I and Mr. Lamb there. Mr. Lamb teaches Well, cuz I'll start with Mrs. I teaches sixth grade. Uh Mr. Lim teaches seventh grade science and Mrs. Bennington had an emergency today and she teaches 8th grade science. She had a she ended up having to leave. And so I thought uh Twig is pretty awesome. uh when you go into the classrooms there's a lot of active engagement students are uh thinking critically and uh doing a lot of experiments and um a couple presentations ago we presented the science team had their presentation in there of what their goals are and so I thought it'd be really nice for you guys to experience this particular lesson is
004a sixth grade lesson experience what sixth graders do and you guys are actually going to be doing an exper experiment. >> So, we'll see if you're smarter than a sixth grader. >> So, this has been fun. >> I don't know what you guys >> uh like Mr. Baby said, I'm I'm Tanner Lamb. This is I I teach seventh grade. I teach sixth grade. This is a sixth grade lesson. So, this will be a lesson that um she's actually going to teach this week. >> So, she's going to teach this week. So you guys are prep works on you guys. All right. Um, real quick, uh, with Twig, I like what he said. Twig is just a great way of getting kids hands on, getting them learning in different ways other than just book and pencil
005all the time. So having those experiments, having those fun hands-on activities like that, especially in the science world, is super fun for us, super fun for them. They get a lot of investigative inquiry by just investigating right away instead of having to read all the time. have to learn about stuff and so it's really fun for us and good for the kids to engage with. >> And every day is kind of set up in a question and then we investigate that question and then over the course of a couple weeks for through the unit you kind of put stack those questions and we keep track of the answers as we go through them and then we put it all together at the end kind of answer the bigger question. >> Yeah. Okay. So what we're
006going to do here we're going to go ahead and get started. Um, we are going to talk about what's the deal with glucose. So, our main unit, our anatomy unit is what they're in right now. Um, we usually start most of the time with a bell ringer. Twig usually has stuff where you can have different types of questions where you can put these in as a bell ringer if you want. But with this here, what we have, we decide our bell ringer to get to get this thinking. As a doctor, what questions should you ask your patients? So, something for them to get kind of thinking here real quick. Do you guys want to answer that or do you guys want to move on? because we can move on real quick. But um that's just
007what we ask. >> How are you feeling today? I think that's good. >> So it gets the kids thinking and kind of gets them ready for the activity that we're going to do. >> Yeah. Good. >> So yeah. >> Um next thing. So like with most of our stuff, we're observing and investigative phenomenon. Uh we'll talk about that later in a second here, but real quick. So with the people you're paired next to, so at your table partners, okay? Um what we're going to do is we're going to role play doctor and patient. So one partner uh it doesn't matter who but one person you guys will use the case study as the patient which is this one here. This is the patient. This is the case study that you're going to the second partner
008you're going to be the doctor and so that doctor use that notebook to take notes and diagnose that patient there. >> So you'll notice on the doctor on the doctor part um It's broken into four. We talk about the soap model is what it's called. So you're looking for like what are the signs and symptoms? That's subjective and objective. What the patient tells you, what you observe and then the assessment. What do you assess to be wrong with them and the body systems and different organs and then what's your plan for them. So we will go ahead and let you guys role >> play. My name is Chloe. How are you? >> 12176 >> 1211 cuz I'm born 207 this year. >> How long is that? question. >> All right. >> Right. Um every day
009>> I'm overweight. by the doctor. >> Do you have any Um probably dehydration. So >> we're supposed to get all the way down to Now I'm pretty sure that's four. Okay, so >> that would be an example of us doing that investigative learning. when we're doing more so hands-on stuff. Um, what we would do after you guys have asked those questions here is we would have discussion time after doing this, like you guys would have had some answers there. We'd probably do more of a group discussion, maybe table discussion, talk about what kind of patients did you see in this or what kind of symptoms did you see in this patient? Um, what types of body symptoms are being affected and what your plan of action would be for that patient that you'd have. So,
010we'd kind of go through that, but with time that we have here, go ahead and move on. >> What we were investigating there is we're investigating that this patient has diabetes. Okay. They're experiencing blurred vision and tingling numbness in the feet as well as a fast heartbeat and high blood pressure. So, investigating um what diabetes is just another thing with our human anatomy unit that we're doing here and so on. and looking we've talked a lot about how systems work together. So kind of looking at how like digestive when you eat something it goes into your bloodstream and then how that is also affecting different parts of your body as well. So our patient Chloe uh says that they want they recommended her do a 7-day diary. So here's Chloe's 7-day diary for us. Oh,
011we had a lot of uh >> so >> honestly >> kind of the ultimate >> goal managed poorly managed case of titans >> is we're going to test out some of the foods on Chloe's menu. >> So, we have coffee. Um we have applesauce. I know it says apple sauce. We have scrambled eggs >> and we have pancakes. So, we're gonna stick with the breakfast side instead of doing the whole day. All right. So, we're going to do our little hands-on activity. So, in front of you, you have all the supplies that you need. So, on your little white tray, we're going to follow the directions that are on that third sheet for each. All right. So, we're going to add just a small sample of your food. You use the spoon to one of
012the little >> hungry small. >> Just a small. You're just going to use one of the small >> cuz I'll have the rest of that. >> Those are my favorite. >> And then we're going to add some water so we can kind of mush it down. for doing what I tell them not to do. >> There's you said little water. >> So the toothpick, you can use a toothpick to kind of stir. >> Or you can use your spoon it around, stir it around so you get kind of more of a liquid. I know. Jeez. Thanks, guys. >> So, then we mix it up in here, then. >> Ours is pretty soluble, so it's going to appauce and the coffee is going to be a little easier to mix. >> Come on, guys. You're up
013and getting it all mixed up. Look at >> I don't even know how to guess. >> All right. That'll go. >> We are going to >> Okay. So, then we're going to drop it in for 30 seconds. >> I will do our 30 seconds for us. >> Ready? >> Okay. So, go ahead and submerge your glucose strip into your food sample. Start our timer. >> Sure. >> 30 seconds. >> I don't know if we want to find it. >> Yeah. Try it. >> I think it might be the 500 >> or in sugar. >> All right, there's our 30 seconds. So, you can take your glucose strip out. >> Oh, that's better than that. 250. >> I don't know. I think >> Yeah, that's why. >> Yeah. >> All right. So then we have our
014students and our students are or my students do more than one so they can see kind of a better arrangement of food and take notes on what they see and then we would go around and share. Anybody want to share what they saw? >> How's the coffee? I'm curious. >> It's what you put in coffee that >> Yeah. Right. >> coffee is pretty regular. Ours ended up about 500 in the applesauce which is probably 500. >> Eggs are really good. >> Pancakes. >> Ours is right around 200. >> We have glucose. They're just protein protein. >> Yeah. >> So then we talk about what do you think happens to glucose when you eat it. We'll talk about kind of the digestive system. And then she's been diagnosed as diabetic. So how might her choices affect
015her condition? talk about how that glucose affects the sugar levels and we'll look at soda and stuff too. >> All right. So then there's we kind of look at all the different aspects of that and then our kind of end product is to come up with a breakfast menu to help her stay regulated >> year out. Everybody else stays. >> Yeah. Pretty much, huh? Yeah. Actually, that's pretty much what we got for you guys. >> That's awesome. >> Kind of a condensed version of what we go through on a daily basis, but >> that's really So, in the classroom, you probably did this test on all of them. So, the >> on more of them. Yeah. >> Yes. Yep. >> How do they How do you think the kids uh respond? Like, is it Do
016they get pretty into it? >> They do. Um, I've noticed like even with the role playing, I think Chase has been in there when we role played, they get really into it. >> They really enjoy doing >> and really enjoy doing it and all the hands-on, they really like that. >> Yeah. So, you >> see a lot more engagement from them. >> That's awesome. Yeah. >> Do you find that your history from because you've been in science for so long >> advancing into this kind of collaboration, do you find them learning better? >> I do. Yep. I find them learning better. It's harder for them cuz they have to talk it out. They have to investigate it. It's not this is I what's the answer kind of thing, but um they really like it and
017they really learn a lot. >> This would have been epic in sixth grade. >> Chase is having fun redoing sixth grade with me. >> Change your reading habits since they started doing this. Um I've seen we do read a lot. Um and so what we do is I partner read them so they kind of read paragraph back and forth. So um I don't know specifically cuz I don't test them on reading but >> No, I reading habits. >> Oh, eating reading is good though. >> I don't know. We have reading habits too. >> I haven't done this one yet. This is coming up. So >> we'll see how it goes. >> Be interesting. But they really like it and especially this one because they can associate it with themselves. >> So remind me is this
018the first year we've done this? >> Yes. >> Okay. So and then you're doing it. So it'd be interesting to see from your class to now your class next year and your class to 8th grade like how >> and we've seen growth just as the year goes on too with different skills. So >> it's a lot of different skills that you're working on with this. I feel like I mean I'm a new teacher so I guess I don't know but I feel like in science when I took it like I did a lot more book >> pencil >> reading stuff. This is more so like I'm actually thinking for myself. I have a lot of more opportunities to speak out in class in science class. >> Um it's not so much just >> reading through
019and like watching stuff like we're actually doing a lot of stuff with this. So >> and their answers aren't like multiple choice. They have to write it out and they have to explain why they come up with their answer. >> Yeah. Awesome. >> Well, and I like it because in real life, I mean, you you're not just told to sit and do it on your own. You have to collaborate. You have to partner. You have to team. You have to work together >> for the goal. So, it's >> Yeah. >> teaches them that, too. So, >> good. I like it. >> That's awesome. >> Yeah. >> Any other board thoughts or discussion? >> Anything the public or the audience wants to ask or comment on? I'll say my son is in your class and I
020was super excited to even see your email for your um lessons with sweet. So, and I told him I was excited that he's doing >> I I appreciate your emails and seeing all the things that you're doing. So, yeah, this is really really cool. >> Yeah. Look forward to this Thursday. >> This will be fun. >> Yeah, you'll get to really ask questions. >> We when we adopted Twig this year, we actually go all the way down to fifth grade. So we have twig is a standalone class and science um for fifth grade. Um you can buy just individual modules for the elementary grades. They just obviously like their primary focus is reading and math and literacy. Uh but as the kids get older, we do have opportunities to where we could expand Twig down
021into, you know, maybe third or fourth grade. Mrs. Helena and I have talked about that a little bit this year. just wanting to get the program under our belt and figure it all out and all of the different pieces. Um, but overall the feedback that I've received from the staff is that they they really do love it. They worked really hard to find a program and a resource that they felt would just check all the boxes that was interactive that was shifting that cognitive load over to our students instead of it just being sit and get and a lot of memorization and um I know Mrs. Bennington has shared with me and she shared at our district meeting earlier that the charts and graphs and the quality of work that she's getting from kids in
0228th grade is just leaps and bounds ahead of where it has been in the past. They did do trials here last year. So, some of our kids at the middle school level had a little bit of exposure because we did trials um probably about half of the year last year. So, we're just really hoping that eventually we can see that continue to push into the high school. So, thank you to the board again for the adoption of Tweak Science. We are finding a lot of success with it. >> Great. Yeah, it's lovely to see that progression. So, thank you guys so much. That was that was fun. >> Thank you. Yeah, >> we want to thank these two teachers. Uh it's exciting. Mr. Lamb and Mrs. I Mr. 11. It's his first year here and
