Uh as we come together uh to close another year, I want to take a moment on behalf of the board and recognize and congratulate our teachers, staff, and administrators for a truly successful year. Your dedication, care, and commitment to our students and families have made a lasting impact, and we are deeply grateful for all that you do every day. Uh, as the school year comes to an end, I [clears throat] hope that each of you will take advantage of the summer break to rest, reflect, and recharge. This time is well-earned and I'm confident it will prepare all of us to begin a 2026 27
002school year with renewed energy and momentum ready to start on a high note for our students and community. And in the words of educator Horse Man, education beyond all other devices of human origin is the great equalizer. Your work helps make that vision a reality every day. Each month we have the honor of recognizing a district employee who goes above and beyond in demonstrating the core values of our district. This month we will recognize Cara Russell, human resource lure specialist. Miss Russell was nominated by Miss chief human resource officer. And before I share all the kind things that she had to say about her, we'll ask her to come up front at this time. [applause] >> Yeah. That's what that's part of it, right? Just >> Miss Russell began the role of HR lensure specialist in November of
0052024 and hit the ground running. She's worked diligently to build systems of support for teachers who need to obtain, update, or renew their license. In addition, she serves as a liaison between hiring managers and potential candidates by communicating job offers and updates. She serves as the financial administrator and processes various human resource related budgetary items as well. When the team's planning events, Miss Russell also jumps in to help or take the lead. While all the abovementioned tasks are done well, the greatest contribution to the HR team and district is the outstanding service she provides to MGSD employees and new hires. The relationships that Miss Russell has established within the district and the state level with the department of public instruction lensure department has enabled HR to be more efficiently resolve issu issues. Miss Russell is
006a problem solver and an overall great person to work with and we are thankful to have her as part of the MGSD team. Please join me in congratulating Miss Russell as our June ABCD award winner. Our end of year testing went well overall and there are many areas to celebrate. We appreciate the hard work of our students and staff and we are excited to share the results once they are released to the public. Special thanks to Mr. Oral and all of our testing administrators for making sure everything went as smoothly as possible. We will be offering summer professional development sessions for our school leadership teams and staff members. Tomorrow afternoon, we'll be holding a support session for our school teams to work on their 26 27 school improvement plans. And on June 9th and 10th, we will have a
008presenter from the Robert Marzano group to [clears throat] continue our work on the new art and science of teaching which we started this past year. On May 12th, 13th, and 14th, our elementary school grade level teams conducted their endofear data reviews. Elementary grade level teams took time to review their end ofear data to share a celebrations, needs, and suggestions for the 2627 school year. Uh special thanks to our instructional coaches at each school for leading these discussions. And we are always and continuing to register students for the 2627 school year. We ask parents to please be sure to complete your child's registration if you haven't yet as soon as possible because this registration helps our schools to plan effectively by providing accurate enrollment numbers and ensuring appropriate staffing, classroom space and resources for the upcoming

Uh first, the uh North Carolina High School Athletic Association last month voted to officially sanction two new sports in the state of North Carolina, women's flag
010football and men's volleyball for the upcoming school year. Moresville High School is excited to be able to offer these athletic opportunities for our student athletes. As you know, they have been club opportunities uh in the past and now they'll be officially sanctioned sports moving forward. Moresville Graded School District celebrated our operations employees at our annual operations awards ceremony and lunchin on May 22nd. We are blessed to have outstanding employees who serve as bus drivers and monitors in our before and after school program as school nutrition employees, custodians, our maintenance department, office professionals, our technology department, and our SRO. So again, just a great event to honor and recognize uh these folks who do so much for our district. >> Good evening, Dr. Gardner, Mr. Whifffield, members of the board. A few more updates to share
