001mr sirone here mr oil here mr gatewood president miss johnson president mr bloker president ms simonton president miss swanson also presents pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all i have no public comment okay thank you very much all right item 5.1 is a presentation update and all the great work that's been happening around the district this summer regarding technology we have brent kyger and kevin mcdonald here to present to the board so brent and kevin if you want to come on up the f4 is yours [Music] sure i guess i'm starting off with the first slide first of all we'd love to talk about all the things that

002have been going on in uh technology but some of these things are linked to envision 308 and even though things won't start until 23 24 we didn't want to remind the board that we will be working on a future of instruction what needs to be in place with that and then once we have that vision established with members of the community as well as students and staff that will really drive our future priorities for technology purchases thank you that's close enough can you guys hear me yeah yeah okay great uh i'm brick higer uh director of technology and infrastructure and i want to thank everyone here for the opportunity to continue the support and the positive relationship we have with the board in the community to begin with um over the last couple of years

003our environment has changed quite a bit and some of the activities that we have accomplished is putting more definition around the classroom experience in the classroom environment you can see by this slide some of the kind of the pre and post covet almost the conventions in the classroom have changed we now support in the classroom for the teacher a projector a second monitor a document camera if needed for all grade levels before the one-to-one environment or i should say kind of a transitional this past year environment we did a full one-to-one environment for the fifth grade through twelfth grade and the elementary grades were sharing carts amongst the rest of their grades what we're looking to do this coming year in this fall even is to continue the one-to-one environment for the fifth through twelfth

004grade but we also plan to give the one-to-one experience for the first through fourth grade by providing a cart in every classroom to give them additional resources to be active and honestly to learn how to use the device along with that we are also planning to provide 10 ipads to each kindergarten class safety is always a concern in a school environment and i wanted to highlight some of the features that we continue to support and some of the new activities that we've done over the past year we continue to have the filtering and auditing of internet websites email and those such things this past year we enabled the 24 7 which does hours seven days a week monitoring of emails looking for crisis situations um we also implemented sofa compliance uh procedures and processes in

005our environment and then for the staff we again some of the highlights is we offer no before phishing campaign training and what that entails is that we run campaigns to teach staff we give examples in emails i don't want to say we try and trick them but we try and educate them with examples of emails and we also offer training should they take us up on or to learn more about phishing and security in our environment and then more recently we've enabled two-factor authentication for the google environment good evening my name is kevin mcdonald and i am the new director of information systems and support in the technology department i'm happy to be presenting to you tonight and excited to share some things we have been able to accomplish this past year so this slide

006right here is some of the improvements we were able to make using grant funds we were able to replace all projectors across the district most of these projectors being 10 plus years old we were able to finish upgrading the wireless infrastructure across the district to help support the new devices we had purchased during covid and all of the new devices that we're implementing in grades one through four another great addition will be the use of interactive panels at brokaw early learning center this building was never outfitted with projectors or tvs mounted in the classroom so these panels will be a a welcome thing for those teachers adding another resource or learning resource for these students to learn with and then engage them with them using and then we were able to join in on the

007esd meetings so brett and i were glad to be invited to join in on the weekly esd meetings during this time it gave us insight into what struggles and or successes the buildings and admins we're facing it allowed us to brainstorm and collaborate on new ideas around the use of technology in the buildings and support pilot programs for new curriculum as we continue our journey to 2026 using the envision 308 framework these types of meetings are crucial for ongoing ongoing planning and conversations to ensure that staff and students can utilize the technology and online resources provided by the district to its fullest potential okay we've talked a lot about what we have done in the last year or so but now looking to the future next year we are setting goals to support the envision

008308 framework and these are some of the goals that we have set of course to purchase and support the one-to-one environment of course also evaluating the best funding source most of our funding source has been grant driven over the last couple of years and then a really exciting opportunity is the integration or the development of the tech hubs at the high school we're working closely with the integration specialists at the high schools and coming up with a plan to have students supporting students they will end up working on the chromebooks repairing them and also be a source for other students on how to do various things honestly we see it as a opportunity for these students to get real life education and honestly skills that they could use as soon as they leave the high

009school and then the another goal is to implement classroom management our focus will be of course in the one-to-one environment trying to give the teachers power to control their classrooms control the environment that they're trying to instruct in and help students collaborate and work with each other for that environment and knowing that we didn't necessarily have any goals set for this particular meeting but looking for the future and listing some of the accomplishments we've had in the past and the goals that we've set in the future we feel like we rank in the making progress status and that is it if anybody has any questions for us brent and kevin i just want to make a comment um the uh on page five with the technology improvements just i want to say congratulations that's a

010incredible amount of work that's gotten done in a short period of time it was work that needed to be done so to you guys and all the people on your staff uh thank you well done thank you awesome um yeah i just had a i had a couple questions on the previous slide if i can uh oh begin to implement a classroom management system for teachers to facilitate interact monitor student devices so um not only on the physical devices but in the classroom environment online what are what are some of the challenges that teachers are bringing to you you know i'm just uh oh well having a device in front of a student is honestly a source of distraction and some of this classroom management component will allow give the teacher the ability to keep

011the students on task that that's one of the biggest concerns of course they will also be able to or at least we are planning for them to be able to now potentially share uh one student's work with potentially the whole class at a time rather than just saying hey what is so-and-so doing and kind of describing it now we are hoping that they can now take control or take their screen image and now project it to the rest of the staff either on the other computers or up on a projector so it's great to see it's an evolving you know i have a follow-up question to that well go ahead yeah yeah jer and i are thinking the same thing so can you kick them off a site they should not be on that is

012one of the features that you could end up closing tabs you can isolate uh particular tabs say they can only go to particular websites if the teacher wants their yeah to be at the front of the class he or she could issue or lock the students devices i'm interested to see if this works no yeah that's why i was i was just trying to focus on that because i don't know all the challenges you guys do is it we're going to look at a variety of ones one of the first ones that we will be looking at will be in correlation with some of our other filtering they also have utilities and programs at work and then it's going oh no i just had one one other question i don't know if it's if you're

013the right people to ask um one of the things that i keep hearing and it's technology maybe technology tangent um is cameras and you know the quality of the the quality of the the devices you know of the the pictures that has taken the videos that it's taking and it's not giving very good information um so yeah just wondering is that working the cameras on the chromebooks are the security cameras it's the security camera oh okay yeah is that you guys we have a hand in it but it is driven by the operations department yeah it's i just wonder if you know if you guys were to team up on that if we get a great solution you know i'm curious what happens if we give technology more of a hand in it if we

014could actually that's what i'm saying yeah i was going to say we're actually in conversation now about looking for a refresh cycle for our district-wide cameras and uh making sure like what you're hearing some of our cameras are only 1080p and we're looking at having four megapixel cameras so that when you zoom in you get that that's not what she's asking what's that sorry that wasn't what she was asking i'm not asking good good answer no no i know what she's asking but my answer my answer is yes to answer dominic we do have some hardware challenges but yes with technology involved is we can make sure we get the proper technology solution so that when we install it it is the best so we'll have buildings and grounds working with technology to implement that

015solution i'd be happy to share that with the with the board at a later time because yeah safety's in you know very important to the educational experience um as we all know um okay i'm trying to think if there was anything else wasn't wasn't it the question you were asking though could we have more of the control of the cameras and the replacement and refresh cycle of them go to the technology department rather than leaving them so operating so here's my condition that's what i was suggesting and this is before you and this is before probably even john this goes way back even before the dastardly doctor went we've asked for more cameras more cameras more cameras more cameras more cameras cameras that work more cameras yep you're gonna the board's gonna receive a presentation

016on the camera cameras and all that in the next coming month so like that so my concern is how do i how do i get more people involved so that we can like and i understand what you're saying it's coming but it's been coming now for about eight years yeah the technology department and the operations department uh is under dr petsky and they're working together to make this a reality they've done a uh they've looked at all the schools how many cameras are in schools uh the angles the uh what needs to be refreshed what doesn't and that's all going to be included in the presentation thanks for that is student services providing input into that though as well um and the deans and dean's assistants because i would hope that we weren't just relying

017on our building engineers to decide where to put them and where they were needed yeah you know our new coordinator of safety and security started today as well and he'll be given some input as well as the building administration but she has a point and i mean like nobody knows you're building like your dean's assistance nobody nobody knows where all the kids are being naughty like you're people who are in the buildings i mean if you want them to be effective right okay um eugene had a follow-up to something that well no he asked the first question the second one is a different topic so i don't want to change this topic unless you know that it was my gosh it's actually in regards to the development of the tech hubs for both high schools

018i'm just curious what they what they are and what's the what's included and what's the benefit to the students um well i'll start with the tail end the benefit of course is giving the students real life experience on repairing of computer components the idea behind it would be that the students would be responsible for doing hands-on repair of the devices that get broken at the high school level but taking that even further back a step we plan to involve again we're working pretty close with the immigration specialists but we are hoping that it becomes a central point in the high schools for students and honestly teachers to find support for whatever it be um they're it is the idea behind it not only is for students but also an experimentation area the integration coaches have

019new ideas uh on how they want to do learning uh teachers may come there and set up meetings with the integration coaches on how to say work an interactive panel or something like that but i would also expect the students would feel comfortable coming to other students for support whether it be how to use google classroom or how does this work in the google docs uh those types of questions we can see it becoming very prevalent spot for the high schools to find that support we're looking to involve juniors and seniors in this environment it's still kind of in question on how it will be structured but a small team of students with uh guidance of the immigration coach we see that as a complete replacement of what we use now for repairing the devices

020or is it just a to supplement in order to advance the education of the students and do some support for it and staff it's more of a supplement it's going to help us greatly because simply because how many students and how many devices are at the high schools we will still be highly involved with it getting parts working with how the training will occur for those students working with companies to possibly get them the training so it's going to be a quite a bit of collaboration not only with the district tech department but the school is i i see it as the school becoming a uh very proud of that spot and being able to put a spotlight on it say hey look this is an opportunity for students to get involved and learn skills

021that they can take to the business workforce so one last question i'm sorry i should ask this one probably before the last one so was the the uh the brainchild for the idea was it based on advocating and giving students a vocational uh skill or was it really because you guys needed help and support and it would be a great opportunity to do that as well honestly this idea in some evolution has been with us for the last couple of years this was even pre going number one we wanted to get something started that gave students the opportunity we had talked about getting students certified and getting them involved with the tech department but i i can't necessarily say one is outweighing the other it's just that it it's coming together to benefit both sides

022i think it's a great idea yeah yeah what can i follow up on just that question so this has been something that in the technology department i know every time you've come to present a technology plan to us even before we had one to one the goal was to have this tech hub for the students to to help support the devices one for our benefit but also for theirs but also i just want to make sure the adults can go get help too and that that'll be something that our staff members will be able to use as well yeah yeah all joking aside like i mean they'll need that help too right right um yeah students are very quick and hopefully it will build that relationship not only with the staff and students but yeah

023and my question would be like what is the grant landscape look like now like it was very robust during covet and we were able to get a lot of computers and take a lot of our students one-to-one what is the landscape look like now and what are we looking to do with whatever grants we're seeking uh you are exactly right it was very plentiful over the last few years uh so my awareness of what is currently available is is drastically decreasing we will probably have to bump up our efforts in trying to find those opportunities but yeah to be honest it's it's going to be interesting to see what funds would be available through grants especially at this scope yeah and that's part of the second bullet point sorry just that we've got to create

024a funding source that is sustainable and what that looks like now that we have that initial piece on whether that looks at other aspects of the budget that need to be reallocated or other other funding pieces that are are coming into play we still have dsab and some other things like that but we want to build a sustainable okay every three years this needs to happen every four years this needs to happen and have it almost built into you know the budget over a this lump sum this um so we can predict um that's something we haven't been able to do in recent history because of the budget cuts and putting things further down the road so that is a huge part of what we need to make sure we do this year is to

025come up with that plan without the esser funding and to your point i think even to operationalize the tech hub i think we'll have to build something into the budget for that as well and not just the devices i don't know what that would look like but i just had a off question regarding like oh um they have those hubs where they would have computers for students to use and i know that that was not something that was very successful because they were always getting tampered with and so what what happens where do where do students get support when they need like if they don't have well now most of them have technology at home so i guess they don't need it but they all have their own chromebooks too that they take with them