023so present in front of the board. Uh, also it's got to be a little stressful. Thank you for doing that to an intimidating bunch. >> I told him that be ready. >> That's what we had for the middle school. Is there any questions for me for anything? >> No, I don't. Anything for Mr. Cle? >> Wonderful. Thank you. >> Thank you. Thank you. >> Thanks for letting them. That was a great Thanks for having them come in. That was cool. That was fun. >> All right, move down to correspondence and donations. Uh, three more donations coming in from our community. Uh, so gratefully appreciated for each of these that come in. So, thank you again. We'll move next to the consent agenda. Do I have a motion? I'll move to approve consent agenda. >> A
024motion to approve the consent agenda by Donnie. Is there a second? >> I'll second. >> Seconded by Jenny. Any board discussion on that? Audience discussion. Hearing none, we'll move to vote on the motion provided by Donnie to approve the consent agenda. Seconded by Jenny. All in favor say I. >> I. >> Any opposed? The motion carries. We'll move next then to our action items. Action item A, policy for approval, second reading. Do I have a motion? >> Do we want discussion first on the second read? I'll make a motion to approve the policies for second reading. >> Have a motion by Kayla to approve the second reading of uh policies uh under the revisions and the new policy. Is there a second? I'll second it. There any other board discussion? >> I just have a
025question >> on a couple of them. the the first two the ones that are revisions there's a lot of reference we added the word regular in there a lot and I was just struggling to define regular reading it in the policy does that make sense by regular do we mean routine >> constant recurring I just wonder if that word's going to confusing as the policies apply. That was my only concern. Matt, >> are you there? >> Yep. >> Yeah. Thank you. I wasn't there for this meeting but um yeah sorry I will miss this one. How you feel about that, Donnie? >> I just wanted to bring it up. See if others felt the same way that >> I think hearing hearing that explanate it helps me understand it a little better. But >> but
026it's not easily >> it's still that >> the meeting is not easily carried on to future administrators that have to apply the policy. So I >> just wanted to bring it up bring it to attention. Kayla. Yes. >> I think thinking about it in the context of the work-based learning versus just a volunteer that we have in a school, it's different. regular meaning like if they work at Walmart and someone they hardly ever work with walks by them, you know, that person doesn't need to be background checked versus it was just that big conversation we were having about if we have kids working at places, how in the world do we have everyone background checked? But if it's just they don't work with them regularly, this is a, you know, they're not even in the
027same department or whatever. I mean, every work situation is so different. It's hard to say, but that gave us like the ability to Okay, there's some sort of a Oh, you know, this isn't a volunteer in our school necessarily. It's a How in the world do we put this? Anyway, >> yeah, >> it's coming back to me a little bit >> cuz we've seen this a couple times in the theater. Hope maybe this will help Donnie. Reoccurring ongoing or repeated contact that occurs as part of a normal schedule or routine, not an occasional incidental or one-time interaction cuz then we would have to be background checked just walking through doing site visits if you want to consider it that way because we might not be truly in a regular consistent ongoing. >> But again, this
028is just the work base, >> right? Well, we Well, we It is applied to >> I know the other one. >> It is applied to >> No, no. I I was just >> I was just kind of clarifying on what I thought. >> So, do you think there's a brain change there, Britney? Is that you're just given a definition? >> I was just maybe paraphrasing on the definition to think of it in a different >> like >> Yeah, she that's what that's what Donnie was asking, right? Is what is the term regular? Are we defining it as? And so that would be how I would be defining regular is >> I do the standard >> exactly >> dictionary description. >> Yeah. Thank you. You're welcome. I wouldn't let me go there. Let me just I
029got you girl. >> Good discussion though. I think that's good to clarify. Any other forward discussion on that? >> Yes. D. >> I just wanted to say I did think a word not needed to be there. I just wasn't sure if that was the right one, but I'm convinced routine here. Yeah. Okay. Any audience discussion on that? Yes. Go ahead. >> I have a question and maybe I missed at the beginning of the conversation. Um what's the workbased program? >> So at the high school there's um a specific school to work program where it's a work based. So students have jobs in our community and they get through the school go through and get credit hours for working at that job. >> Oh, right. And then meeting their job background check all the people that
030they're going to work with. Yeah. >> So, um, like I volunteer at my daughter's school and I was background checked. So, everyone that does that like I do, they do have to be background. >> Yeah. Cuz you're having regular contact with the students. >> Okay. >> Cool. Very different. Yeah. >> Yep. >> Yeah. Whereas like to to Britney's point, if we as a school board go and visit a school, we're in contact with the students, but it's not regular and it's not recurring and it's always and it's always supervised. We'll be walking with the principal or whatever. >> The kinder boost teacher had um they did a segment on unformed professionals and so they had people come in and talk to them and they wouldn't need to be background checked because they were just popping
031in to do school presentations. weren't left alone. >> Or if you or if we were, you know, say I went and volunteered to for the Valentine's party, >> uh I'm going to be with the students, but the teacher is going to be present. >> And so I wouldn't need a background check for that instance either. >> But if we were going to go to Zoom Montana with them, >> even if that was a one-time thing to chaperon, Yeah. I would have to be background checked for that because I there's a high potential that I would be alone with the student. >> Yeah. Okay. I just wanted to clarify for sure. >> Can I give this to you for later? >> Yeah, absolutely. Yeah, please. Just go ahead. >> Okay. >> No problem. >> Oh, no.
032Thank you so much. >> So, um any other audience discussion? Great. Well, then we'll uh move to vote on the motion by Kayla to approve action item A, seconded by myself. All in favor say I. I. Any opposed? Motion carries. Action item B, new job description recommendation, special education teacher. Do I have a motion? >> Um, did we cover all new policies? Even though I thought we just did second reading. >> He should. >> Yeah, all the second. Yeah, they all all of them. Um, policy revision and new policy. Second read. I apologize. I did not catch that. >> Did you have a question on any of them? Okay, great. So then action item B, new job description, special education teacher. Is there a motion? >> I move to accept the recommendation for the special
033education teacher. >> A motion to approve action item B by Kelly. Is there a second? >> Seconded by Kayla. Board discussion. Audience discussion. >> Do have a question. >> Go ahead, >> Kelly. I missed this committee meeting. Was there conversation at the committee meeting around making this change? >> Yes. >> And can you share what some of that was? >> Okay. If I'm correct, this is what we discussed last meeting to us. >> It went to you again. >> Yeah. And based on um that discussion at our last meeting, >> that's how things were combined. You know, there was discussion about reporting to not having confusion with regard to that. So having it just be the principal, but that in that next section under the summary wanting the director of student services to be part
034of the directing because of the nature of the position. So um those adjustments actually were all kind of guidelines that we gave at our public setting. Yeah, it looks like it was mostly what we had discussed in uh that Britney had brought up in the previous meeting. So, it looks like those changes were just implemented to this. >> I was just curious since that's my committee and I wasn't there what the conversation was, but it sounds like it just reiterated the conversation the board meeting and solidified it. >> Thank you. Do you think it provides good clarity for who is ultimately responsible for performance? >> I I think it's >> valid. I mean it's very confusing when you have more than one reports to person listen. I agree with that. >> Right. Any other discussion
035from the board audience hearing? None. will move to vote on the motion by Kelly to approve action item B seconded by Kayla. All in favor say I. I. >> Any opposed? Motion carries. Action item C, the high school high school bond verbiage. >> I move to approve the high school bond resolution as presented. A motion to approve the high school bond resolution as presented by Jenny. Is there a second? I'll second it. Any other board discussion on that? Yes, Donnie. >> I just have a question. On page six of the final copy, there were um there was an April 16th date in there that was kind of in brackets. I didn't know if that was the date or if that was questionable. And then there was a question still sitting in that verbiage. And the
036publication dates at the bottom of the page were not filled in either. I needed to know if those needed to be resolved before it became final copy. >> Oh, on the bottom of page five, >> April blank 2026, it says those publication dates. >> Mhm. That was one of the issues. And then I believe it was farther up were the uh April 16th and the >> On page four, two, three, the third paragraph. Last line. And then also bracketed any school drop off locations. Question question. >> Yeah, page four. >> I assume those are probably >> going to be for sure. >> Wait, what are you talking >> Are we having a school drop off location, Matt? >> Yes. Is that >> Are we >> Yeah. Do we do you know where are we having
037school drop off locations for the bond? >> And then do we need to unbrackcket April 16th? Is that the right date? >> We got a question from Britney. >> I thought we had discussed at least a drop off at the high school. I know we went to mail. I know we I know we weren't doing in public voting, but I thought we wanted something to be dropped off so they at least had to come to the school. They could >> because somebody >> I think with the my problem is with the new election laws, you know, they got to be it's got to be somebody's got to be there to supervise that drop off box all the time because they're really picky about uh drop off boxes. >> Yeah. >> Because of just because of
038the past corruption in election. So I >> it may not >> if it were me I would say you shouldn't do one because of that. >> Just logistically it might not be feasible for us to have >> someone there during an all hour. >> I thought we checked into that. >> No >> and I can't recall the response if we >> I remember we talked about it. >> I remember the discussion. I know we >> I don't remember a resolution. >> I have never asked Dana about it or the election. >> I know it was voted to do mail, which I was not on that cuz I want people in the school. I want them to see it. >> Yeah. >> If we're going to ask them to spend $52 million and do they need
039to see what that was kind of my push. I don't mind if we have a Dropbox. Heck, if I have to I and I need to get certified, I'll sit there all freaking day. >> Exactly. Yeah, you would have. >> Right. But this instance, um I think we just approve the language without the dropbox in there because we're not sure right now. And we need to approve it this meeting. Correct. >> Yeah. It's got to go to the county tomorrow. >> Yep. So, I vote I I will amend my motion to remove that bracketed section stating any drop off locations from this language. >> I would second that. Again, it's tricky. I know I we should have probably looked at that had had better clarity on it on its uh on the requirements there. >>
040And then Donnie also mentioned the publication dates. There's April blank 2026, April blank 2026, and April blank 2026. Does that need filled in? >> Yeah, those would be. >> And those are what could be filled in by the election administrator from um Yellowstone County cuz she's going to be doing the mail ballot or the the mail ballot plan and that'll be all part of that mail ballot plan and they will be the ones respons the cadence of those. >> Okay. So then that would be the same with the dates up in the other paragraph >> with the drop off locations that are in brackets. She'll >> So they'll approve the bracketed they they'll solidify that bracketed April 16th because they'll know cuz they control the mailing. >> Yes. >> Okay. Okay. Is there anything else
041that we needed to look at through this vermage? >> Good catch on those. So, I appreciate that. >> Did you see something, too? >> Um, no, I was just doing a quick fun one. >> I do like that the the rewrite >> Yes. >> strongly emphasized the goal of the bond, which is >> Yeah. um career training and and preparing these young people for the world. And that's that's the key reason we want to pass the bond. And then also to make sure that the building can last another 50 years. So like like it has already 60 years now. So 63 years I think. So great. Any audience discussion on that hearing? None. Then we'll move to vote on the motion by Jenny to approve uh the school bond high school bond verbiage as amended.
