of the United States of States of America and to the republic for which it stands. One nation under God >> indivisible indivisible with liberty and justice for all. >> The public portion of the board meeting are being recorded in accordance with policy 1420 of the district in section 2-3-214 MCA. By remaining in this meeting, attendees and participants. Hi everybody and welcome. Welcome. All right, we need to take a look at board goals. We're not going to vote on them today. We're going to hopefully combine some, rewrite some, um, change the language, see what we need to do. Okay. Um, so let's just go one by one. Um, we're looking at number one, charter school grant application and if accepted by the state of Montana will implement a charter school. How do you want to rewrite

that? Because we have a charter school. >> Oh, no. Thank you. >> Something about our charter school application has been accepted and we will continue to get the requirements of the application or something. Or do we want to say protocols? >> Or do we want to say met and we have a goal met? >> Yeah, we do. We do have goal met. Now we have to think about >> the next one. Or do you not want to put it as a goal since we do have a charter school and put it into the strategic plan? >> But that could be another place that we could put it in. That makes so much sense. >> I agree with that >> because we're going to keep evaluating as long as we have a judge. >> How are

you, Jude? >> I'm good. I'm good. Um I I I think um it go it could be a goal continuing goal um um just because it's uh you know our charter is for 5 years and so that um we are continually supporting those efforts and we continually do outreach and to actively target those students to encourage enrollment um and and um work-based uh learning. programs. I think, you know, I think it should be either in our strategic plan or a goal because I think it needs to be continually supported and highlighted as part of our transformational learning program that we have in but it's a key component of that. So, um whether it's in the strategic plan or as a goal, I think it needs to be featured and supported. >> Okay. So, I have

to go through you go. Can I just talk? >> You can just talk. >> Okay. Um, it's a work session. >> So, Judy, then in 5 years we have to reapply if we're interested. If the funds are still there, >> correct? >> Okay. So, then that means to me that makes >> the funds are the funds will be there. Um, as long as we are meeting our goals, >> right? >> Okay. Now, decision to be made. We can leave it as number one with the change in language or we could took a take a look at goal area number two enhance and adaptive curriculum that that's possibly where it would be because we in here we talk about dual enrollment we talk about um early intervention programs technology tools That makes sense. >> So, how

do you how do you want to phrase it? That's the biggie. >> I like the idea of memorializing it in the strap plan. >> Okay. >> And also keeping it on because it's our first year of actually implementation. So, >> on the radar that, you know, we're going to >> continue. I mean, we're going to monitor this first year to determine if we have to make any adjustments to >> facilitate implementation. >> Yeah. Yeah. Facilitate. Okay. >> I think that's to me. I think that's spot on to um um Tom because um there are as we go and as the more we're learning from the board of public ed and from what went on last year with the new charters there was continuously kind of tweaking that first year just just to you know because

it's a big it's a big lift to be honest with you and um just from the the trainings I've been through um there you know you tweak it this whole first year so Um, I I like that. >> All right. Is are we We're not calling a charter school, are we? >> It's the academy. >> It's an academy. Well, it's a chart it's a it's an the the academy is a charter school. So, yes. >> Okay. Yeah. But we're calling it the academy >> pathway academy charter school. >> Okay. Well, let's so if we put it as number seven in the strategic plan, we will facilitate BSD's but Pathway Academy Charter School um >> facilitate the implementation. We will facilitate the implementation >> of but school districts >> of BSDs >> pathway academy charter school.

>> Yeah. >> And it it must have had goals in that the pathway that the grant itself. >> Yeah. And it's and its protocols. Yeah. >> Yeah. That whole application was uh yeah it it definitely does. >> She I don't think they've decided a number. She said something about seven >> about number under >> goal area two enhanced adaptive curriculum making a new number seven. >> Okay Mary K going to go page number one two three four. >> [clears throat] >> It's going to be page six of 13. We will facilitate the implementation of youth school district academy charter school. Now what is what did we say at the end? and its protocols is the >> um implementation the protocols >> and it goals you just said and its protocols is whatation >> it's goals

and protocols because I know there's lots of things that they have to do to keep okay this reads it's long we will facilitate the implementation of each school district pathway academy charter school um goals and protocols to ensure the goals and protocols are are of the grant are met or in compliance. >> In compliance. There you go. >> All right. Now, you don't really want that big long thing on number one on this little page. So, how do you want to say that one? We will facilitate youth school district pathway academy charter school. Is that all we want to say? >> There's still implement. >> Oh, we will we will implement >> facilitate implementation. >> Okay. Facilitate the implementation of B school district pathway charter school. Period. >> Is that enough on that one? >>