026yeah just thought about that so we were able to address that this year thank you i i just want to say uh thank you because i remember some of these presentations from the past and i would go home and be pulling my hair out so thank you so much for everything you do okay thank you thank you thank you thank you both item 6.1 board member comments anyone have any comments oh yeah i do um i had the opportunity on july 30th to volunteer in the community and i worked with several 308 students and staff actually um thanks to community cares and kiwanis uh we serviced uh served over 154 308 families at start strong event at old trauber and we were able to get school supplies to those families and highlights obviously were obviously

027getting getting the school supplies to those families but uh also had a nice long conversation with an ohs student who was going to be attending uh college in indiana after her senior year coming up and had a nice long conversation with an elementary teacher at the wheatlands so it was great seeing students staff community members coming together for a great event that was july 30th so thank you community cares thank you kiwanis it was an awesome event and the weather actually was not too bad okay anyone else okay 6.2 superintendent's report well good evening board get so much no that's okay i was i just want to give everybody else an opportunity to speak first um i just wanted uh to take the opportunity to um acknowledge and not treat today um [Music] as business

028as usual um its business is needed more than business as usual and i'm sure dr sparlin will touch on this but our district admin team and the south berry family and many community members lost a very critical part of their team at the end of july dr allen was as many have described over the last couple weeks a bright light for our students for our administrators our teachers and our community and i just want to make sure that everybody understands that while we are here tonight conducting business it doesn't mean it's business as usual it just means that it's business is needed i want to make sure that everybody understands that the team that is on in front of you tonight teresa and dr sparlin heather and faith and john um they lost somebody critical

029to their daily job and from that i mean not just somebody that sits and talks about literacy and elementary education but a part of their team and their family their work family someone they spend a lot of time with day in and day out and when that one person is missing nothing really feels whole and so there's a lot of hurt right now and to each of you i am really sorry i am really sorry it is not easy to go on each and every day when you know that's happening so as we move forward in the days ahead travel through these days in the coming days with compassion for yourself and it's okay if you need to take a minute and cry it's okay if you need a hug from a co-worker and it's

030okay if you remember oh my gosh lindsay would love this or what would lindy say in this exp in this moment it's really important to do that i promised her mom mrs laton mrs simultan and i when we went to her open house that we wouldn't ever dim lindsay's light in this district as we get ready for a school year and this will be the last meeting before we start school i just wanted to let all of the educators the teachers the tas the da's the deans the principals the custodians the bus drivers the cafeteria staff the nurses and social workers our students our administrators and our parents know that we have the opportunity to have a really really great year and i don't in the technology department we have the opportunity to have a

031really great year and the only ones that can make that happen are each of us so i encourage everyone myself included that when we have a frustrating day whether a bus is on time because they're often times not the beginning of the week or you're frustrated with communication from the school or you feel like you um aren't being heard please go to um and use our um our resources and our staff to ask those questions and get those concerns addressed and not necessarily run to social media we can't handle it and we can't expect that things will get solved if we are running to social media to complain about a situation and the most important factor for student success in the classroom is a teacher and so if we really support those teachers and boost

032their morale and give them help and make them feel valued our students will definitely do much much better so i just wanted to take the opportunity to say that dr alan will be greatly missed and i will no longer have her razzing me we went to um rival colleges and i will no have her longer have her razzing me um during football season so i will remember her fondly then thank thank you okay 6.2 superintendent's report well good evening board and uh thank you mrs johnson for everything you just said that's most appreciated as you all know dr lindsay allen who was the director of elementary education passed away lindsay had been part of our district for 18 years serving first as a teacher at lakewood creek and assistant principal at old post and grand

033park as the assistant principal and later principal of southbury elementary school then most recently at the district office as the director of elementary education we will greatly miss her sense of humor her laugh for smile and her passion for our students and as you just mentioned it was it has been a very hard week for our entire three-way community so i'd ask you that i'd ask that we all join in a moment of silence as we remember dr lindsey allen thank you since our last meeting we had two oe recent graduates who are now alumni go from high school into professional baseball so i would just like to congratulate ashton izzy who was drafted by the seattle mariners on july 18th in the fourth round with 126th overall pick and also congratulations to noah schultz

034who was drafted by the white sox with the 26 picks pick of the major league baseball draft so congratulations to both ashton and noah we wish them all the very bests and the pros and i think that deserves a round of applause [Applause] did you say chicago white sox chicago white sacks they would just want to hear chicago white chicago white sex yes um well as you said miss johnson by the next time we meet we will have welcomed over 17 000 students and 2 400 employees back to the 22-23 school year last week we had a day of professional development for our administrators held our administrative retreat on friday and this week we'll be meeting with all of our new teachers for new teacher orientation the first day for staff is august 15th the

035first day for our students is august 17th and the morning of the 17th as my tradition of superintendent i will be riding a bus with high school junior high and elementary students it's a something that i've done each year since i've been superintendent it gives me a nice opportunity to talk with kids jump off at the bus stops and talk with parents and then stop in at the each of the schools and that those buses are dropping off at and we'll send you some good pictures from the first day of school because all of our schools do i mean everyone does such a nice job and some really fun activities as we welcome the students back and i know i speak for myself everyone here at this table and all 2400 of our employees that

036we are excited about the upcoming school year and we are looking forward to staff and students back in the building so that is my report for this evening thank you thank you dr sperlin action i'm sorry 7.1 consent agenda are there any questions on the consent agenda can i have a motion i make a motion to approve all items under consent including 7.1 minutes from the special closed board meeting board of education meeting on july 7 minutes from the board of education meeting on july 11 2022 open and closed session and minutes from the special board meeting of education meeting on july 28 2022 open and closed session second miss doyle i miss swanson aye mr cirone aye ms simonton aye mr gatewood aye ms johnson aye mr pluger aye motion passes seven zero i

037had to made point one is financial statements does the board have any questions as to what has been provided for this evening i have a comment versus a question i'm wondering if in our financial software do we have the opportunity for variance reporting something that we can look into so i don't know how granular infinite vision gets in that regard it would be a great it really helpful and something that i've been accustomed to that if you can see the changes in year over year and understand the differences and be able to attribute what those differences are it would be incredibly helpful i think and and informative for the board um i'm just going to jump on that one dr petzke i know that eugene and i had been talking about that last year we

038had had the year over year and it wasn't done through that dr sparling do you remember it was this the spreadsheet that would show where we were at compared to the previous year it did like about 10 years worth prior to now in our operating budget and then gave the narrative for why for example the year that we took on special education our budget grew exponentially um but that was because we weren't paying into the co-op kind of thing but it gave kind of a narrative for the overall picture of how we got to where we are today um and i know that we've had that i don't think i i do remember actually asking about it last year if we could get that we did that would be great i think i have an

039old one in my email but yeah i think he provided the draft of that report we did yeah we did we yeah and the other reason is is it's really important for us as a board but also for the community to be able to see year over year and with this year with we're experienced really experiencing really high inflation um many boards use their reserves to be able to buffer that inflation and when we don't have reserves um we have really deep reserves it's really it we have to make different decisions so i think it would be very helpful and i'd really appreciate it if we could see that yeah absolutely with our director of finance in the office she's already digging into some of those uh after establishing payroll and getting that process set

040up it's now looking at the budgets and uh comparisons year-over-year so we're excited to bring that and the template spreadsheet that eugene and i had provided last year do you um we have the last do you have an idea of how long that might be before she gets to the point where she can provide an update on that like are we you said getting payroll and stuff and obviously there's some day-to-day things are we talking we could maybe see expect to see that before the end of 2022 or the end of the school year oh oh absolutely yeah so which one before december so um maybe what we can do is take a look at when we're presenting the budget update for envision 308 and put that right on there because the one thing i'd

041like to do too with eugene and lori is i would like to review that with our finance committee and see what questions they have before bringing it to the full board so that's a whole other agenda item though about the finance committee so or committees so maybe hold off don't worry about that don't hold off until you get that okay all right before we get this information please sounds good all right item 8.2 item 8.2 is an informational item regarding uh in regards to wolf's crossing road improvements we have invited village of oswego administrator dan de santo and the village public works director jennifer hughes to present to the board so that the board can ask any questions that you may have in regards to moving forward so dan and jennifer if you want to

042come up come on up to the table thank you for being here this this evening and the floor is yours i think it's on now yes it is thank you dan you bet good evening thank you madam president members of the board dr sparlin for hosting us this evening as you said my name is dan desanto i'm the village administrator at the village of oswego with me is jennifer hughes our village engineer and public works director also known as the subject matter expert at the village for wolves crossing i wanted to start off this evening just talk about the long partnership that we've shared with the school district there's a lot of examples especially dr sparlin since you've been superintendent and i've been village administrator we've worked on a lot together the shared services iga

043has been a been a success you know one of the stories we'd like to talk about is by the village storing some salt in our salt dome for the school district there's been over 200 thousand dollars in savings for the school district uh equipment sharing you've been able to share a lot of your equipment with us uh like the scissor lift uh musical equipment at times uh also the coordination of the max fast vaccination clinics that we that we did together in concert back in 2020 and another great example one thing we'd like to also point out in terms of partnership is our partnership on the village impact fees since fy 19 the village has given um 2.9 million dollars from developers to the school district in terms of impact fees and land cash donations

044that's about a million more than the next highest community that contributes to the district and about if you combine the three main communities outside of oswego you combine those uh and our impact fees are greater than what those three have produced so far with that said i preface that because wolves crossing is what we're here to talk about tonight wolves crossing very much as a partnership as well not just a partnership between the village and the school district but between the village and many other government bodies the project would not be possible without partnership and i'll talk a little bit about that today wolves crossing project which a lot of people have heard about i'm going to give you an overview of it it's about a four and a half mile uh four and a

045half mile project from uh widening from route 34 on the west side to eola road on the east side for the most part it's it's widening from the current two lane rural road that is there with ditches on the side and converting it into a five-lane urban road which will have curb gutter storm water drainage bicycle and pedestrian facilities it's a major project one of the main objectives of the project is to improve safety for the six schools that access wolff's crossing when we go for federal money when we talk to state legislators that's one of the top priorities we talk about is making it safer for for students staff and visitors to go to schools on wolves crossing all told that four and a half miles is about 70 million dollars that is not

046something the village can afford and as such jennifer's actually segmented the project into 10 different segments that's how we can afford it by putting it into about approximately 7 million chunks and even that is not something that we can afford on an annual basis as you can imagine and so for that we've depended on partners federal funding state funding and local community partners as well and that's that's what brings us to this discussion you received a letter from me a few weeks ago and that letter talked about that we are in the land acquisition phase for segment one segment one is the intersection of harvey road right out here by in front of the school harvey road is originally 20 years ago supposed to be a traffic signal based on all the growth and you

047know the modern engineering we find that a roundabout is a much safer and better way to control that intersection and so that's what the plan is we are currently doing land acquisition we're nearing completion on land acquisition and that's what we're here to talk about tonight is a 2.949 acre strip of property in front of oehs it is necessary for the road project and will also provide stormwater management that we believe may even benefit ohs in terms of drainage in the spirit of intergovernmental cooperation the village requests that sd 308 consider donating the property for the project the property's been appraised at 75 000 plus an additional 500 for relocating a few signs and polls um and you know sometimes we bring this up people say donate why would we donate and the reason for

048that would be it's it's very commonplace in community projects like this for donations to occur especially when there's mutual benefit a couple examples i'll give you just from this past six months or so uh kendall county board came to us they're doing a collins road extension they're bringing collins road to connect it over to orchard road or minkler road and part of the property goes right through one of the villages well sites it's actually believe it or not 2.9 acres the same as the property here county asked us to donate that property and the village did similarly uh on our douglas road extension if you know douglas road doesn't connect with itself and so we're looking to extend north douglas road to eventually connect the south and found out that the oswego township actually owned

049that property we talked with them and they were willing to donate that property to the village to expand douglas road i want to also as before we you guys begin discussing this i just want to thank you for putting it on the agenda tonight i know i found out a little bit more about your process after talking to dr sparlin and that you often do informational items on a separate meeting than action items so i appreciate you accommodating our request tonight in that regard i also want to just say you know we're thankful for the partnership with the district for many years that they've worked with jennifer and her team on this exact plan you've had members of your staff participate on what we call the wolfcat which was the planning group for this road