042Seconded by myself. All in favor say I. >> I. >> Any opposed? >> Nay. And that's the only reason because I wanted it at the location. >> Fair enough. Just note uh one descent Britney. But the motion does carry. It does. >> Thank you. Uh action item D. Authorization of Crystal Gomez as a signer. >> Do I have a motion? >> Can we have discussion first? >> Absolutely. >> Julie, will you kind of help us understand the reason the purpose for doing this rather than just appointing her as district clerk because that's a duty that comes with that position. Um, we have when I went to the bank the other day, I was going to put it on China for the bank for the western security and take minutes. >> They have to have u
043board approval for it. >> And Tyler, I'm sure the same way to go in as a signer. >> So that's why it came to you guys to fill her as a sign, but we have to have a Okay. >> Yeah. >> Thank you. That's what I needed to. >> Yep. I'll move to approve. We have a motion to approve this by Donnie. >> Seconded by Kelly. Any other board discussion? Audience discussion. On behalf of bankers, I apologize. We like things simple and spelled out. >> It's a c ya. Don't >> for sure it is. For sure it is. You're trying to be nice, Britney. All right. Hearing no other discussion, we'll move we'll move to vote on the motion by Donnie to approve action item D, the authorization of Crystal Gomez as a signer for
044the school district. Seconded by Kelly. All in favor say I. >> I. >> Any opposed? Motion carries. Action item E, approval of track resurfacing recommendation. It's not a small number. >> I have a question. >> Go ahead, Britney. >> Let me make sure. >> Um, make sure I didn't read it incorrectly. Okay. So, exactly how are we paying for this one specifically? Where is it coming from? um 25% of it will come out of the building uh the elementary building reserve because they also use a track and the other 75% which is planned on coming out of the inter local fund because that's the only fund I have money left the rest of it >> the multi-ist multi-ist Okay. >> Um, so sorry, I don't remember what's sitting in the multi-dist fund right now. >>
045Yeah, >> over 800,000. >> Okay, >> real quick. So, >> so you're going to be taking what? About 200,000 out. >> About 200,000 >> 190ish. >> 202. >> Mhm. >> Yeah. >> Well, and then the bond. So, how much of that is the Javelin runway? >> So, maybe more like 180 out of the inner inner multi Oh I don't Yeah. Pretty. >> Okay. So, we have a bid for 270,000. You're thinking we have 30,000 coming out of the bond to cover. Okay. So, then that leaves 180,000 of 75% of the multidist and 60,000 of the elementary. >> Mhm. >> What did you say our multi- district is sitting at again? >> A little over 800,000. >> Great. >> It's not optimal. Okay, >> that's 20% of or you know 20% of it. >> Um, remind
046me too, I could be wrong. Last time we did this, did we just we did something with the track recently, but it was like a Wasn't it just a paint job or something? >> A paint and clean. >> Yeah, it was a paint and clean. We did that a couple years ago, right? >> The foot on the football field got put on. >> Yeah. Yep. >> So, three years ago was the football field. Four years ago, this was turf on the football field. Um, >> and then paint and clean was last spring. >> That was trying to just kind of keep us cuz we knew we needed to do this, but we kind of wanted to keep it one more year, right? >> Yep. Um, our track's 17 years old. Yeah. >> And it is
047shocking with how many meats we have that it's never had a resurface. So, it's in phenomenal condition. Um, this company is the same one that did our turf. Um, and I had the company that cleaned our track, they came out and when they cleaned it and painted it, um, looked at it as well. But this guy, I really like how he's done our our turf. He knows our facility. Um, they can use a similar product that we have. >> Is this a life extension or is this a peel up and put back down? >> And if it's a life extension, how much life do we get out of something like this? about another 10 15 years. >> We should so we shouldn't have to worry about sending this kind of money for another >> the
048structure underneath our our stadium and our our track is in very very good shape. We're not seeing any dipping anything like that. So our structure is very very good. Um we just need a new service on top. Okay, Tony, >> I know that we are allowed to use this vendor without going out to bid because of the cooperative purchasing agreement, but did we do our due diligence at all and get prices with anybody else just to show that we are being mindful of what we're spending? >> We I didn't get another quote from from anybody else. Um when um the other company that came down that did our our painting and our cleaning um I had a long conversation with them um they could give us a bid. It's Gem Tracks. Um but they could
049not give us the surface that I was looking for to to extend. Um this company can give us the surface that we currently have. are they kind of a sole source provider of that surface so we can use that to support our decision. >> Does anybody else provide this surface? >> Anyone else? >> Um you can get a lot of different types of surface. >> But if we want to stay with this one because it's tried and true here. >> Is there anybody else? >> No. So that way this this field turf and target sports is the is the leader in track surfaces across the country. >> That's what I was going to add when we were doing our field. That's what we looked at and that's remember we could only find >> right >>
050truly that >> and they did a stunning job on that. >> They were the original ones. >> Yeah. that that field looks still I mean I know it's only three years old but I mean it really I think also with the maintenance equipment that we have to maintain that now it probably extend the life of that field too which is great >> 12 years out of that field >> yeah hopefully we can get that plus >> you know again so and I at least like that it's staggered so we'll have half a million dollar field and then four years later maybe we'll have to resurface the track again. So at least it's not like wham wham all at once. It's a little more time to prep. >> So last question, sorry. So knowing that we're
051taking 180 out of the multi- district, so what is the goal? If we take that much out, what are we trying to always replenish back in? The same amount or just the same reoccurring amount? My goal, but I'm not going to be here to follow through this goal would be every year that that we tried to set aside >> 60 to 70,000 >> and put back into, >> you know, but it would have to come out of your building reserves, which are getting less and less because we have all these now the elementary side. We're looking pretty good uh because we've got all the new schools and stuff. If we could pass a high school bond, then we can hold on a little bit of that that money to to transfer into that multid district.
052That's the issue. You know, if we don't pass that high school bond, you're looking at some very extensive um work to the high school. New roof, new uh I mean, some really expensive work that you're not going to be able to afford. Not for what they give you. expensive. >> Not >> for what they give you in your building reserve funds. >> I know >> the state is needs to change their way of funding. >> Yeah. >> Especially facilities >> and everything else too. But >> so is that so is our uh multi- district right now is that about what is that as a percentage of our total budget? Is that like 10? It's less than 10%. >> Yeah, I would say. So let's see 15 million. Yeah. >> So, it's more like five. >>
053Yeah. Mhm. >> What's a healthy What would you say is a healthy reserve for that multi? >> Well, I'd like to keep a million in at all times, but because >> of these big expenses, I mean, we've been real lucky. >> Yeah. >> We've had to take out some curriculum. >> I think the year before we had to use, you know, ding it for some curriculum. I mean, you got big expensive, you got big technology. Yeah. coming out um that that can't be funded. We got that Yeah, we've got that um technology permissive levy, but it's $40,000 in the elementary and 20 in the high school. That doesn't even touch what we do for technology anymore. >> You know, I and it's perpetual. So if you try to vote for a new one, you could
054still even if the vote goes down, you can keep the perpetual, but it doesn't do anything for you. The state gives you a little bit of money. You know, if they kick in a little bit to the uh tech, but I'm sorry, the state has got to come up with something different for these schools. That's all there's to it. >> That's a fact. Yes, Jenny. So, I think you mentioned this before, but Crystal, I mean, having a a not just a an AD capital improvement plan, but technology curriculum. I know >> we're building on all of that. >> But Chris, can we bring that as a future discussion to the board once you get that sorted maybe later after Andrew gets it done and what's his wish list to get to one done? That's pretty
055good. Um but just a comprehensive >> and um technology. Um Devon's worked on one. >> I bet it's bigger than this. >> We've already got a bus appreciation. The last one, last piece is this uh facility one. And once I get all those pieces together, it'll help you look at the big expenses every year what you need to put back. One of the other things I don't know, you know, yeah, should we upp our rentals on when we rent stuff, you know, like our our track and our and our football fields and stuff like that. >> I mean, I don't know how MHSA, you know, it seems like they have a control over that >> little bit. Your your conferences in your division a little bit. >> Yeah. Um we we discuss it especially from
056a track facility standpoint. We discuss it every every meeting we have. We meet with the local area schools that use not only ours but all the Billings >> contracts and then Lockwood as well and we set those kind of as a standard rate. We just raised it last year 1,500 for me and then um I'm going to recommend to uh raise it just a little bit more because it doesn't come out of just one, you know, Red Lodge rents our facility. Red Lodge isn't paying the whole thing. You know, you charge each school to be able to >> not only use your track in your facility, but use the timing system and use your brakes and use your lasers and all. And we don't we got some expensive equipment, >> but it's also >> bleachers
057and you know people are sitting in the bleachers, they wear out. We haven't even replaced the upper bleachers in the gym, which >> you probably needed in the near future, I would think. I mean, it's it's huge. >> Yeah. Great. Good discussion. So I don't believe we had any uh movement on a motion. We did have uh discussion first. >> I make a motion to approve the track resurfacing project with the estimated company in hand. >> So a motion by Britney to approve the track resurfacing based on the estimate provided. Is there a second? >> Seconded by Jenny. Any other board discussion? Audience discussion hearing none. We'll move to vote on the motion by Britney to approve action item E approval of the track resurfacing based on the attached estimate. Seconded by Jenny. All in
058favor say I. >> I. >> Any opposed? Motion carries. Action item F, certified administration rehire. >> Do I have a motion? >> I move to approve the rehires listed in the recommendation. >> Motion to approve the rehires by Jenny, seconded by Kelly. Is there any other board discussion? Audience discussion? Hearing none, we'll move to vote on the motion to per to approve the certified administration rehires as listed in the in the recommendation by Jenny, seconded by Kelly. All in favor say I. I. Any opposed? Motion carries. Action item G, pantry fund recommendation. Is there a motion? I move that we approve the restructuring of the LMS internal accounts within the miscellaneous fund as recommended. >> A motion to approve action item G the pantry fund restructure as recommended by Kelly. Is there a second? >>
