001I hereby call to order this regular meeting of the board of education for Wilmat Public Schools District 39 this Monday, November 17th, 2025. Will the clerk please call the role? >> Katie Hilton >> here. >> Judy Berlin >> here. >> Annne Hart >> here. >> Christine Dcastro. >> Allison Paffles >> here. >> Aaron Stone >> here. >> Amy Baileing >> here. We'd like to bring up principal Becky Litman who is here to introduce central students to the pledge of allegiance. All fantastic. Good evening. It's certainly an honor to be here tonight. I'm excited to introduce to you a group of students who are truly making a difference at Central School, our green team. I'm joined tonight by our dedicated staff members, Betty Dietrich and Joanna Patakis, as well as some student representatives here to share

002their work. Across our district, our schools offer some form of environmental club or activity focused on sustainability, reducing, reusing, and recycling. Now, at Central, we are especially proud because we have over 40th graders are actively participating in our green team this year. These students are not just learning about environmental stewardship, they are leading it. They take ownership of projects, make thoughtful decisions, and modelable model responsible practices for our entire school community. Tonight, we are joined by a few students from our green team who will introduce themselves and a few representatives who will share a glimpse of the projects they have accomplished and the initiatives they plan to drive throughout this school year. Say hi. >> Hi, my name is Addie. >> Hi, my name is Lucy. Hi, my name is Cece. Hi, my name is

003Marin. >> Hi, my name is Tate. >> Hi, my name is Lucy. >> Hi, my name is Zachary. >> Hi, my name is B. >> Hi, my name is Luke. >> Hi, my name is Theo. >> Hi, my name is Nia. >> Hi, my name is Adele. >> Hi, my name is Evie. >> Good evening, District 39 board members and members of the Wilmet community. We are members of the central school green team and are very pleased to be here. My name is Addie and you might be asking yourself, what is a green team? Our green team is a group that is open to fourth graders who are excited to learn about and help our environment. Every year interested fourth graders can apply to be on the green team. This year we have 52 members.

004Hi, my name is Lucy. In our applications to be on green team, we come up with ideas of how we want to help the environment and our school. These become our goals for the year. Some of our goals this year are to help our school garden, find new ways to reuse school supplies, help local butterflies, encourage students around central not to pick plants around the building, and learn more about environmental sciences, just to name a few. with at least once. We meet at least once a month during our lunch and recess time and work on these goals to plan upcoming events. Hi, my name is CeCe. Our team this year has so many members in it that we had to create smaller groups. One of our smaller groups is called the recycling rocks group. The

005other group still has to pick a name. These groups rotate attending our monthly meetings and doing Monday morning announcements with Miss Litman. >> Hi, my name is Maron. One of the things Green Team does is run our school's pop tag collection program. As a school, we collect pop tabs to help the Ronald McDonald House charity. Pop tabs are easy easy to collect and recycle. The green team members collect them from every classroom once month, weigh them and pack them up. The pop tabs are sent to recycling plant who pays for the medal. The money that goes directly to help the charity. Each month, the class that collects the most pop tabs wins our golden poptab award. So far this year, Central School students have collected 33 pounds of pop taps. Hi, my name is Tate.

006A very popular thing this year is our monthly live with a scientist lunches. Any interested green team members can come and enjoy their lunch while watching a live streamed interview of a real scientist through Skype with a scientist. We get to submit questions to the chat and hear them answered live. So far this year, we've spoken with Dr. Liam Bugan, a physicist who taught us about different types of matter and how energy moves through space. And Miss Eman Quaza, a marine biologist who taught us about whale behaviors and habitats on the east coast. Next month's live with a scientist will be with Mr. Andy Lee about how climate change is affecting snails and other marine life. You might if you would like to join us. >> Hi, my name is Lucy. In a few weeks,

007our green team will be holding an annual holiday lights drive. We team up with the village of WT as a drop off spot for the holiday string lights. We take the collected lights to the village to be properly recycled, which keeps one more thing out of our landfills. Hi, my name is Zachary. You can find out more about our green team by visiting our website, which can be found on the Central School homepage under the student tab. We'd like to thank you very much for inviting us here tonight and allowing us time to share our group with you. Now, if you will please rise and and like to read the pledge and lead you in the pledge of allegiance. 67. [laughter] >> I pledge aliance to the flag of the United States of America and

