call please mrs doyle mr gatewood mrs johnson present mrs croner here dr marino present mrs simultan present mrs swanson present please stand for the pledge of allegiance i pledge to the allegiance for which it stands one nation under god indivisible with liberty and justice for all we will now hold a public hearing on the sd 308 e-learning plan for emergency days we have no comments for this public hearing tonight that have been entered if you wish to make a comment about some other matter unrelated to the public hearing you may do so during the second opportunity for public comment this is the public hearing convened by the board of education of community unit school district 308 regarding the e-learning plan for emergency days at this time i will ask each member of the board of

education the district's attorney and the district's administrators who will speak to identify themselves for the record at this time i would like to ask our administrators to give any additional information updates on the sd 308 e-learning plan thank you uh as is in the documents there is one large change to the emergency plan i want to remind everyone that this is just in lieu of closing school for emergency days examples include increment weather or an unforeseen school closure this is our timeline that if it is approved tonight it would go on to the regional office for education for approval it would not be final until that comes back from our regional office superintendent the plan is in accordance with all the isb guiding principles the plans for early childhood and elementary have not changed since

the last meeting but the secondary remote instruction which has changed that is now a full day with full length class periods both at the junior high and at the high school level any questions or comments and now the board asks members of the public to comment oh sorry we already don't have any so at this time we will close the public hearing on behalf of the board of education i would like to thank the public for attending tonight's meeting we value the feedback we receive from our residents and encourage everyone to take an active interest in the public school system residents interested in speaking to the board this evening are asked to have completed a comment card and presented it to the secretary of the board when the secretary calls your name i ask that

you come to the microphone state your name for the public record and provide your feedback i will read up to three email comments submitted by students only please note that comments are limited to 3 minutes per person for a total of 30 minutes no discussion of personnel matters or responses to questions are permitted the board does not participate in discussion during public comment follow-up to your questions or concerns will be addressed by administration through the contact information provided on the comment card thank you anna bosco yeah right there good evening my name is anna bosco and i have two freshmen at ohs at the 927 meeting many board members commented about the difficult time our students have had in the last year and a half i must remind you that the best way to help

our students is to not enforce the governor's mask edict in our schools you may roll your eyes but this request is not unreasonable or unscientific some tell me children have adjusted and are okay with masks parents are the only ones fighting the mandate okay so children god bless them are impressionable and eager please but we don't allow children to choose their diet their bedtime or how many hours of video games they can play why would we dismiss this important health discussion as unnecessary just because they're not interested in it anymore parents in gainesville florida sent six masks to the u of f's mass spectrometry research and education center after five to eight hours of wear for testing the analysis detected 11 dangerous pathogens on the masks among them viruses and bacteria that cause pneumonia tuberculosis

meningitis sepsis blood stream infections utis resistant to antibiotics e coli food poisoning lyme disease diphtheria legionnaires disease and other severe infections students and staff wear a mess while dissecting frogs in biology while in the bathroom flushing the toilet they set it on the cafeteria table while eating lunch sneeze into it sweat through it during pe classes and indoor athletics cough through it and touch it dozens of times throughout the day to adjust it all in the same day all in the same day in any order we freak out about allergens and mold in our general vicinity but we're perfectly fine with incubating all that gunk in front of our faces while we breathe and there are other health concerns to consider a study at a german university received 26 000 reports from the doctors of

children who were required to wear masks 68 of those children suffered adverse effects half had increased anxiety many others experienced shortness of breath panic attacks face rashes dental disease headaches and more let's put this in perspective we're continuing all the suffering for a virus that has a 99.995 survival rate for kids as of september 22nd for the cdc 464 children under the age of 18 died of proven 19 in the prior 18 months in the 2017-2018 flu season which is far less than 12 months 480 children died of influenza each one is a strategy tragedy but in 2018 when nearly 500 children died of the flu no one panicked no one wore masks because we knew that germs and risks and strategy even are a part of life we are creating a fear of normal

