and just try to give you some examples, hoping that maybe you all can pick one tonight that best suits what you'd like to see up. If you look at new school plat one suggestion A that would be the we were talking about two plaques. So this would be plat one here. If you look at new school platin 2 suggestion one again, this would be the first choice which contains all of you all's name again plus the addition of previous board members. And then if you look at new school plat 3 suggestion two, you will see only previous board members and previous county commissioners listed on that one. That would so you could pick however you want it. Plat one and then whichever way you want plat two or your second option would be to have
everyone on one plat. If you're looking in your folder, you'll see new school plaques one suggestion two that has everyone. And if I've left the name off, I apologize. We can fix that. But the second suggestion includes everyone, current and prior. Where you see the words add years, that would just be add the years of servicing. Are we taking action? >> I would like. Yes, if you can. Please. I like one suggestion plus with the addition of DNA um that's mine. Okay. The plat one suggestion one is your >> Yes. >> Okay. >> Yes ma'am. It's a platform one suggestion two have one suggestion with everybody. Okay. I have a question. I know we had talked about one. talk about possibility, right? >> Mhm. >> So, if we um use black one suggestion one and
black two suggestion one. Um could we add the superintendent at during that time names this one. >> Yeah, this place was supposed to be >> right. So would would be this one and then two one would have >> and also >> the additional like the the former board members information and then on this one as can we do that but the the names are not on on two suggestion Mhm. >> And I'll work with Dr. Don on that cuz the names. >> Yeah. >> So, >> my name needs to come off of that. My name needs to come off of all of them with the exception of what's current. >> Right. And then on this on the 21 it would be um the former the superintendent with that t. >> Okay. So, yeah, that's right.
So, just keep in mind what you all said at the last meeting was you wanted one plaque that had all of your current people on it. >> Then you wanted a second plaque that restated all of your current people plus those who were on at the time. >> That's right. >> Okay. But the last one, new plaque, the one suggestion two, it's just one big plaque and it has verb on it. that way. It'll be everybody name and so that's that's going to be my suggestion and that's that was my name. >> Okay. So I and I'm good with that because it does list everybody but I was just thinking that we were doing two different one. If we're going to do one I said either one. Okay. I have a question. So, I'm going
on this one. Plat one suggestion. Um, do we just leave it like this or because of the situation, um, do we put a date right there? or not just they special acknowledgement. >> No talking about >> well um talking about board member name now. So everything else can add in years and that's what I was saying because the remainder of them remain 26. >> Repeat that. I said, um, because you're filling a seat, I mean, for the remainder of, um, Mr. Williams, your name is up here, but put up there the parenthesis because we'll have dates add the years by the other ones. Just put the year. >> We can put the year by him. That's what Dr. B just said, a year by him. That's fine. I'm I'm with I'm I'm go for this
one. That's my suggestion because seven I had said to you initially, but just put it all together and then you just have one plaque. >> Yeah. If we're going to do one that includes everybody, we're not [clears throat] going to do two going to do but one then this definitely would be my choice. the black one suggestion to gives it is everybody's name everyone who was involved during the building of the school. Miss Jenkins, Miss Tman, Mr. Bennett, whatever you decide, whatever the board decides. Miss Jenkins All right. So, um, can I get a mo can I get someone to put a motion out there for new school plat one suggestion two? >> I make a motion to approve the new school plat one suggestion two. Second. >> Okay. Motion and proper second to approve
new school plat one suggestion two. Any questions? All those in favor say I. >> Any oppose? Eyes have it. >> Eyes have it. Motion carries. We're going with school plaque one with the addition of the um missing name and the years beside um Mr. Williams. >> Okay. Oh, and with the addition of Mr. Penn. I said >> All right. Okay. Next item is new school project. We've had a couple of meetings yesterday over the last week talking about different things dealing with um the new school and Mr. Hunter can jump in and help out. as of yesterday. Substantial completion still is on August 26 at this point. Um, we were hopeful that the date would change some because they said that the date could possibly change, but now it does not look like that date
will change. I'm still waiting for them to confirm that August the 26 is definitely the date. Um that is providing that all inspections go the way they're supposed to go. Um anything could go on at this particular point. So um we will have to make some decisions very soon about school. I do have a meeting on Monday and after Monday I will be ready to offer suggestions. I'm just going to go ahead and prepare you that it may mean opening school in the existing middle high school until we're ready to move in rather than um trying to piece it together >> because it will take a little while >> to get moved in. uh furniture and those things will be brand new but in terms of staff moving their own you know personal things or
