Gracious and guiding spirit, we come together this day mindful of the great responsibility entrusted to this committee. The care, growth, and flourishing of students in our schools. We thank you for the opportunity to serve our community through thoughtful dialogue, careful listening, and wise decision-making. Grant us clarity of mind and steadiness of purpose as we review the policies which shape our district's vision and daily life. Help us to remember that behind every line of policy there are students eager to learn, teachers striving to inspire, and families placing their trust in our shared work. Keep our hearts open to one another. Where there are differing opinions, let understanding prevail. And where there's uncertainty, grant us discernment. Where

Um all newly elected board members are expected to sign a code of ethics statement that includes these provisions at the organizational meeting of the board. Um and so, one suggestion was um put it voting on consensus items at the agenda review. brought forward in among that discussion. So, I kind of want to just have us kind of talk through it and see what our thoughts were um because if we do, I feel like there should be a change in um policy because I don't believe uh there's any kind of action that is necessarily taken. Um right now, agenda review is under the specially called meetings. >> Mhm. >> Um and so, if it is something that is an actionable meeting, I feel like we should look at may- maybe making changes to that. But, this is just kind of the discussion of let's get started talking

Um but, my question was, you're in these meetings with us all the time, do you see any place where we could save time? Because I'm still stupefied by the entire first page taking 90 minutes. And uh we I think we're probably 99% unanimous we don't want to do any change to the hour we spend on gold audience. So, where else can we save time? The first one was an easy one. It doesn't require a policy change. It just requires um teacher voice and student voice is running really long every month. It's being double the amount of time. So, that was an easy one if um the representatives that represent those two um additions
013on our meeting would just remind them it's 10 minutes or less each, then we'll save 20 minutes right there. But, the second one, there's two parts. This is two part. Number two is two parts. Consensus agenda for MOUs. This is the first part. This one I I I think is possibly doable. Um we post the MOUs, I believe, on the Friday before the Tuesday agenda review. They get posted. And when it says now that in terms of the practical common sense way we're doing it now for in renewal. If it needed to be renewal no changes, that would be fine. But if it was renewal no changes, why could we not look at them between Friday and Tuesday as board members? Be responsible to do that and then vote on the MOUs for renewal no
014changes on that Tuesday agenda review meeting. It would take a policy change, which is why it's coming here. But that could save us quite a bit of time because board members would come actually prepared to discuss it and vote on it versus possibly not even reading them before they get here. And would that would that be concerning to other board members is the other question, but for you? >> Uh yeah, I think the the one that happened um more recently in the past month or so was IntelaChoice and that was a renewal but we were having difficulty getting all of the documentation because it was a budget I mean it was a contract amendment >> Right. >> and I was having to increase because of services to a student. So sometimes we get into a bind with a unanticipated major change in service that is going to cost more and I need to move it through quickly. >> Yeah. >> But that was still a renewal. I wouldn't
017do that with one that wasn't in existence. >> Got you. Okay. It would be really important to continue to label those. Renewal no changes, renewal one change, brand new, you know, putting that little extra tagline on there so we could quickly move through them but it would save time and I know sometimes you bring some of those to us and like they're due now. As much as I've tried to get them to be done in advance, I understand the workload. So that if we voted on agenda review, they'd have a week in advance of being able to get started on those things instead of having to wait on us cuz it could it could turn out to be positive. And it doesn't touch the other ones that are brand new or that that that are

It would just require board members to actually read them and have an opinion if they had questions to run it by staff on Monday before the Tuesday so that they'd be prepared to vote on it if it's a substantial problem. I'm looking at committee reports which we've just begun doing at our regular meetings and I think they're a great idea because I want to know what you've done in finance and bond. I want to know, you know, and other people want to know what we did in policy. They shouldn't necessarily have to sit in the room with us. So, that's the idea of the committee report. But, if it's for us and not really for the public so much, if the public wants to watch the policy, they watch the policy. But, for us, we get to do that. We could do it here. We could do it during agenda review. >> Um so, committee So, committee reports could be done during agenda review, too. I I'm trying
020to remember when we first had that discussion, um because I I believe that that was something that we moved from the end of the agenda to that beginning portion, um because we wanted the public to be able to hear it. Um and so, that that's That's where I I'm like, "Well, I don't know, because we're looking in the room right now, and it is staff presently. We do not have any observers, um which is fine. People can come or not come, um as they see fit or whatever. But, um this is not as broadly viewed or attended of a meeting. So, if we want the rest of the community to to know about those reports, I feel like we should probably leave them where they are. But, that's >> And I'd agree. That's my thought

