All right, I'll go ahead and call to order the Davis City public schools board of education special meeting for tonight. If everybody will please stand for the pledge of allegiance and for having >> I believe to the flag of the United States of America and to the republic for which it stands one nation under God indivisible star. There is an open meeting statement on the south wall of the boardrooms. Um all uh five city board members are in attendance and we do have a public meeting behind us so I could read our public or I can't I can't read my public comment comment um before tonight because I left it at code. So, um just to summarize, you know, um you have free speech, free speech rights to um speak during public forum, but uh

anything that is brought on school personnel or different things that um can be um fixed closest to the situation will need to be directed um towards Mr. Dinker or Dr. Dinker. Um we are going to have three minutes for each speaker. board members will not be involved in any questions or answering. Um we'll be here to listen and um and make notes. So with that, um Dr. D will be setting up the streamer here. We have five speakers, which works out perfectly because our policy has 15 minutes with three minutes a person. So 5* 3 is 15. >> And before you speak, >> yes, >> please state your first and last name. >> Thank you. >> All right. So first up will be Ernie Valentine. >> Good evening. David City has maintained an anti-bullying policy

because you recognize an intimidation for asking destroy the environment and have stereot however there was a double standard in our district. Conduct we expected of our was not was not modeled by all members of the wars. Dealing with bullies is difficult because their behavior follows a predictable mature pattern. Research shows that bullies often lack emotional intelligence and frequently latch out at those who are competent to match their own inadequacies. They use volume and personal attacks attacks to shut down civil discourse and when confronted they play the victim and rely on enablers to justify their behavior. Stobing bullying is far. We know that when we stop bully in one location they often simply move to another or resort to social media. They don't stop. They just change location and tactics. I want to personally thank the

members of this board for standing together against the lies they calling political speeches and standing up to appear in the difficult they chose to be the leader of their students in Callum. Now this board faces vertical choice replenishing a residual who demonstrates the same characteristics is not a transition. It's a continuation of a cycle. Some argue that the runner up from the last election should be appointed by default. I disagree. Elections just not is not just a measure of who the people want. It's a clear statement of who they don't want. Placing forth despite a high dollar campaign that encouraged voters singing voting into office is not a selection. It's a rejection. This community, our teachers, our students have endured enough with enough political grandstanding and preaching. We do not need another politician or false

prophet on this board. Please choose a candidate who will restore the dignity this board deserves and who reflects the values of David City Public Schools. >> Thank you. >> Next in order would be Britney Ramshack. So, when you begin, we'll begin on time. >> Okay. Thank you for allowing me to speak tonight. For those of you that don't know me, I'm Britney Rammy. I'm a mother of four, three of whom are in school, uh, going to attend school at Bellet Elementary. Our four child will be in school there next year. My husband and I own a farming and cattle business, and I also work full-time for the nightfall. Um, I have been the co-president of the Belwood Elementary PTO for the last three years, attendee at our local church, and an active parent. I try

to instill in our children core values and high moral standard. I believe that's one important quality in somebody on Miss Schoolwork and further it is an important quality in a school district. I'm seeking the role because I believe I can enhance the current board. My professional background includes 10 years in supply chain management which albeit is not the same as the public office but it has required me to evaluate complex information and data manage resources responsibly utilize sound judgment and make decisions that balance short-term and long-term need. In my career I have worked in environments where accountability, fiscal discipline and clear communication with other stakeholders is essential. I am known to review data carefully, ask constructive but direct questions and ensure decisions are aligned with our short-term and long-term goal. I also try to teach

our children about accountability for their actions, responsibility, and leadership around the house and in their school. I believe these approaches translate well to board governance. If appointed, I would bring an ethical, organized, datadriven perspective while remaining open-minded and collaborative. I value respectful dialogue and believe strong school boards umption best when remaining focused on what serves the students staff and the broader community. But it requires so much more than this. It requires a personal aspect. It requires favorable values, the ability to spend time preparing and researching, discretion when dealing with difficult situations, empathy and compassion for the stakeholders and the community, and the commitment to the district's long-term stability. I am prepared to dedicate the time and effort necessary to successfully serve. Thank you again for consideration, and I would be honored to contribute to the

district's continued success. Next will be Lake Casset. And I uh those you don't know me, my name is Klay Cass. Um I did uh in the last election, I didn't attempt to join school board um working successfully. Um not through that process, I was asked, you know, the why. I'm going to get the same discounts today as I did then. Um obviously I have two people that are they can go up through the public school system one six and a four-year-old. Um so I moved here uh roughly 9 years ago going in this July. Um and being a part of this community um community means a lot to me. So uh one big importance is to get involved. Um, and with my background, um, growing up in a house of educators, um, and then with

my current profession, I have a lot of involvement with other school districts. It's often going to other school board meetings. Be great to go to one that is in my own own hometown. But, uh, with that being said, I felt like I have a good background to, um, to give a lot to the the school board and also the school district and again most importantly to my kids. and hopefully that would um keep it very concat. So um don't have a long speech. I wanted to keep that short and sweet, but I appreciate the time and the opportunity be here. Thank you. >> Thank you. >> Next, David McD. >> Hi. Okay, David McD from here in David City. just want to use a public forum as an opportunity to reiterate some of the things

