002we have a Full Slate of recognitions this evening so this is this is always kind of fun for those of you that aren't familiar with this section of the agenda uh every month at least once if not twice we try to spend a little bit of time highlighting the achievements of our staff members as well as our students who have brought distinction to themselves or their school district and this being one of the last board meetings of the school year before old school lets out we have a rather lengthy list so what I will do is I'm going to take this section by section and we'll invite the students up to join us moms Dad if family members are in attendance you're more than welcome to come up and take pictures and then we'll come
003back and then move on to the next section so this will just take us a couple of minutes but we've got some really important stuff here first off our papilliona Vista High School student council Representatives I thought I saw Macy in the audience I don't know if day is here or not but I would invite them to the front if they are I seem I see Macy's mom so that's got to count for something I think that means mom's swooping in for a picture Macy these two individuals have served this board and this school district in this community exceptionally well over the last several months providing timely reports important information and being good all-around human beings Macy thank you so much for your service please be recognized by your Board of Education thank you [Applause]
004well done Macy and good luck next fall I'm sure you'll come back and visit us from time to time uh the next category we have a whole slug of people that we need to recognize uh Deca state champions uh from Papillion La Vista South and if we can advance that thank you very much uh we have approximately uh 10 individuals I don't know how many of them are with us this evening but we're going to go through the list this group is all from Papillion La Vista South High School again this does represent a state's title so we're particularly proud of your accomplishments we had Isabel Isabella kokis and Georgie Shearer and integrated marketing campaign which was a product we had McKenna Griggs and Audrey Mitchell on project management Business Solutions Grace grafelman Taryn Roberts
005and Lauren Reagan on project management in the area of community giving Lauren Reagan was actually a two-time winner because she was also receiving distinction in the area of sports and entertainment marketing next category was Trenton andringa and Brett siemson and project management sales project and finally we had Micah cavazagi on principles and finance this outstanding group of Titans was coached by our own Ali Gillen I don't know if coach is here come on down and be recognized by your Board of Education [Applause] foreign [Applause] super excited for our state champions well done Titans your district is proud of you moving on to the next category this includes a number of both individuals as well as team Awards in the area of Journalism a program for which both of our high schools have received much distinction
006over the years from Papillion La Vista South we had two individuals that received recognition in the state championship for re yearbook theme development Bryn Hansen and Addie Miller coached by is Anne here tonight did I see Anne coach come on down please be recognized by your Board of Education [Applause] thank you congratulations [Applause] well done ladies well done coach and finally from monarchai we had a number of individuals that received individual distinction Hudson currico and Izzy gerharder and broadcast feature story Hudson also won it was a three-time award winner by the way in the area of broadcast sports as well as broadcast Public Service well done Hudson Jennifer Hubert won a State title in the area of headline riding Ella Miller received a State title in the yearbook Sports feature writing and this Monarch team

008tell you got 45 seconds to wrap things up okay first we have Jamie zahas foreign hi my name is Jamie zayas and I live at 803 Elmhurst Drive in Papillion I recently learned that a small group of parents led by a school board member are trying to censor books at my high school so I created a petition and gathered my classmate signatures I did this because what is happening here is a slippery slope to erasing our freedom of expression books are tools for understanding complex issues limiting our access to books does not protect us from Life complex and challenging issues high schoolers already know what sex is trying to prevent us from reading about it is foolish I feel sorry for all the students whose parents are censoring books from them you are implying that
009they can't handle a world of view that is different from their own eventually this bubble you keep them will burst and they need to prepare for that my dad served 20 years in the military and much of that time was spend fighting religious Fanatics who flew planes into the World Trade Center I never thought that I a 15 year old plhs student would have to speak up against different types of fanatical religious groups in my own town who are trying to remove books for their so-called pornographic content to quote rate Bradbury in the author of Fahrenheit 451 you don't have to burn a book to destroy a culture just get people to stop reading them the Nebraska state language arts standards say that we must be taught to identify perspectives and biased by authors to
010form arguments and against ideas we are taught to evaluate those ideas objectively there is a great word in the English language disagree and in a free country as a student I have the right teaching us how to disagree academically and rationally is way more important than censoring ideas the students in this District deserve opportunity to be able to read about different viewpoints and ideas so we can learn to think critically and form our own opinions my parents want me to read as many different viewpoints as possible other parents should not be making these decisions for me or anyone else I along with hundreds of my classmates won't stand idly while Fanatics try to impose their beliefs on my high school education education we urged a school board to stand up for students right to read
011when courts have been faced with cases where people claim content is obscene or pornographic judges have supported students rights and access to information and school and ruled against Viewpoint discrimination I respectfully urge the board to stop harmful book Banning attempts that will only serve my generation's ability to think for ourselves thank you thank you Jamie next up Melissa helzel hi my name is Melissa hulsel I'm a Papillion resident my address is on the form I just don't feel like giving that out there in public um I'm here to talk about the book all boys aren't blue to anyone here today or watching this from home I highly encourage you to look into this book for yourself don't take mine or anyone else's word for it do your own research while you're doing that research here
012are some facts to keep in mind all boys aren't blue contain sexually explicit content that includes sexual nudity sexual intercourse sexual assault and incest among other things Google describes this book as a young adult non-fiction Nebraska considers an adult as 19 and older it is illegal in the state of Nebraska as well as a federal offense to provide a minor with obscene content Nebraska statute 28-808 section B defines obscene content as explicit and detailed verbal descriptions or a narrative account of sexual excitement sexual conduct Etc go to nebraskalegislator.gov for the full definition that means according to the definition stated above if an adult on the street gave this book to a minor they could be prosecuted during the March 25th 27th board meeting when a public speaker read an excerpt from this book he was
