001I'll go ahead and call the meeting. Either way, we do have a forum that you'll be here to muddle through this deal. Angel, please stand nation under God, indivisible and justice for all. >> Absolutely. So we have Miss Brasco, Casey Elliot, and thing that we have is we have three four sets of minutes. I guess we have the regular one or the special minutes from September 8th. The regular minutes from September 8th. the special minutes from September 22nd and special minutes from October 9th. I didn't know if we had a chance to look at any of them or not. We need to approve them all. >> Second move. Second to approve all four sets of minutes as presented. Is there any discussion or questions on any? Those in favor say I. Those opposed passes unanimously.

002You're going to wrote things real quick, please. I'm going to just go page by page and uh I ask you not to pull anything on the first page particular, but if you have a question on that first page, leave that and I'll be happy to answer questions claims amounts from page one. Page two, you know, just bury down the page is and that is Mastercard. So you see our Mastercard statement there. That's $21,980.86. And then you can underneath that you can see all the items that uh amount up to that figure. One I'd particularly call your attention to is number 20, and that is Reap Chrome books for $6,250. That was from our uh rural education program funds. And so it's a f that's a federal grant and those funds are from previous years. And

003so that was we had to spend that this year um or else we risk losing those back to the federal government. So those funds are typically used for technology related purposes more more on infrastructure than on things like internet. So e- rate you think category one's more internet um with reunding that's for more hardware type technology what they try to earmark those funds for. And thank goodness because we we really needed to uh replace some Chromebooks and just add more to our to our total number. And um as time goes on, we'll have to look at um developing a plan for uh rotating for retiring those that are getting too old. They typically recommend you do about five a fiveyear plan on all new devices and retire those that are five years old. So I'm

004in the in the works right now with with Paul the cows, our technology director. I'm looking at our our the number of devices and also our our infrastructure. And while it's not in my super report, I'll I'll mention since it's on this topic that we are looking to maybe get a quote for some for technology upgrades, especially in terms of infrastructure. I just need to get with our e rate representative see how much category 2 money we have. So category 2 we can actually use for technology infrastructure upgrades. So in that's in the works right now. We've been in talks with some vendors based out of Montana and hope to bring some figures back to you next month. Any questions on page two that it got us double digits. I can't remember exactly how many.

005I want to say it's between between 10 and 20. You recall that Suzan I call I just told Paul this is the money we got to work with. gives the members of I want to say 10 Chromebooks they run I mean roughly $500 a piece is what I was coming any other questions page two okay page three you must talk item number 20344 ground and Oil company that's a $13,29 $9.91 bill. That's for our bus fuel. So, if there's any questions about that, that's bus fuel. So, that's transportation related. That would come out of our transportation fund. Am I correct on that, Suzanne? >> The next one's just under that one. Item 20345, ENS Sports. That's a bill for 7,600, excuse me, $7,69.58. that's still trickling in from some purchases for our fall sports. You

006kind of see what all those add up to. And then lastly on this page, item 20348, that's Charles and Taylor Engineering, and that's for $30,691.98. That is related, that's a reimbursement related to our ASIT building. uh litigation. That's those are ones I want to call your attention to from on page three. Any questions on those? Good. Everybody will be on page four. I'm calling your attention to item 20352 and Fleck. That's $21,82346 for services related to our ASIS litigation matter. And and if you'll notice, I don't know if you remember, but Brad Brown um included in that bill is the $1,770 that we paid Swanks for doing estimate on the um proposed cost to fix the building and also the our share of the payment for the mediator, Mr. Johnson, was the $2,473. So both

007of those are included in there because Crowley and Fleck paid them direct. >> When I said litigation, I should have clarified and say mediation. >> That's right. Any questions on page four? >> Okay. Page five, top of the page there, item 20359, Engineered Structures, Inc. That's our settlement payment to ESI for $115,000. >> But we don't pay that until we get the 915. Correct. >> We're just cutting that check and having it ready to go because we've only got I think a 15-day turnaround. >> Yes. I think they have 45 days to pay us the 915,000 and then we only had 15 days to pay them. So Suzanne and I thought we were better off to approval to pay it so when their money shows up she can send it right out. It's the only

008item on page five. Any questions? Page six, Nick on the page. Item 20369. That's Lama K12 schools. That's a tuition payment for two students from last year. 24 25 school year that were within Bever County School District to attend the Lama schools, Lama High School. So we always pay this this tuition money in the rears. So we this year's fund we pay next year and so on and so forth. So that's I don't think we have do we have any attending L this year which you can recall. I don't think we have any. If we do, maybe one. >> Yeah, >> I thought we had kids from brand attending Lima, don't we? >> This is not okay. >> Trying to think of all the the requests I got and I don't think if there was

009maybe just just been warned. >> And then the next item is the one at the bottom of the page, item 20375, Northwest Energy Company. That's our energy bill. You see that's ticking up because it's weather's getting cooler. So $6,78740. That's for gas and electric. >> Josh, what was the one up there? The coning for cleaning. What is that? >> Cleaning supplies. >> Oh, supplies. Okay. Yeah, >> that's actually in the elevator. >> Oh, is that what that is? >> Some special voice. >> Oh, that's right. >> Okay. Elevator inspection related, but they did kind of clean with it too specifically. >> They had it last spring. They got some special approval some action clarify >> safety questions on page six. >> I don't have anything on page seven. If you have any questions, they will

010move to page eight. In page eight, about midway down the page, item 20388, West Electric, that's our football schoolboard installation bill. So that was $8,817.78 just for the install. That's not for our portion of the paint itself. Just that's just brings the weight functions on page eight. Any other items? This is page nine. I don't have any item point out there. Answer the question you might have. The total claims um total electronic claims were $23,1361. The total non-electric claims were $265,861.7. Total number 59 claims and 57 vendors. Okay. But again funds where those where the monies came from questions last bian lot come from the the building fund because much of the high dollar I in relation to the mediation for the I would make a motion to approve. >> Move and second to approve