risk for our kids and it's wrong parents know their children's medical history and should be the ones to determine what health decisions and risks are right for them i've told my children that the most important training they can gain from school is to learn how to think critically independently and to form their own educated opinions instead of accepting anything at face value i am for the school board of district 308 to do the same please stand for truth and freedom regardless of politics money or pr with liberty and justice for all thank you keisha earl video man thank you anna it seems like we're fighting for two different rights though um today my son became the subject of an illegal search and a three-day suspension by ohs administrators they violated my son's right and as

he was not a threat or undergoing any health emergency at the time as a parent i was traumatized by these events that happened today i responded to my son's request to come to the school upon arrival i requested to speak with assistant cooney or dean aceret i waited in the lobby as i felt more comfortable with cameras and people around officer vargas who is a school resource officer then approached me and decided to talk to me in a very aggressive manner he called for backup his call prompted an unwarranted response from five officers my son and i were surrounded by four officers and one was waiting outside in a patrol car after 30 minutes dna syrah came to speak with me and informed me that my son had left to go get his asthma pump

or chromebook out of the car upon his return he was illegally searched my son complied with dean's acerat prores i'm sorry request he felt threatened so he then complied i understand that safety protocol i understand the safety protocol but my son felt that he was the target by officer vargas and dean aceret the dean then informed me that she nor the officer found anything on my son no weapons no drugs nothing so i began questioning the sd 308 search policy and if my son was a threat to staff or students she responded no dean aceret also laughed in my face at my questions she informed me that officer vargas would come out and speak with me i am very concerned with this dean's response and the idea that she thought being surrounded by three to

four officers was a scene that any 17 year old should experience at ohs as a mother this is not what i expected to witness or experience over what is said to be some type of residue miss acerette's laughing and lack of empathy is disheartening as the african-american parent i support the school of the suit and did not do i'm sorry did not follow the rules this was not the case i support my son or any student making better choices but the school needs to take accountability that this was not handled properly as a mother i should not have to experience this from a district that committed to diversity and inclusion i apologize but your time is up now no problem i would like a response from the school district i am appealing this three-day decision

i'm sorry this suspension my son needs to be back in school learning where all these other kids are and i really want to point out i have a video of this while i was in the lobby there were two students that left for lunch at 12 13. they returned they were not searched so why thank you very much district doing this to african-american students someone needs to speak up about this it is wrong he's a senior he deserves the right to a free education he deserves the rights as any of these other parent students do i want some type of change today thank you we'll have board member comments i don't really have a whole lot just that i'm looking forward to being able to finally attend a crosstown game this weekend and i'm visiting

prairie point this week so i'm looking forward to that visit as well nice the board has been doing meet and greets at the different schools to meet the teachers and to walk the schools and just have an opportunity to to show our support that's what miss kroner is referring to i know myself i've been to brokaw and fox chase so far and it's just been a pleasure to see the kids back in school and see the teachers and offer them our support i i just wanted to share that i have had the opportunity to speak with a lot of parents over the last week or so and a lot of um teachers as well and while this may seem like a very small matter i would like to encourage dr sparlin and dr dogquest to

please look into allowing our students to have some sort of halloween celebration especially for our littlest students i know that they are looking forward to it and their parents understand right now that that is not allowed to happen so on their behalf i would really like that to be considered thank you okay we'll now have board advisory committee updates um can we hear from the teaching and learning committee would you like to go jen or do you no please okay we had our second teaching and learning committee meeting last week tuesday [Music] it was great we had um a presentation that we're going to be seeing tonight as a board about special education and then another presentation that we'll see at our next board meeting there are a lot of great questions that were asked

and some great discussion at that meeting i really appreciate the committee it seems like it's going to be a great group of people jen do you have anything else you want to know just it was great to hear about the pathways that are available in the high schools for students who are not taking a route through college um the different pathways that are available and i'm very proud that that is an opportunity for our students who choose not to go with a college route we'll now hear from our superintendent dr sparling well thank you dr mourinho and good evening board i'd like to start out by saying congratulations to coach jim vera and the oswego boys golf team on winning their first ever southwest prairie conference title as well as the regional title this year

