um uh [Music] oh i'm sorry i'm sorry you know i did that okay my bad just yeah you leave it up i should go walking around touching stuff [Music] thank you [Music] okay good evening everybody here ms dennison yeah thank you mr richie i will remind people that today is answer the republic for which it stands one nation under god indivisible with liberty and justice thank you good evening and members of the community um i have a few brief announcements here and then this evening we have two substantive presentations that will be made as part of my report this evening um who um joined my team and i got to certify your graduates as we wrap up the 2022 school year we are also almost completely guns for our schools our regular schools ended about

two weeks ago on thursday last thursday we had other schools and our extended portfolio we have another set of schools this thursday racking up and then our year-round schools go on break next friday uh just in time for summer learning experience to begin uh summer learning experience is currently sitting in 5426 students enrolled and enrollment is climbing by about 120 students a day so we're really pleased with that we expect that um we'll see another surge now that uh families are home and they're beginning to look for things for their young people to do um and we will continue to roll and roll all the way up to the first half of the first which starts on week 27th just a reminder that summer learning is a five-week experience for our pre-k students and a

four-week experience for our high school students and that's built around the high school year-round calendar so we're really excited about that um intermediate hack that you have there's a number of things to point out but in particular we're having our next job fair on wednesday june 22nd so anyone who has a high school diploma uh looking for good wages and great benefits that should come over to the professional center you can either pre-schedule or walk in uh last time we had the may session we had about 300 uh students those are obviously contingent upon passing the background screens that are required but those are the people that came in and did get preliminary offers so that's 9 a.m to 4 p.m on wednesday june 22nd uh over at east professional center um and so there's

a number of other media items including just uh our top social media i would encourage you if you haven't already to look at the mark the open jennings foundation recognition six of our district teachers were recognized at three different levels including a best team teaching award for our eighth grade fifth grade kindergarten teachers at portrait school who created a joint team teaching project that created created cross-grade collaboration an outstanding math teacher at new tech west and the non-standing science teachers at the morgan school of innovation also you'll see information about the vaccination clinics is almond george we'll continue to work on that we'll see videos about our graduations our esports championships which are new and bigger this year our valedictorians obligatory celebration that you joined us at last week and then you'll see a number

of other marketing pieces including sports championship program summer learning ads and they get more experience at football um because of the substantive content the rest of the meeting i'll leave the updates there um before we move into this content though i'm going to in a moment invite interim chief um to come forward and share a presentation around the safety and security protocols based on what we've seen in the international crisis around texas and other tragedies but before you do i want to just share a blog that was released today by the american institute's research [Music] who actually helped us back in 2007 when we had our own crisis here in cleveland and it's entitled an evidence-based roadmap for school of community safety and it's really examining the kinds of things that schools and school districts

should be considering when responding to these kind of preparing for these kinds of national tragedies and certainly there's a lot of questions about hardening schools and as you know before we did certainly do that with metal detectors in some places both bank scanners but the point of the article is that there has to be a number of other layers of social emotional supports and helping you know creating a culture where uh see something say something helps identify those sorts of things and they they cited one particular school district that's been working on this sport more than ten years and that is us and so we just wanted to share that unbeknownst to me this was published i also want to recognize that governor dewine on monday did sign senate house bill 99 into law house

bill 99 reduces the requirements for professional employees school districts to carry weapons in it also so it does leave that authority in the hands of the school boards and so and i'm anticipating that this board will address that this evening but it also does put six million additional dollars into this year's budget for the ohio school safety center and you'll hear more about the ohio school safety center from chief dodson because that is a part of our integrated process where each of our schools goes through a planning process that we approve the people with local authorities and then the school safety center approves so additional resources there are valuable and that they are expanding the number of safety leads on positions from 5 to 16. that'll also be valuable because over the years that have

when we submit these safety plans there's often a lag in reviewing and getting them approved now again we internally have our own processes but as a state response having those bags is something to be to pay attention to um it's also working to secure another 100 billion in funding for physical safety and security upgrades these are the kind of hardening things that schools are considering doing like the metal detectors and other things like that and then finally um asking the ohio department of education to provide additional free evidence-based threat assessment training again on chief dots we'll talk about some of the training that we use uh here in the district um and i just would finally say before chief johnson gets up before default date had occurred we had already determined that we wanted to

bring the council of greats and schools back into cleveland to do an assessment of power safety and security it's been a number of years since they've done that that is scheduled i believe in june now but that was not scheduled in response to what happened that was scheduled as part of our proactive look at making sure that we're confident that we're putting the right protocols in place to do everything possible to prevent the kind of tragedy we've seen frankly repeatedly from happening again here in cleveland so with that i'm going to invite chief dodson to the podium to share a brief presentation about our safety and security measures and then certainly to answer questions i will say and so this is not fully exhausted but it is kind of the main um colleagues guests that

are here this evening um i'm honored to be here today to share with you some of the updates that we've been practicing for over the years but now we're hiding that information and updating it as we go due to what's been happening in america today so part of the presentation [Music] uncertainty practicing our plan is the best way to build confidence the plan will work and students and staff know what to do within an emergency knowing what to do reduces panic and saves lives so the required school safety drills and immersion tests drills are fire evacuation and rapid dismissals tornado drills lockdown drills cold blue cobra and i'll explain that as we get into the presentation emergency management test emt each year between january 1st and december 31st schools are required to take a session

of their emergency management plan which are a tabletop test a functional test and a full scale test and i also will explain those tips as well in three years period schools are required to complete each exercise at once so three years it was required to do a table time one year a functional drill one year and then a full scale drill department here fire evacuation drills or rapid dismissals are fire fire evacuation drills schools required to conduct a month schools are in session 10 days or more or more than 25 occupants so each school this during summer learning experience will be required to do one drill in july so we can start in june because we're still gathering the numbers that you heard but each school he said so we already have the information in

