001e e e August 26 and I'll call to order the uh special called meeting for the Burke County Board of Education and uh let the minutes reflect that all members are present and in place with the exception of Dr H Street who will not be with us tonight and and having acknowledged that I do determine there is a quorum present and we'll proceed in regular order um the first thing I'd like to do is recognize Miss uh beer for um a moment so over the past few days we got um some heavy news that one of our uh teams that we compete with in our uh conference for football lost two um players so we wanted to uh send a message out to the Rosman Community um by stating that our hearts are heavy with

002the news of the tragic loss of your students during this incredibly difficult time we want you to know that our thoughts and prayers are with each of you may you find strength in the support of your community and may the memories of those you've lost bring comfort and peace in the days ahead please accept our deepest condolences and know that you are not alone in your grief on behalf of the board of education so if we can have a 30 minute uh second or 30 second moment of silence for the Rosman Comm Community thank you thank you Mr Beer Madam clerk if you would um see that um uh the school has been made aware of what we just did in regards to to them thank you all right you received in your packet uh

003a proposed agenda are there any additions or corrections to the agenda please I've got a quick one chairman hun if you don't mind um maybe after C I'd like to look at maybe um amending the agenda after our in infinite campus update um maybe just to see if Dr Edwards could like help us with where the link for our Google form is for that book Challenge and just kind of give us a little brief update on how to access it and and where it's at very good thank you any other additions or Corrections all right hearing none uh what's the Pleasers for the board in regards to the status of the agenda I move approval second second properly moved and seconded to accept the agenda as amended any additional discussion or comment Hearing in all

004in favor sindicate by saying I I I I'll oppose no I having the Motions carried in the uh agenda so accepted Dr uh Swan uh first and foremost um I have it on good authority that since this is the first day of school all staff are still upright correct all staff um I said to somebody on the way in to the meeting this evening I said we're going to have some tired students tired staff and the person I was talking to said and a very tired principal um so um I know our cafeteria staff our custodians I was able to speak to several of them at a lot of our campuses today um and it was just an amazing first day I couldn't be happier with what what I saw today that's great [Applause] absolutely

005so with that I would like to share um just my superintendent's updates and and again great first day of school uh this is my 27th first day of school um so very happy to continue um and and love every every day that I've been doing the first day of school uh just it it completely reinvigorates you if you've had a a rough day or just a you think a long summer I'm ready to get back seeing the students seeing the staff and the energy and their and excit excitement their faces just makes my heart smile um so you'll see some pictures here um eastberg high school went to one of our feeder pattern elementary schools were opening car doors board members were out um I saw Salem Fire and Rescue was out in their Community

006um I do have a short video prepared [Music] back [Music] oh [Music] d [Music] he [Music] right all right so that was a kind of a highlight and I can see that Smiles on your faces had I had the same effect when I was walking around campuses um just to see the excitement uh seen friends hugging each other they haven't seen each other since June um and the teaching and learning that was happening just amazing uh and it I it's it's a just I want to say thanks our principals our staff um everybody this group back here um that had a direct part in today's our first day of school uh as you're walking around the campus it looks like it was day 80 right now with everything that was going on the smoothness of

007the classes the transition time uh the students engaging um is it a honeymoon absolutely but I'll take that honeymoon every single day um once again very proud of um what's happening here in Burke County Public Schools um and I do want to highlight some things that we did in preparation to today is our special day uh last week um and then the week before that we had our Leadership Institute insute um so first day preparation is what we call it new teacher orientation uh our theme this year was kind of lighting the fire uh we piggybacked off the Olympics um digital teaching and learning uh and our opening department meeting so as you'll see in some of the pictures just some of the um heavily engaged activities that we did with our staff we invigorate

008them we energize them to have a successful year also something that we've done um we've sent home a top 10 list for back to school for our parents parents and it can be found we created with our digital teaching and learning group uh we created a a parent engagement tab um that's going to have different ideas on our parents where they can click on there throughout the year uh if they're having struggles on hey what can I do um so of course you'll see they're all into to graduate that is one of our main focuses this year to continue to increase that graduation um within Burke County we are an upward tick right now um we are at 88.7% I believe leave and the State graduation rate is 86 um so we're very pleased with

009that we're continuing to go up each year um so we're happy with this back to school list um also a great activity that did we before we did before school we've been partnering with the YMCA of Kataba Valley for the last several years um many board members participated with us we'd go over to Walmart and take students and spend $150 on back to school supplies this year they changed it up we took the students and the family shopping at Belk here in Morganton um so some families have never walked inside of the Belk um it was an amazing experience where they got to buy clothes shoes dress clothes just fun stuff for the kids to do so it was an amazing evening that that night um over at the the Bel here in Morganton so

010we want to thank the YMCA for our partnership also our continued partnership with United Way backpack um we gave out 1,200 backpacks filled with school supplies and I do want to make sure that our parents if we're having any struggling families we have access to more supplies um so if if please reach out to your principal I encourage anyone that's reaching out just reach out to the school principal they can direct them to the school counselor for supplies um partnership with Chartwells and of course Burke County Public Schools make that happen also we are very fortunate this year our area churches our faith faith community provided chick filet lunches for every school and several of our other administrative campuses across the county so that happened last week as well uh very uh thankful for them

011doing that for us as well also another exciting um program that you'll be hearing more about uh in the upcoming months our optin graduates these are students that graduated from Burke County Public Schools last year so there were around hold on let me get my numbers so they worked all summer long they did professional development classes uh they earned several of them earned OSHA training CPR first aid C certifications um and skills to follow careers outside of High School uh we had 13 local employers that had 20 inter interns over this summer um so what that translates into we see what's happening in Burke County as far as the workforce unemployment is creeping up we just pumped 20 more in individuals into the workforce um with our Partnerships with these with Western pck Community College

