in policy 1420F. By remaining in the meeting, those present consent to being recorded and displayed in the footage that will be posted on the school district's website. Recognition of visitors. Everybody sign in. Public input. Comments must be non-aggenda items related to topics under the jurisdiction of the Malta public schools. Any public input? >> Nope. Consent agenda. Approval. Applicant consent agenda. >> I make a motion to approve the consent agenda. >> Second. >> K. Marcus made a mo. >> Yep. I made a motion. Seconded by Angel. Is there any discussion? Any discussion? All those in favor say I. I. >> All those opposed, same sign. Motion carries. Agenda items. Bridge Health in a health alliance agreement. >> All righty. So, we finally got the response from the union. The letters attached. Um, this is a 5-year

uh commitment and we do expect our premiums to go down the first year for sure. Um attached you'll have the letter from Terry and then the multi- district or the multi yeah multi- district agreement sorry uh that one needs to be signed and then a participation agreement is also attached. So, we're recommending we sign off and going. >> Anything you want to add about money? >> Um, no. It I attached the um premium our first year's premium. So, it was pretty significant decrease on two of the U programs and then a smaller increase on the other two programs. Um but regardless a decrease which is I don't anticipate the um amount that the district contributes to decrease. I don't expect that them to ask for us to decrease that amount but it will decrease for

our employees. So that's pretty significant um for them. >> I've heard good things about the current health insurance plan and their coverage. Not necessarily their premiums. Do we like how much do we know about this bridge and is it >> soimar? This is the $40 million um trust that was established by the legislation and um Sigma is the parent company. They have 98% coverage in the state of Montana. Their um Bridged is negotiating with all of the hospitals in Montana to be tied to um the Medicare 3% cap increase each year. So, hospitals um can normally increase their rates like up to 12% or more per year, but if we're tied to Medicare, then our rates would only increase. That's not our premiums. This is the cost of going to that hospital would only increase

by about 3%. and um they are coming across as very confident that they're going to get that agreement um with all of the hospitals because Sigma is such a big nationwide provider like bigger than Blue Cross Blue Shield. So they're big um the benefits are very comparable. They're going to offer uh dental and vision and and all the things. So um it also interfaces with employee navigator. We get to keep our broker, which is another thing. Um, so we get to still enjoy the customer service from um, Alliant that we've enjoyed all these years. There's more um, there's some things like uh, mental health benefits and um, more physical therapy. You know, there's some things that they've done that are kind of geared towards schools, which is really nice. And of course, we have now

a huge bargaining group that we can really kind of push to not, you know, get these increases if um if we have a bad year. So, let's say that our um our claims outstrip our premiums, um we can only get an 8% increase year-over-year. But if our claims don't outstrip our premiums, like if we have a really good year, then they give us credits back um and those credits can be used to help pay for administrative costs and things like that. So it's not money, but it's money that you can use towards bridged um towards paying some of your costs. So that's also a big plus. And I mean the way they talk it up, they're saying that this is this is not like must which is the was the prior uh program. I think

we mentioned in last week's meeting we were looking at the contract to see if there was anything our lawyer had or should do differently with the actual contracts. >> Contracts with bridged. >> Yeah, I think we mentioned it at one point. We didn't think that there was but we had discussed it at one of these meetings that there was not that it would do us any good to >> these documents are um are essentially created by the um insurance like we have to have the multi-dist agreement. Um oh I know what you're talking about. It was the runout rate. So there was this whole thing that they were saying if you tried to leave the trust early that you would have to pay your runout rates. There was such a heal and cry about that

that they walked that back and that is not the case anymore. >> Okay, thank you. I can remember exactly which part of it was. I just remember there being something >> that was the actually the biggest stumbling block for a lot of schools. As soon as they cleared that roadblock, everybody just piled in. So, and they have had the funds released at this point. So, they've met the stipulations of the legislation in order to release the trust. >> Perfect. >> So, we just need a motion to approve for that then. >> Um, I think a motion to approve and maybe uh designate Steve to sign the documentation. I'll make a motion to approve the switch to bridged alliance and for stamp to have the authority to sign the attached documents. Motion from Angel to have

a second. >> Second from Katie discussion. Any discussion? All those in favor say I. >> I. >> All those opposed, same sign. >> Motion carries. on this fit behind me >> garden. >> All right. So, this was tabled from our last meeting, but we have someone on staff that would um be in taking over the garden space and getting it cleaned up and usable again in lie of payment to do that. That person would be selling flowers and produce. Um if any repairs need to be done on that, we would pay for those up to $10,000. Um so we're, you know, looking for fencing and things like that, but we want to get that that uh area up and and usable. So um I think I said it already is a year long. So just

