Mike Davenport here Christopher Espinoza here Cheryl Fuller here Jenny hagstrom here Trey pavasich here Joanna Vasquez Drexler here here and Caitlin Vincent here let's please stand please I'm like the indivisible part questions uh the first thing on order is we need a motion for the Board of Education to approve the minutes of the February 27 2023 business meeting the February 27 2023 closed meeting the March 6 2023 Workshop meeting and the March 6 2023 close meetings so moved second Terry and Mike no oh sorry Chris I heard a male voice yeah Fuller aye Jenny hagstrom aye Joanna Vazquez Drexler aye Mike Davenport aye Nancy kopka aye thank you Ms Kerry okay we're going to move on to the first reception of visitors do we have any jewelry no slips no slips so we'll move immediately
on to the recommendations and reports of superintendents Staffing and curriculum overview all right I'm getting there I'm getting there all right I'm gonna invite Rob for her good evening everyone from the microphone today uh we have Georgia and Keith who are joining us for our presentation we are prepared tonight to give you our recommendations for our staffing and our sectioning for next school year uh we made it through our course requests cycle for the students and figuring out which courses we're going to be able to run and how we'll staff those also looking at the additional needs at t99 as that program is growing our buildings so when we look at those in addition to some needs within special services at the buildings we're overall down our 2.0 FTE in the district so we're going
to kind of go through the rounds here Gina is going to take us through a brief overview of some particular classes that will fall below that 20 line George and Keith are going to talk through some things about the courses Scots available to answer any questions about special services and then Jeff will close us out with the recommendations around Staffing for all of that so I'll hand it over to Jim thank you good evening this year we have an increase in the number of courses that are recommended for cancellation due to low enrollment we had a few students who wanted to take the course next year and while it's up from last year when we only had seven we have 11 for next year it's really pretty typical in fact many years before that we've
averaged from 14 to 17 in 2122 we came to you with 14 in the year before 17. so while that's an increase it is not out of the North yeah in terms of the number of courses isolation we have an equal number of courses that we are recommending that are under 20 that we would really like to offer our students next year and that is also kind of within the range we usually average anywhere between 17 and about 23. so we're right there in the range of 22. we have one course that we really wanted to run at both campuses AP music theory which is of course where enrollment has kind of ebbed and flowed a little bit and we were really struggling to run that course with the lower number that it had at
each campus so we are going to do something for the first time or we're hoping to do something for the first time next year in terms of offering that course to students in both buildings with one teacher who teaches it sort of in a blended fashion so maybe in person in one building one day in person another day at the other campus and offering those students the opportunity online as well so combining those classes similar to the way we combine television years back when we didn't offer itself high school but different in the sense that the students will match will not be traveling so I did want to point that out for the bottom portion where it talks about courses that are combined any questions about that before I turn it over to George and
Keith who will talk through more specifics are we going to so the previous slide are we about to talk about the previous slide or that do you want comments on that now yes so I there were two things that's that stood out to me one is the the huge drop off in interest in AP French and then also uh at South there was a computer computer programming um should is do we have some sort of a is it just a coincidence that there's all of a sudden there's that fewer students interested I know we're looking at different cohorts and but that seems pretty especially the one with the French seems like a huge huge drop off we have been facing a decline in our number well we're facing declining World in general but we have
been basically reclining enrollment in French um also we have to consider that students can come in typically into Spanish to get a significant number that do we only have one of our Center districts that offers French so to make it to that level not all students have that opportunity as most of our freshmen are coming in in French one if they take it as a freshman so we have been seeing a decline in all of our upper levels of French is that a trend we think will continue or is that something we want to try to do something about it's French it was also done articulation although many of those students from Avery equally we do get a handful that do come into French three that is something that we are watching and we are
definitely looking at because we want students to make it to those those Capstone courses in terms of computer programming there there's many there's a significant number of reasons for that that we could go through but I think we're also seeing some of that changes we've offered other courses okay as well um too so yeah and overall we've seen a decline in World languages over the years as there's been increased interest in a variety of electives but especially in CTE is where a lot of students move from those electives in World Language over to election electives and CTE so the decline in in French and other world languages is across the board I just it was it's such a it's such a large drop from one year to the next and it makes me wonder if
