All right, it's 7:00. I'll go ahead and call to order the regular meeting of the Bay City Public Schools Board of Education. Everybody look please stand for the Pledge of Allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands one nation under God, indivisible, with liberty and justice for all. >> There's open meeting statement on the south wall of the board room. All board members are in attendance. Um we don't have any student and staff input notes except for during this month's meeting. I have not been um given any public forum, so we don't have any public comment this evening. So, we're going to move ahead with um item four the consent agenda with 4.1 approving the minutes of the previous Are any
changes or concerns regarding the minutes of last month's regular meeting? >> See none. >> We'll go ahead and we will um move on to 4.2 approving claims against the district. >> Yeah, there's really uh three or four claims that I wanted to highlight for your attention. A couple months ago we agreed that we would continue to do something for our backpack families in the summer uh to help with food security. Last year we did uh the weekly gift cards to Dales and Diggers. Um this year we decided to change it up a little bit and um getting mailed out tomorrow to our backpack families will be a gift card to Bergers Meats and Stuff. >> Okay. >> And so, um so it'll be just a little bit different. We'll see what kind of response we
get. You know, we provided meals here at school. Last year we did Dales and Diggers. This year we did Bergers Meats. So, we you guys had budgeted 15,000 of the general fund to do that and our cost is 12630. So like I said the cards will get mailed out tomorrow. >> Will they Well, will those people be give Will a letter accompany it? >> Yes, I drafted a letter to go with it explaining what it was. >> Okay. >> Yep. >> One card rules. >> One card for the summer. >> Cool. Does Is the card available though like it's not Does it cut off at a certain date? >> Nope. >> Yeah, just when they use it they're out of it. It's like a gift card. >> Yes. Yep. And so if they choose to
spend it all up front >> Yep. >> if they choose to. But what What we did is if there was a family with one student, they got $300. And for each of their enrolled student, they got an additional 50 on the gift card. >> Cool. >> So >> [clears throat] >> Missy Gladkowski and I kind of had a conversation about that and thought we'd try to >> Keep like like using our local businesses for that. >> Yeah, that's so. >> Yeah. >> Is there any way to track and make sure that they received that? Or they not used? I'm just curious if they got them. That's gets lost in the mail or something. >> Well, probably not because the way Birchall did these particular gift cards, they actually didn't do a plastic card. They actually
just did it basically like a postcard. So then each time they use it they'll >> They'll write down their amount and show it or whatever. So Good question but no not I don't want to do that. So you know, last year we could track it because at the end of the month, the Elks and the Dyersville bring us the you know, receipts because they had the families had to bring in a sheet of paper each, you know. So So yes, there's a little less um tracking going on this way. >> Hopefully they all get there. >> Yeah, we hope so. >> So I wanted to bring that to your attention. [clears throat] Um Um, I wanted to bring to your attention a big transfer. Transferred money uh from general fund to depreciation fund. Um we're
sitting in good shape financially. We had a multi-year CD come due. Knowing that we're looking at doing some additional H back and replace our projects, I just went ahead and took that CD and took the liberty of transferring it to the depreciation. So, it's already there. Take that into account in July and August as we get ready for the what other transfers to make at the end of the fiscal year, but uh like you said, that CD came due. It just made sense to make transfer now because of where we're at financially in the general fund. We didn't still need it the general So, we'll talk more about that in details as we get, you know, closer to making some big purchases in the seconds. Uh Parent Square you we've been using Remind the Remind
app by coaches and teachers, sponsors. That got bought out by Parent Square. And so, we're in the middle of that conversion, and so hopefully we'll go live August 1. So, you'll now be getting new stuff on Parent Square. Um it will sync the information directly out of Infinite Campus. >> Well, we have to re- sign up for the Remind? >> Yes. >> Oh, wow. It's not a sign I mean, like you it's got >> You get text messages. They upload like a whole list, and you just all get text messages or emails. >> Okay. >> It'll be more like Thrillshare >> on your end? >> Okay. >> You can get it on the apps, and you can download the apps to you get parents, but it's a little different. >> We wouldn't use it for
like sports groups, you know, stuff like that. But yeah, we're going to have to still re-sign up for the David City wrestling club. >> Yeah, or the coaches can sign you >> Right. That's what I'm saying. >> That's what >> Yeah, that's what I don't know I'm asking. Like I've already part of the football remind that is >> It'll be a new one. Call August one. >> [laughter] >> Toddler. >> Congratulations. Three years. And then uh >> No, it's okay. >> Pitney Bowes is is one that uh we just prepay our postage meters as we get to the end of each fiscal year. We just preload what we think we might use the next year that we uh treat buildings postage years and so that's what that $11,000 is just pre-prepaying some postage uh that's
fine. So So those are the ones I wanted to bring to your attention that were unusual [clears throat] or not um monthly expenses that came out so now >> Can you um elaborate on the preschool speakers and the bell system? Um from part one. >> Uh remind me what we did did a while >> Uh we added more speakers over there. So when say we needed to do like a clickable um a call over there or you know like Yeah. Lockdown or whatever. Um they couldn't hear us because their phones um are in like little rooms and so when the kids are there playing, nobody can hear. So they had speakers put in the room so now they're going to hear if something comes. Um and then we added it on the playground too. So
if they were out at recess, they couldn't hear. You think it was call music situation. >> Safety security. >> Yeah. And then I'm just [clears throat] curious about the University of Nebraska transitional certification program. >> Yep, that's uh Alicia Meush is still working on her alternative certification. And [clears throat] so this next year will be her third year. By the end of that, she should have this regular teaching certificate by the end of this next year. We're required to pay that too as part of the program. >> Okay. >> Yeah, good question. >> [laughter] >> Any the quick questions on the claim? >> [snorts] >> Nope. All right, moving on to 4.3 financial reports. >> Yeah, as I mentioned a little bit ago, the general fund is in really good shape. Um, saying what more
money in there than we were a year ago. I have not had time to investigate why it's a million dollars higher at this point. Uh, but I do know there's some appropriation um, money that I don't think we're getting next year that we're getting this year. And so, uh, I'm just not sure if that's part of the reason or if people have prepaid some taxes, which would seem unusual to me cuz our tax request from last year to this year isn't much higher. And so, um, over the next few weeks I can just got to do some digging. I'm not sure why it's um, that much higher. I wasn't anticipating that that big of a tax draw this month cuz it was a two and a half million dollar tax draw. I wasn't anticipating that.
So, I will do some digging. We just got through all these hearings and stuff. I just haven't had time to do that. So, so as you can see we're sitting in good financial shape uh, right now um, as we're getting ready to start a new budget cycle. So, I feel good where we're at there. Um, in terms of monthly expenditure report, we spent 70% of the budget. We've got two months left to go. Uh, um, so like I said, we're sitting in good shape from that standpoint. We should have money available to make some transfers this week. You already talked about HVAC and some other stuff here another agenda item. Appreciation fund, we do have a lot that'll be coming out of there um, in the next three weeks. The carpet [clears throat] has all
been installed um, in the classrooms and the tile will be done by the end of the week. And on Monday, Eakes will be here starting to put new furniture in both libraries um, and the band room. And so, we're going to have some really nice renovated uh, places here in the next three weeks. And then we'll also have to finish the, uh, Bellwood HVAC. Their goal is to have the HVAC done in all the classrooms and hallways by the end of June with just the elementary Bellwood elementary gym left to do in July. >> Did anybody take those shelves that were in Bellwood? >> No, but I uh >> Run along. If you need one or three things, that's just everything clear but yeah, they are I think use that with for something that I
thought more so people would want. Yeah. Fact. That's right. >> We'll keep trying. >> Yeah. >> Um >> I think >> Lunch fund, still waiting on one more reimbursement. Um so that we know what we're going to need to transfer there. Uh, I would guess we'll run 60,000 in the red for the year. Would be my guess when it's all said and done. Uh, employee benefit fund, in good shape there, no concerns there. Same way with activity fund and QC fund. Um no financial restraints or concerns there. Uh, building fund, uh, we paid our last lease purchase payment, um, back in, uh, April. And so, don't anticipate any more coming out of that fund uh, during this fiscal year. That those money should stay idle. Uh, as you can see in the bond fund, we
did get $1.16 of back taxes from Saunders County, which is more than 13 years old. Uh >> Okay, I have a quick question. You know, we're really getting up there with the $1,591 in that band account. What do you do with that? Does it just stay there indefinitely or how does that work? >> What they the ND or yeah, ND recommends you keep that so that in the future if you do ever pass a bond, you already have the fund created or you got to go. And so they said, "Just keep about $1,000 in there." And so, every about once every couple years when we do get a little bit interest, I'll you'll see like $500 transferred to the general fund, which you're allowed to do. Um but up for the most part, it just
sits there as an idle fund until you pick up a pass a bond. Otherwise, you got to go through the hoops of opening up a new one and going through the state and get that approved. So, it's easier and you're just um we'll leave it open. Yes. And that's student fees. You won't see any activity in there again till the fall when we collect that F F and that's just how these things but more than glad to answer any questions you have. But obviously, we're going to be digging pretty deep in the weeds of those these funds in the next couple months. >> Are there any questions about any of the funds school officials? >> I don't have any. All right, then I will entertain a motion to approve consent agenda items 4.1 to 4.3.