013interrupted by board member Sue Ann Witt who called it pornography the video of this meeting was taken down not after not long after it was posted because it was said by Dr Whitley to be offensive as of today this book is still in our high school libraries my question to the board and those listening is if the content of this book is too offensive to be viewed by parents watching the meeting replay what makes it okay for minors to read it if it was so offensive that a board member broke policy to interrupt an individual speaking why is it in our libraries during March 27th meeting Dr rickley stated there are options for parents to keep their own children from checking out certain books however what stops them from reading them in the library on
014April 6th I sent these questions to Dr rickley and the board but my questions have yet to be answered Dr rickley did share with me in an email on April 19th that the board has started a review process of this book when will we be getting an update on this review will it be pulled from the shelves in the meantime while you're at it how about a review of milk and honey with multiple sexually explicit books being found in our libraries maybe it's time to do a full review of all books currently in our school libraries I would like to request that the board put School library content on the next agenda so parents can have a chance to ask their questions and get real answers if there is nothing to hide then let's be

016our school systems I would suggest the board pull these books and ensure we actually have a rigid system set up to prevent these books getting in libraries now I do not have a problem with our our public libraries outside of the schools having this this way the parents can control it and there can be that kind of monitoring that way we're not actually doing a book then but we're trying to predict is the kids within our schools within those age groups the Librarians at their the visit Public Library are wonderful I worked with them for years they would do their best but within our schools we have too many situations where young adults can be taken advantage also I need to make you also aware that there are several groups that actually moving to include
017these things within classrooms there are individuals within our area and I would suggest any parents get their kids to use the cell phones and if these teachers or Librarians or other people record it bring it to the meetings and we can discuss it here because if you need evidence I guarantee you it's going to be out there I would suggest these books be pulled immediately because I guarantee I was a school bus driver for 13 years I had to help kids I was a foster parent I did therapeutic level foster care what we're doing allowing this in the schools is hurting our kids we have people who are trying to act like professional therapists and psychologists and psychiatrists who are not qualified to do these things this will hurt our kids please make a difference
018in this one we're a team here and I'm reaching out to you as parents net and we have young adults that are being influenced and put in positions and other adults which need to get a whole lot harder into deepening and digging into some of the information out there it's scary I've seen a lot of stuff there's an organization that was held at a university of over 250 people setting up sorry did I yeah over 250 individuals which was in Massachusetts at a university that were establishing and setting up organizations across teacher unions throughout multiple States over 4 500 different school districts were supposed to or not schools were agreeing to be affected by this this is their plan they have meetings about this they're organizing and they're pushing this in this is being used
019to disrupt our schools break up families homes and destroy our communities we're above that we're Nebraskans I love this state I love all of you I wasn't a school bus driver and a foster parent for all these years for nothing please be mindful work hard and protect our kids thank you Daryl that is it for public comment four items not on the agenda let's move over to the superintendent's report Dr rickley very much Mr madler again members of the board community members thank you for being here uh we have several items that are newsworthy again as we fast approached the end of the school year which is two weeks from this Wednesday lots of exciting events coming up this week uh culminating of course with graduation on Mother's Day so Baxter Arena that is on
020the board agenda for future board calendar events uh Titan is at one o'clock Monarch is at five o'clock so for all of our graduates I'll see you this Sunday but super excited for your big week and last day of school for our 12th graders besides graduation end of the year events we have a number of things I wanted to share with the board and Community thanks and no small part to the hard work of our foundation we were able to secure a significant grant for meta formerly Facebook for over 150 thousand dollars it'll actually be close to 175 thousand dollars when all of the the separate grants are added up and this will go to renovate a new space at Monarch specifically for plv broadcasting program it'll provide a renovated space as well some media
021equipment this could really be a game-changing type of investment in our program and our students who are already doing wonderful things in the space they have so really excited and really wanted to thank meta for for their support of the program I also wanted to thank Dr settles and the HR team for organizing a really cool Ed Signing Day in education Academy graduation last week had some board members that were able to make it basically the event was set up to look and feel like a national Signing Day event like you'd see for athletics where a Woman signing to go to play softball or a males signing to play football for example but these individuals were signing paperwork and committing to colleges to be future teachers and we hope we get them back because needless
022to say we need good ones I also wanted to thank Ms Iman and her team for organizing the pick-me-ups that's probably a program our community may not be familiar with but our board is Every Spring we try to do something to recognize our staff we get to that point in the year where it's been a long year it can be challenging to keep plugging away this time of year kids interest starts to weigh in a bit as summer gets closer and closer but we brought in coffee trucks and this will continue into the next week and a half and then we're hand delivering coffee to our teachers and it doesn't maybe sound like a really big deal but the looks on teachers faces when the superintendent or an assistant superintendent or whomever walks in and
023delivers a cup of coffee is pretty darn cool and received lots of positive feedback on that in fact maybe the highlight of my visit was walking into a third grade classroom and a third grade student looked at me and he said you look really fancy did you shower today and I said well I did shower today thank you very much and the things that kids pick up when we walk into our classrooms it's pretty amazing I also wanted to highlight our Senior Walk This is an event that we've done just for the last few years it's a tear jerker all of our Monarch and Titan grads put on their robes and their mortar boards and they go back to the elementary school where they started their career in plcs and they parade down the hallway
024and the kids are lined up and they're they're slapping backs and they're giving high fives and it is it is just the coolest thing ever for our staff for our younger students as well as our graduating students to say this this can be me in four five six seven years and to see the pride on our kids face is pretty darn amazing along those same lines we also celebrated our years of service Awards and our retirees again we had that up here we had several of our board members attend thank you for attending that always a special way to say goodbye to our retirees as well as recognize the 25 years and up and also wanted to recognize the last Community closet event of the year we gave away 5 300 items to a hundred
