001have a roll call please mr cyrone here mr oil here mr gatewood president miss johnson present mr plogger present ms simultan present miss swanson president pledge of allegiance of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all 4.1 public comment on behalf of the board of education i would like to thank the public for attending tonight's meeting we value the feedback we receive from our residents and encourage everyone to take an active interest in their public school system residents interested in speaking to the board this evening are asked to have completed a comment card and presented it to the secretary to the board when the secretary calls your name i ask that you come to the microphone state your name for the public record
002and provide your feedback please note that comments are limited to five minutes per person and that no discussion of personnel matters or responses to questions are permitted the board does not participate in discussion during public comment follow-up to your questions or concerns will be addressed by administration through the contact information provided on the comment card thank you david edelman good evening and thank you for letting me speak at the d308 school board meeting my name is david edelman a lifelong resident of oswego i am here to discuss the awful meeting that took place on june 14th at the village of oswego committee of the whole meeting where dr sparlin spoke in a professional manner to the oswego village board sadly a highly unprofessional response was what he received back from the village board and president
003the conversation that lasted for almost an hour opened many questions and concerns by the village board and president that now must be clarified by the community i ask these questions as a taxpayer and a concerned citizen first oswego village parlier indicated that he meets often or frequently with the school district in the june 14 meeting who does mr parliar meet frequently what is discussed are there minutes and notes taken at these meetings and who all attends these meetings from the village in the school district it is my understanding that mr parlier is also an employee of the school district what is the village president meeting with the school district and not the village administrator meeting with the school administrator or superintendent if that is the case is this not a conflict of interest second during
004the june 14 meeting there were statements made about impact fees that are paid from the village to the school district there was a statement made by oswego trustee tom gust if the school district will not answer the call and make this happen we need to financially help do it additionally in the village meeting memo on june 14th by oswego village employee rod zinner he indicated that the school impact fees could be used to pay for the parking lot the issue in question that evening is this not a conflict of interest for one taxing body to attempt to tell another who especially has influence over impact fees paid to the school district and what would prevent them from doing this in the future with other taxing bodies is it ethical to make such statements that can
005be taken as a threat of using funds that are strictly meant to be appropriated through a budgeting process and votes by you the school board lastly and most importantly now that a dispute has clearly exist between the school district and the village as brought out by the village board and president not the school district in the june 14th meeting how does it work when the same law firm that represents the village of oswego and the school district resolves this issue and any others is this not a clear-cut conflict of interest furthermore how does it work when in the intergovernmental agreement that was signed in november of 2019 the same law firm represented at that time four out of the six taxing bodies on the same agreement in the school district the oswego village the fire
006district and the oswego township how do issues get resolved under such circumstances how do we as taxpayers know that the best interest of each taxing body is being defended and resolved accordingly how does each taxing body hire their law firms hold them accountable review them and most of all avoid conflicts of interest which i believe we clearly have today these questions must be answered by all local taxing bodies who signed this intergovernmental agreement back in november 2019. let me be clear the village of oswego proved to you all that they're not your friends the village of oswego is attempting to bully the school district into an issue and it won't stop until somebody stands up and represents you accordingly in my 31 years of business i have never been in a situation where the same
007legal representative is representing both sides of an argument i've asked people in law in business and finance and nobody can give me one good reason why such a situation would exist this is something that this is long overdue that this community must reconcile in order to move forward accordingly i thank you one other last point i wanted to make i think it is highly misleading of what the media has also reported on this issue to say that money exists on this issue to pay for this parking lot we all know we have tens of millions of dollars of capital projects rooks air conditionings furnaces and oh by the way academic programming it is completely disingenuous for people to insinuate that money is laying around the corner to pay for something that another taxing body is
008trying to pressure you all and to resolve i hope this can be resolved i wouldn't be happy if i lived in that neighborhood either but there are many issues here that i believe that the village board brought out that are conflicts of interest that this community must resolve tonight on your own agenda you have an ambulance service agreement with the oswego fire department who represents the fire department and who represents the school district same law firm how can that be how can that be i thank you all for your time as you all know i wholeheartedly support you and i appreciate everything that you've done in these last three years i run a company of 19 people and it's been the toughest three years of my life i can't imagine what it's like to be
009responsible for thousands of kids a thousand employees and uh through this pandemic so i appreciate everything you've done i know you've put up with a lot of a lot of difficult situations and i truly am sorry for that so my heart is always with this place and um i thank you for your time thank you for your time kayla markford one second i had to write it down i've been part of the district for a long time but this is the first time i've actually spoken at a school board meeting so please be patient with me oh i admit through 20 seconds away okay um i understand tonight that there is going to be discussion on restructuring the committees that are facilitated by the school board i'm thankful to be serving on the finance and
010facilities committee i've been so for the last three years uh what i would like to ask is to have a seat at the table for this discussion and i know that my fellow committee members would appreciate being involved as well many of us applied specifically to the committees we sit on because we bring with us a particular expertise i'm afraid that if we consolidate three committees into one we will be faced with a group triple the size with a third of the time to discuss any one of the many topics that span finance policy equity and teaching and learning i'm also afraid that if this decision is presented to our committee members without warning and i'm not saying that this is what's i just know it's on the agenda but if a decision is made
011we will likely lose members who will take with them knowledge and experience personally being on the finance and facility committee for me serves a dual role i get to bring a set of fresh eyes to our budget and our facility discussions and i get to learn the history of our decision making as well as the current status of affairs i would just ask you to consider that our current committee structure serves as an excellent place for those of us who want to serve and learn as we increase our commitments to sd 308 if there is no intent to lose transparency or restrict community involvement i think it would be wise to involve the community members currently serving in the roles you wish to make changes to you have trusted us over these years to advise
012on district issues my only request is that you continue to trust us to be part of this decision as well be it smaller committee sizes or adding a general community committee to our current structure i can see our groups being able to come up with some compromise so that we can still maintain our level of involvement and the board be able to achieve its goals for this district and that's all i have to say thank you very much okay thank you 5.1 board member comments who would like to go i can start off um you know i will kind of address that um we we've had um mr desanto come into this board room before in the past and uh you know i don't want to be presumptuous here but believe he's been treated with
013the utmost respect every time that he's entered our board room uh somebody could correct me if i'm wrong but uh anytime that he's come in here it's been appreciated um and we've also had alderman bug come in here and speak and it's been appreciated we've had other officials come in here and speak um i wasn't on the board at the time but i even saw representative batnick come in here um and tragically uh was um treated not nicely but it wasn't from the board and i know the board certainly appreciated his presence and his attempts to try and explain state versus local um very disappointed to see [Music] dr sparlin uh um i'll i'll say it you know somebody has to so i apologize apologize on behalf of the community it's not how you should
014be treated it's not how anybody should be treated and uh um so somebody has to do it so i'll do it i apologize on behalf of this community um and if um if mr de santo ever came in here and was treated the way you were than shame on us shame on anybody who represents anything for um you know and and uh how we are supposed to model um asking tough questions that's it's not a problem or what have you but um you know that was crossed the line for sure um and of course you know i was i was there and um i hung around and no nobody came to speak to me but that's okay uh that comes with my turret me being me but um i apologize on behalf of the community
015i'll go uh so um i too will comment uh just because during that meeting with uh where dr sparling was at the village of oswego um multiple people stated that they didn't know the position of the rest of the people on the board so i wanted to make sure that i communicated my position in regards to the concerns of our students parking in prescott meals and so firstly of course safety is always the of the utmost important and so when i see videos of students speeding through the residence and the subdivisions driving on the lawns of the residents almost crashing into their homes it's it's very concerning when you see students going up to the residents doorbells ringing their doorbells and you know verbally fussing them out it's just absolutely unacceptable and speaking for me
016you know not not the school board but as a parent if if my child would have done any of those things that i saw in that video um and and please know that my son was and you know my kids were not there um don't even have driver's license until recently but i assure you that i as the parent would take full responsibility for the conduct of my child on or off school property we as a school district provide transportation and make it available for all of our students but the parents get to decide how their kids get to and from school so when you think about our district and think about our school of roughly half of our students at oswego east which is roughly 1300 or more are eligible for a driver's license
017so we currently have approximately a thousand parking spaces for students and staff so if we did add a new lot and that had the capacity of roughly 80 more spots that means we still would have roughly 200 students who could still drive to school which means the 80 spaces that we would provide would not be a remedy for what's being proposed however a combination of additional parking restrictions continue communications with the students and the parents especially in light of the videos and then a dish eventually and when possible the 80 additional spaces that also could help so for me in closing you think about the recommendation so as a school board of course we're accountable and we are absolutely accountable to all 18 000 students within this district therefore we have to be accountable we
018have to account for and have a plan with all of those students in mind and so as you'll hear later in this meeting we have a comprehensive facilities plan that we were that we will review and the parking lot was approximately what two hundred thousand two hundred thousand dollars uh that we needed for that parking lot however the priority in which that gets done for us and i'll speak for me i can't say as i'll say speak for me must be considered in the larger plan that as we are addressing and prioritizing all the facility facilities needs for all 23.23 buildings not just one so as for me the decisions that we make it's not that i felt like any of us have ever said that we would not do what we needed to do
019to address it is just that we have to make sure that based on our budget priority the needs boilers and chillers and all of those other things that we have to consider we just have to consider that and once we consider that and we prioritize when we're able to do it then we will absolutely make that a priority and that's my perspective anybody else okay 5.2 board committee reports finance and facilities committee you we did meet we started this year meeting over the summer because we realized and some members of our committee had brought to our attention that a lot happens on a school budget over the summer because this is when a lot of the budgeting work happens so when you end in may and then you come back in august you've missed a
020big chunk of the story which we noticed last year particularly when the five-year projections had shifted pretty dramatically between the last meeting and the next one so at this meeting we discussed again the budget process dr kretsky gave us an update on that um we looked at some new five-year projections we again went over why it's really important in our district to look at the the zero increase in ebf and the zero increase in tax levy projections in our community because of our history and then we also as as eugene just alluded to took a look at our 308 maintenance plan update um which is a pretty it's a pretty hefty list um which i know we're going to go over tonight later so i'm not going to talk about that now um i do
021want to say one of the really great conversations and i'm actually going to give credit to our our committee member that's sitting here because she brought it up that you know one of the big struggles we've always had with finance is that it's very very dry it's very very hard to understand if you don't like to understand this kind of things and even if you do it's still you know there it's there's a narrative mixed in with the numbers that sometimes is unreal um and what she had appreciated was that in this committee we'd have the opportunity to discuss not only the numbers but how to make that more communicate more easily understood by our community which is something that i know we've struggled with in the 10 years since 2012 when these committees have
022started is how do we effectively communicate to non-finance people the complexity of the finances which as we know it's very hard even for other agencies to understand school finance sometimes so um i wanted to give her a shout out because she brought to the the forefront that we do want to be focusing on this in the committee of finance is how not necessarily just where are we at for finances but how do we communicate this like how do we change the narrative what steps can we take to try to start making this more word problem than number problem so i really appreciated that we talked about property tax levies and things as well um and we're looking forward to seeing some of this next stuff that we're going to talk about here and then there
023next month great yes okay thank you very much 5.3 superintendents report well good evening board tonight we have a long agenda so i'm going to keep my comments relatively short this is the time of the year where we are working to fill our open positions for the upcoming school year and tonight my comments will be focused on recruitment and retention so as you can see from this evening's personnel report and items 8.7 8.8 the principals and the district administrators have been very busy interviewing staff for the upcoming year we have engaged in a number of ways to promote our open positions our summer hiring campaign includes many visible elements throughout the community at the school buildings we have different things that such as yard signs window clink stickers at entrances of our facilities large banners
024on buses that are strategically placed throughout the school school district and the visible areas at prairie fest parade small handouts with a qr code through the hiring page were distributed along with a banner that we led the parade with that said you know we're hiring join us and all that all that good information um our ad in the in the booklet for the parade also included information on hiring so in addition to these items we're running social media campaigns digital ads and utilizing our own website to uh for the to market the openings and we have four additional uh open interview dates that have been added and those dates are july 13th july 27th august 3rd and august 9th from 4 o'clock to 6 30 p.m those are the dates that have been selected we'll
