006this year's spelling bee is caroline cox an eighth grader at eastburg middle school let's give them all a round of applause congratulations to these two young ladies and all the students who participated in the competition good evening board members and audience i would like to tell you just a little bit about north carolina governor school the north carolina governor's school this past year with a five-week summer residential program for gifted and talented high school students that integrates academic disciplines the arts and unique courses on each of the two campuses the curriculum focuses on the exploration of the most recent ideas and concepts in each discipline and does not involve credit tests or grades the north carolina governor school is the nation's oldest statewide summer residential program for gifted high school students the program which is

007open to rising seniors only will with exceptions made for rising juniors in selected performing visual arts areas is located on two different campuses of up to 335 students each the program is administered by the public schools of north carolina and the state board of education and the department of public instruction through the division of advanced learning and gifted education this past school year we had several students apply from burke county we actually had four students from freedom high school that actually attended governor's school this past summer and we would like to recognize those students this evening so governor school recipients and winners that attended the residential program from 2021 was alisa cruz mendes please come forward and get your certificate she attended for math hunter in ensley attended for english mallory evatt attended for math

008and daniela gomez rodriguez attended for social sciences congratulations students oh now this time moving on to employee recognitions so i'm going to honor a long-time veteran principal for burke county public schools i met this gentleman several years ago at appalachian state university at one of our administrators retreat that's a funny story that i'll share with you sometime mr record probably remembers that some of us administrators in the room so our administrators they nominate a principal throughout the year and that principle goes for an interview process is nominated once again is selected by his peers interviewed by school personnel at the central office and then finally the person has been recognized as burke county public schools principal of the year that gentleman is mr keith wrecker mr keith recker will be serving on a committee a

009regional panel of principals as well so each month mr wrecker will come back and report out to us on things that are happening within dpi so we're very pleased to recognize mr keith record this time mr keith reckers principal at eastberg middle school congratulations keith so so i had to ask his permission for the story um just a quick quick funny story it was we had a principal's re retreat up at appalachian state university that we're partnered with and on day one this was mr recker's first day as an employee with us and all of a sudden we heard a big commotion and we look over and mr wrecker had passed out on us um not knowing that he wanted to get out of the principles retreat that badly that we had to have him

010removed by an ambulance he did come back the second day so once again thank you for everything mr record and what you've done for us [Applause] congratulations mr ricker thank you another recognition is our beginning teacher of the year um and once again we have burke county had several beginning teachers of the year uh as we do every year probably close into the hundreds 150 120 roughly so this the beginning teachers are also nominated by their peers within each school they go through an interview process at the district level and they are also selected by the administrators at the central office in this beginning teacher of the year i've actually had the privilege i had her as a student while i was at freedom high school so it you know it's twofold it makes me

011feel very old standing up here recognizing former students that are now our current employees i have the honor to recognize miss morgan smith as beginning teacher of the year congratulations morgan [Applause] my name's shane mace i'm the director of exceptional children from burke cane schools and first of all let me say thank you to the board for all of your support of the ec program here in the county but i have the honor tonight to recognize burke kane public schools 2020 2021 exceptional children's educator of excellence in order to be nominated for this distinguished honor the individual must be recognized as a leader in service to the school and or school system through innovative instructional programs or methodologies that have demonstrated positive outcomes for students with disabilities and be given to the person whose leadership

012dedication and service in extracurricular and non-academic activities have improved the quality of education for exceptional children and youth and it is my honor to congratulate mrs stephanie cates who will be representing burke county public schools at the 70th annual exceptional children's conference at our exceptional children's educator of excellence banquet this year so congratulations to stephanie cates and so that brings us to public comments and dr reichard i'll turn it over to you okay we have five people signed up for public comments i'll read this from cassie persons will speak in the order in which they have signed up to speak each speaker during the public comments section of the board meetings shall have a maximum of five minutes for his or her comments at which point the speaker will politely ask to bring comments to

013a close followed by thank you school board policies state law and federal law have established separate distinct procedures and forums for the resolution of employee grievances employee complaints against individual employees people suspensions and appeals and political campaign to avoid circumvention of these separate proceedings and ensure fairness to all parties concerned no person shall speak regarding one a file grievance two pending employee complaint file with the school district or an outside agency three complaint against individual employees four employee disciplinary actions suspension or termination or five pupil suspension or appeal which may ultimately reach the board of education additionally prior to elections no person who is publicly announced or filed as a candidate for public office may speak during public comments concerning his or her candidacy board chair designee may terminate any presentation that is not in

