like to call to order this meeting of the Hampton School Board. I'll rise for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. All right. [snorts] Okay. We are in a home stretch in the budget, would you say? >> Yeah. >> Yes, definitely. >> Anything you would like to say before we get started. >> Um, do we want to be working on public because we're going to be talking about salaries? >> Yes. >> Um, I think it might be important to do that and then we can come out when we're ready and do whatever. >> Absolutely. [snorts] >> Would you like to move? that we go into public. >>

Yeah, I'll move that we go into nonpublic. I don't know the >> under. Yes, the RSA that is appropriate for personnel. >> I'll second. Okay. All right. So, a roll call. That's my pointing. Yeah. >> Yes. [laughter] >> Yes. >> I Yes. >> Yes. Okay. All right. So, we are in nonpublic. >> All right. Right. So, we are back from non-public and we are going to take a short break. So, we're back in session. Um had a long discussion about salaries and percentage increases. Um I believe we are we have come to the conclusion of 5% increases for non-public salaries with a few specific non-un with a few uh specific adjustments. Um, so we are looking at actually just voting on not ready for the bottom line. Marine gave me something and distracting. We uh

we would still need to vote specifically line by line on anybody who's not 5%. >> Right. You could just do it as the non-union rate that I totally gave you if you wanted to do it that way, >> which is sorry. >> I mean, this is our bottom line, the whole budget, >> right? And then there's a yellow highlighted amount. That's um total proposed non-union. Flip it right there for >> I got this. >> It's highlighted yellow. Oh, down here. >> Oh, that is so 4 4.3 cents more. Is that >> Yes, that's all nonun >> non-union salary increases. >> Okay, so question number one, is everyone okay with that? So, instead of going through and saying salaries BCBA, >> yeah, have to go in line by line, is everybody okay with doing it um

as a lump sum? Yes. >> Okay. All right. Then the total number for that will be $4,361,736. Anyone like to move that number? >> I'll move $4,361,736 for non-UN salaries. >> I'll I'll second. Any questions? Any more discussion? Okay. All in favor? All right. Thank you. So, we do have a few other things we need to get to. We need Sorry, the right paper. Bless you. >> So, that got that one. That one. Good. Need to look at tab 2900. This would be benefits essentially are adjusted based on that 5%. So we need to look at FICO which is after the >> Yep. Yeah. >> Okay. But I didn't change those sheets. So you will have to go off the number that's highlighted in orange. Oh, and this one. I gota make sure I have

more. Yeah, I have more than one copy. >> It's orange. I don't It's the only one that has orange. >> I got it. >> So, you're looking at All right. So, the number for FA is 1,292,15. Oh. Which is Well, so that is the same as what's on here. >> Mhm. It's I It should be fine. >> Okay. >> Yeah. I I figured I'd leave it. Um there's usually I put a little in for um the new hires anyway. So yeah, >> somebody like to move. >> I'm sorry. We're 2900. >> Yes. She uh is [clears throat] at basically the last sheet of paper. Yeah. on the very last page right here. >> Yes. So, it's those right there. >> Oh, okay. >> Yeah. Thank you. And it does actually agree with >> that one.

So, I'd like to move the um >> FA motion move 1,290,15 for >> Okay. To your side of the table. Would you like to second? >> Oh, I'll second. So, All in on let's see in HRS nonert contributions 416,336. So that's just the next 297. >> Got it. [clears throat] So 416336 motion to move 416,336 or nonert contributions. I'll second [snorts] >> all in favor. >> Thank you. Now we need NHRs certified contributions at the bottom which is 2 2,184,414. I'll move 2,100. No, did I say that wrong? 2 million. 2,184,414 for NHRS certified contributions. >> Second all thank you done unemployment. Yes. Yes, vacation day fireback is next and [cough and clears throat] there will be so there is a change to that that should be 33,562. >> I'll move $33,562 for vacation buyback.

>> I'll second. >> Okay. All in favor? >> Thank you. And our 403b contribution administration. Let's see the number on that. Actually, there is an adjustment to that as well. It should be 42,894. >> I'll move 42,894 for 403b. >> Second. All in favor. >> Thank you. >> And then the only other thing would probably be the um substitutes. Nothing's changing on that other than we're just changing the salaries. The rate will not change. >> The amount that we put in there will not change. >> That makes sense. >> We can um do a vote on the on the rate increase. We will increase it to match >> 90. Oh, it's 1100. Yes. Okay. So, sorry. What did What is the proposal? >> Are we Is it >> 100? It would be $125 a day

for professional staff and $105 a day for Paris. >> We don't have a per day rate on here for Paris, do we? >> Yeah. So, we'll do it. We did it hourly. We just Lois and I just did it per day. >> That's Yeah, >> we'll just divide it by the six and a half hours. >> I'm just making sure it wasn't over. >> Okay. >> It's a slight increase. >> Okay. Anybody have any questions about that? Comments about that? >> It should be more at least that. >> Okay. if you want to put that up. >> I just know there are so many districts that are, you know, authority. >> I'll add that I very recently heard from the parent substitute who said she finds it hard to take the job in Hampton because