I put in my application. Um I believe that I could bring value to the school board. Um I participated in many of these meetings over the years, even participated in some strategic planning sessions. So I'd be able to hit the ground running. Um I have 30 years of experience in banking and IT. I believe that both of those can lend positively to my time on the board if I was selected. Um, we're looking at doing a building financing project. Um, my experience of banking would lend well to that and um, it specifically IT security. Um, I do believe that it is a big deal in today's classrooms and today's schools and I have the understanding, the experience with it to know what challenges these bring forth. um the opportunities and the challenges. So um I

believe that my work experience will lend itself well to um being on the board. Um I do want to say point out that I did have support from the community. Um the last election I got 1,179 votes which was 45% more than the person that uh finished behind me. Uh that indicates support from a community. Somebody had to choose uh to put my name on the ballot. So it does uh demonstrate that I have support from may and I guess lastly I just want to say um I am a very hardworking person. I would come prepared for each and every meetings. Um I'm involved in the community. Um so the community is very important to me and um I just urge you to consider my application with respect and I thank you for your time.

We'll give >> and our last speaker is Gary Allen. >> Gary Allen, they received and the board members of the D City School Board. Thank you for the opportunity to speak to you. See, it would be a genuine honor to serve and rem serve the remainder of the term to ran for two. I sincerely appreciate each of you all time, effort, and dedication you invest in servicing our school. Your willingness to lead and to make this difficult decisions does not go unnoticed. I do not envy the responsibility for you tonight. Choose someone to fill the vacant seat on your board. Please know that I respect the weight of your decision. Whatever you decide, I trust your judgment and I always support your choice. Thank you. That concludes our public forum. Moving on to discussion on

action items. Our first action item will be to discuss, take action, discuss, consider, take action to approve the staff resignations. We do have um one resignation to consider tonight. >> Yeah. Carly Hansen from David City Elementary set the position of another school district the next year and so graciously submit your resignation to the board for approval. >> I'll make a motion to approve. >> Second. >> Moved by Casey, seconded by Mark Bus to approve the resignation as submitted. Justice? >> Yes. >> Donnie? >> Yes. >> I vote yes. >> Yes. >> Dy, >> yes. >> Great. Moving on to our second item on the agenda, discuss conser take action to appoint a new member to the board to fill the vacancy created by the resignation of Aaron Aruka. And I just want to make a

note um that all of the board members we were um given all of the applications yesterday shortly after noon and we were all able to um review those applications individually. And um you know our responsibility at this point is to select a candidate that is positioned to govern effectively that they're going to uphold board roles versus management roles and to serve the district as a whole well um including staff, students, community stakeholders. Um so our decisions focused on uh governance capacity of a person and also our district needs and what does each candidate bring to the table for anybody who is not appointed and the person who is appointed. Um just a reminder that the deadline for you to file for the seat that is also up um this cycle this is on this is

a 10-month appointment or 9 months to to 10 month appointment and so that seat is up and we'll need you will need to file um by March 2nd. So that's Monday by end of day. So whether you're appointed or not that opportunity is still is still available to you. So with that um we have four applications for this um vacancy and um all four candidates or applicants spoke during public comment today um reviewing those different applications. I'll just open it up to the board first and foremost. Is there anything that anybody wants to bring forward um as a point to consider and wants to discuss like any four candidates? Justin, I'd just like to note that that thank you for everybody for for applying. Um we got four very qualified individuals. This decision has been

tough on all of us. We've been racking our brains in deep thought. So, um, you guys have not made this very easy on us. So, where that's where I'm standing. I just want to address something because I was approached by a a community member the other day um that inferred that if we did not select the person got the most votes last time that we were um disregarding the will of the people, the will of the public. Get that? And while the vote count is a factor, it is not the determining factor. I don't know of any other elected position where if someone steps down for whatever reason, you automatically go back to the last election and pick the person who had the second most votes. Like President Trump stepped down. By that logic, we

would have to go to Camala Harris to do If Governor Panin step down by that logic, what do you go against? Blood. Blood. That would be the next one. When a sheriff steps down for whatever reason, you don't just go back to the next election or the last election and pitch whatever was there. U there's no precedent really for that. Like I said, while it is a factor, it's not the determining factor. It would also eliminate any other candidates who chose not to run at that time. So, you would not have a chance. You know, it definitely would decrease your pool of candidates. And what if you're in the scenario of only four people ran, you know, three get in, the one person ran as a joke or is a convicted murderer or something like