there was something else going on there um that would make that would prompt students not to have as much interest in it um so um okay let me back up to this one for reference in the background I will kick it out start oh and I might actually end up my touching on a couple things I think that you were talking about um all three uh elective areas but specifically the visual arts um Career and Technical education and World languages at South have steady enrollment for next year which is a good thing um in CTE we will be offering keyboarding technology for the first time as a dual credit course next year and we have a completely full section in fact we had a de-enroll just a few kids out of there so that's pretty
exciting we have kept some of our lunchtime keyboarding programming over the years but never run in the regular school day this way in many years but now with the Dual credit um a lot more students chose to take it so that's exciting for the first time in the years that I've been in this position we will be running four sections of AP Computer Science we usually run three so that's nice bump in this course all right um and thinking about that that computer programming piece the other thing is we're up another section in our Project Lead the Way engineering courses for next year so we're for the first time we'll be running two sections of the engineering design and development which is the Capstone in that sequence so we have two of the the intro
kind of course then two of our principles of engineering two of the engineering design and development and a combined section with the civil engineering and architecture course so we'll be technically having seven classes in that engineering Project Lead the Way strand which is awesome and in addition we still have our four sections of our pre-engineering class which is not the Project Lead the Way class just the kind of intro to engineering class and then at South for the first time in a while um French and German are stable we've been kind of losing kids there and the board has been great to support German the AP German course with low enrollment we're going to run a little bit different comment it still has a very low enrollment but we're running a different kind of combination
there um so that we didn't have to have it under 20 it'll be a larger course and we actually added a course of Spanish for next year which we haven't gone up there in a little while so that's all good news in the elective uh areas um kind of talking about some of the newer pieces that you guys will be familiar with um under Gina and Ryan's guidance we continue to expand dual credit offerings as mentioned we'll have that dual credit keyboarding technology class and we'll also be running a section of our new dual credit speech communication class so that's really exciting that runs out of our English Department you in December heard about the new science offerings they can continue in the same sequence or they can choose a different sequence and the Earth
and space science course is extremely popular we have 15 sections of regular Earth and space science and three sections of honors Earth and space science for next year so the enrollment and the excitement about that class is huge the science department has done a great job of promoting that at the same time our enrollment in AP environmental science is higher than it's ever been we'll have a fifth section of that and our enrollment in in the new environmental sustainability courses up so we'll have another section of that our Project Lead the Way principles of biomedical science continues to be really popular we're adding a sixth section of that that enrollment has steadily increased over the years that we've been offering that course and then in order to serve our English Learners better we will be
running a section of el biology and a section of our new Civics economics and Society course in social studies for the English learners um a couple other just points of interest in social studies our AP economics courses both macro and micro are also dual credit courses so students can elect either or both technically and the enrollment is growing in those courses which is really exciting and um finally I wanted to mention that we will be adding in our special services department a sixth multi-needs classroom next year so that can that program continues to grow which makes sense because t99 continues to grow um too so those are kind of the cell highlights for this go around any questions from Georgia before for Georgia before we move to Key I did it's it's kind of off
base just it is it's if you know you know but it's not I'm just curious for like our stem all of our stem programs like the biomedical do we have a sense of how many people who do go on to the university go into like their medical Sciences do we you know I don't know honestly I wish I did um we do a lot of senior exit surveys I don't know if we have specifically asked anything about that or if the science department has ever um just with all the engineers yeah it would be really interesting to know yeah because the Project Lead the Way courses in both areas have been really popular it's great thank you Joy sure all right Keys your turn Albert North hi okay so um one one thing I want
to I'll start with some core classes and then move into the Fine Arts and the electives so in math I'm really excited to share that specifically in the math 3 area we're seeing a shift in our sections so we're seeing a shift that's moving from the um s courses into the more general math and also the honors and up and towards the AP so we've seen an increase in our math soon um I was looking at the cohorts um actually moving from moving up um so we're seeing an increase next year we're going to be adding another cohort for a group of we're up by 28 students in just math that are moving from us into math and then 26 that are moving up into honor so it's a shift there which is really neat
