005of the board did as well at this point in time i seek a motion to approve the minutes from the august 23 2021 public hearing on budgets the august 23 2021 public hearing on the resolution to authorize a permanent interfund transfer and from august 23 2021 regular board meeting of education and executive session minutes meetings sorry i moved to approve the minutes of the august 23rd 2021 public hearing on budgets the minutes of the august 23rd 2021 public hearing on resolution to authorize a permanent interfund transfer minutes of the august 23rd 2021 board of education and executive session meeting may i have a second the motion has been made and seconded board members are there any comments errors or omissions to the minutes all those in favor of approving the minutes as submitted please indicate
006by saying yay yay the motion carries by general consent this is the first opportunity for the audience to address the board are there any audience members that would like to speak at this time mr de monte do we have any community members on zoom who wish to speak we have one person in there but if that i want to make sure that person's here for public comments so if you're providing public comment please raise your hand and zoom that's how we know you're providing comment as opposed to just watching there's a little icon at the bottom of your screen click raise hand they're not okay let's move on to board reports facilities development mr panzika i guess we had the facility meeting at the committee of the whole meeting last monday after a lot of
007work and reports from the month before this month with the update on the 2022 facilities work in particular there is an identified item that part of the mckenzie roof is was in the works for looking at for 2022 and in um reviewing it looked like there's a another part of the roof that would make sense to do at the same time again this is all ongoing work and also as part of the facilities the board members had an opportunity to attend the opening of the mackenzie um keep classrooms um and tour mackenzie and then we also had a chance to tour ramona and in particular also look at their new playground so we had a fun facilities uh update this week thank you school finance mr caesar ready um so in the school finance committee
008mr folsmeier provided some extensive background on some recent legislation relating to budgets so um the main main legislation is senate bill 508 which noted past payments will be received during the 2022 calendar year refunds for tax appeals process after the levy process gets refunded from all governments senate bill 508 mandates adding in all prior refunds on top of board approved tax levy for each year legislation hasn't specifically defined look back period which is anticipated to be november 1st to october 31st each year but county communicating the total refund amount by november is unknown as to how many refunds occurred during that period mr boltmeyer estimates based on our past activity over the last several years approximately a million dollars of refunds have gone out as the bill is mandatory no action is required senate bill
009508 is expected to have some revision it will impact the we'll unpack the fy 23 budget mr goldsmire stated that there's another bill house bill 4130 which would repeal and replace senate bill house bill 4130 would make this refund process optional instead of management allow local boards to vote each year to add back that amount putting power back at the local level unless major revisions are made the house bill 4130 to find details and caveats of such major administrative issues for the county level most counties would not be able to administratively work continues to be done and administration will follow senate bill 508 and how it will be enacted this first year mr bolton stated that district 39 facts will be processed earlier than required more details and information will be provided at that time
010as the bills are monitored thank you thank you thank you i'm moving on to strategy mrs snyder foods so doctor from scully presented the final draft of the five years to plan uh for the committee's review uh the consortium for educational change has chosen to navigate the strategy planning process the core planning team led by the cec consultants met regularly to just develop the mission vision core values goals um the plan included a tremendous amount of engagement um from stakeholders meaning board um community parents students staff and administrators throughout the process and during the pandemic the strategic plans goals and strategies were presented for discussions board members discussed terms used in the presentation including differentiated instruction and much discussion ensued regarding specific language suggested for gold one strip discussion also took place regarding how to
011engage students by providing additional opportunities for high performing students an action plan with detailed steps and strategies thank you moving on to liaison reports back to mrs schneider the ed foundation right so i attended the education foundation board meeting last week um last to report and it's just a lot of excitement that you can do things a little bit or not here um the october grip grant hall application period is open um and those uh teachers who are instituted apply as soon as possible um there is an october 29th deadline um the decisions will be made at the board meeting on or the foundation meeting on the 17th um and so the foundation is looking at what activities they will plan this year they want to do some in person some online some family some
012adult big small kind of a real mix um they're challenging themselves think out of the box and they creatively um so there might be a zoom bingo that was popular event uh they also talked about special projects that they're doing the silver lining project um where they put 150 entries from students about the silver covered lining um into a book it is actually stunning and it's actually here in the next if you want to take a look at it board members um there's also the we live here project which is a mural project and they you know have an assembly with it and um there is interest in doing that again so um we're singing they're saying you could possibly be in spring um and finally just one other highlight lab 39 it's going forward
013um and the classes will run november through february um i think it starts or registrations on no the next meeting is on thank you yeah illinois association of school boards this is kim thank you um let's see the iasb released a list on last week of 23 actions proposed by member districts which the iasb resolutions committee reviewed and offered its recommendation by all of which will be voted upon by the delegate assembly at a meeting in november so i'm just going to list a couple of resolutions that i thought were interesting one such action if passed is that iasb reverse the illinois general assembly to pass legislation allowing school boards to meet via audio or video conference without the physical presence it's just um that the iasb would urge legislation to have an open meeting
014um by a like zoom rather than having to be physically present because we did so well during copenhagen um another is that iasb would support legislation um calling for the mandatory inclusion of indigenous people curriculum and social studies and u.s history programs another is that iafb would introduce and support legislation that would equitably allocate 20 percent of state tax revenues from cannabis sales to public education programs that support youth development violence prevention and health education i thought that was kind of interesting because since january 1st 2020 sales have generated more than 175 million dollars in um so one proposal that was not recommended by the resolution was the iasb advocating for legislation which would require gun owners to store firearms in securely locked containers if a person under the age of 18 as opposed to
015what is now 14 um is likely to gain access to the 11 commission not for the first time the committee decided not to recommend the proposal feeling that it went too far and that it was not the place of the local school board for iasb to determine the actions people taking out homes one final resolution that i thought would be of interest to you is one that would compel iasd to support passage of an amendment to the illinois constitution that would make education a fundamental right which would make it a paramount duty for the state to provide a thorough and efficient system of public education that equitably serves students and provides an equitable education to all students within the state of illinois without regard to their race social and economic status gender gender expression sexual
016orientation nationality immigration status disability or zip code that would make that would provide that the state has a preponderant financial responsibility for financing the system of public education the illinois state constitution currently does not include education as a fundamental right which means that the prioritization of funding for public education is dependent on the annual goals of the general assembly and the governor finally i'd like to give a special shout out to our own erin stone who has been recognized by iasd as a master board member for her participation in leadership in iesp programs and governance and service to the public education team this achievement is quite a feat for someone who has only served on the board for two years congrats to board member stone and thank you for representing d39 [Applause] thank you mrs
017kim i told my daughter when i found out about this i didn't really know what i had done to do this to deserve this and she said she felt like i was somehow had some credibility with the dungeons and dragons crowds [Laughter] um thanks um yes um we're gonna stay with mrs kim for the parent teacher advisory committee update thank you um the parent teacher advisory committee met under the leadership of consultants to consider updates to the behavior intervention guidelines for children with disabilities the guidelines were updated based on changes to regulations from the illinois state board of education the committee will continue to meet as needed to review policy updates to those policies addressing behavioral bullying and discipline and the legislative update also um that one is really short it's no legislative update right