050project dating back many years we've coordinated the schedules with you to make sure that it has the least impact on school and that's also why we requested to be on this meeting tonight because if we can keep on our letting schedule which is when you go out to bid the goal is to have this project completed by next thanksgiving with very minimal disruption to to school and so that's why uh we're thankful that it came up tonight for discussion lastly i just want to mention i've enjoyed talking working with dr sparlin dr petsky very much on this project and they came to me last week and we chatted a little bit about maybe a different option other than paying for it donating a third option that they brought up was possibly receiving a credit on

051the amount owed the village that the district owes the village for a traffic signal at harvey road and could this donation be an offset or a credit under that and that dates back from a 2003 annexation agreement and i would say while a donation straight donation is our preference we would certainly um prefer that alternative than to paying outright for it so i appreciate the the creative thinking and again for the invitation to be here tonight jennifer and i are happy to answer any questions all right thank you very much dan jennifer thank you for being here and i i i we appreciate the planning phase that you just mentioned because you know we did talk about the start of this project not happening until end the school year this year and then hopefully being

052done by thanksgiving and not starting before and that worked out that works out really well for the school district so i we appreciate that so at this time uh board we're opening up for any conversation that you want to have or any questions that you have for our guests i do have several oh jared please oh you just have one though i have a really simple one how is the strike affecting this particular project that's a really good one that's a great question the strike has no impact on the wolf's crossing it did have an impact on our resurfacing project uh so we lost about a month uh to that and we're just getting back our original plan was to have it done before school started we're gonna miss that but uh other than that

053this project will not be impacted thank you can i can i real quick follow up on that with does um you wouldn't i know you had had to cancel a bunch of the other surf resurfacing projects for this year this is completely separate from that schedule correct you wouldn't bump this project in order to continue the project you had to delay this year that's correct totally that's what i just wanted to make sure we were all abundantly clear thank you um first of all thank you so much and i appreciate everything that you you know do for for the village and um i can't can't thank you enough um i'm a big proponent at any time it's taxpayer money either way so anytime we can eliminate us exchanging funds and just help each other out

054that's that's a positive with that i've had several questions come in and so um and you brought up a few things that as long as you're here it's really i look at this as kind of a teaching moment for those at home right so that we can we can help each other educate right i'm an educator so i like to educate people one of the things i i received a question was about the roundabout and and that got decided in committee right as far as the decision for the roundabout that came out of the committee correct so ever since the committee met that's been the decision on the roundabout correct yeah that's an excellent question yeah we uh we formed a wolf cat which was the corridor advisory team we had representatives from the township

055from the school district fire police residents who lived in the corridor and actually we opened it up to everybody and it was the committee's consensus to create a roundabout throughout the corridor it's awesome um and correct me if i'm wrong the stoplight there's uh plans for a stoplight at roth and wolf and also at the oe entrance and wolf correct that's correct that is correct and the one that we were scheduled to contribute towards was the light at um the oe entrance in wolf is that correct no no that's not the one that we were way back when uh it was planned to put a traffic signal at harvey road okay that's the one that's the one okay um and so there's no deviation from because my concern here and the reason why i ask

056about this is if i'm correct the this phase it's going from four to two lanes pretty close to that entrance over there at oe and and wolf correct all right correct the actual construction the total construction ends at the start of the turn lane for westbound into the into the high school and so there's no deviation there's no plan to change that light not at this eventually yes but not as part of this project okay um and i've heard people tell me um that wolf and harvey are actually going to be shut down from may until thanksgiving is that correct so so as we've been talking about the the construction plan is that we will start uh provided we get everything in place and the plan would be to start construction right after the winter

057next spring at that time the intersection of davao would be closed the intersection of harvey would remain open once devoe is completed with the goal to complete that prior to the end of the school year as soon as the school year ends then we would close the interception of harvey road and then complete that by thanksgiving with reopening at that time the alternative was to try and construct this under under traffic that would add about a year to construction and increase the cost because of how the contractor would have to phase it so we felt it was in the best interest to just fight the bullet close the intersection and get it done so we won't have to worry about redirecting traffic for the school um through neighborhoods or anywhere else is that correct we've

058looked at uh at traffic control plans with detour routes uh how we might address the you know people trying to cut through press dot mil uh that's my concern how we would wrote uh uh push buses through uh so we've we've kind of we've had those conversations uh and and while i can't say that we will ever prevent everybody going through and cutting through because remember i can remind you uh it was the last summer we had to close wolf's costume when we replaced the culvert and we closed the road and people drove up onto the bike path they drove through the ditches they did anything they could get to get through that so we're going to make every effort to prevent cut through traffic i'm not going to say there isn't going to be

059one car that's not going to seek through but we're going to do our best to eliminate that can you share your plans on what route you're going to recommend for the detour on that um the the official detour is was crossing to fifth up to 34 over to 30 back to wolves crossing that's the official detour we also recognize that probably people will be using treasure to come down harvey to the high school well and that's my question because that is one of our two main points of entrance for school drop off we already face a pretty significant issue at drop-off time getting all the cars in and out and i believe that that harvey road entrance is where the bulk of the concern has been for difficulties in the morning and after school so

060are you going to be routing through from route 30 north of there so they can still access that entrance that entrance will not be closed at all the closure for harvey road will be south of the the entrance off of harvey will remain open at all times right but the road doesn't go all the way through in the north it goes into it a neighbor it goes into two different neighborhoods or over into where the office park is so we go that's treasure drive there okay so we'll go over to treasure and come out at the traffic signal at that location so that's what you would recommend for people that utilize that entrance to to that you are recommending that they would utilize the treasure drive from route 30 rather than because they can't get

061into the school from just you see what i'm saying no absolutely and yeah you know i think it's important that once we bring the contractor on board and start talking to that person about the access we will be continuing the dialogue with the school to get out information about you know how to how to approach people coming to the school here's some flyers here's what we're recommending on how to do this so do you do you anticipate needing um or having i should say a a higher police presence over there during this i i would say that um we will endeavor to do that when officers are available all right and for best experience we know we'll get a lot of calls yeah and so our police department will do well but not only that

062i'm a little bit concerned about making sure our staff and students get to school um and if we're shutting we already face a very significant delay where we have safety cones placed and ropes and staff in the morning and all these different things and now consolidating it just something that we need to prepare for because we need this roundabout we need it yes totally this is not even a question it's got to happen but making sure that we are well aware well in advance we're talking about it in august of 22 for spring of that we might really be talking about the fact that we have one entrance for the high school next spring our next fall and next spring because else they will be going through either the subdivision just north of the high

063school or coming up through treasure so we want to make sure that parents really do start to be planning now for what their route will look like because they won't have the same route at the end of this year if they use our east side entrance off of harvey and that's a very big deal and to that point um is was my other question first of all i congratulate the committee and you on roundabouts uh jennifer and i the town that our college is in has implemented many roundabouts and um successfully one of the things and they have been proven to reduce fidelities by 90 help distracted drivers and work when there's a power outage so i'm very excited about this one thing that i'm very concerned about and the reason that roundabouts are controversial

064and i've seen this on our social media local social media is people don't understand them is there an opportunity for us to educate our students and parents ahead of time on roundabouts how to use them right of way and stuff like that would you partner with us to make sure because we know students are and many people are distracted drivers i've been one before um and that will be key in those initial couple of months and so can we lean on the village to help with that education for our parents and our students to make sure that we can give as much information as possible and then are there my specific question was are there any village sorry dan i don't know what the word is laws bylaws uh approximations i don't know whatever to

065um [Music] put in place for people that are not using them properly or not yielding or so forth so the first question we're absolutely happy to partner in any way that we can in terms of education we do plan on doing uh quite a bit of outreach as at prior to opening uh you know we're actually uh putting together proposals for the construction engineering right now one of the one of the engineers put in their proposal you know before you open it to the general public why don't you send school bus drivers through it right so yeah that's the type of thing that we we can do to familiarize everybody particularly the drivers who are going to be using it for the first time right school bus drivers we we can work out a time

066to get them through the roundabout before it opens to the general public that would be great so we're happy we're happy to do that in terms of your second question the vast majority of violations if you will will be standard violations lane usage failure to yield those are the main things that those laws were already on the books yeah so you know i like many things you can run youtube and see people misusing a roundabout um which are great for educational the vast majority of people will very quickly get used to it i i will say the wolf cat did have a lot of discussion about the idea of a roundabout you know that close to the school but at the same time you know it was felt that their new drivers they're adapting to

067the environment yeah they're gonna visit they're gonna have roundabouts no matter where they go and so um you know that wasn't an overriding issue another thing uh with specifically with respect to the roundabout was the concern about pedestrians particularly school kids and crossing them so to address that issue a couple things one you know we had extensive conversations with the school staff about you know where the kids might be crossing uh and two what we looked at was in the approach to the roundabout there's a there's an island and in that island there's room for people to stand up and so what happens is if you're crossing at the roundabout you cross only half the way at time and the way that the crosswalk is angled it's angled such that you are looking at the

068cars that are coming at you so it kind of forces the pedestrians to look at it and the way we you know the the approach comes in a little dipsy doodle and the reason is to get people looking at the pedestrians and looking at the cars that are going to be in a conflict so there's a vast amount of engineering and technology i grew up in new jersey we had circles huge circles that were about acre and the technology that that we had today and how these are designed it's just vastly improved over what was there and and as you mentioned we've been able to reduce the accidents significantly uh by employing these so we're really excited to be building these a quick follow-up to that jennifer sorry and then i do want to hear

069about this proposal that dr smart and dr petsky had about the money which is the other topic we're actually here just a quick follow-up to what you're saying i've i've seen roundabouts all across the country but the one thing that i will say is that some of them are poorly marked in regards to the the arrows and so i think that of course with the education um in regards to how to use them if if properly marked um you know right lane left lane which way you're supposed to go i think that they are tremendous guide i'm assuming but i've also seen some roundabouts not be marked at all so i'm just hoping that and i've seen roundabouts not have yield signs and then not be marked so i'm just hoping that we have yield

070signs and then we also have proper marketing we have all of that so perfect payment markets are markings uh signs on the road which lean to get into uh if you're going north or south or east or west uh so yeah that again you're correct that is something that is extremely important to somebody coming into these things but i actually have one question one i got one last question unless you want real quick do you have an example a location that we can go to to see what ours might look like that's our picture i like that question i agree uh there's been a lot of presentations about this i think you guys have presented go to carmel indiana we have the most roundabouts in the country i just want to know if you if

071there was one round that you would recommend we go look at it i was i was honest um it's on dugan uh out by the aurora airport there's one yes have you it's two lanes yeah have you been to the one up drought in in plainfield drought and i think that's only one lane is that it i'm just i um but i do want to make sure that we also focus on this question that we're being asked about yeah i just have one question first and then we'll get two years um but i just have one quick off top and like i i realize it's outside the box and i'm gonna be quiet because my last one i said i had several they just have one more it's completely outside the box but i'm just

072curious i know that we i know that one of the problems with wolf's road in general is how many different taxing bodies it travels through and that's always been kind of a problem we could even say it's the problem but it's a problem right and one of our shared maybe um things here we can i'll just leave it at things and be ambiguous here is that we also have lots of different um uh let's say representative senators that that touch oswego borders as well and i'm curious if anyone if you've ever thought about the concept of approaching our various uh and actually said hey just to help save you money too uh hey 71 ends at 34 and wolf why not expand 71 to 59 to help save you money in the long run is

073so that the state actually is the one now i know they don't want it and i know that they don't want to have to spend the money on it i get it but when i hear that this is already being federal dollars and state dollars anyways it kind of sounds like they're kind of fitting the bill anyways and it certainly would be an interesting conversation i think and listen i'm all for this road you anyone who knows me knows whatever we need to do to get the road i'll help you i'll go out there and with a shovel if you you ask me to on certain days right i'll help you but when we know how many different taxing bodies that it travels through and we know how many different illinois reps and illinois senators

074we have it would seem to me that that would be a conversation at least to have something and hey if i could save you some money then great i would love to save you some money dan just curious i don't know that i've ever heard that suggestion i could i could do to convert wolves crossing into a 71 extended yeah it ends at 34. you could extend it right to 59. i mean i think you said it yourself i think the answer i know i i can oh i know that idot doesn't want it but on the other hand if if the state and the federal is already and and the good news is it's already four lanes from 59 all the way over to um i don't know whatever we're calling that right now

