009your role as an elected official as well i also want to thank representative batnick for having come to our last meeting it was not easy he was the only elected official who did appear spoken public comment and invited conversation to his own role which he didn't have to do so i wanted to give a shout out to representative batnik as well that's pretty much all i've got thank you all for coming the application process um we had an equity advisory committee on february 22nd at the meeting this uh we were up we were updated on the progress of envision 308 uh there was considerable discussion on the survey that was going out addressing and assessing disciplinary trends and inequities efforts to be more inclusive in the hiring process special education and english learner services amongst

010others this and more will be presented at a future meeting we also discuss dress code and proposed policy and on that faith and dr waller explained to us that the proposed policy went through multiple committees already the equity committee members seem to agree that the proposed policy was much clearer and appropriate relative to the current policy and accounts for all of our students we discussed how student input was incorporating new policy we suggested headwear policy to be clarified and hate speech hate speech be addressed we also discuss student ids we then move to the district's use of disciplinary measures and what needs to be addressed and changed time ran short but hopefully more updates are to come on that it was my first equity advisory committee meeting in my first update of an advisory committee

011today i enjoyed hearing from such an informed and passionate group of educators and community members and i and you co-chaired that enthusiasm um of the things is something that would help immensely in terms of making sure that our students um and president simon we're getting a little feedback if you could um talk into the mic the people at home are saying they can't hear very well thank you eugene we did have our finances and facilities we went on location at our facility and finance building to take a little tour see how that works learn a little bit more about the departments that we help advise we also covered the audit and did some presentations i know it will be coming here as well on what the auditors had found what changes they had made i

012don't want to steal thunder from that presentation but it was a good discussion the committee continues to remain engaged but primarily um it was what we expected to see which was nice absolutely and we also talked about the cash flow of the district and dr petschke yeah did a great job of explaining uh the reason why at this unfortunate time we need uh tax anticipation warrants to cover uh our cash flow because by the time we reach april um payroll still needs to be paid and so he also has some creative ideas on what we can do to minimize uh minimize the the impact of the tax anticipation warrants and again i won't steal that thunder i'll allow him to do that presentation soon okay now we will have our presentation from our teaching and

013learning committee i'm also on on that committee um so we reviewed policy 6.31 high school credit for non-district experiences for course substitutions re-entering students so we could submit feedback to the policy committee basically we are suggesting to the policy committee to add accredited to the description for courses that we would accept from outside the district examples distance learning vocational courses we are also asking for more description around life experiences or ad at the discretion of district administration so clarify a little bit um mrs dalquist presented an update on division 308 to that committee as well she's going to be presenting that in a future meeting part of the conversation at the high school level went into looking at freshman orientation enhancing that and what is shared and experienced at this event because it's a critical

014transition for all of our students so jen no you did perfectly okay making it look easy now we'll have 6.3 our superintendent's report well good evening board tonight i have a handful of congratulations that are in order uh michael scurra ohs fine arts department chair shared with me that daniel donovan nathan frost mark mars pash alexander peters olivia ramondi and jamie rasmussen were selected across eight different categories from submitted scholarship portfolios and were awarded almost two million dollars in scholarships so congratulations to each of those ohs students congratulations to yes that's a big deal that's a big deal congratulations to aj johnson from ohs as he advanced to the ihsa state wrestling finals on february 18th at champaign urbana aj ended up with an eighth place 8th place finish and was an all-state selection in

016night as we held a reception and opportunity to take pictures with the state trophy the last time we had a state finish was 1998 so 24 years ago this is a young team with only one senior so we'll be looking from for big things from next year and also wayney breedlove took fourth place individually in bowling and was an all-state selection so congratulations to the entire team i'm representing ohs district 308 and themselves in excellent fashion so thank you and that is my report for this evening thank you dr sparlin okay now we will have last but certainly not least the student ambassador report thank you uh good evening the student advisory committee had initially planned to meet prior to this board meeting to summarize the results of our extensive student survey centralized on sexual

017harassment uh however due to attendance purposes we rescheduled for march 8th following this meeting we're planning on summarizing our data in a comprehensive verbal report on the mindsets and knowledge of our student bodies regarding sexual harassment and interpersonal violence we're hoping to analyze this data to understand the needs and awareness of the students we represent and figure out what could account for any barriers to a safe and inclusive learning environment and i would just like to add this second semester we've really seen an uptick in the amount of student outreach to us and i know some board members were included on emails and it's just great to see students i guess maybe the words getting out uh they're uh really reaching out to us from uh even middle school students we had reaching out so

018on social media i've been included on email change uh just from students from ohs we've both been included on email chains from students across the district so just really great to see that and we invite more students to come up to us and email us or reach out on social media it's great so that is great how can they email you well for us for students they do know our names so you are able just to do a little search and it pops up there's only one colton scenario that i know [Laughter] can we put a button on the district the district website forum that's a teresa question like i think i think you would get more if your kids had an easy way to yeah and i know a lot of students have a

019lot of really great ideas so we'd love to hear it absolutely that would be thank you okay 7.1 the board of education will elect an officer for the position of vice president nominations are now in order for office of vice president any member of the board may nominate any member of the board including themselves and nominations do not require a second nominations are now open for office of the vice president i would like to nominate mr gaywood i'd like to nominate dominic serran are there any further nominations for the office of vice president are there any further nominations for the office of the vice president are there any further nominations for office of the vice president okay if there are no further nominations the nominations for the office of president are closed so now i

020will ask for a show of hands for those who would like to vote for well do i need to be considered i don't know if i necessarily want to be considered would you okay you can decline the nomination yeah do i did i need to do that before you can do that now yeah if you want to decline you would do it before we she was about to go into the vote so if you want to decline you would want to do it now if you're declining okay so okay i will i would like to decline the nomination okay thank you very much so we we only have one nomination so we we if you all would like to take a vote we can take a vote or we can declare that individual to be

021elected what would you like to do i'd like to take a vote yes so with a show of hands all those who would like to vote for eugene gatewood please raise your hand it's important to vote okay so we have a 6-0 vote for eugene gatewood so eugene gatewood has received the majority of votes capped or all of the votes cast and is elected vice president to the board of education congratulations eugene don't forget your name plaque okay now you'll need to move to the vice presidency bye eugene it was fun having you on this side eugene congratulations congratulations okay 8.1 dr sparlin will introduce mrs dalquist to present in vision 308 community partnerships with her team item 8.1 is a presentation from our work from envision 308 as you know there are four quadrants

022to envision 308 student learning support for student learning finance and facilities and community partnerships tonight we're going to share a progress regarding quadrant four community partnerships and presenting for this evening are michelle earley teresa comedis dr heidi pajasik and dr jadon waller all right thank you so much for this opportunity to talk about all the great work that this team as well as many other people have been doing so as dr sparlin suggested we are talking through all the different priorities from the community partnership piece don't worry if you can't read all of those statements that are on there because we're going to go through them each individually so the organization on all of the slides this very far left column is the priority that we had established already and then followed by the next

023column of what we said we would accomplish during we'll spend the bulk of the time there in current progress and then just to remind everyone that tan color at the end is what does success look like by 2026 so every slide follows the same format just wanted to lay that out for everyone and uh dr waller is going to talk about this slide all right so all of you have been privileged to have such a wonderful student ambassadors present each board meeting they have definitely been a highlight to my experience here thus far and so as you know the students worked very hard to create the initial survey that tried to aim to hit different concerns that our high school students may have we also were able to go back and make sure that we

024included the eva and gold student data on that original survey as well and from there we worked pretty diligently and disaggregated more data looking at mental health sexual harassment representation of lgbtq and black indigenous people of color and ultimately we determined that sexual harassment would be that topic that we really wanted to explore so then the students from that point created a second survey that was specific to sexual harassment they wanted to know students knowledge around education around sexual harassment as well as reporting and safety where are some of these things taking place um in addition to that we also wanted to determine their thoughts around sexual harassment and mental health and so we have captured that data disaggregated it by gender ethnicity and identity as well as other different breakdowns that the students really

025helped me with the quick trick to help desegregate some of the data because i'm an old lady sometimes and so it was really fun to go through that process with them as well as create some opportunities to find more data as well with dr sparlin and the principals at the high schools in addition to that the students did participate in wi-fi the youth lab participatory action research where they desegregated data from the different um articles that we found and did research with and then from there they did a lot of annotating and disaggregated from there to find common themes and so from that point we have determined that we are going to focus on those big pieces around mental health and student education and um and reporting and so we get together as they indicated

026um next week um tomorrow myself and dr pajasec is along with dr sparlin and the principals are going to get together as well to discuss um some prior steps before we meet with the student ambassadors next week and um yeah it's been an exciting journey so thank you uh in addition to that and this presentation was to have been given at the last board meeting so that's why you still see will be at the end of february because now we have done a survey out to uh staff where they have indicated their comfort level with key indicators of what we're doing and what needs are for professional development in the future this next slide is all about beneficial partnerships and uh things that we're working with people outside of sd 308 and dr jessica is

027going to start us off great thank you so we are excited to have a multitude of mutually beneficial partnerships that benefit so what does it look like when all of our departments are underneath one umbrella well we can take and highlight each strength of the department we can go ahead and invite their parent groups to participate and share in um events that we have on our share calendar our adult esl classes family psychologist presentation family nights on how to navigate the education system participate in parent cafes which i'll be talking about in a little bit and all of this working together will open the opportunities for two-way communications between the families and the district so as faith mentioned earlier this is kind of looking where we are all the way to 2026 progress so um

028provide community chats based on specific topics regarding around dei um our community family um cafes which we have kicked off in january january 12th was our first one so i'm super excited about that um part of the community cafes is working with a framework through be strong families v strong families is a peer-to-peer framework that allows parents to engage in meaningful conversations and highlight their strengths within the parent cafe there are core values core values allow families to engage in meaningful conversations about what matters most and that's strengthening their families those core values are family liberation authenticity vitality collaboration excellence love and spirit the last component of the be strong families are the five protective factors these protective factors are used to provide a safe non-judgment judge non-judgmental opportunity for parents or caregivers to build

029upon their own protective factor while engaging in conversations and what it means to keep their children safe and family strong and those five protective factors are resilience search relationship support knowledge and communication so we have already held two parent cafes i am very excited about those those have been very well attended i invite all of you guys to join us for march 16th as we talk about nurturing the seeds to grow strong families um the protective factors we will be focusing on next on this month is resilience and communication great and we'll turn it over this next slide to dr waller all right so um i know that michelle early just spoke about the community cafes but i just want to add that they have been a phenomenal experience for our community members and even

030from our first one we had community members kind of connecting with each other off scene which is really the intention and purpose of this to build community within each other because of what we provided as a district so i just want to commend michelle on all of her hard work it's been a really awesome experience another part of the work that we are doing is trying to highlight our alumni um this year so far we highlighted our alumni who work for our district and we created this beautiful powerpoint and with the support of teresa and her team we shared that with with everyone this school year around thanksgiving because we were thankful for them another big thing that we are doing is amplify the student dei committee at the high school level has named themselves

031amplify and they are going to be putting on an event april 7th at oswego high school at 7 pm to 8 30 p.m and the purpose of this event is to allow students to highlight their stories and their experiences and their identity in who they are through forms of art or speech or dance so we will have the step team performing as well and then the last bit of the event focuses on a panel which will include alumni as well as current students who will engage in conversations and dialogue about their experiences here in sd 308 so we encourage the community to show up because we know that our students voices are the most powerful and i know that we will learn a lot from them and from each other and theresa i think you

032had a few things from this slide too sure so just a couple highlights our weekly parent newsletter we're going on year two of that that comes out every friday afternoon as well as the positive stories that we're highlighting on the district social media we've had a bunch of really great things to be celebrating lately and we continue to try to keep populating that with the positive news stories and photos so we encourage you to follow us if you don't and the last component is how are we communicating a lot of this great progress and things that we are pushing forward and just want to remind the community that every board meeting we have an annual report on different topics and those are being displayed and archived on our website and then most recently for student

