As required by Montana law, members of the community are given an opportunity to make brief comments to the board on any matters not included in the agenda. Individuals wishing to be heard shall first be recognized by the chair. Individuals after identifying themselves will proceed to make brief comments. The board would like to remind everyone that to avoid violations of individual rights of privacy, a member of the public wishing to address the board will not be allowed to make comments about any student, staff member, or member of a general head. No action may be taken on any matter discussed during the public comment portion of the meeting until such time as the matter is specifically noticed on an agenda and the public has been allowed the opportunity to comment. We have any public comment on a

non-aggenda item? Please come up to the podium and if you would state your name for us. >> Good evening everyone. My name is Samantha Baker. Um I wanted to call attention to the sad news that we received um some of us have received about the teacher um from Belgrade High School and Belgrade Middle School um that is no longer with us. And I kind of just wanted to draw attention from both the board and the community towards what is an approaching tough season um for our teachers and what we could be doing to make sure that they're okay um emotionally and just how devastating this is for our kids um to lose somebody so important to them. >> Yep. Thank you. >> Do we have any other comments? So Dee and I kind of wanted

to follow up with that too. Um for those of everybody everybody who doesn't know, we lost a member of our family yesterday. He's a teacher at Bill High School and it was very unexpected and I know a lot of us have heavy hearts tonight and we're very sad about this. Uh he was a young kid and it just sucks to see that happen to anybody at that age or anybody at all. I wanted to thank D and her staff for making that support available to everybody today and additionally to the Boseman School District who loaned us some counselors to help the students and I'm sure they will continue to do that this week. Um we don't know much about the situation but I assume once we find out we'll pass it on. If anybody needs

support or would like to help the family the best thing to do would be to reach out to DD and Trey and uh I think we will all offer any help that we could if we need to. Along those lines, make a point to work within make sure you know that our staff has the resources they need to. And um uh on another note, we have student staff recognition. Um Brenda, you want to come talk about? >> Hello everyone. I'm delighted to be able to honor two different staff members tonight. U Michelle Anderson, you can you don't have to stand. You need to do Michelle was recently nominated as a top three finalist in Gallatton's greatest community choice awards. She was the only teacher nominated for Belgrade school system and uh I have certificate of

recognition for you. So this certificate of recognition just honors all the great work you do and be like so honored to be the best work that you do. Thank you. Rebecca, I'm delighted to be able to honor Rebecca tonight. Uh she's been honored honored for her leadership, innovation, and dedication to the Belgrade School Nutrition Program. Um her efforts and all of her hard work culminated in the district being honored with the small andor rural SFA lunch trailblazer award from the USDA and action for healthy kids. Congratulations, Rebecca, for all the good work you do. You want to introduce the people? >> I do. That would be great. >> I have with me. >> Thank you. >> I have with meart who is the new manager at the high school. >> Scrier who is um manager

of operations for all school nutrition. That's a new position this year. She's been assistant manager at the middle school and then manager at safety. Been with us for a long time. >> Assistant manager at Sask. Um it is given to districts who have demonstrated that they have reduced sodium in the lunch and breakfast meals by making tiny little you know it doesn't take much to reduce sodium. So we did two things. Um one we started using all fresh beef Montana grown >> grass-fed beef. >> Um the other one was we replace um it sounds so small but it was really big. We replaced um storebought or manufactured ranch dressing with a Belgrade recipe that was developed about 20 years ago by a Belgrade lunchroom manager. So, Bill branch, [Music] >> Thank you. Okay, our leader

reports will begin with the superintendent. >> All right. Um, election day is Tuesday, November 4th. Uh, ballots are being mailed on this Friday, October 17th. You should get them in your mailbox on Saturday or the next Monday. Um, we are going to have a presentation a little bit later on about the ballot just about the ballot questions that we have. We have two ballot questions on both of them are focused on um creating our fourth elementary school which will allow us to bring our fifth graders out of the middle school and back into an elementary situation. Um so like I said we'll be talking more about that a little bit later in that session. Um and that is it. >> Any questions for Dy? Oh, we will have a ballot box in our district office

which is at 312 North Weieber Street. Um and then there you'll get that. It's usually a yellow sheet of paper in your um with your ballot that says where the other drop off locations are. It's an all mailin ballot. So, you would have to mail it early or come drop it off with us. And they changed the law. There used to be a law that you can only drop off two ballots and we had to be related to somebody. And that's all gone. You can bring as many ballots as you need to help your family or your friends um to get their ballots um into the into the ballot box. Um you just sign them in so they match the number of ballots with the signin sheet. So but you can sign them. >> Good.

>> Thank you. Uh student representative. >> Uh so going all the way back to last meeting homecoming week. Um so the spirit week was great. a lot participated, I think. Um, and people said that the dance was the best that they've seen, at least from my grade. So, they've only seen four, but it was the best one they've seen. Um, fall festival went great. There were a ton of high school floats, which is a rare occurrence, but there were a ton, which were good on that track. Um, powder manly volleyball. Um, since we have personal hygiene or can item admittance items, um, we restock the whole counseling office food pantry and with personal personal hygiene supplies and cans. Um, we have extra actually, too. We're going to put them towards can of grace. >> Um,

we are working on a possible Halloween costume contest and getting people back in the spirit for Halloween cuz it's been an issue with middle school not allowing costumes to the high school. um you know trying to get them involved. We've got candies coming up a spirit week involved with that. We're gonna involve games with each day as well is the plan. And one of the way planned is um rock paper scissors with beads where if you beat the game you get all their beads and winner at the end of the day gets a little prize. Um with can the grooves when they donate a can they get to vote which teacher they would like pi. So, incentive. >> Uh, we're trying to get a new teacher of the month method where we just surprise a

few teachers a month so that everyone gets fully included. Um, and speaking of with our school, um, girls soccer had a program sweep against Great Falls and that moved the Panthers to the sixth and final spot in the playoffs with two games left. Boys soccer won against CMR and so did the girls. Um Lilia Roxel got fifth place at statea in golf and as we all know our football team defeated Billing senior, you know, pretty great. >> And then also with the um the project reboot dino person. He was great. It was really good to hear about um the phone ban and why we're doing it. And just hearing from someone other than a teacher about it was a really good point of view with this presentation. I got to meet him at lunch. He

was a really nice guy. >> Yeah. >> Any questions for Caitlin? >> Thanks, Kaylin. You're free to go or stick around if you choose. Uh just clear Carrie. Uh, I think I put everything in there that's coming up. Um, we're still in the process of doing A and B um, reports and counts, trying to get those finalized. Um, they're due next Tuesday. I'm hoping to have it submitted by the end of the week, though. Um, because, as you can see, I'll be out of the office next week. I'll be at a um, national conference for student business officials. It's very exciting. Um we did get a presentation from um do you know that state health trust for schools um school health insurance they're trying to create a trust it was uh house bill 322 I

think in the last legislative session not the most recent one um where they're trying to get enough schools to join this trust to get this health insurance for all um school employees going. Um they came and presented to us. Uh it was very positive. It looks pretty promising. Uh they need to get 150 schools to sign on with 12,000 lives in order for it to be um approved by the state insurance u commissioner I think is what it is. And so if they can get that and they can get enough schools to commit to that then then they can move forward, get certified and then starting July 1, we would start being able to get our benefits through them. So, you'll probably see something at the November meeting with a presentation or more information on

