All those in favor, please say I. >> I. All those opposed. Motion passes. Our first
presentation tonight is from Miss Jonart regarding the Bridged Health Alliance update. Miss Jonart. >> Madam Chairman, members of the board, I just wanted to bring forward a little information about the Bridged Health Alliance. Um, this is the newly created nonprofit health and wellness benefit Trust that was passed in law about in 2023. Uh and um it is now has now announced that they are partnered with the Montana based allegiance benefit plan management as its third party administrator and capital RX as its pharmacy benefits manager. Um the third party allegiance will provide core services like establishing broad uh access to in and out of state provider network. uh capital uh RX is relatively new but it's a innovator in the pharmacy benefit. It's known for um bucking the complexity uh of the pharmacy industry and providing
numbers with exceptional service. Um it's part of it is a kind of a transparent flat feebased pricing model that they use. Um and its incentive is to push high dollar drugs and thereby control helps control costs. Um, one of the innovations is that they use this platform called Judy, which makes things um, far more economical and efficient. Um um with both Allegiance and Capital RX online, the next step then is that the bridged health alliance uh focus is now focusing and has been focusing for the last couple of months on B providing benefit proposals to schools in hopes in getting uh earning their commitment to participate in the trust. Um their goal is the goal is to validate the trust by November and begin offering services effective July 1 of 2026. Um um the BTU
I met we met with them last week and they have submitted their proposal and um I think they had one more piece of documentation that they had to provide uh to this to the alliance and we'll be soon learning about what their costs are going to be and determining which way they will be going um to uh uh which way they will be going whether they're going to go with Alliance or stay with whatever Blue Blue Cross Blue Shield. So, that's the the latest and most up-to-date information I have on this. Um, it's going and um and they're and they are very optimistic so far. So, um, anybody have any questions about that? >> Any questions to Miss Jonard regarding the Bridge Health Alliance update? >> No, we're good, Miss Jonard. Thank you. >> You're
welcome. Next item on the agenda is East Middle School presentation by the principal, Mr. Josh Shhat. Madam Chair, members of the board, thanks for having me here tonight and thank you for I guess the opportunity to move east. And it's been a fun, exciting start to the year for sure. I can't say enough of how great everybody's been. Um, I want to say thank you to Mr. Miller for sure. I know we talked as a staff, he was here for over almost 30 years, which is is a crazy amount of time to be in one building. Yeah. >> 27 years in any place is a lot. And he helped me out a lot getting my feet wet and getting settled in. And same with Miss Thatcher who was here tonight. She's done an awesome job
of helping me out, making me feel welcome along with Miss Bailey and our office staff. So, I want to send them a a huge thank you because without them, I I definitely would be um sinking in this big pool for sure. So, thank you to them for everything they've done and got me going and help keep the building going the right way as we get kind of this year started. When we first met this year, we went with a new kind of slogo or slogan for this year. Um was kind of a cool logo they created. It's we show up talked about it with our kids. We show up for our friends, we show up for our families, we show up for our schools, and we show up in our community to help out. So,
kind of we show up as kind of our slogan for the year and try to pump it out to all the kids in everything we do. Um, but I think it was a good one to kind of fit what we do and what we're believing in and what we're working for and showing up for everybody in our around us. Um, when I got here, there's a lot of new people including myself in the building. Got Miss Kenneth who came from Whittier. She's doing reading this year. Miss Anderson um from Margaret Larry, she's doing facts. Miss Mat came over from Whittier as well. She's doing art this year. Miss Sullivan's in resource this year. Then we had Kayla Sullivan, eighth grade counselor. She came down from Kennedy. And then we had Julia Zandelle as a new
monitor. And hopefully at some point we get Aaron Buto is supposed to be our trainer. Um we haven't got to really see her yet. They've been trying to um get their own stuff situated and she's supposed to come over from Central at some point. And then Miss Hancock along with Miss Satchro have done a really good job on on doing everything. But Miss Hancock is our new sports coordinator um for East Enrollment this year I think is up a little bit about the same I think about you know we knew that sixth grade class I guess leaving elementary it was going to be a little bit smaller than what we've been used to but our eighth grade is right there at 349 which is about average. So, we're right at about 650 right now. Um,