resources that will take a little while. So u I I just want to be transparent and you know be clear that we may be opening school in the existing school but I will meet on Monday to determine how how best to arrange the calendar so that it works best for our students and staff. But I will have by the time we before we meet again, we will um need to talk about it possibly by the end of the month in order to if something changes that affects our start date for our students on the 24th. Then we have to let parents know as soon as we can. I don't anticipate changing that 24th date, but I might after Monday. I might have to recommend, but I will definitely have more information then. Other than that,
the school looks good. I know there's concern about the color and different things, but the school looks good and there are some decisions that the board will have to make um about paint color pan panels, those kinds of things. So, and that may come up tonight um and then we go from there. I know Mr. Hunter has responded today just trying to make sure that moving forward we are as much involved with colors and making sure that those things that are that were there prior to are still kept in place. For example, the championship information inside of RFJ Bunch. >> Yes. We want to make sure that that even when they paint or when they do whatever to the floor, then we want to make sure that that information is put back down. That that
is, you know, that all of the charger uh signage and those things are put up in the right places, that everything is as it is now, just with a a new paint job and a a nicer touch to it. the bleachers have been removed out of the old gym and they'll be getting ready to put those new ones in pretty soon. So, there's a lot of work going on. Um, they still feel confident about the 26. So, that's where we are with that project. Any questions? >> Well, walk through yesterday. Well, that's why we'll be prepared on our end with what we need to do. And that's why I asked for a solid date, a solid date of, you know, I I'm I'm okay if you tell me if you all of a sudden say
we can't get you in until September. That's fine, but we just need a solid date. >> Yes. >> Okay. Um, the July 4th holiday this year falls on a Saturday. So I am asking that we be allowed to celebrate that holiday on July 2nd which is a Thursday in order to grant you know the holiday. >> Yes. >> So, Dr. I know that summer camp ends on the second. Is that correct? >> Does it end on the second? >> Yes. >> So, how would that affect summer camp? Would they go that Monday or >> move the holiday to the 6 to that Monday? >> That's what I was going to suggest, >> but okay. Cuz I know that you have camp ending. I didn't know if you going to end camp on that Monday. >>
I honestly didn't didn't think about when camp I didn't. >> I just know I filled my Monday up, but now time enough to uh I can change it. That's no problem. to build it up. >> Yes. >> Monday, July 6th is fine. I I think staff it won't matter as long as they have right that day weekend. >> I make a motion that we approve. >> No, you go ahead. I make a motion to approve um Monday, July 6th as the holiday. >> Second. >> Okay. It's been a motion and properly second to approve July 6th as the as the holiday for 4th of July. Are there any questions? >> All those in second. All >> those in favor say I. I got. Any oppose? All those in favor say I. I. >> Any oppose?
Eyes have it. Motion carries. Thank you. [clears throat] All right. So, I'm just coming forward with my void to report and I really don't have um a report for tonight. I do want to say that um I am about really and truly about getting our district together. I want to push forward with us getting together, becoming a uniform district and doing better, getting along with each other better. I'm not saying we got to be all hissy pissy and huggy huggy, but we got to work with each other. So, I think that if we got along with each other, I mean, working would be a whole lot better. And to say the least, um, we have kids or students that we deal with on a daily basis. Maybe not right here at central services, but central
office staff touch kids as well. Those in the school, we deal with our students and see them every day. If they see some disconnect with the school district that, you know, between the adults, then what do you think? You know, we have to lead by example. And um starting with myself because I look at myself and I'm trying to make improvements on myself. So I just want everybody to be mindful of their actions especially when they're out and in front of these kids because they're looking maybe not. I mean the little babies they we already know they're like sponges. They soak up everything. But the older kids are doing the same thing and they see you doing something. What make you think that you know they think it's okay? if you're doing it, they're gonna
think it's okay and they're gonna try to mimic it. So, I'm saying going into a new school year, I would just like to see more unity, more smiles, more laughing, cuz there's nothing wrong with laughing. Even though you're in a school setting, laughing, laughing is good for the soul. Um, enjoy. So, the kids can start enjoying. I mean, I don't want kids to be going to school thinking that feeling like they're in prison or something. They should be able to enjoy school. that school should be a place where they would want to come be running to every day instead of going there with their heads down and things of that nature. Well, city schools, like Dr. Boon said a few moments ago, um we're going to be the best. We're going to be the best.
