001This meeting starts pledge. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Notice of meeting being recorded. This meeting of school board of trustees committee of the board of trustees or committee subject to the open meeting law is being recorded in accordance with sections 2-2-3012-3-2022-3-203 and 2-3-214 MCA. All members of the board, committee, staff, and public in attendance are advised that the public portions of the meeting will be recorded in both an audio and video format. Cameras and recording devices are placed throughout the meeting room to complete these recordings. Everyone in attendance is reminded to the honor the basic rules of decorum during the meeting and guidance associated with providing public comment

002as stated in policy 1420F. By remaining in the meeting, those present consent to being recorded and displayed in the footage that will be posted on the school district's website. Get my right papers. Public input comments must be non-aggenda items related to topics under the jurisdiction. Oops. Let's do some uh recognition of visitors. Everybody sign in. Not afraid to admit I make a mistake once in a while. >> You could have just kept rolling. >> Good job, Kyle. >> Uh public input comments must be non-aggenda items and related to topics under the jurisdiction of Malta School District. The board of trustees is committed to transparency on agenda items, compliance with the law, respect for privacy, and serving the best interest of our students. That being said, Montana law guarantees both the public's right to the to

003know and the individual's right to privacy. The board must balance both. Because of these legal requirements, the board does not respond to public comment. Is there any public input? Hearing none. Uh, consent agenda. Motion to approve the consent agenda. >> Make a motion to approve the consent agenda. >> A motion from Katie Brown. I don't even have to say that anymore. >> I know. >> Katie. >> Oh, you don't have to acknowledge it. >> Do I have a second? >> Second from James. Is there any public discussion? >> First the board. >> Oh, board first. Any board? Any board discussion? >> You guys have any questions about the bills or anything like that? >> Is there any public discussion? All those in favor say I. >> I. All those opposed, same sign. Motion carries. Strategic

004plan agenda items. >> Who's that? That's >> uh purchase of a replacement bus. So, we have transportation um has met um and we're looking to or consider replacement of the two uh 2017 Chevy Trans Tech road bus um which is having some consistent issues. Um it has been obsoleted and will be offered for sale on on the online auction. If it does not sell, we'll just trade it in. Um, we are a replacement cost is somewhere in the realm of $120,000. So, I'm asking for a move to purchase the route bus to replace the 2017 Chevy Transer was before we had quotes. I have quotes. >> Oh, you do have quotes now? >> Okay. Thank you. >> You know, I have one at 108 and they give us 10,000 trade in. Another one for 111

005and they weren't sure on trade in yet. >> So, I got to make sure we compare apples to apples and make sure they're same thing. >> Was that when that trade in was more than what you thought it was maybe? >> Yeah, that's be I think better for what it is. >> Worst thing about these buses is they're for nothing. What could we get for it on the online auction? What are we asking for? >> Oh, it's the highest bid. >> Is there >> Well, there's going to be there will be a minimum bid. Yeah. >> Yeah. >> But we don't have that. >> Yeah. I would talk with Carter about that, too. >> Probably nobody would pay 10,000, would they? >> Yeah. I don't know. We have that. >> Yeah, that's >> But it's

006obsoleted. So, we can do either way with it. >> And the funding is there because it's in the bus depreciation or transportation. We just haven't decided much on it yet. >> We was going to do it last year, but we thought it would fit better in this year's budget. >> And that funding can only be used for >> buses. Yes. Okay, >> good to know. >> Yep, it actually is kind of neat the way it works. [snorts] [clears throat] So what what would it say though because up to 120, right? >> Okay. >> Um we don't have to decide what it's coming out of though. um which you really don't I I mean I would probably go ahead and take it out of bust appreciation but if we get to the you know end of

007next year and there's a problem then I would transfer it recode it. >> Was there anything else we talked about in there Kyle and why >> this is replacing the one that goes to Lorie? We have two of the transsects, both from 17. They're both appreciated off when I went to you. I wanted both replaced, but we decided on one. So, eventually the other one will need to be replaced as well, >> right? >> Cuz it has 140,000 miles on it, about 90,000, >> so they're not fully depreciated because they can depreciate 150%. So, they're not quite there yet. But, >> but this is the one we have. This is a Yeah. Okay. >> But it is going to be put to use next year, right? Okay. >> This one would go on the lower.

008Okay. >> So, we need a motion to >> Can I ask something else? How many kids ride the lowering bus? >> We have that all. >> Is it a lot or >> Yeah. Yeah, it's too many for too many. Okay, that's what I was wondering. But there's more than that eligible riders. >> Yeah, I want to say there's 17 eligible or something like that. >> Okay. >> And how many are actually riding? >> Like 12. >> About 12. >> But you got to have a bus. >> You have to have all just in case >> cuz they can choose at any time to get on, >> right? And the one we're purchas is is a 32 passengers, but they configured now. The other one was a 28. So let's see how they figured it. So

009that's the next sign up from a 14 to basically passenger. >> We need a motion to approve it. I make a motion to um move forward on purchasing a new rout for up to 12,000. I have a motion from Katie. I have second. >> I'll second it. Is there any more board discussion? [snorts] Any public discussion? All those in favor say I. >> I. All those opposed. Same sign. >> Okay. >> On the initial question in favor of >> Yeah. Okay. Gotcha. We didn't hear you speak that. Motion carries. uh discussion of open. >> So just yeah the the open positions that we're currently uh seeking right now are social studies teacher, band teacher, a middle school elective teacher, [clears throat] a pair professional, and two bus drivers and a playground aid. So those are

010what we're seeking people for at It's not just information. >> Committee reports. None. No meetings. Administrative reports. >> Transportation's first on my packet. >> First, >> you are. >> Yes, you are. Um, I didn't have anything in there as far as what's um, maintenance- wise on buses. Actually, we're I mean I nothing really happened in the last month that we had to do anything to, but I do have a list of stuff that I'll be starting um through the summer to kind of get everything back into condition. Cleaning is probably the biggest thing of some of them. over. Um I'd say the routes are fairly dirty in size. I'm not too pleased on that, but it's going to take a little bit shaped up. Um, I've been working on 20 26 27 bus routes with

011the forms that come back from weather or through that a little bit confusing and some people turn in forms that are either in town or out of district or their address is south of Dodson or so >> those have to be tweaked. But I mean >> really the routes are probably not going to change from what they have been. There might be some extra pickups in between, but the total I believe the total mileage is probably going to stay about the same on all the way around. So, um, we'll kind of finalize those off and we'll approve them in before the county transportation meeting sometime in. So, the next board meeting wants to approve before the coming transportation meeting. So, um, I'm working on trying to schedule for range days, which is becoming more of

012a challenge because one of our drivers backed out on me because the transit pays him more. So, he's going to go drive for them instead of for us. So, hopefully I can I've been begging and pleading all the ones that I know that can drive and and I have one and a half drivers right now. So, um, and then he I would like to have two and a half is what I need. two for for the Tuesday and and one and a half for the Wednesday basically. But it might be a scramble, but of course their numbers for their riders are not concrete cuz they have no idea they're going to show up. So I have to prepare for this many riders and not knowing and hopefully [snorts] get them all [clears throat] in one

013bus. That'd be great. So that's a wrap. So any questions? >> So we'll need to schedule transportation again. Yes, we will [clears throat] >> get our >> once we get the committees assigned tonight. >> Cool. Thank you. >> Unless you're not doing middle school. >> Get up there. [laughter] >> Yes, you are. >> Um I don't really have much to report. Uh there's the I Ready stuff. We had talked about that that last board meeting and I think we are going to get a refund. So I'm just waiting for that. Good job. >> So that's exciting. And then I did get a discount on shipping for the other two. So trying to save us some money. But uh yeah, I don't really have much to report besides that and everything else online. And you guys

014have >> That's awesome. >> Thank you. >> You're welcome. Oh, and we do have an applicant for that middle school job. middle school electives. >> Oh, yeah. >> Multi school. >> Thanks, Marty. >> All right. Good evening. What's that? >> Oh, this looks serious. >> Just can't see. >> Um, we're still at this point. Um, student scheduling is kind of the thing that's hanging out there for me yet this summer. Um, and we're kind of stuck in the limbo until we have some definitive answers one way or the other when it comes to some of our openings. Um, like Marty said, we do have an applicant for middle school electives, but of course, we're still waiting on band and social studies. And I would say that at this point in time, it's it's not a

015not a positive thing to still be looking for teachers at this point in time of the year. usually in um I want to say that I believe our custodians in this building especially I don't know about the elementary haven't been down there but the the custodians in this building are doing a great job before the summer they're knocking things out pretty quick um they're getting through that end of the hallway down that end of the building is is going to be done here in short order um which is very very quick and very fast so we appreciate that um the gym floor is scheduled to start um having corrections or fixes to the damage done by the water from last summer starting the third week of June. Um and so that is going to be