>> Approved. >> Second. >> Moved by Donnie, seconded by Marcus Clay. >> Yes. >> Dustin? >> Yes. >> Casey? >> Yeah, and Donnie? >> Yes. >> I vote yes. >> Yes. >> All right. Board committee reports? >> We don't have any, but just a reminder to the policy committee, we're going to meet next I believe it's next Thursday at 7:30 in the morning. Uh two policies uh that we want to review. Uh one is professional boundaries and the other one is uh physical restraint and seclusion policies. >> What? >> Some guidance we're referring to this committee on those two. And then uh we were if any changes are recommended or necessary, granted to the full board for conversation and approval. So, plan on doing that. We'll just do it right here. Uh I wouldn't think
it'd take more than 30 minutes. >> And and a reminder to the public that the Americanism committee met prior to this. >> Yes. Yep. >> Um board workshop and conferences? I guess today in there was um the ASB golf outing tomorrow there's the um the law conference, I think, but that's what's going on. So, this one and then Well, other than that, there are none. Administrative reports, Dr. Tinker, would you like to add anything to your report? >> No, we'd more than glad to answer any question you have on anything I had in my report. >> Do we have any questions? >> All right, good. The bad goal post becoming How did that get brought up? Did they approach us or were we looking for new ones? >> No, we Yeah, ours are 30 years
old. >> And with Aquinas also going to eight-man, we were wanting to move the goal posts um so that we don't have to move the ball 10 yd if somebody wants to kick a field goal or >> What did they decide to move both or just one? >> Well, that was the issue. >> Yeah. >> Originally, the city wanted to get one portable goal post and bring it in. But then your press box and our seating is offset 20 yd. And then they said, "Well, maybe we'll get two." And my concern was that looks like a rickety operation with regular goal posts and the two portables that then follow us on game days. I just didn't think that looked right. Um but the city was concerned about finances and not wanting to pay for it.
But it's also not owned by us. So, coincidentally, Sandhills Energy is putting in the solar farm. He said, "We're looking for a project that would benefit the community and schools. Any ideas?" So, I called them and said, "Would you have any interest?" "Like 12,000." And they said, "Let me talk to the owner." He said, "Whatever." And I talked to the city and uh Sandhills Energy agreed to pay the full expense, so we'll have two brand new goal posts and four sleeves. So we'll put two sleeves in the ground for eight man, two sleeves in the ground for 11 man case they got to switch these. >> Right. >> And so they're going to pay for that and the city agreed to pay for the site survey and to install the goal posts. Cost either school
a dime. This is for the new goal posts. And the only thing Sandhills agreed out in exchange was some advertising. >> Sure. >> You know, like at half time thanking them for the new goal posts and to half time with the ball game if you're putting something in the um on the roster or >> Yep. >> So they'll be removable like in case somebody drove back through a level. >> Yep. >> And the sleeves already be in the ground so you just cover them with about four inches of dirt. And so yes, you literally just pull it out of one sleeve, set it in the other, put the lid on the old one and cover it. So that way it makes it very easy if somebody would would switch back. >> Mhm. >> The deal.
Now, it should hold maybe a 30 year period. The current ones are 30 year old and they were starting to get a few go down there and look they're starting to get porous. And then some tight end would jump up on one of those. I'm not so sure they wouldn't break down to the ground with a So but anyway, so to make that a long [clears throat] story short >> [snorts] >> that Sandhills paid for it. >> Are there any other questions for any of the um administrators or any clarification needed clerks? Good school year y'all. Good job. Anything anybody would like to add to their reports? Um the one thing that I guess I wanted to say about them just kind of you know, to the board members and to the public in general
is just that I really appreciate the fact that you know, if you go through those reports, especially these year end reports, um there really is a call back to a lot of things that our strategic plan talked about. And I think that if you know it's in the strategic plan, you can see that there's work being done towards a lot of the different strategies and the things that they're brought forward. So, I just want to say thank you for you know, for bringing that out. And um so, it's good to see that there's attention that's that's ongoing. And then I also wanted to say that um that I appreciate there's a lot of data in there, too. And a lot of the data goes back to a lot of the goals and the things that
we've been working on. And I just appreciate you guys sharing that with us on a monthly basis. And I know I said that before, but it's just really it's I know it's time-consuming for you guys, and I think it's worth saying that um if people go back and read those reports, there's a lot that they can learn about the district and a lot that they can learn about our students. And um and also that there's a lot of growth. >> There's been some MTSS meetings, too, which Peggy and I talked a little bit of maybe in August, September, sometime in the fall we'll give the board an update on some of the MTSS and pro- process and work that's been done here, too. Let you can feel good that the attention is being made to
to our goals. >> And I was kind of hoping that maybe that at some point um I don't know if it's appropriate in a in a admin report or maybe we could use even at our board retreat. I don't even if it you know, takes us into January, February, that's but it is interesting to me about the uh absenteeism and our tardies and the way that that's shifted and it's shifted in all the buildings. And so, I just wonder like why? And maybe we don't know the reason. And so, maybe that needs you know, like what are some things being done? But I guess when thing when good things happen, we want to try to figure out why so that we can maintain it. And if you know, we don't just want to just fly
by the seat of the pants and just say, "Well, I'm sure glad things are getting better." It'd be nice if we, you know, and also to share the good news because I know there are a lot of districts that are they're having issues with the same thing. So, I don't know how that looks, but it would just be interesting to say, "Is are there anything that we're doing, you know, I know all of our our buildings are doing different things. Is there [clears throat] something specific or is it just something that it's a kind of a collective thing that's just has happened?" So, that was a thought of mine. If there are no other questions that limits, then we'll move on. Uh 8.1 discuss consider take action to approve the updated parental involvement policy. We
went through that in our hearing. So, there aren't any um any more discussion? Then I'll entertain a motion to >> I'll make a motion. >> Second. >> Moved by Casey, seconded by Clay to approve parent involvement policy 6400. Donny? >> Yes. >> I vote yes. Justin? >> Yes. >> Clay? >> Yes. >> Marcus? >> Yes. >> Casey? >> Yes. >> All right. 8.2 discuss consider take action to approve the updated student fees policy. Again, we had a hearing on this prior to this board meeting. Now, um allow the public to comment or to give input. Is there any other questions from the board on the student fees policy? None now. >> I'll make a motion. >> Second. >> Okay. Moved uh moved by Casey, seconded by Marcus to approve the updated student fees policy. I
vote yes. Justin? >> Yes. >> Marcus? >> Yes. >> Donny? >> Yes. >> Casey? >> Yes. >> All right. 8.3 discuss consider take action to approve the updated wellness policy. It's a hearing for the board meeting on the wellness policy as well to allow public input? Is there any discussion from the board? Seeing none, I will make the motion to approve the updated wellness policy as >> Second hour. >> Seconded by Justin. Um Donnie? >> Yes. >> Casey? >> Yes. >> Justin? >> Yes. >> Wait. >> Yes. >> Julie? Yes. Um discuss consider take action on the updated anti-bullying policy. >> We're required to review it every year. There were no changes recommended, so we don't necessarily have to approve an updated policy. We can keep the policy as is unless you feel the need
to make a motion. Now, we can leave it as is. >> Okay. Is there any questions or any discussion about the policy? You? Okay. Then we'll go ahead and move on to 8.5. Discuss consider take action on the updated multicultural [clears throat] education policy. >> No changes recommended there either. Again, it's just we have to review it again. But no changes are necessary or recommended. We can leave that as well. >> Okay. >> [clears throat] >> Is there any questions or discussion by the board any changes that you feel need to be made? >> See none. >> Okay. Then we'll move on to 8.6. Discuss consider to take action on the updated family engagement policy. >> That's the Not recommending any changes, but with the federal grants we get related to title one, they do