We're going to rise to the top, but we have to work together in order to do so. We can't be working against each other. Next is going to be financial importance K board chair Dr. Superintendent Board members, all others in attendance. I am requesting approval to submit educational applications to Halifax County and finance departments for restoration projects throughout the district to be forwarded to the London Department of Public Instruction. We propose restoration projects including painting at current metal high school, painting at the elementary school, new flooring, and painting at the federal office. These applications will support needed facility improvements that will enhance their appearance functionality and overall condition of district building. Your consideration of footwork visa applications are respectfully requested so that projects may be submitted in accordance with applicable deadline requirement. You have two
applications in your package. The pay renovation application will be for the school and a regular application for going to take care all the work that you have already um set in Mr. Hunter. Yes, sir. If we approve, right? Yes. >> The applications go to the county approved. >> Well, Miss K is looking for um approval of the application. Is there a motion? Make a motion to approve the lottery application for the improvements lottery funds application for improvements for our schools and central office. >> Second. >> Okay. It's been motion prop second to approve the application for the distribution requests to students through the North Carolina Education Library and it's been seconded. Are there any questions? All those in favor say I. >> I. >> Any oppose? Eyes have it. Motion carries and the distribution request
has complete. >> No, we have completed our last board meeting. So when is that? Next month. So, Miss Miss Kids will probably have to ask for a special call. >> Go ahead and look at that. >> Yes. >> Yeah. [clears throat] >> Y'all want to do July 10th? >> She said end of the month for the end of the month. >> So, we're gonna keep it. No. >> All right. So, what was that? >> All right. Oh, God. >> We can't do that. We can't have to be the 29th or the 30th. >> That's not June 30th. >> Um 29th going on. >> Is it that's going to be that? >> That's it. >> Oh, >> okay. >> You have to call either. >> Yes. Yes. And that's fine. >> Okay. >> Sure. >> What
time? >> Before you get off work, right? >> It's going to be short. >> What time is it for you, Mr. B Robson? I'm asking. Oh, wow. Time be about 4:00. 3:00 12:00. That's fine. 12:00 that work for you. >> I know I can take my lunch. Well, no. Let me No, I'm not going to do that cuz I might get down here and get the coffee because um >> What time? >> 5 5:00. >> Okay. >> That way I can take my lunch then at 5:00. 5 5:30. >> 5:00 on the on the 29th. >> Yes, that's fine. My calendar. Yes. All right. So, we need to um disappoint. Okay. So, for JC, do we need to um Sounds like that item's being deferred postponed until the June 2019. >> Yeah. Next item is
going to be curriculum and Thank you so much, Miss Kid. Curriculum and instruction. Dr. Boom. And we have uh first thing for uh CTE. >> All right, good evening. You all have the CTE PowerPoint and we have the local application on the consent agenda, but these are some of the highlights um of our year and actually some of the data that we had from from um it's it's always the year before data. So last year's data. Do you all need to read this or do you have any questions? And I can highlight some of the um the groups that were not on area needed improvement. It was non-traditional program enrollment and uh program quality. But I did put a note that the program quality it changed. It changed based on um okay so it it
actually changed so it went um so that's why it looked like it went down but it actually was 46.05 05 and 2324 and it went to 91.58. So that's why it look like it changed. But any questions before I go through this? >> Are you going through it? >> It's it's up to you all. I mean it's up here if you have any questions. I can answer any questions. If you want me to go through the entire document, I have no problem. >> I have a question. I >> um for non-traditional program enrollment, >> what would that consist of? So non-traditional program enrollment is like um a female taking like an ad class or a female taking well okay or a male taking cosmetology >> right >> so that's that's what that is so and
that just depends on our offerings and what students actually enrolled in those courses >> okay >> so I did share the action steps for the traditional enrollment So, increase awareness of non-traditional career pathways. And I can do that by creating and sharing the um the crosswalk with the CT teachers, providing students information about non-traditional careers and encourage enrollment and use classroom discussions and advising to promote awareness. And then I also said to increase their exposure and we can do that with career fairs. Yes. think does field trips, workbased learning opportunities, um highlight role models and success stories from this area. Um just to encourage students participation. >> Any questions? Anybody have any questions? And I will take the next steps. So I said to attend local industry events to build partnerships because that's one of
the things especially in a rule area that we have problems with. Um host career fairs and business tours promote extended learning articulated credits and CTCP courses. Those are some of the things like those technical courses that we try to get our kids to take. And like I said we do give them surveys. we give them just you know in the beginning of the year to see who's interested. We've had some loopholes. Um it could be on HCC. Most of the time they might not have enough enrollment in those classes of the course in but we do give them the opportunity to take those technical courses that the welding and the advanced manufacturing then cosmetology which we had students in there and of course early childhood. But students are offered those opportunities. electrical as well. >>
Say that over >> electrical as well. >> Electrical. Anything like that that I mean they have when they're registered. We make sure that they are aware of those courses. But like I said, we've had a student to be in welding and they didn't have enough classes. So she ended up going in natural hair. I mean, you know, so she was just like, uh, I really wanted the million things together. I didn't want to do hair. I mean, so, but they are offered those opportunities. I was going to ask I was going to ask that were [clears throat] they given like uh surveys at the beginning of the year or at the end of the school year to see because I would like to see our offerings kind of you know grow within our district. So
they're giving surveys at the beginning and end and so um so yeah >> and then as far as what we're offering you have to understand the months of employment I get 80 months of employment for welding. So of course once you take out a 12 month CTE coordinator we are left with 68 months of employment which is only six pictures. So, you know, so when you say I want to see this, I want to see that, you can only get what my months of employment will allow me, you know, to get. So, >> well, I mean, that's why I had suggested to use community college because community college has, you know, a whole lot of they have services. They have instructors there as well that we can tap into. We can bust our kids. We
right and especially starting next year, we'll be right around the corner, >> right? some community college just got to make sure that they have the staff that's ready for us because I mean we can get the kids but if they don't have the staff or the instructor to give the kids the instruction I mean we still at square point. >> So how do we increase your um months of employment? >> You can it goes by student enrollment in grades six and 12. >> So that's how we can increase it increase our enrollment. >> Right. [laughter] Right. >> Because there's a way I mean other schools are offering different things. So that's what we have to work on as a district to increase our >> brothers have more kids so they get more months of employment.