so congratulations to all of them i'd also like to remind everyone that our annual food drive is currently underway over the past seven years our school district has joined together to provide the single largest donation uh each year to the kendall county food pantry the drive serves both as a friendly competition between schools as well as an opportunity to our students to learn about food insecurities and the needs in our own neighborhoods and as mr croner just mentioned this friday night at halftime at the crosstown game that will be held at oswego high school we'll be announcing the winners of the food drive for the elementary junior high and high school as well as the all-around winners i'd like to thank all the staff parents and community members who put the efforts in this year

it's a it's a community effort it's a big deal and it's it's for a worthy cause and it's something that i'm very proud that we do as well as we do it um lastly as we all know we have a number of unfilled positions within our district i would like to ask for the community's help in spreading the word about the many job opportunities that we have in district 308 we have positions open for teaching assistants bus drivers monitors uh and uh in a number of different areas along with custodians and nurses our team is using creative ways of recruiting but we are staying still faced with a staffing shortage in a number of areas so i ask that you please help spread the word and encourage others to consider even for a part-time role

and working with our students in district 308 our openings are listed on the website and that is my update for this evening thank you thank you we'll now hear from our student ambassador thank you uh hi again everyone since our last board meeting on the 27th anya and i have met with the student advisory committee along with dr sparlin and mr gatewood and have had the opportunity to stir up great discussion about student voice in our district one of the ways we plan on starting the channels to receive the voice of students is a student voice survey um we've been working on that that's in its final stages at this moment at our committee meeting on october 4th we finalized some details and refined the student survey organizing it to address the various academic and

social needs uh and issues of our students in sc308 through this survey we want to understand the concerns of our students on a deeper level providing them the opportunity to highlight issues they feel to be most pressing to them personally we plan on using the survey as a guide to formulate early on discussion of different issues in our schools and as a way to address students thoughts about their education environment one of the goals we have for the survey is to open up communication with the student advisory committee and the student body now we realize some students in our high schools don't necessarily know that we have the tool of this committee to elevate their voices in the district uh and we think it's important that students understand the survey all of its contents who's

creating it and who's going to be reviewing the data to do this we're creating an informational piece that will be available to students during the survey to understand its purpose and who is on the student advisory committee concerns and idea and to address concerns and ideas about their district and school and schools and relay them to the board of education as efficiently as effectively as possible annie and i along with the rest of the student advisory committee look forward to hearing from our fellow students as soon as the survey is all set and ready to be administered thank you colton can i have a motion to approve the consent agenda please i make a motion to approve all items under consent including 7.1 minutes from the september 27th 2021 board of education meeting open and

closed session and 7.2 to acknowledge the foyer requests received by the district second mrs simonton aye dr marino aye mrs swanson aye mrs croner aye mrs johnson aye motion passes 5-0 item 8.1 is financial statements does the board have any questions on the information provided item 8.2 is part of a series of annual reports the board of education will receive throughout the year dr hildebrand our executive director of special education will provide the board with tonight's report welcome dr hilbrand it's good to see you thank you thank you evening as we have several new board members i'd like to provide a brief overview of the special education department in addition to the information that i'll share regarding the report while the numbers fluctuate on an annual basis we have approximately 2 400 students with individual

education plans from early childhood through the transition program which represents approximately 14 of the student population in addition we have approximately 650 students from kindergarten to 12th grade that have 504 plans students with ieps or individual education plans qualify for specialized instruction and related services support as appropriate whereas students with 504 plans or students with disabilities where their educational impact of a disability does not rise to the level of specialized instruction but requires accommodations and supports within the general education environment we provide a continuum of services and supports for students with ieps these services may be provided through specialized instruction in the general education classroom such as push-in and co-taught services to specialized instruction in a self-contained special education classroom we have programs for students whose primary barriers to learning range from behavioral challenges to