the dive to meet with the building administrators to schedule that one drill from rapid dismissals are defined as fire evacuation drills conducted in conjunction with dismissals safety drill law all schools all events are captured in the [Music] that relationship [Music] if you're visiting a building during the scheduled day you have to participate there's no way around after joining us we appreciate it tornado drills bill is conducted at least once a month during tornado season today with seasoning is important for the high fire code so whenever in the season we are required to conduct a drill in or [Music] outside the building administrators initiative lockdown so that means there's activity outside the school down the street whatever police action is we're going to go up we'll give you safety security is in this passage this is

called students and staff are notified via pa [Music] and functional deriving if we're in a code red code red initiating the best active regressor inside outside neuron property that has witnessed this person is in the parking lot issuing a firearm he has shots fired on our property we go into the corporate code code can coincide if the individual is in the building in this automatic lockdown and we can see because we see that there's no immediate threat to our building but the first of the firearm is still going to a lot now but the report is still coming into safety security student staff are notified members of the building is denied foreign staff must ensure halls and restrooms are clear and stop students who can utilize the run hot fight which is an actual cold

break module one high five running you can get out the building high lock down push everything just minimal doors fight fight for your life [Music] annual excuse the annual emergency management test three emt exercises with one split and one pack update annually in every school so we talked about the table top we talked about functionally talk about full scale clsd starts the new rotation this year so this year coming into 22-23 every school emergency management office reporters to conduct this tabletop trip so a tabletop drill consists of facilitated discussions of emergency situations participants describe in detail their responses to the situation presented in the exercise scenario so school is we have to go in physically go in and have this conversation with the building principle what are some of your weaknesses what are some of

your strengths outline that and compare it to what the drill requires and then begin working on the strengths of that student custodian security officer so it should be a team effort for everyone because everyone will play a role when there is an emergency so everyone is trained on that security officers work coincide with the principal to outline what the steps are for that building and then they conduct the drills okay annual emergency management test functional exercise fully stimulated interactive exercises that test the capability of an organization to respond to a simulated incident so if we are practicing the drills as their instructor if anyone were to come in and say show us your data show us information can we speak to show us how it works we should be able to provide that information to

anyone at that point because these are the drills that we practice throughout the year ohio state uh fire marshal requires fire light non-prenatal drills which are all functional exercises functional exercises validate the school's emergency plan so every school has an emergency plan that's required by hollywood department education the focus is to see how policies and procedures work in a realistic but still simulated sense that segments so we're simulating these settings to see any advantages we created or never had but if we prepare and train and continue to practice we should be able to act in the event without hesitation what we need to do yes that took place and then we continue to go back and need to figure out what we need to do to strengthen that area where where are we at because

there's neither strong in some areas of the week and so the drills are very simulated they're very constructed so it's not like it's one way this way one way but here's what the drill is are we is everyone evacuating like here she's supposed to is the information inside the building being disseminated as it should be are we able to lock doors as we should be able to so those are the thirds but we have to go back in in some cases say hey this is where we get we need to strengthen that full scale exercise the most complex energy exercise multiple function functional connect content areas section of your plan putting together a more complete response this is where everyone gets involved this is the event some administrators say let's do a full scale practice

let's say the kids get involved let's put chairs up against the doors let's make it a fun event in the event and we're practicing for a serious event but we want our students now to have but it's also you try to make it where it's fun for kids so that way they understand the seriousness of it fire law enforcement ems and or emergency management that means cleveland fire cpd sheriff's department our team they are all invited to attend these drills but we still conduct them with our mobile police officers our security council because they still have certification and training to do that full scale exercise incorporates a combination of evacuation and family reunification or lockdown reversal reverse evacuation so what is a reverse evacuation so the kids are on the playground plan they having fun

and recess and hear shots fired in the community the reverse says go in the building and then go into a culture which everybody in that stole called one called cleveland schools this is a couple of issues going on and we can in turn call couldn't police to find out what action is going on around our community at the time so that's what a reverse evacuation means all right any questions yes ma'am i'm just curious when it comes to calling a good blue code red that is generally the principal's responsibility in the school or principles out i guess i'm asking the question and who's responsible if the principal doesn't have to be that's a great question ultimately yes the principal is the leader of the building we prefer if you should call it but any admit

that there's emergency the teachers have been training the security officers and members called us so it's not limited to one person [Music] so we conducted so our security answers your security officers go actually into the classroom each and every classroom and conduct training for students on the principles so we train the building administrators on what needs to be done school certain schools choose whether or not they want the students to participate in the activity but then in the event of the incident the security officer the principal teachers in the building all have received the training and then begin to [Music] a couple of questions but first thank you for this and i just want to acknowledge how dreadful it is that we have to i'm sorry that's important um first what's the expected collaboration between

our security force and the state employees in the event of a code blue like what is the expectation do they also come in is it simply handled by cmsb security how do you work together in the event great question so in the event of a call we typically already have received information from the dispatch and they will share with us or we get the information first we will call them and say hey we got some activity we can report from our school what's going on our school is going into a cold blue and then they'll relate what's going to us what's going on in the community and then they're the ones at that point say you know will it you know when you come out with so then we relay that to the building administrator

and then he or she waits for us to get that feedback from police on that in the event that couldn't police this is saying like we got it but allow our cnn police officers who are trained to be able to do it then they will go to the building and say we're waiting on directions too so do the cleveland police i guess i'm thinking of you know the recent and just the communication between the two and then like who is expected to go in to the school and try to remind them we are we are safe um and then my second question is how often do we reassess these events is it kind of like every time there's a practice run or how often they're an edit every year because we are continuously building up

those school safety plans that is part of a career but you have to have the detailed information leading up to completely building landlords so we're continuously collecting data feedback information that's been happening with that building throughout the three-year plan and at that point determining what the safe plan for the building is going to be for the economy you're welcome listen thank you the and with that we're working with the facility department to let them know when we are receiving that information or when we're getting reports that there are those dysfunctional or not malfunctioning uh areas in the building our cameras the doors um whatever area that is related to safety we share that out and then they turn around and send someone out so there are security officers mostly in all of our schools they