So >> that's what I'm saying. I just Yeah. >> All right. Any other questions? >> But it probably would help us on the community college side if we have students that are interested in something if they have the staff that can teach it. That's how we ran into the issue with the young lady who wanted uh welding but they put her in natural hair because they didn't have an instructor for welding. So that that would help us and I have I have stressed that in speaking to Dr. Elliot. U those are things that we can't control on this end. Only the community college can control that piece. So I think we can get the students but we just we need for them to have the instructors ready >> and time and all of that just
plays you know the part what time the course is offered what core course is offered at the high school just all of that but I mean I think this past year it was better we didn't have per se so many kids to do welding but we had about 10 of the ninth graders enrolled in the social arts on the traditional to the high school level. I mean, so we do have kids enrolling in those college courses. >> Okay. Again, I just I mean, I can't say it enough because everybody's not going to college and I feel like and I'm not just speaking of I'm talking about kids in general, right? >> To get them more involved in things. When I was going to school, you were going to school. The kids had masonry. They had
uh come on wood. What? Wood shop auto construction. >> Well, we auto mechanics over here, Dr. B. We ain't had it over here. I mean, we we just we had other things where I see people today that I went to school with and that's what they're doing today. May pick up a side hustle here, a side hustle there. It's getting very very And not that it's was never competitive, but it's getting very competitive out here. And the people that were plumbers, the people that were electricians, they're fading phasing out. And I'm just trying to have it so that our kids are able to have something to fall back on cuz everybody's not going to college. And once you get that knowledge of a trade, you got it. That's why I I stay and I'm I'm
going to continue to feel the same way. That's why I'm on it like that because I mean I just I'm thinking about the children as a whole, >> right? >> And we just have to work together. I mean because like I said it's not one-sided. I mean we leave with the community college you know different times. Um >> so just you know >> just work. >> So we just gota we just got to work together. >> Yeah. I I I agree. I agree. I agree. and and and I've you know this is a ward me but I've I've mentioned several different things to Dr. Boom. We're talking to her um coming up for this new school year or the the new school that we're going to have bacon after a while whenever we can get
out of there. Um just to create things there, you know, and I understand you said you only have so many months of employment, but that's another piece to it. We got to get out here and get our students back. And you mentioned that creating things there. That was why we actually expanded some of the courses. Even though it's six teachers, they're really doing a lot. I mean, they have three preps, six preps, you know, just trying to give those kids more. So, I mean, we're using them to their full capacity, but we we'll work on it. >> We'll work on it. We'll get there one day. You need us to [clears throat] approve something. >> Okay. Can I give approval of the CTE plan? >> Okay. I thought it was Yeah. So, can I get
an approval of the CTE plan? >> Make a motion to approve the CT. Okay. >> Second. >> Okay. It's been motion prop second to approve the CTE plan. Are there any questions? All those in favor say I. >> Any oppose? Eyes have it. Motion carries. Thank you, Miss Davis. Next is federal programs and student services. Oh, >> Exceptional children. I'm sorry. >> Any questions? And that is looking at uh our disabilities, our students, we try to access and prepare their do we have an interpreter or have some type of device that supporting our student. We do not have an interior. We have been on the board. We've been applying. We've been in talks with BPI. They've been trying to find us one. It's just not it's just hard to attract somebody to this area. You
have one student who's now a middle school student, but she is actually learning a ASL, American Sign Language, and the teachers are learning it along with her so that they can learn how to communicate. We have been in talks with student of death in Wilson, and they have given us some steps to do for her, which we are working on now to try to see if they can come in and provide some additional You all have any questions for federal programs and student services? Okay. Now we'll move on to Mr. H. >> Good evening. Um the um latest stuff that we've been doing operationally been discussed earlier. Any questions about anything that we had time to think about in the new school or the projects that we have coming up this summer? That's the we
involved in. >> That's the painting and the uh floors. >> Yes. The floors at the we start as well. request. >> Okay. Next is um consent agenda which consists of the annual school nutrition contract, North Carolina prayer certification and single set of assurances. uh the 26 27 CTE global application but we've already done that. >> So we can admit that one interim health um which is the contract for um supplemental nursing services. the visual and photographic equipment and accessories contract. Audio visual which is with um cam cam 4. The next one is BDJ Tech which is um a quote for technology in the amount of check $28,400 and I don't see I didn't see the sages Savages have open. [clears throat] >> It's from the one-year subscript subscription agreement with Sunpac. Everybody's good. Can I
get a motion to approve the with performance service? I >> think the only thing that we need to talk about Jason and I had some conversation about the word amended being on the contract rather than just a straight contract. And then the other thing I'd want to bring to your attention is I think it would be better if we were to enter into the contract as of July 1 rather than now because we will be in a new fiscal year. [clears throat] >> Are you when you said amen amended or amended what you because I'm looking at the contract scope amendment is that what you're talking about. Yes, the a contracts both amend that number one. >> Not sure. Do you want to keep this on consent? Bullet from consent. Are you seeking [clears throat]
for approval? I know you and I have discussed some questions about the um amendment itself and how it's framed. some of the other attachments in SIGLY. There's a um document title ESIDB project rem a standard contract form sets a not to exceed amount of $500,000 for the total project. But is that amount then approved? No, nothing has been applied with any other and we we do have um template like standard design build contract forms. I mean somewhat similar but um this appears to be a performance services form if you are seeking approval. I know you want to seek approval subject to further attorney review or just to send it with information tonight get feedback from board members on the project cost and scope. Um sounds like we're meeting again at the end of June bring