075i don't because it's confusing once you get to naperville i mean that's something we could ask about i mean it saves you money i'm happy for you i will say in their defense of our state reps we've gotten several to give us oh absolutely great grants on this project absolutely a hundred percent i'm just thinking long term down the road okay lori oh wait um we we know where you're going you want that go uh go ahead dominic oh well i i didn't ask to speak but i was i was going to um yeah i mean as far as the plan um well thought out we definitely a lot of committees i brought it to the planning and zoning you know the one question that i've gotten a couple different answers about i said i

076remembered um from southbury over to 71 it was going to go from two lanes each way to one and then i was told no it's going to be two lanes each way and then i see this that it's now back to one is it is it one or is it going to be one or two lanes each way it's actually three so it's three lanes so the so the center right okay yeah and it's it's interesting the reason that occurs is we've done both existing traffic counts and projections oh i know yeah that's why i was wondering that segment is much lower the highest traffic uh highest traffic in the corridor is between fifth and high school so you know and the reason this particular intersection was chosen was one it's among the highest traffic

077to uh in discussing with with school staff i'm concerned about the drop-offs at the edges so the buses don't turn there and the third is that when you get west of the intersection that's really where we have the highest number of accidents and that's really because while the vast majority of them are really drivers and ditches they hit that area on because of the elevation changes in the open space from the farm there uh we get a lot of drifting and so that's an area where we thought well we need to address that grade there get that fixed up put a curb in there keep everybody on the road and uh so that's why that particular intersection was chosen to be honest so uh you know we're we're working through this there's nobody in this

078world that wants to do this faster than me oh you know i realized that you know if we're taking three to four years for project 10 projects it's 40 years you know nobody wants to see that but but the reality is we can roughly get two and a half million dollars for each project from federal money pre-covered and so when we started looking at taking six million take off two and a half million of federal money now we're in the range where we can start to get to the point where we can buy this thing and um and that's the reality you know and it's better to take one step further than then wait till we had full funding because we might not ever get that i i keep playing that lottery you know when

079i didn't win the billion dollars because i was going to donate the road [Laughter] just thank you but unfortunately didn't win so um so we have to go about it this way so um which you know i guess that's all the questions about the money right and we're trying to minimize any right-of-way taking that we need to do uh but as you know the intersection is much higher than the school and we've got drainage coming down that way so we need to um we need to put a basin in there to to make sure that when we release all this water that's coming off you know we're not putting out any more water or the release rate from the post development is equal to the release rate prior to development so we're not making it

080any worse and so when we started looking at where does that need to be um that wound up being at the school because we're that's where we're coming down you know we've got the church to the west of there that kind of has a really tough um situation you know it's an old old church we really can't touch it and so that didn't leave us a lot of room to work and and so we wound up putting that you know that basin in front of the school uh you know and we even talked about you know could that be even an educational thing and you know here's a wetland and here's so there's some other benefits to it but bottom line is you know we got to that point and we're like okay that's where

081it's got to go because the water is ultimately all going north um and you know we've we've had historical flooding on most tossing we're trying to address that to make sure that you know we're picking all of that up so um you know where it is is kind of where it needs to be and and how big it is um you'll notice that you know back when we started talking about this way long time ago base was a little bit smaller what's happened since uh since we did those initial design is not that it's raining more per se but it is and so the engineering standards for rainfall intensity has changed so that means we have about a 17 increase in rain for a hundred year rain event which is making the basements a little

082bit longer so that's why we had to make it a little bit bigger than we initially had planned uh you know and we're trying to do the right thing we're trying to make sure that it doesn't flood um so so that's where we're wrapped and then i just uh um i'm in the planning and zoning committee probably people know um up here but uh it'll be i won't be on the committee at that time but it'll be nice when we don't have to ask for traffic studies every time something new happens on wolf crossing because oh my god um it's already awful you know and but but in order to get better we you know we have to make these these changes so um it is such a necessity um in our community and such

083a benefit so dr petsky have the the appraisal that came through for 75 000 was that done from somebody that we hired or the village no that was uh the village did a pretty intensive study and i worked with their uh i worked with their appraiser and then when we got that information i gave that to stu witt and brittany thies to uh look at and they concurred that that was uh appropriate value for that property thank you okay lori so mr de santo referenced a a third option here between selling the land outright and donating the land um you rep you offered a third option can you explain that a little bit more yeah dr pesce why don't you go ahead and speak to the 2003 annexation agreement and what he's referencing yeah so

084in the uh in the board information i just included a little bit we we spoke about this briefly at july our july 11th meeting but made sure that it's really important for the board to know that in 2003 that the district did enter into the annexation agreement and in that agreement uh the district agreed to pay for 25 of a traffic signal right on the corner of harvey and wolf crossing road so uh in that annexation agreement it stated that we were also eligible to recapture a portion of our contribution from the property owners located northwest of the intersection and southeast on that property the current cost of a traffic light right now is estimated to be about five hundred thousand dollars and like i said the school was looking at a 25 portion of

085that now times have changed uh and as a result of the more recent traffic studies the village decided to put in a roundabout which we feel will have greater uh greater benefits for our students families who use that area especially since a lot a lot of the traffic coming through there too gets really congested at our uh uh drop off and pick up times as families and students are coming through that area and so that's where due to those updated changes as well when putting in the roundabout in the drainage issues that jennifer talked about they were they're looking at capturing 2.95 acres of land um and uh we feel that um you know as a result of the improvements and things that are happening the roundabout is definitely a more expensive uh more expensive

086uh suggestion but we feel it'll be beneficial so that's what we're gonna talk about is the setting a sale price or considering the donation of that property and the factors around how the board can make that decision thank you very much yeah i appreciate the clarification because i was hearing a couple things all right no other questions from the board uh thank you so much for being here and answering all the uh board's questions and have a great night thank you yeah thank you thank you thank you one one you you started dan and jennifer by talking about partnerships and i want to say you know addressing jennifer's question about we do feel that there's another huge partnership opportunity here and having a roundabout right there and having driver's education programs right here we will

087model for the community through teaching the students how to best use the roundabout so i don't appreciate you saying that because i don't think the current um drivers education addresses that so i do think it's very important yeah we'll follow up with those uh staff and those teachers so yeah very excited to see the first piece happening yeah breaking ground thank you all right item 8.3 8.3 is an informational update regarding our district safety plan for the upcoming school year director of communications and pandemic resource coordinator teresa cometis is here to answer any questions the board may have teresa hello all um and i briefly take you through just some highlights the full safety plan was shared with you um to your board docs and will be available on our website beginning tomorrow morning much

088of what you'll see in this plan will be representative of the way that things were operating at the end of last year the uh plan had been updated in some areas and some areas at the very tail end there things were a little bit more just unwritten procedural as as things we know changed by the minute for a while there so i'm going to take you through the updated plan just so that you are aware all right i'm gonna turn the click around there we go okay so of course um as we've mentioned every time that we review anything related to covid19 our primary goal is of course to create an environment that is both safe and healthy for our students and our staff that is always our primary goal but also seated deep into

089our our safety plan is this goal for us to remain in in-person learning we know that students belong in the classroom and that's where they are most successful and where they will learn and grow so the things that you see in here as part of our procedures and our plan are really founded on those two things trying to strike a balance of maintaining safety and health but also our primary purpose as a school and that is educating and supporting our students so we will again be utilizing a number of mitigation strategies for us to provide those environments to the best of our ability but also knowing that in some cases there can be things that are provided to us from our federal and state sources that really are just not feasible within our own district

090due to the burden that some of those tasks might carry for us so using a lot of our own experience over these last several years and what has worked well for us we have formulated a plan that allows for us to again have flexibility to respond to our current situation but not bugging ourselves down with procedures based on things that may be beyond our own scope or beyond what we feel would be a potential um threat within our own our own buildings so our plan as i mentioned is very similar to what we had last year um it does retain a lot of the mitigations that you saw at the end of last year but again has that kind of diarrhea of what we can pull from if we needed to add things or take

091things away in response to certain situations cases outbreaks etc we of course will hold this little caveat here that this plane is subject to change hopefully not as often as we had at the very beginning but again we will this is a fluid direction for us on where we're going to start and then we will be very responsive to the situation within our own buildings so again this nothing is new here but just to review masks are not required within our school buildings and buses properties those kind of things however we definitely want to support everyone's individual choice as to whether or not they choose to wear a mask so again we'll make those accommodations for those who wish to wear a mask and they'll be fully supported in that but it's not a requirement

092for someone to be within our buildings or buses included here the verb is right out of the cdc's last document although my understanding is there are some new ones coming again is that at low and medium community levels masking the optional and then kind of saying the same thing in a little bit of a different way at high levels indoor masking in schools and other settings is recommended so again using recommended and optional as the terminology and not required for covid positives we will still be using our online form so it can be found all over our website or easily through sd308.org backslash covid report we will be taking only the covid positive reports in so we won't be taking potential exposures or illness reports through this form this will be a form for those

093who are covid positive so those will still be reported to the district they will receive guidance from us that includes the way that they can come back the the criteria that have to be met so fever and diarrhea and vomiting free for 24 hours they will be instructed that the guidance does say they should wear a mask on day 6-10 and that they should notify others that potentially may have may have come in close contact with them especially household members for illness uh our primary goal here which has always been there and we're kind of right back to it again as if your six day home so students and staff who are ill should not be present at school that kind of stands true for all communicable diseases we want to keep our germs to

094ourselves so we again recommend testing when any of those symptoms are in line with covid19 regardless of vaccination status close contacts again the definition hasn't changed which is that you're six feet 15 minutes or longer around someone that was not masked three feet or close or further if you are masked in an educational setting that is the definition of close contact and anyone that's a known exposure to someone that's positive for covid should of course watch for symptoms they're encouraged to test but however we are not there's no mandatory exclusion related to following an exposure additionally we will not be attempting to do the contact tracing and notification of individuals and trying to measure who may have been within so many feet of the person for how long and trying to track all of the

095potential exposures throughout the buildings like we did at the very beginning this is much in line with general practice around the communities that you see at this time outbreaks this definition kind of goes back and forth right now it's at three anytime that there's three cases potentially connected by time and by place so this could be on a sports team a classroom a club could be even outside of school where a number of students may have been together at an activity anytime there's an outbreak that information is reported back up to the central office where we will go into a deeper dive i tried to determine if there were potential mitigations we could put in place to lessen that outbreak from increasing any these things could be like optional testing discontinuation of a certain type

096of transportation for an after-school activity increasing space between people for a short period of time to allow for that cycle of the outbreak to expire so again these are all reported to the health department they sometimes will follow up on those depending on the nature of the situation but we are always reporting all of the details around each outbreak to our health department the mitigations we'll have in place from day one including our ventilation we've maintained our ventilation at that maximum exchange for fresh air all the way through we will continue to use our sprayers and wipes for high touch areas cleaning our facilities daily we'll have signs reminding of hand washing and respiratory etiquette those are going out to buildings at this time in english and spanish hand sanitizer and surface disinfected in all

097of our rooms and all of our common spaces again so that has been maintained all the way through and then we will continue to have rapid testing available in our nurses offices and this is for students that may become symptomatic while they're at school and they've gone to the nurse for evaluation that the nurse feels there's a potential based on the symptom and or exposure that the student may potentially be covered positive they will offer the parent the opportunity to have that rapid test done at school as opposed to picking that student up unless of course they fall under the other exclusion criteria for illness which include fever vomiting and diarrhea all of our cases will continue to be reported online we have an automated system as those documents come in to report positive cases

098where we're able to kind of categorize those and have them appear on the website you'll be able to see the number of cases at each building and whether those are in students or staff and those will be updated daily so that'll be a running daily count of cases that we have and again we use look at that every day and really try to focus in on potential hot spots and what we can do differently to mitigate any additional risk this last part about learning during illness or isolation was the practice at the conclusion of last year in our elementary buildings and this is now going to be the district-wide approach to absence and and continued learning and that is that that will follow our normal procedures when someone is out for illness they'll communicate with

099the teacher find out if there's work things that can be done while they're away and plan for how to catch them up when they return so that is all i had planned for you but what questions could i answer is this what is this in um pretty much where we were at with the kendall county health department that's pretty much what they were recommending for these and what the other schools in our area are doing so i haven't been able to get a lot of information published from other schools ahead of our plan in in our areas yeah okay um but the health department will tell us that they'll point to the isbidph guidance which points back to the cdc guidance and in their updated decision tree there would be some more significant tracing and

