001oh i guess okay at this time i'd like to call the january 4th uh 2022 davie county board of education regular meeting i'd like to return us back into open session um at this time first item on the agenda will be the invocation if you'll join me in that dear lord we come before you this evening and thanks for all your many blessings thank you for all you have provided for our school system including our staff members and students as we enter into the business of tonight's meeting we ask that you help us to be wise in our decision making we also ask that you remind us of the importance of listening as so many people have placed their trust in us to do what is right and what is good we ask that you

003passes okay um at this time we'd like to go over the important dates if you'll bear with me okay important dates of note uh january 20th 2022 it's hard for me to get in the habit of saying 2022 will be end of the first semester and then we'll be moving into february february 1st will be our next board of education meeting february 3rd it's the davie county schools spelling bee february 7th the davie county board of commissioners will be meeting just a couple dates to mention for the upcoming school calendar for january and february january 17th is will be holiday dr martin luther king jr holiday january 21st through 24th required professional days and then february 15th will be early release and then we have some additional dates for the early college january 3rd which

004was yesterday is a required professional day january 17th again martin luther king jr holiday february 11th is an optional professional day and february 15th is early release uh i believe agenda do you have the time for the spelling bee and it's here in in the boardroom okay okay the um next item on the agenda is going to be the superintendent's report and i will turn this over to mr wallace for his report thank you miss vice chair good evening everyone board staff and guests and those that are attending online and those in the audience thank you for being here happy new year to everyone i i hope you had some good quality time with family and time away and we started today i mean the year with with a bang we were all prepared with

005some potential wind the next morning not much uh we didn't think the snow was going to be anywhere near us so six o'clock or 5 30 i'm on the phone and then um then things changed and we lost power we had at 6 30 in the morning i had five schools without power and when you call and get requests from duke power and energy united they're good folks but they're going to give you a time that's really fun we may get to it by lunch so but fortunately the power did come back on in two of those locations but we did have three schools that were down throughout the day and one our final one came on last night about six so um and then of course we had up until about one o'clock day

006filled with beautiful snow which was amazing just amazing we go from 70 degrees to snow and wind and power outages and then two o'clock that afternoon beautiful sun's out just beautiful so but uh we hope that's not an indication that we're going to have that many changes throughout the year anyway it was uh it was good it's good to be back our leadership team visited a school this afternoon william r davey and one of the things that ms stevens shared with her staff was how the it's always exciting to see kids back in the building but the kids were excited to be back in the building and you could see that so that's uh that's a very that's a positive thing um of course we're dealing with beginning another year dealing with with this coronavirus

007pandemic which is very frustrating uh but i will say we'll get through it we are better today than we were one year ago we've earned some tougher skin and we've been through the battle but we will continue to get better and things are going to get better so just stay the course and we'll get there covet update as of today which of course you know we returned today we have 24 active cases 24 students and 12 staff 41 students quarantined and nine staff members are currently quarantined you all are aware i shared with you and we have now is uh the information is on our website that the north carolina dhhs has issued new quarantine guidelines those are in the strong school nor strong schools north carolina toolkit and those were updated on december the

00830th which changes quite there are some significant changes when one of the specific changes is with the protocol the quarantine protocol which was typically 10 days if you fit into the protocol has been reduced to five now there's some qualifications that go along with that so we i just refer any listener or any one staff in which we've already been working through that to reference the north carolina the strong schools north carolina toolkit our nurses have been through that with with delicately and diligently today and we are meeting with our principals on thursday to talk specifically about that so again there are some significant changes there which we we are we are glad to see that they will hopefully get people back in the building much sooner i mean cut the quarantine in half potentially

009if you fit into the certain protocol um i do not have a monthly attendance update that the actual the next pmr the attendance cycle ends tomorrow um and plus we were out for two weeks so but i will give you an update on that in in at the february board meeting the virtual school k building committee met again with fuller architecture on december the 16th the committee reviewed the current status and pricing or what estimates but the committee agreed to move forward with developing construction plans and putting the project out for bid and the because of the delay the we did delay our time frame or timeline just a little bit but we are expecting to get the the project out for bid in february so we will should be we're moving forward to see

010where we are and see where prices land and then we'll make some decisions so appreciate that committee had some good stuff we um just december 31st uh just a few days ago was when one of our first sunset dates for some fun additional funding and that sunset date was on what's called the gear funds it's the government the governor's emergency education relief fund gear fund we had to i want to commend mr clay harris and his team and our administrators and our principals we basically we encumbered and spent one point little over 1.2 million dollars and the majority of that money went for technology which devices and some subscriptions that need to come along with those it went with exception to the exceptional children's program and ppe personal protective equipment that was the three big

011chunks now mr harris will do a quarterly update on the budget next month and he has all that in detail if we need to but i just wanted you to know again i know this is a rhetorical question so if i gave all of you a million dollars and said you got a year to spend it we might be able to do that but it's got a lot of restrictions around it so again we had to fall in we had to make sure we followed federal guidelines that we which we've done and again i commend clay and his staff and our principals and others in regarding to meet that and managing that money um this and and the disbursement so and uh miss madam vice chair that concludes my report for tonight thank you mr

