001right 7 o'clock. So go ahead and call to order the regular board meeting at the board of education. And everybody would please rise. Good >> toy of the United States of America stands for our nation. >> There's a meeting opening statement. All boards members are in attendance even like next is the student staff involvement and we have our team board members which submit their board recourse. You guys have anything to add to us want to recognize at the our senior board. This is her last meeting. selling they were saying next on the agenda is held two um forms. So if you can please state her name before you speak. I would appreciate and um how can you um just maybe stand right kind of right like right right over there by by Mr. Lyn swing
002so they can hear to you well. The board welcomes public input on policies and issues affecting your school district. Per state statute, speakers must sign in at the beginning of the meeting, completing the public comment form and giving it to the president of the board. Speakers who speak in the order the ones are received. Policy 8346 outlines speakers ability to address the board consistent with free speech rights. However, offensive language and defamatory remarks will not be tolerated. Further concerns about individual staff numbers that cannot be resolved at the level closest to the situation should be directed with superintendent. This board will not permit charges or complaints against a school employee without having followed the school's complaint procedure. In an effort to maintain the ability of the board to sit as an appellet body and student
003employee appeals, comments regarding individual student or personnel issues cannot be presented at this time. Public forum is an opportunity for the public to share their thoughts on matters related to school district. Therefore, the board will not respond to questions or comments during this time. However, should board members wish to respond, they may do so at another time. Public comment is limited to three minutes per speaker with a total of 15 minutes available at each meeting. Uh, Superintendent Baker will be the timekeeper. When the time is up, I'll raise my hand and ask you um to please stop. And the first speaker is Michelle D. Good evening. My name is Michelle. I am here as a mom. My autistic son has been subjected to seclusion, isolation, and exclusionary discipline in this district under ADA title 2
004section 504. Schools may not punish students, disabled students for disability related behaviors. The US Department of Education's 2012 restraint and seclusion guideline says restraint or seclusion should not never be used as punishment or discipline. Nebraska rule 51 limits restraint and seclusion to true emergencies involving immediate danger of serious physical harm and requires parent notification documentation. Our district policy 5421R mirrors those protections. Yep. My son was placed in a tiny room with the door held shut. I was only told he had a time out and my own son had to tell me to rest. He was removed from peers and publicly shamed for weeks under a restricted day system tied to behavior charts. He was isolated for talking too much fidget impulsive or not understanding social cues. These were not emergencies. They were punishments for disability
005related behaviors. In 2022, the eighth circuit court of appeals ruled that repeatedly secreting autistic children from minor behaviors was unconstitutional. A federal court found that restraining and secreting a disabled child for asking questions or tipping chairs viated ADA section 504 and constitutional rights. Research published in 2025 confirms what we already know that restraint and seclusion are traat dehumanizing and cause long-term emotional harm. students experienced fear, shame, and dysregulation. Outcomes consisted with uh post-traumatic stress. My son was not dangerous. He was loud and impulsive. He needed support, not isolation. Um I received some documentation for the April 21st incident. On May 7th and May 13th, there are still three incidences I have yet to receive proper documentation for. Um, on April 27th, I emailed every board member about these concerns, and as of May 13th, I
006have received no response. Families deserve acknowledgement and transparency, not silence. I am asking this board to act and protect children and all use of seclusion and isolation as discipline, enforce rule 51, policy 5421R with fidelity, ensure independent investigation of all restraint and supplants, and protect disabled student civil rights. I have a list of my research sources for each of you to go over to support my claims. One has topog on it. Sorry. And I only brought 10 because I didn't realize there were so many people. So, but I do want to say also there's a sensory room. So, using the pull down room to help students regulate isn't really fair or right in my opinion. Um, these are the things that I found that I just wanted people to be aware. Thank you. Thank you
007much. >> The next speaker is Michael Bader. >> This is up. Dear board members, I would like to take a moment tonight to publicly thank our administration team for everything they do behind in sweets. Over the past two years, they have shown me how to work through difficult times, stressful situations, and one-sided stories of professionalism and grace. Many people do not see the amount of work, pressure, and sacrifice that goes into these roles. It can be exhausting and stressful and often means missing valuable time with family at home. Despite these challenges and scrutiny that David City College soul, especially David City Elementary stays, Mrs. Greenfield, Miss Daniels, and Dr. Daker continue to show us each day with positive attitudes and smiles on their faces. I am incredibly grateful for the support, leadership, and learning experiences
008I have gained from both this administration team and for Kukeshi. I truly appreciate the opportunity to grow professionally and personally during my time here. I hope to continue working alongside this administration in my future goal and I thank each and every one of you for all of your continued dedication for our students, staff, and student. >> Thank you. Great. That concludes our public forum portion of our agenda. But we not consent agenda and notice the names. >> All right. Moving on to eight against the district. >> Pretty active month again as we're trying to finish up for next school year. Just a couple of them I'll highlight because it's u going to skew the uh expenses for the year a little bit. Butler County Egg Society. I have already rented um the fairgrounds building for
009next year's staff recognition banquet. So, it's for the 26 27 year, but I've already granted it when we paid the deposit. Uh, Deets Music House. Uh, we did buy new Clavonova for the Mish department that was just shorting 4 grand. I think the last one purchased with mainly a year before I got here. So, got a pretty good use out of it. One, I think it was going to cost somewhere around 1,500 or 2,000 to fix a 13 14y old. Instead, I made a decision to buy a new one of the music department, not to suffer through that. Um, on the next page, the light box systems, the access points, uh, for 17,000 and some change. We're actually going to get about 70% of that back to us. Uh, ESU7 helped write a grant and
010so through some federal funding and -ate will get uh, a lot of that back uh, which was very appreciative from ESU7 help us with the grant fundings. uh staff shirts from Middle Creek printing. I normally do this in August. Um but then I'm also fighting with others every area high school and college and so I just took to doing it now so that we'll actually have them in our possession uh when we start the new school year and we can hand them out great days in August. So So that's been taken care of. Uh no sweat fencing. Um you might wonder about that. were already replacing a what two threemon old uh six foot white vinyl fence. Well, we had a parent unfortunately get out of their minivan and didn't put it in park and
011drove through our um white vinyl fence. And so that's the repair. Um but uh their insurance company uh cut us a check for the full amount. So um but we paid for it, got it reimbured. Uh the paper supply that gives you an idea. We uh $8,000 worth of paper um you brought in. So that's for next school year. So that that's a once a year buy. We buy all of our uh copy paper at one shot for all three buildings. So that came in. So that was a rather large expense. Everything else was pretty standard operating procedure other than when you get to the last page and I think I mentioned this last month. Uh we booked airfare for the students uh for the national cla trip coming up this summer. Uh see be
012glad to try and answer any other questions you might have on the claims. As you can see, there was quite a few this fall and one second. >> The guy felt horrif. Moving on to financial reports. >> Sitting in pretty good shape. The general fund uh has over $5.5 billion dollars in it right now, which is about a half a million dollar increase from where we were a year ago at this time. So, we're sitting at in pretty good shape as we are, believe it or not, nine months into the fiscal year. We only got three months left. So, we're 75% of the way through through the fiscal year. As you can see, we've spent uh 63% of our general fund budget. If we were spending a equal amount each month, we'd be at, you