033learning we've put together short videos so far four have gone out there'll be two more remaining that will come soon the next piece is this well how will we measure a success uh in community partnerships a year from now and one of the things that we have looked at is that we want to expand this to be parent surveys and publish those results we've had staff surveys so far but we want to expand that and then our next piece we're going to hear from michelle earley all right so this is where we will create the website website page and list of current partners we've already started um drafting a google document with all of our current partners that we partner with right now we will continue to create a website push out that describes our

034work and offer opportunities for partnerships one of those partnerships is working obviously with family counseling services um and our serc we will continue to provide community chats based on dei we will provide one parent education summit with a course offerings based on dei and dei and then continue to provide community chats based on dei topics and we'll have an annual listing of parent education courses provided collaboratively among various departments have a draft plan for appearance summit and then have a list of community chats that were held wonderful dr waller all right so another big thing that we are looking into doing um is eventually developing affinity groups in order to create an inclusive space for all stakeholders to receive community support in addition we want to celebrate our alumni more officially i know teresa and

035i will be working on that where we want to really make homecoming a big event for our alumni who are not within the district but those who are also within the district um and then continue working towards creating community events to increase relationships and really making sure that we're working with our different schools to filter some of these events so that we can be more knowledgeable about what the school is doing so that we can collaborate together um i know that mosaic just had an international fest which was very well attended and so an event like that is something that would be beneficial for everyone in the district so we're just working on making sure that we are creating the opportunity to be as transparent and communicative as possible and then i know theresa intends

036to continue with the weekly parent newsletter and all the pieces to highlight and put all that together and then through the progress of that we'll continue the dashboard next year which will have all the annual reports that we will lay out and then we said a long time ago that in february we would start having a measurement of success at each of these reports and it's february so this is what um that type of slide looks like and i believe dr sparling would like to walk us through that well you said about half of what i was going to say so that's all right uh we do feel we're making progress in this area uh and so tomorrow our what our plan is is to change this tile to blue which would indicate we're making

037progress but before we do that we'd like to ask the board if you agree with this assessment based off the presentation today i mean i i don't know i have some questions i don't know if anyone else does is this the appropriate time for that yes go ahead and ask go ahead and start your questions wonderful so i'm going to start dr pajasic with family counseling services i know that this has been a great resource for people um maya's understanding is that there's still a co-pay involved even with the interns so is there a method for for folks who could benefit from a research referral to these services to not have to pay a co-pay for the services since that's often a barrier for some of our lower income families that need support the most

038so they currently don't have that option for us but they do offer a variety of insurance options so they do take they do sliding scale based on income they take a variety of different state plans they accept medicaid which is really important not a lot of our area groups do and they take private pay insurance or or um client self-pay so um they do provide sessions as low as ten dollars per session um which accounts for um the time that their um interns and their and their therapists spend for the cycle educational groups that we provide in district we are currently paying for those through grant funding um and they are very minimal costs to the district for those groups um family counseling services is different than some of our other local counseling agencies because

039they're a non-profit organization so the the money that they bring in does pay for their personnel their paid interns and the time that they spend so are there any other resources that you've been exploring for the families that can't afford that sliding scale don't have access to medicaid or anything like that at the moment so we are currently exploring a number of other options communities and schools in the aurora area does provide for aurora schools so banars like homestead the wheatlands and wells crossing they do provide free counseling through their interns we also are looking at some other organizations i'm seeking some conversations with aunt martha's because family counseling services is the size they are and they take all of the plans they can typically meet the demand that we have at this time but

040we definitely want to encourage and continue to build our source of partnerships for all of our families thank you and then um the other question that i have right now is the early intervention programs that michelle you have been running with play groups and things for the community i didn't see any mention of those in this presentation is that still occurring that's one of the community partnerships i know we still do yeah you are correct we are still running the family support center we still offer play groups in the morning and afternoon were housed at long beach elementary school we did increase it to three days a week so we meet with families on monday tuesday wednesday in the aft in the morning in the afternoon that is obviously a free service that's opened up

041to all of our community families that have children five and under and no cost associated with that for the families no no no can i pick you better than that i'm gonna piggyback on that we were talking in our policy committee it was policy six colon 180 um and a conversation came up in our committee that said the stars sixth graders have nowhere to go after sixth grade is that part of this or could it be part of this could you say that one more with the stars sixth graders so after yeah they had there was nothing for them after this after sixth grade yeah yeah i think that would be special education right that would have to be special editor could we put it under this umbrella so it's just my question it starts

042as a special education program right community partnership piece we can talk later after this but it wouldn't be this group okay all right well my other question was did we publish do we publish the five essentials survey that's a good question i know we've been getting those yeah i got another email because i haven't filled out mine yet either but um i got it and i did fill them out i haven't filled out my one for my district either but um do we publish those and can we send out i mean clearly we're still getting emails about them but um just curious how we remind people to do them um yeah i know we get results as a district but do we publish those sure and they're available on the website from the state and

043as linked as part of the school report card pieces too okay we do all right and then my other question was more for you so some of these meetings that you talk about these cafes so i know i signed up for one you could be mad at me later that i did not attend because i got busy right so i feel like people get busy and there's a lot of people in this district and there's a lot of parents who really have good intentions and really bad follow-through like me or a lot of work going on i'm just curious if we record any of these and we post them somewhere so because of the nature of the cafe these are not recorded cafes we do have our parent university sessions that are um supported by

044the scrc um in a rory university those in fact are recorded because we break out into breakout rooms and we have very open discussions um it's just a it's a privacy issue we don't record so for example one of the questions for like for one of the groups that we've done are like what is the the hardest thing about asking for help so like people get into vulnerable spaces um which is pretty amazing with the amount of people that we have but so that's the the piece for not necessarily recording um but i did do the parent university at the scrc last week you want to come and do another one i'll make sure i communicate that it was actually a pretty cool experience so are these held at all uh different times so that

045some of our parents that maybe work in a second third shift are able to attend or is it strictly held in the evenings um right now we're housing them and we're holding them in the evening because now things have kind of lifted up a little bit along with covid or kovid policies i'm hoping to offer them in person and throughout the district buildings um in our district and as well as still keeping the online model um as well for families that work um we definitely can look at increasing it right now we're just housing it once a month in the evenings in the evening from 6 30 to 7 30. but for what it's worth attending virtually is a lot easier on working parents or people with small kids at home or and then my

046last question really i guess is geared more towards teresa so can you remind people how to send in stories for your fancy little newsletter that i get every friday of course so um we actually have an email address for the district just stories at sd308.org so if you ever see anything cool or you want to share something please drop us an email we would love to feature it either in the newsletters or through social media and and dr waller i know that the dei committee was working on community partnerships is this the manifestation of some of that work that that working group is doing correct so i asked michelle early to attend our dei committee in november and so she began to spearhead the work so actually the people so we should be thanking them

047thank you to the dei committee members who chose to focus their strengths on community and so the dei committee members who signed up for that have been supporting michelle and i and heidi in running those community cafes and they've all had their roles and michelle trained all of them so yes that is one subcommittee from the dei committee the other outcome from that is the student dei committee and we're actually starting to venture into junior high and recruit students at that level as well thank you i just want to ask you to repeat [Music] so amplify amplified takes place april 7th oswego high school 7 p.m to 8 30 p.m and our next virtual parent cafe takes place march 16th from 6 30 to 7 30. we just will be getting ready to send out

048the flyer and social media and there will be a link for you to sign up once you sign up you will then receive a zoom link to um participate in the cafe kevin just one more quick question so on slide i don't know this thing kills me slide 11 maybe on mine where it talks about um fostering partnerships with universities trade schools mental health business so i know of at least two companies that we kind of partner with what if somebody else in the community maybe i'm thinking more trade school for this right what if somebody has an opportunity where they could bring in some high school kids to work with is it you guys that they contact specifically or who would that be so they would contact any of the people that they're wanting

049to work with and we could be adding to this so that could be me so trade school type okay contact faith that's what i heard that's f dollquist and sd308.org okay any more questions i just uh had a quick comment um you said well parent engagement happens when relationships are created i just want to say i appreciate that acknowledgement and all the effort that you're taking to make that happen thank you so much yeah thank you for all your hard work thank you very much thank you okay 8.2 dr sparlin will introduce dr pesky to present in vision 308 facilities plan all right thank you dr petsky item 8.2 facility plans go ahead um so as part of the envision 308 plan we've got the finance and facility area so i went through the first

050um three goals in light blue with the uh with the board of education two meetings ago and so today i'm just going to review the last two which relate directly to our facilities so the the first is a general maintenance update so the goal there is to review the need for general maintenance for the next 10 years and allocate funds accordingly um so that's kind of the work that we're engaged with uh with kluber architects and all of our buildings to take our deferred maintenance plan from the last five years and grow that into a scheduled maintenance plan for the next 10 years so some of the updates that i have for the board is uh we have reviewed the 2015-2020 deferred maintenance plan we've engaged kluber architects to develop an envision 308 master facility

051plan we've been updating the central office maintenance staff on the projects and uh some of the priorities to get their input and feedback um we have finished conducting all of the facility feedback meetings and that included the the architects with the building principal and the building engineer of every school and then we presented a process to update the finance and facility board advisory committee to keep them uh involved in the work that we're doing as well so um we've uh we've begun the facility feedback meetings with the strategic planning team and what that is is there's a team of about six central office central maintenance staff that then focus on like grounds they focus on they focus on preventative maintenance corrective maintenance and uh things of that nature and we've got one that connects specifically

052with the with the buildings as well so some of the things uh next year that we'd like to come to the board with to show that we're making some progress is really prioritize the capital projects and develop a timeline for some completion of those most urgent priorities so using feedback from stakeholders document evaluate and prioritize those projects all projects have been i should be identified for completion by outside contractors or in-house resources we've broken things down into mission critical what are things that would that could potentially fail that would cause us to need to close a school we also have uh requisite requests for proposals um issued for the work and then uh document completion of summer and fall of 22 projects and involve the finance and facility committee again to get a deeper understanding

053of what some of the true facility needs and true facility costs are um we presented this a couple times or had a conversation at our finance and facility committee i think the one thing they really appreciated was this artifact here where um we've broken down the work into mc as you can see they're kind of mission critical work we've broken this work also down into down into uh annual maintenance or annual work and maintenance work and then we've also got additions and improvements and one of the things that the committee really responded to well here was that we're actually adding a funding source so are are a lot of these projects being completed through our operations and maintenance budget fund 20 or are they being completed with a capital improvement dollars and fund 60 or

054are we using debt service extension bonds to pay for that work and the architects are actually designing this spreadsheet as you'll see on the next slide here it's really hard to read i apologize it's so little but what that is is how much work at one of the schools is being done what is being paid for out of fund 60 what's being paid for out of fund 20 and below this is what's being paid for out of debt service extension so that we have not only a schedule of work but how we're funding that work so that's our first goal our second goal under finance and facilities is to develop a five-year plan to address the physical capacity for our buildings and programs things like the brokaw early learning center transition things of that nature

055so we are conducting a comprehensive assessment of some of the current district programs we've provided our district demographer rob shorts with uh updated program capacity numbers so he's using using those and he'll be getting us some information about attendance numbers and capacity we're looking at relocating central registration from the mason square facility to uh to the east view facility and then uh we've also engaged kluber architects to develop the envision 308 master facility maintenance schedule and that includes a review of all of our facilities and the old trauber facility as well so we'll be uh we'll be engaged at looking in that do we still have that from when mike barr was here we do yeah that's we've been looking at that presentation it was broken up into like three phases phase one phase two

056phase three but i'm pretty sure it led into this year uh yeah but but it's changed a few times since he was here the dollar changed quite a bit i'm i'm sure i guess my struggle is that we don't have anybody in-house that could do it to do the work yeah all right we're gonna have a conversation about that yeah so at this time next year what we'd like to do is identify and incorporate district facility needs into the capital project timeline taking a look at kind of the district spaces that we have east view academy old trauber things of that nature and really building an appropriate dollar amount to take care of some of our capital needs in the operations and uh operation and maintenance budget so what we've done uh what we'd like