012wallace next item on the agenda is a recognition for davie county early college high school and i'm going to turn it back over to you i will meet miss lynch at the podium audience board again it is absolute honor to stand here with you to recognize ms lynch and she's representing her staff and she would be one of the first ones to tell you that but i'm going to recognize her we received information a certificate from the state of north carolina that we're for 100 graduation rate at davie county early college last year and melissa that's a phenomenal job but you're you've been an educator can or fourth grade on up and we all around this room understand graduation doesn't start in the 12th grade it starts much much earlier so when you can get

013to the point where 100 of your kids graduate that's a phenomenal feat so i want to commend you recognize you again and your staff and one of the first things i did when i received this certificate was i texted melissa and denise asher and i told him how much we appreciated her because she was the one that recruited and had those kids for a year or two if i recall correctly so melissa congratulations great work thank you very much for what you're doing i think we probably need to pose for a little picture here okay the next item on the agenda is our consent agenda and i will need vice chair horn if i can interrupt just briefly just want to remind the board members that you do have an addendum to the personnel packet

014so there is a second page now added that you have a hard copy as well as online okay thank you mrs haynes if there are no further questions i would ask for a motion to approve the consent agenda items as presented and listed okay smith in a second by mr carroll all in favor okay consent agenda items motion passes okay the next item on the agenda will be the human resources addendum um amendment of 2021 2022 school calendar and i will turn that over to ms haynes thank you um i will be brief with this calendar amendment as you all know we missed school yesterday ended up having to close school yesterday due to inclement weather power outages etc employees were allowed to work on site if possible where we had power also given the

015option to work remotely if that was a if that was a better situation depending on the school and to make up time if needed but after thinking about the end of the semester we're coming to the close of fall semester exams are already scheduled letters training is already in place we really cannot make up this day within fall semester to help us with that instructional loss so the recommendation that we bring to you tonight is to waive this day for students for yesterday for january 3rd and leave that on the calendar as an optional teacher workday which is what we observed yesterday for staff so i bring that to you as a motion or as a recommendation rather i think that makes a lot of sense in light of the fact that we are in

016the first semester and i would move to support her recommendation as stated okay so i have a motion by uh mr potts to have a second [Music] i think david was was first over there so that's second uh all in favor of the recommendation okay that passes um next item is human resources 2022-23 school calendar and it's going to be back with ms hangs can you say 2022-23 five times fast um that's a that's a tongue twister again i will be brief i presented to you two calendar options in december and those two options came from our calendar committee with representatives from all of our schools of course as well as vice chair horn got to serve on that committee those two options went to our staff to give everyone the opportunity to vote on

017their choice and so they had some time to do that before we went out for break and option two was the clear winner and so i bring that to you again as a recommendation for approval for the 2022-23 school year always subject to change okay i have a motion by mr draxler to have a second second by miss webb ask for the vote all in favor okay motion passes okay the next item will be the 2022 through 2027 in our local agreement and mr wallace will present that for us we put all those dates in there for you to read mr junker planned this i want to make sure you had all that opportunity to read those board i can't tell you uh 28 almost 29 years in public education and um we're presenting to

018you the new interlocal agreement and i'm very proud of this it is a continuation of the previous interlocal agreement that will deadlock or sunset on june 30 of 2021 22 excuse me junior 30 but this one will take effect july 1 2022. in this interlocal agreement that i've shared with you all and through after long negotiations and great relationship with our board of commissioners this new interlocal agreement includes a one-time installment of and fifteen thousand dollars from the board of commissioners next year in in the beginning in fiscal year twenty two twenty three that will allow us to increase teacher supplements the again when you can join forces with in the entire boards work together in a community that is vital it's extremely important and this is a by-product of team effort in working together

019so i appreciate wendy and clint mr james blakely mr terry reneger david bone robin west and their staff for the efforts that's been put forward here and i greatly appreciate the board of commissioners we're giving this interlocal agreement a 5-0 vote last night at their meeting and now it is presented to you tonight for your act to take action uh to vote on this as well and i'll be glad to entertain any questions if i may now i will follow up with this and talk about teacher supplement right after we take a look at this now one point what do you want to mention is you read through this the the percent of the taxes that we receive now that's kind of a loaded statement there you need to read the details remains at 41.3

020but clay has worked diligently to work through the projections and we feel like we're in a good situation to continue with what we're getting ready the second item we're going to vote on but we feel very good about this very similar to the last one with some cleanup of a little bit of language but i will be glad to entertain any questions i think you just answered my question because as we looked at this earlier and i failed to ask you and i apologize wait until tonight this that money is available january as of effective last night is that correct no okay okay good question for the supplement part of it right item the supplement the the 515 000 will be will be available july 1 22-23 okay july july 22 okay yes which will