011as we head into summer. The exceptional children's department is again utilizing two summer evaluation teams to meet federal and state timelines. One will be dedicated or is dedicated to play-based assessments for the rising three-year-olds and another team for school age eligibility assessments. Additionally, preparation is underway for our EC boot camp which will be held at EMIS on June 17th. This training will feature breakout sessions on behavior strategies, accommodations, explicit [clears throat] instruction, and goal book implementation while providing staff with collaborative planning time for preparing for the upcoming school year. 012to note that to that uh for recruit go retain um our HR uh team is busily working on um with uh school leaders on hiring. Um we are processing um a number of new staff. Um again thankfully uh we've worked on that retention aspect. So we're not processing a ton of new uh instructional staff. Um and we are uh you know rolling right along. We'll improve a few new hires um this evening. Um we're also uh planning our uh new employee on boarding and uh as you may recall last year um we added in our um not just our certified staff but our classified staff. So we will have them those who um were full-time permanent staff um since um I must say February uh 2026 they will be invited to this uh training um
013and uh professional well uh kind of welcome to more we'll meet some of you um I hope all of you can come um to our new employee orientation in uh the end of July and so um we will als we're also working on um work for our beginning teacher support program and um beginning teacher induction. And that's the the gist of what my department's doing right now. Any questions? >> Do you have the dates for the new employee orientation? >> Yes. Uh July 28th and 29th. It's a Tuesday, Wednesday. Um, so as you know, the primary focus of the finance department during the month of June is the fiscal year
014closeout. So, um, our team is working hard to finalize invoices, perform the final payroll of the fiscal year, and meet all local, state, and federal closeout requirements. And speaking of closeout, the auditors from Anderson, Smith, and W will be on site this second week in July to audit the 2025 2026 fiscal year. So, we're moving right along. Um, and then this month, our teachers and certified instructional support personnel can look forward to receiving the supplemental funds for teacher compensation special allotment that was set aside from the state. So, each eligible individual that remained employed through the end of the school year will receive a supplement in the amount of $1,96 per employee as approved by you all in the April board meeting. As we look toward 2627, we would love for our community to check out the new volunteer in MGSD page on our website. A quick Google search of MGSD volunteering will bring it up or it can be found under under the community tab on our homepage. Our new handbook and all of the information ma information necessary to volunteer can be found on this page. So we hope everyone will check that out. Our community may have noticed a couple of social
016media posts featuring MGSD staff and their love of reading. We will be sharing these posts throughout the month of June and would love for our community to share and comment their own favorite books and who or what caused them to love to read. We believe conversation around books and literacy is needed in today's landscape of TV and YouTube. And our hope is that by sharing our stories, we can create excitement and make our students and adults out there curious about reading and bring back the joy of reading a good book. Speaking of reading, today we started our feed and read summer feeding program at Parkview Elementary. This program will take place today through July 10th with the exception of June 19th and July 6th due to being holidays. It is free to everyone 18 years
017and younger. Breakfast will be served from 8 to 8:45 a.m. and lunch will be served from 11:30 to noon. Now, mind you, you can stay later than that. That's just the serving time. In addition, we will have books available so that children can read or be read to while they are there. Kudos to our school nutrition department for feed for feeding both our bodies and brains. Just a few highlights from our annual over overview of our MGSD school health department's year. Total students seen this year, 25,726. The return to class rate was 94% which exceeds a state average of 86%. They treated 276 students with a chronic condition such as diabetes, something where they had to be treated every day. 78 students received at least one scheduled medication daily. Maintained orders for 182 students who
018have emergency interventions such as EpiPens, Niselm, and they completed 1,385 vision screenings. 149 were referred for follow-up care and 103 secured glasses due to those screenings. So, that's just a brief overview. I have more information on what they did that I'll share out with you. And then finally, um I just received this information, so I will send more out tomorrow. Our back to school bash 2026, believe it or not, um has been scheduled. It will take place 8:30 to noon, July 18th, and it will again be at Moresville Middle School. Of course, as most people know who are familiar with this event, there will be free supplies, shoes, backpacks, gently used books, gently used clothes, food, and fun. And you can register for this event at b2sb.org. And again, it just came through my email

Um, good evening board members. While our last day, official last day of school was on May 21st. We have continued to stay busy as you've heard from reports tonight. Um, as Dr. Royal mentioned, Friday, May 22nd, we held our annual operations appreciation awards and lunchon where we where we were able to recognize the hard work and dedication of our classified staff members. We are fortunate to have an all-star operations team that is really the backbone of our district. On May 23rd, the weather held off just