059Seconded by Kayla. Any board discussion? Yes, Donnie. >> Justin, can you tell me what the name currently is of the accounting? Change the name and combine the funds into it. >> I don't think that was in the >> in the documentation. So, the one that you currently have that you want to combine. >> So, we have the LMS build 66 stem account, >> right? But the other one you want to change the name is >> is called the backpack program is what it is. >> Thank you. >> Sorry. >> Perfect. >> Yeah. And that's where we're getting our confusion at. >> Yeah. No, that makes perfect sense. >> It just K8 and so we're all raising funds for >> get that. I just didn't see what the current one's called. If it was called underwater
060basket weaving, I didn't think we should call it >> pantry. But since there was flashback, >> I've called Julie confused. Julie's called me confused. Or maybe I just confused Julie. But uh >> this just helps. >> Yeah. >> Smooth it all out. >> Great. Motion was Kelly. >> Mhm. >> Kayla was this. >> That's what I thought. >> Any other uh board discussion? Audience discussion hearing none. We'll move to vote on the motion by Kelly to approve the movement of funds in to the consolidation of the pantry fund for the LMS uh food pantry. Seconded by Kayla. All in favor say I. I. >> Any opposed? >> Motion carries. Great. We'll move down then to the superintendence report with resignations. We'll go down then to the information items for curriculum cognia review. >> Yes. Go
061ahead, Charlotte. >> So, I forgot to put this one in my um order report last month or last time, which is a good thing. That was a long meeting. We didn't want one more thing on there. Um, but we did that Cogna review. We're part of Cogna. We get re reviewed formally every three years. This is just kind of a midcycle review to kind of temperature check and see where we're at. Um, attach the whole thing there. So, you could read the whole report if you want, but ultimately it came down to, you know, some feedback from them about things that we're doing well as well as some suggestions for continued improvement. um they were very impressed with the different surveys that we've been working on. Our district leadership team spent a lot of time
062last year developing the climate culture survey um as well as the graduate profile survey that went out that helped kind of spearhead a lot of that work. Um so their feedback was, you know, just continue with that. make sure that you're, you know, you have a plan in place for every year, putting those out so you can get the longitudinal results and look at from year to year growth on that. And in fact, we just talked about that last Thursday of selecting a date for those climate culture surveys to go out and we're adding in the parent community climate culture survey that we weren't quite done with last year. So, that will go out uh here in a couple of weeks. Um the other big piece of feedback that they had was just continue to
063work on communication. Uh widening our net to make sure that you know not just the leadership team is aware of what the goals are, but then that that's filtering down to the building level to the staff and then out to our community and our families. So so far so good. We're on the right track. Just keep on keeping on. >> Very good. >> Thank you, Charlotte. Any other discussion on that? was a good summary. Yeah, Britney, >> I just want to thank the staff. I know that's a lot of stuff that you guys have to go through in meetings and then of course when they're on site taking the time to do that. So, I do appreciate that and I still think it's a really good kind of temperature pulse on how we're doing from
064a third party eye. So, thank you for getting all that done. Sha, >> great. Anything else? Anything from the audience? Great. We'll move on then to the discussion items. Uh number A, which is Independence Day fireworks. Uh we wanted to just bring this back to the board so that we had an awareness of where we were. And it's nice to have some fire folks here with us tonight to have a discussion maybe a little bit about this. Um >> and and Matt's on the phone, too. He's had some conversations with the fire department um about uh school property and locations that would be viable for uh use um for them for this year's show and going forward. So um Matt, do you want to kind of give some outline? Like I said, we have some
065uh folks from the fire department here too um who might make some comments as well. Yeah. So to start off, I'm JW Hoffer. from the fire chief and then I'll turn it over to Travis and and Casey. Um, >> do we need him to get closer, Devin? >> I can just grab the mic. >> Okay. >> Um, the biggest thing is from a fire chief's perspective is obviously the safety. We got to make sure that we have enough room where we designate to set the fireworks off that we are not going to when the bombs are going up in the air. We're not going to hurt somebody cuz I I'm guessing that that's the last thing the school district wants and I know that's the last thing the fire department wants is someone to get
066injured and then we have to deal with that. Um, so they have identified some places and I met with Wayne and Sir Torx at the school. We went over to where the new concession stand is. We kind of looked at where the the new soccer field is going to be. I asked the question, "We can't set the fireworks off on the new soccer field, but can we reverse things a little bit and let people sit on the new on the new grass um to view? We still don't know that there's enough room to do that because we've always been able to use the fence line of the soccer field um for our security because it was tall enough. ATF only regulates how the how the bombs are transported, how they're stored. They don't regulate how
067far the distance. That's NFPA, National Fire Protection Association. It's 75 ft per inch of the bomb. So, most of the bombs that we shoot off are three, fours, and fives. Um, so we're going to have to go over there, identify the spot that these guys have picked. We're going to have to measure what distances we have for that. >> Um, none of us want the fireworks to go away, right? >> Absolutely not. But no, >> at the end of the day, life safety takes precedent over everything. So if there's not the distance, we can't get it fenced off right. Um, we can't do it there. I mean, that's that's just how it is. It's we're condensing it in quite a bit. Some of the place where we have is going to be close to the
068shelter, a picnic shelter that's there. and we bring in trees. We've got dugouts. We've got all the little league fields. There's a lot of obstacles that we got to measure to see. Casey has asked the Fourth of July crew to downsize it as much as they can to try to set it off in that spot. But just because that's the spot we kind of lined out, I I don't know if that will work. What's the VIP section area? >> It's kind of more to the south. Like it's the one the furthest south um >> furthest south uh baseball field right next to the >> um shelter because it's public meeting. We have to disclose anybody speaking. Could you just It's okay. You can just let let them know so you can make it for the
069record. >> My name is Laura Kersman. >> There you go. Thank all you need. And then and you're from here I assume. Yes. Yep. >> Yep. Laurel. Perfect. >> So, like I said, and I'll turn it over to these guys. We want it to happen just as much as the next person. Um, it's been a tradition in Laurel for a long, long time. It's been a tradition of the fire department. We don't want to see that go away. But I cannot go to sleep at night knowing that I heard somebody with fireworks. >> So, question. Um, my name's Elizabeth Gil. >> Um, this might be a stupid question. Can you not just like put stuff down to protect the field from the fireworks? >> We can't because it there's too much risk with the So,
070we'll water the turf. Um, and that's that's another kind of a a gray area for the um letting people sit on the new grass. I understand that's grass, right? That >> field is grass. >> Grass. >> Um, so that's another obstacle there, right? We don't want to have something fall out into the crowd and cause an issue on the new soccer field, but anything that's turf will sprinkle. Um, we'll take hose, we take hoses off the fire hydrants. Wayne sets up sprinklers all over the football field and everywhere and then we tie into that with a hose right off the hydrant and we sprinkle that for the entire show. Um those are the thing the the biggest thing. The next question probably is why don't you move it out of Thompson Park? Um there there's
071no place to move it. I mean we can move it we can move it into someone's field but then where are you going to let people watch it from? Where are all the vendors going to set up? All the food trucks and stuff that's set up during the day where where are they going to set up? And then with the park even Thompson Park being the center of town, people can kind of park everywhere and walk walk to the park, right? So >> Jenny, yeah, >> Wayne and Mr. Torx, did you consider the practice field next to the high school? >> It's too close. >> Too close. >> Okay. >> We also talked about the parking lot of the high school. >> Same sort of constraints there >> and it'll burn the asphalt. Um, >>
072yeah, we won't like that. >> Yeah, >> we'll be having a conversation about repaving your parking >> lots. Fantastic. >> Yeah, that's a no. >> So, and then the other thing is is if we did something in the parking lot when we set up the bombs, they'd have to drive stakes. Um, so that >> a little we could fill it back in, >> right, Wayne? So, I'll turn it over to Casey and Travis if they if they're the ones that are the bomb experts tonight, so I'll turn it over to them if there's anything else from >> So, I don't know how much of a bomb expert I am, but I'm the poor staff who gets to run the whole show. Um, I met with Mr. Torx and Wayne about two weeks ago now where
073we discussed the possibility of the new parking lot. Um, we discussed it in our general meeting about a week ago. Um, the the biggest problem that we run into with anything burning or causing grass damage or ground damage is the cake shots, multi-shot fireworks that come in a cardboard box. Where that problem persists is we set those off, they catch all the cardboard on fire, and then they burn for 45 minutes. So, the idea with these in the parking lot out the door. Um, it was brought up as JW said to maybe look at being able to use that for seating because anywhere we move in that park, we're going to have to shift everything around. Um, like he said as well, I tasked our shop crew, the guys who handle the ordering, the layout,
074all that fun stuff with shrinking the showdown. I think it was a couple months ago, I completely got rid of the 5-in shells. um they're expensive and we can get just as big of a bang out of a 4 inch shell. So that puts us roughly needing about 300 feet to shoot from 350 ft with the safety distance on it. Um so where I'm waiting now is to get word once we get the fields measured that piece of paper that got passed around for you guys with the layout um shows the primary shot location would be within what used to be the old ice skating rink. the public ice skating rink there by the shelter in the park. Um, idealistically that's the best option. I have one other one that would run kind of a
075T-shape between the softball or the foot uh baseball fields, but that would put our racks and our wires and everything right up on top of each other. So for the most ability to spread out and still maintain the park, it it would be working from Sixth Street to the north where it kind of pinches off in between the sports stadium and the baseball fields. >> Can you split the show at all? So like could you put some in that sort of like that northern baseball field and some in the rink area or is that just not feasible? And then because I'm because we could also use >> part of the stadium area for viewing over in the new soccer field area >> into the parking. So you'd have that whole eastern this whole eastern end