language or academic challenges and or physical impairments such as vision and hearing loss services are provided from early childhood through the school year where a student turns age 22. for some of our students the least restrictive environment is a specialized program such as east view academy replacement therapeutic private therapeutic date or residential program or hospital on that the district sorry we provide through these services we also provide a variety of related services and instructional services for students whose needs require them these include such related services social work hearing or vision itinerary services or assisted technology support for programs in which students require therapeutic supports we also employ a music therapist and contract with art and pet therapy services in the past two years we've continued to hire behavior specialists to support students with behavior intervention

plans in select programs such as our stars autism program skills and east view academy which are students who have primarily for students with behavioral challenges the district support team is also an important team within the special education department in addition to providing consultation and support to staff we're working with students undergoing evaluations for special education or who have ieps or individual education programs they coordinate all professional developments within the department they also work closely with the general education instructional coaches in ensuring that district initiatives are coordinated across departments and they coordinate and implement the nonviolent crisis intervention training for program staff and administrators which include both general education and special education as outlined by this dolphin several weeks ago the district has set goals within the envision 308 plan for 2026. within the special education

department we are committed to ensuring that all students require services appropriate to their needs based upon measurable and observable data these data will be utilized to direct instructional programming that will optimize educational outcomes for students district and building-based oversight and support this year we're focusing on the priorities that we've outlined for priorities at 21-22 top of each slide to support goal development and appropriate programming for students the district is developing a matrix utilizing academic language behavioral and social emotional criteria that will support iep team decision making through the analysis of these data a draft of the cross categorical matrix was actually shared with teachers in select programs early childhood and the stars program and with epic which is the exceptional appearance for exceptional children prior to march 2020 we are continuing to develop the matrix

for use with all elementary programs this year and in addition we're also developing regarding reach at this time so the reach program is a program that we're currently piloting on a small scale with select students at the high school level the purpose of the program is to support students with significant internalizing disorders namely students who've experienced hospitalization due to self-harm ideations or attempts we're working with staff members at eastview academy to build upon and expand the instructional behavioral and therapeutic program there and as you may know recent legislative changes have resulted in extending the age range in which students are ineligible to remain in the transition program they're not now able to remain in the program through their 22nd school year so when they turn age 22 they can stay for the remainder of the

school year and as i stated before we're continuing to expand the behavioral supports providing the special education programs for students have behavior intervention plans i just wanted to highlight one brief comment here before functioning skills training when we talk about executive functioning skills we're talking about those skills that students need in order to be able to successful be successful in completing their school work so this includes things such as the ability to plan to organize to complete a task and to engage in self-monitoring in order to be able to complete the task successfully so we've conducted professional development which we consider to be the cornerstone of the department and ensuring continued in order to optimize and support learning outcomes for students we're providing training to staff on special education curriculum and individual education program development

so we've also as a district believe that building-based decision-making for all students is important including students with ieps and 504 plans we will continue to support building oversight through the training of key administrators at the elementary and junior high levels and related service providers namely speech language pathologists at all levels to take responsibility to serve as the lea or local education agency representatives at select iep meetings which include annual review and re-evaluation meetings for resource programs this pertains to the administrators and speech language meetings and this pertains to the speech language pathologists we've already experienced some success despite that we have seen the leadership of building administration and building administrators as lease and meetings new administrators are receiving coaching and consultation support from special education program administrators and directors pathways has expanded to increase or

include a broader range of students needs and ages high school teachers were trained in the executive functioning skills last year and current curricula and select classes have been expanded to incorporate this content during 20 20 21 the district support team introduced training modules in iep development and anecdotal and program administrator reviews of the ieps have shown that this content is being addressed within the student ieps lastly we have seen how students self-regulation is being supported within special education programs and classrooms to the support of our behavior specialists who primarily our behavior for board certified behavior analysts so how do we know that we have successfully implemented the 2122 plans where the special education department provides the and the report next fall there are key indicators that we will be providing updates on namely the cross