which isn't bad. And building feels nice and full. One thing I definitely learned coming in is just the fast and and how furious this thing goes. You know, we're used I'm used to a lot of blocks and we go for an hour and a half of reading and an hour of math and an hour of this and this one's every, you know, we start with adisey which is great where every kid gets to meet their, you know, teacher and spend a lot of time with them, but then it's 47 minutes. There's always a bell ringing and something moving. So, there's just kind of the way the day runs. I don't know if anybody's ever seen the schedule, so I put it up there. And then for me, um, the team planning and their prep periods
are listed on the left there. It's just a way for me to get in, meet with the teams, and they do a good job of, I mean, every day they think they've had parents in here talking about, you know, something whether it's like a 504 type thing or a kid might have an issue and we're just trying to get everybody started on the right foot or this kid's missing. Why is he missing? Let's get the parents in. So, they've done a really good job of using that time to better suit our kids. the building in September was super busy. It's kind of a breakdown of our schedule. You can see that's what we sent out to the staff. That was just our everyday activities. There was something every single day to kick off the month
of September. So, um that's just kind of what we used to keep the staff informed. Um we had a couple fun things even on Saturdays. The up top people took bus load of our kids over to the Chris game and we'll talk about East getting recognized at the Montana Tech game which was pretty awesome. But that's just kind of you know that fast and furious piece along with our testing that's those are all the testings that east will take part of the big testing not just your curriculum and all that other stuff but the bigness testing our maths our maps east will do the nape this spring I guess winterish spring starting in January um the science assessment and then the alternate testing so that's just kind of an overshot overview of what our testing
windows will all look like and how much we how much we do test. Um, we're trying to pump out as many positives as we can. I'm a big believer in, you know, relationships and trying to do right things the right way and promoting the good things that our kids do. We sometimes get caught up in in the the negativity or the things that go bad in a day. It's easy to do. So, I've been really trying to pre get 200 club going again and kind of recognizing those that do the right thing without anybody asking. Just caught doing something good. Um, we'll have our perfect perfect attendance awards. That'll be like I think I was talking to Mr. Kava report cards come out next week already or I guess week and a half. So we're
almost done with our first grading period already. So we'll have student of the months and perfect attendance awards coming up already. Um during our advising, one thing I know Miss Bachel worked on over the summer a lot and we kind of thought was important was starting our day off on the right foot, getting everything going the right way because we don't start the right way, it's probably going to be a bad day. So we've really been trying our mornings to make them a little bit guess smoother and everybody kind of talking and doing the same things and working on morning meetings. So Monday we do our YouTube videos generally is our plan and then Tuesday, Wednesday, Thursday morning meetings in every class and their advis over there you can see the greeting the sharing group
activity and a morning message. This kind of goes with morning meetings. It's a good way for our teachers and kids to get to know each other, build those relationships, and and hopefully, you know, see those kids that might be struggling, might be going through something and a way for them to be recognized and talk to and and catch them before anything bad happens. I'm excited. I know I talked to Kurt um I guess this was last week. I'm guessing I think I feel like we've had more kids eat breakfast. Um lunch here is a lot different than what I'm used to. It's more of like college style. When you go in, you got 25 different options, which is awesome. The kids love it. You got pizza over here. You got hot lunch over here, salad
bar over there. Right now, we're serving about 350 kids for hot lunch, which is over half the building, which is pretty awesome. And in the mornings, we were sitting about 110. That was two weeks ago, so I feel like it's gone up a little bit in our breakfast, but we're kind of trying to reme remind everybody, hey, breakfast is free, too. But right now, everybody's eating that lunch, which is awesome to see. Athletics going right now. We got volleyball and football going. Football, as you can see, is always going over there. And I think we got some in bows Wednesday. There's volleyball games going on in the gym right now. Between seventh and eighth grade, we got almost 150 girls out for volleyball. And then we got 122 out for football and then 21 out
for cross country. We got a good number. You know, almost half the building doing something, which as long as they're doing something, I'm happy. We got our clubs. So, next just set it up. We're going to do a club rush next Tuesday and Wednesday um where we're going to have some stuff down by the office and kind of get signed up so kids can get into other clubs instead of just these types of activities whether it's science club, art club, um we got young musicians, those types of things will all be for kids to sign up with and see what's going on around the building. So hopefully we get more kids involved in in things that are before school, after school because that is important. Become part of something. Um those are just a list