025and eleven families families that frankly really needed the help they really needed the support and the school district was able to step in and help fill that void incredibly proud of that and before I remind everyone to vote tomorrow if you haven't voted yet uh also wanted to recognize some very special people in the audience we have three Uh current and or future administrators and when I say current because some of them are being elevated uh we have MS Jen Noble our new principal at Golden Hills we have Brooke Morehead new principal at Anderson Grove Elementary and we have Mindy Grimm who will be retiring at the end of the current school year from the Omaha public schools and will be the head principal at Patriot Elementary could you be recognized by your Board of
026Education [Applause] we're thrilled you are joining us as administrators thank you Brooke thank you Jen thank you Mindy we're thrilled to invite you to the family and again don't forget all votes are in by 5 pm tomorrow and with that Mr maddler I'll conclude our superintendent's report okay thank you very much moving on to board reports again just want to I know Mr Bailey did this reminder last time but um for the Border ports um we are trying to focus on what we've been doing out in our community in our schools and just making sure that we don't get we start introducing things that aren't on the agenda so with that being said anyone have any board reports I would like to say that I attended the honors night at South and it was wonderful
027I think it was over 20 million dollars worth of scholarships they said um and as we were going through the program I noticed there were even names that hadn't been added yet that were added prior to this being printed so that was a wonderful event and I was one of the people who attended the years of service event here at the central office and it was as always sad to see those faces who are retiring actually leaving but well deserved for their time and for the teachers who have reached those 25 and 30 and 40 year not just teachers but all staff members who have reached those Milestones congratulations I'd also like to say thank you to our teachers we can't get to every teacher and say thank you but one of one of the
028things I heard recently was that teachers build relationships with their students and everybody knows as a former student there was one or two teachers who touched you and made a difference in your life and you are those people doing that for the kids you serve every day thank you for all you do and finally happy Mom's Day to those of us who have been mothers and those who haven't been thank you I also attended the years of service and the retirement it's it's amazing how much time people have spent in this District doing wonderful things throughout their careers but I especially enjoy the tips they offer others the the great comments they give about what their time meant with them for them in the district so it's always heartfelt to attend that event and and
029I was glad that I was able to do that um I think that you know we're looking towards graduation and I'm going to say and I'm not gonna this will be my second time missing graduation in 23 years I was given an offer that no offense to any of our seniors or families was a little bit better and that's to go down to Texas and take care of my granddaughter for for a week so I'm going to be doing that instead but I so in advance I just want to say to all of our graduates their families congratulations on a wonderful achievement this is truly a highlight of people's lives when they make that change from school to the next phase of their life so I just wanted to offer congratulations to everybody for graduation
030that is coming up very quickly um this past week we attended a building grounds and finance meeting which we'll be talking about that tonight um and I too just wanted to say congratulations to all the seniors um going on their next Journey their next big step praying for you and even though you might not have that idea of what you want to do it could change five times minded esthetician was not what I was going for but then there I was so just always stay true to who you are and just always believe in yourself you're going to meet so many new people and and it's okay to not have a current plan right now because you'll get there I do attended the years of service and the retirement I was a little bit tardy
031coming from a work meeting so I snuck in the back so I apologies to everybody for being a little late to that it's it's always one that I try to block my calendar for because it is just great to see some some faces that I've seen around this district for so many years and then I just want to support them on their new adventure and their retirements um want to thank Annette and the communications team uh the the videos that they prepare uh on behalf of each of the retirees to show them in their environment to show them doing what they love uh you know for this many years it's just wonderful to see and then just to see their smiles on their face to know that they you know have have served their time
032and provided a wonderful education to hundreds and hundreds of students over their years so big thanks to to the communications team because they're fabulous every year and you're just you're like oh can we just keep going we can they could go a little longer no more work it's okay um outside of that numerous uh athletic and other activities I've I've been attending um big shout out to the Middle School track programs they've got conferenced here this week lots and lots and lots of qualifiers there's a little pressure on them to uh to win fulfilling the list of middle schools one one last year so they're trying trying again so good luck to all the Middle School tracks as they finalize their season at conference that's all my echo uh Mr Lotus on the sports I
033know a lot of those uh spring sports are wrapping up I know we have some soccer teams still playing too uh so good luck to all those that are still wrapping up I also went to the staff retirement years of service um when I go I love that event uh they have a hard time making those videos longer because of people getting through those videos not crying and seeing uh seeing them in their in their classrooms or in doing their job is uh is great and having a lot of their family there too is always great to see also it was luckily able to go to uh fulfilling this is South the national educator Signing Day which I think was 18 19th them uh upper teens number of of students that did uh sign that
034letter uh going uh studying education wherever they go uh next year it was a great event and it was great seeing the family there their students parents there and then also some of their teachers that were in the audience you know taking a lot of Pride and Joy knowing that they've they've uh you know helped shape a young student into wanting then to go into education so it's great to see that um yeah I think that's it any other board comments I called out Middle School track but I'm going to get yelled at if I leave out the high school stuff so congratulations for it congratulations Titan boys uh victory at state today uh well-deserved win Friday against Gretna uh good luck to the Monarch uh women who are going to be playing Gretna tomorrow
035and then good luck to all those in District track at both high schools it's always a fun next couple of weeks thank you very much moving on committee reports buildings grounds and finance all right back to me um yes we had a meeting last Friday morning uh we had Pat with bcdm attend with us to discuss more about the CMR uh construction manager at risk program that we approved last year that's on the agenda this evening for further discussion I also talked about some potential timeline for the 2023 Bond once we know what happens tomorrow and then uh discuss the expenses for the informational campaign for the bond and some irrigation Biz that are also on the agenda tonight and then an update on some potential City leases for the Monarch baseball and softball fields

