be closed Mr Gatewood um Mr Obi requested that we move uh the agenda item 8 um point2 8.2 um yes to now okay could someone please make a motion so yes can someone please make a motion to move 8.2 to to 5.1 uh I make a motion to move agenda item 8.1 to 5.1 8.2 8.2 I'm making a motion to move agenda 8.2 to 5.1 one a second second second Miss vmou I Dr Mario hi Mr Sone hi Mr Gatewood hi Miss Johnson I motion passes 5 8.2 has been moved so yes hello everyone uh the district as every other District in the state of Illinois is required to do an annual financial report is really an assessment by an independent entity of how the district uses its funds and for someone else to pass

an opinion about how our finances are and last year I C in the last few years we've engaged the service of beail accounting firm and uh Mr Jason call who's a partner at Baker Tilly is going to give a a recap a quick recap of the uh AFR annual financial report no we need it unfortunately we do we do need for the public [Music] all right sorry about that uh yeah good evening good to be with you Jason Cole principal with Baker Tilly which is the accounting firm that gets hired um every year to come in and perform your honoral audit so in the board packet uh is the annual financial report and I'll just comment on a few things uh for you tonight um and then I'll open it up for any questions you

might have so obviously this is as of 6:30 20 4 so it's a few year a few months ago excuse me uh but this is the earliest that you've ever gotten this report out in recent history anyway so congratulations on moving that timeline up that's always fantastic um so it it's been filed uh with the State Board of Education earlier than than it has in the past um so congrats then uh on that so your financial statements do have more information in here than you're required to uh include which is great particularly in the back year financial statements is um an informational section that has 10 years worth of historical information um which I as an accountant find kind of interesting to look at um but I think it's great to include that information for

the readers of the financial statements whether it be the public Bond holders or yourself uh just kind of gives a little bit extra information that you can see some Trend information on um the part in your financial statements that is from our firm though um is um our opinion um and that's uh starts on page one of the financial statements uh and it's about three pages long um what that opinion is there for is um it allows somebody to rely on your financial information that's why you hire us is to do our audit test and put our opinion on your financial information so somebody could pick this up uh and rely on all the information that's within uh your financial statements as they evaluate your financial operations and your financial health so the opinion that

continues to be what we call unmodified or clean audit opinion highest level of assurance that we can give overy your financial information so no change from that um from previous years right after our opinion is a section called the MD or Management's discussion and Analysis um and this is the section I encourage every member of the governing body to at least read I know not everyone wants to look at 150 pages of your financial statements but I would encourage you at least to look at the Management's discussion analysis one night maybe before bed something like that I'll flip through there uh it does a great job of kind of summarizing what went on during the year in particular um there's some nice pie charts that are very easy to read um that show where your

revenue is coming from and where your Revenue EXC me where your expenditures are going for example you'll see that only 43% of your revenu coming from taxes that means a majority of your revenue is coming through some sort of state or federal funding and a portion of it is through local fees so you know every district is different in that make up of their revenues and I would say 43% being property tax on the lower side for a school district so and then your expenditures obviously in line with a lot school districts with a large percentage of them going to the education caring for and the transportation of your students after the mdna we get into the meat of the financial statements um statement in that position is one of the first financial statements in

there um and the only thing I'll really talk about in this financial statement in particular is this is the one time year that you see things like Capital assets which is all your buildings buses things like that um and then this is where place on all your long-term liabilities all the bonds you have outstanding for example also your net pension liabilities that you owe to the various Pension funds and uh other oped liabilities which are similar to pension liabilities so these all get placed on this financial statement really the one time year when we present this for the audit and the thing I'll point out is you actually have a negative unrestricted net position and that's because of those um tension and op liabilities if those were to be taken out you would see a

pos position there but you're funding those liabilities as you're required to on an annual basis um couple Pages later you'll see the balance sheet um the thing I'll point out here is you didn't have any tax anticipation warrants out standing at the end of the year which is fantastic been there's col last year you see at the end of last year you million dolling we were able to pay all those off and not get new ones during year so that's fantastic able to be in a position didn't need those outstanding at the end of year congratulations on being able to do that a couple Pages later is probably what you're a little bit more used to income statement couple things I point out here um the fund called general fund is made up of your

educational fund and your working cash fund um I know typically you probably see those as two separate funds in your board packet but for the for this audited financial statements were required to combine those into one fund culture general fund overall your funds increased in fund balance by $2.6 million during the year which is which is great to see an improvement in your fund balance position I guess the highlight of this is your transportation fund continues to have a negative fund balance but you are working on reducing that you transfer some money into it year to kind of bring down that that fga F Bal [Music] lower negative less than than it was year we do have a operating deficit in that F and I know that's something that the administration is looking at to

see what they can do to to fix that moving forward um the and that's really all highlight in your financi statement's a lot more information in the financial statement so finan St do get submitted to the State Board of Education state board of education does a financial profile score of every District uh you're currently in what they call the review stage which is actually quite good the name doesn't maybe sound uh as great but out of four you're you're in the second classification so second from the top so that's a great position to be in and it wasn't that long ago that you were in a much lower position in that Financial profile score so you've moved up over the last several years um I again yeah take what we can get and that that

was it remains at two simply because of the the long-term debt yeah there's there's several classifications that the state uses and and they you know they do some ratios of like cash outstanding long-term debt and things like that um and so one of them that pulls you down a little bit is the outstanding uh long-term debt your bonds outstanding um which you know takes a while to move forward on you know you only pay those off uh so so much in every one year um so that's a thing that is pulling you down a little bit that's correct y y um you know the other thing that we do in conjunction with audit is we kind of take a look at your internal controls not all of them but the primary ones and sometimes we

have some recommendations you know the big news is is this year that we have two less recommendations than we had last year which means you made some improvements in your internal control structure based upon our recommendations last year um so I won't go into detail really on that but I do want to commend you on making some progress forward there uh and reducing those um recommendations down and I'm sure we'll continue to see some improvement in future years as well so congratulations on on continuing to do that um I know that was relatively brief but um that's really the end of my prepared remarks so I'm happy to entertain any questions uh that you might have any questions just happy to see progress a lot of factors so thank you for coming out you talked