Okay. >> Yes. That refers back to that. >> Okay. And then the other one to ensure goals and protocols are in compliance. >> Okay. >> All right. Everybody okay with that one right now? All right. Hopefully Mary Kay will write this all out and get it back to us within the next two weeks. So then you can see it before the next meeting when we'll vote on whether or not we want to keep it or change it again. Okay. There'll be no votes taken today. All right. Um, goal number two, the school district of trustees will support the efforts of a health trust as it relates to House Bill 332. And that is is that through bridged insurance now, Judy? >> Yes, it is. And you know, I'm going to give you another update this

week um or tonight, but I'm not sure um it's um precarious in in your situation because you guys do not actually have a voting you know, vote for that. Um, other than, >> you know, you're just you're continuing, you know, I'm trying to give you as much information as we possibly can and get that out information out, but it's really up to our unions if they're going to do that and I'll give you that update. So, I'm not sure I'm not sure how to approach that to be honest with you. >> So, do you think we should take it up for now? But we are supporting the you are >> say we're still continuing to support I know we can >> research >> and Judy we've we've had meetings about it you know and we

are talking to the union about it so I think we are supporting the efforts >> okay >> oh absolutely but I I just what my meant was that the board doesn't get that opportunity to >> vote yay or no nay on it >> right >> do we want to add the through bridged insurance or not or just say through House Bill 332. >> Well, it's bridged alliance. So, I think it's I think I think you better use that word now. >> Okay. Yeah, we used to add that as a Okay. So, the B school district board of trustees will support the efforts of a health trust as it relates to House Bill 332 through bridged alliance. Okay. So, think about that one. Okay. Um I didn't have anything with number three. Health alliance, >> right?

>> It's B R I D G E D. >> No, I know. But is it bridged health alliance? I don't know if that's >> Yeah. >> or just bridged alliance. Bridge I don't know what it's bridged health. >> I think it is alliance. Yeah. >> I think it is. Let me It's Sorry, I should I haven't memorized it to be honest with you. >> Um >> Bridged Health Alliance. >> Yeah. >> Okay. Anybody have any >> Yeah. Anybody have any questions with number three changes question? >> Just just as a little a bit of an update. I just wanted to give you some examples of how we are addressing that. >> Okay. >> You're cut out. >> That's ironic. >> Just are you still on there, June? >> Yeah. you're cutting out. >> Oh, okay.

Um, >> can you hear me? Okay. So, we have prek through 8th is dreambox reading and math. We have the 9th through 12 Lexia reading and we have seventh and seventh and through 8th grade math read or math 180 and grades uh 9th through math XL. And those are just specifically for reading and math to address that learning loss. So just some examples of how we are increasing our applications and provide that to our students. >> Okay. >> So is that on number four, Jude? >> That's on number three on the technology. >> Okay. >> So we don't need to be real specific. We just need to know. >> I just have a question on number three. Okay. >> Are we addressing the learning loss as well as >> enhancing instructional practices? We're doing two

different things there, right? Right. And you know that's the nice thing about these um software applications is not only do they they do the tiered interventions but if you um but they they are adaptable to the students abilities. So you know if they're um progressing and they're in more doing more advanced work these software applications will provide them with appropriate education. It's more individualized. So again um you know those advanced students they lost um learning they lost academic growth as well but these applications will allow those kids to to um to move on and adapt them to their uh specific ability levels. >> Okay. I guess I was just when I was reading that sentence, >> I was wondering about adding teachers to the end of it and teachers. >> Sure. >> So where we're