038is Ralph Tate and I live in Papillion first let me thank you for the time for the work that you do as the school board it's obvious that I take that UT that it takes a lot of effort and dedication on your part to make the school district what it is today it also can be a challenge as you have the opportunity to deal with a broad range of issues that affect our schools and students even Benjamin Franklin would have been hesitant to carry a lightning around in the middle of a thunderstorm but you do it willingly someone has said that one of the most significant differences between humans and other animals is our ability to to engage in verbal communication we talk to one another we share ideas Visions aspirations and desires not surprisingly
039we discover that not everyone thinks the same as we do in fact no one thinks the same as I do on every subject and that is true of all of us but we listened we think we also learn that other people have ideas visions and aspirations that are just as real to them as ours are to us for the next several months we are going to engage in discussions about issues embedded in school policies that are by their very nature volatile discussion and debate have never been bad things when we focus on the specific Topic at hand respecting each other's opinions and concerns and not reverting the character attacks I think it would be we can be successful in finding workable Solutions as it relates to the 4000 series policy updates under consideration tonight I
040would like to make a few observations regarding the policy the process of that review the policy governing the review of the school policy states all proposals for a policy or policy change shall be submitted to the board in writing where appropriate proposals will be discussed for consideration by the board subcommittee that is most closely aligned to its intent and or purpose once reviewed by the board subcommittee the policy will be considered by the entire by the entire board proposals may be submitted by any Resident of the school district in writing to the board however this approach seems to conflict with one of the overriding desires of the board as stated in your policy 1101 which says the board desires the two-way communication always remain open between the school system and citizens of the district I
041agree that the board and the subcommittees have the prerogatives to review proposed policy changes and to decide on a course of action what I do not see in the way the policy guidance is written is the purported two-way communication that is always open between school board and the citizens for example where's the feedback from the board or its subcommittee back to the submitter where's the opportunity for those who submitted proposed changes to understand why they were rejected and where's the opportunity to for further discussion on points of dissension none of these points are in your guidance I believe you earnestly seek to improve the communications between the board and the community I hope you consider my suggestions and adjust how you handle future public comments thank you now do you want me to come back

043of Carriage Hill G Stanley Hall La Vista West Rumsey station and Anderson Grove these schools were part of the 2018 Bond schools and we talked about them probably about a year ago as far as being alternates projects within the 2018 Bond we did get four bids for this particular project 273 065 was quality irrigation came in at the lowest we've done a lot of research with them and and actually our Engineers have worked with them in the past we have an experienced good reputable uh good reputation uh in this company in commercial and in schools doing projects we'd like to get these completed over the summer project or over the summer Way kids and people are away but we did give them to October 31st to finish it up um I I have a feeling
044that they'll be done by the by the time school starts at this point at having conversations on schedules but we'll have that schedule for the buildings grounds finance committee once we get that set first phase this is kind of the first phase of bringing all our older schools up to a current standard in irrigation and what we do when we build a new school nowadays so all of them have some irrigation systems out front and part of being a good neighbor within the communities they live in so we can grow some grass in those areas the second phase of the irrigation projects will include the schools within the 2023 bond election that don't have the irrigation built in already so we'll be picking up the rest at that particular time so at that point all
045our schools should be irrigated and and have the chance to grow some grass in the front areas this I just wanted to reiterate that this would be paid for it out of the 2018 bond funds um so if you have any questions I'll be open to answer any um included sorry including the schools that um you said were not on this list that will be paid with the 2018 Bond as well no uh the schools only the schools on this list will be paid on the 2018 Bond okay um the schools that are part of the 2023 Bond projects that's part of their projects as well those that don't have irrigation because I drove I drove by this by these they need a little what do you think you know I told you how I
046like to mow so yeah that's right we're going to put you to work out there for free I will say as long as it's a push one I'll make the motion to one approve the lump sum bid of 273 065 of quality irrigation to install sprinkler systems at five elementary schools Carriage Hill G Stanley Hall La Vista West Rumsey station and Anderson Grove and two delegates authority to and authorizes approves and directs the president of the Board of Education superintendent of schools assistant superintendent of Business Services or a designee for the school district to sign execute and deliver such Construction contract sign and approve any change order increases or decreases retain necessary Professionals for assistance and take all other action necessary to complete any requirements or obligations under the construction project and contract second okay
047we have a motion by Mr Lotus a second by Miss Fisher any discussion is one question for me how did this uh the bid that we're accepting how'd that come into what our expectations were what we had budgeted for it it was a difficult uh I mean our Engineers estimated anywhere up to 500 000 for these projects and that was probably back a few months ago when the rates were going up so that's kind of the slot we held for those projects to mount so we came in a couple hundred thousand lowered in that which is good to see you can see one of the bids were all the way up to 433 000 so yeah kind of variety of range of bids there and I'm excited as miss holmeyer you know noted driving around
048uh past some of these schools uh you know that's it's long overdue that we get uh some Irrigation in 2023 uh you know we've done a lot of renovations to the inside and outside of these buildings and it's time to make sure that the rest of the green space is up to that standard as well and hopefully kids can play on grass and not in a giant mud pile all the time so be looking forward to seeing some of these get done okay no other discussion roll call yes yes okay moving on uh section four discussion information items uh item a construction manager at risk Mr Richards yes thank you Mr madler um I'm going to ask Mr Pat Carson to come to the table from our architectural firm that we use uh bcdm um
049I talked about this uh last year a little bit with the board and we implemented some policies that would allow us to go this direction if we so choose tonight is not a time to choose that but we do have an important election tomorrow and if it were to pass this may be part of the recommendation it may not be depending on you know how the discussion goes and how the subcommittee of buildings around the finance feels about this particular process but we want to get it to you tonight to answer any questions that you might have about this process and get a lot more information so with that I'll turn it over to you all right um I have a few thoughts here excuse me my voice is getting better but it's not 100
