001Okay, you're going to call this meeting to order at 604. Please rise for the pledgece to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Okay. So we have called this um for final budget adoption. Um anything that needs to be added to the agenda. Okay. And we will move forward with final budget adoption information discussion and action. You have more chairs. Sure. I'm happy to help with this. Um so what you have before you we have shared um the some of the information that we have provided the board over the past couple meetings the uh slideshow and notes there. So that gives a little bit of a context um behind some of the budget and more

002articles. Uh we've proided you the budget by function. Um this is what we presented to you um over the past couple meetings um with the proposed the full proposed budget amount um that we're proposing which is 6,700,32565. So So that's one item of discussion the board would like to discuss that full budget or or make any changes there. That's the board's prerogative and that would take you into the um warrant articles. So the first warrant article is um the annual meeting and the um officers. So that is um you know that's not something you vote on. That's just the officers that are up for election. Article two is is the operating budget. And so um that is um the final budget number of reduction. The board would vote on the amount put in that or

003article and um we would put the vote right there at the bottom. Um I had a question about the bus drivers wages. I'm trying to see where we are on that. That is a discussion that the board can either decide to put in the operating budget or to put in the war, but it's approximately $26,500 additional on top of what we have currently in on page eight for wages. >> Yes. >> Okay. So, I I I guess you need a motion to adjust the budget. So, I would make a motion to adjust the budget to include the pay scale that we voted on at the last meeting and put that into the budget as opposed to war. That's just my bills. motion. >> I would second that. >> I mean, I think his point was

004just for, you know, for discussion purposes, his point was to um make it so that it couldn't be undone later. That doesn't make sense. >> Um my concern is that we had a meeting with them. We told them we were considering we voted on wages and on the pay scale and then putting it out to a bar article runs the potential that they wouldn't get that and there would be no pay scale. They would still be paid across the board with just a 3.3% increase. >> And if the budget gets defeated then that way as well. Yeah. Right. Just Well, the other piece is if the budget gets voted down, we have authority to alter it to put the monarch and absolutely not put a face scale into place until they have to be maintained

005or a different amount for their increase would have to be discussed. Um, I can see both sides of that. I think the risk of the bus driver's pay rate getting looked down is not high though. >> I would agree on that. I know they have a lot of support, but my concern is given just the cost of the overall decrease in general that everything's going to be. >> I would say I think that if I think that if the budget doesn't come down, the budget's going to get voted down anyway. Um, at least putting the bus drivers in a separate gives the town the ability to make a decision to give the bus drivers raise. I think you're more likely to have the whole budget voted down than the bus drivers not getting voted through.

006And if the budget gets voted down, then they're not they're not getting raised. But if the if they have a separate article, the town feels like they had a say over a specific thing, which is kind of how it's gone. The last few times that they've had racism, it's been because they brought it up and the town voted to put it on If we did it, >> I think it would be just a change to accept adopt that pay scale. I mean, I was a peer so what but that would be my thought process is it would be it would go beyond just brought up as a possibility. >> Yeah. We just be the difference between a new >> No, but it would be the difference between what's in the operating budget for next year

007with the 3.3% increase and the new. So the warrant would be like that to change the pay scale 26,5 you know $26,56 to add to that line. >> So it would have to stay in that line >> because that's what it's intended for. So that >> do you see what I mean? Because I feel like then the town feels like they have a say over where that money is going. I understand that contact had made by bus drivers. So if either way, I think we're going to end up in collective bargaining for it versus us. And it's a question of where we want to put our efforts. Do we want to give voters a list if it's turned down? end up at the bargaining table with fees and it can be put in a CTA

008as opposed to something that we know we want. It's not that we don't want it. Um the last meeting to approve >> I don't think it comes down to not wanting it. Kind of like we wanted the special education teacher last year but [clears throat] we still put it up there. I think my concern is the astronomical increase in this budget. It's not like they get approved. and then we don't have anything whereas at least I think we can give the rationale to the bus drivers yes we approve we we voted to approve this adopting this scale but we're only we're not the funding source we're just the decision maker as to yes we agree that you should make this the funding source comes from the town so it's giving the town the ability to

