a lot of good kids a lot of good teachers a lot of opportunities absolutely for thank you all right next um on our agenda or the consent agenda items anyone like to be heard on that before we move any consent agenda item hearing none I move approval any uh any other discussion or comment second yeah second is not required but thank you okay we got it um very good so all those in favor of approval C saying I I oppose no I having the consent agenda items um have been accepted now the uh Personnel information report and uh uh item number 7A Dr Swan do you or uh Mr Recker need to be heard on that no sir and remind board members if you has have issues please indicate the number uh and not any
identifying any other identifying information and that's if you have no nothing to add then I move um approval of the Personnel action report as uh submitted is there a second second second properly moved and second seconded approval of the personal action report is submitted any additional discussion or comment hearing none all those in favor sen C by saying I I I'll oppose no I have it the mo is carried and the Personnel action report is uh accepted thank you very much Dr Swan can you give us um um take take us take us off on item number B the property acquisition absolutely uh about two months ago chairman hunt members of the board I read a resolution that was developed in 2018 by former School Board uh basically highlighted uh property acquisition at East Berke
high or on near the East Burke County for a new school and in that same resolution there was discussion about a property uh for a new central office um we've been having conversations with our County Commissioners over the last several years uh about uh currently we we lease our space from our uh County Commissioners right now uh which is Burke County Health Department um so we have since I've been on the board or as a superintendent we've kind of continued to up those uh that thought process of continuing to get our own space uh right now everything that we do is it goes through the Burke County um maintenance department rather than our Burke County public school department um so we felt it very important for us to have our own space um and to
go back uh the health department and our social work uh Department of Social Services is continuing to hire more staff uh and they they're quite honestly needing the space that we're in right now um and their process is to build a new building over on that East Parker land as well um so we've continued to research uh we found a suitable property and we toured the property which is 305 West Union Street in morgon um and we we've actually put a put a uh a bid on that property um based on and that would be purchasing the property from Burke charitable uh properties uh and some history on Burke charitable they're kind of a startup organization here in the community they um they they they help our smaller organizations they give them some money and
it's a almost like an incubation style system where as those businesses uh get up and running and can maintain money on their own then the thought process is to go out on your own um and Burke United Christian Ministries they're to that point right now where they're moving to a new location um I believe last week in the newspaper we saw that Burke they just recently are are inquiring about are purchasing the old food line uh on the outskirts of um morgon right on Highway 70 uh so they'll be moving their organization over there um so that kind of led into us possibly uh inquiring about that property a more centralized location for Burke County public schools um currently we're sitting around 13,000 Square ft uh this location will up at almost double um and
over double around 30,000 square ft um right now we have several departments that are not housed under Burke County Central offices roof um we have our testing Department of course our location that we're in right now is technology the the philosophy would be to keep technology here uh our El program uh move that our testing department and some other office spaces over in that location um so that's kind of a a history and a um at a 30,000 perspective can I answer any other questions we're presently um spending how much on the lease on the county property that if I'm not mistaken around $225,000 a year annually mhm when when does that lease uh how is that it's an ongoing it's it's a continuation a continual lease year to year year to year [Music] yes
well in light of that Dr Swan I move at the broke County Board of Education here by approve contract for the purchase of the real property located at 305 West Union Street here in morgon subject to the terms and conditions uh that are contained in the offer to purchase and contract okay there second second i' been properly moved and seconded any further discussion questions comments please it's a great location for a central office well and it takes a lot of guess work away from the County Commissioners too because I know they were struggling trying to figure out in a new in a new floor plan how how to do what they want to do what they felt the need to do with extra bodies in it with extra bodies in it and you was so
much space out on Parker Road which I think they still want to keep it out there I don't know for sure but anyhow any further questions or comments hearing none all those in favor indicate by raising your hand all oppos no all right Pi's the votes un animous Madam Clark thank you all right public comment Mr Vice chairman thank you chairman hunt time for our public comments section of tonight's meeting before we get started just a few housekeeping rules need to read persons will speak in order in which they have signed up to speak each speaker during the public comments section of board meeting so have a maximum of three minutes for his or her comments at which point the speaker will be politely asked to bring comments to a Clos followed by thank you