um going forward with them. We're um going to be getting a meeting going with our um uh health insurance committee and things like that. But so far, it looked promising when they went presented to the our team uh last week or the week before. Um it looks like it's it's it might go, which is positive. Um, one thing that is new, uh, DD talked to you guys about the ballot box, but a new thing that came up through the legislative session is usually we don't have to call for our May election until, uh, February. This year, we have to do it in December. So, you'll be seeing some things coming um, down the pipe. U, we have to call for an election. We don't have to say what it's going to be. we have to

say all the possibilities that we could have for an election in May, which is usually trustees and the levies. And then um we can revise it any time until the end of February, I think, but we have to call for it in December. So, just to heads up with you guys that we'll we'll have to do that. It's something new for us. Usually, we can call for it and we'll know exactly what we're doing because we kind of have an idea what our budget is looking like. Um, it's going to be really early this year. So, um, and I think that's about it. Do you guys have any questions for me? You missed a really interesting finance meeting this morning. Frank and Rocky were the only ones there. >> That's good though. We got questions.

>> I don't think we went anywhere down the agenda you wanted. We learned a lot about property taxes and property tax uh formulas that are coming down with the new legislation, too. So, if anybody ever wants to learn about it, stop by my office. It's it's very exciting already. >> He's being nice now. >> Okay. Thanks, Carrie. Let's see. Principles, I believe I saw Natalie there. Oh, >> we're just gonna skip it. Okay. Skip the border report. I'm sorry. Border port. Does anybody >> uh one mention of the fall festival? We did have a booth there and we uh we got a chance to give away a lot of bling to the kids which brought some of the parents in. Um thanks for all the putting that all together. I thought there most of the

response were very favorable. >> Um, and so I think that was a good effort. Um, and also thanks for putting together the hand the hand bills, whatever you call them, door hangers that don't have a hanger. We've been I've been putting a few of those out and overall very uh positive response from the people that actually work. >> So that's where we're at. >> I think Walt and I could concur with that in working the breakfast and then working a couple football games and volleyball. People have been very positive. It's uh very refreshing to have people go, "Yes, our our kids need to be put first. We need to take care of our kids." It's very >> very great to hear that kind of commitment come out of families in this community. I think the

biggest thing I'm hearing is people are glad to see fifth grade coming out that instead of oh this is just another building to handle growth they're actually seeing you know a shift and we're trying to fix what we know is a broken alignment and make things better so that it uh you know improves the school experience for these kids instead I've a lot lot of people you know right now they think you know we've been stuck in a growth spurt for so long that you know everything's about growth and we all hate that but you know actual improvement we don't see a whole lot of and they they're you know I think maybe changed a few hearts of minds on that anyone else I uh wanted to talk real quickly we had a meeting who

is that came from the state regarding the AI >> oh uh um >> Montana digital academy digital academy. >> So they came and met with the tech committee about uh AI and use in schools and I think like as a district we're ready to see how it could work for us collaborate with them. They don't have any use cases or studies that we can use as a trial. So we kind of have to do our own thing. I believe we'll be one other person to do that. Then I got to thinking about that more and I guess I kind of have a demand for you DD because this is coming at us and I've never been clear about what the ratio is for electronic devices per student. Is it one to one? Do they need

to have them for the entire day? What would happen if someone was in a gym class? Would they need one? >> Um >> you don't need to answer that now. >> Okay. >> But you can see where I'm going with this. um just how that's allocated, what they need to have >> so that we meet any requirements that we have >> right >> to meet. >> Yeah. >> And then how we would possibly use those. And then this also things get dicey because um technology and curriculum are kind of combined and um we need to know like what kind of apps are being used right now. these guys have done a good job shutting down like the use of AI and when crowling the use of just apps being installed on any machines whether they

control it and make sure that we're meeting security or copyright requirements and things like that. But I'm curious to see what kind of apps we use right now which machines um which could be used replaced by AI conceivably and just what they're being used for. I'm really curious about like what we're using our technology for at this time and how it's being used rather than just saying we have a lot of Chromebooks. >> Yeah. And are we using pre apps or usage board? >> Yeah, they have I'm sure they have policy for working through that. Another thing is like you know you throw in iPads and then there's also Windows PCs in terms of the Chromebooks. So, I'm kind of looking at more of a approach to seeing what we need going forward to integrate

with this AI stuff. I think Matt's going to be going out talking to teachers about something they would like to use for AI and then we as a committee can look at that >> and move forward. So, it'll be interesting to watch. There's a ton of unknowns. >> Seems like every question we asked brought up more questions. So if anybody sees that meeting and wants to come along, she'll come because the more brains you have picking at this the better. I think >> can I just say it was two scholarly studies about 89 broken down by grade. So >> thank you. Anyone else? >> Is anybody going to? >> No. Okay. >> Is there going to be a piece on the cell phone cell phone result so far? session. >> Uh I didn't prepare anything

for tonight that >> one of the things I found interesting in the presentation that was put together was the fact that um if people had a cell phone in their pocket and it was turned off, it affected their uh cognitive capability by about 20%. If it was on, it affected it by 50%. if it was sitting on the desk turned on, it was even worse. Um, and you know, it makes a good case for why we're trying to make a change >> with this. Um, but I am interested to hear how our current policy is working because we do have kids with the cell phones in their pockets every all the all the hours of the day while they're at school. So, it got a bit of a concern, but I just want to make

sure we're okay there. >> Yep. >> Was that recorded by chance? >> There's a there's a web there's a website. >> Yeah, he's done a TED talk. So, I mean there's that, you know, there's information online. He's >> pretty interesting. Was this again? Okay. >> It's a presentation that we brought >> in to share with the kids and the parents. >> I I sit in with the kids which was very enjoyable. >> He did compliment us on our our students and that they attended and our middle schoolers who were not in an auditorium. They were in a gym. So no, you know, no chairs to sit on. play around the bleachers and he said um those middle schoolers were the the most attentive kids I've ever seen especially in a situation like that. So um

kudos to our our middle schoolers and our high schoolers for their their attention um the main thing else before we move on. So I think uh terms of the principles um middle school and high school have been given the night off um because of what they've been dealing with. So we have just elementary now >> I was here because so I guess everybody's given the question I'm happy to answer them. >> Yeah, scratch that. So I think we have our updates. >> If you have any questions I would be happy to try to find answers. Sorry, I didn't confuse. That's >> I'm easily confused. Thanks >> again. Happy to answer question. >> Any questions for Dee before we move on to the consent agenda? >> Okay, seeing none, we move on to the consent agenda.