016taken care of through insurance, but that'll be happening at that point to correct those problems that were caused by that. Um I'll be going to the delegate assembly tomorrow morning in Helena for the next two days which is the um meeting that's done all the different agent uh all the different groups that are under the umbrella of school administrators of Montana meet um and give direction as far as legislative policy for the upcoming session. They help define what are the positions that the school administrators are going to take. on are the different groups that represent school groups. What what what they're going to take for positions on different legislative issues, if there's things that they want to uh actually try to get a legis like try to initiate legislation, things are going to support, things

017are going to oppose, things like that. So, I'll be there to help um formulate that for the next two days. So, I'm looking forward to that opportunity. I've done it once before and it's very uh very informative, very educational, and it's a it's a fun experience. Um, we'll get to Handbooks in a little bit, but you're going to notice in there that um, we did some things. There's some pretty significant changes for things when it comes to attendance policies. And really, I just wanted to call your attention to kind of the summary of what our attendance breakdown was that was included on that report. Um, that was for just this last year. So, you can see the number of students that were considered chronically absent. Um, chronically absent is 10% of the school days or

018more that you miss. And so with a 153 day calendar, it's just a whisker over 15 days is considered chronically absent. Um, so you can see the percentages there by by school as well as by grade. And then you can see the one the group next to it, the percentage of students who miss 10 or more days of school. And then the average days missed per student. So hats off to Mrs. land with like middle school won all three of those. So, [clears throat] hats off to her. Um, like most schools, believe it or not, looking at that, we're actually below the state average. Um, at least the last time the state published their state average, we're below it, which is good that we're below it. It's bad that that's how high the state average

019is. Um, and it's a nationwide trend. It's not just a Malta issue. It's not just a Montana issue. It is a nationwide trend issue. Um, it was getting bad before CO CO threw gasoline onto it and it has never really come back down. It's improved a little bit, but it hasn't gone back to pre-COVID levels. Um, we're still a little elevated from precoid. Not too high above it, but we're still elevated of that. And so that's why there's as much attention in the handbook dealing with attendance as what I have in there. Just to give you kind of a little bit of explanation as to why that is. Um, it is an issue certainly. Um, yeah, if I thought I had answers for it, I would be up here shouting from the rooftops. One last

020thing I want to point out to you is that, um, you may have seen on the on the social media that we are looking at doing a kind of a revamp of our website. kind of a freshening of the appeal, of the look, moving some things around, trying to get as much information as we can on the homepage you land on without having to scroll anywhere because people don't scroll. Um, they don't even really want to click, honestly. But um so if there's anything that you have had um kind of a desire or something that you've seen on our web page that you'd like to see changed or moved around or whatever it may be, please let me know. We're going to be doing that here in the next really the next month or so.

021So if there's something that you'd like to see moved or included or made easier to find or anything like that, just please let me know and I'll put that in the uh bank of ideas questions. All right. >> Okay. [snorts] So, uh, elementary [clears throat] summer school is in full swing. Um, they had, uh, 20 students K K through four attending. Does that increase by any chance? Is that stinking? >> That was the other day when I said, "Hey, how many kids are coming to summer school?" So, I can put this in a >> reload. So, about 20. So, that's that's good numbers. Yeah. >> Uh Cali Ruml and Trinity Young are teaching it once again this year. Uh after school summer programs has started as well and they run uh on the same day

022as school does. Uh they have 13 to 18 students typically. >> Abby graduate. >> We have 22 signed up. >> Oh 22 now. Okay. >> Okay. >> Um Abby Weebi, April O, Jasmine Young, Ken Vite, and AJ Marcus are teaching during that time with that group. Uh students attend lessons for 15 or 50 minutes and are welcome to participate in STEM room activities for an additional 50 minutes. Uh summer maintenance has started with the room cleaning with Melissa thought and um Josh is is over there as well. Um uh Kelly Raml and Trinidad Young will begin painting. Was it this week you paint it? >> Yeah. Did um I tried to put a picture on there. Was there a picture on there the other day? >> I didn't see one though. didn't come. Okay. >>

023So, they're painting the playground. I suppose the lines that were were covered up. >> Yeah. In that one spot where we have of the walking path, they have it now says start and there's like a they have like squiggly lines so that way kids can walk on that. That's what they have done. That's what they a picture I got the other day. >> And Melissa has started painting down there. >> So, >> awesome. >> She's been painting that all week. Okay. >> It looks really good. Uh last thing for the elementary is there's been a committee put together to do the student handbook. Mr. Art um is part of that committee and I believe we have a a done copy but we'll put that on >> done the other day. >> We'll have done that

024on the next meeting. Um so that's the elementary stuff. If there's anything else you want to add to that or is >> I think everything is okay though. >> I haven't done that much. So >> yeah, >> before you do your superintendent report, you want to let Jake and Ev have come? Yes, that's fine. Jake, you want to go next? >> Good evening. The last month I've been a little bit all over the state for tracking us for golf, a big sky for meetings. Um, just to give a quick summary of high school track and how it went at state. Thursday we got rained out which pushed the pole ball to Friday. Um Friday was beautiful until late in the afternoon started to rain. So then we got rain delay again pushing the 400 meter

025to Saturday morning. Um so really kudos to our our track kids at state for being able to push through some of those obstacles. Um, you got Denver Tus who became a second time state champion in shot putt and a state champion in the discus. And Dawson Hammond who placed second in the javelin, third in the 100 meter dash, third in the 400 meter dash, and fourth place in the 200 meter dash. Um, they broke many records all season long. Um, so I'm just I'm really I'm really proud of those two kids and the legacy that they uh they left on this high school, not only as a track athletes, but students um and they're two of our best. So, um just really proud of everything they did and the coaches that uh pushed them along

026the way and teachers as well. So, um that's kind of a summary of track with golf and feelings at Lake Hills. We had two boys golfing the premier group on the second day or the top golfers on the second day. We ended up with Rean Stewart in third place, Cruz Styles in seventh place, and Kylie Bishop ended up in 13th place. It's a bummer we didn't bring teams. Um, but overall, proud of those coaches uh and kids for their performance at state golf. We also have some summer camps coming up. EMTT volleyball camps June 18th, 19th, MT girls basketball camps June 22nd through 24th. It really should say Emma and Mustang is that's open to boys and girls. Um third grade to 7th grade, that'll be at 9:00 a.m. to 12:00 p.m. Track and field

027is also putting on a camp for the first time since I've been here. And I don't know if we've done it before, but that will be on June 29th uh at 8:00 a.m. till noon. Judging or I guess depending on when the floor floor guys are here and when they start working, we might have to push more than likely we'll probably have to push volleyball camp into the old gym. Um but we'll just see when they arrive when they get here. Football, we have some camps going on. Youth camp, grades uh 3 through 5 on Jul July 18th, 9:00 a.m. to 11:00. Middle school camp 6 through 8th, July 20th through 21st, 9:00 a.m. to 11:00 a.m. And a high school camp at July 20th through the 22nd at 6:00 p.m. and ending at 900

028p.m. Um, I also just submitted the MAC award so you guys could look at that. I know it's really small, but I tried to fit it all in one page guys. Um, so that's a lot of awards. That's not including letter winners. That's not including uh individual awards. So this this is just the awards that um got plaques for. And so it was it was fun. It was a lot of work that went into it. And I think everybody who worked so hard to make that successful, all the coaches for being there, all the kids um is another great awards banquet that we have. going into summer meetings. So, I was in Big Sky on uh Sunday through yesterday. I just got back. Um and there was some important topics that came up. And I

029guess if you have questions um on any of those, feel free to stop me and ask, but I'm just going to kind of go through these really quickly. Um so, with football, playoffs have been moved to Friday nights. Class B football move to a 12 team playoff from a 16. Um and then there's overall major discussion going on um with no action yet, but more than likely there'll be a proposal brought to the table in December in our winter meetings for an entire uh redesign from the ground up really for class C six-man all the way through double A football which um really it consists of getting rid of eightman football and and bringing nineman football into the mix and where Malta would f fall based on the enrollment. um who would fall in that

030category of nineman football. So just uh some that's for football. Neutral sight talk is also dived down. Um there was an ad from Manhattan that was pushing that really hard for the last 3 years or so. He's moved on. Um that conversation I guess for now has kind of moved on with him. Um that's been something that I've been adamantly opposed to. Cross country. We realigned our qualifying times with the rest of the classes, double A, A, uh, and C. We were the outliers. We had harder times than even double A. Um, it's just kind of an oversight, so we corrected that. Volleyball, we are talking about moving to a two-day divisional volleyball tournament. There's no major changes in cheer. Basketball, um, for class B, it's been moved to a 4-day tournament similar to divisionals.