009weigh in and say yes we think that money should go to that area and have this lack of trust in where money is going. It gives them the say to know that that money is going to that line and it's not going to get moved around in a bottom line. But [clears throat] the kind of things that in the years I've been involved with budget things, that's the things that were always brought up. >> [clears throat] >> I think do you know they have to form with support versus all support. I mean, I think the reality is that we don't have any control over that. What we have control over is the fact that we think that they should get paid more. It is not likely for this budget to get approved because of the

010astronomical increase that we've had this year. And that is going to give the town the ability to say we agree that the bus driver should get one. I had almost like I thought about doing it that way. I think there's a motion to see where Um, I would pull back my second because I I had thought of it as a war. I think that it's not a bad idea and it makes the town feel like they have more. Do you know what I mean? That's my tears. I I'm really concerned that this budget is we're going to be >> down. >> Oh, that's what I'm saying. But we know without it like we don't have the money to do it. So either you know what I mean like I feel like that's the better shot

011of them actually getting the race is by putting in a war so it's completely separate because if the budget I'm not getting crazy. Yeah. To add the bus pay scale directly into the operating budget. >> Is that right? >> For $26,56. >> Yeah. >> Maybe we should talk to do something. Do you want us to >> draw table later in the discussions? How much is the actual increase in special education from last year and this year? What line is special? >> On the bottom of page two, the increase is $747,521. That's down from what you had before at 752, right? I'm looking at one where I have all my notes. Yeah. >> So, what was the number before? >> I had 7527. 4,479 difference. Where did the difference come from? >> 44,479. >> What do

012you have? Um, mine says date 11:29 to 11:30. >> So, I have a draft version of the budget from 11:13 and it still has the same amount 742 521. Can I just grab your sheet and I will receive the members. I'm just really confused. I know you guys I'm really confused where this astronomical difference is coming from. And I know there was stuff I did there was stuff in there that I know even my was on there and she's not receiving it anymore. So, it's really hard for me to comprehend this astronomical change, but I think there's at least one thing on there that's not correct because I had put in 17% and the actual rate came through. and I emailed everything to the whole. So that was a list. Well, it was an explanation

013of all services for special education. So there was that much of an increase. So we were short in special education last year. We're going to be short this year. Yeah. $750,000. I'm not sure where we're projected to be. I know that we're less than a percent from last month's budget for the entire year for one of the line items down like 12 or 13% other line items. Um, so I looked at the contracted services on page two and ask questions about that. Does that know increase um >> yeah contracted services that so I was told is that's extended to your services tutoring and special specialized services um evaluations and things like that that was the projected cost for the number of students that I in Middleton is 56. >> Well, I looked it back, but

014like I said, one line that stood out right away for me was that my child's tutoring is on there and my child doesn't have that ting suspended in the network. So, for that to still be on there tells me that if that's on there that there's other that may not be accurate. So, it's concerning to me and to propose a $750,000 increase to the taxpayers when I know there's at least something that's not right. I I can't do that because then there could be other things because that's one thing that I know isn't right. >> Well, I certainly can't speak to one case, but I can say that sometimes things have to be budgeted. even when they may not currently be happening if it's something that was uh a decision was made in special education.

015Um sometimes they said we can't hire the staff. We don't have the staff yet. The placement hasn't been found yet. I mean, I get all the different scenarios, >> but I know there's a surface that's listed that needs to be in the budget that hasn't been paid since November 18th and isn't going to be paid and it hasn't been adjusted out. So, that tells me that there could be other things that we're being told have been promised to be provided that aren't actually going to be provided. So, this increase in this budget is going to capsize in this town. So to know that there's something on there that I wholeheartedly know is inaccurate makes it hard for me to approve any of it because if that's something that's there that I know for that like

016what else is not right to see that significant of an increase and you said how many students 50 50 something students that's astronomical >> is that >> yeah that's an Well, an increase in the number of students. >> No, it's it's it's about the same number of students needs, but it's an increase in cost of services and it's an increase in need and it's an increase in business. We're 3% above the average. >> Um, >> yeah, tuition private now that just under 100 for the other less which is the CBA >> the CPA though most of the most of special education is pairs there's only a couple of of the actual CPA that would be included in special education and those are in the salary line anyway as teachers >> I'm just saying that there's

