001okay uh welcome everybody uh welcome to the Pilan Lista Community Schools Board of Education meeting for February 26 2024 uh we'll start with the call to order in the Pledge of Allegiance please rise of the United States of America and to the rep for it stands thank you uh item b roll call please Mr Lotus here Mr madler here miss Fischer here Miss Whit here Mr Bailey here miss wood here all present thank you I'd like to remind everyone that the open open meetings law is posted at the entrance of the room uh moving on to section two Communications we have a recognition tonight Dr rickley thank you very much uh Mr madler members of the board for members of our community that are with us this evening thank you for joining us and engaging
002with your school district and your board of education for those of you that have participated in our meetings in the past you'll know that one of the things we like to do at least once a month more often if uh the need arises is providing some kind of recognition to either District staff or District students that have exemplified what it means to be uh a member of the Pilan Lista Community Schools family and tonight we have one of our students who brought home a trophy from the State Bowling Championship so and I believe uh Brennan is in attendance so Brennan we're going to have you come down here just a little bit so the 2024 NSAA Nebraska School Activities Association uh annually holds uh state championships in a variety of Athletics and activities as we're
003all aware and the boys bowling state championship occurred very recently and we're talking about class say of course uh Brennan heck who's an 11th grader no pressure Brennan but you might be back here next uh next year who knows an 11th grader Pilon L Vista South was named the 2024 NSAA boys bowling state champion in class A a very very high honor we are so thrilled to have you here tonight Brennan you have really done your school district and pan Lista South proud on behalf of your community and Board of Education please come down and be recognized yeah [Applause] well done Brandon mom thanks for getting him here we are incredibly proud of you and your accomplishments and we hope you have a great finish to the school year and with that Mr madler I
004would conclude our recognitions for the evening thank you Dr rickley and congratulations Brenan uh moving on to Item B military advisor uh Colonel Patrick CLC come on up even members of the board thank you for the opportunity to come and address to you this evening uh just a couple updates of where we're sitting right now um first like to pass along our sincere appreciation to doc Dr Becky Meers and Dr Andrew Bell for attending our kindergarten read workshop last week we had over 130 students and parents and Guardians attend and greatly appreciate the support that we got from the district uh to help our young students and our brand new parents getting ready to send their F students to kindergarten for the first time really do appreciate all of the help with that uh it
005was a great event for us second on the 2nd of April uh from 8:30 to 2 we're going to have our offit career showcase at the base and this is to highlight a lot of the hiring opportunities that we have at offit uh it's really intended for our local high schools and our University counselors veteran employ ment Representatives Chamber of Commerce Representatives basically anybody in the community that would like to know how we hire uh at off at Air Force Space and what opportunities are available uh so if there's an interest uh from anybody here or any of the schools to attend that um please make sure that you uh let me or miss yanov know our school liaison officer and they'd be glad to get you in contact with uh the individuals responsible for
006putting that event together uh but again great opportunity that we have for our high school counselors to be able to understand how that federal government hired ing process works and what opportunities we have available at off at Air Force Base for graduates um third on the horizon April is the month of the military child uh for the US Military and April 15th is going to be our purple upate for military kids uh so on the 15th of April hopefully you'll see most of our military kids wearing purple here to uh school and uh just a couple other future announcements on the 10th of May uh we are going to have our 100 years at offit Celebration uh on our parade grounds opportunity that we've had for 100 Years of offet Air Force Base uh it
007was Fort crook before then but 100 years ago uh it was named after Jarvis offet lieutenants uh in the Army Air Corp way back then that uh actually before the days of the Army Air Corp even um that uh was the base was named after on the 24th and 25th of August we have our 55th Wing Air Show at off at Air Force Base and along with that we're going to have a suum event so for any students that have an interest in science technology engineering mathematics uh in parallel with that offered at the site is going to be like I say a stem event um putting a lot of those events together right now and hopefully next month we have an idea of the specific types of uh events that we will have uh
008we'll be able to present that and then lastly uh brought this up every month uh but seems like it's been going on for the last six months in terms of not having a budget yet for the military uh we're still unfortunately in that position right now uh March 8th is the deadline for the defense Appropriations bill that's the one that funds most of our activities in the Department of Defense and off at Air Force Space space at this point we're still very hopeful that Congress will uh have a budget passed or at the very least we'll have another continuing resolution going forward for us um you should not see much of an impact to our children uh at that point uh if we don't get a budget passed but understand that for the parents that
009could be something that uh could be anything from sequestration uh or individuals not being able to go to work to parents having to go to work without the budget kind of the things that we've heard in the past unfortunately seems to be one of those things that might be coming up again so and I just bring that up as I have every other month kind of where we sit on that General Appropriations but pending any questions uh that's all I have for the board uh right now they are one of our acts yes it is so we should have the Thunderbirds there correct y all right well thank you very much really appreciate it apprciate it y you have a great evening okay moving on to item C presentation high school education Academy Miss Siri
010I believe you have some guests for us good evening I would like to welcome uh Joe pelowski and um Carly herson's gonna come to the table um they are two of our great teachers and they're going to share with you some information tonight on the education academy uh we also have Missy javens here who is our uh career and college administrator she's in the audience uh but they have put together a wonderful presentation um that kind of gives you a 35,000 foot view of the education Academy and the benefits to our students and District so I will let them take it away hello hello um I'm Karly Herson and I'm the education Academy instructor at Papio South and I'm Joel pakowski and I do the same at pan lesta mons um to start off we