we're also adding one more section of calc BC of AP so that's a really nice shift to see for our math department and their conversations with the students and pushing them ahead um Earthen space science just uh and just like at South as is very popular we're going to be running eight sections with two honors sections there as well so um very very good uh for our students um I'm also very proud of the social studies department just like at South adding the Civics economics and Society El course brings that total Department up to three courses that are really focused on our El students that have those Standalone offerings for them so that's that's really special for those students our special services of course continues to grow at North as well we grew by 92
course placements over the last year so that's a big jump in our co-taught sections also specifically around our Rising 11th graders that's a a very large group of students being served by that group and um I believe is the same as South we're offering support in the third math our third science class excuse me with that edition of the Earth and space science so we'll be supporting in there as well for um in Fine Arts and CTE some really fun stuff to share there I was thinking about this today as I Was preparing so we have one ceramic Studio that is now booked Non-Stop all year both semesters to the point where we're having conversations with our department chair Breyer Teague about the possibility of offering a zero period course in there for next year
for students who are really doing there so I do credit our teachers in there for really drawing the kids in and engaging them it's really pretty cool so that ceramic studio is packed um the other thing I would mention is in our culinary offerings are really up and I went back and I was there I was talking to people because I'm new and I was thinking about when the construction was completed and how much the enrollment in those courses has bumped so um the year that construction was completed and started there were 15 sections of in all of our culinary classes in the three offerings there are now 24. so just the opening of that space with the glass that you can see in and see what's going on we now have overflow in another
class room that we have to use for all the students that are interested in that also very exciting and as at South our El population is continuing to grow as well we had a great English language professional development last week with our teachers our El Department put that on it was just really quick things that teachers can do and skills and strategies they can use in their class they celebrated what was going on already in the school and to see how we can spread that goodness so that's really great we're going to be running of course I mentioned the social studies El courses as well um and we're hopeful to find an El science teacher to help because we we could fill an entire El section of the Earth and space science because it is
that that popular so a lot of great things happening any questions for Keith that was great that the facilities are being used in the kitchens too that's great it's really neat it's really neat to see those numbers and to see that jump yeah because of that yeah you know I was uh last week I was on a panel in a couple of U.S government classes at South High talking to students we were invited in and one of the questions I got was you know do we you know do we listen to what students have to say and of course they're thinking about a lot of different things and I started thinking about all the ways and this is a huge way this you know we have a an abundance of class offerings and then we
make decisions about how many of those to offer and what we don't offer based on student interest and and this is their way of voting for what they want to have happen and so I just I just thought I'd share that um and Mike we're we're somewhat unique in the way that we schedule here around student course requests is the primary thing that we're working around we don't walk in with a predetermined like we're going to run this many sections of this and that and whatever we build around student choice and what they're interested and then we work as hard as we can to get get it to all fit together as a puzzle piece so that students really get what they're looking to have as their their experience doesn't work out you know sometimes
things don't break right you know perfectly and sometimes we have to offer up second choices to students but the great majority of students get what they're asking for here in District 99 and then we work from there so good segue so we start with those information that information we take these are all of the positions that are outside of those requests which we brought those changes to the board at our last meeting so those two pieces together come together in what Rob opened with about total FTE across the district so full-time equivalent positions is FTE so 417.1 is a reduction of two we do have a slight drop in enrollment so that reflects that declining enrollment however we are increasing support in special education at t99 and within the path program so at this point
I turn it over I believe Scott's the next person because that's what we're talking about are those increases in Special Services yeah thank you so the top two are the um what George and Keith were talking about in terms of North Dakota and the director program which is for supporting students with emotional disabilities and then at South um we have obviously the MN program the sixth classroom that we're excited about to offer support to students and you know obviously that's in our projection of t99 in the future as it keeps increasing those are where the increases are coming from as we keep building our programs at North and South and then I have the special services coordinator which is the new position to help support our department chairs and it's the point for it at