request that we approve that policy every year. As they update it in the grants, I would ask you as there's no changes recommended that we take official action to approve this when I upload it to the grant system what in compliance. Um I second motion. >> I do. >> All right, moved by Marcus, seconded by Donnie to um approve the family engagement policy 6410. Do we have a motion? Marcus Tony Justin >> Yes. >> Clay >> Yes. >> Marcus >> Yes. >> I vote yes. Casey >> Yes. >> Donny >> Yes. >> 8.7 discuss consider it and take action to approve the staffing training resolution for the 26-27 school year. >> Yeah, a year ago the state um relaxed some of the training policies and set it being so dictated by the state they give
the board the flexibility to have some input on the required trainings of staff and so you can see the list of required trainings by law and how we plan to cover those trainings, but I do need approval from the board to agree uh for the most part we use alley cap which is our online well for insurance company that has an online training system or we use staff from the issue uh seven to come down and do like our behavioral training thing in that coaches actually would have the option of using alley cap or uh the national federation for their concussion awareness. They would have the option of either one, but this is meets all of the state statute laws. We just have to have a resolution approved by the board saying that you're okay
with uh this arrangement that we're training. >> Are there any questions in court? Um do they are they able to take the entire year or it has to be done by a certain time of the year? >> They can have all year, but we use our school nurses to set up all of our online trainings and so she splits them up so that every teacher has not only these, but some of the other trainings that we ask them to. So they take three or four a quarter. >> Um >> So in addition to required ones we still like for example might ask our custodians to watch videos on using a ladder safe cutting your you know whatever of IT and so every teacher does three or four a quarter. >> Are these required by law
or just out of pocket? >> These are required by law. >> Okay. >> But we require some additional ones just are recommended by our insurance company and we get better insurance rates >> Yeah. >> But the ones you see tonight are required by law. >> Okay. >> Every one of them. >> And I would say to this you know, for the public too that these are training requirements but then that's in addition to some of the professional development that we also have our staff >> Correct. >> completely different types of >> Correct. >> um training or development of our staff. >> Yes. >> So I will um entertain a motion to approve the staff training resolution for 2026-2027 school year. >> I'll make a motion. >> Second. >> Moved by Casey, seconded by Marcus. Clay?
>> Yes. >> Dustin? >> Yes. >> Casey? >> Yes. >> Donny? >> Yes. >> I vote yes, Marcus. >> Yes. >> 8.8 discuss and consider to take action to grant the superintendent authority to work with Clark Nexsen on the design architectural and mechanical drawings for a possible new FCS trim and competition gym along with FDCHVAC system at the high school. >> All right, this is where things are going to slow down. I'll take on those just pass around and Before we can I think to make that type of a decision, I just want to throw some more facts and figures and numbers and options your way. Sometimes when you can't sleep at night, you're up at 3:30 in the morning, your wheels start turning and spinning and I decided that you know, the gravity of
this conversation is pretty big and I'm going to preface this by I'm going to go through this information tonight and some of them might blow your mind a little bit and that's okay. If you tell me given what you shared with us tonight, we need 2 weeks to come back at a special board meeting where we just digest this and make a final decision. I don't think 2 weeks is is unreasonable. You know, I do I Do I think we need to make a decision? At least some idea of are we going to petition you forward with something by the 4th of July? Yes. Does it have to be tonight? No. But it would mean asking to come back in even a couple weeks with just this on the agenda. So, with that being said,
I wanted to just give you a little bit of an update on our financial situation. Some projects, you know, that we've been talking about. Obviously, you know most of it, but I just want to make sure that everybody has a full grasp where we're at. I thought I'd start with the QC Pub. QC Pub was a $4.3 million bond that this board passed back in June of 2010 for 30 years. Um I've been fortunate enough since I've been here to refinance it twice, each time at a lower interest rate, and we were able to actually cut the uh that bond from a 30-year to a 20-year. We have 4 years left on that bond. And you can see the years there. I've got the principal and interest payment list there for you in front of
you. We currently levy uh this year we levied $244,949. We've been very fortunate that we haven't had a lot of mold, and I asbestos, air quality issues, where we've been able to stay ahead of the curve. We actually have over 500,000 sitting in that fund as of today. The reason that's important is that if we continue on that current pace, in 2 years we could have the QC Pub paid completely off. We only need to levy 2 more years, the 26-27 and 27-28 school year. Because we we already have enough for the other to cover the other two years. That would free up a quarter of a million dollars a year. tax rate Another option is you could increase that tax request and knock it out in one year. Obviously, that means a tax increase
to your patrons. But if you wanted to do that, you would have the ability to do that. Now, you would have to pass a resolution to increase above your 3% revenue limit to do that, but you could legally do that. That would be another option. Not saying it's the right option. I'm just throwing you out every option. Or you could continue you know, like we are now. Um Another option, which I haven't even explored, is it has been more than 5 years since we called the bonds. We could call the bonds now. Um use the 500 and some thousand that we have in there to pay off the two years and we could borrow all the other money from the general fund and pay it off, but we would still have to levy money to
the QC public return the bonds. But I'm not saying that's a good idea. I'm just telling you that's an option. But I just wanted to you to wrap your head around that QC public and and um when we levy funds to make a bond payment, it doesn't count against your revenue limit. It levy funds in the QC public, it's not for bond and interest, it does count. Yes, like peak postcard rate. But I'm just telling you that so that you understand in two years you have an additional quarter million dollars that would be, quote, freed up for building expenses. Does the QC public make sense? Okay. We've paid off the lease purchase. Right now, we leverage just over 1.4 million in there. $1,443,687. We have a current balance in there of $824,030. That's what's in
our building fund right now. So, not a lot when it comes to building projects. I stole the numbers from the AE Davidson that they shared with us uh last month on the 25-year $16 million project. And the $20 million and I extrapolated that what if the project went to 20 million instead of 16 million. What would the numbers look like? And so, hopefully you can see that there. And then at the bottom of the page I listed some rough estimates of the different projects that we talked about. Before we would do anything in terms of a competition gym one of the things we have to figure out is moving the four-stall garage. And where are we moving it? Cuz it's right now it's in the way if we want a full-fledged competition gym. Can we
move it to the corner lot where we just did that parking? Yes, but now we just stole which were parking because not only do we have to have room for the four-stall garage, we also have multiple other small vehicles sitting next to it. And so, which then leads me to parking. Parking only comes by us buying buying property. There's probably three properties and everybody knows it, so I'm going to go ahead and say it though. Chuck Barney's white house next to the elementary is an option. Don't know if he's willing to sell. There's another family that owns the town handles, you know, north of that. That's the second option. A third option, potentially, and I don't even know if she's willing to sell. Anna Nolan owns the church over here to the west where we
used to park. But she they own the church, the lot next to it, and the house just to the south of it. Is that an option? You know, we've forced all right over there. Obviously, we don't need the church. But would somebody be willing to buy it? Would we demo it? Sure some people frown on demoing a church. You know, I'm not sure politically, you know, how that works, but we have to have a plan for that. If we think we're going to build a gym, right now I don't know that we have a sure fire plan secured on that. And so, that in and of itself could delay a gym by a year anyway. Because if we wanted to break ground on a gym in March, I don't know from now till March you