make door checks on a regular basis that's their job did you enter and thanks for uh rounds to make sure i want to acknowledge the hard work that our safety security has gone through just only this year but you know in all the years um they've been working at cmsc and that being said particularly this year i would say that you know from what i've heard from safety and security they found themselves you know very told with a lot of different situations at school and how would you say that that would impact these plans if at all the orchestra is that the clients are you know we share with them how important it is to become aware and how we all prepare not just us but the kids to have the community depend on them

and come to work so they take it very seriously and yes there are some challenges but um you have a resilient team we believe that you know we will build and continue to grow and learn environments thank you very much i appreciate that when i echo what my colleague says about what shame it is that we're having to have this conversation tonight relative to um ohio house bill 99 i'd now like to allow public participation on this particular topic and so um we will provide an opportunity for anybody in the public who wants to speak on this resolution alone for up to three minutes [Music] thank you mr tracy anybody else have any commentary so um mr hurd and i would normally do this but um this evening because of the importance of this particular

resolution there's going to be the entire resolution so the title of the resolution is affirming that notwithstanding ohio substitute house bill 99 cleveland municipal school district teachers and other employees who are not employed as safety and security officers will not be authorized to be armed with deadly weapons including firearms in school safety zones including within school buildings and on school graphs the chief executive officer of cleveland municipal school district presents a following resolution for adoption whereas under prior state law ohio revised code 109.78 d and section 2923-2122 d1d boards of education have been empowered to authorize persons to convey and possess deadly weapons including firearms in school safety zones including within a school building and on school grounds provided that such an authorized person has received a certificate of having status actively completed an approved

basic peace officer training program which consists of more than 600 hours of trade trainings whereas in 2021 the iran supreme court in the case of gathered versus madison local school district board of education held the boards of education can authorize their employees to convey and possess debit weapons and free in school safety zones only if such employees have received certificates of having satisfactorily completed an approved basic peace officer training program and whereas on june 1st 2022 2022 the ohio senate and the ohio house of representatives passed and on june 13 2022 governor mike dewine signed ohio substitute house bill 99 which reduces the training requirement for school district employees including teachers who are not employed as special police officers or security officers who a board of education authorizes to go to have fire to go

fire with firearms from more than 600 hours of training to 24 hours initial instruction and eight hours annual requalification training and whereas the board of education of the cleveland municipal school district believes that the presence of undertrained or improperly trained persons armed with firearms and our schools will create a dangerous environment in our schools and threaten the lives and safety of students and staff and whereas the board of education of the cleveland municipal school district believes that teachers and other educators in our schools who educate mentor and nurture their students should not be asked to arm themselves with deadly weapons in a misguided attempt to make school district does hereby declare and affirm that it will not exercise his authority under a higher substitute i'm still 99 to authorize any of its teachers or other

employees who are not school safety and security officers to convey or possess any deadly weapons including firearms in any of our school buildings or on any school property under the board's control and be the board hereby authorizes and directs the chief executive officer and orders to take any appropriate any appropriate and necessary action to implement and enforce this resolution and with that i would ask if we have a motion on social resolution thank you further first of all i want to thank the board for your reaffirmation of our commitment to keep weapons out of our schools i also want to clarify that while the resolution specifically references the role of safety and security officers our safety officers in school officers are also unarmed only our mobile patrol are armed and so i just want to

really clear that we do not permit armed any school security officers i also just want to remind the board in the community that a swarm police officer is not permitted to carry a weapon into a corrections facility so in my opinion and hopefully with full support of the board if you cannot do that in a jail you should not be doing that in the schools yes many of you well my colleagues all know that i'm currently the general public may not be aware of that i want to be clear that my opinion and philosophies around this resolution and the current policy of cmsd is not the policy or the voice that i'm speaking from today is not an ohio school or association president's voice um ironically the ohio school boards association really kind of supports

what we're doing here today but i'm not speaking on their behalf that organization believes in local control which means that each individual district should be able to make a decision on matters that impact public education and that's what we're doing here today we're making the local decision about the safety of our kids and families so that's all right and i would encourage everyone to support um thank you i just i want to thank the chair of the vice chair supporting the captain of everyone for coming together and this important resolution my husband and i were talking about you know if we let's say our children are growing out let's say they were in grade school or in school where they were actually going to be like but we decided that if we knew that was

happening our children are now people into that school um so you know i pray for the people that are having to deal with that but thank you for um the brightest decision that we've other comments and questions dr thomas um i'll endorse the position that we've taken and agree with it and ask members of the ohio general assembly to please reconsider the evidence for them that there was an armed security officer in the grocery store in buffalo and people died there were many armed police officers in rob elementary school many and those students died to think that fighting fire with fire um is good for the promises [Music] um i've learned a little bit of what this lady was saying i do have a daughter that attends this school district and you know i i

can't imagine her being at a school where all of our teachers were armed and that was their method of providing safety um and security teachers are not not to be harmed and that's what they're being paid for all right if there are no more comments or questions um thank you [Applause] yes um i think with that we'll turn it back over to mr gordon for remaining resolutions uh we're gonna actually go back to the cdo's report for one more presentation but first again i want to thank the board for again affirming your strong position about the right measures of safety and security for our school district i also want to thank our chief johnson and his team for all they do to work every day to keep our school community safe our kids and our

educators um this time i'll switch gears a little bit and i'm going to invite um melissa to the podium melissa has been more painful alongside dr trent mosley over the past several months looking at our school naming that you have guided us on and so um i've asked kelly to give us an update of where we are in the process remind you of some of the process and then that will lead us into a dialogue about so last time we met i think it was april and at that point we talked about the process that we undertook in the early part of for the remaining initiative so i won't rehash all of that what i will do is pick up directly with the kb results and i know some of you had clarification questions last

time those within these slides so first we talk about louis odysseys in the final round of votes there were a total of 66 votes and begins across first second and third place there were a total of 38 individuals who voted in that final round and as you can see from the demographic information the largest group in that case were the students followed by parents and caregivers somebody had asked just for perspective what the total school enrollment was and at that point [Music] so then when what we did was we looked um from a few different angles not only at what uh proposed make choices came in first by total votes but also demographically which were the most preferred names by students cmsd staff residents and parents and then we triangulated and came up with a