011have a um a video to share so I've always had some sort of desire to become an educator ever since I was young um but being in education Academy has solidified that desire for me and I for sure want to be a teacher after this year I really enjoyed education Academy it really just showed how to Be an Effective Teacher and how a teacher is able to work with diverse groups of students and how I can effectively make every student comfortable in my classroom trouble Park we've done pen pal letters to our second graders talk about life talk about school just kind of show like like how they interpret school what they learn about they've been able to incorporate their writing skills into the letters which is very cool because we've seen them do informative
012writing they've been doing persuasive writing argumentative writing so I think it's just a very cool experience for us to see what it's like to be a second grader cuz that was a long time ago at Carriage Hill we mentor about every Friday I have Incorporated the things that I have learned in education Academy into mentoring so I've Incorporated some type of lesson plan every single week I start off with an anticipatory set I do something to get them excited I do some type of learning I do a check for understanding and I think it's just really awesome that I've been at carage Hill for not a significant amount of time yet I've seen the progression of this first grade student we just work on like extra skills with them like their math skills or their
013reading skills we've talked about curriculum we've talked about classroom management and we've really talked about the critical topics that we would have talked about in college that are essential for becoming an educator so I think it's just amazing that we get all of that experience for free and just in our junior year of high school it just showed me that like I love work working with little kids that's what I want to do it's an amazing experience I have always told myself I'm going to work in high school I'm going to be a secondary teacher but now I think I actually want to do elementary so next year I'm going to be interning at an elementary school and I think that's the road I'm going to take so it's a very cool opportunity [Music] um
014so like the video um showed you it gave you a little bit of a glimpse into what the first year of our program is like um but our program is actually a two-year program um that gives students the opportunity to explore careers in education whether that's teaching whether that's becoming a guidance counselor um maybe um an SLP maybe an administrator someday um and for us as a district it really allows us to um create that pathway of um for for people who are interested in going into education and potentially want to come back to Pilan listic Community Schools um and teach or potentially be a parah um and so it it's actually the video showed um the first year but it's actually a two-year program so it starts their junior year um and students can
015earn if they complete both years of the program they can earn dual enrollment credit through Uno um and if they go to Uno they get credit for their very first education class that they would take so they get to skip one of those classes within their program of study at UNO if they don't go to Uno obviously they can transfer the credit to another institution of their choosing whatever they want to go to um we do allow them to do both years of the program in one year we've had some seniors that have um done the program it does require three class periods out of their day um so they would do year one and then they would also do year two all at once um it's part of our Academy program so they apply
016through the academy process in November when those applications come out um and then they also have the opportunity to be a part of um one of the state's career and uh technical student organizations called Educators Rising for that co-curricular component uh to be able to do some things outside of the classroom um which we'll talk about in a little bit but yeah so with with Educators Rising our our big um State leadership conference is next week on Tuesday so Carl and I will be taking probably about 20 probably about 20 students to to Midland in Fremont University and they'll have all sorts of uh different competitions that they can be a part of everything from C curriculum writing to job interview skills to um I know have a I have a girl that's interested in
017in doing e so she's going to do a presentation in Spanish on how she would teach uh a k through three students um if they were to come in into her classroom so it really is a a neat opportunity for the kids to get involved and compete against kids from from around the state so that'll be next week for our kids this slide then then shows you the participation levels that that Carly and I are seeing at both high schools so you can see there in the gray those are the the year one students that that we have and then uh in red there the the year two students and then and then our totals so you can see that we we we had a dip during the the covid years of 20 through through
018through 22 but we we've rebounded strong and we have actually more kids than we had you know five five six years ago also going to see that you know obviously we're going to we're going to lose some kids you know we're going to lose some kids from from year one to year two and one of the things that Carly and I like to talk to our kids about is it's it's okay it's okay if you decide from year one to year two that this program isn't for you uh we like to tell our kids that uh it's better that you find out that you don't want to be a teacher as a junior in high school than to find out that when you're junior in college and you spent money and you're in you're in
019a teacher program and it's just it's just not for you so uh it's good that you know these kids get to dip their their toe in the water and find out whether their teaching is is is for them and as we're going to talk about with with the program they really get immersed in a lot of in a lot of things with with teaching that I know I'm jealous of because we didn't have the program when I was in high school at my high school so the first year of the program is typically students junior year um and it takes one class period out of their seven class period day um and um um that's when we complete the majority of our dual enrollment curriculum so Uno uh because they get their credit through Uno
020they um to some extent dictate what it is that we teach um and we try to get through the majority of that curriculum during that first year um so that then the second year of the program can really be focused on their practical experiences and um getting that hands-on experience in the classroom um and that's one of the things I think is a highlight of our program is how much practical experience these students get as Juniors and seniors in high school um while they are with us for one class period of the day for that first um for that first year um we we try to get them into the classroom and working with students and getting that hands-on experience as often as possible um every Friday starting in September or October we partner with