North and 0.6 head south we have the special services outplace coordinator that will be working at t99 with Lisa Barlow who is moving over there as our director of special services but supporting transition actually physically being there and then we're also having our special services outplacement coordinator help out with subbing which has always been we've been kind of having North support t99 this will be a great opportunity to have someone just kind of fill in as needed to help that and that alleviates some of the pressure when we're taking you know a staff member away from uh from North High you know to help sell that North so to be at t99 so and then um obviously Robin mentioned at the beginning I think all of this the t99 teacher which is the increase from
this school year to next school year we will be increasing even more so the next school year with students so just be on the lookout for another teacher at t99 we always appreciate your support I mean our our district does support our special services in an amazing way so we appreciate that and then we do because of the increase of the speech therapist increase that's going to be a little bit at North and a little bit at t99 um and then we talked about this before the path coordinator increase which is the 0.6 head south to make that person a 1.0 and a 0.4 I'm sorry flip that around 0.6 North to make that person uh Patrick a full-time uh in a in the path program and then at South Michelle will be full time
with the 0.4 increase so we appreciate that support too that's working with our students in our in the in school intervention room in our path program so go back just when I was trying to remember this but remind me how it works I get it where you spelled out the 0.4 versus the 0.6 um like for the special services coordinator but for North High up top with the special services and structural that's the teaching FTE so 1.6 at the same how does that work like at the same school yeah yeah so we we go through and look at what um just like in the process of student selecting courses but this is really driven from the IEP meetings of what supports that are needed and then those students are placed into the different classes and
things like that so for example for north um like Keith had mentioned there's one North is increasing in in students that are enrolled in special services and getting support um but also the directive program is something that used to be at North the enrollment when uh really low and so we actually South has been supporting some of the students at North but they have enough students to run their own programs so that's kind of where that increase is coming in in play for North High so we need 1.6 FTE to cover that increase in those services but some of those will go back to back to no it's actually increasing North so that they can run the program um and then itself increases from the I mean the 0.4 is the overall kind of structure
of special services but we do have an increase in this multi-needs program that's driving a lot of of what we need at South does that answer your question or I don't know if I was it so it's a full-time person and then this yeah so it's like so at North it's a full-time person would be the 1.0 and then it's three additional class birds for the whole year so every 0.2 is like one class there we go yeah so that one point one is one semester of a class okay so most classes are paired together across the year so that's point two okay so a point six would be a teacher with 0.6 is teaching three sections a day all year long somebody 0.5 would be like three one semester to another right because each
of those semester Stacks together is a point one so a 1.0 teacher has five classes a day both semesters plus plan plus supervision plus launch is it Scott remind me how what's our total FTE allocation right now for um t99s well tonight so we have um so we currently have six teachers a vocational coordinator um and for so far teaching staff there's six teachers The Vocational coordinator is a certified staff member um and then Carolina who's our t99 coordinator is a full-time staff member and then we have our speech therapist as that's a certified staff member that will increase the full-time she's currently a 0.8 at t99 so she'll go up to the being full at t99 and that supporting North but then North has an increase to help with this speech support as well
and we put that together with at North and South What's the total for special services so I'd have to go back and look at the number I could get you that I or just curious I mean because I mean 5.4 is a is a it's a pretty it's an investment that's needed so but just to help people understand the magnitude of of what we're doing we're currently at South I believe if my numbers are right we have like 46 special ed teachers and Stat like certified staff at South and like 36 at North so to put that in perspective of an additional and then t-99 has the you know like eight FTE of like teacher um you know kind of positions um to give a little perspective with that but it definitely is and I
mean a lot of that is like t99 you know growing and it'll continue to grow you know like South is continues to grow in our in our multi-needs which is uh it's it's awesome I mean it's great people call and they're just like we hear you got good programming and you know we want to you know even when students are in you know third fourth grade they're calling and asking about our programming um so I mean it's a wonderful service that we offer but and special ed is very different in the fact that it actually comes down to students IEP plans right so right number of minutes of social work and the different variety of supports and needs like each student's needs it can be very different from one student in another a student might