categorical matrix will be utilized across the district at the early childhood elementary levels iep teams across the district will use exit and entry criteria when considering student placement outreach and eva programs the reach program while being piloted at the high school level will be ready for full implementation and all appropriate administrators and speech language pathologists will have been trained and will be serving as values well thank you for that dr hildebrand board what questions do you have for dr hill hildebrand this evening i've just won so you talked about professional development and writing the comprehensive ieps so i guess my only question from this level would be when we're training are we training for instance both high schools at the same time are we doing all the junior highs together so that there's not pockets

of because kids often transfer between schools and when they go to school so i guess from a district level i just am looking to make sure that everybody's kind of on the same page so what we've done in terms of the plan planning process district is team to train the trainer approach with our program administrators and so they have um co-trained together with the program administrators in the programs and in the buildings for which the program administrators provide oversight so we're making sure that all case managers and related services personnel receive the same information so we're trying to ensure that there's consistency in terms of the training materials and we've also ensured that all of our staff members are being trained at all levels right and do we ever get them all together well all

together i guess it's a relative term given all right but we have this for example our related services we will have a virtual training for our related services at the same time um thank you very much for um your presentation tonight i do want to look at um i think it's page 13 indicators of success i appreciate those as indicators of success but that is kind is that kind of the point of the of the program though that those will be in place by october 22nd my concern is that we don't have a compliance indicator of success and i feel like we need to make sure that we are constantly looking at our compliance and keeping ourselves accountable sure so there are things that we have to routinely do every single year that would be

one of them these were directly related to the new additional priorities of envision 308 so that when we come back a year from now what will we say out of envision 308 has been done so there's many many other things that we do every year to make sure quality of programs and compliance but this is how it replies to the new pieces that we're putting in for envisions really i i appreciate that thank you i just i continue um to see you know information um that floats around social media regarding our special education program and i want us to continue to strive to make sure that we are meeting the minutes that we need to meet and we are really addressing our students where they're at and giving them the accommodations that they need so

i would i would just greatly appreciate if we can make sure that that is also a part of all of these discussions thank you hi dr hildebrand how are you um my question is if you had a magic wand or you're sitting before us now what would you say is the most important thing that we can do as a board to support special education so um thank you for that question um i do want to preface my response by saying that i am so appreciative and humbled um by the special education personnel in our district we are dealing with significant staffing shortages this year um to your point you know we're very cognizant of the fact that we need to ensure that our students are receiving their free appropriate public education that they're entitled to

um i think that our teachers are strep stretched i think our related services personnel are stretched i think we're continuing to look for personnel as doctors marilyn already said so you know kind of messaging to the community that there are opportunities within sd 308 so that we can continue to support our students with disabilities to the greatest extent possible i think that the board's continuing to support special education initiatives within the district is greatly appreciated as well and you know if you do hear you know from um feedback from the community that's really important for us as well we're continuing to continue to seek um you know feedback from our parents we have collaborated with epic for example on four different sessions this coming school year um in an effort to really create a community

within our staff our parents together with our students i just had a quick question on slide hold on 10. where you mentioned that we have professional development happening for our special ed teachers in the areas of conducting executive functioning skills training i feel like at least my understanding of what that means is something that could also be valuable to our regular classroom teachers i know that a lot of um classrooms particularly at the elementary level are kind of struggling with getting kids adjusted back into classroom life and i'm wondering not that you especially in light of staffing shortages have time to be training all of our staff on how to teach executive functioning skills but is there something of that that could be made available to our regular classroom teachers if they wanted to get

some additional resources or support in that area just curious absolutely in fact our teacher science specialist simon worked closely with the instructional coaches and um uh alison anderson also studied on the executive functioning skills training sessions that we did have and found that there was a lot of overlap between some of these avid strategies that we have been you know teaching within our elementary level in particular together with the strategies that are important for ourselves executive functioning skills curriculum so i think there's certainly that opportunity any other questions from the board all right thank you so much dr hildebrand appreciate your time 9.1 bills for payment can i have a motion please i make a motion to authorize the payment of bills in the amount of five million one hundred and fifty one thousand seven