012uh Allan wood with bur um not BDI but um work in Burke um so we're very fortunate to have these Partnerships and this week we'll be get looking at more students so that we can begin having that conversation for opt in for the summer of 25 uh and continue to build that program so thank everyone for that partnership also I want to recognize Miss lean Pearson she was our educator of Excellence this year or last year uh we will have Miss lyanna at our Schoolboard meeting next Monday to recognize her as well so I happen to be at the EC opening meeting and got to celebrate that with her this year also I wanted to give the board a vacancy update um I feel very comfortable um we have 10 total certified teaching vacancies uh

013four Elementary six middle and four of the 10 are exceptional children's department so once again kudos to our principles for taking the best candidates interviewing the best candidates and hiring the best candidates um our HR department they're constantly interviewing pulling candidates in U Mr Recker and his team they're they're sending out resumés constantly to our principal so um now I will say with those vacancies they do have coverage so those classes are not just sitting empty right now there's either a full-time sub a retired certified teacher in those classrooms right now um also we have substitute new substitute teacher training class on Tuesday with 30 participants so that's always good to continue increasing our substitutes and what we found out uh several substitutes have a four-year degree but they never realize that they can go

014into the teaching field without a teaching degree so we're having that conversation to kind of do a lateral shift into something different in the career so um I feel certain that we'll have those 10 vacancies um hopefully within a week or two we'll have those filled also want to update the board we um had some mon brief talks with the city last week um so here is an architectural rendering of what the new central office um could potentially look like um so the trees that are in the lot are of course computer generated probably 30y old trees um but we do have to have a certain amount of trees in the lot um to help with storm runoff U things like that to meet building code um but that progress is continuing I'll give the

015board a more detailed update once we get um the architect um the RFP out so this is just a a brief rendering for us right now also we had a teacher advisory Council um during our new teacher orientation where we had some veteran staff sit up on stage and just answer some of those questions that new teachers bring to the table and say what do we do in this situation um we can tell them all day but it's very comfortable and comforting for them to listen to a a current educator somebody that's what I'd consider in the trenches for them so that was a great success as well and like a round table discussion that's excellent idea is that the first time we've had a we we've done a round table throughout the year but

016never at our teaching um new teacher orientation so we're going to continue that also up here you'll see some of the capital projects that we've completed um I want to thank Dr Acer and his crew Mr Heron uh all of our maintenance folks our custodians uh once again you walk into these campuses and the floors still look wet even with um 300 foot prints walking across them every day um just can't brag on that group enough everything that they've done all the organization that they've done in order to have that started once students left and completed before they got back so our team's done phenomenal over there all right those are my super attendent updates chairman H thank you any questions comments from Dr Swan all right thank you next up is uh Dr Dylan

017S want discuss with us some attendance issues and updates welcome Dr s all right happy first day of school attendance was rocking today of course but continue that Trend keep students happy about coming to school excited to keep on showing up so a few things so what do we have in place for tennants this is also in your packets so we have a goal of 95% for every school for the for the school year um if you look in the past so pre-co we're at 95.3 so 9.79 22 23 93.7 and still on the rise in 232 4 at 93.6 eight so we're inching closer to pre-co numbers last year 11 schools were at 95 94% or above which is improvement from the previous year we do have three six and 10day parent letters that

018do go home for unexcused absences also a 8 day and a 15-day medical notes go home as well we have two attendance engagement coordinators who who split uh the county they have the ability to file truancy charges for students and parents who are not meeting our treny law so attendance is a piece of mtss through Miss Hawkins and uh our attendance task force meets regularly to uh look at attendance and incentives and how the schools are operating and how we can possibly improve so what are we doing on a daily basis we do have automated calls home uh they're sent through infinite campus there's personal phone calls and two-way communication we try to press you know two-way communic a like if I send you an email you don't reply back well that wasn't a two-way

019communication there has to be two-way communication between parents and our counselors our administrators um even our teachers uh elementary schools sometimes use Dojo as well as Middle School schoolwide call outs with attendance reminders each week um sometimes at schools you'll see a marquee that says yesterday we're at 93% or there were 15 kids absent yesterday so a big push to keep that in front of the parents as they arrive on our campuses and also each week principles are notifying parents uh this week we were at 94% our goal was 95 and keep that in front of them every week and all schools are tracking attendance by the week so supports that are in place we do supplemental support for 10% absenteeism for example three of 30 days and then we pick it up a notch

020for intensive uh 20% of six of 30 days and uh just coordinated case management and the big communication piece is making sure parents are aware of what is going on what can happen if you miss x amount of days of school um grade start slipping um performance starts slipping and it becomes a more major issue the more time you miss so we always talk about incentives how can we get kids excited about coming to school uh a big push in high school of course is exam exemption sure if you have high school kids you're well aware of those kids comes time for test time how many how many days have I missed do I have a C and uh that's a big push for High School uh middle school and Elementary a little bit different

021they get more excited about certain things as you can possibly be aware of popcorn parties uh school dances um we can do offer ball game tickets there's even something on here we talked about having a meeting with local celebrity so uh Miss TR if you're available we can have a local celebrity lunch yeah the the goal is to get people to want to come to school yeah they may not want to come you're right but um as you see we have a different tiers of support uh for everyone Foundation tier one tier two tier three and all of our mtss teams are well aware of what we have in place and uh Miss Hawkins and myself will continue to work with our tennis task force as well with mtss to make sure everything possible that

022we can do to get kids in the classroom and uh kind of minimize those unexcused absences in your packet uh you will see uh the mtss standard treatment protocol um as far as what we're doing for tennis overall and and also there's a resolution uh kind of our push for attendance for this school year for you to consider any questions comments for do s thank you very much look forward to your progress next up is uh Mr Rogers Casey Rogers good even sir thank you guys chairman hunt board for allowing me to speak tonight about CTE uh we had no no change on our leadership staff this year very fortunate to be surrounded by these folks we have a career development coordinator at each of our high schools and Mr Huffman took over last year