100notification procedures exclusion for close contacts and such which was also the case at the end of last year and the decision was made for us on what was feasible for us to continue which was not trying to manage the tracing about all the you know movement throughout the building and who may or may not have come in contact with someone and making all of those notifications so so that's still best practice i guess is probably the best way to answer that that's best practice but that for all intents and purposes this is kind of a return to normal don't go to school if you're sick don't go if you're sick that's not you're not required to yeah and there's that exclusion if you are positive that but that is that is in place for all

101communities all the time right you're supposed to self-isolate at home for those five days but it's just less restrictive than trying to monitor those who may or may not have been exposed or may be sick with something else once they've kind of met that criteria for return to the building we aren't continuing to monitor them or require a certain type of test for their return can i just get a question to follow up with that which is not really your area it's probably more um nostalquist but um so when the kids are out with the five days because they tested positive where are we at with some of the kids could sign into a class online some of them could so then i don't know when i was writing on my question that's okay as

102um as theresa was saying is going back to if you were out for any other kind of illness where your teacher would give you assignments and you would make those up when you come back they won't be streaming live into classrooms so okay yeah i have two questions but also a comment first and foremost thank you for everything you did last year i'm not sure a lot of people understand the undertaking it was and i know you have a team around you but a lot of this fell on you and i know you got a lot of angry emails and questions and so forth and having the summer to process everything you went through i want to thank you it was a lot it was a lot so thank you are we still offering testing

103at old jobber we are so it's a it's on a modified schedule right now we were down to like one day a week we had some weeks where we had nobody testing that really is evidence of the home testing and free availability of testing throughout the community and with our lab-based testing they have to send those away and wait for results for a couple days where now you can go to the pharmacy and pick up free tests with your insurance or request them through the mail to be delivered free to your home so we're seeing that need less and less but we have retained that relationship with that lab for that free testing and we will kind of start off the school year and see where we go if we need to increase or decrease

104that but it is still there okay that's great to know so we also know that the local health department has sort of a baseline for in a flu season prior to covid if we have a certain percentage of flu i don't know is it 10 maybe that we shut a school down or a building down let's just look into the future and say november december it gets a little crazy between the flu and covid and so forth what is our metric in place that we may um would we or what's the metric for possibly closing a cl let's say there's 20 kids in a classroom and 10 of them are out is that something we would consider and or what if we are looking at widespread within a school so within the plan we retained

105those optional mitigations to kind of come in and out and what we did last year is take a very individualized approach and it seemed to be very successful so our response to those types of situations really depended on the research that went into determining where that potential source of transmission may have been down to where we had the big white board and we're tracking and tracing this case is connected to this one because they have a sibling or they ride a bus and really get at what we think those primary sources of that transmission might have been and in most of those cases coming through and offering testing school-wide for a period of days until we kind of got the early cases identified that maybe were either asymptomatic or or too early for symptoms and

106got those cases out we were able to get through those those kind of little buzz areas pretty quickly and we did see them primarily focused around a class or a grade within a school we hadn't seen a widespread situation and those types of percentages 10 20 we haven't seen that when we were accounting for like when we had to to close um this building for a few days that was when we were tracking and tracing close contacts and positives and for each individual positive we might have taken out 16 to 20 close contacts and so that's where those numbers quickly jumped up into the high percentages but those weren't students that were actively infected or experiencing symptoms so really for i guess the the best way to answer it for us is we watch those

107when we're starting to see those numbers eek up in two three four where we're in full investigation mode and figuring out how we can you know mitigate that transmission having to close is kind of worst case scenario for us knowing our primary goal is to to stay open however that if it were to become a situation where the health and safety of our students and staff was at risk that's something that we did retain in the mitigation strategies that we could utilize but we'd hope there'd be a lot of layers ahead of it that's that's a great answer i appreciate that we would never have to get back to closing the district versus don't say never well [Music] so i just want to clarify because i think that i don't know how well known it

108is that when you say we have the white board out and we have been tracking cases for 2 400 employees and 17 to 18 000 students depending on the year um how many people is we yeah so jenny and i jenny and i kind of tag teamed that right with the help of our building nurses are kind of our eyes and ears out in the building so they sort of watch and say hey we're seeing a couple pop up in this classroom and that kind of thing right so two people it's my it's my office plus our nurses wait plus the nurses in the buildings right so that's maybe 27 people if we depending on the buildings again let me just remind people this isn't actually your job for something totally different than this we've

109been using you and your great skills and we could not have done the last couple years without you that's not an understatement we needed you here and i will be forever grateful that we have had you here for this time but let's keep in mind when we were doing all the budget cutting for five years before and we talk about we don't want administration and we don't want to have all of these things the the toll is something that we're seeing across our administration we're talking about 27 people taking care of figuring out the outside lives and connections of 20 000. about 20 000 people um and i don't think that there's 27 people in this room that that would want to do this plus their full-time job plus the other things in in your

110world i'm assuming there are other things outside of your job you you do once in a while maybe sometimes not this year but maybe in a different year um but i appreciate it and i know that we've had some changes in our health staffing and i know that this is continuing to be a shortage um but i'm really looking forward to being able to hear you talk about the other things you've done because in addition our entire communication strategy has been upgraded and reloaded and the website has undergone some significant things and i look forward to when we can talk about that instead okay yes us too we like to usually bring good news so and hopefully this is kind of the start of some good news right a little more feeling of normalcy thank

111you sidebar i don't know if it's a sidebar it's probably a question more so for dr sparlin or for faith when i when i hear safety plan i tip it there's several other areas that i think should also be included you know whether it's the cameras or whether it's the alice training and the additional things that we do for the district to make sure that our students are safe and so i know that we just hired someone new so would that be a part would that would would that it will there be another safety plan and would all aspects of safety for students and staff be included in the next one yeah what teresa is talking about should be titled it is covid it's coven 19 safety plan got it okay got it yeah yeah

112yes this is this is item 8.3 it does say it on the presentation though uh it does say it honestly so um to reiterate with faith and you clarified i think but i just want to be sure so if somebody's off of school regardless of the situation uh it's going to be they get in contact with the teacher or the teacher just sends them information there's not going to be any more streaming correct right and that was the practice at the conclusion of last year for our elementary students okay i just want to make sure that the public knows that i guess you know so to maybe make sure that that's communicated out that that's not going to be a possibility anymore and totally fine with me yeah it became some of the somewhat of

113an interesting they can talk a little bit more to that but it became an issue of well if you were out for this then this was accessible for you and if you were out for that it wasn't that was one of the things i was going to mention because i remember the guy with the concussion you know and that that that actually kind of tore me up a little bit yeah i mean so um no i appreciate that and i just want to make sure that the community knows absolutely so yeah and faith and her team also um did a great job last year of getting ahead of emergency days and putting together packets and making sure our students were prepared for those so it was kind of like education continued it wasn't like oh

114we got a snow day and although my son was incredibly disappointed um that you know i we recognize that that work was also done during very hectic um end of of time last year so that is greatly appreciated i was just going to add in uh that next at the next board meeting we are i do have a presentation called school safety protocols to be talking more about some of the more traditional things that you talk about with school safety thank you thanks thank you theresa um thank you i have questions thank you um first of all uh i'm assuming uh we talked about air circulation but i'm assuming if we do have problems with hvac units we can't guarantee that is that correct i yeah again i think that what specifically we talk about

115with that percentage of air ventilation and open air exchange is a little bit different than whether or not it's accompanied with cold air or warm air not my wheelhouse but that's my interpretation of the ventilation portion do we do we anticipate and if we and again if i don't expect you to have like if you can tell me i'm not going to have hurt feelings we don't have the answers these but do we do we anticipate any of the labor shortages that are out there and impeding on any of this stuff like becomes like sanitation or anything like that is do we anticipate issues with any of that we're still we're still sitting about the same number of custodians that we're looking to hire as we were last year so we're that's still an issue

116that's still an issue for us but we're pretty much par for what we're where we ended last year okay can i follow up that one yeah yeah so i know we we've talked about this a couple of times i know there's other districts who are doing it like if we're having such problems getting stabbed why not use utilizing the students and like i realized that that also comes with problems but you can have you know a group of students on mondays who are in for four hours and they're cleaning whatever you know what i mean just like in the meantime because i know that our janitors are sure are there that's a whole lot of other things to talk about for health and safety standards for students though well just putting it out what i'm

117saying is if we're not getting if we're not getting floor swept and garbage is picked up and i just like the stuff that they don't have time to do because they're dealing with more health and safety concerns right then why why you know what i mean like it's an option like talking like lowering the age for an employee to come in and do or for an under 18 person you really need to lower the age you just give them a worker's permit but you know like by the same token i'll make my kids mop mats all day long do you know what i mean like i just i think i think it's a it's a way to help in the short term some of the problems that we're having in the long term because there's

118some kids who would do it and one last question i'm done um i i always ask about our most vulnerable students so i have to ask like are there concerns on here are there mitigations are we does this kind of relate again going back to staffing our most medically vulnerable students um you know are there concerns do we have things in place um that's you know um that's the concern i go to first um there is a portion yeah there's a portion within the the longer version of the safety plan there that does discuss the mitigations where there's potentially greater concern for like airborne so we would have we still have all of those plexiglass dividers so for example if we're working with a student where maybe some aerosol concerns might exist for speech therapy

119there could be a a clear plexiglass divider there we also retain a large supply adequate supply i should say not large adequate supply of the ppe regarding masks the shields the gowns the gloves we have all of those types of things and they're specially available to our special education staff members and those who are working with students in environments where there may not be the same amount of social distancing or the risk might be higher so that is addressed specifically in the safety plan and we do retain stock of those materials okay thank you yep before we let theresa go can you tell every because i had three community members reach out we have one an open interview tomorrow yes from four to four to six o'clock at district administration office yes all the information

1204175 route 71. they're looking for a job four to six pm that's right or anytime no and they're walking right in and there is an application online that you can quick apply yeah um so please if you're thinking of um applying tomorrow is a great day to come see yes we would love love anyone interested we can find everyone a spot so thank you all so much for this opportunity and then just quickly as an administrator thank you for your words and support at this time it has been incredibly difficult for all of us and speaking of on behalf of a number of my colleagues back at the district office we really appreciate all the kind words and support that you've provided so thank you thank you thank you thank you mrs simon thank you

121teresa may i please call a five-minute recess yes thank you do i need to do anything else do we need to confirm anything okay oh item 8.4 is an informational update regarding the dell web pedestrian bridge dr pesky yeah um so now we're going to go a little bit further down wolff's crossing to eola and the banarsik and wolves crossing school the subdivisions that are being built just to the east of that location we were approached by that subdivision about putting in a pedestrian bridge and while there are intersections where the students can cross in that area we do feel that a pedestrian bridge would be more beneficial to both the community the kids allow for safer access from the subdivisions to the school so they are looking at putting in a pedestrian bridge the

122only thing they ask are kind of two things number one that they get a temporary construction easement which we'd be more than happy to apply and that resolution was included with your information and the only other caveat was that there's a small portion kind of like a footing or a pad where the pedestrian bridge would sit on and they're asking when this is completed that the district then maintains repairs or replaces the asphalt that's on our property to make sure that that pedestrian bridge stays safe and accessible so i've talked to our buildings and grounds and that's definitely something that we can work in i like that so any questions from the board of ed not seeing no hands in the right i have to say that first go back one second there's a concrete

123pad that this staircase asphalt an asphalt pad that the staircase structure will sit on that's what we're responsible for the part under the stairs or next to it it's the it's the asphalt like sealing it just like we do our parking lot sealing it and making sure that that pad that the pedestrian bridge where it accesses our property because it is on our property so um we will maintain that asphalt area that the bridge how big is this area and is any of it related to anything structural where we could at some point be on the hook to help pay to replace the stairs no no it's it's simply the asphalt pad so it's on the ground it's just a square of asphalt yep yep yeah why is this normal like do we normally do

124do we normally maintain and repair the municipal um asphalt that's on our properties like bike paths things like that well if you look they it's actually uh uh we're giving them a construction easement we're giving them no no no no i'm not talking about the easement i'm talking about the maintaining remember we're still in the second sentence of in addition upon completion um do we typically in our other properties maintain and um repair or replace the asphalt i'm thinking of things like bike paths we do have those in other properties yeah but that's a park district usually park district um partnership so what's different here that we should be responsible for that this is not a partnership with the park district this is simply a benefit for the surrounding communities kind of similar only it's