013know, 75% potentially. We're at 163. So, we are under budget at this point. Um, I do caution you a little bit on the additional money in the general fund. Uh, because on Friday, um, all the superintendent in the state have a Zoom meeting with, uh, Commissioner Mahart. Um it sounds like we will not be able to uh use some of our sped funding for early childhood um costs in the district in the future. And so whether that also means a decrease in that funding as well, we don't know. But we have a statewide all 243 superintendent will be on a Zoom call with Commissioner uh Friday morning. Um so that that's the money we use to educate kids. Zero uh true preschool At Invest District, we do have some years where we are providing services
014to kids as young as six months old might be PT or OT. And so, um, if those costs are not going to be reimbursed or funds are going to be allocated and that's additional funds that the district, uh, would be responsible for. And so, hopefully I'll know something more for June's meeting. But just wanted to give you heads up on that because that really could depends on the general time. Already talked about the monthly expenditure report being at just under 63%. So we're good there. Uh the appreciation fund uh you can see that we did uh buy a new suburban. So we'll look to sell the current one as soon as the school year gets out. Uh once the golf team done it, we'll sell it. And then we did make our first payment to
015New Year Home Center on some of the replacement tour and that'll be given the subbing. And so so that came out of the depreciation fund this month. Employee benefit fund, nothing to talk about there. That's really employees money anyway. Activity fund is is in pretty good shape at this point of the year. Uh hopefully most of our expenses will be wrapping up right now. Uh, one of the biggest expenses would be um, re replenishing our athletic trainer with the supplies for the next winter. Uh, so just so you understand, Lincoln Orthopedic, which is now also Nebraska Orthopedic, they provide them to us the free. Believe it or not, we have him 5 days a week after school activities and it cost us nothing. Um, but we do then um, take care of your supplies. So
016like your athletic tape and pre- wrap and those kind of thing, but his services specifically cost us nothing. And so uh but it's a great partnership with Spartan. They s fund uh probably the largest month that we wrap up the year. We had almost 61,000 in claims including employee costs, but we really shouldn't have nearly as much tax as we're winding down in the next uh week or so. uh bond investment. Nothing there. Uh $3 in interest. Special building fund. We haven't had any expenses there since we paid off the edition and purchased the house. QC pup. No expenses this month either, but you will see next month. We did make the interest payment on the bond that we have through the QC puff. We did make that uh payment to bot financial uh but
017it was after May one and we sent that check and then student fees we haven't had any activity in there since the 22nd of December so there's nothing to discuss there but glad to answer any question you have on any of the finance of the comms about bigger Then I'll entertain a motion to approve consent agenda item mark second by Le. >> Yes. >> Title. >> Yes. >> Um moving on uh 14s. >> We had one committee that and that was the curling committee. >> We on April 7th. And so we said >> Yep. And so tonight as a result of that we do have an action it night. >> Yeah. It was reported on that. >> Yep. >> U board workshop is >> they know that there's that uh law workshop on June 17
018James. >> I think it's between the 11th and 12th. So if any board members want to go to a school law update on the they're highly exciting set three. But if you do want to go to a school date in June and Cardi, let get you registered for that. >> All right. Should we not talk? Dr. Necker, do you have anything to add? >> Nothing to add. Everything I've been working on is pretty much an agenda item tonight. >> Um, do any of the other administrators have anything to add to what they >> and we'll move on to. I got the district's facility plan including a busization from >> I asked Tim ref uh we've been working west for a lot of years to come tonight and uh we talked a little bit about you
019know a competition gym FCS classroom etc etc and so I thought it would be important for board members and and the public to see specifically what it is we're looking at sometimes it's easy to talk about it but if you're a visual learner like me. Um it's easier if you have something to look at in front of you. So I asked Tim to come tonight to talk through that and I'll interject it sometimes as well. And then also uh just discuss a little bit um trying not to get too far ahead of ourselves, but the difference between you hear words like construction manager at risk and design bid build. And so I thought uh Tim could also share a little bit of information about that as well. And obviously with Clay being in the construction
020world, he can probably chime in as well. Um and he probably has his own thoughts on that as well. So, I thought tonight would be the opportunity to uh have that and then after this presentation, we got two others here to talk about what lease purchase financing would maybe look like. And so, with that, I'll turn it over to Tim. And Tim, thanks for being here. >> Do you want Mike? >> I hope not. >> I think you're probably Thank you for uh the opportunity to continue our relationship. So Chad and I have been talking about additions ever since we did the last project. So I think this is a 23 or four number. So we've been working on this northeast corner of the site for a while. Um so first couple images are just
021uh the additions over an aerial image so you can get a a general idea of the building. There is a a dash line kind of on the east end of the gym that's showing by where the garage is. Uh just if you want to existing garage if you want to know scale to have a feel for scale. So this looks at um so that's the first two pages. Lower level competition gym locker rooms uh family consumer science edition owner towards the left upper level would be wrestling fitness roomm uh elevator up but yeah let's go to the next next page up kind of blows the plan up a little bit. So on the left side of the sheet would be existing, sorry these are so washed out. Uh existing gymnasium. Uh so we'd have uh
022a circulation corridor along the west side of the new gym. Um table of chair storage, restroom, grouping, officials locker room kind of along that south edge. Let me just stop you right there so people can follow along a little bit more. We're on page three of that handout. Right here is the current gym. The current high school competition gy right here where my hand is. So between the current gym and the new proposed gym would be this corridor. This north south corridor. That's what he's talking about. Okay. And right here, as we've been talking, right here is where the current garage is. We were hoping that four stall garage, if it was in the way, it would only be maybe 15 ft in the way. It's more than 15 ft in the way. So, we
023would literally have to look at moving that somewhere else. Okay. So, that's kind of been a new highlight since the last time we talked or low light depend how you want to go. So, there you go. to add just um so the the exit north exit door is out of the new addition with the right gear corridor that comes down and connects to the commons south of the gym. Um yeah, so this would be outside space here in Mississippi. the the North Face the addition we're lining up with the Northace and what the the wait room edition the cafeteria edition or the restroom wait room edition um there is a a box shown up in here to expand um on first drawing gray box showning to expand a storage room for the concession area. >>
024Um, so again, existing doors out of the gym, existing gym, table and chair storage, restroom grouping. When we add this much assembly space, we're going to have to add restrooms to accommodate that from a code standpoint. Um, janitor closet, family restroom. Whenever we have assembly space, we need to have a family accommodating resting room. So a unisex restaurant and that the fisher locker rooms. So locker space and individual uh restroom Mary is my laboratory toilet shower. So again stepping corridor up and out. The gym box is pretty large. Um from early conversation with Dr. Directly for 136 by 12 cents each. So certainly will accommodate um a full size competition gym plus good room for auxiliary gym space. So the the crossboards were actually shown with the the courts justified toward the south so we
025could pull out the entire north row of bleachers. Uh corridor interconnects along the south. Our master plan kind of shows if the old building ever goes away in classroom edition here. So we left room for that. Um four locker room groupings. So two men to women and um coaches and temporarium on kind of the center point on each end of those. So again, lockers and then individual shower their individual restroom space with toilet lavatory shower and then the training space kind of in the middle and they could open through the corridor to get the student athletes come out. They can all get tamed up corridor that you don't have to train and go into each ground individually. We have our signal location taking training. If we want to close that off, we can put a
