Uh Superintendent Jonard, if you'd like to present on that. >> Uh yes, thank you. Um, Vice Chair Billing, uh, members of the board, we have a request from, um, Whiteall School District Board of Trustees requesting that we do enter into a cooperative with them to allow their girls to participate in our wrestling program. They will provide transportation to and from practice. Um they will also pay um costs for traveling to um um traveling to events. Um, so next item on the agenda is approval of the Montana Office of Public >> Instruction Federal Flex >> Waiver Application. Uh, >> Superintendent Jon. >> Madam Chairman, members of the board, um, what we're asking for, um, to bring for you today is the approval of this uh, waiver um, from the Office of Public Instruction. It has to do with our um ESA grants, title one, title 2
005A, and title 4 A. >> And in title one, it does it allows us more flexibility in who we can serve. Um, for example, at Kennedy, Emerson, and West, >> those those schools are considered schoolwide schools, and the title one services can be provided to any any student, >> any student in that school. The um >> the uh >> title one schools of >> Whittier, >> Margaret, Larry, East Middle School, and But High School are considered targeted assisted Title One programs. And you have to have a specific um list of priority students that you can uh that you can provide services to. It's um these co these dollars cannot go to every student in those schools just a targeted group of students based upon a risk assessment that is done annually by the schools. this
006waiver um allows us and the only the way to get go from a targeted assisted program to a schoolwide is number one you have to have a really high um free and reduced lunch percentage as well as submit a really intensive one-year schoolwide plan for approval to the office of public instruction. So, it was hard to hit that real high uh percentage over 50% um for the other schools. So, um and so it was kind of hard to to uh hit that schoolwide target in order to become one. This waiver now waves all that requirement and just allows every one of our schools to become a schoolwide uh program. It does and it allows us to to identify students uh and provide uh programming for um every student regardless of whether they've done an at
007risk survey or not um or a prioritized list. So this is huge. It also is really really um very it makes our budgeting process very simplified. Um when all schools are schoolwide, it makes it for a real simplified way of budgeting. So it's a win-win here. The second thing in our title um 4 A um is that title 4 A is a grant that allows it it provides funds for three different areas. Safe and secure students, railounded instruction, and effective technology. there in all three of those areas. There were certain percentages that of monies you had to put in each one of those areas and then limited how much you could put in the effective technology um uh criteria. So with this waiver, it it eliminates all those mandated percentages and allows us to utilize
008the money in any one of those programs completely based upon what our strategic action plan is and where we need to do the funding. For example, part of the title 4 part A pays for part of our re um school resource officer under safety and secure students. Now, this will allow us to use if we wanted to put more money into that um and pay more of the salary out of that to reduce a general fund cost, you could do that and you could put the rest of it into technology. um or if you had a special well-rounded program that you needed to fund um you could put it in there as well. It's just it allows more flexibility based upon the district's needs and based upon our strategic action plan. Um and that's um
009and part of the uh of that strategic plan that we uploaded to the office of public instruction that we're working under. So this is done just for a year-to-year waiver. Um it's really a win-win. Um if if we um if we meet the requirements, we don't know what the requirements are yet, then we'll be able to ask for another re uh waiver the following year. But for this year, it would be really it would be great. Also, there is no limit on carryover. So, and that's another big thing. Sometimes um you know in your title one funds you may have to budget a certain amount for salaries. Well something happens and somebody with a lower salary um gets into uh goes into a a position that you had budgeted for a higher salary. You might
010have some savings left over and you're not you know you can't go over 15% in carryover. So, this allows you to carry over a little bit more yeartoear, which allows you to budget for um annual uh salary increases. Um whether it's a, you know, an in, you know, whether it's a negotiated year or not, you're always going to have those increases annually because of the steps and lanes in the teachers matrix. Um, so anyway, this does give us lots of uh flexibility and I think it's a win-win for the district if the board approves it.