also enhancing their technology resources to try to bring them up also. >> So we could meet the needs of all students and staff. >> Yeah. Okay. just because over time you just naturally lose have a loss of learning because you're not back in school and new things are coming out. I was just wondering how we can address teachers to give them a little bit more resources on how to run this stuff. >> Yeah, every time that we That's a good question. Thanks, Mike. Every time we offer a new application, we provide that training, >> right? Um, and so yeah, definitely the professional development is part of that. >> Okay. I always like having goals that we're already doing >> so we look good. >> Okay. Um, >> and can I ask one thing then about

that one? So, uh, under number five, we won't sorry on the planning. >> Oh, the strategic plan. >> Yeah. >> Page seven of 13. >> Uhhuh. It says, "We will enhance our use of technology as a tool and that enhances teaching and learning opportunities. Should we be specific with the things that Judy just mentioned in this article?" >> No, you want to be you want to be as as vague as possible because there's a chance that you might have to put in something else. >> Okay. All right. um >> you know and I don't know where to can I if I can just interrupt and I don't mean to butt in but >> I think there's a big thing that right now that >> um that we we haven't addressed in in terms of this

technology but uh right now the last two years we've been doing a little bit of professional development in AI and um well quite a few quite a few sessions on AI and what we have um what I've done right now is um started a committee to create our um framework for use of AI for not only teachers but for students. And so that work um will go on this year. And I think that's a really critical piece that needs to be included in that tech strategic um technology plan is the uh is our AI framework. Um and there's some >> um you know um the state has done a little bit of work on that. uh the um people that we brought in for AI um uh uh training they they do some consulting work

and they've done some stuff across the states on developing frameworks and also we have um couple of teachers who went to the American Federation of Tra uh of teachers research and development training this summer and did some AI training there and they're going to be on this committee. So, um, this whole year, it'll be a year's work of getting this framework up and running or up and then presenting it to the board. So, I'm excited about that. But that's definitely an area that needs to go um forward and part of our strategic plan. >> Okay. So, could we say we will enhance our use of technology as a tool that enhances teaching and learning opportunities, which will also include the development of an AI program, >> an AI framework. I think >> and I think

you know that's going to be ongoing and I think that really needs to be part of your strategic plan >> you know that you're continuously looking at that and monitoring it as well. Number five, >> seven number five. Page seven, number five. Yeah. >> So, so we can say on on the strategic plan itself, it's number five. We will enhance our use of technology as a tool that enhances teaching and learning opportunities which will also include an AI framework, >> right? >> That's an objective, correct? Is that >> that is goal area five? Is that a >> strategic objective? Strategic goal number two. No, that's just my opinion. I didn't mean to butt in or anything, but I just thought it was something that needed a discussion. >> Well, one of the things that needs

to be said got to be included somewhere because somebody will say, "Do you have an AI anything?" >> And if we don't have an AI framework, then Okay. Now, Michael had an idea about combining four and five. >> Yes. >> Okay. On board goals. So look at four and five >> to address learning loss for all students >> and we have to change the date anywhere and we could just say and provide the necessary personnel to support the individual needs of all K12 students. >> Perfect. >> So that way we can just put one put four and five together. And >> will you say it again? >> Okay. You're going to do uh well you're going to change the dates Mary Kay 2526 school year and then and provide the necessary personnel to support the

individual needs of all K12 students. Okay. Um just as a little bit of a background on the summer programs this last year we had a total of 179 students participate in a variety of programs. We had um special ed ESY program 17. The high school credit recovery had like 26. The middle school jump summer jump start or summer program was 41. And our um prek3 um was uh were 95 students. Now this was just for like reading, English, and math just those. We also had some other enrichment programs out of the Rocky's program, but I didn't include those because it was this was more about uh reading and math. So, just some numbers for you. So, when we keep saying to address learning loss, are we referring to those co years? My question >> because

because we do that I mean summer school we had it before to to address the individual needs of students >> but it's not necessarily due to that learning loss. It's we always had that in place to address students not up to you know >> well if we take off that language in an effort to address learning loss then we're not worried about the co just take off those last five words. So it reads uh 25 26 school year and provide the necessary personnel to support individual needs of all K12 students. Period. >> It starts out to address learning loss. That's right. Well, >> and I don't I >> How about just to address learning >> to address learning needs and and >> yeah, just because we're >> No, I think you could say you could