026corane grill in front in front of it. Close it out for security. A lot of schools would work with just we make not much there other you walk. That's I just wish um service elevator down here to get mad and things up and down. stairs on each end. And just a couple things just add, you know, as we've been having our conversations and we said four locker rooms. What it is is essentially it's two locker rooms, but we can shove this divider door here to turn into two smaller doors. That was one of the things we talked about. So if we're hosting a wrestling and bike, basketballing bike, you could actually turn one locker road into two smaller. So that would actually give us four small walk lanes or two bigger ones. The way we
027designed it, for those of you that are still trying to visualize where this would go, this is the corridor that goes north. If uh you high school kids, if you were going to go to the cafeteria and you were leaving the high school offices, you would go out this north set of doors and across the street uh to the elementary. That's the Yeah, that's this hallway corridor right here. Okay. thing just if you're trying to visualize where this lines up in the building. Like you said, Brian and Chad had talked about making sure we had an elevator, not necessarily for kid use as much as it we got to be able to get wrestling mats up and down if we're going to be hosting wrestling invites. And so we'd have an elevator then so we
028could bring those wrestling mats from the mezzanine down uh to the main gym floor. And uh we talked about uh the officials not being in the locker rooms and that's that's separate over here. So it's a nice central location between both uh gyms. And so that's why we talked about putting them there. And then the last thing I would say before we move on is we have options on that gym space, but what Tim and I talked about is offsetting the two crosscourt basketball courts. So that way if you are hosting uh like a youth basketball tournament by offsetting those two cross courts we can actually pull those bleachers out on the north end so there' actually be seating in that good competition Jeff and have the two crosscourt basketball games being take place >>
029unlike now if you think of it now in our current competition gym those side courts are centered but that means you can't pull out either set of leisure this would allow you to at least pull out the one side so parents and and stuff would have a place to sit for those uto. So that that was the reason for potentially wanting to offset. We don't like it. We change it back, but it just made it more functional potentially as we uh try to make the most uh versatile space uh that we can. >> Some bleacher manufacturers allowed, some did not allow can pull out reacher section partially. So make you pull it out raised or nothing. So if you wanted to pull out three or four is on each side and center and course we
030probably seen that. We just have to make sure that we get that coordinating the butcher in section. There you >> the last sheet the again the right side is just the second story above the lock those areas. So how about the white boxes are 42 by 42 just like that just for scale. So that that rips about 50 by I think just over 100 ft I want to say. >> Yeah. So we essentially could put two and a half wrestling mats up there on the mezzanine. Just to give you an idea, like you said, these two white boxes, they're washed out in the screeny, but this is a 42 foot wrestling mat. Another 42, and we just put a, you know, some empty space in between there. If you wanted to put exercise bikes or
031whatever, but you wouldn't have to. You could rearrange that if you just wanted the whole thing to be a 50 by 100t wrestling area. Sure. If you wanted to put the two wrestling mats side by side and then leave a 20 foot section on the end for cardio or whatever, you could. You'd have options, but just to kind of give you an idea. So that's a little bit bigger than what the basement wrestling room is for the boys, just to give you kind of a a scale factor. >> Yeah, I would assume you just put practice mats in between the two competition nets. We also you again it's really washed out but we have a a mop sink and drinking fountain up next to the stairway at a media room kind of only the top
032of the storage below which you have radio and outer here. >> Yeah. So that's where we could put media when we host comp uh games in the competition gym. There'd be a spot in the caner for media. >> Okay. Then again if you go back to the original drawing or the first drawing uh family concern of science the existing weight room would be made like here corridor that goes between the gym and the weight room this would be shop area wood shop. Yeah, that'd be banned. >> That would be banned. So, I think existing building would be like in here somewhere circulation corridor. Uh large space for fabric and silver science. These are shelving. The west side is a counter with 12 sewing stations or textile stations. Um, we just kind of dropped in a
033general layout for the fan making service assignments with paint stones, prep table on the middle, uh, four sites so stations could share, pantry storage, laundry facilities. I meand openings Vegas weather arts for coordinating black and community events. Yeah. And obviously we didn't get too far in the weeds in terms of details on the FCS room. It's just more of an idea to give you the general concept the space how much space would be acting. So this would be directly like you said directly west um of the current Wakeling. And so the west activity entrance doors would just get extended that hallway would just get extended further west towards the church. I hope you well when you want to get into the design of how you want to do the sad waiting service science whether it's
034more residential style setup or some schools are going to more of a commercial prep space that can lead to kind of a chain reaction in the health department they kind of consider tight chicken so you have a lot of other regulations we'd have to worry about at that point designing display thoughts for I don't know what that you guys have with board members from Tam or I or just in general was it I mean was this helpful at all that give you a little better idea of visualizing what what things have been the bleachers Oh yeah, that be nice. You start a presentation with my other foot too. >> Yeah, Jim would have divider curtain, six retractable goals and then figure out how many volleyball inserts we want. But probably big enough you could almost
035get four volleyball courts on there if we arranged them appropriately. Not to talk about your neighbors, but Skyler kind of did that. >> Tim, maybe you mentioned this like probably look at storm shelters and locker room and see. >> Certainly can. I I would assume I would assume everything the entire perimeter would be insulated pre-cast. Let's go up full height. So yeah, the storm should we could do the locker rooms in curtain spaces at least. Oh, >> um, hollow court deck over the top of block what would be not a lot of extra money >> and that's what we did on the new addition like the current boardroom and those bathrooms and that space is tornado shelter space also. Yeah, >> because you have a an actual tornado spacing. You kind of need to decide
036if we're going to provide just a hardened space to meet the structural requirements or if we're going to go full FEMA rated shelter that has a lot of weird requirements in it. It's an extra step, but it would already have a restroom and it things like that. Thank you Lee. >> Then Tim, could you explain a little bit about design bid build versus construction manager at rest? I know you handed out a couple flowcharts in a handout, but just uh the cliffnotes version. Maybe Clay probably has some, you know, thoughts that just the these are just a couple of articles that I found probably 10 years ago. It's really hard to find an unbiased opinion about what the best practice is because contractors think one way is the best, owner rep think another way is
037the best. Um, these are fairly um unbiased opinions. I don't agree with all of them, but I didn't write the articles. So um in general there are three basic delivery methods for construction mirrors for conventional design bid build you hire an architect we design the building for the addition bid it out lowest lowest uh responsible bidder is typically awarded to identify a contractor as not a responsible build bidder. is sometimes challenging because you have to have a real reason that they failed on a project in the past or they can't bomb the project or something like that. So, it it you're kind of I don't want to say stuck with who is low, but you're kind of stuck with who is known. Um the other process that's been more uh prevalent the last 15 years
038probably is construction manager risky where you hire an architect, you hire a construction manager. You actually send out an RFP and interview or contractors will respond to the RFP with their qualifications. you interview them and the selection is more qualificationbased and you can select the team that you want to work with to represent you on the project. So instead of a a fairly linear process with design, bid build where we design it, bid it, it gets built sometime construction manager process. You can jumpst start some of the construction process by bidding early bid packages whether it's earthwork or utilities or in this case we may bid pre-cast as an early package. The challenge with early packages is drawings aren't 100% complete yet. So there's more coordination that has to happen down the line. Uh on