looking for we need somebody to to get it going if if we want it to be usable. So this seems to be the appropriate or the best way we can get that done. So asking for a little bit of that and then a lot decided of course >> and we're not charging for the use of the garden and she's not charging for her labor and time to do it. So this is a win-win situation for everyone. >> Exactly. >> Great. I'll make a motion to approve theou. >> Motion from Angel. I have a second. >> Can you add um allowing Steve to sign on behalf of it? >> And to allow Steve to sign on behalf of it. >> Motion from Angel. Do I have a second? >> Second from Jessica. Is there any >>

discussion? Is there any discussion? >> All those in favor say I. I. Okay. All those opposed, same sign. Motion carries. Katie Brown abstained. Superintendent search. >> I have this as Jessica and Katie since you guys are the committee members. >> Yeah, we just went through it. Um the package that Heather had brought which she didn't attach in here. It's long, but it's very There's a lot of details. >> Thorough. >> Yes, that's a good word. It's thorough. >> Um, and then we kind of went with a pretty strict timeline. Like we are releasing it tomorrow and then we want to have all of our I guess applicants and everything done pretty much I would say in March, by the end of March. >> We're hoping to have this all finalized. Um, so I don't know

if you guys went through it at all. If you have any questions, >> can I just say out loud the timeline? >> So, posting the job opening tomorrow. I saw a press release also in here. Recruiting applicants up until the 12th >> 3 weeks >> of March should be >> 12th of March. >> Um, so is that the is that that is the 12th of March the deadline then for applications? >> Okay. So like 3 weeks from now? Yes. >> And we can always open it again. >> Yeah. >> If say we didn't have any applicants. >> Yeah. >> But we want to start the >> what do we call it? Screening that week after. >> So So then screenings and is that full board screenings though because of it's a superintendent. So then we

all meet on the 20th and look at the applications. >> We wanted to meet that week. We were going to screen >> by the 20th. >> Yeah. And then by the 20th, set up the interview dates. >> Okay. >> And then we're conducting final interviews, you know, projected date, the 27th of March, and then have a selection that day. >> Mhm. >> And then have a negotiation and contract by the 10th of April. >> Okay. >> And the interview process, do you want to kind of >> Sure. >> go over that. >> Right. So the interview process is um let's see and we updated the job description as well. So there was that in there but um the interview process essentially is going to be a part panel and um part PowerPoint. Essentially what we're

asking them to do is to create a 20 minute uh PowerPoint that they'll present to the board. Um that PowerPoint will basically be five minutes of who I am and and my professional overview and then do a deep dive on two kind of subjects that I feel like are important to the board in the strategic plan which is a completed project and problem resolution and then what they bring to Maltton public schools will wrap up that particular uh PowerPoint request. There will be a teacher panel. All panels will be um mo will be moderated by an administrator. Um and so the teacher panel is going to be focused on instruction, culture and communication. And then there will be a student panel which will be focused on relationships, climate and vision for students. Um they'll so

that will be two administrators and the third administrator will be taking them on tours of all the facilities. Then they'll do the PowerPoint and um the board of trustees questions will focus on governance, vision, leadership, operations, and systems. And there's um sample questions in here. And then there's also a scoring rubric that I included as well. >> So it will be like we want to we want to get three applicants is what we're hoping for minimum. And then we want to have a day of >> a full day and they'll basically round robin it. So, one will be on a tour and one will be in the teacher panel and one will be in the student, you know, and then we'll just Oh, and then we're going to wrap up the day with a community.

>> That was the other thing. >> Yeah. And so, they'll be Yeah. >> So, it's going to be a full day. It will be We wanted to make sure it's on a Friday so that people could attend that wanted to for any of this. And it'll be all of them in there one day. All of us will sit down. We can interview them all. And then at the end of the day, like she mentioned, we'll have a community meet and greet where all of the candidates that are there, we will invite the public to come in where they can ask them questions if they'd like and people a little bit. So, we're hoping that that'll also helpful those that want to be involved. >> So, we won't we as board members who make the final