of all the sports we have. I already know it was going to click. Um, you know, football and volleyball, cross country going right now. And we'll have our basketball, wrestling, um, that type of stuff going on here coming into the winter time. Clubs, like I said, I we got builder club, drama club, game development club, quest club, science club, Spanish club, tech deck club, art club. Those clubs will all be starting them. The Science Olympiad will also be in there. They're gonna kind of start signing up for those next week. Character counts week was a big week last week as my first run through of character counts. It was pretty awesome to see different activities every day, talking about different virtues every day. And then we finish it off with um Mr. McCarthy and Leo
coming in doing a big assembly for us. And then we do our Mariah's Challenge mile on Friday. And then we had a little school dance on Friday. That was my first middle school dance. That was a lot, but it was fun. It was a It was pretty chaotic, but it it was its own world for sure. So, it was fun. The kids did a really good job. Community night was last Wednesday. Um, we had, I know, over 50 community members had foods and drinks. I would say at least 500 people came through. I know we had 300 something kids come through, so I don't know how many parents and stuff like that came with them, but it was pretty awesome to see the hallways were packed from 5:00 to 7:00. Um it was just kind
of a good night and good good opportunity for everybody to see the building, check out different things around the community. Um and school district had some booths set up as well. Just kind of a fun night. Those are just some pictures. Um these are I guess these next slides are just some pictures that we had. Um the kids pictures on there are so when they came in, they got to put in their names for drawings. Um the kids up there are the ones that won. They had they wanted Starbucks gift card because everybody loves their Staries. And then um some of the other ones won free yearbooks. So they kind of had fun with that. Got to draw names for those. We had dress up days that went with it. Like Monday um we had
going to the beach day because nobody likes a Monday. So the kids dressed up. Tuesday was twinning Tuesday where they all kind of dressed like somebody I wish I had the picture of. I think it was Miss Life dressing like Mr. Denah. Um it's pretty awesome and looked pretty good. Wednesday was our team color day. team had a different color that they um chose at the beginning of the year and wore. Thursday was our favorite team or jersey day, the fun one. And then Friday, everybody gets their rise mile. Sure. We go have the assembly in the morning. Um and then we go outside and run, have a good time, then have the dance after that. Got out at 1:00. Um unified sports is a big thing. Being the champion for the unified ESPN carrying
that on is a big deal. Um, being a unified liaison, including everybody in our building, is a big part of what this building stands for. And it's been fun to help carry that on. We got to see it at Montana Tech. I know the Spatcher went and accepted the award for us. Um, East Middle School got recognized between one of the quarters as being, you know, hometown hero for their unified activities. So, it's pretty neat that way. We also have a lot of different community partners. Well, there's Dream Big. Montana Tech helps us out with a bunch of stuff and so does Town Pump. And so, um, a lot of great community partners that we're able to do. The Dream Big Pantry, we have a ton of stuff that's free for the kids, whether it's
deodorant, snacks, things to take home, whatever they might need, we can give them through those pantries. So, that's kind of a nice deal for us. I think one thing that I definitely share with Mr. Miller was trying not to go too far was our shared decision-m abilities and including everybody trying to make our building feel like everybody has a say because they do and everybody matters running through our committees whether it's safety leadership we have public relations we have mental health and we have school culture so including everybody and giving everybody a piece of the pie and and a saying what we do is important to me because it takes a village for us to make this thing great and so I think everybody's been great I can't say enough about the staff about pitching
in, making me feel welcome and and jumping into these committees with great ideas and things that we can bring to the table to to make East even better. We do have our hometown heroes, the section down by the auditorium. We still haven't set a date. We've been trying to reach out. I know Mrs. Ryan's been working really hard with the kids trying to finish up catching up to the people that were that are on the walls down there so we can get some of their backstories and kind of have kids talk about them when we do this presentation. I know she's looking at setting it up for November, but I haven't got an exact date. So once we have that, hopefully you guys can make it down for the opening kind of ceremony of that.