125larger scale at grand park that's the right bridge going from grand park over to uh our schools from that area yeah but we don't maintain that bridge the village and we're not going to maintain this no no no but do we maintain the asphalt around the bridge i don't want to i don't want a part of any of this i don't think unless this is something that we currently have a reason to do it's a municipal structure and we're looking at just the the temporary asphalt pad so if the rest of the board is in disagreement and does not want to do this then we can pass it no we're not talking about the temporary one we're talking about upon completion right right that will remain that's not temporary the the the asphalt not the

126bridge so we're looking at the asphalt i think you and i are understanding each other what we're talking about is that square that's on our land what i'm saying dr petsky is could you please explain do we currently maintain something to that effect in any of our other property you said summer park district agreement um who maintains to my knowledge we don't have another pedestrian bridge like this so this is a newer village there was an issue with the grant park one where the pta had initially either pto had initially been raising funds for that and it was felt to be the village's responsibility to to maintain that which is why i'm concerned i don't want to start that slippery slope of who gets to maintain those yeah my concern is liability for maintaining it

127my concern is not only that and i i guess if this is a temporary easement but i guess i would have to have a better understanding because if if the bridge is resting on top of this if this goes does it does it compromise the structure there's just many things that i could that we we don't know and i wouldn't want to agree to it either temporary when because we then assume the liability for it when we're not in the business of structural engineering so this is an informational report so dr pepsi i want to be real clear i want to make sure we've got all the questions of the board so you can go back and get wait we can get those questions answered so when we have those answers we can forward it

128to them so when we bring it for approval or if we bring it for approval things will go smoothly and this was i'll follow up with those questions and concerns i did present the uh i did present this to our property attorney so what uh whit law firm has reviewed this and uh that's great but they don't pay for it thank you for having our attorney look at it but they don't pay for it thank you but they're looking at the conditions and you understand what my question is yeah okay again why why are we as a school district being asked to maintain the piece of asphalt once they're done with it this is not the temporary piece of asphalt we're talking about this is the permanent one not the temporary one it's the permanent

129one that i'm concerned about and i understand that what i'm hearing from dr petsky is because it's on our property but what i want to understand is can we have a picture of it can we see what size it is and why they think that's our responsibility well and that's my point with the other municipalities where we have these similar structures on our property they're not maintained by us it's the park district why is this one that's i guess that question that's exactly right why is this one specific one on us when none of the other ones and none of the other municipalities are and the i think that's aurora over there but i'm not it's aurora okay and might anyone talk with our aldermen about that i have well i have a different question

130but go ahead yeah i just want to follow up so you answered the question did we have a lawyer review this and then my follow-up to that is what is the liability with what if somebody is coming down the steps and hits our if if we were to agree to this that piece of asphalt i want to know where the liability is with regards to that um and what that agreement would look like and and the liability given that it's still on our property whether we agree or or don't agree to to maintain it it's still on our property so we we could possibly still have some liability on that so you just have to and i would like to know from the law firm what all of that entails please and on the secondary

131support document that i included we've got the memo and then there's also the agreement and on page 8 10 and 12 there's some graphics of the uh with measurements and dimensions um so if you look on board docks there are some images and graphics of what the bridge is so maybe maybe the internet the why maybe the insurers yeah what the increase in premium would look like all right there is any i i have a different question sorry my question is um i believe correct me if i'm wrong if that bridge is not built we're gonna have to bus the students from not from dell webb obviously because in theory there shouldn't be any that exists but in theory there's another subdivision just north of there i believe that's lincoln crossing is that what it's

132called i i don't i think that's what it's called but hold on let me let me finish please let me i know i know well i'm glad but let me finish please thanks um so lincoln crossing i think those students will have to be bust if this crosswalk is not built correct well right now there's not a sidewalk on this over there in the street so it depends there is on the north and on the west side there are crosswalks but currently right now on the south east side there is a sidewalk and crosswalk number one and number two i i it's gonna be interesting because right now the justification for why we're busting lakewood valley is because they have to cross eola and wolf wolf so if you live in linc lincoln crossing which

133is now being constructed you're gonna have to cross eola which is a four-lane road yeah so i'm assuming they're gonna be bust if this crosswalk doesn't get built is that a correct assumption or incorrect assumption and if you don't know then i guess that's question number one and then question number two would be if they're going to be bust then my question is what's going to cost more maintaining the sidewalk or busting these kits so i want to know that too all right well i'm going to pick you back off of that because you were going you went to a place that i'm thinking of where we also at one point had made a decision to that there are several subdivisions um that are more likely that we do currently bus that have in the

134past been designated as walking schools and then that's been moved because of their transportation safety study has shown that that road was was more so if we're looking at and this is polti that does del webb and pulte is building that lincoln crossing right this isn't technically yes um were you planning to do a transportation safety study when the new subdivision is built and is being built now so we know an answer to that question and two are we looking at the other way and seeing if we're looking at the municipality looking at doing one of those across the other way to make sure those kids can now go back to be in walkers instead of busters as they are right now you mean the the lakewood valley the problem is that's not our property

135there so that would be a little bit more out of our control because okay but pedestrian certainly within our realm of advocacy so yeah i mean we can we can certainly approach the developers yes if we're building one let's build two and even get a deal because i mean these are being done by the municipality because these are municipal sidewalk kind of things um can we look at more beneficial ones to us and just uh just so the board is aware too i think where this started was the developer actually came to us and asked us if we would pay for the bridge and we said that we would not and then they said could we compromise not pay for the bridge i want to correct that it weighs some waves some impact fees correct

136right oh dumb people dr petsky i reviewed the documents again and while i see the documents what i'm interested in is a document that shows exactly what part they're specifically asking for whether it's highlighted in yellow or circled or very clearly delineated what they're asking because i don't know i'm sorry because they're the path that's there is that will the bridge be connecting to an existing path that's already there yeah you know there's that fire lane kind of on on lundqvist drive there um and then there's that fire lane behind the school so what you're looking at is on page 10 there that is iola drive and there's like a walking path that you can see coming around from the north yeah kind of by where the cellular tower is in the very corner and

137then uh and then the bridge goes across the street and our property is where that number 12 is kind of that 12 foot section and connecting the lundquist there there's that kind of depressed curve that they would put in so um that's the walking bridge is there and then there's an asphalt walkway that that connects the bridge to the um to the uh the lung quest drive so the question that i'm going to be asking the developers is is the bridge are you asking us to maintain the bridge is the asphalt the footing for the bridge i believe that it is the asphalt that goes from the bridge to our property or on our property it is not the footing that is supporting the bridge they're going to need my my estimation they're going to

138need some type of concrete footing support to support that bridge that wasn't my question though but that wasn't my question well you're saying why are we maintaining why are we being asked to maintain that asphalt on our property yeah right so but i want to know i want this this shows us and has titles but i i want to know specifically on here what they're asking for okay and i can ask for some more detailed plans so and if i remember correctly this builder had come to us a year a little bit more ago um asking um saying that the neighbor the del webb specifically and this neighborhood was tangential to that this is phase one of the del webb this is not age restricted and we'd had some conversations surrounding the impact fees and

139and and that we were kind of being uh encouraged not to have those um and i know that we'd had some folks i remember on video so i'm a little concerned that you know we've we've made our position pretty clear that i mean this is not something that we're gonna look at um and i'm a little concerned that we keep getting requests of this nature and i was not aware of that so i didn't know that we continually um approached for this i've worked with this vendor before yeah i've worked with this vendor before and that's why i specifically want anything that is delineated before we are asked to vote that's why and that's why and that's why i won the costs on both sides of that this is alderman bugs it is okay all

140right any other questions regarding item 8.4 all right item 8.5 is an informational item regarding the kendall county over webby extension for fy 2020 dr pesci all right so um this is just pointing out to the board that there was an error um in the district levy for fy 2020 specifically with kendall county so what i what i want to clarify is that each year our district submits a levy to each of our three counties kendall kane and will and this only impacts the kendall county portion so another important thing to remind the board of is when i when i say levy there's actually two things that we're levying for there's operational dollars and then there's our bond and interest payment this is only in relation to our bond and interest payment every year the

141district has between 33 to 36 million dollars in bond and interest payment and this error um was attributed to uh in september 2019 when our district prepared the tentative levy to present to the board um and then between september of 2019 and march of 2020 the district actually paid off a bond so where we normally were levying for 36 million we paid off a bond that brought that payment down to 33 million dollars and uh when we sent when the the county sent out levy confirmation notices we uh signed off on kane county they had the collection at 33 million and then will county also had the calculation at 33 million but we signed off on kendall county's portion of the bond and interest payment to be 36 million dollars which was the amount it

142was in september but not in march because we paid off the bond so um based on that i talked to our bond council and uh and pma our financial uh support and it would be my recommendation to uh for the district to levy the full bond and interest amount which would be about 33 million dollars but because taxpayers overpaid in kendall county only going to kennel kendall county and then having the extension to kendall county taxpayers reflect the difference between what was over collected in 2020 and what we collect that year so it would be a difference of about 1.88 million dollars less to make up for that difference that difference is currently in our um in our accounts we have that money that we could put towards the bond payment so in other words

143we should collect 33 we're going to ask to collect 1.8 million less than that and use the amount we collected and still have to make the full bond payment and it also does not impact our levy because we did levy the full amount just ask for that to be lowered for the one year dr petzke this is a different recommendation than you've given us in the finance committee where you recommended that we continue to earn interest on that money because the interest earned over time will benefit the taxpayers in these properties more than that refund would know that was not my recommendation in the finance committee that was a conversation that wasn't bad but that was not my recommendation okay there was a suggestion but it wasn't recommended correct so you but you did suggest

144this i did not that was brought up by the committee and we looked into it and addressed it but i did not yeah no but that was not a recommendation or not anything that would that came from me it was why did this happen and i remember that what can we do about it and at that point that that caused me to make some phone calls to our bond council okay and uh believe it or not our bound council who does this for a living they've never seen anything like this so well and that's an interesting dilemma yeah and it's it's worth noting that dr penske that you did catch that error this year when it was about to happen a second time yes um so i greatly appreciate your diligence there and making sure

145that we know what's going on um so they're recommending that we do that will be good i could think of some people on our committee that will be very happy about that yeah um so why did it i mean so that's a good question so why why why did this happen because uh kendall county in september they sent us a review sheet which had abandoned interest at 36 million we signed off in september and said yep that's what it is and then in march of 2020 when they send us the renewed or the the better estimates um we didn't catch it we signed off and said that we were owed 36 million so kendall county did not catch that we paid off a bond and we did not alert them that we paid off the

146bond so they collected the uh they collected the 36 million without lowering uh lowering that so what's the what's the typical so obviously will and kane caught it or yeah however the so what's the typical procedure for catching this uh what's the typical i don't know um what what typically is the procedure for catching i i guess this since kane and will caught it it's accounting and for me in my office it's sitting down at uh it's sitting down with all three estimates in front of me and checking every number on all 11 accounts plus the bond and interest to make sure they're all the same when i asked kendall county you know we we made a mistake we didn't catch it why did why did you not catch it two and they kind of

147gave the same reason they were going through some staffing changes in their office so people who normally are looking at those numbers and keeping up with those payments there was some transition at the county level and there was transition in our in our own finance department uh in the district so can i ask why we don't just refund the kennel county taxpayers their money back that's what we're doing we're asking to we're not going to collect that from the kendall county taxpayers for this this year bank account right next year for less for less but what she's asking is i mean obviously there are people that have sold their houses i feel like it's kind of a slippery slope at this point would it not be easier to have one go out to all three

148taxing bodies one levy instead of having to try to figure out what to we do we and we will that's what i'm saying is we're going to have the same 33 million levy in all counties and that was the question we're still going to continue to collect 33 from will 33 from kane and then we're asking for 33 from kendall but we're going to say because of the over collection we're going to take 33 minus 1.8 just from one county and our bond council is confident that they have the and they they're actually working directly with the county to make sure that what the county and we do with the levy is uh is going to work so what is it that you want them to do you want them to collect levy the full

149and then write them a check anyways i don't i mean i guess i just why we're taking 1.8 percent less it seems easier to me to just refund them and then just no believe it or not it's not with the way that it works um it's very hard to abate and make sure that those dollars because then the school district has to put all the time energy and effort to write the checks print the checks get the checks delivered make sure that people are collecting as opposed to through the property tax collection process just not collect the money to begin with unfortunately when this was caught it was the 2020 levy and and now it's going to be refunded two years later so and it will i'm glad we'll make the it was very like

