All right, I'd like to call the meeting to order. Please rise for the pledge. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Secretary, call the role, please. >> Uh, Schmidt, >> here. >> Boehner, >> here. Casper >> here. >> Dunlap >> here. Amarneck here. Lloyd >> here. >> Barry >> here. >> Public hearing. E-learning plan renewal. >> Yes. So, this is one of the requirements of uh renewing the e-learning plan is to have a public hearing and I'll ask Carrie to say a few words about the new plan. >> Okay. Thank you. So, I'm presenting the renewal of district 146 e-learning plan um according to Illinois school code and district policy.

So, this renewal will be the start of a new three-year cycle or next three-year cycle. Um, so to get here, we have completed all required steps, including um public notice, tonight's hearing, and upcoming board consideration. So, moving forward, the plan remains subject to annual review. So to ensure that the plan works for everyone, an e-learning committee established through the collective bargaining agreement met to review past implementation and staff feedback. We've updated the plan to improve clarity, compliance, and instructional effectiveness. So just to emphasize that this is not a return to pandemic uh era remote learning. This is strictly to be shortterm uh emergency closures such as severe weather or safety. So its purpose is to maintain um instructional continuity and really to also avoid making up time at the end of the uh school calendar.

So 146 remains firmly committed to in-person learning as our primary instructional environment. Key components of the plan um as I mentioned the instructional continuity. Our district allows for up to two e-learning days per school year. Any additional closure closures will revert to traditional snow days uh and may require um calendar extensions. So each e-learning day will guarantee a minimum of the 5h hour clock hours of instruction and student work. The school day structure will run from 8 to 3 with staff available between 9 and 2. For grades K8, the day includes a required daily check-in um and a blend of synchronous and asynchronous learning platforms and access. We're going to use the familiar platforms that we have been using. So, it'll be Seesaw for K5 and Schooly for grades six and eight. And then there'll

be hands-on non-digital activities or home learning kits for prek. Um, and we'll also provide some alternative uh non-digital options for anyone facing technology or connectivity barriers. Uh, we'll maintain services for students with IEPs, 504 plans, and English learners. and clear attendance expectations are in place alongside systems to monitor engagement and follow up with families. Um, communication and training. Families will be notified of e-learning days through the standard emergency systems, phone, text, email, website, and social media. And then we'll have the ongoing training for staff and make sure our children know how to access what we have available as well and continue to do the annual review cycle to keep the plan effective and aligned with bargaining agreements. In short, this plan protects learning time during unpredictable emergencies while ensuring clear expectations, equitable access, and consistent

support. It prepares us for the unexpected without diminishing the irreplaceable value of daily inerson instruction. >> Thank you. >> Thanks, K. >> Do you have any questions? >> So, we have an opportunity to entertain questions from the board if there are any. >> Any discussion? >> Nope. Okay, sounds good. >> Let's move on to citizens uh request to address the board. >> Seeing no citizens, can I have a motion to adjurnn? >> Move to adjurnn. >> Is there a second? >> Second. >> Any discussion? Secretary, call the role, please. >> Schmidt >> here. >> Boehner >> here. >> Casper. >> Yes. Sorry. >> Dunlap, yes. >> Taik, yes. Lloyd, >> yes. >> Barry, yes. We don't need to say the pledge again, right? >> No, you do need to call to order. >> I will

um like I would like to call the board of education regular meeting for June 1st to order. >> Secretary, please call the role. >> Schmidt, >> here. >> Boehner >> here. >> Casper, >> I'm here. >> Dunlap here. >> Hamen, yes. Here. Lloyd >> here. >> Perry, >> here. >> 3.1 Superintendence Report. >> I'd like to thank the board for not leaving after the hearing. got a perfect score on the second roll call. Um, first item on the superintendent's report is end of year. Friday was the last day of school and I want to congratulate the students and staff of district 146 for a great school year. We hope everybody enjoys some well-deserved rest and relaxation. I also want to thank the ad center and buildings of ground staff who are gearing up for big

projects over the summer as they look ahead to the fall. Today was the first day of that summer work. I always people always ask me what we do during the summer and I get to describe that the nature of the work changes substantially and that there's very little staff and no students on campus. So we have to do all of the purchasing, all of the hiring, reconsider curricular items, programming. Matt has the task of refreshing everything that isn't broken and repairing everything that is and some major projects the last several summers in a row. Um keeping the buildings in good repair and state-of-the-art. Um same goes for Vern. You'll hear a bit from him later in this report. Um today was the first day of summer. It's a different the nature of the work is

quite different but we are quite busy. I want to congratulate the eighth grade girls track team who won the Swick tournament. They celebrated at Central, did a walk of champions through the halls of Central, which is always a delight. Congratulations, girls. Um, Kelly, would you like to tell us a bit about ESY? >> Sure. The right now we're preparing to host our summer special education program, which is referred to officially as extended school year. We are going to have approximately 62 students attending, ages pre-K through 7. the though the these are students that are eligible for extended school year services through their IEPs. Um we want to just thank Fulton School. They host this program every summer which requires them to get their cleaning first. Um so they have to get all that in order