014accordance with any of these criteria except is limited by the previous provisions public comments will be allowed during the public comments period on any subject that is within the jurisdiction of the board okay the first person brad kemp by the way i will hold up four fingers at four minutes and all right first i want to say good evening mr superintendent it's a pleasure to see you again i believe the new school board is going to enjoy working with you um school board the people the parents have spoken don't you think it's time you listen to them the people have spoken in burke county and the people have spoken in virginia and i believe the people the parents are starting to rise up and speak all across the nation so this is not just an

015election it's a movement across this nation we will not accept the sexualization of our children in our schools we will not stand for the gay and lesbian agenda which has boys camping out in girls restrooms we will not accept the divisive critical race philosophy which teaches one group of children that they are inherently oppressors and another group are inherently victims parents will not stand for being told that the state not the parents will make their children's health decisions we will not sit by while the current regime in this country calls parents domestic terrorists if we dare to disagree with our local school board we're just beginning in burke county and virginia and across the country to rise up it's our turn to speak out against a president who abandons its citizens in a hostile country

016and gives our allies a clear message that the integrity and the might of the u.s cannot be trusted we're speaking out against the chaos at our southern border that invites people to illegally invade our country and bring in drug trafficking gang violence and human trafficking we speak out against a president who wants to throw money at a million illegal aliens while taking away the livelihood of a million loyal americans because they believe in personal freedom we're speaking out against the destruction of our economy including the destruction of our energy independence and the 65 percent increase in cost of gasoline we're speaking out against deifying dr fauci and the cdc who've engaged in a campaign of terror regarding coven and have suppressed the medications that could have saved the lives of tens of thousands we're speaking

017out against mandating vaccinations which children do not need and mandating masking which has no evidence that is effective and lots of evidence that it is harmful a school board that cares more about money than the health of his children is a school board that needs to change and it has but it's not too late for you to do the right thing overturn the mask mandate while you still can the people have spoken thank you one is ken carrico okay the next one is jamie wyckoff i want to first of all thank dr swan and dr alton for for meeting with me on wednesday to listen to my ideas about the books i've challenged and i appreciate their time and their concerns as well i've decided not to appeal the decisions of the review panels at

018this time but instead i'm going to call on the board count at the board of education to make necessary changes to the media policy number one revives the policy to prohibit any type of material that depicts nudity sexual acts in the form of photographs videos written materials audio recordings or animation number two revises the policy to prohibit any type of media that is used in a teaching of critical race theory such as the ones that are challenged epic reads gives an article titled 22 books to read if your child if your school won't teach critical race theory they list this book the hate you give is number two and dear martin is number nine on the list you can go online and find how to online teaching guides how to teach 11th grade class crt

019through the hate u give quote this eight day plan gives the hate you give as the primary texts teach social justice and empathy through critical race theory number three revise the policy to nullify any association with american library association or the aela the policy follows the aala's bill of rights from the ala is a politically influenced organization that works to protect child pornography and has recently given child pornography awards the ala recently called the efforts of parents challenging pornographic books as quote a dangerous fad and compared it to eating tide pods they also provided school officials with an online step-by-step guide to fight against parents who were challenging pornography in their schools revives the policy to include more parents in challenged book panels this is for three reasons first i found that with some of

020the review panels there was the obvious prejudice against the books being challenged i was told in one of the findings later that a parent challenging the title was simply not good practice they also provided me with a prenatal propaganda from the ala on the first amendment and censorship but i noticed this printout contained u.s supreme court case law on the book removal but only included the case law that that was in their favor second parents are more concerned about the content of materials rather than awards given to the material the ala is proof that child pornography does receive awards third simply the child the the parents children are the one reading them and they're also the ones who are paying for them but i'm confident in these changes that follow to prevent any further pornographic

021and crt materials from entering our media centers thank you thanks danny catherine magnolia i spoke about this a couple of months ago and i thought it needed to be reminded to the school board and to the parents of what's going on i'm sorry the laws that are being broken with the pornography that's in the schools um there's a lot of laws and you guys and the new school board needs to move for quickly to remove this and set laws and boundaries for not at never being in the schools again um if you don't and you continue to allow the pornography in the schools you're considered a pedophile by provo promoting and prevent providing this material to any child in the school system i don't care their age there's child grooming laws there's child exploitation explanation

