001Okay, I'm going to call the meeting to order at 6 p.m. Please rise also. Hello, I'm your history teacher. Um, and today we have some wonderful poetry presentations. Um, so this is the sixth grade's last year at Middleton and so we spend some time reflecting on their experiences here and kind of putting that into home form. Um, and those that choose to present get the added bonus of getting to see some pictures and kind of having it all put together for them. Um so everybody was asked if they wanted to present and these are the brave souls that have decided to present. Um two other individuals, one who is on emergency trip and one who is unknown. Um are not here. So I will read both of their poems for them. They are of course

002the longer ones. So you get to hear a lot of my voice. Um so we will get started with Novas. and we'll hit the lights cuz it is a lot easier to see. So I am now um I am from two different rooms but it would be helpful if you could see the poll. I'm from two different rooms. From room 133 filled with Harry Potter to room 134 with its calm nature mood. From kids inhaling the air purifier to a room as cozy as a little campfire. I am from a small school with a big heart where soccer nets are broken apart. I am from the sneaker club standing on the concrete refusing to wear boots and clapping for teachers walking through as if on a red carpet a runway. I don't want these small

003moments to go away. I am from pencils and my computer from Mrs. Bonaby my little tutor making me smile and laugh from Miss Marzandi the most wonderful teacher. From Mrs. Tegan bringing snacks and helping with hard wrap. for Miss Wright welcoming me to MEES and making me smile. For Mrs. Coocher, always helpful and thoughtful. And for Mr. B making his funny jokes. I am for picking up little kindergarten friends to do the pledge and going to course standing right on the edge. And from us chorus members laughing together at a part. I am from Miss Maranti asking for our hopes and dreams. My hope is to never leave. I am from Ka, Autumn, Kala, Olivia, and Cam. From special holiday treats and school lunch meals. From the time camping fell in the trash can trying

004to clean. And when Autumn tripped while trying to chase me. I am from the smiles and laughs. I am from Num's moments. I always will be. I'm from the smell and the class freaking out because I'm from the random tree that all my friends put their names on and our class pet flag. I'm from morning meeting to circle at the end of the day uh from Utah parade with all my parents video after video. I'm from school. I'm from Mrs. all the way to the time where there were six minutes everywhere and got

005stung in the middle of the day. I found those moments and I always pit for my computer and my tiny pencil. I am from a happy state with the smell of wood. I am from the best friend which reminds me I am from the cookies in my desk and always kind to last day of school. I'm from walking. I'm from my best friends. From pizza to chocolate milk. From the time we took on during recess, I my head as well. where I'm from. I am from a room where friends were mean and pencils were stolen. I am from when I looked up to my buddy and now Randy looks up to me. I am from when I first met my best friend and we held hands and play. I am from when I would fall

006off the honky box and wait for someone to hold me and tell me I was strong. I am from a popping involve who would bring a great personality and imagination and how we would treat it like a king. I am from Mrs. Tatum bringing us joy every day and Mrs. Coocher taking a little little cotton ball so seriously for us. I am from when Miss Baranti would ask for one great thing about our day and when Mrs. Tatum would make us want to learn something so fun. I am from when we had a day every year where kids could be kids and they go anywhere. I am from when someone would get hurt and Mr. B would say, "Well, your face is killing me." I am from when Camden would always be at my care

007and we would laugh nonstop and from when Olivia would chase me around. I am from when every birthday would bring a special treat. usually cupcakes where everyone would make cupcakes sandwiches and think they were a genius. I am from when in winter no one wanted to wear boots and we would clap for anyone going by. Oh, the good times. These memories gave me I am from those moments I always Where I'm from I'm from the last from my math book, my pencil and M pop. I'm from a m that is both pretty and fun. From the warm bones that fall off the us and the smell of plants. I'm from the sunset near the trees that helped us solve. I'm from taking a photography to get a snap for backpack from my friends and my

008teachers who helped me with that. I'm from morning games in warming every day from the talent show in Fortn time We went to the art museum and when I discovered I love to read. I'm from my favorite pencil that I had since fourth grade. I'm from those moments. I will always BE that presentations. They definitely deserve a nice round of applause cuz they WERE VERY BRAVE. GREAT JOB, GUYS. That is super great. It's not easy to stand in front of everybody. Okay, we will move into public input. 15 minutes for any questions. >> What was that? question. >> Yes, my name is David Crow. I'm one of the Middleton bus drivers. I've been driving bus now from Milton for 14 years. Uh back 3 years ago, I confronted the school board in preference to try

009to get a pay raise for the bus drivers. Right now, we're one of the lowest paid group of bus drivers around the comparative uh prices that pays that the different schools are giving their bus drivers. um with that 14 years that I put in. We got don't have a pay scare really. I got new drivers coming in stocking off. They could stop today have a regular driver's license and they get the same pay that I am. Um and I brought it to the school board's attention this past fall and I was told that they're going to have a committee meeting to study it and to come up with results. I like to find out what results the committee might have had to set up for the bike. >> So we public response we give you

010your response next month. So I think you came last month and asked questions. So I have responses to the questions you asked last month after we're done with public input. >> All right. I was here from last school board. You can ask the same question. >> Correct. So when you ask your question, we respond the next month. So the next agenda on is the responses from public input questions from last month. So when would you like me to come back to this? >> So we we'll finish up the public input now and then the next thing on the agenda is I'm going to read the responses to the questions that were asked last month. So whatever you asked last month will be answered in the next section of the meeting. >> All right. So I

I was not here last month, so I'm just going to read them. um the responses that were given at the school uh the SAU office. Most of the questions were answered by them. Um why are there not two board members on the finance committee? A board member resigned from the April board um the April board reorganizational meeting. So a vacant committee position was intended to be filled by an incoming board member um at the May meeting. I think that position was filled by Joe. Correct.