be in mostly General Ed programming and then have a course or two supported in special education to being totally inside like in the MN program where you're almost in a school inside of the school so you know we're seeing an increase in the number of students in special education right now but it's not like when you see a general education student go up we know they're going to take like seven courses you can kind of it's a pretty predictable formula as to what's going to happen Scott and the special whole student services team and Special Education team it's really student by student looking at what their needs are and where they're going to be placed in their courses so one student in special education could have a very large impact on the overall programming and
Staffing or it could have a very small impact but it's uh it's a much more difficult puzzle to put together what I would say too to add to that like north um you know in the past couple years actually has been really not asking for a lot so this is kind of like where we're seeing the director program and the growth of a number of students that are going to be supported by co-taught and things like that so it does kind of you know it kind of does a little roller coaster I think from my experience obviously this continual like multi-needs growth you know obviously that's why teenagers being you know we're building on there to accommodate the students I mean we're going to be up in the you know in a few years we're
going to be in the 90s which I mean we started that program and we were at like 20s yeah it's been amazing and it's all coming from our multi-needs within the high schools you know at North and South yeah um so well in addition to meeting those unique needs um you know it benefits the entire program as well you know just being able to do what we're currently doing better better coordination and and bringing in additional expertise as well more kids stay Within 99 boundaries rather than going out and and costumes we worked really hard on the you know right trying to follow the least restrictive environment of trying to have students come back from our outplacements to um which is a great difference so that's a great that's a great Point Terry because I
mean there is a there is a cost to not doing this right we have an obligation to take care of our students in the way that they need to be taken care of bring it this way if we can't do it in-house we've got to do it out of house and that costs us even more this is a long term it's a great Point here cost benefit to keeping it in-house and not only that it's a benefit to our community of keeping our own kids in our own Community yeah and they can stay home you know and be with their families that makes a big difference just like our regular well in transportation costs for outplay students is very expensive on top of the the placement costs so in the long run it's the right
thing for the kids that's why we do it but it's also the right thing for the district's budget and for taxpayers to try to keep these services within our community this is a small price to pay well it's actually a big price it's a big price today but but it compared to the alternative it could be worse it could be worse yeah I mean you know what I meant I know what you mean all right uh who do we have Jeff good evening everybody hello hi Dad and I am just going to kind of walk you through uh the last portion of our uh presentation and Staffing for next year focusing on my memo uh first portion of that uh notes for you staff members who are being honorably dismissed for next year uh those
are staff members who we do not have equivalent FTE for next year so because we've heard some of the reduction in our enrollment so we have overall that have ripple effect excuse me and so some staff are thus not able to have the same FTE they have this year so those are the folks are being honorably Smith there's seven of those for next year uh also on the memo our couple staff who are just being dismissed um some people say why not honorably that is because those are staff are being dismissed for other reasons honorables for the reduction in FTE uh these other two staff members who are listed there are being dismissed because they were filling leave positions which have now expired so they would not have been coming back in either situation because
of that so that's the difference there in those two things um then beyond that you see the list of names of all the staff members who are up for renewal for next year and that's the large packet of contracts that Julie's brought with to be signed and later this week uh lending your approval and strange of those I'll be meeting with staff members who will be very excitedly I'm sure as always looking forward to seeing those so they know they'll be able to continue their employment here in District 99. uh also in the pack of information for my section are the resolutions that effect for all of these actions as well as the exhibits which are the list of names again and then the copies of the letters perform letters that will be used in
terms of informing these individuals of what's going on after the board ends to that portion any questions for Jeff just a comment that this is just this is really tough having to you know the honorable dismissals um you know I have to mention Belford Hernandez here because he's you know he's such a he's so great and I'm sure the others are wonderful as well and uh but uh student population goes down and the need goes down and and it's also student interest as we said as we start with what the students are requesting everything's a ripple effect after that moving through by no means is an honorable dismissal that anybody was a bad teacher or poor teacher it's it's honorable we didn't have work we don't have work for you yeah so then then we