that, just got his buddies to vote a few votes for him. Now you're stuck picking someone who's there. So I think it's a unsafe precedent to set to go solely by vocal >> and and also there's nothing in our district policy that says that that is part the uh that's part of the application process. It doesn't say that that's part of the criteria in any way shape or form. So um yeah that's just kind of the data piece and different members of the board can take it or leave it as they see fit. So, um, is there anything else that anybody necessarily wants to >> far? Yeah, very >> very good candidates. >> Candidates. Um I I will say that um one of my considerations is and I kind of I kind of alluded to

this um when I made my statement earlier was just that I'm really considering the um longevity hopefully of somebody who might take the seat. Um what and also what they bring to the table skills-wise. Um yes we are going you know we we have began the process of the building the conversation about a building project. We don't know where that's going to go but um it would be great if we had you know that skill set on the board to be able to discuss those types of projects um knowledgeably. So I'm looking at that. Um, and just in general, I think kids in the district um, and young kids in the district matter to me because I think that you're just a lot more invested in in the process and what goes on in the

school um, when you have kids in the district. That doesn't mean that that's a requirement. That's just something that I think that um makes you a little bit more um in tune to the decisions and that your decision that you make at the board table is going to impact your children and then other children that are >> very soulful. >> So those are a couple of things that I am pulling forward and that kind of are at the top of my assuming. >> Anybody else? Yeah, I mean that was the one only the one thing I was going to say is that I mean when I got when I decided to run for school board it was important to me because I had kids in the district and I also had a white top in

the district I guess but I mean my main motivation is always my kids everything I do with my in my life is my motivation my kids and I think it brings a different set of dedication to the job and and a little bit where you see both sides of it. It's not just it's not just the community or student or just the students. It's brings both of it together. And so and quite you know in my job I talk to a lot of people everybody always asks when when I'm when I'm meeting with my clients or whatever it's how's the school board and one of the overcoming things is that I've always heard in my lifetime is it's good that you stepped up to run that you have kids in the district because that's who

should be on school boards. those those are the for the kids is people that you know have a vested interest in the school district and like you said it's not the only thing but to me that's a important thing I guess so um that's really the main thing as well would say I can piggy back on you I mean I feel like you said it all the longevity is important to me I think somebody who has young kids in the district not going anywhere, staying with Davis City Public Schools. That's that's a big factor in my mind and it makes a difference. Somebody with no agenda that will listen, learn, you know, that I feel like that was an issue. It's eye opening to be on the boring. It's very eye opening. Humbles you real

quick. >> Yeah. And I one of my other considerations is just the fact that it's no secret that Dr. Dinker is going to be leaving us in the next >> the 16 that I'm counting. >> Yeah. >> And you're the only one. >> Um so he's going to be leaving us and so yeah, the stability does matter to me. Um there needs to be stability in in the board and that trickles down into the admin and that trickles down into the classrooms and our students. And so um having a cohesive group of people who are able to disagree at times but um come out of it um you know in a in a in a place where we can agree to disagree but we we move on with the the role of the board as

a whole. Um, and there's going to be some big things that are going to be taking place over the next two years. And so it's it's a bigger decision than what you would normally think just because of some of our turnover that we have. And so um I definitely don't take it lightly and that is always in the back of my mind is how well we govern and the way that we can make decisions around this table really does have an impact. And so this one person is a sixth of this board and it doesn't matter. So by the way we do make a motion. >> Um anybody can make a motion to nominate someone. Um yachty then we will move. I I'll I'll move to nominate uh Clay. >> Second. >> So moved by

me, seconded by Marcus. Is there any discussion? >> Go ahead. >> Second. >> Just so that you know like we we vote and depending on the outcome of the vote then we'll move on. >> We vote privately or out loud? >> No. Out loud. >> Yeah. >> Okay. Yes. How about vote? Yes. What? >> Yes. >> Donnie, >> yes. >> Justin, >> no. >> I >> congratulations to Clay. Will you accept? >> Yes. I I did give you guys a resolution that you also probably need to review as part of that motion. And then the Buddy's term of office would start as soon as he's given the oath of office would be at our which would be at our mortgage board meeting. But until he receives the oath of office, he's not officially on the

board until that oath is taken. Right now I think our board meeting is scheduled for and been advertised for the 11th of March 2nd Wednesday is so yes Wednesday March 11 so thought you would take the oath of office and we would do that at the very beginning of the meeting and then the official and so Stephanie and Marcus with your motion does that include the resolution motion in front of you. >> Yes. So to amend it motion to Yeah. Re to read this. >> Yeah. Yeah. So any read exactly if that's a lot or typing for >> Okay. Um, with that, um, you know, genuinely appreciate all of the applications and, um, thought out well thoughtout answers and responses to our application. Um, appreciate everybody who came here and participated in this and, um,

keep going forward. That's what we'll do. >> So, with that, I will entertain a motion to adjurnn. So I'm going to move >> by seconded by Donnie. All those in favor I >> all those opposed >> 7:25 JC. >> Yep. >> Thank you everyone. And it's already running.