076of that complex to be able to set people. >> So the show's already technically split. Um >> okay. Travis is one of my guys who sits in our firebox and flips the switches for the big main fireworks shoot out of the fiberglass tubes. And then because of the distance where those cakes sit in the show, they sit on the western side if you were standing at the pavilion looking towards what used to be graph school. Um those cakes are actually controlled by another group of individuals >> because the run is too long for the power to supply power to the firing. So we could essentially we just have to make sure like JW said make sure all of our distances are going to work. >> Yeah. >> Britney. Yeah. >> Have we ever considered the
07721 acres that we own north? >> I think we did but but it was a the getting people in and out and parking. >> Well, I mean we park we mean so Thompson Thompson Park itself is only 12 acres. >> That's 12 acres. We're we're not using all 12 acres because of buildings, location, cutting off of Dodgers field, all of that. So, you're down to half graph side of things was five acres. I mean, we could use all 21 acres where h I mean, even if it's like seven is just for I mean, let's just say five is just for the fireworks and the rest we allow people to walk in. You have to walk in anyways to Thompson Park. >> Yeah. You walk in and the whole other >> what? >> The only thing
078is I know that there's I don't know there's power and all that. I'm just saying there's I mean I'm not trying to like move it cuz I know it's setter town and all that but instead of beating ourselves over the head with >> we looked at this 21 acres and the fire risk is huge. >> It's all dry. If we set something off and we get something on fire up there around those houses and we can't get in to control it, >> then that that's a big big big risk. We actually went up and looked at that probably two or three years ago. >> Moose was still in charge of the fireworks. So that was the reason for not going up there. Um I think it was during CO actually. >> Yeah, it was during
079the co show. >> Yeah. that was the reason for not moving up there is a fire risk. >> Sorry, I have a question. Elizabeth again. Um, probably another stupid question. I've never seen how you guys set up the fireworks. Um, I just watch them through my house, but I assume if you guys have a new field and people are going out sitting on blankets and flattening down the grass and then picking up their stuff and going, why can't you just take cement board out and set the fireworks off? You can stake through the cement board and then lift it up off of the grass and stack it up and use it every year. I've seen that one will kill the grass. >> So hot. >> Is there anything >> that you could use in that
080way? >> It'll kill the grass. >> Even the Even all the blankets and people are going to bring it down a notch or two, but that will recover. >> It's the heat. >> The heat's what gets it. >> Yeah. The blankets people sitting on that's momentary, right? That's four or five hours. >> Yep. >> Maybe eight if they're very >> Yeah. Yep. >> Uh but when we we set up our racks and everything, that's out there for 48 hours plus >> and and then it get burned. >> Yep. >> Yeah. And that's the part that kills it every year. >> Yeah. Destroy a brand new field. >> I mean, every year it would kill it all the way down back to dirt >> on that old field, which it was kind of a piece of
081throwaway ground at the time, which is why we always just kind of went, "Oh, well, we'll reed it and let it grow back. That's no big deal." But because we've just sunk bond money into level sand leveling that and irrigating it properly and draining it properly, it's like, okay, is that responsible of the school district to have spent that bond money and then go in and just wreck it, you know? So that's why we kind of moved it. >> We have an admin building. Would you guys like to buy it? It's for sale. >> And guess what? If it burns down, >> do it. Let me use this real quick. >> You can shoot it from inside for all week. >> Training purposes. >> Yeah, training. You guys structure fine. You can train. >> Sorry,
082got us off on a tangent. >> Didn't mean to. >> When do when when will you know by I guess when was it really that you can measure it all off and >> measure it? That's the biggest thing. We got to measure see what >> do you need some high school >> once you get it bi-weekly monthly what do you guys what's the school board meeting >> every other week so we'll have another meeting >> fourth Monday >> y so the second >> potentially we could have it kind of measured out long as we don't get 10 ft of snow and we don't get snow here anymore >> I would think >> now we're gonna get snowes >> I'd say And the board can comment on this, but I would say that the position of
083the district is whatever we can do to help make it happen and it be accommodative that our facilities team feels like it's possible. I think this whole board is for that. >> You guys have been very supportive so far. Wayne, Mr. Torx, everybody has been super super supportive >> um through the whole thing. Um, so I think we we'll make the commitment to have measurements by your guys's next board meeting. >> Yeah. >> And see what that looks like. And once we look at the measurements and you know, the other thing that's going to be is it's going to be a it's be a significant amount of money to get jar fence to bring in all that fence because it's going to be all portable fence. >> Yeah. >> Um that we're going to have
084to we're going to have to set up. We're going to have to secure it. Um, so I think it's going to have to be locked so people can't get into it. Um, and that was a that was like the the soccer field, right? It was a perfect scenario because it was you can lock it all the way around all the gates. >> Yeah. >> But yeah, we're going to have to look at the cost of John's fencing, too. That's >> we already do all of uh what is that? Six. >> Six. We'd do about a 20 foot standoff from that old soccer field fence and then it runs all the way up through the middle of the park. >> Well, probably if we were able to do this, we have to completely shut down Sixth
085>> and we may have to shut down First Avenue in front of the post office um during the show and stuff because we're going to be close to that. >> The next thing we don't want to do is we don't want to be blowing windows out of the post office and other people's houses. >> Yeah, I was right there. So, Well, we'll make the commitment to have it measured by your guys's next meeting at that. >> Yeah, >> that's great. >> Thank you guys so much for being here. >> Yeah, we appreciate it. Thank you. We appreciate it. >> Can we add them to the beginning so they don't have to sit? >> Is that a presentation? >> No, that was just a >> Yeah, it was a discussion and we did put them. >>
086Yeah. when when they come back >> like in two weeks >> 100% we'll put them well and they'll end up having an action so we'll make sure they're Yeah. We didn't know they were coming. I'm so glad they did though. >> That was great. >> Mhm. >> Uh next on here is just that we wanted to put this on so that you guys could see it. I think it's been sent out to those who were going to join that committee. U but this is just the RFQ timeline for food services. We wanted to keep it out there so that uh it was just a place to discuss if we had any questions on it. >> Just know um I will actually be out of town on the first um so I will probably just have
087to call in or take my notes and then send it in. >> Okay. >> Do we have a time for that first committee that committee meeting on the first? >> The presentations are on the 13th. Correct. And so right at 1. >> Yes. Oh, to be here. >> That'd be great. >> I appreciate that. >> Yes. >> Yeah. >> Okay. >> Thank you for that. >> I think I'll be an hour behind. >> Okay. Any other discussion on that RFP? Uh >> have have we sent anything out? Have we had any response to anything? >> Yeah, we had four people at the walk four uh groups at the walk through and we did the walk through in February. Um we had Yeah, they all came we did a whole walk through all the schools we
088took them to. >> Can you tell us? >> Um yes, Dexel and Chartwells. Um SK K SK >> is that out of out of state one? Is that Charwell though? >> Two out of states. Yeah. >> Better trying to get in. >> Trying to get into with us. Yeah. >> His name is I just got to look it up here real quick. >> Mike Cornwell. Um SFE SF And then the other one I believe was I want to say oral >> the one company years ago. >> Yeah. >> Oral or was it the other one? The one that starts with an a >> mark. >> Amark. Okay. Okay. So order. >> Well, you spelled that. >> O R D O. >> Okay. >> Thanks, ma'am. >> Great. Anything else? So, next here we just we
089brought some levy information since we discovered that we did have more time than uh thank you Donnie for >> knowing that um to have some review time on uh if we decided to uh co-run bonds and levies together, what the impacts could look like on uh on here and you can see to me I mean of course I'm $35 bucks a year on a $600,000 market value in the high school you know you're talking $89 total if we were to basically max out that is that pretty much maxed there. >> Yeah. So, if we were to move fully move our levies to the max legal, >> it would cost on on the the most expensive houses in town would be 89 bucks, 90 bucks a year. Um or more or less the average house would
090be about 39 bucks a year >> for full operational levies. >> Mhm. which would so small impact to the taxpayer, enormous impact to the school district. So that's an interesting very minimal. What do you Yes, go ahead. >> Sorry. I just want to also I mean I I'm not saying that I'm not for it and I hear Mrs. Pickins that you can't have one without the other. So, but my fear is is that with the new tax regulations and the adjustments that are going to be happening on non res >> commercial and non >> and rentals and all of that, which we do have, >> we do have people in the Laurel area that have a lot of rentals and businesses that it could be a tough sell. It's my only concern on that. >>
091I'd have to second that. And with the environment already in place, it's a tough market's not the right word. It's a tough environment right now with running a bond. I know there's other issues with the mental health facility. There's the the um resolution to the um taxes that CHS have protested as well. Like there's just a the the environment we're in right now is tough and I don't want to shoot for the moon and get nothing where we could wait and be a little bit more strategic next year with with our marketing. >> Yeah, >> we need it. We very much need it. I'm not saying we don't, but at the same time, we don't want to shoot ourselves in the foot by >> asking for the moon. We need it to the point where
092we need it in the but we do have a 2year window of building this, you know, going out doing all of the >> the renovation and the build out and all that. So, do you do we stagger it? >> Mhm. >> And try to kind of just slide under on this one. >> Yeah. >> In a sense and not like I said, not ask for the moon. >> And the community, I think, has a history of asking for everything and getting nothing. And if we can kind of be a little bit >> more >> strategic. >> Yeah, >> I tend to agree. And it's just a matter of could we use this money. Absolutely. Like I don't think anyone doubts that. I do think that doing this now puts the bond in jeopardy and it
093that I think for the long-term strategy of the school district having wanting to really careerfocus our high school learning and make sure that kids are prepared for their futures uh starts with a facility that enables that and I believe that should probably be the priority. Also, I agree. What does anyone else think on that? >> You guys are all just going to miss out on this cool new school. It's just >> I I sure hope it. I sure hope. Yeah, >> they'll be in a cool new school. >> Yeah, they'll be >> college at least, right? >> Sorry. >> If you pay, >> you could be a paying visitor couple years. I could do it this year. Well, technically you could probably run now. >> Actually, that's a good point. >> Actually, I don't know.
