We will now move into the general business portion of the agenda and our first item is the adoption of the 2026 20227 budget with Mr. Hollowman. >> Good morning, Mr. Chairman, members of the board. Mr. Superintendent, North Carolina General Statute 115 C425 and 115C 432 authorize local boards of education to adopt the annual budget resolution. Staff recommends approval of the budget resolution that has been given to you for fiscal year 2027. Each year, the board undertakes a series of steps to complete the process of adopting the annual budget resolution. First, the superintendent collected input regarding budget priorities from the board, schools, departments, and other community stakeholders. The board held a special call meeting on April 23rd, 2026 to review information regarding budget proposals

003for the local current expense fund and the capital outlay fund. The board also held a public hearing on May 5th, 2026 in order to receive comments from the public regarding the budget. At the May 5 board meeting, the local current expense fund and capital outlay fund budget requests were approved by the board so they could be submitted to the county commissioners in accordance with state statute. Copies of these budgets previously approved by the board are provided in your packet and include the addition of ongoing funding from the state for state school uh replacement buses and funding for uh school construction repair projects and other ongoing projects. The board of education is now presented with the proposed annual budget resolution that includes the local current expense fund and the capital outlay fund along with the other

004funds of the board. These other funds include funds that are primarily restricted and used by the governmental agency or entity providing the funding or funds that operate as proprietary funds which are structured to be self-supporting through program receipts or services provided. The budget resolution for fiscal year 2027 includes appropriations for expenditures and matching projected revenues for the following funds. The state public school fund, the local current expense fund, the federal grants fund, the capital outlay fund, the child nutrition fund, and the other special revenue fund. Next item on the agenda is the Jacksonville High School Swing Out Service Replacement, Dr. Gartner. Thank you, Chairman Garvey, members of the board, Superintendent Barnes. As part of the 2026 20227 capital budget program of works, the swingout service at Jacksonville High School is scheduled to be replaced. And as a reminder, swing out service is a switch gear that manages the flow of electricity into the building and protects equipment against surges, short circuits, and other anomalies that could damage or destroy equipment and infrastructure. It is called a swing out service because the panels in it swing open like doors, which make it easier and safer to service. The switch gear Jacksonville High

Replacement parts are increasingly difficult to find, and replacing and modernizing uh this crucial component will minimize disruptions or downtime due to any problems with incoming electrical current. Because initial estimates for the cost of this project were at least $300,000, the formal bidding process was utilized. A request for proposals was advertised on April 9th, 2026 in accordance with all applicable statutes. Four companies responded to the request for proposals. Kennedy Electrical Service, Nationwide Electrical Services, Piney Green Electric Company, and Lancaster Electric Company. A bid opening was held on June 3rd, 2026 in accordance with applicable statutes, and Lancaster Electric Company was identified as the lowest responsive responsible bidder with a total bid of $89,979. Uh there is an alternate listed here and that was just for squared D equipment, which is our preferred manufacturer

007for this type of hardware. So, at this time, staff requests the board to consider a motion to award the contract for the Jacksonville High School Swing Service Replacement Project to Lancaster Electric Company in the amount of $89,979 contingent upon Lancaster Electric Company obtaining the necessary payment and performance bonds. As part of the 20 uh 2026 2027 capital budget program of works, the HVAC system in the annex gymnasium at Dixon High School is scheduled to be replaced. Uh both of those units have ceased to function and can no longer be repaired. Because initial estimates for the cost of this project were at least $300,000, the formal bidding process was utilized and a request for proposals was advertised on March 27th 27th, 2026 in accordance with applicable statutes. Uh we did not originally receive the required number of bids at the scheduled bid opening. So the request for proposals was readvertised. We held a new bid. It was reposted. And upon readvertising, we did receive bids from three companies, Central Heating and AC of Kinston, Jacksonville Heating

009Contractors, and Odyssey Mechanical LLC. A bid opening was held on May 21st, 2026 in accordance to all applicable statutes. and Odyssey Mechanical is identified as the lowest responsive responsible bidder with a total bid of $849,750. So, at this time, uh, staff request the board consider a motion to award the contract for the Dixon High School annex gym HVAC replacement project to Odyssey Mechanical in the amount of $849,750 contingent upon Odyssey Mechanical obtaining the necessary payment and performance bonds.