021and i will when i get to our next point it will make a little better sense okay yes that will be in next year's budget right mr harris okay you won't let me spend it so uh miss vice chair madam vice chair i would um ask that we again take any questions or or they uh ask to vote make a recommendation that we approve the inner local agreement as presented are there any other questions mr received the text this evening from clint saying that he couldn't be here but one of the bullet points that he brought out was how fortunate we are to be in a situation where that board that where things hang in the balance often and this board worked so easily and so well and it just didn't happen overnight that it's

022been nurtured and um worked on for a long long time so i'm really really proud of the our staff school board staff willing to participate and then taking the information and presenting it in a just incredibly professional way i spoke to who did i speak to about her presentation she did a really really good job when she presented her part to the commissioners but his point and i'm making it because he's not here it just the relationship didn't just happen overnight but it's been building for a long long time and hopes hope that it will continue right great point sure right that's a good point obviously thank you mr harris i failed to mention that typically there we have had a three but typically they're four but we the commissioners and the board of ed

023the leadership agreed and of course you have the opportunity to vote that this one is for five and again it's just explained to get us on the rio val cycle which makes sense because we could have looked at this one for one year and then right been right back here and said all right now we need to do another one because we had talked about extending it for one year but we all agreed it felt its best just to go and do the five year this time and then in 27 we'll start we'll look at putting it make it a full year again yes thank you mr harris [Music] any other questions or comments okay if if not i would ask for a motion to approve and accept the 2022-2027 interlocal agreement between the davie

024county board of education and the david county board of county okay commissioners have a motion by mr drexler in a second by miss smith all in favor okay motion passes thank you for that thank you board uh madam vice chair another item now that we have secured an installment for next year and funding for the next five years i proudly sit here and tell you that i am proposing to you tonight that we raise certified staff supplement from five and a half percent to eight percent which again is been part of the goal in the negotiations of the interlocal agreement and i want to commend again has already been mentioned that the board of commissioners david boner robin west and that foes folks i'm going to plug david a minute i went to the commissioners

025meeting last night and clint was there and mr harris was there and david told me he said you don't have to answer any questions i just want you to be there i said well i plan to be there well guess what i got called to the podium but it was good and it gave me a pub opportunity to publicly thank our thank those commissioners but we did answer some questions but what i want you to know too is that's the type of relationship we have and that is critical that we continue to maintain that type of relationship now i do look out in the audience i don't see david bone anywhere so i'm going to ask him when he's coming so but either way no i'm just joking around but it was good so i

026am asking you tonight to i'm presenting to you that we increase certified salary supplement from five and from the current five and a half to eight percent now we have talked about this often we have presented this information in budget work sessions to the county commissioners we we have continued to say we have to attract quality people and our sub this moving to eight percent will separate us to some degree from our neighbors except for our neighboring forsyth county which we understand that that's a much different system that we can't compete with because of the tax base and we understand that but this all that separates us from a rowan a davidson an iredell and gets us closer to a forsyth now i want to make this very clear too this moving from fi the

027proposal to move from five and a half to eight has nothing to do with the additional teacher supplement that's in the state budget so this increase will be alongside the fourteen hundred and eighty seven dollars that each certified staff member will receive yes sir that is no no no that is for two that is in the state budget for two years yes which we're in the process of paying that out we're still waiting on clarification now to mr potts point i am asking this board tonight to make this supplement increase effective january the first two days ago three days ago we are able to pay our teachers for the remaining five months on the eight percent supplement from the current budget we have so in the future that will not be paid out until june

028that's when our the other portion of our supplement is paid we pay one in december and one in in one in june so we want to enact this eight percent so in other words if a teacher makes five four thousand dollars a month it will be multiplied times eight percent starting in january versus five and a half percent through june and then we pick up with the next budget which the 515 000 will be installed and then the 41.3 will perpetu will support this moving forward for the life of this in a local agreement if if we get a motion on the floor and pass that as i'm anticipating that we will in a few minutes um is is this money does does the money require that one had to be employed on or before

029january 1st or can we pay a supplement if you hired someone today ms sainz hired him today is that supplement applicable if if approved tonight our supplement moves to eight percent yes sir and we will have some people to hire and so in other words the people on the personnel point okay that will start in a few days in a few weeks in their mind they will receive the eight percent that is correct but that would be prorated based upon their employment yes the percent employed for the school year yes is there any issue with the money source now until that starts for you've already calculated for through the end of school june about summer month paid staff remember i go to clay and i say how good do you feel or how comfortable are

030you so i gauge him and i had to get to the good level before he would say yes so i'm very cop the money's there sir yes sir excuse me i think it's important for the people listening in the parents and our community to understand that this is not a boondoggle that you know we're just throwing money out there for the teachers and so forth that this only makes us competitive and it's the kind of thing every business has to be aware of you know are we paying the people that work for us a wage which will motivate them to stay and as we know you don't go into teaching just because of the pay but it's part of one of the considerations that you have to have thank you that's a great point mr

