002we do and say amen next if you will join me for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all next i have the approval for the minutes of our january 4th meeting i entertain a motion i have a motion by miss horn i have a second by mr carroll any further discussion all those in favor motion carries 7-0 i will take this time to thank miss horn for filling in i think for two months in a row for me i was joking saying that i was getting sick again today and she said you better not next important dates uh there's just a few we've got the davie county
003school spelling bee at 4 00 pm to 6 pm at central davie center boardroom in this room four guests per student will be allowed to attend with limitations guests will be able to watch the spelling bee in the auditorium lunch room in central davie then february 7th board of commissioners meeting that's next monday and then we're back in here board of education meeting on march the 1st i think that's it next i'll turn it over to mr wallace for report thank you mr chairman good evening everyone thank you for being here and yes i commend miss horn for her service as leader and it's great to hear a 7-0 vote or seven at least seven people are voting again so uh but clint glad to have you back as well i want to start tonight
004again by just saying thank you thank you for being those that are attending online we um many of you are well aware that this county this state this nation uh more so this county lost a valuable person this recently and mr julia suiter mr suiter i have met him when i came to davie county and i will tell you i have watched him turn meetings around on a dime and he truly cared about every every person everyone what a person and then here's the other side stories of daddy my 12 year old comes home and he said i met the nicest man at the golf course today and he let me play for free i said don't tell everybody that i'm telling you dad but i watched him encounter my son that and he didn't
005know who he was he had no clue he was but that's the way he treated people so i want to remember let the the suitor family know that we're praying for them i have reached out to to one of their family members the daughter that i do know a little bit just to let them know we're thinking about them and praying for them but again no doubt that we are all standing on the shoulders of mr julius suiter and i appreciate people like him and what he's done for our community board i shared with you briefly uh without briefly the other day i have some real exciting news about our student performance as you can imagine our end of course test an end of grade tests that our students had to take last year we
006have 11 schools that can that are that are test and it can qualify for growth and one of our goals is that every school meet growth meaning the teacher those kids grow one school year and that's what they should do that's that's our job if you exceed that growth you've moved beyond the standard deviation or margin of error if you were standard deviation and you have moved children more than you were expected to or that they were expected to grow so all of our schools met growth which is phenomenal and 10 of the 11 exceeded growth i'm telling you i cannot tell you how proud i am of this of our of our teachers of our kids and of our parents absolutely that is i mean it is phenomenal couldn't believe it now we've again
007tried to say we're not going to talk a lot about scores but when they're that good my goodness what do you say so um we will uh we will share individual scores with teachers and things but it is just phenomenal so compliments to you board but more so as you understand the work takes place in those classrooms and that doesn't just happen mr juncker as you say very often so commend our staff inclement weather i never dreamed i'd feel i almost want to go outside and run around in short pants when the sun's out boy we've had a battle for the last three weeks or so but thank goodness that snow comes on friday nights but if schools don't stop this past weekend on friday and saturday night we had 10 events taking place but
008we worked through those and and made it happen but again compliments to you i want to i want you to know too that mr harris uh and worked with our maintenance team and jeremy miller and we were those those teams worked into the night more than once to get us to get our sidewalks and stuff ready it's not just our roads our site we don't contract people to come do that our team does that so we um we made they were out working on sidewalks and in parking lots and to get that done and of course we have a great relationship with clyde scott and our local d.o.t and so i just want to commend them tonight in the work and the efforts they put forward and it was good to be back in school
009last month i did not share any attendance with you but i have it this month and uh pmr uh press was principal month report for the month of which ended in january 6th our attendance rate was 88 percent which is typically in a in a non-coveted year our rate is somewhere around 92.5 for this same grading period when miss full did some analysis of this information of these absences were due to coven so if you extract or subtract that and then recalculate take out the covada absences and then calculate it our attendance would be right back where it would should be or well it has been in the years previous so obviously we're all aware that omicron has had a huge impact on us um but that's just so you'll know it we are down
010from 92 point excuse me 93 last month or the last pmr but we hope to rebound of course this time coveted cases thank goodness we have seen a sharp decline over the past week or so we currently 36 students have coveted and that is in our school system 10 staff we have 73 students quarantined and five staff five staff quartering those are numbers that you got yesterday we do those three days a week um i will tell you you also received the county's information uh as you know two weeks ago the county i think we had over a thousand cases last week i think it was down to 932 and then just yesterday i believe it was down to 770. i was in a statewide webinar this morning with dpi in north carolina hhs we
011are seeing some declines which is great great news the state positivity rate is 26 state positivity rates 26.9 percent as uh from the time frame our latest that we have which for davie county which ended two days ago is 34.8 davie county's positivity rate in ending on 129 is 34.8 and that comes from the health department um a ques i did have a question about um masking or when we what what did our numbers look like now that we're beginning to see them decline where were we with numbers in november when we voted mask optional um in that at that time we had 14 students november 2nd is when that happened we had 14 students that had coveted five staff members we had 81 students quarantined and three staff members and at that time davie
012county's positivity rate was 10.8 percent so just to give you a little bit of reference of numbers there the strong schools north carolina toolkit changed on january the 10th that was what i see is a definitely a positive change and what it and what does that mean and i'm going to try to walk through a couple scenarios tonight just to make sure that our public and everyone understands and i'm referencing page 16 of the toolkit and then down on the left side of page of page 16 it talks about exposure and the exposure with it vaccinations exposure and mask expo mask exposure vice versa but i want to call your attention again in the toolkit to page 16 at the bottom where it's called exposure and its exemption test to stay in mask required settings
013so i'm going to just kind of squish this down right now we're in a mask required setting so if lori and david 10th graders at the high school if lori contracts they sit side by side in one class they eat lunch together they unmask they eat lunch together of course they're sitting side by side for a period or two in the current setting david contracts coven david has to go home of course for five days if he's asymptomatic david can return to school on day six lori because of as long as lori is asymptomatic she does not have to quarantine does not that's why you will see our you have seen our quarantine numbers declining sharply which they should that's a sharp difference a real difference in what it was in the past we've been
014with we've been coordinating for 10 days for two years basically worked that out with the health department you are very well aware that the as long as we stay if we if we stay in a mass setting that is the option if you're exposed at school and you're asymptomatic you do not have to quarantine now it goes on to talk a little bit about in-house or in-home exposures are a little different we have again you're seeing our numbers decline now let me say this if we go to mask optional same scenario david and lori david contracts lori has to go home for five days which is much better than 10 days as we well know that's in a masked optional setting which means maybe lori had her mask on and david didn't this this hadn't
015changed it's been this way the whole time david didn't wear his mask or he did lori still has to go home for five days because she met the definition of exposure now i hope that i want to make sure that i've clarified it please if there are questions there i will try my best to answer those i mean just yes sir i think i heard you say mask optional mask required the quarantine for the potentially exposed person is exactly the same no mask required like we are right now kids wear mask staff in the buildings school buildings david and laura sit side by side david and they're both have a mask because they're mask required david contracts covet david goes home for five days that's a given whoever contracts it laurie does not have to
016go home she if she's asymptomatic thank you yeah as long as she's asymptomatic and yes yes because it's mask required that's correct yes good point but again now if we're masked optional and they and even if dave is expo david has gets coveted and lori is exposed even if lori's wearing a mask lori has to go home for five days whether she's asymptomatic or not she has to go home yes hit your mic your mic this is going to be part of a discussion we're going to have correct it we can revisit and sure because we're going to bring that back up i can wait and take questions then if you want if you want to do that or mr potts i know you may have something in your scenario we're masked like we are
017today and you gave the scenario of those two eat together yes they're not masked while they're eating that's correct how does that affect the rule it doesn't and that's clearly stated in there that was one of the changes that we were surprised with as long as you're in a masked setting i got it i agree so i said that they eat together thank you agree and it mentions lunch and extracurricular because our wrestlers can't wear a mask and our basketball players aren't wearing masks oh absolutely most likely but if she never becomes symptomatic yeah correct that's correct and and i have said to this board many times too most i mean again only a handful i don't know the exact number but most of the kids that we have sent home due to exposure by
018definition have not contracted have not contracted covet yes could be could be sure sure jeff can ask one question sure um in december we voted to pass the test to stay option where are we on that and how does that affect since the quarantines have been reduced to five days and the different changes in the toolkit can we just you want me to start i can well that's what i was going to say if we can't if we want to answer that and then let's move on to the agenda items i should wait and have this conversation related to a topic are you okay with that okay yeah i'll cover that yeah question yes all right so jeff i'm sorry um just i just want to make sure i'm clear on this so as you
019explain that the quarantine though whether somebody gets in a math setting or a non-math setting if they are required to quarantine is five days there's no more ten days it's five days correct okay correct and again that is determined by hhs not you not us correct okay again i just want to say thank you to staff we step turn i've said many times we turn and look back at the work and effort you put forward staff teachers you look back at the work you put in and our kids performed kids have got to be in school that's proof and i commend them so much mr chairman that concludes my report thank you yes sir uh just as i'm sitting here thinking about mr suiter he was he was kendall he was our principal here in
020this school uh whenever we and the the uh the level of respect that he got from anybody i don't care where you came from uh whatever it is and you'd be walking down the classroom he had the biggest class ring that he would spin around and pop you on the top of the head with it but one other memory i remember uh i cut my finger doing something and and sent me up to the office and he came out there just loud as he can be and he said what what's the problem and i'm like you know i'm thinking i'm getting ready to get sent home or whatever and he looked at it he said boy that's too far away from your heart to hurt you go back to class that's my memory but uh
021what an incredible uh man that we are fortunate enough to have in this uh this county so um thank you for that uh next recognitions what most you're here for uh first uh davie county high school i'll call on uh for uh palmer williams i'll call him mr devricks oh got a new one and and great for our team as well so congratulations palmer [Applause] congratulations it's incredible uh next will ellis middle school football team joe bernelli good evening everyone i am casey morrison the principal at william ellis middle school this is my first time up here i just like to say before i go any further what is what an honor it is to be in davie county schools and at this time i would like for my football players our football players to

023don't mind braylon arnold first of all seventh grade siri arnold max baldwin braxton bowling elijah chaffin max kornatzer daschle de snoyers evan helms tate helton easton sanders landon hughes xavier simmons caleb speer and sammy angel and for our eighth graders nate barr jackson boger ethan driver aiden hall dylan miller jacob patton aidan sanders aj sweet elliott gould kasmor ethan dixon connor dixon luke wayne and george sakai and our coaches coach morgan coach dinkins coach chaffin coach driver coach hughes coach cornazzer coach schill and coach boger thank you [Applause] can we get a picture with mr walsh um okay [Music] you can still tell us congratulations guys [Music] all right guys uh next on our agenda is the consent agenda and i will entertain a motion i have a motion by miss smith i have a
024second by mr carroll any questions discussion scene none all those in favor motion carries seven zero uh next moving on to our business items uh human resources amendment to the uh school calendars uh miss haynes thank you chairman junker and board members as mr wallace has already referenced we have dealt with some inclement weather in the last little bit and so what you will see within the board packet is some revisions or proposed revisions due to the inclement weather the week of january 18th on the traditional calendar for 12 out of our 13 schools you will see on january 18th and 19th those were originally student days and the proposal is we we needed to call those optional teacher work days or professional days because of the inclement weather on the 21st we were scheduled
025to have a required professional day because of letters training that was an adjustment that we made back in the fall we had to shift because of high school exams particularly and we needed that to become a student day to make up for the 18th so the 18th was made up on the 21st and then the 24th which was a required professional day originally in the calendar remained a required professional day for k-8 but became an exam day for davie county high school so that we could complete the semester and get things wrapped up and ready to start the spring you will see as part of this proposal we still have january 19th that needs to be made up and so this proposal suggests that we take february 15th and april 8th early release days if
026we capture those those minutes that instructional time to try to make up for the 19th loss because we have already waived one student day on january 3rd you will see that davie county early college calendar as it's a little bit different the 18th was still an optional teacher work day because of inclement weather but they were able to call remote remote instructional days on the 19th and then they had to again on the 21st because the community college campus was closed so we bring these revisions to you as a proposal for your approval thank you for all your work and your team uh there's any questions for miss haynes scene i'll entertain a motion i have a motion by miss horn have a second by mr potts any further discussion all those in favor motion
