conference will now be recorded. >> All right, I'll call this meeting to order. Uh I'm Mike Zigler, chair. I guess we'll go around. I guess we can do internet first since I'm internet. Uh Tonnie, Alex, and Josh >> trustee. Josh Kryless trustee. >> Well, looks like Tessa just showed up. So, yeah, if you could introduce yourself. >> Sometimes it takes a little bit to get the >> Okay, we can go around the room and come back. >> Bo, vice chair. >> Frank, trustee Stephanie, superintendent. >> Can you hear us? Okay, >> I can. Yep. Tessa Hopper, trustee. >> Uh, I guess with that, is there any public comment with something not on the agenda? >> No one here. >> Okay, that takes us to action items. Action item A, resignation, uh, Phil Hedrickk, declare trustee

seat vacant. >> Uh, yeah. So, uh, no, it's right there. Bill resigned his positions as I'm sure most people would understand why. And so, um, with that resignation, you guys need to declare the trustee seat, um, vacant. That's the first step. And then we'll go into the next step after that. [clears throat] >> Is there any questions on that? What we have to do? >> We don't have to accept his or we're not accepting it as an action item. I mean we can accept his designation and declare it >> in one motion >> declaring it as that [snorts] >> I guess um I'll make the motion that regretfully to accept his recommendation and declare his seat vacant. >> I'll second. >> It's been moved and seconded. Any further discussion or public comment? If not, all

in favor say I. >> I. >> Any opposed? Motion carries. That [snorts] takes us to action item B, update elementary and high school trustee election information. >> Yeah. So, you can see I kind of crossed off the high school part of it um in the trying to get this done quickly so we could get the 48 hour notice in. Um um I put down what I thought and then realized it was only the elementary. So, um I just crossed that part off, but so if you read the document when I did get that link, um you might have been wondering about the high school, but the high school one stays the same. If you remember in December, we needed to come and um and go you know, you guys made the motion to um to

run the trustees election along with the general levies. Um and so none of that changes. Uh we did them separately, the elementary and high school. Usually we've done them together, but they've now told us we need to do it separate. So um we did that. So this one is just updating the elementary one, which is Phil's seat. And you can see that update on there. And so once this is updated, Jackie will get this to Shirley and get that all done. And so then that will be able to be on the ballot. We thought we had a little bit more time um with this. And this wasn't going to come on today, but because of the sewer issue, which we're going to get into in a second, um once we looked at the dates and

stuff, it made way more sense to just tag this on to this meeting um so that we could get it sooner to Shirley at the county so they could get it on the ballot. Um, and people who would want to go for that seat would be uh February, >> February 9th. So, it gives those people time if they want to go for it to get an application in before February 9th. It's only a one-year term because Bill was completing a two-year term for um I can't remember what her name was now that >> Emily. So, this person Bill only put in one year. So, this person will complete that last year if they get in and then they'll have to run again next year for the full three-year term if they want. >> So, so

we know anybody get the word out. Um, but you guys are just updating that so we can get that to Sherley at the county to get that on the ballot. Any questions? >> Okay. Well, if not, uh, that takes us to action item. Oh, we have to vote on that, don't we? Or move and second. >> Yeah, >> I'll I'll move that we update the elementary election information. >> I'll second. >> Okay, it's been moved and seconded. Any public comment or further discussion required? If not, all in favor say I. >> I. >> Any opposed? Motion carries. That takes us to action item number C, DCHS sewer issue, approval to proceed with bid process. >> Yeah. And this one's a little bit different. If you remember, the new agenda came out. So, we updated that

um agenda to declare the emergency. So, when we tried to get the 48 hour notice, um we were still uh we were trying to get legal's opinion on this. Um, we knew that if we couldn't deem it as an emergency, we had to go out for bid. Um, but they came after we got the agenda out and said, "No, in this situation, you can um declare this an emergency and get going." Um, doing the traditional bid, we would be going through the whole bid process and it's going to take a while. We have eight bathrooms that are out right now. And so, um, our students are having to travel down, um, to either the C, uh, what's A-wing, always get the wings miss mixed up. A-wing, which is the the shop and art room, you