008to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Thank you very much, Green Team from Central for being here tonight. We are very proud of what you all are doing on behalf of the district. It sounds like it's a lot of great experience and you're all learning a lot and really making a difference. So, thank you for that. And when you come out tonight, you can meet me by the door here. We just have a little something for each of you to thank you for being here. >> Well done students. Thank you. Thank you all for coming and for supporting these outstanding students too. Thank you. >> Thank you. All right. Uh we will now turn our attention to the artwork behind me. Elizabeth Sarata's

009High Crest fifth and sixth grade artists work are displayed this month. The abstract art students worked on creating a composition that depicted representational or non-representational abstract art as seen in the three-dimensional cityscape and murals that depict a worldly topic. The artists were interested in the koiish art portrays the idea of balance through symmetry. asymmetry or radial symmetry. And in the stilllife artwork, students learned how to draw from observation. >> Very. Okay. At this time, we are going to adjourn to the public hearing. I request a motion to adjourn to the public hearing on the 2025 tax levy. Um, I move to adjourn to the sorry I move to adjourn to the public hearing on the 2025 tax levy. May I have a second? >> Second. >> Motion having been made and seconded. All those in

010favor, please indicate by saying yay. >> Yay. >> Motion carried by general consent and we are now adjourned to the public hearing. I hereby call to order the public hearing on the 2025 tax levy for the board of education for Wilmet Public Schools District 39 this Monday, November 17th, 2025. We'll turn it over to Dr. Thank you. And I in turn will introduce Corey Boltier. Uh we have reviewed this a couple of times with the board of education. Uh but this is an opportunity for a final review prior to recommendation for adoption. Corey? >> Yes. Thank you. All right. So we just have a couple of uh review points at a high level uh with tonight being our our central board action. All right. So the 25 2025 estimated tax levy. Uh the applicable CPI

011factor is 2.9%. We're estimating the new value of new growth to be just over 16 million. That's the 10-year average for D39. On this slide, we show particularly towards the bottom what it really what that value of the new growth and and how important it is to school districts. Uh four rows from the bottom, we see what the value of CPI 2.9% is for D39. And then in the CPI plus 10-year average column, we see that we're estimating new growth to be roughly 389,000. The far right column is showing what our when we balloon the levy for new growth because we don't know what that is. Um that's the the highest amount that it would capture. So if we average 16 million, we've blended up to um 66 million. On this slide, we show the

012uh draft extension amounts which have as of the last uh the very end of last week um moved into final status. And then the middle column is the estimated. That's what I think that's the most likely scenario of what I would expect to happen when Cook County finalizes this 2025 version next year. Uh expected to be in the neighborhood of 69.9 million for the operating funds. However, what the board will be voting on later this evening is our tax levy request of 71.1 million. Uh 2.9% of that amount of that increase over last year's for CPI. And then 2.4% is to cover new growth. And then one of our annual disclosures during the tax levy process is to share what the cash balances were at a specific point in time. We've chosen the May May

01331st cash balances which had district just over 52 million in all funds. And that is the end of our 2025 tax levy presentation. Does the board have any questions or comments on the levy hearing? >> Okay, thank you again, Corey. I know we've looked at uh this material multiple times now. So, thank you for these presentations and for all of the information and conversations held to this point. Think we need to call for if there's any public comments. Okay, there is an opportunity now for the audience to address the board regarding the tax levy presentation. Are there any audience members that would like to speak at this time? Okay. Seeing none, um, and having no further business, I request a motion to adjourn to the regular meeting of the board of education. I move to

014adjourn to the regular meeting of the board of education. May I have a second? >> Second. >> Motion having been made and seconded. All those in favor, please indicate by saying yay. >> Yay. >> Motion carries by general consent and we are now adjourned to the regular meeting. I seek a motion to approve the minutes of the October 27th, 2025 public hearing on the e-learning plan and regular session meeting. I move to approve the October 27th, 2025 public hearing on the e-learning plan and the board of education regular meeting minutes. >> May I have a second? >> Second. >> The motion has been made and seconded. Board members, are there any comments, errors, or omissions to the minutes? All those in favor of approving the minutes as submitted, please indicate by saying yay. Yay. Yay.