027carries 7-0 no next finance miss harris mr harris sorry on the anderson smith and white contract board before you have the audit contract it's that time of year where we've got to approve our next our auditors for this year again we'll go with anderson smith and white for thirty two thousand two hundred dollars for the audit fee um that we have i'm not sure how many years we've been with them quite a while this will be the third year in the contract that we signed a few years back when we when we rolled it out so um i i'm put before you that we approve this contract they'll start the compliance part as long as you're okay with it in early march and then we'll do the financial piece of it probably in august if
028i'm not mistaken so thank you mr harris any further questions i'll entertain a motion motion by mr drexler to approve have a second by miss webb no further questions i'll call for a vote all those in favor motion carries 7-0 thank you sir next mr wallace policy 2310 update thank you mr chairman uh board policy 2310 was provided you think in december and then you had the month to work through that and then last month it was voted on but there was an oversight in that policy so there was a slight change in 2310 took nothing away from the spirit of the policy and um so there was a couple of logistical changes that was shared with you and just if there are any questions i'll be glad to address any of those but it's
029just some minor changes and that's why it's brought back this month any questions i'll call for a motion have a motion by miss webb have a second by mr carroll any questions all in favor motion carries seven zero thank you are you back to mr wallace for uh policy 4231-5021-7263 all right thank you mr chairman board as you are well aware that each month we have to evaluate our covet status in numbers as we've been discussing we shared some and open i mean excuse me in um my report and but you all have to vote monthly to either mandate mask or go mask optional so again i shared some information with you but before we move forward there's a couple of things i want to do i want to make sure that so basically before
030us is what we talked about a moment ago with the quarantining situation now if you recall there's some confusion because we've got north carolina health and human services test to stay and you've got abc collaborative tests to stay which you all approved for us to go into an agreement with abc test to stay and that was students parents totally strictly voluntary student parents so i called mr junker your son has been exposed do you want to enroll him in the test to stay program abc i'm talking strictly about abc now abc test just to say mr juncker says no at that time his son went home with corning for 10 days now mr juncker has that choice and mr jonker says no then then his son now stay with me would would quarantine for five
031days now but if we're in a massive state i mean if we're under mass required he wouldn't have quarantined now the protocol has changed somewhat with abc test to stay if we stay in a mass required setting that we're in now there would be no reason for mr junker to enroll max in that program why would he test on day one three and five there's no reason as long as he's asymptomatic he does not have quarantine if we move to a test a mask optional setting then as i've already shared students would have to quarantine for five days so now i'm talking about mask optional setting now max gets exposed max goes home for five days can return on day six if he's asymptomatic now with abc cl we can start back with abc client
032we've not done anything with our mou so now we're in a mask optional setting max is exposed clint gets a call do you want max in the test to stay program he says yes max as long as he's asymptomatic is tested day one day three and day five miss dingler that's correct okay it was day seven but now that he's only gonna be corny five days anyway that's mask optional mask optional if if we're if we're in that setting now recall i want y'all to make sure you hear this too the state the only so my my colleagues mount airy ash county some of those were able to start in the abc test to stay in august because they were mass required we were not the state hhs north carolina hhs just permitted districts that
033are masked optional to participate in the test to stay abc tests to say what two months ago but they only allowed it for certain groups and we're one of those because we were one of the original 11 that joined abc in the beginning which i've shared that with you but i want to make sure you hear the options on this policy tonight stay like we are right now as long as you're asymptomatic no kids go home except for the pods positive if we move to a mask optional setting according an expo corn a covered kid goes home five days no matter what an exposed child goes home for five days or they can enroll in the abc test to stay and they would be tested on day one three and five now those are somewhat
034the options yes ma'am question at the time we were it was only implemented at the high school do we have the staff are we ready to implement at middle and elementary school all right laura you just want to come on up sorry please because lori's going to report out to you but i i want to share good question and i want to say and i'm going to say yes but i'm going to let her qualify quantify my answer so lori you can push back at any point here so let me what i'll do let me go over a couple numbers that you and i share today if you're okay do you want me to do it go ahead thank you i'll be happy to mr juncker made a comment to me today that i that
035has really kind of settled me and i relate it to biblically where there was well there was writing in the sand and the people said now cast the first stone and they all turned and walked away if there's anyone in this building in this state or in this country that has an absolute answer that's absolutely 100 right then you can cast the first stone or raise your hand because there's not one and you brought that out clearly in your example about lunch a moment ago but i want to commend you boy before i share numbers you have stayed on the edge and done everything you can and i commend you for that and it's shown when we brought kids back in the building last year that's one of the reasons our scores are like they
036are so i commend you for that now a few numbers with you and laura you corroborate or step in at any point you want in 2020 2021 school year 10 months of school 10 months of school now we you know we were four days a week elementary starting in october and a b day for six through 12. keep that in mind we had 340 students that tested positive common 340 in 10 months we had 116 staff to date in five months a little over five months we have had 962 kids test positive nearly three times as much now part of that's omicron and the the transmission of that in the container how contaminated contagious it was to date we have had 200 staff test positive for covet and that is with approximately 60 percent of
037our staff vaccinated one question was asked of me in one of our recent postings to you that we had 24 staff that were positive a question was do we know how many of those are vaccinated i don't but i could find out i don't know who they are i don't know who the ones who was quarantined or had it but 16 of those 24 were vaccinated so there's no absolute answer part of the message in 2021 10 months of school we quarantined 2070 kids 2070. in five months this year we have quarantined 2929 students of our student population 49 right so i go back to my statement thank god we're beginning to see a decline now do you want to share anything there or i don't want you to roll into your report yet but
038if you want to talk about staffing lori's got a good really good question about if we do test to stay because there was some we weren't we were not capable of rolling that into elementary school the test abc test state before christmas because of the numbers were so high right in part and because of staffing right so now you want to talk to them about the staffing which we're going to jump into our agenda piece i think it's fine yeah yeah okay you want to talk about the staffing then okay all right so we are working on getting enough staff and so far with the remember we talked about if we enrolled in the testing program if our school system enrolled in the testing program we've got funds coming from the state to help us
039with staffing so far we have hired two full-time contract registered nurses we have hired one full-time contract nursing assistant and we have hired one part-time contract nurse or registered nurse so we do have three additional rns and one additional cna we also have gotten some help from the health department we have gotten two contact tracers through the health department that are located on our school campus at cdec and they are helping us with contact tracing and making phone calls we're not quarantining students right now but we are still notifying parents that their student has been exposed and they need to monitor for symptoms and we are also offering to test students if parents would like them tested so we do have two contract tracers over at cdec that are helping us with that and we
040would hope to get some more staff from the health department the problem is finding the staff right now i guess the question is again lori great question do we basically do have enough staff if we went to if we if we did mask optional and we offered and i want to i want to make a point too understand all testing is voluntary any testing is voluntary we don't ever just take kids and test them we have to have permission from the parents so the question would be do we have enough staff if we went to mask optional and we went to test to stay abc test to stay would we have enough staff to do that i don't know that we can answer that right now and in large part because of our positivity rate
041is still so high we will see our quarantines i'm concerned go back or go up significantly because again any then you go back to the original exposure exposure definition and then you have to go in five days paul i want to back up and ask lori oh yeah lori your question do we have enough staff were you asking k-12 to go to optional okay k-12 yes yes good good clarity i mean we were doing it at the high school mm-hmm anyway yes but again we were we were in the middle of this the numbers were skyrocketing at that time and you all know that so i don't know that we're beyond that right now i think we're heading in that direction other things to say any question about staffing and when i got lori there
042because we've already jumped to one of our topics okay yes sir is there not a third option that is i i'm positive either because i'm symptomatic or my folks have let the school know that i'm sick and and i can be my parents can be given the option of testing me because i'm positive but i'm in a group of five other students if these are not symptomatic why why deal with it in the i'm going to give you one side of jeff says great question i don't know the other side is that we're directed and told exactly what we have to do the health departments the health the local department says those kids will be quarantined let me say let me jump on you if you recall many of you are aware that randolph county
043their board passed a resolution that said that they would not quarantine or contact trace i spoke direct and jill miss wilson serves that district i spoke to their superintendent today again there's more behind the story as always but they are quarantining they are contact tracing and they are following the toolkit today i don't know is randolph i don't think they are and here's why i know they're masked optional they weren't in the original 11. yep i don't know if i answered your question mr carroll okay there was document i shared documentation with you about a week or two ago of the it was dated october of 21 i believe that showed that we had to follow the guidance of hhs it it's that's to dictate quarantined procedures to you and anyone well the toolkit says
044under the if you recall there are three options for quarantine 14 days 10 days and then the 5 in return on day 7 with the test but now that's changed but it does say that the quarantine is up to the local health department and and jenna can tell you the number of calls she's made about contagious disease which is not the same exactly but lori can tell you the number of calls when there's a tricky situation about where she called the health department said here's the situation do they have to quarantine do they not and it was absolutely or sometimes it wasn't but with massive overloads required because of sending home sending work to home or you know sending it via the internet and the public persona the public opinions out there are you don't
045have to do it you can make a decision on your own it's just a recommendation i'm not saying you know that's the way it is jill says that's a directive a legal directive from hhs why isn't it clear to the public don't come and complain to us there's nothing we can do about it you understand what i'm saying and if you you do recall wow three four five months ago i don't remember exactly we in union county said they were not going to and then they got a direct letter from mandy cohen from hhs said you will do it and what's the penalty if you don't do it i'm just asking well i don't know i don't know but i know suzanne wright has the authority to walk in say jeff wallace you will shut
046that school down yeah okay all right she has that authority you know what i'm saying though i wish i agree more on friends i will tell you most and jill can help me with this most things in policy if you don't follow they say the first thing it goes is the superintendent's salary so that gets real personal well i hope i hope everyone that sees this meeting understands that and i'm serious that's the most jill could tell you that's the most the time that's what they say it's a supernatural salary i have to agree with what david's saying i think there's been miscommunication absolutely and inaccuracies absolutely people are emailing us daily telling us that you say your hands are tied and they're not you can't don't have to follow the school the toolkit but
047we are following our local hhs and i think that's what people need to understand exactly yes jeff i want to make a statement i think about union county from what i understand they are they passed a joint resolution january 25th the county commissioners school board local health department to stop contract tracing quarantining soon i think they're meeting this week so i think there'll be some some information coming out from there but they have a joint agreement and i think their local health department lead made a statement supporting that they just couldn't keep up with the quarantines because by the time they notify the parents it's already day three or four and then after quarantine after day five so logistically it was really hard for them um you know they also have 42 000 students in
048their school system they've been mask optional since day one the entire school year they've been masked optional they don't have one student in the hospital they you know their numbers have kind of trended just like ours just they've gone up in january they've kind of gone they've gone back down drastically so um they they tried to get the state to you know agree with them they didn't hear back from the state so they they're kind of moving they're moving on so there there'll be some information out just to see what other counties are doing sure just to kind of use as a guideline to see what other kids are doing so from again from from my perspective right now today uh the the the option that we're discussing in the way that it's listed now
049in our current agenda that is with continuing on the path that we're on right now as far as requiring mass correct sure but it again i mean the board still has to vote yes we are oh you know that route or we're not no no no i'm just getting that point of clarification of just the policy that's stated in the uh agenda is staying on task therefore staying where we're at that's what's attached there now chris but and that's where again from my perspective i think that's that's the decision that we as a board based off of the requirements and we could always draw a line in the sand and be the whatever we want to be out there i'm not personally i'm not comfortable with that but right here today the the option that
050we have as a school board keeping the kids in the classroom as safe and and as possible is mask or no mask now beyond that i know there's been chatter about meeting back in a shorter amount of time whatever that is i mean that that's a that's a discussion as well that is free from the board i'm just communicating out loud as far as what the options that i that i see it so that we can sort of narrow our focus because we can get really off task about finding discrepancies you don't have to look for in our business you don't have to look for why are you doing this versus that god just doing the best we can based off of information cloth mass versus medical math there's just a lot of so i'm