and and for Megan for opening up her building to us again. So thank you. >> Thanks, Kelly. Matt, you want to talk a little bit about those summer projects I alluded to earlier? >> Sure. Um the four large projects we have which the board approved um earlier uh this year are the renovation of the bathrooms at CMS and uh we're getting a new main office reception desk. Um we're also doing some upgrades on our building automation system for HVAC um at CMS. Um the renovation started today. They started demoing the bathrooms. Um the building automation upgrades will begin in late July and then we have crews and fear getting um some roof restoration done. Uh we have our construction meeting Wednesday and they're going to begin later this week on that project. And at Fulton

we're replacing seven hot water domestic hot water heaters. Um we were hoping to have that done by now but the the materials came in in early May. So, we decided to hold off to avoid disrupting um any of the education that's going on. So, that's beginning June 11th. >> Thanks, Matt. Vern, let's talk about tech. >> Yeah, for our tech updates, um our our biggest project each summer is is always getting the iPads prepared for the next school year. And just so you know, we we typically have students keep the same iPad for three years, so it rolls up with them to the next grade level. Um, and then after the three years, either it's getting repurposed to another grade level or it's getting recycled at that point. Uh, because we try to get at

least six years life out of them total over that time. Um, so we have that that project. Then we're also uh getting Chromebooks ready uh for them just making sure everything's they're in good condition and get them uh refreshed. Get put a new image on them. But it just in all we're touching about 5,000 devices over the summer and so it takes quite a bit of manpower there for that. And then um a separate project we're doing this summer um so you know the ultra short throw we have in the room here. Um most of those are getting 11 and 12 years old and so we're replacing them with another ultra short throw but it's an interactive one. So uh teachers are really liking that. Um we did the primary grades last summer. We're doing

intermediate grades this summer and then we'll do the um middle school the following summer and so kind of doing it in three three stages uh to make it more affordable and and to make it manageable and getting it done. And we're doing all of the labor in-house as far as uh removing and reinstalling. And then we're also doing a little bit of change with the the raceway and the and the wiring for that. Um then as always we we work alongside Matt's team. Uh when they clean a room they have to take everything out and so we try and make sure that um printers, document cameras, the carts are all boxed up and and easy to easy to move out and typically we get them out of their way and then and that makes it

easier for his crew to then to be cleaning in the rooms. So that's our summer. >> Thanks. And Jeff, I always say our summers are busier than the school year. So with when it comes to the work. So >> that's a fact. Thanks very uh Carrie summer writing. >> Uh yes. So uh this summer that there are a bunch of instructional teams that who are going to get together and they'll be writing integrated units for the new re with the new resource CKLA. Um, I've also had some teams express interest in um, writing units for uh, music, art, STEM, and advisory as well. Um, and we want to keep the focus on having some more support for writing skills across uh, all the subject areas really. So, >> thanks J. >> Busy. >> I have

two condolences this month. Ruth Anne Smith's husband, Mike Smith, passed away. Ruth Anne was a teacher at Central for many, many years. Uh sadly Ruth Anne passed in 2018. Uh I knew Mike. I hired Mike as a principal um back in my stagger days and uh always enjoyed that I had the connection of Ruth Anne with him and then that was refreshed when I came back here and got to spend time with Ruth Anne again. You'll you can see um Ruth Anne's memory up on the district wall of fame. Another sad one, Joel Hopman's wife uh Susie passed away. Um, I knew Joel when I was here the first time. He was a PE teacher at Central and uh, not just a great man, a great PE teacher, but um, really I was a very,

very young man when I was here the first time. And if you could get Joel talking about his wife Susie, his whole uh, his whole posture changed, his face lit up, and uh, he would talk about his Suzie all day long. So, he's lost his sweet Suzanne um recently. So, uh we want to keep uh the Hopman's family and uh the Smith's family uh in our thoughts this month. Celebrations. Congratulations to the Central class of 2026. That was a nice ceremony Don and his team put on. We wish them continued success as they begin the next chapter of their journey. And congratulations to this year's retirees, Barb Doyle, Wendy Wartell, Renee Benadetto, Karen Marquott, and Cindy Chore. We wish them all the best. That's all I have for the superintendent's report. >> Thank you. For

citizens request to address the board. No citizens. Let's move on to union reports. on Friday as everyone was looking for the most parts. >> Thank you. >> Same thing with the DSP union. And then of course we do have a contract. You guys will be discussing it later. So >> thank you. All right. All right, we'll move on to action items. Is there a motion for the consent agenda? >> I move that the board of education approves the consent agenda item. 6.1, approval of minutes. 6.2, approval of six-month review of close session minutes. 6.3, approval of close session minutes. 6.4, approval of destruction of close session tapes. 6.5, the approval of financial items. And 6.6, approval of the personnel items as presented. >> Is there a second? >> I second. >> Any discussion? Secretary, call