about the impact of the tax anticipation warrant and why that was significant you actually use the words fantastic what what what does that mean can you kind of explain that a little bit about why that is significant and what does that say about A System's health I think it's important these are not typical terms you know so I think for the lay person I think it's important to understand why that's significant in the context of the work that we are building I don't think and as you said we have not you know I don't know what the highest tier is yet but we have not gotten there yet so we're in a review process right so I think but when there are Milestones that need to be noted I think it's important to make sure

that our community and those who are here this evening you know an OBS an observation understand the amount of work that's gone in to really assess that and to move that forward so I just want to also thank the finance team for their due diligence on dermi um for really thinking about and bringing attention to this so would you speak to that a little bit pleas yeah so tax anticipation warrants are a form of short-term financing um unlike your bonds which you're issued for many many years you know 20 30 years something like that and that you provide a levy for to pay off um tax anticipation works are meant to be shortterm um to meet cash flow needs um and so they're not as common as they once were uh at school districts um

you're probably one of the the few um that had them recently and the fact that you're able to improve your cash flow um over the last several years to be able to now eliminate those Al together um is great because obviously when you have short-term financing there's a cost to it you pay a short a small amount of interest when you borrow money U and so that's that's a savings to you when you don't have to use uh this shortterm financing to meet your cash flow needs obviously you save some interest uh expense there so it's great to be in the position where you no longer need that I did ask that question the other evening in our uh finance committee I said do other school districts do this he goes not in a really

long time so um it's definitely a milestone for us and where we came um from just when I started on the board three and a half years ago um there's been some tremendous growth so it's very exciting to see thank you so much awesome any other questions all right well thank you so much appreciate Jason thank you thank you than you all right moving on the public comment on behalf of our Board of Education I would like to thank the public for attending tonight's meeting we value the feedback we receive from our members of the public and encourage everyone to take an active interest in their schools in their Public School System residents interested in speaking to the board this evening are asked to have completed a comment card and present it to the secretary

through the contact information provided on your car tonight Ursula Christina and Marshall H hch ready he's GNA come help you second give him one second good evening Board of Education my name is Marshall hards I have lived in a war all of my life which is 21 years in fact my first year of preschool was right down the hallway at bookall elementary no at this High School oh yeah at this High School yeah that was that his first preschool year at age three was here in this building they had a whole week and then after that what the next year my brother and I were among the first students to attend the new Bro Cloud Learning Center it was nice and clean and new tons of fun um my name is Christina I also live

in Aurora same sorry can you please grab the mic because they can hear online is that a little better a little closer you maybe have to grab the mic that he had I'm sorry you want to keep us switching or do you is this better maybe switch just CU I'm not sure if that one's going through is that one going through we can switch oh there we go thank we're fine we're used to being close we're good I'll try again my name is Christina Hajj and I also live in Aurora because I have lived in the same house that he Liv lived in except for this time for 25 years um my husband Mark hjj is also here and Marshall's twin brother could not be here he is at Wheaten College supposed to be working

on a big presentation that he has to do tomorrow fingers crossed he's working on that so we'll say good evening to the board of education and thank you for your service to our communities and our schools one thing that I know regardless of all the topics that are talked about here and I'm a regular live stream Watcher there's a lot of things for everyone here to take in I know that we all share the common core of that we want the best for our students not every student can have the best best best we want to do the best that we can for the all the students that we can to bring them to the best ability they can by the time they walk out these doors which seems already like a long time ago

I was just 2021 and I know we share that and I know that in the discussions uh that this board has in closed sessions sometimes there's some difficult times but I also believe that there's always a purpose for communication and working together and we want to say how much we appreciate that all right it's no small feat it does take a large village with this many students and everyone has to share apart some students may stay in District longer than others because they need to improve their skills which is what we call transition transition when you are a young adult is what helps you go a little bit farther to put the effort in to prepare more for um education employment and independent living which is great because that's what our goal is from the

beginning and we want to just make sure by the time we're done here that they've gotten to the place where they can be so one of our themes Marshall disability rights equal human equal means the same right mhm are you a human yes so what's that mean I have my own rights you have human rights and Disability Rights that's right are they equal more than less than they're equal they're exactly equ equal human rights equal disability rights disability rights equal human rights it's the same and that's a good thing one thing I want to let you know is that we are not alone here tonight um while we might have regular listeners that are listening on the um live stream we also have some additional people a representative or um I'll just say like a

representative from each one of these entities um have said that they will either watch the live stream tonight or very soon um by the end of this week so whether they hear it tonight or in a few days most of them we're going to shoot for somebody listening to it tonight so we have somebody from the Illinois Council of Developmental Disabilities we have somebody from the State Rehabilitation Council we have a representative from the Attorney General's office a representative from Senator Tanny Tammy Duckworth's office um we have a representative from Family Matters parent and training information center and we ALS I also know that listening is our in this school I don't know if we should call it a club I'm not sure but epic epic uh exceptional parents for exceptional children so we've got

extra people tonight just trying to see what we do and what we're going to say because Marshall and I think what we're going to say is pretty important which is why we're sitting here I'm not too nervous but I thought I was going to be really nervous I'm doing okay so we've got two topics we've got two topics to um bring to your attention the first topic is something that is that was a very new a new idea something that I had not ever thought before so my boys have had individual education program or programs since they were 3 years old in uh in this building and at the end of the IEP meetings I often wrote a state a parent input statement sometimes it just it was little wrote a few things and said

these are a few things that I'm I want to keep in this attached to this IEP because they're important to me sometimes it was a statement of a disagreement and I wanted it to stay with the IEP because I didn't want them ever separated because the parent is just as much a part of the IEP team as anyone else sitting there so what happened in November um when I was going to do the same thing that I've done for many years and give a parent input statement it didn't necessarily mean I disagree and I want to go to due process or mediation or any of those not not the situation put a parent input document because when the IP meeting is over if it's over over I haven't read the notes yet I haven't read

the whole the whole entire IEP yet to make sure that it was all documented correctly and there's typically something else that I have to say but now there's a brand new practice in the district and it's a practice not a policy and that I think just kind of slips in there to where there's going to be a lot of parents of students um that have IEPs that are unaware that this new practice is occurring because it doesn't have to be somewhat announced because it's just a practice not a policy now a parent cannot attach a statement of agreement disagreement input whatever it is to the actual IEP that document will go into the temporary student file my thought is if somebody's coming to look for their IP are they also going let me look at