094Girls, don't ask me. >> There you go, Michael. >> Yeah. >> Right. >> Guess you're sticking around, huh? >> If you get appointed, it's only a one-year term. So, um, >> probably. >> Any audience discussion on that? >> Good luck. >> I support it. We appreciate you. Yes, it's >> tough. >> It's a it's a tough it's a tough environment to have this, you know, especially with the things that are >> facing the community right now. >> I think it's literally the >> unknowns. I feel the the fortunate thing for a lot of our taxpayers though is that they got relief this year and more relief is in the projections for uh primary residence owners. Everyone else, to Britney's point, is getting hosed. I mean really really going to get hosed on taxes. So um
095it's it's good because we've a lot of these folks have been getting squeezed and I I appreciate the changes but there's going to be some pain in the in that other right. It's kind of a >> help one hurt the other um sort of a situation. So good. I feel so we feel resolved. I think that we this is good information for us and that we pass a bond. This is information that we can use to plan for the next couple years. >> Mhm. >> Yeah. >> Thanks for putting that together. >> Yeah, no problem. >> No, it's good to know too. It is >> good to see. >> You know, so good to see. >> Uh which brings us to the bond campaign. is, you know, we've just kind of left this out there
096um so that it's an on in our minds and we keep thinking about it. Um there's some going to be some next steps coming from the the bond committee and some um assets coming from A&E uh door knockers and those sorts of things that we'll be getting ready to put together so that um we'll organize as part of this group and then as part of that committee and other community groups to get out the word and get out the vote on the bond. Yeah. Donnie, >> can you share how the conversations have been going at community events you've been at? phone name. >> Yeah. some videos. Yep, we'll make videos once we get the information. Yep. >> Mr. Cle, uh, is is there anything middle school kids can do? Like I a video saying like
097I'm interested in ad tech and I'd like to have this bond or like something like that, >> you know? Is there what kind of middle school classes are there that >> they popped out? >> Yeah, I see that. But Um, those are the kids that will be using good point >> because they're gone. I think we should volunteer them, but they have this perfect. >> Thanks, Justin, for volunteering to be in the videos. >> Yep. Thank you. They do have a tech class, but I don't know that they get into some of those types of activities in their technology class. >> They have a wood shop. >> They have photography, which uses electronics. >> Yeah, they do have photo glass. That's a good >> because those are the kids that will benefit videos. >> But
098>> the wood shop kids would use the new CTE kind of stuff coming in. So >> guess what? Guess what you three get to do? >> Sounds like you're middle schoolers. >> Yeah. >> You could like younger kids through the school and see what you can't do. >> Do you do you like >> We don't do this. use uh >> use anyone and anything you need >> I'd say. >> So like can we like take kids out of classrooms to help prepare videos type of situation or >> that would be that >> that would be administrative and on >> usually they say >> so that's kind of where we just wanted to update you on the bond campaign where we're at. Um, I'm not exactly sure when the next committee meeting is. I I don't
099think I've seen it scheduled yet, but >> maybe we have a couple of dates of when we're planning to host or have those boards up. Just maybe it doesn't have to be like >> It's going to be a while now that basketball >> I know, but can we What does that look like? >> Well, like Matt said, like we did last time, >> a number of us board members went out >> kind of on a road show with him, too, to a number of community places, churches, and community centers and things in town. So, >> I wonder if we can do that again. Cared group. >> I know it's for the mental health, but >> Oh, they're here. Okay, >> that seems like a good like there's a lot of people paying attention to what
100you're saying right now. >> I really think that most people would support this. Um I'm really new to just all of this. Um but like I have an older daughter. She's in high school. She goes to the early college. Um, Billings has so much for kids and >> I I want that here for my children who are in kindergarten now and prek and like I know it's going to take time, but I want that here for them when they get there. Um, and I think maybe looking into just like the success rate of like kids that age when they have these things that are inspiring to them or um where they can figure out what they enjoy doing before they're just like 18 and out the door and they haven't gotten to try anything and
101then they try and fail and try and fail and then they're like almost 30 year old by the time they figure out what they want to do. And like kids need that now. like it should be starting in middle school and high school. >> Um my daughter will be >> like she'll know what she wants to do and she'll be doing it when she's 18 and on the way because I think that that's >> adults and parents jobs like for our children like we owe that to them. Um not to just like leave them floundering at 18. And >> um I think that that's what most parents want. Mhm. >> And when it comes to um one of the things that I see like I don't even know how to vote on a levy or
102bond, like I don't know when they come out. Um I don't check my mail. I'm I have a lot that I need to improve on. But I like I hear people say like I'm not going to vote yes on that because they asked like we gave them some last year and they don't even care like what the bond is for because you guys asked for money last year and I like they don't even know what it was last year either, you know, cuz they didn't vote. Someone else passed it. Now they're just paying money, which sounds like like a ramble, but I think the same thing with the forensic mental health issue >> will apply to bonds and levies is that people just don't know what it's for. >> And if you tell them what
103it's for, then I think we could just like >> why would they not want it? You know, it's it's better for the community. >> Yeah. >> And it's $36 or $86 a year. Like it's like >> like Oh, sorry. No, you're good. Something. Yeah, >> I got enough. I'm sorry. >> I'd say um I have also gotten a lot of support from even teachers who are doing career training in school district 2 who have said like, "Yeah, Laurel, you need to keep going on this, keep pushing on it because once you do this, the doors open for your kids, for the school district." Um it it's a really big thing to show the commitment now and then the community support and the business community support which is in this case maybe after it's passed that's
104even more important than the community support because they're the ones who will help us staff it and fund it and create the programs and mentor the kids and to all of those things. So building it is the most important part that we can do as a community. and then invite that it invites that that investment from the business side of things. >> Yeah. Because if we don't start now, then >> it won't be ready for our children. >> Yes. >> Sorry. I just get like I just want the kids to have all the things that they deserve. That's all. >> So, yeah. My daughter will be a if if this passes, my daughter will be a sophomore by the time it's built and she's in the eighth grade now. So like it takes some time
105you know for these things to >> train those business owners that are then going to have businesses here. >> Yes. >> You know that is um what is it? Positive economic development. Yeah. >> Yeah. That's what I think. And responsible economic development. >> Yep. We want we want our kids ready for whatever's next for them. The workforce, starting a job, starting a business, going to college, going to into a trade. We want all of those avenues opened up to our students in a way that um we just can't offer in our current facilities. >> So, it's one thing, >> it's a big thing >> at my high school that I came from Houston that they had and it was amazing. Um and how I even got my career that I'm in. So, they offered a
106pharmacy technician class and they had all these different classes for the students >> and you know to be able to get trades. There were things, what do you do with cars? I can't remember, but mechanical mechanics and but there was a whole section of the high school that was for career education and stuff and they had CNA and things like that. >> But I took a pharmacy tech class cuz I just needed enough credits to graduate. I didn't know that 18 years later I was still going to be doing this. But, you know, I've gone up steps and >> yeah, >> I am making great money now. And I never knew that that's what I was going to do. I thought I was going to be a nurse. >> So, these kind of programs are
107huge. And I think it would be amazing for that to be an avenue for our kids, too, because >> it is. It's good. Not everybody wants to go to college, but having trades are just as important. >> Yeah. >> Have you two thought about being a trustee? We're good. >> Yes, >> I don't know what the qualifications are. >> You being here and interested is the qualifications. >> This one right here in >> just live in in the district. That's all the only >> That's the only requirement. >> Older than 18. >> We will have three appointments uh that will open in May. Well, we >> we can do a write in up until May 2nd right now. >> Our March >> March 2nd >> at 5:00. >> You got four days to write in.
108>> Yeah. Right in. Just come in the district office. We'll give you the paperwork. We got notaries there that can notoriize. >> Where do you find the um the commitments required to do this? >> It's a little off topic, but I would say I mean you could just ask us. >> Okay. even after this. Um >> I just need to make sure I don't over >> Yeah, it's it is a commitment. >> Yeah, >> it is an it is a long hours commitment uh multiple times a month including some >> including well including some committee commitments. >> Um so >> it's a lot but I would say it's rewarding. I I mean that's why the rest of us are around. I think uh Britney's leaving us after a very long tenure on the board, which
109has been super appreciated, but she's ready. So, and and so is uh Rene's been on the board and around the board a long time. Kelly's got a new phase going on in life that's going to So, no one's leaving cuz they hate it. That's what I'm saying. It's because uh just things in there, they're ready. But, uh it's a commitment. It is. But rewarding. So, especially if you've got kiddos in the district, it's >> it's what I that's why I started. >> Yeah, I'll look into it. >> Yeah, >> even if you miss the write in deadline, we we are going to have to appoint three trustes. >> Probably turn it in a week late and be fine. >> You could I mean, really, because then Well, what >> that's a Laurel thing. Yeah, >>
110right. I know, right? >> But yeah, that's >> Yikes. But yeah, um even if you miss the writing deadline, you you would still be able to be in an appointment situation. >> Save yourself, you know, being grilled by us. >> Yeah, we're tough crowd. >> Thanks for the comments. That was great. Thank you guys so much for that. >> Any other uh bond campaign >> bond campaign comments back there? >> Go team. Okay. >> All right. um and what you're here for. Then we'll just move to F. We already talked about levies, so we'll just move past that. Um to F, the forensic detention facility, just to give the board an update and the community update. Um we are speaking with Fel Martin who is our attorney um regarding any um potential legal paths that
111may be afforded to the school district um should this thing progress further and so that they're researching it. there's a there's there's a serious lack of precedent for anything like this in our state. And so it's not like they could just like flip out some case law and be like, "Oh yeah, this is where so they're really having to look at um what standings we need to have." So hopefully we'll have an update soon, but we don't have >> Do they know the time crunch that we're under? Are they >> We have reiterated to Fel Martin that we want >> a timely response. Okay. >> Just cuz we know where the meetings are happening at the city level and what's kind of coming down the pipeline. At a minimum, we've asked I have asked and
112Matt can confirm that um at a minimum I would like um a letter from our attorney that can be presented to the various entities, the state, so the governor, the board of investments, DPHHS, the city of Laurel, um a letter from our attorney stating our dissatisfaction and and potential intent. So that's that's where we're at right now. But we want we need to have the um legal standing first so that we know that we're on firm ground. So >> while we just make our way. >> Yep. Yep. >> And then you'll get the same can letter from Gory that I've got. >> Oh my goodness. I'm about ready to drive to Helena right now and just like post up outside his door. >> Yeah, I know. >> And just you know cuz it's like come
113on. and the and the the incredible lack of uh communication by the entities in charge of this board of investments >> and DPHS just kind of sitting there and saying nothing. >> But we did get a response from the board of investors above. It really does come back down to the governor's office. they are only being instructed by >> and they did send out the same cam letter to everybody >> that the department of health and human services was in charge and they made the decision. So maybe um reaching out to Charlie uh and bothering him and calling him a couple times a day would be >> um >> good. Um >> yeah, >> I did have like a public comment. >> Yes, please make it. Yes, absolutely. >> Um my name is Elizabeth Gil.
114>> Yes, >> I'm representing the CARED committee uh this evening. Uh this is my first school board meeting and the things that I just wanted to do was um I wanted to say thank you to the school board for opposing this openly. Um because I like everyone just appreciates that. Um I don't know what school boards typically do, but it's great that you guys have opposed that. Thank you Britney for coming and speaking at that city city council meeting. Um we we want you guys to know that like we're continuing to do everything we can. Um we have also been digging into uh legal stuff um or like case precedents or whatever, however you say that. Um there's so many like new things I'm learning I and that everyone's learning. Um but we're continuing to
115dig. We're continuing to reach out to like absolutely everybody. Um, we put in multiple records requests. Uh, I am optimistic. Um, just based on what you're getting back, I guess. Um, and I guess uh, sorry. Yes, we're going to continue working on issues. And if there's any like educators or anybody that uh or students at all that would like to make a statement like at city council meeting specifically on um even like child development and like how their focus when they feel unsafe uh because for obvious reasons. I guess I'm a terrible speaker. I apologize. Um, and yeah, like if you guys need anything, just like shoot us a text or like email us and um, if there's something you guys can't go looking for, we will. Um, and we'll just like we're just here
116to help because we want to do anything we can to make it better. Yeah, >> sorry about you said the care committee had gone uh and done like records requests with the state and I saw that it was going to cost like $3,400 for someone with funds. >> Yes, >> that's just with the city of Laurel. >> So I um the BOI wanted about three grand from one resident. Um then the city wanted about 3,400 uh for just Shauna's request and then another 1,500 from another resident. Um, I uh drafted and sent in a letter to the city. Um, and I sent it to all the council members. I sent it to the county. Um, I sent it to everyone at BOI. I sent it to the governor's office. Um, and I just I I
117found all of like the laws regarding uh freedom of information. And I do believe that while I'm not I don't quite understand like the the stuff I get back, but it it does sound like um it's likely that they would wave the fees, they aren't happy with the way things have happened either. They're going to continue digging for uh communications uh history and stuff and then they're going to continue dumping it on the website and then for people that have requested that information they will reach out to them directly like via email and let them know like hey we've had this um put on the website and then um I have been personally going through everything that they dump on the website and putting in order for everyone so that you don't have to try
118to figure out um like the context and um like the timeline of emails and texts and calls and uh events and meetings and stuff like that. Um and it does present like a very clear picture that there's an issue in Laurel in the government. Um and we want to fix that, right? Um for children because this is where they're growing up. Um, so yes, the they asked for money. We request that they wave it and we also requested that they change their fee schedule because it's not in compliance with Montana state law. Um, and I think that we will get that a little bit about that. >> That's what I was I was like that was expensive. Is somebody going to like pay that or >> raise money for that? I guess. But >> okay.