011the things. Anybody have any questions? Those in favor say I. >> I. >> Those opposed passes unanimously. Since Dan McGee is here and needs to drive all the way back to Missoula, I'm going to move if it's okay with everyone the action items of 10.6, 10.7, and 10.8 up right now. That's okay with everyone. Dan, when you see everybody, um, last time I was down, obviously I appreciate your time. Um the uh you know after the meeting I drove up and actually went up to Boseman and met with the group built 45 architecture had a great conversation. Um initially it was uh so the two principles are Ben Ericen and Jeff forget how to say it. >> Yeah. um he uh was a little apprehensive at first just because until but he had just recently

012got the letter from the the district and they appreciated those those kind words and uh he felt much better about having the conversation. Um so the what what I did was basically offered up hey we'd love to continue the relationship and you draft a proposal. So I wanted to try to negotiate with them to see how they could put together their package uh that would best fit into the project. So short turnaround uh this last Friday I received an init initial draft and sent that out to I got it laid on Friday. So I sent it to to Gary and and Mr. Patterson just so that they I could show him that hey this isn't quite what I was thinking. So I've got some work to do. So, I got a hold of him late

013on Friday and said, "Hey, the some of the fees seem like we're getting a little bit out over the tips of our skis where we can afford." Um, couple of items that I had the most issue with was on the mechanical, electrical, plumbing side. Um, that was more sumearily was their consultant. Um, and I don't feel like the systems are not working properly. It's the building envelope that's causing the the systems to not perform right. Um, so as we know, um, >> yeah, and and that was something I was gonna ask Josh is I can put a adapter in or if you can find those two, I can project so I can show you what what I'm referring to. I don't want to necessarily take your HDMI because that might mess up your Zoom feed.

014So, um, so we got one on Friday and then I got another one over the weekend that was with some revisions. Basically, I said your sub consultants, you know, we're kind of making assumptions that we're going to need them, and what they're asking for are fixed fees, which means that, hey, if we accept it, we're kind of stuck with those um without doing some more negotiating. So, in um you know, when we we talked a week and a half or so ago, uh I'm was my gut feel was we were going to be in that 65 range. um came in on the architectural side at 84. It's a little bit higher than where I want it to be for sure. And those again are all fixed fees and they're kind of saying, well, we're we're

015assuming some risk because we don't know exactly what the solution is going to be. If it takes more time, we're assuming assuming that risk. So my conversation today on my way down was with Ben was a is there an opportunity to do a a time and materials not to exceed saying that basically if we get to a solution quicker and you get to schematic design quicker can we save those dollars and and try to buy them out at the end back to the district. They're willing to have the conversation for sure. I think we have some more work to do. So, I know we've got three action items and number two and three were related to getting to a place we felt comfortable with the first one. Um, so at this point, I would say

016that my recommendation is let us continue to work with them, see if we can get that to where, you know, that architects typically like to look at percentages of what we think the construction is going to be. Um, and I understand it's a good place to start, but we also have some ability to to push those things around. I told him I'd like to be somewhere sub 60 if I could get I could probably agree to something like that. Might be a stretch, but he's willing to work with us. So, um, >> um, go ahead and pull up the first one I sent. Um, it would have be the This was their full original. So, I can just kind of show you and it's on page uh um 20 of this one is so all

017this is all good boilerplate stuff. Get down to the bottom where the meat of it is, which is they're talking about their scopes uh and the fees associated with it. So, this included their entire design team. They talk about what scopes they're wanting to provide. They give us a couple of options of what they've already started to think about which is one the metal insulated panels. The second one is a Epha system and that's an exterior insulated foam system. So like a stucco. Um good and bad for our area is that flickers and woodpeckers love it and then sparrows nested them. Not a great thing from a maintenance standpoint, but pricing wise, probably be a little less expensive than an insulated metal panel. Probably a lot less structural worry because it's not as heavy potentially.

018Um, so those are just their initial thoughts. They've already started thinking about some detailing. >> Is that kind of like the old drive up material that they >> Yep. Little bit. And that's that's a good that's a product name. So that's but ephus is the kind of the standard spec and then that would be a product there. Again it's a you know a thin layer of a you know concrete type material but then it's got l and a little bit of foam behind it and that would give us our insulation rating we need. Uh but it is something that has to be painted you know 10 years potential of uh you know damage if rocks or balls hit it and then also animals. um it creates a nice uh spot for uh for birds to

019to make noise to attract their fellow birds. So um so on this one, so if you you go down, we'll we'll just jump to the to the fee structure. So this was the initial package that they're proposing is hey, we've got schematic design, design development. That's where we're working to get our general contractors on board and we start pricing at each one of these phases. Um, this one, the schematic design will have the best impact to the overall construction cost because then contractors can vet those prices. But as you can see, we've got a structural engineer at a fixed fee of 24 and an MEP specialist at uh at 40. When I look at the scopes of work uh for mechanical, electrical, and plumbing, it's really verifying that the system is doing what it should

020do. Well, we don't have an issue necessarily with the system other than we've had to um have maintenance play with the settings so that it actually keeps the building comfortable, but we're also dealing with building envelope that is not functioning. So, and Ben didn't disagree with my hypothesis that if we fix the exterior, a commissioning agent can come in and get that thing dialed in to where it function as was originally designed. I will be honest that both those groups are apprehensive a little bit with just the way the project worked, thinking about the history of it. So, they might be giving us not as great of a a proposal as we would like. Um, but I really think these two really shouldn't be this early in the project, especially with fixed fees on not