031carol and that's why again when the commissioner shared with me last night that the beginning pay for a teacher in forsyth county is 43 000 and we're nowhere near that but again i'm not that's not exactly who we're chasing and i will also to your very point if you recall in miss haines report of the teachers that we lost we 90 of those went to a district that paid more money and when forsyth opened up that middle school we lost we got hit hard so to your point this helps make us more attractive and to pay them a respectable wage absolutely so i commend you all too because this this takes leadership bold leadership to step out and to do this and i really appreciate that the last ray supplement increase was 15 years ago

032just so you know it's been 15 years wow one other point just to emphasize is particularly with the bonuses that we've heard about in the news that our staff has heard about over the course of this year um there's been a lot of work put into this but but this is this is ongoing um not a one shot in the arm kind of deal right to your point mr carroll yes this this will be this will continue annually that's correct um i just want to excuse me david i'm so thankful that you brought that up because i know this conversation has been taking place for a long time as far as the need for us to be able to increase our supplement and just as david pointed out you know they're not and agenda has

033said many times about the number of the number of students who are going into teaching is way down and so when they do when you know you think about it i think when we were you know 22 23 years old coming out of college um or at that age where you're really starting to you know be an adult um you look at the paycheck and sometimes you don't look at you know benefits and things like that you're looking at what's in your paycheck that you bring home for that car payment or the rent or whatever and um you know i'm very grateful that we're doing this because now not only does it make us competitive to keep some of our experienced teachers from being recruited from other systems we're very competitive when we can go

034to that 22 or 23 year old student who may sit there and think why would i want to move to david county i want to move to charlotte or i want to make greensboro you know so i think this is um this is big for them because it it's big for us because we need you know um people retire and we need to to backfill absolutely those and we want to be able to make sure that we're giving our students the best that they deserve so i think um for the community when you hear supplement it is kind of like a what's that but it is so much more than just eight percent right so i really do and again it has been a discussion for years that we needed to get at this point

035so um so i'm grateful that this is um finally happening so um so with that said uh are there any other comments or i want to make the comment that i think a lot of this started as far as the supplement as far as ernest talks is when ms haynes made that presentation one early morning i guess it was back in february march of last year and i remember how many commissioners ask you questions and i think for the first time they really understood they had to be a big part of this and i really appreciate them stepping up to the plate so with that uh madam chair i'd like to recommend that we uh follow the recommendation that we've heard from our superintendent and finance officer and begin an eight percent uh supplement to

036our certified staff effective immediately or january 1st of 2022 uh and i put that in form of motion eight percent i have a motion by mr potts do i have a second okay i've got miss smith with a second um all in favor of increasing the supplement eight percent okay motion passes thank you yeah thank you okay next item on the agenda um are the fall policy updates and i will turn it over to mr wallace to share that with us thank you madam vice chair board as presented last month the fall policy update those are presented to you tonight for approval but i'll be glad to try to entertain any questions if you haven't do we have any questions for mr wallace okay with that said i'd like to take a motion to approve

037the file policy updates as presented okay i have a motion by mr carroll in a second by mr drexler all in favor motion passes uh next item on the agenda is cornetzer elementary school roofing contract and we are going to have mr clay harris present that to us tonight all right this year um the staff recommended that we replace the rubber roof at cornetzer elementary school it's been there about 21 years so we contracted with wolf trail engineering to to do our drawings do our bid documents and pro and the project inspection uh the mandatory bed bid meeting was held on december 1st at the uh at 11 o'clock six roofing contractors were invited to bid um birs roofing allied roofing davy roofing conover roofing nations roofing and weather guard four of them attended the

038pre-bid meeting um and then the bid opening was at the maintenance office and then the bid tab was included in in your documentation as well we only had three bids our recommendation is to go with nations roofing for 342 342 thousand dollars thank you mr harris are there any questions okay if not i asked for a motion to approve that recommendation for roofing at cornetto elementary school okay mr drexler do i have a second okay mr carroll all in favor okay motion passes thank you clay uh next item on the agenda uh summer i'm when does the product do you know when the project is expected to begin um when mr spielman spoke to them that the as you can imagine supply is pretty pretty tough right now once they're waiting to hear from this

039so they can go ahead and start securing it um it will have to wait until after we get out of the winter months because of being dry i need to be a little bit dry or be too wet i'm i'm gonna guess he's probably looking at an april time frame would be my guess i don't know for sure i know it's in the march april time frame um i'm sorry i'm sorry i should have asked it a different way my question is not when will it start it is i should have said that is a project that can take place while students are in the building that does not have to wait till summer correct that's correct okay um next item on the agenda is um discussion of uh the face coverings policy uh 4231

04050 21 7263 and mr wallace is going to share with us the uh current situation and reassess the impact of uh covid in the school system thank you madam vice chair board as you know statutorily this board is required to take up this policy monthly it's unfortunate some would think ford's fortunate but it's unfortunate we're still in this situation to have to consider where we are but you're seeing what's going on across our nation you're seeing specifically what's going on across our our state and davie county with the number of coveted cases we continue to set records this policy is in line with the recommendations and the guidelines from hhs cdc all of those you've clearly heard this outlined in the in the policy it's not a matter of whether we agree that pot masking