it back at that meeting. where you go from business because what I said what I see says not to exceed 50,000 >> is there are other documents in so there is an amendment with a cost not to exceed $50,000 um preliminary assessment services described in the amendment super assessment tower assessment structural building envelope mechanical and uh evaluation of using the building for continued educational needs along with a report and presentation to the board. So that amount be proposed at $50,000. But also in there are references in this amendment to a um sign build agreement is being dated June one, but I'm not aware of a signed agreement from June one. discussing based on the attachments that that is a reference the document assembly titled Welen city- PSI BB project agreement dated 206 >> the insurance
one I wasn't able to >> right and this is a this is a different different ninepage document in the um simil >> that's not >> right with a total lump sum for all all services. I'm assuming that's in our responses to the uh invitation for is the RFP that the district put out last fall which would include the assessment services design build phase depending on what direction the work goes after the preliminary assessment that's setting a not to exceed amount at least in performance services documents of 500,000 I don't know if there's any need for discussion amongst the board about the scope and the dollar amounts. That's um about budget or whether this is acceptable. >> Primary document is the amendment, but to my knowledge there's not nothing or has not >> entered into >>
not entered into contract establishing an overall >> um not to exceed amount of entire project. So >> looking at this document, it says that uh we would be build design builder. They'll submit to owner the first day of each month. So that payment would be what? Or it just depends on what the final cost is. Like we don't have a dollar amount. >> I don't know. I I'm I'm reading and reviewing the the documents that are essentially I'm not entirely sure on the payment schedule or um well you're reviewing other items. I've opened this and saw the $500,000 number. is that >> so what we talked about or what the board talked about with performance was >> doing the initial assessment >> that's great >> of the property going inside doing all of that doing
a structural analysis everything that comes along with that assessment that would cost $50,000 that's where the $50,000 figure has come from. So, the board the contract is supposed to be geared toward um that assessment and I'm sure they have included other items as well, but the only piece that the board has really discussed and verbally agreed that they will do at this point is the $50,000 for the assessment. partly because the town is expecting to have an assessment in place with them that gives them the full scope of this uh particular piece of property i.e. uh Andrew Jackson uh by October I can't remember the exact date but by October of this year. So in trying to meet that deadline we they've not obligated to anything else and they've only verbally said that this is
what they wanted to do. So that's where this particular contract is coming from. I too am not sure about the scope amendment part because the board has not entered into any agreement with performance at all up to this point. So there's there's no written agreement in place whatsoever. This would be the first, but I'm happy to go back to them and ask for them to give further clarification on why the amendment piece is here as well as anything else before the board agrees and signs off on it. I'm happy to do that and be able to bring it back at the end of the month. Sure, I will probably have to uh contact mayor the mayor and I am happy to do so. That's not a problem at all. Um, >> at no time do
I remember us talking about 500,000 dogs. Um, >> well, I I I mean I I know we didn't, but whether we did or not, we've already told them that we don't have the money, right, >> to sustain something like that. So, um, >> and I would it would be good, Jason, if you could look over it u a little more before we go back to them and then we'll go back to them. Oh, I don't I mean I I'm happy to talk to the mayor. Let's put it that way. >> So, do we need to pull this? >> Yes. >> From the consent agenda. >> It could be that they for the regular agreement. They just assume it has correct documents for the district review and improvement. >> That that's my understanding too. There's only
been discussion around the initial assessment, not the full on uh project completion. I'm happy to >> and we pull this as we spend. >> I make a motion that we pull the um performance service contract from the consent agenda. motion proper second to approve the consent performance services contract um from the consent agenda. Are there any questions? All those in favor say I. >> I. Any opposed? Eyes have it. Motion carries. And I get a motion to approve the consent agenda. >> Motion second. I don't need any questions. All those in favor say I. >> Any opposed? Eyes have it. Motion carries and consent agendas has been approved. Next is discussion. Okay. Very very quickly if you will go back to your packet that I gave you all. If you there's a a brief well
somewhat brief letter in here memo that begins with good afternoon. >> Yes. So, this will be a response to um public comment that we have, but I want you all to see what's going out before it goes out. And I want you to have opportunity to say uh yay or nay or something needs to be changed. But the response will be constructed in this manner. Any additions or deductions? And of course on school district litigated Make a motion to approve the >> second. There's been a motion and proper second to u approve the response to public comment. Are any questions? All those in favor say I. >> I opposed eyes have it. Motion carries. Next. New school name. >> Okay. At this point, we have Weldon Elite Academy and Weldon Middle High School as two
names. I just need your feedback. Board is >> Weldon Elite Academy and Welen Middle School. >> We need order. >> Yes. speaking out. >> We need a motion. >> Yes. >> Make a motion that we name the new school Welder Middle High School. >> Okay. Motion properly second to uh name the new school Welen Middle High School. Are there any questions? All those in favor say I. I. Any opposed? It's happening. Okay. Next one is new school updates. No. Yeah. New school updates about the painting. Panels. Okay. Okay. So yesterday um Dr. Voom, Mr. Davis, um Mr. Hunter and myself met with uh ratio and we met with the U representatives from the plans and phase during our meeting. Um there were several concerns that were raised um and they are it started off with
the hot hottest topic in the area and as Dr. Boon said earlier is the metal panel and um we were told that the owner for the representative from ratio we said that um which we already knew that we had three options. The first one was to take down and replace. The second option was to repaint And the third option was to >> second option I believe was paint in place. Is it >> paint in place? >> Mhm. >> Painting place meaning painting over. >> Paint over. Okay. And what was the third option? Three options that we had initially to take down and remove. >> Take them down and paint. Third opt. >> Okay. and the one and the other one's just paint in place. >> Okay. >> So anyway, um they suggested that we if