021knowing what their scopes are. So, requested that change. So, they resubmitted their proposal minus these ones, which is the one that I would be proposing for you guys tonight. Uh, and I don't think you need to necessarily pull that up because it's all the scope pieces are are the same. But even at 84, I still think that's spending more of the dollars than that I'd like to push towards construction. Um, so there's there's a couple options. We can say, look, we're we're going to move forward with trying to negotiate additional before we give the notice to proceed. Uh, which I think is my recommendation to you guys. And Ben's very, very open. He wants to make sure that you guys are happy with the costs, but also wants to make sure that they're able to

022cover their true costs um of of the work that they're going to have to do to get this thing fixed. Um, I was honest and said if it has to stay here, then I'm going to probably go out and talk to several other architects because I think we need to really make sure I some things that we're going to have is this number might look a little bit different from another design firm because they're going to have to learn what the building is and think through their own kind of fixes. Um, they're a fairly large firm. They've got a lot of miles to feed. So, their costs are a little bit typically a little bit higher than maybe a smaller firm that I might be able to go out negotiate with. Obviously, at that point,

023I'd be requesting a qualifications package so that you guys can review that and make sure that they fit with what we're asking and and then ask for the proposal based on we would use the Taylor Associates or it's Charl Charles Charles Taylor and um we'd be using their report to base it on with all of our Asbel documentation. Um, I think what I'd like to do is be able to discuss with Ben uh a little bit greater detail about, hey, can we can we go uh, you know, can we look at these as a not to exceed number and due time and material? He's a little concerned about not to exceed because if we keep changing their minds and moving around and they're spending more dollars, then they're kind of taking that on the back

024end. Uh so they would typically do it as a time of material and then if we don't spend that they don't charge us for it. So there's some risk associated with going that path. If I can get them to do uh not to exceed on each of these buckets, I think we've got a chance to really drive home a a solution by getting a general contractor on board sooner than later. But we're going to need something from a design team to get those on board to give us some pricing. Um, so I was a little disappointed. Um, but I felt it was important to kind of walk you guys through the conversation, let you guys ask questions about, you know, that that conversation on Friday with them. And then the continued I had additional conversations

025during the week before I saw the actual final product and um, you know, told them where I was kind of hoping they'd land and they were they were starting at 100. So, we got a little bit out of them, but I but I know that as they were just saying a 10% or a 12% of one, you know, 1.2. Well, that's easy math for them. And so, they they did work on it a little bit, but I think that I think this is a little bit high just because I think they've got some solutions in place already. Um, construction document phase, that's truly developing those doc that's where all the work happens. So, I would like to see those be a little bit different. In my history in the architectural world that would be 20

026maybe 25% not 35%. Um little more cost here but you know this construction administration 20% seems a little high to me. Um and that's basically once a contractor's building it those are their business to come down and verify it's being done correctly. Um with the right general contractor I think we can cut this in half. Um, this is a pretty standard. Those are going to be permits. That's going to be all the bidding documents that we're going to need to do for the general contractor to go out and put it on the street to bid. Um, so those I think there's some room here. That one's not I'm not scared of that. I think the schematic designs a little heavy. Um, that's where I think between those two items, I think we can get them

027closer to the 65 that I thought. um and maybe a little bit south of that. Do I think we can get others to compete with 60? Absolutely. Um they are willing to talk and totally understand. They're not they're not upset if we would go. He feels that they would compete with just about anybody or be in a similar price range. So, um you know, what do you guys think? I I know that there's a couple other items looking at a notice to proceed. We're looking at uh doing the RFQ piece, which I already started drafting some documents on just what that's going to look like, but we would need something out of that first chunk of their work um to be able to put that out on the street so that we actually know what

028we're asking them to give us a price on. Then their percentage is there like that 35% is 35% of the 84. Correct. Yep. Yeah. >> Yeah. And so again, I would look at these numbers. I mean, I think this is is heavy. So I'm saying I wouldn't usually expect them to spend 35% of the total fee here. I would expect it to be more in that construction development. And then the uh the bidding the the bidding and permit documents are a little lighter than what I would typically see. But yeah, it's all based on this number. The 84. So again, if we can drive this down by, you know, time of material on CA is where I've had some success. I think we can shave that because getting the right contractor on board. I don't

029think it's necessarily a bi-weekly visit. I think we can do it once a month and then they're assuming a six-month construction cycle. And I don't know that that we're going to need that. Uh, I really think that the the physical work is probably three to four months. So, there's a couple of trips that would come on. Again, they're saying fixed fee. Now, they're saying per month. So, that could mean that, hey, if you only come down four times, then we're going to save that. Um, you can see every trip, you know, it's pretty heavy hit when you've got, you know, $300 an hour sitting in the car and coming down and being on site all day. So um you know the next steps kind of come up to questions you guys can give me. Um

030obviously we won't look to approval to sign anything. Um but you know just wanted to kind of give you guys the opportunity to ask me questions and and maybe we can talk about who are some other folks that we might want to reach out to uh just to get a gut check on it. You have two or three other firms you think you could talk to? >> I do. Yeah, I've got some more local Missoula ones that I've worked with that are smaller, a little more nimble um that it might be a good fit for them um to come in and kind of identify a solution um that might be, you know, something that we can save, you know, 20 $30,000 out of this. you know, there's good and bads for that, right? We were

031giving them an opportunity to come in and kind of help fix the the issue. Um, I think Mr. Patterson, you made a good point and I think Roxan, you did the public perspective is that, you know, do we want to defend that if it's not a success? >> Uh, and having somebody come in, they would probably look at it as, hey, this was a win. not come in and help the district do something that wasn't accomplished in the initial construction. Um, but also it could they could be a little leerly of like, hey, we're inheriting somebody else's design issue and uh, you know, maybe we you know, we don't want our name on it. So, those are some things that I think you guys as a as a board need to, you know, kind of