the temporary student file too I want my my information attached to that IP for wherever it goes if DRS asks for it if Social Security ask for it if colleges asked for it they should be together furthermore there's a parent guide on um the Illinois State Board of Education website for special education and in the middle of that um when it talks about mediation in due process just kind of those conflicts that people may have it's kind of giving parents advice I could picture it I should have looked up the the number of the page it's like the last bullet point and it says if you disagree be sure to attach a statement to your IEP use the word attach which is the opposite of what we are allowed to do now technically you don't

have to it's not an Illinois school code it's not in the federal law however it is listed clearly as a best practice from ISB and I filed a state complaint on this full well knowing that it probably wouldn't come back quote in my favor but the point was being I wanted to bring it to people's attention that the district has chosen to be out of compliance with something that I consider to be very very important and I want I'm requesting that you guys revisit this new practice and think about it from several angles because I've been surprised at how many times somebody has said can I see the IEP I have two kids can I see the IEP can you give it to me can you give it to me so many ities of course

I want my information along with the IEP and nobody having to dig in the temporary student file thank you I want to give you an opportunity to to say the second because your time is technically up but I want to give you an opportunity to give the second Point how many where are we at sorry for minutes no it's it's past 10 minutes it's past oh it's past 10 oh my okay here's number two okay sorry I went on on that so um number two is about audio recording now I know that this is again somewhat of a Hot Topic audio recording there are several things that we need to think about in our policies here at the district it is routinely said um that the district feels like it's going to be more collaborative

environment if there's not an audio recording I personally don't agree with that and don't see anything wrong with that because everybody said what they said and then I don't have to try to remember it and try to scribble it down during the meeting I can just be more at the meeting um so there is uh the situation of uh an audio recording there is a form on the website that allows you to request an audio recording but that form is allowed is for the parent to request an audio recording for a parent who has a disability which leaves me to say what if there is a student which we all say have them in you know be involved in creating their IP what if you have a student that has a disability and they need

to hear things a couple times and they can't and the most important person in that room might be this person right here he might not might need to hear it a couple times his last IEP 16 hours to create it and 300 Pages he might need to hear it a couple times but he we are not allowed to have an audio recording we could if the district decided to and I know that it's a two-party consent State there's a lot of things that go into that that wouldn't be you know we'd be going down the rabbit hole thank you so much with that so I want you to consider an audio recording and I want you to consider it not under the individuals with disabilities Education Act I would like for you to consider it

under the Ada thank you they're not the same thank you so much we appreciate it thank you so much okay thank you for having us absolutely Jacker Johnson good evening uh Dr kelti and the Board of Education my name is Jagger Johnson and I'm in seventh grade at Cher Junior High tonight I would like to discuss both the new Ela curricul and oitf me and many of my peers have been struggling in our Ela class ever since the curriculum was changed I think it is unfair that we are the first year to try this out and even though it doesn't seem to be working we are still moving forward it is very confusing as a student when I am told that grades do not matter when in fact they do matter when we took our

summi of assessment that was worth 55% of our grade without having mastered the subject beforehand I was left with a grade that does not reflect me as a student or the effort that I put into this class and we were not allowed to retake it and moved on to the next subject and I would understand if maybe I hadn't studied enough or if I was the only one who didn't have a lot of success with this but when more than half of my class got a grade that they were not proud of tells me something and I hope that would tell you something too the second matter I would like to discuss this evening is oitf which stands for us weo youth tackle football and cheer program I've played football with oitf for almost 5

years but never in iggo I would really love the opportunity to practice and play in asigo every other team in our bill George Leakes gets to play on their school field while we practice and playing field and play in Yorkville I was born and raised in asigo and I'm proud of where I live I would rather represent as asigo when we play thank you for listening and have a great rest of your evening thank you God any other public comment right with this concl includes our public comment for tonight so now we'll have a superintendent report 6.1 from Dr katti okay while I pull up my notes and while it's out of order I just want to thank Jagger and Marshall for their courage as students in our district and for their uh representation we

are we are honored by your courage to speak to the board and also for us to hear your perspective on what's really on your mind so thank you for coming forward this evening it's one of the things that I love about this districts is District was we have so many um really incredible students including the our two board members who are students uh Representatives as well so we want to thank them it's an important part of our work um so it's hard to believe board we are here in commun at this time where um as this is our only meeting in December I want to wish everyone a happy and joyous holiday season I hope it includes time with family and friends and Community as we soak in the season um this is a season

where for many of us it's a time to really find celebration and light and of course delicious food and uh music and gifts and traditions I want to wish everyone that this be a time that brings joyfulness to your heart I know that this is also a time where we have to take a minute to be grateful for the things that we do have um while we may find ourselves in a place where we may be missing those who are not with us and so we want to just recognize that the Gratitude we can hold that in our hearts in this moment um also let us take time to share our our treasures and um there are so many ways to share gifts with each other during this season um as we reflect on this

year and is hard to believe 25 is around the corner next time we come together will be next year my favorite cheesy joke at this time of year um uh I think it's important to really also thank our students for their commitment to the work and this is a time where we are our students are in the midst of whether it's exams or really in the Crux of really the hard work and we really want to thank them because this is a time that really brings their strengths to uh ahead um we are excited because we are on the cusp and we started um this past fall and we are continuing and we want to invite everyone to be part of our strategic planning efforts um one of the things that we heard and um

uh the representative from Baker Tilly talked about this some of the changes that we're making uh these are important components um and we have lots of other components in our district that we're thinking about and the strategic planning process becomes a way in which we can start to really bring to bear the changes we are looking for and make a plan to actually get there um together we are shaping a shared vision for the next three years um always keeping students at the heart of everything we do we have designed a number of different ways in which to get student staff parent Comm Community um a voice into this process and we want to invite you um particularly I also want to name alumni in the community who are part of our history um please

join us in writing this next chapter of our story together I going to invite you to check out www.sd308.org ourstory on this page we have dates information about the kind of work that we are inviting everyone to participate in um there are events and moments to come and share your opinion and to think about how we are pacing ourselves in this process I want to wish everyone a wonderful holiday season and truly a restful and rejuvenating break which is right around the corner so and with that I invite the board members to join me as you know there are lots of things happening so I invite board members to continue to share some of the highlights that uh we have seen and we are wanting to reflect out congratulations to our students from the pathways