022and obscenity laws there's child enticement laws child endangerment laws abuse child laws and abuse of rights laws and the adam walsh child protection safety act laws they're very detailed and they're a lot more than this so there should be never a reason for any type of pornography to be in the schools and you have to remove them i'm appalled they're in there now and i see that there's a lot of things you guys are going to be going through and voting on um non-discrimination on the basis of sex what sex are you talking about are you talking about male female are you talking about uh there is you know what transgender are you talking about i hope that you bring the schools back down to reality and take away the transgenderism take away the sexualization

023of our children and give them a good education quit pushing them through school take away the no child left behind because you these children are going through school that can't read and write and i know that for a fact so please get back to teaching the basics in school reading writing and arithmetic and start raising our children up to be leaders and not followers and having to turn to medicaid because they cannot get a job at mcdonald's so please take the schools back there was nothing wrong with the way the schools were before transgenderism came in before the no child left behind came in and before liberalism came in you have to take our children back and and raise them up to be warriors and not okay thank victims okay michael i heard you say

024your last name and you got them both together michael magnolia always mess your name up mr magnum [Music] chris i want this on okay thank you chris i want to just admonish you to be a great resource for the the board um because they're going to need help you know some of this verbiage that i've seen is kind of tricky and we want to make sure that the parents have the final authority over their children when it comes to any kind of covid shot or even masks quite frankly sciences shows on our cdc website massacre not benefiting a lot of children and a lot of us so something we need to keep in mind but definitely mass vaccinations whatever you want to call them shots for children don't make a whole lot of sense that

025was mentioned earlier um there's there's a lot of risk and this is still in an experimental phase whether you can label it one way or or the other it doesn't matter reality is if you know anything about vaccinations um we are still in an experimental phase so you have to question do you want your child who is a very little um risk with covid to be part of that experimenting no one knows long-term effects that's that's the reality of it the masks i took mine off i do use them for patients because i don't want them to spit on me and i don't want to spit on them but virus virus particles called virus you basically produce billions to trillions each time you sneeze or cough and they fly out or through these masks it

026takes about 300 to become infected with covid so most people are going to be infected actually we're all going to be infected one way or another but it doesn't it's not devastating don't don't buy into the fear that the media likes to drive and the politicians like to drive um the biggest thing is as was mentioned on uh early and suppressed treatment options that's that's a crime against humanity and one day people will be held accountable for that um i'm not gonna talk too much about that but politicians and big pharma and uh the media are very manipulative and you know we're busy and i get that the board was very busy and there was a time where you could really trust 60 minutes to get down to the bottom of it great it was

027great but that time is over with you cannot just sit there and watch television think you've done the research okay for example many people may not know this but donald trump whether you like them or love them the truth should be known 38 times he had a video of 30 times where he addressed the media and many of the same media that were shocked and amazed when the politician the crooked politician would say hey donald trump never condemned racism and the kkk he did it at charlottesville 38 times before he was in office way before decades before actually jesse jackson he gave jesse jackson um room for his presidential run for for any gray hairs out there or no hairs like myself he gave jesse jackson room at in wall street for his presidential run

028the rainbow coalition for anybody that's old enough or been around but you should all be aware of this the media is is manipulative they're propagand at this point so if you're counting on the media to inform you you have to do your own research you just have to for example pfizer had a 2.3 billion dollar medical fraud settlement and johnson johnson had 26 billion dollar opioid settlement and opioids i know for a fact were marketed as non-addictive as a prescriber i know that tv commercials and adverse drug effects like cancer heart disease heart disease are we forgetting these things so bottom line is for your own children i'm not going to tell you what to do but talk with your medical professional your doctor about these things they should know if your child is at

029great risk for covet or not or not so um just don't rush in blindly don't just run to the to a vaccination clinic or if it's happening in school don't let the children make the decision on anything because they're not just because they come to school does not mean they have given the parents a lot of them come school does not mean that they have given consent for that and make sure that does not happen everyone coming in going out everyone okay thank you so much thank you sir uh ken carrico you come here okay we're done thank you dr hawker we're down to board discussion and action items and the first one is action to affirm or action to modify the mask policy mr chair i move that we move burke county schools to

030mass optional and i get a second i'll tell you why and i second that dave last month i told why we were going with now well i felt like we should go with math uh to keep students in school and uh with that um i said i would if we continue to decline i'd be the first one to that's why i wanted to make sure because i said i'd be the first one to vote for it so i wanted to say that uh and i but the thing that really made my mind up was at our meeting at our work session last week when uh ms michaels presented that 18 students didn't have to be quarantined because of uh of the policy and all of that stuff 12 000 kids are having to wear a