015>> The minutes are approved. Okay, at this time this is another opportunity for the public to address the board on any topic. Are there any audience members that would like to speak? All right, seeing none, we will keep moving tonight to board reports. Um, starting with committee reports and facility development. I will give a brief update as Mrs. Diccastro is not here this evening. Um, the facilities development committee met on Monday, November 10th, 2025 as part of the board's committee of the whole. Mr. Boltire reviewed the WJHS construction bid results and financial impacts with the board. Representatives from STR and Nicholas and Associates were present to answer any questions the board may have had on the bid process and results. The board discussed the different bid options and what was included in the renovations. The

016recommendation is to go forward with the base bid and renovations of the driveway to be included in the summer 2027 construction projects. More information will be presented later in the agenda. And we will now move to the finance committee. Mrs. Bailing. >> Yes. So the finance committee also met at the committee of the whole. Uh at this time Mr. Boltier reviewed monthly cash flows and how they might be impacted with the delay in Cook County's second installment of the property tax billing. He also reviewed the steps we might need to take to pursue short-term borrowing, the range of borrowing that may be needed, and the best timing for the resolution. >> Thank you. Strategy committee. Yes. >> Yes. The strategy committee also met on Monday, November 10th, as part of the board's committee of the

017whole. Mrs. Jackson presented fall data for the elementary and 5 through8 social emotional assessments that were given in October. This data is used to set goals for the year around social emotional learning. Mrs. Jackson reviewed the areas the district will focus on improving with the wayfinder and SEAL curriculum. The board discussed the possibility of social network mapping in the schools, how to increase the sense of belonging scores, and the spring assessment. >> Thank you. And I did just want to mention um thank you again to Kelly for that presentation and discussion of the committee of the whole meeting. Um Allison had touched quickly upon it and I just wanted to reiterate that strong link between students connection to school and academic su success. I think you know you just it was a quick mention and

018I thought like we should we could have spent a little bit more time on that but we all know that that sense of belonging is really linked to higher levels of engagement and participation in the classroom and overall performance um [clears throat] not to mention helping to protect against mental health risks. So it's just such important work that is being done and just really appreciate the progress that we continue to make on that front. So thank you again. Um all right we will move on to liaison reports. Um CRC Mrs. Paling. >> Yes. So CRC met on November 11th. The members had filled out uh preferences for what subgroup they would be working on. uh and then they began to talk about those the first subgroup. So they are working on researching faculty and staff

019well-being and so the first subgroup will look at background and context for the topic. So common definitions, look at any correlations they might there might be between staff well-being and student outcomes. Those are just a few examples of what that group might work on. The second group will work on local approaches. What are schools nearby doing? Have they done research? Um, and some of that may involve some u surveys. And then the third group will look at national and international approaches. What are schools doing around the world that we can learn from? So they uh met as groups and are diving in and they will meet again December 9th. >> Great. Thank you. Educational foundation, Miss Stone. >> Yes, the Ed Foundation met a week ago on November 10th. Um they touched upon the fact

020that their innovative educator award nominations are open through Wednesday, December 3rd. So that's coming up. Um at that point in time they were in their final planning stage for the bingo night that happened this past Friday and they have started planning for their college paddle night which I don't have a date on that. Um but the most of the meeting was spent discussing the grip grants and three grip grants were voted um in favor of being awarded. One has to do with um a mission to the moon which was um for central first graders. I think it was similar to the one that Highrest got in the spring kind of about the Pompei city. This was a similar This was going to be like backpacks with different things including walkie-talkies. Um yeah, >> it was

021exactly it was cool. >> And then um some chomp saw, which are cardboard cutters that are children friendly that all four elementary schools are getting those. And um the third one was whiteboard tables that are being awarded to um HMS um and I think more of a different place than the ones that were awarded a few years ago for math. This was more for like tech I believe. But that was um exciting. And the next meeting is January 12th. >> Thank you. Such a range of excellent um grants there. Thank you. Um, all right. Wixie, Mrs. Hilton. >> Yes, thank you. Um, Wixie met earlier today where we reviewed and approved fiscal year activity through October 31st. We also discussed summer enrichment programs and extended school year for the coming summer. Wixie will meet again