012Okay. Um what are the results from the committee meeting? Rebecca Eastman Darl offered to have um to discuss bus driver pay increases. The school board meeting uh the school board proposed and approved a new wage scale at the December 10th, 2025 meeting. Um the after the budget was voted through there have been multiple meetings since then that there wasn't anything other than contractual obligations where pay raises were actually approved due to the financial limitations of the budget. So that is the answer for that and we can touch base later if you have more questions. When the meeting occurred in December it was voted by the board to not include that as a separate increase. So it was put to be put into just the regular budget. So that there was there's not enough money in

013the budget to move forward with that at this time. Uh where is the b business administrator Kathy O'Ne has resigned? Uh who is doing the work of the business administrator in her absence? The SA team is managing the work of the business administrator. Have we hired anyone for that question? Do we have >> her name is Adriana. July 1st. >> Thank you. Um, will financial questions be answered in the absence of the business administrator? The process of answering questions will remain the same. Uh, have any special education bills been paid or other special education bills to be signed? Um, yes. The process for special education payables remains the same. 015turn it over to I for the elementary school update. >> Thank you. And I just wanted to start off by saying thank you all for allowing me to serve as the principal of Middleton Elementary School this year. It has been an honor to work with such incredible students, dedicated teachers and staff and families that want to work together. During this year, we've achieved some really incredible things. um this will be the first week the community is hearing of it that it is preliminary but it appears that our staff scores have increased um by increased substantially so I'm excited to say that for students in a variety of great levels um I want to highlight the safe grant that we received this year this u in the last week our upgraded walks came in and they're

016already making a difference in terms of security and communication in the building and we upgraded our camera systems over April vacation we are still working on some outdoor plans for the ballards but the work for the statement is nearly complete I wanted to highlight this year that we had some really incredible new hires in Gary, Jesse Sanchez, Nate Camp, Courtney Richings, as well as some wonderful substitute teachers. And I'm really hoping I can leave anybody off that list. Um, this year we got some additional programming in our school, including the Lego robotics program, our rocking club, which started this spring. We had a talent show and multiple school dances. We had a STEM day this year with the Portsouth Naval Shipyard. Our librarian Ann Wearing organized a grant from the state to plant some trees

017on the playground that will hopefully dry it out a little bit. We had some incredible concerts and arts night, our fact fluency festival, guest readers, and a readathon. And that's just to name a few things that we accomplished at NAS this year. I'd also like to highlight that with our new alpaca house PTA, we funded field trips, bought new equipment for the playground, supported our staff with incredible teacher appreciation week, and had some really fun additional programming this year. all funded through our PTA. Um, and then I wanted to highlight as well because it has just been an ongoing thing that we upgraded and uh remediated the arsenic. Remember that from the beginning of the year? And we recently completed the work on that new water tank. This month alone, NES also had some pretty

018big wins. That talent show was really incredible. About 20 or so performers practiced and performed in front of an audience. This was supported by staff who volunteered their time to work with kids to be ready after school and those kids put on a great performance. Thank you Jamie, Carrie, Freda, and Misty. We are hoping to have an encore performance planned for next week for our student body. We also in the last month had a ABC fashion show on Monday for our kindergarten families and the whole school in attendance. It was wonderful to see kids celebrating and cheering on our littlest learners as they um showed a little bit of the fluency um that they have been working on and had some fun doing it. Um this month I said already we hosted a dance for

019our students. It was well attended and it was great to see our kids out of the classroom and on the dance floor. This Saturday, our tiny child's play loop will take place at 10:00 a.m. If your child is ages five or under, please join us with our helpful efforts to socialize and play. And then this coming week, we have our kindergarten celebration on Monday. We have our annual funday on Tuesday and our sixth grade promotion and step up day on Wednesday. And that's it for the school year. The final thing I wanted to say is that we have a good deal of work to continue to do. So, um, it is my intent and our whole team's intent to continue to increase academics while maintaining the balance of fun that makes me so special. We

020will continue to improve facilities um with the caveat of that decreased staffing that we'll be experiencing next year. We have some hiring to do over the summer for our custodial position, parent positions, and always substitute teachers. Um, and then I want to implore the school board and the community that we have some real serious planning to do for future budget cycles. I can't control our fixed costs or emergency costs, but I do have control over what happens in my building. With a large amount of cost outside my control, I asked the school board to begin planning our next steps, and I would really love to be a part of that. Um, and then also I wanted to just mention is considering long-term enrollment changes or possible demographic changes that are happening in Middleton and really

021pushing that conversation to the forefront so we can have a plan if things continue to change for us. Overall, it's been a really wonderful year. I'm just so thankful to be part of this team and able to work with such a collaborative group of people. So, thank you all. >> Thank you very much. Any questions? What did what is that stand for? Um, as I mentioned before, we uh the Governor Worth Regional School District has hired a new business administrator, Adriana KS, who is currently the finance manager for the Rochester School District, and she will start as of uh July 1st. You'll also have a new superintendent. So, interim superintendent Scott

022Liberty will be starting on July 1st. He's a retired superintendent who lives in the lakes region um and he was a superintendent in London area. He's an an excellent leader and brings a lot of uh heart and expertise to the role. So I want to make sure you're aware of that. If you have any questions about financials, you're welcome to um ask now or send me at any time and I can get those answered for you. Oh my goodness. Did you give us a t-shirt? >> I'm not sure. Um, thank you to the Milton School Board for inviting me um to some familiarities across the table. U my name is Barrett Christina, executive director of the New School Boards Association. Um, want to thank you for the invitation to do um some roles and responsibilities training um speaking with Superintendent Eric Kelly. Um, like I said, we've got a few school board members if I'm not mistaken. some just one room and two and I'm making room. I

024apologize for not recognizing you. Um uh before we start hand I sent that off to Caroline maybe a week or so ago. Um so we've got some you know some return people one one person I know I did this was just a year or so ago I came up and did a a training for the for the board. Um before I get started, could I just have a quick sense as to how much time I have? Um I see you have a pretty full agenda. Um I just want to have an idea because that would kind of help me guide myself as how quickly I move on with what I spend a lot of time on, what I >> how much time do you feel you need to >> I can I can do this