018moving on to information items dr chris culley thank you first of all written communications received by the board include a written communication from jessica and doug minihan and sharon and john hoffman regarding masking our youngest learners while outdoors the board also received a communication from greg fisher regarding safety issues for students walking down harms road to the bus stop and i'll move on to administrative announcements from myself and the staff first of all curriculum nights our district schools hosted their curriculum nights virtually this year again these events consistently provide an important connection opportunity for teachers and families and are the beginning of a really important partnership that are then fostered throughout the school year each event was well attended and many commended our teachers and staff for their incredibly hard work and for their dedication
019to our students i want to thank our teachers for putting together a wonderful evening again and uh thank our parents for taking the time to join us we continue to receive really positive feedback regarding these events and so i know there's a lot of work that goes into it thank you principles for leading the way yes um i'm always looking for some silver lining from the last 15 18 20 years um curriculum night it seems like the zoom has actually some positives um is it in consideration that even when we some decade get back to normal that food or hybrid or is that something that think about later those are definitely things that we're thinking about similarly with parent teacher conference as well we recognize especially for our fifth or eighth grade students really convenient
020for our parents to be able to get to each classroom and hear from each teacher that seems to work really well we also acknowledge that some of our elementary school families would love the opportunity to come into our schools to meet directly in person with their teacher and so there's a balance here and we're going to continue to strive to meet the right balance for our families for our teachers and for health and safety so absolutely this is definitely a silver lining i think many people would acknowledge that our proficiency with zoom serves as well in some regards i'll move on as frank mentioned earlier we hosted a board tour on tuesday evening at mckenzie and ramona elementary schools those um able to attend enjoy the opportunity to visit our new learning spaces to see
021the new construction in its final phase and we also got a tour of each of the learning commons it was really a wonderful chance to show off our new space and it's a good reminder that so many in our community haven't had the opportunity recently to enter our school simply because of the protocol and so we'll be looking for additional opportunities to schedule tours for the board we will be scheduling tours of our other buildings in the winter and in the spring this year so that you have the opportunity to enter each of our buildings and see the learning spaces that our students and staff enjoy i also had the opportunity to attend past 39 our ice cream social uh the parents association for student services also known as past 39 met on september 17th
022for a fun evening of connection ice cream and mingling this year we did it in our our outdoor tent we weren't able to host last year and the year prior we did it in person as well but it was indoors and so this was kind of a new twist on the social gathering and it provided a really wonderful opportunity of connection for our parents for our support staff who were able to attend our administrators as well there were approximately 40 parents and student services representative who gathered to kick off the school year to build connections and again it was especially meaningful following last school year we're fortunate to have jocelyn shook as the chair of pass 39 and contact information for the group is on our district 39 website there are a series of events
023that pass 39 hosts and this year they're doing some online some in person they're really trying to again find that that balance that is comfortable and convenient for everyone to have an opportunity to participate i will share my screen quickly if i may um just to share our coven 19 metrics page we continue to closely monitor covid 19 metrics um in our community let's see if i can make this work for us looks like we're up there um so this page is linked to the main website of our district and um bless you um it we have learned so much about covid over the last 18 months and the site really now focuses on the data and the metrics that are most critical for us to continue to monitor and most interesting for our community
024to have access to as well so at this point we continue to monitor our coven 19 positivity rates uh both in wilmette and in the neutral township and then regionally across three different regions that were identified last year we see those metrics moving in a favorable direction so we're pleased with that new case rate per 100 000 these are data that you can click on if you want to zoom in a little bit more and see what is being reported in in the details behind that but across here there is the new case rate per 100 000 for wilmette and for the township and then across the bottom are the school cases being reported and another way of looking at it per week the number of cases reported on site within our schools and by
025school again this these are just a couple of different ways of looking at the data we've received some really positive feedback regarding our metric stage this year it's a little easier to read and it really zeros in on the information that is most important to some members of our community and then finally our shield testing results we have so far tested uh over 1200 tests submitted over 1200 tests that were processed in about two weeks we've had really good experiences we continue to improve on our protocol i think um each session we host and we know that shield right now is is feeling a bit overwhelmed by so many schools jumping on board with this um offering of testing and so we're really happy and pleased that we were able to offer this a little
026bit sooner in the school year than some of our our neighboring districts and districts across the state so we've had a good experience i think tony will share a little bit more later on and then finally our coven 19 communications if anyone is interested in what has been shared out to the school communities those are here and available as well let me see if i can stop sharing my screen there we go okay um and so mentioning shield testing i'm going to ask tony to give the board just a quick update tony has done a fantastic job organizing our logistics and making sure things are running as smoothly as possible while also answering everyone's questions about shield testing and we're very grateful to have tony's assistance and support and leadership in this as dr chrome
027scully mentioned we launched shield testing on saturday september 11th this is available to any student or staff member in district 39 and we have completed full two weeks of testing and this is a great opportunity to remind everyone that we have the service available on tuesdays and thursdays 3 30 to 6 30 and saturdays 8 to 11 a.m the testing protocol has been running smoothly results times continue to improve there's a shield target of 24 hour turnaround however and we have been seeing results come back sometimes at the 48 hour mark uh as of today uh we have her shield has run 1250 uh pcr saliva tests for coven 19. and we have those aggregate results testing page that was just shown to us and for those who have registered if they registered weekly they
028come weekly and those who registered for intermittent access can come any time they wish without an appointment and so those um that access is really critical to us and we've heard really positive things about that so again thank you to tony and everyone who's had a hand in helping we also want to remind the board in our community that we launched an effort right before the pandemic closed us all down it feels like uh five years ago but really it was not even two years ago but we've been eager to get back to this effort in dr swanson will give us an update on atlantic research partners coming in to visit our schools so as you may remember we issued a request for proposals during the 2019-20 school year to assist us in examining our
029special education and supportive services for children um atlantic research partners was selected and we were poised to begin that evaluation when the pandemic began in fact the people were here for their initial interviews the day before we closed they had the race to get on the planes um so we've delayed the evaluation last year due to the continuing impact of the pandemic but we are going to begin it now we start again next week with atlantic research partners coming on site doing interviews observations they'll be doing surveys they're they've been examining a great deal of data and i'm sure we'll be getting them more as they come and have additional questions so they'll be on site in october and november we will be soliciting parent feedback as well the goal of this evaluation is really
030to conduct a swot analysis of strengths weaknesses opportunities and threats of our special education and related services as well as our intervention supports that are designed to support our needy's learners we're very excited to do this we're really excited for the work and to use this information to really celebrate those things that we know we do so well as well as start to plan for what the next three to five years look like in terms of professional development and resource allocation so it's very exciting we'll keep you posted as we go along with any it from the board on that before we move on i'll mention uh we're really excited about this not only because of the results that we anticipate will help guide our continued improvement efforts but we really do see alignment with
031so much of what has been defined in our strategic plan as well so those results will really help to guide our action plans and our next steps in improving our services to students and continuing to grow um freedom of information act requests we have received and processed a handful first a foia was received from eagle 3 analytics that was sent to 99 districts listed as being under jurisdiction of the township trustees of schools requesting all public records received by the public body from the school district's treasurer for the period of may 1st 2021 up to and including august 20th 2021 including monthly reports end of quarter and end-of-year reports surety bond records and any and all other reports we also received and processed foia's four-year request excuse me one from jeff axelrod of the wilmette