say something like implement um academic interventions to meet the needs of an individual students. >> And that's what these summer programs are are really interventions. >> Mhm. Okay. You want to say that again, Jude? >> Implement academic interventions >> to meet the academic needs of individual students. B refers to learning loss as well. Although >> yeah well how about we just in an effort to address or >> learning needs >> I don't know >> and enhance instructional plat meet the needs how about just in an effort to enhance instructional pract practices to meet the needs of all students just get rid of those four words to address learning loss and >> well is that how the board feels though I was just curious myself >> I'm trying to recall on or were we trying to

focus on a specific intervention that we were bringing into place this summer? That's why we identified 2425 >> the prek. >> It was that it was that new pre It was that news program, >> right? >> Um >> and and again I kind of go into this weirdness, but I feel like if if I'm remembering correctly, that's why we did that then we actually met this goal. And I think sometimes we get kind of caught up in how do we move these goals along >> and don't actually look and reflect back that we actually may have met a goal. So I'm in part wondering if I'm remember if I'm remembering correctly that was about getting that prek stuff in movement but we kind of opened it up wider. So just food for thought that did

we actually meet a goal? >> We did. We did. We met that goal. You you're right. And maybe it just needs to be in the strategic plan. Yeah. And then we and then to Mike's point, we I mean we were covering that down there with five. Maybe we tweaked that a little bit, but I'm just trying to remember if that's why we had that specific time in there was because we wanted to make sure we were bringing along that pre-K stuff. And I'm just excited to say we met a goal. >> Oh, we met number one, too. Right. Number one, right? Yep. >> Okay. So, if we Well, let's just go back to number three for a minute. Juder, or the board members, are you okay with number three reading now? Enhance technology resources in

an effort to enhance instructional practices to meet the needs of all students and staff and and get rid of that language. Address learning loss and >> yes. >> Yeah. >> Okay. >> All right. So now number four, five combined implement academic interventions to meet needs of preK through 12 students and provide the necessary uh personnel support for those needs. >> Oh, the suggestion there is that we actually reflect that we met goal four >> and that we're adding this that language to go five. Okay, that's just my thoughts. All right. >> And then Judy had said implement academic interventions to meet the academic needs of individual students. >> Yeah. >> So is that >> that's going to be the five >> five prek12 students because we need to make sure we address the pre that

it's always there prek12 and provide the necessary personnel support. I think um so basically with our acknowledgement that we did number four we can say okay that's good we've got our prek we've done things to do that so we can combine a four and a five language you want to continue that without addressing learning loss just all students Can I can I ask something just of the of the group? >> On on number five it says on number four we said we would offer these programs for the afterchool and summer programs and we and we did that. Um number five says provide the necessary personnel to support individual needs for all K12 students in an effort to address learning loss. Um I I want to say that we are trying to I think that's still

a goal that we have not met and it's not just um for the learning loss but it's not just for summer programs but for example we're down still down one special ed teacher we're down a couple of classroom monitors. So I think that goal is a little bit different than the summer after school program maybe because we are trying to keep that personnel support to help those students. Um I just wanted to I just wanted you to know that. Um, >> you know, we had to do some contracted support services for our speech and language and for our school site. So, I think that's just just a little bit of an area there. >> Okay. Well, my question is is do we still need number four? Do we need specific board goal a specific board

goal to talk about the summer school and after school programs or can we put that in the strategic plan now? >> I think it fits nicely in the strategic plan because we have them up and running. >> I agree. >> Yes. >> And then I think we take five and and build on what Judy said. Okay. >> I wrote down I don't know the name of it. >> Okay. So >> basically, Mary Kay, we're going to go we're going to have a number eight on page seven. >> And that's going to be our number four. >> Not seven. >> Eight on seven. >> Number eight. >> Yeah, it's going to be a new number eight. >> We have a new number seven now. >> New number seven and a new number eight. So are we