025in a half hour. I can do this in two hours. Um >> leaning more towards like the half hour. I can absolutely absolutely that that's fine. That's that's completely fine. Um you know uh you know typically it's about an hour um you know to really get into a conversation. There have been boards that have got me for 2 hours plus just depending on the way the conversation goes. But again I see that you have you know somewhat of a full agenda. So if I look at my phone please understand I'm updating we're just trying to keep track keep track of the time. So um and I trust that the mad chair will keep me will keep me on track as well too. Um I'm so you have the handout. It's a lot of slides. Um

02633 slides. I'm certainly not going to to go through all of those. I'm going to touch on this on sort of a high level 30,000 ft view just kind of touch the main the main points as it comes to sort of schoolboard governance and then compare and contrast that a little bit with administrative management. Um and you know what does the superintendent of the SAU office do versus what does what does the school board do? Um and Carolyn is the other document to the the white hour that just sent the slides. >> Um yeah, it's the longer document. >> Yeah. Okay. So the longer document um is just the um sort of Yeah. Thank you. I wouldn't check if I sent that to you. Yeah. So I'll be working from the slides. That longer document

027though is almost like the white paper of the slides. The slides are are sort of the version of what's that longer white paper. So, um I'm going to just if you have the slides in front of you, I'm going to jump just um I did a couple slides. So, slide seven. Um starting off with sort of slide 7, 8, 9, and 10. Um three core principles that the school board association advocates um that that school boards trying to follow. The first um on my hand slide, slide eight. Um three core principles. The first core principle um the purpose of school boards RSA 189 col 1-8 paragraph 1. It shall be the duty of the school board to provide a district expense elementary and secondary education to all peoples who reside in the district. That's why

028we have elected school boards. Five people on the Middleton school board. Some school boards across the state have seven, some have nine, some have 13, and the largest one um is 15. um which is uh you can imagine the the how those conversations go. Um but that's why that's why school boards exist. That's why we have elected officials to ensure that children in Middleton are receiving are receiving a proper education receiving education that that the school board in conjunction in collaboration with the administration helping direct. Um but you know if we said it was as simple as just providing an education and the best education you know that we could possibly provide to the children of Middleton things would be easy right but we know that it's not always that easy. you have lots of

029constituencies um and lots of factors that we have to consider when we're providing that education budget, parents, students, staff members. Uh do you have a budget committee here in the middle? You have so you have your school budget committee that you have to work with, right? You have parents with kids in the district. You have people who live in the community who don't have who don't have kids in the district. You have elderly people that may be on fixed incomes. All of these considerations, all these factors go into, you know, when the school board is trying to develop its budget, trying to look the program, what can you provide to the children here in Belton? But at the end of the day, the five of you debate, discuss, liberate, all vote. You send the the

030budget out to the voters and then you got choices made relative to programming and extracurriculars and whatever else you're going to provide here. But I always tell my my my my board members when you've got a tough decision before the school board, whether or not it's the budget, whether or not it's programming, an expenditure, a cost item, whatever it might be, ask yourself, how is this board's decision going to impact kids? If we do this, how will impact kids? If we don't do this, how will it impact kids? and keeping in mind all the other various constituencies and factors you have to but hopefully that is sort of the a driving force behind the decisions that that the board makes you excuse me anybody with allergies I think has had a pretty pretty bad last

031couple of days or she everybody nodded so my ears have been clogged I've been seeing a coughing for for for days on end now um moving on to the next slide core principle number two collective authority of the school board. The school board can only act as a collective body, meaning the five of you or the quorum if you will just for the sake of particular meeting under the right to no law where you sit at the table. You have the agenda. You go through the agenda and debate, discuss, deliberate, ultimately vote, ultimately act. Not every vote is going to be five to zero. Some votes are going to be 3 to two, some are going to be four to one, some are going to be 5 to zero. Then that's healthy debate, discussion, and

032deliberation. What's important to note about that though is that no individual school board member has any inherent right above and beyond the rest of the board or the collective of the board. Now, um there's always caveats, right? There's always some exceptions. Um the board collectively can delegate authority to individual school board members. So for example, the board chair may have certain rights via policies to sign documents on behalf of the board, work with the superintendent to set the agenda. Um, uh, the spokesperson for the board, sign contracts, whatever the case may be. But again, that's the five of you collectively granted authority to one individual for the work. If you look at all the statutes in New Hampshire that govern school districts, I've got a book in my car in about 6 to 6 in

033thick. Thousands of pages of The regulations governing school districts, they all talk about the board. The board the board. None of those regulations talk about individual school board members. The only right the individual board member has is to sit the table, debate, discuss, deliberate, and ultimately vote on the on the issue that's before the board. Questions so far? All right. The last core principle, governance, not management. I'm on slide attacking. Um, so the school board governs the school district. You may familiar with the phrase the governing body, right? We govern the school district. Excuse me. The superintendent in the central office manages the school district. And the way I differentiate those two is when I think of management, I think of the day-to-day operations of the school district. Are the buses on time? Are staff

034showing up? The policies being followed? Are kids getting special education services. Is the boiler working? Uh to the roof, you know, the roof leaking, so on and so forth. Um and you don't have to turn to look at that longer, the white document paper. I think it's on page 12, 13 or 14, there's a stat sheet, RSA 194-4 col 194- C4, I'm sorry. And that list that says those are all the responsibilities of the superintendent. And if you look at those, those are the day-to-day operations, the day-to-day responsibilities of the schools. The first one, if I'm not mistaken, talks about payroll, cash flow, and things of that nature. And then there's one paragraph J, the daily administration of the schools, meaning staff, students, transportation, facilities, so on and so forth. The school board conversely through

035its governance governance is policy, budget, strategic planning, long range planning, short-term planning. I know you don't evaluate the superintendent, you know, year your your arrangement with the contracting for services, but I see 59 49 government. They have an obligation to evaluate the superintendent. Those are the governance responsibilities. So, you know, if we look at the slide, I I like this line that we try to come back to often. The board's job is not to run the schools, but rather to see that the schools are brought well and then the board sets the policies through the districts and helps to filter them through oversight of the administration. The board can adjust its policies and directives as needed. Um, and ignore that last say the board's functions are primarily legislative, but also the board has executive functions