031Uh there was also discussion about an east west super divisional tournament. Um we would fall into east if that is something that keep that we keep talking about. That probably will won't come around for another year or two I would imagine. Uh so as of right now divisionals will be hosted in Glasgow like it was planned. Uh wrestling bump the match limit from 50 to 55 and then we went split girls wrestling. um double A's on their own now. It used to be all class, so they're going their separate way and now we're just combined for AB and C. And then boys wrestling weight classes will all kind of shift around to different weights uh so that we fall in line with the NFHS weights across the nation. No really m there's no major track

032changes. And then with golf, we moved a divisional golf tournament. Um, it's a two-day tournament was supposed to happen this year. Um, for whatever reason, that wasn't brought to MHSA. Uh, somebody had dropped the ball, I guess. So, all the ads thought it was going to be a two-day tournament. It ended up being a one-day tournament. We have that fixed moving forward. And then just in general, there was discussion on realignment of the Northern B. um Fair View and Plenty Wood going out. That would cause what we're proposing and what looks like happening is at least Shinook will come over to replace them potentially um Rocky Boy as well as Cascade moves up into the 1B. And that's just to rebalance things so that um the 2B is qualifying just as many teams as the

0331B to the divisional tournament. Um, and yeah, with that also, um, I'm I'm happy to announce, I guess, that I've been put in place of some leadership leadership positions within class B. Uh, this this school year, I'll be the vice president of class B and then moving into 27 28, I will serve as the class B president and I will also be on the class B executive committee. So, I don't know what that actually entails yet. >> [laughter] >> So maybe not congratulations yet. >> I know residency from sales. Um so yeah, it'll be it'll be eye opening, but it should be fun and an honor to represent Malta. Um so yeah, that's the wrap-up for summer meetings. Open positions. We have head high school cheerleading, assistant high school cross country, middle school's girls basketball.

034I have applicants for all. two for cheerleading, one for high school cross country, and two for middle school girls basketball. Plan on finalizing uh my recommendations to the board in July for those positions. For the handbook changes, I really don't have uh any changes besides just some language on ejection policy that MHSA changed. It went from threeame suspension for spectators um to now two weeks. So, just to stay consistent with those changes, those are the only ones that I made to the activity plan book this year. And lastly, I ask that um when you guys review your budget and draft tonight u before you make the decision moving forward that you just take into account kind of the asks that I've had um for activities moving forward on increasing that budget to around $100,000. Any

035questions? Oh, one thing um which I thought was great when you were saying the summer camps, the track and field camp, they're doing that to raise funds, correct? >> Yes. >> Yeah. >> Track. >> Yep. >> Awesome. >> Okay. Thank you. >> Thanks. >> Evan, you're in. Yep. Um so my primary focus for June is deploying the uh um 16 Pro 14 laptops and docking stations for the selected staff members. I've got five of them deployed already. Um Shirley Simon, Ron Cross, go Amber Olsson, Colon Hley, and Terry Hunt. Um with the exception of following those staff members were had primary desktop computers that were roughly 9 to 13 years old and with the exception of Amber they were also have laptop computers pushing 6 years old. Um the laptops you guys currently have are

036repurposed uh from uh Barold Eric Christopherson Annal. So they're not performance computers, but they should be good for anything you guys need them with. So um and then uh also ordering three additional laptop and docking stations to uh for those people who are getting replaced coming into those positions. So Barb, Christopherson and Emma, it makes sense to starting off fresh new income people with new technology. So, got those ordered and then uh July or focus is primarily the Chromebook deployment. Um we have those 70 Chromebooks come in. Um and I kind of have a list here of of where they believe all 70 are going to be going to. Uh 17 to room 109. Uh 19 to uh Brian Bettton. Six room 600 wood shop. Uh five to the high school tutor room. Uh 15

037to the middle school tutor room 106. Um 4 to 31. And then 10 to uh June Tus in room um 121 at the elementary. uh those that are the oldest Chromebooks, try and get those out and get the new technology. In July, as well, I plan on uh redoing the wood shop network rack, which is in room 600, and the high school server. And I don't know, it's been years since those servers have been dusted. So, I'm going to probably in the middle of the night sometime power them down and take them outside and use air compressor, get the dust out of them and um try to prolong their life cuz I know they're already pushing 70 years old for the servers. But, uh smartboard requests the doc started asking for 75 in smartboard. Um

038this will replace the outdated one that he's having issues with. Um, something with the smartboards as well is uh when we before my time the smartboards that were purchased were kind of purchased halfhazardly and so we've got like six different brands of smartboards and five different uh software packages that I have to pull in every computer so that if a teacher wants to go into any room they have to use the appropriate software in order to stream to a smartboard. So, it's kind of a headache, but um moving forward is going with the Smart Technologies RX model uh smartboards, which are roughly double the cost of the smartboards previously been getting, but Smart Technologies is way better. They have greater customer support, uh easy access for teachers, the teacher resources. Um, their stuff lasts far

039longer than the smartboards that we currently have. Um, that's they're out. I think it makes sense for us to go. Um, doing some copier faxes as well. The one in the district office, the one next to Janna, the copier next to Jackie and Donna, and then we copier at the elementary. Um going to put a fax card in that so that they're able to do send and receive faxes because they have a standalone flex machine sitting off the side [clears throat] taking up space. So can make those multi,000 copers do a little extra work. So um having triangle come on Friday to relocate Jack in the district office as well. So should be good upgrade for those. faxing is still relevant because it's convenient. So, still got to keep support of that. Um, bus cameras,

040it's been a while. I've been bringing it up in the past board meetings, but finally got that Spencer Electric. I'm on their list. They're going to be coming out at some point here and installing the five uh bus bar cameras over there and we'll have to be trying to come out to relocate a jack in there as well. But have all the equipment just need to get somebody to come and install it. So, and then older camera system working on that as well. Um once I get the DVR, I'll put it in the closet and uh should be able to make those cameras work over there again as well. um working with Heather and then she Anderson on the gathering technology for the obsolete sale and then uh something that I'm looking into at some

041point here is uh uh replacing Hara with Goardian um might do that maybe next year sometime because it is a bit pricey but um something to do to have better transparency with what the students are seeing and better filtering better management software and stuff like that. So, any questions? >> Thank you. >> Very thorough as always. Thank you. >> Or you want me to go? >> You go. Yeah. >> Okay. Um, just a reminder to you guys, I'm going to be on vacation the 12th um, through the 15th and then I'll be in Billings for a mascot training on the 16th. So, I won't be back in the office until the 17th. Um, as far as uh, year end goes, I mean, we're we're basically on track. Um, on the last page where the cash

042balances are, um, we are currently I'm forecasting that we're out of budget authority, which is not abnormal for this time of year because there's always expenses that have been going to the general fund that need to be recoded. And um so I gave you guys a little bit of a down rundown of um things that I would u be recoding to try to get back into budget authority and if that number is smaller then I won't recode some things. Does that make sense? Um, I am going to have to fix the school food negative balance and I do have money in the general fund that's been designated for um, insurance. So, I'll recode their insurance from the school fund into the general fund. >> Has the um, has that gotten better? Are people paying more?

043Um, we still have some pretty big outstanding and I have had I've had to send one of my letters which is the letter before we that's basically threatening to send people to collections. >> So, um, but they're they do seem to be paying more on on time. I I think it's just our costs are going up. So, um, it's just there's just we just don't get enough money from the state and we may need to recon we may may need to consider increasing our our cost of meals because we haven't increased that for 3 years to my knowledge. So, we may have to talk about that as well. And I mean, Rhonda does an outstanding job of keeping costs down and stuff like that, but staff costs, our costs are more, insurance, you know, it's

044just there's just nothing to be done about it. You guys have any questions about the cash report or the um year-to- date budget versus actual? >> Okay. Thank you. Thank you. All right. So, districtwide, some major projects that are kind of in the works. The hot water heater over at the elementary, there's still uh uh Danny Paul got um tied up on some jobs, so he's not ready to do that. Hopefully in the next week that that hot water heater will um need to get [clears throat] replaced. I'll take the old one off, put new one in. Um, so we'll have to talk to summer school folks and let them know that that's going to happen at some point. Um, our Carl Perkins grant has been completed. Um, I don't think we we still haven't

045seen it if it's approved or not, but it's it's we've done our >> submitted it off to OPI. So, >> um, facility conditions assessment report. So, we got the final one, uh, for that for the elementary school. So that being said, as soon as committee assignments are made, a building committee meeting needs to be um scheduled so that that can be reviewed. And then uh at that meeting, you should also create the advisory committee. So who do you want from the community, teachers, etc. to be part of that advisory committee? So that's something that's coming up that needs to be addressed. Um I'd been reaching out to Hardland Mechanical quite often because as you know we had the airlock um issue at the elementary school. So there were about four classrooms give or take that