021elementary schools around the district and our students go every Friday during our class time and they Mentor or work with us elementary students across the district my students go to Carriage Hill so they get some of that title one experience in working with students that go to a title one school um they're working mostly with kindergarten first and second grade students um and I think that's um one thing with the Practical experiences I know um speaking for myself and I I'm sure Joe feels the same um that we wouldn't be able to offer the Practical experiences that we do offer if it weren't for the collaboration that we have with the administrators across the district not only our own administrators who are great about letting our students um just be flexible with their schedules um
022but also administrators in the middle schools and the elementary schools whenever we reach out to them with um some sort of idea of hey we've got this idea of what we might want to do like our students maybe want to do this and so um we approach administrators at the elementary level and they're like oh yes absolutely let's make it happen um so really just having that support from uh people across the district has been great and really is one of the things that has made our program unique in all of the experiences that we're able to give students um and there's just a list of different um things that that students do as part of the first year of the education Academy program um some of the curriculum that's completed we talk about curriculum
023and instruction we talk about classroom management effective teaching history and philosophy of education special education um and then we also uh do mock interviews so one of the last things that we do as part of year one is we have students write education resumés cover letters and then they do a mock interview with administrators in the district some of our principles will be a part of those interviews um Dr settles Dr steel Dr Meyers they've all um Mrs jabin they've all been a part of those mock interviews so it really gives them um a feel for what that first year um teacher interview is going to be like when they get out of college and they're looking for their their first job and I know our administrators really love the opportunity to be able to
024see the skills that these students have developed over that first year and really just kind of Mentor them and give them uh some insight on what that interviewing process is going to look like yeah it's it's been nice for Carlin I just as doing this presentation to just run more ideas you know at each other so we we've had you know discussion about now with the community closet you know how can we you know know partner with that and get our education Academy Academy involved in that um I had one of our groups uh go to our ed1 students I should say go to homeless shelter and we want to continue to do that and she's mentioned some other you know things that we can try and do in terms of Outreach uh W with
025these kids because you know we think that uh uh it's it's certainly vitally important in addition to teaching for them to get out there and volunteer and and help people and help those in our community so um that's our that's our year one as you look then at our at our year two so you know Carly and I will be talking to our year one kids here you know about their year two experience do you want to go on do you want to do this uh next year a as a senior and then that's when we begin to start to talk to them about their their placements for for a year two so do you want to continue in a second grade classroom do you want to try something different do you want to go
026to this Elementary or that Elementary so the basis of of your two what you're going to see is is that Carly and I will will bring in the students for the first few weeks Mentor them talk to them about the expectations because certainly they're going to be different than what they were in in year one and then what you're going to see uh that's big is that second bullet point so these kids are then going to be in the schools uh Monday through Friday from uh about 1:30 to the to the end of the day so so they're they're there for uh multiple subjects they're there for For Recess they're there there for you know whatever it is that that teacher uh uh may have may have going on so in addition to that you
027know Carly and I would be pulling the kids out you know about once a month once every six weeks and they're going to have projects uh uh portfolio projects uh curriculum projects um coursework uh Reflections um all those all those different sorts of things so that we're going to be asking them to do and and reflecting about how it is that uh you know when you become a teacher you know what are the things that you're that you're seeing and what would you do in this situation and and what would you do in your in your classroom in the in the future so kind of finish up your year two and we'll talk more about this at the end we have a a number of celebrations for the for the kids that uh uh we
028call graduation celebrations that we have in May that we'll that we'll talk about at the end anything to add there I think the one thing about year two that is my favorite part as as their instructor um I go out and um visit the students at their placements I check in on them um and give them feedback um talk to their cooperating teachers things like that but it's it's always so interesting and and to try to get the students to also realize how much they've changed as a result of the field experience that they get as part of the program um you know I I tell them if they could see when I go out there and do their first checkin at the beginning of the year in September and then when I go back
029out and I do their last check-in in April just how much more confident they are up in front of a classroom um when I go out there at the at the beginning of the year you know they're usually kind of in the back maybe just kind of observing um doing a little bit with students around the classroom making sure they're staying on task and then by the end of the year they're up in front of the class they're doing a lesson all on their own they're co-teaching with with uh with their cooperating teacher um and they don't because they're immersed in it every day they don't they don't necessarily see the big the big picture of how much they've grown from one end of the like from the beginning of the year to the end