051just trying to keep us sort of focused on on at hand where we're at so so i have another question in your conversations with susan wright as our positivity rate drops do they see that as and as this thing becomes more endemic are they going to lessen the you know our our our restrictions at the school i can tell you because of this positive relationship we have and the work that ms lloyd dingle and her staff have done we had a great conversation when we went to talk with them about the current five days in the test to stay and required testing or not i don't know if there will be any they are told what to do and i understand too they're told they're they're they were given the options so they're told from
052their state level these are the options now you can choose locally of these three options if you will the 14 to 10 the five so i don't know if there's any lowering or lessening of those i can't tell you this much in our meeting with susan wright two weeks three weeks ago she felt like in a month or so we would definitely be at a different place and we're beginning to see that and that's what many of your medical professionals are saying yes but no current conversations like any more than that jeff i need to make sure i'm clear on this mask optional because i i did not realize and maybe i'm still not understanding this correctly but if we were to move to mask optional because we started with the abc collaborative test to
053say clint i get caved clint's sitting beside me neither one of us have her mask on i go home for five days clint without a mask is told your option is either to go home for five days or you can enroll and test to stay and until you test positive you don't have to quarantine as long as clinton's transparency but that is as far as the optional masking for a parent yeah that is the abc option yes yes yes and that is correct you know and i have to i did not know that oh yeah i mean that i mean i didn't know that was an option now yeah well we just really had gotten started with it right and then but i didn't know that affected mask optional because i thought when we first
054started i think it did when we first started talking about that you know it was like even if you're in the uh test to stay if you're masked optional then you can't because wouldn't it at one point if you were mass optional then you couldn't do test to say even if we were in that that's correct yeah we were not involved as well mount airy and ash county were mass required in early on they were invited in to test the state we were not okay although we were part of the 11 we were not because we were mass optional okay so i guess in in my mind i feel like you know if the test to stay i mean that really even broadens what mask optional is for us right and and in some ways
055to david's point as far as with the health department wanting us to continue the quarantine that's kind of a meet in the middle you know now granted a parent can say no i'm going home for five days because that's what the health department says but now does the health department are they on board with us doing the five day mask optional extending test to stay i don't think the the quarantine's five days it's not going to change whether we're mass optional or not no the quarantine is five days yeah the coordinate will stay okay but if they but if a kid yes yes or exposure or if you're a mask optional but what i'm saying is the health department would you're saying the health department would not have an issue if we went mask optional
056and we extended test to stay to the asymptomatic exposed child and that child could still stay in school as long as that's entirely different than what i thought they can um that's why i'm glad you explained that and then we'll go back to clint's statement there is no exact answer right i will tell you a quick snippet of participation before christmas and when we first started only about half the parents were participating right or enrolling their kids but again that's another option it's an option but understand two we're going to be sending more kids home no matter what can i add a piece to if we go mask optional and we do the abc collaborative test to stay we test the kids on day one three and five that parents have opted into the program
057that student has to stay masked for ten days okay and at the end they cannot participate in sports yes until after day five and that hasn't changed so that that remains that hasn't changed that's the way it was originally but we're we still would not be quarantining asymptomatic children right no no if max if they were asymptomatic and clint didn't want him to enroll then max goes on for five days yes as long as they agreed to the program and as long as we have the staffing to manage we're going to manage be able to manage ex and i would assume on the spot would probably try to get six eight six through 12 in written yes now i honestly cannot predict if we have the right amount of staff to do this effectively all
058we can do is our best and try yes the most important grades 6 through we would do those first but i i honestly cannot predict whether or not we have enough staff to do that and i'll be and i will say too prior to christmas the numbers that we were testing at the high school i think we tested 24 one morning and it took three of us to test 24 students and deal with the other stuff that was going on of course this is at the high school which is very busy and it felt like we had worked a full day by 10 o'clock right i mean it was it was very overwhelming now we do have more staff we can spread those staff out but it is not just a swab the nose right
059stick it in let it run yeah you know move on and and so i want i want to make sure that that point is not missed and that also means that we really wouldn't have an option for elementary we can work on that option we can work on it it's just yeah i mean she just gave you an actual situation that happened and and that's what i will be frankly as part of my concern right now with what happens to the numbers now with the number of quarantines we had right after right after christmas we could not have handled it right we could not we did not have the staff to handle tess to stay on everybody that we would have quarantined that's the voicemail i mean that's my concern with that that piece of
060it because it again with it where we currently are right now and fortunately from like at our business everybody i've talked to the symptoms have been very mild and and we're moving on with that and i and i get it and i feel like we're moving forward maybe not as fast as some want to uh with that but my fear is overwhelming them a week from now two weeks from now i i don't i don't know how i'll feel about that but i'm that is a as a concern of mine because it's easy to sit up here just like it is a lot of time it's not easy but compared to the work that sometimes our votes cause we recogni to the best of my knowledge i i get that and that weighs heavy as
061far as considerations as well so question is it there's there's three options let's say david has coveted we're not wearing masks i'm exposed so if i'm vaccinated i do not have to quarantine if i've had covert within 90 days i do not have to quarantine if my parents choose the test to stay option i do not have to quarantine so there there are not everybody would be testing to stay correct yeah that is correct you're right and again that's that's what was in place before all that's still intact you're but you are right yes lori how many um tell me again how many nurses you said that we currently have we have seven regular full-time nurses we have a nursing assistant at the high school and we have hired two full-time contract nurses one part-time
062contract nurse and one full-time contract nursing assistant so how how short do you feel we are and i know that's a you know that's a crazy question but in terms of to clint's point you know it really would be unfair for us just to say okay figure it out and have this up and running tomorrow morning but what would what does that look like because again you know i think we also have to there may be some parents who say i don't want to do tests to stay but then to laurie's point you know with these crazy numbers we've had there's a lot of kids who are going to kind of exempt out anyhow because they've had it and you know so i so it really is i i'm sorry it is an unfair question
063to say how many facts do you need because you don't really know what you're going to get right you don't and part of what would have to happen we would start with six eight excuse me six twelve and if it was over you gotta have somebody at every school you gotta have somebody at your high schools and your three middle schools you gotta have them there every day and if you extend into the elementary you've got to have somebody there every day because you got to test them that morning mr drexler you had a question i have been wrestling with the decision that we all have to make every 30 days when it starts getting close to the day i start thinking about things and i had some questions that were answered during the discussion
064already but if you would officially tell me if this is correct or not prior to the holiday christmas break we sort of predicted that when we came back to school the numbers would be higher than they were prior to and there at some point it has been predicted that now that students are back in school over x number of days we will see a general decline that's sort of a prediction um i don't know if this is true or not and you don't have a magic wand or a crystal ball either but it sounds to me like those predictions are based on kinds of things like what we're doing in the school system to make those kind of results take place distancing masks options etc quarantining when required following the directions etc i don't know
065the answer to this there's this many students in our school system and there's this many people in the whole county and the whole county active rate is this much and the whole school system act active rate is this much it's what what i'm saying is the school system is a subset of the whole county and every not every student but all the students are involved in some sort of family or community grouping somewhere there's a little overlap in that for brothers and sisters and best friends but for the most part the students that are in our school system go out into the community and come back to the school system and some of them bring things with them i'm i'm making statements but they're really questions or you're nodding your head so you're agreeing i
066completely agree yes um and it is hard to pinpoint because covet is so community widespread it is hard to pinpoint exactly where you know so my test positive i test positive where have you been well i've been to the grocery store i've been to school i've been to church where did i get it from you don't know and the last thing that i'll share is that i come from a teaching background and a coaching background and my first year i didn't know what i was doing i was just doing the best i could with the information and the help i got second year i had a whole year of help behind me and then the third year and on and on so after 10 12 15 years of teaching biology when we talk about mitosis
067and meiosis i've pretty much got it down pat and it's just regurgitate and cause discussion to happen the 15th year pretty much like we did the 14 years before coaching there is so much that people can learn just watching a ball game if you think not from a visitor but from one of the participants perspective and especially a coaching perspective most coaches used to participate if it works if it is working mr wallace coach wallace you're winning a football game 17 to nothing at the end of the first quarter are you going to start trying a bunch of new different kind of game patterns the second quarter it's a whole quarter different you're not going to change something that we're doing right now has been working and it's not just us there's a whole community
068of things that are involved but in the school system we're doing things that the results of which were predicted and are now coming to fruition they we predicted that it was down prior to holidays then we have the holidays we predicted it would go up when we came back to school we predicted it's now coming down after a period of time hopefully it'll come down way more part of my thinking prior to coming here today is if it's working why change it unless you can do some other options that even make it what we're doing better we're getting ready to vote and i asked mr juncker about this earlier if we as a board there are seven of us and if we vote on something and the vote count is seven zero either everybody thinks
069we agree or everybody thinks we're lying if it's six to one a little bit different if it's two to five a little more different if it's three to four everybody says well they can't make up their mind they're split right down the middle i know what i'm going to do and i hope that people that are here and that are watching this and those that are counting on the vote to be one way or the other understand that there has been an incredible lot of thinking that has gone on to get to where we are prior to today and after today too and and it thinking and paying attention and doing et cetera will continue there will be a day when this will all be going behind us but i don't think it's today and
070i've talked too much now i'm shutting up mr juncker i want to make one point the in laurie's analogy the vaccines you have to be boosted to be considered fully vaccinated if you're eligible so there's a little bit of if kids vaccinated they have to be boosted if they're eligible for the booster that's not changed either just want to make sure the point will be clarified yes how do you determine that uh i have had covert before because you're telling me i've been exposed i'm saying we've got no problem i've had covid before she has laurie would determine that so we had a state state database we have a coveted tracking sheet at each school and when parents call us and tell us that their student has had covered we put them on that tracking
071sheet so we can go back and look like if you're exposed i can go back to this tracking sheet and see that you've been you had have had covet in the past 90 days you don't have to quarantine we also um have asked parents to provide us you know proof of a test if they take a picture of a home test with their cell phone and send it to us and you know that suffices thank you we do research that we also research whether or not they've been vaccinated currently the only students that we have to make sure they're boostered are the high school students okay thank you my concern is the timing there you know all of a sudden you find someone that's systematic that they're going to leave the school as they would
072if they were sick under any other reason and then the person me sitting next to them you want to know have you had coveted before and are you vaccinated how do i understand you can check the records if the parent has called in and indicated that they've had coveted before supposing the parent hasn't done that we cannot control that okay i understand i understand i'm just trying to right understand and then that's a daily frustration yeah and then the other thing is if they say well i've been vaccinated the you again have to call the parents and get verification of that or how do you do that we have all of our school nurses have access to the north carolina immunization registry okay and the covered vaccines have been entered into that immunization registry thank
073you so much yeah i was just trying to indicate you know there is some difficulty there it's not easy peasy no yeah thank you i agree with that but the very nature of your question is a light into the complexity of this checking and monitoring you're exactly right absolutely the misinformation with regards to this pandemic and why masks are so important has been very difficult to understand we've had people who have contacted us and i'll quote someone who said shared with us quote i've also seen masks worn day after day never washed i'm not a doctor but i truly struggle to understand how putting a dirty piece of cloth on a child's nose and mouth is good for their help that's up to a parent i mean you know there's got to be some control
074there by the family the parent then then they said finally i know we've all read from multiple sources that cloth masks provide little if any protection from omicron variant well the mayo clinic you don't get a better source than that says a you know a clock mask is intended to trap respiratory droplets that are released when the wearer talks coughs or sneezes it also acts as a barrier to protect the wearer from inhaling droplets released by others the most effective cloth masks and then defines that you know having multiple layers of woven fabric like cotton and then says wearing a mask doesn't increase the level of carbon dioxide in the air you breathe so we've heard a lot of information contrary to that you know and it's been so hard to grab grab a hold