022on March 23rd at 2:30. >> Thank you. And Wilmet Village Intergovernmental Working Group. Back to Miss Stone. Yes, the intergovernmental I think they're calling it the intergovernmental cooperation committee. >> Okay. >> Yeah. Thank you. >> Um they met on October 30th and the topic for this year is civility and that was um put on hold and we'll be resuming discussion on the next meeting which will be January 15th. Um because of the timing of when this committee met and public interest in the topic, we spent the evening talking about um ICE presence in the village. Thank you for the update. And next we will move to IASB, Mrs. Berlin. >> So the Illinois Association of School Boards annual conference is begins this Friday. It's Friday, Saturday, and Sunday downtown. We talked about the resolutions that

023are coming up and and uh topics at the committee the whole and the last board meeting. So I really don't have any report until after them. >> Thank you. And we'll continue with you Mrs. Berlin with the legislative update. >> I there's been no ch no no new no new legislative update either. >> All right. Good. Okay. We will continue on with the agenda um with information items. Dr. Cummully. >> Yes. Thank you. Um, first of all, under written communication, the board received written communication from a group learning unplugged thanking the district for blocking YouTube and requesting review of other applications and from a group go green will net inviting board members to attend their next meeting. We also received written communication from Katie Dunlop and Jenny Osman regarding iPad usage and restricting certain applications.

024Um, under administrative announcements, first of all, board members, you have just a a very small gift at your place today because we are celebrating school board members day. November 15th um was designated as schoolboard members day here in Illinois. This is um the district and community's opportunity to thank our local board of education members for their commitment in providing a local governance voice for our public schools. leadership for our community, for our schools, and for our future begins with each of you with your tireless work of our um for our our local schools. And we really appreciate you. Um we hope that our community will join us in celebrating you. And I personally want to acknowledge and appreciate the countless hours that each of you provide in service to our community. Uh we sincerely appreciate

025your vision, your input, your feedback, your guidance, and your support. On behalf of our students, our families, our staff, and our administration, as well as the community at large, we thank you for your leadership and for your um fall conferences are coming up and so is fall break. So, as we approach fall break, which is during the week of Thanksgiving, our teachers and staff are busy preparing for fall parent teacher conferences, which will occur on Thursday and Friday. These conferences offer important opportunities for teachers and parents to connect regarding uh each student's individual learning progress and growth. And so, we want to just take a moment and thank our teachers for all that they do to prepare to ensure that this time together is full of meaningful collaboration and celebration. and to our parents for

026taking the time to meet with our teachers. Relatedly, Illinois school report cards are now published. The Illinois State Board of Education released the latest Illinois school report cards on October 30th, 2025. This is an annual report which provides district, school, and state level data including summitive designations based on overall accountability indicators and individual student group performance. Um, so each year those report cards are linked to the district 39 website along with the individual school report cards are available there as well as on the Illinois State Board of Education websites. Under Freedom of Information Act, the district has received foyer requests from Steve Watts requesting information on names, title, and email assigned uh sorry, email assigned work sites and annual salaries um for all current employees in the district and smart procure requested purchasing records from

027July 22nd of 2025 through October 22nd of 10 of 2025. and the Indiana, Illinois, and Iowa Foundation for Fair Contract Fair Contracting regarding summer work here in District 39. Concludes my reports. >> Thank you. We will now move to annual business starting with the long-term enrollment projections. Yes, the board will recall that um at our last gathering we reviewed our current enrollment and now we're looking toward some of the projections um for our future. Tony Damonte will lead us through an overview of our enrollment projections looking forward. So this is something we look at annually and you've been provided a report in your packets that goes into great detail with the information we know which gets adjusted every year based on birth rates developments in town and uh this tends to be a I think

028an interesting report for a lot of you around the board. So I'm showing you the charts in front of you and the first chart shows the overall trend of district enrollment. The fall enrollment report snapshot taken on October 1st, 2025 showed that we once again decreased in enrollment after last year's very small increase, which was preceded by decreasing year-over-year in the previous eight years. For more detail on historical enrollment, you can reference the fall enrollment report from October 27th. This chart shows the number of students living in rental properties. The number of students in rental units in 2025 was 191, which remains one of the lowest numbers in recent years. And a part of this report when we show you these different data data points is just to give you it's to paint a picture