039design, bid build, you don't necessarily see any of the subcontractor numbers. The general contractor receives bids, they tabulate them, they submit one number. That's the number that you you're contracting with that general contract. Construction manager risk. Most time construction managers will break the project into scopes, receive multiple bids, typically three bids per scope, that the construction manager that can then review uh the bids with the district. They'll they'll review them, scope them out, make sure there are no gaps, and then make a recommendation to the district on we recommend this contractor at this amount for this reason. Um, if the district would want to say the local flat work concrete guy was $5,000 more would really like to use him, you could make that decision and just impacts the overall project GLP. Uh probably from
040the construction side, having that week of scoping out each bid is probably the most beneficial. I would assume Clay would agree with that. That on bid day, they don't get bids from some subs until 20 minutes before they have to submit it. So it's hard to scope out that this guy has everything or this guy is low but we know he doesn't hang everything. So um there is some benefit to construction manager in that. Um the third method is design build where the district would hire a performance criteria developer identify the scope of the job and then the design firm actually works for the contractor and they submit a combined design build delivery method but don't go there but That's great for a warehouse or something like that. You have to be very specific of
041what you want or you're not going to get what the >> um >> questions. >> I think that's kind of the high level. >> Yeah. No, that's perfect. >> Yeah. Thank you. >> Questions. >> I I still wonder about the risk part sometimes. >> What was that? >> How did we do it? Cody is asking about the at or explain the at risk. >> The at risk part of the CM at risk is part of it. typically the CM at risk. Um, most of the attorneys that you guys still use Perry and the way Derek writes his contracts is that the CM would provide their guaranteed maximum price at 75% construction documents. The sooner you ask a constru construction manager to provide the guaranteed maximum price, the more cushion they're going to put on. >>
042If you don't spend the money, it goes back to you either way. But hey, um, some scopes may be 100%, some scopes may be 75%. But there is a more of a guarantee and constru the the other benefit of construction manager is constructability and construction schedule reviews. If you have the really complicated occupied phased renovation, Sam is beneficial in those cases like Twin River War. Building an addition, tearing down a building, filling in the gap. It really made sense up there. here the addition and kind isolated so maybe it makes less sense but they're both we we work in both thrones all and so the three projects since I've been here we've done design bid build but it doesn't mean we have to continue that way that's just what we've done except that we it's
043worked well for us but it does mean seem at risk when they just it's really more of a matter of what you as a board if we get to that point, you decide what makes the most both most both most steps. And so I wanted to at least have that preliminary conversation because we've kind of been talking about in June, we kind of need to know if we want to at least move forward with uh Tim Rip and his firm putting architectural plans together, mechanical drawings together, etc., etc. as in knowing full well nothing goes out to bid in November and uh bids come to this board in December, you would still have the opportunity December to either say yes and authorizingly to sign construction documents and then move forward or say no it's too
044much too fast come in million more than you thought and it's just too much right now. you'd still have the ability before you approve it and or before I sign a document to say no. So next month if you say yes, you're basically saying giving me the authority to work with Tim and obviously we'd have to thumb up with the price because he's not going to do that for free. So you'd have the architectural costs and engineering costs. Um, but you could put that on time. If we pay for that and then if you put the project on hold, it's not like those projects get moldy and stale. You would still have those a year down the road and you to them back out and start from there. So, but uh looking at that cost
045to occur, but in terms of actually building it up until with time the board would approve it and I signed document, you can still say no. I would suggest if you're going to go into CM at risk delivery method to you consider that earlier than later. If you wait and hire a CM when drawings are already done, you may as well just target it. And that process does take some time. It's usually send back a letter in 10. Give them 30 days to what? It's a couple weeks for the letter and intent. then give them a month to respond with the RFP and then you've got a short list and then you've got to interview. So it's usually almost a three-month process to get a contractor to hire construction. >> So if we were going
046to go that route, are you saying your recommendation would be we would need to make that decision in June? >> Charlie's >> if you want full benefit of it. >> Okay. But because you guys know I would be early on in addition to everything Tim said is check estimates and budgeting so that when it is fully bid hourly is the G&P comes number and something that's been embedded for months what all parties looking at design and cost and talking about pros and cons. the early as close to each other as as those two can be will be the best if that's the route. >> It's a champion, right? >> That's the guaranteed actual sites. >> Yeah. To get full benefit out of the CM they most of them don't charge that much for uh pre-construction
047services 15$20,000 generally. But then once they start actually building things, they're that's what the fee is going based on. >> Yeah. >> Anything else, Tim, before we let them see down? >> Thank you, Tim. >> Thank you. Thank very much. >> I'd love to learn financial stuff, so I'm hearing this. Okay. >> All right. Next stop that we're gonna discuss this purchase finance option is work from >> Yeah, I knew Cody was coming. I didn't know till maybe a day or two the fall was coming with it if I figured the birthday boy to be out doing a lot more than sitting down. >> This is how I celebrate Chad. Well, you sound like me. Awfully boring. So Cody and Paul are here. I I just asked them to come and talk a little bit
048about lease purchase and talk about like a 20 or 25 year plan and we can kind of have a conversation. But I want to turn it over to Cody and let them start first and then we can fire away. >> Yeah. >> Thank thanks for being here, guys. >> Yeah, absolutely. Thank you, Chad. >> Um, so last time I was out here few months ago, we just kind of talked generally about the concept of of lease revenue buffins. Uh, and then since then, Chad kind of tasked Paul and I with putting some together some numbers and possible scenarios on what it could look like. Um, using number that you gave us and I gave him $16 million. We had a $16 million project. What would >> Yeah. So, we ran we ran a couple different
049scenarios. Um I guess maybe I could back up. You want me to rehash how the lease ready bonds work >> from what you said? >> Yeah. Yeah. Or is everybody comfortable with that? >> Yeah. Yeah, I can. >> Okay. So, so you using the interlocal agency, we ran 20 and 25 year scenarios that would be funded through your existing special building fund levy. So, you guys are currently at about 7.7 cents uh in the building fund, which about 1.4 million a year. Your your current lease is one more payment. Is that right? >> We paid it off early. >> You're done. Okay. Oh, you paid off early. Congratulations. That's great. Uh so this would just basically be repurposing those pennies and putting them towards a longerterm project versus a pay as you go which can
050be much more costly. So um just quick summary on these. The first option we did was a 25-year term. Uh keeping your valuation flat. So your your existing valuation flat for the next 25 years. Uh the estimated annual debt service on that model is 1,210,000. And that would require your marking of your special building fund 6.57. Uh we then ran 20 years same way keeping your valuation flat. Uh that boost your payment up to 1,378 and that would use 7.41. Uh I should point out the we used an estimated interest rate on these of 5.31. um it's estimated, but if you were doing it today, that'd probably be where it is because we are closing on East Butler's next week and that was the rate that they got. So, um and I use it in
051both scenarios because the bank that we were with the the difference in the 5 years would not change the rate. So, 5.31% 20 and 25 years, those are the scenarios. Uh, I ran a couple more that Chad, you and I haven't discussed, but just looking at your historic valuation, uh, your 20-year average has been just over 7% average annual valuation growth. So, kind of thinking, what if we put a conservative model on that and assume that you would continue to grow at 2.5%, what would that do to the to the payments and and the structure? So if your valuation continues to grow a modest 2.5 1/2% uh on the 25-year scenario um that required levy drops down to 4.98 cents and then on the 20-year same scenario it drops to 5.9. So that's just kind