017that's 2300 difference wages >> right we're talking about just the special education increase being 77. >> No, I know. I'm just saying 23,000. That's just special special education wages. Like that's a big chunk of it, too. It's just the special education wages and your health insurance is another 40. Your maintenance. Yeah. But I think I think what Rebecca is saying is that we had wages in last year. Even though they've gone up, they didn't go the full 200,000, >> right? We added more from budget season to this budget season. >> I mean, one of the big takeaways I had from the meeting with with Kelly up at up at the SAU is that we're trying to see where that falls. We're not currently paying for tuition and other days for the middle school. students that

018are in middle school. Um their costs are are currently being covered by governor and that there are 15 students at the high school and that's those are of the 56 total, right? Okay. That were not actually that that that 750,000 does not cover special costs for that. Um, and when they broke down what the total cost would be to reimburse the SAU for that, the cost was $369,000. But they actually went back over the services that they provided with the requirements to do the special ed for those students and then those costs would something that we would ultimately get into. So you're so we're paying the 15 or whatever for people rate is 19,690 and then we're being build separately for other services. Are we getting credit for the money that the that the um

019that you're receiving for those students because they get a higher rate for their education because they've been identified as having special education needs. Do you need from the state? >> Correct. You wouldn't because I mean tends to speak to better but in your agreement first you're not active people yet you're in phase one you're in year one of five year phase in so you're far from people at this point but yes in the agreement is that special charge outside of that. So how are we getting build twice then? Because we're paying a full per people rate that you're paying for whatever we're agreeing. You're getting money for those students and then you're billing us again for the services. The money is given to pay for their help to pay for their services. are what specifically

020they're spending >> the federal funds or the state funds that come in to pay for special education >> IB all all of the grants that they get like how are you so it's kind of like I feel like in some ways they're we're being built twice like we're paying for them >> and then you're getting money because they're identified as having special needs and then you're building us on top for the services but we're not getting credit for those services that the state is helping to pay We're not getting credit for >> I mean I can get every dollar. Yes, I use medication or catastrophic for this school. But what I'm saying for those middle school students, they are >> Well, that was what my question was. Do we get credit? >> Well, that's why

021I'm trying to get a clarification. I don't want you to I don't want to be confused or you don't want I don't want you to be confused. >> So, where is the income showing on our budget? Maybe that's a way the income would be in federal grants which is not on these sheets, right? at our last month's meeting. Is it only I'm sorry? I'm looking at our revenue. >> Yeah, you don't you don't get revenues from fund two. I just show the expenditures from fund two. There are watch whatever you expend you get reimbured for. That's fund two. So there's whatever is expended which is out of the Middleton expenditure report for fun two we get because that's what the grants are set up for. wash whatever the full applic allocation is, let's say $500,000.

022As you spend that $500,000, you get we send the reporting in and then the reimbursement comes in. So that's why it's a wash. But when it comes to Medicaid and when it comes to special ed a those are those are submitted on all Middleton students K through 12 and the revenue show up in the Middleton balance sheet >> no it's not on there it would go on um the revenue sheet or if I get to the DOE25 you know which you had signed up on it shows all the revenues on the first about three pages. So whatever and then I've got a revenue sheet here for going forward in the budget process which shows different bud the budget of 25 the actual receipt of 25 the budget of 26 and estimated for 27. And when

023it comes to special education aid which is um used to be called catastrophic aid. We budgeted 15324 for last year we ended up getting 137 83 and that was all among Middleton students. Um we're budgeting a little bit more this year for 30,000 and next year at 30,000 because of our severity cases and what we will be submitting to the state for the federal government for special ed. Um is that the cap we can submit like How do you what determines how we >> to schools is for medically necessary? That's all we can submit for that >> is there's a formula on the website anything over $7,000. >> Yeah, I didn't realize that was for Medicaid. I thought that was part of the grant. So, and then for last year we expended 83,632. >> So,

024that's about what the room is for. So, when we're talking what falls under the grant. Is that something that is showing on our regular budget? >> Well, it's not interest. >> Oh, I'm sorry. It would be helpful for me to like if I've asked you to like can you show us the income as well and with the fund balance which I think is great like in our trust funds but I think something like that would also be helpful to show not just the community but us like this is what we're getting in for income that is reimburing expenses because I feel like everything >> fun two all of fund two so all of the the green sheets okay fully reimbured that's why we call it a wash because you can't extend more than what you're