036and quasi judicial functions. I probably won't touch on those because they're not necessarily pertinent to to the military school board. Um if questions come up I can certainly we can certainly discuss those though. Um like for example um I'm on slide 12. This is about hiring and evaluating the superintendent. I'm not going to spend a lot of time on that just because that's not a the middle to school. He's not evaluating the the the superintendent that you contract for services with. Slide 13. Um this is a sort of a little cheat sheet um for school board members. And I've also found that it can come in handy for members of the public as well too who don't necessarily understand sort of what the board's role may be with a particular topic or question issue that

037they have. Um you know you're elected officials now, right? And as soon as you became you got elected to the school board, you probably became everybody's best friend in town, right? So you're >> well best friend best friend or worse than anything I should say. But anyway, you can't you can't go to Market Basket or Hannifford these days and get a half gallon of milk after work without people coming up to you now thinking about school business, right? You're at the little league game parents coming up to you asking about the budget, asking about this, asking about that teacher, whatever the case may be. So um this is sort of a little cheat sheet that on the left hand side we've got the um sort of the topic if you will policy decision making board

038meetings budget curriculum and instruction so on so forth and then a column that lists the school board's responsibilities and a column that lists the superintendent's responsibilities. Um, uh, there's a in the larger handout, there's a full page of this of this chart. So, it's a little bit like 6.5 here. I apologize, it's a little hard to read, but in the larger document, there's a full page of it. Some boards would encourage them get that laminated, keep it in your board packet or whatnot or provide it to parents if they're not. >> Yeah, great. Put it up. 039page PDF. >> Absolutely. Absolutely. >> All right. Um slide 14, schoolboard's legislative functions, governance and policy and finally the question is as we're moving along it's pertinent to that slide by all means you know stop and ask the question. If it's not pertinent to that slide I'll certainly have time for Q&A at the board's discretion when we're done. um site sites 14 and 15 policy through policy governance through policy and policy decisions. NHS advocates that that by and large aside from the your budget and financial responsibilities policy is where the board really exercises its authority control and jurisdiction governance responsibilities over the school district. You see your policy manual, it's probably 3 in thick. We probably got 150 200 policies in there if I'm not mistaking. Um I didn't look at the agenda that closely,

040but most school boards policy work on every agenda. You're reviewing policy or adopting a policy or discussing the policy or sending it back to a policy committee or asking the superintendent or whoever it might be for guidance relative to a policy. Why is policy so important? Well, first, it sets the expectations for everybody in your school community. And when I say everybody in your school community, that's really everybody in Middleton, right? When we talk about policy, policy might impact. Initially, we sort of think of what the people that are in the building 7 hours a day, staff and students, right? But we also have policies in section C that govern administration. We have policies about facilities. We have policies about visitors to the school, right? You have to check in at the front desk. You

041have to sign in. might get a name tag. You might have to make an appointment. Um I've been in some SAU offices where they scan my driver's license. So it's a barristina enter the facility at, you know, 9:02 a.m. on on Wednesday morning. Um you might have to be escorted across the building. So we just don't have people, you know, walking randomly walking down the halls. Um do you rent this facility to like the youth recruit or anything like that? Do you have basketball here on Saturday mornings during the winter or anything like that? policy for it. We have not >> but you don't but you got a policy though but it >> right right and but the board can create policies as it but anyway my point being is that most sports will have

042a policy about renting space out the the the town rec league or the garden club or the Bible club or the boy scouts or or whatever whatever the case may be. So that's why I say when policy impacts not just you know why policy is so important it's impacting every everybody within your school community. Um and it's also as I mentioned it sets expectations for staff and students. Um it enables continuity by establishing a consistent framework through which the superintendent manages the district. The other thing too that um you know why policy is so important it it takes some of the heat off of you as an individual board members where it doesn't look like the board chair is just making it up. For example, you referenced during the public comment earlier why isn't there

043sort of a commitment back and forth right now because you have a policy that that dictates that. It's not you as the board chair say we're not answering your questions. We have a policy that's establishing the protocols and guidelines in the process by which the board is going to entertain public comment complaints from parents, concerns about the administration, concerns about the pots and the in the parking lot, the splinters on the playground. We have policies that address all these sorts of things. Questions? All right. Um I'm going to skip slide 16. Um, slide 17. I'm sorry I keep coming in and out. Um, slide 17. Um, we talked this a little bit about this earlier. Um, a second core um, responsibility of of the of the school board is to establish the budget and provide

044financial oversight um, and as needed redirection of of resources. And when we say the school board establishes the budget, that's actually not accurate. Mentioned we have a budget committee. they their proposed budget goes out to the voters and ultimately it's the voters that establish the budget at your annual meeting or delivery session or what wherever you may have here here in in Middleton. Um but even though the board, you know, puts together the budget and works with the bud, it's not like your budget responsibilities end after your annual meeting after the voters vote on. You had a financial report that you reviewed 20 minutes ago, right? So, I imagine every month you're getting financial information, financial reviews. Um, there may be times when the board may need to reallocate your resources. You had a heavy

045winter um and they budgeted to plow the parking lot 10 times, but we had to plow it 20 times, right? You have um a special education student either move in or move out of the district. So, that may impact your budget line one way or the other. Um, you know, you should be getting financial reports. Um, are you do you do you an annual audit? Do you know of your finances? Thank goodness. Um, in response to some of the financial challenges that at least one of our school teachers has had here in New Hampshire this year. Um, the legislature, excuse me, has passed a handful of laws this year. Um, basically adding putting the school board responsible for some more financial oversight, some more reports that are going to need to be done. Audit is

046going to be required by law. I think it's going to have to be reviewed and formally accepted by the school board. A couple other things that we're still working through at NHS through the legislation and preparing our final legislative summary legislative report. Um but um you know regularly monthly annual reviews, excuse me, an annual audit request for information. Um you know so you know to the extent that you know you can you know you stay on stay on top of the budget. If something doesn't seem right to you at your monthly meeting or whenever you get reports ask the question, right? We want to make sure that at the end of the year everything's coming out coming out straight and you know every every dime is accounted for. We don't want to run into some