group of recommended needs to be researched or further researched for lewis odysseys what that meant is that we came up with neil armstrong francis ellen watkins harper and mary church tyrell and then we provided on slide by basically um a biography summary so i know you all have been provided with the historian biographies as she has put together for our instruction so on this slide it's mainly to just recap and provide a summary for discussion purposes for those proposed names of neil armstrong francis w harper and mary c terrell we've included the years that they lived why they were held in high regard any potential concerns their scope of influence and their race and gender identity mr ward would you like me to stop here so we can discuss louis odysseys or would you like

me to go and talk about the other schools in a similar fashion [Music] board that we need at every meeting today the community could recommend names that were after landmarks geography you know other factors as well as so so these are what came to us but that was that context was credited every single week um and what we did once we got these things as you heard is we sent them to the historical biographer to get you information about is there something in these new names that could cause us concerns that or did not go back to the community committee because of the timeline and we didn't instruct the biology group to put anything because it's not that person's decision whether you think that it is or it's not that's yours um so you really

have i think it's a few options to direct this and you're not going to be voting on anything tonight but we simply want to hear your direction one is that you can come to a point of view that you think there is a name here that is worth pursuing based on what you know so far and so we should be preparing to move forward with one of the names for this particular building uh the second is that you could direct us to return to the community committee and provide another slate of names because you do not think these names are the names worthy of consideration the third is that your policy actually allows you to name your buildings after you consider so you could propose your own potential name or the fourth is that you

could choose to not rename the building at this time um and leave the existing name in place and so what would be helpful for my team and in here is dialogue based on the biographies that you have the opportunity to review on any information you want us to think about so that we can be prepared to move forward potentially the june business meeting yet this calendar year or if we have to make a pivot to continue this work post this calendar year that will help us to know you know how to prepare for that as well so i would just pause for any questions or reflections from on board members on this first set of names and any questions you might want to try to answer for any feedback you have based on this the

amount of work you put in is just been incredible and we're all very very grateful um for what you've done and i appreciate seeing the enrollments of each school as participated that's really tells me a lot about the other members of um just for purposes of my fellow board members um i know we've been around a lot a couple of times on this i just want to reiterate that geographic and botanical names have a great [Music] generations from now will not accuse us of um advice okay thank you and my personal i mean i've been on the record saying i think big schools for people is likely not the best plan but we outlined a process that we asked the community to follow and it sounds like the community is solid and so i think

um unless there's something egregious here i think that we should certify the process and go with what the community has recommended if we think it's been uh reasonable and thorough which it seems to me it has been um [Music] um so for the two women that are listed there you know i understand the ohio ties but i'm like i wouldn't be more interested in like a very local like it's local to the school time is there such you know i don't know offhand i'm not bad so there is not a specific vocal tie for either of these two women recommended specifically if that would be like for any of these things if we do know what the name my bias would be more towards something that like say a person on the streets in the

you know like a few blocks away or something like that we do have one or two that have local ties and that will be noted but my recollection is that the instruction to the community was could be local could be ohio could be national school that's not the basis um on the topic of naming schools for geography or botanical items i'm thrilled to see that there are so many names that carry significance in the people that carry significance that have been put forward by the community i think it's really important that we recognize that there were large groups of disenfranchised and oppressed and all kinds of other things people who never had the opportunity in our country's history to have monuments of schools and buildings named after them and especially in a community that is

the majority of people of color and the people who would not have had that opportunity i think it's great and i'm really happy that those people are now able to be recognized and that students are able to go to schools with names of human beings who um they can perhaps relate to more and that did not have you know that inequitably just never had this opportunity and so i think that going using names of geography and things like that would be frankly inequitable and just a shame so i'm thrilled to see these names thank you and thank you for all the work and community members that these are the names that we need the most to them because these are people who you know have been the most disenfranchised most uh these are the names

that will be the most likely want to have the most powerful impact as a board it shouldn't be one of these names and not necessarily one of geography or botanical even though you were given that opportunity as well so mr gordon i'm not quite sure how we do that i mean do we do we decide if the top name that has been recommended by the community before lewis agassi is the name that we're going to feel comfortable voting on in june is that the next best thing to do it doesn't sound like anybody is saying we should leave the existing name i don't hear anybody saying they want to propose a new name i don't hear anybody saying that they want to start the process over because none of these three names is acceptable so

therefore it sounds as if we're saying we would like to go with what the community has recommended does that sound like what we're saying i'm here nodding three top choices i would think if anyone on the board had the reason you know to choose number two or something that's it that'll be fine are we going to have that discussion now to see if somebody has a preference among the three names or should we go with can you take stock of the fact that the community has brought forth a particular name it would be helpful for me as there is feedback to say there's a reason we would not take the first choice and that we hear that now because i need to for the june meeting presuming we were ready to perform bring you a

resolution with me like seven names and this particular school now that other schools are different but this particular school the largest moment by a significant amount is another white male with a very different past but another way so i just want to make sure that if one hearing is directionally neil armstrong for the fire that's a possible concern so i think we should talk about what that might be so the possible concern is more about the apollo 11 mission than specifically neil armstrong but the apollo 11 mission which is the mission that neil armstrong participated in um the movement was criticized pretty broadly by a number of black americans uh leaders of the civil rights movement and including martin luther king and others who believed that the money being spent in the nasa program could

be better used for addressing issues of poverty and homelessness in the black community and that also that there you know there was a culture a british culture of racism um within the agency itself so it was more about an agency um there wasn't a specific reference to armstrong specifically but his connection to that mission and the nasa agency i have been advocating that the name of voice x be removed from our school system for 11 years now and i'm very happy to see this and since um calibrated obviously not favorite names among my fellow board members i would suggest if we in the spirit of um i'm sure but in terms of advocating racial equality and women's rights and i also you know from the brief bio here i would pick um mary c terrell