025continue to focus on our our communication channels to on recruitment and our hiring efforts and to this point we have seen increases in our in the traffic to our pages and increased applications so if you know anyone who likes to work with kids and wants to work in a school district and make a difference in their community please share the open positions that we have for them because chances are we may have a position open as we try to become fully staffed for the 22-23 school year that's my report for this evening thank you thank you very much 6.1 consent agenda are there any questions on the consent agenda can i have a motion to approve the consent agenda please i make a motion good go ahead i make a motion to approve all items
026under consent including 6.1 minutes from the board of education meeting on june 6 2022 open and closed session minutes from the special closed session meeting on june 16th 2022 minutes from the board of education workshop on june 18th open and closed session and 6.2 to acknowledge the foia request received by the district second miss doyle aye ms swanson aye mr sirone aye ms simonton aye mr gatewood aye ms johnson aye mr ploger aye motion passes 7-0 item 7.1 is financial statements does the board have any questions in regards to what to what has been presented this evening item 7.2 7.2 was an informational report in regards to our contract with aramark dr pesky all right i think since we were talking about their contract we figured we'd call our airmark staff in so we've got
027mary jo who's our regional representative and patty alexicos who is works as our on-site uh director of food services in addition to these two they've got jessica who is our our dr dietitian registered dietitian i always want to call her the nutritionist she's not a nutritionist she is a dietitian and then also stephanie who also works as our kind of uh manager of operations with the food program as well so uh what we're bringing to you today is our food service contract renewal uh we go out to rfp for food service every five years uh the last time we did that was july 2019 so we will be going out to do an rfp in the fall of 2024 so this is not that contract renewal this is just an update on the next newest
028contract and typically what we do is we bring the board of education a contract which we've negotiated is an increase in cpi but this year we had a little bit different uh different option available to us which mary jo and patty brought to my attention so they came down instead of just sending me a letter saying that they want to consider a non-renewal of the food service contract they came and explained what this letter meant and what that what that allowed us to do is through the illinois state board of education actually uh not renew this contract based on cpi but enter into an emergency provisional contract which allowed us access to additional financial funding to put towards the to put towards our food service program so we're really excited to do that i really
029appreciate the insight that these two ladies uh provided me on the food service contract and it's also with that contract as well we're going to be looking at um at increasing our staffing i know that patty and jessica and stephanie were and mary jo herself was in our district helping to prepare and serve meals and to get that delivered to the right places so they've done a lot of work this year behind the scenes as well we've had quite a few procurement issues so i just want to say thank you very much and see if the board had any questions uh specifically about this contract um that we're renewing i do not this this does make sense um i just wanted to say thank you for all the extra steps that you'd gone through for
030the last few years because it's been quite a feat to completely change around how we do school breakfast and lunch to provide not only for the normal amount of students you would have but for every single student that's enrolled in our district to have both meals and yes the choices are more limited but everybody has a chance um so i just wanted to say thank you for working with us through this time because it's it's been something that has really made a difference in our students lives thank you appreciate that we thank you for your partnership as well as it's been a it's been a little bit of a voyage this year also an ice cream line would be great the la carte menu is this board have any other questions in regards to item
0317.2 you know i was just specifics you know like um or going into an emergency contract um allows us for reimbursing opportunities um what is that going to relate to yeah so what would have been cpi for example yeah you know and actually i i could put mary jo on the spot but she taught me that the supply chain funds uh it's an anticipated 340 000 that we would qualify for because of food chain supply issues that we've been running into and i also forgot to mention the other thing is there's also a federal keep the kids fed act which was passed which will also allow us to have additional reimbursement so currently i forget the exact number was it like 3.66 cents reimbursement levels for the supply chain funds and there's it's no secret
032supply chain has been a bit of a challenge this year so the supply chain funds gives access to the district and what we've asked for is is it increased rate so as to cover the cost that we've had for that as well as for minimum wage increase which we'll go through so in the one the the keep the kids fed act what we're really excited about that is you know we're going from the seamless summer option where all kids could eat free to we're now going back to the national school lunch program yes to have the families come back and say well wait a minute we're going back to national school lunch but now you're charging us this much more for lunches we're actually able to maintain our normal lunch rates but get reimbursed at
033a higher rate so at least this first year we can charge the rates that are more equal to what they were before covid and then now cpi kicking in will give us that room to grow so and again options i would not have been aware of if it weren't for mary jo and patty keeping me informed on uh what's happening in the food service world so thank you i think i think that's worth saying again loudly that there is no more free lunch for all students there is for those who qualify and yeah well i mean yeah so through the there are four free students and those who qualify and and some other options but it is the national school lunch program not the seamless summer so start putting some money on those push coin
034accounts yes yes push coins i think i still have some from you before you i probably could probably do too yeah um and that and so all those benefits are a result of uh this is the culmination yeah isn't that funny if she has sent me this note i've been what are you breaking up with me but she explained it that you know we need to do this non-renewal to show that we are going to pursue an emergency contract really to explain what that meant not only with the funding but with the staffing additions as well so so come 2024 will we still be we will emergency scenario no i'm i'm thinking i'm thinking it's a one year and then we'll go back to national school lunch based on cpi could be wrong but um
035you know it's something we've yet to see i was going to ask what when under what conditions would this continue but it would be you know a yeah of it is because like mary jo said because of the supply chain issues so it will be interesting to find out do the supply chain issues clarify themselves get better if they do then we will be back to more normal but if they don't then perhaps there will be some more thought about what is the impact on these supply chain issues to schools and what the federal government is able to do to support that at the state level as well and then the reimbursement rate would also revert back yeah right the thing that you'll see our menu is already updated and online uh as to our
036intention for this year so we have that double crossed fingers to make sure that supply chain will carry that through jessica's and patty has spent endless hours in crafting a menu that allows us to bring back that all-cart menu as well to prepare for the um not having a complete free lunch free breakfast i don't know if you all can feel that but my son is hugging you right now yes i was gonna say they're all so happy they get more food yes remember the student ids and the push coins totally worth it yeah just to yeah to further that you know when dr sparlin said that we're hiring it's everything right yes we have ads also on the districts on the food service website page we do have qr codes on the vans for
037air mark we have the vehicle stickers with our qr code as well so we're advertising so those people who are stay-at-home moms it's a great thing to do when you drop your kids off at school you can come into a building you know help serve food bring a smile to a child's face during the day there's a little down time and make a career out of it just to clarify if if someone who lived in our school district wanted to apply for a job with aramark they'd be working in one of our schools it wouldn't just be a random school district it would be ours yeah good question we just took we just actually met with the recruiter this morning and we're going to do some radio ads some spots anything that we can to
038attract we're going to the junior colleges so that we can take culinarians who want to do internships we accept dietetic interns as well into the district i'm real proud of the team on staff i hope it only hopes that we can find more folks we have a dietetic intern starting in um october she'll be here october through november right so clearly this is probably not going to work but i wonder if you could take culinary students from our buildings i would love to if we can work it out yeah the criterion with respect to bringing a student in is the liability side of it right but we would absolutely want to pay them and include them yeah oh that's an opportunity for students as a career path too yeah college of dupage was a place
039that we would source students to come through so absolutely i'd be interested intrigued with that something for pet skin dog questions i was going to say now that when the next new year starts instead of patty if she doesn't have to serve lunches and cook lunches and deliver them we can actually meet with department heads and talk about opportunities for some uh student opportunities absolutely we appreciate your patience with the process yes thank you all very much we appreciate it all right mayor joe thank you patty thank you thank you item 7.3 is an informational report in regards to where we're at with the oe and ohs track bids dr pesky right um so uh rob and i have been working on the the oe track i'll let him kind of start where we are
040in the process and uh we'll take any questions that you might have about where we where we were where we are all right thank you and tonight for the board's consideration we have the oswego east and the oswego high school school track project the project is intended to refurbish the outside tracks at oswego east and oswego high school the scope of work for oswego east will entail two options option one is the removal of the rubber surface a full mill which equates to about an inch and a half of asphalt removal and then resurfacing of the asphalt and the and the rubber and the painting the second option for oe would be a full demo where we would take the rubber all the asphalt down to the base rock base and rebuild from there excuse
041me that includes striping as well the scope for ohs will be essentially a service grinding remove the top top latex surface reapply the surface painting and striping this project i think is important because it'll position us to alternate the work on these tracks so we don't get caught in a position where we're trying to do full demos at both sites at the same time we will perform a bid qualification obviously a scope review and present a recommendation to the board uh the project will be funded with dsub dollars and uh this time the estimated cost pro oe is uh five five hundred and seventy two thousand seven hundred and seventy five dollars and uh ohs portion of this project would come to an estimated uh 183 thousand and we're about 700 into this project yeah
042rob is there a typical uh life of a track uh when we're talking about like oe having to you know do what you just explained yeah track depending on on usage you can get anywhere from 20 to 30 years for example but a lot of that depends on the conference if you have a conference where you've got a lot of schools participating the track might not last a full 30 further out the field to go and lower contract con conference participation you have less runners the track will last a little longer typically you would want to every seven years or so at a minimum take the rubber off perhaps do the the mill on the asphalt once you get the rubber off you might find the asphalt's in better condition than you expected and perhaps
043it's just patching maybe year 15 you're talking about doing a little more in depth on the asphalt 20 years so how how long did we get out of the oe track a lot i don't think anything significant has been done at oe oh i was asking i'm sorry i was asking how many years we got out of it sorry uh it's what since it was built in 2004 right right and kind of to dr sparlin's question too is it it depends how long does it last if we reseal it if we reseal it regularly and then after you reseal it every every so often then you can resurface it and then you can rebuild it and we have not really done any of those so we didn't do any work and it didn't last as
044long correct in 2019 we spent a little money to restrike and do some patchwork um but that really isn't sufficient to got it so is it safe to say this is an example of where we tried to save money and it's gonna end up costing us money it's my opinion that we should proceed with a more aggressive approach on these tracks um as a matter of fact i had an email that asked you know was very pointed about not wanting a band-aid and i am in agreement with that we don't want to ban it and the reason i asked that question sorry i'm going to follow this up because the reason i ask this question is because this is a point that i have brought up before that we have done this in the past
045where we have said oh we can't do this we need to save money a board member has gone out to a track and said well we don't really need this i've i've interviewed somebody and we don't need this and now here we are and we're saying it didn't last to 20 to 30 years because we didn't do any maintenance and now we're spending all this money i'm assuming oe track is going to be done first correct okay and more extensively oh had a little more work done on it so i think we can effectively get more years out of it we want to really do a at a minimum pull rubber and mill we're going to have an alternative on that project row e2 to add gutters and kirby uh which will then position that
046track for the potential for artificial turf down the road ohs has that already uh so i think there you go prudent you know in the interest of equality and what one more if we don't do this so for those who say oh well whatever live without it or whatever the case may be we will i'm assuming continue to have the additional expense of either a busing our oe students over to ohs and where that track down even faster or b um bust our students away for every single meet which is also an expense for transportation i'm assuming though the more track meets on one track the more rapidly that track will deteriorate that is correct thank you so much my question is uh well it's it's really two and a half questions so how long
047would the refurbished last at oe if we did the reverse refurbished versus the full demo hard to say um how often do we rent the track out we have a lot of flyers on the track in addition to our own folks i want to say seven years potentially is the 573 approximate thousand five hundred seventy three thousand is that for the full demo is that for the refurbished uh i'd have to double check that to be certain i can't answer that question without looking at the numbers again all right because that to me that that would matter so because if if we're only going to do something that you know should have been done every seven years but you know if if we're going to do a i guess a refurbished as opposed to a
048full build and it's only going to last us five or years or so especially at the 573 then it i wanted and that's where i just want to point out too that the numbers we gave you tonight are estimates based on our specifications when we go out to bid we will find out if those estimates hold true they could come in a little higher they could come in a little lower but that's what we're estimating that work today but estimates for rebuild or for full demo right and we'll we'll get back to you on that i'm i'm my initial was the 575 was for the full rebuild okay got her with rob and we'll get back to you on that but also they really slid in a really big thing i don't know who caught
049yeah a little bit in finance and decided this will be a fun conversation for the board to decide um but that's a huge decision um that's potentially millions of dollars i say millions i don't know i've never built an astro turf truck i hear rumor they're expensive we also don't have a field house at oe who knows where this could go but and no pool at oh no gymnastics you know it's like all these things right but this curbing thing the reason it's worth noting wherever one falls on the turf toe or playability whatever philosophy of of that kind of sport thing that's where i go yeah that sport thing with the ball um but the the point being the money-wise we would have to be tearing up this track were we ever to make