025allocating for the federal grants. Yeah. >> And you will get all of that reimbursement back because they have to pre-approve. They have to pre-approve every activity. But we're showing it out. I'd like to see it come. I think I think that would be good for us. >> We report monthly >> once a month and then the money comes in. I just want to let you know it's not like every two weeks like a regular accounts pay once a month. >> So obviously the prior month >> because I did straight from the um software driven I can still put them on the green sheets though. So this change were we being build before for the services that were being provided in middle school and high school as a separate. >> So just this whole thing is

026not >> yeah this doesn't include that 300 plus we talked about that's separate because these are most of these are only for elementary students. for the middle of my school because I was questioning whether we should bother and then when I saw that I was like well now I can quantify how much it's going to cost. So I think we need to at least put forth the effort to try and put the position in place. By putting the DBT in place, how much would this number be? Brought down. >> Yeah, we took out 100,000. >> You took out 100,000 for what? What would be charged for services for the contract services? Um, this was part of where did you take >> that was prior to um it going to everyone? Yeah, I just wanted to

027I was looking at you paying that up. >> You're not paying that. That's what I'm saying is you have not been charged for what she's saying by >> So when Ken go ahead and when Kelly got with us and it met with us back in September, October she had put it in. We made the decision to take it out because we wanted to continue with the DT which is what Ford I mean the board can ultimately decide where they want that money but we figured it was to continue by the position. >> So if we put forth our efforts to get the DP position more does go through, are we still going to get a bill for $369? >> I would say 369,000 >> I don't have I think that's where that's where the education's

028going to come through. DBT so that this number isn't so astronomically high. >> Yeah. The problem is it isn't raise that number. >> I mean the reality is I would be shocked if this gets unless there's significant change here. I don't think this is going to get That is my concern. This this number will capsize this this number will capsize households. >> I mean, we're still paying service. >> No, it's not. Like I said, at least at least $10,000 of it that I know is not real. >> That's a small chunk compared to >> But it does agree. It's a small chunk, but I can tell you right now that 10,000 is being put there and isn't real. It makes me it makes it hard for me to trust the rest of it. And whether

029it's real or not, the town can't afford that kind of an increase and they're not going to go to the perfect. So I think we have to figure out some way to get that number down to even stand a shot at getting it through because otherwise we're going with the the budget which is how much of a difference? >> $390,000 plus. So propos the default budget is 6,448397. And what's in the special education fund? >> $372,000. I looked at it today because I had some discussions in my office about expenditures that are astronomical this year and we will need to pull from it. So that's my concern is that if this number doesn't come down, this budget isn't going to get approved and we're going to empty that fund. We'll be coming to you. >>

030We have enough to empty it. I'm guessing we don't know that >> which is putting us at a risk of lawsuits. If we have this DBT position go through, they're only taking over like the six through the high school is kind >> of six because you want so just from a parent of a special education student when my child moved to that school there was a whole lot of stuff that fell apart because there was no one at the table anymore that had been the previous year. So I think as a safety net and to really decrease the risk of complications at the middle school level, it's best to have that person start with them in sixth grade to take some of the case load off and to really start that merger up to the

031middle school for a smooth transition for these kids because the risk is when these kids are going up there and they're failing, it is things like out of district placements and things like that because there isn't the support that you need which is cost money. I don't dis I feel strong through the high school just to keep that >> yeah that was one of the things when we talked at the SA where I said I really think it needs to be continuing in the sixth because that was one of the major I think selling points is that it was to provide that continuity of of service from elementary to high school and I mean right now if my numbers are right we have 33 that are elementary students that are covering specialists and what 20

03223 of them as one position. >> Um and that's really more coordination of the noting services. That's like what needs to happen. I don't think it's going to cover all of the >> Oh, it's definitely not. But I think it's going to have to be somewhere. >> But when we look at what is on the budget here um on page three of what was sent around a large part of the professional people services um was running. So she broke down what that enes which is the BCBA um and those specialty services and those are only for elementary schools. when it comes to services and all of those other than BCBA all the other services I think we Now, these professional wages though, this isn't under the special education line. This is under the salary of

033the CDA, correct? Because these were all teachers. Um, there's wages under special They're actually at the bottom of each one there. That's the 2007. So, it includes the teachers and the parent professionals. >> But we didn't do a $200,000 increase for those teachers. >> No, but you did have to hire more parent educators due to the needs of the district. And there was a desire to upset, but I don't think it's a bad idea. >> Do you know how many parents we added? I want to say we added between the budget that we produced for the current year we're in now and what we need and what we're projecting need for next year. I think there's two possibly three. So I've got she listed six elementary school >> one of them funed yeah ID which