the role, please. >> Schmidt, >> yes. >> Boehner, >> yes. >> Casper, >> yes. >> Dunlap, >> yes. >> Cameron, yes. Lloyd, >> yes. >> Barry, >> yes. 6.7, approval of the administrator contract and appointment of Julie Russell as principal of Memorial School for fiscal year 27. >> Yes. When Dr. Tazar mentioned that he had um an outstanding opportunity in another district. I was immediately uh delighted for him and also uh anxious about the short time frame that we had to find a replacement. You know, you want your new principal to hit the ground running on July 1st. And there's um a s a principal that's going to be here all three months during the summer has quite a bit uh of undertaking to do. when you have a new principal, they have to do

it in two. So, um, you want to be ready on July 1. I was fortunate and delighted to see that Julie Russell threw her hat in the ring. Um, I'm going to get to her bio in a second, but it includes um, the past 25 years on staff at District 146. Um, a good number of them as acting principal. So, um, she's already been around that block, so to speak. So we did a a quick search, an e expedited search. However, we had all of the key components including a desired principal profile and um a search team from mental uh from memorial staff. It was a good cross-section of the faculty and staff there. Um and we had a good number of qualified applicants. I was delighted to see that. So, we had an opportunity

to consider a good number of folks for this position. Um, it was clear by the end of the selection process that um that Julie was the right the right candidate. We welcome Julie here tonight. I'd like to read quickly her bio. Julie Russell has dedicated 30 years to education, the last 25 at Memorial School. Mrs. Russell's experience includes classroom teaching, math intervention, and acting principal duties. She consistently provides essential support to students and staff at all grade levels. Throughout her career, Mrs. Russell has demonstrated a deep commitment to fostering a positive student centered learning environment, prioritizing high expectations, strong relationships, and continuous growth. She looks forward to continuing and enhancing Memorial's culture, ensuring that all students, staff, and families feel valued, supported, and connected. Mrs. Russell holds a bachelor's degree in elementary education, a master's

degree in curriculum instruction, and a master's degree in education administration. She lives in Palis Park with her husband. Enjoys traveling with her family, including her three grown children who live out of state, floating in her pool with a good book. You got a couple weeks to do that, Julie. And then we're going to make you very busy, uh, watching sports and puzzling. So, it's my pleasure to introduce to the board Julie Russell. ALL RIGHT. THANK YOU. WELCOME. WELL, I get that's silly to say you've been here for so long, but >> welcome in your new role. Moving on to 6.8. >> Let's go. You should probably >> I already said I said welcome in your new role. I'm so sorry. >> Can I have a motion, please? I move that the board of education approve

the administrator contract and the appointment of Julie Russell as principal of Memorial School for fiscal year 2027 as presented. >> Any discussion? >> Secretary, call the role, please. >> Schmidt, >> yes. >> Boehner, >> yes. >> Casper, >> yes. >> Dunlap, >> yes. >> Hamen, yes. Lloyd, >> yes. >> Barry, >> yes. >> Yeah, we should clap for now. WE SHOULD All right. 6.8, approval of five-year collective bargaining agreement with Park. >> We're on quite a roll. As uh Karen mentioned during her union report, we have wrapped negotiations with the ESP union. Um it was a I thought a delightful experience. Um we moved quickly through a large number of items. Um, and I'm confident that it is a good agreement and as Karen mentioned in her union report, um, she has the support of

her membership as well. So, I'm recommending that the board approve that five-year collective bargaining agreement tonight. >> Can I have a motion? I move that the board of education approve the 5-year collective bargaining agreement with the Tinley Park ESP Council AFT Local 604 for fiscal year 2026 to 2031 as presented. >> I'll second. >> Any discussion? >> Secretary, call the role. >> Schmidt, >> yes. >> Boehner, >> yes. >> Casper, >> yes. >> Dunlap, >> yes. >> Hammerick, yes. Lloyd, >> yes. >> Barry, >> yes. >> All right. 6.9 Approval of non-union educational support staff salary increase. >> This is customary. I'm recommending that our classified staff that are not uh in the union. Um I'm sorry. Uh excuse me. Let me start over. Our classified staff that are not in the union need raises.

we wait to ask for their raises until after we've settled uh the collective bargaining agreement. And uh therefore, I'm recommending a 6% uh increase for our non-UN classified staff for fiscal year 27. >> Is there a motion? >> I move that the board of education approve salary increases of 6% for classified non-union educational support personnel for fiscal year 2027. >> Is there a second? Second. >> Any discussion? >> Secretary, call the role, please. >> Schmidt, >> yes. >> Bner, >> yes. >> Gasper, >> yes. >> Dunlap, >> yes. >> Hammerick, yes. The board needs to approve our application before it's submitted. Um, this application was written and included as an information item at the regular May meeting. There have been no changes to that application since and I'm recommending that you approve it tonight and we will submit it in the wake of your approval. Is there a motion? >> I move that the board

of education approve the consolidated district plan for fiscal year 2027 as presented. >> Is there a second? >> Second. Any discussion?
