001out over Oh, >> please stand. Motion from trustees. >> So moved. >> Is there a second? >> It has been moved and seconded. Do trustees have any changes or questions about these minutes? >> Hearing none. I must caution anyone wishing to speak that you may not discuss personnel issues, student issues, or pending litigation during the comment session. Due to time constraints, each speaker will be

003allowed three minutes. Do we have anyone wishing to speak on items not on the agenda? Right. And that was everything along 12 >> hearing none. We're moving on to the B Pathway Academy School presentation by Miss Melissa Johnson. >> Madame Chair, members of the board, I am Melissa Johnson and All right. And so I um right now it's a few pathways, but we at the Webster Complex have 10 programs running out of there with the one purpose. And the purpose is to see success from kids from three years old all the way to 100 and be great citizens in our community with a purpose to thrive um and have some community building and support to know that it's a place that they always can come to. Um so we're going to start off. I have

004brought people um we're not just a programs. I think I say I have 10 programs or all these programs but these programs would not work without the people. So, I brought the people for these programs in here. Instead of spouting out numbers, they're going to come up and kind of get noticed for these programs. Um, so to start, adult basic education, we have a low pressure boiler. We brought an IET in. We had nine people graduate with their boilers license this fall. We are hoping to have a class come again in the spring. Um, we have 61 students enrolled in our high program. We have 46 that have more than 12 hours and we have um eight high set completers. Um and so I brought Harold today. Harold, if you want to come up. Harold

005is a high set completer. So Harold enrolled in our adult basic ed program with us and he's just going to get like a little spiel on the program for him. >> Well, I'm close to 100. I guess I'm almost 60. Uh but it was actually pretty easy. I found they were surprised that I was getting so many hours in. because I'm doing mine is I'm doing a VA retraining and I needed my eyes so I could go to actual school high school universities or community colleges and I found it real easy and the hardest part was I I said to Mr. Johnson was social studies. It needs to teach you more on the social studies because I was lucky in school. I'm from Canada. We watched a lot of the United States stuff and we

006learned stuff of your government and everything through our through TV and everything, but a lot of kids don't learn that anymore. But otherwise, it was very easy and great course to take. Uh instructors were great. The when I needed help, they were there and gave me help. And uh I always whenever I went in I always seen a couple kids in getting help. So hopefully they pass or pass in. Not sure because I don't know them but you know I don't know what else to say. I don't really want to hold you up but >> you're raising kids in our school district right now. >> And you'll >> Yeah. So we're partnering with the wellness center, the literacy program, um vote rehab, pal county literacy. We're all in our Makeo district for this program. Okay,

007next is community ed. So, I brought Colleen Bole is an instructor in community ed who brings in like 80 community members a week to do yoga. We've moved the yoga class to Webster. During the day, we did a survey and a lot of the ladies would prefer to do yoga in the day than at night, especially in the winter session. So, we made it accommodated. Colleen filled her class within a week. So, she um offered to teach two classes in a day. And so, she's teaching two classes on Mondays, two on Tuesdays, and then a dynamic on Wednesdays. And we still are offering the night courses up at High um at 5:30 to 8:30 because the people had asked to maybe move a little earlier because late night was a little harder for them as

008they got older. And so, these are some people in our program. And I will let Colleen kind of talk about her program. So, I do uh four chair yoga classes a week. And then a chair yoga is a yoga class that you can do seated in a chair. And it's the very same poses as regular yoga. It's um a lot of stretching, a lot of balance. And then I do a floor yoga, just a regular dynamic yoga on Wednesdays. So, um, yesterday one of the ladies said we were doing some yoga with fingers, moving our fingers, and one lady afterwards said, "I had no idea my fingers were so stiff." Well, that's cuz she doesn't use them now. And she's a an older woman. And then uh today one of the ladies said, "I my