032watch requesting a list of positive covid cases in district 39 from august excuse me through august 1st through august 27th again those data are readily available on our kovid19 metrics page as well from lisa ditkowski and vicki dis dickowski excuse me requesting all information for 2020 and 2021 related to the d39 state and federal funding and all funding covid related cova testing contact tracing covered measures etc and finally from ronnie marie davis of data research partners llc requesting a listing of all d30 district 39 employees names email addresses title position and campus or department locations thank you i think we're ready to move on to board policy review doctor thank you yes we are presenting for a second and final reading uh the board policy 7 colon 60 this policy is presented again for a
033second and final reading there have been no changes from the first reading to the seconds do board members have any questions or comments about this policy okay moving on to strategic plan updates dr kramer thank you we are thrilled this evening to be able to present to the board of education and to our community the strategic plan that is proposed for 2021 through 2026 following a very rigorous and in-depth process that we pursued in partnership with the cec arlena is here with us arlena we want to start with a big thank you to you for leading us through this process as our cec facilitator and really guiding us as we pursued this effort the board will recall we started this uh before the pandemic and needed to put it on hold we were a little
034weary of trying to launch this again in march while we were still tackling the pandemic and figuring out how to navigate everything and arlena put our minds at ease and walked us through the process and really helped to ensure that we met the board's goal of broad and in-depth engagement from all of our community stakeholders really providing the opportunity for everyone to engage in the process throughout with multiple opportunities for feedback online in person through conversations and through stakeholder representation as well so arlena thank you so much for being here and joining us this evening thank you and good evening everyone so we will walk through our presentation um board members will see it and it will remind you very much of what you saw about a week ago when we were leading a discussion
035with the board but we want to make sure that the entire community has the opportunity to view the same arlena will jump in if we have additional information but as we did last week i will give the introduction and then our team will represent the goals and strategies that have been identified uh followed by some next steps that we've already identified as well we have our principals joining us too and i want to acknowledge their partnership in helping to inform not only the plan but our next steps which really are important in this big long-term vision of what we're trying to accomplish with that i will see if i can share my screen so this is our strategic plan uh it is proposed for 2021 through 2026 and again as we endeavor upon the strategic
036plan we're really looking for a plan that guides our work over five years with some really big and ambitious a vision for what we hope to accomplish we plan then to align our yearly action plan to these big and ambitious goals that we're hoping to accomplish we partnered with the consortium for educational change thank you to the board for supporting their partnership with us they really helped to facilitate this process and again one of the key pieces as we looked at a variety of consultants was our ability to engage our community and engage each stakeholder providing an opportunity for everyone to have a voice in this process and i think cec allowed us to do that and really empowered us to do that even through the unusual circumstances of the pandemic so there is a
037process that you see here to the right beginning with readiness following through orientation some data retreats and vision retreats all the way around to the red dot that is plan approval and living the plan and that's about where we are right now we want to say thank you to the strategic planning team again we had a large number of individuals meeting on a regular basis throughout all of the spring leading up to and including the fall meeting that finalized our plan we had board members district administration principals crc representatives pto representatives family and family sorry parent family partnerships representatives community members we did have our support staff union president faculty and staff including teachers districts 39 students who were amazing and contributed far and above what we had any um hope of they just really
038blew us away with their contributions to each and every team meeting and also district 39 alumni we were very fortunate to have them return and join us in this endeavor as we proceeded through our process led by arlena we really looked at and focused on a five-year plan that would inform our mission our vision our values and then ultimately our goals and strategies our goals and strategies really should be led by what we define as our mission vision and values and those were defined for us by our community stakeholders by what our teams throughout the community told us was important to us who are we and why do we exist when we look at our vision what must we become in order to accomplish that vision what are our values what does our community really
039value and how it must we behave in order to accomplish and demonstrate those values and then finally our goals and strategies how will we gauge our success and what will we do differently in order to succeed in order to accomplish that mission that vision and those values the core strategic plan team's work included meeting as a large group on ten separate occasions we had an orientation meeting we had three data retreats we had three vision retreats two retreats for sending direction and finally a strategic plan approval retreat we took feedback from stakeholders in a variety of ways through the initial visioning and feedback survey through the swot analysis feedback surveys and some in-person events at that time and also feedback on our draft strategic plan most recently as we started the school year this year
040we again sent out what our draft plan would be like and ask for feedback on that as well all of the work and artifacts of the strategic planning core team is documented and is available on our d39 strategic plan page as we engaged in our data retreats we looked at a lot of data probably more data than our district has ever looked at before everything from environmental data to staffing data student achievement data financial data we really dug into each and every piece of these very fortunate that our team my team of administrators were able to put together so many varied pieces of pieces of data for us to really examine for us to evaluate what are we doing and where do we hope to go next again we met and reviewed these data three
041times with the goal of developing our swot analysis so from our data retreats and from all of the information that we reviewed the team together um really identified what are our strengths what are our weaknesses what are our opportunities and what are our threats not only that the hard and fast data that we could get our hands on but we also took in that perception data from our community and really examines that just a wealth of information provided to us to help us define our mission our vision and our core values we took then the swot analysis and went out for feedback we went to visit our schools we hosted some community events and we did an online survey to gather additional feedback are we getting this right what are we missing what else should
042be included here in each of these categories before we turned our attention to the goals and strategies we did a number of visioning activities which led us to define our mission our vision and our motto and this ultimately is our one pager cec promises that they will come up with or help us to develop one page of a strategic plan again when we're thinking about a strategic plan we're really looking at something that will guide our work for five years so a strategic plan won't have all the nuts and bolts in the every action step that we will take instead we're looking at who are we why do we exist what do we hope to become and how what how must we behave in order to get there how will we measure our success and
043so this is our one pager with the board's approval we hope to make this broadly available and really engage our community in living this mission and vision throughout the next five years so i will introduce our mission and our vision and values and then i will turn it over to our team to walk us through the portrait of a d39 scholar in the goals and strategies that have been defined by our core team our mission again when we talk about a mission we're thinking about why do we exist what is what is special about us what who are we so for us a wilmette district 39 education engages empowers and inspires students to lead academically successful socially responsible compassionate and purposeful lives that is why we exist our motto engage empower and inspire you will
044see throughout our plan we really hope that that becomes a living representation of what we're trying to accomplish together of our mission and of our vision so this is our vision wilmette district 39 will foster a thriving learning community that cultivates growth through engaged learning through empowered mindsets and through an inspired community by engaged learning we mean ensuring a strong foundation of purpose skills in knowledge that strong foundation was really emphasized by each member of our core strategic planning team making sure that our students in pre-k through eighth grade developed that that strong foundation upon which they can later thrive in life excuse me um engaged learning also means provided tailored real world learning opportunities through a relevant inspiring educational model our core team in our community at large really told us that having a
045tailored experience is important but also real world experiences we do not want to be simply helping students to memorize facts without connecting it to the real world experiences and applications and then finally building on interests and strengths while ensuring complexity and challenge we recognize that each individual learner has strengths and interests and we want to make their learning complex and also challenging for each student as we look at an empire powered mindset we're really thinking about embracing continuous growth for each student about nurturing creativity curiosity and risk-taking and about promoting a sense of responsibility to address local and global challenges and then finally as we think about our community we really want to inspire our community to be connected to provide those relationships that really are strengthened between and among students staff families in the