Do we have a motion to continue? >> I'll motion to adopt the consent agenda items 1 through 7 as listed on the agenda and board packet. Authorize necessary action for these items and include the same in the minutes. >> We have a motion and a second. We have any public comment on the consent agenda? Comes back to the board. Any board comment? Is there any conflict if I vote on this? Don't think it's going to be outcome. My wife's listed in there. >> No, you're able to vote, just not the first time she's >> hired. Okay. >> I did have one question for you in the uh payables. I saw you guys had scheduled some training with Pia. Is that right? Was that for the board or was that individual? >> Was some title n

training too? And then I think Tre is coming to training on Wednesday. >> Okay. >> But then the board is coming. She is coming to your work session in October. Okay. >> And I'm going to double check with you to make sure that date still works. And if not, we can move it. >> Any other questions before we bring this back to a vote? All fa All in favor of approving the consent agenda say I. >> I. All oppose. Same sign. Motion carries. Seven to nothing. Prior business presentation. >> All right. We're just gonna run through this quickly. Are you guys gonna take it on? I have your that poster there and the one underneath that show. These are I didn't know you were bringing that. Sorry. >> No worries. She >> asked me. He's

like, "Are you guys using the TV tonight?" I was like, "No, I think Danny was gonna use that." >> Do it old school. >> You can still do it old school. I'm still going to pull out my presentation. So, I've got a couple of awkward points here. Um schedule currently today. Um Monday the board meeting ballots uh get mailed this Friday and then election day is November 4th. Um so we've got only a couple weeks here. I know that we've been uh working tirelessly um getting out in the community um trying to advocate for this bond. Um right now I know we have kind of a a journey to a 100 bond information groups. I think we're targeting roughly 50 and we're probably uh 75% the way through that. Um we've got a number of

items after this uh like this evening talking with uh Dave Wooten uh of the radio station uh Belgrade Senior Center, our JCCM partner Landless is trying to put on an event um potentially for Barry Barbecue just trying to speak to the community. Um, we've got football concessions, uh, more, uh, chamber meetings, volleyball concessions, trunk or treat, um, to really try to get, uh, the information back out into the community. um our differentformational materials. We have the handout, we've got the mailer, we've got door hangers, we've got the boards, we've got the website that we've all done those got 600 something pamphlets here double-sided for you guys to hand out. Um so we can get all that information out to anybody who's curious. Um the QR code on all of these suppliers will take you to

the website um and help you guys yeah understand any information that you might um the handout is very similar to this board here and then the mailer is kind of a two-sided thing. Everything has that QR code. Trying to get as much information pulled back into that because our website does have incredible amounts of information. >> Um, questions. >> So, we've added Scott has been doing some um um time at Albertson's outside of Albertson's and then Mike Dan Country too. >> Nice. Um, I think like you said, you know, there's we get a lot of um positive feedback from the the big concept, which is to move our fifth graders out of the middle school and into the elementary school. Um, and and that, you know, that's that's the essence of this project. um and

that it was, you know, shrunk down from a $60.5 million bond that we asked for a year and a half ago that would renovate the middle school and build a 500 student school. Pulled that back to 6.63 million. So, reduced it by a factor of 10 because we listened to the community and heard, we want this one thing to happen. You want to be able to move middle school back, middle schoolers back into elementary schools. And um with this project, this sort of little more than half of an elementary school, we can make that. >> Yeah. On top of that, there was a request that emulated from this board to consider adding uh fulls size gym >> for an additional $5 million. Um, and that seems to be also relative to possibly the people that

I've talked >> I've gotten most of the same feedback. very few people heard that said you don't build it again one but one piece of feedback I did get langless is that uh some local subcontractors and you know asked that we made sure that um you know that we employ local people here and so I I said I'd mention it so let's mention it >> yeah we've got a we've actually got a mailer set to go out this week we didn't want to send it too they just wanted to send it, you know, around the time that the the actual ballot was coming out. So, we've probably got um see I think there's a list of over 500 subcontractors on that that are local that we're shooting now to make everyone aware >> of the

bond initiative and you know come out and vote and uh yeah definitely will we'll engage a ton of you know what whoever you hire this time might help us the next time type of thing you know they see a bunch of scope contractors come in and build a building there might be a little saltier than one of the reasons Langos was selected there was a selection process and one of the reasons that they were selected was their commitment to the local community >> and the local contractors so that's something they made early on and one of the reasons to say they were selected over some of the other >> uh folks that are out there so I think that's kind of built baked in should be baked in real Yeah. Yeah. Absolutely. We absolutely try

to utilize our local contractor as much as we can. >> Oh, good. Like I said, I I just said I I would mention it when this guy bit layer about it. >> Don't pick I picked the general. We don't pick the subs. >> Yeah. >> But yeah, it threw it out there. >> It will be an open bid. So, everyone will be invited. So, >> any other questions, comments? I'm glad to hear there's so much community support in the fifth grade initiative. >> And there really is a lot of support about the gym, too. >> And the people that I spoke with, everybody was like, "Oh, yeah. We always need gym space. We need that room." So people would you tell them that it roughly their taxes could go up you know would be up

about $115 depending upon the value of their home and then stuff is rolling off and oh that's no big deal because we can waste that doing whatever and then when it for a year then it not monthly they really rejoice. >> That's what most confusion was. They thought it was a monthly. >> Yeah. for like 10 bucks a month. >> Yeah. So, for a $600,000 house, um the um first year, which is always the most expensive year in a town that's growing because more people move in, we spread out those costs. that would be $115 a year or both to if we both built the school and build the fulls size gym. Um, which is $9.60. So, wow. >> Two cups of coffee. >> Yeah. Little lemon. You go to Starbucks. That's like one cup.

It's like three. Okay. >> Um, so, uh, we are, so when people are different when they get their ballots, right? Some people open up their ballots and they fill them out right away and they get them in the mail or they bring them over to drop off. Remember, we'll have drop off box at our office. Um, some people open up their ballots and they read the questions and they're like, "Hm, I wonder what this means." Um, ballot language is, um, complicated. There's, you know, legal things that we have to put in it. So, it it it doesn't read the way we would like it to read, but we've tried to be as clear as we possibly could. But, there are two ballot questions. The first is for the 6.63 million, which would be added to

the 20 million. already have an authority um to build the school. The second question is your allocart venue. If you'd like to also build the gym full-size gym now um we can do that. Um it will it's the cheapest it will ever be. That's for sure because we know that even if we came back next year, the crisis would go up. Um so two bot so look for two ballot questions. Um and um if you have questions, please call me. Um, look at our website. We have lots of information out there. Um, also we are having a um Q&A, stop in, get your questions answered and and stay as long as you want or as short as you want on Tuesday night after the ballots go out this Friday. It's next Tuesday night, which is

the 21st. um from no I'm not going to remember 6 >> 6:30 to 8 at the high school. So we're going to push that information out. We're just there to answer people's questions so they don't have to muddle through the language on the ballot and we can help do that work with you or answer any other questions associated with that. So >> we'll be there. come and have a cookie and um get your questions answered and um tell your friends and family to come too and we'll do our best to answer your questions. >> Sounds great. >> Thanks everybody for all that. >> Thank you. >> Thanks guys. >> Thank you. Thank you. >> All right, we'll move on to new business. We have a item considered Gton United Wayus. Do we have a motion

to continue to start this discussion? >> I make a motion to approve the day cherry on and link the active program with greater Gallop to be honored. >> We have a motion in a second. Uh D is Amanda here. >> So um we have a little mixup so she's not going to be here tonight. I'll have them come. They usually come every year to talk about the kids program and enrollment and and things like that and just kind of give us an update. Um but u I can say that our program is flourishing and um we're very happy with this partnership with United Way and um so I'll schedule to come maybe um but we still do do need to consider that one. >> So do we need to table it or can we approve