009back was so stiff when I came in, and I feel so much better now." So it works wonderful for everybody for chair yoga and if ever you have some minutes before a meeting I will do some chair yoga with you let me know I would love to do thank you for letting us get back in the district. >> All right so now on to the pathway academy. So this is our first year for the charter um program at the Webster Complex. We currently have 52 students which is a growth of about 22 from when we started. We have two kids trying an online program with six potential graduates. Um we are working with define curriculum. Um we have our advisory meetings um every quarter. Uh, we've had the Highland speak, clear credit union come in,

010the Army, Carpenters Union, Hoffman, R&M, the fire department, and Montana precision products about job opportunities and pathways for these kids once they graduate. Our goal is to try to partner more to get some work-based learning and some individual um, skills for some of these kids. We also are partnering with Accelerate Montana to bring in the construction lab in May. So, we'll bring that lab in. they can build a shed. They will all get um belts and tools, the kids who enroll in the program. And we also are looking at a youth um behavioral pathway program through Missoula where kids can take courses and earn some certificates for the need of counseling since we're in a need for therapists obviously and counselors. So, we're looking at that also as a pathway. and I brought in Brooklyn

011um to come in and kind of talk about why she chose the Pathway Academy instead of BU High School. >> Um so when I first got to but high I had like really bad anxiety. I could barely stay in one class for the full period. And then when I came down to here, I was like greeted with a whole bunch of warmth and um just like everybody was super positive and if I needed to step out for a minute, they'll let me step out. And >> that's good. That's >> But Brooklyn was all right. homebound that kids that I thought maybe you know that something different was it and she has th I mean has thrived since she's came to the pathway academy and then next is Miss Paul with the JMG. So Miss Paul

012does a lot for our school through student volunteering. Um she's made cookies with the crossroad kids. They went to a a lead conference. She does a ton of volunteering. Any kind of volunteering we're doing our community. Miss Paul is part of that. um using the graduate profile, tying that into our kids on to be graduates with these areas is super important. The clothing drive, they um the tables were late. They they stayed instead of every table um so that people could drop off their clothing and they gave a lot of hours um helping do cares on that program. So, I thank Miss Paul for all that time and effort she puts into that program. And then Case, come here. All right. Mr. Casey, he's one of my Crossroad friends from Crossroads. Okay, we have 19

013students currently in Crossroads, which is the K through2 behavioral program. And Casey's going to talk about a program. Jake Parish is working on his counseling masters. And so I'm supervising him for some hours. And so we're putting together a little spots program. So Casey's going to tell you what each of these little faces mean. Can you tell them? So, this one's um like when when when you're like when you're like >> when you're like um >> ancient, you you just um you just yourself down and then you just just do it. >> And what's the next one? is mad. >> We knew that. >> Yeah. >> And when when you get mad, you you um you just calm yourself down and then you just do it. >> Which one's happy? Oh, >> and when you

014get happy, you you just you just do your work. >> And you you um you just do it. >> This one's This one's calm, but when you're calm, you you just you just calm yourself down when you get mad. my phone's sorry confidence and when when they get confident you just you just um >> do anything, right? >> Yeah, you can do anything. love. >> And when when you when you give love, like you love your mom or your dad. >> Oh, >> and then you just this. >> Oh, yeah. What's this one? >> This one's Squibble. And you you you this when when when you when you get squibble, your like your body gets free. >> Yeah. Right. >> And so the crossroads program, we wrote a grant from the education foundation. So we

015are going to make a cozy cove, a place where has a crash pad and some padding for kids that are getting very angry, right? Case, we need to take a break in a room so they're not getting hurt, nobody's getting hurt. So we're in the process of getting that room together. And then we are making an exploration station. We really don't have recess because there it's hard to do recess, but we really don't have any recess. So, we are setting up like a little kitchen set and a house kind of thing for the kids. Some mats in there to do some tumbling, some sensory tables with sand, so the kids have things to do um instead of recess, some organized play time for them. Right, Case? >> Yeah. >> All right. And um we have

016been working on this on Fridays in that classroom and we have a little song at the end that Casey can show um about the meeting and then he's going to pass out. Everybody's going to get a little stick to take home today. that Casey will pass out >> because it had started. And Casey, I'm very proud of you. You've come a long way. Good job. >> Awesome. >> So that so that's what we've been working on. And those are all our emotions. And what if is it okay to get mad? Is it okay to be sad? >> Yeah. But what what can't we do? >> We can't >> can't get what? >> Mad. >> No, that your emotions can't get what? Too >> Too big. If our emotions get too big, it's a problem, right?