>> she gets paid more in because of surrounding schools. >> I heard from a substitute last week that they about the rates at other schools. >> What do they what would they So we we called SA21. So, if you would like to up it, we're all for that. That gives us a competitive edge over SAU 21. We're all for it. >> Um, what did they >> trying to remember what school it was? It was a school pretty close by that they were talking about. Stratam >> also 16, but I heard like um is Kingston. Yes, >> I heard about Kingston, too. But aren't they? No, they're not. They're all part of S16. >> There are also some private schools that are pay and I don't know if traditionally they do pay more. Um, but there

are two in the area that are paying more. That's including one that's a nonprofit. I I don't I should have asked what the amount was. >> I kind of feel like it should be at least 130. >> I found SAU 33s. >> I get Yeah, I get I understand. >> So, they are a variety. Amherst is 150. Ashlin is 90. Um, remember the days when I started 100, Candy is 80, I feel like to really maybe 160. >> Wow. >> And this is old to be fair because this has uh SEU 21 is 90, which they have not been for several years. >> Um, so I have a feeling this is a couple of years old. >> Just based on what I've heard, I feel like the rate is a part of what's driving our

shortages. >> Absolutely. >> Is I mean, is 140 a meaningful change? >> 135 Do you know >> which >> do you know what the su >> um >> 52 message >> don't see it. I'm sure it is on here somewhere. >> So SA 16 rates are anywhere from 15 to $27 a day >> an hour. I'm sorry. Okay. >> $15 to $27 per Well, 27 for nurses. >> Nurses are getting it. >> Yeah, our nurses are getting that, too. >> So, but it doesn't tell you what their $16 an hour for teachers. >> What is that? So, that's not a lot. >> That's not a lot at all. No. >> How many are they seven hours? >> Yep. Even if it's times seven, that's only $112. >> That's so That's >> But that's what that's

what it's showing. And that is on Appletrax. So that's 112 a day. >> I'd like to see it go up to 130 to be honest with you by $10. >> Okay. >> So I mean I mean realistically if we're keeping the, you know, the budget number the same, >> right? >> You can do whatever. And we just next year look to see where we landed with substitute. >> Let's see if cost, >> right? Let's increase it and see if it works. >> 120 a day, but if you're a certified teacher, you get 130. >> Okay. >> So, so we go up to 130. What about for 115? >> I'm good with that. Okay. >> Yeah. >> All right. >> So, um do you want to make a motion? I'll make a motion to increase um

the substitute salaries to uh 130 for professional and 115 for power per day. >> I'll second you sound like you have >> if any of us are actively substituting. Do we need to abstain from this? I >> I'll recuse myself. Interesting. Okay. Um, all in favor? >> Thank you. >> Got it. >> Yep. >> All right. >> I know, right? >> Based on the record, I would have made it >> based on the research. >> Okay. Um, we have Do we need to do anything with food service? I know it is in and out. >> It's in and out. Um, no. Not if you're going to vote on the budget as a whole. Yep. Because it's in that. Got [cough] >> I [clears throat] think I think we hit everything. >> Yeah, we did. The

rest individual that we're missing. >> Nope. >> All right. Okay. So, a second to find my papers. You guys want to pull out your warrant is what we're going to >> So, we're going to basically combine these two, right? >> Right. So it would say um if you wanted to read the whole thing, you can see >> I don't have the warrants. >> Oh, is that what that is? >> Yes, it's the first page that >> um we're just >> Yeah. And we're filling in the numbers. >> Okay. So the first number >> is the 3222021. >> Yep. Okay. So >> say it again. >> Okay. 32 million. >> Yep. >> 220,000. >> Yep. >> $10. >> Got it. >> So that's proposed >> default. >> And then default is 31,000. I'm sorry. 31 million.

>> Yeah. >> 840,000. >> Yep. >> 467. >> Yep. 467. Yeah. Got it. >> Okay. Anything else we need to fill in on that one? That's it. So, we need to vote to approve warrant article number one. Shall the school district raise an appropriate as an operating budget not including appropriations by special warrant articles and other appropriate appropriations voted separately. the amount set forth on the budget posted with the warrant or is amended by vote of the first session for the purposes set forth therein totaling 32,220,010. Should this article be defeated, the default budget shall be $31,840,467, which is the same as last year with certain adjustments required by previous action of the district or by law or the governing body may hold one special meeting in accordance with RSA 4013 10 and 16 to

take up the issue of a revised operating budget only. Majority vote required. So, would someone like to move number one? >> We'll move for November one. >> I'll second. Anybody have any questions before we vote? All in favor? >> Thank you. Warrant two, shall the school district code raise and appropriate the sum of $350,000 to continue for maintenance, repair, modernization work to include technical and/or engineering services at Hampton Center school buildings and Bachelder Pond. This article is a continuation of an annual program plan to keep the buildings updated and in good condition, thereby protecting the taxpayers's investment. Projects for 2026 to 2028 are listed below. This will be a non-lapsing appropriation for RSA and will not lapse until these projects are completed or June 30th, 2028, whichever is earlier. Um, and the projects listed are