046broader community we want to prioritize health and well-being through an accepting supportive and representative environment for all students and staff and we want to cultivate cultivate a community that embraces and benefits from the unique identities abilities and perspectives of all members again this vision is a far-reaching vision and it should guide us throughout the next five years in the work that we hope to accomplish and the improvement efforts we hope to tackle our core values as a learning community our core values include a commitment to excellence i think that has long been held as a commitment of district 39 and we continue to set high standards for ourselves and strive to achieve them the value of respect and trust to foster a culture of mutual respect and trust among all stakeholders the value of inclusion
047and representation and this one in particular our team spent a lot of time talking about really hoping that we will be able to embrace individual identities abilities cultures and perspectives not only to include them but to ensure that each and every member has the opportunity for representation in decision making and in the activities that are available in the programs that are available and offered throughout our district we want to continue to value continuous improvement focusing on growth and continually challenging ourselves to do better risk taking was a key element for our strategic planning team wanting to expand and challenge our comfort zones while creating space for transformation innovation and new experiences and finally and this again was one of the areas that was really focused on by our teams a connected community we strengthen our
048communities through communication through collaboration and through partnership that's our core mission vision and values and that led us to define what is the portrait of a district 39 scholar what do we hope to see in our students from pre-kindergarten all the way through eighth grade as that strong foundation to launch them into those successful lives beyond district 39. katy lee i'll say the same thing in a slightly different way as a result of our mission and vision and core values the strategic planning team had created a portrait of district 39 scholars by considering and answering the question what student qualities for success will our district cultivate as they progress through district 39 um this was a work of love and lots of wordsmithing but the qualities that the team has landed on is diligent confident
049creative inquisitive resilient empathetic critical thinker risk taker collaborator and innovator and there are five goals and respective strategies that the team would like to share and we will begin with the first goal student achievement and growth so the goal states to ensure a differentiated education that provides a strong foundation of rigorous academic learning and the strategies that support this goal are differentiate instruction and supports to ensure and monitor a strong academic foundation of challenging meaningful and growth-oriented experiences for all students implement structured staff collaboration focused on data informed practices to support rigorous achievement and growth for all students and provide differentiated professional development opportunities to support effective innovative and growth-focused classroom practices some of the examples of action steps that we'll be taking to meet this goal are to identify and hold sacred staff collaboration
050times that will focus on data review and analysis in order to identify the strengths and needs of our students and promote student learning to train all teachers and administrators in a consistent data analysis process to facilitate this district 39 administrators will take the data wise course provided by harvard's graduate school of education and to facilitate the implementation of data literacy and data analysis that directly impacts student learning we will also be working with atlantic research partners to review the special education supports and other systems of support to help inform needed professional development and resources we will review our assessment model to determine effectiveness and limitations in providing evidence of growth for district 39 students at all achievement levels as well as continue to evaluate our curricular resources and ensure that staff has the supplemental resources
051needed to support differentiated instruction our teachers will also receive training on specific resources as all of this is done with the goal of increasing student achievement the second goal as we look at it is supportive community so the goal is to cultivate a supportive and inclusive learning community that is responsive to the social emotional and behavioral needs of each student the strategies that we've identified are one to implement a consistent and proactive curriculum addressing social emotional and behavioral needs of students and two to strengthen the sense of belonging engagement representation and agency for students through diverse welcoming opportunities for community building leadership and student-to-student connections some examples of actions that will be taken to meet this goal include the development and implementation of a social emotional learning framework based on the castle competencies for social
052emotional learning with professional development to support that plan the adoption of the responsive classroom approach to supporting community building in the classroom and training in the responsive classroom approach for all staff the analysis of the social emotional assessment information including the desa and the mesh which we have spoke about spoken about earlier um this includes digging further into the information that we have to support interventions for students and groups of students and a broadening of offerings for students both during and outside of the school day where students may connect with others who share similar interests and identities the focus of goal 3 is professional community the goal is to foster a professional community that values supports develops and retains highly effective staff first strategy is to improve collaborative and shared decision-making structures to strengthen representation
053engagement and agency for staff second strategy is to cultivate a more equitable and inclusive learning environment learning community by developing staff expertise to support diverse learners through differentiated instruction and culturally supportive teaching and some examples of actions that could address this goal would include for all curriculum review committees representatives of teachers coordinators and administrators all engaged in the review and are a part of the shared decision making process by which any revisions or change and purchases are made groups of teachers staff and administrators need regularly to review student data in order to share expertise to determine if students are making growth and collaboratively plan the next instructional steps there would be a review and allocation of resources to ensure that supplemental curriculum materials reflect representation of diversity and a committee of staff members will review
054the supports provided for students effectiveness of intervention resources and materials and identify gaps so that as a district we can improve upon the way in which we teach children and promote growth for all students goal 4 family partnerships the goal is to strengthen partnerships by connecting collaborating and communicating with families and communities to advance teaching and learning strategies include improve school home communication through consistent and effective strategies especially those focused on communicating student performance goal setting and growth monitoring also implementing strategies to better support successful transitions from fourth to fifth grade and sixth to seventh grade for students and parents some actions that support this goal may include consistent and frequent home school communication regarding goal setting and student progress parent toolkits to support students in different content areas and executive functioning at home and
055gathering feedback about the different grade level transitions from students and parents in order to improve orientation and transition practices and better meet everyone's needs five stewardship of resources the goal is to ensure the effective use of resources to sustain practices that promote growth first strategy is to implement long-term capital planning focused on facility maintenance second strategy is to examine resource allocation practices including staffing based on best instructional examples of actions that could address this goal include reviewing the five-year capital improvement plan twice a year with an eye towards maintaining current structures anticipating needs and prioritizing needs review the process by which building-based projects and needs are determined determine a five to seven year prioritized plan with estimated cost dates and monitor legislative adjustments to related to property tax funding formulas real estate tax appeal refunds
056and pension cost shifts and the impact on district 39 available resources with regard to staffing we will continue to review student enrollment and class sizes across the district to direct planning for appropriate staff and beyond homework so that is our strategic plan engage empower and inspire what's next well we've given you a little bit of a sneak peek of what's next what's next is the action planning following this evening's approval of the strategic plan which is again a five-year vision of what we hope to accomplish we will then turn our attention to defining the action steps of what we can accomplish this year and forming teams that will help us to define that moving forward as well so our next steps include this evening's recommendation to the board of education for approval of the strategic