020long enough for us to be able to hold our graduation ceremony for the class of 2026 at Joe Pop Stadium. A big thank you to our district maintenance staff, technology staff, the leadership team at Morsville High, and the counseling department there for going above and beyond to make sure that we were well planned for weather and to make the event successful. And then finally, students are already back in our buildings for things like credit recovery, remediation, and retesting for English 2, as well as our Y summer readers program and the read to achieve summer program. I just want to say thank you to our district curriculum instruction team and school leaders for their work in making sure our summer instructional programs are a success. [clears throat] Thank you. 021you, sir. Upcoming uh board of education uh event highlights. As about two weeks from now, we will have the summer leadership conference in Writesville Beach. So, uh I know that most of the members, if not all, will be attending that. Uh we have the end of the year even though we're talking uh we're ending we have the end of the year meeting at uh on the 30th as we ear indicated earlier. We have core training in July 16th and 17th. That's in Raleigh. We have the convocation the beginning of the year on July 30th 9:00 am at the performing arts center at Morsville High School and August 1st or excuse me 5th starts the first day of school for MGSD and as we stated earlier the August 11th is the first board meeting upon return
022from to school. So, please be uh please make sure that you have those in your calendar and look forward to a learning event in a couple of weeks. It's always a joy to uh be with your fellow board members and to learn and glean a little bit of information about being a better board member and to uh create that strong bond that that we seem to have at this uh this board. 023couple of different things I want to talk about today, so I'll try to be brief, but um, I'm a parent of a student who's just left South Elementary and u moving on to MIS next year. and uh I've been a active member of the school improvement team uh at South for those all three years. Uh and it's actually been a really excellent experience um being involved in sort of the decision-m seeing the metrics as they go up and up and meeting goals and being involved with making the goals for uh future years. Um so that's really been an excellent experience. I'm glad that that is available to parents and um I hope that more parents across the district will will avail themselves of that opportunity because it really is a great way to be involved.
024Um through that experience, I've actually learned some interesting things along the way and and two of them I want to talk about today. Um teachers assistants, particularly at the elementary school level, are such a critical part of the experience, right? It's it's not just wrangling kids and moving them around. Um there's a lot that goes into being a a teacher's assistant. Um, and it seems like more and more responsibilities are going on the on the teacher assistant side and their pay doesn't seem to be increasing maybe at at the rate that they may like. Um, so I think we'd all like to pay all of our staff better. Um, but I think maybe some particular attention goes uh to teachers assistants and those other support staff who are taking on more of those complex roles.
025Um, and then another thing uh that I've learned uh I think recently was regarding uh tiered supports and exceptional children. Um so the MTSS system right we have tier one, tier two and tier three uh based on student need and they have sort of more uh intensive support for those needs. Um but if a ch a child goes into the exceptional children program they no longer receive tier 1, two or three supports uh which doesn't make sense to me. Um you know it seems like it should be a yes and rather than an eitheror sort of situation. So, I'd love if the board could consider that as a possibility for future years um because I think those students could could really use the extra support and I think at districtwide we're like 15 or 20%
026of students uh fall in the EC category. So, I'd love to see those supports uh reach across the board. So, thank you for your time and consideration. Um first up we will have Dr. Royal and Mr. Babbot and they will be sharing the annual report from our random suspicionless drug testing um program. >> Good evening again Mr. Whitfield, Dr. Gardner, members of the board. Tonight, as we have done uh each of the last few years, we'll bring a presentation that will provide an overview for the random suspicionless drug testing program. uh which will also again remind the public of the purpose of the program as well as data
027from the implementation during the 20 202526 academic year and to present that information here tonight we have Mr. Eric Babbett our direu director of student safety and wellness good evening chairman Whitfield Dr. Gardner members of the board um like Dr. Royal said I'm going to be providing a brief update on the district's random suspicious uh drug testing program. Um so I'll go over the purpose of the program, participation numbers, uh testing outcomes, and overall program costs for the 2526 school year. All right. Um on the screen you can see you saw policy 4326. U so just you know some things to note from the policy. Um, it only applies to students who voluntarily participate in athletics, designed extracurricular activities, request parking privileges, or students whose parents have opted them in to participate. Uh, participation in