050back so apologize if I don't sound my best um so when we talk about construction manager at risk I want to just talk about two or three concepts so everybody has a better understanding of what we're talking about so I'm going to show a few slides here the first one is about what is design bid build we'll get to that but that's generally the approach the district has has used historically so we'll talk about a little bit about what that is and then once we have that established we'll talk about what is construction manager at risk and then finally getting to you know why does it make sense to use construction manager at risk and also what are other K-12 districts in this area doing uh please ask any questions as we go forward but
051design bid build sometimes you hear that referred to as hard bid and again that's the typical approach the district has used for several years um thank you Brittany no I appreciate that thank you um what that really means is that um should a bond referendum pass the district and the architecture and engineering team worked for several months to make the big decisions that have been outlined in the bond very detailed a construction uh Personnel is not brought into that process until we receive bids okay generally those are called General Contractors not to use too many industry terms subcontractors would then report to a general but again that's the the typical way the district has done work that's the typical way most K-12 districts have been work until about 10 15 years ago and then this
052new delivery method called construction manager at risk became available uh so where does construction manager at risk first of all the risk part just to point it out is risk on the behalf of the construction manager it is not risk for the district because we're going to get to is part of this process means the construction manager has to agree to a guaranteed maximum price we'll get to that that's what the risk is for them but what it really does is it allows those same general contractors to come in earlier in the process so again if this would happen there's a selection process a committee would be formed there's State Statute that determines who's on that committee but those construction managers would come in they would show their process their costs their ability to do
053the work all of that is brought forwards the best value can be found for the district ultimately then that committee would come back to the board and make a recommendation as to who they would recommend where the board works with going forward um so why utilize the construction manager approach it does a lot to help with the things that we're currently struggling with in the construction industry and by that I mean schedule issues cost issues quality issues again you're able to bring in someone who you're completely comfortable can do the work they prove out their team they bring you meet those people before you sign on to anybody the process allows schedule to be reduced a lot of times what happens by bringing those folks into the design process early is they're able to give
054feedback to both the district and the design team about more efficient ways to do the work many times if they're long lead items which you might be familiar with in the industry right now we could pre-order mechanical equipment pre-order steel which means you can start earlier which means you can finish earlier the more early you finish the more you're able to save money because inflation in the construction Market is is a problem um talked about that but one thing I want to point out is if you if you take this approach sometimes as a concern that we won't be able to bid out all the pieces we don't get the competition we're looking for but the construction managers will work with subcontractors deliver multiple bids for every portion of the work and so you still
055get that ability to get competitively bid work underneath the construction manager umbrella and lastly guaranteed maximum price so when the construction manager is brought on they understand what the budget is that the district has they understand what the major goals are that the district has and as they flesh out the details alongside the architect and the contractor they ultimately sign saying the guaranteed maximum price of this project shall be X and so if it goes over that comes out of the air end the good news is if it comes under that those dollars because it's an open book process do come back to the district um it's a lot of information one of the things I wanted to point out is this is something that we've seen particularly in the last five years a lot
056of districts pursuing this is just a list of some of the ones that are nearby there are many that aren't on this list and I think generally this is the way that most K-12 construction will bid out in the future a lot of data what questions can I answer well my first question is um it's definitely a change in the way we would be doing business so is there any issue with finding companies or people that they want this is the way they want to do this they do that's and and what kind of background information will we have to help support their ability to do that successfully perfect that's a great question yes there's a lot of interest I I've taken calls over the last month or two as the bond has been floated
057from probably seven or eight major contractors there's a lot of interest it's it's better for them as well they're not tied to that hard bid process and so they see an advantage in it what would happen is with a proposal would hit the streets anyone would have the ability to submit on that I would anticipate off top my head probably 10 large contractors that would certainly pursue it they'll submit a packet of information that talks in detail about their people their processes what their potential costs would be usually there's an interview process and so it's a very very deliberative process that is it's a lot better than the current wave you go where you open a bid you certainly do your due diligence but it's not as back and forth as this process becomes another
058question you kind of mentioned a little bit what the advantage would be to the construction manager at risk but if they're assuming the risk if it goes over and if it goes under it comes the money's come back to the district what is the true Advantage for them that makes this so lucrative an idea uh it's for them it's it's a matter of winning the work right sometimes what happens and you've anyone tell you hard bid work can go to whoever has the lowest number many people would argue the person who has the lowest number probably has some mistakes in their Bid And so it's they can do the work in a way that they can feel confident uh it's it's good work to project out for many years uh it's not the gamble that
059it is with you all the effort that would go into hard bidding multiple jobs maybe you only win one of the ten if you were to win this work you know you're signing on to get it and so it just saves a lot of their overhead a lot of their time a lot of their marketing all of that comes into play in can you talk through uh you know we had some large projects on the last Bond maybe a project or two where if this would have been in place maybe things would have turned out a little differently I would think any project that struggles with with time um this this method presents tools to both the owner in terms of selecting who you're going to work with it also presents tools to that contractor
060to give them ways to pre-order work to avoid some of the headaches we've had at some of the projects where material is just not available and so this this would solve some of that okay oh sorry uh and um we aren't locked into this right it just gives us another option so if we would go down the path we didn't like who was submitting we didn't like the interviews for whatever reason you could always go back to the other the other way this just opens up additional options for us correct absolutely yeah as a matter of fact I would say the buildings around finance committee has talked a little bit about doing you know there's a place for the the hard bids as well you know the smaller projects the less complex projects opening those