just you know trying to maybe break the wrongs of the past um but i'd be open to you know and if it takes going back to the community again and maybe both of the women's names like you know i don't know what the right place is at this point but um you know because i'm not trying to go against the committee or what they have been discerning um but also i do think we want to make sure that we make the right like long-term decision like this is not something we're going to keep doing again and again and this is going to be uh you know supporting the building the 40-year building this is a 40-year say to the committee you rated this one higher therefore the fourth month we told the committee over and

over we will bring the you know small number of top interest from which the board will choose so there's whether people will like it or not is always a question but there is we've been very clear that it's not you just take the first one to the board that we were taking multiple names for the board's discussion based on their work so it would not be inappropriate if you decided that you did want to select the second or third year [Music] although i i would point out that neil armstrong was ahead in the scoring dramatically why doesn't it matter and why didn't he bother to ask the community what they wanted if you have participated in this and done all the work as the committee only to discover that the committee's top choice not even

by a close vote close both different conversations wildly ahead of the other two that was discounted entirely to participate in the conversation again of course i i don't think it's discounting i mean we aren't discussing why we're cheating we're not really you know saying well [Music] especially when we're forcing it to understand it and take it into account and ultimately it's on us to reason out you know what's best using that information and i would suggest that when we continue to do this with other schools that we not have voting they simply put forward three names and we are not informed what their top choice was the second choice the third choice is simply three names and we don't have that information i think it seems disrespectful to the committee to have essentially discounted their

top choice even though that's our option it seems disrespectful to me but it was also noted that the possible um concerns of the alarm child that brought back so that top choice might have been different have they known from a process perspective we can make some adjustments based on this to make it um you know to solve some of that concern so you have kind of noted it is also accurate that the committee did not reflect back afterwards thank you eric i would just also add that we invite the community to give public comment at our meetings and there are members who uh speak on the same topics often and we still have to take into account additional context and other things and make decisions around that and not merely based on how often something's

brought up and i also you know just looking at the data itself so we had 38 voters 22 of them the majority were students and that is less than ten percent of the student population so thank you for that i think thank you through context and so in all reality like i guess i would feel differently if like 240 students voted for person number one you know ten percent of them you know i mean not too discounted but it's um you know as long as the instructions were bigger than you know in the area it's more of an art than a science i guess this stage and again i just i do feel strongly that we think now that we've made this choice we have to pick the best option you know okay i think

it has a sense of direction for this one um why don't we move on if i really quickly stop me i'm trying to find the balance of discussing each okay so the next school that was covered is thomas jefferson so in a similar way we had 144 total votes in the final round across first second and third place a total of 127 people voted again largely uh population 115 of them against the perspective the school enrollment is 766. [Music] so the names like the most votes were that could have done in international newcomers [Music] number one um we didn't even feel justified necessarily in listing so we've listed on slide seven again the students industry staff their preferences in the final round neither residents nor parents voted um and so then the recommended the recommendations

um that we provided as far as it needs to be researched so just for context was an educator administrator and community leader in cleveland for many many years she graduated from cleveland's public schools began her career in elementary bilingual and english as a second language teacher taught in puerto rico and boston massachusetts she then performed many roles within the district including being our executive director of the multilateral offices she was principal lectures of gallagher school for a number of years and also was principal at thomas jefferson itself she actually helped establish the multilingual education program and the viewer dual language model school as well as establishing the international newcomers academy when she was a champion for bilingual education and advocate for english language learners and also played an important role in the puerto rican cultural

community here in cleveland as well she was an active community leader passionate about educating young people about their history of heritage served as president members serranza the spanish american committee and the ohio latino arts association and co-founded julia the progress cultural center and served as president for over 17 years um unfortunately it's begun passed from cancer several years ago there were no concerns um as well i think in this one we have you know we've talked about wanting to see global representation and i think that it would be really powerful to choose not only somebody with such a local footprint but also um someone who has not only a local footprint but a footprint in the education company as well so i got to get that guy louise wants to add that she was wonderful

louise and i both view her and then eric i do wonder i in this case where someone who's passed so recently do we speak to like a family is there some kind i don't know how it works um i mean i understand with someone that's got 100 years ago that's not really that [Music] sense but i don't know um how does that work so we certainly can reach out to um that's the direction of the board we don't have any policy there is actually but i guess i would just encourage us if that becomes like you know if that is what we're going to vote on saying in june probably we could just reach to someone before just so there's no surprises or you know who knows if there's some kind of rejection and i

want to make sure that it also fits with the family's desires i suspected would but you just want to make sure you don't surprise that i think that's everything that represents the school in the community and um being a very really powerful senior to our identity it sounds like the general consensus [Music] okay so moving on the next school that was discussed is heart their total number of votes was 333 again first second third place um the total number of discrete bodies was 112. um that is lopsided i think some of the others the students didn't have the largest group at 47. um community partners um came in second final round of 31 um followed by cmsc staff and parents universal 13. again the perspective of the school enrollment in april is 288 so from

a total boat perspective um benjamin wade jane and now hunter and she was the car were the top scorers there and then again police were sliced by demographics so students same as usted residents and parents um trying to lean upon those um we ended up with the same three uh benjamin wade and charles v carr so page 11 has that star manager as i recall in our policy my thought we specifically stated that we would not be in school after someone who already had a public building named after them and that would be jane at the hunter which has i believe um dr thomas is speaking of the um the criteria that the board adopted uh last september and um i can see if i can pull that up but i don't perhaps miss kelly

knows but i don't specif i recall a discussion around that i don't know if that um ended up being in the criteria i don't recall it being in the criteria that the board adopted okay i could be wrong but i remember we did talk about it i believe we said it would be given like consideration but i don't know what instructions actually went to the community and it does not say anything about it [Music] given that all three of these names have some reservations um suggestions have reservations and i know that you previously spoke on um literally and briefly speak to the public about these concerns yes i am um so benjamin wade uh was an abolitionist um also a u.s senator um but his abolitionist beliefs were seem to stem from his desire to