057to do is uh to continue meet with appropriate program directors to discuss what their current enrollment and program needs are report on program enrollment projections for those programs and what their facility needs are and what those projected numbers would ask them to need and then review those program needs based on the existing facility plan that we have right now and that doesn't click anymore so that's my last slide any questions or ideas about what we presented to you tonight eugene one quick question so it in the what uh guber is providing with the finance master schedule does that is that is will that be an additional cost or is that what was included in the initial bid that's in the engagement that we brought them on for um to what eugene's speaking of what i

058think i remember you referring to was also my question which was they had reference to continued need for more services in order to maintain this are you looking to engage them for further services in this activity say that one more time sorry are you are you looking to engage them for further services in the creation of a facility maintenance plan um at this point we're working through what we've engaged them on the on the 10-year plan and encompassing some of the it will include some of the uh old trauma plans and reviewing the work because they were involved they were involved in the work in identifying the three phases the current engagement includes old trafford work yep the current engagement will include a review of that cool um so my second question was one thing

059that had come up you had mentioned that you have a strategic planning committee made up of several central office maintenance personnel i remember i had asked you at that point why we weren't including anyone at the at the buildings um because very often a principal's request for a need may be very different than what a central maintenance person might have yeah so can you speak to why you're not including them in that process yeah where we are we're kind of at the uh the beginning phases where right now we're putting the list together and we're we're giving them feedback on here's what we heard you say you needed and we're giving them that back and we're using our central office staff to make sure that those are the some of the same challenges that they're

060experiencing a lot of what the buildings are bringing up are additions or improvements to equipment not the maintenance of the existing equipment so once we get that once we get that kind of compartmentalized we will start involving more of the building staff but we do have one representative on the central office team who is wearing the hat of a building engineer or principal in your facilities so we've got a grounds steve weaver and grounds we've got frank for preventative maintenance we've got uh we've got six six different people and andre is one gentleman who's representing the buildings so how did you gain feedback from the principals to add to this list because they generally have a giant list that they haven't given to maintenance yet yeah yeah you know what we we met individually with

061all buildings and we had individual discussions we had the building uh building floor plans out and we were looking at parking lots outside spaces inside spaces and uh documenting everything and anything that we could look at thank you yeah sorry one last statement and i'm sorry for beating a dead horse but i know that as you're doing your projections and the prioritizations the dollar amount that's needed will it will exceed the amount of money when you're when you're allocating your funding sources will you also include in your planning and in your reporting uh what we will do once the mix i think you said five years on this one and i remember earlier presentation it was an additional two million that's allocated toward a budget but how how will we one pay for it or

062two forecasts for it and i'm not asking the question generally right now but i just want to be clear that i understand that what you are planning will cost more than what we have so how do we plan for that correct and that's kind of because when you think about it we're kind of stuck between two worlds we're stuck between the deferred maintenance and actually get on a healthy schedule so the first part is what does a schedule look like and then based on the funds we have available and the time that we have how do we want to coordinate this work for instance we have 20 buildings the life span on a roof is 20 years so the question is why aren't we just replacing one roof a year why do we wait and

063replace six roofs in one year so can we spread that out and get a healthier more predictable financial schedule and that's what we're really excited about putting together for the board and you'll have a total dollar amount on this plan this was kind of a middle of the project update if i remember correctly i think the thing that most impressed me dr petsky and i think that it was really spoken to by most members of the committee at the time and i know we we'd updated on it at the last time we had the finance update because this was from a previous meeting but it was very impressive how we were now beginning to tie our expenses to funding sources this has not happened before um as far as i can tell it's just kind

064of been i mean we've got to do this but we have no money for it so this is a pretty important piece because that translates it from a strategy into an actual practice which is what we need yeah thank you and a lot of that hard work that rob and his team and they've done a really good job um can i ask the question regarding old trauber i know that it looks like a review of the old trauma facilities included in the cluber architects um development i know we've done this before so is this you know is it is the information that was presented before is it now obsolete and we have to go back and do it again or are we not going to be paying more money for something that we already had

065done yeah it's going to it's going to involve kind of a an audit we'll start with the presentation of the information we had at the time that that was put together but they were involved in developing a three-phase approach to to making improvements at that facility and we're just going to go back and do another building walk through and take a look at where we are in terms of the the work that was identified then and the work that will be required now but i think too what's changed a little bit is the usage of that building like talking about making it an administrative building as opposed to opening it up to students again so the the use of the building has changed since our last conversation as well uh we we've had several plans

066over the years on what we could possibly do with the building since there hadn't been any successful sales um i think the last one dr sparlin correct me if i'm wrong was in the spring of 2020. um and there was no money for that um that was just the long and short of it we're in the middle of a pandemic we were able to um begin using part of the space that was in workable condition for the food pantry and i believe a few other larger in services so we should i mean this shouldn't really be that out of date with the exception of some of the materials costs um but i i don't i i mean i haven't seen you present that yet but my understanding is it wouldn't be very different from what

067you'd presented then is that true it is pretty true yes you have you have mechanical systems and things of that nature over the last few years that are having difficulties so there are some added there are some which we kind of predicted before which is why it wasn't really a usable space except for that one little part all right is it still more expensive to tear it down than to rehab it it was for quite a long time more expensive to get rid of it we'll have that answer for you in the presentation thank you okay okay we're on 9.0 consent agenda are there any questions on the consent can i have a motion to approve the consent agenda please i make a motion to approve all items under consent including 9.1 minutes from the

068board of education meeting on february 10th 2022 open and closed session and 9.2 to acknowledge the foia request received by the district second mrs simultan hi mr catwood mrs swanson aye mr cyrone aye mrs torrell aye mrs johnson aye motion passes 6-0 item 10.1 is an information on financial statements are there any questions on what's been provided to the board item 10.2 is information and boilers and chillers dr petsky all right so bring it up to the table we've got rob allison and don ware from architects all right um so we've recently went out to bid on the oe boilers and oh chillers and uh i've charged uh rob to bring in some pictures of the equipment that we're actually looking at bringing in so we can kind of get an idea of what we're

069doing so i'll pass the clicker over to rob and as you're as you're about to start can you also give us a difference between a boiler and a chili i mean a chiller and a cooling tower so as dr petsky pointed out we'll be talking about the sorego boiler and chiller project report some project details uh consists of base bid replacement of the two main absorption chillers at oswego east with two electric concent electrical centrifugal chillers alternate one comprises of the refurbishment of the oehs cooling tower and to mr gatewood's point uh the chillers are are the pieces of equipment that generate the the cooling the tower is what's responsible for taking the heat that's absorbed if you will by the chiller water out of the system and it just recycles alternate two comprises of

070the replacement of the two gas boilers at ohs with two high efficiency boilers a little detail on the chiller base bid during the 2021 cooling season we discovered the chillers are not operating properly uh 21 assessment of those chillers was completed by a service contractor repair cost was provided of about 147 655 dollars so the age of the chiller combined with the cost uh to refurbish the chiller to keep it functional uh is why i'm recommending that we replace those chillers average life cycle 15 to 20 years and we are 17 years the cooling tower alternate two 17 years old in need of refurbishing the fill is deteriorating to a point the tower is no longer working efficiently there'll be some images down the road that'll show you what that looks like average life cycle

07115 to 20 years however we can extend that probably anywhere from five to seven years with this refurbishment the boiler alternates number three boilers at ohs are 20 years old they have reduced efficiencies we're experiencing an increase in maintenance needs parts are becoming more and more difficult to procure as technology advances these older boilers rely on some older technology it's more difficult to keep them maintained and to find the person funding sources this project's intended to be funded via decept funds the chiller portion of this project is eligible for comed incentive rebate we estimate that we'll get 234 thousand dollars back on that project and we're waiting to hear back from nicor on what we might be able to get back on the boiler replacement uh just an image of the chillers installed in 2005

072back it up this is what they call the fill in the tower you can see it's it's in rough shape that's just one example of what's going on with that time and this is uh just an image of the boilers at ohs uh this is just a boiler chiller replacement schedule so the board's aware that we we do have a plan going forward getting our equipment into a schedule part of that envision 308 concept lakewood creek shooting for 2024 fox chase 2026 bernard sick 2027 homestead 27 thompson 28 and boulder hill 29. any questions he go back one slide so i remember the boulder hill fiasco of summertime yes yes so was that strictly just a part on a newer unit that we were not able to get or can we re-order that list it

073was the controllers that run the chiller motors that were just solid state and difficult to manufacture parts weren't readily available so it took a crazy amount of time okay does the board have any questions for mr ellison are you going to go into the bid letter now is it just based on this presentation yeah i'll walk you through that one here so you know if there's no other questions there are other questions yeah i do um if we were to do the repair on the chillers you know what kind of life could we get out of that now repair is pretty extensive we have to replace the chiller bundle and a chiller bundle if you imagine just a bundle full of straws i made a copper that you're wearing out that's the lion's share of

074that project there's no way for me to predict really how much time we can get out of those chillers at their given age we might get three to five years out of them there may be ancillary parts of that chiller that fail between now and then uh this isn't going to be a comprehensive rebuild um but you could potentially squeeze two or three more years maybe five years i can't predict that i appreciate the second point that something else might go wrong um yeah yeah and um i think it was 147 000 or something like that yeah 147 so if we were to replace it you're looking at about if you get 20 years without any required work it'd be about 70 dollars a year so i'm trying to think of um what's smart replacement

075versus yeah yeah and the cost to replace the chiller was 1 million 437 000 yeah so you know if something goes wrong in 17 years so even if you go 1.4 divided by 17 whatever that number is it's obviously less than 70 000. so i i'm going to look to you guys to kind of help me uh make that decision and historically we have operated in a in a run to fail situation we run it till it dies and your chiller is not going to fail um when you don't need it it's going to fail when you have kids in school so part of the envision 308 concept is to try to catch that mission critical piece of equipment before we get into that period of potential critical failure so yeah we can get 20

076maybe 25 even if we do this extra extra bit of work but your risk goes up exponentially for credit yeah so okay yeah yeah what's the value of that you know it's kind of what yeah okay and it's just something it's it's a conceptual evaluation it is you're assessing the risk how much is that risk worth do we want to we want to risk the potential of a chiller failing and a high school probably probably if you run a chill or boiler to fail i i remember at one point it had been 15 to 18 months to get these parts in for replacement so in the meantime we were renting in units at an exorbitant cost if i remember correctly so the the cost of running to fail isn't necessarily uh overall savings yeah and

077no it sounds like it um it sounds like the incremental difference isn't worth it well and it really is a judgment call the board is faced with the decision of determining if they want to run the risk pay the lower cost and see how many more years we can get out of it which is a perfectly reasonable decision to make or if they would like to replace them and most of us won't be around hopefully anyway the next time they fail um for me it's a perspective of trying to minimize that risk window so that we don't run into a situation where we're impacting the classroom oh yeah the the dollar difference the dollar difference per year isn't really that great so i just figured i i do have a question though again the base

078bid was a million coming back again it's still the minimum base bed was 1.4 and change the only benefit i could see to doing a repair is if we thought that this was a blip for this year given supply chain issues um do you anticipate that dropping 400 000 in the next couple years that we would get out of a repair i don't i mean you'd have to be turning around that quickly in terms of the supply chain and parks costs labor costs so clarify that's my question it was the increase what was the cause of the increase on all of them across the board because all three bids went up significantly so is it what was the increase due to the supply chain or you're not sure uh i would say that uh the

079numbers we're looking at now uh definitely reflect a higher cost of the supply chain um a year ago two years ago if we were to bid this out we wouldn't see numbers this high i don't think but i'm not an industry expert not an economist i just know that everything's costing me more now and vendors i've spoken to have appointed to supply chain issues manufacturing delays etc do we realize any savings by having some of our own staff help install or do we not have anybody who could do that potentially yeah and the question there to ask would be do we have the expertise i mean i mean would an outside company allow that or if they're going to put a warranty on it i have to let legal speak to whether or not that

080would be kind of a gray area we would have to talk about and then i think it would be impacted because that'd be cool that wasn't in our that we said hey you know the contractor is going to do a b and c and we're going to do d e f in-house although but i just mean that sometimes you have someone in a building or in a district who can do the same job and instead of paying an outside contractor that would be 60 an hour to do something that your 30 an hour guy is doing would make sense to realize some savings if yeah we because there certainly are people who can agree i think we had talked about the the sr funds that had been requested to be allocated were to update building