it now? No, you can approve it now. They're they're the standard among. >> Okay. Do we have any public comment on this before we bring it back to board? >> Seeing none comes back to the board. Any questions for DD? >> Yes. >> Um that's a numbers questions, but I'll wait for next month on that. Um reading the agreement, are we open for that program for PR days, spring break, and uh holidays? Does anybody ever stop? >> We're we're trying to build that up. We recognize it as a need and so I think they're doing >> Yeah, they're surveying parents to see, you know, >> they have staff that >> they Yeah, they have they have staff. Okay. >> So, it would be their staff. Um, >> but yeah. >> All right. And then that's

some stuff in there advanced. Invoicing. We do that. Carrie, are we okay with advanced invoicing? >> They bill that's not they bill us at the beginning of the month >> or they bill the parents at the beginning of the month. We don't pay United Way anything. >> We bill them if we pay their employees because there's a couple people that are our employee and their employee and so we'll pay them so they get one paycheck. >> Um and then they reimburse us for that um kids wait time. So, we invoice them, but we don't we don't pay United Way at all. >> Right. >> They might be invoicing parents ahead of time. >> Okay. So, >> any other questions before it comes back to a vote? Seeing none, all in favor of approving theus for

the Greater Gallatin United Ways say I. >> I. All post same sign. Motion carries seven to nothing. >> Item number two, consider authorizing superintendent to advocate for an elementary bond initiative. We have a motion to continue. A motion for the Billgrade School Board of Trustees in accordance with section 2-2-122 of the MCA to hereby authorize and empower it superintendent ET Zimmer to engage in all necessary and appropriate activities to promote and advocate for the passage of the elementary bond proposal approved by the board on August 11, 2025. Uh, Superintendent Zimrod is further directed. Am I saying it right? Yeah. No, there >> to reach out to interested stakeholders, the press, and the community groups to provide information and advocate for passage of the elementary bond initiative. >> A motion and a second of this. >>

Thank you. No problem. >> I can't tell between your two choices. >> Any public comments? >> Same comes back to the board. any board or questions or comments for >> this what she's been doing. I thought we'd already approved this. >> Thank you. >> Yeah, >> we have in previous years, but we went back to our minutes and we forgot to do it in August. We usually do it at the same time as we approve the bond, but we did we forgot. >> So, here's the thing. It we're we're moving forward with this. There's actually sometimes laws kind of run up against each other. So there's actually another law that says or there was an interpretation of another law a year and a half ago. Another district kind of ran up against this that said

the superintendent is never able to advocate just to inform. >> So I have been following that and I only inform. I don't advocate. However, it's been our practice to go ahead and pass this. So, we thought you would put it on and go ahead and pass it. I have not been advocating and I do not plan to advocate, but I will continue to inform. So, any other questions before we bring it back to a vote? All in favor of approving authorizing superintendent our superintendent to advocate for the elementary bond initiative say I. >> I. I. All post same sign. >> Motion carries. Seven to nothing. Item number three, annexation by the city of Bridge View. >> City of Bridge. >> Sorry, my uh >> congratulations. My M was updating too. Considering annexation by the city

of Belgrade for Ridge View and the bus property. We have a motion to continue. >> Motion to approve the annexation documents for Ridge View and the bus farm properties. >> Second. We have a motion and a second. Uh Dee, is there anything you wanted to say about this before we address questions? >> Um so the annexation of these two properties is um simply to have us all be city property. Um and the benefit to the school district is that the police district can serve all of our properties. The sheriff's office has been phenomenal. We love working with them. and they are also responsible for Manhattan and Three Forks and you know the county. So were there to be a bigger you know multi-chool district issue um they would be pulled in a lot of different

directions. Um, and so having both of these properties being served by the city allows our SRO's and the partnership with the B police department to kind of take care of take care of all of our properties. There's no impact to properties around us. There's no, you know, magic annexation that goes with that and anybody else around us. Um, so any public questions or comments? It's back to the board. Board questions or comments. >> That doesn't like change any taxation or anything. It changes nothing. >> I asked when I was doing some investigating and it's not going to change our donut area, which is one of my concern was that they go plant to flag at the bus part and measure from there, >> put it past Baker Creek by the time you get there, but

it's not going to affect that. So, >> no. No. And I called you also make sure that >> yeah the kids >> we have the option to hook up to city services. So my dad will always point out >> when when they get >> when they get there like in 2080 >> um option but not required for this but I've noticed in the attachment for the review preview that it references the bus bar annexation. We can't sign that. >> I don't think >> can Can we make an amendment to um fix the clerical error? It's in the which one? >> Uh the original one. >> Where did you see that, Frank? >> H3P. I mean, I guess it's technically okay. It says there's nothing in here that requires us to pay for delivery of water

that must go. Technically in there there wouldn't be a rating page through section four. >> Yeah, it does say that it's about six lines down. >> Oh, yeah. I see it. >> So, good job, Eagle Eyes. Um it's very contrast. I don't know if the language is right. >> Um so uh if you'd be comfortable with amending it to um amending the uh motion to approve them with a um type of corrections. >> It has it in the sewer. >> It's in it's in page four too. >> Yeah. Wait, how do we need to have this done? >> Um, we can we can wait. We can put it on next. >> If there's not a pressing reason where it's not going to happen today, future feels like it should be. >> Oh, I wonder >>

because that only amends, Mr. Mo, right? Well, >> I mean, I get how it happened. >> Yeah, >> I'll be honest with you. I read one and assume the other one had the same thing. If with this, I'll pay more attention to next time. >> Um, do we also add a question if we have any wells within either of the areas that were abandoning the city? Now, like for >> this should be on river rock. >> Yeah. Yeah, on river off water. >> I know the community is, but schools off. Yeah, I don't believe there's any wells out there that I've seen. >> There's a well for the groundwater for the lawn. >> Yeah, that's what I'm talking about. And this says we abandon the right for that quickly >> once it's signed. That's the

you have right until the point where we switch over. So, you would need to account. So, you want me to ask about that and then we'll get into this? >> That's a big deal financially. That's when you have a irrigation. >> Yeah. >> Well, just make sure I understand it right >> and we have the right to ask to keep that for irrigation lately. >> Like when River Rock has turned off their water to do water work, it's turned on our water. Yeah. Not the air get the drinking water in the building. >> All right. Well, I apologize. I know Brian and I were working on fixing that. That could be that I just pulled up the wrong document and loaded. I'm sorry for >> probably a five minute finding replacement. >> Okay. I will

get information about the irrigation wells and um approve documents for for >> so I believe we still proceed with being shipped out >> or withdraw the motion >> withdraw the motion >> yeah maybe withdraw >> so how do I do that just withdraw my motion and then whoever second it would have to do I reread the motion okay um I withdraw my motion uh regarding the annexation uh by the city of Belgrade for ridge view and the busark property I reset second but so it's tabled for a future meeting. >> Thank you. >> Item number four consider out of district attendance agreements 2025 and 2026. We have a motion to continue. Move to approve two non-resident students attendance agreements for 202526 school year. That's >> we have a motion and a second. I don't think