023over our middle school so um to go back to coaching background you're only as good as the people you surround yourself with and pretty DG going lucky to have these people in place uh just a couple reviews uh so North Carolina offers seven program areas in CTE we offer classes in each of these seven program areas and we also have uh ctsos or Career Technical student organizations we have FFA HOSA uh TSA U but we we do offer classes in each of the seven program areas that are offered in the state some of the Partnerships that we've had over the past year uh Burke Partners in education uh we partner with Western pedmont work in Burke Burke manufacturers executive Council NC Works uh Automotive Service education advisory boards that we have to meet those laws

024uh National Center for construction Education and Research advisory boards uh Dr Swan Mission those uh student internships for opt in this year we had over 20 plus kids and then uh stem West here is a ten of schedule anything on this that you guys want to come to we'd love to have you be a part of whether it's a pop in I know last year we had several of you guys pop in at some of our events uh this is tentative because we have two dates on here that we're still waiting in the spring to just get some confirmation but again the these are some of the events that uh we provide our middle school high school and even some of our elementary school students with that connects students to careers and and that's the

025that's the purpose of the presentation tonight is kind of how letting everybody know how do how do we connect our students to these careers that we've got offer uh again here's some more of our Career Development again we've got it kind of breaks it down through grade level fifth grade we have a a Awareness Day uh sixth and seventh we have major Clarity and some Middle School career Affairs eighth grade we have those uh program area tours in the spring and then 9th 10th and 11th grade it kind of 12th grade it kind of amps up in terms of the things that we promote and the opportunities we have for uh students in CTE major Clarity is a program that we purchase out of CTE this program is basically a career expiration program that uh

026we utilize in grades 6 through 12 that allows students to understand some of the things they may be interested in moving forward each student 6 through 12 utilizes this platform and just so you guys know Berke County was a major Clarity plat Platinum power user basically what that means is 70% or more of our students were connected to this program in that career exploration uh CT at a glance this is an infographic that we have we provide for uh all our CTE students and parents at any of our opening nights um I'm going to talk here in a minute about the the first orange section on the left credentials earned and the importance of that and some of the things that we do but anytime anybody ask you what exactly is CT what do they

027do what does it provide for our kids this infographic is a great uh handout and tool that we utilize to show people exactly what we do and be honest with you how good we are uh some events and awards uh some program areas here you can see business family consumer science Health Science Project Lead to way we've been very successful at the regional and state level uh in addition to some school sponsored uh competitions again some of you guys have participated in the chop competition uh and if I move on we've also got some a and construction I will touch on construction real quick so this past year at the construction Rodeo there were nine counties represented at the construction Rodeo that was held at Western ped monitor Trade Center it's an individ idual and

028team competition the top five individuals out of nine counties four the individuals from Burke County Freedom took home the overall team competition so our construction folks are doing a heck of a job there uh in terms of the opportunities and things that we're providing for our students all right here's where we're going to tie into Dr Swan what he said we had a 97.8 graduation rate for CTE student completers what does that mean mean if they completed more than one C we have a graduation requirement that everybody has to take a CTE class but if they completed their pathway 97.8 of those completers graduated so that tells me that if we get kids in those CTE classes they're headed towards uh the right path and that's completely Allin promise on graduation um these are some

029of the industry recognized credentials these are unofficial for 2024 the credentials run about a year behind so some of the information I'm going to share for you it's about a year and a half back but we won't get information from last year until October but this is uh some unofficial results and you can see all those credentials there that we offer here in Burke County uh again just a just a another slide to show you some of the uh competitions that we had this past year some pictures from our Middle School robotics competition our high school job fair we had not had that since before Co we brought it back this past year and uh uh huge success at the Foothills higher ed Center also had a reality of money where the State Employees Credit

030Union comes in and discusses uh ways for our high school students to basically budget and and deal with the things that we have to deal with you know what's going to happen when your motor goes out what's going to happen with some of these things so our chop competition was at against East Burke uh we will have that again at East Burke this year due to the layout there is just such a great spot in terms of the the space in the kitchen construction Rodeo which I mentioned our fifth grade awareness uh AG day and now to the the credential piece um so the the credentials are things that attainment of an industry recognized certification or credential ensures that students are competitive for work and postsecondary education so in our CT classes we're able to

031offer these credentials that make them more employable make them more attractive to to employers when they go out to do them this is probably one of my favorite slides on here so from 20 2 2 to 23 again I told you you know we're about a they they released this information about a year behind Bert County Schools is fifth in North Carolina in terms of credential attainment rate we we'll we'll never catch Wake County mecklinburg county in terms of credentials earned but attainment rate means we're able to offer this many we achieved this many so as you can see uh we're really please we we do feel like that 6,236 number that we met we feel like that's going to go up by about 7 to 800 this year so hopefully that'll continue to to

032increase and and all it's doing is is providing our kids more opportunities and we're we're giving them the opportunity to gain some of these credentials uh the northwest region again here shows you that uh in terms of attainment rate Northwest region which is 13 counties is the most successful in terms of tainment rate uh again CT just provides so many opportunities for our students uh to explore and find their passion and career journey and I think one of the best things we've got about CTE is you know we've got our our health science programs that that doesn't mean that you're not a kid that's doesn't want to go to college that means we have doctors future doctors that go in there and get their CNA so it it's it's CTS for everybody and the opportunities

033and career exploration is something that we want to continue to do uh we did have a civil rights review this past year in 23 24 it was the first time in 25 years that Burke County had gone through that and that that audit took place in September and October of 23 and again not to not to Pat myself on the back to Pat the people on the back that I'm surrounded by Berke County public schools had zero areas of non-compliance in all 36 of the areas that were offed uh the facilities were the few things that we had some things on that was mostly signage and he's literally the most popular guy in the room Dr akard and Mr ha and their staff helped us uh correct some of those things in terms of signage