081automation systems not necessarily for the boilers and chillers it was the building automation ones i remember talking about um yeah it was something different but no i i don't remember that it was the boilers and chillers that we had been talking about it had been a different system um and upgrading the the automation automation all right so with that presentation thank you gentlemen we did get eight bids and as you saw in the bid list what we're going to uh recommend is that helm mechanical be selected and we did we did decide to go with the base bid and the two alternates for a total of two thousand or two million ninety five thousand dollars so that'll be as uh an action item on the uh next meeting have we used them before john have

082we used them before hell that's something i'd have to check with rob on have we used helen before i am not personally familiar with helm they did acquire mechanical ink which i am mechanically but i don't know if they're going to use mechanical resources or if they're going to use helm resources they are a local reliable as far as our resources can say in terms of checking background checks etc i don't have any concerns yeah okay and i know some you know a standard practice is when you get bids do you guys throw out the highest and the lowest or do you just always go with the lowest as far as i'm aware we always do they know the company familiar with their work and things like that yeah occasionally i've seen us not go

083with the lowest although i don't know if it's in the facilities arena for the bids um and in those cases it was because the the company is able to meet the demand um in terms of staffing and things so while they might have bid a lower price it was at uh whether or not they could provide was kind of questionable yeah the key is just the lowest responsible bidder so if you found that another some of the lowest price was not responsible that are then you're going to go with that maybe a slightly higher price thank you and how do we define responsibility yeah responsible i i caught that um how do you define responsible references oh you're asking me that question oh or yeah i didn't know if you that was okay i i

084was pleased yeah i'll go with the legal definition i it's case by case and my knowledge i don't have yeah i mean it's the key is when you look at your specifications are they actually meeting the specifications because i've seen bids come out for different projects and what their response is is not really what you're asking for the other part is that you're looking also let's say the lowest responsibility is someone that you've had a horrible experience with and you know they can't do the job you don't have to just because they gave you a lower price do that i mean there's it really is a case-by-case scenario so it just depends but you know you're looking at not just price but you're looking at what they're telling you they're going to do and does

085that match what you need and you're looking also you can use your experience or even just the um reputation and and find out you may see a company that says oh we're going to joe miller construction we know we're not getting a lot of jobs because we're really not that good i'm not a construction guy by the way um and then we come out with the really lowest bids and you know what we stink at that so you know you're gonna that's what you're looking at one of the other things i think that i've seen here is that sometimes it'll be the bid will come in um and it's what we ask for and all those things are fine but it's reliant on whether or not they can hire additional staff um and if we

086want to take the risk that what if they can't hire staff for what they think so was any of that specific i didn't i don't recall seeing any of that detail in the in the bid letter to give us justification of why helm was the right choice yeah not in the bid letter but other than reviewing it with the architects and when the specs went out on what we're expecting they're aware of the quality of work that we expect so i'm uncomfortable with the eight that bid on the project any other questions on 10.2 all right moving on to 10.3 item as a bus trust lease agreement dr petzke all right um this one is uh two years ago we came to the board and presented a bus renewal for about 64 large buses this

087time we're coming back for the the second portion of that which is five 77 passenger buses one 30 passenger bus 8 24 plus three passenger buses with a lift and one uh 321 passenger buses so um if there were any questions about the uh about the board memo and the bus lease i'd be happy to answer any are to replace existing vehicles correct there's no additional vehicles being added in this correct these are just to replace current vehicles that we already use do we have enough staff to actually man all of our current vehicles yes our uh our vehicles um our our vehicles um we need these vehicles well absolutely and we probably need the staff members too but if we don't have drivers or buses this year i'd wonder if we needed them this

088year if they can't get driven anyway we do that was part of the challenges we have the drivers we were given routes back from our uh we were given routes back from our professional services which is what led to some of the shortages so our drivers are driving and so we will are you saying that we can reduce the amount of contracted services we can go out for because of this also no this is the same number what we're doing is we've consolidated routes so we are over booking routes what we'd like to do is redistribute to what our normal routes were rather than doubling up or increasing the number of kids on routes right but i guess in terms of the number excuse me the number of vehicles does that change the number from

089what we currently have so are we replacing we're getting rid of 17 vehicles and adding 17 vehicles so regardless of what's going on with the routes we have people to drive the buses they won't sit in the parking lot well then the thing is to yeah no they won't that's the buses well for the good of the order can you tell people what happens when you get rid of a bus when we get rid of a bus well they're actually we're on a five-year lease so we lease brand new buses we use them for five years we trade them in then we get the equity for those buses and we roll them into the next lease so we have another we don't have to deal with the high maintenance costs of keeping buses that are

09010 years old and breaking down we roll those into new buses so are there any alternative fuel choice i know that the company does make alternative fuel choice buses but i noticed that we didn't have any is there a reason why or is it just too soon yeah right now what we're doing is trying to convert ours to a gas fleet we've got some diesel buses and we're trying to convert to just regular gas it would require us to kind of retool retool the shop and things like that if we were to take some of those on but it's definitely something that we can explore so i mean that is a good point is that something that we can explore i mean yeah that does have a savings associated with it especially given rising gas

091prices i think and like the environment the choices that they use i think that they have available right now i don't know if they have electric yet but i think they use propane uh to control their buses but it's just something that i read and i was wondering if if we explore yeah yeah can we take a look at that as part of our environmental awareness and impact i'll make a note of that and bring that bring that up with our transportation department and see what options we've got and the other thing i saw from cost savings was depreciation we get that by taking on this new contract lease agreement correct yeah and that's one of the reasons why we lease them for five years because what we do is we lease the buses and

092then we're able to claim all five years of depreciation if we were to own the buses for longer we would no longer be able to depreciate those resources so okay and that that kind of goes in with our like it's kind of a balance between our district reimbursement what we get reimbursed for and uh what we pay what we get reimbursed for from the state what's that i was just i was wondering what the benefit of that was because we're not a tax entity so um but thank you for um yeah because the reimbursement yep so we got we get about an 80 reimbursement um rate with our transportation is how that works so the state is most of our buses it's 80 reimbursement rate on miles leases salaries and just to verify that's based

093on the number of students that could ride the bus so when you see a bus with two or three kids just while i'm thinking of it it doesn't mean that we're taking a loss we're we're providing a bus and being reimbursed for the potential riders not the people who actually get on the bus each day we're being reimbursed for actual miles driven and actual salaries paid whether the kids ride or not if we're driving if we're uh if we're driving that bus then it's reimbursement based on the number of miles but nothing irritates me more than seeing three buses go by my house in the morning and not being able to ride any of them yeah we do that getting reimbursed for 67 kids and three are riding it you know what how many families

094are less than 1.5 miles and see several buses drive past their houses there's more than a few all right thank you i got nothing item 10.4 is information and a pool rental agreement dr pesky all right um and this is uh uh the pool rental agreement the last time the board saw this was december 6th and we we changed that one of the one of the things that the board wanted to see was taking the athletic director out and i just wrote myself in is kind of coordinating it so this is uh this is a contract we we put this together and after our last conversation with the board we sent it to uh six different swim clubs and we solicited feedback or negotiations conversations with them and uh we've had several conversations with different

095swim clubs and uh kind of the consensus was the coaching staff that was there um basically i was told it's a very small world they all know each other and uh they were they other clubs thought that the consistency for the families and the students with the coach owned club of the coaches who are currently in the delta program they would like to see that uh continue and so we negotiated pretty heavily with delta aquatics so what's happening is they're calling it delta aquatics but it's not the school owned club it's a coach they've established themselves as a business and entity with an attorney an accountant and all that the district is doing is facilitating the the rental agreement what this contract represents though is it is a multi-year agreement because as you can imagine

096the swimming pool is water real estate is very far and few between so this gives delta aquatics the new delta aquatics some peace of mind that they have our facilities for the thousand plus hours that they're uh it literally is a thousand plus hours that they are in practices and competitions and whatnot so uh um that's what this this agreement does is just kind of uh solidify that partnership you you can use our pool facility we will rent it to you and uh at the rates and the competition rates that are included so any questions about the pool rental agreement so just let's just start at the top where you said that you would be the coordinator now no just really it's uh what that means is a communication like if if there's a question

097about this contract what it means what it says if there's facility uh like this a delta would be using our facility rental software um to reserve the facilities and if there's any question they would just come to me and uh and i would then connect them with rob or if there's a question about the facility i could check on that and clarify for that well that's my question i suppose not that and i was just checking to see if he was still here but not that i want to give rob moore to do um but if you're going to send him to him but no keep going this we're going down the same are we going down the same road okay um my question is why add an extra layer of having them go through

098you for you to send them to rob unless it's just more than um his workload can handle in which case i wouldn't want to send them to help then i think yeah it is without the other runs yeah with all the other rental agreements and he's really dealing with you know people who rent it a week a time or two weeks at a time or they're doing intermittent renting this is like a multi-year contract and this also could involve like the upkeep of the pool so it could be if there's if there's pumps that need replacing if there's other things or other work that needs to be done i would obviously be working hand in hand with rob on this but uh it would just serve as another another conduit to this contract so specific

099to the swim team and so what is the legal entity that is rent okay but are they are they um are they how are they established are they a non-profit right what are they yeah they are uh you know what i'll have to look and see exactly how they establish themselves i i don't think you know i'll i'll get back to the board on that one but we they are a member they are an entity they are registered with u.s swimming and they are covered for insurance purposes through the u.s swimming association and uh we are on their insurance as a covered entity as well so we've got the certificate of insurance are they currently listed under usa swimming is not a legal entity yet they're not a yeah yet so how are they how

100do we have a certificate uh they they are they they've established themselves they're ready as soon as we sign the contract they're ready to uh to run as delta aquatic swimming and yeah this it's for information today for the board so we'll uh we'll fill that in and put that on there get signatures and whatnot so one of the things in previous contracts for example with the senior center which is one of the last longer term leases i think we've had for a rental in recent years i know we had that a few 20 25 year leases but aside from those um one of the things that we'd put into that to protect ourselves as you mentioned if a pool fails that's a pretty hefty expense all of a sudden which we might not have

101in our budget so i would like to see something about what will happen if something makes the pool uninhabitable do they still pay the rental fee do they not how does that work it is listed well that would be something that we that would be something that we would engage in because if it's not usable it wouldn't be usable if we were running the swim club too so there would be uh we're not going to be running the swim club i think that part was clear but i'd i'd like to make sure that the language in there protects our interests also as a district and that we've reviewed it um yeah actually maureen i've sent this to maureen and so she's looked at it about three times and she's added some some verbage and some

102indemnification and things like that so but not on it's not the words aren't in this one is that correct like she's added it to this document in regards to if it's if it's not if the pool is not usable it does say that they they wouldn't have to pay us until such time that we repair the cost and if it goes beyond 30 days i don't know exactly which page is on but it is it is listed okay um so i just wanted one more thing um that we currently have a staff of of coaches running delta so when we're at the time that the that they're ready to sign the lease delta aquatics our ownership no longer exists right correct so what is the savings that we're going to get from the staff that

103we're no longer paying well the the savings it's it's kind of a neutral because what it is it's the revenue we brought in we use that revenue for the expenditure now we won't have the revenue for that expenditure so it's kind of a it's kind of a neutral uh kind of a wash so was anyone able to talk with the parents about what this wants i know we as a board thankfully to the parents in that program they chose to reach out um but i know that you've been hesitant in the past to reach out to the parents but since we'd asked have you spoken with the parents and that's what their preference would be as well um i myself have not any parent meetings i think because this has been being handled at the

104board level as far as what what we're doing with the contract once this is once this is done i do know that some the coaches have been talking and been fielding uh emails and questions from the parents and i myself have gotten no direct questions or or comments about the swim program so okay go ahead couple i'm sorry i'm good couple statements under the facility usage under item 4b um it says what what does well my question is what does it mean that the sd 308 will maintain delta's multi team unit and the reason why i'm out three on four b or four b as in boys gotcha and the only reason why i say that is that you know i think that if it's going to be a new agreement and this is kind