leaving it then to say to address >> not to address learning loss? The district will offer extended learning summer programs for all K12 students, preK12 students. I would just say that >> to Yeah. To meet individual needs. >> To meet individual needs. So the district will offer extended learning summer school and afterchool programs for all prek 12 students to meet individual needs. Um, Okay, let's go back and discuss. Do you think we need a number four anymore if we put it in the strategic plan? >> So, I look at eight because eight is goes to that prek through three implementation. So, that's where to me. >> Yeah, but that's not that's not specific to summer school and after school. That's year round, right? Okay. >> Well, you've always offered the after school on that. Um,

and then summer school and it's not just to address learning loss and it's in the strategic plan. I don't know. I >> I think I think it belongs number four belongs in the strategic plan and I also think that >> number eight does as well >> the kind of some of you know goals you met >> goals that were met and then to me the strap plan is where we maintain that's where maintenance a lot of the maintenance stuff goes >> yeah the number nine then I guess so, dear. >> All right. How you going to praise this? Because we've already implemented continue implementation. >> Yeah. And that's now, you know, now with the new legislature, it's a new new it's new wording. It's early >> learning um intervention programming. PreK3. They took the literacy

up because it's now reading and math. the same implementation of early learning intervention programming. >> Okay. So, we've moved number eight to strategic plan. We've moved number four to strategic plans. We've moved number one to strategic plan. Okay. So, taking a look at this right now, Jude, we've moved number one to strategic plan for everybody. We've added bridged health alliance to number two. Um we're continuing to enhance the technological resources making sure that and staff so that there's always that development of staff. F number three. Number four, we have moved right now to strategic plan. Um and we've moved number eight to strategic plan. Okay. Now, number five is still the ongoing providing the necessary personnel to support individual needs for all K12 students. Since Judy said that they're still short staff members, we still

want to continue with that one as a strategic plan, a strategic board goal. Correct. >> Goal. >> Okay. >> Did you want to change that one or you're just leaving it as it is? >> But we're going to get rid of infer learning loss because Okay. Do you want to add PK through 12 in that? >> I want preK in there. Yeah. Okay. Because she had said implement academic invent interventions to meet the academic needs of individual students BK through 12 and provide the necessary personnel support. But then I didn't know if we >> Yeah. >> Is that when we were combining? >> Yeah. So well now we're not combining. We're just going to do five and new language. Okay. to maintain all health actions to minimize the spread of infection. We still want to

do that or do we want to change that one? Um let me just let me just say that um I don't know I know this was directly COVID but we also have communical diseases um um we still have those protocols in place um like for hand washing um um [clears throat] u lessons and reminders and disinfecting procedures and we have uh our our staff has um annual training on safe use of cleaning materials and disinfectants. Um we are still using some co um uh purchase uh you know er monies that purchased um that disinfectant um kind u materials and and hand wipes. We still have some of those and we're still being used. We are communicating coordinating with the but silver bowl right now um especially um with the outbreak of measles. Currently, there's 37

in the state of Montana and um we're actively working with this the silver bowl about making sure our protocols in place. Our um vaccination rate right now is at 97.5%. And um so we I don't know I you know this is ongoing. It's I it's not just COVID related. It's flu. It's measles. It's everything. So, um it's just ongoing and um and you have to be on top of it and that disinfecting and and cleaning is a huge piece to that expanded to be health and safety. >> Maintain all health and safety protocols to minimize the spread of infection. Was that going to number seven or am I think am I thinking of something else? >> Six and seven. >> No, six and seven are kind of all together cuz the upgrades happened with the

co money which doesn't ex >> So do you want to put six and seven together? >> Makes sense. >> To maintain all health actions to minimize the spread of infection in all district facilities. >> Yeah. Or do we want to say to maintain all health actions and protocols >> healthy and safe protocols for all students, staff and families in all district facilities? >> Yeah, because it might be different. >> Yeah. >> Protocol might be different from that with the next superbug. >> No, Mary Kay is trying to done it right. So, how do we want to phrase that? to maintain all health and safety actions in all district facilities. >> How do you want to say that guys, ladies, gentlemen, protocols? I wrote down pursue proper upgrades to beat school district number one's facilities for