119So from what I understand the care committee is working on two things. Number one is understanding what happened and the transparency issues and how it all came to be and number two halting it in its tracks going forward. Is that correct? Yes. >> So concerning the second step >> what is next? Is it annexation? Is it stopping the buyell like what is the next what apart from the foyer requests which is number one. Number two what's what's the next? >> I'll try to explain it as much as I know. Right. So, uh, Kurt went ahead and let the state know that there was loopholes as far as zoning. So, >> um, the state could bypass zoning. Um, but they do have to apply for annexation. They have not applied for annexation yet. Um, we I
120think we know, but I'm not 100% certain that the buyell is contingent on the city granting annexation. >> Okay. how smart it is. >> If they were smart, that's right. Um, and so right now we have a poll that we put together that's that's really important for people to know about because it is like it's the job of the state and it's the job of the city to go out to the community and say like, "Hey, what do you want for Laurel?" And nobody's done that. >> Um, there's people that live across the street from the school that didn't even know. Like I I stopped by and I was like, "Hey, can I put the sign in your yard?" And he was like, "What is it?" Like, "Is it like a a Democrat Republican thing?"
121I was like, "No, it's like it's a Laurel thing, you know." And I told him about the facility that they're trying to put back there. And he literally lives like across the street from the front door at the elementary school, and he had no idea what was happening. So, we have to figure out how to get this information out to people, which is one of our biggest things. And sorry, I ramble. the the poll we're going to present to city council because the council members represent the city of Laurel by law, right? So, uh they can't really make a decision if they don't know what the community members want. They all work full-time jobs, most of them. Maybe some of the older guys are retired. Um I don't know. But they >> So, as it
122stands though, nothing has come before the council to even vote on. the state has to apply for annexation. So that's where it's at right now and they have not done so. >> If the city refuses annexation, the state can still choose to build. >> So in the county >> Mhm. >> And the even though it would still like not be in compliance with zoning and they promised that they wouldn't like try to find any loopholes, they like they've said again and again that they would comply with everything, but it's the state and they're not going to, you know, they're going to do whatever they want. So after we show city council that Laurel does not want the annexation, we need to make sure the state knows that it's not about annexation. We just don't want
123them there. >> Sure. Okay. >> And so we're collecting those votes too because they promise that no community would have this forced on them. And so we need the the votes and the information and the data to show to the state that like it's not about annexation. We don't want you here. And then the other part is um because of like the infrastructure of Laurel and how it is so stressed um it's not just about annexation. It's not just about the facility being behind the school but we want people we want to know what the community wants like do they want it up by the veteran cemetery because that was the other option. And so these are three things that um it's getting the data for city council and uh I guess it's them because
124Kurt and Mayor don't care. >> But um then it's the state, right? and just letting them know what we want and >> um just bothering them until they they go away, you know, and and leave us alone cuz >> well that's why we feel like the school district has of any community group I think because we're not we're a public entity maybe one of the strongest voices. That's what I >> because of proximity and that's why we've started pursuing these avenues um at our own expense at this point. We our attorneys aren't free. >> Yeah. >> Um and so having them spend the >> children right from the district. >> But in the end, >> is it though? Because protecting children is our number one priority. >> Educating and protecting these children is our number
125one priority. So it really falls in line with that mission. That's the way we've seen it anyway. >> I agree with that. I just feel bad that you've had to spend the money because the city and the state >> correct >> didn't consult >> right >> the school district and >> literally at all. So um but the >> I'm going to say the city >> I will say any >> seems >> anything that we that our attorneys will allow us to share with your group we'll make sure is shared with your group. I don't know how much anything attorney client that we can't but we'll you know if we dis discover any president or law that >> you know that we need to fight this together then we we'll make sure that those things are
126shared with your group. >> And if you guys come across anything that you think like might be an avenue that's helpful but maybe don't have time to dive into like please reach out so that we can help you uh find that information >> and just just do whatever we can to affect positive change, I guess. For >> sure. Yeah, we appreciate it because it'll take all of the groups working together, you know, but I do I do think that this district has an outsized voice. >> Mhm. >> Just because of that because of West being so close. >> Yeah, absolutely. >> So, I'm I'm really hopeful that we can affect a positive outcome as a district for the community. >> So, >> thank you for that. That was another thing in case I didn't say
127that. Thank you for standing up for our children and standing up for the community. >> Yeah. >> Um you guys are not a sleepy school board, so >> we try not to be. >> Yeah, I know. I've seen a few of you >> saw you and I Matt and I spoke at that first one and Britney was there to support >> a couple times. Julie spoke there. >> Yeah. >> Yes. >> Do you have a if you go ahead? >> Hi, I'm Ellie Marshall. I um represent the land owners >> and by Montana state law, land owners within 150 feet can view the formal opposition. Um I'm immensely private, so um I do this with greater good. Um I uh met with the city of Laurel and their their process for annexation and zoning. Laurel
128does it at the same time. So, um, just there's a process online, but even though it's, you know, publicly posted step by step, that's not how Laurel does it. So, just to be aware that they annex and zone at the same time. Um, two Fridays ago, I met with the city county attorney Mark English for two hours. I had my list of questions and concerns and although he was blunt that the state can do what they want. Um I kind of don't take that as an answer especially in this situation regarding the school, regarding you know lack of transparency regarding the lack of process that has gone on. Um he did say when I asked directly how to move forward he again I spent two hours with him he didn't have to do that but
129I had a lot of my questions and he saw all the work you know that I had done but his main goal was to stay on the board of investments and DPHHS that they're the ones that can stop this. I've read everything online. They will redirect. Yes, stay, you know, with the governor, but it's absolutely DOI that made this decision and DPHS that made this decision and they're the ones that can stop it. So, please be aware of that. But that that came from Yellowstone County Attorney Mark English. Um when you look at the formal proposals that were given, all the work that Mile City did, the infrastructure, the mapping, the letters of support from the sheriffs from the area that they all wanted this prison. um Harden's proposal um versus Laurel's chief administrative officers
130>> onepage letter >> letter that was coerced via text and the promise of a beer and I don't think I think all of us and especially the students and especially the public I think we're worth more than a beer and that I found quite insulting and again that goes back to BOI and that was because that's where the text came from. So I encourage you all to um I had Amber again I don't like to post on Facebook. Um so Amber posted everybody's phone numbers and emails that I put together for BOI and DPHHS. Please keep reaching out to them. Um, there was a big mental health push. So again, we all support that. The federal government, there was a December 29th, letter from the governor for the $233 million um funds that we got.
131This was the first year of a five-year plan. that $233 billion. It is a bigger the bigger picture of it is 1.2 billion that the federal government um awarded Montana. So you can look into that. It's on the website of all the documents that um is posted um from the state, the HB5, you know, it's the same uh website, but there's a letter from the governor, and you'll see kind of the $233 million title, but when you read into it, it's actually a $1.2 billion grant from the government that Montana applied to. It doesn't just affect this forensic facility. When when you say forensic, that means prison. They're not they're in the justice system. They're not allowed to leave. This, you know, we need to redirect that soft sale that the state has done for
132mental health facility. This is in the hospital. They aren't free to leave. They're in the justice system. They're criminals. Um, just as a tidbit that I'm looking into, um, and just for your information, I like to go by facts. Um, so two of the letters of support that I've heard, one is a neighbor, um, and the other was a representative out of Big Timber. Um there is a hidden agenda behind both of those with commercial application. the neighbor uh bought into the residential neighborhood where I live where and that 23 of us live that I'm knocking on doors visiting with and gathering the letters of opposition that they they want their business commercial or they want their land commercial so that they can put their business back where they want it. Um, there's a link
133I'm looking into with the 40 acres. We talked about Ingress Egress a month ago. The 40 acres to the west of the proposed location um was sold to a business owner out of Big Timber. >> So, that that should be ringing bells with some of you. There could be some subtrifuge here yet to be determined, but where we >> So, so I I just want you to be aware of that. >> That's fact. These aren't opinions. >> Um, the Two River Industrial LLC is out of Big Timber. Um, I can give you his name. He's also got a business out of Billings under a different name, but I just found that very interesting. So, I'm happy to work with your attorneys free that I can dig, help them, whatever. >> Yeah. >> I'm focused on
134the land owners and >> yeah, >> the 24 of us. Um, the state law. Um, it requires 25% of us. I already have over 50% um, of course. And then I'll put a package together for city council that then would give us the school board opposing it, would give us Yellowstone County Commissioners opposing it, would give us land owners opposing it, and then would give the city um opposing it. I think being where I live, I don't have a vote in the city because I'm county. all of us that live around this are counting and so um here we are. >> Thank you so much for uh bringing that to us and well I'll keep working uh unified together from every direction. >> Are you guys aware of the um the board the BOI board
135meeting on Wednesday and Thursday this week? >> Yes. Okay. I just >> didn't appear that there was much on there contentwise regarding this specific thing, but I think you're talking about public >> which I think are relevant. And so if anyone wanted to like um you just email in and they send you a Zoom link >> um and we will be um I I think that the front porch was going to provide a space for anyone that like needed access to that and wanted to participate in that. Um because I think one of the the one of the most important things we can do is just be loud and bug everyone and just like shine a light on them because >> you know they're all doing something wrong and they don't want people looking at
136them. Um and you know when you focus on them enough they'll try to they'll change their mind and just to get you to stop looking at them. >> Right. >> Wonderful. Thanks for the support and the involvement and um just keep letting us know how we can help and we'll let you know what we can do too once we hear back. >> Yeah, we >> Yeah, >> I appreciate hearing what you guys are doing. Um at one of the city council meetings, someone came and read a letter from a 12-year-old middle school student. >> That was very interesting. And that night I went and asked my son. He's a sixth grader here. And he even said that him and a group of his friends have already been discussing what their plan would be if anyone