046would uh not have heat at certain point and we discovered it was airlock. So their fix was to just bleed the line of air. Um, but they want to have a new plumber come in. The plumber that did the original work uh under H Heartland Mechanical is no longer in business. So, they have to reach out and find another one um to actually tackle and you know answer as to why we're getting that airlock um in there. So, um those are really the main issues. Uh lastly, I just want to say thank you. Um, this obviously is my last board meeting. So, Heather, I'm going to say it the other thing. >> Rockets? Really? I know really. >> She worked with Rockets and I tease her as much as I can about that. But I

047want to thank you cuz you brought a huge value [clears throat] and experience to the district and you did an amazing job. >> I second that >> and I I can't say enough about you. So, I appreciate you so much. >> Um, let's see. Mr. But I know I was annoying for the last 3 years, [laughter] but I appreciate your leadership. Um, you're a great administrator. So, thank you. Uh, Marty, I'm excited for your administrative track. >> Like to leave me. >> I wasn't. >> I'm excited. [laughter] >> Well, you are going to take Kinsley. >> I am. No, I I'm excited uh from what I've seen from you as an administrator, I'm excited to see where you go from here. Um you're doing an awesome job as administrator. So, thank you. Thank you. >>

048Um board members, well, there's new board members, but you know, so but the past board members, existing board members, I sure do appreciate the support that I got from you. Um, I know it's not a great job all the time to be a board member, but you know, you have you have to deal with with things, but you've been supportive to me and I appreciate that. Um, make sure I'm not forgetting anybody. We have great teachers. Um, some teachers have to deal with me more than others. Um, uh, but we do have great teachers and I can't say enough about them as well. They do a great job. They're very dedicated to the students. Um, and we should be proud of of the teachers we have here. And lastly, I'd like to tell the community

049that I appreciate um being supported. I appreciated being welcomed for the last three years in this in this community. So, thank you. Thank you very much. [applause] Thank you. All right. appointment trustee. That's right. >> We're appoint trustee to open position. >> So one year appointment. >> So um when Jessica Oiler left that left us an open position. So uh the board is allowed to appoint someone to fill that position for one year. That position will then be [clears throat] on the ballot next year for the remainder of the term. in this instant one additional year. Then the following year it will be again on the ballot for full three-year term. Um we received one letter of interest and that was from Mr. Tyler Lulaf. Um and per policy we would need to um uh

050interview him. So if I could have you come up to the podium for podium for us. Um and as board has the uh agenda there. So they also see his letter that he shared with us. Um, and then there's a list of questions there. Um, I asked that each board member take a question just to ask Mr. question. So, thank you. I didn't mean to put you on the spot. [clears throat] >> Ready? >> I am. >> Okay. [laughter] >> What interests you about serving on the board of trustees? >> I just wanted to help the community any way I can and this is one way I thought I could do it. Thank you. >> What strengths or experiences would you bring to the board? >> What experiences would I bring? Um, well, I'm a

051rancher. I mean, that's most of my experience in life. That's where I've been. Uh, went to school in Malta. I was a part of 48 clubs and played sports here in Malta. >> I'm not sure. Is there a specific specific experience that you're looking for? >> No. >> Thank you. >> Um, how do you think the board can best support students, staff, and the community? >> That's an question. and tell whatever you person [laughter] >> um I don't know I had a great group of teachers and when I was a kid like all the way through and um I think that just keeping the ball rolling and doing what we're doing is what we need to do. How would you approach working with fellow trustees when opinions differ? >> I would express my honest opinion

052and we move forward from that. >> And I drew the short straw, so I got to ask another question. >> Is there anything else you'd like us to know about your interest in serving the district? >> Um, no. I don't have any special. Okay, thank you. >> Okay, we're recommending appointees for the next motion. Yep. >> Make a motion. We need to make a motion to approve appoint Tyler Lula board of trustees for the next board of till until the next board of trustees election. Have a motion >> on motion to appoint Tyler Lulu for the remainder of this term. >> No. >> This year >> for one year. >> One year. >> Okay. >> Until the election on May 27th. >> Yeah. >> Have a motion from Julie to have a second. >> I'll

053second. Sorry. >> Second from Katie. Is there any more board discussion? Any public discussion? All those in favor say I. >> I. >> All those opposed, same sign. Motion carries. >> You're in. >> We swear you in. >> Do you have paperwork? >> Yep. >> Cost you. So you need to come up. >> Raise your right hand. >> You got to repeat after me. I do solemnly swear or affirm >> I do solemnly >> that I will support, protect, and defend the Constitution of the United States. protect and defend the Constitution of the United States >> and the Constitution of the State of Montana >> and that I will discharge the duties of my office with fidelity. >> I will discharge the duties of my office >> office with fidelity. >> So help me God.

054There we go. Welcome. >> [applause] >> So, we need to have come and notoriize your >> Y and then show another book, too. Y she's she's accept My question is welcome. If you want to go ahead >> [clears throat] >> Next. >> Ready. >> All right. >> Lori call agreement. >> All right. So the J1 visa teacher um sorry Annalin Carlos uh is has her visa uh already. She was approved. She's got one more interview um until she's good to go and so they're thinking she'll be in Malta actually by the end of June sometime. Uh the colony has already signed a bill agreement that is attached and purch or wrote a check for the amount of the visa process. So everything there is covered. Um just move to approve the Lauren Colony agreement for

0552027. >> So is there a possibility that she won't get approved? What happens if >> it sounds like she has her interview? >> She has one more hurdle. >> So she has one more interview. >> Um but it's been very smooth so far. So what happens if we sign this agreement and she doesn't get in? Are we still liable? We still have to find >> then we still have to try and find. Now I want to remind you guys that this agreement also refers to a par professional. So, you know, have to try and you know what I'm saying? And we're not >> We could send a PAR >> which has been done in the past, >> but still finding someone to do it, >> but we would still be committed to having someone out

056of the colony school. >> Yes. >> So, is this um a possibility to push this off and table this until July? >> We can't because she's come she she'll be here. >> Um we've already sent her a contract. We interviewed her and we sent her a contract. So, um I would rather not push it off till July. Um mostly because the agreement ends in June and I think that they would like to have something in their hands. >> Mhm. >> Um and I think we just need to commit. Okay. Um I've always had this question about this. Um the Lauren school is open for anyone though, right? Can anyone can go to that school? >> It is a a Malta school district school. Yes. >> So, anyone in that area can go to that school.

057>> They certainly could. >> Okay. >> So, we need a motion to approve the Warian Colony Agreement for 27. >> And it is a one-year contract. Correct. Contract. >> Yep. I move to approve. Have a motion from James. Do I have a second? >> I'll second. >> Second from Julie. Is there any more board discussion? Any more public discussion? All those in favor say I. >> I. All those opposed, same sign. Motion carries. >> Second was Katie. Sorry. No. Hey Julie, >> contracts. All right. Uh the 202526 contract for Matthew Smith. Under our policy, we hired Matt prior to receiving the BR contract and provided him with a contingency plan contract. Uh this was a position that was critical to fill. uh as Kellen has moved uh and taken on a new role. Um so

058I'm asking the board ratify that contract for the 2026 27th we're ratifying our administrators and our non-UN head contracts uh which were negotiated by the finance committee. Copies of those contracts are attached and then the 2026 27 snow removal contract uh no change from last year. So I'm looking to approve those contracts. Um, so they can all be one motion though. >> Yes. >> Yeah. Just read it the way the recommendation. >> Read read it the way the recommendation. >> I move to ratify the contract for Matthew Smith and the 27 contracts for administration and non-union heads and to approve the contract with TD Transport for snow removal. >> I have a motion from Katie. Have a second. >> A second from James. Is there any more board discussion? >> Yeah. On snow removal, >>

059do they have a given amount of hours? >> Like a guaranteed amount of hours? >> No. Like do they just have free will to remove snow? >> It's basically governed by um how much snow we have. So if it's anything I believe it's anything over 3 in they automatically come and clear. If it's under 3 in they get approval from an administrator to come and clear. >> I saw that. So then who keep track of who keeps track of their hours? >> They keep track of their hours. >> Yeah. And I just saw that they added um >> salt and sand >> to their services. So >> considering the ice issues that we had last year, if we have those issues again, we could take advantage of that service as well. >> It's very nice.