028the testing program is not required for attendance, enrollment, or participation in academic classes. Um, and it's important to also note that the students uh that all students remain subject to policy 4325 regarding drugs and alcohol regardless of participation in this testing program. All right. Um so the purpose is uh the primary goal of the program is is prevention and education. Um this program serves as a deterrent and encourages students to make healthy decisions. Um and when concerns are identified, our focus is connecting students and families with supports and resources. Um so it's not intended to be um to be punitive or or you know disciplinary. Um it's part of a much broader strategy to maintain safe and drug-free a maintain a safe and drug-free learning environment. Uh so for our process of of student selection
029um we do contract with a thirdparty testing administrator and medical review officer. Um there are no no SC school personnel assist um other than with the logistics and supervision. Uh and and certainly there's no employees that are involved with sample collection, testing or results. Um students are selected through a computerized random process to ensure fairness. So the high school and both middle schools um send me a list of eligible student IDs. Um I share those ID numbers with the outside agency and they send me a list back of selected numbers and then [snorts] I go through uh Infinite Campus and match the the numbers with students. Um so for this school year there were 215 uh students tested. um which if you had last year's numbers, you'll notice that's down a little bit. Um last
030year was actually 315 students. Um but and Dr. Royal and I met about this um and what we kind of deduced from that is the testing process has actually changed. It's now a saliva test. It's no longer a urine test, which moves much much faster. Um and so if you're aware of the high school scheduling, um a lot of students have either a non-report or a Mitchell class during first block. So, I found that a lot of students weren't there. Um, so we've kind of already addressed this with uh the agency and we're going to request more numbers for next year so that we are testing a few getting uh addressing those students that could perhaps be off off site. Uh but at the high school there were 105 students tested uh 59 tested from
031Morsel Middle and 51 from Selma Burke. Uh so for our results um six students tested positive uh for this school year um which in looking at at the last uh three years it it's pretty much in line. Um obviously it is a little lower because the numbers were lower but um you know I hate to see even one student on there but um six I think overall is is pretty good. Right. So when a student does uh test positive um they do have a temporary loss of the privilege u that they were participating in uh administration so myself and the the principal from that school uh we meet with both the student and the parent to kind of discuss all the details of what happened um we provide families with resources for a cessation course
032or a I won't call it therapy but it really is just a cessation uh opportunity um and before privileges are restored the student must do all of those things in addition to providing a a negative test. All right. Uh so this slide uh represents our demographic composition. Um so the distribution generally mirrors the population of students participating in athletics and extra extracurriculars on parking. Um because selections are gen generated randomly. We do continually review this data to ensure that it remains equitable. Uh but as you can see it it you know students across all demographics are are tested and represented. Uh so as far as the total cost um it's actually a little higher that was on the screen. Sorry about that. The uh uh the last invoice came in actually yesterday. So it's a
033little bit higher. It's about $5,863 versus the 522. Uh [snorts] which comes out to about $27 per test. Uh so and that does include testing administration, lab analysis and medical review services. Um and that is all the information I have. Be happy to answer any questions. >> Um I have two questions. Um first of all the six, what was the um breakout? High school, middle school, what were they? >> Um there were five high school and one middle school. >> And then um about the kids not being there. So help me understand a little bit better. um the testing coordinators or whoever they are, do they they were just there for like a couple hours and then they leave. They're not there all day >> there. So I schedule with the high school and both
034middle schools >> on the same day. >> Yes. Okay. >> Yep. So >> I mean really they're there for as long as I need them to be. Um we generally I provide those numbers the the names the morning of. Um so it's it's kind of hit or miss. I mean, I suppose we could wait until the second block. Um, but we've just we didn't we moved through pretty quickly. >> Yeah, I would I mean, I would think it would only be fair if we waited till the second block, right? Because some kids are just escaping >> not having to do it. They're lucking out. So, I mean, I think >> I know I know you have to go to the other schools at some point in time of the day, but is it Are we