105of our first time ever establishing my recommendation would be to reword that sentence so that it's general so that there's no assumptions of the past relationship and so i would say just no and what that what that means that's not the past relationship that's maintained delta's multi-swim team meet event so they're going to say what meats they want to participate in and what we're saying is we are not going to boost you out and take over that meat and let somebody else rent the pool if you give us your schedule when do you want to run your meets and we're not going to rent the pool to anyone else in that time see the other thing that this contract allows us to do is when delta is not using the pool we could rent it

106out to other people so we could have additional revenue so we're going to respect the swim meets that they tell us they're going to run and we're not we're going to we're going to maintain that you can run that matter of fact we're going to get revenue from the meats they run and we won't uh we won't rent the pool out so the because of that interpretation i now understand it but i would say reword it so that it fits that because contextually we get that because we have a previous relationship so if none of us were here we wouldn't understand that so that's the only reason why i'm i'm saying reword that so maybe change that we'll maintain delta's swim meet too we will uh we will honor something something like that other than

107maintain i'm sorry the last thing is under well second and last thing under hold the hold harmless section um exhibit exhibit b and c were not attached correct uh those are those are the facility rental release that's a part of our normal facility rental procedure so when we sign the contract and they sign up to lease the facility then we'll attach that facility rental indemnity to that and then c was the same thing the waiver of liability form that's through the the normal rental facility rental process so the only reason why i'm asking is because it's saying that we will require delta to confirm um that they have received those things from their participants and that's how we remove that the um that's how we indemnify ourselves so my recommendation would be to require delta

108to confirm receipt from their participants of those two things like the medical record and the waiver of liability and their indemnication and demonic dimnification form i'm not asking for them to give us or show us those forms but again if they're going to hold us harmless but if they didn't do their due diligence it just increases our liability right there so i'm just saying that we should confirm they should confirm with us that they've actually distributed exact parents and that we've received them for each participant well i hope we would be doing that for all of our rentals that we require these for if we're not i'm a little concerned yeah so i'm wondering if we should review more of agree agreed have reached out and do support this partnership so i would like to

109make this happen if we can if we can fix all of the liability potential issues my question kind of goes back to latonya's which is what happens on the day of if something goes wrong who is that contact you on the day of like a day of a meet or something and so who is managing that injured yeah um that's where through our rental facility rental agreement we'll have contacts made there so the way the way that we respond to current um current uh issues but i would imagine that you know jessica and i have a pretty good relationship too so i'm sure if something happens that definitely i'll get a text rob will get information and the person that we've assigned or now the staff member that's assigned to oversee that would be in

110communication what i'm concerned about is that before these were all staff members so if we had a maintenance person on staff to cover like it was a basketball game on a saturday now that this is not our these are not our employees who is handling that that's and that's one of the extra costs in here if you notice it's uh they not only have the annual rental fee and the meet event fees but it's also personnel fees when they rent through the facility rental procedure it's we make sure that there's staff for the programs that are running in the facilities i would just be interested after like a year with delta looking back and seeing your hours and whoever else is ours and how they kind of correlate to what we actually charge them and

111if it ends up being a good idea yeah so just a thought for down the road for following up on okay good i uh i will uh i'll take that um kind of uh make some of those adjustments and have a conversation with dr sparlin too um about the the next step for this i know in my memo we had talked about an action item um and we can we can take a look on that if we want to wait i know jen you would mention you know is it something we actually want the board to act on it just was occurring to me that really the board doesn't act on a lot of other facility rentals so do we want to wait for that march meeting or how do we want to do that

112so i'll have that conversation with dr okay all right thank you dr pepsi item 10.5 is a first read on board policies the information presented has gone through the board's policy committee are there any questions that the board has in regards to tonight's first read and the policies that have been presented so just so you guys know this is we didn't really talk about these last meeting so um there were a couple of suggestions and a couple of um changes that came from the committee just so you know because some of it affects some of the other programs so particularly on six colon 60 curriculum content if you guys want to pull that one up um there was some we there was some changes from the equity committee and some that we could accept and

113some that we did not because they were part of school code um we added a couple of words we had colonialism um changed some things here and there and then as part of the oh one of the big ones was the committee the equity committee um said that we must there is a hold on let me find it it's on a page um well six colon 60 yeah it talks about six columns oh yeah which one is it let me find the right page it was uh hold on i got it it's on page oh my gosh so this something about i should have wrote down what page it was i'm sure ursula's got it hold on a second what was it is it on that page we added the well we added we added

114we wanted to add latinx most of the changes were on page three on page three all right um yeah so we added latin because we had some other things oh we had an african-american and asian but we hadn't added latino so um we had kind of added that and we edited it in island x and then you guys had made a change about getting rid of american patriots yep and that was part of school code we put that back in um and then part of the committee just as a general side note there were myself included several members on the committee who um wanted teachers to update grades more regularly yeah like weekly i mean you know there's we were encouraged that um teachers are supposed to be doing that but we have several members

115of the committee who have some teachers who are a few weeks behind in ezra you know is it part of the curriculum concept it was it was i mean i i i would love that but is that part of content part of our problem was we wanted more consistency in grades being entered in the computer how do you feel about a student you're shaking your head like that's happened to you uh i mean yeah and yeah absolutely it is i mean there's a couple where it's like three weeks later and you haven't had any grades in and then wham guess what you're ineligible right so there was several comments and i appreciate our student ambassador yeah so we would just as a committee we weren't sure that we wanted to put it in policy we

116thought maybe it was a conversation that somebody could maybe have with staff that just kind of said you know a little more regularity would be is it in a contract or something it's i don't think it's i think we decided it wasn't really anywhere it was more policy it was more procedure than policy although we are willing to visit it for policy not that we don't have enough to do i'm just you know what i that's where we we were really strongly considering making it a policy we're adding it to our policy which i am sure could go either way as far as the union is concerned um so that was that one um and then some of that we had some other changes um there was one for colon 60 and i realized these

117are just for information but um for colon 60 oh did we pull that one i don't see that we tabled that one so four colon 60 we had talked about at committee and that was in regards to the 25 000 limit um where you had to get board approval we wanted to lower it to 20 000 and um we also we agreed yeah lower it lower oh yeah so the committee came up with 20 000 but it sounds like we we might want to talk about that specific thing right we were uh there was you know maybe maybe one of us who was a little concerned about some white buses that had been discarded at some point and we thought maybe that if things were over a certain amount we should talk about them as

118a board before we just you know ask for forgiveness instead of permission so we tabled that one and we'll come back with that one and then um oh this is a fun one for you guys four colon 175. um convicted child sex offender screening the the committee suggested that board members also be fingerprinted yeah is that i i didn't know if that was a change in i'd looked for some footnotes on on that it was that was totally suggested by the committee they were surprised that the board wasn't yeah yeah i actually had your building well sure and i actually think i was fingerprinted at one point for volunteering your field trip on a long time he's he's going oh yeah mrs doyle you were fingerprinted i know right so that was good that was

119just something that came out of committee so yeah um i checked yeah yeah um four i'm sorry five colon um hiring practices so we had changed some of the wording because five colon ten which we had previously approved um we changed some of the wording to match some of our diversity instead of saying minority it was individuals from diverse backgrounds that came from the diversity committee um so we changed a couple of that and here's another fun one the committee inquired about drug testing for teachers and we explained how cost prohibitive it was which will also be a question for the union and that was a change to that one which was fun um i think otherwise there were some small changes like the personnel five colon 125 was on personal technology and social media

120some of the some of the apps we had on that originally have been so we had changed we first we went down the rabbit hole of tick-tock tumblr twitch the whole nine yards and then we just decided on i think it was ursula so eloquently put it any other emergent social media which kind of covers all of those bases um so those were the big changes to that one and then oh six colon one three five um so there is a spot on here yep there's a spot on here that talks about automatic enrollment yeah test to a certain point and yeah there were um and really myself and several members of the committee who had been down this road with my own super different children and an automatic enrollment into an honors program for

121a kid who's competing at a national level is a different story than a kid who is automatically enrolled because they're just book smart and that's what they do if that makes sense like i don't want an automatic enrollment so the committee actually changed the verbiage um what do we change it to and we added suggested right so they can suggest to you that your child be automatically enrolled i don't suggest where did you see suggested no no we wanted to add suggestions oh okay so that we took actually do you have more on those because this is the one that i have the most questions on also no but lay down us all right have more writing i mean currently our policy is this right it seems like if your child tests ahead or exceeds

122expectations and this is part of that gifted education thing we were talking about before um what we do is we don't provide enrichment we provide acceleration which isn't super popular with every parent especially as it involves often you know seventh graders riding high school buses to the high school for geometry kind of things um which isn't it to me that actually kind of looked like it was kind of you know in 660 where it says students must receive developmentally appropriate opportunities i don't know how developmentally appropriate that is so i would like to have a conversation surrounding this practice i don't know if it's based on this policy but it's it's a concern that we're now considering suggesting automatic enrollment again with that automatic piece into something that's not developmentally appropriate given the environment i

123think we did talk a lot about it yeah i got all kinds i bet you did yeah because i mean it's it's it's a glaring thing that often turns into so we can pull this one and take it back to committee and i mean i don't even know if it's take it to committee or if it speaks to you know our curriculum design and instruction on how we teach that kind of differentiation if what we do is acceleration or if what we do is enrichment enrichment there was a point several several years ago pre-coveted where we talked about instead of busting them over to the high school i remember this doing it remotely which ironically then became coveted and everything and we didn't have the resources then to do those things remotely from their school

124of origin so that's a good one for teaching and learning yeah do you want to talk about that true as far as committee goes our committee just wanted to take out the automatic we didn't feel like taking away the choice of a parent was the right way to go so we wanted to just add suggested so that parents still had the choice to choose for their kid because i would choose it for one of my kids and i would definitely not choose it for another one of my kids well and i mean we've got you know a certain number of thousands of my parents that also have those choices to make for a variety of children so i mean i feel like we should probably discuss that if that's what we're discussing so i think

125we said that when we're we're okay automatically enrolled in the next most rigorous level advanced coursework in english and then meets her exceeded state standards and math she'll be automatically enrolled in the next most rigorous level of advanced coursework in mathematics automatically enrolled in the next most rigorous course of advanced science and i mean yeah we just pulled automatic and put suggested and there's a few more spots that could be we missed it i think yeah we'll get our salon on that all right so those are the big big ones we just have to be sure to add the word suggested because it's not suggested it's not listed currently it just says automatic i think we correct automatic is crossed out recommended or suggested something to that effect but minutes it says uh automatic enrollment

126removed and added a suggested paragraph giving we added a paragraph i suggested oh i see the green yeah okay to get [Music] do you have any more questions on that one yeah oh you want us to fix it in abc yeah the abc is where it's not friend removed the student who meets and exceeds oh yeah it does yeah all right can you can we just check with maureen on those because if we yeah yeah it was it was getting late yeah um and then do you have any more questions on that one nope and then the other big one was seven colon 30 policy committee had a great time um oh which we also pulled back never mind that one yeah so this one this one had to do with in district transfers um

127and we wanted to add socioeconomic and we didn't know if that was an okay thing to do oh essentially you can't choose which school kids go to based on a bunch of different factors including we didn't know if that was going to fly so i think we sent that one back to committee um because there were lots of descriptors and then oh the suicide awareness 7 colon 290 was our last big change all we wanted to do with this one was add it to each building's website we don't really most parents don't necessarily maybe go to a district site and the district sky site has so much stuff on it that we were just kind of looking for a button that somebody could push on a on a school webpage that said i need help

128and that was it there's your policy committee report as i have shared with them i want to be transparent um under uh 3 colon 4 0 the superintendent evaluation um there is a product that i learned about at the triple i conference it is now being um sponsored by the illinois association of school boards and something that we have talked about on the board is how to hold ourselves accountable and building priorities and holding ourselves accountable and everything aligning to evaluations and our strategic plan so eventually we are hoping to put a little bit more um unbiased if you will evaluation process in place for the board then through the superintendent and then through the superintendent's cabinet just just just so that we are aligned because we found in reviewing past practices that there was