030of the year so helping them reflect on that and realize just how much they've changed how much they've learned about what it's like being in a classroom and then they walk into their freshman year of college with all of this hands-on experience and classroom management experience that their peers don't have and I know myself I've gotten feedback from College Programs College professors that say we know which students are yours we know which ones come from your program because they have that confidence that other students just don't have we can put them in a field experience and know these are going to be kids that are going to be successful in their field experience so um so one of the other things and and Joe really kind of talked about this as well is just the
031co-curricular opportunities that our students have not only do they get to listen to us for a class period of their day but um they have co-curricular opportunities through the state organization called Educators Rising um and Joe talked about the state leadership conference um that allows students to compete um um we will participate in Ed rising's national Signing Day much like we have a signing day for athletes Educators Rising also has a signing day for people who want to go into the field of Education um so last year I saw Ed Rising um they advertised it and I saw it and I took a little snapshot of it and I sent it off to Dr settles and I was like look at this how cool is this we have to do something with this and then
032Dr settles and her HR team just like ran with the idea and just made it a really really awesome um awesome celebration for those students um on national Signing Day um they they do pay state and National dues which is $20 a year if they want to be a part of Ed Rising um and I think this is one place where um there's really a lot of opportunity for growth um right now Educators Rising is mainly the students that are involved in our education Academy but expanding that to freshmen and sophomores who are not yet part of the academy process um is a way that we can expand the program and really use it as a recruitment tool to increase those numbers in that education Pro and education Academy um and and really work to
033grow the program and um you know create more students that want to come back and teach in plcs one day so so these are a couple of things that we'll have here in in May so you can see the uh educator Signing Day so uh we'll have each of those at the at the high schools in the uh in the morning and so that will be for uh all students that have said that they want a major in education so as Carly said you know we treat it as you know we would on on on a signing day for a young person signing for volleyball or for football or whatnot because we want to make it a big deal and and as Carly said our our our central office folks and Dr settles have done
034a great job with with that and really recognizing these these kids they're going to you know hopefully be you know future Educators and and and be a part of us uh in in our career someday uh and you can see there on the right you know that's going to be specifically for our education Academy students so you saw some of those pictures previously where they got together here uh and we had a nice celebration with our our central office folks and and celebrating them uh getting getting through the the two years and as Carly said the many successes of wishing that they could see what they were like as a first year versus a second year and then and then graduating so as you can see this is a few days before they will be
035uh graduating from from high school about about a week prior um and then I think another thing that is really unique about our program is how um again how our district supports these students not only only when they're in the program but then how they continue to support them and and what our HR um our HR department has done to keep in contact with the students that are part of Ed that were part of Education Academy um and supports them through their college experiences um we they do winter break coffee talks uh they've they've created a um alumni Facebook page for alumni who are going into education um and then I think one of the the really um good things about this program is that even while they are college students um they the HR
036department encourages them to apply as sub Paras as substitute teachers um so it not only gives those students that experience while they're going to college they get even more practical experience than just what they're getting from their field experience um I know if they have a very consistent schedule they could potentially be hired as a par professional not just a subar um and I know there's I there's students that are in our building when college is out and we're still in school that are back and they're subbing for full days especially on Fridays when they maybe don't have classes um but it really um gives us as a district that opportunity to um create that that pipeline of people that want to come back and work for our district um and really kind of aligns
037with those strategic goals that the district has of growing our own and increasing our um you know our our pool of of applicants that we have for for positions at plcs um yeah I think that we wanted to let Dr settles and and Miss Siri jump in here and we'll certainly take any questions that you that you that you have board perfect thank you great presentation so does um the education Academy is one of ninees and it is one that we consider onsite obviously um but these two do an outstanding job and I know teachers also uh enjoy this as uh they get to see their former students back with an interest in a career in teaching and learning so questions from the board well I don't really have a question but um Joe you
038hit on something that I've always said about the acmy that I think is really important it's just not finding your passion it's finding what's not your passion and these Academy opportunities give our students that chance to test things out to feel the water so to speak to see if this is really something they want to do and that's equally as important so I really appreciated you're mentioning that again CU to me that's that's something a lot of students don't get an opportunity to do but ourm really allow them that opportunity to do that absolutely so thank you Miss Fischer yes and I just wanted to comment too I had the opportunity when I was in a building to have your kids come in and just what an impact it makes on the students they're such
039great role models for the kids they help the kids you know set goals for their future and so you're not only developing high school students into teachers you're having an impact on some of those younger students too to look at education and as as Miss Siri said and the teachers love it you know when you're a proud professional there's nothing that's more exciting to you than seeing other people that want to enter that profession and so to have those students come into the building it's just a win-win for everybody so thank you very much thank you I guess I do have one question and hopefully a good question you all are obviously talking about growing the program and maybe reaching down into the freshman and sophomore level do you have a goal in mind or