057plan and then beginning to detail the action plans again in those action plans we will define the steps we hope to accomplish in year one you heard some examples we're so excited about this plan that we already started to generate some ideas of action steps that we hope to accomplish not all of those will be able to be accomplished in year one so we'll have to really uh sit down and work through what are the uh strong examples that will bring us forward in these strategies and goals for this year and then start to identify how we'll measure and monitor that we plan to present our action plan to the board of education in october so you'll get some more details at that point we want to develop a promotional campaign to build awareness of
058the plan and to engage stakeholders in both understanding and living the plan and finally to identify key performance indicators for each goal area that will assist us in monitoring and reporting progress what will this look like our action steps really will look just um as as have are kind of laid out here we want to define the action steps that we hope to accomplish in year one define the outcome or the evidence of our progress in that regard and then look for the resources that we may need in order to help us accomplish that we will be following that plan do study act model as we walk through that we'll also be looking to identify key performance indicators and in so doing we need to think about what are indicators measures and targets that will
059demonstrate we are making progress and we're on the right track we'll need to align our data systems as we did our data retreat we realized how much data we really have available to us we'll need to identify what are the most critical key performance indicators of our success some will be leading indicators and some may be lagging indicators meaning after we can really study whether or not we're moving forward in those indicators we do hope to use the strategic management system dimensions to ensure that the strategic plan will serve as the future direction of the district for these next five years those steps include aligning our goals and strategies looking at our data systems aligning the plan to individual and team performance goals and evaluation tools and really making sure that the whole system aligns
060to support our success the eight dimensions of strategic management are listed here it does start with a survey among our leaders in our district to really examine where are we now are we doing the right things and are we doing things right and we plan to use this in partnership with arlena she will lead us through some preliminary work in this regard and then evaluate what some of those next steps are kristin mentioned a few of the administrative professional development opportunities that we already are starting to plan to help lead us toward that data informed decision making in a more rigorous way than we have been able to accomplish in the past we very much plan to incorporate progress monitoring and reporting we um our improvement efforts will be monitored for progress we plan to
061make reports to the board in the fall winter and spring at least and the improvement process cycle is typically spring to spring so there'll be kind of a bigger summary report as the board has come to expect with that annual strategic plan at this point we now have a five-year strategic plan those action steps will be reviewed and new at least annually with new goals new action steps defined for the following year we want to thank our strategic planning team we recognized this was an incredibly heavy lift especially considering all that everyone was juggling at the time of pursuing this huge endeavor and we very much believe that we have created some new mindsets and we hope to yield some new results as we pursue the strategic plan so again i i want to thank
062everyone who served in our strategic planning team i want to thank arlena and crc for leading us through this process and i want to thank our entire community for contributing in the many many ways that they did so that we really could ensure that this plan reflects the values and the vision of our entire community with that i would say thank you to everyone i would welcome questions or comments from the board and i know arlena is here too i want to just acknowledge eileena again and see if there's anything elena that i missed or that you might want to highlight that uh maybe uh we we touched upon but you think deserves a little more recognition thank you for that dr cremascoli um i let me just start by saying i i also want
063to extend a personal congratulations to the strategic plan team for their fabulous work over the last few months they have been so very dedicated reflective and focused on continuing to grow as a district in order to best serve your children now and in the future um i really appreciate the level of detail in your presentation um and i'm very excited about this plan i just wanted to highlight that um the work around these pillars of the strategic plan that was arduous work i think you pointed out rigorous and in depth and it's really to tee us up for the work that follows once the board approves this which is even more complex uh if we can imagine that so on that implementation work you've identified some of those key elements including the identify excuse me
064identification and development of kpis around both goals and strategies it also involves thinking about leadership structures those structures that will help to really shepherd this work monitor the work and provide guidance across the district coordinate this work across the district and so and also you identified communication what are the best ways to communicate these efforts with all stakeholders in a continuous fashion so i just really honor the work you've done and i'm excited about the work you're about to embark on the board questions feedback insight you'd like to share mr caesar ready yeah i um that you were able to pull this on this year it's amazing and then look at your ambition for what you expect to do any other board members mr panzika um i also want to congratulate the team on not
065only all the work but the output um the number of different items addressed here cover lots of topics um particularly like the core values i think that's a framework that that opens up lots of possibilities for making the district better everything can always be better i had um [Music] i had some comments on the the speaker notes that we received and mostly were used tonight again um [Music] as as you prepare the action steps um [Music] when i've been involved in some of these projects before people come back and always talk about the the words used um and first off the student achievement can grow in the professional community um some of the items under each one of those seem backwards to me and i don't know if you know obviously this is a draft
066but the student achievement doesn't talk about student data it talks about training teachers and collaboration which is important but sounds more like personal community and in this professional community it talks a little bit about looking at student data so all stuff is there it's just when i was reading this it seemed like the headings and the detail underneath it were not necessarily in the right order and again all the data's there so i was divided up is the next step but um impression that i got when i was looking at these notes the the other thing is there's a number of process steps identified here um reviewing assessment determining evaluating um [Music] i'm in the action stuff i would hope there's also stuff like improving um or you know especially if in the process of
067determining that there is some area that needs work there isn't words in here that say and then improve it says determine and i know that's not what's going to happen but theoretically what's written on paper here is a win would be that there was determined that there was a problem and i know that's not the point but that's not what the way it's written right now so as you're doing the action step you can take that next step of if it's determined that there's you know a delta in performance that there's then steps to improve that not just that we determined that there's a so again it's part of what you're doing next but just kind of some feedback on the bullet items of the kind of things that occurred to me because career i've
068i've had times when it was like what are you gonna do um but like i said a lot of work and in particular reiterate that i like the core value anyone else yes miss heart i would just say and i think i said last week excellent showcase what we thought tonight of a i very i personally very much look forward to hearing the action plan and including some of those that uh [Music] well as the opportunity to [Music] um i know that this part of the plan is high level by design you have to know where you're going what is your north star what what are we striving for and i think that as a community we have not had what we call a traditional strategic plan since i've been affiliated with distributed and more
069of like an action step without this north star being confirmed or modified or even classified and so i think that's a really big deal and um you know i think we got here in large part due to leadership um ariana was a fabulous facilitator she was always prepared she was always smiling and she always kept things moving we were always busy and we weren't busy listening to them in teams every team that i sat on had a student a parent an administrator a teacher like it was truly inclusive and we listened to each other we shared what we thought and we always strove as a group to find that common ground and make sure that we were accurately reflecting kind of the the collective will and so i just want to say as somebody who's
070a beginner i was just very impressed by both the transparency because all the notes were always on the website um and that there was a real iterative process of is this what you said is this where we're going do you have any changes um it was a great process by which to have our first additional strategic plan so i just want to also say for dr travis it was a bold move to forge ahead i had my doubts about how wise it was to do this and it it it really amazed me especially because you know i know nobody was online shopping during those meetings there was no way um and congratulations it was i just wanted to share with the board a little bit about what it was like in these meetings in in
071the data let me say they analyze data like when i printed out the deck because it was so much and it was like this thick right it was not um a couple species so thank you um arlena thank you team and thank you dr graham and i know by the way if amy were here she would share the same thing so i'll do that thank you thank you thank you anyone else miss kim i mean there's not much more for me to add but to say that i'm so impressed with all the work that's been done and it is such an exciting time for district 39 and i'm really just so happy to be a part of this to see where we're gonna go in the future thank you thank you anyone else have any