052of just food for thought. I think really probably how you'd rather do it is just structure it as flat valuation and as you continue to grow like you did on the last lease purchase. If you keep the levy the same, you can build up those funds and you could pay this off early. These would have u a five-year call feature like any typical bond issue would that you'd see in Nebraska. So on the fifth anniversary of if when you close this, you could refinance or prepay with no penalty. So it it would have some flexibility in in the long term of this. You could pay it off sooner with without any issue. >> And we've done that twice in the QC club. Those were build America bonds uh that Jerry Phillips have helped you guys
053finance before I got here. We've refinanced those with Dan Davidson twice since I've been here. Um we got lucky enough that at 5year anniversary the interest rate was lower and that was lowered again. So we're at a negligible amount now about >> six years I think Amy left on on that. Um and so um following Cody what we've been talking about at the board level is trying to keep the current levy uh not the levy the uh tax asking similar in that 1.4 1.5 million range. So that's why I had you put the 20 and 25 year together because obviously we want to have a little bit of cushion uh because we've talked about potentially moving the preschool, building a preschool uh behind the elementary and so taking those additional dollars that we are uh
054requesting and putting it aside for some other projects that would be outside the scope of this lease per deal. >> Sure. >> And so uh so with the one would be just under 1.4 million, right? 387 or something like that. >> Uh that would be on 20 year. Yeah. Million. And I I got copies here. >> Yeah. Probably could try to write apolog. One thing I was thinking about as I was just sitting here too is um as the if this becomes reality and we have a real budget number that we have to finance >> we can there's nothing magic about 20 or 25 years if if we take that number if it's 145 whatever we're told to do to match up with 15 or 17 or whatever that number is too it could be
05523 years or something like that. So there's not there's no standard we're trying to align with on the financing side. It's completely tailored to whatever your needs and wants are for that to look like. >> So, how soon? So, let's say the board decides they want to go through with the project and approving in December. Does the lease purchase agreement for Gay Davidson and that interlocal agreement needs to be done ahead of time? Is that done after pool? Can you talk me through that process? It would be good, I think, if we were pretty confident that we were going to go through with this. I know there there could be, as we talked earlier, maybe a chance where we're not firm on it. If once we have a timeline, I think you usually say 60
056days, put the financing together from beginning to end. It would be good to to have some confidence that we're going to go through that because there are a couple of steps like Cody talked about last time where you have to join the interlocal agency and that takes a meeting of the uh existing board and then the school board then would have to meet and finalize financing after that. So I I think we kind of want to do them yeah around the same time. I think if you're looking at decisions in December, I know that we're going to have a a NEA. NEA again is the Nebraska Educational Building Association. We're going to have an interlocal meeting at state school boards. So that would probably make sense in November. That would probably make sense for you
057all. What other schools have done is they've appointed the superintendent to be the representative for the district. So maybe just thinking out loud on the timeline in an October meeting, you guys could do a resolution that would appoint Chad uh to be on to represent you guys. We could have NEBA accept you guys into their interlocal agency in November. And then at least those steps are out of the way. If you decide not to do anything in December, there's no obligation to move forward with anything. But at least those steps would be in in line. And then if at that point alls we're trying to do is figure out what's the final GMP and and dollars and and terms, then we could do all that pretty quickly in December. It's those other ones that kind
058of just take some time. There's no harm in getting them out of the way. >> We'd establish parameters then at that time in October, right? have a maximum par amount and maximum then terms set out that would we would have to finalize after the in December or probably probably December is when we would do it >> and then you would be the you would be the authorized officer and you we would have um the ability then to sign off on the final terms like we've done in other cases where the board approves um a bond resolution says not to exceed x million dollars bonds and then we refine that um as we get closer and then if for some reason we get through December and we get through the end of the year and and
059something changed we didn't see and the the project doesn't happen or it's it's it's been dismissed then we would we would just have NEVA uh excuse you from the association uh there spring a meeting something >> so look the board approved a project in December I'm just I I just use 16 million that's just my estimate that's nobody also don't know Uh when would the first lease purchase payments be due? We would if typically what we do and what we've always done here is June interestonly payments, principal and interest payments in December. We have flexibility there. We can make them any month you want, but we've done that as we think about taxes being levied in the fall and collected in first half in the spring and second half or the following fall. But and
060and so at our so December is the month in June are we making a full payment or interestonly payment and then in December we're making a principal and interest payment. >> I'm only asking because right now I think we have maybe 300,000 in the building fund and I'm just trying to figure out how much we're in there. Sure. We we but by a default we would say interest only in June and then P and I in December. If that didn't line up, we could we could skip December uh a December principal payment and have that start the following year because the timing is a little awkward. You will have already set your budget. You will have already levied and you'll be mid fiscal year in tax collection schedule when we're implementing a new financing. So
061I I think we'd be okay with that timeline though. um shows I mean we still have some tax receipts that are going to come in yet this this fiscal year and if we don't dip into that at all >> and we only make interest payment in in June of 20 we have flexibility there Chad to make sure we don't overcommit and we would do that before we'd finalize maternals that'd be one of the things we would look at >> perfect would be sizing that first payment and u making sure that whatever you know you're because in December, you'll know what you're have you're going to have for the rest of the year. >> And if that payment needed to be X, it's going to be X. And it's it's not exactly like going to the
062used car lot and saying, "What do you want my payment to be?" But we've got flexibility when we design the financing schedule. >> I just don't like cutting things close, you know? I like to have a little cushion so I can sleep at night. >> We might do interest only for the first year then and have principal kick in in 20 28. >> I was just curious just Yeah. You know, I don't want to leave the next person >> like scared or nervous or whatever. I want to make sure I have it fin if we go through this project. Just that we're set financially with those payments so I can sleep at night when I walk away. We'll make sure you can sleep at night and we don't leave a poor legacy cuz they'll talk
063about you for years. They're going to anyway matters how bad >> will you get going through what we be doing at least for just all the deep you did was HA or >> if if we only did Hback then my recommendation would be to not do the lease purchase do a two-year tax anticipation build or something like that. It wouldn't be worth going through the hassle of the lease purchase on that. We just go down to Bank of the Valley and use True Tac Rock, I think, is who we used last time. Do a two-year participation build with Bank of the Valley. And that we went just that. >> Yeah. And Hback, you could use the QC puff, too, if you wanted to keep those special building funds free. >> Yeah. Right. >> Just to
064give you an idea on the 25 year one that first payment in June would be about 400 grand. I wouldn't based on what your tax receipts would be shouldn't straight. >> No, I don't like No, but >> yeah, I think Cody's problem. But with this grand building would still be eligible for >> Yeah, that's tax credit. That's the beauty of these, you know, they it served as a good financing tool for, you know, as an alternative to to having an election. But now more and more districts are utilizing it because compared to a voter proof bond, any voter approved bonds, those are not eligible for the 30% tax credits because it's it's separate. It's in your bond fund. General fund and building fund, you do or the patrons get the 30% tax credit. Dollars in
065and dollar out for the school are the same. But that's that's a big number that everybody that pays in on those two funds gets back. So it's in a way it's like 30% of the projects being paid for by the state. So as long as those are around a lot of people are utilizing these types of deals because it's um most cost effective way for taxpayers. other question you have for guns. >> Okay. >> Thanks you guys. Feels weird having you on that side of the table. >> Thank you guys. Thank you. Can I Thanks. >> Thanks. Bye. >> Set all these things. Um >> then my two >> would basically still be the only reason we need to come to the table and say they want disturbing >> and and potentially they're going to