040is there a maximum number um because it seems like there's always a few academies here and there that have more than they can actually we'll take as many as one okay that sounds good that sounds good one one of the things uh Mr Billy that we're seeing develop within the the Ed Rising side is that they're developing some some JV programs so we're seeing for some of the first times some some JV competitions at Ed Rising so we're seeing that this could potentially be for our ninth and 10th graders if they wanted to get involved in Ed Rising compete do that and then that could be a pathway for some of those kids to to do that and then get into the education Academy so I think that's what we we've talked about you know
041certainly win our infancy with that but uh that's something that we we've certainly discussed yeah I thank you thank you you're all doing a fantastic job when I was in school it was called it was a club after school called future teachers yeah now it's an academy and I think ourm are what make plcs one of the greatest districts in the state if not the country I always never try not to miss the graduation program and it's just been fabulous to attend and watch these kids with the most enthusiasm I've seen of anybody they are just excited to be on the track and I think you guys do a fantastic job thank you thank you thanks and uh last year I I did attend I think it was the the Titans the signing day day
042for uh these students I thought it was a great opportunity to showcase them have them on stage and go one by one down and and uh where they're going and sign their letter so it was a great idea and thanks for uh Dr settles for the the staff for putting that uh putting that together hopefully I can make it this year I want to echo on the uh on theem in general I think it's a great opportunity for our students and our families so if you're a student uh even if you there there's a chance you might be interested in some of these career fields give the emies a chance because again like uh Miss Fischer said it's a lot better to understand what you're um what you're not interested and what you're interested in

044tonight Mr Kevin Padia good morning good evening pilia L visted School Board my name is Kevin Padilla and I reside in p ion I want to emphasize two important notes first the school board o oath you swore after becoming a member you swore to support and defend the Constitution of the United States against enemies foreign and domestic School boards should consist of individual thinkers and defend children however vote suggest you do not think for yourself you rubber stamp decisions and use group think mentality do you critically think about what you vote on are you afraid to disent just asking example what value is the book all boys aren't blue the board voted to keep it in the libraries with one dissenter I don't believe I've heard a dissent since then the narrative is parents opposing
045it w a book ban this is a gross misinterpretation some simply say it is it is inappropriate for young adults kids as it introduces a way of life not condoned by the masses yet a family is free to or order the book for their private Library this is how a constitutional republic acts there are checks and balances rights are not infringed upon but parameters set school is not for indoctrinating Force feeding kids it is for educating second the Pledge of Allegiance oath I pledge allegiance to the flag of the United States of America this is an oath signifying loyalty to the United States flag and to the Republic for which it stands we do not say to the democracy for which it stands this amplifies a constitutional republic one nation under God we make this
046pledge as a nation under God our country will always Embrace God removal of God is not an option indivisible with liberty and justice for all we the people are free and value Law and Order for all what is democracy Thomas Jefferson said a democracy is nothing more than mob rule 51% of people can take take away the rights of the other 49% John Adams said a democracy Never Last there has never been a democracy that didn't commit suicide there is no structure in democracy to protect individual rights democracies provide arbitrary power to government this is unacceptable in a free Society what is a republic John Adams said a republic is a government of laws the American Founders created a republic not a democracy republics are the best form of government for protecting individuals from tyranny

048was contacting my son outside of school I found inappropriate text messages on his phone she was buying him snacks so he would go to her classroom buying Vapes and Edibles for him and other students she was writing him passes to go to classes late she changed his teacher without asking me letting him keep stolen property at her home I found a video of her at her desk flipping off the camera talking about about balls and a picture that one of your students from senior class of 2023 sent me of this Paras sleeping in a t-shirt and underwear on her couch ironically just days later the school resource officer is at my house investigating my son for child porn they retaliated with information they thought my son had sent through snapchat but he didn't tell but
049they didn't tell a parent or school officials until they were caught you didn't fire that parah even with the proof that I sent to Mr Garing she was allowed to resign the school SRO sat on my couch and defended the employee because they were friends he hung out in her office often in August 2021 several teachers required that my boys put pronouns on their school material even though they are not transgender they are males and have the balls to prove it again just days later after I I called about the pronouns Mr Johnson the Middle School principal called and told me the FBI was going to seize my son's phone because he had naked pictures of my daughter on it my husband was deployed to guar at the time and and my son is a
050huge person in my daughter's life I will never forget the rage I had seeing him in the office thinking he had hurt his baby sister you can only imagine as a mother what that feels like to think one of your children is being sexually abused by another and you didn't catch it I almost slapped him as I walked through the office just based on what I was told I was shaking I walked into Mr Johnson's office and looked at the phone after seeing the picture my rage was redirected to anyone who could pervert the top inch of a baby's butt crack this was just obviously more retaliation see the football trainer at plcs thought my oldest broke his leg so I took him for X-rays and his younger brother watched his little sister because she

060program it was a program that was offered to all 50 states in the territories bless you Mr madler and for a variety of reasons the state of Nebraska chose to pass on it if you did see the article in the Lincoln Journal Star and I believe you uh we had a similar article on the Omaha World Herald five area high school students met with Governor pan uh for purposes of changing his mind uh two of those individuals have ties to Pilon Lista Community Schools Lexi Simonson who is a senior Pilon Lista high school and Sister Jordan Simonson who I believe Dr settles looked up I believe that's a graduate but we're working to confirm that but we know Lexi is certainly a current pan Lista student uh met personally with governor pillan uh shared some