072other comments you know i'll just add um i said this last week just how excited i am about the strategic plan i love where we landed on this i think it's just outstanding and really not a surprise when we hear from mrs schneider fabe exact faves how exactly how the sausage got made sounds like the process was really well done um i think the goals and priorities for this district are exactly what they should be and i really appreciate all the hard work that was done by all those who contributed to this impactful plan it's no small thing it's extraordinarily important so thank you you and the team okay so i think we're ready to move on to annual business dr kramer yes thank you and with that i will say arlena you're welcome to
073stick around but we want to appreciate your time and your many contributions so thank you again and i hope you have a wonderful night thank you and congratulations to everyone take care thank in you of annual business annually we present our summer enrichment program and and we talked just a little bit about um uh summer learning and the activities that are available to our students this year not only do we want to talk about summer enrichment programming but we also have a focus on social emotional learning and learning recovery through our support plans that are available traditionally within our district we want to talk about what we typically do and then about some add-ons that were including this year in light of the unusual school year that we had last year and some funds that
074are available to us to really focus on social emotional learning and learning recovery that may be beneficial as a result of last year's really neat year so we have three presenters who are going to uh walk us through this presentation i think we are starting with dr kristen swanson oh i'm sorry katie lee please lead us i seem to be the introduction person so um we really did think that the three reports um that were under this presentation could be best synthesized as a group and so we wanted to share the 2021-22 support plan for student learning so on the next slide you'll see a little bit of a road map image as we prepared to address the student needs we really felt um that we need to pay very close attention to what the
075summer learning opportunities were the health safety considerations transitions back to school social emotional learning and academic achievement we do this every year but in particular without a doubt transitioning from last year which we all know has been super unique this was really a priority for us so district 39 prepared to start the new year where students would feel safe in their school environment that they felt welcomed back into their school community and taking care of socially and emotionally students would be supported and or challenged academically as well and so as is our practice district 39 reviews assessment creator to help inform our instructional decisions and guide the way we meet student needs but this year we wanted to share what we've been doing or have planned for this in anticipation of student needs last spring
076and currently this fall we are conducting some targeted assessment beta reviews to identify students who ended the year in the low growth category for both high and low achieving stats we know our students achieve well and they continue to do so last year but the growth of our students wouldn't so using this information along with the call 21 assessment data the district will be providing opportunity to access an online tutoring service this year so this would be made possible through the essa funds and priority will be determined through a combination of growth and achievement and dr kristen swanson will provide more information later in this presentation the administration continues to prioritize student focused and data focused meetings and engages staff and student-focused data informed based off the year on a regular basis the principles have
077scheduled additional staffing this year so that more time can be dedicated to these important discussions and collaborations in addition to school-wide data reviews grade level teams engage in data and meetings to plan for instruction identify intervention needs for both support and enrichment during planning and collaboration so district 39 has a system of supports for student academics when we speak about interventions we would like to clarify that interventions are not limited to students who would benefit from supporting support learning grade level skills or objectives interventions address all achievements the staff also provides interventions teaches different lessons for students who demonstrate mastery as well interventions for students are provided for by classroom teachers and other team members they are delivered in the form of supplemental or enriched lessons and learning experiences and students engaged in differentiated learnings
078through the classroom with other students and small groups guided by a teacher and or enrichment activities and tasks facilitated out of the classroom and this year we'd like to review our current supplemental materials and resources accessible for planning and use there may be a need to purchase additional resources for instruction for students as teachers seek new ways to engage our students and this has been mentioned before but i think it's important to show and lead as leaders that's why district 39 have administrators who are dedicated to continuously improve their practice we know that there's always room for improvement and growth as we lead our also dedicated staff through supporting all of our students we believe that by prioritizing more student data focused staff it demonstrates to all that these student-centered discussions are important it also
079values and emphasize teamwork that requires time and time dedicated to understanding so in order to better our approach the administrators are taking an introduction to data wise to include learning and teaching occupy harvard university through their online platform but in addition we have secured a certified datawise coach who will provide on-site professional learning sessions to support the implementation of data-wise improvement practices contextualized to our needs and priorities and resources these learning experience will help the administrators celebrate what is working well currently while identifying areas for food okay i'm going to give a little bit of information about the summer enrichment program which is what some of this learning that we took that took place over the summer and is an annual feature but has changed a little bit based on cobia the purpose of the
080summer enrichment program is to continue student learning for those students who choose to attend during the summer months classes are designed to be fun and engaging and an extension of the previous school year teachers focus on core academic concepts as well as enrichment activity community building and social emotional learning this year we focused on core academics as we needed to maintain small pods and couldn't have students switching classes to attend a variety of different options this year the programs were held at harper elementary school and high press middle school due to the construction projects that were ongoing in ramona and senior high school we had three different classes that students could take academic camp review and reinforcement and extended school year academic camp courses were offered to students looking for an opportunity to strengthen and
081reinforce skills learned during the school year content focused on revisiting and reviewing grade level skills and was designed to allow for targeted instruction in the core academic subjects as well as incorporating social emotional learning and community building enrollment was similar at both harper and high crest with 198 students attending our academic camp classes review and reinforcement classes were offered for inkila math and a combination of ela and now students attending review and reinforcement classes were recommended for attendance based on classroom performance math test scores and curriculum-based measures the program focused on reviewing and remediating academic concepts from the previous school year to help ensure that students are ready for the next academic year the classes were scheduled in blocks of them an hour and a half for reading and language arts an hour and a
082half for math for students who qualified for both classes or even qualified for one but wanted to stay for both could do so for the three hour morning students remained in their small potted classes throughout the morning so they were not switching classes there were a total of 312 students who qualified for review and reinforcement in either english language arts math or both there were 37 students who attended english language arts 41 students who attended math and 51 students who attended the combined program we typically do not see a high percentage of eligible students attend review and reinforcement so this year we sent the survey in april to families of students who had qualified for review and reinforcement had not yet enrolled we shared that we were reopening the registration window and asked for feedback
083from families if they were choosing if they were thinking about enrolling or choosing not to about why they were making that decision we received only a very few responses most families indicated that they had other plans for the summer or their children needed a break from learning in addition to the 129 students who registered for review and reinforcement there were 60 students who qualified for both review and reinforcement and extended school year and they attended extended school year in lieu of review and reinforcement so is the total of the 312 students who qualify for review and reinforcement 189 students registered for our summer program this translates to about 61 of the students who are eligible for review and reinforcement attended summer programming so that is higher than our previous years i think that there's a