035able to break testing into two days, like one day at the middle school and one day at the high school? >> I think scheduling with this agency is is it's tough. Um, so it would it would need to be on the same same day, but I mean >> or I mean if we tell the kids you have to report that day, you have to report that day, I guess. >> So typically, so in the past, so to Mr. Babbot's point earlier, uh, back when I was overseeing the the drug testing policy, when it was a urine analysis, um, I would start at the high school in the morning and sometimes I'd be their first, second, and third block because some students would experience what they call a shy bladder, right? And so it takes them
036an hour, right, to produce the sample. Um, with the cheek swab, you know, there's no there's no shy cheek like you you produce the the sample. >> Um, so, you know, again, talking about moving forward for next year. There's a couple things that we can do is um go to the middle schools first, start there, and then go to the high school to get that second block or potentially third block. Um, extend that stay, go stay a little bit longer at the high school if we were there first. Um and then also again having some of the backup numbers so that we still are generating the same number of tests. Um but if they do have a first block no report second and third block Mitchell again with the testing agency just trying to schedule
037um just one day to test is just try to get a little bit more um I guess efficient with our numbers. >> Thank you. >> Is there any evidence that word gets out that they're on campus? There shouldn't be um it is kept pretty well under wraps. Yeah. I mean there there would be no the administrators don't even know until the day of >> s since the programs designed to deter and to change behavior. Is there any and and I know that we provide strategies for the family and different services and the availability and that sort of thing. Is there any directed followup by the district as to that particular child that tests positive? >> Yes. So the six individuals who tested positive this year are automatically in the next pool or the next round
038of testing. And so Mr. Bab can say, you know, did we have any repeat? >> No. No. Everybody who tested positive and then retested tested negative the second time. >> Do they still have to do the class or do we still do that like they had to >> or they're supposed to? Right. Y >> they have to provide evidence that they completed that. >> Okay. >> Is the loss of privilege just during that time frame from test to test or is it what's >> as soon as they can provide the positive test result and they have no I'm sorry you're right negative. They don't want to give me a second. [laughter] Uh as soon as they can provide a negative test result um they've met with myself the administrator um and they have >> and
039they've completed the cessation class then they're >> good to return. >> Gotcha. Thank If we had tested the correct number of students, maybe this is a question more for Miss Davis. Um, [laughter] would the cost be anything we would be concerned about? Because I'm assuming the cost is okay. >> She has tons of money for us. >> I [laughter] figured she just writes checks and stuff. I remember one was twice this. >> $27 is great. I mean, God. And I think overall the the switch to the swab has really been a positive and it was an unintended consequence that >> normally we were able to catch people later in the day because we were there for a while. So it was so efficient that you know it's an unintended consequence that we'll deal with. >>

As you know, MGSD works with the North Carolina School Board Association to ensure we complete timely revisions of our BOE policies. All of the policies listed below have been recommended by the NCSBA or drafted in collaboration with the NCSBA with revisions made specific to Moresville Greater School District policies and procedures. 047the board. Um, to go back and answer Miss Penel's question, I did find uh we budget $10,000 a year for random drug testing. So, yes, Dr. Royal and Mr. Babbot are doing good. They're coming in under budget. >> I was just trying to get you some props, Dr. Roy. [laughter] >> Um, and Dr. Marsh, great lead in with your question because we have student fees for approval. Um, we did outline just the changes only since we bring these to you yeartoear. So, one of the changes um does include the breakfast and lunch price increases. Um, I will say that with the school districts surrounding us, we are still either in line or lower for a breakfast and lunch price even after the increase. Um, I know Miss Birfield um made the comment to me earlier
048that she ordered approximately the same amount of food this year and the cost went up about $200,000. So, um, with with inflation, it's a real thing. Um, we also have changes for out of district tuition. Of course, that's just based on our ADM numbers and the funding that we get from Ayardo County. So, that changes year-toear. Um, we did make a change on there for laptop fees. Now, that only applies for grades 6 through 12. I think it used to say 512, so that's only 612. Um, and then we also have the prek tuition for the STARS program. that's changed and um the board approved that in our February meeting. Um so we would like to ask um that you approve the student fees for the 2026 2027 school year um as presented. >> Okay.