041works or not that's not the debate tonight this is the point is that with the protocols that we have to follow this masking right now will help allow more kids to remain in school again we go back to the protocol if there's a covey case and i'm exposed in this masculine mask then i do not have to be if i'm exposed i do not have to quarantine if if i'm exposed to cami she has coveted she's not wearing a mask i am wearing a mask we both quarantine that's not changed so again thank you for being bold and responding as you did i hate that we're here where we are as we've clearly said we don't like masks prefer not to wear them but we have to do everything that we need to do to

042keep kids in school so as we announced and we worked with the board uh last weekend that we would start school in mask but you still have to vote tonight against statutorily that's what it what it says but when this the also there was a question about why was the change but as you well know it since the initiation of the policy it gave clear outlines that that staff board we can respond accordingly or when necessary without having to wait to the board meeting and of course you all were well aware were engaged in in the change last weekend the what we did agree to was now which again this policy doesn't say the policy doesn't say that it's evaluated it doesn't say when it says you have to vote on it once a month

043at your regular schedule meeting but what we had said to parents and our staff we will reevaluate the decision to to from masking on in two weeks which would be the 17th which and that's that's a holiday which in essence would be we of course we monitored the whole time but we will reevaluate that situation again in two weeks to see if we can and i hope hopefully we can change this and go back to face to masking the optional face coverings but if not we would just have to adjust and go from there but so again the recommendation tonight is you have to respond uh statutorily to this policy in front of you it is the other it's the former policy it's the same policy that we initiated originally where it talked about the

044face coverings in the building school buildings and those things and so that's that's the recommendation and i'll be glad to address any questions jeff i have a question has there been any discussion locally or at the state level to change the quarantine guidelines besides i know we went from ten days to five days but again the way the strong schools toolkit is written like we said has to be mask on mass everyone has to wear a mask to avoid quarantine we ever get to a situation where only the coveted case only the person who has coveted goes home the healthy asymptomatic students regardless if they have a mask on or not will stay in the building i think eventually we've got to get to that point where sick kids go home sick kids need to

045be at home healthy kids need to be in the classroom and i don't i think it's a question we all want answered i agree mr smith and i will tell you we we are bored you're probably familiar with union county and randolph county has issued a resolution that they would that they would stop i don't want to misquote but they would not they would do some things different as far as not be contact tracing and not sending home asymptomatic children unless they have tested positive some of those things i will tell you that we we are talking about the superintendents we'd love to get there if we can do that safely absolutely that is our goal um when i when i spoke with with jill about that and i spoke to susan wright about that

046she said that she did anticipate a response from the state i think mo reducing quarantine to five days is a step in that direction again i'm not going to say i'll tell you where i think we're going to land i'm not sure but i do think ms smith your point is valid that at some point that's got to be addressed i do agree with you and we all want that absolutely what is our goal if we reassess in two weeks do we have a goal number for that or is it we just see where because right now we're at 24 cases well i think and we well one thing that we saw and i again i commend this board for for when you when we moved to optional masking we wanted to see what happened

047and we unfortunately saw a spike in our schools right after thanksgiving so and then you on we had a significant amount of kids quarantined at that time so you're responding to the numbers i think we have to monitor what's going on around us and in our county as you if you're aware the cases went from 268 maybe to 379 somewhere in there 245 to 379. i looked at i'm going by memory now but i know i'm close in the last week it went it jumped significantly in the last week now and again what we all can read stuff and what i'm seeing is that and i to talk to to medical doctors and they say we do as this thing spikes it should plunge at the same rate and hopefully even sooner but again we

048we have to monitor and work with the you have to look at the positivity rate we have to look at the number of cases in our schools and i would hope and pray i would i would say this miss smith if we're sitting here with similar numbers in two weeks i think we've got our answer absolutely and i hope and pray that's where we are yes if i may if i may say something with regards to miss smith's comment i agree with her and that's one of the the dilemmas that parents out there are seeking is when will it change when will it get better the problem is is that when things change you have to change with them otherwise you get run over i can remember when the pandemic first started there was a

049lot of pooh-poohing about what are you worried about everyone it's the old people that are dying it's the old people that are getting you know sick and sure enough in all of the the nursing homes and something the numbers were staggering but some of the numbers i just recently read with 31 of the kids who are 18 or less are infected in davie county yeah yeah so i would love to rip the masks off and go without but it seems silly not to do the things that will mitigate having to wear the masks which means get vaccinated you know and people come up with these you know well here's an individual that got sick because they got vaccinated okay well that was one out of eight hundred thousand people or something you know i understand