047of the other challenges that some of the other uh school districts have been through have been facing this year. So policy, budget, um slide 18, goal setting and strategic planning. Um I call strategic planning there there actually is a law department of education rule 303.01G impose a duty upon school boards to quote develop long range plans and identify measurable and attainable short-term objectives. Um does the board do strategic plan or has it in the past? really I'd recommend that that that that that you try and start and get on a on a habit of doing that. Um some boards will do it um during you know a regular meeting. Other boards will have called for lack of a better phrase of retreat if you will. Um you know they might get together on Saturday morning

048times after school is over or once in the summer. I know I know Saturdays in the summer are tough to give up. There's only so many of them, but over the course of the year, you've got ball games and little league and family vacations and and and and you know, and and trips to Canopy and things of that nature. Um but, you know, and and and when we talk about school board goals, and they don't have to be extensive, they don't have to be, you know, indepth. Um, I always tell boys when you're talking about schoolboard goals, bring those goals back to what the prime roles and responsibilities of the school board are. Policy, budget, strategic planning, fiscal oversight, and other districts that may be um evaluating the superintendent. So, a typical board goal might

049be, okay, for the next two years, we want to make sure our policy manual is up to date. you know, through staff turnover, through board turnover, through turnover. Some board policies is never a priority and lo and behold, they've only updated five policies in the last 3 years and even though the legislature is requiring all these updates and policies, that may be one goal. Other districts that we work with, they want to retool, revamp their superintendent evaluation process, and it's really not working for them. um other boards they want to um work on having more effective meetings because the meetings are running for four and a half hours and it's 10:30 night when we're getting out of there, you know. Yeah, you I'm not kidding. Yeah. So anyway, um you know, it doesn't have to

050be heavy lifting. Um but you know one establish those goals and then two if you're going to establish and I'm talking like three here you know kind of simple simple stuff um make sure that they're things within your control you know for example I write the boards that sort of said okay we want to increase our math scores just like give you an example by 10%. Okay. A lot of that's out of your control, right? Right. You know, you don't the board doesn't necessarily get involved in curriculum, instruction, and assessment, but what can you do relative to your math scores? That may be your goal. Can you reallocate resources to say, you know what, our math scores are low. We're going to emphasize professional development for our K12 three teachers to really give our kids

051a good foundation on on math. I'm just using As an example, our reading scores are are a little bit low. We're going to see if we can reallocate the budget and hire a reading specialist professional development to to our to our staff. So, that's not we're getting involved in curriculum instruction and assessment, but what is it? It's a budgetary issue clearly falling within within the board's perview. Questions about that? Does that make sense? Clear some of that up. All right. Um, moving on. Page 19 or I'm sorry, slide 19. Um, communications. Um, this is this one's a little kind of kind of difficult. The other the other roles and responsibilities that we talked about are kind of actionable, right? You're adopting a policy, you're adopting goals, you're reviewing your budget, reviewing expense reports. Communication is

052a little kind of nebulous. Um but you know when we used to do this is a number of years ago but prior to co we would do our new school board member orientation at our office in conquer and we have um meeting space where we get about 120 new school board members every April or so and we do we do this to some degree um you know like our sort of orientation roles responsibilities and I look around 100 people and you know you you can kind of pick out who the parents are, right? Just by their age and whatnot. So, I' I'd say, you know, how many of you ran for school board because he had got kids in the school? No kidding. 2/3 3/4 of the hands would go up, right? Not surprising at

053all. And then I purposely call on somebody and say, "Why did why okay, you didn't raise your hand. You don't have kids in the school board. Why didn't you run for school board?" And the second most common reason after having kids in school, excuse me, was I wanted better communication from my school board. I wanted more communication from my school board. I never felt like I knew what was going on with the school board. Fact a couple different ways. My first reaction always wanted to be, well, do you go to I got an easy way you can keep up with what's going on with the school board. But regardless of of of regardless of that, you know, perception is reality in some of these things. So, you know, I don't always know what it's in

054more communication or better communication. Well, okay, the board said one of you want two because that's more communication. So, I don't always know necessarily what that meant, but we certainly found out during co, right, that there's an expectation, especially among parents, that we communicate things instantaneously almost, right? what's going on. It's not minute by minute, hour by hour, day by day. Certainly, um, you know, and you know, communication can take on different types of avenues. There's obviously crisis communication. You know, kid playground and why why was he at the elementary school, the roof caves in or we had an issue with government with the roof collapsing, right? So, you know, and but but there's also, you know, I also say to, you know, I can see them on the table. Everybody carries one of these

055around, right? It's easy to it's easier to communicate with people today than it ever has been. Some boards use social media very well. I have still caution about that because um it's it's manpower. It's hot man. If you got to do social media, that's fine. We have we recommend policy and procedures. Who has access to the site? who has the password, what content is going to be posted. Are you going to block comments and and and responses? You have to be mindful mindful about um the the notices cuz parents say, "No, I I want the pictures of my kids." So, if it's the if it's the secretary, the admin assistant with Facebook, make sure she knows that Johnny or Sally, you can't have their picture on on on the website, the social media. My point

056being is there's a lot of a lot of things you have to consider before you do that. Some boards, excuse me, or administrators will tweet. Um, individual board members may have Facebook pages or social media pages. That's fine to some degree. There are some pitfalls that can that can come along with that. Um, be mindful of the banter and back and forth. Just saying. Not saying anybody here, but I've seen it too many times. you know, if you're going to have so your own personal social media relative to, you know, Jane do for for school board. Um, try not to editorialize. Be respectful of your other board members. You know, I've seen people come home from what they're doing. Everybody thinks the budget, they're going to make our stuff all stupid. They don't know what