transition Center Creations by Pathways hosted the seventh annual holiday shop craft show last Thursday where they sold various winter crafts and more they brought in record sales at this event topping previous show earning so congratulations to them awesome our very own Louisana Gonzalez uh fifth grade dual language teacher at Hunt Club Elementary School recently had the opportunity to share one of her lesson plans with colleagu colleagues across the country through a company that provides dual language learning resources congratulations on this achievement Miss Gonzalez and um we value her um her as a an educator here in the district to say the least all caregivers are invited to relax H uh and engage in discussions with others facing similar daily experiences next week on Tuesday December 17th from 10 to 11:30 at the Oakbrook Public Library

sorry yeah student board member reports hello so during our last ssac meeting Dr McDonald I mean Mr McDonald and Mr Kyer co-directors of Technology came to begin receiving feedback from students on effective next steps for providing Chromebooks devices to our seniors upon graduation we look forward to being a part of the process to create an outcome that's best for all students furthermore me and Cali have collaborated with new ideas to boost and create momentum after the winter break we have enjoyed collaborating during our Lunchtime with Miss prior where she gives us the tools to lead the ssac we have determined what we would Define as a trusted adult and we look forward to sharing more about our fine tuning after the new year as we take the new steps to collaborate with our building Administration

and staff thank you so very much we're going to move to 6.3 the board committee reports we'll start with the equity and learning and Innovation report um in equity learning ation uh we had a presentation and update on uh the strategic planning process and then we also discussed specific policies that had a uh a strong connection to curriculum and instruction um those were presented at um legislation or the legislative committee as well at some point so we discussed some policies related to that and then that is all thank you m finance and Facilities uh um we had a robust conversation around our strategic planning Dr Kade presented an update to our committee it was an excellent conversation um key components that have been completed such as the curriculum audit and building walkthroughs for the master

facility plan the next step will involve both colleagues and Community to provide their feedback through both digital and in-person discussions and I think we all look forward to hearing from our community the strategic plan has a draft of four main pillars academic and Student Success educational access and supportive environment partnership and collaboration and resource allocation and underneath those pillars is very robust list of what those things will do and mean and be measured by these are further divided into the focus areas as the process moves along um we will see feedback and revisions and tenative dates for presentation it's very exciting this is something that um I think will I think all the entire committee believes will really um give us a huge uh step forward in the future um we are looking for uh

the Strategic plan to go to the board and approval in February or March of 2025 also uh as you saw Jason Coyle from Baker Tilly came tonight we had another robust discussion around our annual financial report otherwise known as our audit um for the first time in many years as he stated it was filed with the Kendall County Roe on time to meet the December 15th deadline actually was early and um just a chuckle that we all had that Kendall County actually went ahead and did a um extension for us because we always do ask for extension or need an extension and uh so I was proud to say we did not need it and um they were quite surprised but um we're incredibly proud of our finance team um so and then the notable

highlights as he said which I don't think we can um stress enough but our net position and increase which is the accumulation of all our fund balances the debt impact and the capital asset assets the fact that we did not file those tax anticipation warrants for the first time in 20 years and the audit highlighted which Mr obafemi has told us and made us well aware of that we really need to address the transportation deficit um which is the current focus and um we all can uh collaborate on ways to make that happen but overall we are in a very positive um position and really excited uh for the future finally um Mrs satar uh talked about fee Collections and gave us an update and um it was really interesting to see that um right

now our overall collection rate is at 53% um that's 53 out of 100% of the fees that we need to collect at this point in time again it was this is at a point in time it changes every month but they are presenting that information also to the board um they will that information will be and our board packet moving forward um it's very important that you take a look at that um as the school year progresses they also updated us on um some rfps that are going out including a bid for the redeveloping plan for the old choer building um that RFP is now public we encourage everyone to take a look at it forward that information on to any developers you might know and that want to uh collaborate with us uh to

take some of this unused link and put it to good use for the benefit of our students and our community so thank you very much any additional comments questions and I did not ask the same thing for equity and learning and Innovation so any any additional comments or questions all right great policy and legislation so we had a very efficient meeting um and uh basically we went over some um new policy from uh that'll have their first reading tonight from the uh from press 117 um we discussed some bills regarding ethics and gift bands accelerated placement program equal educational opportunities and connection to the community uh we also looked at the digestive bills that were passed in the spring of this year and uh couple the two of us Dr Maro and I each picked

out a bill that we wanted to highlight um so since I'm talking already I'll go ahead so the um the one that I wanted to highlight was uh HP 4219 which is the fentanyl education for grades 6 to8 and the reason I wanted to highlight this was not because and not because I think that six to eth graders need to know about fentanyl um but the fact is whether or not I think they do um it's kind of gotten to that point in education we need to make sure that our kids that our students um know what's out there in the world world and are not living in a bubble so um it's not something that's going to be some big um uh some big class that they're going to have um five days a

week or anything like that but um the state does mandate now that fentel education do does take place for junior high students and then the book uh bill that I chose to highlight was HB 4261 teacher performance assessment task force the bill actually just stated that they are requesting that that task force make uh or provide a report to the legislature in October of 2024 so upon research they did that and I read through their report uh and this is related to actually teacher preparation and what they need to pass to get an Illinois teaching license um the summary of the report is that they're um they're going to move forward with a a two or threee plan to review that process and what they might need to change or or add um to the

te the teacher performance assessment that um for for Teacher licensure in the state of Illinois uh not a like direct direct impact on us except that is about the teacher Pipeline and the more efficient and more prepared we can make teachers to pass that assessment the stronger our pipeline is uh and it will likely have some impacts in the future on our teacher Residency program as those residents will have to pass the TPA to be able um to obtain their license so I'm not sure if we've already highlighted this one but I think um it's kind of one of those that needs a little new want which is um HB 499 which deals with the tier 2 pension piece and it might sound like hey why are we talking about tier 2 pension but I