we are going to replace for us to take them down and have them replaced, but taking them down and having them replaced is going to be more costly um because they will have to order more panels to go on. But in order to still have a warranty on those panels, um that would be the the best thing to do because they said that if they painted in place, they would first have to do come and do an adhesion test and to see if it see if the paint would actually stick to the metal. And uh they said they had been they they've seen it done with older panels, but these panels are new, so they didn't know, you know, they would just test it first to see if it would work. Um, if they paint
in place, of course, it'll come with a warranty, but how long would that warranty be? It probably be a year. Um, and like I said, the architect did not recommend and Clarence and Faze, they said they had concerns as well. Um they said they could do a mock test out back at the athletic field just to see how it pans out initially. But again he said that um he would suggest just removing them and replacing them which would be a total cost well not a total cost but a roundabout figure of $700,000. >> That's to replace >> that's to take down and replace. Um, also because they're already in place, sidewalks have been installed, lights have been installed as well since they've placed them. Um, there [clears throat] there may be um because you can't
get up, you can't get up close to them as if, you know, when they're building the city. So, they said sidewalks could get cracked and things of that nature. And if so, we would have to add in those costs too to have the side sidewalks redone and lights refixed and different fixtures on the building. Um, the earliest they could do it, they could come back, but they would have to do it when, you know, school is not in session. First of all, they have have to order it. So, it's going to take a while for for it to come back, but when it comes back, it would be um have to be done when the kids are not in school. so they can come back and do it later, maybe the summer sessions, maybe next
summer possibly. Um, as far as the name out at the county road on the sign on the signage, um, going through the options you talked about placing and removing that cost you shares. I'm going back to it for several we went we came down to you talking about the athletic field. >> No, talking about the animals. >> Okay. Oh, $200,000. >> Yeah, we could, you know, you want to share that information. >> What's 200,000 >> if they painting it painting in place? >> Okay. >> But you said it's only a one-year warranty. >> Yes. >> They didn't say how long the warranty would be. They said one year on our call yesterday morning. >> They said one year. >> Said one year. >> Did you say that was >> 200,000 round about 200,000 but to
remove to remove and replace it would be 700,000. >> I mean same thing I'm >> Yeah. No, I just want to make sure we cover these things. >> Okay. All right. Next thing was um main out at the county road which is the sign. They could that's easily um that's something they could easily replace is replacing the panels on both sides. The face panel um athletic light >> they didn't give a cost. >> I don't know if they're going to I don't know if they're going to eat that or [clears throat] not. And I don't know if if we're going to be held liable for for that cuz they didn't give a cost. They said it it would just be something it wouldn't be hard to do. All they would have to do is just
take the panels off and put them back on. >> Yeah. They said you have to give the sign manufacturer turn. >> Next one. >> Athletic lighting licensing. Um they said that if we got lights out on the field on the softball and baseball fields that it's it's going to cost about $700,000 too. But nothing has been ordered yet to put this to install the lights out there on those fields. For the base I mean for the football field. Yes. But the softball and baseball field nothing has been ordered just yet. So they want to know they do have a conduit done underground in order to put lights out there but they could come later whenever >> and that's already in the figure that has been >> what >> like part of the school that's not
addition an additional cost to us is it >> for what >> you saying the lighting >> is okay >> what the conduit >> 700,000 for the lighting they've already figured based on advertis >> right the cost they're going to cost that's the bottom line >> but the money from already >> what now >> the money for the bikes >> but the money is kind of like the money it was kind of like uh what was left over >> so we could either use it for the lights on the field on the softball baseball field or we could use it to replace the panels at the school. So, I guess that's the main thing we coming down to right now because I can go into a whole lot more, but that's that's that's what we have
to make a decision on tonight. So, they're they're waiting on for our decision as a couple of questions. Um, so one of the things I had asked when we first started talking about the color, um, and us wanting our school to do blue, um, was the application. I know that we saw the three swatch that Mr. Bennett has has. Um, but do we know if and I think I asked this last time. Do we know that the numbers that's on do they actually match? Has anyone actually seen it? I mean, you can you can be told anything that those numbers match and that is the right color, but have we actually seen that? >> I have not. Mr. Bennett, when we met last week, he brought that up in our meeting. I have not seen
it. Um, okay. >> Yeah, cuz that that was my question. >> Say you can tell me anything that we actually see. >> Even our meeting on yesterday, I asked questions cuz I was digging into it a little deeper because this isn't the first thing that has come up from that new school project. It's probably the biggest thing, but it's not the first thing. and a lot of my questions were answered um as far as the telescopic seating. Um so back to the code >> before we move on to that. That is that is my question. That is my concern. Um because it I mean it could be that one number is off in there and it means a difference in the color the actual color versus the blue that we thought that versus what was
currently there. So that's why we still but it sounds like nobody still has been shown. >> Well, she gave me a color thing yesterday too. I'm looking for it. I got them too. >> Does it match what Mr. Bennett had? Um, I looked at it. All not all the numbers match, but it's the same thing. And I think that, and I asked her about that because there was two different numbers up there. >> So that raised even more concern. >> But the main numbers at the top, they did match cuz I took a picture of Mr. B. >> One I have. You got yours with you, Mr. Banner? And the only thing that didn't match was it's still 436R 4644. It has a school up there. Has our school name. Is that what you're saying?