061up to our bids the easier designs those types of things where you don't need the contractor involved up front would you say that's probably absolutely okay yeah I think there's a place for both yeah and we you know we've discussed trying to do some of those with some of the projects that we have on the this 2023 bond list would fit still in hard bit category I've heard you mention both the integer at risk and then the contract man the regular manager what's the difference between the two so general contractor versus construction manager at risk generally speaking the companies that can do it do both um so I'm talking about a White's boy Jones uh a Samson um just many of those large contractors when they have to do things through design bid build process
062they're simply called General Contractors as opposed to construction managers at risk so it's the terms mean different things but the companies can do both that makes sense in either case they're still working they have a team of subcontractors underneath them that are doing the the actual work and they're managing those groups of some contractors well the manager at risk know who those contractors might be that need that help versus those that can bring in their own contractor when they do their bidding for the position when they come in they won't be committed to any subcontractors because they'll have to go out and and bid that so the district gets the best value does that answer your question I'm sorry I don't know that followed yeah it's it's almost sometimes it seems duplicative that you've got
063two people doing the same work but I don't know what the solid line is but one seems like a purchasing agent for a group of people where you know kind of a thing they do a lot of the same tasks if you have a construction manager you wouldn't you wouldn't have a general contractor it's just a different name for what that overhead group does so you wouldn't have both on a project so when we pay for a general contractor with the contracting company this position sits as a partner to that one it is one in the same it is the same okay it's really a different phrase for in essence the same general function um I'm oversimplifying but you wouldn't have both you wouldn't have a duplication how does it save does it save time
064and you said it saves time but things like change orders and making sure jobs are multitasking and things like that again and a lot of that comes from the fact that they're indexed into the process so much earlier it also makes their work more efficient that they're able to know the detailing of the project as it's being designed which allows them to be more efficient as they go forward does that one person run the multiple elements of the bid that are occurring at the same time so it's one person for all they haven't they are the umbrella over all of the smaller packages okay yeah yeah thank you okay any other questions just one more comment I mean it's uh um you know for bigger projects and things like that and even even some of
065these larger construction companies you wouldn't bring them on to do 100 million dollars worth of stuff so you'd want to split them up to where you don't spread people too thin so that's kind of what we're discussing right now you know if if we were to pass the bond tomorrow is how would we kind of arrange the projects amongst different contractors and things of that nature to get the biggest bang for our buck and get them to get them moving and going and not spreading people too then answers help helps a little bit too okay thank you thank you Pat okay thank you okay Item B math standards [Music] all right good evening Board of Education um tonight I am going to talk to you about the Nebraska College and Career ready math standards for
066mathematics you may recall that it feels like yesterday but it's actually been eight years since the last time math went through the cycle and so the CIA team has been busy preparing for us to update our curriculum and align it to the new standards so tonight I'm going to give you a little bit of information on them and then um on the May 22nd board meeting you will see that there will be a recommendation for the board to take a vote to adopt them so just as kind of a reminder these this is the new graphic or mental model of the state of Nebraska is using to identify with the new math standards the symbol the outside the blue green purple and yellow represent the content standards that are found within the standards K-12 and
067then the inside icons that are kind of around the earth represent the mathematical processes that are utilized in each one of those content strands so for example the puzzle piece represents problem solving and solution orientation the talking bubbles the cartoon bubbles represent math talks or being able to be familiar with vocabulary in order to express your knowledge in mathematics the pink is problem solving and the orange represents communication and visual representation of mathematics AKA graphs and data and then the last one the link represents connections so how is math connected to science and how is it connected to social studies and other areas of instruction so I know this is a lot of words but I kind of tried to bold the ones that needed to stand out you may or may not recall that
068in rule 10 it is state law that school districts must adopt academic content standards in the four core areas and if they do not adopt the state of Nebraska's content standards they have to identify a more rigorous set that has to be pre-approved our recommendation is to adopt the state Nebraska College and Career mathematical standards they were approved by the State Board in September of 2022 and they were developed through a process that our state has used now for several years that includes experts and practitioners including teachers from our district that help develop those and make sure that they're scaffold meaning that they serve students well between grade levels that they're rigorous and also the are specific enough that they can be measured and identified so this is papaya La Vista Community Schools toolbox cycle
069so just to kind of remind you of where we are in our curriculum development specifically for mathematics we are in the pre-staging category where we have been doing some investigation and a deep dive into these math standards looking at changes compared to the previous Mass standards also looking at our current curriculum and how it's serving students and maybe areas that we want to strengthen um currently the cycle you'll see that there are really four stages they take anywhere approximately from a few months to a year but typically a Content area is in the cycle for at least three years in the fourth year being full implementation currently we have e English language arts in the cycle they are in stage one two with different courses and we also have some smaller elective courses that are
070currently in the cycle as well like foods and consumer science and they're actually clear down in stage three at this time but you can kind of see our stages there the first is the pre-staging that's the research identifying where concerns are where strengths are so we make sure that we keep those stage one is really taking the standards and doing the alignment piece identifying the student outcomes making sure that we have strong rigorous outcomes for our students to achieve at each level the second one then is assessment stage two is assessment and that's really about how are you going to measure to ensure that students are getting this information and then stage three is instruction so how will you teach it how will it be delivered um what are the resources that are necessary for