017But it's okay to get mad and sad, right? Yeah. So, as we've been working on that, all right. And then shoes for the soul. We've been 22 shoes this year so far and Katherine Shay is still donating always to the cause. So, it's been a great program working with Bulldog Outfitters with that and the schools. Um, Homebound, we have 13 students enrolled in the have enrolled in Homebound. We're trying to get them back to school as soon as possible. We do have some pregnancies and some um severe injuries that are home and not much we can do. We're trying to work on some of the anxiety and depressions to try to get them back. And then Special Olympics. So I have Garrett and Joey and Corey. If you guys want to come out for a

018good job. >> Look at the metal. >> No, I don't. But you can go after. Okay. >> Wow. >> All right. Joe, you want to face him? Garrett. So, this is Garrett Fisher. And Garrett is a senior in our school district. And this Garrett has participated in Special Olympics since he was probably 9 years old. And Garrett just won the gold medal in bowling a couple weeks ago at Scar and Joe want to turn around. This is Joe Montoya and he's a freshman at UI and Joe is a three sport athlete for Special Olympics. Joe always is participating and is a great team player. Right Joe. >> All right. Give a thumbs up. Hi and then got Corey Meduser. So Corey is also a three sport athlete for our special Olympics. Corey always attend Special

019Olympics and does skills and she won the gold in bowling also last a couple weeks ago at Starlane. So this is Corey Luner. >> Good job Corey. Thank you. >> Good job you guys. Good job. Good job, Joe. >> All right. And then just to finish up, I run Title Six, which um we're working with the Wellness Center on incentives for attendance. Um attending their monthly meetings. Uh they will attend a parent meeting from the school district in March. They bring in lessons, crafts, history. And then on the 24th of March or February, there's a native buddies where anybody can go up to the native center and volunteer their time and work with um young kids. So that's a great program. And then priettes. Um right now we have 83 students enrolled in priettes. We're

020trying to look at a little job exploration and getting the kids working and we're face learning. They still are doing the lunch program at the elementary schools and we have one student cleaning as a student cleaner through priettes. Um actually two students uh cleaning through the priaths and we're trying to get the program growing to get these kids working in our community and especially with the new 22 um age trying to get those kids working and getting some skills for them to get out more. and then CSCT YBGR and aware. Um right now we are very short therapists and BIS's currently east and the career center do not have anybody mental health component right now. Um Whittier is fully staffed. Um Hillrest is fully staffed. Um Emerson and Kennedy are the only ones. So hopefully

021we can get some more people in to the CCT programs working. But right now, the programs are pretty much at full capacity for what they have right now between um BIS's and therapists. So, that's going on there. And then, oh, then we're going to play our little song for for Casey for this is part of the um spots program that we play every Friday when we do this. Thank you. >> Thank you very much, Melissa. Okay. Whatever one you want. >> And then here's what they check in. If they are feeling it, instead of using a motion, they can point to these around the classroom and the school. >> Thanks, Casey. >> And these are basic ed numbers for Department of Labor. >> Thank you. All right. And thank you for Webster. Say thank you.

022Okay. All right. Have a good night. All right. Nobody knows I know this episode they're singing a lot. So close. I know, >> Miss Johnson. Thank you very much. I appreciate it. That was very nice. Thank you, >> Judy. >> Yes. >> Uh we are moving on in the meeting. First reading on review policy 1401, records available to the public. Miss Jonard. >> U Madame Chairman, members of the board, um um this is the first reading of our policy 1401. Um it is a change in the the pricing of when uh we receive a request for records. Um this has been updated. We haven't updated it since a very long time. And now it um with these changes it will meet um the state requirements. Um basically it's uh fees for making public information maintained