I I'm the one that came to Pete and said, "Hey, you know, it'd be good to have that I mean, this is a normal part of typical board meetings." Yeah. >> And Madam Chair, um one of the reasons I think that that came about, I could be wrong, but back in the day um I guess early 2023, that one committee was formed um it was a Was it ad hoc? What was it? It was um Stephanie Walker was in charge of it. And they had a It was a huge committee. >> Are you talking about the turnaround task force? That was That was before that, wasn't it? >> We never got any committee reports on that. It just operated and was out there. And that may or may not have been good or not, but I kept saying, "Hey, what are they doing?" Cuz we weren't allowed to go. Um and the media was allowed to go.
023So, you had to read it in the media what was happening in our meetings. So, I think it's important when we do have committee action like we're doing, it's producing positive results. We certainly need to have committee reports. Mine can get shorter. I just had two in a row that were really, really big. That's the way it is. >> Just something to consider as well. When I first got here, there wasn't agenda review. There were actually two more meetings a month. The more you shift, this is not really an agenda review anymore, and now it's a little boring. >> Mhm. >> It's the spin-off from the original show, you know, it's the Young Sheldon or Big Bang Theory. The more that you are shifting things over to that, the agenda review is meant to be
024more of a discussion like in this forum, rather than an official meeting. So, I think the more discussion that happens at agenda review, people it's live, it'll people can see it. >> Mhm. >> So, I think that a lot of time is sometimes wasted repeating things that are said at agenda review, again at the board meeting for the purpose of saying it publicly. >> Correct. >> I don't know as if the time that we could save is really generated from this group that's sitting in this room right now. I think some of that re-grinding over information that was already given may be part of the concern. >> I agree. Uh Ms. Backer. >> And leaving the MOU consensus, I'll tag onto that. It has been noticed that at the regular board meeting that we completely
025rehash the policy committee meeting with the full board. The three of us vote the same way, and then we get to the next meeting, it has to be com- completely rehashed. And so, the frustration in me rises up and says, "Why do we have a policy committee meeting if our policy committee members want to rehash it because the cameras are running or whatever reason?" And that that that causes me heartburn because if we vote 3-0 on something, then it should be on the consensus agenda for policy, and it shouldn't be a big issue when we get to the full board. So, um we have to talk about that. It's It's a delicate thing. It's, you know, not not pointing fingers, but we could It's the first time I've ever seen this happen the way it
026is when you have three board members who vote the same way in policy, then we get to the regular meeting, it's a free-for-all seven people, and and there's no respect for what the policy committee actually voted. >> So, for me, kind of piggybacking off of that, I don't think it's just the individuals that serve on this committee, but it's also concerns that are not necessarily always And there are There are individuals on the board that do bring concerns pretty consistently to us when prior to the meeting, but when those concerns aren't brought until a week after the meeting, that's a frustration, too, because we could have discussed it during the meeting rather than having to add more time, add more time, add more time. Um I think this is something that we should probably talk
027to other board members about before we make any other decision any decisions on this. Um I don't want to keep rehashing this meeting. I don't want I want to be able to discuss the concerns of every board member when we're making these decisions so that we can just go, "Okay, here's the changes that we proposed in our discussion. We discussed your point, your point, your point, your point." And this is what we came to, and then it flows much better. I think the communication needs to improve on that. So, I'm going to say um I move that we Well, I don't even know if we need a motion cuz there's no changes to the policy. I think that we should probably sit down and and discuss with other board members as far as, you know,
028thought processes and such. >> I I want to answer my colleague because even though you say it's not personal, it feels a little bit because I am the one who voted on a policy, but then I had an opportunity to interact with the public who brought up a very good point. And so, I Maybe that's not the one you're talking about. Okay. >> I think we immediately moved it back to policy. I think that's pretty normal. >> Uh and that's what I works fine, but I do agree with the chairperson. I think that there needs to be advocacy uh in the background. If we're thinking or we've talked about this, I think maybe we need to talk to some of our other board members individually and say, "Hey, here's what went into that thinking. Let's
029see if we can get some of the concerns out of the way before we're on the dais and everybody has to talk about it all over again. >> Mhm. >> And and to piggyback on that, that's what we have the agenda review for. So, if a board members actually looked before the agenda review and looked at what we're reviewing, looked at what the policy changes are, they have a problem then they have that opportunity to call the board member before the meeting before the agenda review and say, "Hey, why don't you all do this this way?" And I I've always done it. Um and for the year I sat off the off this committee um I I shadowed it because I didn't want to lose touch with that ability to know what was happening so
030I'd have the right vote. But, you still can discuss it in the agenda review and if then you're still adamantly opposed, you have all we have 2 weeks to talk to the board members so it doesn't have to be this big show on on, you know, board show day. And that's and I wasn't wanting to have any action on this. I wouldn't mind um I had confidential conversations with a staff member and I said, "What ideas do you have that we can shrink this this agenda? Where we where we missing it?" So, I wouldn't mind if if the superintendent had some conversation with some of the staff and if they have any other suggestions that the superintendent bring them to us because we can't keep having 3 and 1/2 hour meetings where we only have
031two pieces of business that we actually deal with. That's that's not common sense. It's not practical. And I'm a practical person. I brought the agenda review. Me and Mr. McManus brought the agenda review. We argued for 3 months to get it to go. It does work. But, there's things that board members have to do in order for the system to work. But, if staff members have any suggestions on time besides the one you just gave us for the We'll talk about it then. >> Are you really asking me to give feedback on how you guys can operate quicker? >> Yeah. >> All right.