could have bought and moved. I mean, property bought and that stalled out. We could, but it'd be a pretty fast turnaround just knowing how long it's taken some of our previous houses to get done through. So, I just I don't mean that to be a roadblock, but I just want us to be thinking, you know, clearly about it. >> The elementary eight that garage is obviously storage. We That might might have stored for us. >> Well, we store five vehicles our five nicest vehicles in there and there's no way you could build It's an awesome garage. So, you'd hate to sell it. I mean, you could, but now you have five newer vehicles sitting out in the elements to well. So, it doesn't mean we couldn't >> I understand that as an option if you
want to >> It is an option. Yes, it is. >> And figure out where to replace it later on. >> Yes, it is. That would be an option. Yep. Yes, our space is Is is space on my this field running that across them. >> Well, the other area I thought of is do we move those community gardens which really haven't been used much next to the greenhouse and can we potentially set it next to the greenhouse on south side of greenhouse? Again, I haven't asked the city and whatever, but that would potentially be another option. That's property we already own. Um I'm not sure if it's been up we if we put the four-stall garage next to the greenhouse, we'd also have to check if we can use the easement for parking to the rest
of the building. Kind of like we do up here on the sites next to the street. I think any of that is possible. >> Okay. >> So, that that we can consider, but I I just want to throw all of this out. The elementary H back, I feel like has to get done next summer. I I think we're on borrowed time there. Um of everything and that's why I went ahead and put summer of 2027 on there. I feel like that we already have three units in classroom already down. We have three classrooms that are already grinding on one unit. And it's just most of those units were all put in the same time. It's just >> Same. >> It's time. And so, that's why I I took the liberty, you know, the H back
and the lighting. I don't have a firm number on the lighting total. But that 2 million's going to hit a break close. Could we get lucky and be 1.8 or 1.9? Yes, but I want to be safe. So, then it throws me to elementary preschool. And I bring this up because one of the concerns of board when we had a conversation maybe a month or two ago, what happens if we get into a 20-year project and we expand the elementary. What do we do? So, I was one of the things I was milling around is do we build a four-classroom preschool on the north side of the elementary gym connected to the current elementary. There's doors on the north side of the elementary that lead out to the place and I need out a hallway
there that would lead you to four classrooms if there's room on the north side of that gym. There's very few parking spots back there, but we could do something. And then what you do is you lease your current preschool to a daycare [clears throat] out town. Somebody that want to run three classrooms. And in in 5 years the elementary just balloons and expands we break the lease with that person, move our preschool back there temporarily if you had to, and use those four preschool rooms as uh four more elementary classrooms. Which would buy you some time because you're probably not going to get every grade level building first at the same same time. It'd probably be gradual build. I just throw that out um as a possibility. >> What would that change as far as
budget? You added that project. >> Right. >> Yeah. >> So, what that means is then and that's why this is heavy is that probably mean you're potentially kicking like the competition down down the road a couple years. Um because you also got the high school HVAC, you got the SCS frame of the competition deal. And so, really I think what we have to figure out is you know, what is the top priority and on how much money do we want to spend, what do we want to be levying our patrons, how much is too much. You know. It it is a $20 million project to do it all at one shebang too much? That's for you guys to decide. Is it better off to knock off I just, you know, the H back and uh
in both buildings and the FCS and do a three or four-year lease purchase, pay that off so all you have left is the gym? Do you do the move this the garage, take care of parking, elementary H back, elementary preschool, and then do uh you know, take three years or whatever to pay that and then do the gym, FCS room, and high school H back as one project? There's so many different combinations possible between You could also not do a lease purchase. You could do a tax anticipation note, uh which you can do for two years, uh which is what we did either uh build the weight room or the elementary sped wing. I can't remember. >> Like a post-grad one? >> No, one of them we paid cash for. The other one we did
a two-year tax anticipation note. We just went down to Bank of the Valley. We said, "Hey, we don't have the funds now. We need a two-year loan." >> Oh, I was thinking >> And it was based on what we knew we could generate in tax levy over the next two years. You are allowed to roll that over once. So, a two-year tax anticipation note could get rolled over for another two years. So, you actually have four years to pay off that note if you wanted to. Um so, there's just different options out there. I will tell you that the elementary H back I think is the number one priority, and I think we could put 2 million in the depreciation fund cuz we just put $600,000 in there. And I think we've already We're going
to have a million left over at the end of this summer. So, I think we could transfer another six or 700,000 in there in August and pay cash for that. I I think that would have to go through a lease purchase or tax anticipation though. Uh I So that I think we could take care of as it's it's own separate entity. Why do you depreciate? >> Not sure why he's in. >> This elementary H back. So cuz I think at the end of this summer like I said we'll have a million dollars in there plus we just transferred 600,000 in that CD. So you know by the end of summer I'll have 1.6 million and we're having a good fiscal year. The general fund is healthy so we could transfer another 600,000 or whatever we
needed to and pay cash for the elementary H back if we wanted to. >> Um I guess I had it in my mind that those chillers for the high school weren't getting to be like it would be good this now. >> Well, they have to be done summer 27 or summer 28. You know, ideally it'd be nice to take care of both H backs next summer but if I had to pick one pick the elementary over the high school. Cuz they're at least working. We have units at the elementary that are breaking [clears throat] down. Um but yeah H back's an issue. >> Um >> I did ask um facility advocates did look and we could not update the 1916 like if we thought we were going to knock down the 1916 building in the
next 5 years they could isolate the 1916 building from the 80s edition. But it's going to take more work and I just don't think that makes sense cuz I don't think we're looking at knocking down the 1960 building in 5 years. But they did say that would be an option. You could separate the two areas but it's going to take more work, more money. I I think that's a fair and think that I think that's a 20-year I think that's a 20-year conversation. I don't think it's a Yeah. >> Yeah. >> And so, I told him not to even entertain that conversation. If we're going to replace the HVAC at the high school, it's going to be all of it. And then that gives us basically a 20-year life on the 1960 building. >> Well,
I thought I could just done have renovations in there. >> I agree. I agree. >> Well, thanks. >> So, that's why I told him just don't even They wanted me to know that was an option, but I said for that's not even our rate. So, there's a lot of money here, a lot of options, a lot of things uh to consider. Uh >> One of the things that Yeah, this I feel like there's a ton of different paths to that could potentially potentially go down a different um combinations of building projects and all our different combinations of how to pay for them. I think one of the things that I think is interesting is building with with our the demographics of our community and and waiting lists that we have, I think that the investment
that we've made in preschool is huge up to now. And we have a wait list. I know that it would be additional cost the district if we had four classrooms of preschool because we have to have another teacher. >> We actually don't have a wait list right now. >> Okay. >> But my thought was if you're going to build three, you build four because if you're The whole point of building is cuz you're thinking of potential growth, even if it's not for preschool, it gives you another classroom. That was the thought. >> Better. >> But I also think >> What's that? >> You're not going to have an empty classroom. >> Well, and even I thought if you have three, you could use the other one for indoor recess for preschool in the winter time.