050that's gonna happen it's unfortunate but how many people are going to get sick and die if we don't take some sensible action and i and i admire this board because that's exactly what you've done you've tried to you know make judicious decisions based on what we know not on what we'd like to know thank you my concern is we got to vote every month i believe if i county correctly we're in school 17 days between now and the time that this board will have to vote again i think that whether i like to wear a mask or not the mitigating factor that david just mentioned is reason enough for me to say it's good for our students and that's what we're we're all about is doing what's best for students so i would like to

051see us not limit ourselves to two weeks which also puts our superintendent out there on a limb by himself and you may recall when we switched one time mr wallace i don't remember exactly when it was maybe september october all of a sudden our emails were blowing up with how does he have the authority to make the decision or are y'all meeting behind closed doors and not being public and and transparent and which all those were answerable we knew that we had talked to through the through the policy of just like an inclement weather day that our superintendent had the authority to make that change because we can't get together every time there's a small emergency that needed to be voted on so in light of the short period of time i hope that we

052would consider just making the face coverings instead of saying 14 days or two weeks and then us having to get back together and or putting him out there on the limb by himself i'd like to go ahead and do it for at least the period of time that we're required to vote again which will be next february 34th whatever the first monday first monday in february thank you i think right now it feels a lot like it felt back in july august where we we all felt one day very comfortable with the going optional and again i want to reiterate what jeff said um whether you believe in mass or don't believe in mass that is not what this is about i know last week i was perfectly fine this is me personally this is

053not me wendy horn board member i was totally fine with going back optional but then like i said it was like deja vu of back over the summer and you know i was like my goodness yeah most of these kids are thank the lord are not getting very sick but i also know that these kids need to be in school and right now we're not making the rule i hope like you said i hope we can expect to hear something from the state i applaud randolph and union for you know putting pressure where it needs to be applied to get some changes made but over the weekend i started thinking i was like you know we've got high school kids who are getting ready to take exams they start exams on what the 13th again

054on the 13th that's correct you know you got kids who they may be teetering right now on passing or failing and they need this next 10 days of review to to hopefully get them to to pass this semester and if they get quarantined and sent home that pretty much seals their fate you know then i sit there and i think about you know gosh you've had we've been out of school for two weeks and you've got parents who probably saved all their vacation time to take off with their kids while they were out of school well now we're going back and you're you've got kids who because of the numbers and because of how the quarantine guidelines are we're going to turn around and tell somebody with you know a couple elementary school students that

055okay now thank goodness it's not 10 days it's five days but good luck finding somebody to take care of your kid you know because they don't have vacation time and they're not a stay-at-home parent so in my mind this is not about a mask i mean i get what and i'm it is about how can we help kids stay in school and [Music] for families who don't have the luxury of having somebody they can call on to provide child care when their kids are too young to be at home by themselves i just felt like it was the you know i felt like it was the writing on the wall so no i don't and i do hope sooner versus later we can go back to optional uh i want to do it as quickly

056as possible but based on some of those reasonings i i do feel like right now the the right decision is the the face coverings as much as i don't like it but um but i do think kids need to stay in school and we need to do we have to make tough decisions to help them be as successful as they can be so um [Music] so with that said do i need a motion to approve this i know mr potts has suggested okay do we want to have any discussion a motion and about you would have that on the floor do we want to have any discussion about before we take that vote no you want to have the motion then the discussion so the job should make that an emotion okay then with that

057said um [Music] i will take a motion i will move that we remain in mask for the next month which will be until the next required board of education vote in its regularly scheduled february meeting i believe it's february 1st is that correct mr wallace if you got a calendar and that would be a at all schools and obstacles february 1st is that will be tuesday february 1st is the next board of education meetings i'm sorry we have to vote next on the first anyway that is correct yes okay um i'd like to so i have a motion by a second by cami um all in favor of extension oh do we have any discussion i'm sorry okay um y'all probably just heard me i just asked jeff if i have to vote and i'm

058going to oppose it and the reason i'm going to oppose it is not because i do think we need to stay in mass but i do want to reevaluate it in two weeks just because i feel like that's what even though the last minute decision was made over the weekend i think we communicated in a couple weeks and i want to stick to that so um just giving you a heads up i'll i'd like to address that please okay um just as we've been overwhelmed with emails pro and and for and against it's overwhelming to us right as you all know i've recently had some medical issues i've been in the hospital a couple of times and i've watched an overtaxed medical system it's not just about our kids it's about our community as a

059whole we owe it to our medical professionals to keep everyone as safe as possible so as we're having a surge we need to be proactive and and we're the largest employer in davie county we're the ones who are going to be spreading it the most so that's why i would support what dub i don't like masks either i'm not a masked fan but i understand that there's there's um we can't over tax our system sure just as we don't want to be that way and i and i don't disagree with you and i um and for me the reason i and and it's not that i don't agree with you that's why i'm thankful that we're having discussion because i think people need to hear this um it's just for me i just i just