decision won't get to hear their answers when they're in the other panels, >> right? they'll use the scoring rubric and so they'll turn in their um rubrics to us to you guys >> before >> to take into consideration as you're making >> and that seems to be kind of what school other schools are doing. That's why we're kind of going this way with the panels and uh >> and I guess when it comes to decision there's always the option for public comment anyway. So if those panelists, those students, they would be able to say like >> they presented themselves really well or something things that you can't necessarily see on a rubric. >> Correct. >> Okay. Cuz that's still it's still open >> because it'll still be an open meeting. >> Yeah. >> Yes. It

was very nicely put together. Good job on it. And then we had that meant then on our meeting on Monday, we had lots of time to discuss the details and get a lot done. So it was very appreciated. >> So I think that's all justformational, right? >> Or do we have to vote on approving this? >> Um I think that you approve the timeline and the job description um and the interview process. I I do think it would be good to approve that so that we know that the board is behind it 100%. Uh, and then that kind of gives me the open up the like Steve will post it on NTSVA and SAM or whatever else all the other places that superintendent jobs get posted and I'll do the press release tomorrow and we'll

open the floodgates small. I love how you think it just manifest that out there. >> That's right. Do it. Uh you also have in here in the board packet designate a screening committee. >> Um yes because I don't think well and maybe this is something to think about um and we actually didn't touch on this on Monday is is it a screening committee or do you guys want the full board to do the screenings because you could designate >> I think the full I think the full board. Yeah. Okay. So I will make that >> because this is a scenario where we have eight applicants but we only want to interview four. The board gets to decide who the four are, right? >> Mhm. Yeah. So norm I mean in in what I was presenting

was that the screening committee would decide the board but that's if you guys want to do the full board we'll do the full board. >> What's your question? >> Um it sounds like a very thorough process. Is there any concern that by waiting until that date that's in March to do the interviewing if you might lose out on a candidate who takes a job somewhere else during that time? >> I know we talked about this a lot of discussion that we had on we don't I mean we feel like we're moving pretty fast like if you look at the calendar and it opens tomorrow that's >> how but how would we do that like close it sooner? >> I'm just I'm just saying that's the I mean, I'm sure you thought about that, but that

would be a concern of mine is if if it's a quality candidate, they're probably applying in more than one spot. >> And if they're offered a job somewhere else before we even have a chance to do the interview process cuz we're locked into a time, >> but we're not locked into a time. So, that's just a completion date. So, what we're saying is is that we'll have it completed by the 27th. I guess if we get the applicants and we get it closed and we get the screening done the screenings done lickety split we go >> even sooner >> when they file their application what >> the application is about how long we keep it open >> right which right now we >> don't say what days the interviews are >> no say our job

posting I guess does it say closed >> yeah closed March 12th March 12th >> okay so they have until the 12th everybody we have to keep it open until the 12th You think 3 weeks is too long from today? >> No, I'm just I mean I guess I I missed the 12th part. I was So maybe that's just fine. >> When's the interview? What would the interview date be for all these candidates? >> Before the 20th. >> Before the 27th. >> No. >> Yeah. This first screening is the 20th. You have the interviews the 27th. >> But that's the completion date. That's not the date. >> But you can't interview before the 27th. >> Yes. >> No, you could. >> Yes. Those are just the dates that we want to be done by. Yes, >>

these are for gold goal dates with the only thing that's necessarily set in stone right now is us leaving it open till the 12th >> and we had a lot of discussion around that. We forced we started with four weeks and when we got to looking at our goals and when we wanted to have a tire and then also being able to have some time hopefully at least a couple weeks for the crossover there. Yeah, just as long I guess I would encourage I mean again it's a very thorough process and I'm not trying to overstep into anything but as long as if the applications are due by the 12th and if there are some applicants that then we're not waiting for 2 weeks to do the interviews. >> Right. >> Absolutely. And our thought

that was kind of our goal was that that's why kind of our each of our goals has that we're sometime that next week. So as soon as we got it on the 12th the thought was okay now we know what we've got. Now we're going to turn around and we're going to pick a date that following week as soon as we can. We have to do 48 hour rule. You let them know. So hopefully >> we're talking about interviews being a 9h hour process. >> Most of us have jobs. So I think we do need to pick a day. >> Yeah, I agree. Cuz I don't want to be here all day to get that accomplished. >> All we knew was it was a Friday and at the end of the day we still had

quite a few other schedules to for possibilities we're going to have to work around. So, I didn't know that we would be able to necessarily set a date this far in advance other than goals and see what we're going to get for applicants and what they're thinking for schedules and time, too. I get that it's kind of hard and complicated, but to have there's process and thought process here. If it looks like it won't work for one of the five of us board members to be there for the entire day, it might have to be come here when you can, if that's all we knew is we wanted to make it on a Friday so that it was as helpful as possible for the community and others to also be involved with it. There's going