And for me, a big deal and I think something that's easy for me is is trying to stay connected. And so we staying through Facebook and trying to pump out a lot of stuff on our Facebook page. If you guys aren't on there, um, jump on there with you. You can see we got two two and a half thousand people on there. It's an easy way for us to get a quick message out to everybody, whether it's for sporting activities or activi, you know, pictures from last week's character counts or whatever news we want to get out. It's an easy way. The kids have done a really good job going around and expanding our YouTube channel with Miss Hobbaker and Miss Wy doing that, kind of going through and interviewing people or finding things to
talk about and and really keeping the school up to date on what's going on. And then the next step will be kind of getting back to sending out a newsletter so parents can stay informed on just sending out those calendars and easy things for them to just to to stay ahead of whether it's school pictures or makeup dates for us because we already had our school pictures. The makeup dates will be coming and those types of things. So we'll start sending that out again. And for me it was easiest to do just through Infinite Campus. Just text it. Usually the parents at least used to like texting out the link for our newsletter. Just easier. They get on their phone. They can open it up when they want. Everybody has a text message. they can
just jump on there and get the information that way. All right, that was it. Thank you guys for your time. >> Thank you. Appreciate it. >> Thank you very much, uh, Mr. Shod. >> You're a busy man for a lot. >> It's been fun, but it's been >> first six weeks of school. Next on our we have a lot of these from Miss Jonart, but again this is from the legislature. So the first one is first reading and review of policy 2100 school year calendar and day. Mr. Jonart. >> Madam chairman, members of the board um uh in uh uh want to uh >> [clears throat] >> um address um policy 2100. The change in this is um based on that legislative uh change um from this last session. What it does is add freedom
week. It's the last full week of September and it's to educate students about the sacrifices made for freedom in the founding of the United States and the values on which the United States was founded. So the only real difference to this uh policy is that addition of freedom week where all the schools are are required to um to at least spend some time educating students on um sacrifices from the freedom uh made for freedom in founding the United States. Um that's the only um and then um also then of course then there are some changes to the the legal references and that's it. >> Okay. Thank you ma'am. >> Next is first reading and review of policy 2150 suicide awareness and prevention. >> Madam chairman members of the board um this is the first reading
of 2150. The changes are again based upon legislative uh legislation in last spring. Uh one of the that the the fir the first is the district will provide on an annual basis. Used to say um sh may but now it is on an annual basis. Um so we have to do this on an annual basis. Um, each employee of the district who works directly with students must receive at least one hour of youth suicide awareness and prevention every three years. That's mandated. Um, it was just always um recommended. Uh and then the training materials, the language they added was that meet the standards of professional development in the state and be periodically reviewed by qualified person or committee for consistency with generally accepted principles of youth suicide awareness and prevention training and that would go
right along with our curriculum cycle in terms of u reviewing that training. So that's the changes to that policy. >> Thank you ma'am. Next is first reading and review of policy 2165 early targeted intervention and 2165F early targeted intervention consent. Miss Jonard >> early learning. >> Uh madame chairman, members of the board, this is uh policy 21 uh 65 and 2165F. Again, these are just changes from the legislation. And this is all all this is is changing the name. It is no longer called early literacy but early targeted intervention programs and everything that you will see on this policy is addressing that lane change um um and also the um reduction of the homebased programming um that has been changed out as well. So these are having to do with um the form is also
changed just because of the lit uh the naming change. Thank you. Next is first reading and review of policy 2335, human sexuality instruction and identity instruction. Miss Jonard. >> Yes. Uh madam chairman, members of the board, this is the uh policy that I was referring to earlier this um this afternoon, policy 2335, human sexuality and identity instruction. Um they have significantly changed this policy. So they've redacted the whole name. It used to be just called health enhancement. Now it's human sexuality instruction and identity and uh they uh added the definition of what human sexuality is. And that's critically important to how you you um how you handle um opt in or opt out for parents. So um as you um the definition of human sexuality is any uh intimate relationship, sexual anatomy, sexual reproduction, sexually