034has always been the case. I think those the five and six are the new ones. These parents are not anybody. >> I think my concern here too is like just having had a child that wasn't school, my child's parent did not stay with my child and was covering other students that weren't militant students. So, we're getting a bill for that. >> You haven't put a bill for that. >> Oh, we're going to be That's what >> we have to start. We have to start building it because Governor just cannot support that >> which I hear. But then I How do we make sure that our parents are staying only students because we are not there and have no ability to be there >> because the DS will be instructed to tell them and the parent

035will be instructed to do so. I dealt with this at prospect where we had barited students and al students and their parents were specifically for those students. It became a moment of contention because you know when an Alton pair had down time we just sat there and they still got paid and they couldn't they couldn't help out. They were told they couldn't because they were there just for all students. But we'll be instructed about those who will in between. So the position and who does that person to the principal and the director of special >> but also they look at the hours that are in building that way. So um you look at the hours whether it's a contracted service or it's a government and see okay your students need this many minutes of services

036per is that something that the board is part of the hiring process the board wouldn't hire support staff the DBT position >> oh DBT um yeah so teacher So just like other teachers that I know you >> right we don't we're not actually on the interview because it is a teacher I think if a physician goes through I personally would like to be part of that process because I think setting the expectations is really important in a position like this where they're going to be spending most of their time and there's no oversight connected to So the one item specialized budget that does cover through 12 was the contracted services. I think that's where you you were talking by outside agency specialist contract services >> and she put in a 5% increase for this from

037last year. There services that are no longer being provided. So we have a 5% increase in services that are no longer being provided. So that's in that situation what other like that's and that's the stuff that makes it hard to trust because that that is not true. Like looking at that it's not factual. So it's really hard for me to we're going to support something when something so simple. I mean, it comes down to trust of the original figure 24 by item how that I didn't see any invoices for that. I just know of expensive So this line right here and This again is what makes it harder. Tutoring and move learning. This is a mediation and due process agreement which is set to expire upon the IEP expiration. That's false. However, there may be

038needed continued items for this budget which is going to be estimated at 5 to 12,000. That's false. So for me to read that and know wholeheartedly that not only is it false, but that someone actually had the audacity to stand there and say this is true when I know it's false. makes it really hard for me to get on board and trust any of it, which there's no way to like there's no way to justify it because of the privacy issues. You see what I mean? So, like it's really hard for me to have that presented to me and know that it's false and know that the person who presented it knew wholeheartedly that she already set the the date of expire expiration and it's not what was representative. So, for me to get on

039board with any of this $700 something,000 increase is really hard. Because that is so simple and it's a blatant lie. It's a blatant misrepresentation. So to stand for people who I know this bottom line is just going to put them at risk of losing their homes. I can't do at that number like in good conscience ethically I cannot do because even coming back with an adjustment the adjustment doesn't even include taking that off even if they're like oh it was a loose it's not even taken off. So for me it's like what else is isn't right. I don't know what your thoughts are. I think the special education budget has to be budgeted down. I was hoping that we would get some adjustments with things changing that there would be they would have come down

040some but there's no changes. I think it's unfortunately it's left to us to now deal with because we don't actually have data that's accurate. So now we have to decide we can't afford $750,000. So where do we go to provide the services that are needed and not put us at risk but also protect the taxpayers from an increase that puts them at risk? It's just a really really really comfortable place to be. After going through the numbers and kind of walking through that sheet and getting my question answered, I felt more comfortable. And when I looked at neighboring towns and what their increases are, not out of the realm. Even across state line, they're seeing increases equal or greater in similar size. Um I think it's just unfortunate. Um I don't discredit or not hear

041your concerns. I do >> short of getting invoices for everything and having all of it redacted and look at which you know >> which is like nearly impossible right because of Hippo we can't have any of that information shared to us I mean if I didn't have the knowledge I have this would seem fine seem completely supportive but knowing what I know makes it really because I know wholeheartedly that that number can at least come down $12,000. So before we look at the total budget, is there any other area outside special education you want to talk about? discussions on I that was my only concern. I think everything else is makes sense based off of the CBA. I think that all makes sense but that the majority of the increase in our budget is special.