I mean, you know, it it's going to get you. It's like all right, sit there and yeah, and just >> But I'm also considering that as a safety security of the district and having those preschool kids over there, it's about the behavior, that's about staff retention. Our staff that are over here and being able to communicate with admin, being able to communicate with the colleagues and um just I'm socially how those kids interact with their peers and higher-ups. I mean, I think that there's a lot of benefit that if that's part of the conversation, I think that that needs to be heavily looked at. Even though we haven't been talking about that from the get-go, I think that's just really really um interesting to me that that could be a potential benefit to not only
our students and families, but just our staff even. >> Yeah, you know, I don't think a guy could do that unless if we have the four-stall garage and the parking issue figured out cuz they're so inter- Yeah, like you wouldn't want to move the fourth or the uh preschool over there behind the gym and steal 15 parking spots unless you have a new. You know what I mean? How it's so intertwined and it's the timing of things. So, you know. And the other part that I didn't mention, too, was I got to thinking if you were building an FCS room and a competition gym at the same time, where's the staging area for all the equipment? I mean, you're a construction clay. >> It's going to go right next to that gym. >> I mean,
you'd have to steal wouldn't you have to steal some of that East parking lot for a staging area? >> All of it. >> And then yeah, so then where are all those student cars going to park during the year and a half you're building that gym if you don't have either the church secured or the two houses north of here for additional parking. I There's no place to stage. >> Daniel pretty >> Right? I mean, that was part of what I got to think about the other night in the middle of the night. I'm like, there's no way you could do both and have room to stage it. Cuz where are you going to put all that freaking steel? It Right? Construction trailer and I mean, you think about all the real estate there. I
mean, because the real estate you have green space right now is working. Jim's going. >> Right. >> Or you know, a lot of it. So, >> Yeah. I I think that in in my way that I perceived a lot of our community meetings and the public comment during our regular meetings regarding this whole discussion is that there was a lot of support behind the HVAC across the board regardless of buildings. I don't think that was ever in question. And I think that there was a lot of support for the FCS room. And I think a lot of it stemmed from that community meeting and a lot of the same people who were at the community meeting might have disagreed with portions of our conversation, but they still supported the FCS in Um so, I just
want to bring that out to you. I don't know how that can all fit together. I think best >> Well, we got several emails too supporting all of it. >> Well, yes. Yes. Yeah. >> You know I did. >> Just in the public way. Yeah. >> And there was a lot of There was a lot of public comment at our community meeting supporting >> all of it, too. Yeah. >> I know that's a lot to throw at you, but I felt >> Yeah. >> You need to know every option that we talked about. >> I mean, I My ears perked up at preschool cuz I've always disliked it way over there. Very now, since my kids are in preschool, but I don't that issue, but I know it's an issue. >> I do like the
idea of having them as a backup, then if we ever needed the room, we could always go back and get it at supposed to. >> Well, I would never want to sell it because the other part you guys don't know is we have 10 or 12 cages in that basement, and that's where we store all of our uh sports uniforms and equipment. So, each sport has their own cage locked in that basement down there. So, I mean, we need that building, and we'd be foolish to get rid of it. I do think there's some people would be willing to do daycare over there because you could have an infant room, a toddler room, and a pre-preschool room over there. You got a playground. >> I know, and this is just an idea, but the parking
lot on the west side of the preschool, could we put the garage there and park there? You know, they would still be parking in front of that if it would turn I mean >> I don't think they'll let us because it'd be too close >> to the right. Okay. >> Yeah, I don't think we we could do it. Yeah, I mean, good idea, but I don't think it'll it'll meet city ordinance very And I'm not saying we can't move it over to the by the greenhouse. Yeah, I think there'd be some options there, but I just How big is it? 8 by 8 Right, 60 ft? S- Maybe not quite. That's got to be close. We have a 12-ft stall, 48 ft. Is there not room to put it on the west side of the
other garage that's over there? >> Wasn't it supposed to be >> No. >> Sure wish we wouldn't have a sole off our property over there. >> That's what I was just thinking to myself. [laughter] It's not convenient though. You know, that was what >> Yeah, I know. It wasn't. It wasn't. We talked about that, [laughter] too. >> We'd have to have We'd have to have a shuttle shuttle parking. >> Yeah, you have to have shuttle. Yeah. >> Get some golf carts or snow carts. Like >> Yeah, I also >> Well, like I said, I just don't see even even if you did move in the four-stall garage, I don't see how you do the FCS room and the gym the same year. Cuz you don't have the staging area. Cuz if you steal the east
parking lot, where are all those students going to park? Where are those 50 cars going to park? park Cuz there's no room in the neighborhood and it's full. I mean So, you have to almost even if it's not a fire marshal issue with the egress, I don't see the staging area. I don't see how you can do both in the same year. You know, you almost have to offset do ones. >> How about that? How does Twin River I mean, go up to Twin River and you look at that site. That's a Ooh. I mean, they've got stuff all over the place. I don't know the logistics like that stuff. I just know when you drive by there, everything's all over everywhere, you know. And I don't know what their parking situation is or anything
like that, but >> But, each school is different, I mean. One thing that comes to mind would be I mean, like practice field. I mean, that could serve as a lay down. It's not the most ideal for contractors, but that's something to not end up free up that space, but but there's sacrifices with that, too. >> Right. Cuz then where do you practice football every night? >> Right. >> [snorts] >> Initial thoughts, just thrown out there. So, I do think the gym is a need. We've had students, parents, teachers, admin all say that they believe it's a need. But, I also think that it's probably the least of the need of all of these on here. Like our primary job is to teach everyone about them. So, you got to have space. We got to
you know to be able to do everything. Other part I'm struggling with though is I wonder if it's not done now, will it ever happen in the future? Are we going to lose the ability to do lease purchase agreements and stuff like that in the future? The state comes out and says, "No, you can't do that anymore." Is is this the opportunity to do it? Um >> Those are just couple of early thoughts as I see it. Well, my thoughts coming into tonight was I was all I mean all I'm on board for the HVAC and the FCS room. I feel those are all needed. And the gym I've been losing a lot. I mean it's been kind of weighing on my thoughts as I'm sure everybody else's. That's the only thing where I had
a conflict of do we actually need this? You know, everything already is done in here up until this point has always been in my mind justified as a yes, this is a need. The gym would be is a is a hard sell for me and it does not pain me to put that off couple years. >> I did talk to the city. They are updating the HVAC system in the auditorium as we speak. Like that should be done here the next few weeks. Um but I did ask them you have any you know plan in the near future to do something with the auditorium and they said, "No." They updated the HVAC. Um they've thrown out ideas about can can they put a movie theater screen on that stage and use that upstairs and what
nights is some type of a movie theater it's a way to draw revenue you know, into the community um talked about selling weekend and evening passes you know, for whatever 10 bucks a month or whatever for people to go down and be able to use the gym and shoot around after hours and you know, at least in my initial conversations last week with the city is they have no immediate plan to uh you know, demolishing or selling that auditorium that would be available for use. Obviously, we don't have full control over it. But, they are doing some upgrades well to that facility to at least help some of our needs. >> You're bringing up the basements over there. Got me thinking. I know it's obviously too late for this edition, but for future things that
we build, would we ever want to consider putting in a basement for more storage in some of those areas? >> Well, I mean, that's all for conversation for storage or do you use it as a tornado shelter for the preschool? >> Yeah, you know, or whatever. >> A lot. >> Anything you'd like to share? >> I mean I shared. I said, I mean I have athletes and I have a young one that doesn't get home till 9:00 at night on a school night. So I But, if the facility or the auditorium is available and in a better condition I mean, it's available right now most of the time, but it's still I don't know. I I was coming in thinking personally that we give him the go ahead to go ahead and move forward. I
didn't think it was like I mean, we're not making a decision like yes, we're doing this. It's just to give him the opportunity to to move forward. >> Or do we And then like you said, do we hold this over for another 2 weeks and then make a decision? >> Yeah, and I would say and I haven't talked to Clark Anderson but and Clay you might have warned us. I'm going to guess the drawings alone could be 3/4 of a million dollars today. >> Yeah. >> So what? >> Pretty much the the um does it change much if we obviously it probably does you take to take a certain take the gym out of the equation or the ice? Yeah. It doesn't It >> In my opinion it does but not on a straight line.