have to move forward you just hate to move you hate to lose any good any good people because good people are so hard to find so education that's helpful too I think right yeah and we will definitely help all of them land on their feet but uh you know it starts with what our needs are and that's kind of the end result in some ways and it's uh it's never it's never a good thing to let good people go but in the end you know we also can't keep uh staff that we don't have sections for all right any other questions all right thank you Keith and Georgia for joining us this evening thank you thank you thank you I just want to say thank you Georgia this is your last last week thank you
[Applause] you're welcome to come back for this evening next year if you'd like yeah [Laughter] I'm sure she'll have the uh the Youtube plugged in oh I'm sure yes yeah yeah maybe two Nancy you just made I think a comment about the amount of work that just went into everything that we it sounds so so cut and dry but yes is not it's hours and that wasn't it's literally of the team you saw today it's literally three straight full days of just that team in the room let alone all the work of Department chairs and counselors and teachers and everybody else behind it you know this is what drives the engine here so an appropriate amount of work goes into that and making those decisions so all right so turn it over to Rob now
for a couple of textbook recommendations for next year all right thanks everybody uh yeah we have three recommendations for textbooks the first one is for our biology course the second one is for the new Earth and space science course they need a book to for their course and then the third one is for our personal trainer certification and as I said in the memo goes through a very rigorous vetting process with the teachers Department chairs the apis in Gina and so these are the ones that they have settled on as their recommendation for years for next year talked about that at one point and we didn't have the enrollment so no no we've been we've been pretty much able to or offer a section we also it's dual credit yeah of course and this is
actually an update a newer Edition that aligns very very closely to the exam that they have to take so yeah no that was early on when we first started talking about yes oh we've had not recently right yep but it's great to see yeah it's a good it's a good class I took it there you go that's what's up oh I just I just have one quick question for the Earth and space science was there a newer Edition we all I think we were all thinking that yeah so it's interesting because I we raised the same question and I actually just spoke with our representative on Friday Friday afternoon in fact and they do not have a schedule to update that book in the near future really they can't even give a tentative or estimated
date remember Earth and space science doesn't change at the same rate as biology does right it's I don't know I think we've come across some new things well you Pluto's a planet it's not I mean I mean you know what that's messed up man yeah not the same planets that you and I probably went to school with stick around my daughter's laptop have you heard about Pluto that's messed up you know so yeah that's a good point okay there we go all right great so I I mean I just asked yeah that's a great question those are still posted for if somebody would like to review them they just need to reach out to to Rob I think they're at the library aren't they no no they already didn't no most of the textbooks now
especially the ones that are more virtual the only way to see them is to sit down with somebody and go through them so it's not like with many of the digital resources it's not like something you can put on a shelf oh okay so so because of that we've transitioned to anybody who wants to see it they just need to reach out to Rob and he'll create an opportunity for somebody to review the resource all right Transportation contracts uh these uh came to the board a month ago nothing has changed since then it's the same details uh you saw then but tonight they're back for Action um first student is a recommended increase of six and a half six and a half and then uh sunrise for special education is six so they're both in
the same kind of ballpark any follow-up questions for from board members for junior Mark since the last time all right that's up for Action this evening uh also uh back is the sale of bonds for the galvanized pipe project at North where as part of this project we're required to publicly notify the board of the sale of bonds so that's what this serves as in the public meeting um you've been informed thank you uh Jewel litigation partial settlement this is something we've talked about with the board enclosed as it was a pending legal matter it's now out in open now because we are reaching the point of a partial settlement as part of a class class action lawsuit that District 99 is a part of as part of this we provided evidence of all of
the staff resources that went in both supporting the response to vaping but also then the discipline that goes along with that as a result of this this is the first of what will likely be four settlements related to this lawsuit there's a gross offer for District 99 of 114 thousand dollars 130 or 114 137 dollars and eleven cents out of that uh portions go to a variety of different law firms we believe that the net that the district will receive will be somewhere around seventy eight thousand seven hundred and fifty four dollars for very little staff time invested in this process so to receive over we'll receive over a three year paid out in portions over a three-year period so it is uh the board's attorney's recommendation that the board accept this offer this evening