023by the district available for inspection and copying by requesting a person at the district business office. Um what it does is allow us to charge a fee for fulfilling a public information request. Um um uh number one, fees will not exceed $25 an hour for searching, gathering, reviewing, processing, and providing information in the most costefficient and timely manner. uh the actual cost to fulfill the request and um and the subject of the $25 per limit provided the cost of the providing public information to the requester including but not limited to the copying and media and media costs. A convenience fee is provided in um 2-17102 of the Montana code annodated and any other reasonable cost directly incurred by the district. Second way of the second piece is fees for fulfilling a request for a single

024specific clearly identifiable and readably available public record. And again, um fees will not exceed $25 an hour uh for processing and providing information. Um again, it's there is a convenience fee that could be if applicable based on 2-17102 and any other reasonable costs incurred by the district. or third fees for fulfilling a request for public information that is not a request for a single specific clearly identifiable and readily available public record. In that case, we can charge a f a filing fee fee not to exceed $5, then the first hour would be free and then after after that $25 uh an hour for doing the searching and gathering and reviewing the process. Additionally, the last part of the policy states that the district is not required to alter or customize the public information to provide

025in a form specified to meet the needs of the requesting person. If the district does agree to that request, we can uh um make those customizations, but would be included in the fees that we would be charged by the district. Uh there are new legal um um uh references uh added to this policy. um 2-60003 of the Montana code annotated access to public information uh 2-6006 public information request fees and then there are cross references with our district policies 4340 for 5450 and 7326 7500 and 8430. >> Thank you ma'am. >> Okay. Next is the first reading on our review policy of 2161 special education. 2161 special education continued. Miss Jonard. >> Yeah, madam chairman, members of the board, this policy is coming to the board because of the recent court case um that was

026um the decision from a recent court case regarding um graduation with students with um IDEIDA students graduating. Um and basically it states that um students can no longer be graduate off their IEP. Um which used to they used to do um we used to do that. Districts across the state used to do that. Now instead um um unless they've gone through the entire same exact um met the same exact standards of all high school students. They will be able to um um be provided um FAPE a free of public educ a free appropriate public education up to the age um when they turn 22. So what this change in policy 2161 states that it says the district will continue to provide FAPE to students with disabilities until their 22nd birthday or until their exit from

027eligibility for special education services by earning a regular high school diploma based on the district's graduation requirements and that was not based on a lesser credential which ever occurs sooner. Um so um then it changes the legal um uh adds additional administrative rules to this policy and cross references. Uh uh then in addition to uh 2161P the procedures uh there would be a change in just a slight change that says right now ours says the district shall be responsible for the coordination and management of locating identifying and evaluating all disabled children ages 0 through 21. You want to cross out ages 0 through 21 and say um evaluating all disabled children residing in the district from birth until 22nd until their 22nd birthday. So it just changes it to the 22nd birthday. That's on the

028procedure. And then they added one more um um uh under the special education plans. They added one more piece. Post age post school ages 19 through 21 individuals who have not graduated from high school with a regular diploma and who are not previously identified describe coord coordination event um efforts with other agencies. So um again those are services that we would provide for those students not uh graduating with a regular diploma. Um that would be a change in the procedure. The rest of the procedure would be the same other than references to the uh legal references would be added. Uh title 20 chapter 7 part 4 special education for exceptional children. 20-7-469 dyslexia definition screening and intervention. Um 10163346 versive treatment procedures 1055 805 children with disabilities. Um and then cross references were added um

029outlined in 1,05 FE 1610 2050 3141 um 811 and 8425 um those would be this policy cough cross references those policies. Um so that's the changes into that policy. >> Thank you ma'am. Next is the first reading and review policy 3416 administr administering medicines to students. 3416F-B administration of medication liability release and medication order and 3116F- administration of gluccoagen. Miss Jonard. Madame chairman, members of the board, we've made some slight changes to the uh policy regarding student administrating administering medicines to students. Um most of it all changes or does not change other than under emergency administration of medication. Um the reference to C3416 form FE has been crossed out and eliminated and I'll explain that because we're going to delete that form. Um that's the only change that we have actually for the policy. Um