there's really much to say here. >> Yes, there's still some on there. Any public comment on this before we proceed? Comes back to the board. Any forward questions for Trey? Seeing none, it comes back to a vote. All in favor of approving the out of district attendance agreements for 2025 2026, say I. I all those same side motion carries seven to nothing. All right, that brings us to item number five. So, we have a number of out ofstate travel requests. Um, okay. And the kids are here to talk about this. So, >> okay, that's new. >> We're excited to have you. >> Answer questions. Yeah, it's just got a long blank. >> Um, does anyone on the board have want to address individual item in any of these? Because we can wrap this up into

one vote and still hear from the kids about this. >> I would refer to that. >> Okay. In the past, we've had to vet these pretty thoroughly, but we've done a good job of being set up, so it should be quick. Um, so I think we should proceed. Um, why don't we start with a motion to wrap all these up into one vote and then we'll bring the kids up to talk about it. So, we'd like to hear what you're you have to say. Somebody like to continue >> move to um approve all of the uh out of state travel requests that are present before the boards and we join them. >> A second motion in a second. And why don't we start with the FFA? Do you guys want to come up and talk

about or is there someone from FFA? >> Cross. That's all cross country. >> Okay. >> Higher group. Come on up, cross country. >> Come on, homie. Answer questions about the other requests. >> Uh I, you know, I could certainly involve something. >> Um, but yeah, I think we just like one, we wanted to show just how much this trip means to the team and everybody. um like it's part of a tradition that the teams really enjoyed and um it's a chance for us to you know race against the best teams in the region and have a chance to do more than that. Um and also I've been talking to Toby about this too is we I want to come back just probably just me but to give you an update on how it went too.

So um after the race it's like November 14th to the 16th come back and tell you how it went. Um but yeah, I don't know if you guys want to check on everything, but um they may like >> who raced there last year? Which of these raced last year? >> Oh, wow. >> You guys want to share something you remember about the experience? Everybody ready to start? >> Uh I liked all the memories I made with my friends and all that. It was really fun. >> Is the competition fair? just a little. >> Hey, what how what is the distance for somebody who doesn't know like how far do you run? >> So, it's 5,000 meters, so 3.1 miles. Um, and this race, so there is a little bit of a change of venue. So,

it's in Spokane now. It was in Boise. They got kicked out of there for some reason, but it actually makes the trip a little bit shorter for us and um easier to get to, which is nice. Um, but yeah, there's a lot of heat. There's like there's a heat called like the rising stars heats and then there's like the um I forget what our heat's called and then there's also a championship heat which you know we might have a couple people running in this year. So the championship heat um so it's part of a tournament system. So NXR is the regional meet that you qualify to get to the national meet and so the championship race is the one that makes you uh eligible for the national meet. And to get to the national meet,

you have to be top two as a team or top eight, I believe, as an individual. So, it's very exciting stuff. >> Congratulations. >> How many teams attend this? >> I'm sorry, Tom. >> Oh, how many people are in that >> in the championship race? It's probably a couple hundred, something like that. The championship race and that's not including all the smaller and there's middle school heats and stuff too that happen there. Um, but yeah, there's like probably almost like 50 or maybe actually 50 to I don't know exact numbers on how many teams are there, but there's hundreds and hundreds of kids that come to this thing. Like it's it's one of the biggest races in this region as a whole. It's like Alaska, Hawaii, Montana, Wyoming, Idaho, Oregon, Washington, all those teams send

people. So, it's a big race and it means a lot to everybody on the team. So hopefully >> thank you guys for coming. Any more questions for these guys before we >> Good luck. >> Run fast. >> Very much >> easier to run when you go down an altitude like that. >> Oh yeah, it's definitely it's a real thing. Yeah, we uh it's fun to race other teams and get that advantage. So but yeah, >> thank you for enduring our meeting. >> Oh, thanks for having us. I think we're glad they're >> Yeah. Love it when you guys come. >> Look forward to see all those medals when you come back. >> Oh, yeah. >> Yeah. >> I'll come let you guys know how it work. For sure. >> You guys want to vote while

they're standing here? >> All in favor of approving the out ofstate travel requests including cross country >> say I. >> I. All oppose. Same sign. >> Motion carries seven nothing. Good luck guys. All right. >> You guys want to go stand up against the wall here? >> I'll do it. That sounds good. >> Now we got a bunch of fall asleep. All right, moving on to item number six. >> I think >> Oh, >> I'm sorry. >> That's okay. No, I don't want to make >> what you >> I know though because you did my out of state one but not my out of country one. >> Okay. >> So, I just want to make sure that that is also like approved and all the things. So, I am wanting to do an EF tour

um from southern Italy. It's a cuisine and culture tour. I don't know if anybody wants I brought a brochure. Um it's a 10day uh basically tour through southern Italy Italy where we would be doing we'd be visiting like culinary schools or like a Boston bread day, chocolate, like all kinds of food tours and it's pretty it's pretty sweet honestly. So, um, I just wanted to like make sure that was also on the list to be approved so I can start advertising. So, we would be going in June of 2027. So, it'll be over a year and a half from now. Um, but I need to start getting things advertising and moving along so we can give the families time to raise the money or whatever they want to do with it. So, >> it is

technically out of state. >> Yeah. out of country and I'm like I just want to make sure it's very out of state. >> It's super I get a chaperone. So >> actually occurred to me briefly that I thought this is with kids. How are you going to do a trip to Italy with all this cuisine without wine? >> Without what? >> Wine. Uh well >> well they can enjoy blind but I am >> can do you think will partake of >> um I I think there's going to be quite a few because I'm not just narrowing it just to kids that are like the Spanish ones are just for kids that are in Spanish or whatever or like that you know the ones that Yeah. they do. >> Mhm. Sorry, it's been a long day.

Um, so this one I'd be opening up to like any kid that would be interested in that because our culinary program is pretty big anyways. So I just want to include like anybody that would be interested in it. And this and yeah, >> maybe I can. >> Yeah, we I just talked with my guy on Friday and we locked in. It's going to be like $5,300 and that includes >> Yeah, it's like between 53 and 58. I can't remember. Okay. >> Is it? Yeah, that's what it is. >> Yeah. Introduction job. >> Yes. Yep, that's what it is. Um, they were able to lock me in because um this got put in October, so they were like making things work for me. Um, so it includes like the tour guide, the stay, transportation, flights, like

a lot of the food obviously, um, all that kind of stuff. So, it's pretty all inclusive. um for that. So, it's pretty good deal for a 10-day trip to Italy. >> Yeah, I'm going to have you book my next Italy trip to >> Right. I didn't do it for 52 reverse. I >> saw your guys' photos. Not >> any questions recorded. >> Sorry, I'm misreed. >> No, that's okay. I was just like, well, you know, technical things and oh no, >> it's been a long day and you're sitting here really. >> Yeah, it has been a rough day. So, thank you. >> I appreciate you putting this together. Thank you. >> Yeah, absolutely. I'm really >> Yeah, I'm really excited to offer something that's a little more broad for these kids. So, >> it's neat

that the kids have this type of experience and that they have these options. >> There were not this many when we >> there were none like this. We had one and it was like >> Yeah. Yep. >> Yep. So hopefully I have 14 kids competing. So this year I can go either to um I think well Washington DC for FCCLA or Baltimore for my prostar guys. So we'll see. We'll see how spring goes. That's always an adventure for me. >> So is that going to be either or? So this is where things get confusing. So ProStar and FCCLA are two separate things. >> Uh but the state we compete all at the same time. Yeah. >> So like I'm a co-advisor with Bony Young for FCCLA. So like all my ProStart kids that aren't cuz