084variety of reasons for this including fewer alternative summer options a renewed focus on instruction after the disruptions caused by coven and the combined english language arts and math class extended school year services are offered to eligible students who have an individualized education program students qualify based on regression and recruitment data and discrepancy from their age and grade level standards instruction focuses on the maintenance of skills based on individual goals in total we had 118 students attend esy this summer every year we send surveys to all families who participate in the summer programming while we do not have a large response rate this year the comments and ratings were generally positive two suggestions were listed several times including a request for increased communication between school and home and a request for more homework i am sure
085the children did not ask um i just have a couple of comments that from the survey that i thought were sort of emblematic and had genetic consistency one parent said we did remote kindergarten so my child was so excited to be in a classroom and we were very pleased with having the chance for them to practice the routines of in-person school while also continuing the great english language arts progress they made during the school year that theme was repeated multiple times that opportunity to be in person for a shortened day and sort of experience that for many of our families who had been remotely here before another parent wrote it's hard for kids to attend academic classes during the summer but the fact that the teacher made a fun and open learning environment made this
086seamless for our child thank you we heard a lot of comments and positives for about our teachers as well in terms of the survey responses generally parents agreed that the courses were positive and met expectations similar for four through seven that's the summer enrichment program right i am going to talk about social emotional learning last year district 39 began planning for more consistent and integrated supports to address the anticipated needs of all students due to the pandemic and formed a district-wide committee to begin to design a framework and systematic approach to addressing students development in social emotional competency areas with an end goal of increasing student engagement and motivate motivation in the classroom supporting student mental health needs and helping to as a result hopefully increase academic achievement representatives from across district schools and grade
087levels created a social emotional framework built on the competencies recognized as foundational disorderly development by the consortium for academic social and emotional learning or castle uh these representatives worked throughout the school year last year and then we had a smaller team based on that larger group that um these competencies by which the framework is formed include relationship skills self-awareness social awareness self-management and responsible decision-making an additional competency of diversity equity and inclusion or dei was added to the framework by the committee to help reflect the emphasis that castle puts on supporting equitable educational opportunities for all students the framework learning objectives by competency and resources and lessons are available to staff through a website that was created by the committee over the summer and was shared with all staff at the beginning school year as
088the framework was developed committee members also engaged in training to learn more about the responsive classroom approach to building a meaningful classroom community this approach to community building serves as a foundation for the development of social emotional skills and aligns directly with the framework used for our district 39 curriculum uh based on the training of the committee had it was recommended that d39 adopt the responsive classroom approach and we have committed therefore to integrating the principles of responsive classroom into daily classroom routines at the elementary level you'll hear teachers um talking about morning meeting and at the 5-8 level we have also started to integrate meetings into our daily schedule through an advisory or homer period during the district 39 opening institute day all paraprofessionals teachers and student services members along with the administrative team
089engaged in professional development centered around the new district 39 social emotional framework and the first competency focus of relationship skills staff learned about the competency and had the opportunity to explore lessons and resources related to the development of relationship skills at their students developmental level our next competency focus starting in a couple weeks is self-awareness we will follow a similar pattern throughout the year to help uh develop professionally all of our teachers and staff members in addition to the professional development around the sel framework staff engaged in sessions based on the responsive classroom resource morning meeting book or easy through four or responsive advisory meetings um for grades five through eight staff learn the components of meetings and how to integrate them into daily classrooms all classroom teachers received a copy of the book for
090their grade level and creative arts world language and pe teachers engaged in a separate session and received a copy of a book the october 11 2021 institute will be an entire day um something in a couple weeks devoted to training of all staff in the foundational principles of responsive classrooms we have 14 presenters coming from responsible to lead our district 39 staff in this effort and we're super excited to bring bringing this to our entire community so that we start from a place of consistency and common due to the challenges of the pandemic funds were allocated through esser to provide this staff training in how to establish and support the responsive class approach and provide resources to support them in addition district 39 values their partnership with parents therefore support for families has been and
091will continue to be provided through parent events that are here towards supporting their child develop child in developing sel skills such as executive functioning managing transitions and other related topics in fact our next parent education event will focus on in the coming years funds through esser will be allocated to support teachers and faculty around developing their trauma-informed practices and supporting executive functioning needs classes additional funds will be allocated to support extracurricular programming to support students specifically at the 5-8 level uh to support mental health provide group support for those who struggle with anxiety so we talked about esser funds several times tonight and we're going to do a little presentation about past and current ussr funds esser is stands for the elementary and secondary school emergency relief grant and there have been three sr grants
092that have been awarded the first was the cares act the coronavirus aid relief and economic security act and that was sr1 the second was the coronavirus response and relief supplemental appropriations act sr2 and the most recent is the american rescue plan these were all grants that were in response to the coven 19 pandemic and are designed to provide additional funds to school districts to help us continue to operate through through the pandemic and the limitations caused prevention presented by the first grant sr1 was released in march of march 13 2020. the grant was targeted to prevent prepare for and respond to the coronavirus district 39 used the available funds to purchase the large thermometers that we used at all buildings last year for entry there's still one in the lobby and then in every building
093so that was our sr1 funding the esther 2 grant was released in the late spring district 39 used the allocated funds to support mental health social emotional needs professional development and items to address our physical plan we added hand washing stations to relieve wines and crowding and increased hygiene and large tends to support additional outdoor learning center that's what the sr1 or sr2 funds were focused on the third grant part of the american rescue plan sr3 was released over the summer the funds are supplemental to district 39's budget and designed to address the impact covid19 has had on our students in schools district 39 set priorities based on our experiences last school year in input from a variety of stakeholders through both surveys conducted last year and our strategic planning team these priorities included prioritizing
094the health and safety of our students staff and educators building school communities support students social emotional and mental health and advancing academic achievement and growth we are required to allocate 20 of the funding on directly toward learning loss i'm going to share sort of what we've come up with as our proposed allocation the first area is loss of learning district 39 will allocate funds to an online tutoring service for students who demonstrated low growth on map test scores between fall 2020 and fall 2021 so we'll be looking at both the spring and fall maps map scores in order to help inform the priorities for that our priorities will be determined based on a combination of growth in the team funds will also be allocated to the summer enrichment program for summer 2022 to support students
095who continue to struggle the summer improvement program funds will be allocated to support students in preschool through seventh grade and priority will be given to our youngest students for that summer learning the next area is mental health and seo many students were adversely impacted by the pandemic and have shown stresses related to mental health and social emotional development funds will be allocated to provide intensive training to teachers and other faculty members how to establish and support responsive classroom environments and school communities this will help teachers and faculty embed social emotional competencies into daily instruction an additional professional development will be provided to teachers and faculty around trauma-informed practices the goal of this professional development is to ensure that our teachers and faculty have the training needed to create learning communities that the adverse impact of
096the pandemic on social emotional learning and mental health for our students these funds will be used to support teachers and faculty district-wide from preschool through eighth grade the next area is parent education district 39 is committed to engaging parents as partners and collaborators in the education of their children in order to further this partnership district 39 will host a series of parent education events founded focused on a variety of topics topics as we indicated before responsive classroom will be one of our next ones including we started the school year with a return to full in-person learning we've done mental health we'll be doing mental health responsive classrooms executive functioning transition activities and other home school collaborations due to the continued limitations on in-person meetings and continued need for remote instruction during periods of quarantine district