Uh laptop fee adjustment for grades 6 to 12. previously grades 5 to 12 and the school lunch and breakfast program. Breakfast will increase from $110 to $1.25 and lunch will increase from $2.25 to 250 to 250 and 275. And apparently we previously approved the prek tuition uh in the February meeting. Miss Davis is going to stay at the podium and discuss our copier contract. >> So, I'm really excited about this next item. Um, the copier contract. I want to give the board a little bit of background about how we came to this point. Um, so, as you know, our current copier contract did expire or was set to expire June 30th of this year. So we really had to do something due to the cost of copers. We're required to do a formal bid. Um and it's it's very intense process. So the first thing that we did was um look at getting forming a committee. And we did that by using our current
051usage data. So we looked to see okay what schools and where at what schools, what hallway, what grade level are we using the copers the most? Because >> we're in trouble >> probably. Those are the people that we want on the committee. Um, and so we reached out to the principles and said, "Hey, you know, it looks like the fifth grade hall or the whatever is using the copier quite a bit. Who would you recommend to be serving on the committee?" And so, um, they gave some names. So, our representatives, um, did include a teacher, a teacher assistant, a director, a technician, and Dr. Royal and myself were also on the committee. And represented were the high school, EMIS, the technology department, and central office. Now, we did have one person from Morrisville Middle who
052was going to represent and then at the last minute she was unable to attend just she had too many things going on. So, um but that's how the committee was selected. So, the process actually started in late February. Um and we did the audit of our current inventory and services. Um and then we posted the invitation for bid. Um it was posted publicly on our website and on a portal through the North Carolina procurement. Um, we had a Q&A session where vendors could reach out and ask questions that maybe we didn't outline, you know, well or or that arose from the bid and we answered those and everyone that submitted a bid got to see the question and answer documents. So, it was very um transparent. And then the committee reviewed the bids. Um and
053we actually received 17 initial submissions which was amazing because you know we benefit the the more competition the better for us. Um so of those 17 we kind of looked to narrow down to three and we did that mostly with price just because u we had a scoring rubric rubric but price was 50% of the rubric. So 50% of whatever score you get is going to be based on the price you give us, right? Um so once we narrowed it down to the top three vendors, um we held interviews and the vendors came in and we interviewed the vendors. The committee did asked any and every question you could think of. There is so much more um to do with copers than I ever knew. It's fun. It is a thing. Uh this committee worked
054really really hard. Um, and so the rubric had the factors in the scoring rubric were price, reputation, quality, um, and overall fit for the district. And so each committee member um, scored. We brought the scores together, apply the rubric weights to get a total score for the vendors. Um, and following a comprehensive evaluation, um, we have selected Marco Technologies. um they were identified as the most responsive and responsible bidder. So um this is going to be a five-year lease agreement which is standard for copier contracts. And assuming because it is based on copy, how many color copies you make, how many black and white copies, but all things remaining the same, which they probably won't if they did, um we have an estimated cost of $132,113. And that's actually going to be an annual savings.
055That's a projected savings for us at the district of $42,589. So, not only are we getting all new equipment, um that should run beautifully, but we're going to be saving money in the process. So, I think at the end of the day, the committee was very happy with their hard work. Uh they did put a lot of time and effort into this. So, um I I want to thank them publicly as well. Um, so we would like to ask for approval of Marco Technologies to be our new copier contract vendor. Uh, this approval is pending the final approval of the contract um that is being reviewed right now by Campbell and Shatley Law Firm. Um, and we've been told and and I believe it just knowing this day and age that it's going to be plugandplay. You plug it in and you press a button and you basically know how to do it. that they are going to also provide training um for for those and they'll probably train a handful of people who are at the schools because this is going to happen um you know we want them up and running July one when it starts so the folks that are there and then they'll kind of