042So just to give people a the motion to accept the budget with the increase. I'm going to go back and put my motion back on the table with the increase in the question 26,56 as >> otherwise >> to accept the budget with the bus driver salary of $26,56 increase driver salary with an increase of remainder has just I was right. So now I'm thinking >> um I I can't vote for the budget with the special education where it is. >> So I mean my initial thing is to cut it in half. Um my concern is deputy in a really vulnerable position. So if the difference for if the budget doesn't get approved, what was the difference? The default >> 300 38,929 last 27. So my would be to meet him in the middle and decrease

043the budget by 190,46450. 50 cents. So that would be that would be my motion I guess would be to decrease the bottom line budget. Sorry we need to first and second. I thought we were discussing. So we can vote if you want to vote on it, we can vote on it. But I thought we were discussing that would be my that would be my suggestion is that we need it in the middle. If we're going to be working with a default budget that's $38,929 less, I would cut that number in half and decrease our budget to 190,464.50. My concern is we're over budget already and it's only December on the special ed that we had last year. So the budget we had was inefficient to cover the need. >> Um and I get that we

044can use the trust funds for anticipated last resort but this is the the 380 929 that we're going to be working with still has an increase for education. The new budget still has an increase. It's just not the increase that they wanted. What would be the increase with the default budget from last year, this year for special education? Just I'm looking it right. 25 was 858,26 was 976. So the default budget um for special education will be 1,51,124. >> Yes, that is the default number for the special And this year was 976,296 this year. >> What was that figure? 1 million >> $51,124. It's pretty. So that's 227. I do 190 460 450. almost double the amount you have. I mean with the with the default budget the default budget is also projected by divide

045that the default budget is three and Oh, you talk about your specialist specialist. >> Well, my thinking, no m to decrease not the whole budget like I mean it's I mean it's whole budget but it would be to decrease the like the line special education and drop it the middle number the 1904 460 450. So basically the difference between the whole default budget and the regular default and the regular like our proposed budget I would the is 380,949. I would cut that in half and subtract that out of the special education line. >> Right? >> That makes sense. >> The bottom line for special is 1,720. >> Right? So what I'm saying is decrease that line by 190,46450 to meet the middle of what the default budget would be because I don't have anything else

046to go off about. I don't know what's real and what's not. >> [clears throat] >> So if you take the special education line that 747 52180 and subtract out of that 1904 64.5 that would bring 5975730. That's that's my suggestion since I we know we need more money but I don't know what we actually to work with would be just to take out and take we know if it if it doesn't go through we're short 389. So to show the public that we're trying meet them in the middle and cut that number in half to say fine we can't we know we can't do 38929. We'll try to make 190 460 450 work because I don't know what else to play with. I mean, the big line of contention in this budget is special education.

047If we're going to do that, then we need to amend. We need to look at altering more article. >> Yeah. >> And that needs to be the priority. >> Oh, I agree. Because we are Yeah, I last last year you said we put nothing in, right? >> The year before did we put anything? >> We put it all every year except for this past year. >> I mean, I think it used to,000. >> Oh, I would agree. I I agree. And honestly, I think depending on what we have, if there's anything, we're going to need the bus. So, we're use. How much should we get for the bus? I just we got $94. $4 for one bus, $96 for another bus, and the Dodge Caravans. We um just recently, just this fiscal year, sold them

048at auction and got a total of no $4,100. And that would be revenues. Um and it would go online for um sale of um sale of property and goods. >> And what happened with the bus? Cuz I know one bus was in an accident and I'm guessing that isn't one of these buses. You had three originally, correct? >> Yeah. So that that one was considered total by promax and they paid um I don't have it listed on here but it was paid but that back and revenue got sold to um the district and then um those two fullsize buses that were sold at the end of the year by bid both of them had rust and one of them had turbo leaks and had to be um trailered out. It could it wasn't [clears throat]

049vans that were just went to sold at auction, state auction. They both had transmission problems and were not profitable. >> I guess I'm just really concerned because we bought the bus with funds. >> I can I understand not that one, >> but we bought the new bus. We were supposed to have three buses. We've been trying to hire a bus driver. >> That guess that bus sat No, they switch them out. No buses ever stay out. They they rotate them around. There's not enough people for the buses, but they're being rotated around. So, they're getting driven, they're getting usage, they're getting, you know, whatever it is, they're not sitting. I guess I'm just concerned because I think if it had been presented to us that we had two bus in the community that would have