129a lot of confusion and questions um so we're just looking to streamline that and bring um some sort of alignment between the board and the superintendent when you say we are talking about the policy committee hold on wait yeah when you say we are you talking about the policy committee because i didn't have any notes from us on that no no not the policy committee i'm saying about the super eval emails right so this is not from policy committee this is it's about the policy about the policy this is not from committee what what policy six uh three colon four zero three colon four zero yep okay okay let me take a look yeah because we didn't have any changes on this at committee i mean yeah the only thing i see in here are

130changes in the reporting responsibilities yeah we didn't talk about it so you'd like to have a greater conversation surrounding these policies i would like as this a first read just to bring that part of the conversation like to the public that's all in public to the public in public that you found a program at the triple i conference that you'd like to see about using about it yeah yeah i'm just making sure that yeah i'm clear right now on what you're saying yeah i'm sure we got an email um but i want to make sure i understand now yes so okay because we have because we are responsible for having an evaluation and um right is that more of a teaching and learning or would that be would that be policy that's not a policy

131i mean it's not really any of those wouldn't that be part of our self-evaluation if we choose to do something like that and then also that would be part of our contract with the superintendent um if it's part of the performance review right okay it's part of the policy so i was bringing it forward thank you okay okay all right i had um and i just i was reading seven colon three one five and seven colon three one zero and this is just something that just wanted to bring up 315 yeah okay so it's page two non-school sponsored publications accessed or distributed in campus so it says i guess i'll let says students are prohibited from creating distributing and or accessing at school any publications that and then number two it says violates the rights

132of others including not limited to material that is libelous slanderous or obscene or invades privacy of others or infringes on the copyright this might be a little bit nitpicky but i agree with creating distributing um all of those but accessing i don't know i don't know how um discipline is given on these things but accessing something that's libelous slanderous or infringes on the copyright i don't know if there should be anything like a punishment attached to accessing that because a student might not know that that's slanderous or they might receive it and then turn it into an adult as we ask them to do so why would they be punished for having accessed it and then shown it yeah i get that that's that's all i'm saying is yeah i get distributing it and creating

133it but not necessarily accessing it's everything else under that um one through um that might be school code but we can ask maureen yeah one through six everything else applies to creating i'm sorry you know remember in regards to student discipline first they have the due process you know they have the opportunity hearing and what i tell people because i do a lot of the student discipline at a lot of our other districts and i've done some here as well but you know for not every time a student accesses something is it going to be there for at another school district we had a student who was handing out an n-word pamphlet okay so he was giving it out to all students and not everyone that he handed it to got disciplined in fact the

134really the only one who got in trouble was the person who created him and a couple of buddies that created so you know yeah that's i think that the person that's creating and distributing it right but the other people were getting access to it or they got an email or they had heard about it and they had heard that somebody had sent something out and they they found it those people weren't really disciplined they weren't disciplined at all so you know what i would suggest you know what does this mean motherboards with these things is that that sometimes you know be the you know when they come when the they come out with this through the press policy you get they're trying to be a little more general so i don't know if that helps

135you or not i i could see accessing those particular things just seems to me um just like why why would it be in the policy then if we're not gonna well is this a required change can you answer that for us this was not a change no this is not a change at all that's been in there right yeah that was yeah so that's been there but if you have someone who accesses through the something through the internet you want to be able to discipline them if they're intentionally doing something well but that's taking an action the doing the accessing isn't necessarily taking an action right but these are including but not limited too right right so it could be this or i understand what you're saying so if you want us to talk about

136a committee i can totally take that back yeah yes fine got it you want so you want you want to know punishments associated because bell would know whatever this is well i mean you know we have a lot of policies where we say including but not limited to detention or in school suspension that sometimes we choose to enforce more rigorously and sometimes we choose not to so just so i'm clear when we take this back so if there's any way to get rid of the gray area that'd be cool you know but specifically you want to add like for me it's not great for me it's just it includes all of these things or it could all include all of these things so i guess like when we read it that's kind of just how

137we took it like it could be this or it could be that and it's on a kind of almost like a case-by-case basis but if you want but i'm totally okay but i just want to be clear about what i'm taking back so for numbers yeah for number two i just think that you know and i'm not a policy wonk to say the least um i just you know accessing libelous slanderous or something that infringes on copyright could be done without knowing that you're doing it the other things obscene or invades privacy others i think can be done knowing that you're doing those things so how are we doing can we yeah we're gonna take this back because i need great i need a little more clarification so we've got some um some very dedicated

138staff here yeah we do and it's nine o'clock we should be in bed it's 9 37 they should be home in bed well but at the same time policy is how we do our work so we want to make sure that we've got time for that we'll just be cognizant of putting them at the top of the yes oh i agree with that yep oh you know so going forward we'll just make sure that we're considered and thoughtful in that regard sure you're thinking okay okay um go ahead doctor all right item 10.6 is an informational presentation and an elementary social studies curriculum resource we have multiple people here who are we're part of this process and are here to present so mrs dalquist how are you going to start us off yes uh thanks

139so much we are very excited to talk to you tonight about curriculum resource renewals and proposals it's been so very excited and i want to thank you so much for staying so yeah thank you so much the question is how fast can we do this we got [Laughter] everybody of course knows me and then i'll turn it over to dr allen good evening i'm lindsay allen director of elementary education hi i'm erin gleason language acquisition instructional coach so lolibus first grade dual language teacher hi i'm karen mccaskey kindergarten teacher at prairie point elementary so before our social our social studies pilot began we followed the oswego school district 308 curriculum resource selection process as noted on this slide there were four main reasons why we needed to look at a new elementary social studies resource

140first our current materials were purchased in 2005 and much of the information is outdated second we needed to ensure that our curriculum aligns to the new illinois learning standards for social science we also needed to make sure that our curricular materials are inclusive and represent the diversity of our students in our classrooms and finally we wanted to make sure that we are utilizing materials that are both available in different and digitally to increase student engagement and to continue moving forward with our technology skills in elementary classrooms we had a total of 20 people on our committee and this consistent staff representing each school building as well as each grade level specialized programs such as the dual language program our sheltered english instruction program and our instructional skills program building and district administration were also included

141as part of the team so some of the criteria and you'll see this as we talk about our math curriculum for junior high later is we want to make sure that it's aligned to state standards we went through our equity belief statements and reviewed those as we looked at curriculum pieces as well then differentiation including special education english learners and then looking for our support with our different frameworks and having whole group small group and independent means of giving instruction really important that we have articulation from grade to grade assessments uh and then ease of use for our teachers is critical as well and then we have a big emphasis on critical thinking and application and of course we also need to consider cost so first and foremost we need to ensure that we are

142aligning our instruction and resources to the c3 framework and the illinois learning standards for social science the c3 framework focuses on civics college and career and elementary schools need to shift from a more teacher-focused curriculum to a more student inquiry and application approach children are naturally curious about the complex and multifaceted world they inhabit but they quickly become disengaged when instruction is limited to reading textbooks to answer end of chapter questions and taking multiple choice tests that may measure content knowledge but do little to measure how knowledge is meaningful and applicable in the real world the c3 framework addresses this issue in fundamental ways there are four main areas of focus within the c3 framework civics geography economic and financial literacy and history in civics students need to connect their learning to real world issues

143and apply problem solving and communication skills they need to explore key concepts in civics and government and connect them to their lives by exploring geography students will understand how people have shaped our planet over the centuries and develop an appreciation for those things that connect us in spite of our geographic differences the study of economics will help students develop the fundamental the fundamentals of economic thinking financial literacy studies will be new at the elementary level and we need to ensure our resources target this area and by studying history students will learn about the past this slide shows the timeline of our two pilots using impact social studies you can see that we began this work in september and completed the second pilot in february during december and january the committee participated in pilot number one

144this part of the pilot focused on using impact social studies as intended by the publishers teachers used prepared lessons from the teacher's edition passages were read and discussed from the student research companion students recorded their thinking in the consumable inquiry journal teachers had access to the digital impact resources and students were assessed using the assessments created by impact social studies these assessments were multiple choice and sure answer in late january and february committee members participated in pilot number two this part of the pilot utilized some components from impact social studies and focused on students creating an inquiry project as evidence of their learning teachers used the explore magazine to introduce background and content needed to answer the compelling question students used teacher created digital content and the research companion to further explore and answer the

145compelling questions students selected their projects and continued their research with teacher guidance they were given many choices for these projects including posters creating podcasts writing poetry creating slide decks and many others teachers scored the projects using a standards-based rubric and the compelling questions used for these units were questions that encouraged students to think differently about the topics and did not typically have a single correct answer pilot teachers were given the opportunity to give feedback and reflect on both pilots the majority of the committee members decided that the district created inquiry units which was pilot number two along with select impact social studies resources would provide our students with the best social studies experience and produce the strongest learning outcomes impact social studies offers support for different types of lessons throughout the progression of instruction from

146whole group direct instruction to small group or independent war this resource offers an extensive amount of enrichment and extra support ideas and activities to ease differentiation opportunities in order to meet the different differing learning styles of all students including english language learners and students who receive special education support the resources from impact social studies combined with district created inquiry units supports teachers in creating lessons with critical thinking and application opportunities for students to demonstrate their mastery of the content through the engage investigate and report take action process through the units students are able to gather organize analyze and synthesize the ideas as they seek answers to the compelling questions the student research companion is a hardcover textbook that includes lessons that help build the students content knowledge during the pilots the students found this resource

147to be engaging and referred to this resource often while creating their own inquiry projects the impact social studies explorer magazine is a student-friendly resource with graphic novels short articles and engaging images when using this resource the teachers noticed an increase in student engagement and understanding of the content as the materials were written in kid-friendly language and formats all digital and print materials are available in both english and spanish teachers can utilize these online resources in a variety of ways there are songs slide decks online training and learning tips and videos there is a component called impact news and teachers are able to show videos and articles about current events also these online resources allow teachers to upload their own content for lessons that can be saved and used each year both the student research companion

148and the impact explorer magazine have additional printed teacher resources these resources include a variety of questions that can be used for discussions building background building activities and opportunities for differentiation now we're going to talk a little bit about some of the inquiry work that the students engaged in i had the opportunity to teach this in our fifth grade sheltered english instruction classroom we began our work with a compelling question and when we were writing these units the compelling question was something that we wanted to make sure was very thoughtful didn't necessarily have a right or wrong answer and really got the students thinking and curious about whatever the topic is that they were studying once we introduced the compelling question we went on to some pre-planned more traditional units to build some background content knowledge

149in the explorer magazine which lindsey had said the kids loved this resource they were um it was just such a kid-friendly tool that the kids just were excited every time we opened it up there's comics it's very engaging for them so after we kind of introduced that content we then moved on to um starting the inquiry project and we presented the students with their topic for the project which was related to the compelling question and also a list of different ways that they could demonstrate their learning with their finalized project so um in the class that i was teaching in their focus was what is the impact of people settling in a new world and their inquiry project where they were to create a project that illustrated the relations between the european settlers and the

150native americans they encounter some of the choices that the students have were creating their t-shirts posters graphic stories and podcasts which was awesome for our english language learners because they had the opportunity to use the technology this was a fifth grade class so they all had their chromebooks and they were learning how to create that and then also practice their oral language during this process too most of the time spent was the students working on these projects doing their own research collaborating with each other and it was really neat for us teachers to be able to then differentiate more specifically for our students they freed us up as being a guy we realized like okay maybe some sentence frames and a word bank would help these students understand the content a little bit more in

151depth we also noticed that there were a lot of valuable skills that were developed during this process including time management research skills evaluating sources problem solving and creating and executing a plan which are skills that will help them in life it'll help them in junior high and beyond um so this picture is again just the students working on their individual projects the next classroom is fifth grade they have the same topic this is our instructional skills classroom at fox chase you notice they have dioramas they have posters and again the teacher was able to really differentiate for those students as well i think it's important to note that we did offer a menu of different projects that students could choose from but we also left it with other the student had an idea of the