075of that i i have i didn't realize how small the uh the virus is it's 600 times smaller than a sliver of hair 600 times or 0.00 1 6 of you know a sliver of hair so it's really small and the only way it can get between me and you is it has to have something to carry it to you and that would be the respiratory fluid spit spittle you know and and so the diameter of that drop of water is what determines whether or not it's going to make it through whatever mask you're wearing and i i don't mean to you know the lego belabor this but it's just taken me a long time to try to understand the mechanics thank you is there is there any i mean obviously we we can talk
076and discuss and everything i just want to make sure that uh one that everybody feels hurt uh and two if there's some question that's going to help you um that we we ask that so mr i've been sitting here quietly listening to this discussion and i began to think my colleagues are so confused about what all the procedures are and and the steps how much more confusion is there in the 800 staff members 5 000 7 000 parents whatever that number happens to be we're not sure if we're going to have enough staff if we make changes to do all the stuff that that we need to do we've never changed our long-term goal which was let's do what we can to keep kids in school evidence presented tonight about our testing program how successful
077we are partly because what we did last year to keep kids in school the medical staffs that we hear from are still saying it's a mitigating factor to wear mass it's not the cure-all vaccinations would be their number one way of attacking this i believe in fact 28 days from today we got to talk about this again and then again another 31 days from that and so forth um it is my if it's appropriate to make a motion are you okay if i make a motion i would like for us to continue where we are which is math mask required for the next month we got 28 days from today eight of those are going to be weekends i believe we have a couple work days this month is that right mrs haynes not to
078put you on the spot but i think that's close anyway point being 18 days or so that we're going to be right back making this the same decision and hopefully by then there won't be that confusion of that among us of what's the best state step to take we've had clear trends between tonight's meeting and the next month's meeting and we can make a a decision that's easier to live with so my motion is to continue with masking for another third until next meeting i have a motion i will ask for a second i have a second by mr drexler discussion if i may with respect to mr putts i would suggest that his goal which is our goal is to keep the kids in school as much as possible lower the burden on the
079teachers in terms of you know having them jump through hoops to supply work to the kids that have to go to home and soap and so on is that by doing the mask optional it seems to me with the abc program the test to stay that it kind of acts you know as a as a protection from this thing getting out of control but at the same time maximizing the kids that are in school this might be i um i do not feel comfortable waiting 30 days um you know i would uh and the reason i say that you know we wait 30 days it's going to be march to march we're probably going to have something different to deal with then we're going to wait another 30 days it's going to be april next
080time they're out of school we've done another year and i understand really my only concern right now i mean basically after what jeff shared and to some of david's points um honestly when i got here i was my i was really leaning towards let's stay the course of where we're at but every week we need to we need to see where we're at on numbers and as soon as we can let these kids get out of mask we need to do it i think it's easier for us to say we'll wait a month than it is for staff and students to have to wait a month now after hearing the master or the test to stay is also an option and we also you know we can't ignore and i think this is another communication
081thing if we went down the road of doing mask optional again i think we need to make it very clear for you know for a parent who say my son mask optional that's your parent can decide that i'm telling my son i don't want to have to deal with quarantine i don't want you to have to quarantine and we're not going to do math to stay we at least know what the options are you are going to wear your mask now if he comes home and he's quarantining and i'm like why didn't you wear your mask well that's for us to handle at home because he didn't listen to his parents so i know that's easier said than done but i do feel like the mask optional with the test to stay to me that
082that changes things for me a lot my only concern is again it's easy for us to say do it y'all figure it out i just wanted to make one make sure we're all on the same page let's go back to that scenario we're in a mask optional setting david contracts covid david goes home no matter what mask optional lori wore her mask had her mask on she still has to coordinate in a mask optional setting unless unless she gets enrolled in the test to stay and those things so so again david sitting side-by-side david did not mask david has corn david has coveted he's exposed i mean he exposed lori even though lori wore her mask she still has to quarantine unless she's vaccinated and fully boosted or had it 90 days or just that
083list yes correct basically if we're mascots that's correct [Music] picking up david's bad habits um but also be sensitive to our staff who are going to be the ones who have to make this happen but i don't want to wait 30 days to say let's because i'm afraid in 30 days who knows what the toolkit's going to say or what you know so you know i feel like time is of the essence for our students to be able to get back to some you know everybody keeps saying normalcy but i mean you know we all know i mean they're not wearing masks anywhere but it's cool so i just you know i want to see us moving in that direction so i don't you know my motion would be different than mr potts i would
084like to see us move to mask optional and i don't even know how i would put that into emotion as far as you know mask optional but based on a timeline that are and so then i guess that's not even really an option for us is it well it's not not an option right now because we have a motion in a second on that um that particular okay uh motion um and so that that's where we're at and and to your concern sorry every i feel like i did the same thing to you last month i'm taking personal i'm not just kidding but to your point about not waiting another month this gentleman right there have the option to call a meeting any time that we give proper notice to the public right we're not
085restricted if so paul paul one second i was just i just want to ask jill so we have a motion in there would that just be a separate thing or how how would that work if that was a proposal of going hey let's get back you can do this in multitude of ways but you could have a substitute motion you would vote on before the motion if someone made a substitute motion which alters the motion just a vote on amendment amending well it's not an amendment to the motion it's a substitute motion so you would consider if somebody said i want to emotional on the floors from dub motion on the floor from dub if there's a substitute motion a different motion that receives the second you would vote on that first if it fails
086you would go to dubs motion pardon me dub can amend his own motion as well as long as the secondary agrees ask a quick clarifying question sure am i correct and what your concern is as far as you're okay with uh everything except you don't want to wait 30 days if there's need to make a different decision is that why i would i would like to see us at the end of this week see where the next set of numbers look like if if numbers are meaningful to some and i know some they are more meaningful than others but while we are awaiting to possibly make that decision and it may be a continuation of where we are right now move that to to next week but in the interim we are working to make
087arrangements to have test to stay up and running can i suggest something a little different just for practicality's sake because obviously you don't want you have to give notice of meetings you have to there are lots of formalities involved in having a meeting and a board vote can you direct the superintendent to work with the health department and in the event in the next 30 days there are material changes in the numbers to call a board meeting to reconsider i think that's about as practical as you can do it because you're going to have to call the meeting and give appropriate notice you can't just meet so i i would if i were trying to make that work for you i would delegate to the superintendent working with the health department the responsibility to look
088at numbers and if there is a significant change in numbers to call a meeting for the board to reconsider the issue what's the required notice 48 hours at least 48 hours but that could even fall over a weekend it's generally business days okay it's just gotta be real you know but that's plenty because think about the practicality of re redirecting your entire your your turn in an ocean liner you're not just making a decision for one even one school right so uh again motion and second is on the floor mr pot so i guess i will lean on your from your perspective well i i mean you better make sure that it's even acceptable before you amend it so now it doesn't i was just trying to clarify if your concern was the length of
089time between tonight's meeting and the next time we would vote on this yes then as our attorney is suggesting then whether or not it needs to be a part of a motion i'm not sure but certainly can to make the responsibility for a call meeting happen if the numbers change significantly and that means they get worse or get better you know i don't think if they get worse we would have to have a call meeting if we had a mask but if the numbers get considerably better then the superintendent after advice from the health department could certainly say we need to have a meeting we've got to give public a 48-hour notice and then proceed so just so i can kind of think through this so that might be if so we had you re-evaluate
090on friday so by friday afternoon if we decided if the numbers were improving like you said if they're not improving then you know we're we don't need anything we don't need to do anything but if they have improved friday afternoon we could call an eating and then say by tuesday afternoon wednesday so okay okay well that's better than march because our numbers right now are 36 out of 6 000 students so they're not like off the charts i mean but that's .006 so it's how low do we need to get to be able to go mascot and i don't think it's and i don't think it's a number i think it's more of a trend you know you just want to see the trend the trend we saw this week was significant so if that
091trend continues to me that's a that's the direction i want to see it going so it has nothing to do with 36 or 31 or 15 it's trend so again i'm just trying to keep us on task i'm gonna get wendy to take over here again uh jill won't help me with this so again is there a need to change the motion or that's just the motion is what it is and there's never a need to change the motion if dove wants to change the motion he can if not you proceed okay so we have a motion and a second um any further discussion all those in favor i need i i'm sorry i need to make sure i understand what i'm voting on you're voting on are we saying 30 days or making it
092his we're voting on the policy that is in place currently okay that is the the motion and that is the second we've had discussion about which is again sort of in my mind this is sort of where we've been where we lean on staff with communication the health department and everything else the the challenge in that is what i think is significant and what lori's thinking is significant you think is significant you know as far as changes there's a danger in that we've got an incredible board if the vote's 4-3 we've got an incredible board at the vote 7-0 we got an incredible board i just don't want to confuse that if that's you know i guess i just and i'm sorry that i'm making this complicated um i guess i just want to make
093sure if if i vote in in favor of the motion that in my mind i walk away from this meeting knowing that okay i'm walking away with the motion that we're we're going to continue with mass and let the superintendent notify us of a significant change especially if it's a positive change much much sooner than 30 days i my i personally i would like to see you know when the next we do the numbers twice a week so about then and then um while we are anticipating those new sets of numbers that that staff is thinking about how this would look in terms of implementing so i guess i know that can't really be an emotion but if i vote for this this is that would be what i that would be my expectation understood
094still back to the motion you know but i just want to make sure i'm i'm with you i understand what you're saying the motion is at hand though to to accept the policy as that's listed no further discussion i will call for a vote all those in favor of the policy the way it's listed currently and staying with required mask raise your hand all those opposed motion carries five to two and i cannot thank you guys enough for the discussion um and for the the team atmosphere of leaning on each other and respect uh really means a lot to me and everyone that is watching in this organization so thank you for that next i will call miss laurie tingler back up and uh she does she does not like being up front and i
095appreciate you doing that but more importantly appreciate everything that you and your staff uh do and and continue to do well thank you and we appreciate the board's support and we appreciate our administration's support we really do it means a lot um so thank you guys for what you do because i know it's not well it's not easy to be in school it's i know it's definitely not easy to sit up there either so thank you i'm going to talk about a little more boring stuff then covet um this is our regular annual school health report from last year and of course we know due to covet it was very different from the previous years we cared for 26 students with diabetes last school year due to covid we did not perform the mass vision
096and hearing screenings that we would normally do in a non-coveted year we hope to resume those this year but again well the numbers are fluid and we'll just have to see how things look but um we did screen 342 students last year and we referred 52 of those out for glasses and 20 students were able to secure care our numbers are usually a lot higher than that we followed 113 students through our case management program and this is initially set up through our participation with east carolina university we work closely with students parents teachers and physicians if necessary for those students that have medical needs like chronic health conditions that might affect their grades their attendance and their success at school to do we do meet with students on a regular basis we had 78
097health education presentations or programs last school year this included diabetes training to staff infection prevention and control reproductive health to the students and of course we talked about coven we had 6 837 individual health encounter sessions with students or their families in the health room 1565 students went back to class and were not sent home our nurses made 23 home visits last year 472 students had orders to receive medication at school we had 66 students that had injuries or incidents at school that required an ems response or immediate care by a physician and loss of half or more a day of school there were 110 doctors orders for health care procedures including blood sugar monitoring tube feeding use of vagal nerve stimulator to stop seizures that sort of thing we did have the friendly dental
098van come to schools to service students with dental needs students were served at coulomy mocksville weimar davey cornetzer pinebrook shady grove south davie and davey high school due to covid the friendly dental van was only able to visit our students one time last school year and they did serve 57 students we were not able to offer the normal two cpr classes to staff that we would normally offer we usually do one in august and in june we only offered one last year and we did have to limit the number of attendees that we could have we're trying to catch up on that and we have had the athletic trainers at the high school also catching our coaches up on that we were not able to offer the mobile mammogram last year in june due to
099coven and then also they had some equipment malfunction that we weren't able to offer it again we did have our flu clinic last year through walgreens and they did give 223 staff members their flu vaccine so switching back to coven for a minute last year we had to do the screening the temperature checks and the symptom screening before the kids came into schools so our school staff including our school nurses performed screening on 751 students that is amazing i think but then i think back at all the time that we spent outside you know checking everybody's temperatures we completed 65 virtual home visits last year with students we did hold three vaccine clinics for staff and other volunteers like our subs and we were able to vaccinate 505 adults for covid we had a student