031mask for 18 kids not to have to be quarantined and i just think that's not bad any other discussion yeah i have a couple of issues the um based on what i read from the burke county health department today that positivity rate in burke county is under four percent presently uh that's important the more important thing for me is the trending data that has been going on for i'd say at least probably the past three months and of course one or two spikes isn't going to skew the trend but it's significant we're experiencing a significant downward trend and i do think it's time to go back and let's uh let's do the optional routine and and see how that affects us i do have two concerns or two questions is how would that impact a

032counselor this may be a question for you or dr swan how would this impact masking on school buses the masking on school buses would still be required because it's a federal mandate um and we could not get around the federal mandate okay the second concern or question would be in the event of clusters in schools would we still uh mask for the requisite 10 days or how is um tonight we would still quarantine for the required 10 days let's talk about masking yes would we mask a school in a clustered situation that's something that we could come up with a a a discussion with leadership as far as that that process to put masks on if there is in fact a cluster at a specific school that's definitely a discussion that we can have i

033think that would be appropriate to have that discussion before tonight mr chairman before we do what we're going to do oh let me ask you a question what what is the reason that these students are not quarantined why are not they've not formed uh various reasons missed dr hemstree uh they've had coveted in the last three months uh of course they're vaccinated they're vaccinated these are vaccinated students correct or they've been wearing a mask appropriately would be the three things so if they are vaccinated and had has have had covered within the last three months or of course wearing the mask and wearing masks so masking and vaccination are part of that protocol that is correct i'd like to ask mr scalise if he would come up and speak to us to have his opinion

034on this yes sir what's your recommendation as a health director i would certainly recommend that you keep the mask mandate on with thanksgiving coming up we're a little worried of what might happen then and today is the first day that we've had that lower um it's literally the first day that we've had that we're still at a high risk of community transmission so we're still a little worried about that how many days of school are there dr swan for instance if we went another month how many school days are we talking about before thanksgiving before or yeah until we may until the new board comes on so december 1 the the new board will get sworn in um of course december 6 there's a work session december 13th would be the next masked discussion the

035the mandatory mass discussion how many days we're talking about a month 30 days 30 days roughly and we're coming into a time when kids are going to be concentrated families are going to be coming together we've got the flu on top of us too why was it flew down last year because people were wearing masks wearing masks yes sir well there's there's advantages to that yes sir that we see with him any other discussion yes i have i have a question okay oh uh jane uh sam raise his hand can i can you hold that one just for a second yes yes i can absolutely thank you go ahead i thought a lot on this the past week i knew this would be one of the last votes that i'll ever take out of what

036560 some school board meetings i've heard a lot of political rhetoric out there i heard some tonight that didn't influence my decision anyway but i got to thinking i got to looking at these statistics i got to look at everything and uh there comes a time i believe where you you kind of make a decision that maybe it's time to let things up a little bit i think mass have helped uh keep us face to face in some cases uh i think it's they've been worth it i don't agree most of what i heard about how terrible they are i don't believe that but i think it's probably time to let parents have an option and see what they want to do so that's the reason i will vote tonight to uh go to an

037auction with a mask dr hemp street there's 19 student days left before thanksgiving or no christmas that would be the time that we could see what's going to happen in this you know as we get things together i think the most important thing and everybody on this board will agree to that is to keep the kids in class because anybody disagrees with that no that's only radical it only it only prevented 18 students from being in class right that was it we had two didn't we have two schools with clusters this last week okay jane yes the the question i have is we are going to continue addressing this at every monthly meeting the mask mandated or masked option mask mandate is that correct yes yes okay so we will have if we see numbers

038starting to climb because of holidays coming up or whatever other situations in the county or across the country may occur then we can address those at that particular time during this particular monthly meeting and make a decision whether we go mass or optional is that correct that's correct thank you all right i i do have a question for dr swann i don't know if it can be addressed this evening but since they are coming out with the vaccinations for children from five to twelve is that something that our school system will look at to have clinics like we have had for adults in the past and children over 13 and above ms hovich we discussed that as a leadership team last week and based on the low turnout of our 12 to 16 year old

039students we didn't feel that that would be beneficial for everyone's time as far as organizing those students can go to the health department they can go to their local primary care provider or drug stores and get that same vaccination that they could in a clinic offered at the school okay so the schools will not be moving they will not be considering having clinics as we did in the past no based on the low numbers that we've had with the middle school age students and high school age students that's correct all right thank you any other discussion this will make sure that we realize that my motion would be on buses masks are still mandatory we can't control that and i think as as mr hunt said uh we need the minute we need to give