152way they wanted to show their knowledge they just needed to speak to the classroom teacher and get that approved and then the classroom teacher helped them with that there ii this is our fourth grade classroom from the pilot their focus was how does america use its strengths and faces its challenges the inquiry project was that students created a project promoting our nation's nation's greatest strengths that's what they could focus on people history or resources and even that idea is one that i could think about and say well to me what is our country's greatest strength so it is kind of a thought-provoking idea for these fourth graders they had the opportunity to explore diverse experiences of the people in the history in our country between the resource materials and the teacher created content they were

153able to have our students learn about multiple perspectives that exist in our society in these pictures you can see the variety of options the students selected for their projects in this class some students created slide decks while others wrote acrostic poems and others created their own wraps and i did hear the two wraps they did not wrap for me but they had it all written out and they were getting ready to practice their wraps and it was absolutely amazing one student took this topic and not only created a wrap but everything rhymed so they were so excited to show us this and the content they were sharing was absolutely amazing it was really eye-opening that when you really gave the students that choice about how much engagement went up yep um our third grade classroom

154they were focusing on why does it matter where we live the students chose three features of their community and explored how these features made their community special one of the district or the district-created resources that we provided was a slideshow of all things in sd308 boundaries so the students were seeing familiar things things that they see every day and having discussions about those as well they really really did enjoy that the bottom picture shows some students that created a travel brochure to explain what makes their community unique some other options were writing skits creating graphic novels so really open-ended and this would be our second grade pilot class they focused on how does geography help us understand our world their project was that they needed to imagine how their lives would be different if they

155lived in different places and they created a project displaying different land forms or different environments they also needed to write about what life was like in these places so one of the students as you can see wrote about what it would be like to live in a more urban area they also created postcards they've created dioramas and it was really neat to see that a lot of the students made connections to a text that they previously read in english language arts called friends about friends around the world where the kids were from different places and they really were able to kind of take more action with that text come on we need to see this while we're waiting uh for the video to load oh maybe there it goes now so that was our first

156grade dual language at hunt club and our unit focused with our community and our compelling question was how can we describe where i live the inquiry project where students created a project of their choice and included different ways to describe where they lived they some of them created posters uh some of them created diagrams for for the class and it was really fun to see them just engage with their peers um on how to describe where they live and some of them found out they went to the same part without really knowing so it was really awesome to just to see them very engaged with the projects in this video you noticed some students using tpr and for those of you that might not be familiar with tpr is total physical response which is a

157method of teaching language or um or vocabulary concept by using physical movement and in this video we learned that people live in the community right and we must be good citizens and follow rules to live and work together so students learn that we live in different communities and that we live some of them live in montgomery and some of them live in oswego and they were really surprised they live in the same city and then but we also had one student that lived in plainfield and the teacher that lived in aurora and then we also made those connections oh i have my grandma or grandpa that lives in or i know where that's at so making those boundaries and making those connections with those students were very fun to see and again students were able

158to describe their project with their peers in the classroom and on to the kindergarten experience with the pilot um as i mentioned before i teach kindergarten at prairie point elementary and within my classroom i also um have the deaf hard of hearing students within my kindergarten classroom so some of these project presentations were assisted by the help of an interpreter just to show um some more facets of how this pilot would work in the in the many classrooms in the district our unit of focus was our country our compelling question was what does it mean to be an american for our inquiry project our students created a project about the symbols of the united states the projects could include information such as national holidays symbols national parks american heroes and more the students also needed

159to write or verbalize what made their chosen symbol special in the top left picture you see the students in my class engaged in a think pair share activity in this particular activity they're sharing what they would like about visiting mount rushmore and if you look closely at that photograph you can see some of the graphic novel appearance of that impact magazine and then in the additional pictures you see students engaged in the creation of their projects which are focused on an american symbol the students use the explorer magazine some of the curated con content from the district and um simple google image searches depending on some of their project selections i had a few boys that really wanted to do the liberty bell but it was hard to find a good picture of that for

160them so we used some image searches to locate that while all students engaged in the creation of a poster for this particular pilot their subject matter or their selection of their american symbol was up to them popular choices in my class included the statue of liberty the liberty bell mount rushmore the american flag and a bald eagle students enjoyed the choice element of the project and were also excited that the idea of research for a kindergartner research is a new idea and they really were engaged with that they liked using chromebooks and available resources when the projects were completed the students shared them with the class discussing their symbol and what made it special or important to america some projects included some written words and others were presented verbally which is appropriate for the age

161kindergarten grade level in the weeks ahead the students enjoyed making connections between this unit and president's day as we began reading biographies about george washington and abraham lincoln their learning has been made more personal to them due to the inquiry projects they feel like they have become their own expert in an area in their chosen subject as we were learning about the presidents just last week leading into president's day weekend i heard kids saying like oh i see the original american flag oh there's our american flag like it looks now because we had spent time on that particular symbol through this unit of study as you can see we created a budget last school year to be used for this pilot during the 21-22 school year we budgeted 13 500 for committee work and much

162of that will be done if the board of education approves our recommended resource we have also budgeted 425 000 to purchase staff and student materials that will be rolled out next school year the materials will need to be purchased for a successful elementary social studies program and it is all within our budget that we have allocated there are two important steps that need to be taken next in the pilot process effective tomorrow any community member that would like to review our recommended k-5 social studies resources can come to the district administration center and look at these materials they'll be available for review for the next 30 days also we will be bringing back the elementary social studies resource resource pilot information back to the board of education on april 11 as an action item if

163the board approves our recommendation there are there are several steps that will need to be taken before the end of this school year and over the summer in order to ensure that our teachers are prepared to teach social studies next school year we need to purchase the materials provide ongoing professional development that would start in april create scope and sequences for each grade level and make changes in mastery connect which is the program elementary schools used to report standards-based learning and grading we need to create curriculum maps that are linked to the new illinois standards for social studies and create engaging assessments that will also need to be entered into mastery connect and that concludes our presentation to you so thank you so much for giving us an opportunity to present our recommendation to you

164tonight do you have any questions that you would like to ask of our group you want to go first i just had one so i'm reminded when i look at the magazine and i think that that's so cool and i i like that but i'm reminded when we had switched a really long time ago the ela where you you know what i'm talking about the durability so the resources that we would be purchasing are none of them are consumable this is the only one that i would say is the most consumable and what we've seen with our ela resources like this we would just need to make sure that we're budgeting and maybe three years to replace some of these and keep that going but the rest of the materials that we have are here

165to stay so we would there's an inquiry journal that comes along with it it was not engaging it was not higher level thinking and that's consumable we would need to purchase every year and our committee said it was nice but we don't need that no thank you yeah so that would be my only concern so what i'm referring to is when we switched in the elementary school to having the kids get to take books home and it very it was a cool idea that quickly became something we couldn't maintain very easily when you say magazine you don't mean like a periodical so that's not like there's one of those a month that's okay so at the risk of going down the rabbit hole how much time do we spend on social studies in the elementary

166it will be 30 minutes three times a week all right and then so you have one resource right so i was waiting for you guys to pull out more books because again high school and they would get the research companion they also have all the online components um and the tech that they would be using for it right so again i'm high school not grade school but when you have the same book for kindergartners that you're also using for fifth graders this is one grade level so that's so that's my question it's uh i had i wrote one resource k5 question mark or are there different books for a grade level because i'm looking at what she's got and she keeps picking up the same book right so i just i'm just demoing it i

167just wanted to make sure that you weren't it wasn't the same book and then um that kind of answers my other question about will you have enough essential questions for five years if it's only one book but it's that there you go and that would not be engaging here after you're going through this well i mean you know but again high school versus grade school go eg just a follow-up question uh the the the annual cost will only be for the one book the annual cost after that that's the replacement it's the online resources and all of this comes included so we are not paying for the teacher resources the student it is the online components that we're paying and it's not an annual um expense for all of those the 425 000 or 35

168435 it'll be for six years perfect and other than we might have to in three years three to four years start to um purchase some more of these got it and most of what your what it would take in order to launch is digital therefore the my i guess my question is what the are the materials readily available if this is approved so that you can meet the timeline you have outlined here yes well the other part you're missing is not just buying the resources you also got to have time for the teachers to now make brand new lessons so now you're talking about committee has done an amazing job we've met remotely in hour-long chunks from september to february the bulk of our money that we had for committee work is once this is

169approved we will be able to bring our teachers in and work for a half day for for a full day to start putting these things together so it's a consistent rollout so when i see more individualized things i see some some classrooms having more success than others just depending on the learning curve for each individual instructor is this able to be made consistent despite that learning curve yes and what we'll do any professional development that we offer to our staff we start with our instructional coaches our building principles and our building assistant principles in three different meetings that i have with them and then they come back to the staff we're very particular about how we roll out our professional development okay i just have a question about the areas with news where are those

170aggregated from i'm sorry can you say that one more time so if we can we go back a couple of um yes and i guess what is where does that originate from like where is the the rest the source right i would have to look more into that uh what we liked about that though is all the videos and this was the only resource that we vetted where all the resources were in english and in spanish um completely and then within those videos and those articles that are on here they're also differentiated for different reading levels and interest levels too but that is something that i would have to look into where are they pulling those videos the ones that we did see were very kid-friendly um but we obviously did not go through every

171video that they were so i'd have to go back and look at that i'm just making sure that we avoid like potentially they're not youtube or anything like that okay if that was the question yeah from impact social studies they put everything together and it's right there okay i appreciate that um you can tell these resources were were looked at through an equity lens and that's like really important i mean 2005 this is a long time coming guys so that was my first year so so excited about that and that we have an opportunity to make that kind of an impact and i just love how like you have all the pictures and videos i would love to know how you guys are going to use those videos to inform our community of what we're

172doing i mean there's so much there they could there could be some really exciting push outs of things to our community about what you're doing i mean i can imagine seeing whoever was doing the wrap like videotaping that and then pushing that out to the community so people can get excited about things that that we're doing so thank you guys so much i want to echo that with the work you know they they took the most industrious route of let's create things around inquiry that can't just be packaged and purchased um and creating that piece so that we called it actually impact light so we weren't inundated teachers with all kinds of resources but giving them activities that are aligned with envision 308 where we want students to have choice and voice in in how

173they're learning yeah yeah i was gonna i was so in your opinion it and everybody else it aligns with envision 308 and everything that's laid out in there for she said inequity um special education needs okay and we did bring the resources you know for the next 30 days they'll be available at the district office but we did bring them here before you leave if you wanted to flip through them really quick so that you can see too it's 10 o'clock thank you i'm not flipping thank you so much item 10.7 is information on the junior high math curriculum resource so faith and while math uh is coming up and talking about this that 30 day community review process is not something that sd 308 uh has usually done before and i felt that it

174was critical to be able to put that out there and do those yeah we've done it yeah okay we just haven't had curriculum since we just haven't had a new curriculum is this the math from when my kids were in junior high that we're still trying to okay okay so tonight we're going to talk about junior high math pieces and of course i'm already on there and then we have shannon leaders director of junior high and also amy schultz our secondary instructional coach so just like the same thing before we went through our selection process that includes that 30 days of community review glad that that was already part of the process and then going through and be seeking board approval so why do we need a math resource well good evening um we have

175had a our math resource since 2014 at junior high originally it was a six-year contract that we had with them when that contract ended we have been purchasing the consumable materials on a yearly basis without a contract we have over the past few years had some scattered usage of our current resource we have a lot of teacher created materials it's just not consistent and that resource really does not any longer meet our needs we reviewed the new edition of our current resource and it did not meet our pilot selection criteria and really important we need a consistent resource for our teachers whether they're brand new or they're veterans we need to have something that is consistent across all five of our schools also important our math assess assessment and achievement scores have been on a

176decline since pre-pandemic our uh state assessment scores were declining for about three years prior to the pandemic and then this this year's fast grid scores from fall to winter declined at all three grade levels so and that's on the benchmarks so we had a variety of teachers instructional coaches building administrators and district staff that were involved in some way in the selection of either our pilot resources or our final resources and the teachers who piloted within the classroom and you already saw this slide just a few minutes ago with the elementary social studies but again all of the criteria including looking at the equity statements all the way down to cost this next piece is our math framework and i know we're going to go into this a little bit more in depth so i'm