School Board policy state law and federal law have established separate and distinct procedures and forums for the resolution of employee gev es employee complaints against individual employees pupil suspension and appeals and political campaigns to avoid circumvention of those separate proceedings and ensure fairness to all parties concerned no person shall speak regarding a filed grievance pending employee complaint file with the school district or an outside agency complaint against individual employees employee disciplinary action suspension or termination or pup suspension or appeal which may ultimately reach the board of education additionally prior to elections no person who has publicly announced or filed as a candidate for public office may speak during public comments concerning his or her candidacy the board chair or designate May terminate any presentation that is not in accordance with any of these criteria except
as limited by previous Provisions public comments will be allowed during the public comments period on any subject that is within the jurisdiction of the board our first Speaker tonight is Terry Edwards come on up good evening um I'm Terry Edwards and I am from Columbus North Carolina which is p County uh just a little over an hour away from here where I've lived for 37 years and I am a licensed instructor with the Physicians committee for responsible medicine um I also have my own website uh that is called eat plant-based where uh we are now getting uh half a million page views a month from all over the country in 2013 I found relief personally from painful and swollen joints uh high cholesterol high blood pressure sleeping problems and a host of other issues that
I won't go into um but I found Relief by going plant-based and I was able to come off of all of my medications and so that ignited a passion in me to um educate others so since 2015 I've been teaching plant-based lifestyle courses at medical facilities in Western North Carolina and upstate South Carolina like uh sperberg Regional heart Wellness Center Gibbs Cancer Center palom medic Center which is in Greer South Carolina and a number of medical offices in Asheville um and so today I actually um had the opportunity to teach a class along with Dr Roxy Becker and registered dietician Noah prama um right here in Burke County to a number of your uh Young Folks we were doing a cooking class teaching them to do things like they tasted green monster smoothies um they
made their their own uh veggie rainbow wraps and um veggie fruit skewers and believe it or not guys they made cookie dough out of chickpeas and uh and maple syrup and a number of other things and it was really a lot of fun I know one of the guys young he was probably maybe 15 that was uh doing it he said I can't believe that I just made a vegetable wrap and I'm not mad about it so I was excited that they led the smoothies and were very much enjoying uh the food so I just wanted to um we talked to them about um the importance of eating plant-based for health for strength for um so many things that I personally um have recovered from and uh so I just wanted to ask that you
consider voting yes to the pilot program uh from the Physicians committee for responsible medicine because the the folks that took place took part this week or today in The Taste the rainbow uh class that we did um Prov that young people in Burt County are willing to say yes to plant-based Foods so we can start them early and hopefully um save some children from going through health issues thank you thank you ma'am starters our next speaker is Noah prama I say that right pretty close close okay great well good evening all I'm kind of following up on what Terry was speaking about um so I'm a dietitian with the Physicians committee um and we're thrilled to be back here in Burke County um we were uh my team was here last year um we came
um kind of representing our nonprofit We about 17,000 doctors spread all across the country and even the globe um and we just had some concerns about some of the um the menus that were uh that we were seeing here in Burke County um so we came for that reason last year particularly because of the um Pig smoker kind of brought this up on our radar um but the menus in general um were just concerning to us um so we came talked and we're here for the same reason um specifically we did um kind of came up with a report card uh for the schools um just kind of assessing what what the menus looked like um and it wasn't all bad news uh so there were things like Black beans brown rice and a variety
of fruits and vegetables um but the healthful foods were almost always served as sides and never as Entre and that was kind of concerning um instead the main dishes were overwhelmingly based on uh meat or cheese uh especially processed food um processed meat and we thought that by relegating uh whole plant foods to sides um students weren't be being done any favors uh by being offered the most healthful Foods um and really encouraged to choose them um so that's where we really are hoping to to offer some help um so Terry mentioned this pilot program that we're we're offering and I know we haven't presented too many details of yet um but we have some pack that we'd like to pass out essentially what we have in mind is about $4,000 um to facilitate the
implementation of two different plant-based meals um so we have two that we've tried in multiple other schools that have gone over really really well um we have our um powered up pasta and also a plant-based um or Veg Out chili um these school both of these menus were developed by DC Central Kitchen um they Supply School meals to a variety of schools in Washington DC um we've also ped them in a few other locations um so these both meals are incredibly healthful very high in protein fiber car healthy carbohydrates uh but most importantly these are meals that kids really really love and respond well to um we've seen them um yeah just be be taken up really enthusiastically um and as part of this grant my team and I really hope that um we not