100vaccine clinic and this was after the vaccine had been available for a while for 16 to 18 year olds we only did vaccinate 40 students for 16 to 18 year old our total number of staff that tested positive for covid this year was 116. we performed contact tracing on the co coveted positive staff members and quarantined 349 staff last year our total number of students that mr wallace had said earlier the test deposit for covered was 340 and then we performed contact chasing on those students and quarantined a total of 2070. several our of our nurses were able to assist the davie county health department at the drive-thru clinic down at the old high school i know wendy was down there many times and we really enjoyed taking part in that because it was such
101a community effort we had davey ems we had the sheriff's department we had our school nurses we had the nurses from the health department it was such a community effort and it was a good thing to be a part of so we were able to help them administer vaccines last year and i will say that i administered more vaccines or more shots in a year than i have my whole 27 years of nursing practice so that's all i have may i ask a question good report laurie very complete thank you of the 116 staff that were infected do you have any idea how many were vaccinated last year hardly any because the vaccines weren't available until later on right okay thank you you're welcome [Music] all right lori your name's on here multiple times so
102if i call on you again but nursing staff update is that what you just did okay we did that okay i'm gonna let you off the hook thank you thank you so much uh thank you so much next human resources early college high school calendar miss haynes good evening again chairman dunker board members the davie county early college high school principal melissa lynch and her staff have been working on developing a calendar for the 2022-23 school year as you already know the early college is classified by the state as a cooperative innovative high school so that means their calendar rules are a little different they have a waiver and can start earlier such that they can finish their semester before the christmas break and and have their courses aligned with the community college courses so
103we present that calendar to you tonight for review over the next month and we will bring this back up again in march for approval but i will just open the floor in case you have any questions about the calendar or any of the symbols or information there any questions right now does the uh community college have to approve this i know it probably out of courtesy you present it maybe but but the state law doesn't require that okay they do not they do not approve it um miss lynch does the best that she can to try to align both with the community college but also to align with the school system as much as possible because of the shared transportation so you see the shuttle bus the shuttle bus dates that are noted there um
104but it's difficult to align with both but they do the best that they can to limit the the number of shuttle buses thanks thank you uh next mr harris that's her report see if we can get there all right board i'm going to give a kind of a quick update on where we are with esser as as we take a look at um you'll see budgeted versus what we've spent so far in our budget in our esser dollars as we take a look tonight so as you take a look at it i tried to give you the different buckets of money that are out there so we had gear money that sun sets on september 30th of this year we have sr1 or cares act money that sunsets in september of this year esr 2
105sunsets in 2023 esther 3 sunsets in 2024 so far this year we've had a prc 141 that's a pandemic bonus for all of the staff we have to have that paid out by march 31st it was 1.3 million dollars we actually paid that in the january check so that's been taken care of prc 203 that's a federal prc that is state certified money that's the thousand dollars it funded about eighty percent of our staff sir our certified staff paid out of this paid out of state dollars um we actually took esther money to pay the rest of our locally and federally paid and the other 20 percent of the state so all of our certified staff got the thousand dollar um bonus that's listed here i want to say certified staff that's our classroom teachers
106that's our instructional support so that's that's all anybody that's paid on the state salary schedules mandated to pay on state salary schedules we had crf money that sunset on 1231 for a total of about 1.2 million dollars we um actually i worked um late december to make sure that we spent all of those dollars um and we didn't revert anything um inside of that of those dollars any questions that says 12 31 22 is that a typo should be 12 31 21 sorry so yes it just i mean just sunset at the end of december so any other questions all right um this last slide kind of talks about the the big buckets so everything that you saw budgeted or what was out there and allotted it's kind of where we are from a budget
107standpoint with the big buckets such as risk manage risk risk mitigation i'm sorry instructional support professional development the k-building virtual school indirect cost and so i kind of broke it down a little bit more a little bit further with that with risk mitigation is around hvac enhancements so it has to do with the ionization bars we put in all the schools we had a few that already had them we replaced them and all the rest of the schools that's for air purification from that standpoint and then custodial equipment that's in there as we work through cleaning and everything else and that's budgeted there for that for that purpose instructional support we have instructional tools inside of that we have tutoring inside of that personnel when they're available it goes back to a little bit of
108what we talked about from nurses as we take a look at nurses we've got we've got money to hire nurses to hire tutors to hire teachers they're just not available when we look for qualified people uh to step into that retention and recruitment and then we've got activity buses which was really part of the risk mitigation but it's um it's to support instruction um for our schools um professional development and then as i said k building and indirect cost as you'll see we budgeted about 660 000 for the hvac enhancements so far we spent 321 thousand dollars um on those on those ionization bars instructional tools we have about 2.9 billion dollars budgeted in instructional tools we spent about 309 000 so far tutoring 913 we spent about 298 personnel we've got 3.2 million dollars
109we've spent about half a million dollars there i'm retention and recruitment we've got about a million dollars budgeted there we spent 8 15 so far activity buses have been ordered we just haven't paid for them yet and then professional development we spent about sixty three thousand dollars there k building as we talked about um is still we're in the process of working through that indirect costs are paid after we um kind of retire where we are and from that perspective so we budgeted about 12 million right now we spent about 2.3 million dollars of it so far so when you ask about i mean there might be some questions about instructional tools so i just want to give you a few examples of kind of what some of those things are when you look at
110personnel cost we're talking about tutoring that's summer school that's planning periods for individuals where we couldn't find substitutes and we had to pay a teacher their planning period to be able to continue a class so that students were not impacted by so those were planning periods that we had to buy instructional tools include everything from chromebooks to software already canvas all the things that we need to continue to be successful in a kind of a hybrid environment professional development canvas training covid cover contact training at our schools some work around already and then higher reliability schools there's some training associated with that um to work with culture and just continue to move move our agenda forward with schools and and making sure that we are as efficient and as effective as we can be as
111we work through that and then retention is around district-wide uh bonuses that we may have provided um as i said we did have some state mandated bonuses that we had to cover from federal and local employees that they were not covered as well as some state compensated because we didn't receive enough for for everybody from that perspective so this this is high level kind of where we are to have a feel like a feel for where we are with our extra dollars and what we're working through and continuing to make sure that we're meeting the needs of the students and still able to move forward with what we need to do from an education perspective i'll be happy to answer any questions have any questions mr harris you must have done a good job i
112was saying this document's in your agenda so awesome thank you thank you uh next i will call on miss feaser for the virtual school report i use google slides all day long let me figure out powerpoint here okay here we go good evening chairman junker uh board members my name is valerie piezer i'm the principal of davie virtual school i have with me tonight miss leslie burch she serves as our seventh and eighth grade math and science teacher and we're here tonight just to provide you some a little bit of review from where david virtual began and how we got to where we are and where we're going so as you all know davey virtual was born out of the pandemic but davey had had the foresight and and really forward thinking and saw that
113this could be a viable option for many of our families and our students in our community and that's what davey has been about i've been excited to be on board with davie county for almost a year now and and i can tell you we put our students first in our decisions and constantly trying to make sure we provide options because the traditional classroom setting although it works for a lot of students does not work for every student every family so just a little recap we began in march of last year with our applications um that's when i saw that they needed a principal and i was like hey i i'd like to jump on board there and so i was excited to come on board in march of last year right i wasn't even officially
114on board until may but we started doing our student acceptances interviewing teachers and hiring teachers and this is all for grades four through eight i'm also going to talk about the high school program in addition to this student applications were for the high school at the same time for the 4-8 program in the summer of 2021 last summer it's a blur but we had to get support staff so it was me and the four teachers but that's not everybody so we needed a counselor as i've been listening to people speak tonight and miss haines went with me we went to different people in different schools and introduced ourselves and and and invited them to get on board and we needed their help so we we had to go out and and recruit and get buy-in
115from other staff to help us so they're not officially davey virtual staff but they have a hand in what we do we had to come up with schedules you know five grade levels 60 kids and four teachers and so that looks a little different we're going to go over that as well create a new student handbook and expectations reading over a lot of handbooks of what traditional schools do in davie as well as what virtual schools do and making sure our handbook met our needs and then a lot of things i waited until the staff came on board we had a work day in august and then we had a required work days later but we co-created a lot of the schools expectations together like i wanted us to be a team so we sat
116down together and we agreed on what our grading would look like to get if if you've never worked with teachers to get four teachers to agree to grade the same that's an undertaking but we did it and and how we would communicate we didn't want me using remind and another teacher using something else so we had to really be clear we wanted to be very clear as these students would have multiple teachers so we wanted to be clear in what we did we created our canvas courses mr wallace either in my interview right after i was hired said i want a quality program and so how do we create a quality program we built it we we've looked at curriculums that are out there that we could simply purchase and then we could facilitate but
117we wanted to build the curriculum and be able to run it ourselves and that takes time and i'll go over that as well and then we were able to have our orientation at davie county community park and we just didn't do a drive-by and pick up a chromebook you know i think some people expected that because that's what the pandemic was no it was an hour hour and a half orientation session where we really walked them through our canvas courses the expectations and how to communicate with us so daveyvirtual48 i'm the principal i'm the sixth grade math teacher i'm a test coordinator um so um we're small but we're mighty uh so and i'm right there in the trenches with them and i did that for for one reason a we're trying to serve fourth
118grade through math one and so we had to divide and i couldn't i'm a math teacher i couldn't divide it evenly without me taking a subject so it was 21 divided by four and i need to take one subject as the remainder and so i took sixth grade math it is 2021 i left the classroom in 2007. so a lot has changed but i jumped right in that helps me understand from the teacher's perspective what's going on it helps me understand from the students and from the parents the entire world of virtual for teachers two subjects across three grade levels and let me just put this in perspective it takes me an hour or more a day to just plan my one course they are teaching four to five that's not even the teaching so
119i still do another hour of teaching and another today i did another hour of interventions with just sixth graders um and we provide our classroom teaching interventions and enrichment we do have support staff and this is just what i listed last week when i made this a part-time counselor miss barbara weaver who recently retired from william r davey is on board with us for two days a week we have three ec teachers that serve as ec teachers at cda as well as our pe teacher and our bookkeeper also serves at cda central davie academy i went and met the wonderful mr pruitt was still at north davie middle and hooked me up with all sorts of elective teachers um and they're like i was just texting one of them last week still and they built
120courses this summer for us and and we run those now like so we do the grading but they built the courses for us lori dingler is who i reach out to us for my school nurse maville built our power school and our schedule aaron full and karen help us with powerschool and data manager now eddie green is on text around the clock for technology there's not very many people that don't know me in this county because i need their help to run this school uh the the high school program is run a little differently because um there we just have one high school here in davie county so the 4 8 program we were trying to merge all the elementary and all the middle schools and last year with all those hands like every principal
121and all these teachers and all these counselors sometimes communication wasn't consistent as we wanted it to be or maybe or maybe we we felt it was consistent maybe just different different groups didn't feel like they were hurt as well so we wanted to make sure we had one common voice mr rubin is the administrator for the high school program him and i email and text and call i use their masters schedule in powerschool and i counted 19 teachers within the high school is that right okay 19 teachers i work with the virtual program they're teaching one to three virtual courses in one period so they teach two face-to-face classes and then one to one to three within one period in the ec teacher i noticed teaches both virtual and in person so they're teaching live
122classes and their kids online simultaneously in order to provide all the services davey high support staff staff supports there so their counselors their cdc everything within davie high school has to do traditional davie high school stuff and still support that and if you noticed on both slides both of our enrollment has increased since the last time i spoke with you and now i'm going to let ms leslie burch tell you about what her day could look like as well as what a student's day might look like as well so this is just a sample um our days do vary a little bit depending on the day of the week but on the clock time starts at 7 30 and um that's either planning or a faculty meeting and then our morning meeting is 8 o'clock