060>> Yeah, because we had some falls last year. So >> yeah. Okay. Any more important discussion? Any public discussion? All those in favor say I. >> I. All those opposed, same sign. Motion carries. Committee assignments. >> Yeah, I know. I'm looking for it in my thing here. 95. >> Good thing you told me. I'd have been looking a lot. >> Well, my computer keeps up now. I can [snorts] >> I'm where I'm supposed to be for. >> Oh, yeah. That's a new option. I can page again. That'll be something. >> There you go. >> Um, committee committee need to appoint the board committees. Uh, our recommendations are as follows. Is there any reason anybody doesn't want to be on the one they're on? >> Can you see yours, Ty? >> I don't. >> Okay. Uh,

061Ty, you'd be on the personnel committee >> with Julie McFaden and then you'd be on the building committee with me. >> I know you don't want to work with me. You drew the short. [laughter] >> So, what's personnel committee do? So personnel committee um reviews job openings. They um review job descriptions and approve job descriptions. They um uh write, you know, they help develop uh um ad ads for job openings. What else do they do? Stuff like that. They're probably the committee that aside from curriculum that has met the least. >> Oh, perfect. [laughter] [clears throat] >> I guess they review the So, we have an exit interview that I send out to employees who've left and so they review those responses. >> Yeah. see if there's any recommendations to the board about changing strategic

062plan or you know recommendations for [laughter] keeping people on Yeah, sounds good. >> You good with that? You >> Yeah, I'm on the same committee as I like that. >> Okay, no motion. Just that's where you be. That's what we're trying to do. Yeah. >> I'm seeing online that. >> Yeah. Um, so the legal ad in the paper, it's going to be coming out next week and I already put it up on Facebook. So essentially the public has until the 26th of June um to appeal the resolution. Um and then if there's nobody who appeals the resolution, then it's effective as of June 26th. So then that means that we can hold the um auction. Shane has it, you know, has the site set up and we're um looking at July 13th through the 23rd

063as the dates for the auction. Um you can see that in the legal notice that it doesn't get specific, right? It says furniture, equipment, technology items, woodworking tools, vehicles, buses, maintenance equipment, and other miscellaneous school district property. So, it's just whatever we've obsoleted throughout all the years. Um, so he's taken pictures of most everything except for the buses, which I'll talk with, we'll get together with Carter about that and decide which ones if we want to try and sell the 2017 or if we don't. And then of course we have the other one, the subnose one. >> The cut bus. >> Cut fake bus. Yeah. That we're going to go ahead and put on the auction and see what happens. Right. Like you never know. >> I've been in contact machine. >> Oh, good. And

064then um Evan is like he said is working on the the laptops and Chromebooks and stuff that we're going to try and get up on there. So, and there was a few things down in the storage unit. Um, I think we're going to put the piano on that's down there. There's an upright piano that's down there. Um, there's these big display cases that we're going to put on there. And I don't know, it's he said not much of anything else down there he felt like could really move. So, cool. It'll be, you know, I think we'll have enough things to kind of make it interesting and we'll have the high dollar items of the tool cat and the triers and so hopefully that'll draw traffic. So once the 26th pass, then I'll really start promoting

065it, working with Shane to promote it pretty heavily. >> It's going to be an inerson auction >> online auction. >> Yeah. Yeah. that way uh because there was some, you know, a little bit of backlash the last time we sold a vehicle that there was some sort of favoritism or something. So, this way we're out of it. Shane's handling it all. So, >> okay. Information only. No action required, >> right? >> Um TR5, TR6 claims. >> This is uh information only as well. This is just our second semester bus and individual contract claims um and they have been provided to the county superintendent and um to OPI. So this is this will be our payments for second semester that we'll be receiving and the um second semester transportation contracts individual contract payments went out last

066month. So, or no, they're going out this month. My apologies. They're included in the bills for June. Okay. Next, review property liability insurance renewal. >> All right. Our property liability insurance renewal is up. It did increase by $13,000 due to high claims and added vehicles. Um and in the process of that review, we noticed that our um deductible is only 2500. So we thought it would be wise to maybe up that deductible um to the $5,000 as listed below um which would save us 48.80 uh on our premium. Um so we're looking to move to increase the property insurance deductible 5,000. It's supposed to be 25. >> Why wouldn't we increase it to 10? >> I'm kind of uncomfortable with 10. That's a pretty I mean considering that our like our building reserve which is

067what most of our claims have been has been the buildings um the building reserve fund is um you know our expenses in it run about $300,000 a year and so that balance carryover is between 150 and $200,000 a $10,000 is a lot of that reserve, but I your guy's decision. >> It would only be about six because you're saving almost 4,000 on the premium or on the Yeah, on the premium. >> Yeah, we're saving 8,700 on the premium. >> Yeah. How often do we use that? Like this year I saw it was used, but then >> we've used it twice this year for the gym floor le the leak in the gym and then the wind damage to the roof. And those were pretty both pretty high dollar Well, the roof has been a high

068dollar item. >> Um the gym floor is still kind of open. We're not sure how much it's going to cost just yet, but >> but previous to that, have we had any claims? >> Yeah, we have at least one claim a year >> every year. >> And almost always it's the dang roof. I don't know what's you know why that is, but >> So, and then with the building getting older and so that's probably for all the buildings, isn't it? Yes, it's for the entire Yeah, that's the old gym, the wrestling center, the elementary school, the you know, it's all of the property and all of the vehicles as well. So, if you have deer strike or, >> you know, something like that, um, our deductible would be Now, vehicles are different. That deductible is

069held at $1,000 and we can't change that one. >> I see. >> Yeah. which is interesting. And our insurance guy said that he wanted to >> um revisit that probably next year. >> So on the vehicles, is it full coverage? >> Mhm. Yeah. So I mean I think we could probably count on one claim at a minimum a year. for for property insurance. >> Is the vehicle and the building is it all under the same policy? >> It's all under the same policy but different deductibles. And um so the the MSGIA policy is our board insurance. So what that does that ensures you guys from being sued if um something were to happen. can't be personally sued. Um there's our property insurance and then our vehicle insurance. >> So it's really up to you guys.

070I'm you can go to 10,000 if you want to. Like, but you're pretty much telling us that >> that we should >> that we're going to spend the 10,000 if we increase it. >> Yes. >> I think we could just count on at least one property here. So, it's still going to be I mean, we're paying almost 4,000 more in premium, so it's still going to be about $9,000. How you going to cut it? >> Mhm. That's the same in a way. >> Yeah, it really is. It's actually It's cheaper knowing that we're going to have a claim to go with the 5,000. >> Yeah, >> cuz you're going to have a $5,000 claim plus the premium anyway. >> Mhm. >> So, that's only 13. The other one is 15. 5,000 is still cheaper. >>

071Yeah. >> Okay. I make a motion to um increase the property insurance deductible to 5,000. >> Have a motion from Katie. Have a second from Jane. Is there any more board discussion? Any more public discussion? All those in favor say I. >> I. I. >> All those opposed, same sign. >> Motion carries. The resolution of Whitewater Malta Cross Country Co-op. This doesn't require any action review. It's just really moreformational. >> Actually, we are required to sign. >> They sent us over image. I signed paperwork. >> Okay. >> But it doesn't have to be a motion. >> But m was saying that really it takes just one school to dissolve the co-op and they've already done that. So, I don't have to do anything since it's already been done other than probably sign off recognizing it.

072But I don't know that for sure. [snorts] Okay, that's I mean that's fine. If we don't need to take action, then I can just have Kyle sign it. >> I think so. >> And Mr. [clears throat] >> Okie do. >> Okay. >> Uh approve uh student handbooks is the next. >> Which one of you guys want to go first? I'll go first. >> Um, so the one on page 10 is just that grade placement for eighth graders. So passing all courses according to their final semester. It didn't clarify in there. So, their final semester grade and then um I wanted to clarify for on page 12 only water. We had like Red Bulls, uh coffee, and water bottles. So, I clarified only water. Um and then I added the ebikes since kids are on those

073all the time now. So, any questions? Yeah, maybe a dumb question, but >> eighth grade students wishing to participate in certification must be passing all courses. So even if they're not passing, they still go on to high school, but they just can't go through certification. >> I can recommend to the parent, but >> you can recommend that they don't go and that they stay, but Correct. Okay. >> Any other question? >> Thank you. >> I apologize for the changes in line. And there's quite a few, which is more than I like to do, but once you start getting into some of these things, it leads to changes in other areas. So, um, as you can see on there, we're talking about attendances, attendance issues. And so, really, um, on page four, just changing some language

074as far as unexcused absences go. I won't go through and read all this for you, unless there's certain questions you have. I can give explanations as to why. Um, one of the big changes, one of the issues with unexcused absences is we started to have more and more of those as the year went on this last year. And one of the the the primary source of uh consequence for those was in the handbook listed as in school suspension. Well, when you have kids that are missing on a regular like skipping or unexcused, I don't want them to be missing more class time. So, that was a hard thing to enforce necessarily that way. And so to put a little teeth into it, it ISS is moving is not going to be used as a consequence