050that change and making it now would be significantly if we look at the long term it would be significantly less if and i'm not saying this would happen in the next five years because maybe it wouldn't because i see a big facility list but if we were to do that if we're looking at this being a 20-year thing like this was probably a good thing to consider yeah um that being said i don't want to get in the middle of a conversation about the football field but that's where this goes because that was my next one i'm sorry well because i guess my next if a full rebuild the time to do it because i'm think i'm thinking what's that well we have a little time well we don't have that much time to football
051so if it would i just don't know how long it would take for a full demo we won't make this project if it's approved by the board this this fall we won't and there's a variety of different reasons for that the materials notwithstanding um the timing this really we should have been looking at this in december january february yeah not that it wasn't on our radar funding being an issue it would have been in our best interest to try to jump on this earlier opportunity and the funding wasn't there got it so it's unlikely at this stage that we'll make um make the fall cut for this and i did sit down and analyze okay what would have happened if we went straight to the civil engineer and skipped the whole let's just get a
052proposal process my estimate is today i'd still be presenting for information yeah but then here's my other half question when i said two and a half because it was depending on how you answered that but if we don't now we're into track season again and what do we do well you're talking about like spring track correct spring track march first yeah now i'm sorry what i don't know is what can we get accomplished uh after the football season i think there's conversations that we'll need to have with contractors but that depends on the weather is there demo work that can be done what can we do yeah between now and spring that will put us that much further ahead i can't answer that question because i don't have a lot of track demo experience but
053those are questions we want to know and anything we can accomplish effectively and safely before the spring um if students can't be on the track anyway then what condition it's in may be less relevant well and and i understand absolutely track comes to mind first but you know i've seen well pe but i've also seen the cross country route end up there as well so i'm curious if this track is deemed not safe for that i mean are we let's be clear that track has not been deemed unsafe for anything it's it's safe to it's safe to hold uh tournaments there run on the track and things like that so that needs to be clear okay yeah thank you i appreciate that i want to reiterate that we did have a track company come out
054they're the ones who helped us develop the spec and it was rob and i rob in my opinion when we had that assessment done that the track was still good to run on but there were some things we could do to make it better so um we uh we've been taking a look at some of those things we've been in conversations with the athletic teams about a plan b if something wasn't able to happen but right now our focus is to get this out to bid and to get uh to get those uh specifications back and find out when and how they can do the work and i do have an opinion because i have one on everything and in advance of a formal recommendation my opinion would be we would want to go pull
055out on the oe track okay that will get us a significant amount of time on that track provide us a little cushion for when we tackle the yellow page sign i'll formally make that opinion potentially wait can you repeat that again just like your opinion again my opinion will be that we should do the full gut if you will on with or without the curb my opinion again my opinion will be with her i i think in my my opinion is let's wait and see what that alternate comes back at and how much time it pays for itself if we do or don't do anything but the curbs are not a part of this money no they're an alternate okay i regret that that didn't make it to the board brief that's near on my
056part that should have been part of the conversation there um that was a i did just want to confirm that there's enough lanes to hold conference and sectional needs yes i did confirm today there's plenty of lanes for conference we can't hold state because but we could potentially recoup some revenue in tournaments if we actually have a functioning track that's in better shape than what we currently have we can't get income like we can get with an updated track and while i understand what dr sparlin said and i appreciate it i understand that it is deemed safe but we we have had students and parents reach out to us and share with us that there are issues with the track and it has caused some you know problems so that i i saying it's safe
057is one thing but also saying that it could be better to provide even more safety i think is important as well um because we've all i'm sure been had you know parents and students reach out to us to let us know that they've had issues on the track so i just wanted to state that openly and make sure that i give voice to those parents and students that have reached out to us yeah it's is it at the end of its life the answer is yes but like we said we had a company come out to give us their professional opinion on that so that's where that's where that was coming from yeah and that is important to state too because i don't want anybody to think that we're running you know meets with a
058track that isn't safe yeah i have a i have a 15 year old at home who could maybe have a debate with you about the about the track not you not not you you doctor all right any other questions from the board on item 7.3 okay item 7.4 you're sitting in a good chair is an informational report in regards to the work that's been done regarding our comprehensive facilities plan so dr pesky and rob you're all yours rob and i are just really excited to be at this point and share with the board where we are i want to begin by saying that this work started in 2015 with our architects who had a really great process at that time we called it vision 2020. the goal of vision 2020 was to take uh the
059next five years 2015 to 2020 and identify items that were deemed as deferred maintenance things that we should have we should be doing and should have completed but for lack of funding or time to get those projects done we did not do so in the deferred maintenance plan we actually identified 29 million dollars worth of work that should have been done what the district did at that time is they issued the 15 million dollars in debt service extension funds uh four million dollars of that was used for some capital projects and technology with our infrastructure and connectivity for our wireless and then 11 million dollars was then used for our buildings and grounds projects um and what i want the board to know is in this comprehensive scheduled plan i guess the question that the
060deferred maintenance plan led me to ask was okay that's all the work that we know wasn't done what's the next what work was not identified as not being done so if we defer the deferred maintenance is there such a word as a double defer if we defer to further maintenance then what are we missing and so we came up with and i think my background too with a technology background we deal with a lot of a lot of refresh cycles and you have to build that in over a five to seven year period well this is kind of like that what is the schedule maintenance what are the main systems that we can put on a schedule and uh and be a little bit more financially focused on how to complete those projects we refer
061to that as a scheduled maintenance plan and we just added the word comprehensive in that but i will say it is still a living breathing document there's always projects and things like that um that we're looking at and can make improvements so what we ended up coming up with in the vision 2020 plan we didn't have these priority indicators that you see on slide two we actually had phase one phase two phase three and what that was was it was time-bound so we said in these years we're going to do this work and these years we're going to do this work what we found out is out of the 11 million dollars that we had for projects we spent half of it on projects that were identified on the plan but the other half of
062that money there were projects identified in the plan but they they broke down they got to critical positions sooner than we expected so we had to move them up on the list and put them in a different phase so what we did here is we decided to change our thought process we came up with mission critical uh corrective maintenance periodic maintenance and then the ai uh no but it's not artificial intelligence it's additions and improvements so rob and i want to walk you through just what some of those uh terms mean and then i show you uh show you what the dollars look like in terms of the projects that were identified in those areas so mission critical just in a nutshell is if a system uh or equipment were to fail it would cause
063school to close students would not be able to attend school because of an issue related to that equipment uh the corrective maintenance we're really looking at things like things that need repair things that potentially we could do in-house and things that could lead to helping equipment get towards its end of life before just kind of leaving it alone kind of like your track example instead of 18 years leaving it alone maybe doing a resealing or then a resurfacing and small steps to extend that life and then there's a periodic maintenance which is really like um inspections and and seeing uh making sure that the equipment is in in good shape and then additional improvements are things that the buildings building administrators building engineers the focus groups that we talked about what are some things that
064you really could use if we had extra funding so with that i have our first slide that you can't read i've got several of these for you we do have them in digital form so you can zoom in on them um but i i wanted to show you that it was fairly comprehensive so what i have here is i'm going to talk just a second about our mission critical work and at the bottom there you can see some examples our roofs unit ventilators boilers chillers big equipment items like that so on this chart what you see is our schools every facility is listed down the left-hand column and across the top in the first pink cell we have the next 10 school years and you can kind of see the smattering for each school in
065there on where there's dollars allocated for mission critical work and this is just the summary page of mission critical work there is a packet by school which identifies at boulder hill what is the mission critical work fox chase mission critical you know all for each school so um looking at that uh the plan is about 512 pages i'm just showing you one page of mission critical work i think it's important to point out here that uh you know two years of this mission critical work would cost the district about 11.4 million dollars the next five years we're looking at about 20 million dollars and then you can see the uh you can see the 20 28 million dollars in the uh 10-year cycle just for the mission critical work i will chat a little bit
066about our corrective maintenance um the format on this summary mirrors the summaries throughout the book schools on the left here's along the top cross street building in the body corrective maintenance is essentially planned and unplanned repairs something we know we need to fix or something we just discovered we need to do things some examples of that would be door closures that fail thresholds door locks broken floor tiles stairwell bull nosing sidewalk heaved slab asphalt and concrete cracks are all examples of correct maintenance some comments on this correct maintenance items are informed by this plan they are also informed by our maintenance ticket software school dude platform whereby anybody who discovers a problem and has access to school dude can report it and submit a request for that repair work corrective maintenance work is a collaborative
067effort custodians report problems teachers principals all report problems high school maintenance techs and building engineers attempt to fix what they can and then if it exceeds their skill set then perhaps they would generate a work order for central maintenance to take a look at it and in the event that it exceeds everybody's skill set maintenance techs and building engineers can also make recommendations for outside service we don't really call in outside service until our maintenance folks have given up on on the project um that's it so looking at this plan in addition to the mission critical work that i mentioned earlier uh this would add an additional 2.3 million over the next two years in corrective maintenance or over the next five years this would be an additional 8.8 million dollars and i didn't know
068i was going to be sitting up here i thought i'd be my computer where i could zoom in to find out what that 10-year total is i can't read that um but i will i will uh let you know at the end what the summary is between mission critical corrective maintenance and the 10-year total for also including our periodic maintenance which rob's going to talk about now so periodic maintenance inspections essentially it's a scheduled inspection and service on our equipment the format again is identical to the other similar documents some examples of a preventive maintenance inspection would be filter inspections on our air handlers replacements and filters motor and bearing inspections lubrication fan belt inspections replacements roof condition inspections walking roof clearing roof drains checking for obvious damage rips tears missing shingles painting is also
069considered periodic maintenance item asphalt and crack ceiling seal coating is also a periodic engine assignment routine landscaping services services like trimming weed control mowing green space care all kind of considered periodic maintenance items some comments on that pmi period inspections are also informed by this plan they're also informed by our pm scheduling software and manufacturer's recommendations and or best practice for frequency of periodic maintenance inspections these are also a collaborative effort each facility has regularly scheduled periodic maintenance inspections maintenance inspections that are system generated and assigned to individuals to do typically building engineers high school and central maintenance pm techs and high school central groundskeepers will all get periodic maintenance inspection schedules or work orders it's really the pm's are really intended to help retain uh the life expectancy of our equipment more frequently we
070can look at it and catch problems before they occur the better for us these are fixed by our people too right i'm sorry these are fixed by our people too correct yes yeah and sometimes our periodic maintenance folks will do a minor corrective they may replace a belt they may replace a motor any problem they find that may take a little more time would then convert to a corrective and our corrective text would take care of it because what we don't want is our pm guys and gals to become corrective folks because that slows down the pm process so we have to shift sometimes some of that work gets shipped to our corrective site so in addition to the mission critical and the corrective maintenance the two year total on just periodic maintenance which would
071be in addition to that is an additional 4.7 million dollars and for the next five years if we were just to do the periodic maintenance it would add an additional 12.2 million dollars to that total for just the periodic maintenance that you see here on this slide for all of our facilities is about for the next 10 years 26 million dollars in periodic maintenance going back thanks to ursula she the corrective maintenance that whole slide that comes up to about 14 million dollars for the corrective maintenance so putting that together we have a comprehensive summary chart which is uh very very eye-opening i think i really enjoyed looking at this this ads at 225 zoom yeah really like for real can you zoom in at all i cannot no so uh digitally i can on
072the computer but um what you're looking at is the same organization you've got the schools oh thank you thanks thank you so what you're looking at is the schools again down the left-hand side with the 10-year timeline and dates going across for every school year beginning in the 2022-23 school year and the comprehensive summary then adds up if we were to do in year one the uh mission critical the periodic maintenance and the corrective maintenance all together and here on the comprehensive summary just the first two years for those three we would be looking about 16.1 million dollars and if you go about five years out you're looking at about 40.5 million dollars and in just 10 years time we've uh identified on this comprehensive uh summary 77 million dollars worth of deferred and scheduled
073maintenance that should happen to keep our buildings running running strong um what what are we doing uh we're we've identified the projects and like i said we wove in the previous deferred maintenance items and we started looking at a schedule what i'd like to point out for the board just take a minute um this is the uh an example i'd like to point out um looking at a system in our schools all we have 23 schools every single one of our schools has a roof and we need to replace those roofs guess what the life span on a roof is 23 to 25 years so with that said if we were to place a roof per year on each of our facilities that would be 23 years and that would keep us on a scheduled