032think about. >> Okay. without like a formal um RFQ. You can go back to like we or a couple of people in Missoula that you know and just say what would your >> Yep. >> estimate be on. >> I can define the project. I can give them some documentation to look at explain the problem. >> The the Charles Tyler that report is really well detailed and having the drawings they can identify where those issues are. Um, so they should be able to formulate a pretty good idea of what what the issues are and and look at doing a proposal to based on that. >> My instinct is well, you're still working with any >> trying to negotiate this if it's >> why not at this point because it really didn't come in exactly how we

033thought it was going to. So, why wouldn't we just try that too to see because >> if it is $20,000 different >> you're comfortable with them. >> Yep. >> I mean, I feel like it makes sense to at least have that conversation. >> Yeah. I think the initial approach was the right approach to go and talk to him and give him a shot. >> And again, I think that they're he's not trying to, you know, ring us over the coals. is just that's what he feels it's going to take. This this frustrated me a little bit, the MEP piece, because you know, their scope of work is just verify the mechanical systems are working right, look at the the drainage out of the shop side and any other issues. It's kind of pretty vague and

034and that's half of their fee and that seems a little bit like they didn't make an effort. Mhm. >> I would personally I know one of the people you'd mentioned before is somebody we worked with up at the college >> and she was they were excellent. >> Y >> and so I I would absolutely be open to that personally. But >> yeah, I agree. If the rest of the board feels that way and if we do then the 10.6 and 10.7 and 10.8 we don't even have to make a motion or do anything. We just would postpone that until the November meeting. Yeah, >> you know that's correct. Yeah, I would what the goal would be is to get qualifications and some numbers back within a couple weeks to give to the group for you

035guys to review and then um either decide prior to that meeting to say, hey, do we want to try to interview these folks beforehand or do we want to go based on the recommendation of, hey, we we like this firm. they got all the qualifications we like and we like the the pricing, then it would allow us to to negotiate a final um kind of the contract terms and and provide a notice to proceed at that November meeting. You know, we're losing a little bit of time. Um if if I were to come back with but I I think I would want to bring all of them to you again. I would want to have 45s with theirs. Sure. um you know after they have a little bit of a chance to kind of absorb

036what I asked them today and then I will give um them some feedback after this meeting to say hey you know we're really we're really worried about you know a solution that's going to tip us to a point where we can't afford to do it and then we're going to have to fall back to something else um and have to pay maybe to redesign something which we don't want to do. we want to do it once and and move forward and actually get it done. Um, and I'm trying to explain that to them and they understand. We don't it's not like we can go out and ask for more money. It's it's what we've got. Um, and that's where we have to make it all fit within the bucket that we have. Um, so you

037know, that's kind of where I'm thinking that if if that board meeting, this group's had a chance to review those qualifications and proposals. I've got it on my schedule to be present so that I can walk you through each of them and say, "Here's the pros and cons. Here's the qualifications." We could put it as an action to to select one of the responders at that point. Or we can say, you know, if we want to set up to do a short interview with each of them, we could do it via Zoom or to make it as convenient for the group as possible. Um, >> would you envision we should do a special meeting for that? Would it take long enough that it would mess up our >> meeting with other stuff or how do

038you feel? Well, it's just I think based on what we get and if they're if they're close enough and they're all qualified, it might be worth, you know, having a even if it's a, you know, special working session with a small group that says, "Hey, we've reviewed these and this is who we recommend to the board might make it less painful on this meeting to have, you know, um have to have folks come in for 30 minutes at a time and, >> you know, or, you know, call them in via Zoom. Um, so that that's kind of what I'm thinking since we don't have to go out and interview them. All the folks that that I'm going to recommend have experience. So, uh, they're going to have qualifications that will show that. Um, I don't

039worry so much about that, but it might be close enough where it's like, hey, it'd be nice to talk to these folks. then we'd have that option, you know, and maybe we can look to see if we could do that as a small group prior and then have that group make a recommendation to the board at your November meeting. >> Everyone okay with that to just kind of postpone all this until November? >> Do we have a facility committee from prior? I remember back and we don't have a facilities committee that the way we've done it in the past Josh was two or three of us at the meetings we just meet in the time being um if we want a facilities committee we could certainly do that if we would we would like to

040do that um and how you guys do I mean hold as an engineer all certainly should be there Um, who else would want to be on it? We just would only want a three member a three member committee and maybe that would be wise to do that. Would everyone feel that would be a good way to go? >> I think so. >> You'd be willing to serve on it? >> I would certainly serve if you want me to where I've been involved and um else would like to serve if they could. Bill and Roxanne have the financial background. Mike has been here since we were doing before. So, just however, however you feel. Lori's got lots of experience. Chris does too. He's been on the board for a long time. So, that now does anybody

041else want to serve on it? >> I would be happy. Okay. >> Okay. With everyone if it was Roxan and myself. >> Sure. >> One of us couldn't be there. Maybe Mike could jump in if we needed to maybe or something. Okay. Do we need to make a formal committee and make a motion for that? You're supposed to formalize it. We can we can do that as a under one.6. Yeah, that's what I was thinking. 10.6 the foreign facilities committee please. >> I for facilities committee Gary Cole and Roxan with Mike as a alternate move and seconded. Um discussions or questions and those of you that aren't on the committee certainly feel free to give your input or whatever whenever it works good for you. All those in favor say I. >> I those opposed.