061personal anecdotes about why the program is important some of their life history uh and some really uh some really personal things about how it impacted their family so really representing the best of what we hope our students do and that is to stand up and advocate for things that they believe to be true so uh Lexi and Jordan if you're watching your school district is proud of you moving right along uh we've had a couple of really great events in the school district the last week or two uh we had a sub breakfast at Pilan L Vista High School uh we had almost 130 District guest teachers join us it was an optional event it certainly wasn't required as part of the program but we did have a large number participate where we not only
062provided breakfast we talked a little bit about um different programs did some professional development and training and had a really really great turnout later that afternoon we had our parac conference at Papo Lista high school thank you to Mr Ryan and his staff for organizing and helping to host that conference we do that twice a year as the board is aware it's partially funded through a grant uh through our propan Lista Community Schools Foundation it is an outstanding opportunity for our paers to get together do some professional development as well as Network and share ideas also wanted to share with the board and community that we've been bus we've been busy with our advisories uh in fact most recently we met with our business and elected official advisory we talked about a variety of things
063including the school calendar there were questions surrounding the snow days and the cold days and now that might impact our last scheduled school day we had a really good conversation around mental health and different programs that the district is offering uh led by our own Dr Anderson and Brett Richards uh gave us an overview of some legislative topics that that group is always very interested in uh more details to come as we meet with them one final time in April uh and finally I did want to give a shout out to uh a couple of groups that will be recognizing at a future board meeting we didn't get them on this uh agenda because of time constraints but the girls team from Pilon LV Vista South High School basketball team has made the state attorney
064uh they'll be this Wednesday 7:45 in Lincoln at the Pinnacle Bank Arena so again that's Wednesday at 7:45 and then uh also I'm told we're still working to confirm the details but the South girls powerlifting team we believe won a state titled I don't know that that's officially sanctioned by the NSAA but sanctioned or not it's still a terrific accomplishment so for our lady uh basketball players congratulations on making State and for our girls powerlifting team congratulations on your efforts we'll try to get you in front of the board at a future agenda and with that Mr madler I would conclude my superintendent comments for the evening Dr rickley moving on to item F board reports I would like to say that I attended the parah conference in the afternoon I popped in there and
065it was full of wonderful people who were very full of spirit and excitement to be at that event what were those two ladies running around in wolf costumes and yeah wearing their colors and all kinds of things yeah their mascot they were they were just wonderful uh they had sessions that went covered everything from mental health for both students and staff all the way down to Food Services and um um I do appreciate that the District offers professional development to the entire teachers and staff of the district because everybody's important and needs to continue their learning as we continue through life and the last thing I did I drove by freaky field and man oh man does that Turf look fabulous so if you haven't driven by fricky recently you should do so because that's

067Walston um elorn and Springfield um and very similar things going on um between all of us you know as people are uh watching the legislature um and finishing their teacher and classified contracts for this year um I also had the opportunity to attend leis on lunch at Pilon Lista High School last Friday um what a great way to spend an hour and I was so impressed with um there was a wide variety of staff and attendance and uh through the conversation they shared with us their current building goals um and the efforts that they had G done done this year to really Identify some smart goals focusing on attention or attendance of students um and uh some of the things that really popped out to me were the efforts that they've made at their with
068their AP classes and how this isn't something that's just being offered to select students but it's really being offered to all students and they're having a great um results with the kids participating in those AP classes and how that's you know not only um they're embracing rigor and that's one of our strategic goals but really working um to get students to be successful and that's also you're seeing along with that teachers um implementing new strategies and trying new things to help kids be successful um they shared with us just really how they're above the state and national uh uh level of success of students in those AP classes um and then they also talked a little bit about the student recognition Focus that they have going on right now where they're really um reaching out
069to kids and and parents and sharing the successes that they're seeing um Mr Ryan also took time out of his busy day to give me a tour Dr rickley and I a tour I had not seen um many of the improvements in the building and it's it's beautiful highlights of course the Freshman Wing what they've done in that area um Mr Ryan had to chuckle as he said the seniors kind of feel like they should have had that Wing but uh it it's a great area for the for the Freshman students and um just the trades area the STS area with the small engines welding woodworking um all the great things that they have going on in that area so it was it was lovely to see how uh not only how great the building
070looked but how the students were so respectful and proud of their as I watch them move throughout the building you could sense amongst them just how proud they are of their facility and just on a personal note it was a very touching day for me I had the opportunity to see former students from LV Vista West not only participating as students in the building but also um as a u teacher in the building so uh it was uh it warmed my heart that day to see the great things that they're doing in that building and how teachers are working so hard to help everyone be successful thank you Miss Wood uh I also had a liaison lunch last week at uh G Stanley uh I we went through some of the um uh some of