I only have nine on the actual prostart teams. Whoever isn't on that team still has the opportunity to compete in all the hospitality events throughout FCCLA. So if I have any national qualifiers there, I'll be going to Baltimore for co-start in the end of April this year or Washington DC in July, June. So it's a lot, but it gives them really great opportunities and um builds their resumes and with both programs there's a lot of great opportunities for scholarships and things. So it's pretty neat what they get to do. >> State off. >> Oh, are you? Yeah. >> District 6 out of here. >> Okay. Yeah. So, you know, all the things. >> Yep. >> Newberg. >> Yep. We're we're pushing one of our kids. She's a pro start, too. Um to be one of

our state off state officer. So, hopefully we can get kind of in there. And then we have another one lined up to be a state officer as well. So, it's kind of exciting. We have those kids representing Belgrade. So, >> it Yeah, it's amazing. >> Yeah, it's pretty exciting. So, >> congratulations on your program. You're one of those reasons people come from other schools to Belgra. >> Yeah, absolutely. Really? >> Thank you. >> Okay. Thank you. >> You're amazing, Courtney. >> Another big night, too. >> I know. I was thinking that. I'm like, man, >> best fundraiser ever. >> Yeah, it's pretty fun. I know. I was thinking like, man, I got to get that going a little earlier this year, but we'll see. I got to get through my our catering events through this

fall. So, I won't look further. I'm starting to get my get my givebacks working again. It doesn't it Yeah, it just won't work. >> So, anyways, oh, I I was working on that today. So, hopefully we'll have it fixed soon. >> Yeah, I don't know. Same problem. >> Very weird. Same problems last time. Anyways, super off topic. Sorry. I'm really good at that. >> Anyways, >> you're good. Thanks for >> Thank you. Have a good night. Now we move into the exciting part of the program. >> Let's see. Can't believe everybody's left. >> Consider item number six, revisions to policy 4332. Do we have a motion to continue? >> Motion revive policy 4332, conduct on school property. >> I'll second. >> We have a motion and a second. Um I don't think there's much to

describe here. >> No. MTSBA just revised their model policy to remove language that describe non-firearm weapons. So there's a um if you look at the policy draft, there's a section in green because I couldn't make it turn red. Um but it's there's um it's struck out. Um, I think they were having trouble with by by listing um those types of non-fire weapons. Then it reduced it to just that list instead of making it just a generic statement. So I think they are requesting that we take it out or and then we had um inadvertently left in the definitions of the option one or option two instead of just what we did was choose option one. So we just striking the the language that describes what you could do or what you couldn't do. You had

already selected option one. All right. Any questions for DD >> before we bring this back to a vote? All in favor of approving the revisions to policy 4332 say I. >> I. All post same sign. >> Motion carries. 7 to nothing. Item number seven, consider adopting policy 5252. Do we have a motion to continue? >> I'll move to adopt policy 5252, the notice of non-renewal of non-tenure teacher for financial reasons. >> Second. >> Have a motion and a second. Diddy. >> So, this is a recommended new policy by MTSBA um due to House Bill 602 that was passed um in the spring. Um the the gist of it is that if we are non-renewing a non-tenure teacher and that is because of financial reasons. So say our enrollment plummets and we have to reduce you

know we have to reduce the number of staff we have. If a teacher is being non-renewed um for financial reasons we have to state that. So that's the new law that says we have to upgrade that one. Okie dokie. Any public questions or comment? Back to the board. Any board questions or comments? >> What am I missing that it's because it's super redundant if it's >> the challenge is sometimes sometimes this law gets passed and this law gets passed and they're in conflict. And so this is an example of that. So, we already have state law that says if you're a non-tenure teacher, you can be non-renewed in your first three years until you're offered that board of contract and then you become. >> So, that says all non-tenure teachers who are non-renewed are non-renewed

without pause. So there's no reason there's no there's just so the challenge is I I think you know the intent behind this was very kind and um I think heartfelt but the reality now is we're giving cause we say >> that you're you know that we're nonrenewing you >> if if we say we're nonrenewing you because of financial reasons and we stay mom on I we're not renewing you, then >> There's an implication. So, I think um I think somebody's probably going to get sued and they're going to figure out which law is the right. >> So, we adopt or don't adopt several policies that are law. >> We just don't have every MCA is not part of our policy. Why do we why would we adopt this? That opens us to that scenario. Mhm.

>> I don't want to be the person >> because we could all Well, but we could also be the be sued because this is state law and so we have to follow this. >> No, we wouldn't because we'd be riffing >> and it says in that document that you can production in force in accordance with the union supersedes all this. So that's what we would be doing anyway. So why would we again I don't I don't I'm not >> Yeah, >> I don't see a reason. I think it opens us up to liability. >> I >> that's how I read it. Yeah, there are there are a number of situations that um you guys get put in that are just like this and it's it's a it's a challenge to try to to weigh through

what do we do when two laws are telling you two different >> but it's often a policy and it's in conflict seems like it's we doesn't say we're breaking the law if we don't have whatever law part of our policy I know I just get the SBA's purpose this >> right and there's Um um you know some people would say you don't have to pass any of these because it's law so you just have to follow it, right? >> I mean there's that argument too, right? >> Um what do what happens if we don't pass this? Are you still obligated to follow that law? >> No. Yes. It doesn't have to be your policy. >> But are the laws conflicting? You said >> they are because when you nonre the other law says when you

nonrenew an onen your teacher you never give. >> This is this is a basic premise of how we successfully operate >> like this is our only way for three years to make sure we have staff that are >> so a family. >> So it's my job to bring them to you but you don't have to adopt them. We can also, you know, we're hoping to have be >> That's what I was just gonna ask is can can we wait this room? >> I'm kind of with you there. You know, you as you said, we don't get let it sort out in the courts. We don't adopt a policy. It gets sorted out in the court and then can we come back and adopt the policy that wins. >> What I think would be the prudent

decision. >> The other thing I think is sometimes we hear a different story from Beia than we hear from MPSA. And I would generally agree with Beia's more Mhm. >> I just wouldn't mind hearing it. >> Y >> I'm comfortable with it. >> One of my jobs is to make sure you know everything. So I will bring it. I will always bring it to be in like a >> two weeks. Yeah. >> Really frank when I read this it seems like it contradicts itself to be honest with you. >> Yeah. I had a lot of trouble with >> um so we >> almost done. Oh, did you have more questions? >> Not on that one. >> Okay. Do do we want to just withdraw that motion? So, I forget who made that. >> Me. I'll

draw >> motion to consider traffic policy 5252. I worked on my second. >> All right. >> Thanks for your understanding. Item number eight, revisions to policy 111 school board elections. >> So this is the one where they change the um the timelines for elections. So it's just updating as soon as Carrie did a nice little chart and assembly for it. Um, it's not as easy. >> Do we have any public comment or question? >> Oh, I'm sorry. >> Motion to revise policy 1111. School board. >> I'll second. >> We have a motion in a second. Oh, now do we have any public question? That comes back to the board. Board question. Great stuff. >> Just for changing dates to align with uh align with state law, right? >> Make sense, sir? >> Sounds good. >>