know, there, which there's not a whole lot of bathrooms there, or they have to come all the way back down to the um the community bathrooms down here by the gymnasium. And so I mean if you think about basically our high schools sits on about a whole city block and so I mean they're walking all the way about a city block just to go to the bathroom. And so the sooner we get this done the better. And so legal told us that because it fits the definition of that we can go. So um and then I said hey this is what's happened. We've already noticed it. You know how do we do it? And they just said no on an emergency you don't have to necessarily give all that's gone. So the nice thing is

we did give like 48 hour notice still because people knew that we were still going to be talking about the sewer. But um you can see in the what's written there um is is all the different reasons why um we are um doing this. So, the first step is you guys declaring the emergency to hold the meeting without adequate notice, even though it kind of was still 48 hours, but we're just going to be on the safe side and do this part of it because I did change the agenda. Um, it was a little bit more than 24 hours. So, um, so I feel like we still need to do this step. So, first step is just declaring it emergency um because it does fit fit the MCA 23 322 and uh allowing us to

get moving on this thing so we can get it fixed and get some bathrooms back up for students. Any questions? Well, if not, we need a motion in a second. >> I'll motion to declare this sewer an emergency. >> I'll second it. >> Okay, it's been moved and seconded. Any further discussion or public comment? If not, all in favor say I. >> I. I. [clears throat] >> Any opposed? Motion carries. That takes us to action item D. Declare emergency for purposes of authorizing the repairs of DCHS sewer. And so this just kind of uh fits into what we were already saying. um eight bathrooms trying to, you know, figure this out. Unfortunately, we I I would hate to say that we're getting pros at this, but uh um it doesn't take me as long to

get things prepared because we've already kind of been down this road before. Um the last one was in the high school as well. You remember um that we did in I think we declared that emergency in March of last year. And so some of our newer board members would have been part of that piece of it. But um but um but basically how how this works is when it's declared emergency, it allows us to not have to go out to bid um like a normal um project allows us to get going to get back in service. And that's a big thing right now. Um and and so the big thing is is going to be and I'll turn it over to red a little bit to kind of correct some of the things I'm saying

or add on. But um we're gonna work on trying to get the C ba C-wing bathrooms done first. Um that'll give us four more bathrooms and then start going um onto the B-wing and and start doing that. But all of it needs to be fixed. Um costwise, you know, R's been doing a lot of work on that and it's going to look like it's going to be around uh $250,000 is what it's looking like right now. Um it's hard to get exact numbers because once they get in. So um that's what we're we're looking at. We have some um with the estimates that we had before with the last sewer project at the high school and we had to get the two loans. Remember, we I do not feel like we are going to need

to get loans this time, which is which is good. We still have a little bit of money uh left from the loans. We're still um finalizing all the invoices and everything. Um but we do think that we're going to have some leftover that we will um utilize for this as well and then use building reserve. Now, one of the things if you remember from when we went out for the bond, um we also went out for the building reserve and one of the things that we told the community that building reserve um you know was going to be for things like this. Um what's been happening is we've been you know having to have emergencies that were more than what we had in the building reserve which is why we've had to be use utilizing

loans um in our our district most districts now and um but in the plan for the building reserve and bond when we were having all those conversations we knew that our sewer infrastructure was getting old and we were going to have to do so we had it was there's so many um pipes under this building. Um it would be millions and millions of dollars to try to replace and so we knew that we were going to have to do this kind of in chunks. Um when we were going through the bond process, you know, Rhett and me were saying, "Hey, we need more." And then uh you know, coming to the board, the board tried to get us down to three. We were like, there's no way 3 million is going to work with everything