050easy decision for that extra fun that we lost >> at that time because even when it was present to get the bus it wasn't presented that we had multiple buses that were going to be gone and now we're in another we hire bus driver we don't have the bus driver to We have funding, >> right? My concern is that fund pack. That's what that's for. It's a little that fun is a little bit different because you always need to replace buses. You know, they have their lifespan. It's always a replacement cycle. Whereas special ed, it's it depends if you have replacement that You could go five years without being in buses. We all know they're going to be, you know, essentially they're running to the ground as much as possible and we have to use

051that. >> Understood. But the numbers we're seeing with what's going on are capsizing this town >> for these budget for the budget. >> Yeah. For the budget. This is capsizing the town and that is why the contention continues to be. So when something like the bus and losing something thousand of asset funds that we could have taken that money and used like that's really hard. That's that's where all the frustration in this house now is coming from. >> I don't want to go back to I know I'm talking about a bus that we're going to have to replace now. So I think we need to start by voting on the motion and then that gets down. So you want to read her motion again to accept the budget the bus driver salary with an increase

052of 26,56 and the remainder Okay. So that all favor still intens. I guess. So we'll include those numbers in that first article the budget the budget amount that you budget there and risk board recommends we'll have 31. Um the next article is the nurse salary. >> Next year will be year two and the following year of the >> Oh, sorry. You're absolutely right. three years and the nurses that So that's something they can vote on. >> So we should have vote on article three at that time that you don't need to vote. Do you need to vote on the um if it's defeated authorized governing body? >> Yes. >> Technically we need a tally for that. So in other words, if the nurse salary fails, um authorize the governing body to call on special meeting

053as it option to address article 3 items only. We're very familiar with this process, aren't we? >> So I'll make the motion to approve article. >> I'm sorry. Thank you. And then the next is the diagnostic prescriptive teacher. These are article five for grades 6 through 12. And I think we put in an average salary. >> Yeah, we did. But it was last year's average salary. If we wanted to up it, I would say um we should probably add take a peek. Does that include benefits or >> Yeah, it's all benefits >> just cuz that number looks high for people. So, I feel like having all the other information to know what that looks like. >> Do you want to leave it as is or do you want to increase it? >> Are you saying

054um maybe we could add some language that's >> Yeah, I just think that that is wages and yeah, I think that would be helpful because I think they look like Oh, nice that we're paying this teacher $12,000. >> But if it says 102, you know, including wages, benefits, I think that would help. >> Okay. >> And that includes taxes, too, right? >> Y. >> Okay. So, I would propose amending article five Middleton school district vote to raise appropriate sum 122,220 per and the dollar about representing this is the judicial part representing wages, benefits and taxes um for the purposes of hiring full-time diagnostic certific case manage medals in the school district eligible students in grades 6 through 12 get ready >> did you say 122,000 you increase by 20 >> I did not mean to

055increase it by 202 >> representing wages benefits and taxes >> tax is there anything else I need to look at >> no >> okay thank you anything else we shouldcl explain to the voter what this encompasses. I'll second you you did the first. So the next three are fun balance. So these of course you want to vote on the amount but you also need to vote on the order because >> it starts at the top. >> Okay. >> Do we need to go up? [snorts] >> So the special will go first. Do you want it at 7,000 or do you want I think we should still increase where we are this year. >> Oh, I would put a heck of a lot more than 7,000 because I think we'll probably empty that budget this year.

056I would almost go with 100 because I think if we can change it next year, but for this year, like if we empty the entire $300,000 balance, we have nothing. >> So if we happen to have $100,000 extra, I think we put $100,000 in it. If we don't, then it doesn't go there. >> And that's why you say up to >> that that would be my suggestion. I think I I mean to at this point even like if we're going to use 300,000 this year saying we're not going to have it but up to 300,000 just >> right but we're going to buy a new bus we have another new bus and like we're not in a bad situation bus wise >> how one of my possessor >> the only other's a desert bus and

057special education bus 14 passenger. >> So the old bus will be the one. How old is the other bus that's still operating? >> It is a 2020. So I feel like it's a gamble I would be willing to take for this year. I don't think we stay that way forever, but I feel like if we're looking at we might be emptying that budget, >> that bank account this year, I I would try to build back up. It's not going to happen. >> You need special on the bus. >> Yeah. Okay. The special education fund back the bus. We won't be like the bus. It'll be 5 years or so before we again. And we can revisit that another year. But right now, special education is what's killing us. My concern about going up too much