>> Right. >> But you still have >> Right. >> your upfront costs that aren't going to go away. They will save a little bit but it's not going to be square foot per square foot, you know what I mean? >> [clears throat] >> Donnie, do you have any thoughts on them shutting >> I agree with this. That's the thing that's the thing that keeps going in my mind is like the longer we put this off is the more it will cost us so it's Yes, it's not an immediate It's not an immediate like we did it yesterday. But yet it kind of is because it's like I don't know. I mean I don't I don't have I guess I can be convinced to put it off for a year or so but I just I
It's one of those things where I like kind of like Clay said, I mean you take the gym off of all this it's not going to remove It's not going to be like the next year you can take that same amount of money saved and do the gym it's going to cost you a whole lot more because you don't have all the second round of loans up for a cost of overhead costs that are going to be associated with the project and so I mean the my one concern about I do I mean I mean those are all valid concerns. Where do you Where do you put things and where is where do you stage? I mean those are some pretty big concerns that we got to work with. And you know, I always bring
brought before the FCS room on one side. You know, how do you how do you do that? It you will close off both both sides of that activity's entrance like if you want logistics there. And I'm not saying it has to be done without all in one fell swoop, but I just don't want to see us put it off, I guess. I would be I would be in 10 years from now and still not done. You know what I mean? Because I I mean, I think it flows from enough people. And yes, their parents, they have kids now and they probably don't care what their kids are going to be cuz it probably won't be, but their kids are going to have kids and I look at it this is something that, you know, my
kids will be gone. They won't benefit from it, but future generations of kids do and it might give them good experience with sports. So, we should make sure all your kids who go Um and so, I do think that's something that's positive for the community. I don't know. I mean, I'm I'm a little bit skittish on the fact that we might Some of the points you brought up tonight have me Yeah, it makes me think you know, we have to close that park a while while we do it, you know. Yes, kids are parking on the street or something like that, but I don't want to I don't want it to cost us twice as much again in 5 years because of me, we're skittish about it, I guess. Well, >> Any chance they would
close the road down [clears throat] during the construction and that would open up extra Well, I thought space that they could use there. >> Yeah, I mean, potentially or can we somehow, you know, close off part of this whole year? It It helped. Yeah. >> I I I Actually, I It's interesting to me just to listen to everybody because I mean, I agree a lot with Marcus in that like our primary um our primary goal or primary purpose is to um teach and educate. And so, when you're looking at I mean, obviously that's facilities too. So, the HVAC and the FCS room, that's kind of um an obvious thing in a preschool. I just I That's one thing that I don't want to wait 10 years on or I don't want to wait 5 years
on. I think that there's a lot of a lot to be said for, you know, our safety and security and having kids over there. Um but I also really take to heart I don't have kids in heavily in athletics, but I took to heart um the the comments that were made by parents who do. And I do have kids in the youth programs and I do think that it's a role of public school to make sure that youth programs are taken care of that feed into um your school system and um and I also listened to the administration and how a new gym would benefit every kid, not just athletics. It's not just about the athletics, it's also about the the theater, the play production. I've heard from that avenue as well and how that
uh that that could be better. Um but I also agree with Justin. This is the the it it's a very difficult um I have um wrestled with it cuz I came in um feeling very anxious about what are we going to do? What are we going to get permissions to go forward with because um I do see gym as um something that can wait a little bit. It's not an immediate need. And I wait on it a lot because I also agree with with Donnie in that I I want it have cost more than necessary and I >> [clears throat] >> I don't know what's going to happen with the legislature and that worries me a lot as of all. >> Is there a time frame for when you do the lease purchase to when
you have to begin construction? Could everything be wrapped into thing but um you say we're not going to start construction on a part of it for a while, you know. This is what I'm asking makes sense. >> It's going to be done in phases all under the same >> Like when we did our lease purchase through Bank of the Valley, they loaned us the money as needed. So we didn't take the $7.5 million all up front but the way he had anticipated would do with this it's weird. >> What were you What was Tim saying? Like if we did wait on it and I don't know if I'm making this up, did he say it would cost approximately 8 to 12 million more every year we wait? Is that >> I don't know if that
much. No, it's I would say >> Where am I getting >> Probably 4 to 6% on average per year. >> Oh, okay. >> This year's probably looking like 6% last year was more like 4. >> And now the one number I do look at >> 14 >> Right. >> You know, if let's say this did end up being a 25-year $20 million project. You know, the board says we want to do it all at one shot. We're going to approve it all. If you look at that number, if that's an actual number, 25-year $20 million lease purchase uh one client 5 million. See that 1,513,058. I'm going to say this and that being it's a it's $70,000 a year increase is all. >> What we're already loving. >> What you're already loving. It's a $70,000
a year increase and you get everything at one shot. >> To what you're saying, I I don't think doing that in phases save anything should No, I you're I think we'll spend >> What? >> the I ton more if you do it. >> Yeah, and so and so so the the risk is if you commit to a 25-year heavy they feel like you take care of all your needs during that 25-year period. You know like you know what Have you done enough future thinking? We thought it through. What else your other needs might be that you know that's your that's the the risk of committing to that 25-year plan. >> I'm going to say this, I know it's not a popular opinion, but can we the bond part of that can we put it up
to a bond bill for the gym? I mean, how soon would you have to get that on the November ballot? >> Um >> You said it had to be I assume any day. >> I'm not sure if it's a last resolution. >> [snorts] >> I mean, I'd feel a lot better with the whole community support. I know it's going to be a challenge, but we've seen our voters go through for us before. I mean and then it's a It's not a burden on the on the six of us. I mean, you're talking a lot of money. >> You know, the one thing that's there and I'm not saying you can't is you don't remember with a bond, you don't get the tax break. When you can pass a bond, basically get approval, you don't have
[clears throat] to use the bonds as a financing to do it. Right? I mean, you still do it at least what you're saying. >> That's the question that I have. Once you pass a bond, you have to use it. >> you said I said I thought you were going to say that communities are passing bonds and still using the the law. >> Yeah, that's what I I'm very confused about that because I've heard it both ways. I've heard one person, he said it that, and then I've heard somebody else say no. >> I like it yes, I like it. >> So, I would say >> I don't know. >> I think we'll be surprised if the school other schools didn't have that for consideration. Okay. >> Well, each time of current said it doesn't matter.
>> I I >> I can Yeah, I can ask her to >> I thought that was very interesting. >> But I think that I thought he said that's why people are using the municipal lease purchase cuz that is a bond. But it does run through your bond fund, it runs through your building fund, so you get the 30% tax credit. >> No, it's >> So when when he said bond, he's not meaning a bond. >> So, he's he's talking about a purchase bond, cuz that's how they do it. Their lease purchase is through bonds. Not through a >> I just understood cuz I thought [clears throat] the same thing. >> Yeah, no, their lease purchase is done through bonds. It's not done how Bank of the Valley did the lease purchase. >> Okay. >> So,
yeah. So, that's based on the way they're structured, they can base they're basically issuing municipal bonds. Same way, you know, same way GIA did it through taking the best of it. When they decided to do a private hospital, they're saying new private. And so that's how they're doing it. Just the hot money doing a bond. They strike and give me up in Bourbon. >> Okay. >> Basically, yeah. What I understand. >> Okay. Well, uh back to Arizona cuz I >> Well, it doesn't mean you can't take it to the people. They just It's always an option. I don't know what the timelines are and what happened. A big push to remember >> Wait. Today. >> Well, because you I if if that was the case, that I don't I would recommend we don't do it
this November because you're spending money to put that all together. That's a whole campaign to put it together. >> We all know that that's opinion is >> Well, >> something to consider. >> Yeah. Yeah. It's just if we do that, I wouldn't do it this election cycle because you're not going to get the word out. You're not going to be able to you know, make your advertise, make your make your case. And so it'd basically throwing away the money that would take to do all of it because you're not going to have the room to uh don't support. >> I got a question Dr. Gager on what kind of uh design are we would you be considering for the gym? Are you talking What's the term? Pre-engineered metal building or are we talking block and
brick? Cuz I know a lot of schools are doing these pre-engineered metal ones. I think just one off >> what? >> When I talked to Clark Anderson, they had talked about pre-fab concrete walls. >> Pre-weight that and pre-engineered >> Very. >> be the two things you'd consider. >> Consider. >> Yeah, you don't want block isn't very conducive anymore. >> Yeah. >> Precast concrete. Just like like Stahli does. Yeah, a metal building building Klein has where >> I don't know which way it would be. I mean if there's $2 billion dollars >> Metal building's be cheaper. Precast building would have a lot more longevity. >> Very. >> That's what Tim had recommended. It was all precast concrete. Not what you said. >> Correct. >> Not going metal. This like you said from a longevity standpoint. If
if it's that it would be good to look at both. I know precast is still on kind of crazy right now with data centers. Or this kind >> exploded last couple of years. >> Right. >> And >> [clears throat] >> I've been after hearing any of this, do any of you I just like to hear it all. >> [clears throat] >> What are >> The only thing that pops into my head when everyone start talking about what what we're forgetting to Right now, I hear a lot of stuff gym, but what what we're forgetting is a wrestling space and locker room that get lumped into that gym. And those are my I get those are my big concerns. And I would like a piece that often gets forgot that everyone thinks about this giant gym.