057to do. I've seen it, right? But if you're going to use it for, hey, remind your parents big sale on Friday. Hey, remind your permission slips in for the for the field trip. Um, you know, Congratulations to the to the soccer team for a big wedding that kind of stuff to keep the parents informed and some photos and remember you know my reminder meeting on the second day session on such and such a day. No problem at all with that questions about communications. All right. Um five. All right. Um collective bargaining. Um on on slide 20 I believe you have many bargains here one just the one. So I I won't spend too much time on that. Um you know you got to bargain every two three years. I hope your teachers are under a

058contract right now. Um the last couple of those slides, um I'm going to I'm going to go with slide 22. Um and then I'm going to going to wrap it up just in the interest of time. Um, so this is when dealing with the public. So I told you practices when receiving communication and complaints about staff members, about the principal, about the facilities, the rusty nails. So the the boles another reason why policy comes back to to being so important for the school board, you're going to get them if you haven't already. You're going to get a complaint from a neighbor or a parent or a constituent about the second grade teacher or about the principal or about whatever the case may be and they want you to fix it. Right? You're the elected official.

059I want you to fix the problem. I want you to you've got to be mindful that as we talked about earlier um we talked about it in in great detail. Personnel matters follow the principle of the superintendent. the board has no authority over over personnel matters. Um, collectively, as a matter of law, the statutes clearly put that in the purview of the administration. And the 194 C4 that I that I talked about earlier, there's a provision in there, the superintendent's responsible for oversight and evaluation and whatever else relative to to to staff members. The second aspect relative to that, we talked about collective authority versus individual authority. You as an individual board member have no authority to contact that second grade teacher and file a complaint, do an investigation, ask what what their side of

060the story is. You know what your job is as a board member and why policy is so important. You should get to know your policy angles. Your job is not to solve the problem for that individual. Your job is to help lead them to the person that can help them with the issue. Is it a special education issue? I presume without knowing that there's a special ed director in the building, right? The director now has the SA about that. Some some buildings some districts have building level. I didn't know how how it worked. But anyway, special ed director, you know, um the princip complain about the teacher. Again, you tell them you talk to the teacher about this and you talk to the principal. Um, you know, and again, the board doesn't have any authority

061to direct the special education director to do something or to come in and ensure compliance with special education, make sure the kids receive their services. That's an administrative function. Now, you know, in other districts without the equation that you have here, you know, that would fall under the board's evaluation of the superintendent because if you get a complaint, here's the example I gave. You give a you get a complaint from a parent about a second grade teacher. Okay? You refer them to the policy, you call the superintendent, say or the principal, and say, "Hey, Mrs. Smith, second grade teacher is upset about something. I told her to give you a call." Perfect. respond to these things. How are you going to know if that didn't know if that issue was addressed or if that parent

062got a phone call back? Well, because the parent didn't get a phone call back, they're going to call you again in 3 days and say, "You told me the principal was going to call me and the superintendent was going to call me. I haven't heard from anybody." Scenario number two. On Monday, you get a call about the seventh grade teacher. You pass it on to the administration. Wednesday, you get a call from a different parent about the same second grade teacher. You on the administration. A week goes by, you've received six phone calls from six different parents. Love to say the second grade teacher. You you know something is going on in that classroom and you say to the superintendent principal, I don't know what's going on in that classroom, but obviously something is going

063on whatever it is need to be rectified because I've heard from five different parents all at the same class in five in the last five days. So, um that's one of the reasons why why policy is so important. Um and and and helping. And to some degree, as we talked about with that chart, it's educating the public. You're the elected official. Your name is on the website, right? They know you. You may have gone to school with them. Your kids are friends. You're on a little team together. You're on PTA together, right? They're going to call you because they think that you're there to help answer or solve their resolve their issue. Again, your job is to help them find and navigate the path to the people that to the people that care. Um it's

064not in here in the slides per se. Um it's in the longer paper where there's some other you know and the next slide slide 23 I'm not going to go through it just in case there's some of time talks about sort of hiring supervision and discipline of employees and other personnel. Um you know again primarily the evaluation is primarily an administrative function and the board can either you know accept the superintendent recommen not no issue on the internet that's a long longer conversation that's about 30 minutes is there anything else the board wants me to cover or there another question that anything else that I didn't cover my time is your time any questions so this longer presentation that you speak of that's two hours long. >> Yeah. >> I feel like that might be

Um, here's what I'll tell you. if if we can find time over the summer um and you can set aside an hour and a half um you let me know um and I will I will be here. Um, I travel all over the city doing trains this time of the year. And I'll be honest with you, I enjoy the trains. My favorite part of the

It's better, you know, is anybody here in the state house in the state rep by chance providing the training, getting a chance to see my members a lot better than spending eight hours a day for legislature from from January. 068we have been talking about for the last couple months. Um, we did get the proposed contract um that the childare program sent us. Um, we did submit it to legal. They went through and made some changes. Um, I know I came back and had some more. Do you want to present your concerns? Thank you. So, I did get a chance to also look over the contract from the school perspective. Um, and I broke my concerns down into a worries category and a things that need to be revised or changed to work effectively at NES category. So, real worries. Um, when I look at the contract, do you have a copy of it? >> We don't say I can't copy it. I have two. >> This has got all my notes all over it though. So,

069yeah, I couldn't forward it from my phone. It would allow me to attach it. >> Do you want me to just print some for everybody? Um the on page one of the contract part one D and V um there's a piece of wear and tear. Do we need to document the condition of our facilities first before they join us? Um I have a worry on page one section 2 A for school responsibilities. How do I know if we can meet the applicable licensing requirements for

070our playground? I'm pretty sure that the uh gymnasium will meet those requirements, but our playground does have some challenges um for uh a worry for um school responsibilities page 2 section 2 a vi um we are planning for their cleaning and refues. I'm worried due to the times in this contract we will not have enough time on the schedule to clean before and after students use the space due to our reduced schedule um and the custodial position. I put my thoughts about that in the next section so that I can make suggestions for that schedule. Under school responsibilities page 2E, we can absolutely provide them against Wi-Fi, but their contract says that they want access to our IT support. We have one IT support person in the building once every two weeks. So, I do