058is that people will feel more confident knowing that we prioritized. I think 100,000. >> Yeah, I'm fine. I'm fine. I think that's moving to top priority I agree is is very um but no I I get that. So is that your motion? >> Yes. My my my motion is to change um article eight stuff to what is it? um and change the amount from 7,000 to 100,000. >> I will second that. >> All in favor, >> I Kelly. >> Hi, Rebecca. Hi. I'm sure that would like to >> I would skip you. So then the next one is the construction renovation repair from previously established. What's the balance of that? Sorry. Oh, that's okay. We haven't removed the 15605 yet that was voted on next month because repair is just finished up. So with that

059being removed out, we have $255,297. >> Yeah, that's I mean I think I'm comfortable I don't think that the 5,000 is going to end up very true, but I think I'm comfortable making the way it is. So do you think we should where we're going to use we know we have to use the bus money. Should we move the bus to second like to article 7 and have that one be last that is Is that the other one? >> Yeah. Yeah, I would. And I might I might flip the figures. >> Is there anything coming up that we feel like we need to have money for that we're considering? This is going to be a large repair. >> Yeah. We're talking about one year, right? >> Like we can change it next year. What does

060It was like >> a lot. Just so expensive. >> It was like $125,000. I feel like it was a lot of money. >> Okay. Like I'm thinking if it's 300,000, we don't have it. But if it's that >> I feel it was like I can't I feel like it was right around there for the year for a year. >> And again, I'm not suggesting we keep it here forever, but right now special education is looking really Yeah. So that's what I'm saying. I think we start with special education. The building this year looks okay. So maybe moving buses up because I mean well that's why I said also I guess No, you know what? I wouldn't move buses up. I would leave it the way it is. I would have the the building be um

061the next one because again we the buses. We're going to Are we going to explain all of it? What was the bus? >> All of it. I still >> would be after >> it'll stay in its current number. Okay. Yeah. >> Um but I would propose that we made that >> the bus one. >> Yeah. >> Okay. Is that a motion? That is a motion by >> just what do we want to do for the construction recreation. Do you want to just leave at 75 there? I mean, I think it's fine. It is. My only my only thought you're lowering it would be to show that we gave you. But I >> I think we increased it. Was it last year or the year before we increased it because Ken had some concerns over there

062was something that needed to be repaired. I feel like he had concerns about that was coming up. >> His concern was about >> like there was something he was saying was going to need to get done in the school. >> I know he was talking about say I feel like it was like roof and stuff like it was like there was going to be a big cost for that stuff because it was >> well it was that and then he was saying other things because the school was getting to be 10 years old so he was like we need to start making sure there's money in there for roofing and stuff like I feel like it was set up but I think like this year I mean I'm fine leaving it 75 I think if

063we for some reason we had that money I think it's fine to put it there >> if we get our loan the extra 12% that we're supposed to get reimbured from the state that we're not getting >> so do you want to make a motion to So yeah, it would be a motion to change the article number to be eight and are you okay before? >> Yes. Thank you. Heather >> and we do have the default budget and entering the system. So the board needs to sign this but then also once I update all of the form articles and get that to you, you'll have to sign that as well. These are two items that this board has to sign for me to do the public by the 26. So if you want to sign

064it now, that's great. If you don't, I can send this along via email to you. But you guys, >> I'll make you email. Where does so how do we calculate the default I guess >> just exactly it's you take the adopted budget from this year okay >> and then you plus or min you have to include or decrease any any >> so like what we were actually shorter right basically >> this is the this is this year's adopted budget and then if there are any increases contractually or decreases that we know onetime appropriations which sometimes are the Walmart in here um And that's how it's it's done. Thank you very much. I just like looking at it. It's not super easy to see everything. Okay, while you guys are signing, we're going to go ahead

065and move into public comment if anyone has any comments. Let the record show the stadium. Sorry. I'm going to leave it open while you guys could walk in. Not just >> All right. You got like full name. Thank you. I was just adjusting >> when you're ready. Maybe by the time you get up there, she'll say >> I'll join at 7:29 p.m. All >> in favor? I didn't. >> Oh, thank you. That concludes our