think uh we need to be real uh or we need to realize and and thank you to um representative kwit for really um spearheading this that if we don't do something and we don't make Safe Harbor uh at the very least um we're going to take a huge hit and so there's definitely some interest from all sides depending on who you are um you know uh there's there is we should be definitely paying attention to this um and I'm sure uh uh Mr oemi um if we have to start paying Social Security on our employees you're going to come to this meeting and have a serious conversation with us in a real quick moment so um that's not all that needs to be done with this because we're not attracting enough Educators but uh certainly

that's the here and now if somebody asks what it is that uh is going to affect us that one would absolutely impact us immensely right away any additional questions can you just repeat your bill number why your bill number I have to go back I'll go back to the notes no that's okay that's 42 H 42 thank you all right right moving on to 6.4 board member comments I'll I'll just be quick I apologize I I kind of thought I was going to be late and then I thought no I'll be okay and then sorry to the community um over the weekend we uh family dealing with my mom over at Copley she's still there um be there probably till tomorrow maybe we're hoping we get her out or she is saying bust her out

uh but my apologies um for that so she'll probably be fine but you know one of those things so sorry no apology need it but yeah no apology I just wanted to update um we a lot of us all of us were at uh uh triple I uh and a great opportunity for our board to do continued learning um uh around our work and the school board I did have a chance uh to represent uh 308 at the delegate assembly so I just wanted to report back on those results um the six consent agenda items uh were all eventually passed uh although four of them were removed from the consent agenda from the cons consent agenda to for further discussion uh mostly for um districts to provide additional information or support regarding um those items

but all six of them uh um passed they were about dual language uh e EB F authorized charter school funding Tiff accountability faiths law the centralized state agency for state for Faith's law um HealthCare coverage and then polling places at school so those six all uh passed in the assembly um and then there were three appealed resolutions that actually uh made it through the process uh to uh for comment uh and then um to um vote on if we wanted to be if we wanted it to be heard on the floor so those were cell phone usage uh the Inspector General one and then the criminal background check again um a couple of schools made uh some comments on those but on the vote uh there was not enough people in the room that wanted

those items to be heard and so they never made it to a vote eventually but there was some discussion on those items um so proud to represent the district I think we have a good process for moving forward with these uh with this process um so I take questions if there's questions if I can answer you know uh it's not really a question it's just uh if somebody's listening to our meetings for the very first time yeah what passed like what does that mean it means that my understanding is that this is what they will be uh ADV advocating for at the state level um so the Illinois Association School Board they lobbyist yeah thank you that's the word I was thinking Lobby for those items Lobby for those items so they're not NE these

aren't law things that are being passed right these are what we are are supporting them and and lobbying for okay so I do have I do have a question and um I'm actually very happy that it's very heartwarming to know that they took up the Inspector General piece and had that discussion can you like I don't expect you to give me a playby play but what was there kind of like a um maybe a consensus or a theme as far as both sides of that go um my notes although they could be lacking have only one um District speaking on it and that was Harvey a school district from Harvey um and just indicating that there has been a lot of mismanagement and so we need something like that to kind of have the the

checks in place to make sure that mismanagement doesn't occur and I'll Echo that because I you know like I said there's I don't I think when we're not nurturing or paying attention to our local levels there's there's an opportunity for some nefarious things to occur tragically uh I'm not saying here necessarily or uh but but it's out there and it's it's too bad I'm assuming the vote was not closed though um only 17 voted for it to be heard sure yeah it it needs some work but I'm I'm glad to hear there was the discussion because there should be attention to it so yeah is was there any discussion around I you know it's interesting lately um other school districts I've seen across the country um we had a parent recently um gift us all

a book on cell phone use it just feels like there's something there and I don't know what it is yet I don't know whether that requires the board level or you know Administration level but what was the discussion if was there anything of significance in there um I think most of what was heard in support of it would be that yes we want to look at limiting cell phone usage in schools um out of the ones that were brought for consideration to appeal this was one the one of the ones that had the most votes out of three 167 people voted wow to be have it heard and I would concur just personally my experience and I'm hearing a lot of this as well uh nationally in my home with my friends yes with with

parents um and so I think it's um worthy of continued conversation on the board of where where where we might land on something like that because I don't see necessarily you know that going away and it shouldn't go away right it's I think um our children and us are going to have to contend with in the future so and I think we as a board um our specific um situation that we have such an Engaged and intelligent um student board and student advisory committee that together if we could do something and have those conversations so that we aren't taking away something that is so you know integral to to them but also um still honors the you know the learning environment within the school um so maybe a potential topic down the road for our

ssac and and her ambassadors and my personal experience is sometimes I think that we think it's so integral like they won't ever want to give them up but when you talk to kids about it they understand like my experience has been that they understand like yeah it's probably a big problem and we would probably understand if you took away our phones or whatever ever the case may be so um yeah it's interesting yeah I will say like my high school this year I've had zero problems and last year it was terrible it was it was like what was the CH what was the CH what was the change yeah great great question it's a large school right over three 3,000 students and so what happened was it was a schoolwide expectation that uh in the

front of the room every room has um pocket a pocket and and they put them in the beginning uh and then they pull at the end and what we decided was Hey listen rather than fight with students throughout instruction like we're like Hey we're we're going to give up that we're used to these Bell ringers but give up that first minute and that last two minutes right so that they can get their phones so that there's not that like uh what do you want to say um taking away their property right but then they have those moments right because to some of them they are like checking things there might be things going on at home Etc and so forth and so on on um and so it's been largely successful I'm not saying there

hasen't been issues there are but compared to last year uh last year like cell phone was the largest thing and we had situations where students were texting each other and trying to meet up in in the bathroom and there were there were issues around that we've had none of those none of those um I highly recommend something like that but again I'm not I don't like to dictate to to any kind of like um community of schools because I think that's a choice that has to be made and they have to come to that but uh I'd invite anyone to ask anyone for and my school can be a tough crowd from time so it's not like it's you know hey this is the idic place all the time but yeah we've had nothing and

and the other High School in our district isn't doing that and and I hear about it all the time so Food For Thought um I think when it comes to like phones being in the classroom I feel like students and even outside the classroom understand just how much like phone usage that we get like we try to like limit but it's like I'm not going to lie it's an addiction a phone is an addiction especially when you get at such a young age and like you're having iPads at three you're having iPads at four so you're like intertwined with that for a really long time and then coming to the school setting I feel like the issue comes where students don't know how to decipher between school time learning time and then them just being