071that instruction and then the four stage is how do we ensure it and that's really the staff development piece of how do we spread it across the district the sustainability piece and also what data are we going to collect to ensure that our curriculum is doing what we want it to do so if you're curious the Nebraska College and Career ready standards can be found at nde's website all of the standards are there with previous copies as well as the currently adopted copies by our state board of education and you can find it at education.ne.gov and specifically between the backslashes then math for this adoption and then again this is the S the Strand areas that thus the um excuse me the standards are built around and then obviously it's identified by each grade level
072so each grade level from kindergarten clear up um to high school has a focus on these four areas and each standard not only has standards but also has indicators that help identify what curriculum should be taught to ensure that there's success between the standards and between the grade levels and if you are curious these are those content strands so number and then it kind of tells you a description of what it is these are pretty typical or typical they also match the national mathematics Council they use the same content strands so our teachers are very familiar with them but it does kind of break it down on what it is the ratio and proportions has been a change they're going to be in grades six and seven it used to be more spread out and
073and typically more an eighth and so they have aligned that more specific so that will be a change that we'll work through with our teachers so that's a little bit of background on the Nebraska College and Career ready mathematics standards and like I said next month we'll ask for adoption by the board but do you have questions or anything I could answer for you at this time so um when we adopt the state standards we're saying that we're going to do at minimum that and more yes absolutely if you take a cursory look and I know we're just getting started with this but as you take that cursory look at what the state standards are do you anticipate we'll see a lot of movement or change in what we're currently doing with our math practices
074or do you think we're just going to be maybe adjusting some of it and maybe adding a little bit it's a great question so this is an adjustment one of the things that the state of Nebraska does for school districts is they do a correlation study between the old standards and the current standards and that's also published on that web page so you can see where there's differences and you're absolutely right the standards are kind of the bare minimum expectation for all students across our state and then our curriculum is beyond that so it's the standards plus Beyond I would say it's mainly tweaking um you know I think the biggest part is our resources need to be updated and will be part of that process any other questions discussion um how so the for
075eight years ago this one that we currently have was implemented the standards were written by the state of Nebraska okay yes eight years ago so it would have been implemented roughly um five four five years ago okay because the implementation takes about three years okay um so how how are the testing scores like through all the math Now versus what they were when this first came in four or five years ago so our current scores are based on the standards that came in four or five years ago you have them for seven years the state of Nebraska rewrites and adopts standards every seven years so we've had them in play for a while um that's part of this initial staging that we're doing we look at the scores we look at where students are performing
076we also look at you know what courses are being offered at the high school what's the path are there students that were missing in that path do we need to increase or perhaps create a different course so all of those things are considered um you know I think as a district we're always striving we want to do better the nwea map assessment that we use with our students helps us know where our kids are growing and where they're not so those will all be pieces that we'll look at as well as the state test and act oh so what are some of thank you for that sure what are some of the concerns with what we currently have I think that is how I was wording it from what you were saying you got it
077sorry um I would say like as you visit with teachers you know fractions are kind of always a struggle um I think some of the the resources that we use focus a lot more on the understanding of the manipulation of math and I think our teachers have found they had to do a lot more direct instruction especially with fractions fractions are honestly kind of always a difficult part of the curriculum because it becomes very abstract and for students that have really focused on whole numbers you're really talking now about all the numbers between one and two and it gets very abstract and and is difficult and it starts in third grade but it's super important because when you talk about decimals and you're talking about parts to whole they have to have it but I
078do think that's something that will have a lot of conversation with our teachers around and how the tweaks that they've made to make things work and what do we need to do to ensure that all students are getting that see in the new standards like that will be in there that can maybe benefit these kids who are struggling with that area so the standards are honestly written for all and it's on grade levels so we look constantly at what interventions we have and what materials do we have to re-teach and reinstruct I will tell you there are fewer math interventions than there are English language arts there are just not quite as many available but our coaches help with that our instructional coaches and we're currently looking at some progress monitoring tools that we're hoping
079to roll out that we can Benchmark when a student's not on grade level or not on Target and we're doing those interventions that we can progress monitor that to make sure that we're getting the progress that we want and if we're not then we're trying something else you're welcome okay anything else nope all right appreciate it moving on I'd see Bond informational campaign Miss I'm in I am really going to miss these I just want to throw that out there I bet you are aren't we all I think we're down to less than 24 hours aren't we um so I just wanted to update you really on where we are and and what we've seen um you know what our key messages are I would say it was like the week of the 22nd um
080we really flipped from our informational here's what the bond issue is about to just the focus on encouraging people to vote um these are all the activities that we've completed in fact we've kind of decided to just let it go these last few days of course we still have the web page up in the social media up and we're keeping the counter of where we are with ballots we're keeping that running on social media but these are all the different things that we've done to try to make sure that our entire community and all of our registered voters and all of our residents are completely aware of the bond issue and the importance of them sharing their voice and voting so where are we um there's still just less than 24 hours so people can
081still turn in their ballots um the three drop locations of course you can't mail your ballot because it has to physically be in the election office by five o'clock but those are the three drop locations drop boxes of where you can actually turn in your ballots before five o'clock tomorrow um I thought it was important to share this chart again the blue line is a general election and you see that red area over the top of it that's specifically us the blue line is all of Sarpy County what the voter turnout is the yellow at the bottom there represents a primary elections and you can see the highest primary election was a presidential election that was at 37 percent um and I point this out because I think it's really important um with special elections