042>> You okay with that D? >> Yeah. And I would say that any of those uh qualifications begin to share with everybody and then once you guys be don't have seen through the bonding work that you do. >> Anybody have any other questions of Dan? He's coming all the way down here. >> Yeah. Sorry. Look at the outcome. I felt it was important for me to be able to walk you through. I don't zoom greatly so much because I saw a few. So if there's any other questions I'm happy to answer, you know, later >> I think we had to try. I mean, >> you know, and who knows, maybe they'll still be the best option, but um I think it was the right choice. Now we just got >> I think somehow starts >>

043you're welcome to stay the >> Thank you. Thank you to the board for letting me move that up to the front of the agenda. Okay. Next we have is um public comment communication. Anyone have anything? Seeing none, we'll go on to the superintendent report. Okay. So, a couple things here on report news and welding report institutions annually. And as far as high schools goes, I just want to let you know that the BCHS ranked 12th out of 117 high schools in Montana. So that's not bad. This is a a nationwide recognition and ranked 12th out of 117 high schools in Montana. I think that's pretty great. I think we can do better though. Um it the narrative above kind of explains how they go about their ranking terms criteria. So I'm aware of that. So,

044some things we're looking to do in the future is maybe, you know, add some more AP courses um and just make sure we're giving those AP course assessments as part of that. I'm kind of conflicted because I want to offer as much dual enrollment as possible as well. And so, we're going to have to kind of look at that as we move forward, but we're I think we're pretty close to breaking that top 10 for the state. Also, if you consider on a national scale, we ranked 3,513 out of more than 24,000 high schools across the country, that would put BCHS within the top 15% of all high schools in the country based off the metrics they rank schools. But I think that's something to be be proud of, something to celebrate. And we we've

045had some adversities to go through here lately. And so, it's nice sometimes when you get something to really celebrate. I think that that's that's one that we should uh we should tout and be proud of. So great great job there and I can't take any credit that is based off last year. So thanks to Megan and the great staff we have here makes me feel really good about what I inherited a great staff for years. Um the fall average number belonging the aggregate that's a board we do that once in the fall and once in the spring and that's based off our enrollment numbers. So the breakdown is and and you've gotten probably gotten more accurate breakdown here as part of your report. We had one student that we had missed. So we had 91

046freshman, 95 10th graders, 86 11th graders, and 75 12th graders for a grand total of 347 students. Now, that's up. Uh, now some of those students, there's a handful that are either halftime or quarter time or maybe in a a homeschool situation, um, where they receive the the school the uh the savings account, educ education savings account. So, there there's a few of those factored in as well. However, that's still um 17 students above last year's enrollment code. So, that's a pretty good figure. That'll certainly help us when we look when we go if if those numbers uh remain consistent in spring count in February, then uh that should increase our state funding for the next school year for the 26 27 school year. So that that would be be a great boost for our

047school district there. Any questions on we still have to go or can we take either or either or so we can go with the three-year average which >> which this will boost. I think we were at 330 and 335 and this is 33 347 or they can go with your highest your highest enrollment of the year and so this would be higher right now than our three-ear average. So some good good news there. We got to maintain it though. Got to maintain fall picture future evaluations underway. I've completed several so far and I think there's a great staff. Um, I just need to hopefully catch back up on my actual report so I can get that information back to our teachers pretty quick. Um, I I also recently attended the school administrators of Montana fall

048conference acronym that is SAM. There's a few key takeaways that I want to share with the board and this was before we knew the shutdown was going to happen. We had kind of had an idea but the shutdown will not affect the amount of current funding we receive but it could disturb the timing of payments. I really had a chance to get with Suzanne on that. And I guess chief to us would be our title payments. So our title payments about $80,000 total like the federal grant. So that could disrupt the um those payments for that. Even though that this money's been already been allocated, you got to think somebody's got to be at work to cut the check. So it's that's why I say that we're not going to lose funding. It could just

049disrupt the timing because somebody has to be at work to cut a check and that delay and when that domino gets delayed and it gets delayed to the state and it gets delayed to push out us as well. So that's not going to really break us or anything but it's something I am you know keep an eye on as long as the government opens up you know around Christmas time at least you should be okay which I think it will I don't think they can go much longer. Um so the length and items covered in the next uh continue resolution will be important to watch. Uh the president has put forth a plan for level funding education. The Senate has a plan for a slight increase. The House plan slashes funding wherever they can. Um

050some of the education programs that could be impacted by the CRATE. They want us to watch for attempts to scale back funding especially in the House. And that's when someone want to talk about technology. That's why I can have discussions, but it's kind of hard to commit to anything until we know what's going on there because a lot of the the money that would fund some of these technology infrastructure project would come from B-grade title. I kind of explained that Medicaid and SNAP that wants to watch for attempts to shift funding from these programs to the states. So that' be they want a 5050 cost split between the federal government and the state. Right now it's 7525. So if that were to happen, do you think that impact our state funding? probably. So, I mean,

051nobody knows for sure, but it's some, you know, if if our state's having to pay more for SNAP and Medicaid, that's less money and that's less part of the pie there. So, it could impact education funding. And lastly, they want us to watch for national school voucher program that attempts to come out of the house, but that would probably wouldn't go into effect until January of 27. What the question is is would Montana participate? And if we did, state funding would probably be negatively affected. there'll be more mouths to feed. Just a simp simple math there, simple equation. So those are some of the the main takeaways was good conference. I also just attended the Montana conference for education leadership acronym that is cell that was this past Thursday and Friday. I felt like we

052had a pretty fair amount of things to discuss tonight. So I'm going to hold off and present the information from that conference at the November meeting which feels like it'll happen in the blink of an eye. uh staff vacancies. We still have one custodial position. Other than that, last page is just my October schedule, which is chalk full of teacher evaluations. So, we're on schedule and on pace to hopefully complete all those evaluations by end of the month and have all the reports back and post eval meetings with teachers before the November board meeting. Questions? >> All right. Okay, there. We'll go to Mr. All right. >> All right. So you can see actually if you work at the bottom work your way up because here I work all the way down longer bottom instead