All in favor of approving the revisions to policy 111 say I. I. >> I. All oppose. Same sign. Motion carries. 7 nothing. Revisions to policy 2450. Do we have a motion to continue? Motion to approve revision of the policy 2450 India education for all. >> We have a second. We have a motion and a second. D, did you want to comment on this? >> Yeah, this is only their only recommendation which was based on a change in the the law was adding the words um the sentences working in consultation with Montana tribes in close proximity to the district. And then they added when developing courses of study and then it goes on when providing instruction when implementing educational goals or adopting rules related to education students in the district. So the intent is we should

be reaching out to work with indigenous communities while we're developing our courses of start. >> Any public comment or questions for say none comes back to the board. Any board comments or questions? It seems >> how much of that are we required to do? Um there's a >> a significant amount and we're provided with um funding that Albany um does for for this purpose. It's actually um unique and it's something I think Montana is proud of is is the work that we do. And so we've had um I know we've had great projects so far in multiple schools also. >> Yeah. like the orange shirt day thing that we've done. Um I know I've taken students to the Native American um center on campus to get tours in the past. So there's some cool things

that we have and we're pretty lucky to be so close to MSU and they have a great system there. >> And then we had a guest speaker come in for a week. um box um and a lot of great learning and experience for >> any further questions before we bring it back to a vote. All in favor of approving shoot. All in favor of approving revisions to policy 2450 ind Indian education for all say I. I >> I I all oppose same sign. >> Motion carries seven to nothing. >> Item number 10, revision to policy 2335, human sexuality instruction. Do we have a motion contended? >> Motion to approve revisions to policy 2335. >> Second. >> We have a motion and a second. DJ, do you want to give us the cliff's notes version? >>

Yeah, the cliffnotes version is you already approved this policy in July. Um it was revised based on laws that were passed in the last legislative session. Um unfortunately the um revisions that were or the model policy that was provided to us from MTSBA left um four words in there in the wrong section. And so we just need to delete those words. >> Um so human sexuality instruction and then it gives the the new definition of what human sexuality instruction is. and they left in the words sexual orientation and gender identity, but those are actually down below under identity instruction. So, they're in the those those two sets of of words are in the wrong definition. So, we just need to strike those and then your policy is clean. >> Any questions for Duty? the legislators

for a lot of that >> probably. >> Yep. >> Yeah. I guess I mean it's just a thought. I thought when they when I read the part that was struck out I thought they changed the law but it's still in there. That's right. >> No. So So they kind of So they actually cleaned up the law. So, if you remember back two times ago, um, Senate Bill, Senate Bill 99 was a big change for school districts. It said that when you're teaching about human sexuality, and at that time, identity instruction was embedment of human sexuality that we needed to provide parents with 48 hours notice of the lesson. at the beginning of the year say these are all the courses or classes where your child may learn about these things. Um and then you know

within 48 hours before the actual lesson we have to send out another form and and so parents can opt out of it. So what they did, so the challenge was if Melissa Manancy is teaching a book to her students and there is some kind of kissing or something going on in a book under the old law, she had to notify parents about that and that wasn't their intent. So what they did was they cleaned it up and they said human sexuality instruction really is about when you're instructing kids on human sexuality. So maturation class and anatomy class when you're talking about the reproductive system it's actual instruction about that not ancillary things that come if they happen to be wrapped up in that. So it was a cleanup bill. So, we do appreciate that they

did pull out identity instruction from that and made it a separate category. And so, now um for human sexuality instruction for both, we still have to do the beginning of the year letter that says it's going to be in biology one and it's going to be in your um fourth grade human. Yeah. Those classes. And then 5 to 14 days before the actual event, we need to send a note home and for so parents can opt out of it. So human sexuality instruction, we send the note home, parents can opt out. If we were to provide identity instruction, parents would have to sign and opt their child in. At this point, there is no identity instruction being taught anywhere in the district. So that it's it's not happened. >> Can I repeat that again? there

is no identity instruction being taught in Belgrade school district, >> right? >> Um, so we actually appreciate them cleaning up that language of so we don't have to worry about some of these ancillary things happening in a in a >> we do appreciate that in a in a book that kids have read every year and you guys probably read it too. And you should stay with the and you'll notice item number three again just >> just for the hell of this. >> Sure. >> I'm good at it. Um >> this is very important for some members of our community to hear >> this one. >> Maybe I should read this. There's a requirement that the parent or guardian provide written permission to allow the child to attend identity instruction. >> Correct. >> Some of our

state senators need to hear that. >> Yes. Correct. >> Thank you. >> You're welcome. Okay. uh self-develop. >> Yeah, >> I just couldn't take I haven't take that opportunity >> one in particular. >> Before I go off any more other grants, all in favor of approving revisions to policy 2335 say I >> I same sign. >> Motion carries seven to nothing. >> Policy 7530 procurement of supplies or services. Do we have a motion to continue? A motion to revise the policy 7530 procurement of supplies or services. >> We have a motion in a second. >> So this one you'll notice the original adopted date was 613 2011. We are bringing back some oldies but goodies to you every now and then. Um this one is one of those ones that's exactly the same as it

was in 2011. So we're just reviewing it. However, whoever adopted in 2011 never took out the section that says it can be the top line or it can be all that stuff underneath the or and the um we're recommending that the board go ahead and approve the top one. That's what we that's the model we use. Um and so we would strike the rest of the languages. >> We can either have one sentence or six paragraphs. >> Correct. Any public comment or questions? This policy. >> This is the Montana Procurement Act. >> Any board questions or comments for duty? >> I apologize. I >> will not. >> No, I don't. But I want I have I have a couple questions. Um, one, has anybody read through it and seeing how this is going to affect

our dayto-day? Just looking at it, I can't tell on the surface, but I only made it through like seven of the links to the different provisions as our pre-releasing people actually >> um >> seeing what this means. >> I did look through it, not this year, but when I first um was here and I I don't think it's going to change anything because we have to follow all of that stuff. and the the ore was letting you pick. It was like letting you uh pick through and pick what you want, but you have to follow the Montana Procurement Act anyway, right? >> So, I didn't understand why they would allow us to pick certain provisions out of there and put in our policy. >> And some of it just to >> suitable clothing or not

purchasing clothing uniforms. >> Maybe we could get uniforms. I was thinking >> for all the the district office staff. >> There you go. Brown top, black pants. I think there's something you guys been working at Starbucks and then >> we need something to go down. >> And when I went to Starbucks, I got or when I worked Starbucks corporate, I got three free coffee a day. >> I like pound of tea and a pound of coffee a week. focus. >> I one more that um we before you were here we struggled greatly to expand the capacity of people to buy paper in the offices and raise procurement limits all the reasonable kind of duct tail to do budgets and manage them. Does all that comply with this? >> Okay, >> say that again. I'm not