What I'm getting at about it frees up a lot of other schedules and space. You know, we we forget about that locker room and that wrestling space that is heavily needed. >> And a lot of more opportunity for our kids soon. >> So. >> How many years is it past? >> Yeah, it's not just a >> Right, it actually is used. >> I mean it does I mean it does address the locker room concern with coaches and the referees. Wrestling's the girl's wrestling, girl's junior high wrestling. I mean no gym doesn't address any of those. Sure we could have had a but >> It's a ton of money. >> No, I told you guys 3 4 months ago it was a little bit the biggest hurdle this city and I've ever brought you guys to
can stutter and I wasn't kidding and then it's a lot of money. It's a long-term investment. It's not just the annual money, it's the longevity of the investment. You know, it's a little different. 1.4 1.5 million for 5 or 7 years a little different than 20 or 25. You know, in terms of upkeep and Yeah, long range that for installation. >> Just so what would other things we would need to consider for the next 10 15 20 years HVAC would be taken care of. What other things would we need to be concerned about? >> Roofs we should be pretty good. Our roofs are in pretty good shape and you know, those are going to be your two main things roofs and HVAC. Uh you know, we've you know, we moved attendance center lines 2 miles
south to push more people to the Bellwood. You know, so as we could grow those towns, we got favorable over there. We taking down the half walls in elementary classrooms to give another row of seating in there, push people to show. But I mean, we've done some things. We've We're addressing the dress preschool or we will end up building that's that for our high school. I think we could consume a third number of kids before we'd be right? I mean, I don't know if we're >> be curious, right? >> So, I'm going to That was a lot of crystal ball to know what 20 years step away. I know this throws you a little bit of a curveball, but I just felt like it was just a matter option for us to consider, you know,
just make sure we look at timing how we do everything and >> One thing I I looked at and thinking about this, you know, I've just been going back and forth. You know, I Yes, the rest of the time people or the rest of this All of that has just been running through my head constantly and you know, and I think too gosh, this is just it's really tough right now for a lot of people, a really tough time. But then I think, well, we're not levying more taxes. We're not you know, like we're This is all for us to maintain what we're already asking. Um, that doesn't mean that that solves the problem. I just that's one thing that I tell myself too is that we're not asking for more, we're just asking to
maintain and we're trying to be responsible in building the things [clears throat] that we would like to build while maintaining sleep. It's not the tax levy, it's the actual dollars that were lobbying, which I think is an important distinction. But it is >> All other costs are going to be increasing somewhere along the line now, too. So, it's not like you didn't have a sing that song. They're variable. >> Right. Yeah. Yeah. It's not an easy you know, it's not easy to turn to to to think more about the things that are going on in the world around us and the um the around us. Um but I also [clears throat] and like Donnie, I don't want to get 3 4 years down the road because I don't think that there's ever a good time
to build actually in anything that you do. And so, I don't I don't want to lean on that either. That oh, this is a just this just isn't a great time for it because I think you could still be having that same conversation regardless of how long you wait. >> Yeah. And I don't know what the >> one 10 years ago. >> And I don't know what the cost savings versus additional construction costs is, but that's why I wanted to bring the QC puff up about. In 2 years, we free up a quarter of a million dollars. And is that enough of a savings every year on the tax request to wait 2 years or you still money behind? >> You're not behind delaying it. >> So, but I don't because the reason I ask
is because if you did wait 2 years, are you going to be money behind? Because then maybe you could go for a the construction costs went up 2 years. But if you could cut it from a 25 to a 20-year loan, you you know, you have to play that into it, too. Then are you money ahead? >> We could pay it off sooner after that, too. Pay the regular amount and then in 2 years may get that extra money by then towards that at that time. >> Correct. Every 5 years you can do that. You can call the bonds every 5 years. You'd be locked in for 5 years and then after 5 years if you wanted to call the bond and re-issue new ones or pay bonds so with that you could. You know,
but in 2 years you could pay Like you could take a year and pay off the FCS wing. Take 1 year in the building fund levy and pay the FCS wing. Use a depreciation fund to pay the elementary H back. What's the only thing I didn't ask? I'm not too real certain what to ask when they were here but you know It's my understanding that the Nemaha Wahoo are loaning to Nemaha. They're going to raise their money through bonds. Basically, there's not going to be a there's not a specific bond that says Nemaha David City gym project. So it's like we shouldn't have any prepayment issue with that. I think that's how I understand it. >> I don't know. I don't know. >> I think it's I think it's no different like they're loaning us
the money basically but they're raising the money through issuing bonds of their own basically. And so I don't I wouldn't think there should be any prepayment issue with 5-year period that you know after you build it that would be a big question. >> I can ask. >> You know, this is I mean even though that's how they're generating the money that's not >> Right. >> That's not the securitized interest. >> Basically, right now like back-to-back lease purchase. >> It's not Yeah, it's not like Yeah, pushing there's not a bond with our name on it basically. >> Right. That's what I was going to ask. So we're good for a year. >> Right. >> So we wouldn't have to wait every 5 years. It's just >> That's what I'm saying. You know, if you think you
wanted to pay some >> If we wanted to pay >> Our books are going to show we have a bond. It's going to show way as the last week's projection. You have a loan leave that loan. That's how they did it. That's how they raise capital to give it to give out this loan to be able to use it. Yep, and I can have some. A lot to consider. >> [laughter] >> I'd be interested in seeing it. Cuz you you take these payments times these terms, you get you get 20 million times 25 years, that's a total of 38 million over the life of the deal. All right, break this down into smaller chunks. You know, and pay them off in quicker and see any see how much interest we're saving throughout the Well, that's
you're saving interest, but you're plus your construction So, it's one which you'd be better off doing. Right. Cuz if your your construction costs go up 5% you're saving 5% in interest. I'm broke either. I have a You know, just depend on what future construction costs go up, but I already might consider what's the longest rate of construction. Troy bought a bought a property in Madison a month. Data center is going up a year. Some of the same materials I didn't do that stuff. Kind of scary a little bit. Well, I can say what future rate of interest will be. I can correct and sign off. Yeah. Yeah. Steel and precast both exploded last year. That's what I'm saying. We're if your cost of borrowing is 5% it's I'd probably bet on the side that construction
costs go up more than 5%. Bye. It was I was going to say no. But you know, I appreciate the volume. Right. It's outpace interest less if you're It's that. If you're Well, the construction rate goes up. Those are good trade names. Yeah, especially good in shirt you are okay. Great. >> Is there any other considerations? I think I mean that what I would I don't feel comfortable making a decision tonight. >> I agree. I think >> I shouldn't like to >> committee to look into this two Wednesdays from now. >> Just some of the books I'm saying. >> That's all good. >> I checked the >> What's that? >> I [clears throat] said what's two Wednesdays from now? He goes, "Another holiday is reasonable." >> Right. Yeah, I correct. >> What is what I
will do. >> I think it's you know >> 24? >> Okay, so we're not making an election. I think we >> It's time to get those tape to do a program with. >> I don't know. I In my opinion, I think I think in even if we do an early evening, we don't have to do a late evening, but what I would like is for this conversation to be available to the public to see and I would like public easy access to that conversation. >> Yeah, they want to be able to comment during that. I don't want to hold it at 7:30 in the morning and then people aren't able to >> Yeah, that's true. >> take that consideration. >> Yeah, so I would prefer that it was in the evening. I know you have