only just offer you these recipes and some resources to help Implement them but also be resources uh Pro provider expertise as well um so we have a team of culinary Specialists and other dietitians who do this regularly um so eager to talk more um offer you some more information um we're encouraged that uh superintendent swan has already expressed some interest to the Press about um some plant-based meals so we thank you for your consideration thank you sir our next speaker roxan Becker hi everyone thanks for having us back again um board members administrative staff members uh there were some parents and kids that have unfortunately left would have been great if they could hear this I am Dr roxan Becca I'm a physician with the Physicians committee as Noah has mentioned um we're a nonprofit
based in DC focusing on health advocacy and today I'm here to talk about some of the dangers of process meet for kids and why our pilot program is a good idea for kids at a school level as Nora mentioned in May last year we were here so this is becoming a bit of an annual thing for us um and we spoke about some of the dangers of process meat from the Pegg for kids in terms of diseases like diabetes and poal cancer um but it also not only jeopardizes students physical health but also their cognitive abilities and academic potential uh scientific evidence overwhelmingly supports the detrimental effects of ultra-processed foods and processed Meats uh on children's attention attention span and academic performance the standard Western diet rich in red and processed meats and other Ultra
processed foods has been found to increase the risks of having ADHD and as concentration waines academic performance suffers um so when we speak about health effects like diabetes and cancer those are very long-term but these are a lot more short-term effects that we can see in kids as we improve their diet in the short term researchers found that uh Western diet high and processed meat and fried foods and refined Foods is associated with lower test scores in mathematics and reading and writing and this includes foods such as pepperoni Lunchables and ham and cheese sandwiches and beefy macaroni things that we see on the Burke County school menu as well as meat that has been smoked in the Pigg uh and this decline in performance may be the result of smaller brain sizes so research has
been done on thousands of children where we assess diets and take MRIs and we see that as people as children consume more processed meat and red meat they actually have smaller brain volumes and less gray matter which is the part of the brain that's important for attention and memory and focusing and concentrating and learning um on the other hand plant-based whole foods such as whole grains and fruits and vegetables improve executive functioning of the brain which includes memory and attention things that we want kids um we want that this functioning to improve and at this um plant-based cooking thing that we had that Terry spoke about we had a lot of teenagers who are basketball players and track athletes and plant-based diets are also great for recovery for athletic performance um because it's very anti-inflammatory
so we see that plant-based diets are really great for kids right from preschool all the way through to high school and the food that schools feed children can contribute to their success or potentially R them of their full academic potential and as students stewards of children's well-being and education uh schools bear solemn responsibility to to prioritize nourishing children's Minds as well as their bodies and it's an ethical imperative I believe to update School menus to best support kids as much as we can and to build healthy habits that will steer them in good stead in the future and so we're not only here to speak but we are here to offer financial support the support of our experts our culinary experts doctors dietitians we're here to offer as much support as we can to really
give kids the the best opportunity that they have for Success so thank you for your time today and I really hope you'll consider our pilot program appreciate it thank you M Becker our next speaker Joseph baracus perfect hey I was at least I got one right uh Board of Education members superintendent Swan and others uh my name is Joe baracas I'm a pediatrician in Internal Medicine specialist in hunterville um we've all heard a lot I think everyone you can't uh listen to the news or live in this country without having heard something about wovi and OIC and all these uh new uh drugs that are used to help uh help people lose weight and live healthier lives they work by simulating a compound called glp1 which the body produces that signals the brain to stop
eating I'm sure there either are folks or were folks here or we know or you guys know of some folks who have been on these medicines and know how uh how incredibly effective they can be um but if if you know people uh that have had experience it you also know how expensive they can be uh and how hard they can be to come by the drugs are controversial but at least one undeniable uh benefit of it coming to the Forefront is our recognition of obesity as a chronic health problem in this country obesity and related lifestyle diseases are complex and multifactorial I see it every day in my office uh and I'm beginning to see it even more and more amongst kids uh the stats in North Carolina are um distressing one and three
kids ages 10 to 17 are overweight or obese um I and all pediatricians and family docs see this on a regular basis it could lead to physical and social problems uh emotional issues anxiety depression um more boing um uh as my colleague said earlier uh childhood obesity can be associated with lower test scores as well and despite what PE a lot of people think we're not destined to be fat just because because our families are fat um lots of Studies have shown that obesity genes don't have to uh uh be turned on if you will we don't get fat because of our genes we get fat because of the way we learn to eat and this is a great place to start to teach kids how to eat better obesity can be prevented uh and