074maintenance plan the way we work now is when we get funding to do that work we need about 14 million worth of roof work and then we don't have any roof work for the next six seven years and then we have another 12 million so what we're looking at doing is kind of spreading that out so on this chart again this is just for roofs you're looking at all of our facilities listed down the left-hand side and now we're going out 25 years on the timeline the life cycle of all of the roofs the yellow highlights indicate when we did the deferred maintenance plan those are the yellow indicates where we wanted to do the work or where we started identifying when those roofs should start to be replaced when we broaden that out and
075open that scope up we saw that those yellow boxes would have still created several years where we were doing a lot of work so you'll notice like fox chase which is a third line down there's a yellow mark where we wanted to do the roof but if you look we've got three other roofs that already equal quite a bit of money so we just moved fox chase a year over so we were able to financially spread this out so it was a little bit more scheduled and predictable and then also make sure that we are addressing the needs of our facilities another example of this is we just replaced the wheatlands elementary roof as soon as we replaced it we put it on the end of the schedule to say when do we need to
076replace it in the next 23 to 25 years so now we can keep a running total of where we're doing the work and i think for the board and for the buildings and operations team if we do come up with the need for deferred maintenance we can look and say well what exactly are we deferring and where does it fit in the scope of the rest of the work so to have this for roofs and i'm sorry here i am i put this together i've got it actually blown up so you can read it lori um so you can see the schools and there's my fox chase exactly and all of our roofs and what the what they total and uh if we were to place every roof from this district right now we'd be
077looking at about uh 60 million dollars so you divide that up it's basically over 20 years you know you're looking at about three uh one two and a half to three million dollars depending on the roof per year as opposed to 14 million one year not a lot of money the next few years and 12 million so you kind of get that idea how the schedule works um so what rob and i are really excited about is doing this scheduled maintenance on a lot of our mission critical systems boilers chillers unit ventilators a lot of the systems that we can build in some of that predictability and and really work with so on that note rob and i would love to entertain any questions you might have about that rob knows where i'm gonna go
078with this i gotta be honest with you you guys this is a great plan i've been a big fan of the structure of this plan you had me with you all the way until i look at the bottom line of mission critical where i see 1.728 million dollars for the district 308 center which in common language is old robber and then i scroll down to your last page at the roof example and i see that that's on your mission critical for next year 2324 needing to replace the roof and i gotta be honest with you i'm kind of really having a lot of strong feelings about this one one it's not mission critical there are no students there two we have looked for years at this old trauma building we have had renters in their
079ymca the old senior center all sorts of things at no point in time was it ever considered that we would be replacing the roof in 2223 nor would we be discussing replacing it in 2324 because the building had been for sale um so i'm very concerned and like i said you had me with you this is all really good until i start to see that line and this is a a major concern to me that we're being asked to approve 1.7 million dollars for a roof that last i thought was significantly more expensive than that to get this building functional to be usable as a school and we've been talking about this for a long time i i have to say i'm going to need a lot more information because if this is considered mission
080critical i'm questioning the rest of the mission critical and i want to be really supportive of this yeah and laurie let me just follow that up because i've got one statement and i'll let rob take over you know that i was going to have to say that you knew no i didn't you're totally no i'm looking at rob knew he knew um so my response to that is this plan you're right this plan is wonderful what it does is it gives the board an easy picture so that we can make some priority decisions because the other thing is we don't have 22 million dollars in the next three years we have debt service extension plus a little bit of operational dollars we need to look at how we're even going to prioritize within this list
081but we have a placeholder where we can at least know what we're doing and what we're not doing and what our funding is going towards so it it allows us to make those decisions and have those conversations but i do know rob wants to just talk about he he's jumping sorry i had to ask that question no but but to be fair i'm looking at 1.7 million in here that i'm i'm really sure i missed something if this was mission critical to holding school at a building we don't hold school at so let them out i got you i am very happy you brought that up um in part because mission critical at this stage is me it's what me that's me saying this is mission critical and this is not addiction this is these
082are my opinions on what should be mission critical the board is the final say on what is and is not mission critical um so when we start to look at these projects and um your concerns about o3c are duly noted um we'll be coming to the board with our opinion on on whether or not this project is mission critical why did you think it was though yeah that's a really good question the equipment in there are still occasional users of the space my opinion is that the toilet plant and the chiller plant is mission critical in the sense that it's necessary to keep the building functioning i am have no problems at all taking o3c off the mission critical list no problem um i thought the conversation would circle around to that building i i
083know you knew it was going to circle around to that because mission critical can mean a lot of different things and the descriptor of this being something necessary to hold school is so just very clearly different in that center and when we were building this plan in an effort to move the plan forward we had to decide what mission critical is and i have no doubt that somewhere in this plan other people will have differing opinions on on what was termed mission critical and that's perfectly fine and that's the joy of this plan we get to do with it what we want well let's pull something off we can decide something is or is not mission critical and go from there and can you share with us a little bit because i know you shared
084in our finance and facilities committee how the committees who was involved in these committees to make these decisions on mission critical was it just you it wasn't just you really yeah i mean you say it's your opinion but we know it's more than that well and and what happens is the the question gets asked well is this mission critical or is it not and my definition for that is will it impact or or potentially impact our ability to um teach if it does then yes it's mission critical because that's our mission um so the questions came up from our architects and engineers from the principals that were in those meetings building engineers and again it's a draft so all the current permission critical things can be and should be reevaluated rob totally get where you're
085coming from on that and i know you knew i was going to ask um or someone would but share with us a little bit you you had talked with our principals who had you talked with on the committees deciding these things for the buildings where they were for example you know just the top one on my list was boulder hill and i know we'd use that as an example you didn't just talk to the building engineer at boulder hill you talked with also other people there right correct yeah okay so that's that's what i was trying to get at it while it is your opinion you were being educated in how you formed that opinion correct absolutely i would assume also that you know boulder hill for example the roof is this old it's a
086life expectancy it's this number of years so this is where it falls in regards to the schedule as a mission critical item because if you don't have a roof or a boiler those are the types of things that you're uh identifying as mission critical right and mission critical doesn't necessarily mean it's falling down right now so what mission and arguably in 308 we've been living on borrowed time for more than a while it really is just identifying those things that we really need to pay attention to whether it's it's fully functional or not those are the things we really need to focus on first i'd like to have a conversation and a future agenda about the district 308 center in light of the information all right i have a few questions um so question number
087one did when it comes to roofing boilers that's the um did we look at offsetting those costs with grants is that reflected in this um or probably not no grants for example the replacing chillers and boilers we typically get a comment or a nine core rebate those those are not factored into this this is flat out cost estimates without any grants or bonuses so the potential for cost reduction exists potentially okay thanks uh next question was um i'm assuming if corrective or periodic maintenance is not done it could affect the critical and it could actually increase the amount that you have up there is that correct okay um this question has come to me from some people in the in the general public i don't know if this is a you question or not but
088um when we were looking at enrollment numbers i had some people who questioned the possibility of of actually having to close a school due to lower enrollment numbers and if we had looked at the possibility of holding off on some of the maintenance of a projection so i asked the question if that's factored into this we may not even be considering that we may not even be looking at that but i asked the question because i did have people come up to me and ask that question i appreciate that do you want me to answer that do you want to take that i was going to say the answer is the answer of looking at closing at school the answer is no you remember the five-year demographers report we do show a declining enrollment of
089around 800 students between now and 26-27 but that the majority of that decline is at the as at the high school level where it's at the pinnacle now where we actually see a growth of three to four hundred kids at the elementary level between those five it has five year span okay thanks appreciate it i have a couple questions um i'm looking at mission critical and i'm just trying to um understand the process a little bit sure so i'm looking down to 20 31 32 and i see like a kind of a big drop is that because we're you know recording this plan we're finally taking care of mission critical and then we're doing the maintenance and we're doing so yeah so investment over time could could be a long-term cure for big investments later
090on it is essentially a life cycle so you will see gaps in the plan where we for example we finished the wheatlands roof two years ago you're not going to see that for another 20 years right on the plan so you will see weird gaps in the in the timeline um but what goes in here should really be a product of life cycle or as close as we can get to that so so yeah so this is um so i guess my question would be is if you kind of look further out in today's dollars if we actually follow this plan would be do we think that the average per year would be lower if we actually did the maintenance um yeah you know i would i've been like on a like that's kind of
091you know we wanted we want to solve problems but then that's set off by you know inflation and things so that's why yeah the maintenance might go yeah but at a 10-year projection you're looking at 10-year from now our best guess at 10-year from now dollars yeah so i would think that even if with periodic maintenance the the number of tasks go down the dollar value might still be increasing just because of that well yeah yeah yeah that's why again yeah so um and and just to highlight that too one of the things that i've been looking at is you're right we do have um we do have a lot of equipment that is bundled in a shorter time frame because it is mission critical and it's it's at end of life but once we
092can take some of those mission critical items that need to be done and spread them out over the years we can we can come up with a better schedule so there would be some cost savings and there would not be so high of a cost in the mission critical as opposed to the periodic maintenance and the corrective maintenance so there is a little it's kind of the reverse question that jared asked you know if we don't do mission critical we're gonna have more preventative maintenance and corrective maintenance you're right but if we do do the periodic and corrective then we will see a cost savings and mission critical it's not that we have the money and that's it's all funding depend so if we if we had the funding um just be a great one
093well but as we're planning our budget this is something that we might want to consider planning into our budget right that's that would be i mean we don't have the money but technically we don't have any money for 10 years we have significantly less yeah absolutely okay um and then anything the other thing was i'm assuming because this is just presented to us none of this would be included in five year projection or anything like that we we had asked that question also dr petsky we had asked you in that committee if you had included this dollar amount in the five-year projection and i believe you had said you had not yet yeah what we've got is what i did what's not in the five-year projection too is the debt service extension that i'm treating
094as a second a separate fund you're going to just so that these projects for the next five years will be paid for out of number one is debt service extension but in the projections we did build in 2026 and 2027 we built one and a half million and respectively and then two million dollars in operational uh operational dollars that we haven't had for a long time to pay for some of these so as we lose debt service extension we are building in some of those dollars into our operational budget except that we have more dollars of need and critical than what you currently have built into projections too right and one that actually reminded me thank you can i ask one more question um we had talked in again our finance committee when we had
095looked at this initially with kluber that one of the big changes in this is that each of these line items is going to be tied to a revenue source that's kind of a big deal because where is that going to come from and where does it fit in the projections so i'm not seeing on here anything that would tie it to revenue streams so when can we expect to see something like that we do that's in the full report but i didn't want to overwhelm the board with looking at mission critical periodic maintenance and then then going with the funding we slice and dice these numbers different ways but i do have that in it another time i can maybe um i would definitely like to see that because it's kind of critical to my
096decision making process to see all that information okay yep for sure we'll talk about the funding sources that was one of the other values and doing it this way was linking it to the funding sources pretty key piece any other questions in item 7.4 okay dr pepsicki rob thank you so much for your time well done um item 7.5 is in regards to this year's title one school improvement plans mrs dalquist sorry we flipped a coin and all right so in the 17-18 school year we received summative designations for 10 of our schools they were identified with as targeted improvement so since the 18 19 school year we have received title 1 school improvement dollars going into next year which would be year 3 in our cycle we were asked by the state as was
097all districts across the state to submit newly approved board of education school improvement plans based on these designations from the 17-18 school year so our 10 schools met with their school improvement teams to focus on the subgroups specific to why they were identified as targeted so from there all of our improvement teams made a goal in either literacy and math aligned activities to those goals and then aligned their budget allocations to those activities through the plan you'll see baseline data that is going to be evaluated ongoing monitoring of the activities and then alignment to the goals in the budget activities you'll see things such as interventionist licenses for students to be working on skill specific development tutoring after school different additional resources especially focused on literacy and then some professional learning for the staff the