on their phones like as a whole like I feel like if like students were to understand that hey like I understand that you know I'm at school learning is what we're here to do and then we can use our phones whether it's during that passing period I know that um one of my family members they can't use their phone at school at all like it's just not allowed not in the hallways not in the classroom like it's not allowed end of conversation you'll take it you'll have a referral that's it but here at AOS we go east it's very like by um it's by department and it's by by teacher and if they decide that they you they feel like it's a issue then it is but if it's not and I actually wrote a

page on your book about disruptions Dr Waller knows about it but I wrote a page on it about so cell phone policy and I talked to Miss Bowski and I kind of you know wanted to see it from a teacher perspective student perspective and then a higher perspective and I kind of just wrote a little bit about how students it's not that they have a problem with turning it in but they feel more secure with having it on them it's more of a comfort thing um they feel like more comfortable having it they feel like what if something happens like it's more of a disconnection that they feel when they're giving it to somebody else or can't have it near them rather than oh I don't want to turn my phone in no I do

but I just don't want to have it like I just want it to myself but teachers are like you're not understanding the material so yeah that's my input it's really important to understand I think especially when there are Generations gaps with you your generation has grown up with with technology and we haven't and I think also I think the trust conversation comes in too that do you trust your teachers and your admin that if something were to happen we have the process procedures and and plans in place to keep you safe that's actually what Mr Bell does that's like his whole job and what you know he manages is to make sure that in each School those things go and are in place to protect you and sometimes I think as a as the adults

where we get concerned is that they actually get in the way instead of helping because we're not paying attention to the things that we're supposed to instead we're paying attention to our phones and I say that for adults and children you know we're we're no different you know when it comes to being addicted to phones um it it it was built up that's what technology was built to do was to get you addicted so and I'll say there was trepidation in our school from from everyone like first of all you had adults who didn't think it would work I I personally model it I go in the first thing I do is is put my phone in there too the students do it on their own it's um of course like that first week there

was a lot of what the heck is this nobody even says anything anymore it's kind of like when in our school I know I'm get controversial in our school like we don't care about hats anymore and of course there were people who cared about hats like this is going to be the end of the world cuz people are going to wear hats nobody cares like like nobody cares anymore and it it's like one of those things like I think sometimes we just don't like change and so we get mad cuz something's about to change and then you know what it's like oh okay I I mean I'm not saying like this is what we should do I I don't like I said I don't like that because I think a school should have its own

culture and figure these things out but I do think sometimes we're just like afraid of change in general and we're fine no hats are okay where we're at like I haven't had anyone get in a fight over a hat the phones they put them up it's they learn a lot and they'll tell you that they are paying more attention just one this is a oh please after you oh okay um I have three things I want to talk about real quick oh I I just want to just to underscore um all these themes I think are really important I want to invite everybody January 9th at 6:30 p.m. we're talking about mental health and wellness I think that's a great time to join the discussion as our strategic planning process to bring these to Bear

how we prioritize what comes first second and third as we make these plans that's a great time so let your neighbors and friends know that that can be a very important part because a lot of the centers are on Mental Health and Wellness so agree sorry thank you um actually now I have four things uh first of all I want to mention that um we are doing another Presentation tomorrow at the ASO senior Center at 10:45 uh this one will be tomorrow this one will be on education um secondly um I want to give a shout out uh actually to Braden Swanson Braden is a uh Varsity wrestler at uh asgo and he um he has now got 100 wins under his belt so um congratulations to brighten uh I want to preemptively thank uh

everyone helping us out with the community cares holiday project that is this Saturday on the 14th uh that's the day that you know the fire station is open and and we distribute the the food and the presence that we collected over time it's kind of a it's kind of a big Endeavor and since we won't be seeing anyone until next year uh thank you to everyone who helped out and uh last but not least just just something that's been kind of been on my mind there's been a lot of discussion about and and and Miss ch and this is I was going to bring this up anyway but then you know Jagger had to get up and talk about it so it's nothing against nothing against you um but there's been a lot of talk

recently about um about 308 and practicing in asigo and oh my gosh sometimes people have to practice in Playing Field I just want to remind everyone that when it comes to District 308 we are not just as weo um we as weo is just sort of half of us and that we do take in all these other communities including planfield including Montgomery including a including Aurora including Yorkville including Joliet I think that's everyone montgom and M oh good God I forgot I'm sorry and you live in Montgomery kiding no I do happen to live in asigo but um I just you know let's not lose that sense of community um 308 is all of us and all of us we've got board members here that don't live in asgo the community is not just asgo

um let's just not lose sight of that I'm done thank you any other board member comment I just wanted to for to finish my board comments um Dr Mario talked about the um craft fair at Pathways I just want to make a statement that it is one of my favorite places to shop for Christmas but if you do not buy and I don't know who makes it but the scrub and the lotion is the best I've ever had and I've used some of the most expensive stuff on the market and I've used some of the most um you know talked about highest rated and to this day it is the greatest stuff that I have in my house they're their hand scrub and their hand lotion and it smells Divine and I can't wait every

year to buy more of it so it's just a joy to go and see everybody so proud of all the things that they've created and if you didn't get a chance this year please make a CH please make a uh calendar note to go last year because it's a great place to pick up stocking stuffers and Gifts I'll just I'll just second that so awesome I probably got like 20 20 of those little jars you know and and then they did these cool candles this year I was like H stocking stuffer stocking stuffer stocking stuffers all right thank you moving along to 7.1 can I get a motion to approve the items on the consent agenda please job pays me the same that's for Mary Joe uh make a motion to approve all items under

consent including 8.1 minutes from the Board of Education meeting on November 18th 2024 open and close session 8.2 to acknowledge the foil requests received by the district and 8.3 to approve the field trip for overnight and or more than 200 miles second any questions on the consented denja okay Mr Gatewood I Dr Mario hi Miss Johnson hi Mr Cerone hi Mr ploger hi Miss vou I motion passes 60 okay 8.1 I would invite Mr Bei to discuss financial statements investment schedule and fee collection rates our uh Finance is on track as we have planned and as far as investment is concerned we're doing well as far as we on and our investments and as it St as it stands right now as we speak before you we have a a balance of 118 Point uh