enhancement of safety and health of students, staff and families. >> Repeat Jory for her. She'll get that >> discontinued upgrades to all district facilities to enhance the safety and health of all students, staff, and families. You've you've got that in number seven. >> Doesn't that combine that and number five, six together? >> Yeah. Yes. Okay. I just add to minimize this, you know, you don't even have to say that. >> So, Jude, what I had was pursue proper upgrades to be school district number one's facilities for enhancement of safety and health of students, staff, and families. It's kind of >> perfect. Yeah, I think that's perfect, Jor. >> I like that. I mean, because pursue is active. It's action. That's where goals are. >> Yes. >> And that's where m and I keep being ch

me down for speaking too much, but that's maintenance goes into plan. >> Oh, I like that. Okay. Pursue proper upgrades to be school districts number one to enhance health and safety to all school district students, staff and families. Is that right? >> Yes. Okay. Okay. Um, we got number eight moved to strategic goals or strategic plan on number nine. >> Well, um, nine is nine was I could say that nine was done. Nine is done except for nine is still new. >> Yeah, I know. So there's some new stuff that we have to do this year based on that last legislative session. So I would say that we have to actively um implement all of the procedures outlined in House Bill 471 and we're actively doing that right now. You guys are going to see

some forms come to the board meeting on October board meeting and um all of the other protocols are in place. Um the ones prior to that that were based on Senate Bill 99, they were already done in place and we were okay with that. Now we have to make some changes. >> Okay. So basically you want to we kind of need to say activate all procedures in House Bill 431. >> She said act actively implement all procedures outlined in House Bill 471. >> 471. >> Is that what you said? >> Maybe we could maybe should I just put down the not maybe not the legislative bill but maybe the the code now the actual law that it refers to is it MCA and I don't have that off the topic. >> Yeah. Okay. and and

we did last month I did bring this first one to the board. >> So we'll I'll add that in there if you don't mind. I don't have it memorized. >> Okay. So active implementation of all procedures as out in MCA whatever whatever to ensure family and parental rights are made available on an ongoing basis. >> Yeah. I know. Yeah, >> I can. Well, you the one thing that kind of tricks me up a little bit and I don't want to get I don't mean to butt in, but we have some not only is it human sexuality and and and identity sexuality that we have to deal with, but we also have special ed and 504 due process um responsibilities for parent parental rights. And we also have title one um parental rights also, but those

are all in policies as well. So that's why I don't want to I'm not sure you know how far down the weeds you want me to get into that one. So you you you tell me. >> Well, we don't want to get into too much weeds because then it just becomes a garbled thing. So >> can you just leave the goal? >> Yeah. to ensure family and parental rights are made available on an ongoing basis >> on an ongoing basis would include that what's going on with 47 annotated whatever 471 or whatever not house bill 471 but Montana code >> as adopted >> you'd say including or whatever >> or can you just leave it the way it is because it's on an ongoing basis you've gotten the new information but who knows it might

change >> or or just at or also or at the end on an ongoing basis and in compliance with Montana. >> Yeah, >> that's good. >> Montana statute, Montana law. >> That's good. >> So, just a question. If we're going to do that, look at two again. Well, we have House Bill 332, which is about the school trust. Is there something that's not in code yet, right? I think we cross that down. >> Okay. >> Yeah. >> Thank you. >> And do you know is there like is there a cut off time when that has to be implemented or Judy? So, are we coming close to that? >> Yeah, we it it's all being implemented. It's just >> Yeah, it's just um you know, for example, if you're going to do any of that kind

of instruction, um you have to have it out to the parents five between five and 14 days before instruction and they have to have access to that >> curriculum. So, we have been working on it all this month and making sure that we have all of that. And then we're also working on a new web page that's just going to always have that out there. >> So, um, so that's going to be really nice. >> Okay. I think Tom's question was more specific to the health trust. Do we have >> I'm sorry. Did I Did I answer wrong? >> No, you answered something that was also in my head. So, good job being in my head. [laughter] >> We do we have any dates on the health trust when that has to be made? decisions