075for it. Um, but we are going to not allow work you made up if you have an unexcused absence. And so that's a pretty stiff one. So I'm hoping that'll catch the attention of some people. Um, if there's three or more unexcused absences, then they'll have a mandatory requirement of Friday school in order for the chance to earn credit in that class. Um, I really I want to make it clear at the very start of this for anybody who's in here, anybody who may end up watching this is that I don't want to I don't want to do any of these policies. Like I don't want to have to do any of the things that are in there. The idea is that we want to have people in school and so I don't want to

076have to give consequences for being absent and things like that, but it's a necessary um step to to go through that. Um excessive absences once a student gets the number of 10 um they'll be required to do Friday school in order to have a chance to receive the makeup work that they need to do for that class. um they they they'll get the chance to do makeup work, but they're going to have to show up on Friday to get it. Um there are some you I do have the do have it written in there that we can have exemption or exceptions to this policy due to extenduating circumstances. Obviously, if someone has a prolonged thing that's unavoidable, um we can take that into account and we don't I'm not looking to punish someone who is

077sick or someone who has something going on that requires it. Um I'll use common sense in that regard. Um steps to follow, just clearing up some things. On page six, I want to point out that this is not a new policy. It's just a clarification of a policy. Um, on page six, it talks about how much time you get to make up work after you were gone. This is the way it's been since I've been in Malta for these 25 years. That if you're absent, um, you get two days to make up something regardless of the length of the absence. So, if you're gone for 3 days, you get two days when you return to get it turned in. You don't get two days for every day you're gone. a kid misses misses eight days

078of school, they don't get 16 days to make it up and now it's a month and a half later before they turn something in. It's never been that way, but this removes the confusion by writing this in here. Um, it also identifies that if something was assigned before the person left that they're expected to do it when they come back or have it completed when they come back. So, if on Monday the teacher says there's going to be a test on Tuesday, you miss school on Tuesday, you come back Wednesday, you're taking the test, you get an assignment given to you on Monday that was due on Tuesday, you miss Tuesday, it's due and you come back Wednesday. It's not two days to get it turned in. All right, which has also been the way

079it is, but now it's written in here to avoid confusion. One more thing um to clarify or one more thing to add in here was the quarter test exemption. I spoke with some teachers um some of our core teachers at the end of the school year to float the idea to them um as one more incentive. So it's not just about consequences for absences. It's also in some incentives to be here on a regular basis. And so if a student is um misses less than or no more than two days of school in a quarter and no more than any two days of the same period, they can be exempt from taking quarter tests if they want to. They don't have to take them. If they want to take them to improve their grade, they're

080welcome to. This is on page six. Um, if they don't want to, it can't hurt their grade, but this is an incentive to be here and to get themselves uh taking quarter tests. So, hopefully that'll be that'll entice some students to do so. Any unexcused absence, however, disqualifies them from a quarter test exemption, whether it's just one or none or one or more. Um, so that hopefully will entice some students in that regard. >> All quarter tests. All of them. Man, it's a big one. >> On page 12. >> Quick question. >> Yes. >> Does that count if they're gone for an athletic event? That doesn't count as >> that doesn't count against them. Okay. >> A school sponsored activity doesn't count as absence towards that. Sorry. >> On page No, you're fine. On page

08112, um, one of the things I don't know if you p if you saw in the news coming out this last um, this last semester, but there was discussion. There was a student in a school in the western part of the state that was applying. He was a homeschooled student who had participated in one of the high school sports, was a senior, and petitioned to be able to walk through graduation. Um and it ended up going to well the school board um the superintendent made a decision to deny it. The school board agreed to that. Um I believe it went to I think the school board just agreed to it. It's only a matter of time until that sort of thing is is becoming more and more common. Um, so to help alleviate that or

082avoid confusion, I added in the language that you see on page 12 that high school graduation at Malta High School are for Malta High School students who are enrolled in Malta High School and have been enrolled for at least five courses during the semester immediately preceding the graduation. And I'll be honest, I did that to avoid someone all of a sudden coming in saying they're going to enroll in one elective class their sec their last semester of their senior year and now think that they're that it's not the same thing in my opinion. >> Yeah. >> Um so if you disagree that's fine and we can certainly discuss that but I put that in there for that reason that I don't want there to be confusion about multi high school graduation is for multi high

083school students. Um number uh page 14 really it's just kind of clearing up some language. Um for a while we've allowed 5.0 scales to be used for certain classes in our school. We were listing them by by class. I just eliminated that because we're adding more and more so to keep it for simple and flexible. If it if it's an advanced placement course and if it's any dual credit course taught by a multi- high school staff member, it qualifies as a 5oint GPA class. So instead of having them listed out because next year we're going to have four that'll be eligible for that instead of just those two. Um and this way it changes with the times at the bottom of the page. Um it just cl just cleans up some language in terms of

084dual credits and the number you can take. Online dual credit number three um online classes for traditional high school credit are not intended to replace courses offered by Malta High School. That's not new. Um it's just clarifying some language. However, one thing that is different is number three on that. I have two number threes. All right, I will change that. The second number three, dual credit courses may be substituted for required courses offered by Malta High School provided the course content of the dual credit course is of a comparable nature to the multi high school course it is intended to replace. I'm not sure if that's grammatically correct sentence or not. A student wishing to have a dual credit course replace a required course must have prior approval that's bad by the principal. So if

085a student takes a dual credit course um for example we've had students in the past take a dual credit course of American history and it counts as it goes in there as an elective on their transcript. We do give them credit for it, but it goes on there as an elective and they still were required to take the high school the regular US history course that we offer here um because it was in the handbook saying that we do not replace the courses we offer here with courses that are taken online. So basically, this is carving out an exemption that a dual credit course, if it's being taken and it's of a comparable nature, can be used to substitute for a course that's taught here to avoid doubling up of some of those things that

086they don't need to double up on. Um, so there we go. >> And a reason for them taking a dual credit instead of what we offer here would be just like a scheduling conflict. No, it's because they want to get the college credit while they're in high school. >> Now, notice if they're taking a regular high school credit class, like for example, if they take an Egeneuity or a Montana Digital Academy class and it's just a regular high school credit class, that we don't want that. We don't allow unless it's a scheduling conflict. So, very rarely we do have to do that, but we don't just allow it to be that I'm going to take the online version of US history and it's a high school credit to replace the one here. um that we

087don't do. I believe that is all of my changes. Any questions? >> Thank you. >> I do have one. >> Okay. >> What page are you looking at? >> I'm trying to find it. Okay. >> [clears throat] >> Class word missed during any unexcused absence will not be made up be able to be made up. So they'll get zeros for those. >> Yeah. >> Thoughts? So, are you worried at all that they're going to fail if they get too many of these and then are they just going to say, "Oh, forget it. I'm going to drop out." >> Um, I suppose that could be a concern. One thing I would say is that the students that have the highest rate of unexcused absences already have failing classes on their transcript. >> Um, and so again,

088I'm not trying to set up for a kid to fail. I'm trying to set up so that a kid's parent will call in and say that where they're at. That's all it takes to be >> That's all it takes is to not be unexped. >> Do you have a lot of unexcused absent? >> It was growing by the end of the year. I don't have the exact number in front of me. And it really tends to be the same handful of kids. You need more and more and more of them. But those kids were already failing classes. >> Um so I don't think it's going to create more failed classes. I'm trying to alleviate that by Oh, I get what >> Yeah, I know. I know you do. >> I know. >> I I get

089I know. Yeah. And so >> I just >> It's not hard to avoid an unexcused absence, >> right? >> So, all we're asking for is some communication to make sure that we know where the kids's at, >> right? >> Because when we don't have a kid accounted for, especially in the middle of winter, a kid's not accounted for, and then we can't get a hold of the parent and the parent >> Yep. >> we would allow them to have until noon >> on the day of to avoid it being unexcused. So if even if they don't do the day before, even if they don't do it by 8:00, we just want to >> Yeah. >> At some points we know where the kids at and they're not unaccounted for or especially if it's someone coming

090from out of town driving themselves in and it's 20 below. We want to be able to know where the kids at. So I I I'm worried that part of it is I know is a pretty steep issue, but trying to get it to be avoided. >> Then it says three or more of those then they have to do Friday school. Yeah. >> But then they can't get a grade for those. It's unexcused. >> Um they can't they can do other be doing other work. They'll be putting in the time for being unexcused. And if they don't in the Friday school, then they're not going to get credit for the class. >> Okay. >> so they'll have work to do of some kind. I'm guessing if they were unexcused. >> So, if [clears throat] they do

091the Friday, they get their credit back. >> No, they don't get to do the make of the work they missed while they were gone. They get to have a chance to earn the credit in the class at all. >> Like their other work, >> the other work that they have done for the class >> that they're missing, they could work on. they can work on any anything that they want. >> Just not the unexcused absence. >> And again, I know it sounds like it's it sounds harsh and it sounds whatever it may be, but my goal is I don't have anybody doing Friday school is what I'm trying to get. I don't want anybody to do it. Um, which this can be easily avoided if you communicate and come to school. >> Okay, I have