all meetings and stuff, but Yeah. >> I'm read the whole books. >> If there's Wednesdays off >> [snorts] >> sub cancel. You know, so so far. >> I just need a pipe. >> Let's do it a start. I don't care. I don't >> Okay. >> Just keep it with seven. Keep it with seven. So it's regular and for everybody who would like to come. And then I kind of encourage people to let others know that, you know, this is this is the time. This is it. >> This is it. This is we got to make a choice. We got to think of the scenario. >> But I think it I think we've had a lot of everything that we've talked about and everything that has been brought forward is very much on the table, I
guess. And it can go to a lot of different ways. So I would be very interested to hear how like sell this information and what people think. >> Is there any other information you feel that you need before that meeting so that I may check? You know, I I'll obviously ask them about pre-payment penalty and buy out periods. Uh I was making them at least reach out to Clark Anderson and can we get a ballpark I guess what drawing is called. So that he can give me a rough idea of what I think. Certain percentage of the whole project or whatever. So thought that might be a part of it. Is there anything else? >> Is there anything that we need to find out information about the garage situation? Is there anything >> Will it
fit over by the greenhouse? >> Yeah, we're we're talking to the all that. >> Yeah, like even if it's a temporary fix. >> There. >> I don't Just trying to think of all of the all of the possible barriers that >> Yes, too. >> What side is it >> point is there's a genuine need there, it >> Well, but like if if the conversation is okay, we're going to write the ball and do everything. Even if we don't do the gym, you almost still need to figure out if you're going to do preschool, right? Or not? >> Well, I mean we need parking. >> Yeah. Yes, right. >> We're going to steal parking. You kind of got to gain some parking somewhere there. >> Yeah. >> I mean I'll reach out to the three owners
again and see well, if there's any interest in moving up there. Like if they have a meeting or something, they'll email me and I'll try and bring it up at the board, but they'll probably not. Hopefully you understand I'm not trying to make it difficult. I just truly want to bring you guys every option available to you so that you feel like you have all the information and make a cuz I guess that this is a big one. >> It is. >> You know. >> Well, 20 years is a long time. 25 years is long. >> Yeah, and you know, and I don't want anybody to get I'm trying to push you into doing something or not doing stuff. It truly needs to be a robust agreement. >> I want whatever we decide needs to
make sure that I mean like you said, we can't see what the enrollment is going to do. I mean there 20 years from now there might be a completely different interest in what students are wanting and what they want to do. We won't We can't know that. All we have to All we have to go on is what's happening now as opposed to things later. >> [laughter] >> One one item with that [clears throat] pushing back if Yeah, yeah, if it's decided to we decide to go forward, I think it will be short or a short turnaround to make a decision on procurement process. If if it is like we discussed in the CM versus hard design build, >> Mhm. All right. >> that will When does that decision have to be made clinic? >>
When does it have it there's no official timeline on when you have to but to get the most benefit you want that CM if if that's decided you want that CM on board and as early on with the architect so that like the scenario of precast versus mill building that's getting evaluated before everything's on paper and that out. >> So is that a decision that would need to be made as part of this meeting in 2 weeks? >> I don't think it'd be absolutely essential but >> Uh >> I would say in July. >> Or the July or July so we could kind of make a decision in a special board meeting in the July decide the process. >> I think July would would be good work. >> Okay, reasonable. Okay. >> But that's why
I wanted to bring up because I mean that's >> I'm not going to be here 12. >> Oh, yeah. Okay. Paul. >> Are you gone that week? >> Yeah, Dolly's >> Week of August. >> Yeah. Yeah. >> That probably isn't as big of an issue. >> No, you know. >> Right. >> Yeah. Yeah. >> Okay. >> So why would plan on otherwise meeting would be up to go to the next meeting or something. >> Yeah, I think we can use that. Yeah, I think I'll let you know then. You took that. >> Yeah. >> Okay. >> Woo, all right. >> Anything else on that? >> Great. >> I apologize for >> No, it's good. I'm glad that you guys are all that far and it's really good. Um >> Right. >> Something like that you
need to make sure you get everything flushed out and and talked about so and that's our job to think about it and all that. So that's good. All right, then we'll talk more in 2 weeks. We're going to move on to 8.9 discuss consider take action to approve the changes to the student handbooks. >> You have the handbooks there. The changes were on separate document. >> Just seems >> What out? I thought the admin did a really good job of doing that on behalf of the district. So, kudos to you. [clears throat] Six of them sitting over there. That was a lot of work in and so I don't have any concerns with that. I'm asking your support in approving the changes to the student handbooks. >> Yes. Does anybody have any comments? You know,
I know there was a lot to do with this one. >> Yeah. >> Addition. >> It was a lot, so >> [laughter] >> Good job. >> Yeah. Yeah, that's what we have you guys here for, so thank you. >> Yeah. I want to say that I I was really confused for a little bit because there was the care of the room section. And I was not thinking that we were going to be getting rid of that. And so when I saw see that the pupils are neat and orderly, I'm like, Why did we That's what we said. >> [laughter] >> I was like, "Oh, no, we're getting rid of that. Okay, good. Good. Good." This is really old wording. >> Yes. Yeah, right. >> It was time to get rid of some. >> So, that's
it. There's nothing to >> I'll make the motion. >> All right. >> I'll second. >> Uh I know >> I think that Casey >> Casey moved and I second. Stephanie second into approve the changes to the student handbooks and the um for the 2026 2027 school year. >> Um I vote yes. >> Yes. >> Justin. >> Yes. >> Casey. >> Yes. >> Bonnie. >> Yes. >> All right. Discuss consider take action to approve the changes to classified and certified staff handbooks for next school year. Yep. See perfect. >> Yep. >> We thought they were all good changes, all needed. Anything from anybody else? All right, then I'll vote to approve the changes made to the classified and certified staff handbooks. When I was clear, second. >> Some. >> I I move. No, I didn't. Oh,
it's Stephanie Marquez Klein. I >> Oh, you moved. Oh, okay. >> I know I don't I don't know very often. Stephanie >> I'm not sorry. >> Klein seconded. Casey told me how to do it or so I'm trying to write it down. I just said I didn't write her name. Yeah. All right, so Casey. >> Yes. >> Donny. >> Yes. >> I vote yes. Marquez. Yes. Klein. Justin. >> Yes. >> All right, 8:11 discuss concerted action to approve an honorary diploma for Lynn Dystel. >> Yeah, first time we've done this since I've been here. Um, this Lynn does a lot for district. Obviously as food service director, she does cleaning in the evenings for her family and then she's an acquaintance of Lynn, but she actually does a lot of the work for our alumni
association. You know, she even sees Kyle a lot. Just little all the things her and her family does for us. I thought this might be a nice recognition. Um, my thought was you would approve it tonight and then on our work these in August um, when we have our first day back with all staff, maybe a couple of you could come to that. I'll say a few words and one or a couple of you could present it to her privately to the entire staff. Got to make a big deal out of it and all that. >> Yeah, I think that's cool. I'll make the motion. >> Second. >> All right, by Casey, seconded by Marquez to approve an honorary diploma for Lynn Dystel. Uh, Donny. >> Yes. >> Casey. >> Yes. >> I vote yes.
>> Justin. >> Yes. >> Klein. >> Yes. >> Okay. Okay. Uh, personnel discuss concerted action on volunteer quickies. >> Uh, we don't have anything. >> Okay. >> So. >> All right. Then future discussion and action items. >> Honestly, September or September, uh, two weeks we're going to be talking about the building projects. And then July, um, um Hopefully it'll be a light meeting. >> July should be light, but I I that's why I front-loaded everything this month. So, we really shouldn't have much on the agenda. It ought to be a very >> But, what did you say, Stephanie? Well, I just the building discussion. Yes, that's a special board meeting. Yeah. >> You know, and then >> We're going to make it a a 15-minute meeting just so that as Donny is mentioning >> July's
>> [laughter] >> July's the end of that outside here. >> They're not going to >> anyway. So, that's why I try to keep it a light meeting cuz admins out here are just being deformed members, so should be a fairly quick meeting that night. >> Okay. All right. Um all with that, I'll entertain a motion to adjourn. >> So moved. >> Second. Moved by I'll second it. Casey, all those in favor? >> I. >> All those opposed? >> 8:31. >> Okay. >> Thank you, everybody. >> Yes, thanks >> Pretty deep conversation. >> So >> sitting through that conversation that pulled out >> It was >> Hey.