transmitted infections, sexual acts, sexual orientation, gender identity, abstinence, contraception, reproductive rights and responsibilities. That's what that definition is. Identity instruction is the uh the purpose or study or exploring of students with gender identity or gender expression or sexual orientation. Um, neither human I think this is a key thing that they changed to is that neither human sexuality instruction nor identity instruction includes or applies to a teacher's response to an unexpected student initiated inquiry related to the topics under each term of the extent necessary to resolve the inquiry or to main maintain civility and decorum in the classroom. So any accidental kinds of conversations that are going on um those are exempt from this um policy. Um annual notice to parents um using the contact information most recently provided district shall um notify and in advance
the parent or guardian of each student scheduled to be enrolled in a course that includes units or lessons on human sexuality. um the parents or guardians right to withdraw that student from the district's human sexuality instruction and the right and requirement that the parent or guardian provide written permission to allow the child to attend identity instruction. So there the difference here is you can opt out of um your you know human sexuality um um instruction. Um and if you don't want your student to be participating in that, you can't. But if you want your student to partic if you're doing anything with identity instruction, you have to opt in. In other words, parents have to give the permission that their student participate in that kind of instruction. Those are two um two really important things
um differences there. And then again, a notice again um district will provide notice to parents no fewer than five days or more than 14 days prior to holding the event or the assembly. Um um [clears throat] the district will not require or permit a student to attend or participate in identity instruction without the prior written permission of the parent or guardian. Um also all those will be um any excused absences or any absences um because of parents opting out um are excused and are not um uh the absence will be excused um according to law um and then of um then a summary of the curriculum will be provided to the parents. So that's the the new changes that was significant and kind of cleared up what opt in and opt out was for that.
>> And the next change I think I put it on 2450. >> Okay. Um the next is first reading and review of policy 2450 Indian education for all. Miss Jonard. >> Uh madam chairman um the next one is policy 2450. This one is a very slight change. Um it um requires it used to say work cooperatively with Montana tribes that are in close proximity to the district when developing when providing instruction um uh and implementing educational goals or adopting rules relating to the education of students in the district. Now it says the change is work in consult in consultation with Montana tribes so that when we are creating and developing curriculum we have to be doing this in consultation. And so, uh, every time we rewrite or review a curriculum, we'll have a we will
have consultation with either OPI or, um, the, um, American Indian or the Native Wellness that advisory panel so that we can get their input on that when we change our when we're working on curriculum. So, that's a that's a big change in 2450. >> Thank you, ma'am. Next is first reading under review of policy 3655 student safety. Um, Madam Chairman, uh, Madame Chairman, members of the board, this is a brand new >> policy 3655. Um and in order to ensure the safety and welfare of students to in no individual regardless of employment status with the district shall have unsupervised contact with students while in school at school sponsored activity or in transit to school sponsored activity unless the individual has completed a fingerprintbased national criminal history background check or the individual has provided to the
Montana Department of Justice information and materials sufficient to obtain a fingerprint-based national criminal history background and check. Now, we have never had this um policy before. It's brand new. But the good news is this is all based upon the new legislative laws that went into effect this um July regarding fingerprint and fingerprinting. And luckily, we were, you know, we were ahead of the ball game. We always we always fingerprinted our volunteers and our substitutes and all of that. and they I was pretty shocked and and note that a lot of school districts were not doing that. So, um this is not a big change in our way of we're doing our procedures. It's just that we had never had this actual policy in place. So, uh um so but we als but we always did