Z million uh uh money on hand in the bank and uh yeah that's okay any questions just on that financial statement or on anything for 8.1 um anything okay anything 8.1 I have a question on the the fees collected sure uh I understand that those are that's a moment in time yes um because some people are on payment plans so as the year goes they will I'm just wondering um if we know typically what our endof the year collection rate is yep can I I I asked this too and I think that we're going to get a okay kind of an I don't need it right now I'm just wondering like we asked about this okay will it be adding to it so whatever you guys need I can show you so one of the

commitment that we made in FFC is that we want to be able to do apples to apples so we want to do a snapshot compare what we're doing this year to what happened last year so it gives you an idea of is this an outlier or is this trend f is this what to be expected so this is our first uh go at it uh starting in January we will show uh FY 2324 compared to f 52 425 okay so we can see that that would be an additional column that we put in it okay that' be great thank you y and I think this stemmed from our discussions about the computers and laptops right no we've actually been talking about we've been talking about this all year okay okay couple years I think it's

important to especially for the board to understand but also for the community that when we have a deficit in collecting fees and this doesn't even include all the fees is correct Amanda no so when when we have a deficit that money has to come from somewhere so if we have a def deficit in transportation we have a deficit in revenues over here we really have to figure out you know where that money is going to come from so this is more or less this discussion that's been ongoing on our finance committee about um what that looks like and because other things have been brought up in the finance committee for instance um we used to offer students that played multiple Sports a discount for the more sports that they offered but we took that away

because we needed to collect fees and so to go back to that Raphael and Amanda really did a financial analysis to say well if we do that here's how that's going to affect things so we can't ask for something without understanding okay the impact it has on other on other scenarios so this has been a true like in-depth analysis of what's going on so that the board can understand it and the community who's asking for these changes or for us to retroactively go back to something that we used to do why we can or cannot do it and and yeah we weren't talking about just that specific situation or multiports I just giving an example yeah no no I just want to make sure that we're trying to get recommendations so all right thank you

any other questions okay uh next we have an uh 8.2 I think we have to vote oh wait this isn't it's not consent we voted already this is information sorry FY annual Finance report right 8.3 we have a operations project update Mr so one of the two key things I would like to share this evening and one of them is actually been shared by Miss Johnson already as to do with the um the uh request for proposal for the old trouble Middle School uh building that has been uh I believe it was abandoned 8 years ago and uh since I know Dr kagat started we've actually been in conversation with different parties to try to figure out a way to repurpose that whether it's sale whether it's lease we've been we've ramped up that we've

actually also uh collaborated with our partner in the village uh the economic development director as well as the village uh administrator to try to see if they can help us find a uh interested party to either buy or lease it to uh to convert to a different use but as it stands right now what we've done we've decided to go public and do an RFP and this in our opinion will cast a wider net and provide an opportunity for different folks to come up with ideas as while we can reuse that one option is we can lease it for a maximum of 25 years years or we can if possible if we find someone who's uh interested in buying that property we have to sell it by public auction but that will be something else

that an interested party can provide as a submission to the RP and we'll take it through that so this is something that's been ongoing but we think an RP is the shortest way to get ideas from different people for us to finally uh do something uh with that property the second issue I want to address as it relates to operation we completed the first phase of the uh Master facility plan the walk through and the assessment of the uh of the buildings as well as the equipment in there that's been completed we on to the second phase thank you very much um I think it's really important to underscore over the last couple months board we've receiv received quite a few requests from the public from the community about what we call public private Ventures

and so really for the community to know that the board um and the administration is really working and has built a structure to invite this kind of reflection and what are the ways in which to do this in a really public and transparent way and so we would invite everyone to to really consider and for those of you who've reached out I will be sending an email to those individuals so give them access to this and we'll also provide a press release this week regarding this information um the other thing is uh Dr conate has been working very closely um as a deputy superintendent to help really structure the master facility plan in coordination with our strategic plan and these both have been happening Dr K do you want to add anything about those two

processes with the master facility plan in relation to the Strategic plan absolutely so um as was mentioned earlier this evening in the week um when we return from winter break we have a variety of public engagements so a combination of both focus groups and Halls um we will also have later on either in the month or the beginning of February additional opportunities for public input as part of the master facilities plan so when you look at and um review potential opportunities um to provide your input please make sure that you're looking and reviewing both the Strategic plan and the master facilities so there will be targeted opportun unities to discuss facilities as part of phase two um but we are launching both focus groups and the town hall the week of January 6 so please

uh another plug for look at the different opportunities for focus groups Our Town Hall will be a more General opportunity but then there will be diff uh additional opportunities specifically related to our Master facilities later in the month and can I ask specifically whether this question is for you or Mrs citas where can people find that information Teresa it it is currently on the um www.sd308.org ourstory um we are adding the link to the homepage the RSVPs are being set up now those should be live by tomorrow so you'll be able to sign up for each of the individual focus groups as well as rsvping for both of the Town Halls that'll be on Saturday but you can see the dates and times on the website they were also in the parent newsletter that was

released on Friday yeah thank you and two things I forgot to mention about the uh Redevelopment RFP is going to be published in the newspaper as an advertisement uh it's going to go in the newspaper tomorrow and as of today even though the RFP went live on Friday I've actually talked to two major developers uh who interested in uh in responding to the RP and they just they call inquiring about where they can find the RP so I will say there seems to be interest in uh in the Redevelopment of the property and I want to thank you um as a board member that is I know Jared will also um appreciate this that you have really pushed the administration both the last Administration in this Administration very hard for transparency and to make sure

that things don't just kind of fly under the r um I appreciate the transparency of the RFP and the um um board or the administrators for bringing the information to us um and making sure that we honor one of our pillars which is collaboration and we know that the more people that we collaborate the more Innovative that the solution will be so thank you very much yeah the only thing I just you know me I'm always going to go with the historical context and so the one thing um speaking of our communities and just just kind of a reminder um you know at one point we did have a solution for that um area we had somebody who wanted to come in and uh the community around there I think sometimes we forget there's a

community around there uh of very um longstanding and um uh proud yeah small community that's there and um we we had a solution and unfortunately the state said that there was a um retirement home that was done in Sugar Grove and that's too close to asigo which still mystifies me to this day but we we have we have always tried to be very good neighbors uh to that neighborhood um and I'm sure that um we will continue as a board to to do that and um I encourage any of those uh people living in that uh Community if they have thoughts we want to hear from you to because we want to continue to be good neighbors as we have uh always tried to be in the past so just a a small little like