034and again I think that goes to show I'm looking over here I see Miss shuffler she promotes CT through her where all these folks back here the great thing about this county is we all have our own little areas but we all work together so when we had this audit it's not just CTE so many people in this room are responsible for getting us caught up and we also responsible for having zero areas of non-compliance so just a credit to to our team here in Berke County um and so I guess the last thing is in your packet there will be a draft resolution for connecting students with careers I'd like for you guys to consider taking a look at that and maybe signing off that the next board meeting to just continue to promote

035some of the good things we've got going on here with bur County any questions or comments for Mr Rogers good job comment comments um as a parent who had a a kid go through the CTE camp this past summer it was phenomenal he came home raving wanting to be a chef I have more laundry detergent that he made that I know what to do with but thank you to the whole team for putting that together thinking about them as rising sixth graders you know and having them to start thinking about what it is that they may be interested in doing it was phenomenally run it was just amazing thank you again that goes back to the to our teachers and our CT leadership team of offering those camps and promoting uh those areas that that

036kids are interested in and please extend our thank you absolutely just make how they make things attractive to the kids I like that I have you know zay's pretty tough tough dude and uh so he signed up for Foods this next semester so he's really excited about that and just you know getting their interest in and keeping it to where they learn and um they can apply it thank I think it's fabulous thank you it's really been fun to go to the Chop competitions um and see the creativity and when I would go from Team to team and ask them different questions um the the thing that most stood out to them was the time frame that they had to prepare it in that was a thing that was you know deep with them that

037it was kind of hard and challenging at times but they were able to do it and and the creativity that those kids came up with was great I loved it I that's one of my favorite events that to go to every year yep and like I said any of those events you guys want to come to encourage anybody to come to um like I said 97.8% of completers graduate so the the people we've got in place do a great job building relationships and making those kids uh feel welcome and kind of giving them those opportunities that that they're looking for and the skills that they're getting from it are phenomenal absolutely thank you thank you guys thank you sir appreciate you uh before we get to the next folks coming up um have have all

038the board members there were two resolutions in your pack has everyone had an opportunity to review them um I think instead of reading since everyone's let's will take action see what the board's prerogative is and then we will prep them to present next week sweet okay okay um all right so is there a motion on the attendance resolution I make the motion we support that and approve that resolution I'll second it it's been moved and properly seconded to approve the resolution uh supporting the attendance uh uh updates that we have um any additional discussion or comment hearing none All In in favor say I I I'll oppose no eyes have it the motion is carried and if you would uh put that in in uh proper form Madame clerk on letterhead and so forth and

039we'll rep for signatures and have that ready for next week um also too in your packet was a sample resolution for connecting students to careers month um similarly uh what is the pleasure of the board in regards to the status of that resolution motion to approve second been moved and properly seconded uh to designate the month of September is connecting students to careers month any additional discussion or comment hearing none all those in favor indicate by saying I I I I'll oppose no I have the motion carried and uh similarly um organized if you will Madam cler thank you now Dr Honeycut Dr Edwards good evening good evening so I'm going to start our Infinite Campus update but before I start I would like to give a kudos to um CTE teachers it took us

040a little while to get cross-site enrollment set up and working the way it was supposed to be and CTE was just really on board and kept us moving we had to use a paper schedule and now we're up and running so uh I appreciate Mr Rogers and K and um Amy Shing and that whole group so I wanted to put that in there before I forgot so we are going to talk to you a little bit about our new student information management system I had a phone call earlier today I said I've been here since ncy and Sims Sims was a Dos program and I've been through several of these so integration wise we're good as far as our basic pieces buses are rolling and Tims is working the cafeteria kids are getting fed um

041School nurses we've got a little bit of a glitch there with them but um Miss Michaels and myself are going to meet tomorrow uh I mean Wednesday about this they can still get into snap they can still have updated information but we're having a clash with home rooms but we are working on it class link and instructional software is all working that is our end there's still some issues with school net but we don't control that that's a DPI controll piece so what have we done up to now we've had Infinite Campus uh lead for each department we've had it for data managers constantly ever growing with data managers sometimes just a phone call is what we get we've had lead teacher training in both Elementary we've had an administrator session and a secondary teacher

042session uh the itfs opened every curriculum meeting and faculty meeting during the week of August 19th with some type of training and then the lead teacher training for elementary and secondary focused on class rosters attendance and grade book so the future belongs to her and so as things have come up um questions didn't get quite answered through the infinite campus lead sessions we've held um individual 30 to 45 minute sessions with small groups upon request and so um that has been with high school and middle school principles uh they uh requested some assistance with navigating schedules and just the overall usage and features um oftentimes School administrator don't doesn't have time to to watch the videos that are there so they like to that show me where it is and how to get to it

043and so that's what we did uh we did um a Google Hangout with the high school and middle school front office staff uh they requested they were panicking about the first day of school because we have check and I use that term lightly they just wanted to know how to do their job correctly and so um they we worked with them to show them how to um do tardies and early check-ins because uh they have students that come up and and it's not all always the data manager sitting at the door at the high school and middle schools and so we work through that uh with them we will have future trainings ongoing throughout the year with data managers um for instance processing the attendance as it comes in attendance letters working with the attendance

044counselors tomorrow um we will have um future man uh trainings with data managers when it's time for progress reports or report cards those things that if we did it right now it's in one ear out the other we got we have to do the training as it's relevant and pertinent to their jobs um another thing that we will be working on is the ad hoc reporting where we can build reports and send them out so that um the data managers do not have to go in and create them every time they're already there and built um we will continue to work with teachers through grade grade books so that they can finalize their grades do uh progress reports and report cards um our goal is to be as proactive as possible as these um uh

045time the time comes up in the in the year for the different uh mile markers throughout the school year so we built this with tool rights it's totally different from Power School when we made the transfer into Power School everybody got dumped in and we just gave everybody all kinds of Rights so we built what we call uh user groups for everyone and those user groups have particular pieces attached to them now are they imperfect no they're not perfect right now but we're working to get that way and what happened is the state created some user groups like myself and Dr Edwards and Miss Miller we're in a a higher level um type of area but we created a lot of local for example we created one for attendance counselors we created one specifically for