keep african americans out of the north uh it's a white abolitionist supportive colonization um that you know planned colonization wasn't planning to send emancipated african americans to a prominent countryside of the united states um and i also headed the federal government's official commission regarding the annexation of santo domingo now the dominican republic um advocated for the u.s to colonize some historical concerns from both the black and latino community but jane and the hunter um jane anders hunter actually founded the phillies weekly association which was designed to train young working-class black women georgia's maids and white households um there were a number of black clean mothers including clergy and members of the women's club movement that were opposed to the creation of the philips wheel association arguing that it created a home for working black women

through segregation and hunter is noted as having kind of recognized that her teeth laid into the your app and related to her life after she had already created that so um that was that's the issue there and then for charles carr um charles carr was a lawyer businessman civil rights leader and member of clinton city council for a number of years um active political work but he was indicted for bird fraud in 1964 and for receiving kickbacks council in 1978 although he was acquitted of both of those charges he was also indicted for tax evasion in 1975 and again acquitted although the jury stated that they had strong suspicions that his actions may have been fraudulent um while serving on the rta board he had opposed reforms that would allow the agency to better serve

clevelanders um he did not attend the community meetings organized by rta to give the feedback and essentially showed him that his interest particularly for including those with disabilities which caused criticism from the disability community and then there was some personal conflict in a divorce from a second employee with allegations made by that point as well so each of these has do we have um a bio on any of the other next up candidates uh we do not and so one of the things that we could do is to send that you know to direct us to go back and look at the next layer of names that might be alonzo wright um that won't be completed by vision business meeting but we can certainly do that people on the committee just came up with these

names like on their own like they they brought forward these like top three individuals and then that's correct we did not facilitate a brainstorming session or anything and people could either do it at the meetings or on an online forum um so there were virtual the meetings were live and virtual again there was an online voting forum in addition to the forum that's available at the natural indicators themselves and when you were voting you would just be voting for yourself like you wouldn't see the totals that were out there so there was like no group thing so you wouldn't throughout the week but then each subsequent meeting we had four total means so means two three and four we didn't present how things were shaping up at that time but then we reset the voting

each time so when we're looking at these numbers here that was just for the final round of voting was not accumulative because name suggestions continue to come in it wasn't fair folks prior when all of the whole names wasn't yet known so we just looked at the last round thank you [Music] um [Music] yeah i will take this one back for further research with the next set of things on the list from the community okay and then last up the school that was considered henry so for that the total number of votes was 621. there were 214 voters um and for that the residents actually in that final round had the most number of votes followed by the students 73 again school of enrollment is that time is 261. so the top names that receive

the total number of top votes we're studying tough stones fannie lewis again and we did slice it by students and parents circled that way we still came back to studying those so those are the names that were researched on page 14 you'll see the bio recap for those three names i think the vice president's not revealing two people here that know all three people are that knew all oh [Music] um i think there's something else i'll include a clinic as a health center named after a very popular woman we're talking about again any possible our own as i think the board of community knows uh was a political strategist who ran a number of local political campaigns and some national campaigns we also served on this school board and was the elected school board and

served as the board president of 1971 to 1978. uh he was involved in the carl stokes mayoral campaign when stokes was elected the first black mayor of ending a major american city and then led lou stoke's successful campaign to congress in 1968 and continued to be important in the so stanley campaigns he also served as campaign manager for jimmy carter's unsuccessful re-election day in 1980 and also for remember justin jackson's presidential day in 1984. um he also served as an unofficial advisor mayor michael white ran campaigns for cleveland school livings in 1996 the school published in 2001 and also helped um high school levy in 2012 and was engaged a little better so while on the board of education he was publicly opposed to the desegregation lawsuit followed by the naacp and didn't believe that

the quality of education provides students required schools so this is these decades while managing jesse jackson's presidential campaign in 1984 he was alleged to accuse a slur describing american jews and then told the press that the jewish response to his comment was blown out of proportion after not kind of acknowledging it and then finally he was in 1985 was convicted of violating ohio's conflict of interest laws after selling insurance to the cleveland cowboy county court authorities while serving on this board but he was pardoned from that crime in 1989 by ohio governor dave celeste um [Music] and maybe some of the more senior board members remind me what her relationship with the schools was so there is the fannie lewis community corrections and treatment center um from mrs lewis but i agree um but the

problem i think i would love to see a school name for her with this one exception she's the guy that bribed white hand she she really believed that charter schools were the way to go because at that time schools weren't doing very well and so she wanted charter schools and she brought him in white hat and um i just know i had been into a lot of trouble later on and that's the problem that's remind me of her stance on public education she was a columnar high school director and i only knew her when i first came here but she was a champion in congress from the little experience that i had with her for education for schools that's what i recall bringing the dollars back to our district and our students so thank you

and it says she wrote the supported legislation focused on children education and health care and she fought against predatory lending practices she authored the child abuse prevention and enforcement act and supported expanding health care coverage for welfare people and research into medical issues that disproportionately affect black women [Music] just curious if you have any context about how the voting shook out because it was interesting that patrick henry had so much resident involvement and then maybe hart had so much student engagement i just wondered if we knew forbidden but like why some of that should help that way because okay i know that professor henry and i know that they don't remember the council person but i know the council person that area was very involved and they created their own flyer and passed that out

so we weren't surprised to see my residents there was councilman conroy who was very involved comes mcconnell also area called pass the resolution city council for this sport so we have different levels of involvement with different parts of the community thank you appreciate it thank you everyone for being back as we finalize this list we need to also look at what it's going to cost to rebrand all these buildings uh taking signage down do better is if there's a roll on the gym floor that may not buy of what that could cost thank you sir i did gather that at one time i don't remember if i ever shared it with you so i will go back [Music] when would the date that we would change the school name well we would officially be changing

the school names for next school year we may have to use some banners and temporary signage until we can do some of the permanent signage it's like maybe having a celebration a few months in so that we could have the students really do and then deep you know involvement maybe like they could read a book on the person or whatever they wanted to do to celebrate you know make an art project whatever you know that would um encourage them to be part of the ceremony and you know with some significance for them you know about the actual individual got it thank you okay that concludes my very long ceo report for the year so we'll now move into the resolution portion of the name we have 34 resolutions uh for discussion this speaking in the