053of values from the top and see that's the most recent and I just do it by week. Um you can see by the attendance by day then you can see monthly average. Silver's hold and firm right at that at a 93% rate which is good. And then if you look at back investor of our discipline behavior it looks a little different than last year. We had this software or this company that we use was called my post and silverback learning. it cost I don't know $50 to $300 I believe and or or basically pie charts and other charts and so I was like I can make my own charts and so that that's the chart I made and if you wanted bar graph the bar graph but I um look on the left column those

054are the numbers that just put the highest ones I just ranked them highest ones first computer is easier to see and say this. So once again number one address violation um probably like three or four and then like what they were >> what can't they wear? Yeah, we we the apology says anything that promotes um drugs, alcohol, sexual conation shouldn't be showing their midrift or um straps straps. Yeah. Um and then short shorts short not seen a few that doesn't cover up everything so that it does not qualify say but that there's students it says in there that it needs to be safe and um choose I question specific question on something and don't get me wrong. I think I think we were a little lax kind of in the beginning and meeting the teacher

055said, "Hey, I just if you're not comfortable dealing with it, let me know and we deal with it, but everybody needs to be consistent kind of like we are on cell phones and I think it will help." To support Robin saying that we had a we had a staff meeting, I guess a couple years ago, and just to address some of that, we're really trying to focus on NBI, making sure we're implementing on a beaver basis. Um, and some of our staff spoke up about some things, you know, some of the dresses making them feel uncomfortable. And I appreciate that because coming from different districts, different districts have different interpretations and definitions of what's what dress is suitable, what's not. And I feel like our kids do pretty decent for the most part. But when

056staff are speaking up and saying they're certain, that kind of draws our attention as administrators to that issue. It makes us more vigilant. It makes the rest of the staff more vigilant. And so since that time, I think we've done pretty pretty well. There may be only a few issues since that meeting. >> Yes. to be a part of that, you know, and everybody there. Yeah. Anything else, Rob? >> I don't think so. >> Okay. Anybody have any questions for Rob? >> I guess I'll say one more thing. Started last Friday and she's been great work with this with some of our current meetings and meetings like that and first round of testing tomorrow with PSAT. Um very well. Nothing against JC JC but just yeah try to getting acclimated to E County High School.

057You know what she has a lot of experience but every school is just Right next to Pardon? >> Right next. >> Yep. Right next to you. >> Bill, Mr. Milaki is not here. He double booked us tonight. So I took the football game as my son plays and he took the volleyball game and and he played but he wanted me to kind of cover the fall activities and the golf team ended their season at state and just a small jump away in city Montana when I say small jump you're talking about west coast and east coast of the United States kind of a small jump but it's a long way We have something centrally located. Um but so the girls team both teams made both boys and girls. Skyler Liier, Bradley Albury, Adam Nagel, Rain

058McCoy, and Reese Roberts. Those were the team and Skyler ended up getting in fifth place and then Bradley eighth place. The fat team I got were overall they were very good. Um the boys team back here. >> Yep. >> Okay. And then Cooper Cart was 15th, wasn't he? I think >> he might have Zach State. I think he was 15. >> And as a team overall grade, then we look at cross country. We're having a send off this Friday because their state meet will be in Missoula on Saturday and we wish them best of luck. Bible wise, our girls are pulling strong place at the southwest. As long as we have with that two weeks have a play game would just be top three of each each conference. >> Okay. So the top three go

059in with the bottom play in >> that we're looking at it. So we're northwest there's Pleson big falls top three it's us or Frenchtown Hamilton and us top three in the southwest we would play if they held true to to this they big first round and then football we are currently in fourth place in the southwest list, but it sounds like long as we win out, we will still make >> between us and Mute Central. >> Right. >> Mute Central is very right now. >> Always is. doesn't be central and winter go to whitefish I believe is that music you think rather than big >> all right and then our band and choir we have one band member and three choir members will be attending the all state music festival great falls October 15th through

06017th And then speech and drama started practice on the 6th of October. And actually I think their first meet is this weekend. They currently have about 26 students last year. I think pretty small six this year. And then I don't want to say it because I can't believe it's getting close to that, but winter sports um starts Thursday, November 20th. Fast forward >> Wednesday 11:30. Is that in the auditorium here? >> This Yep. This Wednesday 7 p.m. auditorium and requirements. Anything else for Brock? Who is wrong? Rob who's brought a um next consent agenda items >> consideration possible action to hire Tyler Barnes as the assistant wrestling coach said that he and Brett interviewed Tyler believe Tyler has been a volunteer assistant in the past and they wanted to go through the formal process to

061make sure that Tyler was the right person for a full-time assistant position and they felt they felt very confident after interview and making this recommendation tonight. >> See our earliest full-time paid assistant thing. I think at this point, yes, number of participants out there, especially with such a big girls team and a voice team, I think that need to extra. I would make the motion to um hire Tyler Burns as assistant wrestling coach. Second moved and seconded to hire Tyler Barnes as wrestling coach. Is there any question or comments? >> Favor say I. I. >> Those opposed. So if we bring one more to you and it has been budgeted you've always had to be budgeted always on the action ite consideration and possible action to approve the reformation of the health occupation students of

062America better known as the HOSA club and associated faculty advisor stipen pending approval of the club by the BCHS student council. Typically the student council meets every Monday. Miss Anson was not in today so they didn't meet and so was hoping to maybe get board approval tonight and then have our student council approved next Monday. Um, I've got theformational packet here that um, Miss Aubrey Hilton, one of our 11th grade students uh, made. You put this together and so she's one of the driving forces uh, student forces behind this push to uh, revitalize the HOSA club program. I'm still trying still waiting on some early numbers about potential participation. Aubrey seems to think that there's about 10 students, which I think is a is a is a number to bring uh consider bringing the program