060feel like that's when i agreed to it that's what i went into it feeling that we would reevaluate and that's so that's just where i want to i want to stay and um so and maybe and i may and whatever happens i'm going to be comfortable because i i know regardless at least for the next two weeks i feel like we're having more kids in school than getting quarantine in the next couple days so mrs horn yes um i agree with you but at the same time i'm in total agreement with mrs webb and mr pott i will say this the the good news of all of this is that the deaths for those that are vaccinated and certainly those that are vaccinated and have booster shots is almost don't non-existent really when you look

061at the the figures there are people that are are immunized uh what is it called um the word i'm looking for but they're weaker because of their system and what they're going through and what they're subjected to and and they are going to have more difficulty but i think by giving it two weeks we're going to come back and we're going to take a look at the figures and we're going to set a vote and i don't think it matters whether we come back again or at the end of the month if we're going to come back we're going to see it the way it is and hopefully it'll you know we'll be able to go to optional if if the figures don't change or we feel otherwise then fine we'll we'll go till february

062first but i think taking the short stroke and getting through the exams makes sense and then we come back you know is it is it extra duty on our part yes so what you know it's no big deal i mean let me make it perfectly clear that i'm not stating stating in the motion that we cannot reevaluate beforehand however it doesn't make sense to me to to limit your time when we always got that option you know but i think it does keep our transparency out there and i think it does make common sense that in two weeks 14 days from today we hope the numbers are changed but if they're not then now if we pass this and we don't vote again until our next scheduled meeting then we don't have a reason to

063get together to discuss it because we all know what the answer is we already made the decision to wear them for the for the next month so anyway just want to be clear okay if if i can ask mr fox a question then i appreciate what you just said but then what are you saying as far as what do we look at at the end of the two weeks is it if infections are less than five percent overboard over the you know yeah i'm not the expert on that but i would say it wouldn't be any different than what we've done in the past what what authority that we've delegated to our superintendent in terms of making decision after looking at those indicators that that won't change okay so what we're saying is we'll let

064the superintendent decide given the guidelines he has which i think were the five percent infection rate whether or not we should meet is that that what you're agreeing to because i can go along with the whole month that's what you're saying yeah i can buy into that yeah i don't think we're really i mean i think the five percent was really more based on per school because we didn't want to have to put everybody in one big lump so the five percent sort of helped us handle it school by school when we were optional so i don't know that we want to get into a i don't think for me personally a figure is not what i'm looking for you know i think there is a i will get beat up for this there is

065a feeling you have that not saying that i know more than a medical doctor or but you know back when we went optional i think we can all sit here and say um at the time we we felt like that was the right decision and a few days later we did not feel as certain i get that but for me yes there was a gut feeling to some degree um [Music] so anyhow i am not dismissing the fact that you know yes the medical community is i can't even imagine what they've been through and um [Music] and i and i do think you know we you know we look we listen but we try to listen to you know everybody and let everybody have a say so um [Music] i don't think that i mean

066if we i just feel like i want us to do what we said we were going to do when we well if we considered this past weekend we made a change right effectively yep we didn't have to get together to do it exactly and i think that's that's why i'm saying what would be the difference in going ahead and doing it in two weeks we're going to be jeff's going to be able to sort of assess the situation again it's not just jeff it's you know it's our school nurses who can they're in the trenches they're the ones in the trenches and we can say what do you think you know we can get their opinion on things um and then at that point i think a similar decision could be made then versus you

067know having to to wait for another board meeting i think we could do just like we did this weekend and again i just feel like that's what we said i would like to see us do it and cammy i totally understand what you're saying and maybe you know don't take feel as too literate but um this is just a it is a tough call and nobody comes out the winner in this nobody comes out the winner so i'm not sure where we're at in this as far as what needs to happen now but um i'd like to call a question okay don't have it for so we me a motion to adopt the face covering policy and for the next four weeks so okay until the next board meeting so i have a motion by

068mr potts for that do i have a second that was miss webb that was miss wood okay sorry getting caught back up here let's take the vote all in favor of that okay and then all opposed okay oh i'm sorry uh was it five yeah right four two four okay thank you okay so we will move forward with the face coverings policy and um for this month and reassess at the next board meeting um so that's hard feelings no hard feelings and we'll move forward with this so wendy no reassessing in two weeks right but in the past we've given just like we did this past weekend we've made the change so in between a meeting yeah well the superintendent has well i think if something comes up and just like there's gone away then

069i think that was one of mr potts points as you as this board has done in the past and it was just misconstrued that jeff was sitting here making a decision or that we're having back door meetings and i think that's what he's trying to say we don't this will eliminate that but can we evaluate and absolutely we look at them almost every day you know that but could there be could there be a change there is authority written into this policy to do that it's been there from the beginning yes drastic change well i don't know if we're gonna have a drastic change in next week or next two weeks and here's what i mean kobe's not going away it's not going away next week it's not going away next month it may not

070go away next school year so we've got to learn to live with it i personally don't think the masks are very effective and according to a local doctor just this week put out twin city pediatrics states and i'm quoting cloth masks are basically just for a show at this point these cloth mats don't really help protect us from the airborne disease and that's a whole nother rabbit hole we can get down i personally don't agree with the mask so i'm going to vote mask optional from here on out i'll just tell you that now i think with everything in place just like randolph and union county are doing putting pressure on the state i feel like there's measures in place for those that are mu compromised or have health issues get your vaccine get your