029of who we educate here in district 39 in addition to where we're heading. Fewer homes are selling in wet than previous years. And when they do, the average sales price continues to climb. Perhaps this is connected to the lower number of students living in rental properties and possibly the number of rental properties available. The next chart shows building permits for new residential construction here in Wilmet. These have been decreasing in recent years. A lot of these data points you can make assumptions on. As house prices increase, are they being turned into rent rental units? are they becoming a little harder to have as tear down properties? So, you'll notice these new residential permits uh dropping as the average sale prices of the home continue to increase. Cohart, which entered kindergarten this year, was born in

0302020 when there were only 178 births by Wilmet families, fewer than in the in the year before at 202 births. Smaller number of births likely contributed to the decrease in kindergarten enrollment this year. And given the greater number of births in 2021, the kindergarten enrollment has been projected to increase next year slightly. It's interesting to note that our kindergarten enrollment numbers were not impacted with the addition of full day kindergarten at no additional cost. Our kindergarten enrollment went down 68 students between 2024 and 2025 when we thought there may be an uptick. Anecdotally, we did check with the other uh private uh schools that offer kindergarten in town and they did not see an increase or decrease. They maintain their enrollment. So, I'm going to pause here to talk about developments to keep an eye

031on in town that are not one to one single uh single family home replacements. So, we talked last year about the 739 Green Bay Road, which is to replace the 721 to 739, the former uh Imperial Motor site that will have 128 condo units. The sister property across the way that's at 100% occupancy. Those are apartments, rental apartments. Whereas what was proposed for across the street is condo units. Um there there is no timeline at this point for construction. And even if it were to be fasttracked, uh I'm not sure how many families that would net us. Um I did take a peek at that apartment complex, the 100 apartment units, and to date we're not serving any students from from that large. Sacred Heart Convent at 2221 Elmwood Avenue. Um we talked about that

032last year near Harper. They had a the arch diocese was going to um try to sell that to a developer that would keep the shell of it and turn it into some type of senior housing. They were in talks with the developer and those talks fell through. So right now there is uh no nothing on the horizon and whichever developer steps up to um potentially purchase that property, it could be in that same line of thinking, older community possibly not um sending kids through our schools or property could get subdivided as well. But as we mentioned last year, given the lot sizes around that area, it probably wouldn't gain us a lot of students. Beth Hill at 3220 Big Tree Lane was purchased by the park district who is renting the property back to the

033congregation for now, but will also be occupied by the Wilmap Police Department while their new station is being built. When that's completed, the park district is set to look at uh how that property could get used. Rumor Mill says it could be a nice location for an indoor pool. There's a proposed six-unit building on 421 Ridge Road. So, there's a whole bunch of stuff happening on Ridge Road and if approved, permits would be issued mid 2026. That's probably the biggest thing on the horizon is that six unit. A lot of this discussion is mixed use stores on the bottom, units on top. Will that net us students? maybe, you know, and if it if it does, if it's north on Ridge, they'll go to Harper. If it's south on Ridge, they'll go to McKenzie or

034Pike Crest. There's been some inquiries on 615 Ridge Road, uh the former Sunrise Care Center. Uh it the prevailing thought is that building is uh newer and would likely be some kind of independent living or assisted living center, probably not turning into anything that would have students send our way. There were also inquiries to the village about 819 Ridge Road. If this property was redeveloped, it would likely be mixed use with residential units above, but there's nothing in talks at the moment. And then some proposals have been presented for TW uh uh 2001 and to 23 to 203 Ridge Road um which may include town houses or a multifamily building uh that would require reszoning and to date nothing's been filed. You're seeing a picture here of there's uh things being proposed, some initial discussions,

035but nothing really moving here in town. So, um, the closest thing that we have is that six-unit, uh, building that may start construction in 2026. So, nothing's going to impact us next year. And just because it's been talked about in the news, um, the final bullet point I put was, uh, the old Treasure Island property, the Goodwill lease has four more years left on it. Um once it starts approaching toward the end of that lease uh it could be redeveloped into something mixed use uh with residential units above commercial but that's still three four years away and I appreciate uh our partnership with the village of wttir their community development department every year uh I touch base with them on what's going on in town as well as call sales centers and just kind of