063back. Um and Mr. Jeff Kazvosski, our one of our science teachers, has um volunteered to serve as the faculty advisor for this club if the the board and the student um student council decide to bring it back. >> Is it your recommendation that bring back? I would I would we do have some funding in this in the student account from when this program was in place. It's been a few years talking with Suzanne and apparently we had a a formal former teacher who served in this capacity and when that teacher left the program just kind of went away. Nobody wanted to step back up and take it. >> Who was that? >> I think Angie Hammy. >> Oh, that's right. >> Yeah. It would seem like when we've got a, you know, a health program

064where we get programs over at Western, we've got Barrett Hospital, such a big employer here locally, that if there's a way we could bring this program back, I think it'd be good for our students with exposure. They also, you know, compete statewide. I think they have information by the end of the month in order to compete this year some of the programs. Um, so we're trying to do, you know, do what we can to help these students. I think we have about $1,600 or so in the student account for the HOSA club. So, there's there's some funds there to kind of get them up and running and then just hope there's enough interest to where um the students would we have several clubs and programs, but we don't really have anything as geared toward the

065healthcare profession as OSA. So, I think it'd be a good addition to bring that up. So, that would be my recommendation. Remember we talked a lot about stipens for club advisors when we talked about budgets. >> Yes, we did. >> And we have some that don't >> receive anything. Correct. >> But it looks like HOSA has in the past. >> Okay. >> I just remember that conversation >> we did >> about. >> Do you know what the the factor is for HOSA? >> It was a few hundred a few hundred dollars. We were considering looking at maybe bringing that up based on what the other advisor positions were increased to um just so it would be keeping in line with with the other advisor being it's it's vastly different. I mean I think it was

066like $400 but it's something maybe a little bit >> 150. Um now we would prorrate that based off a late start of this year and we could I could bring a figure back to you. I mean, I can't imagine be $1,000 even anywhere close to that >> in the past when we were negotiating like last year that the stipens were a were a percentage of our base of the base. >> I don't know if HOSA was or if it just was a flat fee. I can't make that happen. >> I don't remember HOSA being in the conversation last year obviously because it was in but >> um I do remember us talking. >> Yes. >> And it was kind of a But but it was a topic that was >> I think >> some that

067felt like >> staff members >> they weren't being treated equally. So that would be my only thought is maybe we just take a look at it collectively so that we are mindful of them. >> That would be my only thought. >> The only reason I mentioned is because there was a spike in fact. >> Right. Exactly. So it seems like there should be something. It's just what does that look like? >> What does that figure? We can keep it at 350 for now and bring it up at the November board meeting >> if we want and I can have Suzanne kind of look at what would it be if we apply the same multiplier >> cycle to see where we put it. Certainly probably an issue we're going have to address negotiations this year. I

068would uh love to consider potentially looking at a grandfathering everybody we have in right now on the current uh I guess multiplier we have for activities and then setting a flat rate for anybody new for everything >> right >> I'm not sure how >> right you know we knew that we're going to discuss that just gets us out of control if you don't yeah you know pay our activity sponsors coaches help it can get out of control, you know. >> Okay. So, we want to make a motion to approve also with a initially with a $350 stipen pending what Josh's research shows maybe. >> I would make that motion. >> Okay. >> Second. and second is to reinstitute HOSA the $350 prrated stipen pending what Josh can come up with for our next meeting. Is

069there any other discussion? >> Those in favor say I. >> I. Approves. Okay. 10 vote. Two. Josh. >> Okay. Info2 board consideration of possible action approved the second and final reading of policy 7405 SD procurement card policy. It's very similar to our credit card policy but this is is more specifically for our cards which are honestly more like bank cards. And so the in this policy we're changing the suggested date of June to August because that's when we annually approve the credit card policy is in August. And then we're going to put in that the district has 32 procurement cards with a credit limit not to exceed $1,000 each. Then the rest is just the the board plate language of the policy itself. >> And they're what Suzanne, if we have 32 of those, are

070they they have individual names or they just >> there's a couple there's one that says concessions. I just did two more transportation out if they need does help us track spending. They can track to the individual if the card is has an individual name on it or a department. I'm sure >> Go ahead. Go ahead. I'll second. >> Second and final reading of policy 7405 for procurement cards. Any discussion? All those in favor say I. I. Passes unanimously. >> Okay. The item 10.3 board consideration and possible action to approve the BCHS transportation TR1 forms. These are the bus flow that kind of they describe the break on the wrership, other information related to our ski buses and the and the rafts like like Yes, fair >> should be well. Yeah, 12 routes even though there's

07113. Technically, we still have a route route three exist. >> Yeah. Yeah, >> I make a motion transportation TR1. >> Sergeant move and seconded to approve the transportation TR1 forms. Any discussion? Those in favor say I. >> I opposed un. >> Okay. Item 10.4 consideration and possible action to approve part two goals for the 256 school year. So the last time we're more focused on climate and culture and these goals are focused on u more tangible things achievement attendance graduation and behavior. And I pulled these from uh Miss Conro's integrated strategic action plan that she had composed in conjunction with some of the goals that I'd set this year for our um our title plan. And so I wanted to keep things uh set these goals at a at a an amount that that was

072achievable especially until I get a kind of get a grasp on what you're capable of. So, our English language arts goal would be to increase our schoolwide ACT ELA proficiency rate by 2%. Like that's an achievable an achievable goal. And our schoolwide maps ELA reading and language growth rate by 2%. That's an individual district assessment that we give both in the fall and the spring. And so that spring test allow us to see what kind of rape or growing age or lack thereof. uh and to be at or above the statewide average score for the ELA portion of the ACT and we and we want to achieve this by the spring of 26. Same same goal for Matt pretty much for date 2% increase across the board both in terms of proficiency growth and then