098budget activities do vary building to building not only based on the subgroup that's been identified but also then the funding aligned and the needs of those schools overall our district has 133 for this coming school year we will have carryover from the current school year and that will come available once the state reallocates that so we are here tonight not only to provide the plans for your um preview and review but also approval and the reason why is because we were notified in june that we needed to submit newly approved plans with our grant application the grant application is due august 1st so due to our timeline of board meetings this summer we had to come for information and action in order to meet that timeline because we would like to be able to have
099a july 1 start for the grant based on the allocation and activities of our schools thank you dr kincade board do you have any questions in regards to the title one improvement plans okay hearing none and we'll move on to item 7.6 in regards i have a question about how it's on information like i understand why it's on information and approval but if i'm not mistaken we don't do that you can when you have to okay anything else regarding the name okay item 7.6 in regards to our inner government agreement regarding our school resource officers dr kincade so um provided for you is the updated iga regarding the sros in our two high schools you have the redline version of the new agreement what has changed in summary are the dates of the agreement the
100new agreement will be effective for the 22 23 and 23 24 school year with that the wages of our two sros salary and benefits is what drove the increase in cost um the removal of the opportunity school because we do not have that as part of our sro agreement and then most recently we did add a clause about pro-rating the contract if we are out of school for more than five consecutive days also included in the agreement are goals and objectives and tasks related to the sro um so we will be working collaboratively not only with student services but also with our sros and our high schools to implement those goals and objectives any questions for dr kincaid yeah so was this was this um negotiated between you and and the village or no this
101was um maureen could you address i i believe actually it was i received a copy that had all the changes in it um to review so so then this was with um val patterson and the village yeah okay so where does the where does the um increase come from like is that them telling us that's what they're going to charge us so contractually we were provided their um hourly rate their health and life um viking medicaid pension and workers cup so we do have a like detailed amount of each rate for salaries and benefits we do share the cost equally with the village so in total not only do we share the cost but we only share that cost for nine months out of the year so essentially it is salary benefit factored in by
102the nine months that were in school and then split in half between the village and the district and that's what we covered okay so four thousand dollars is the raise i i'm just trying to understand and the red line changes in the document you presented us those came from the village or from whom it's a joint it's a joint okay my understanding is there's back and forth discussion especially about what to add and what to remove so maureen did you see this i did see it after all the redlining and i had made if you see on page 3 at the bottom under a what is appears to me to be somewhat of a purplish color as opposed to the red in the event a building is closed i did add that smart i like
103it and so it protects you in the event of some type of closure in the middle of the school year so so did does the village create the document and then we look it over again i believe val met with the folks from the village the police department and they did all the redlining except for the one that i just mentioned and then my other question is do how does the choice of sro work do they have do they open it up to their membership and they say would someone like to be a school resource officer and then do we yes so actually we just went through that procedure with o-h there will be a new sro starting for the fall so the police department does provide candidates we then participate in the interview process
104so members of oswego high school and the district did participate in the interview and selection of the sro for for oh okay and then is there any training provided on our end with regard to um just interacting with students and and like restorative and i mean just any type of training i do know that most recently they did attend alice training but additional training i know that we started work on restorative but i anticipate that there will be more upcoming throughout the year okay so all right is that training allowed for in the contract for what their job duties will entail and how much we'll be paying them are we going to need to pay them extra in order for them to complete the training in order to be brought up to speed on what
105our policies and expectations are so my understanding is that they're in the schools during the school day so as long as we would build the training within the school day then there would be no additional cost just because while we're not ready yet for maybe certain trainings or updates if this contract goes through it's just one year it's this year and next year and next year then we may have an update or some trainings by then so is there any way that we can add that in here maureen so that jen i don't see that it limits the amount of training that could occur i think again as dr kincaid just mentioned as long as it's during the school day and they're on site um i do know and and we represent many school districts
106and have sros and i do know miss patterson strongly made it part of her job to have conversations with the sros as well as with the local law enforcement to ensure that they when in your schools are acting in your best interest in your students best interests on the flip side how often are ours our staff trained in regards to when and how to um to engage the sros so our deans and administrators do work pretty much hand in hand with the sros they are stationed within our administrative offices so there is ongoing contact um also referred into the contract as an open door policy to encourage that conversation so they do participate in meetings we are also in the process of reviewing things such as our clear and present danger and different interactions including
107our data with our sros yeah and the reason why i'm asking just of course it's no question that there's been more [Music] police on site on many of the schools this year and so i just want to make sure that when we're having especially now that you say they work very closely with the deans when is it the dean's responsibility to work with the student versus the sro getting involved and now it becomes a criminal case versus a restorative case and uh one where we can you know teach the kid and so that's that's my question is you know so yes that they know their role on the on site when it comes to um their their their duties according to the contract but equally i want to make sure that staff understands when and
108why and there are definitely clear lines especially when the legal parameters come into play absolutely got it and i was involved in a training of all principals assistant principals and deans this past year on that very topic okay good doctor intergovernmental agreements just an umbrella of them who negotiates those contracts or who looks at them uh well like in this like in this case you know belle patterson you know she works directly with the uh when she was in student services so i think it depends on which inner inner government agreement you were talking about would would be a different person yeah but but but the other side yeah i'm just trying not our district side wouldn't wouldn't we want an attorney looking over these agreements yes right over everyone i did this one was
109sent to me to review but do you look i mean i'm just trying to make sure i understand like what is the general process by which we do intergovernmental agreements when it comes to it being a contract are you always looking at all of them or you just look at some or how does it work unless there is a conflict which we recognize and will say and for instance doctrine spiral and i just had a conversation about a potential conflict where our firm would not for the dis your school district and would not for another governmental entity but typically if there's no um conflict or the parties waive the conflict then yes we absolutely do it on your behalf when when you say conflict would what what do we mean by conflict if sometimes there's
110an intergovernmental agreement like this one that had been in place and the only changes really are the increase in the costs and both parties recognize we're in agreement to do that without any um we're not going to have a dispute over this and in that case if the if the parties and if the attorneys recognize there's no potential conflict or they're you're waving it so that we can review it on behalf of both sides um if there is a potential conflict we will notify the administrator immediately from both sides to say we can't be involved in this okay so that would fall then to the administrator at that point any other questions regarding this informational item 7.6 all right item 7.7 is uh regards to an ambulance service agreement with ofd dr kincade so also
111provided to you is the ongoing service agreement um with ofd for ambulance at our football game so they provide service not only to the players but also potentially to people in the stands and attending there is no change to both the terms and the fees so we are just essentially renewing the agreement for this coming school year i have one thing about this um i i wonder if this was discussed at all um we know we are um awaiting the final results i think it's july 19th for the fire referendum and i'm just curious i know we try to avoid um oswego east and oswego having friday night games together listen and i want to preface this with saying i absolutely understand the importance of having these there at the games i am not i'm
112not saying i don't because i do but my question is um i mean they're clearly asking for a referendum out of need is is there a discussion about um if if this doesn't pass them not being able to fulfill that need was did that come up they're they're gonna say no problem um would we need to have a discussion about talking to aurora instead or playing field or going third party or we're okay i think we're i think we're okay jared this agreement here is for uh just friday night home football games which there are five you know five roughly five at each school i'm just worried about right the rare occasion where we're both asking and they're taught they're telling the public they're in need and you know i'm just making sure we're okay
113because our i care about our football players and making sure that they're there and taken care of that's all yeah no you know that's uh there's nothing different next year for any schedule and they've been able to cover us on friday nights so we feel comfortable with the agreement okay thank you all right item 7.8 is a continued discussion regarding the district mission statement at the uh june 18th workshop i shared with the school board that we have a strong uh plan and envision 308 we've defined our four quadrants of work we've defined what work will be done we've broken down that work and we've defined what success looks like in 2026. so at that meeting we engaged in a dialogue at the uh looking at the work that was done back in 2015 of
114the pathway 2020 plan and i asked the board to think about if if the words in the current mission statement uh are still reflective in the work that we are doing now and for the work uh for now and beyond so i stated if if they were great and if they weren't uh we maybe need to make one of our priorities updating that work i also shared that the work that was done in 2015 was good work as well as i went through the process that we went through back then to come up with the current mission statement so that day we decided that we should be that we want to look at making some changes so since then i asked the board to provide some feedback in regards to words or phrases that you'd
115like to see incorporated into a updated mission statement the executive leadership team met along with students anya and monica as we work to provide a draft mission statement to the board we met a couple times we met a couple times the pre that week and we struggled to come up with that one concise statement just like the group of stakeholders struggled in uh 2015. so in your memo and board docs we've listed the current mission statement and the draft mission statement that we've come up with and the rationale for why we chose certain words that we did the finalizing of the of the district mission statement is the board's work so what we've done is we provided uh the board with a statement that you can use as a starting point of a conversation amongst
116yourself so i think what the board needs to do is decide a do you like what we provided b you like what we provided but you want to engage in wordsmithing what we've provided at this time uh c create a uh want to spend time creating a new or tweaking an old statement or d talk about the process we would like to go through to eventually getting to a new and updated mission statement so we've provided as i said i believe what's now needed is for the board to discuss how you'd like to really move forward with this we've provided the information that we said we would based off of our conversations on june 18th could you just clarify for me i'm looking at the memo on tweaking mission statement but then i'm also looking
117at the puzzle filler pieces or two separate conversations the puzzle piece with the climate and culture yes one second let me pull that up can we table this to another day yes i mean for real because i will be honest with you i have just now received tonight the actual information from the july 18th or the june 18th we can do that definitely and was encouraged by ms samilton not to listen to the recordings until i had the information i received today so i'd like to catch up on what the conversation was before i participate that being said i like this draft starting point i i think it looks i think it looks a lot like what we want to see excellent yeah yeah i'm trying to find fault yeah i mean i don't know
118i guess if you want i want us to pick a yellow phrased word we have a lot more work to do tonight um so if we could if we all agree to table this unless this is a simple conversation that we can knock out of the way i don't know if it will be i mean it may be simple but i think it we should at least give it the is there a reason why you guys would not want us to table it so just one of the things to consider is we have our august 5th all-new admin kickoff piece that if we're going to change our update it sure would be great to get that to them so they could get it to their staff um and kick off the year with these things
119and this was to drive goals and this was also to drive goals and things along those lines right so it begins to set that context of those things and but i also totally understand that you want to invest time in the process and those things here i'm just pointing out yeah dominic's something that that i go through every year with the in some way shape or form with what the entire staff is you know just reiterating that you know the mission statement the vision statement the core values and things because these are all living breathing types of things so as as faith said you know if we could that would be great and if we can't then you know we have what we have and we're in the process of looking at it so you
120want to make a motion to table so let's just vote on the motion to table yes i make a motion to table let me get my glasses on i apologize um item 7.8 continued discussion to update the district mission statement second miss simultan aye ms swanson aye mr ploger aye mr doyle no miss johnson aye mr sirone nope mr gatewood hi [Music] all right item 7.9 as in regards to our current format for board advisory committees at the june 18th i shared that our current structure has been in place for several years now and my question to the board was does our current structure meet the needs of the board and when we prep and then we propose some changes to the current structure um a couple of the changes that we that we think
121that will come from this will be to want aid to benefit our current committee members by providing them with a more holistic picture of the district and be utilizing their current committee expertise from the work that they've done to bring more synergy to a larger group of people for the betterment of our district so with that faith would you like to discuss the uh shared or share the couple changes that we're looking at sure so at the last uh retreats we talked through trying to find and benefit both the goals of creating an environment for board members and district admin to have crucial complex conversations while also really valuing the expertise of our community members that are currently sitting on the board committee members to that end we then proposed having a change in the
122board advisory committee structure still having the four committees but now having that be a district administrator or people that were needing to be brought in for whatever topic it was uh plus two board members this would still be uh you know part of having an agenda having open meetings people would still be able to be at those but then if we do that we still really want to value the community members that have been serving in these great roles so the thought is is to invite all those people to be at one uh committee members for us a community advisory council or a citizens advisory council and then instead of having each group have their expertise have that expand so for instance when we're talking about finances we're also talking about equity or teaching and