any questions I don't have any more all right uh next one is that the Board needs to establish an organizational meeting the administration's recommendation is May 15th which is actually when our meeting was scheduled and it is the last possible day to do a board organizational meeting under the new laws that were passed um so we are establishing that date for this meeting and then the final one is an amendment to assat to the sasset agreement this has been shared with the board multiple times Joanna's been part of these meetings as they've discussed it but it's really creating two different boards one that's a board of control that's made up of superintendents or assistant superintendents like Scott that are in the room that are have the background knowledge of how special education works and the
mechanics of it doing more of the day-to-day business and then splitting off a governing board that's looking more like Mission Vision evaluation strategic planning and those kinds of things to reflect more of kind of how the the war the board works within a regular school district sacid would work very similarly in that way everybody that's a mem every District that's a member of sacid would have represent representative on the board of control so it's an action item this evening to approve this amendment to this asset agreement for that structure this was something you thought was a great idea right Joanna so yeah yes I know it's something that you kind of evaluation right yep so thank you for that all right the last one for this evening is Freedom of Information requests we have received
them and responded to them they can be found if you search our website for foia you'll see a little green bar that says recently fulfilled foia requests that brings you to the long list of foia requests that have been responded to that's all for superintendent's reports this season anything else from any of the board members okay hearing none we'll move on to the public hearing the next agenda item is a public hearing on the proposed reduction in force of teachers this hearing is held in line with section 24-12 of the Illinois school code which provides for the hearing when the number of teachers to be reduced due to economic necessity is greater than 5 or 150 percent of the average number of teachers honorably dis dismissed in the preceding three years whichever is more while
the reductions contemplated later in this evening's agenda are not based on an economic necessity we are holding the hearing with the intent of giving both the teaching staff and the public notice of layoffs and the opportunity to express their views to be clear the reduction in force is excuse me the reductions in force contemplated later in this evening's agenda will not impact educational programming and are not based on economic necessity rather these reductions are based on course selections for the upcoming school year so with that do we have anybody this is opportunity for public comment if anybody would like to address the board this is your opportunity you'd have three minutes and it would follow all other rules of public comment hearing none none then we will don't we have to close that or can
we just need an emotional move we close the public hearing second Mike and Cheryl thank you very much Mike Davenport aye shirelle Fuller aye Jenny hagstrom aye Terry pavasich aye Joanna Vazquez Drexler aye Christopher Espinoza aye and Nancy kapka aye the public hearing is closed we'll next move to the consent agenda and before doing so I just like to pull mention three things that are in the consensus area and of course see if anybody else wants to bring anything else but we've had three donations yes first we had a donation from Gary Nick crystalline Christine of some lovely musical instruments we had a donation from the Downers Grove Road Runners of over I believe is over twelve thousand dollars some of the money going to the north to the South into the t99 programs and

much Joanna by Chris Drexler aye aye Terry pavisich aye Mike Davenport aye Mr Espinoza aye Cheryl Fuller aye Jenny hagstrom aye and Nancy kupka aye the motion curious we'll move on to Old business uh we need a motion for the Board of Education to approve the policies as presented did anybody from the policy committee have anything to say okay nope I've brought them with just in case let's make a motion that we can have discussions so moved Mike uh I've received no follow-up from any board members with concerns about these we have made a couple of changes in administrative regulations that are associated with these policies which is how we carry them out that will release tomorrow or we'll put in our our files tomorrow and share with staff as well as we said last
time most of these are really clean up type changes there's not a lot of substance and in the changes that are presented here it's either clean up or responses to change in state law or federal law there's one that's Federal right that's it okay can you call the book Mike Davenport hi Cheryl Fuller aye Jenny hagstrom aye Terry pavisich aye Joanna Vasquez Drexler aye Christopher Espinoza aye Jerome Fuller hi I'm sorry yeah hi emotion care is interesting I thank you again that was a lot of work from the policy committees it's a stack it's a lot okay uh we're gonna move into our second reception of visitors have we had any slips no slips so we're going to move into our Communications and announcements um Lund Jenny anything to update yeah we had a meeting
on Friday March 17th and then we'll have one more at the end of April and I think that'll be the last one for this school year um there is a lot going on right now I I'm in Springfield and there are land representatives were kind of wanting to point out that you know there's a there's new leadership and a lot of new representatives and so there's a lot you know it seems like going on maybe even more than usual they were looking at they did have the Lend executive committee committee met with uh Senator Emma scrope his name villa villa volume [Laughter] from Skokie he was the the senator that tried to push through a sex education mandate Bill during the veto session it did stall at that time and there is no bill currently