046teachers specifically for front office so that they would have the rights they need and not be overpowered with rights that they didn't really need um we are making adjustments as we go through this whole thing and we work directly with the Department directors to make that access happen so when someone leaves a front office position we just pull that person out of that user group and put the new person in that user group we don't have to go through and assign everything to them like we used to have have to do ower school ower school you used to have to put a person in you had to give them rights to do certain things now they'll just go in those particular user groups and I will share that those user groups have been asked for

047across uh the Western end of this state so we have shared those with a lot of other districts who are building theirs based on what we're finding as well so that's a big piece for us but the most important thing is we're trying to be proactive and we don't want to overwhelm everyone so that's why the tool rights are so important so if you hear someone say I can't access they just need to get in touch with their direct Department director and they'll get in touch with us and we'll make it happen but we have to know what they can't have what they don't have access to so that we can help them because sometimes they have access they just don't know how to get there right because it's a new program so parent portal

048Dr Edwards is um so we have set up the parent portal and the student portal um it will open up uh for students seven days before for each term so they had access to their today's schedule seven days ago uh they accessed that through logging in through their um nced cloud and then um their NCIS so it's a little blue button that looks like the image on the screen um parents um now this is going to be different because the parents have got to um gain access to their students account and because their students account it is student data we have got to verify that the parent is in fact the parent and um before we can issue them um their child's access code and so there's a simple application Pro process that has to

049go through and we take that it's a few questions that just says who they are their relationships to the student um if if the school does not know them they need to show a photo ID and um they'll take that application give them the access to the students um activation code and the steps are very simple um you just follow them scan the code put in your activation code create a user account and um once you do that it's very simple so it is going to require parents to go to the school to get their letter I met with each of the high schools today um and their data managers and gave them um their folder of uh parent codes um so they have those will be sending out um it's up to the school

050to kind of say how do you want to get the application out to parents um and do what's best for them and that works best for the school schedule um but once again once the parent completes the application it's a onepage pretty simple brings it to the school that application goes in the student cumulative folder that just says that I do have access and rights to my child's um data and it is for data security because um and and if you remember we had to do this with power school as well um to get that onetime access so again with the parent portal if you have a child at the high school the middle school and the elementary school you don't have to make a trip to all three um you just have to get

051one application and your access code will give you access to all three of your children because they're linked to you in powers or in Infinite Campus um so that will be pretty seamless um parents will have uh access to see students schedules students attendance students grade and even missing assignments um in this portal which is um very similar to what we had if you use the parent portal in um Power School um I think I jumped ahead so this is what the student portal looks like whenever they log in um so you can see this student you can see their schedule and um what it looks like to them they'll be able to see what grades they have uh what missing assignments they have as well um so that's that and then the last one

052is printers and ID badges so uh before we move to that I do want to thank the entire technology department leadership principles and everybody uh directors for being patient during this process board members for being patient during this process this is not an easy haul for it to happen and in addition to that we rolled out a whole new set of printers so we have uh sharp as our printer and they're are not charging us a per copy they're charging us per copy not a bulk copy so we're saving roughly around $200,000 a year maybe right around there uh which is great the other great thing about this is Staff ID badges and oh man I have mine own uh but if you have an ID badge on the back of it is like a

053little number and inside it is a little thing that is uh scanned so I'm an EC teacher I send something to print it's confidential it never prints until I walk up scan my badge then it can print or I can save it to my Google Drive I don't even have to have paper right so that's a godsend in some ways because that saves us on paper as well um I think that this has gone very smooth we had to replace 1100 some we're still making badges so uh I think that most everybody that needs needs to print has one or is has one in Courier right now uh this whole process ensures our student and staff information's safe now I don't know how many times that I've walked in and there's been paper laying there

054and it have student numbers on it or student grades or RTA or read to achieve information or anything that is identifiable and anybody could see it that walked into the office most of the time you don't have to worry about that but in times like now when we're already looking at ransomware we're already looking at all these other pieces that are happening in the world we need to be more secure this makes it very secure very secure now can a teacher give their badge to a student and the student run up and print it and bring it back yeah it can happen but I don't think we're going to see that as much I think teachers are going to be very conscientious about where this is at we did not put individual printers out all

055over the place uh we made mostly multifunction printers which is is huge when you start thinking about paper and cost and uh all of those pieces the other thing about printers is if a job is not picked up in 24 hours it goes away it doesn't go away with 500 papers stti next to the printer it goes away totally so I think that's been a nice process so this summer we have rolled out a lot in addition to rewiring two schools so I think that that's good and I really appreciate everybody good I'm I know the answer to this cuz I've talked to Dr Swan but I think it begs asking um and answering publicly um I've had a couple of teachers reach out to me that this ID badge system was just an effort

056to to micromanage and mother mayi teachers so that they don't uh we're going to be looking over their shoulder every time they print something and if we think it's unnecessary you know it shouldn't happen can can you speak to that publicly please sure so we're not watching the printer we're not I don't see what you print I might see that you printed several if I have the time we don't use it for that what we're using it for strictly strictly is for student information safety and being able to have things that need to be print printed that may have confidential non-directory information which would be a violation of our board to just that person right so it's not about whether or not we're watching what they're doing it's about keeping them and their students data

057safe I I think that's huge we're not the only District moving in this direction there are several everywhere all over the nation and a lot of reasons goes right back to what I said which is uh ransomware stealing uh email addresses those kind of things stealing student information creating a kindergartener that has a credit card right so all these pieces are ways to keep our students data safe and clean we're not watching thank you and chairman hunt as we discussed several years ago the importance of the badges uh as I'm walking around campus if I don't have my badge uh it's twofold may not a new substitute may not know who I am or we may not know who they are that not only ensures that the staff will carry their badges with them for