I think it's our responsibility here to provide an atmosphere for the for the kids to uh to learn uh uh how to eat better um research shows that certain plants based foods such as beans whole grains starchy vegetables that are rich in fiber and complex carbohydrates work like weight loss drugs to trigger the release of glp1 but without the risk or the expense the fact is if you eat minimally processed real foods with a predominance of plants you put your own break on eating you lose weight or don't gain it in the first place and you end up more healthy even things you wouldn't necessarily associate with eating poorly such as acne migraine headaches reflux low energy things that people live with every day I'm sure people in this in this room resolve or or
at least improve with a whole whole food plant-based diet give Burke County students the benefits of partnering with the Physicians committee exposing them to plant-based Foods would provide health benefits now and also could put them on a healthier trajectory that could prevent them from Contracting potentially fatal lifestyle diseases in the years ahead and then go ahead and try it at home thank you very much thank you sir our next speaker Jamie money well I'm gonna pivot I'm not a dietician uh my name is Jamie money and I'm here tonight as a supportive parent of two Burke County Public School students and a representative of public school strong sorry Public School strong is an initiative of Health together North Carolina which is a working coalition to protect public school students and the the schools that they
attend the goal of public school strong is to get parents students teachers and community members involved at Schoolboard meetings to oversee positive support of our teachers and administrators because of the teachers and leaders in our Public School SK system my children have had the privilege of participating in things like Battle of the books robotics Destination Imagination honors band and so much more they have teachers who believe in them and look forward to their successes as members of public school strong we hope to bring a different voice to the table that is sound and focuses on true matters that need to be addressed matters such as proper support and pay increases for Staffing stability proper funding for our public school facilities increased support for our art teachers to be staffed in every school safe clayr equipment
for every Elementary School and fair inclusive decisions to be made on the table for our students teachers and admin we look forward to the day that representatives of the system do not see our public school system as pawns for their political gain and we also look forward to working within our community with parents teachers and community members that want to make a positive difference to our public County Public School System thanks for your time thank you Miss money and our last speaker Mr John flood thank you my name is John flood and I'm here to speak of two concerns that I have for our Public Schools um one is what I sense is a general move in our country to ban books which I am afraid of Mostly because I think of when an aut
autocratic culture or government takes over a country the first thing they're going to do is they're going to ban books and they're going to limit information and um it's harder to control people it's harder to tell people how to think what to think what to do what not to do and to justify all of that if people don't have um if people have access to a lot of information and the repository of human history is contained in our books so Banning books is an anatha to me I don't like that movement the other concern that I want to voice is Banning books by religious groups in this room um we are not a theocracy in this country the Constitution separates church and state and I will oppose any religious group group coming into this room
and trying to impose their religious views on our public schools there are a lot of problems with that that I feel um one of which is that people tend to believe they're speaking for God rather than they're speaking their views as informed by scripture or their belief system and when people speak for God and you disagree with them then you're not just wrong you are sinning and you're doing you're not doing God's will the other concern that I've got with that is that if people see human sexuality is shameful or dirty or um sinful then they believe that any kind of reference in any literature to human sexuality is pornography and pornography is a huge word and it has a horrible it has a very specific meaning that's been given in this country and referencing
pornography or referencing human sexuality in a book does not necessarily constitute pornography pornography is something on the order of a theme or appeal to a book to the pur interest in sex material that is p patently offensive or material that is utterly redeem unredeem in social value no literary artistic value at all all books that I've heard that are being read some portion of it in this room as calling that pornography does not fit that definition and I don't want people who feel that any reference to human sexuality in any literature determining what students in our school system read um and I could go on but I'm out of town thank you thank you thank you Mr flood Mr chairman at this time that concludes our public comment section for theight speak all right thank
you very much uh Mr Johnson uh Dr Swan is there a need to go into close session yes sir all right I move then based upon that that we adjourn is there a second second properly moved and seconded to adjourn you ready are you ready all those in favor send saying I I all those opposed no the eyes have it good night motion is carried we stand a jour