historical piece to add to that um I kind of wanted to make a a side comment about earlier about um refurnishing the old trer so OS and OE we kind of started making new sports come to the school such as flag football and I know recently last year lacrosse made its way to our school so I feel some this just kind of a comment something new that I probably would find beneficial for us is making old Cher like a new location for practices because I know that for flag football it's during the fall Sport and obviously we can't practice on the main field because that's where mostly the football practices take place and also during I think lacrosse is a Spring sport and I don't I don't know what sports take place during that time

but I feel like refurnishing it to help have like a better place and a new location for us to practice is like really nice instead of going going all the way out to like either planfield or or like Yorkville or somewhere else because yeah that that's really it just a little side comment thank you thank you thank you for your feedback also and I feel like if we do happen to purchase or give it out to auction somewhere else it would kind of be harder for new sports to come into the district and for like having new places to practice that and also if new sports do come and we find out that the practi are all the way in Yorkville and 3 minutes away it might be harder to make the sports become a

sport so that's that's a little side comments and I just can I really can I respond to Mary uh Miss vmou um I totally understand and I agree with you we have often I've often been um reprimanded in the past for saying us we go and not realizing that we are a community we serve five communities I think the disconnection though is that Oe needs more practice areas and O needs more practice areas and because we don't offer transportation in Junior High parents are responsible for it so when you have to go from the west side of asgo all the way to planfield even though yes it's the same district the whole idea of feeder schools becomes irrelevant and that is where we're we're trying to get back to that idea of pride in our

community and pride in our and keeping our dollars in in in um the community so I didn't want it I just want to make sure that there's just another part of that conversation that we're having and making sure that we are it's the connection it's connecting those dots so I totally agree with you we are a very big broad large unit district but there's also just a lot of the logistics that are getting lost because of the decisions that we've had to make over time and and I I understand no thank you for that and I understand the you know Yorkville and all that but I mean we're talking about Grand Park and Grand Park is part of 308 I I understand that there actually part of Grand Park that's part of the asgo park

district also and and I think I I I I agree like like I'm listening to both these pieces and at the end of the day like if I'm being honest Illinois just draws some crazy lines all over the place and it leaves people very confused it goes back to that local piece where it's like you know and and full disclosure you know we had tough conversations and and not everybody in the room agreed with me when I said listen we have communities plural and I get that we have like a community and 308 is what unifies it but it it does look different depending on where you're at and who you're sharing things with I mean I live in the ninth ward of Aurora and I talked to the Indian Prairie School District 204 board

members over there quite a bit because um the ninth ward of Aurora is also shared with them and on the other hand you might have have a different take on that if you're in Montgomery and so because we're so large we do have all of these various um um relationships and some of that is is a positive and a plus and and and it should be used as an asset but sometimes there are some challenges with with some of these pie places and and and here's a it's I know it's a small little measure but sorry it's a small town Kid in Me is we mentioned all these communities but the very southern part of this is It's unincorporated and very agrarian and you know you depending on what side of the road you're on

you might have a Yorkville address or an asigo address but you're you're you're you're kind of different because you really are still that rural um historical place so it's it's it's that is literally like across the street is yourk bill for me so I appreciate saying you know it is our it the whole point is that when you build and you live in a home and you expect that you're going to go to this specific high school or this specific you know Junior High and then the sports are there when you have have to go to the complete other side of it it does present challenges and Logistics and so forth so I just want to make sure that it wasn't just simplified I don't think anybody's saying that we don't aren't still spirited for

our district it's just that is logistics and challenges that's all I wanted to point out and connections so please check out the website because in January we have a number of dates that we want to invite everybody that include a focus on these topics and I want to say that that's part of what I love about about this community is that we have this diversity across the Spectrum and we are also very much committed to some of the nent parts of our community which do are rooted in the history of asigo it's both and I want to say that's something that I'm very proud of and I love about this community and so I want to thank those comments I think that the RFP Mr Obi we want to thank you for your leadership and

really pulling this together brings and the board I want to thank the board as well I think as the administration administrative team we've appreciated the board's commitment to this function of transparency and collaboration and so we want to thank um again and invite everybody to participate in this process great right all right 8.4 8.4 so uh board policies first read Dr concade welcome so we would like to highlight four uh policies for first read the first one being 2105 um part of this policy for ethics and gift band includes some updated um footnotes there was also the opportunity for optional language but upon our um both board attorney consult and discussion uh we are recommending keeping the language um in the policy for 6135 accelerated placement program um we have discussed this now in multiple

uh board uh uh committees so there is updated definition from um Illinois school code but our recommendation based on one of the updated changes is to keep our current policy for the AP to be meets and exceeds so the discussion was really focused on providing additional opportunities for students so while we are updating everything to be in compliance with school code we are expanding opportunities and being more encompassing of providing communication to students and families for 710 um equal educational opportunities this is changes in relation to Title 9 UM based on reproductive health and Military status and then our final policy that we wanted to highlight is 810 connection with the community um this is updates to the policy in footnotes specifically address ing official governmental speech so in your packet um especially in section

two number two um talks about the role of the board president and communication um Through official District channels so um if you could uh please review that change to the board policy um and then we will be recommending these four to to move forward at our next meeting as part of um action can I just make one comment on that particular one of the things that I think gets confusing is when we use different language so when it says the board in consultation with the superintendent articulates the district's Community engagement goals what specific goals are we talking about because I haven't heard that terminology commun and engagement so does that exist somewhere I just want to make sure that we keep our language consistent so people know what we're talking about so if that could

be something that is it's a good feedback we could answer that the next meeting that would be great is that a Col I'm trying was that what where did you see that exactly oh number two I'm s policy 810 number two it's all highlighted or I'm sorry hold on hold on I'm sorry in under Community engagement which is the second page it says in the second paragraph the board and counil with the superintendent articulates the district's Community engagement goals just want to keep consistent language because that doesn't sound familiar to me I know what it means but when we're talking about either our strategic plan or our mission or our vision or our let's just make sure that is consistent with the other language that we're using agree with that thank you any other questions