073where we're at as a at a statewide either at statewide or better. Any questions on the ELA or the goals? So those are more of our achievement related goals. Math and ELA those even though we have way more uh core topics and fields of study that we have electives and specials math and English what we're held accountable for and that's what we receive a lot of our funding for as well. Our attendance goal um is to either maintain or improve our 90% or rate of attendance average daily attendance uh to and to either maintain that 91% or increase it and that's that we use and track in our student information system. So 91% I think is great. That's a pretty pretty good rate. Now, the state wants everybody to be at 95% or above, which

074I think is completely unrealistic, but you know, I think we can and and as Ron just showed you, right now we're kind of at 93%. We can maintain that through the through the six seasons in the winter month and the in the flu seasons because that would that would be a 2% increase if we're able to do that. But as long as we're above 90% attendance average daily, I think that's great. Um, our graduation goal is to maintain or increase our annual graduation rate at 90% or better. So, right now we're our graduation rate is 90%. We want to keep it there or improve that. That's pretty good graduation rate, pretty strong. Our behavior goal is to decrease this referrals. Right now, I'm seeing 19. So, I'm hoping that we can get this number down

075a little bit or at least some of those are necessary referrals, but some of them won't parties. um from 177 which is what was reported last year 177 total disciplinary referrals that was based off the integration strategic action plan about to decrease that down to 150 I think that's possible three years ago we were under that we were under 150 we were like 130 something so we've done it in the past I think we can do it again now 177 was down from like 240 the year before that >> so it was a lot of work done last year to get it down. So, that was a big success, but because three years ago were under 150, I think we can do it. We got a good group of kids this year and we had

076a great staff and as long as we stay on them and hold accountable, I think that's possible. That may be the most ambitious goal of all these, but I think it's something that if we all work together that we implement our NBI and that we hold students accountable that and that there's both a mix of restorative practice but also consequences because there are always consequences for our actions that we can improve on that behavior. Any questions on our goals there? That would be my recommendation is to approve these goals for the 2526 school year. >> Yes, I'd make a motion to approve the part two goals for the 20 256 school year. >> Second. >> And move seconded to approve the part two goals for the 2526 school year. Is there any discussion? Those in

077favor say I. Passes unanimously. And lastly, item 10.5, board consideration and possible actions include the 2526 BCHS emergency management plan. This um massive packet here was um in your was in my report last month. So it was in my what is this October? My September 20th report was information. So hopefully have a chance this month kind of look over that. Um this majority of this document was composed uh by Megan and the safety committee uh under her tenure the past two years. We updated a few of the of the egress maps uh and a couple things here and there. Um but I feel like it's it's a good management plan and it's one that we'll review annually as a safety committee and then also propose for adoption annually to the board. question on any part,

078please feel free to ask and explain as best I can. Make motion to approve the BCHS emergency management plan for the 2526 school year. >> Second. >> And we seconded to approve the emergency management plan for the 2526. Is there any discussion or questions? All those in favor say I. I. >> Those opposed passes unanimously. So we just wanted to confirm that the board wishes to take to take no action on items 10.6, 10.7, and 10.8. >> Yes, I think that's consensus. I don't believe we need a motion to table those or anything when they were just potential. >> We can take we can just take no >> other than we formed a committee. >> Yes. >> Correct. Yeah. >> For 10.6. >> Yeah. >> Okay. a little further action with 10.6 10.7 forever or

079just >> I think for this building project is how I kind of it probably >> forever not forever. >> That was a good try. >> I try to assign people to like Yes, Phil knows >> one other thing that we brought up here on last month just aformational item is evaluation. You've always um done those in January in the past. I'm going to be gone this year from January 3rd to the 17th, but we could have the board meeting later in January if we wanted to. >> Yeah. instead of having it the second >> Monday. Although the third Monday of Martin Luther King Day is the 19th. I don't know if that's a problem with anybody or not, but >> you get that one off, Chris. >> Noise. I was gonna get the tool to

080you tonight, but that's okay. many of the things I can get that tool to you before the November meeting. I I don't know if it matters. We we just have to um if you remember a superintendent is um has to be hired by February 1st of each year >> hired or or not hired which hopefully is never the case but >> they got a two-year company. >> Yes. things and stuck with me unless you just it's everything you go to. >> We're completely out of here. >> Yeah. So, I'm certainly fine to to do it in January. That's okay with everyone to wait that long. >> Sure. >> That'll be more time also. So, >> would we have it then on the 19th? >> It's fine with me if that's okay with everyone. >> Is

081that a holiday? Is the school closed on the 19th? >> Was that a goal for everybody to have it on Diva? Whatever that is. The 19th. >> The 19th. Yeah. Okay. All right. And then just as a reminder, when we do the evaluations, we go into close session. Um done in the past is we always just add one more year under the contract if everything is good. So they always have a two year or three year contract. Anyway, if everyone's okay with that, we'll do this. >> Sounds great. >> Any other business to come for the board? Angela, anything from the teacher side? >> Oh, everything seems to be going great. >> Good. >> Yeah, >> just amazing volunteer positions like this and just the time that it takes. Let's talk about that today in

082classes. We really appreciate you guys. >> We have an excellent board and excellent staff. And the only thing I question about what Josh said tonight is I've always said we're the best high school in Montana and we're only here. We got to get that up. We always have said we're the best and I still think we are. Yep. Any questions? Hey All right. If not, we'll entertain a motion to adjourn and our next meeting will be Monday, November 10th. Second. All in favor say I. I. Thank you.