areas of board of education finance operations academics and talent that will be presented to the board for discussion online the board will be asked to consider the adoption of these resolutions that are actually only the eighth fourth meeting the first day of 6.01 uh is making an appointment to the board of trustees of the liberal public library under state law the board of education serves as the taxing authority and appointing authority of the federal public library therefore for its responsibility each year to make an appointment to the board of trustees of the cleveland public library with this resolution the board will be reappointing john harrison to the library board of trustees mr harrison and keep good and you are thank you for joining us this evening for april we will be appointing uh john harrison

to the library board of trustees for our full seven-year term ending july 2nd 2029. mr hairston holds a bachelor of science in english from bluefield state college and a master's in educational administrative administration from cleveland state university and he has worked for the cleveland city school district from 1964 until his retirement in 1991 for the national aeronautics and space administration's john glenn research center at lewis field from 1991 until its retirement 2008 and for the clinton municipal school district again from 2008 until 2010 and until his most recent retirement and there have been several years district director for founders woman marcia mr harrison is the bestest evening as our other representatives of the cleveland public library executive director elton thomas and chief financial officer gary grenicky and i don't know if there's anybody else here

from the board of this evening hairston if you'd like to address the group you don't have to but you are welcome i am the son of a preacher that i never passed thank you very much resolution um brought back uh a lot of the memories i have served under [Music] i've served with eric north i'm served with under my fat brother as i look around [Music] i don't play golf because all i did was work i worked for 56 years in this time it just sounded good to me so you give me an opportunity to give back to the things that are very negative with other children um cleveland so i appreciate that very much i do have to say something one more thing um mr gordon as i'm living in jesus presentation which is

very very important listen to your voice kind of quick a little bit this is my neighbor okay so we sit together on the association and see each other quite often may i suggest that you break me with this take a real good look at the crisis communication plan and rebounded because what you expressed and stopped with dr thomas without lack of being able to communicate what really happened in those schools in the school and everybody had a thought but no one seemed so bad for facts and all they did was disturb people and now people don't believe anything mr guard and i work together you know where the crisis community looks like but it seems that the world has changed i decided to ask that we make sure we know who the spokesperson is and

my history will tell you the only spokesperson is right there but you can decide how you want to do it but i'll specially put that in place any questions for me [Music] volunteering to continue to serve i just love the greatest [Music] [Applause] um so it's just a pleasure to see mr harrison again and actually that crisis communication plan is already on the review okay so i learned from the best and look forward to having the board reconfirming your commitment to the libraries thank you and to our community at our next meeting next we will consider 6.02 authorizing the adoption of the cleveland public library tax budget for fiscal year 2023 and transmitting to the cuyahoga county budget commission in our role as tax and authority for the cleveland public library the board of education

is required to take certain actions on behalf of the quinlan public library one such action is the annual adoption of the library's tax budget the 2023 tax budget documents the libraries need to receive revenue from tax sources to cover the estimated expenditures for the budget year [Music] once again the library hopefully the libraries help to support the schools as well or remember certainly among the folks who are enabling the through the naming if there is any way that the library can be supportive of that by bringing in books by the young people who are listening to that viewer more than be supported in the school the local library close to it we'll do whatever we can do to support those folks as well thank you just a quick quoted question um what if any impact

on your budget did the defendant have well it it had a tremendous amount of initially um it had a tremendous hit to our budget rebounded uh in this budget from that but initially um it was very difficult for us because um like many of the other entities we didn't get any opera funding so um you know everyone how can we talk to say that just like it's about funding against david said what do you guys need to find real now the federal government is not going to talk about the library and that was that was a difficult thing for us to get over and get him to understand um director thomas and the team here i do want to point out that the cleveland public libraries is one of the listed partners that joined us

to offer camps before and after our summer learning experience as part of the show's expanded effort and communication so thank you for very grateful and very happy to be able to point people to your programs as well thank you and i have one more to present it's uh 6.03 awarding the cbo a salary increase of three percent of july 1st 2022 and then in terms of the current employment contract between the board of education and the ceo the board managed discretion grant salary increases to the ceo with this resolution the fourth will be awarding the ceo three percent raise effective july 2022 this represents the same salary and percentage increase that our teachers and other school district employees will receive on july 1st [Music] or questions from the rest of the board i would just

say thank you and um always appreciate it employees any comments or questions from board members can you present us remaining presentations thank you resolution 6.04 is a resolution amending and rescinding board policies related to section j students this continues to be the work that dr jared fox and mr bertsloft and others have worked diligently on through the course of this year to really finally take a full thorough review of all of our policies in this resolution you will see we are rescinding one policy regarding the care for students with diabetes which is in your exhibit a that has been included in other health care policy content now and then amending 16 policies that are listed in your exhibit b we've presented these both as marked out versions showing the changes and clean copy and wouldn't

stress again i know that we brought lots of policies very quickly over the course of this year nothing prevents the board from identifying any particular policies that they would like us to revisit yet again but we didn't really want to take what they've been especially unattended policies some datings back in the early 2000s and try to get at least the first time getting fully modernized policies in place i'll pause for any questions here [Music] um and it lists those members of our staff who must are mandated to take training on this very significant topic i know we had some discretionary funds from a settlement with the state of ohio and i recommend you use those funds uh to expand uh professional development and training and i'm wondering if you can use some of those funds

to include food service and bus drivers in the child abuse policy because i think those sometimes people that see things in children or children let them see things that teachers and counselors great i'll take that take that back to the team thank you all right resolution 6.05 is a resolution amending and descending forward policies in the area of section k school community relations the board will be rescinding two policies uh one is a policy about complaints about curriculum or instruction materials the other is a policy of complaints about district personnel they are listed in exhibit a and then the board will be amending one policy policy kl that will provide a policy for all community feedback and complaints on any issue so that includes curriculum instruction and personnel but gives us a single policy about