058identification but it also is the access to the printers that are in the campus as well so it's two-fold situation and it's also access to the doors that already have that which is a huge safety issue so I mean I think there's more to it than just the printer badge piece and as the district moves forward that is the vision to eventually have all access to the schools that way we're not looking for keys then we take your badge you can't get in right so that's another piece I'm glad to see this move with uh protecting our our students information you know healthc care we've had a system like this for years where we have either we punched in our code into the printer and then it printed our information that we needed so um

065Court Hamilton Court come on up sir he's G to speak with us this afternoon about uh or this evening about a new school location and uh item associated with it Mr cour welcome thank you um so specifically tonight I I'll be talking about uh a facility needs assessment or a facility evaluation that we did for um uh icape instead of down and I think yeah I got to pull up it is it's on the hard drive or on the desktop all right so um so what we did was we went and um we were asked by staff to um evaluate um hilderbrand Elementary School and ier Elementary School um and Department of Public construction has um some parameters on uh how this type of evaluation should be done and uh it the way it boils

066down basically is that they'd like for you to a lot of times these facility evaluations are done in the context of comparing to new construction and so what they want you to do is they want you to look at a existing school facility and evaluate it as if it were going to be um renovated to Modern educational standards and so DPI does a great job of kind of outling uh basic um classroom sizes and all all the support spaces that are needed for a school uh based on on the school schol capacity um so when you're looking at a when you're looking to evaluate a facility uh you look at the facility and you uh you take uh you you tour the facility with uh with staff you talked to staff about some of the

067uh some of the conditions that they have but you look at the bones of the building you look at the size of the classrooms you look at the size of the support spaces um so um my firm uh McMillan paston Smith architecture went out with a uh a a mechanical elect electrical and plumbing engineer uh that's uh Mr Britain with uh Britain engineering uh and we went out with the structal engineer Paul Fama uh with f uh Structural Engineering out of Waynesville um we went to hilderbrand elementary school and so this is the report that we put together and this is uh I'll walk you through the report uh it's a lot of facts about the buildings uh it's a 21 Acre Site 65,000 Square ft several different Wings construct over uh over a a

068period of time the earliest being 1956 um there are currently 33 classrooms on campus so uh when we when you do a a capacity uh analysis on the school uh 33 space um school will hold over 500 students and so uh that's kind of the criteria under which we looked at the school uh we looked at it uh H how if if if the school were to be uh fully fully um fully utilized how would it be able to uh handle the the student population um one of the things that we noticed even uh even at the current capacity the um the cafeteria area uh the group toilets aren't evenly distributed throughout the building um the original uh portion of the school and the cafeteria were built with individual toilets in the in the um

069in the classrooms and so the cafeteria uh you have to walk quite a distance away from the cafeteria to get to the group toilets those are not um accessible to the main public um I'll try to summarize all this um the site uh one of one of the things that we notice with the site is uh the parking area at the very front of the school uh the car riders are able to uh the student drop off line is separated from bus traffic however uh a lot of it kind of converges there at the very front of the school uh DPI recommends that if you are to have a school population uh of 500 students that that the stacking distance needs to be uh 1400 feet on site stacking all the students uh all the

070uh and then 1,900 feet on uh on Peak demand times uh they're currently starting to stack into the local Street um uh it's that local Street's kind of tucked away so it's not creating huge traffic problems uh but the ncdot really wants you to be able to stack all of that on site um there uh many many of the uh many of the toilet facilities uh were constructed over time um but don't meet the current accessibility code for Ada um and um let's see we reported that the a lot of the are a lot of the area on campus is used for Community use like baseball softball and football um and which kind of limits kind of the the way our the ability to reorient the traffic um and there are a few drainage uh

071storm water drainage issues um the kitchen layout uh is a little bit backwards they've added a uh a dishwash area at some point over time and you actually have to cross the dishwash area uh from the fruit prep area into the serving area and that's kind of a no no for the sanitarians uh they prefer that you not uh not walk across areas that may become contaminated um and then the cafeteria um in order to kind of accommodate more room in the kitchen they moved the serving area out into the kitchen that kind of I mean the serving area out into the cafeteria that's pretty common for a lot of districts uh when they're running out of space but then that limits the amount of space that you have in your cafeteria everything's uh chucking

072along okay pretty uh right now the student population is at about 300 but when we're evaluating this at a 500 student campus uh it's really boils down to about 1500 square feet of uh of cafeteria space and DPI would want you to have 2800 square feet uh for a similar similarly sized Elementary School um the report goes on to kind of put some of these things into perspective um we pulled uh sort of the useful life of building components from State construction um State constructions not DPI but they kind of oversee uh community colleges and universities so this is these are just facts about how how long you uh to just kind of give you a frame of reference um we have some more statements about uh building code and how uh it's not uncommon

073for old buildings not to meet building code but when you're uh because building code is upgraded from year to year uh but when you go into renovate you need to kind of evaluate all those things uh the student uh the classroom sizes at hilderbrand are actually pretty good there aren't many spaces that are uh are too far below the minimum standards for for classrooms uh the admin space is a little a little low uh media centers a healthy siiz Media Center um so uh when comparing H to brand spaces against DPI um the support spaces like uh well well media centers maybe a little bit below recommendations uh that's where we are on DPI recommendations so um our recommended Capital Improvement for hilderbrand would be the relocation of the kitchen and cafeteria area to the

074whole back of the back of the school so uh we would recommend that the uh that the service loading zone right there at the very front of your school uh the fact that you've got buses and staff parking and all that there at the front of the school and a cafeteria that's under sized kind of lends itself to really uh needing to just kind of take that kitchen take that cafeteria build a new one at the back of the site um a larger cafeteria U there needs to be some site work done uh to reconfigure the school drop off uh give you some of that stacking distance that you need uh to comply with DOT uh and separate the bus entry um there are other small things uh like a gy you know gymnasium flooring