>> It has job welding at Rono credits. Okay. >> But I but I really think in keeping with what Miss Hail is saying, I really think at this point it's a matter of do you want the panels or do you want the painting? They're not going back and try to find the swatch. I'm just being honest. They're not. So, it's a matter of which one do you want at this point. >> And the second thing is to keep in mind that on a contingency, they're thinking that this is the figure that's going to come back. We don't know that for sure until the project is finished, until they say it is done. It could be 800,000. It could come back and be 400,000. But and it's not the money would not be coming from that
one source. We also would have to petition the county to pay us to give us the uh tax money upfront. So, we would still be at their mercy for them to give us that portion of what's going back just to make sure we have enough to fill the gaps to pay for these additional panels. I mean, the 200,000 I think we could do, but they didn't recommend it. So I think that's where we are. that it's like replacement. >> Well, and the other thing that you create with that is, you know, are you creating a ongoing maintenance situation because once you paint it paint phase, that sort of thing. So, how long is that going to last and you got to go back and paint again? You're going to paint again three years, five years,
you don't know, right? So, you're creating an ongoing well, I ain't going to say nightmare, but but you but it's going to be something that you're going to continue to pay pay into because >> Well, I'm going to just say me that is just me. I I I'm I'm for replacement panels. >> I totally agree. But we need to make sure that we we look at it and it's actually our blue our welding colors. >> And they did say that too on yesterday. There are several different blues >> in welding. >> So let me say this and then um we'll be done with it. Um first of all um color and panels don't have anything to do with our education. >> It don't. >> We want to make sure that our kids be educated. And
so that's not a hindrance to that. Now, if we want to satisfy the general public and and alumni, you know, I'm alumni myself, um, then, you know, we we feel like that's the right thing to do to do that. So ultimately, everybody's happy with it, then I'm fine with doing that. Um, but you know, but I mean, I just feel like there's a lot better uses for our money that we can use. Well, I felt, excuse me, the money was going to go if it don't go to the panels, it's going to go on the softball field, >> but it doesn't have to. >> At the end of the day, you all still can make that decision. That's a decision that the your previous interim >> um brought to you. You don't have to. You
can decide that you want the money to go to something else, right? Whatever the money is, as cuz it has to be used on that project. We're not going to be able to take it and put it in our general fund, which I wish we could. I mean our fund balance that would be so wonderful but we can't. So you know if you don't use it this time then it's gone. So it's like a once in a-lifetime thing for the most part that you get this additional based on how much it is depending on how much it will be u that you can do something else with. Of course, if you you're not asking me, but I'm just saying I don't get a vote. But my preference is always going to be >> what can
we use the money to benefit our kids for? That's always going to be my preference. >> But what how you all vote, I I'm I'm out of that piece. >> Well, that's my that's that's mine, too. I'm always looking to see how can we benefit our kids. But at the same time, yes, this this this school is a once in a-lifetime thing as well. And that school is going to be there standing long after I'm here. I hope it does. I mean, it took how many years to get a school? And one thing about charge of the charge of pride that blue and gold, I totally agree. Um I'm a students first. Absolutely. Um educating our children. Um but again, our colors are blue and gold. our traditions, all those things of we're deeply rooted.
And I do realize they're different color of blue, but I'd rather have a different color of blue than to have purple on a school um where we represent blue. So, do we need to do we need to vote? >> Yes. >> I'll make I need a motion. >> I make a motion that we replace the panel to represent our school colors of blue and gold. Is there a second? Second. >> So is there a quote or is this just >> We have no quotes. They have they have nothing. >> So this is just the board giving direction as to what to do. >> Correct. >> And then ratio andor plans would come back with a formal. It will, but it won't. >> So, so this is a motion to move forward with removing and replacing.