123learning so that and it was ironic when you um mrs doyle were bringing up how would we do this for the financial piece if you scroll down in this the very first topic that i was putting on was if we talked about the budget what are ideas from all of those people to talk about the budget and the communication tool that goes out so then you'd have people that are very invested in finance but also have from other members of the committee able to give some insight and expand what was just worried a few people worried about and communicating about the finances in the budget expand that past that committee as well the board had asked for some examples of topics that the community advisory council could review or go through so this is a
124possible list but you'll see that there are lots of blanks and the board as issues come up could say we'd really like to have community input and take that to a group of people that are already vested and know from different lenses about the district so some examples could be the climate for learning on student ambassadors and have what are the finance and equity implications of that work when we get to our typical november schedule after the state releases student achievement data talking about the student achievement data plans and how that would be shared with the community and what our finance and equity implications so if you go through that community partnerships we still have the review of student rights and responsibilities but then you not only would have the people that are really vested
125in policy you would also have people from the equity lens from finance and from teaching and learning some of the opportunities we saw for improvement of this year when we were looking at board policies and you had a group of people that had a really great conversation and then board policies went to a different group and they also had a really great conversation but the two groups didn't have a chance to talk to one another then we were left with kind of silos of approaches and having to disregard one group's input or another without having a conversation of both and that's one of the things we're hoping to avoid by having the groups meet together can i i'm sorry i haven't had a chance to even hear about this or talk about this until this
126meeting so if you'll allow me to to ask a couple questions real quick just to make sure that i'm understanding what you guys already have as a base of knowledge i'm going to summarize what you're saying is for now we're going to have the current war board advisory committee members all be in one committee with in membership i'm here i'm seeing boe members could attend on a rotating basis or could be assigned um and then this is the current members but i know right now in finance we're low on members right um but ideally each of these committees has a minimum of of 12 people in them um so we're talking about 48 and that's ideally what has been in practice for 10 years since 2012 as a way to hold ourselves accountable to the
127community get more input from the community that's 48 people in one committee meeting right now those meetings are 90 minutes once a month obviously there's going to be some more to this to make that like logistically possible to have rich conversations because i'm not sure how 48 people in an hour and a half once a month can have these rich conversations that i really totally agree would be great to have and then i guess my other question is that is not something that to me would be transparent so i'd like to know what the perspective from you is on how does that make us more transparent to the community if we're now limiting community involvement to less conversation and dwindling numbers to get it to a more manageable number how does that make this transparent
128so i think it's showing the complexity of an issue from all different lenses and having that be more transparent as how the whole decisions are made from having multiple perspectives instead of here's what the finance committee does but it doesn't show how it right has implications other places so you're still getting silos like and i totally get that so trying to be more um you know transparent but also having other community members views spread to other community members and having an agreed upon whole decision not partial i'll throw my own teaching and learning members under the bus a little bit like we could spend money like nobody's business if you just said let's improve teaching financing cut money the same way right right and i totally agree with that i guess my question is more
129about logistics right so i mean there's a lot here to be discussed and i apologize again if this had been discussed previously but i'm i'm new to this conversation um i'm very concerned at i don't know maybe maybe we'll kind of like just some board members will get to go to this community as a whole and and maybe we'll rotate so this month it'll be somebody it that feels very concerning to me uh being left that undecided um and maybe that's what we're here to discuss but i'm i'm real concerned that how would we have these rich conversations with 48 people in 90 minutes wait that that did come up um i brought that up also and so um one of the things that i had said was like stand and deliver is not gonna
130work with 48 people you're gonna have to do something where you're having pods or something you have to get creative um and and i stated there's gonna have to be oversight with this for sure because and feed and feedback is gonna have to be collected um because i'm not opposed to change but if we're going to change we are going to need feedback for sure and i don't want i don't want to i don't want to step on what you're you're going with but but that's that's the truth i think especially when we were looking at that climate and culture building the culture of trust in the one puzzle piece coming back over here i'm concerned that the the reason and ally you were on the board part of the board that made the decision
131to start these groups so i don't want to speak to what you had done but or why but my understanding had been when i first applied i think dominic you and i had been on the original finance committee in 2012 was that there was a culture of mistrust between the community and the school and those were the ways that we could break down that culture mistrust and given that we are in a time where the community needs more trust i am curious how this will not um how this will build a positive culture of trust when it's taking away from the amount of community members that can already participate i don't know that oh go ahead oh i don't i don't know i don't know that that's at all what uh the recommendation is that
132they that they're taking away voices i don't think that's the way i understood it from that meeting at all okay that's what i'm saying yeah um i i know that over the last several years in the community that's all i heard was that there was such a lack of trust right from this body and from right from our community so having those those meetings or having those committees was not right that so i don't know that that is that is a sure a ratchet now for not doing not doing it it's not but how do we not take that away because it will it will take away if it wasn't helping can i offer that one of our concerns was a similar concern to what happened earlier like financing facilities you like like i feel
133like on policy committee i feel like we work sometimes the whole two hours on right policies and i look at this list and there's no way that you can get policy what we're doing all right plus all of what you're doing plus now we also have to teach people like i don't i'm not opposed to a committee of the hole right what what i asked was that you inform all your members what we were thinking about before we do this which i don't think happened judging from what the comments earlier but that's neither that's neither here nor there right now my my concern is that how much work we actually do on the policy committee yeah is is a lot and i feel like finance you guys go through a lot and i like i'm
134not opposed to hey here's you know let's let's take one of our meetings and let's make it a committee of the whole and see if that works out before you cancel all of the because i i like i understand that sometimes some of the other committees are a little bit more sit and get ours is not right like that yeah but i think we talked about um press plus yeah giving that to i don't know if you call it an organization but uh right so right right but you want so see i'm like i'm i'm still struggling with having somebody come up with a policy for our district right like that's i think that part of the conversation is for september when we bring the iasb to explain what price but if we're going to
135have that conversation about so now you're pretty much getting until that if i look at this list there is no policy on this list so somebody's already made the decision to use press plus if i look at this and i think about what we're doing i'm sorry just to clarify there will be four committees that's in finance policy equity teaching and learning so we're not suggesting a decrease in any of the number of the committees and i don't want us to say that we're canceling those committees we would still be having quite a few meetings around policy or around finance but it would be between district administrators and the board committee and still open to the public with agenda items in those pieces but it would be more of a dialogue and a discussion uh
136between you know the the leaders of that department and board members to have some really robust conversation but i think but i think what you're missing there is the community involvement because our biggest part of our committee comes from the community members who contribute like i i feel like if you're just telling me that that you want to like i get where you're going but i feel like the biggest part of our input from our policy committee comes from our members well i mean clearly a lot from staff but a lot from community you're part of that committee also john as policy can you share your perspective on that so i will be very clear and upfront i struggled with this presentation when we first saw it um and i did a lot of kind
137of my own little background work just to see what other school districts do and so forth um and also china checked my notes when we were going through um and we've had feedback from family and families and community members to say i didn't get picked for this committee or whatever you know and so forth so um i just i want to say two things about it um i see a huge benefit from having a so many community members that want to know just more than finance and feel like well they had to pick it just to get on there so they can have their voice and oftentimes they want to talk about things that are beyond the committee that they're on but that was where they came so i see a huge benefit to that
138like i shared in our retreat with mrs dahlquist and the rest of the board communication is key to understanding why we're making these changes or suggesting these changes with regard to policy and i don't want to put pit at the other the other committee i was on against but i didn't do anything on one committee and literally it was all work on the policy committee now i'm also an hr practitioner and formerly worked in a school district where we had press plus and it just did the work for us because percent of it is legal and we have to be very cognizant of that to keep ourselves um kind of in check and in line to ali's point we actually come up with a lot of things in our policy committee that is not picked
139up by press plus because we do have a district you know our district is different than other districts i think though that we could highlight what those policies are to make sure that we are talking about them in the continued policy committee and encourage feedback from the community so i don't want to look i don't know i'm just i i see all points of view well and that's the truth and we've headed this direction for a while so this is something that i know we've struggled with for years different board members on different committees because some of them are very specific task oriented things such as policy teaching and learning sometimes you can feel like why am i even here even with finance is as technical as it gets and as sicular cyclical as it
140gets you start to get to be like what a what are why am i spending my 90 minutes now right now because almost everyone is new we're spending it educating about it but in general so this kind of seems like it could be something that in some version could be the solution to to the what are we doing with the community members now that we have them but why does and why does it matter but we're doing this could have an effect yeah please please please jump in the amount of community involvement that we're having because that's the wrong direction to go utilizing them better is a great idea but i don't want less people involved go ahead dominic being in the finance committee for i don't you were there you were there your term
141limit six years yeah you were the first term limiter out being on the finance committee without understanding priorities of the district under exactly where is the teaching and learning you're saying for areas of equity yep is hard kind of yeah not backwards very constructive efficient mm-hmm um well but i mean i i had no idea we're making decisions and about you know what are you spending our money on and really that's its priorities you know how do we educate kids you know i mean just talking about finance without um governance or without you know uh strategy it really it was kind of yeah it's a lot of it it was i love the concept of putting the context in eugene and that was the finance committee you know and i guess we're talking that the
142finance committee was you know right not as sit in whatever you sit i don't even know what they just called that word he was saying that as um each of these groups individually yeah are awesome yep great but together yeah they can be greater there's more synergy as long as we're not cutting people out of it no exactly and i mean i don't think that anyone ever said that but i feel like if you can bring people together who have a particular lens by which they see things if they're sitting on finance if they're sitting on policy if they're sitting on equity but to have those discussions together brings about so much more robust conversations understandings so then they can take that information and go out to the community and have a different perspective all
143together because if you're sitting in equity and you're only only seeing it through the lens of equity but you don't have the context right finance or context of teaching and learning i mean you're not gonna get the big picture but i don't i don't i don't financially talk about the finance tools right yeah but but i think i know i think the piece that's about the concept at all like i think i've understood that i don't want to i don't know if you've got something besides logic to talk about for how does this actually work in practice but it could very easily turn into a two-hour lecture once a month to 48 people about what this is what we're going to do now go tell people and i would and that's kind of what i
144felt like some of our kids brought up a lot of things already so we need to get out of that kind of road can i give you my concern then jared should totally give his you go first no no no no i want you to here's my question here's my here's one example for colon 60 was purchases and contracts so i'm looking at bills for payment tonight and our committee wanted to lower that amount to 20 000 so if you're gonna spend if it's not something if it's not consumable there was some things in it and i'm i go through the bills for payment tonight and there's three examples where i'm like did we not vote on this and we did not so our committee sent it to the board and the board sent it
145and that was in march and it's now july and it kind of fell through the cracks well that's partially right which is partially on us right right yeah but you know i mean like so that's part of my concern so part of my concern is a i don't i mean clearly some of you aren't teachers but yeah try to have a robust conversation with 32 kids in a room now try to have it with 48 adults right and i i'm sure that there's ways and i'm sure that they'll figure it out like i just for my for my own two cents for whatever it's worth there's going to be things that are going to fall through the cracks and i think policy and like i think teaching and learning is important and i think finance
146is important but districts run by their policy i and if you remember in our retreat i felt that with our current committee we're not doing enough policy work like i think the board needs to take on more of the onus of that policy work and i think i obviously have a different perspective because i've worked with press plus but it doesn't allow you to fall through the cracks and that is a positive and i just want to point out one other thing we also have to have maureen in there and maureen is like you guys can't change that you guys can't change that so it's that's a we're paying you know extra to have her there and to tell us you guys can talk about it all you want but we can't change that because