the boiler center school, vegetation cleanup, and the pond. So, you like to move that. I'll move 350,000 for the um article 2. Okay, I'll second. All in favor? Three. Shall the school district vote to raise an appropriate funds in the amount of $48,626 to provide child benefit services in accordance with RSA 18949 for students who are residents of the Hampton School District and attend Sacred Heart School located in Hampton, New Hampshire by petition. Would anyone like >> it should I have to move this? Yeah. >> Um it's you have to vote on it. You don't have to move it. You just have to vote on it. And it says um the not because that's what it did last year. I will change that depending on what happens. >> Yeah. >> Okay. >> Gota. You know

what I mean? >> Yeah, I do. Okay. >> Does anyone have anything they want to say before we vote on? >> All in favor? All opposed? Not recommended. >> Zero to five. Five to zero. Yeah, it's it's a very it's a very backwards. >> Yes. 050. Is that That's how I would put it in. >> All right. Um the other thing I do want to mention about this warrant, the warrant articles, there's a couple um [clears throat] things that I have to change this year. Um, I have to do a summary. It's HB1265. It's a template spreadsheet. I have to have it on a set size piece of paper with >> set spreadsheets that is has to be posted with this warn article. Um, and I am letting you know that last year there was

a big issue about having tax impacts put on the war articles. Um, I am not going to do them unless you really want me to because by >> there was a proposed bill. >> So, we have a um so by our attorney Gordon Graham, you're supposed to have the adoption for it in in RSA 325-B. And that was done in 2012. And our school never put it. You have to have put it on the a warrant article and actually have it voted on to have you put tax um impacts on your on your >> something that could be >> it could be but has not >> but it has not and he suggests not to do it because it confuses people. Okay, >> that was his suggestion. I just wanted to let you know because

it was a huge issue last year about people saying that we're not up front. I do put it on when they come in pamphlets. I will put them on the pamphlet so they have it. >> But I think um the reason why I really don't want to do it this year is the um ballot is going to be even more confusing than normal because we actually have to put before we even put our warles warrant articles on our ballot this year. we have to put um student um student achievement. >> That's what I was saying. It's a student achievement. That's what I was >> and there's just going to be so much information that people are not going to understand between the the spreadsheets that I have to give because these spreadsheets I can't explain

what they mean. I just can only show a graph and I [snorts] can't explain what the graph means. And there's just going to be so much confusion. I just don't want to put even more numbers out there for people to be confused. Can we I know I know you'll have that some of that as presentation for the budget committee. >> Yes. >> Have we ever talked about doing that presentation at the deliberative session? >> Is that we don't have to. We record it and post it on the website too. >> I mean we've done some stuff like that. The year Jack was here >> the kids did a thing a video that they posted. >> Um >> I don't know. We we could do any number of things. I know that um superintendent is going

to talk about that next Thursday. Okay. Because they want we want to be consistent throughout the state, particularly in the region. So that's the conversation we're going to have. How are we going to define student achievement, right? So that regardless of where you go to vote, it's going to look the same just like the BAS are. >> Yeah. We've been working. >> So we're trying to have some con continuity and consistency at least district to district. You would have thought that would have been outlined very specifically for you, but good on you for coming together and engineering that yourself. >> It's it's very um they give a lot of gray areas, >> very little guidance so that multiple districts can put in what they think is best and then it gets you in dirty waters.

>> Yeah. >> So, we'll that'll be our um that'll be our focus of next Thursday's conversation. We have a state meeting this Friday at Lon and then next Thursday we have the Southeaster meeting at Dope High School. >> So, >> and we have a couple of months to do about deliberative session. >> Yep. We got a little bit of time. So, so we'll we'll see. >> If there's anything you suggest that I clean up or more information or items for me to give the budget committee, please let me know. Um, suggestions are great. If you feel like something didn't make sense to you that I need to clean it up or um you just found spelling it, whatever, please send me emails because it's a lot. >> Yeah, it's a lot. >> So, it's always

great. >> So, the next date for us is December 11th, correct? Which is when the school board presents to the budget committee. So typically everyone who's available we try to attend. We don't really have anything to do. We just sit in support and Dr. Costa and Mariah sit in the front. Um yeah, Molly will be up there with her peers. Um so December 11th is our is our next date. >> December six o'clock. Yes. Unless they change it, >> right? So, we'll let everybody know if there's anything different. So, I would like to say we have finished a full week. >> Thank you all for your support. Uh, this breath of pressure. >> All right. Do we have anything else before we're done? I think so. >> Somebody like a motion to adjurnn. >> MTA.

[laughter] Second. >> All right. All in favor? All right, you're up.