137escaped. And it's just like, honey, I don't want you worrying about that. But that just shows our kids are already hearing >> about this facility. Obviously, parents have talked about it and that they're thinking about that. That's just awful, you know. >> I don't like that either. So >> yeah, my girls have had the same conversations. >> So yeah, they've never been interested in anything dad does at the school board except for this. >> So that tells you something about about about it, you know. >> I guess they wanted elementary schools. They were interested in that. But but that's a good thing. This is the other other thing that they've ever been concerned about. So that's telling, I think. Anything else? >> Anything from our crowd in the corner? All right, >> I guess I
138just saw on the page that request like count cost they can't charge an hour for time spent. >> We've >> That's what she was saying there. It's an illegal price schedule. Yeah, I have um I could share that email too even um I was up till like four o'clock in the morning and like one night just writing that out. I researched like every single law like federal law, Montana state law um regarding like freedom of information and yeah um also like Chris Bogle he had found the uh the statute for $25 an hour you know and and there are things that they can charge beyond that but really you know considering that they w uh bumped Kurt's wage like 60 grand um in the last year you think that they could provide the city with
139$3,000 worth of documents that um is in the best interest of Laurel, you know, uh for the good of the community. And I do Yeah, it's >> I don't know what they were thinking, but >> yeah, >> we're going to we're going to fix this. >> I think they were thinking that that would turn you guys off from asking. >> That's what I think to be just that's me as Chris, not the board. But I would say that that's what I think >> like we'll come up with $3,400. And it doesn't seem like that big of an ask, but like it feels like that's when I saw that I'm like that's it feels like they were just trying to turn you off from >> insulting. It's insulting. >> It was a little bit >> um
140>> their times not worth $200 an hour >> to to make copies. >> Do we get to charge $150 an hour to make copies? >> No, I agree with that. >> We got an unpaid intern at the IT department here. >> Jeez, that's an expensive >> intern. >> It's intern. Yeah. Where's our station? >> Yeah. >> So, thanks again. >> Thank you. >> Yeah. >> We'll just go um on then to G protested taxes. We just wanted to um bring that. Julie, did you want to say anything about that? >> I do. I just um I I just want you guys to look at that and would you approve of if we brought it to the board? I'd like to bring it to the board at the next meeting >> just because my time is
141limited to get this resolution done. I have not passed it through OPI or anything yet or the or the um county. I I am gonna send it to Hank that I wanted your guys's approval before I start down this road that I feel like we should be able to get the rest of the protested taxes back and then we would have to I'd have to work with OPI about how we could permissively levy for them next year. Yeah. >> And then we would have to pay the county back all that. But we we'd levy for them. >> Right. But if we got them because we needed to fill our buckets this year, >> right? >> And we've gotten some of them back >> and we just haven't got the June or the ones that they
142pulled in June back. >> So if we get all of them back, we levy for them permissively levy. If we're able to, that's something I got to work with OPI on, you know. >> Yeah. And then we can then we pay the county back because that's what the law reads that they're supposed to bill us. >> Yeah. Not just pull >> and not just pull like you did. >> Yeah. >> Britney. Yeah. >> Um Okay. So we haven't received We've received June but we haven't received a October back. >> We received October's back. >> Oh, we have. Okay. >> The or the November ones the 700 and some thousand. So your letter that talks about that we >> with um we I want to get to the other 300 some thousand >> the 378 or
143whatever. Okay. >> Yeah. >> 376. >> Mhm. >> And that's June's. >> That's June of Yeah. 2025. >> Okay. >> And the other ones was November 2025. >> So you need to bring this I'm sorry. >> So you're just asking because it's under discussion item that you'd like to bring it back >> for an action item. Yes. >> Okay. I'm in favor for that. >> Just a preview. We just wanted to preview that. >> Sorry, >> Donnie. Yes. >> Oh, go ahead. Oh. Um, just out of curiosity, you said that they were supposed to bill us. Would that also be applicable to the time they just took money out of our account and they were sending us a different school's money and they like switched them around the last time the county did that? >>
144Yeah, >> that's a whole different bank. >> That's a county thing, you know. Yeah, me and county. >> That was an accounting snafu. >> Keep up over there. >> County accounting. >> Making sure. I know. Trust me. I know, right? >> Makes your head spin, doesn't it? >> Oh, we ask uh Crystal here how many mistakes they make on their bank statement every >> Amazing. >> It's amazing. >> In shock. >> It's a whole new world. >> Julie, when you say we got the November money back, what does that mean? Well, we they put it back in our coffers, but it's protested. So, we >> So, we still owe it back. >> Yeah. >> To them. They just gave it to us back for now. >> Yeah. We do have to Yeah, we definitely They
145just undid their mistake. >> Yeah. It's uh you know, it's protested up here and revenue down here or whatever. >> So, we're stealing from here to pay Paul for right now to give it to us. >> That's correct. But this gives us time to actually levy for them >> because unfortunately protested taxes go back to all the taxpayers you know. >> Sure. And then permissively we go >> what? Yeah. >> It's just a thing. Yes, Donnie. >> So Julie, when you bring the resolution back, it will include all the numbers and all the funds. >> Yes. Yeah. I had planned on it cuz we should be able we will get you know Yeah. >> So this this is exactly what we did the last time. >> Mhm. >> Many many years ago. >> Yeah. And
146that's where I got the resol. You pulled it and I used that >> resolution. Thank you. >> Thank you Donnie for finding it >> for me. And as I looked at I'm like that makes sense. >> Yeah. She's never >> You're not allowed to leave. Yeah. >> Didn't you know yours has Yeah, Donnie has a the lifetime membership to the board. >> She does. >> She's >> That's okay. Long as it's not a lifetime. >> Okay. Well, there you go. >> So, great. Any other questions on that? We kind of have talked about it a little bit. We just wanted you to see the language before it was brought. >> Yeah. Thank you for doing that. >> Great. So, we'll just talk about some future discussion items. I just have one which I mentioned before
147which is board strategic planning um which I'd like to do before this board changes so that we can um really talk through where we especially in light of the bond and strategically does uh does our current strategy plan line up with our thoughts around what we want to do at the high school and make sure that it's setting it in a direction that that we wanted to. I predict there could be some aggressive changes to that strategic plan. So, I want that's why I wanted to do it before Britney and Renee and Kelly were off of the off the board. Yes. >> Are you looking to bring in like school boards has helped in the past to >> We can do it on our own. >> I think I want to be more radical than
148they would want us to be. >> Okay. and and uh will include all of the building admins and uh student services curriculum. Um this will be a bigger this isn't going to be just a let's go look at it and make sure all the punctuation's right and the page numbers are correct. This I think is a real honest full dive into the strategic plan and discussion on that. >> Well, I know Charlotte when we I think Mrs. pickings. You might have been when we did that at West, we did our table, remember? We broke out into our table sessions and we really honed in on each of those tables and then we all brought it back together. I think that's really the vision you need to do. >> If we're going to do it, if
149we're going to do it that way, you were Yeah, cuz you were you were in that spot. >> We did it. >> Yeah, it would be before us. But >> that was probably the last major revision. And I think the last time we did it was really more like we were at Grap and we went over a high level sort of thing. >> But yeah, Charlotte. >> Yeah, that one that Britney's referencing was probably one of the better ones that I've been to. that that work that was done that evening is what we currently are operating off of as far as as far as I can tell with all the work that I'm involved with with our, you know, continuous goal improvement plan, our cogna work, our district leadership team and building our goals out
150from there. So, I we really did take that work and have tried to work it now down towards the classroom goals for teachers at at every school. So, >> yeah, >> I mean, I know that every other document that I work off of in the district is based on those focus areas from the from that strategic planning session. >> That was a good one. >> I mean, that really does drive everything else that we're doing. So if there's going to be major overhauls in shifts, then that trickles down to everything else that we're currently working on as well. >> Yeah, that's the hope. >> Yeah. >> So yeah, that's why I wanted I want to make sure that the whole district leadership team is invited and involved. So >> um we'll uh >> we'll be
151planning. So I I foresee it being like a Saturday type of a thing, >> like a full day, >> like a real Yeah. Well, he might have to talk to the union, >> which is something that we Yeah. So, we'll that's something we're going to work out. Um, but I wanted to that will be a future discussion item um coming up soon because we we need to get that on the books and plan. I'm guessing probably April. Okay. >> Just to give adequate time and notice. >> Does anyone else have any? Yes. >> Yes. That's why Jenny, did you have something else? What's the plan going forward for tech and curriculum and and that can be summer like once Crystal's >> sorted it out a little bit. But >> I'd just like to see it
152>> with that sort of reserve moving to the inter >> schedule and it's not like oh crap >> to have it by the last meeting in March. >> I won't be here but I can get >> it would be good to have that before we get the strategic plan so that we have that. That's a good point. All right. Yeah, because you're going to need to know what that we're going to truly try to set monies aside for budget. That's also part of the strategic plan >> if we are going to be doing that. >> Sure. Good point. >> I just think it helps. Yeah, it'll help you guys a lot for future planning. >> Um, I'd like to know what's going on with the admin building, please. >> If we have reached out and
153do we hear of anything? >> Yes. >> Um, I kind of ran into Andrew when we were walking through the hallway. I would really like to know like what our facilities are being used from third parties. What is our rental schedule? I mean, I know we bumped up that rent, but like what is that in revenue dollars >> and kind of just do a little bit of an over quick oversight of what that looks like, please? Yeah, >> I think a general sorry to a general discussion on that cuz if we do pass the bond, I would like to utilize that space that we've built for adult education and other rentals and like so that'd be a good discussion item to to do, not just for activities. >> Well, I just kind of want to
154know like right now we have we have more >> true >> we have more space. People are hearing that we have more space. We're getting more we're getting more rentals. What does that look like? And then >> it would like to see that too. >> Very interrelated though. >> Yeah, >> Michael. Yeah. Um I would like to know what's going on with the charter school if we're going to apply next year >> because I remember that's something that we talked about last year, but >> I don't think it was brought up this year. >> But it's the grant. >> It's the grant. Talk to Dr. B. See if there's cuz we were going after that grant. >> Yep. And it may be that'll for sure be part of our um strategic planning. >> Sorry, >>
155that might be one of the more radical >> alterations to it. So, >> great. Good point. Thank you for bring it come to a board discussion before that, it will for sure probably be in that strategic planning. >> So, anything else? Thank you all for sitting through that. I'm gonna read a little spiel about our next segment and then you can all run away and we get to stay >> take a break >> and we will have we will have a short five minute recess. >> Is 5 minutes going to be enough? Okay. It has been determined that the next matter to come before the board is a personal matter and it has been ter determined as follows. That the matter of the individual's privacy is involved. That such privacy demands protection of the individual
156for the sake of reputation and otherwise little if anything could be gained by publicly disclosing the information to be discussed. and that the demand for privacy in this matter clearly exceeds the merits of public disclosure. Therefore, I have am calling for an executive session for the purpose of student discipline. So, we will recess for 5 minutes, clear the building, and then come back.