that needs to be done. So eventually that that ended where 8 million, but there was no way we could take care of the the sewer stuff with that 8 million. And so we knew that we were going to start using the building reserve money to start taking care of certain things. One of those we knew we were, you know, needing to replace was each wing bathrooms, right? We knew the bathrooms were going to eventually. And the BNC one was one of the ones that we knew we were going to need to start um um working on. Um it wasn't to the point where it is now where we're having to be in an emergency, but um we knew that we were going to. So we we've already somewhat planned for this. We didn't plan for

this emergency obviously, but we knew that we were going in in asking the community for the building reserve. um that was part of what we were going to be doing was um sewer um related things. Um and so so we we do feel uh pretty confident at this point with where we're at with the preliminary conversations and stuff that we've had that we are going to be able to pay for this with our building reserve um levy and then the rest of the loan that we um had for the last sewer project. So uh what did I miss, Rat? Uh, no. I think that sums everything up. Um, yeah, really well. You know, the only thing I'd add with the emergency process versus the standard bid process, we most likely will be finishing up this

project, doing the emergency route. Um, compared to we probably just be signed contracts if we had to go to bid route. So if we had to go to bed out um you know we'd be probably finishing the project right about time school got out and so we'd have to basically go the whole rest of the year without um bathrooms and it is a long ways for I mean students and staff to try to and then it overloads the [clears throat] existing bathrooms that we have and puts a lot more wear and tear on them um things like that. So, we should be able to finish up um this within I'm thinking just over 30 days and be able to have the bathrooms up and running again for for all the students which still has quite

a bit of the school year left. So, it'll really be only impacted for a month or more without having close access to bathroom. So, >> any questions? And I guess I would also add it's my personal feeling that going out to bid would have made it cost more because we had to have bid documents drawn up and all that and timing and attorneys. [clears throat] >> Well, you had cost before. >> Yeah. And and the competition wouldn't have increased because the lack of plumbers in the region. So, >> we sure could use another plumber. >> I'm glad this isn't quite the scale of last summer's. >> Yeah. And I mean, you know, just just to be clear too, this is basically going to be so that if everybody knows what B and C wing are

at the school, it's the two wings that fade that point out towards the middle avenue. So the to the west like where Kendrick is, it doesn't tie on that far up, but that's the uphill side. The main hallway is the the end of the uphill side and it goes downhill towards Merill. So, the bathrooms are at the downhill end of each one of those wing sewer lines, but it's got the most um impact obviously because it's all the toilets and everything. Everything uphill, there's no toilets or bathrooms. It's just all sinks and everything uphill from it. C- wing, there's actually nothing uphill from the bathrooms. B-wing, there's um all the chemistry and and uh science wing sinks are uphill, but they're just sinking. So, we're not fixing that. So, if if uh you know somebody

comes back and says, "Well, I thought you fixed that." Well, that is would be fixing that would be twice the price or more than fixing the bathrooms. So, anyway, from the bathrooms west will all be new as much new water line as we can reach and as much new sewer line as we can reach. Hopefully, it goes underneath slap on the concrete and everything. But um getting from those those bathrooms and obviously the sewer line all the way to the uh sewer lane outside the building. So um we've came it all and taking inventory of everything and all that will be included. So um which the chemistry lap sinks and stuff with the infrastructure better at the bottom end of things. it won't be backing up into those areas because all of the infrastructure of

the big collection is going to be replaced. So, basically what your motion is going to be doing is authorizing us to get going and get this thing done to the best of our abilities. Make the motion that we declare the emergency to authorize the repairs of the sewer system issues. >> I'll second. >> It's been moved and seconded. Any further discussion or public comment? If not, all in favor say I. >> I. Hi. >> Any opposed? Motion carries. And with that, uh, I'll adjourn the meeting. Thanks. Thanks for coming everybody. >> Thanks everyone. [snorts] >> [sighs] >> Thanks.