147it's a legal requirement so it that's why it was policy and legislative though because the next step then is when she's saying you can't change that at school code is to take the legislative piece and say what do we need to do if we as a district want to change it and we can't right now what do we need to do to make it possible well i'm it i'm i don't know of many school districts and obviously i haven't surveyed them all that don't put policy in the hands of people that make policy i i don't know that's just my but i wish everybody could experience our policy committee because it's really good so from what i'm hearing everyone say i think it's i don't know and i'm i'm gonna make a huge assumption is
148that it feels like we're we're making there are two options or two not even options two recommendations that are on the table and i think that both of them beings being implemented would answer the questions or i don't know just from my perspective it would answer not answer the questions but it would um create the opportunity for things not to fall through the cracks for example in option one the all of those uh policies or committees to finance policy equity and teaching and learning are still there still meeting the community can come they can give still give input but even whatever work and please correct me if i'm wrong whatever work is done there can then be sent to this other community advisory committee to be informed and and talked about before it even is
149brought back to the board if i'm understanding that correctly but he wanted to get rid of the four and just make one right no the four would still remain so i don't but i also don't see the point of that because that diminishes the the i mean if you're going to have a higher level community group that the little community groups get to put their input to the bigger one that gets stuck what what if our community members committee members want to be part of that discussion and it's not about honoring the work that they do it's about the fact that there there's a reason to have the community input and i don't want to put one community committee over the others that they do their particular piece work and then bring it up to
150another one that feels entirely non-genuine that's not that way that's not what the motive or intention of whatever this is not something better to me though well i don't envision all of the work that comes through every single finance policy equity teaching in the wrong committee going to the larger group there's going to be have to be choices about which topics are tackled you know what that looks like we would know more about what policy looks like after we make a decision about you know about press plus we we provided another district that you know does this and lori that might help with some of the details and the pieces and having you know agreements and having term sessions of how long someone could be on you know this particular committee um and how do
151we make sure that we're not getting all teaching and learning people are all you know wanting different community members that have different perspectives having some people that don't have students in the district for example having all of that be part of this i did want to clarify we're not looking at diminishing this down to you know 12 people we would want everyone that is currently on a committee to be invited to be about refills needed so then we'd have to put out a process for what that looks like we would be expanding it larger than what we have now so it depends on how many of our committee members like if all 28 or 60 of them said that they're in but i think we've already had quite a few people from last year's committee
152say they aren't wanting to continue so we'd have to see how many we have and then invite some more the questions oh we're gonna hold you to that oh i said i was done asking questions keep a track of that one um that actually threw me off um so why why can we not because here's my fear my fear is we have lots of awesome community members who want to participate who we can we can argue whether right or wrong who feel like they're being thrown a curveball right now i guarantee it so why can we not still convene these committees at least one more time to get some voice from them and fi so that we're not losing people because that's what i don't want to do is lose people and get some feedback
153before we before we i'm not afraid of change i agree that something needs to change and i'm not even necessarily opposed to this what i don't like is not talking to our community members that have dedicated all of this time and energy and not making them a part of this conversation first and that's what i would like to do before could we when we do that yeah when we do that could we have when he talks to all his committees can we have one big committee meeting before we make you know what i mean like can we let's talk about policy let's talk about this one let's talk about four colon 60 let's talk about the policies that we sent to the equity committee let's talk about the policies you know what i mean you
154could literally run all of this through a policy committee which i clearly see here is not really the intent but i appreciate that we want to get people talking right but i think the the fear for a lot of people that will be on my policy committee is i'm going to lose my voice and i don't ever want them to feel like that either so before we and i like i before we get all the feedback like hey let's try it like i'm willing to try it and give it a shot and then kind of you know what i mean like it may work it may just figure out some kind of hybrid right yeah and i would also say i mean i know you said that there were districts who are doing it and
155doing it well a lot of the question sounds like it's around logistics so if we can get from the other districts who are actually doing it how they're doing it so that at least we can see if it will work in in practice sure i believe that uh a link to a really big example of what is shared at the retreat we can share that out again uh you know what it looks like with bylaws and examples i'm not sure that i understood where we're going next on whether we were bringing the group together to get feedback from all four or having a a sample of a meeting or if we were i think i think you need feedback from everybody but i also think that you're gonna have a lot of people who are
156don't embrace change so i think having one one committee like you envision and just inviting all of our members to the to the and like this is what we this is what we're envisioning right i think i think i don't think it's a matter of hey should we do this or not we know what we're gonna get i think it's a matter of hey this is what we this is what we envisioned tell us what you need for this to be successful yes moving forward and then how do we build that and if there's any blind spots help us figure those out and let's move forward together and then we need to be we need we need oversight on this so that we need to be prepared for there are things that are not going
157to work and we need to change them yep because i guarantee that this is not going to be 100 perfect so we need to be all prepared for this isn't working the way we wanted it to let's adjust yeah i just just for the community out there it's not really working now and it's not for some people it might not be for you but it might be for people that are sitting at home listening going i think this works great you have a different perspective though okay but but at the end of the day it's about what's going to need to work for our district not for the people who think it's working i get what you're saying latonya i genuinely do and i know that you're passionate about this and i support that vision
158that you have i really i really well but you do i'm not trying to argue you do have a vision for what you want it to look like and i agree with you i want us to see context i want this to seem more good but it's not just about what's good for our district because what's good for our district is to have our community feel good about what the district's doing which won't happen if they're not given a chance to not lose their voice and that's exactly what we want which is why we can't just decide this here for ourselves absolutely the other thing i can go with one meeting and have discussion and concerns see what we do we're all about voices here like the individual meetings amongst them the other thing that
159i um coming from with some background is that we used to get committees as a way to bring forward recommendations to the board and i haven't seen as much as that of that happen and where i see the positive for the more i don't know if we're allowed to call it committee of the whole because not really committee of the whole but this more integrated committee is that i hope to see and one of my expectations would be more robust recommendations coming to the board from one committee that has all the different parts represented so um and i think heather if you i mean you kind of laid out you know like what some of these how this logistically would look and how recommendations would get recorded and how you know you'd you'd um how
160would be more effective so i i really appreciated when you brought that up so if you can some of my previous experience is similar to what the what actually jen was also just talking about where we had monthly meetings we had two designated board of ed representatives we had community members come we had additional admin come but we had agendas we had minutes and we brought anything that came to the board for our committee came through the committee first so it was discussion it was then editing revising and then it was brought forward so we worked through the committees on high-level things and then breakout sessions and absolutely so coupled with that and i know that that's more of the committee as a whole what we also did was we called them community cafes where
161we had topics in which we invited the community in and they moved through different stations different stations manned by members of the school district but that we had somebody facilitating each station where it was a question of interest or a statement that we either wanted feedback on or just wanted information about that way whenever we held those types of meetings had the butcher block paper you know you see in some restaurants that way we always had someone taking notes so they could listen to the conversation and take notes and provide those out or we had some community members and there was some language barriers that didn't necessarily feel comfortable sharing verbally but then would leave lots and lots of comments so then we were able to process that also and bring that feedback forward so
162we kind of did an interweaving of both kind of more formal committees but then also some community events and forums where we sought feedback on specific topics and guided discussion okay okay okay so what did that leave us at can somebody figure that out well technically this is just an information item yes so i know but what does that mean for next i think we we bring back bring them together bring together our committees into one meeting and share the vision and see get feedback is that that's what i thought i heard but i wasn't sure i thought i also heard it share the idea of convening each committee as constructed now discussing it and then um each one individually or whatever you do like right now finance meets in the summer some of the
163other committee none of the other committees do as far as i know um so they would need to to convene something different i guess but we would just do it at our next one if that's what the intention is i was thinking that we were meeting all together and we were going to show them an idea of what we want how we wanted it to look was that i would like to do that i would like to do that but then let each committee discuss at some point in some way we've already afterwards we've already convened teaching and learning and policy we would be picking new we'd be picking new some new members right now and reconfiguring our committees our committees are done right so what i'm saying is that you do have some current
164members though so what might work maybe is to do a sample here or whatever you want to call it um of what this could look like so that our committee members have a more um informed way of looking at it than just our words or a piece of paper but they can experience what that's like and then after that you're meeting in a smaller group of some sort so what do you want to do first you want to do the big meeting first and then reconvene in in our group so we want to do the groups first and then re and then oh sorry it'll be all be conceptual if you're not if you don't meet with the as the larger group to show the vision and even at that meeting maybe there's that's when
165the breakout sessions happen because otherwise you're going to have to wait another month now keep in mind though by doing that we have to keep in mind that we probably are all going to want to watch the magic and we can't all show up to watch the magic we just can't talk okay have you met us you you remember that we cannot show up and talk but that actually leads to the next question that we will have to answer which is who who will be working with this um right now it's pretty balanced where there's a few board members that have more than one committee but it's generally speaking it's a little bit balanced latonya with the other rules typically you wouldn't have a committee assignment but this would change how that looks and that's
166something that i would be very concerned about making sure that not necessarily for right now but at some point i mean this is a future implication you you need to make sure we need to make sure that there's nobody that could be cut out of that process would it be would it be the case that they well and frank someone else might want them to be as someone who has been spending 20 to 30 sometimes 40 hours a week i appreciate not having to be in a committee meeting but only knowing that i have to go to four for a year so it actually i think that well and that's the point if i could clarify everything she wants just make sure that there's that the opportunity of everybody will be too big and members
167different every and board members each would have an opportunity still to select people to the group so it wouldn't be the group our board as a whole deciding who's in there currently the the board chairs for those committees have the right to pick the people that they want on their committee we all approve it but we get to go through the applications and select people that we know would bring something each board member should be able to retain that ability because it does each of us have our own perspective and we'll be looking for different things and i think that that adds a richness to the conversation that would be my other and you want to establish i would like it established in a policy let maureen say something i'm sorry yeah because this would
168be a board committee you all could be there oh yeah that's right because regardless of because you will post an agenda you will have you know you will have an agenda whether zero of you come or all seven of you come doesn't matter because it's already it's just like yes there's a quorum of the committee which speaks to what jennifer was just saying which i know it sounds like several of the committees have basically completed their work for the year i don't know how many of their members are still around but if you for instance if you have a committee that requires 12 as a quorum and if right now there's only five or six you don't even have a quorum of that committee to come to this uh this would essentially what i hear
169you saying is this would be essentially you would need a quorum of each of the four committees to come together so it would be a joint meeting of all four committees so i i think that should be in order to make sure that every group is having an opportunity i think it makes sense to be quorum but we have that in ours because we still meet alternatively if you first establish the four committees and then you could potentially say this larger committee is going to perhaps be six members from each of the four so then you have a total of 24 as opposed to 48 or 60. yeah i think that everybody in there should have a chance yeah yeah so that's just something to consider is right now it sounds like some of the
170uh there's a lot of details committees need to be repopulated before perhaps you can take this next step but if we repopulate before they even know what they're signing up for and it's going to be different it might well but i think but there's nothing wrong with sharing with the community that this is the vision and this is something new and if you'd like to join the committee and you can embrace kind of riding the wave then go for it well then i think maybe what you want to do is call it a special board meeting inviting the members who remain from each of the four committees so you're not requiring a committee of each of the four you're just requiring a a quorum of the seven of you invite and then there may be
171four from teaching and learning there may be 12 from policy but you know whatever if they come into this room then you have that conversation try and have that meeting with without worrying about do we have a quorum from i like that and i think that's appropriate i'm trying to get up because there's i mean yeah the committees i mean because they are not even really always well attended and you know depends on the group so and they may decide they don't want to come back so we can't control that and that happens every day yeah every variant no i'm saying that the people who are no when all of the committees who are no longer meeting in the summer those people may not want to be a part of the committee no matter what