071the positives that they've seen they wanted to uh walk me around and they showed me the some of the bond work that has recently been done at G Stanley which is great to see they said they love the new uh rubber on the playground which has been great getting that done they I I went into one of the classrooms that uh were expanded as part of the bond the last Bond work I know that's what we're we're doing in some of the the older elementary schools with the new Bond so it was great to see that we also talked through their new version of uh PTO which they call the Hawks Nest um they had seen the PTO at G Stanley kind of dwindle in Parental involvement so some of the teachers and the staff
072kind of took up uh some of the work of of setting up the events and then asking for parent volunteers so they've seen more engagement with the parents uh with this a new program uh and they said it's been a success and they see themselves continuing it uh so that's great to hear and then we spent a lot of time on uh you know behavior issues that we see in the schools uh you know how can we do a better job of supporting the kids with the Behavior Uh issues and supporting the staff that have the kids with the behavior issues and then talking through uh you know the parah shortages as well that was the I think it was the day after the par conference so we talked about that uh some which uh
073was well received uh so it was a great conversation overall I appreciate the staff um everyone just uh being willing to come and have open conversations uh talk through their ideas you know they're the ones that are in the classrooms every day it's important for us to hear what they're seeing ideas that they have what they've seen in other districts work what they've seen in other districts that don't work um which just helps us uh and then the conversations that we have so I want to thank Miss Boer and her staff for for taking that time last Tuesday to meet with me okay any other board comments I've just got one one quick thing I've mentioned at a couple of meetings but uh they're about to start playing their rehearsal right now with the eth

079reason for the fee um again the fees are a lot larger for the developer to pay to try to get it over to our school district than we're actually paying as a school district uh we appreciate that out of Springfield plat youw and our taxpayers I'll make a motion to approve the adjustment of School District boundaries between Springfield plat View Community Schools and Pilan Lista Community Schools for the designated land area as presented in the state reorganization packet attached of approximately 86.9253 payable to Springfield plat viw Community Schools for this transaction over a two over a period of two years this transfer is made according to the inter local agreement on file with official District records and the processing of school district approved reorg reorganization plan plans to transfer an attached property by a change

082five of those in general education and two of those in special education but no other no additional needs have come up I know we we had a lot of time discussing this in U subcommittee and that the um growth positions are only used if needed but we use that for budgetary purposes to have them available if needed is that correct yep correct and then prior to us actually utilizing one of those um I'm in touch with the subcommittee and then follow up with the rest of you to let you know that we're in a situation that we are using that um a great example example would be last year we had just an influx of students um wanting to take the classes in the STS um probably likely taking advantage of all of the wonderful
083new addition areas there in both of the two high schools and we were in a situation where um we asked rather than having a half um position at each of the schools that we make those a whole position so we added we used 1.0 of the um 5.0 general education growth last year for that so that would be an example um or if we have a influx of students in a certain grade level um at one of our schools you know we may ask you for those right now when we have several that we're still watching and um we'll do movement on those um various times throughout between now and the beginning of August um but again would definitely let you know if we were in a situation that we did not have any spots
084to work with and needed to ask for additions and just for reminders about the budget Authority judges gives us the authority to spend it if we need it but it doesn't necessarily require us to spend it it's just there if we need to we don't actually use that money for anything other than what we've authorized it for use for okay I'll make go ahead sorry before you make the motion this might be a dumb question but you were pretty specific five for general education two for special education is there a chance that if for some reason we have an influx or need to switch any of those between General and in special education do that come back and ask us again or is that just yeah we have not been in that situation in the

086were um more procedural however um as far as just a language piece you'll see in 20201 um just the suggestion from uh the board to move to make one different statement there at the end of 2201 um likely doesn't have a big change on the conversations that you have and what has been um happening just it's not been updated language in quite some time and we thought it was important to note that it's not necessary that um there's always the agreement there or the support there but just a chance to always discuss okay no other additional changes from there though I do want to give the superintendent credit for always discussing with the board any of those items that he feels are controversial or motion Laden um we've had several times when we've especially in
087subcommittee had the superintendent visit to have those discussions so thank you for always keeping us in the loop Dr settles really quick um did we have anything come from anyone else other than board members regarding uh no I did not thank you any other comments or discussion no okay thank you Dr settles moving on to Item B legislative update Mr Richards thank you Mr Ma you know we're over halfway mark here uh 33 days completed in the 60-day session uh this session ends April 18th um typically uh this is the last week we're in of hearings so there's around 900 bills this year all of them have to have a hearing uh that's the way the uni camera works so they they've been busy in the evenings doing hearings uh with the General Sessions in
088the mornings um so you know kudos to our Senators for putting in a lot of time uh in this session and hearing all those bills um the of course our Pilon Lisa schools priorities haven't changed much from last year support additional funding and spinning Authority for school districts on school safety uh there is a bill out there uh we're not probably expecting it to go very far that would allow us to spend additionally additional money on school safety if needed uh through a mechanism called QC puff is an example of a bill that's there um of course we did a lot of our school uh safety projects through our bond um so that's a good thing that we were able to pass that um support significant property tax reductions for school districts by allocating more