075needs to be updated uh we mentioned the ADA toilet so really uh all the toilets in the school need to be uh redone kind of taken down all the walls all all those Ada standards would basically take all these toilet rooms and reconstruct them um anytime you're doing uh a renovation or Capital Improvement like this and you're comparing against new construction DPI wants you to um to consider this renovation and this this Improvement um as the renovation that's going to take you to the next 80 years so uh so reconditioning of all the all the interior finishes and everything they want you to kind of get it right uh for the next 80 years um to bring it up uh there are some um uh bleacher issues uh out at the Playfield um and so

076in summary uh the facilities uh do not provide the campus infrastructure or building program to support um the school population for a 35 33 student uh 33 classroom school and cannot provide a modern acceptable educational program that's the modern acceptable educational program is a DE term uh they they want you to do this renovation to create a modern acceptable educational program so that that's the kind of standard that we're that we're using here uh so cannot provide without a extensive reconfigure reconfiguration and Renovations all right I'll show you some pictures as we go through this is the floor plan of the school with some notes on it um gymnasium uh a classroom Edition uh here is the cafeteria you can see the serving off to the right uh the kitchen is in the background um

077this is the front of the school to the left is the the cafeteria sort of loading area um and that's the main front entry that's the sort of compressed parking area uh there at the front and buses the main hallway the main Corridor as you go in this is the 1956 Corridor um one of the things that that uh would be uh an improvement that we'd be uh recommending it would be um sort of cleaning up the exposed pipes exposed conduit that's the type of thing that you would uh you would see out of a um out of a major and extensive renovation like this there not a lot of water infiltrations there's one one particular issue that just happens to be behind the picture of a beaver dam uh there's some water coming in

078underneath the carpet there that's been persistent uh I think it's a a clog catch Basin that just is kind of uh confounding folks and this is a uh uh a photograph of the most recent hbac improvements so as we're looking uh we included in our surve in our report uh the survey from the mechanical engineer um they've documented some of the improvements that have uh come through um those improvements have updated the outdoor air and improved the um the Energy Efficiency of the school um the structural uh description shows um topical things as you go around uh no major issues um and as we estimate the amount of renovation or the cost of the renovation um these numbers and hopefully see right uh these numbers so we would talk we would talking about renovating 60,000

079Square ft uh of building the I think the building currently is 65 67,000 Square ft uh and adding on 10,000 square feet so uh this is this is all just kind of rough numbers but today in the market we're seeing um uh we're doing a a complete gut renovation similar to what we're talking about here for another district and that renovation cost is about $220 a square foot so considering you aren't going to have extensive HVAC Renovations we kind of rated it at about $200 a square foot at the low 220 at the High um for the full 60,000 Square fet we're building a brand new kitchen and uh and cafeteria that's kind of expensive space so the markets uh market cost for new construction might be 320 to 350 but since it's a kitchen

080and and it's a small amount of space uh the price per square foot might be as high as 375 or 39 90 um those are just kind of the rough numbers and then you have to think about the fact that you're going to be doing this a year out in the future that's uh 6% uh you got to think about the fact that we're just kind of spitballing this right now so uh there may be design and pricing contingency of 10% a construction contingency of another 10% these are uh contingency numbers that we often use for for budgeting early in the pro project um that's a hard cost of uh anticipated hard cost cost of $25 million on the highend 23 on the low end uh there's percentages of soft costs for uh for consultant

081costs uh 0 for land acquisition um some furniture and equipment so uh estimating a total project cost from 27 to $30 million to make a uh make hilderbrand uh a school that will last you the next 80 years in a like new conditions so that H any questions about hildbrand how long would it how long did you estimate it would take to complete start to finish uh well it would be it would have to be phase construction so that that sometimes uh pushes things out um we are currently the project that we're doing uh in another District right now uh we're we're we're about two years so we uh but in that in that particular instance um they had to build a little bit of uh extra space to kind of move in I think

082you might be able to shift some programs around at at hild brand but I'd say Pro I'd estimate two years how many phases do you think it would take um we are doing well it it kind of depends on the configuration of the school and where you have to move kids um we're doing doing three phases during the school year and one over the summer for for that project that we're on right now so uh so that I mean it could be up to eight different phases depending on how how much you move and um assuming we can knock some big things out in the two summers of that two years and did you I I don't know if I saw it the mobile units and things that would have to be brought in during

083the phasing I'm sure that would have to happen or we'd have to relocate students that could be another that could be another that more cost that would not be listed in this cost right we we actually have moving cost in there as as unknown zero and that that would fall under moving cost okay thank you any other questions all right I'll hop over to uh to I and I apologize if I'm kind of rushing through I'm trying to not yeah can we get copies of this Mr cour certainly yes thanks all right so with ier um similar type of thing um as far as the process um it has a very similar size site a little bit smaller School uh total classrooms uh are 18 uh but at ier they range from 630 quite a

084few 630 ft uh to 95 uh 95 ft at the largest uh basically two two buildings a main building and an Annex um the building is built uh with a wood roof um and load bearing masonry wall exterior and uh wood frame uh bearing interior uh the floor system is a wood frame over a crawl space um asphalt and asphalt shingles um it is not currently sprinklered um of those 18 spaces one is currently being used for administrative and support use um currently the fire protection is Class C our our plaster that's pretty consistent from the time in which it was built um the board Boiler Room is in the basement um there are the windows were constructed 32 in above the floor currently for rescue Windows uh they want those to be at 36

085in um Media Center has been constructed over a sloped Auditorium floor and the ramps and transitions uh are have been constructed in a manner that's inh in has inherent tripping and fall hazards um there's been some recent hazardous material remediation and encapsulation but if you're to do a major renovation uh that would uh full full abatement would need to be considered um the toilets don't currently comply with the accessibility code similar to ilder Brand um and there is an accessible route into the building um but there are some there's several barriers throughout the campus uh that eliminate that that kind of limit the full indiscriminate accessibility of the campus uh there's a a wheelchair lift and and some securious routs that folks have to take uh around campus um one of the problems with the