to be some conflicts unfortunately no matter what. >> Yeah, I'm going to come when I can cuz >> right and I get I get that. That was just the best that we could do in this scenario of trying to because that was our biggest concern when we coming in here is if we thought we had some people that are interested, we don't want to be dillydallying and we want to not lose someone because they're already applying somewhere else. >> And I mean if you guys don't want to do this, >> I was just going to say that's what this time is for. I mean, if you're going to want to, but the panels, >> I guess I just don't want to get to March 12th and then we say, "Oh, we're doing the interviews on

the 17th and half of us can't make it cuz it's too short of a timeline." >> I'm willing to be here. I just I think we should pick a day now to do that. But maybe not. I think you have to see who your applicants are and then they're, you know, then let's say we close it on the 12th, the 13th, we come in and we say, "Okay, we want to do these these three people." Then Steve calls and it's like, "So maybe since you guys are all going to be present for the screening process, maybe that's the day that you did that you pick the date for interviews. Is that help or is that >> Well, I think what Angel's saying is that's gonna be too short of a notice because we have to

be done by that next Friday. So, >> no, but not from the 12th. It's two weeks from the 12th. >> The 27th. >> Yeah, it could be. >> But we're screening screen by the 20th. >> Yeah. >> Not on the 20th, >> right? >> But I get it. I mean, >> we can always schedule it now and then if we don't get enough to keep it open, we can just >> I'm with you, Jess. I'm the hardest one. >> My boss is gone that whole week. So, >> I don't even know if he'll be able to come. But >> which week, the week of the screening or the week of the interview? >> 16th through the 20th. >> But we can do screenings can be done in an evening just like this one. It's the

full day interview is what I'm most worried about, >> I guess. And that's what I thought you were talking about. And so that's what I would say was I guess look at your Fridays. You know what I mean? Cuz we know kind of the idea that's only the 20th or the 27th. on the I'm on the 20th, but I can do the 27th. >> Well, I can't do a full day no matter how we do it. >> Yeah, I got yours in the morning. >> The cows can wait, Kyle. Well, I'm kind Yeah, I'm hoping that I'll have to finagle the schedule a little bit. But >> maybe let's just see like let's open this up, see where we are on March 1st, see how many applicants we've gotten, and maybe we can fill it

out from there. >> But we got to get it started. I mean, >> yeah. >> No, I think everything else is fine. I just was worried about a full day. >> So, if we I mean, we could contract the the close date though and just accept applications for 2 weeks >> or until position is filled or I mean you could leave that bag like we talked about without actually setting a date. >> So, we could say until the um >> I mean you could say the 6th of March is a Friday. So the 6th of March or until filled. >> Yeah. >> Cuz the ones that want to come here are going to apply right away because >> as long as they see it or hear about it. Yeah. >> Do we have any union

obligations here of leaving it open for so long is I can't remember if that applies in a suit like a superintendent. Okay. >> All right. Yeah, we kind of discussed that too about if just was advertised a few >> parallel and we decided >> we're going to do interior and exterior at the same time. >> Yeah. >> Okay. I'm not all that opposed to closing it early and then earlier and then I guess if you don't open it, you just >> you leave it. You keep accepting applications until >> you pass one stone. If we say the until it's we have enough applicants or until the 12th then either way we can close it if we want to balance applicants right >> or you say until the 4th or until enough applicants cuz say if

you get the fourth and you still don't have any keep it open right so I'm thinking the other way I'm thinking >> well you can change it to the fourth it's just one before the other doesn't really matter if you want to do the fourth >> that's fine I don't care >> sometime that week >> two weeks from today is the fourth but That's a Wednesday. If you want to do it on a Friday, that's the 6th. >> Yeah, I think a Friday makes sense. >> Yeah. >> So, >> we can amend that to the 6th. Then >> I'm going to close it then on the 6th. >> Okay. So, then does everything bump up a week? >> Yep. >> Technically, it does. So, then screenings will be the 12th, fin um interviews will be

the 20th. So, then that makes the interview date the 20th, which I won't be here for. actually and it's egg day. It is but yeah, >> which will conflict with quite a few things possibly. >> And it doesn't mean that we wouldn't not be able to do it the following Friday on the 27th. Well, let's how about we wait to schedule that that those dates though, can we until we see who our applicants are and see what kind of timeline they're under? Maybe maybe we'll have an applicant that says, "Hey, I have to know by the 20th or whatever, or else I'm going to apply for this other job, you know, and if we're really interested in them, then we do do the interviews on the 20th >> regardless of a full board or not.