066be construction manager risk. >> Yeah. >> That's we need to probably make that decision as well. It's getting real real fast. Like we can't >> Okay. I mean if you're wanting to do the project where you are making a decision in December breaking ground in March then your first big decision happens here. If you don't make a decision then somewhere then you are making a decision. You're saying we're delaying the five days out in the roads or we're not doing it only doing hback only SCS. So could we put that discussion in, you know, Clark shows the decide as a board how much to want to entail in this project? >> That's what I that's why Yeah, that's what I'm wondering. I'm like, we need >> Let's just do it. >> Like what are we
067doing? >> Keep kicking the can. Yeah. I mean, we really need to decide, you know, because then that gives me >> Yeah. And that gives me direction of where I'm going. it's, you know, by working with, you know, just HVAC, HVAC and FCS, everything. But I mean, it's a big decision. So I I would say that if there's any board members, any feel like they whatever you might need to to prepare for that meeting and to prepare for that conversation, you know, any information or I know we've gotten some great community feedback and I know we've got some great staff feedback, but whatever you think you might need, I need to um let Dr. renowned so that we could have that impaired and that came back. We're going to want to make a decision on
068that day. The worst case scenario could be we get to that meeting and we discuss we're not quite ready and we feel especially important to make the decision you know after you process it or whatever. We can still do that but I just want I don't want anybody coming to the table and saying well I didn't get the information I needed to make a decision. It was just kind of up to us to say this is what we needed. And so um this could get in the station >> and we weren't he necessarily going like we we don't have actually I mean we're just saying >> let's do this. >> Yeah. We're not we're not going on his his >> Yeah. >> his drawing. >> No. Absolutely not. I guess >> our names. Well, no,
069we good to go. >> Uh, we're looking at discuss a certificate on student award number application for next year. >> Yeah, Trevanotti applied to be our uh junior on student board member next year. I submitted his application to you guys and uh there was no uh admin that were against it. They all supported it. So Frank MDU or the Evan Harris the next shooter we are student board member took you guys so vote >> I'll make the motion for >> yes >> all right moved by Casey and seconded by Donnie Chuging as our student board member for next year. Um, >> yes. >> I will announce >> yes. >> Uh, does Steph take action on updated policy 4410 extra compensation? >> Yeah, it was just time to update it for the next couple of years.
070So, I appreciate Mr. Humble going through this. He did a lot of work. I did very little. And so you can see what we're what we've done 23 24 25 and 2526. And then what we're proposing for the next two years for extra compensation when teachers or staff take the or concessions, they're the bookkeeper, they do the volleyball lines, etc., etc. >> Um, what's this pity Harrison? the the the biggest thing that we probably went through and changed is for gate attendance. Instead of trying to figure out what they should get paid at night when a night can be 2 hours versus 6 hours, uh we went to more of an hourly rate. Um because when you start trying to do tournament gates and like you you guess how long someone's going to sit there
071and then 20 bucks worth it, it's 40 bucks worth it. Um for us that was probably the big change alarming with uh that we just thought that it' be to give people what they're probably what they deserve and what they were born on Howard and ready. So, >> and I just want to point out just when I saw this on here, Ryan Green to our ex schedule. >> Oh, >> yeah. So, I just wanted to point out that this is not part of the negotiated agreement. It's not making changes to the negotiated agreement. >> Correct. And good call. So um if there are any particular questions about that and I'll entertain a motion to approve updated policy 4410 extra curation >> s by clay seconded by Justin Donnie >> yes clay >> yes >> I
072discuss our fouryear technology replacement >> yeah just letting you see it uh you can see we use a lot of technology I'm not necessarily asking do anything with it tonight other than to show you that we do have a 4-year technology replacement schedule that Adam and I update every year. And so it is split down uh by department. So you can see whether it's a board, superintendent, principal, business, custodian, launch activity, media software. You can see what department um it is that uses that. You can see a rough estimate of the cost each year and the budget code. Um, don't freak out. For example, you see on the third line it says replace the superintendent computer and it's on there every year. We budget it every year just so that the year my computer dies,
073I get a new one. Doesn't mean I get a new one every year. >> Just so you understand. Same way like the secretaries in the office. We budget for it every year in case of one with dives. We're not replacing those every year. We're on the same schedule as the teachers and the kids every four years. We update everything. So you can kind of see they're all listed there. Um it's a lot. So some of the teacher software changes a little bit from year to year. One year it's a, you know, $100 booklet and the next year it's a $100 something else because a new and improved app is now something that works a little better than what they were currently using. So I just ask that somebody goes through this and make sure you
074know we've all gotten stuff on our phones that we didn't know we had until we got for it. You know, like you got peacock for that one football game, >> right? >> And we're still paying for it. You know, just some of you did all this. make sure we're equal icons. >> Adam and I go through it every look and see if is it being used, you know, have they logged in? Have they actually used it? So, yes, we do that on an annual basis. Him and I just just did. So, again, there's nothing really for you guys to do at this point. I'm just letting you know. Uh so, you kind of have a ballpark figure. I mean, this current year we budgeting roughly $397,600 for technology. from the district towards Donna. It's not
075a small expendit. But so again, I'm not asking you to do anything. I just wanted you to see it. Uh so when you see bills come up, you know that um you're not shocked by what things cost. >> All right. Next, uh April, thanks to the best take action on updated board policies. >> There's a lot of them. Um I'll try to go through as quick as I I can. Uh the one I'll start with was the second attachment and that is on uh school library materials and parent access. That's policy 15209. That's a new one that has to be in effect when school starts. And so this summer, um, our tart catalog will be online so that, uh, parents, uh, can access, um, and see all the books that are in our library to
076check out. >> Um, the other piece to that is that parents will have the option to hop in so that every time their kid checks out a library book, they'll get an email note city. And that is also all of this is required by state statute. It was approved a year ago, but it didn't go into effect till the 26.7 school year. So I did attach, you know, the state statute 79-533.04 um is referenced in the policy. Um I printed it out uh from last year. um that will be three night how it went into effect and then Perry law firm their legal analysis and so uh that's the first policy. Um it doesn't include um our kids do have access access to some online libraries. It doesn't pertain to that. It only pertains to
077the books that are physically in your library. Uh some schools are exempt. So, for example, if you're a small school who has a public library and your school just accesses the public library as the school library, you don't even have to do any of it. So, it's only schools that have their own library. It also does not include any books that uh teachers store in their classroom. So, it's literally only the books that are physically in the library. Uh, and so again, parents will be able to access it. I did make sure with Adam and Austin that our software has that capability, and it does, and it does also have the capability of notifying parents every time a kid checks out a book. So, there'll be a form that goes out in every uh kids's
078packet in August because parents will have to sign that form and give us their most current email address and then Austin will load that into the library system so that when they scan that book and it's instantly it don't know how many parents will choose to uh um opt into that but they'll every uh fair have that >> they'll No, no, that is part of the Yep. Uh, well, that's part all these companies that have car Cal knew this was coming, so they did they actually did that. So, it is no additional cost to our district. Um, they just added this feature um for this next school year. Yeah, no additional cost. >> To all say if they have trunk operating at Sea Arts, so then when kid loses it. Yeah. Been there, done that.