086crawl space is that uh a crawl space inherently has humidity um and uh and thermal uh it's uninsulated and so uh as as the building has been upgraded for uh with the HVAC systems over time thermal Comfort is always going to be an issue with a high hu with a crawl space that is uh got a lot of humidity and can't be controlled um thermally so uh so work to that uh to to stabilize the crawl space really has to be done to make it comfortable uh for testing and and all the things that are important for for instruction um describing the annex space um and then the main building uh talking about a little bit of going describing the 830 squ foot classrooms currently uh there's really no classroom uh in in dpi's book

087that's uh that's that small and uh we currently I think 850 is kind of where uh where the current district is as far as the smallest classroom that that are really out there it's not desirable to go down to 850 but um we um the upper classroom sometimes can be down to 850 so we we use that 850 number to kind of uh estimate a normalization of your teaching stations so if we were to go into this school and renovate it and um and create modern learning spaces we would really want to take those 650 foot fo rooms and make them at least 850 ft so we took that number we kind of looked at the spaces there to see how many classrooms would you lose in doing that um and so the 19 uh

088the 19 total teaching stations would probably drop down to 13 total teaching SPAC all right um School drop off Lanes um um are U are working uh with the size of the school they're able to accommodate the high high demand stacking on site uh the Bus drop off is separated um but the bus parking and this and the visitor parking and the proximity of the road and the and the access control um is um requires um manual Marshall marshalling with cones in order to in order to guide people uh to where they need to drop off students um and and that takes just extra Manpower uh takes away uh uh supervision time um but the most uh one of the most uh challenging things about the site is uh the distance that has to be

089traversed between the main building and the Annex Building uh there's no way to connect those two buildings because there's a a high tension power line uh with an easement that restricts what can be constructed in between the two U and so the the the big rub there is that um the bigger classrooms are down there in the annex um but we can't they're they're unable to put the students that need the bigger classrooms there because younger students and students with disabilities need to be up on the main campus close to the uh the other support spaces um so it's ended up with in a situation where some of the older students are down in the annex um and the younger and and students with disabilities at in the main so um the fact that they're

090separated is a bit a bit difficult in and of itself U and their proximity to the road so uh additional staff supervision is required to to monitor the uh the transition of the students between the two buildings uh because because it's uh very close uh to the main road and um it can be problematic for you younger students and students with physical and developmental disabilities to to make that uh that transition um all right the kitchen uh is built over a a wooden crawl space um kitchens are wet spaces wood doesn't like water um and they're are beginning to see that that uh that conflict uh with the floor support Sports and uh some of the the flooring in that area um and the dishwash area is on the other side of the hall from

091the kitchen food prep area um and that's not necessarily the you actually have to walk down the main hallway to get in between the two which is again not the most desirable situation all right we have in here more contextual information about the life cycle of buildings um and DPI recommended uh spaces um the admin is considerably smaller let's see when comparing iur against DPI recommendations clashroom size and available admin space for the most apparent outliers so our recommended Capital Improvements would be the demolition of the Annex Building entirely and just reconstruction of it of modern space connected to the existing main building um that would give you the opportunity to use that area around the annex to reconfigure bu parking uh the uh the student drop off um configuration right now works pretty well

092but they would need to be some Investments to just kind of modernize the road there um and uh mentioned the crw space um and of course the addition of a area so we have floor plan and that's the inex that's the front of the school that is the media center showing some of the tripping hazards um that is the student lift chair lift main Corridor that is a I felt like that was a pretty good uh picture of a very tight cramped classroom that's 630 square feet um and there's a picture of the kitchen and then that's the dishwash area of the kitchen um these are some of the the barriers to those with disabilities leaving the building to the playground um it's a picture of the main Boiler Room uh more pictures of some

093some barriers and then this is the um the distance that they have to travel uh between the main building and the annex um this is the proximity of the annex to the main to the Main Street uh and that's the condition of the attic space uh I had the privilege of being able to shimy up the the cross space and climb up in the attic and quite an adventure uh and the admin are do making do with um a uh office built in 19 what was it 34 did we say yeah so uh they are uh administrative space is limited um all right uh the HVAC system uh has been upgraded over time but not necessarily uh I think the uh outdoor air uh has probably not necessarily kept up with um where they need

094to be currently because there hasn't been a major renovation recently um and then that we've got just sort of some some reporting from the structural engineer about itemized things going over time and then uh so we would recommend so with the uh demolition of the annex you'd be at 34,000 Square F feet of renovation uh We've increased the renovation cost up to $250 to $290 a square foot thinking um that just the extent of the renovation and um a little bit smaller scale so you may not get your economies of scale the new building area to add that um uh to add administrative space in classrooms would be about 12 th000 Square fet again uh our cost per square foot is higher here not as high as the kitchen but higher than uh than what

095we're seeing in the market for a new school because it's just it's a small addition and you're not getting the economy to scale um so similar types of things with the escalation um and soft cost would which would put this uh Capital Improvement program uh between 22 and 25 million so that's I any questions about ier Franklin Roosevelt had just become president in 1934 right so I have a question how many classes are needed at I at this time or 32 I know it would only be 13 if you redo it you said only 13 classes but how many are so they um they are um they're at 18 classrooms and they're all full so this would wouldn't even this would this would just be to build it back so this would just be to

099them all but um for the policy sl42 uh page nine okay mine says page page n I'm not sure if everyone else's does um and it's going to be D and in the highlighted portion I I think I understand what it's saying I'm not necessarily sure I like how it's stated um it comes off quite aggressive and um a tad confrontational so I don't I don't know if this was a a change based on statute if it was taken straight out of law or anything but if there is a way that we can reward that that' be awesome um this is going to take a look and I I don't see why we couldn't reward it as long as the essence of what it means is the same TBR T is other one it says