123and so i am in the six through eight meeting and we we celebrate birthdays and we have like a question of the day just to get them talking or it might be a video today we had a live feed of some pandas playing in a zoo but it's just time to get the students um chatting with each other that social time getting them you know started for the day and celebrating those birthdays i think they really enjoy that so that's a fun time just to get get the morning going and then we jump right into our first class so mine is 8th grade math and so what 8th grade math looks like is i usually spend about 30 to 35 minutes of instruction on an instruction day it would be about 30 35 minutes of
124instruction and then we will have some practice i usually pull up and i excel or a desmos something like that where i can watch i can in real time see how they're doing what they're understanding what they're not how i can help them and then we do that for 10 minutes or so and then i spend the last 10 or 15 minutes with individual students who i have asked hey i need you you and you to please stay after because i want to make sure maybe they were struggling in class and i'm not really sure that they have it so i have them stay but i always open that up to anyone who wants to stay and nine times out of ten i have other students who say i want to stay just because i
125want to make sure that i have that support from you and so that's really great they you know they they feel comfortable with staying on and getting that extra help they're eager to get it done it's really i would say it's really an out of the norm thing for a student to not get their work done and not have you know it so to have a bunch of zeros is pretty rare that's like there's something going on with that kid so so our engagement is really beyond what i've experienced uh so and then 9 15 to 10 15 i do either math one support for our math 1 students or i did interventions today for students who just need that extra support they're during that time frame when i'm doing interventions it's students who just
126are struggling to get their work turned in they're struggling to with a concept things like that and then 10 15 i have seventh grade math and its structure is the same as eighth grade for me and then eleven fifteen to two to twelve lunch but also we're meeting with students sometimes we're meeting with parents you know we're doing whatever it takes to to meet them and take care of their needs and then that 12 o'clock intervention for me is for those students who have been identified as needing that extra help it's not necessarily the ones who are lazy but it's the ones who need that extra help and then one to two is science for me um i try in during my synchronous days when i'm actually in science with them i try to have
127that to be an experiment or a group activity stations something like that where they're where they're interacting with their uh peers i put them in breakout rooms on um days that they're that i don't have them live i have them doing notes watching videos things like that and then from two to three is when sometimes i have planning today i had aig enrichment and you know i can also use that time to meet with students so like ms feaser was saying today i spent an hour and a half with kids outside of class time helping them to to grow and to get where they need to be and and make sure that they you know feel good about what they're doing so and then so this is a sample of what a student's day would
128look like for fourth through eighth grade and so you can see their day is pretty structured but at the same time there is flexibility in there we have suggested independent work time but you know if they have an appointment or something that they need to go to you know they're free obviously to do that and just take care of it at another time but so they have a structured day but they also have a you know a set scheduled with flexibility and suggested time for suggested suggestions for what they should be doing during that independent time but also the flexibility that their families need so that's yeah thank you and so that's we created a mission and vision statement and it says a structured curriculum with a flexible schedule and then parents have appreciated that
129there's scheduled google meets and there's there's at least every child has at least three a day but then their in-between time is flexible so she went over her sample class so i'm not gonna go into a lot of detail but that's you know in a classroom you can walk around and touch and you know and when i say touch i'm not mean physically but you you can look at their papers and you can see what they're getting and when they're struggling and in virtual you have to recreate that you have to figure out what are they doing on that other side of the screen and so we use a lot of tools that let us know in real time what they're doing they can respond for example sixth grade math if i gave them like
130if i just put five problems on the on my screen and said do these they might be doing them they might not if i through if i put it in a near pod or a pair deck where i'm seeing them type their answers i'm able to then comment right back to them check number one again check number two again they could do it in ixl they could do it through schoolnet you give them a game like gemkit or blue kit they'll answer a hundred questions in five minutes um so they just you know just getting creative to tap into that and making because an hour sitting at a computer can be a long time so making sure we're hopping and we're going so that they stay engaged events so we talk about why would the
131virtual school need a building um there's times of the year that i need to take pictures of myself with all my boxes coming in out the door because every time we have an event we need to reserve an area we have to get all of our materials there we have to make sure our parents know where we're at sometimes i'm here which is 220 martin luther king junior drive sometimes i'm at cherry street which is 220 cherry street so between these two buildings they get we get a lot of need to send them back and forth sometimes i'm at the community park one time already i've reserved the county uh library so we're making sure our students are getting the experience any other davey davey county student would get so we have done a lot
132we just did a virtual award ceremony on friday which was really nice student support also making sure that level of support is there for them so they're not struggling making sure that social emotional that social time that talk time our counselor on tuesdays and thursdays lets them have lunch groups they just get in there we see we see their pets we see their their christmas presents we see whatever they want to show us and we talk about those kind of things and so the student support has been great we had spirit week so that's what these pictures are from so where are we right now last week and i just resent it today to those who haven't completed it was our intent survey students who are currently in virtual we're not going to ask them
133to redo the application but we are asking right now just to tell us what their intent is it is not a commitment right now but it helps us in our planning especially at grades four through eight because if they were virtual australian they were virtual this year and they want to return to in building we need to do something to help that transition because that's a lot of time out of a building and so i'm going to get i'm getting that data so that i can work with the schools on that jenny pleasant and i have worked and we in the school improvement team and i worked yesterday and we have a timeline for doing our communication application for next year we have a nice little logo we're going to run throughout february called i
134love dcbs we're getting parent and student testimonials right now to go with that so i've charged all the teachers to get three or four of those or a couple of those over the next week so we can really make sure that we advertise who we are that people truly know who we are and we post on social media i try to post a couple times a week on social media all the good that we're seeing and and that we're doing and our timeline is very similar to stem and early college so that's why we're trying to get that out right now and we're just yesterday i started eighth grade high school registration and aaron brown from the high school met with our kids and so parents are already starting to think next year so that's
135why we're going ahead and doing that intent right now i can't thank everybody for their support and davey your support to take a risk and to back a virtual school a brand new school taking on school 13. we appreciate it and i just can't thank you enough does anyone have any questions for me i have i have one if i may okay how do you what's your criteria for accepting a student into the virtual program so last year what we did is we took all the applications and we looked at grades and attendance and that was our primary and we looked if they were virtual last year or if they were face-to-face we didn't take just all a students like if somebody was you know a d student but it looked like their attendance was
136really good it looked like they were working to their potential you know we took them we we looked at do they have the support at home students who were questionable we did do an interview to make those decisions um we're gonna we we have reflected on what we did last year and are and are currently working on our application process this year um we are even looking at you know are there any parents who have um decided to homeschool can we support that you know we could be the curriculum while the parent is still being that support and so that that is really kind of where we want to even start start looking at and we did i know in sixth grade trying to remember i have three students in sixth grade which is only
13711 students who came to me from home school and their parents have been have have told me that they've enjoyed it this experience where so there's no like there's no like point system to where if you get this many points you get into virtual it's really we look and we go do we think do we think we can support their needs do we think they can be successful do we think that they can academically grow with us have you had any students that you had to decide that they really don't work well with virtual so everyone that we did make the decision on had to sign a one-year contract and so we have tried to um we've held our parents to the one-year contract so we're also trying to hold ourselves to the one-year contract
138there have been some things to wear we can admit our faults that maybe we missed something on the application and but that is not easy that transition has not been many and is not easy and normally takes a team to get together and figure out what that transition is going to look like and we've also our numbers have gone up so we have had students move in we have had family dynamics change that have needed virtual well you all should be very congratulated thank you looks like you got a super program you've done a lot of work good job we just hope to keep growing and mr carol saw us at our winter meet up at christmas he was out there one note too bored uh again i can't tell them thank you enough they'd
139they've built it from the ground up in in a during the pandemic but great work i just want to make sure as we're talking about virtual school the the k-building virtual school update you saw clay mention it as well we will uh we do plan to meet with here from fuller architect this month february and i do hope and feel that we're still on schedule to send out construction documents for bids so we'll confirm that hopefully in the next two weeks and i'll keep you up to date thank you so much and thank you for being here and sharing with us thank you so much [Applause] next i think i've got a whole team for the letters professional learning good evening chairman junker and board members i have to tell you that as a teacher
140part of me wants to lead us in a brain break but we'll keep going we'll keep going all right so in january if you'll remember you voted on two required professional days and as you did that ms haynes mentioned um this this was related to the requirement of letters training and so what tonight we want to do is to provide you with an overview of letters um that includes the components the time commitment how we are supporting teachers and administrators through this process in our district so letters is not misspelled this is actually how the company spells it l-e-t-r-s and it stands for language essentials of teaching reading and spelling the professional development this professional development specifically is required by ncdpis required by our state and it is in partnership with the division of child
141development the nc pre-k program so it's pre-k through fifth grade it is aligned with the state's comprehensive reading plan so last year the beginning of the year our state rolled out a very comprehensive reading plan for elementary k-3 specifically but this is a part of that plan and it is aligned to the science of reading focus the state divided our districts into three cohorts and we are a part of cohort two so basically they they divided all the districts in thirds basically and um we began our official rollout was this past month in january 2022 i do have with me three wonderful ladies stephanie nelson is the pre-k instructional coach and renee hennings gonzalez is our k-5 instructional literacy coach and amy spade is our k-5 instructional literacy coach as well and so i'm gonna
142let them do what they do best and share some information with you all right happy tuesday evening everybody i'm renee it's nice to see everybody and i'm here to talk a little bit about how we got to where we are um so we were very fortunate if you recall we actually presented on leads davey leads it's been two or three different times but i'm part of the original grant amy myself and then two are two of our plc consultants and so the mebbin foundation as you recall helped fund our grant and so they were actually super helpful to fund us to go through letters ourselves as a cohort of 26 participants in our district so of the 26 folks we had it mixed with instructional coaches in our district reading specialists including classroom teachers ec
143teachers and we actually had one administrator so we were very fortunate that the med foundation paid for us to do this training ahead of time um as mrs lyon mentioned we have we're in cohort two so cohort one went and as any thing goes the first people figure out where what you don't do and then the second group benefits from that and so forth and so on so we were fortunate in the fact that mebane again paid for us to go and we are actually in unit four um to kind of give you the short and the short stint there are two volumes um and we are in the second volume so we're about a year ahead of the cohort that's that's in you know embracing on this journey as of january and because we've
144had that opportunity we've actually learned a lot about the content prior to our mass of 120-some participants in our district going through this together and what's been really nice is the work in our grant has focused on foundational reading skills as ms lyon mentioned the idea is that we are getting reinforcements that what we've done is actually beneficial to our students it's aligned with the science of reading which is a content piece i'll mention with you in the next slide but we've looked at letterland i'm sure you guys have heard of that program as well as as well as decodable instruction which we've implemented last year and our hegerty on phonemic awareness instruction so we really felt great to go through the training ourselves have the opportunity before our peers but then to re you
145know to reflect on what we've done and the work in our grant to see that okay we have been doing the right thing and we're moving forward and if you recall trying to move that needle forward so our students are successful okay um the one other piece that's been really fortunate for us is because we had these folks in our cohort ahead of time we refer them to them as our runners so of the 26 folks we have 26 individuals in our district of the 140 extras that are going to be doing this work that can be there for those individuals you know they're the folks with the boots on the ground at the school level that say hey i did that unit here's how i did it or they kind of a teacher may
146come to me or to amy or to other participants that were in our first cohort and say like i can't figure this part out can you help me and so that's been a really beautiful thing as well because not we we can't see that other districts have had that opportunity so for us to again have had the funding prior moving forward we think that's going to be more of a benefit for our staff moving forward with this training opportunity okay so moving ahead so why are we doing letters there's a lot on the slides i'm kind of talking through each of the components so the b the first part is letters is just a course based on the research commonly referred to as the science of reading um the science of reading has been around