040the administration the option of placing a particular school back in mass if the administration feels it's necessary yeah i want you if you'll amend your emotions i'll okay so the motion's been amended okay you want to vote on the amendment is it necessary to vote on the amendment we have a gentleman's agreement to change it i believe yeah it is fine for this board to allow a friendly amendment between the person who made the motion and the person who accepted matt cannot hear what you're saying yeah sorry about that uh misohovich so it is fine for the board to allow a friendly amendment by the person who made the motion and the person who seconded the motion agreeing to that friendly amendment mr chairman as long as there's not an objection if there's an objection

041from any board member you would need to vote on a formal amendment okay oh i would like to ask someone i would just ask that uh dr eichard restate his full motion before you vote for convenience of the board and in doing so unless i missed it i think is this effective tomorrow monday be thinking what date this would be effective uh okay while you're thinking of that wendy go ahead okay i just have a question about um if there's a cluster why would you mask a whole school would you mask just a class a particular classroom maybe wendy would you split please speak up yes can you hear me jane yes i if you speak up i can yes okay my question is about why would we mask an entire school would it be

042more appropriate maybe to mask this particular classroom yes and we would if there's a cluster miss craven we would be under the guidance of the local health department on their advice on what we should do of course we would continue to contact trace during within that cluster but once we hit cluster status then it would turn over the health department's guidance what's a cluster what's a cluster name five or more students and what would the recommendation then be mr scalise for that particular school yeah that's what i was saying it's sort of situational if it's throughout the school or if it's like one particular classroom yeah i don't feel that we would have a full a la carte blanket statements to say if one school has a cluster that we'd mask everyone within that school

043right so basically we're going to amend the motion to say that that the administration working with the health department will come up with a solution in the event of a cluster as it pertains to masking correct that's what we okay and that is with five or more students cluster yeah that's the definition yes okay thank you so the motion will be pleasing uh that burke county schools would go mask optional on november the 16th which is tomorrow uh and with the given the administration the power or authority to uh adjust each class or school whatever accordingly if needed all right any other discussion all right hearing none oh jane what's your voice vote my voice vote is optional masking okay is that csvote is optional masking arielle's vote is yes optional and my vote is

044uh buddy's vote is uh to adhere to the uh advice of our health director and so my time would be to stay where we are i vote for mask optional that's wendy i did not hear wendy's vote please jane i voted mask optional can you hear me thank you sam my vote were optional okay uh don i go with uh mr scalise until the new board comes in 30 days and review it and take a vote all right so the vote is five two to go to mask optional okay let's move down to number b vehicle exchange resolution shane gardner hey tell the kids they can go yeah they're going good evening board thank you for seeing me i just wanted to update you on the vehicle exchange i have been in constant discussion with

045asheville ford in regards to a 4x4 2021 ford explorer we have arranged for all details as discussed previously with the board and we are prepared for that exchange to go forward at your recommendation okay is there a motion regarding this exchange i'll move the weak set and pursue is there a second i'll second it second by wendy uh any further discussion questions all right jane what's your vote my vote is yes okay southwest yes ariel yes buddies yes wendy yes slam yes okay so that's unanimous thank you thank you okay town of valdez licensing agreement dr bob baker i'll be playing the part of dr bob baker this evening uh board dr eckert asked that i come up and address this with you since the changes were merely some legal changes that you requested at

046your last meeting again this is the agreement by which the town of valdez can install and operate a stage for community performances in the west end of the football field out there at valdez elementary school we did jane can you hear me okay yes i can okay great so the three changes that this board requested was number one that all permits clearly in the agreement be the responsibility of the town that was agreed to and that's in the document second was to permit clearly the school to use the stage during school hours for educational purposes for the children that's now clearly in the document and then finally the term was changed the term in the current document and we understand the physics this is acceptable to the town manager is that it will be an

047initial five-year term with two-year rolling terms and this board can give notice of termination 12 months ahead of the end of a term so this gives the town the peace of mind that for at least five years they'll be able to operate the stage and then after that they would be entitled to at least one year's notice before if the board needed it for new construction or something of that nature so the the five-year and now rolling two-year terms and i think we discussed last time it would be it would be rare for this board to have a need for new construction that you didn't know about at least two years out because of funding requirements because of contractual requirements and those things so those changes were requested by the board those changes have been