exactly sure what you just said. We used to control whether a principal could buy a box of paper clips, but we were living dimeto dime and and we created a different set of procurement rules that opened up different levels of people in the district to just go get so we gave authority to different levels in the organization >> different which is fairly common right in the world. >> Very common >> and We want to make sure that arts what we did still complies with >> also we joined u we're part of multiple cooperatives that already go out to bid for a lot of that stuff. So like staples with paper and stuff. >> Okay. >> The track was that way too. We used a a um part of our co-op agreement for that. So they're

already pre- bid and so we know we're supposed to be getting the best deals on all that stuff. But we're part of multiple cooperatives. We have cooperatives for tech, cooperatives for paper, food. Um, this year Cisco won the bid, >> but we had two cooperatives, so we can buy from both. >> Yeah. So, we we do our best to be part of the cooperatives, and then on some of the stuff, you don't have to go out for a formal bid. You can take the bid that was done through the cooperatives purchasing. >> As long as that'll compliant, I think we'd start recalling that. Yeah. allergies can do what? >> I believe that will bring us back to a vote unless anyone else. >> Did we have a motion? For some reason, I missed the motion.

>> We did. I think I missed it. >> Pretty sure. Yeah. Did I make that motion? >> I can't remember. Just >> Walt made the motion and >> Joan. Thank you. I totally >> We're gonna have to speak up while >> they all blend together after a while. >> Okay. to me. >> All in favor of approving policy 7530, procurement of supplies of services, say I. >> All oppose, same as I. Motion carries, seven to nothing. Item number 12, discussion renaming city buildings. >> Perfect. Remember how we talked about um we we we were discussing we brought an idea. You want to be right >> um >> can't see there's a problem. >> I can't see because it's really little. >> Well, I know this is a reusing board. So, um, so we had talked

about, let's just name this building the learning center. That was our proposal to you. And then we kind of added that around. We like, well, maybe we can have the kids name it or maybe we can, you know, think about it. So, we um, kind of dropped down as we were working on bond stuff, but we brought it back up to the top and started considering the fact that really we're going to have a complex here to name, right? So whatever, however we start naming it, you know, it needs to be thoughtful, not just this building. Um, it needs to be thoughtful for the for the complex. So we don't have any proposals for you tonight. We just wanted to bring this idea to attention because one of you is going to have a brilliant

idea >> or we can go out for suggestions. Um, one of the things we need to consider is that people are going to need to find which building, right? So, so regardless of what we name them, maybe this one has a big A on it and this one has a big B on it, right? So, like people can just look for the wayfinding piece of it is going to be important because people get frustrated when they get lost. The second thing to consider is what we're using it for now may not be what we're using it for in 10 years. So as we're naming them, we just need to think about that. Um, so that's another thing to consider. So this is this is uh city hall. This is where we are now, the old

library, right? This is a house that uh will no longer exist once we get around to taking care of that. It's not inhabitable. >> Huh? >> It's not rented. >> No, no, it's it's not habitable. Um this house was um the people were still living there. They just moved out. So, we're actually going to have to buy that. We haven't bought that one yet cuz we didn't want to be a landlord. That's the Yeah, this house right here. So, they have just moved out. We need to work on getting that all set up. >> What are your assumptions for that? >> Purchase that. Um, this one I think we were thinking about using it for our 19 to 22 year old program. Um, I think it would make a good setting for students to be,

you know, learning skills and Okay. Um D the this one is Neil's off Neil's current office that has a big garage behind it. We were thinking about using that for facilities. Um this one uh needs to come down. Um these are referred to as the Cappy houses and the asbestous houses. So um neither one of these is really um something that we could continue to use. Um, and then this one up here is currently being used by their attorneys, I think. Um, and this one we were thinking potentially for our homeless liaison and where we where we store supplies, materials for those, clothes, you know, things like mattresses and furniture and things like that. >> There is one important thing needs to forgot to mention too. I just tried mentioned this last week when we

were meeting. If you want to name a building after a person, they have to be deceased. >> Yeah. So, we did attach our naming policy to that. So, >> review that on your >> set of rules about >> Yeah. >> contributions to the district, etc. >> Is the city going to rename Heck and Qua? >> Um, I mean, I can't even come out of the heck building if you like to go to court. So >> start letting that roll around in your heads, right? How are we going to do way finding which can be separate from our naming? >> Um, >> now each one of these buildings has a separate address. I guess I'm looking at the ones of Kennedy, not just A and B. >> Yeah, they all have separate addresses. Okay. >> Yeah.

um are we going to name them for the purpose we have right now or can we find a more generic name and then we probably want it something that we call this campus. So, I'll send you some information. Um, you know, central office campus, Belgrade Panther, I don't know, >> pavilion. >> So, we'll need a we'll need we'll need a name for this campus and some way finding on it. And then, you know, potentially we could name individual buildings. And we can also just leave them. >> Panther Power Complex. Pardon power complex. >> Black bathroom. >> Oh, do you check? >> So you stink. >> Pull that out. >> Do you have some a quick summary of like what you're proposing for each building too? That might be >> No, because we you know we

we just kind of were like wait a minute like way way finding is a problem, right? We've already had issues with people thinking we're already closed over there and they come over here and so like just having a letter on a building would be huge >> to help us get people to the right place. >> Um so you know we can just >> start with those and name as we go or >> how long until you are actually moving over here that's going to be getting pretty close. No, no, no. So, >> I know we're going to be out of here in July in >> Well, we that that room was almost ready and we were waiting on two more cables and we didn't have time to play with the systems and everything, so we

didn't do this meeting. It might be ready for the end of October. Just wait till November. Um, they are starting to redo the first floor in the Qua building. And so Neil um is going to move out there first before the rest of his staff comes over. So um you know we're starting the process but it'll be a while. >> They did do some artications. >> How is he coming? >> Um >> they've had lots of >> Yeah, I haven't been in but I think they've done a lot of uh pulling the old stuff out. They have an RFQ for an architect that's not due until December 1st. So >> explain those letters. >> RFQ request for qualifications. In Montana, you don't have to hire architects based off of cost. In fact, you're not supposed

to. You're supposed to hire them based on qualifications. >> So you put out an RFQ, all the architects come back and give you their qualifications, and then you pay the money. I only know DQ. >> Okay, >> Ice cream. There's always room for ice. >> Yes, we have any questions, reach out to D about this. And then this brings us to the last item on our agenda. I believe we have a motion and then I we go into executive session. So once we approve the motion, >> yeah, >> I read the language that sends us to executive discuss executive session. uh the public has to leave. >> Do we have a motion to continue? >> Motion to approve the 2025 260 District Commation plan. >> We have a motion and a second. As chair, I

am convening this portion of the meeting in executive session because the release of information regarding the individual or public safety or security of the school would be jeopardized by the release of such information under MCA2-6-10003. This concludes our meeting closed for October 13. I think I just said that I call the screen back to order out close session. >> As board chair, I've declared this close session back open and we are now ready to vote on our district emergency operations and decision. All in favor of approving the changes to the district emergency operations plan say I. I. Motion carries nothing. That concludes our meeting. Thank you.