071boosters wear your mask do whatever you need to do to protect yourself but it's our job as a school board to educate our kids and it's like we're kind of getting out of our lane we got to educate our kids we got to keep them in the classroom so i just i just hope we can just reassess it and just continue to watch it like we have been okay so that takes care of that sorry that sort of got confused there um i appreciate this board being able to have this conversation so i think it was done very respectfully and um and i hope people can see that can we can we continue a point that miss smith brought up which i think is extremely valid everything she's saying about cloth masks is true and

072if you look you know as you get into a situation you learn more and more you get better at it hopefully you get smarter about it and the fact is that those that really know say that you need to be wearing a k95 masks or if you want to wear a medical mask or if you want to wear a cloth mask you make sure has to make sure it's reinforced with another cloth mask or you know some other whatever but i think we owe or someone knows the public although it's available in in print and on the internet and through your doctor what it is that makes a good mask well just a point of view thank you i will defer that to the health department so and there are you can go to both

073cdc and hhs and you can see some information about type of masking to your point yes well um again i appreciate the conversation and the um respect um i think it shows that we don't just rub or stamp things and i think that's important so thank you for that okay next item on the agenda is a public address to the board and i will turn it over to miss wilson thank you very much we have one speaker today and this is joanne landry please don't start the timer until ms landry gets to the podium the fda in a recent virtual meeting would you please wait because you asked us to wait go ahead and start the timer the fda in a recent virtual meeting go to the 4-hour and 20-minute mark where the fda admits

074that for every for the vaccine every two deaths it saves one person so the vaccine kills two and saves one but i'm going to let you listen to this because i might lose my voice and if you wouldn't mind [Music] good evening i have previously given information about mask wearing and vaccination indoctrination the money accepted for the public health liaison contractually commits you to following the cdc recommendations by way of a contract the cdc is not elected and has no legal right to enact or enforce laws yet by the condition of the contract signed by the davie county health department you are now being instructed to follow the cdc and push the following agendas as of december 17 2021. promote covet 19 vaccination you are to consid be consistent and correct use of masks by

075people who are not fully vaccinated physical distancing among people who are not fully vaccinated these are discriminatory practices the cdc even provides you with the link to the rockefeller foundation kevin 19 testing in k-12 settings it's called a playbook for educators and leaders also in cooperation with the school foundation which is another socialist philanthropist billionaire putting money to the cause now speaking of socialism marxism tracing critical race theory back to its genesis reveals a revolutionary bent brazilian socialist educator paulo pierre author of a pedagogy of the oppressed which is one of the most frequently assigned textbooks in our texts in philosophy educational courses today in the united states peter mclaren a leading marxist pedagogue correctly writes how paulo's life and work remains deeply relevant today and claims paulo fear a fellow marxist paulo also believed

076in radical christian liberation theology marxism is a step away from communism which is in direct conflict with the constitution of the united states yet u.s board members do not defend our constitutional rights but rather support marx's teaching to influence our children to turn the united states into the next communist regime all because you're getting money thrown at you crt can influence every decision within schools their curricular the the behavior policies instructional practices and the like and many schools have replaced traditional discipline with restorative justice resulting in an uptick in classroom disruptions and bullying recently the nation's largest teachers union the national education association which donates predominantly to democrats 95.17 percent versus 2.21 percent to republicans this year alone giving 3.2 million to democrats and 120 000 to republicans approved funding to advance crt inspired curricula

077across school districts in all 50 states and kimberley crenshaw who is credited as a founder of crt she states that crt's roots are a mix of neo-marxism post-modernism liberal integrationism radical feminism leftist black nationalism and the like and she praises the spread and influence of the theory boasting that she has sat through many plenty professional development seminars that borrowed language from crt even if the session isn't expensively defined as critical race theory this is according to an article by casey harper in 2016 under the obama administration the federal government awarded its first five-year grant of one million one hundred sixteen eight hundred ninety five thousand to north carolina central university for training college students in critical race theory the program the research institute scholar of equity or rise promises to produce scholars who value who

078value the and advance equity as a part of the program these rise students are trained to use critical race theory as a means of evaluating teachers quality and while some of the students will likely go on to be teachers the program also puts an emphasis on training students with research careers that will inform policy practices in education and on a broader scale help propel critical race theory conversations nationwide this is an example of the federal funding for critical race theory coupled with the nation's largest teacher union directly exposing the claims that crt is not being used in k-12 schools as false and i'd like to know does anyone find it really hard to believe that covet and its variants can get past three vaccines and thank you miss landry your time is up thank you

079your time i'm gonna go and throw up okay and that um brings us to our final item on the agenda which is to adjourn to have a motion i have a motion by ms smith to have a second this web okay all in favor motion passes thank you you