082we're actually getting a higher voter turnout than we are with primary elections um so actually we're getting a larger voice from our community with a special election than what we are with most primary elections again just a reminder of what we're anticipating we were hoping for a 30 to 40 percent voter turnout um I think we're going to hit that 30 Mark I'm fingers crossed we're right there um as of the end of the day today um but I'm pretty sure that we're going to hit that 30 Mark we're probably not going to hit the 40 Mark um in primary elections the average over the last 10 years has been 23 percent voter turnout um so to be at 30 percent is pretty good I would have loved to see it a little bit higher
083than that in special elections um the average of just the metro area in the last five years has been 37 percent um voter turnout that doesn't include the most recent elections for example the Millard election which was just a couple months ago was right at 29 voter turnout um so there's the range of votes on 13572 at 30 percent is about how many votes that we would expect or 18 just under eight right at 18 000 and if we hit that 40 mark so where are we as of today you can see these are the votes that are turned that were turned in um when there's three days together it's the weekend because we don't get a Saturday and Sunday dump on Monday we get Saturday Sunday Monday um so these are the number of
084of votes that have been turned in each day um really that last week in April was by far our highest voter turnout during that time and one of the things that we will look at moving forward as we evaluate this election and what worked and what didn't work from a communication standpoint is we'll look at other male elections and see if our Trends followed what those other school district Trends followed as well so our total count as of right now is 13 um 602 ballots have actually been rejected which is a lot and that number keeps growing I mean today it jumped again probably another 20 or 30 ballots that got rejected primarily I believe that those rejections are because of signatures the signature on the back of the envelope either the envelope was not
085signed or the signature on the back of the envelope does not match the signature that they have on file for example a husband signed the wife's ballot the wife signed the husband's ballot so both of those ballots were rejected we've really tried to push out to our community Through social media and newsletters and different things what to do and how to check and make sure that your ballot was counted it's super simple the election office has a really slick process to be able to do that it's very easy to do but right as of right now today we're sitting at 29 it's wavering right around that 29.5 percent um so I'm hoping if we get any ballots turned in tomorrow we're going to at least hit that 30 mark questions could you just cover what
086happens with the rejected ballots yeah they don't count at all and I do know and we've had some people ask us about that some of the people that have had their ballots rejected have reached out and if they call down to the election office they let them fix their ballot um so I know that some of those rejected out some we probably don't have those in the account because I'm not sure if they were rejected and fixed I'm not sure that that gets dumped into the information that we're getting from the election office so that some of that 602 some of those could have been fixed but yes there's still an opportunity tomorrow if you think your ballot was rejected that you there's still time to go down to the election office and fix that
087Ms I'm in my apologies if you mentioned this but ballots will also be rejected if they're sent to an address that the person no longer resides in they won't they won't attempt to forward a ballot to a new address for example is that accurate I believe that that is correct so especially at the beginning those rejection numbers were really high at first and I think a lot of that was if they were sent to the address that was on file and there was they don't forward a ballot um so if they were sent to that address and that family no longer lives at that particular address they get returned to the election office and then they're considered a rejected ballot you know I I did go on and just check to make sure that mine
088was accepted as uh Miss Branco knows my signature at times can be a little messy so I was happy that they did accept it uh but yeah it just it does take just a minute to check uh your ballot on the County website so if people have time tonight and tomorrow to do that just to double check and if it was rejected uh drive down to the elections office that would be that would be great but yeah uh thanks for the update any other comments uh when will be the last update that we'll get um so they closed the polls at five I doubt they'll do a dump tomorrow afternoon on the number of ballots because we usually don't get the the election office usually sends us the ballots the number of ballots that have

091uh students Mr Ralph Tate good evening my name is still Ralph Tate and I still live in Papillion transgenderism has exploded across the world in the past decade for all human history the reality of maleness and femaleness has been apparent until now humans are mammals mammals are dimorphic they are either male or female the science is beyond question it is not just a matter of what kind of genitals we have nearly every cell of our bodies is male or female scientists have cataloged 6 500 differences many are now coming to believe that there are not two Spectra one male and one female but one Spectrum with strong femininity on one end and strong masculinity on the other this is not a medical fact but an opinion based on writings from the fringes of social psychology
092in which the word gender is misappropriated to create an artificial distinction between sex and gender with sex referring to persons biology and gender referring to their socially constructed self-identification biological sex is immutable medical interventions such as blockers hormones and surgery produce grave harm as they attempt to circumvent biology and pursuit of a physical impossibility in many ways this is also child abuse Scandal since children cannot give adequate informed consent at the very root of the current American treatment protocol the gender dysphoria is the LIE the gender dysphoria is an endocrine condition with manifested physical symptoms it is not there is no medical test such as a blood test or a brain scan that can confirm a diagnosis rather gender dysphoria is a mental health condition with an official definition in the DSM-5 the manual detailing
093the diagnostic criteria for mental health conditions gender affirming care is practiced on minor minors despite the consensus among neuroscientists that the lobes of the human brain do not stop developing until the mid-20s of the 11 clinical studies where children were referred to gender dysphoria between 74 and 88 percent grew out of it by the end of their adolescence yet what is most egregious is that activists insist that even young children in prepubescent youth can know that they have the wrong body and that their gender identity struggles can be resolved through risky experimental medical procedures so do these experimental medical procedures prevent a trans-identifying person from taking their own life and perhaps the most famous study that followed the post-operative transsexual identified persons in Sweden over the course of 30 years researchers found that the rate
094of completed suicide was 19 Times Higher after so-called transition when measured against the population match control groups in other words over the long term the exact opposite of what gender activists say was found to be true to date there's never been any formal FDA stamp of approval for puberty blockers to be used to treat gender dysphorian children in the United States in 2022 the FDA issued a warning to be added to Lupron noting the brain swelling and vision loss were among the drug side effects when blockers are administered to a pubertal aged child the bones do not form as they should the calcium deposits do not happen as they normally would and normal physiological development is hindered please take these into consideration as you determine the appropriate actions to take regarding the 5 000 series