147for quite some time and if you've lived in the approach of the whole language versus the balance literacy versus structure literacy and i'm i'm throwing a lot of jargon at you there's a lot of research that's been coming through the science of reading for quite some time um but our but our state of north carolina decided uh as of about last year if you will we had a legislative bill go through which is 387 excellent public schools act that said you know what we're going to implement science of reading across our entire state and a lot of districts go oh my goodness i won't have to change everything that i've done but again we are fortunate that the work that we've been able to do with leads has actually guided us through that content early
148on so that we're not so overwhelmed and i think that's going to be a really big benefit as our staff go through the training together but i do want to define for you what the science of reading is defined as by the state of north carolina and this is verbatim from their their piece so it's evidence-based reading instruction and practices specifically that address the acquisition of both language phonological and phonemic awareness phonics and spelling fluency vocabulary oral language and comprehension it's a lot of fun words to help kids learn how to read okay it's just the science behind how children physically learn how to read and how they eventually comprehend um but it has to be differentiated to meet the needs of individual students and you think about our covet situations and our students that
149are looking at us in the faces every day that they've they've come to us in different facets and they're coming into from school without any support from prior worlds and we're at the this is almost like the perfect time for us to learn more because our teachers that are historically taught three four five have taught our student our students how to learning to read reading to learn rather that we've got students that really need to learn how to read still in three four five and quite the opposite so letters is going to provide our teachers with that opportunity to really learn and gain more insight on what all of our students need no matter where they come to us from um so the second bullet you see there there's an opportunity for teachers and administrators
150to gain knowledge about those evidence-based practices and literacy and tools to apply it so not only do they know about it but then how do i use that knowledge and how do i give my students what they need to be successful all right and again i mentioned earlier this is part of state board 387 the excellent public schools act so this is a state mandate this is um but again we've had the fortunate opportunity as davie county employees and our district cohort to have a chance to do this ahead of the game so we've kind of tried to tease out some of the troubles and things of that nature so next i'm going to have stephanie nelson follow up with me and she's going to talk about who all's actually going to be going through
151this training and the specific components of what the training includes all right thanks renee good evening so i'm stephanie nelson and i work on the preschool side of things or as we like to say in my world the 2000 days between when a child is born and when they enter kindergarten so think about that for a moment so i want to go back for just a moment and say again that this is a state mandated professional development opportunity one of the things that's most exciting to to me and to people in preschool is that in this state mandate there was a partnership between dpi and between the division of child development and nc pre-k which means who's required to participate pre-k through fifth grade like we're getting some recognition here we're super excited down in
152the pre-k world so um i mean it you know we get we stay excited we have to to keep them entertained but this is truly exciting to us because now we're getting recognition from the state level we're getting the funding from the state level that any nc pre-k teacher whether she or he is in a public school classroom or in a child care setting is included in this critical training that they need to know how to instruct young learners in literacy so that is key and again kudos to davie county and the med foundation because the work that i've done with leads in the previous four years has created this wonderful foundation for me to go in and have instructional conversations with our nc pre-k teachers and with those administrators so that what we're getting
153out of letters is just going to flourish even more than than it would have otherwise so thank you for that opportunity so enough about pre-k the other people who get to participate are the k-5 teachers and the reading specialists the instruction instructional coaches the aig teachers ell ec both resource and self-contained and then the administrators get to participate there's a novel idea for you so and that includes principals and those nc pre-k directors from those child care programs and then ms peggy knuckles from our own davie county program within letters there are these various components and so with that this list here is really what's included for the teachers so they're doing a fair amount of online self-study they've got a manual that they're reading they are doing teacher practice activities where they're taking what
154they are reading and what they're doing in their online sessions and they're bringing it into the classroom and they're practicing it with children so that they're really getting that to stick they have both individual session and unit session assessments and then they're going to have two live virtual training sessions each semester and again that's for all of those participants that i mentioned on the last slide for our administrators they are doing these same components with the exception of they don't have teacher practice activities and we're not going to we're not going to test them they get to they get to bail out on the assessments however our administrators do have the opportunity to not only sit in their training sessions but also sit in on their teachers training sessions so that they're familiar with that
155content so thank you again amy good evening i'm amy spade and one of the leads members and also one of the partners in helping our staff get started with letters continue with letters and help build sustainability and all the work we've done in the past four years so this kind of follows up although not great timing also great timing with leads their leads grant coming to an end to build sustainability with teacher knowledge as we continue forward so with that said there is a time commitment and as you look at this chart you see that pre-k is over one year this time commitment comes out of the state and from letters and so they have they started in january and they will end next december they have about 37 hours of work between all those
156components administrators are on that same timeline and they have about 42 hours of work and then you see our elementary teachers ell ec aig teachers we are on a two-year timeline with 170 hours of professional development work to do which is why we came for miss haynes and ms line came to you and we started talking about calendar changes early and started looking at the calendar early for next year because there's no discounting that's a large number and a big discrepancy and a lot large commitment from our teachers this is a quality pd i say that going through it and being in the middle of it but also knowing it is a huge time commitment that our teachers are taking and moving forward to help our students so we have as a county try to
157be proactive as much as we can and listen to our teachers when we talk to them they really talked about time they how can they get more time how you know money is nice and good but it does go away there's a lot on their plates and it's hard to take things off of elementary school teachers plates because they do they serve all subjects they serve all kids in all areas so we requested changes for this calendar year which included the addition of originally january 21st which the snow nicely did change but they did we did have two optional days kind of been replaced in place of that and we put that in front of what was their face-to-face training day we also requested um june 9th to add in a day to help compensate
158for some of this time they're having to put in for the work we've asked for flexibility with optional professional days and that means teachers we've we've created two pacing calendars to help teachers grapple with how can i get this work done you see 170 hours that's daunting so how do i break this down so we worked as a leads team and created option one and option two is pacing calendars to help pace them out and keep them on track before the state expects us to be so this semester the state expects us to finish two units which is about 40 hours of work and so that's why we requested those dates and then we have offered that if teachers complete the work on their own time that they can trade out the optional professional days
159as already working those days if they don't want to do that they can choose to work on the units on those optional professional days in addition looking at next year's calendar we did create many pieces of the calendar around when are our training dates we requested training dates early from letters because there are blackout dates because you can imagine the whole state is going through letters and we're cohort two so cohort one gets first dibs on training dates cohort two gets second and cohort three is behind us and so we looked at professional dates and also worked in some professional days looked at early release days and trying to build in time the best we can to help them complete those hours of work throughout next year and then what will be the fall of
160the following year and then last but not least we've talked with each school about providing additional opportunities complete work this could look differently depending on your school again we know we're in the pandemic and coveton subs are rare so one option is to provide one sub day or break it into two half days where they have a sub paid for and they could work on their letters work um a lot of teachers are partnering up together like i might take the first half of the day and my co-teacher might take the second half of the day and that way a sub has a full day other schools that um that option doesn't look as fruitful for they're trying to use specialists in in creative ways to add an extra planning um for the teachers at
161the end of the day they are still having to put the time in but we're trying to be as creative as we can to create time for them and to help complete this work it's important work it's really is going to make a huge impact on our kids on our teachers knowledge but again it is still that time commitment we talk about the impact it's going to make on our teacher knowledge there's a quote from a teacher from our training we just went through megan brewer is a third grade teacher at pine brook she's a second year teacher which means she graduated recently and if you take a minute to read her quote you see that she is learning a lot of new stuff even during the face-to-face training so she's done some of the
162book a little bit of online and went to face-to-face and during that training they did assimilation of how it is to learn a new language and they were given these characters and had to associate the sound with the characters and learn how to read the sentence and it's really hard to do and it takes a lot of work and it helps you realize that as educators most of us don't really remember how we learn to read feel like it went pretty easily it doesn't always work that way for kids it is hard to learn to read we were not naturally born to read our brains were not naturally born to do that we were born to speak language came along later and this course is teaching them about that when how did we how did
163our brains change how do they work how do they connect to learn to read and the training is really trying to help teachers understand that and feel it so they can better support their kids so it's hard work it's not going to be easy there's no there's no you know change in that but i will say it's going to make a big difference for our kids it's going to make a big difference for our teachers and our goal is to support them along the way and we appreciate you all helping us make calendar changes to try and support them along the way to make this difference for our kids i also want to point out that something that our state has done is they have recognized the work that's been done around letters um the
164work that these ladies have done as well as our teachers and administrators so we got a email probably about a month ago i guess that asked us to select a couple of teachers and a coach to serve on an upcoming webinar and they chose three only three districts out of the entire state to recognize one small one medium and one large and we were one of the three and so you can see that it's recognized that we are doing the work that we need to do to support our teachers it is hard work trust us we know it's hard work and these ladies know they've already been going through it but they're doing a lot of behind the scenes work whether that is organizing getting ready to create a whole calendar for this to help
165people be better prepared they're having meetings with teachers they're doing everything they can do to try to support this and it is a requirement by the state so we've got two teachers megan cooper who is a first grade teacher at shady grove and leanne davis who is a fourth grade teacher at pinebrook and then renee will serve on that panel coming up and so the idea of the panel is for them to provide advice to other teachers and other administrators across the state so very proud of the work that they're doing any questions that you have for any of us yes i do if i make a great presentation sounds like an awesome uh undertaking but looking at 170 hours for a teacher that already has a pretty big load that seems to be the
166equivalent of four full-time full-long semester courses in college how how does a teacher you know handle the load they've got now and this is over two years right yes why does it have to be two years why couldn't it be four or five years great question that's the timeline the state provided us and that's the time when we have to get it done and actually they um the state remember the first cohort started back in august and so they have two years from that date and then we have two years from january to complete it but um that is the timeline that that we were provided um your your point that we actually can get college credit our teachers can you want to talk a little bit more about that so there are it is
167like a master's course and i we've talked about that before that reading research the classroom practice i'm not sure if you're familiar we provide that in county it's a five-day training this course is that course extremely in-depth you're talking eight sessions in one unit they take each of those days and goes deeper over an entire quarter um and so it is they can get credit at certain universities for college credit and towards courses i realize they're not all working towards that but it is through state legislation it's we are all on a two-year time frame the state is on i think a total of a five-year time frame along with our universities to have the entire state trained in this it also partners with how letters is set up we have it's a two-year contract
168of online to complete it and then their online ends does that make sense and so that's how long they have for the trainers and they take on other states and other trainings thank you are they compensated for the 170 hours financially not from the state and the state has only offered if some districts are training on saturdays with their trainers and after school from four to seven for their eight total face-to-face days they will compensate for that but that we have asked for compensation otherwise and we have they have said not they're not providing that compensation okay let me ask you a really tough question be honest i know you will be what's the negative reaction from the elementary teachers who see this as a massive you know load you have a mixture you have
169some that are very overwhelmed and then you have some that are in the middle they you know everyone i haven't heard anyone say they don't see the value everyone sees the value but there's a lot on their plate you're talking about quarantines you're talking about a lot of things um so you have some that are you know will probably honestly stop teaching we have some in the middle that are with the support are going to be okay and then we have some runners that were you know kind of like our 26 they signed up to do it on their own time it depends on where you know where you are in your journey where you are with your family what you have going on it varies per person that's we have tried you know we