079very >> been there, done that. So, so that's that one. Uh the next one, uh the next group then, um there are several. Um I'll go through them as quick as I can. 1110, you have our current bulletin board policy and then the updated one. Um, this uh came out of a new law 429 that basically just says uh employees, professional organizations have a right to post on your bulletin board. So like if NEA or the American Federation of Teachers or there's a third group out there wants to post something on the bulletin board in the teacher workroom, you have to allow allow that. That's legally required. Nothing earthshattering. I don't know that we would have denied it in the first place, but that's essentially the change in 1110 is that professional organizations can now
080uh cook stuff. Uh records management 3560. Uh the change there is um under electronic records and basically just says you're allowed to store things digital now. It doesn't have to be card docking. So obviously I'm giving you the version of that, but essentially that's what it is. Uh 5004 talks about full-time and part-time enrollment. And uh basically the change here is a result of new legislation um to where kids um only have to take five credits um in order to participate in extracurricular activities. So, if you have somebody that's being homeschooled, um who that wants to, uh play football as they're taking the five credits, uh they can do that. They can take more, but that's the minimum. If it's FFA or FCCLA or some organization that would require kids to take more than five,
081then this policy uh take care of. So if if Epsa their their national bylaw says kids have to be enrolled in at least two classes then this automatically apply to the so it just it updates everything according to the new state law nothing or earth chattering and uh we have very few uh bone school kids um that do participate in activities uh but this just updates it um per uh state I mean state staff Actually, at uh one time they wanted to make it none. Um but it's five. Five credits, one class. Kids, one class. >> Oh, yeah. >> Yeah. Uh 58005 is another new one. And really, um this one, um it was kind of interesting. Basically, a a parent cannot disenroll their kid um if they're under an investigation through helping human services.
082You know, they can't say, "Well, then I'm going to homeschool my kid." Again, this isn't our rule. This came um as LV937 at the state level got approved. So this just reminds districts that if a family comes in and wants to disenroll and say we're going to homeschool, they're not allowed to. Again, this isn't a chat danger or a state public school. This is uh as a result of LB937. So this updates our uh admission policy. 50006 is option enrollment. And this changed so that if you take um if you take a kid from a family and you let's say maybe you took the seventh grader and you denied the third grader and they were special ed because that kid was going to cost you a hundred,000 a year and you said financially that's difficult
083in the district. So, we're going to take the seventh graders. We're not going to take the third grader. Well, now if you take one, you take them all. So, if you take anybody in the family, you're required to take the siblings. Well, irregardless of the costs. Remind me that preschool. >> Preschool is not option enrollment. So, that is just option enrollment is a K12 only. And uh you know some districts are going to change then their uh option enrollment uh application process and um ask families a few more questions you know about you know are they special ed what are the services they need and so that school districts can make a determination. uh we get that if you're like our sped program are full. Um but now it's all or not. So that is
084quite the change and again they're trying to protect kids with disabilities from being discriminated against it will be already set. >> Yep. Every O every Nope. Every October we update our numbers for the following school year. It's kind of crazy. You got to set that number in October till your final in August. And so our numbers are set for 2627. In fact, I think I included that in here. Uh but just know then in October, this will come for you again to update the appendix. So this appendix that you approved last October for this coming. Uh so that's what 5006 is. out of them uh page here. Um again uh same thing just talks about um option or excuse me um there is a change in 508 now um which I'm not sure why it
085took this long to happen come next school year if there are health professionals okay excusing a kid's absence for that day it doesn't count against their 20 because see right now and this is I I call it fainty, but that's just me. When a kid gets to 20 or more absences, as a school district, we're required to turn into the county attorney. And then the county attorney reviews those attendance records. They may ask parents to bring in doctor's notes or they might ask the school, "Do you know why you're sick?" And then they make the determination on whether the kid is TR and then whether or not they put the kid at a trunky program. Okay. But the crazy part was is if you knew a kid was in a car accident and was in
086the hospital for a month and they met there 20 days, you still had to report. Well, who do you suppose the parents got up? The school. You know darn well my kid was in that car accident in a rollover vehicle and etc. And I can't believe you turned them into the county insurance. We didn't have a choice. Finally, the legislature and finally got some common sense and passed LB937. So next year, the wording is if a credential health professional excuses a student's absence for that day, it will not count towards the student's currency accumulate. Thank you. Because right now it'll be this goes into effect next year. So we got what five days of school left or the old law is still into effect. But at least till next year, uh that will be into
087effect, which is nice cuz like I said, nobody calls the county attorney's office upset. They call up and so it's nice to to have a little more common sense on on the policy. Uh 5101 changes a little bit of the requirements on the administrators when they uh long-term or short-term uh suspend or expelit. There's a couple more hoops we have to jump through. But the bigger piece to this is now kindergarten through 2 graders uh can be suspended again if they're uh harmful for being violently. You know, for the last 3, four years if we had a kindergarten, first year or second grader that was punching, hitting, biting, kicking, spitting, we couldn't suspend them from school. We could remove them for a day or two through emergency exclusion to come up with a plan, but
088we couldn't suspend them at all. This now gives us the ability on those occasions that we need to to suspend that kindergarten, first or second grade. So, just like we would basically any other student, there are some restrictions. It does say for violent behavior and but for the most part, that's when you would suspend a young kid anyway. the other little nickel dime stuff, but we're gonna have no recess and launch those kind of things. So, this this really will help us uh uh moving forward. This was something schools were asking for. So, that was 5101. I'm getting closer here, guys. That one's just a lot. Okay. A lot of people what uh 5205 basically the change on graduation is the uh last uh paragraph on the first page. A student who is or under
089the jurisdiction of a juvenile court or placed in out ofome care at any time during the student's high school enrollment, they're eligible to graduate as long as they've met the high school graduation requirements. So, if a kid is incarcerated, but they have met the graduation requirements, they're still allowed to graduate is essentially what it's saying. But, uh, luckily since I've been here, we haven't had anybody, um, incarcerated the jail at graduation time, so it hasn't ever come up. But, uh, again, the legislature, uh, passed LB296 that clarified that for um 8130. um when we do our January meeting and we're naming who our where we have our bank accounts and who our our newspapers are etc etc we will actually designate the method of advanced notice of board meetings and right now we put them