09739 will continue to utilize zoom and will dedicate some of the funding from the esser grant to purchasing those in life that will be used to facilitate the remote learning family engagement as well as collaboration kelly also alluded to this one earlier talked a little bit about it students experienced a great deal of social isolation throughout the pandemic and continue to have restrictions placed on social interaction we will be allocating funds to increase the extracurricular programming available to support students who benefit from that peer support with mental health anxiety and social emotional development these funds will be focused on students in our middle school and junior high the restrictions and limitations posed by covid19 continue to impact healing instruction students teachers and administrators have identified the benefits of having access to outdoor learning environments as
098much as possible these outdoor spaces support learning during the pandemic but will continue to offer benefits for many years we'll invest in outdoor learning spaces to support improved health and safety funds allocated will support things such as shade structures outdoor furniture and learning materials next year is intervention resources and curriculum district 39 has a robust system of supports for students who struggle academically however in reviewing the resources and curricular materials that we used to support students we have determined that there is a need to purchase additional resources to support instruction for students who receive intervention services and again that can both be students who are struggling or students who require extension activities new materials will focus on math and reading interventions assessment tools and other research research-based materials and curricular resources improvement of instruction is
099our final area to personalize professional development and ensure that staff members have the specific training to meet the individual needs of their students district 39 will develop peer-to-peer instructional coaches who will engage staff members in job-embedded professional development instructional coaching occurs during classroom instruction where instructional coaches observe teachers model teach provide feedback and engage in meaningful discussions with teachers about their lessons in student learning this type of professional development occurs within the actual classroom setting it's very meaningful and potential to positively impact student learning i'm going to give a little bit more information about the tutoring services this is again part of the learn loss of learning for learning recovery from sr3 so we are expecting to offer the tutoring services for students who demonstrated low growth on math during the 2021 school year we
100are also going to be looking at their performance this fall so that we can make sure that we get as many students as identified the tutoring services will be one-to-one they will be online and parents will be able to arrange the tutoring sessions at a convenient time they can use those services to either re-teach concepts that students do not master or support current needs the tutoring program is varsity tutors and they do have a quick assessment so that they can help identify those areas where a student might be struggling academically and target that or they can help students with their current work students will be allocated a specific number of hours based on priority and as we look at that we are really looking we were basing the tutoring support on student growth students who
101demonstrated low growth and low achievement will have the first priority in students who demonstrate low growth and high achievement is the second priority and until we know how many students are going to access those services we know that not every family will want to participate we'll we'll know more once we have current input in regarding whether how many of those first priority students are going to accept it will be we'll go as deep as we can that is a lot of information questions thank you so much do board members have any questions or comments i have a quick question um thank you so much for this presentation i'm sorry to get a question about the um the summer enrichment program um you mentioned i think that there are like 300 students were recommended to um
102for review and reinforcement review reinforcement so is there any 61 percent um [Music] that's a great question i don't have specific information about that but we can certainly see if we can dig in and find out more information about that anyone else mr panzika thank you for lots of detailed reports here i'm gonna try and remember everything that i that um i had questions the summer enrichment program is always i think an important step because it really it really helps the students in need does that work that gives that option um [Music] in past years when we've talked about this we talked about the relatively low acceptance rate um and there are lots of really good reasons especially in our community never completely understood it the fact that it was almost double this year is
103i think an opportunity um i would i would like to see that the students that we thought really needed this help were receiving 61 of them and then collections of other people that had other options um and i know there's lots of reasons and that the parents have to agree and just encourage this but but i think the outcome is really valuable um and the numbers were always small knowing that we have tried really hard the fact that they're bigger this time if there's anything we can learn from that um that would help in the future helps these kids that that need to help you know they've been identified i mean it's a relative you know under 10 of our total population that's been identified so these are kids that really do need help um
104the higher percentage that actually then receive it the better and i know you spend a lot of time on that the 61 was like yay so anything we can do to you know get closer to that number in the future um so so again i think it's great that a bigger percentage took advantage of it and hopefully they they recognize how valuable it was next year tell their neighbors friends um can i just interject there and say that like it might be the case that more people would be serious about the program through some data to show that business rather than just like oh well they didn't get much sorry different oh no no that's great like i said this is something that i've seen multiple years and there's lots of reasons that i understand
105in the community why the numbers were where they were but i always feel like if we could get it higher that that would be very valuable so this is a much higher number than you've seen in the past oh yeah well i mean the chart here in the 30s and then it was 61 percent there's people that have other other options some that will never do it no matter how important it is but anyway enough on that anything you can learn suggestions um like that are excellent but he'll take that into account um on the budget we talk sometimes um how much do we charge do we charge too much too little do we break even do you have any updates along those lines i mean i know that the numbers are well actually the
106numbers here yeah it was in the just that how much we charge but i mean do you have any if you the memo that we we lost money this year um i know you know that part of that was because how did that compare to other years because we've yeah we typically are closer um this year we were 26 000 under our revenue or over budget i guess break even yeah and some of that was simply due to the larger numbers and really our efforts to encourage participation yeah i mean the 26th that's i mean for the value that's that's fine it's really more of we had always looked at you know are we charging too much are we talking too little you know if it's free sometimes people view it as like not worth
107anything so you know staying on top of that right and i think that those are questions and conversations we'll have when we talk about summer next next summer because we will use some grant funds to offset some of that so as we look at those children who are eligible and trying to encourage that enrollment the first one was again a little bit redundant on this but i keep hoping that there's silver lining the tutoring program to me seems like something that that might be useful in the future i mean this was targeted because of specific needs but i've identified a source identified um the number isn't that large if it adds value if it doesn't it's a big number but if it adds value some number in that type of program seems like it's like
108even in a normal year so you know the tool it's a tool in our toolkit there is a way of adding value in the future by doing that identifying different subsets obviously here but whatever i think that might be something to consider for the future another thing that we can offer to our students absolutely that's one of the things we've talked about as we have pursued use of these dollars in the most meaningful way really evaluating the outcomes that are accomplished by our students who participate to determine if in fact that is a sound investment long term or if it really is is best used to target those who are recovering from some unique experiences last year and maybe not uh so we'll be studying that as we and part of it is you know
109identifying a firm that you're comfortable with and the process you've made um and then this is for story i guess um the funding that they came in these are valuable incremental expenses does the budget reflect both both of those the incremental expenses to offset the incremental revenue so the revenue and expense spending it on things like this that improve our student's performance those were all items that i could remember anyone else this is schneider faves it's really nice because it enables you the team to figure out what each student needs i know anyone else we now have an opportunity for the public to address the board on the elementary and secondary school emergency relief 3 or sr3 plan i do not see any members of the public in our audience uh mr de monte are