filed or in the works but the Lend committee wanted to have kind of a preemptive conversation with him about it and see where he's coming from there are a couple of concerns both in you know whether he's whether the survey results that were sent out by the Illinois State Board of Education or isbe sorry whether they're an accurate representation of what districts actually want there's also concerns because at any time parents can opt out and if a large percentage of parents were to opt out that creates some operational issues for schools because they need to continue to educate kids during that time and it would just be like you know kind of splitting everybody up and what kind of instruction is going to happen for the kids that are opting out um so that is
styled they wanted to they wanted to make sure reiterate that there isn't anything currently being reviewed on that um and then the couple others that they are monitoring are a minimum salary for support staff they feel like that needs a little bit more discussion because if they need more information on the funding source there's a kosher food bill which also is getting quite a bit of opposition right now mostly because they need to address some liability language in the bill and they also need a state agency that would kind of oversee the the bill and they don't have one presently and they don't think that any state agency is going to step up to that responsibility um there's a literal literacy and dyslexia bill that's being worked on but the way that it's written right
now they they don't like it and they are hoping for more review and discussion another bill on discipline that again was given an extension for more review there are some bullying policy bills that relate to cyber bullying predominantly those also need review and then they're still watching a 10-year Bill to shift from four years to three there has been some movement on this bill but they're still in discussions as to a couple of items we are trying to move forward with the graduations rate bill or the bill that kind of recalculation recalculates yeah the students that are in the transitions type program so that they aren't altering and then graduation statistics and then there was kind of a confusing bill at the end about cash on hand and how districts need to disclose when they
have over a certain amount and that seems like that's pretty preliminary at this time also yeah overall in that meeting as Jenny mentioned the big change is in the past the list of bills was thinned out before it went to First reading and it seems as though under the new leadership any bill went to First reading and it we're still waiting to figure out where the thinning of bills and combining of bills and all of that that traditionally happened before we got to this point will occur there's literally thousands of bills out there right now so and we understand that the legislature would like to adjourn early this year so we're wondering where all of this work will get done in the next month and actually I think there was a deadline of um the
third reading deadline of March 24th for the house and March 31st for the Senate and they're looking at a May 19th adjournment so it's a very um yeah compressed schedule so it'll be something that will be closely monitoring with lend over the next next couple of weeks I hope we get some success on the graduation rate calculation I know there's going to talk in the communities yes and they're probably the two that are most looking like they're moving forward and what they're addressing so and they get they get paid to do their jobs and they get to compress their I mean we maybe we should vote uh yeah yeah you try to do yeah the schedule's already been made all right incredible okay Joanna did everything on sale I haven't had a meeting since my
last report and so it's on Wednesday here uh yeah we're um we're hashing out our uh our mission statement and our goals so um that's pretty much what our meeting entailed this last time so we're we're working on it is any updates from Association School boards not the report our upcoming board meetings will be April 10th we'll have a workshop meeting here at 6 30 and then on April 17th we'll have our regular business meeting at 6 30 here at the ASC we are going to be going into closed session I'll be asking for a motion in a moment but when we we will not be voting on anything when we come out of closed session so you're welcome to hang around other than tour other than to a journey yes we're going to vote
yeah yeah so I do need a motion for the uh to go into closed session for the appointment employment compensation discipline performance or dismissal of specific employees specific individuals who serve as independent contractors in the park recreational or educational setting or specific volunteers of the district or legal counsel for the district including hearing testimony on the complaint lodged against an employee a specific individual who serves as an independent contractor in a park recreational or educational setting or a volunteer of the district or against legal counsel for the district to determine its validity and for the collective negotiating matters between the district and its employees or the representatives or deliberations concerning salary schedules for one or more classes of employees so moved everybody moves everybody moves gotta pick two I'm gonna say uh Jenny and Mike
okay thank you Jenny haggs Mike Davenport aye Christopher Espinoza aye shirelle Fuller aye Terry pavasich aye Joanna Vazquez Drexler aye and Nancy cupka aye motion carries we will be going into closed session uh so thank you for all of our attendees and we'll take just a few minutes break we'll be in this room so yeah