092one more. >> Yes. >> Sorry. Just fine. >> I'm awful. >> You're not. It's fine. >> Okay. What if they don't What if they don't come to Friday school then? >> Then they don't get credit for the class. >> Then they fail. >> Yes. >> And if that's the logic, if that's the rationale, if that's what they want rational they want to argue on, then I guess they can argue on that. >> Yeah. >> I don't think it's unreasonable to ask that kids come to school. >> I or just >> I mean, I know that's what you're saying, but >> I totally agree. I'm just hypothetically, okay, what's going to happen? >> Hopefully, we can avoid that. Okay. >> We need a motion to approve the middle school, high school, fiscal year 27 handbooks. >>

093I can't. He already No, we can discuss that. >> Um, I'll make a motion to approve the multi school 2627. >> Motion from Katie. Do I have a second? >> I'll second it. >> A second from Julie. Is there any more board discussion, Julie? >> No. [laughter] >> Good. >> Uh, is there any public discussion? All those in favor say I. >> I. All those opposed, same sign. Motion carries. Activity. >> So, the activity handbook, there was only one change according to Jake's notice. Spectator rejection penalty will move from three contests to two weeks. >> And that's the match MHSA rule. So we need a motion to approve activity handbook. >> Make a motion to approve the activity handbook for 26 27. >> A motion from Katie. Do I have a second? >> Sure. I'll

094second it. >> Second from Julie. Is there any board discussion? Any public discussion? All those in favor say I. >> I. All those opposed, same sign. Motion carries. Policies. All right. Policy 1420 uh is just uh the procedures board meeting procedures that has been updated with the language that was from the first reading. Um and then the next policy is u an AI policy which comes highly recommended from the director of Montana Digital Academy. Um there was one thing I like that it has application for students uh staff applications. Um and then at the very end of it it has an implement uh implementation road map. So, it kind of gives you some uh starting point on that. We're reminding me, Mr. Ble, the training that's happening in the fall. Who was that? Or AI?

095>> Do you remember? >> Oh, I put on the spot. >> No, sorry, cuz I couldn't remember it. >> Well, there there's staff training this this fall. >> Awesome. >> On AI. So, but it it makes sense to have kind of a >> you know, a policy policy for it to move forward. So is that >> but that's just first? Yeah, it's just the first >> or that one. >> Is that like during the P days? >> Yeah. >> Can we attend those? >> As long as a like a >> It's only two of you. >> Yeah, you can't. >> Uh so basically I'm the recommendation move to approve 1420 and then um next month you would approve the other one. So, make a motion to approve policy 1420. >> I'll move to approve 1420.

096>> Have a motion from Julie. Do I have a second? >> I'll second. >> Second from Katie. Is there any board discussion? Any public discussion? All those in favor say I. I >> I >> All those opposed, same sign. Motion carries. >> Individual transportation contracts. All right. They're uh these are the known uh 2027 individual transportation contracts that are attached on the list there. So, I'm asking for your to approve the uh list um of individual transportation contracts. >> I have to abstain, but um do they pick and choose on how the how they want what does R&B stand for? >> Bring them board. >> Thank you. Um they they must pick and choose, correct? >> They have to apply. >> Okay. Cuz I'm just looking at one of them that I know lives in

097town. So, I'm just curious. Um, >> that's what room and board is. Is that you live in town, >> right? >> Yes. No, I know that. But she doesn't have room and board on hers. It's got the mileage. >> No, that is >> I was wondering that same thing. >> Who's >> Alex Wick? >> Okay. >> Yeah, >> I So that that's what I didn't know if if that was how they filled out the form or if you did the form or how that worked. >> They didn't request room and board. >> Okay. So I don't know if they stay in town all the time or if they go back and forth from the ranch. >> Okay. >> So >> they received it. >> Say that again. >> They've had it in their >> room

098and board. >> Not since I've been here. >> Is mileage more >> or isolation >> room and board. It's more. >> Okay. Yeah. So yeah, I was just curious. from anyways I don't abstain. >> So we need a motion to approve the list of individual. >> Does anybody else have any conflict of interest? >> Anybody related related? >> Is anyone related on that list? >> Taylor French, Crystal Anderson, Anna Mirman, Ash the Fancrats, Katie Marcus, Alex Weed, Andre and Mary Oxford. I I'm not >> page [clears throat] one. >> But I just was wonder can I can I see that? I mean I'm not sure how >> I haven't seen most of this [clears throat] isolation. >> It's where they live like how far out they live. >> It's not about how far out they

099live. It's about um the conditions >> their road. >> I thought it had to be and or I thought mileage was somewhere in there. >> No, >> it's not. >> Yeah, it's just if the road is maintained um >> but there's no mileage like >> Okay. qualification. >> Okay. >> Aside from it has to be >> more than [clears throat] that. Okay. >> So like explain what under Ashley >> 14 plus isolation. >> So that that's 14 miles and there's an additional for isolation. >> What's what's the isolation? Why not >> why does it get that term? >> At some point um she applied for for isolation and the board and the county and the state >> said that she met the qualifications. to receive the additional payment. >> I was just kind of curious

100about that. >> So, it's about the how the road is maintained and whether it's passable or impassible for the weather at various times >> and they don't have a bus route that goes to them. >> None of them none of these have a bus route. Okay. And so this is what we do when we can't offer a bus route is we offer the individual transportation contracts if they're in district and should be on a bus. >> So room and board what do they get through that? >> There's a stipen that's um all of this is dictated by the state. These payments are dictated by the state. So there's a >> in a certain amount >> a certain amount um Yeah. >> And then like on the miles they get the amount according to the amount.

101>> Yeah. And there's a calculation >> and this is every school day. >> Mhm. Every school that day that the child is present. So, I go and I go look at their um attendance and if there's and I have to calculate how many days they were in school. >> There's not like a multiplier. It's like even if they have four or five kids, it's still >> whichever child was there the most that then been there have made that trip back and forth at least once. So, they don't get payments for every child. It's every trip. >> It's just a trip. >> Yeah. When you apply for a contract, you have to live at least seven miles from the stop to it to apply 7 miles from the bus stop. >> Bus stop. [snorts] >> Okay.

102>> 110 log 20-1042. Look it up. I'll take it away. So, we need a motion. I'll make a motion to approve the list of individual transportation contracts. >> Do I have a second? >> Sure, I'll second it. >> Second from Julie. Is there any more board discussion? Any public discussion? [clears throat] All those in favor say I. >> I. I. >> All those opposed, same sign. Motion carries. Katie Brown abstained. approve business manager to make financial expenditures but I don't know if we should >> um so all this is this is a formality I don't expect there to be any bills but if there are any bills um past the date of this meeting you know because this is the day that you guys approve all the bills to be paid for June. Um then

103I'll have to pay those without approval as a board meeting and then also um doing the journal entries to balance accounts and recode expenses to stay within the budget authority and I showed you that list that I was proposing. Um so this is just to wrap up the year so that I can close out the fiscal year. I move to approve the business manager making any final year expenditures and journal entries staying within the budget authority. >> Motion from Katie. Do I have a second? >> Second from James. Is there any board discussion? Any public discussion? All those in favor say I. >> I. I. >> All those opposed, same sign. Motion carries. >> Okay. I have at the request of your chair person, um, if you want to turn around and look at the

104TV, you can. You can move your chairs around to the other side. >> I might as well sit over there if that's okay. >> Yeah. Or Yep. sit over there. >> Um, yeah, I'm [laughter] >> Yeah, go ahead. This is um it's not it's not a deep dive um but this is just an overview of where the money comes from and then how what I'm proposing or the preliminary budget um for 2027. Some of this is dictated by the state. Um some of it is, you know, permissive levies that we approve, the board approves. And um and then of course obviously the board approves the entire budget prior. So I'll I'll make recommendations but you guys discuss and can make any changes that you want to make. Um so the first one I've got in

105here is where does the money come from? Um, I'm actually gonna put this up. So, the uh general fund is state dictated. Um we have direct aid of 1.9 million the quality educator payment of 360,000 Indian education of 36,000 small which is the state maintenance aid of 139,000 the state gives us special education funding of 113,000 and then there's what's called the base levy which is the state levy of 1.6 million. Then we have the district levy which is called the overbase levy of 966,000. Um and then there's some other small amounts that come up to 33,000. And then this year we had an additional approved levy that's a district levy of 41,290 which brings our total general fund budget to 5.146 million um for this year. Other funds. So the general fund is by