089state aid to schools that is predictable and sustainable um that has been done over the last year uh more special ed money coming in through reimbursement uh which allowed us to lower our property taxes by 11.2 cents past year uh so we're very appreciative there is some other bills out there Finance wise um that you know are exciting I guess I would say uh you all know we always talk about the 30% that we get back from our school property tax credits when we file our taxes in April um they're trying to move that maybe through 1414 uh to us as a school district dollar for dollar and we have to lower our tax rate by that amount instead of giving it to to you in April as a property tax credit uh but with
090that 1415 has to pass which means a sales tax increase of 1 cent so that'll be very interesting to keep an eye on the rest of the way um that's a huge bill um I think it it makes a lot of sense uh from our standpoint and and the taxpayers that they could see the school taxes coming down in a more practical way than happened to file for in April um supports local control of educational matters regarding course requirements of curriculum and once again we Face some obstacles with that uh and there's many bills out there and we discuss those uh all weekly with in our cabinet of what we want to um try to support or not support but you know a good example of that is lb1 1371 with Senator Vargas is another
091mandate on another graduation requirement in media literacy this time um I think when you watch theems this is a great example you know these kids are in music they're in art they're in all sorts of things that they're trying to explore to see what they want to do for their life and the more requirements we keep throwing on them mandatory it takes away from their schedule you know and there's a lot of other reasons but that that really hits it uh for me uh if you have you know we're not in junior high or middle school and we're talking about a prescribed schedule here uh high school kids they want to explore and find out what they want to take as they get older uh and our Academy's let us do that and this just
092limits their ability to do that within their schedule as they get older because they have all these graduation requirements from the state yes we need graduation requirements from the state uh on basic education English you know math reading all those things um but it should be a board of education that makes those decisions with their communities uh we feel uh that's one of the priorities that we'll continue to support down there in Lincoln for you uh then last thing it supports additional State funding and spending Authority for retaining and recruiting teachers Statewide um they did a bill last year with some stiens for teachers uh which we appreciate uh there's some other ones out there that address some high higher need areas that teachers can get involved and and receive state stiens we'll see if
093those you know make it to the floor in any Christmas stre package which I'll get in here in in a minute um you know just to give you an example of a few bills right now we're just at a point where it's hard to say uh what's going to happen so focusing on any in bills in particular at this Point's a little bit fruitless because you can get wound up you can get excited and they'll never see the floor possibly um so we wait uh this week's critical the hearings end the Committees go into exe executive session determine their priorities as a committee they've already started putting those out uh little by little and then they also determine a package of bills which we saw heavily last year hopefully we will not see that this
094year to where we have that many bills lumped into one package um to get voted through because we end up with a lot of bad bills when that happens um that don't really get a hear a fair hearing um or say on the floor for example didn't the speaker try to isn't he trying to limit those to 10 maximum in one wasn't that his think goal at one point I think that's probably a goal yeah a goal yes I understand but I thought I I thought I heard that or read that y so we'll see how that plays out um but you know 136 is one we want to keep an eye on uh this this is really detrimental to public education uh Senator Lan's bill it it takes the governor's bill from last year
095to where you're Capp at 3% Revenue every year as a school district despite your growth as your student growth okay you know we got tons of inflationary costs going on over the last three to four years that are way more than 3% uh to keep our staff um we've had to do stens that would you know take away from our cash Reserve so we can pay um so the boards need to have that flexibility to be able to pay people the going rate um you know if we continue in an inflationary environment for years I mean our teachers at 3% uh or staff at three% raises is not going to cut it uh to keep people in education so there's a lot of uh a lot of problems with that bill um we we thought
096the bill last year was fair with governor pillin and we're trying to hold them to let's let that play out and see how it works because most years we will take 3% as a district you know but when we open a school two or three years from now we're going to need that flexibility to hire more staff uh pay another building you know utility costs and all those things so the the 3% just does not uh work and it be really detrimental to education it's just an example so 13 16's one um that we really need to keep an eye on I think you'll be hearing a lot more about that in the media here this week uh with 1316 um those are just a couple of examples of bills and we'll have more uh
097talk around bills when we know if they're getting legs and they come out as a package here in the next couple weeks so I think our next board meeting will have some more specific things that we need to to look at as a district um what's next yeah Senators they're they're all on the if you go to the Nebraska legislature website all 49 Senators have picked their priority priority bills okay and the Committees have started doing theirs out as well um and I talked about the bundles that's most concerning so if you have any questions comments on any bills at this particular time uh be glad to discuss just as a reminder to the board and the community um Brett and I continue to be actively engaged in gnsa grader Nebraska schools Association we meet

099a comment uh a big thanks to former Monarch uh Senator uh jend day um she was one of the the Senators that was pushing the governor pretty hard on the summer the summer uh food program uh so just wanted to give her some some uh appraise since uh I know she was instrumental in in that that group to uh along with those students student so very proud of those students as well so it's a very critical program so I'm glad we have it now in our state all right well thank you Mr Richards okay moving on to section five future board calendar uh February 29th 2024 liaison lunch at Parkview Heights with Miss fiser at 11:45 uh March 4th 2024 liaison lunch at Tara Heights with Mr Lotus at 11:00 a.m. March 7th 2024 the