170are a smaller county we have tried to provide time to help that happen we really wanted the january 21st we really talked about that a lot in the beginning because we knew we were taking the day they usually do report cards and things on for the 24th for training and so we talked to them about splitting days we've talked about using half day planning so we're trying to be creative and support them but there is no denying that it's 170 you know a good 170 hour solid well god bless you you know i know you're doing everything you can and you're obviously aware of the overload feature is there virtual training required above and beyond 170 hours it's part of the legislation so they have a bookstore part wow like a book study they have
171an online part and then that part is supposed to kind of solidify the knowledge give them time our teams meet together so it gives them time to collaborate on the work that they're doing as well as they have simulations and things like that but all those three kind of work together it's kind of like hearing something the first time i think about even our mass conversation you don't always process it all so then you process it another way you might see it online and then you go to training and the goal is it's a lot it is on the same content each time for those but it's really for them to own and solidify that knowledge so that they can walk away and make those decisions based on any curriculum they have in front of
172them that they can lift that curriculum they can teach that curriculum and i think in the training on the 24th one of the things they tell you in the beginning it's so you're always smarter than your curriculum and you know how to support your students and differentiate and meet their needs again i can't discount that it's time wise it's a lot um one thing that can help me stand here and support them is it truly has been quite it's been the best training i've ever been through i have my masters i have my national boards um and i've i'm still learning as a literacy coach for this county more each with each unit so i don't have any doubt that it's probably extensively valuable you know but it's a matter of the burnout and let
173me ask this does every county do their elementary teachers have to go through this every every um all k5 certified teachers that list your k5 certified teachers one admin at every building i will say in our county our aps are also taking it on as well as our district staff this line staking it on ms custer is participating our psychologist because we're trying to make sure that all of our everyone's talking the same language and if teachers are going through it we're going through it too renee stephanie and myself are going to go through the admin version so that we can have conversation with admin um so but yes it's it's state required all k five um teachers it's okay i'll end with this and again i applaud you all but the the burnout potential
174burnout and the loss of teachers is something that we really can't afford i agree you know god bless you i have a question it's probably for stephanie the priest preschool programs do they are they required to have the 170 hours a teacher in a preschool program no the preschool our our time commitment is less it's about 37 hours total okay you may have said that and i skipped it i'm sorry yes and it's only a one year we we have um about half as much content as the k5 have okay and we're focused not only on literacy but a lot of oral language working towards speech patterns and things like that as well for our side okay and are you working through smart start at davey county yes i am thank you thank you so
175much guys we appreciate it uh next miss wilson public address yes thank you mr junker and let me remind you audience we are delighted to have three speakers today i will call the first speaker's name and then i will call the second p speaker who will be on deck and ready to go um please state your name and address when you approach so that the board knows who they're hearing from and our first speaker will be joanne landry and after miss landry will be chris anderson [Music] i'll remind you you have five minutes and you can see it it's right before you please don't go over your time good evening you know that this resembles sheep and the sheep that are going to sleep i am not a sheep and parents need to wake up
176to the facts along when your children's health is on the line school board members and superintendent wallace i am here tonight to address the lack of communication from your board to me i have addressed each one of you by email and requested written responses i have not heard back from the board members with questions i posed directly to each of you a week ago or weeks ago i have provided unclassified documents from major joe murphy u.s marine program liaison from defense advanced research project agency in arlington virginia these documents clearly stated that the vaccine which was the program to create the synthetic spike protein being injected into the human body was deemed too dangerous by our own department of defense and that the non-pharmaceutical ivermectin and hydrochloroquine have been identified as a cure i have
177given you the position of the north carolina physicians for freedom's website information bay state covet 19 vaccine mandates for children is unnecessary and unethical they claim children do not need the covet vaccine giving the covet vaccine to children will not slow the spread however administering these vaccines to children do carry a significant potential health risk they also state that the vaccine does not prevent people from contracting and spreading covet in fact there is some evidence that people who have had the vaccine actually have a higher viral load than those with normal infections children's are much more likely to be harmed than helped by the vaccine with the highest short-term risk of myocarditis children are six times more likely to be hospitalized for myocarditis from the covet vaccine than that from the coveted infection physicians state
178that they don't know the two to five year fatality rate for kids after myocarditis but long-term disability is likely and pfizer has had no safety data on the vaccine beyond two months after a second dose there is no safety data on children after boosters or subsequent vaccines preliminary studies raised concerns for long-risk risk long-term risk including autoimmune disease cancer and infertility again more children began dying when the vaccines began to be administered data from the united kingdom shows a 56 percent increase in teenage mortality compared with years prior the increase in deaths were noted the week that the adolescent vaccine program began at this point it should be clear that administering coveted vaccines to children is not scientific scientifically reasonable and giving a child a vaccine with a disease that has a near 100 survival
179rate when there are known short-term complications and potential long-term complications it does not follow good science nor sound public health practices experimental vaccine mandates of any kind are not in the best interest for our children yet you have agreed to do what the health department addendum says by accepting funds through the department of health contractual agreement we have found the same wordings used in the liaison agreement with the same language in the school documents as well i have a copy of a letter from the north carolina health department from cody kinsley to senator ballard dated january 5th 2022 that states that the toolkit that you are using are not legally enforceable documents rather strong recommendations so you are not legally obligated to continue these practices by accepting the sr money you have allowed the federal
180government to dictate state and local government policies and those were to be kept separate under the constitution of the united states this is a class one class i felony a violation of article 31 misconduct in public office section 14-228 buying and selling of office and for these reasons i am putting you on notice of my intent to place a claim against all of your public official security bonds and your risk management air and omission policies and your faithful performance blanket position bonds that you may have if you do not vote to stop these actions i will be filing a claim against the surety bond liability policy to correct these violations in all schools in davie county school district and that includes the following stop coercing all forms of covet 19 testing in all david county
181school premises and the vaccine clinics on school grounds seized coercion of cova 19 vaccination halt all enforcement policies that require universal masking and masking without parental consent return the esser funds and end the contract with the federal government that circumvents our constitutional rights and manners of which the laws were created in the united states and immediately stop all critical race theory and social emotional learning that is tied to the third phase of the esser funds parents i implore you to pull your children out of the school system if they attempt to mandate experimental vaccines to attend school with board support i know that you don't like hearing the truth when i say that the experimental vaccines are killing people more so now than any other vaccines combined so go to how bad dot info for
182the truth your job is to educate children not to indoctrinate them into taking experimental drugs parents thank you mr landry your time is up our next speaker is chris anderson after miss anderson will be john rogers oh joe rogers i'm sorry mr rogers yeah i'm chris anderson i'm at 1227 bear creek church road i'm here i've had some concerns over the last few months whatever things i've heard tax on this board that type thing and it and it bothers me as a long time citizen of david county i will say if y'all took a little bit more time on this mass thing tonight we're going to be in march and it's not going to matter anymore so mr chairman keep moving along um these things uh that that concern me and i've been here a
183long time 40 57 years and the attacks on this board they're unfair i appreciate what each and every one of you do i really do always have but when you hear things like you know they work for us they've got to do this we voted for them whatever folks y'all don't work for me and i voted for every one of you at least one time except you mr carroll i don't lie about it i did not i didn't know you at the time but i don't feel that way because i voted for you and that's not fair i don't believe that you folks don't work for me you're here to serve this community and that's what you've done and you've done it very well and i for one appreciate that i really do um i
184hate to even have to come up here and defend you you know a few the last meeting a blast board meeting i was at you were dealing mask in the very beginning or whatever and there was this somebody or you had been presented some kind of information about a petition and it if i remember right it was 900 and some recommended this not wear a mask or whatever it was and you know i got to thinking at that point well i don't sure what the correlation was but if you're correlating it to david county citizen so we had 900 sign a petition we had 40 000 that didn't sign a petition maybe it was correlated to registered voters that's the case there were 900 signed a petition 30 000 people didn't sign a petition if
185it was you know correlated to parents in the school i don't know how many parents say our guests were six thousand some kids so if if you counted one 900 signed a petition 5 000 didn't i think and i hope and i want you to understand that outside of that there is a wide-ranging support for you guys just because they're not talking don't mean they don't support you i can go around the room i i've known clint or mr chairman since he was so big which is a long time ago wendy i've known you 12 or 15 years i don't know mr drexler i was in your biology class apparently it was early on because i don't remember anything you told me mr potts i worked with you early on facilities when you were here
186gloria i've known you eight or ten years i don't know mr carroll i've never formally met you cammy i've known you 40 some years maybe 45 i don't know what it is it doesn't matter but i said all that to say this as well as i know y'all maybe some of these folks that have all these issues should get to know you i don't believe for one minute but a single one of y'all would do anything that would harm any child in davie county i appreciate all the work you've done i appreciate you taking your time i've been there i've had petitions served on me in all kinds of stuff and i know what it's like but there are the the support for you all for those who aren't talking is tremendous i'm telling you
187to keep up the good work people out there appreciate you do whatever you need to do you can do it more expeditiously maybe than you did tonight speaking of which but speaking of which my time's up thank you and thank you mr wallace thank you very much our final speaker tonight is mr joe rogers good evening ladies and gentlemen my name is joe rogers i'm here with my wife joyce and we're grandparents one little boy at shady grove and two young men at davie high school what i'd like to present to you this evening is an audio of a one america news commentary on the vaccine the covid19 vaccine i offer it only as an information the statistics are thought provoking especially now in the view that there's a possibility excuse me of the state
188putting a uh requirement for a covert 19 for 17 and 19 year olds uh so i'll play this i'm assuming that if i play the microphone you'll get it okay and that's all i'm doing is just giving you this presentation just for the statistics that raises doubts about the safety and efficacy of the vaccine for the chinese coronavirus now your new report from doctors in england calls for a complete cessation of using covert vaccines on humans that's according to the uk based evidence-based medicine consultancy group which submitted its findings to britain's department of health claiming there is quote more than enough evidence to declare the covet 19 vaccines unsafe for use in humans doctors say after examining official public health records they looked at a number of reported side effects from the vaccine including bleeding
189and clotting unexpected immune system reactions unusual pain reactions neurological responses loss of sight hearing speech or smell or adverse reactions affecting pregnancy including miscarriage researchers explain that the products in the vaccine are toxic to humans and called for an immediate halt to the vaccination program to conduct a full investigation into these harmful effects according to the vares website a us government site which tracks adverse reactions to vaccines nearly six thousand people have died as a result of taking this vaccine some twenty thousand more have been hospitalized nearly two thousand others have come down with bell's palsy paralysis of the facial muscles and forty four thousand people have checked themselves in to urgent care that's not to mention the fifty nine hundred life-threatening reactions people have had directly from receiving the vaccine including 2200 people who
190suffered heart attacks as a result of getting the injection and this is all government data according to vares over 650 women have suffered miscarriages as a result of the vaccine and some 4 500 people are now disabled some permanently these numbers are greater than all the other side effects of all the other vaccines in the entire world combined this is not normal but then again this isn't a normal vaccine it's experimental in israel the government mandated that young people get vaccinated to attend in-person exams at school only to see a massive spike in cases of severe heart inflammation known as myocarditis reported cases of the potentially fatal heart condition were 25 times higher than normal with authorities in germany stepping up and announcing young people should avoid the vaccine because it's just too dangerous if
191the rates in israel are any indicator the u.s can expect over 150 000 young americans to come down with similar symptoms even the cdc says it's investigating after the link between the vaccine and heart inflammation appears much worse than previously thought in fact the agency is holding an emergency meeting to discuss this very issue to be clear this is an experimental drug and it's now being administered without proper testing or safety protocols something that's never been done before for any other disease and we're witnessing the consequences of that first hand why do we need an experimental mandatory vaccine for a disease by the way which you have a 99.99 chance of surviving thank you for your attention thank you that concludes our speakers for tonight board thank you very much for hanging with us uh
192the last item on our agenda is adjournment i'll call for a motion i have a motion by ms smith have a second by mr carol all those in favor motion carries 7-0 we're now adjourned thank you so much it's freezing i am dying you