150i said it was very complicated ali and this is something our bond council in all of their years have not not seen before um and uh they really feel confident in working with us in working with the kendall county clerk and their own expertise in the office they feel that this is an acceptable solution and it does it does help the taxpayers of kendall county so except the ones that's older staffing shortages are real everywhere yeah so this is what happened thank you all right so what real quick though like who i mean i don't know how else to phrase this but i'm sorry like a small town guy here um so who is it that needs to apologize is it the county is it us is it both i mean i don't have a

151problem saying i'm sorry i think it's bold i think okay to the taxpayers i apologize yeah we apologize and we're making it right we not only do we apologize jared but we've gone the extra step to make it right and to uh help not collect to the amount that we over collected so i just didn't want to speak for everybody else i know where you were going all right thank you everyone but i do appreciate you saying that jared because there has been a lot of online chatter that said look what the school district's doing so i do appreciate that question and that we are just answering the questions very matter-of-factly here anything else there all right okay item 8.6 is an information item at a resolution to transfer money from working cash to capital

152projects for our technology dr pesky yeah thank you um this is for the uh transferring money this is the official step that we have to take to get the debt service extension bond that money that we collected into our working or out of working cash and into the funds to spend and as you know i listed uh on your memo here that we have the ohs roof project that is coming out of debt service extension for 2.2 million dollars we've got the oe and oh boiler and chiller replacements for two million dollars benarsik thompson and the wheatland cooling towers are being worked on for four hundred forty seven thousand we also have a hundred thousand dollars going to the technology department for security cameras and we have a hundred and fifty thousand dollars at oe

153and oh for a mobile radio refresh when we talk about crisis planning and our ability to communicate with people in a crisis the radios have not been replaced for about 10 years and they need some they need to be worked on as well so this action is allowing um from the 18 million dollars that we collected right now uh five million dollars to be transferred to actually spend on these capital projects will this hundred thousand be i'm sorry were you done no yeah go ahead for the just the follow-up question from the security camera question from earlier is this hundred thousand to fix or upgrade the current system or is this a part of the plan that's going to be presented uh to ensure that we know which cameras we're supposed to fix or replace

154or add yeah you know what and and i i i am looking forward to we put together a presentation on the security cameras with uh with our technology background um rather than putting a project in place and then we've actually looked at it and said what does a refresh cycle for the cameras look like so we'll explain what what is the standard model of security surveillance that we have in each school and what that costs and this hundred thousand will bring up the schools that do not have adequate cameras and need cameras in place and then from there we will have the servers and the security that we need at every school and then our conversation will shift to how do we maintain every school and their security cameras to make sure that they're up

155to date and adequate from here on but long story short it's about a hundred thousand dollars a year just to the point of the earlier discussion is i want to make sure that we're considering all of the places in all of the buildings that need cameras and we discussed the talking not only to operations in the uh the technology department but also to the dean's assistants or whomever i'm just concerned that this hundred thousand may not be enough um and i do know that you know with i don't know how old our current technology is but depending on the placement of a camera cameras have wider angles that you can capture now so i just want to ask the question so that we don't spend the hundred thousand and realize that we could have spent

156less even with better technology or or we may need to spend more because we didn't consider xyz and i've been uh i've had conversations with the technology department we've actually had two security audits done by professional security camera companies and they've presented uh some changes in our implementation uh the other because the other thing is and i don't want to get too complicated tonight but the the cameras the cost is the camera the license for the camera to hook it up to the server to monitor and then the warranty on the camera well the camera is now it's to the point where you can buy a 400 camera and pay 50 for the license or and if you need two or three cameras in a location to look down hallways you need three cameras and

157three licenses well now they have dual cameras and they have quad cameras absolutely the quad camera has four lenses you could put it in a hallway but it's only one licensed charge so you can pay a little bit more for a camera but save money on the licensing and have a device that is better able than putting four cameras pointing different directions i agree so we've looked at all of those studies with the available technology and we feel that we've got a really good standard configuration for our schools we have talked to principals we have talked to building engineers and assistant principals we do now need to and we've talked to central office staff and the technology staff the missing link is the dean's assistants and some of the disciplinary actions to make sure that

158the what we have and what we're proposing is the best solution i'm sorry just one other statement just in regards to them because additional addition in addition to that cost is also the uh the computer unit or the storage the amount of storage space that we have because that that that dictates how far we can go back in regards to the footage that we need to see and so i know that that typically adds additional cost so i'm just trying to make sure that everything that we're saying will and that's when i say server that's what rolling in i'm it's the server that manages the cameras but it's also connected the server is a storage system and our um and our i'm not going to say it out loud here but the standard we have

159for saving video the length of time that we keep it before the footage is rewritten okay just wanted to make sure it sounds good sounds like we covered all bases very good i appreciate the insight though you gotta ask some good questions it's almost like you guys have done this before i've done a few times so the 100 000 for school security cameras is k-12 correct for it is for getting all of the schools that are not up to our standard with enough cameras and coverage um to to uh uh be a good solution but like like eugene was just saying we're not just gonna buy cameras and put them up where every other school is we're actually evaluating our current plan and for instance in in one school down a 300 foot long hallway

160we'll have one camera on this end looking down that way and one at the other end looking down this way well instead of doing that we're going to get a dual camera and put it in the middle of the hallway one looking that way and one looking that way so there are different solutions better solutions and we're looking forward to tackling this one and i understand that i just want to make sure every other monetary donation had a designation of where it was going that one didn't so i just wanted to make sure that it we know what we're covering yep and i didn't want to say that out loud we do have a couple schools that need some cameras and uh we'll get yeah and i don't want you i don't want you to

161but it is k-12 all of our buildings get them up to par good anything else on item 8.6 all right item 8.7 is an informational item for resolution to transfer money from working cash to capital projects versus for facility projects kind of sounds like a duplicate of what we just talked about doesn't it it does so let me just ask for forgiveness this one is because this resolution is going to be dated for june 30th last year we already transferred money for a server refresh that had to happen this summer so we took 158 000 of and now is the formal action to have the board recognize that we have spent that money on the server refresh for the data center uh i don't i don't know if you're aware but we underwent a change

162in internet service providers from uh either att or comcast i forget who we had where now we're on a solution with metronet which is saving us some money well in that implementation we we needed some equipment for the the setup so this was done um last year june 30th and we are bringing that resolution to the board today questions on that one all right item 8.9 as you can uh wait did you skip it 8.8 cell phone 8.8 there we go there's a discussion on our district cell phone policy as you all know we have a policy at the junior high that allows cell phone use before and after school and at the discretion of the teacher while in the classroom at the high school we do not women's cell phone use in the hallways

163and lunchrooms and it's at the discretion of the teacher in the classroom i provided the board with some input from conversations with the high school administrators last week this item has been added at the request of a board member to have a conversation on this topic so i open up the floor so that we may get engaged in dialogue who would like to start since i requested it i will start one of the concerns that i have on here is one making sure that we're highlighting right before the school starts just the dramatic decrease in the quality of the educational environment that was experienced last year at the junior high and the high school because of cell phone use particularly at the high school where we don't have a policy beyond what this one line

164says um and at the junior high there they were experiencing a lot more disruption to the environment based on cell phones even though we do have a policy for it so one um one of the things that i would like to ask my fellow board members about is do we want to does anyone else want to i would like to consider having a similar policy at the high school that we have at the junior high level i i would like to also highlight what can we do to encourage our families in our community to remind their children that it's not okay to be on your phone in class we heard you know students talking throughout last year and we hear them other times talking about oh yeah well you know in class everyone's usually just

165on their phones unless it's a really interesting discussion they shouldn't be on their phones in class um we're also seeing that with disciplinary issues and students on their phones it's sometimes impeding the staff members from being able to reduce the safe or to reduce any situations that occur that are detriment to student safety so does anyone else have any interest in addressing any changes to this policy if so i'm curious what you think but i would like to my request would be that we consider making the high school cell phone mobile phone policy the same as the junior high my initial thought is that there should be additional responsibility at the high school level than the junior high level so to make it the same um i'm trying to read it at the same time

166so please forgive me for processing but that's my initial thing my initial thought my second thought is i think you're right it is the responsibility of the parent but of course when the kids are outside of their preview but my only concern is that i think we have to in high school is really right before the kids transition into um i'll say the world and the workplace i think that we the i don't think the policy can be the same as junior high because i think that we have to teach them how to function outside of the classroom in the real world but i do want to give some consideration i mean you just made a statement that i hadn't thought about or considered that it may be disruptive to the learning environment from the

167teacher's perspective and it sounds like from what you're hearing they need additional support in in helping them in doing that but i think that whatever we consider should also consider the fact that students have to be held accountable or have the responsibility and we should help them in how how to do that outside of the classroom or you know as they graduate versus making it the same as junior high mike i'm going to answer with a question which is what feedback have we gathered up to this point from our stakeholders in the high school i i have had conversations with probably two dozen staff members and various job responsibilities in our two different high school buildings all of which have requested strongly please please please help us the cell phone thing is a big problem

168so the but the last thing i would add to that is that i think that we i wish our student ambassadors were seated here yeah uh because i think we i think this is one of those topics where student voice would be very advantageous i would like to hear from faith and heather so we did discuss this back in january and february with just high school administrators and part of the student services piece because it is you know as we talked about how do we help students not be on their phones all the time not only for classroom instruction and management but also just taking a break from screen time and the thoughts at that point were that we needed to educate our students on that that we needed to help our student our staff

169have things just like we use a stoplight sometimes of green is okay to be kind of on your device right now because there's downtime yellow it's kind of your choice you can manage it and red ah you know that that's not what's supposed to be in is i walked into oe today you probably even saw some of those stoplight posters and things that are up so you know really helping the staff know that they are capable of saying that um and i know it isn't quite the same but you even have students that are really into a book and reading a book and some other thing that has nothing to do with what's going on in math class and you have to say reading is really good but not right now you know like we're

170used to helping students manage their attention and their um those pieces so we did talk through this and decided not to have a high school piece on that but it only was at the admin and student services level i do know that there was a conversation held uh just recently and i know dr sparlin was having some of that so i don't know if heather or dr sprawling you wanted to add nothing else more than i spoke with all the administration on friday and uh we had this discussion and just really what faith just says is they'd like to focus on being educational rather than restrictive and uh prefer to focus on responsible youth self man self management and regulation and they've also you know i i i believe i put it in a weekly

171update but they have the um the matrix matrices um on student behavior that they've just that they've just put together this uh year in regards to student expectations whether it be you know and cell phones and and devices are part of that or what you know what the proper behavior is in classrooms for different different aspects of the school um you know it's all over the school and they're getting ready to roll it out this year at the high school level and i think i think if done well i think that can make a big difference in some of the conversation we're having now so i thank you for those conversations continuing to be had i'd like to see those expand to be talking with staff members that are in classrooms students assistants deans people

172that are kind of boots on the ground every day with this in passing periods and in classrooms to see what impact that has okay well we've got two right here can we hear from earlier well but they're not in yeah you're in a high school right well well but i will give you a teacher perspective in the regards that if you got 24 teachers that are going straight to a board member i have different concerns like to be brutally honest with you i mean i like i i don't know where to go with that like if you're really talking about your teachers they're staff members i'm not gonna differentiate you but if i got 24 staff members it sounds like they don't feel like they're being heard okay well i mean that would be my

173conclusion what is yours can i provide i don't know i don't have enough context right you and ally sure i i mean uh oh you wanna go first for me like for instance we have one to one devices and sometimes uh students forget them sometimes they're not charged um sometimes i have a double period and you know what if a student wants to and we have a passing period and they don't go anywhere during a past during um i'm thinking of all the times where a student gets the device out right as a high schooler and like am i gonna fight them on that like am i gonna tell them i'm sorry um today's the day where i'm gonna like get into it with you because your device doesn't work or you didn't bring your

174device or i'm talking about this now not not the not the phone or it's not charged um yeah they have to have some responsibility 100 on the other hand i'm also dealing with students who um have jobs in which companies are taking advantage of them and working them past hours that legally they aren't supposed to i'm also dealing with students who have uh situations where sometimes they can't go home at night for various reasons i'm also dealing with students who uh sometimes um have a lot of other issues that are going on so you know what um yeah charging their chromebook didn't cross their mind okay and so you know what yeah they have their phone and and they come up to me and they do the responsible thing and say hey you know what