071not have an IT person to give them. I don't think this will be a big deal, but I do want that noted. Um, that Justin is not just available. Um, premix is our insurance provider. Have they reviewed this yet? So, this is my last word. Things that need to be revised or changed. The primary one is the hours of operation. I suspect that they were just kind of winging it and making their best guess. Um, so my customer will be coming at 6:30 during non smoke months and 6:00 a.m. during snow months. It takes about half an hour to clean the gymnasium floor. would not be able to open until 700 a.m. This could run until 8:30, which is when school is open till all students. Those times do need to be revised. To the

072same point, school dismissal starts at 3:15. I want champions to start at potentially 3:20 in the gymnasium, and this could run until 5:30, allowing my custodial staff in the next day to do bathrooms and trash. Um, next point is our building will not be available over the summer for 11 hours a day. That's a tough one because we have limited staffing and we need to clean. We use the gym to um do all of the runs. We have inspections that have to take place, etc. I'd like to discuss the summer and break programming as separate issues. Um this would be hard to manage with reduced code staff. Could this be a separate contract? I don't have a handle yet on what summer is going to look like and how it will play out with um

073the changing in staffing. Um, I need change to understand that sometimes we have PD days or school closings in which the gym will not be available, for example, during voting and are collaborative PD days. The schedule needs to be looked at in collaboration with me so we can determine when the program can be open and when it is closed. I will also need to know how many spaces they anticipate needing. At this time, a multi-purpose room is an obvious choice, but I'm not confident about sec confident about a second theory breakout space, and I feel strongly that it cannot be a classroom as teachers need access to their spaces from 8:15 to 3:45 due to contractual obligations. I have some ideas, but I would need to know how many spaces we're talking about. Um, and

074then I have a I was wondering about a second child care survey survey that does include the costs for families. I think that costs are something that families should have upfront before we make this decision. We have those now. Um we would get a more complete idea of what families are willing to cover. I am a little bit worried about charges that we potentially can incur if we don't meet these minimums. And I would love to hear their feedback and have time to think about it and work with them so that we have a contract that will be um in our students and family's best interest and in our school's best interests. Any questions for me? >> I think um as far as the area, they told us in the presentation they need two areas.

075So it would be here and one other area um for the guidelines. Um, as far as the time, I think that's something that had they had kind of let us know that they were just shooting a generic time, so we need to just go back to that with the times that would work for the school. Um, as far as the building in this summer, and I mean, we're not going to have it for the summer program this year. Um, we had talked about doing the school year program and then the summer program after. I think that's just something that we need to go back to them. They had let us know originally that it was a preliminary contract. So, um, we've only hit the we haven't even rebutted to any of their things yet. So,

076I think anything and I they're when they talk to us, they want to have a meeting. So, I think that what we do is um, we can go back to them with the contract that was adjusted by the attorney if we so wish to move forward. Um, and then with any of your concerns that they can address them before we actually sign the contract. That sounds much better. >> Yeah. I mean, we're not signing this contract. this is a we're going to keep moving forward if the board so decides to keep moving forward um with the plan to do this as I I agree with you. I think that there's some things like I want I know that the playground was one of your concerns. Um I would assume that but I think we just

077right have something written in that's a loophole that says that you know we can sign this contract but if we come to terms on all the other things that that's one of the things is if our play is not we're not fixing it. not the ability or the finances to do that, we would just be asking to do that out of contract. And I'm pretty sure that there was a clause in there that said we cannot meet the terms of this agreement, but I like I would love to preliminarily know if that is going to be a problem. Um, and it may not be at all. I just know that there's some areas in that playground I really would like to address. And I don't know if child care because we've had a playground for

07810 years. I don't know whether or not we still would be a crime inspection. So prime your liability property carrier should review anything to do with contracts especially if it's in this facility their attorneys should they review contracts for anything which we're happy to Do you have anything? They go after everybody. And I don't, you know, it's one thing to have this, but when I and I do think there's a need for people, but at the same I don't want this town, the school, the taxpayers, and nothing may ever happen. So it would be either allowing us to move forward with primex and the attorneys and and i.e. the childcare program and coming to an agreement and acting on the board's behalf or as a subcommittee or not and just being done with this. If you are unable to come to an agreement that you love it, would it just be put off or like do you have to come to an agreement if you don't like what they're offering? >> You mean I go back with after having crime and everything if we don't come to an agreement we don't come to an agreement then we're done. I mean we're in the same position as Joe like I'm not going

086to do anything to put this school at risk. So if crime master is telling me, you know, which is why I said the same when I first submitted the contract, I was like, "Whoa, whoa, whoa." Um, I submitted to legal, they reviewed it and came back with their suggestions. Um, so I think we can, if you guys are okay with it, take what legal has suggested, submit that to Prime Next, get a second set of eyes on it to see what they think. Um, and then if they're feeling like they made their changes, the attorneys made their changes, then we can move forward and present it to their attorney to review and see if they're even interested in having any further conversation because we may make all these changes and they might go never mind.

087Um, if that in the least concerns of changing the time, say feel like somewhere in it says the exact time. Um, so that was something they said that we can change the times to be what we need to. So, we can propose that we feel like before school is going to be too much this year. Let's just not do before school. Um or maybe we propose that we don't do the summer pro, you know, we don't do the um school break program for this year and we just start with afterare. Let's see how that goes. Um but it will come back to just presenting back what works best for the district and then whether they want to do it or not will be up to them. or we can be done with it and that's

Um, she is potentially willing to look at something and has some legal insight that would be able to raise additional um awareness without costing us attorney fees. 116bring it up for you even higher and that's for driving a a van for one student to bring them out to a different location. I like driving to Middleton. I like my kids that I got on my bus. I'm blessed to be able to have the my elementary kids that I got because uh they are great. But I just like to get this pay scale straightened out and it's not really that much money. It ain't like I'm asking the it's going to cost the town I live in town um millions of dollars. It's very minimal to be able to put something together that would work out. There's only four drivers for Middleton. I think that's the problem that with the budget we have, we had an $800,000 shortage. We don't we don't have we don't