030under excuse me under um um 3416FB this is a new administration of medication liability release and medication order. Um this is a new form that we are asking to um include in our policies and procedures. This form B. And then the last one would be is we're going to uh request approval to delete 3416F because it's no longer um applicable because of the way they administrate administer that um insulin uh insulin. So that is obsolete and so we'll ask to delete that policy. >> Thank you ma'am. First reading and review policy 3655 student safety. Madam chairman, members of the board, um again this is language that's dealing with that house bill 745. This is a re um a reworking of our policy number. It should be 3665. And uh the new language is um regarding

031um um fingerprinting. And um if you would just um bear with me for a minute. Um the MTSBA language, it is the policy of the district that no student shall have unsupervised contact with an adult who has not undergone a fingerprintbased national criminal history background that complies with the requirements of section 20-3-323 in the Montana code annotated while the student is in school at a school sponsored activity or in a transit to a school sponsored activity. This means this student may not be left unattended alone in the physical presence of an adult who has not undergone such a background check except for and in case of the moment mom uh momentary absence when the fingerprint background checks uh results are uh reviewed by someone other than the trustees or the superintendent of the district. Such

032individuals designated by the trustees to review the results of the background check are limited to individuals authorized by law to receive, review and share criminal history record information cry with the district. Um then um the rest of the policy doc um discusses the um definitions what a contact is, what inschool means, what in in transit means, um momentary absence, school sponsored activity, what an unsupervised activity is. Um, and then it adds um uh uh new um Montana code an annotated um legal references and addresses um um identifies 20-1-101 20-3-323 20-7-1510 credit for participating in workbased learning partnerships. And then costs references are other policies 2600 um and 5122 fingerprints and criminal background investigation. Um so basically this is a it's a change in policy number and this new language that meets um just kind of

033shores up the same language that's in that uh that came out of the House Bill 745. I do want you to know that we've had this in place for a long long time. Um we've always in we maintained um fingerprinting for all of our um volunteers and um all of our employees. So that's always been in place. We have um three people in our district who take the cry um um training so that they can we can read fingerprinting um background checks. And as you know, we have recently bought our own fingerprinting uh equipment so that we can do this in an efficient manner and make sure that we get people um through the fingerprinting process. So um again, this is just uh making sure that our language mass matches what came out of House

034Bill 745. >> Thank you, Miss Jonard. um advanced opportunities grant. Miss Jonard. >> Um yeah, ma madam chairman, members of the board, I just want to um just wanted to inform the board that the district um received a letter from the Montana Board of Public Education saying that we were um we had submitted our report um last in December and got back our report on our advanced opportunities grant that we just received last year. and um they approved our report and have um um pro um let let us know that we were qualified for the advanced opportunities grant for another year for fiscal year 27. And the award amount is um $37,986 for elementary and $16,521.71 for high school. Um and um basically what this money is for is for advanced opportunities to enhance students

035opportunities to engage in career readiness and college andor career readiness activities and and to reduce the outofpocket expenses um of parents for pursuing those um activities. So for example um students who are taking the dual credits at the high school um this grant um you know the first six credits are free. However, anybody taking anything more than six credits has to pay parents have to pay um uh tuition to the college for those dual credits. This grant will allow us to pay for that tuition so that uh anybody taking above six credits will be able to help them pay for it. um anybody that's participating in any kind of skills USA activities or uh business education uh programs um any any skills kinds of programs uh can can receive um um if they get you

036know for example if they go to state for competitions or even get the national um level which we've had several several of our students do that um these funds can help pay for those costs to go to those national state and national events. Um science fair if they you know these funds can help um students um go to science fairs or get the equipment to to help them uh work on a science fair. Uh there's a plethora of ways the advanced opportunities grant can help individual students and to reduce the out-ofpocket fees that um um like um that parents have to come up with. For example, um the Skills USA has a dashboard um and there's a membership that they charge students for 20 $25 per student. um we've never been able to um give