175mr plogger i'm sorry um i don't have my device but can i follow along on my cell phone now do i go check on them of course i do and are they perfect probably not but you know what they're paying more attention than if i tell them no you know i'm going to be i'm going to be a hard ass today sorry for the language but i'm just keeping it real um and so there are scenarios where yeah i would say leave it to the teacher um are there situations where there are students who are absolutely abusing those situations yes they exist i mean i'm gonna be sitting here lying if i said otherwise um do i as as someone who spent 13 12 13 years in a middle school um classroom are there things

176that i would find not acceptable that i find okay in a high school classroom yes there is a difference there's 100 difference um i i but yeah you're right i'm not in this school i'm not in ohs i'm not going to pretend to be i'm all i also know that last year is very difficult to judge by because it was very difficult just in general it was it was a nightmare for for many people like on a whole lot of levels and i'm sure this was one of them i'll defer to you that all of that is true all of it but in addition to that you also have kids who are addicted to their phones now yes and did not help any of that no it did not um you have adults i and

177i will tell you that i i hear myself included when something bings you look at it right so i think and i've also been on the side of no cell phones in classes and here's first we're gonna call your mom then we're gonna give an attention then we're gonna give you five detentions that we're going to give you out of school and at some points you can't it i think when we talk about getting rid of the changing the dress code policy this is going to come full circle and it's going to come full circle back to let teachers decide what works for them in their classroom what works for me in my classroom is put your cell phone down on the table don't have it under the table don't have it in your pocket

178put it on the table and when i allow you time to work you may listen to your music or you may use it for whatever some kids need calculators not every kid can buy a 130 calculator but you can download the app for five bucks yeah do you know what i mean i i just i am going to be honest with you i even struggle with the junior high policy and where i struggle with the junior high policy is a those kids are also addicted probably more than the high schoolers maybe not but in my own opinion probably more and they used to some of the schools would allow them oh if you guys were all good at lunch then on fridays you could use your cell phones in the in the lunchroom and it

179was kind of a perk which is great but you also have junior high kids who are you know like now we have assigned seatings at lunch tables and now we haven't granted it's probably not every school i only know about the junior high my kids want to right i mean and they're having some issues in the in the cafeteria because you're sitting kids down in an assigned seat where they don't want to be where they can't talk to their friends and it's the only time of the day they can talk to their friends because they've just come out of a grade school where they have recess but now you're telling me i can't talk to anybody oh no oh by the way now i've got to go back to class an hour later and sit

180in a class where i can't talk to anybody what i mean so i think i think that you should a ask your teachers first how they feel about it i think b you should let those teachers be responsible and listen you're going to have kids who are just going to be on their phones and i will tell you that probably secondary to the phones or the earbuds and now the kids with the long hair who you can't see the earbuds right or they're wearing a hat or a scarf or their hoodies pulled up or whatever and there's a hundred things and you know what 10 years from now you're going to have a totally different conversation on something totally different so you can only control your 20 feet so control which you can control well

181but if this is as you said becoming an addiction with students and with even some adults and covet exacerbated it and we we argue that in in a school setting we act as the parental controls and we do need kids to take responsibility but if it's an addiction and if we're saying that cell phone use has become something of an addiction to the youth in our community i think we owe it to them and to everyone to talk about the fact that this is actually a real problem that we might need to be looking further at which is why we need to have these conversations i agree i think the conversation is so critical i think what faith said was to take it or dr sparlin to take an educational choice i think that a

182they're here to stay right they're not going away and i think the a lot of curriculum we teach now doesn't take that into into account and so how can our administrators and directors look at it and say here's what we need to teach there's i've read two very powerful books of what it has done to the brains of our students and it is frightening but it's not going to go away i also think that if we make a policy there's a district level policy we are really unempowering our teachers and i think we should be doing the up and i'm one voice but i really would like to flip and do the opposite they have to create the relationships in their classrooms with their students and it's really incumbent upon them to create what they

183want those rules and expectations to be in their classroom culture the flip side of that is is that a lot of teachers that i've spoken to over the last year or so are really struggling when they don't feel like consequences are followed through by the administration and so they say why even fight it because nobody's gonna back me up and i'm just the bad guy and i'm not nobody is pointing fingers our teachers and administrators are juggling more than was ever expected of them and so if we say that we're still gonna have teachers that are like i'm gonna do it anyway and and that we have to that they're the expert they're the they're they're creating the culture in their classroom that is the most important thing and i'm pretty sure if i was

184in ali's class i'd be a little nervous to get out my cell phone if i was working through uh you know some some stuff so i think let's let the teachers do it and find out what can we do from an education standpoint in our classroom or what do we call those our community cafes and teach our parents let's let me show you the data behind let's show you the data behind what is happening to our students brains because we're going to have a lot of parents that are like well my kid is going to have a cell phone at school i'm one of them because of a variety of family things does he know the rules that it stays in his backpack all day and he doesn't get to turn it on until he

185gets off school property yes but there are parents who are going to say my kid is going to have a cell phone so i think there's just so many factors and we have to rely and trust our teachers so i don't know if you've given any input i think you two are the only ones i haven't heard anything from yeah my input um just intuitively i don't like the idea of restricting it um and i think jennifer probably just made the case that i would um lean to is and and the teachers here um set it off what do you mean by that no i mean it's just um like i said intuitively my i don't like to create restrictions right because you have to enforce them yeah and then you know i we heard

186from faith we heard from jared we were from ali we heard from jen um i don't to me it's it's the the pluses um what would be the point what would be the pluses of of having students not using cell phones in the classroom when it's becoming a distraction to the educational environment what would the pluses be to not to not having them okay but realizing but any distractions all the right books are also a distraction right well and that's the thing the reason that we had had this policy in place initially had been because we didn't have chromebooks and one-to-one technology and so students needed to especially at the high school level like you said get that five dollar app for the calculator we don't have that limitation now so if it's about responsibility

187then i'm concerned that we're not teaching responsibility in the classroom because this is a problem and this is an addiction and this is hurting our kids and if we're trying to do what's in the best interest of kids how do we do that with cell phones so is this something that the student advisory committee could take on i think that could be one aspect of it you know as i mentioned from the administrators i would like to give them the opportunity to you know teach the responsible uh self-management regulation types of things that they that they talk about we already do the teachers do have discretion just as you said if it's if you know if they don't want the cell phones in they tell them to put them the way and and and they

188put them away and somehow and some don't um i think everybody has a good art i think everybody makes a good case on this but i would um at this point in time right now wasn't like to listen to what the high school administration shared with us on friday and let them address this as an educational way rather than restrictive at the same time we could gather more information from some of the other stakeholder groups to see where they sit so if we were to make a choice or decision or a change that would be based on okay we tried this this isn't this doesn't seem to be working but we've also heard from the student ambassadors and maybe some parent the parents as well as a more of a large group can i i

189agree with with what you're saying dr sparlin i think that my concern here is that we are starting a school year the cell phones are coming back with all of the kids that have them which is i don't even know what percentage at this point i could guess but i was gonna serve for probably virtually 9800 right well but i mean we have kindergarteners and preschoolers they probably don't have phones right some of them do some of them don't so yeah it's hard to say but but the reality is this is this is a topic that i i don't want to lose sight of um this is a this is a concern in the educational environment can i give you another concern is my concern is we're going to sit up here and talk about

190it as administrators that's right and we're not going to ask our teachers and we're going to talk about it as a board but who's going to do the actual work is the teachers yes who really should be spending more time creating a culture in their classroom and less time having more stuff put on them police totally agree with with that concept too i'm not even talking about just policing policy i'm talking about now you want me to in addition to teaching physics now you want me to teach how to use this help when and when not to use your cell phone and i totally agree with you i think there needs to be some actionable items that the administration can give us saying we've gotten input from parents and our student advisory board our teachers

191and our administration if i just want to i just want to ask a question if we were to put this policy in place the only way it could actually work is if everybody agrees to it and upholds it and i just don't know that we will get that you don't even get that with a tardy policy well i mean you don't get that with any policy that's the reality is the the purpose of a policy is limited but but the reality is at some point something with this is not addressing the needs of our student to create a learning environment so either yep we're giving choices to teachers and for a variety of reasons perhaps they're not feeling that they're empowered to make that decision to say no um but but this is a problem

192this is not something that will go away dr kincade you've been in that this was your former your former life before this what are your what are your thoughts yeah so as faith did mention we started this discussion early last winter it did come up from primarily one high school but both high schools have some concern we did start sending out information to parents and families regarding some of the research with cell phones just to expand that informational knowledge to put some just information newer information in the hands of our parents and families i would agree then from that perspective both high schools worked with their behavior matrix which is rolling out in the fall to focus on the use of cell phones in the educational environment and working with the teachers about different strategies

193of how cell phone usage in the classroom can look to meet their needs because even look thinking across our departments the potential utilization of cell phones could look very different in one content area versus another so i think the work being done now is as dr brown said the signage the awareness campaign the focus of what is appropriate use of cell phones so i think um we even have some spaces that we started last year where we don't have cell phones um and you know for example um the zen den that is considered here at oe in order to access that students have to hand in their cell phone so there are spaces where cell phones are restricted based on the specific activity and that is some of the movement that's gone over the last

194couple months but it's a coupling of awareness proper utilization and then having those discussions about how to use it but to mr gatewood's point the transition from student to in the real world is is was a focal point of last week's discussion of really preparing them to transition out of high school and what does it look like in the work environment so those are some of the things that's been discussed the last couple of months of high school can we can we work with teresa and you to potentially start like giving that information earlier versus high school so we're getting parents to understand the issues sooner i don't know well my request would be one um can we please communicate just that part out because that's a piece that our community isn't really aware of

195what has changed between last spring and over the summer and i've seen some of the sign changes over the summer arguably i'm in a high school building more than most parents or community members but um this is this is a problem anyway and these are the things that are currently being done we might not need a policy change on this what what i am seeing is some process changes and some actual education that's being done i want to make sure that we're also communicating out to our community though the the important piece that they have to play or the part that they have to play excuse me i mean you can set phone limits on your own kids phone too right um so can we communicate out what would be if what would you like

196to see parents doing to help their kids strive for success in the classroom with regards to cell phones do we have advice on that that we can give to our families even just to send out hey by the way consider you might want to set a bedtime for your kid on their phone so that they sleep is there anything like that we can put out anyone well i'm sure i'm sure there is thanks so what's the consensus you know in the education community phone policy we haven't asked them all no i mean for for our problem we don't need a change in the policy we need some education i'm saying in the in the literature you know research yeah is there a consensus or i think the research is still so new i mean i

197don't i don't know i mean i have been doing a lot of research on it but i think that it's it's you don't know it's still something it's only 10 years out well i was just saying the consensus on the policy there's some research yeah what's the policy says for the first five minutes of class you should let kids use their phone and then put it away yeah so that they get kind of that whole yeah they get their cell phone fixed and that's not okay i'll tell you right now but i would say when i heard you speak i was like well we need a lot more allies to just communicate with some of their peers about how it's done because it sounds like you have a handle on it in your but listen

198i've also been teaching for 22 years and like cell phones when i cell phone yeah i mean this has been like a whole progression of things right like i mean there's uh clearly people talk to their peers all the time right we don't always agree and realize too that how these young kids view their phones and their classroom is much different how i view my in my classroom like i'm you know i'm not 20 anymore i'm not i'm not 22 i don't want to be the cool teacher like i'm your mom get it done you know what i mean so there's a big difference between how this whole generation has come up i mean that you know they when at five years old they had ipads teaching them colors i mean we watched romper room

199in the bozo show but you know ours wasn't interactive there's i mean they've grown up on all this so how they see technology that's why when i say when you start talking to administrators hey guess what all those administrators are like my age and we're all coming through like we went through high school with no cell phones maybe not jared i went through high school and they came out after i graduated no i didn't pretty sure there's no cell towers out there there might still not be any cell towers out there i appreciate the conversation i appreciate you putting this on the agenda for us to talk about um and i'll look forward to seeing what other things you come up with and i'd ask that you talk with more of our stakeholders because i

200shouldn't be the first person they call or even the second or the third or the fourth they i want to make sure that we're making our staff members aware of the options that they have in their own classrooms and in their own hallways and in their own wherevers i mean people people talk to me people talk to all of us but 24 that is well i didn't say 24 i said probably like a couple dozen so probably like i'm not gonna give you a number buddy what what what 24 is a couple dozen yeah i do probably like all right we need to move on hey can i make a motion to move hold on i gotta get my glasses on table can i make a motion of table eight point nine to some other