have the fingerprinting procedures and requirements prior to this legislative session. Thank you, ma'am. Next is first reading and review of policy 5120P, hiring process and criteria, federal background check, fingerprints, and information handling procedures. Miss Jonard. >> Madam chairman, members of the board, 5120P is addressing the same um policy that I or the same content of what I just went over. Again, it's just reiterating that all individuals 18 years of age or older to be volunteers. Chaperons are recommended for hire for the school district who will have unsupervised access to students must have that fingerprint and background check. And so this is just a few just a minor change to that 5120 fee. >> Also, the legal references were changed as well on that policy. Thank you. Next is the first reading and review of policy
0395122, fingerprints and criminal background investigations. again 5122 there was red lines um uh first of all there was cross references and legal references updated based on this new legislation and then um uh redlined um uh language that was not um in accordance to that new policy that we just put in place for um based upon legislative session. So, um it just is making sure that this 5122 is aligned with with the legislative um law that um regarding the fingerprints and criminal background for anybody unsup any chaperones, volunteers, any staff that will have unsupervised access to students. >> Thank you, ma'am. uh first reading and review of policy 5252 n notice of non-renewal of non-tender teacher for financial reading. >> Madame chairman, members of the board, this is another brand new policy based upon new legislative
session. As you know, we have always been um there has been in law forever where you can nonrenew a district has the ability to non-renew a non-tenured teacher without cost. and that's always been in stature. Now, what they're saying is when a superintendent or other district administrator proposes to nonrenew a non-tenured teacher for financial reasons, the board of trustees shall include the proposed non-renewal for financial reasons on the agenda of a meeting on or before June 1st. So, if I'm non-renewing a non-tenured teacher and it's for financial re or I'm asking the board to non-renew a non-tenured teacher and it's for [clears throat] financial reasons, it will have to be noted on the agenda. If it's not for financial reasons, you would not note it. So, that's the change. That's the new law that came
out of it. 20-4-206 is the new law. Thank you, ma'am. I appreciate your time on that. At this time, public comment on items not on the agenda. Anyone wishing to speak on any matter not on the agenda may step forward now. Please identify yourself before you begin. I must caution anyone wishing to speak. You may not discuss personnel issues, student issues, or pending litigation during the comment session. Due to time constraints to each speaker will be allowed three minutes. Do we have any public comment on any items not on the agenda? Seeing none, we will move on to the approval of payroll claims, budget transfers, revenue reports, budget versus actual reports, travel requests, and school budget reports. Motion from trustees. >> Move to approve. >> Is there a second? >> Second. >> It has been
moved and seconded. Do trustees have any questions? Hearing none. All those in favor, please say I. >> I. >> All those opposed? Thanks, Henry. All those opposed? Motion passes. Approval of the PAR for September 22nd, 2025. Miss Ally. >> Madame Chair, members of the board, I ask for your consideration of the regular board meetings PAR for September. On it, we are noting the appointment of 16 and under certified personnel and the resignation of one. Under classified personnel, we are looking for the approval of the appointment of eight, one leave of absence, the resignation of eight, and the inactive removal of two. 044I. I. >> I. >> All those opposed. Motion passes. Moving on to new business items. Approval of theou with but Cares for the 2025 2026 school year. Miss Jonard. >> Madam chairman, members of the board is in closes your review of theou between but uh school district and B but Cares. Um it will be in effect for this year. Motion from trustees. >> So moved. >> Is there a second? >> Second. >> It has been moved and seconded. Any questions, Miss Jonart regarding theou with be care? >> Hearing none. All those in favor, please say I. >> I. >> All those oppos. Thanks, Henry. All those opposed. Motion passes. Approval of the second judicial district youth court contract for the 2526 school year. Miss Jonard. Madam Chairman, um I'm requesting your approval of the annual
contract between uh the second judicial youth court for the 2526 school year.