how complaints should be uniformly addressed in the district my apologies i want to take this back to 6.04 on pregnant students there's a question about the whiteboard approval they may confirm school what's your mechanism um so it says with [Music] foreign school and enroll in an approved educational program in which they can continue their education what does the woodward approval mechanism look like let me find out i don't know the answer to that so let me find perhaps that's a little misleading because it doesn't uh perhaps i should say district and i think we could be happy to take a look at that a lot of times when these in these policies particularly when we work off of like osba and other model policies sometimes it says board and when it means the entire political

subdivision we we do i do try to catch that and only use board when i mean the governing body um so i would be happy um mr gordon if you like to take a look at that and make sure we're using the right word there thank you thank you i don't want to vote on an individual right right we don't anticipate that happening thank you all right now resolutions in section 7 are finance resolutions the first one is resolution 7.01 authorizing final appropriation adjustments to the fiscal year 2022 annual appropriation measure otherwise known as the budget this is the resolution that we need to take action for a year and we will continue to make adjustments um to this budget all the way to june 28th so that the budget is cleanly closed out at

the end of the year so this will show the actual risk revenue received expenditures paid and money is already obligated but not yet spent up through uh forecasted in the 30th but up through june 28th on the day of the receiving you will see increases in certain funds to match current expenditure goals and revenue generation as well as advancing money into the next year's budget to color for these federal programs until federal program funding comes from the state and then they'll recall we've reinforced this next general fund so this is essentially the painful reconciliation of this year's country um thank you mr gordon um we have a september 30th deadline coming [Music] yeah they're very carefully monitoring and spending aggressively that they put money that is eligible on to all of the grants there are

three of them three or four and we we're spending first thing i wanted to do first storing up the others working very closely okay thank you okay resolution 7.02 is a resolution adopting the fiscal year 2023 annual appropriation measure for budget the board is required to recruit an annual appropriation note later than october 1st each year and may approve before temporary appropriation before july 1st for this fiscal year we are recommending the board approve a full appropriation although the administration will bring adjustments to the board throughout the year based on actual grant awards and other changes including continued monitoring of the article funds resolution 7.03 is the annual resolution on delegating authority is to the ceo of the entry into contracts and purchase orders for a month up to and including 50 000 for fiscal

year 2023 this has been the same value that we've approved since fiscal year 2014 so we have not expanded our authority in any way over the last nine fiscal years and are not requesting to do so again these also are all quoted and provided in the monthly reporting so that the board can't fully see any of the spending that's about 50 000 or less than not coming before the board 7.04 is our annual resolution authorizing the chief financial officer to pay all required out-of-state out-of-district tuition costs so the board will remember that there is little discretion or authority for the war or the district we ask for an annual appropriation to simply pay the bills we must pay out district tuition we have no choice and so we're asking for authority to pay that to

our district tuition for the coming fiscal year as the bills come in we estimate that to be 30 million resolution 7.05 authorizes payment to fifth third bank for the district's credit cards and procurement cards in an amount not to exceed five million dollars for basically in 2023. with this resolution the board will authorize the district to make payments to the third bank for expenses made on district issued credit cards and purchasing cards the principles the principle purchasing card program has been in place since 2013 and enables principals to purchase items costing 500 or less using a district issue purchasing card rather than using the purchase order process we have honored that monitored the use of this over the several years those information aren't in your notes the district does not pay interest on credit card

or purchase cards because the bill is paid in full each month however we do earn prepaid dollars through the program so we actually generate a small amount of revenue by using the purchase on the purchase and credit card program [Music] for not following the rules um have we had any other issues with that recently um issues that we have had recently we do have a required training now every year before your card is turned on i actually took that training for the first time because we are contemplating whether i should begin using a debit card as part of the ceo office work because it's getting harder and harder in the modern world to do purchase orders even though i've assisted her so i've gone through that training myself there are very careful city guards now

in how to submit receipts how they're validated and the consequences for them i think that those additional protocols that really work well for us and this is also audited by our state auditors as part of the annual offering process sorry thank you questions okay authorizes the payment of charges incurred for utility costs by the cleveland municipal school district for this fiscal year 2022 to 2023 and an amount not to exceed 15 million this resolution the board will authorize the incumbents and payment of utility costs incurred in the coming school year beginning july 1 the annual estimates for utilities including gas water sewage and electrics are included as part of this annual budget appropriation and the finance and operation departments that work collaboratively to oversee utility spending including supervising rate negotiations monitoring usage identifying opportunities for

improvement forecasting and fun and trend analysis um dr thomas said ask about the synergistic contract with the board in 2020 which is the behavior-based energy conservation efforts um we estimate over the past 12 months that cnn's nearly two million dollars in cost avoidance which is roughly 14.7 of our utility spend this does not account for the changes in rates so increases or decreases but it does account for the interventions that the team has put in place with with hundreds of thousands of visits and inspections and working with those schools um and i i will push my board um send out a powerpoint that has a number of the data that our team and synergistic who looked after together and we are right now planning a program review this summer since we're about two and a

half years into the program resolution 7.07 authorizes a contract for the purchase of fraud hotline intake and related case management services for fiscal year 2022-2023 for an initial one-year term with two one-year renewal options and about not to exceed two thousand four hundred fifty dollars the fraud and hotline drawing online intake and related case management services provides means for confidentially reporting misconduct with suspected misconduct conduct that has potential to negatively impact district resources endanger others or violate that medical laws like most of our other requests for proposals this is the first of a potential three-year contract so every certain number of years when we did it so this is the first year of the three year contract dr thomas who had asked about any cases reported through the fraud hotline we've had one case recorded

in the last three years it was on march 14th um the employee of the district reported an unemployment play made it coming we acquired and confirmed that the inquiry had also been made the pirate resolution 7.08 authorizes the distribution of the partnering community schools not generated by the passage of issue 68 among the cleveland municipal school districts qualifying partnering community schools this is the semi-annual resolution that the board authorizes to distribute the 1.5 bills associated with issue 68 attributable to part-time community schools for the period of july 1 2022 through december 31 2022 and then in december we will bring forward the second semi-annual resolution cover of january 1 2023 through june of the 20th resolution 7.09 authorizes the excessive acceptance of gifts and grants from case western reserve university arizona board of regents cleveland