Is that what? >> Yes. >> So, what did the 700,00 >> and it won't come until after the project is completed and they see how much money is left >> because you're not going to know until the end. >> Contingent, >> right? And it's also contingent on the town saying, "We will front you this money and wait for them to be reimbursed on whatever that portion is." whatever that tax amount is going to that comes back from the project. >> This motion is expressing the board's >> right desire to replace >> remove and replace. I >> have a question. >> Dr. Boom, would you please repeat on the piece that you said that it would be also contingent upon we having to ask the town? >> Yes, the town of Halifax. He's poor because they
get the tax money coming back money as best. >> Okay. Whoever. >> Nonetheless, it's not us, >> right? >> So, we have to depend on someone else, >> right? >> Uh we have to petition them to give us the money upfront based off of I mean, they know they'll get it back. So, maybe, but I I mean, I can't say. It's a sales tax money and asbestous rebate money. >> That is true. And again, that is not money that is there now. You have to apply for it and it you have to apply one year and you get it back the next year. >> So if the town is willing to give us the money, then they wait the year to get it back. They know they're getting it back. So maybe they wouldn't have
problem with it. But that would be you all going to talk to the question. There's a motion on the floor. >> Any questions? All those in favor say I. I. I. Any oppose? I have none. M Jens what? >> No. Okay, Miss Harrison. >> I said change the code. Let's 42. I have it. >> 43. I'm sorry. I have it. >> You put the motion out, didn't he? >> Yeah. But I didn't hear anybody say anything. Okay. In in support of you and I. So that's why. >> Yeah. Because nobody >> I don't >> cuz I went back and when I went back, Mr. Davis said no. Mr. Bennett said no. Miss Stephanie said yes. Miss Jenkins said no. Oh, she said no. I said no. >> Oh, you said no. I said no. >>
Okay. Sorry. Okay. No. Not to change. >> Did you get a second on the motion? I need a second motion. >> I did second the motion. >> Okay. >> So, it is a note. Four to three. Okay. Um Dr. B letter from the town of Wel. >> Okay. So this is the last item that I have in your packets. Once again, this is information we received from um the town of Welen this week about property that Welen City Schools has. RFJ Bunch High School. Um yes, they have included pictures of the property and what they're saying here is if you look at your uh you all can see in the first paragraph they're saying that The structure located there is in violation of the minimum housing and nuisance code of ordinance. And it tells you
everything here with your three bulleted points. Then it says you have 30 days to correct the non-residential maintenance violations and 10 days to correct the nuisance violations. And then they tell you how to correct it or at least how you should correct it. >> So is this the first time we've got anything on this for? >> This is the first time I've seen anything. >> What do they do? They're giving us like 30 days to correct this houses that are kind of is the same process. >> And I think they're really concerned about this structure here that has a lot of the debris like here and then here. And Mr. The Hunter and I were talking some of these structures might have asbestos in it and different things and they want us to do something
in 30 days. >> Is this where um >> a bunch of fall? So do our maintenance guys cut the grass around they cut the grass or the city well actually in that property birth building >> they actually need they store the air >> and they send us >> did they call or do anything they just sent a letter >> they ain't called that I know not they just sent us a letter >> and I'm happy to review probably similar to the what your options are for appeals and hearing request. So, is this something you all want me to reach out to this person and Muscle Hunter if they tells us who the inspector is? >> I mean, I think we want to comply. At the same time, we just want to be reasonable about it.
>> Well, we do want to comply, but we have no idea how much this will cost. >> Exactly. Yeah. >> And what needs to be done and I seriously doubt it can be done in 30 days. Absolutely not. >> Is that something they can do? >> You can look up the um appeal options if it's anything like >> the right. I mean there there should be options in the statutes for appeals and appearances at commissioners meetings hearings. Um, I'm surprised that no notice so many of those steps in this. This came from this alliance vote enforcement LLC. But you have not received any directly from that right. >> That's correct. >> And and and obviously they I mean they still have Matilda's name. Right. I'm I'm happy respondent. >> no, the county. It's the county.
>> Oh, okay. I didn't know they had towns. They do have I think they do have towns, but >> the county. >> All right. So, yes. I get a motion to approve close session. I would like to um >> basically what's >> now now we're so I don't know if there's sufficient support for everyone >> right >> if you were to vote individually vote no on a recommendation that If there we might go back and close session. >> Make a motion to go back into Can I get a motion to go back in? >> Since we did not recess within the last close session, it would need to be the full motion with all reasons. >> Mr. Davis, do you have a copy of it in front of you? The standard close session motion. >>
Oh. Yeah, it is. I move that the board of education in a closed session pursuant to GS43-316 um 11.11 A1 A3 A5 and A6 to consider confidential birth information that is privileged or confidential under GS115C 319 and to consult with the board attorney and preserve their attorney client privilege. >> Okay. Is there a second? >> Second. >> Has been motioned and properly second to go into close session. Uh any questions? All those in favor say I. >> Any opposed? Eyes have it. Motion carries. We are now back into close session. Thank you.