090as a newspaper um every month or you know we're meeting etc. Well, this this ends up rolling into uh not just 8131, it actually rolls into the next one, 8342, that changes the designation method for giving notice. So, in our January board meeting, we can declare how we're going to advertise those meetings. And if we want and we know in advance, we can actually post when our board meetings are going to be just four times a year. instead of doing it every month. So in January we could post here's when our board meetings are for um the year January through December and then three months later here's our meetings you know March through December and just so four times a year post it. So if you are forgetful like I am and I forget to
091remind Angie post in the newspaper we don't have to freak out as long as we've done it four times and meeting and the meeting dates can change but it just gives us the ability to change that and we don't have to when we get the January board meeting or organizational meeting and say no we like the monthly board meeting notice in the paper and we just prefer to do it that way we'll keep doing it. Okay. It I think uh it just means I have to do a better job of reminding Angie because I'm I I'm forgetful at times. And so so that's really what 8342 is. And again, um and we don't have to make we won't make a decision on u how we're going to advertise those until our organizational meeting in January.
092So we got a lot of a lot of time to think about that. So, uh, though, all 11 policies just to kind of re-emphasize to the community that might be, you know, listening to this recording, um, in the next few weeks, all of this came as a result of changes made at the legislative uh, level during this session. And so then law firm sent us who's our represents us, sent us the updates that happened due to action taken by the legislature. So these weren't things that we asked, you know, unchanged at David City Public Schools either statewide have changed and being made in all schools across the state. Luckily, we got them early so we can start updating handbook and policies now in May, not scrambling in July trying to get them ready for handbooks
093and Martins. So, uh hopefully that two-page summary from Perry Lawer um was good precursor for your read instead of reading uh the tree that I killed in addition to it. But I'll try to answer any question you have if I didn't do a very good job with explaining that >> very sorry >> questions on air. I was asked I I agree if you beat that with us only the one word option r one then what's what's the example does it have to be kid deal I guess ifable and retain a one grader and three years later he's gone but now brother does that start over has to be current in once they graduate the account so yeah so if that senior graduates and then a year or two later now they've got a third grade
094sibling that doesn't count. It's got to be a sibling that's attending your school now. >> Yeah, that's a good question. >> And we said another awesome thought they would love. >> Yeah. So, as long as they have an older sibling currently attending our school. So, yeah, they've got a first grader that we accept and then uh five years later, that kid's in seventh grade or whatever and the young one is now in kindergarten and was fed. You're take Yep. Even though they weren't born at the time, they're still they still have a sibling attending your school. So, if you're taking the young ones Yep. Yep. Great question. >> Great. With that, I do a motion to approve the updated board policies as presented. >> Second. Moved by Marcus, seconded by Casey TW. >> Yes. >>
095I vote stock. >> Yes. Move. Yes. >> Yes. >> All right. Discussion. So they got to approve the purchase of the CTE curriculum on materials. Thanks. The cost. Uh the curriculum committee had a full-blown presentation, but uh Mrs. M and Mr. Martinez right here give you up to be just a brief overview uh of the their curriculum that they're wanting us to purchase and we can get this here and get rolling come August. So you guys uh got a few comments that you like to make up that >> so um we did meet with the curriculum um committee and discuss the new materials that we'd like to purchase for the next year for FCS in specific. The materials I've requested were Gar Wilcox um textbooks as well as the online teacher resources that go along
096with those. Um the whole reason that they were that those were requested to be purchased is because the textbooks and resources we have now for consumer sciences uh most of them are about 20 to 25 years old. Those last updated I think the most current textbook we have is from 2010 and the oldest we have is from 198. So those a lot of those need an update. Um and if you ask the student board members, both of them have had in class, there's not many times we read out of a textbook because they're pretty old. So um that was the FCN wise was those textbook updates and then the resources that go along with it. >> Um in the A education classroom, I recommended um it's a cutting edge curriculum via my cart. It's an
097all online curriculum. Um what we I really liked about my performance with the committee um it provides that content for those students in easier to comprehend and more engaging way than the online curriculum we currently have. Um the expanding activities of the online curriculum we currently have is papers, powerpoints, things that don't get those kids engaged. Um, and I've found in the classroom when we do those hands-on activities, um, behaviors are great, kids really learn. Um, and so that's why in doing research with other a education teachers, workbook, >> um, we presented this one as well and it would cover eight of the nine of the classes that teach fully um supplementing that night class as well. So um, it was enjoyable to work with the committee and work with Boral in this transition. And
098then they did also reach out to our new teacher, our new industrial tech teacher who confirmed with his need and want industrial back home. >> Anything for committee members? >> No, I'm on >> same with teacher. >> Well, I'd say being back on where Bulcon said it made a lot of sense, especially for the the uh Mr. Martina his uh bodism. I'm like, got to breathe. >> It's just something about looking at pictures that you're like, yikes. >> Right. >> And then the examples for the um the act uh definitely resonate or being for being more interact. And just so the board knows, we did budget more than enough money for the >> Yeah, it's not very >> budget friendly. Yeah. So we knew this cost was coming so we set the money aside and
099it is in the general fund budget. >> Will they get these um bus curriculum and get booked boo booked out again? Are they going to be on a sevenyear cycle or is it going to be a high student? >> Uh the state plans to do it just like everything else. Go ahead. >> Great. That'll motion the um CTE curricular materials as presented. >> Second. >> All right. Then by Dian Park, >> yes. >> All right. We have no personel. >> Nope. >> Uh future discussion and action items. Stephan talking uh facilities. That'll be >> you'll also get uh updated handbooks >> and if you remember that's >> yes >> the administrators that's their last meeting for the summer June board meeting they'll have updated handbooks both student and staff handbooks to approve is July they're
100not >> great with that I'm entertain a motion for journ so second by Marcus second by KC all in favor Hi. >> 8:32. >> Yeah. Good.