117have five cents at this point outside of the budget. Our budget is so ridiculously tight based off of the bud the the bottomline budget that we got for the from the town that we we don't have anything. We literally had to cut we went from having full-time custodians to part-time custodians. So, we're operating within the budget that the town has provided us, but there's no money there. If we had the money, we would be doing it. It the every one of us up here feels that the the pay scales and the proposal that we proposed to you and want it to go through, that's what we want for you. We just don't have the money to fund it. the um um at one point Middleton used to have three to four bus drivers and then

118because we lost the buses in not being able to get the help they get consolidated all the way down to two main drivers for the big buses. So my load is been increased my areas have been increased. uh it gets a lot louder on that bus and if the money was appropriated before in the past that cover three or four drivers and it wasn't if that wasn't deducted from the budget or whatever then there should be some additional funds here to compensate for those other three drivers or four drivers that we had. >> Every position that wasn't currently filled was omitted we everything was taken away. There's teacher positions that we've had. So there was a special education teacher position that was completely cut because we can't fund it. We don't have the money in

119the budget. Your the proposal that Heather put through in December and was voted on again in January was approved by the board to be paid. It just anything that's not an actual contractual obligation outside of like the teachers agreements and things like that. It we don't have the money. So we eliminated every position that wasn't filled. We cut our custodians to part-time. Ivy didn't take a pay raise this year while she's staying at the same pay raise. All the pairs are staying at the same pay rate because we don't have the ability to even do the cost of living increase for anyone that you guys have been getting. There's just not enough money in the budget that we have. If something comes available, we would be doing that. But at this point, there's nothing there.

120We're we're not even sure if we're going to have enough for everything we need. It's very very very close. something unexpected comes up. >> Um I don't think it really adds to the conversation, but I do want to mention that it's our care professionals, our um bus drivers, our kitchen staff, our custodians, and our um front office staff. quality because 24 hourly I think that is where the board has absolutely um come forward. We there were a lot of fall fall fruits that happened last year with budget planning. So that is something that the board is working to never have happen again um so that the budget committee has everything they need to make sure that we don't ever end up in this position again. um so that they actually understand what's required um and

121that they actually get the documentation that they can so that they understand and have everything they need to understand what we need to make this school run. Um so that we don't ever get put in this position again because we know where we're at and the risk that we're at with losing staff um because we don't have the ability to give them what they what they deserve and what we love to give them. We just don't have it um based off of the budget that was presented to us. So, I guess I mean I totally understand you need to you and the bus drivers need to do what you need to do, but we appreciate you. We value you. None of this is because we don't. If we have a way or find a way

122to be able to do that, we will absolutely do what we had hoped to do and give you guys the the raises that we had wanted to give you. We just don't have it. Um, and we will work with the budget committee to make sure they have everything to figure those in next year. Um, and we were able to actually reallocate and figure some stuff out to actually keep a full-time nurse, which was another concern because we were going to have to cut our nurse over time. Um, but they were able to figure some stuff out there um with the new nurse that was um interviewed. So, that those are good things. Um, I think we'll keep trying. Um, but there's nothing that we can give you for a guarantee other than work diligently with the budget committee

So they I think it was when the boards >> the last time I think we adjusted the pay rates to bring them up was when the board so it would have been what two years ago two years ago. Um and then they've been doing the 3% but and the All right. So, December 11th, 2019, the bus drivers got a $1,500 sign on bonus that was approved by the school board, which I'm guessing affected anyway. Um, because you you've driven since the school started for us. >> You've driven here since the school started. >> Since the school started? >> Yes. >> Yeah. So, the bonus didn't affect you. Um, and then in uh 28 of 2023, I think that was deliberative session, um, raises concern for the low bus

133driver wages during um, school board meeting for public input. And there was I'm guessing we I think we did a raise at that point cuz I would have fell for um 412 2023 the claim that the bus drivers were not given a 2019 increase was investigated and refuted as false meeting minutes and payroll records showed that the increase was given. Bus driver wages were $20 an hour approved by the school board effective come the upcoming pay period. So that was when we brought you to 20 back in 2023. 514 2025, the school board will discuss 2023 wage increase for bus driver riders with a plan to review all wages in August. In 2025 um in preparation for the upcoming budget season 813 2025, school board reviewed uh wages and all bus drivers were brought to

1342122 910 2025. the finance committee um discussion of the buffers increase for $20 for 2023 to60 and then for 2020 in 2024 and then 2122 for the 2526 school year. So it looks like we were just reviewing what had been discussed on that day. um 10:225 emo from the business administrator um to schoolboard chair sharing that the governor had a fourstep salary schedule um based on your experience from comparison 11 12 2025 date approved proposed a bus driver wage increase um during public input school board motion um for Miss McDera Miss Prim was to meet with the bus drivers to discover to um discuss the driver wages 1210 2025 the school approved a new bus driver um wage scale for the 2026 school year based on your experience, vehicle type, and licensing type ranging from

13520 to $29 an hour. That was the proposal that had made and um that we worked on with you. 127 2025, the school board approved adding $26,56 wage line of the school board proposed into the $6.8 million 2026 2027 operating budget for the new bus driver wage scale. And then 112 1113 Middleton budget committee approved $6 million operating budget to be presented to the voters. Um the school board had presented a $6.8 million. Uh on 39 2026 the Middleton voters approved the $6 million operating budget. And then um last month Dave Pru stated that he received a 2026 contract with no increase during public input. It's correct that raise was issued a 2026 school year contract. employee outside of the teacher CDA received a COLA raise or any other increase due to budget reduction. This

136includes pair professionals, bus drivers, food service custodians, administrative assistants, and the principal. Uh so this kind of a play out. So yes, that was what was presented. The school board did approve it, but unfortunately because of the budget limitations, there's just no way for us to fund it and it's not a contract. So that was what everything that was in a contract had to be taken out of the budget. >> And for your knowledge, you asked about when I was driving when the school started prior to this school opening up.