Does that make sense?" >> It does. I I think um >> how do I say this? Yes. I mean, I feel like we want to operate from a position of strength, which is that we're not >> we are a superior school >> that has a tradition of excellence >> and you should want to work here. >> Manifest that. I like it. Do it. Okay. >> It's the same discussion. Don't don't just set a date and go with it >> and say this is the date that we're doing is >> and I I mean I feel like if it's a job that they're really interested in, they'll make it happen. >> So, can we do March 13th? >> Mhm. >> Okay. >> Interviews are on March 13th. That's that's for the first one or the second

one. the the screening >> the screening or the >> well I mean if we have >> screening before then and we're interview I'm telling you're gonna be missing people because that's state basketball weekend state basketball you're not going to have any students here for student panel over >> so I would say that we have the screenings completed by the 13th >> okay >> and then we set the interview for the 20th >> okay >> and if for some reason we can't do the 20th And if we count that then that gives us another week that we can push, >> right? Okay. Then we can track for either one. >> Okay. >> So then 327 will be our alt date. 27th just throwing that out there. Worked for everybody else. For everybody. >> 27th worked for

me. >> For everybody. >> But I I also I also get it. I mean >> you bet. >> Well, I mean why not? I mean the we can the schedule might work that way. Let's go with the manual >> and then everything will be recorded correct like the interviews are recorded >> except for the panels they won't be but again the rubric >> everything will be right so it's not the same to your point angel but if for some reason you can't make it on the 20th all of those will be recorded so you could go back and watch it >> or you can call in yeah if you're a Not the best, but at least another option to be able to kind of hear what's going on. >> Okay. So, do we have to

vote on that timeline then or you're just going to amend? We mended the >> we mended the time >> cut off date to the sixth and moved everything else up a week >> with the exception of transition I assume but >> and that's open right that's that's going to be a variant >> yeah from the candidate so so it'll be approving the amended timeline of the job descriptions and the interview process Unless you guys do want to take a deeper look at the interview process and if there's something that you want to cut. I mean, I I really like how the interview process you've got down there cuz I feel like it really does say that we're serious and we have some high expectations for you to come and work here with the interview. I

kind of like that process and I feel like it's a good way to keep students and the administration and the community involved. Not that we can't adjust the timelines or you know those a little bit as far as the interview day goes, but I would like to keep at least the core structure of how you have it set up that way. What about the time? I mean because I feel like I give a lot of time in my um in my setup. So is it too much time? Like do we need to have 1 hour for building tours and 1 hour for panels? Like do we contract that to 30 minutes? I mean I think you need an hour for the building tours but 30 minutes for the panels instead. >> Yeah, I think 30

minutes. >> Okay. I don't even know. Are do you think the building tour would take an hour? >> I think by the time you go between the two different buildings >> well and you have the old gym facilities >> the bus barn you have >> time to drive all the way >> whoever the administrators can >> just be a workout just be sprinting don't have to leisure it. I don't know. This that can't be edited. >> Yeah. >> When we get closer, we can don't we have to stick to those strict times. >> Yeah. Yeah. I was going to say this could be >> It all can be adjusted really. It's not like it's all in >> But in general, I I like the idea inviting, right? You're you're approving the general process. >> This

is what we want to do. We want to do these panels. We want to do the point and the time is actually a lot for the >> might be adjusted. Yes. >> Okay. >> I make a motion to approve the adjusted timeline, the job description and the interview process and to designate the whole board as the screening committee. >> Second. >> A motion from Angel, a second from Jesse. Is there any discussion? Any discussion? All those in favor say I. I. >> All those opposed, same sign. Motion carries. 2526 contracts. >> We have a special head in here, a professional position open. And we have chosen uh Christina James pending her background check. >> Motion to approve. I make a motion to approve the 256 contract. >> Motion from Katie Brown. Do I have a

second? >> Second from Katie Marcus. Any discussion? Any discussion? All those in favor say I. I. >> All those oppose, same sign. Motion carries. >> I make a motion to adjurnn. >> Second from Katie Brown. Any discussion? Any discussion? All those in favor say I. >> I. We'rejourned.