106far our biggest fund and it's where most of our expenses are. But then there's all of these other funds that are also dictated by the state as to what money can come in and out of them and how those um funds are funded. So transportation is a permissive levy. What a permissive levy means is that the board decides how much is levied and it doesn't need to be voted on by the public. Um and then in that fund there's also reimbursement from the county and the state for um busing costs and the individual transportation con um contracts. So the county also levies. So there's the state that levies, the county that levies, and the district that levies currently. Um, and so for transportation, the county is responsible for a certain percentage, again, state dictated, of

107our busing costs and our individual transportation contract costs. And so the county levies for that money, and they give that money to us, the district. The next one is bus depreciation, which is also a permissive levy. We're allowed to um depreciate up to 150% of our uh bus assets uh each year and that goes into a fund where then we can purchase route buses and activity buses. Then we have our technology fund which is a permanent levy. um a state passed a law and oh gosh, I'm not going to remember now, but if you had a levy prior to that year, then it automatically became a permanent levy. If we wanted to go and ask um it's a it's a voted levy. So, if we wanted to go back to the district um voters and

108ask for more money for the technology, then that levy automatically does away with our permanent levy and our technology levy then becomes 10 years. So, we want to hang on to that permanent levy as long as we possibly can and not put that back up for a vote. um retirement fund which is what funds all of our um TRS and um PERS retirement for all of the district employees is a county levy. So the county levies for that and they give us the money. Adult education is a permissive levy. So, adult education or courses that we would offer to the community being taught by our teachers or other teachers that we would bring in or um things like that. Building reserve um which is where most of our large maintenance projects are paid out of

109is a combination of a voted levy which we have right now which is $100,000 a year for 10 years. after the fiscal 27 year, we'll have five more years on that voted levy. So, we're um at the end of next year, we'll be halfway through that levy. Um so, we're going to want to be keeping that in mind as we move forward. And then there's a permissive levy piece also for building reserve, which is a um [clears throat] state dictated match for that small payment. um the state maintenance aid that comes in and that is a um district levy. Then we have the school food fund which is considered to be a non-budgeted fund. That means that it doesn't appear on our state budget. Um and there's program payments for us from the state that

110come into that like the fresh fruit program and um lunch uh programs. And then of course sales of lunches and breakfasts all go into that fund. Uh fund 215 is also a non-budgeted fund and that's where all of our grants are managed out of. So that's the title one IDA um Carl Perkins and then of course any other um grants that we get innovative education grant is managed out of there. um all and all of those types of things. Then we have the traffic education which is also non-budgeted. It's funded by a reimbursements from the state and a fee charged to the students. And then finally, we have what's called a flex fund um which is a budgeted fund, but what is allowed to go into that is restricted by the state. and we haven't

111had uh money come into the flex fund for quite some time aside from interest. So, we've had that fund for a long time. I personally don't know what originally funded it. So, I don't know if you even know, Carter, what originally funded it. It's been around for a long time. >> Way back. We haven't seen >> Yeah. They the state started restricting what you were allowed to put into that flex fund a while ago. So, um I think it used to have a lot more flexibility, hence the name. But all right. So, then this is a um propo. This is what I've been working on for the last couple of months, which um I call it a proposed budget, but it's really just it's a draft. Um so this is a for the um fiscal

112year 27 and then I compare it to our fisc year 26 budget and we have a variance um so we have an additional $181,000 this year that we didn't have last year and most of that as you can see is in the general fund. So large portion of it. So last year our total um budget was 7.5 million. This year our total budget um draft right now is 7.7 million. This is not set in anywhere near set in stone at this point um because a lot of this is driven by how much money we have left to carry over at the end of the year. So then this is a little bit of a um an overview of each fund. So how the funds are used. Um so in the general fund the big buckets

113are salaries um instructional salaries and benefits and supplies and services. Business office and administrative salaries and benefits and supplies and services. Repairs and maintenance salaries and benefits. utilities and supplies and services, special education, salaries and benefits, um services and supplies and then extracurricular athletics which includes all of the activity buses, the um payments for all the coaches and then um the additional funding that Mr. Nurvy requests every year. school food service. That's a line that I hold in there to help make up any um negative balance in the school food fund like we have this year. And then um we do vacation payouts um every year. And what that is is that the per contract the teachers are allowed to take so many days from their um from their uh discretionary time and get paid

114that at the end of the year. And then all of our classified employees are allowed to take um to be paid out all of their vacation at the end of every year. Anybody you guys have any questions about general fund like what's included in those types of things? Okay. transportation fund um salaries and benefits. So that's both the um that's all the bus drivers and then a percentage of uh business office and administration and also uh repairs and maintenance staffing are also in charge of transportation because we support transportation um root fuel bus barn loan. So we bought a bus barn so we've got a loan for that. We have to make that payment each year. repairs and supplies, our insurance, um individual transportation contracts. I've got the new bus on the transportation funds for

115right now. Um and then our reserve. So, there's things there's certain funds that the state requires us to hold over a certain amount um every year, and that's called um the reserve. You'll see me use the word reserve on some of the other ones. um and it's not required but in this one transportation fund this is required and it's a specific amount that's required >> does the amount change or not usually >> um in the retirement fund expenses are certified retirement classified retirement and then admin and business uh retirement so again that's the TRS and PES retirement funds questions on this page. um the technology fund. I um earmark 25,000 for Chromebooks, 25,000 for um teacher computers, which are replacement computers, so that we're we're trying to get into a rhythm of replacing a certain

116number of computers every year so that we stay up on technology and don't get um don't have technology debt. and then uh 14,000 earmark for miscellaneous for a total of 64,000 tuition. Um so the tuition fund is a um a fund that so technically when students who are in our district choose to go to another district school there's an agreement between us and that other district and we are supposed to pay them a amount that is dictated by the state for them to have our students. So, even though we don't have a whole lot of um those agreements that are enforced right now, we still need to make sure that we keep the money available because at any point they could start charging us. So, I've got a line for tuition to other schools and

117then when state facilities um take our district students uh they send us an invoice for that student's education while they're in those facilities and then there's um money held over in that the bus depreciation fund. Uh, next year I've got um an activity bus earmarked and then um holding over a reserve of 200,000 in the building reserve fund. I've got earmarked 200,000 for major projects, 100,000 for repairs and maintenance. We also have a loan on the building reserve fund and the payment for that every year is around 80,000 and um then I like to preserve around 70,000 to carry over to the next year [clears throat] fund 215 and the food fund. So, um, idea and title one, uh, reap and Carl Perkins are all dictated by the federal government, uh, how much we're going

118to get. We don't we don't ask, they tell. And, um, so th those are pretty much those are based on last year's figures and I don't anticipate that we're going to have that much of a difference. The only thing is is our reap funds which we've been letting sit collect for a couple of years. We're going to use that on the new math curriculum next year. And then Carl Perkins is uh dictated by the state. I don't think we're going to have much difference in that this year either. And um that pays for equipment and software and things like that for our CTE pathways. And then we have the innovative education which is the tax credit program and um we're still that's TBD what we're going to be spending those funds on. And then we

119um host Ethos um in our school district. And so some of the um repairs and maintenance are um of our in our district are offset by funding that we receive from Ethos. And then the food fund salaries and benefits uh training they're uh required to go do a training every year. And then the cost of the food itself and then supplies which is you know forks whatever whatever they need and that's it. You guys have any questions about it? >> That's very I love it. >> So the that's all >> that's all >> the there was like a transportation reserve and then for the other buses. I mean, is there a different >> I'm sorry, say that again. >> There was a reserve for transportation and then there was another reserve for >> bus appreciation.

120>> Yeah. >> Bus appreciation is what that is. It's different like is it is it route buses versus travel buses like team buses? >> So, route buses can be purchased out of the transportation fund or out of depreciation fund. So um because the activity buses are so much more expensive, we generally try to purchase the route buses out of the transportation fund and purchase the activity buses out of the bus depreciation fund. And we've got a aging activity bus. It's probably going to need to be replaced if not next year than the year after. So, >> so when I >> So, there's $340,000 reserved for transportation. >> Yeah. >> And are you required to have that much reserve? I mean, >> no. >> Um, is that just for rainy day on the travel buses? I

121mean, are we concerned about it? >> Yeah. I mean, cuz we have things like, you know, buses burning up. >> Yeah. >> And we can't use that funding for anything else. And you can't use it for anything else. >> I just was wondering. >> So it's just it's set and that's >> that's state policy. >> Yep. >> Are you going to share that with us that >> I can for sure. >> I just couldn't see it. I'm old and I squinting. >> I couldn't see it. >> Actually, I would love to have it too. I liked it. >> Good job. I'll um email it to you guys. >> Okay. Thanks, Heather. Next board meeting, Wednesday, July 8th, 7 p.m. >> Make a motion to adjourn the meeting. >> Have a motion from Katie to adjourn.

122Do I have a second? Second from James. Is there any more board discussion? Any public discussion? All those in favor say I. I. All those opposed, same sign. Motion carries. Meeting adjourned.