037those kids that opportunity and with this money we'll be able to do that and have them um get those memberships. Uh we've haven't been able to have kids participate in the free SAT program because um the state um stopped paying for it and that was just an extra cost to us. So now using we can we can provide that um program again using the advanced opportunities. So um I'm um excited that we have this money and it's triggered just um to help reduce those costs that parents have to pay. The other example would be there are kids that are looking to get licenses. Um so for example, students wanted to pursue uh pursue um getting a CDL license uh that uh Montana Tech U Highlands offers that course, but this opportunities grant could help pay

038for that uh cost of getting that license. So, there's just so many ways that this grant can help individual students uh reach their career goals um college or career goals. >> Thank you, ma'am. >> Mr. Billy, uh uh Judy, and you may have caught this earlier, but I appreciate it if you So, is a grant is it through a fiscal year or is it have the opportunity to roll over if we don't spend it or did I may have missed that? >> Yeah, thank you for asking. No, it is it's we are allowed to um roll it over. >> Okay. Thank you. >> Any other questions? All right, moving on to the election update. Mr. Patrick, >> Madam Chair, members of the board, just want to update you on a couple um dates. Uh February

0399th, that was the last day to file for um trustee position. We had three people that filed. Um, and we had three positions open. Um, the next date is March 2nd is the last day for any write in candidates to file. Um, then after that, uh, March 26 would be when we would, uh, bring forward, um, to certify the ballot. So, we'd have to set levy amounts. Um, I was going to see cuz that's the last date that we would possibly can do it and I was curious if um you guys would be available for a special board meeting like on the 9th like through a team's meeting to just do uh certify the ballots >> on the 9th. >> Yeah, March 9th. >> Okay. So we can it's a Monday so we can get

040them start getting them printed because it's kind of a um close turnaround as far as getting them printed and getting them stuffed and then we have to get them uh mailed by April 15th. >> Okay. So you would want to do a noon or a four. >> Yeah. >> Okay. Looking at March 9th, Monday, noon or 4 for your team's meeting participation. Mr. Bily, uh, >> four would be better. I'm available. Miss >> Ha. No. >> No. Miss Dragoovich. >> Yes. >> Okay. Kathy is open. >> Mr. Kawa. >> I'm open. >> Mr. Lee. >> I'm not available. >> Just fine. >> You're unavailable. >> Unavailable. >> Okay. >> I'll be out of town. >> Mr. Thatcher. >> All day. all day open and I am open. Okay. So you can um based on that

041Mr. Billy needs to be 4 noon. Everybody else is open so you can assign any time and Mr. Lee is unavailable. >> Okay. So should we shoot for four? Sorry that we have because we have to have a quorum. Oh we do have forum. All right. Then >> we'll be set we'll be setting the actual levy amount. >> All right. >> So 4:00 >> and it's going to be uh just so everybody knows the the um general fund levy is going to be somewhere around 200,000 and then we've already discussed the tech levy which is about 320,000. We just have to formally formally certify it um by the board just so we can and get it get them to print. So, >> okay. So, 4:00 March 9th >> on teams a quorum. >> Any other

042questions? Mr. Patrick, any more things you need to tell us? >> Um, nope. That's that's all I had. Thank you. >> Okay. Next is the approval of payroll claims, budget transfers, revenue reports, budget versus actual reports, travel requests, grant applications, and school budget reports. Motion from trustees. >> Is there a second? >> Second. >> It has been moved and seconded. Do trustees have any questions? >> Hearing none. All those in favor, please say I. >> I. All those opposed. Motion passes. We have three things in the next part. First is the approval of the amended PAR for July 21st, 2025. Miss Ally. >> Madam Chair, members of the board, I'm bringing back the um July 21st, 2025 PAR with a um a retirement that has been rescended. I appreciate your approval. >> Motion from trustees.

043>> Is there a second? It has been moved and seconded. Do trustees have any questions regarding the retirement rescended from July 21st? Hearing none. All those in favor, please say I. >> I. >> All those opposed. >> Approval of the amended PAR for January 20th, 2026. Miss Ali.