177just going to go quickly again this is based on the national teachers council of teachers of mathematics mathematical practices where we feel strongly math instruction on a daily basis needs to be whole group and explicit instruction but also small group time for collaboration structures and explaining and then getting to independent practice this next piece is just what that looks like from the teacher perspective of what should the teacher be doing during those times and what would the student be doing during those times so our pilot process actually began four years ago we were beginning to research new math resources for junior high as our contract was ending and then the pandemic came and we've put things on the back burner but this year our pilot process began in october with the selection of our two

178pilot resources saavis and vision and mid-school math and then we finished with the pilot process in early february during the pilot you can see we had multiple check-in meetings with our teachers and we had additional training sessions with savas on problem-based learning for additional teachers not just our pilot teachers some of those teachers were pretty excited about that training and showed us uh pictures from using some of those ideas the very next day in their classroom so that was interesting and neat to see um at the resource election meeting i will i do need to say we had some discussion with our pilot teachers about whether we actually need to purchase a new resource for math some of our pilot teachers really did feel that we shouldn't go forward with purchasing a new resource at

179this time it had nothing to do with either one of the two resources we were piloting but that they were questioning whether we should in fact get a new resource at all but we do need to address that decline in math achievement scores and as i mentioned before we need to have a very consistent resource that is available to all of our teachers so our decision process during the pilot all of our math teachers our entire department of math teachers had access online to both mid-school math and envision and in january we presented information and overview of both resources to the entire math department math teachers were then surveyed and asked to provide feedback about both the resources that they were looking at and about the selection criteria and what was most important to them

180and amy is going to talk about that in just a few minutes and then we had the pilot teaching discussion meeting in early february we gathered all the feedback reviewed all of that and came to a decision and we are recommending saavis and vision for our our new math resource so why was this resource chosen um sabas and vision aligns with our k-8 math framework and best meets our selection criteria it is much more rigorous than our current resource and provides multiple opportunities for problem-based learning for our students each lesson in envision builds from conceptual to abstract thinking in the three areas that are listed there and amy is going to go in depth into those in just a minute so we wanted to hear feedback from the teachers so we gave all junior high

181math teachers an opportunity to complete a form on what criteria they found most important when looking for a new resource this graph shows what teachers were looking for according to their importance coupled with pilot teacher feedback ranking on how well the pilot teachers felt and vision matched the criteria so differentiation was the top priority all the way down to dei uh you'll notice that articulated progression is starred and that's because most pilot teachers did not pilot two consecutive grade levels so most teachers were unable to rate that criteria but we did have one teacher who piloted two grade levels sixth and seventh grade and that reflects that teachers feedback and so when we talk about this we're going to go from the order of importance so the next slide will be differentiation so in vision

182308 in vision 308 one of the major priorities is student learning is for students to have choice challenge and success through differentiation and personalization of instruction as you can see above there are many options teachers can choose from when differentiating to meet the individual needs of students i'll highlight a few unique differentiation tools teachers can use through this program the first is virtual nerd videos these videos can be used as online enrichment or intervention for students these videos break down topics step by step the next is digital tools and there's also digital games that correlate to specific lessons in envision and they help with automaticity fluency and fraction sense there are many opportunities for diverse learners like students with ieps or english language learners to close learning gaps by using intervention lessons additional vocabulary support

183and mathematical literacy tips there's also a digital and adaptive intervention or enrichment program called success maker next we have assessments and in envision 308 part of the student learning section is to improve the use of data to drive the instruction to meet the needs of all students so once again envision has many different options for formative and summative assessments some formative assessment options for teachers that help drive instruction are try it problems do you understand and do you know how questions there are lesson quizzes that can be taken digitally or in print and the really cool thing about this is when you assign a digital lesson quiz it can be programmed to automatically provide enrichment or intervention to students after they've taken the quiz and another thing i'd like to point out is there's a

184lot of auto-generated mastery reports when teachers assess students online as for summative assessment there are topic assessments that can be given at the end of each topic and teachers mentioned that they liked that there was two forms of the tests for every topic next is our mathematical framework and uh on the slide you'll see that our k math framework highly aligns with the mathematical practices envision aligns their lessons with the mathematical teaching practices just like we did for our framework so each lesson there's three steps and in step one it correlates with teacher-led instruction where teachers facilitate a problem-based learning activity that invites students to critically think and promotes reasoning and problem solving it also gives students an opportunity to engage with productive struggle and math discourse while teachers facilitate by asking guided questions to

185support their learning at the start of step two teachers establish the lessons mathematical goal by having students focus on an essential question or learning target through step two teachers use and connect mathematical representations and the questions are in the teacher support are purposeful questions to help facilitate student thinking and for step three that do you understand and do you know how future help students build procedural fluency from their conceptual understanding and teachers can differentiate to meet the needs of their students through that process as for professional development uh envision offers many professional development opportunities for teachers when using this program uh with the teacher edition there are many tips to help teachers with content focus coherence and rigor there are digital classroom videos that show best practice for the entire topic as well as every

186individual lesson and there's also 24 7 online training features through my service training with technology you can see there's a lot of different options here for technology and in envision 308 it states that we want to drive a prioritization of technology acquisition and use and as you can see it's that envisions on line management system is called saavis and this online management sisters system offers flexibility planning in teaching and learning and it helps monitor student growth and teachers can assign resources search customize their lessons plan assessments and analyze data and this program also has google integration so uh through realize which our current resource does not have and this integration allows teachers to quickly and easily import their google classroom rosters and anything they post through service as for diversity equity and inclusion there's many

187opportunities throughout this resource as discussed earlier there's many opportunities for differentiation with different ability levels or students whose second language is english for equity students can download download an offline e-text and they when they go home they don't need internet and they can bring it back to school and it will automatically upload nice and as you can see there is evidence of diversity throughout the tasks given in the books and there are relatable real world names and global problems students can explore as for critical thinking with envision 308 we want to provide students more ways to critically think and apply creativity and learning to solve real world problems throughout atypical envision lessons students may have opportunities to show critical thinking through steps one through three which we already discussed and they also have three act

188tasks for their topics there's a pick a project where students explore exciting topics that are open-ended and they can choose which tasks they'd like to accomplish and there's also stem projects that kick off each topic and students can explore situations that address real social economic and environmental issues and they're all aligned to the next generation science standards and here we have some examples of photos that were taken when i visited some classrooms students said that they liked this resource because it was more focused and they were able to determine their goals and expectations they thought it dove deeper into information and had more detailed examples and many of the students liked the visuals and students felt challenged by this resource in a good way and i will say that um the name and vision and

189and vision 308. um so our next steps and timeline we have two upcoming professional development uh days here in march on our institute days we will be focusing on mathematical discourse and collaboration in preparation for our proposed resource adoption beginning tomorrow as many have said the resource will be available at the district administration center and can be viewed also online i believe there's a link we will come back to you on april 11th to ask for a decision and should you approve envision we would want to order quickly to get materials in the hands of our teachers and to be able to provide some professional development prior to summer break faith and i last year created a budget um for this year and it is listed there we are currently under budget with our committee

190work and our professional development dollars as we asked for volunteers to do the pilot and as you noticed our our willingness was a little um minimal so but we do really appreciate the pilot teachers that did participate it was a lot to take on in the middle of the year um and so i just wanted to make sure i thank all of them and thank amy um for working directly with our math department throughout this year so what questions can we answer for you from you i i have a couple um well two i should say um number one i you don't often hear project-based learning in the math world so is that new is this something that we're already doing and this is just going to continue it or will this start bringing in

191project-based learning to math so we have not done a lot of problem-based learning in math up until now um not that we shouldn't have uh we probably should are a little bit behind in uh bringing in problem-based learning into math so this will be a start okay and then my second question is is most of the work done on chromebooks uh it is there is a digital component but there is also a consumable for students to use our teachers um within the pilot and our math department teachers really do recommend have the students having that consumable because they can write directly in that and then they have that to take home and to have in the classroom so it's a little bit of both okay thank you i i guess that begs the question is

192this 350 000 one time or is this an annual so we are currently negotiating with the company to see how far that 350 000 is going to stretch for us it will go at least a couple of years and then we need to see how much we utilize the consumable to see whether we need to be doing that more and more or whether we would pick pieces that we would print so we don't want to commit to buying all of the consumables each year so this price right there is two years we'll need to continue to use more of that but we don't we don't think it would be two years of that expensive every single time right so it's not it's not a 175 000 a year yeah the situation correct do you remember

193the big thick english books that we brought and i flipped through all of the pages on and my kid hadn't answered any of it that's why we want to review after these first couple of years after we have used the resource to really find out what our teachers believe is important within that student consumable and then as faith said we may be able to reproduce or download and print those in-house so not happy because we also have it all on chromebooks well so i'm pretty i'm familiar with savas and i'm pretty sure that almost all of their stuff is google friendly yes and i'm pretty sure that instead of buying consumables since all of our kids have chromebooks that we could turn those into google docs and the kids could answer them right on the

194computer and submit them how they've been submitting which would save you guys tons of money which you could use to train the teachers because i don't i don't know how much of you know is bored but if somebody were to come to me and i was teaching for 14 years the same subject and i had all my favorite things that i like to do and every year i could just come in and do that it would be real easy for me to do it's hard to get some of us old-timers to jump on a new and that is hard it's hard to recreate curriculum yes when it keeps recreating right and like some of us have clearly been around long enough to see this this is like a second rotation for me right and it's

195hard to do which is probably why they didn't get too many volunteers but i also think that you could save some money in consumables just because savas is so google friendly and you could make i think we we do all the google classroom all that stuff should be compatible it is very google friendly but also for students to be able to do math um and have the visuals there as opposed to booking it on the computer and doing those pieces but both there are components of both of that argument that i think are valid we want to provide the sort of support and do that for now and then see what we need to back off from i just i don't want another language arts but of course it is i don't need it completely

196empty because they make great paperweights like it's so important just quick question what was your experience with the functionality of the online management system the or just the online portion of the actual program i was just doing a quick research as you guys were as you were talking and i just saw some reviews about it so i wanted to know what your experience with the online portion of the program according to the teachers it was fairly easy to use and i think part of that was because it is compatible with our google classroom they can take it directly from it upload it to google classroom as an assignment we do anticipate that there will be some teachers as they're used to a a paper resource or their own that the amount of materials and things

197that are available can be a little overwhelming if you're not used to doing differentiating and we now have 14 different tools that you might be able to use to differentiate i think some of the the reviews and some of those pieces you'll see that there is so much stuff that they found it hard to navigate until we get in and give enough professional development and they find out what works for each lesson in the teacher's edition it has directly um differentiation for special education students and it's list it's very visually differentiation for english language students along with the lesson but amy had something to add about that so i did take feedback from the pilot teachers because they had the most experience with it and uh the teachers said that they liked the in uh

198envision integration because it nicely integrated with google classroom which we don't currently have they also mentioned there's a lot of digital opportunities for teachers to utilize if they wanted and some aspects of the program were different to navigate through which from what we're currently using and some of the adaptive practices needed exact answers um and that that's just feedback that they had and that was what i just some of what i just read so i think in a professional development and the implementation of it we may want to consider that so that when we do roll it out the functionality of it is not the reason that teachers push back so absolutely i agree thank you okay thank you so much oh thank them yes thank you so much thanks for staying till 10 o'clock

199there's some cookies in the back thank you thank you yeah we'll we'll we'll we'll fix that next time well ellie i said the same thing too long but we remember last week we got disrupted our last meeting so we had to put everything from that listen it's just 10 30 and i'm ready to go home okay let's get to action item 11.1 approval of district administrator contracts can i have a motion please i make a motion to approve the district district administrator contract as presented second mr sarong aye mrs johnson aye mr gatewood aye mrs swanson no mrs doyle aye mrs simultan aye motion passes 5-1 action item 11.2 approval of personnel report can i have a motion please i make a motion to approve the personnel report as presented second eugene mrs doyle aye