172it looks like so doing it the way that you're saying it would ensure that the meeting would happen yes versus what about the committees that are heavy on staff members we might want to consider the timing on this the commit some of the committees per i think teaching and learning it tends to be a little heavier on staff matters no not at all no not anymore oh that's changed then oh good no that's good wait there it happened doesn't have any staff on it we all we have faith every time and then she brings in that has that is very very different and i'm really glad to hear that but we do have we do have staff members on ours and they are able to come which is very kind of them their 12 month
173employees but if we have teachers that want to participate in these that have been able to participate in these will want to think about being respectful too i would love to move on we've got a lot to go okay well calling a special board meeting of all the members is kind of where we're going and then ursula provide what board members are still on are still have term terms left thank you and when when are we talking about this like next month next week what what are we looking having i mean obviously not next week it's gotta be early in the year well i mean before or after school starts i guess that's my question well when school starts like whenever we would start with the committee like in august or september or something okay
174that makes sense try before you buy it i mean really yeah all right let's do this please i [Music] this was the last big one i think right we start singing i learned some new songs today so if you want that but you don't so august 22nd we'll bring this back the administration will work on the logistics and what that looks like and then we will convene the big committee in september sounds good and then and then there'll be a follow-up in our in your smaller group in our smaller committees and we'll bring back feedback yep thanks maureen well thanks everybody because this is a change is a hard thing i think that i like where we're going and we'll just see how we get there and what it looks like at the end it's
175got a lot of features yeah yeah so we'll figure it out yes well it might be it might be a three wheeler rated a lot of the concerns it's a vehicle all right item 7.10 thank you is information on renewing our lease with cotg that is set to expire this november dr pesci yeah and just to clarify for the board so you know what uh what we're looking at is xerox is the equipment so we have xerox copiers but cotg the chicago office technology group is one who provides service maintenance and things of that nature like parts toner staples so what we're doing in this lease is we are buying 79 devices for a dollar and cotg will continue to support those but in addition we are going to replace 50 devices that are at
176the end of life and are no longer quality machines so the new lease agreement in this one is only 36 months to give us a little bit of time a little bit of or a little less time instead of a five-year lease to see if we want to make any other changes after that um and uh just wondered if the board had any other questions about the lease agreement that they saw does this have to go out to bid um this one does not have to go out to bid uh technology uh they take into consideration the quality of service and what they're able to provide and this one specifically the reason why we're sticking with xerox and cotg is because we already have about 500 of those devices in our environment and so we're
177just um swapping out a few of those and not dealing with multiple technologies in our environment and i realize you will not be able to answer this question tonight what did i just thought of it well so kovid did a lot of things and put a lot of things digital so i'm wondering how much less slash printer usage slash yeah you know and that would be something good that's a conversation we always have about how can we digitize our materials and what can we do and i think it's something that we'll continue to look at but i just wondered if you can look like pre-covered what we bought in paper versus post covid yeah we can take what we have in paper scale is there anything i can start signing now but this definitely keeps
178our buildings kind of status quo with the resources that they have and the resources they need to continue with the curriculum and materials that they have now and like i said this is a three year lease and over time we can evaluate that and take a look at that picture with the technology group thank you dr petzke any other further questions and item 7.10 all right moving forward on 7 7.11 is information on road improvements for the wolf crossing road and information on some land acquisition the village needs our signatures on as they're in the stages of applying for some federal funding for this exp very expensive and needed project dr petsky all right we still got some sound here uh so we've been approached by the district on making some improvements in front of
179us we go east high school and what that would involve as you saw is uh multiple lanes turn lanes for traffic on wolf's crossing involves some pedestrian and biking paths and um interestingly enough too they're looking at a roundabout at harvey and harvey and will's crossing road there as well i talked to the village uh the the people in the village who were looking at that study right now they they kind of they rate intersections on a scale of one to ten and uh right now that's about a three with the terms of the volume of traffic that comes in and how congested it gets with the roundabout the evaluation that they've done they actually have that one going up to a seven so more than twice the capacity that's there now so they talked
180about that they talked about the expansion on wolf's crossing and in order to do this expansion they do need to look at some drainage and some water runoff areas and so they approached us about the front of our property to access that roadway and to do this project there is the easement to expand the roads but for the drainage we're looking at another portion of the property that they would then excavate and provide for some water retention or water detention areas they their village designers looked at it we had our civil engineer look at it and concur that it is a good use or a good design we also had our civil engineer take a look at is there any other things the district would want in terms of other drainage and whatnot and to
181kind of build into that area and we confirmed that with the work and that we've got right now there's nothing that we wanted to tie into that and then the third question was is it going to impact any school activities to a degree that we would not be able to use the property and the answer to that was no as well so with that we do have uh we do have a letter of concurrence which what that means is that we the school district agrees that this is mutually beneficial to expand that roadway and allow more traffic to come through we do agree with that and that we are willing to look at giving them 2.95 acres of our land in the front so that they could build the retention area build the easements and
182then they would maintain it after that did you say give oh no yeah make available um and because thanks for clarifying um because uh what we are going to do we do have a cover letter that we would be returning this saying that yes we agree that it's mutually beneficial but we also want to make clear that um this we are still in negotiations on the fair market value for that land and that we're not just giving it away we're actually assessing it and it's mutually beneficial for both the district and the village so how much into that practice field up at the front is that cutting into the practice field go in the back corner north shore no this this is on wolf's wolf road on the freeway by the by the marquee sign
183it doesn't affect anything right but all that by the marquis and that it says practice field yeah so it's a practice field uh-huh yeah they use that for football they use the they use them for the when they're all out there and they don't want to screw up their field i promise you i know i've been out there several times they use it all what i'm saying is they use it all we did talk with the building administration and we have they have concurred that the expansion on wolves crossing and that they are in agreement with the the use of the land for expanding wolf's crossing so no i i totally agree with the use of the land i'm just saying that we're going to need to re consider relocating this practice field to some
184other part of our property you think you so there's like two practice fields next to each other but there's also that big chunk of land that you're talking about taking it which they also use that's what you're talking about yeah i'm just like my kids don't go to speak at least i understand why they want to use it i understand all the benefits of expanding wolf road and what i'm telling you is somebody asked admin but didn't ask the coach i can look into that because to be honest with you it is my understanding the only people who use that place are the cross-country runners and they've got strength and they run through i am not aware of them using that as a designated practice field for football check in the afternoons on a school
185day after school and we'll just take a drive through the driveway and maybe that'll give you more information that's what happens when you have a grass field and you don't want to run and listen i i i will obviously have to make some accommodations i mean this this is a bigger picture when we're talking about this wolf crossing ten phase project it's good for the school it's good for the community it has to happen so nobody no but nobody here is saying don't expand wolf's crossing i want to repeat this nobody here is saying don't expand wolves crossing anyone who goes to oswego east has sat on wolf road like a parking lot and could get out and probably walk here faster whenever there's a huge event but but the point is um that we
186may have to we may have to talk to some coaches because yeah cross country is is another one where i mean we're already talking about the track and now we're talking about this and and listen we we're all going to have to deal with inconveniences when when that road is expanded but in the long run everybody's begging for it to get done but so the point though is that please have conversations with coaches please know that we may have to do some things because um we we we've all been told we have all this open area but maybe we don't well it and it does say the proposed use would have no impact to the function of the property well it says de minimis so we've got a de minimis 100 acres of land we're
187looking at giving 2.95 for this roadway improvement please yes yes that portion you're not getting one word selling yeah we would make available remove that from the conversation and not only that 0.95 acres so that's information for the board and uh but what we are asking is to sign the de minimis so that uh because what this comes down to is the village is actually applying for federal funding for the improvement of that land so by signing this we're allowing them to move forward with their process right and by giving them our cover letter it just lets them know that we are in agreement but negotiations will continue the other piece behind this the other piece behind this is i believe if i'm reading this correctly the four-lane stretch actually ends at our entrance is
188that correct yeah they're uh i'm not exactly sure because they only showed us what would be impacting our district so it might end on the drawings we have but there is a plan that the village is doing to show how they are going to expand that all the time right and listen any any anything they can do to help that road i'm a proponent of but what i you know any opportunity i have to alert the community i will take that that could be potentially short-term some serious issues so if i don't know if that's going to create a bottleneck or or if that's going to create issues right outside of our our entrance or exit that's a potential there as well i don't i don't know what we're looking into for that might not
189be our jurisdiction or whatever but but the follow-up on that we've had discussions regarding the impact when they when the harvey and wolf is closed uh warbankowski has met with the village i've met with the village uh or has plans on where you where the buses will enter exit and pick up and drop off it does all look different but it also it looks different for the whole area because the roads can be shut down for a certain section so those conversations have been had and we've had we had those quite a long time ago as we are working towards planning and getting to this point i'm also worried though about two lanes running west all sudden converging into one right outside of that entrance one that i want to follow up on is what
190he's talking about is not the construction on the circle but with with four lanes coming down and then ending right at the marquis sign and going down to two lanes oh there's definitely going to be an issue to deal with just like you know we're gonna have to deal with it anybody that uses wolves crossing roads gonna have to deal with it you you drive different ways if you can i mean it's just part of what it is to make this improvement to our community can buses go on roundabouts just out of curiosity yeah but what i'm saying is one what i'm saying is once it's completed um which is great but once it's completed you know we'll have to take a look because they're going to do it in sections that's what you're saying
191right and so it's gonna end right here and go down to two it's gonna create additional longer-term traffic since there isn't a plan for i'm yeah you already can't see over that hill so i don't know what you know is that gonna create situations where people are like all right let's floor it and now we've got people trying to turn out and there's going to be some things well people will be turning off of our property so then it would be concerned and again i'm a proponent of expanding the road so i'm not saying don't do it i don't know you kind of sound like you're saying don't do it thank you thank you for the feedback everyone thank you dr pesky all right thank you all for your patience so far 8.1 action item
192approval of bills for payment can i have a motion please i make a motion to authorize the payment of bills in the amount of five million fifty four thousand six hundred thirty eight dollars and seventy two cents second mr cerrone yes mr gatewood aye ms johnson aye mr pluger aye ms swanson um i'm gonna vote i but i would like to add that i would like to add 4.60 back on the agenda for the next meeting for information uh well that was the policy yeah that was the policy that has to do with the amount oh yeah so i but mr oil i miss simonton aye motion passes seven zero action item 8.2 approval of title 1 school improvement plans can i have a motion please i make a motion to approve the title 1

194dhh program there are the classes that are just for dhh that start at brokaw and then move on to prairie point and then on to junior high in high school we do have some deaf and hearing uh hard of hearing students that also have another label of need so for example we might have students that would really benefit from the life skills class that are also deaf and hard of hearing so at that point we look at what the placement of the program would best meet their needs not just by their well their deaf and hard of hearing so they have to be at this program or that program that's those cross cat classes do sometimes move through two different schools did is that okay and and in the past um were they all a
195prairie point or or were they or was they or were they always split between two schools the is that a change just for deaf and hard of hearing i have always been at prairie point and still are the movement to having classes be cross categorical from students from very different if you will primary disabilities meeting their needs that has been a change so that we have more of a continuum of services that meet the needs of what students need instructionally not by designated just by their primary disability and so these students even if they came from out of district if they had those needs they might be moved from elementary school to elementary school is that correct they might be and do we think that that's i'll ask is that due to space or why
196would we move them from elementary school to elementary school looking at whether their changes their disability or changing of their needs they could move from one elementary school to another if their change of placement happens or if we have cross cat classes at different buildings sometimes that they don't have the whole continuum from early childhood all the way through fifth grade and they would move to different schools okay thanks [Music] okay can i have a motion please i make a motion to approve the intergovernmental agreement between yorkville 115 and cusd 308 for access to special education programs and services second miss simonton aye ms swanson uh mr plogger hi mr doyle let me make a just a quick statement that again i'm going to vote no on this because at this point our issue is
197not that we'll be reimbursed for services but that we don't have enough staff hired to support the students in our own district and i'm not willing to provide that to other districts so we can support our own students first i'm going to vote no but i wanted to make sure that that was stated ms johnson um i i would like to reflect uh mrs doyle's comments as well and i'm voting now mr cerrone yes mr gatewood aye motion passes five 5-2 action item 8.4 approval of board policies can i have a motion please i make a motion to approve the following board policies presented for second read section 2 school board 2 colon 230 section 4 operational services 4 colon 4 colon 150 section 5 general personnel 5 colon 240 section 6 6 instruction 6