036scour uh what I can uh to paint this picture for class. So now we have some charts here of the schools and our for purposes of kindergarten just so everyone knows they're evenly distributed among the schools. Um so this you don't really know when you get the uh data um from the Illinois Department of Public Health. It it breaks it down by zip code. It doesn't break it down further than that. So that's why kindergarten is distributed evenly. I'm just going to show you some of the charts that you'll also have in your packet. So, over the next five years, our elementary school enrollment is projected to increase slightly at most schools. It's important to note that we are keeping a close eye on Harper Elementary School's enrollment, which has seen some drops in recent

037years. Also over the next five years, Highress Middle School will fluctuate up and down and while and Wilmet Junior High School enrollment is projected to be relatively stable with a slight decline. In 10 years, Barrager Systems who creates our projections is predicting that enrollment will be lower than 2025 levels by approximately 75 students. Not a large number. And that's one of the things that I continue to note annually through this report is we don't see large swings here in district 39. We see definite drops but they are not large drops and if we see an upward tick it's not an large upward tick. So um we utilize our buildings well and we don't have large swings which really helps us as far as planning is concerned staffing and making sure we have the physical space

038for for our kids. Are there any questions from the board? >> Any questions? >> I love this report. So, thank you. >> Yeah, it's fun. [laughter] >> I I look forward to it every year. >> Good. >> Um, so I know that the apartment complex, the the big one on I think on Green Bay has Yeah, it has whatever >> 100 has 100 rental units, >> right? >> And zero students. And then this new condo with 128 condos, that's also Optima or something. Is that right? >> So, it's going to be Yeah. same developer. They've gone through quite a few um steps, >> but at this point, there's nothing on the horizon for actually building. So, I'm not sure what's holding it up. That's a great question for community development, but um once it does

039get built, yeah, I I mean 128 units could condo units. >> Yeah. Do you think that was going to be my question? Do you think that there's a difference between apartment versus condo in terms of kids? I mean, do you think there would be more? >> Yeah, I don't know. I mean, I would have thought we would have gained a few more students on the rent. Those are luxury rentals where people tend to, I believe, stay there a little while, but there are situations where there may be families that are split and it's uh those the one parent doesn't move very far so they can be near the kids and co-parent. I've heard maybe that's what's happening with the apartment rentals, but uh I I don't know. I Yeah, I I don't have a suspicion

040either way. I'm just going off of it's likely to be similar to the apartments. I >> surprising 100 units were >> Yeah, we had one year ago we did have a few students from there and it was literally a few and those students are no longer there now. >> Okay. Thank you. Yeah, no problem. Any other questions from the board? >> No, thank you very much. >> Okay. >> All right. We will now move to summer 2026 WJHS window replacement project bid results. Mr. >> Yeah. So, uh, we're recommending that the board, uh, approve the approve the base bid plus five of the alternates, um, at a total cost of just over 4.6 million. Uh, the project would be would start literally right after a school gets out in June and then everything would be

041uh, done and ready to go by start of school in August. Um so recommending that the board approve um base plus the five alternates. >> Thank you. also have appreciated all the conversation um on this topic over the past few meetings and you know even the bids that are recommended for approval. Um even aside from those the ones that are not ne not being approved tonight um I did feel as if they gave us some additional insight and consideration and just information as we think about um future planning and capital improvements. So, thank you again. All right. This is another opportunity for the audience to address the board. Are there any audience members that would like to speak at this time? Okay. Seeing none, we will move on to action items starting with our consent

042agenda. Are there any items that the board would like pulled from the consent agenda? All right, Mrs. Paplas, please proceed with the motions. >> Okay. Uh, I move to approve the personnel report dated November 17, 2025. >> I move to approve the accounts payable for bills listed between October 28th, 2025 and November 17, 2025 in the following amounts. Educational fund $111,146.32 O andM fund $102,85089 transportation $255,34312 capital projects $24,325 total all funds $493,665.33 3 cents. I move to approve the manual checks issued between October 28th, 2025 and November 17th, 2025 in the following amounts. Educational fund 1,178,64.74. ON&M fund $94,14346. Transportation $24,898.80 80 capital projects $9,4980. Total all funds 1,37,145. >> Thank you. May I have a second? >> Second. >> The motion has been moved and seconded. Would the clerk please call the role?
