005hello and thank you for having me here today i appreciate you giving me an opportunity to speak um i did attend last week's meeting uh quite honestly it's the first two board meetings i've ever attended in my life um you know i got a five-year-old now and he's ready to go so i'm hoping he gets a good start in life i couldn't stay as long as i wanted to last week i had to work but i did hear two members say that three out of four teachers or parents one of the schools open so that's 75 percent as far as i can tell um i'm not sure how the vote came out i wasn't here for the end but i'm guessing you all voted to open the schools right that whole will of the people
006thing well i don't know how it turned out but i'm guessing not open so i think what's getting lost is that the opinion you guys should have is the opinion of the people so 75 of the people are telling you something that should be where you're going i know you might have your own opinions you might agree you might disagree none of that matters what matters is what the people think you should do i'm a pack rat so i save everything and i just happen to go through my property taxes from 2019. gave the forest preserve 102.43 cents fire department 654 and 31 cents it's a lot it's an important service community college 368 the village 327 and 12 cents park district 178 dollars the library district district 308 4 528 now i didn't misspeak
007that's how much i'm given last year just me 4528. two cents if you're not going to open the schools refund my money i'll put my kid in private school and i'll be done with those nonsense thank you very poor hello i understand there are many unknowns with remote for all i have several comments i ask the board to consider in making decisions at monday evening's board meeting all elementary students are provided materials and learning aids that they would otherwise be using in the classroom i believe this has been stated in the faqs but would like to reiterate the importance two teachers provide instruction from their classrooms each day i believe this will allow them to be ready and available for their students without any household distractions additionally offering small in-person weekly group sessions to assist
008with those children who need it three all elementary go live meetings will be recorded so that if parents are working and unable to assist their elementary child they may do so at a later time four children on an iep that would be pulled out of the classroom for in-person receive in-person services for their allotted time during the remote for all or a go live one-to-one session with their specialist thank you for the board's consideration lisa cook hello i am a parent of a brokaw pre-k student i understand the reasoning for remote for all however my son doesn't understand the concept even after march when school went online he didn't really consider it as school rather mommy and him playing my concern for the upcoming year is he does not do well on video conferences so
009the go live sessions may not go well we've had face time sessions with family as well as a television with a health practitioner since we're in the process of evaluating him for autism and he does not do well talking to others on video or staying still and watching for more than a minute i could get him to sit through pre-recorded items as long as we do it at the right time and in spurts i also have a nine-month-old at home so to make my toddler sit in front of the computer is difficult i noticed a more flexible option will be offered to elementary students and my hope is that you would consider a more flexible option of pre-recorded sessions with the pre-k students thank you that was three on reopening schools and the associated agenda
010items all the other emails will be entered into the record as we have done at other meetings item 5.1 board member comments who would like to begin i guess i will open this up so i think over the last seven years that i've been on the board communication has been a focus i remember a time my first years on the board that to be able to talk to teachers administrators anyone that worked in the district was really hard to do because there wasn't a lot of trust people i think were afraid what would happen repercussions things of that nature so i'm really i'm really pleased with the amount of communication that we receive that people feel secure enough and safe enough to express their opinions to the board without that feeling oh we're gonna you
011know report you to somebody or there's repercussions for that with that being said there is a a line of communication that we express to parents right when a parent calls us with a concern or a question it's not oh do we take it to mrs dahlquist or to to dr spallin sorry doctor for resolution it's did you talk to the students or the teacher first did you talk to the building administrator first what have you done so we can guide you in the right direction as we get this communication and especially it's concerning this weekend with with the amount of staff i just want to say thank you for sharing your concerns i appreciate it i hear your concerns but i hope for every email that i received your building leadership has heard it your
012directors dr alan mrs kincaid mrs luters has has heard it because it's one thing for us to hear it but these are the people in the building that need to hear your concerns as well they're the ones that need to bring the suggestions to us so i don't i'm sure everyone had a lot of emails again this weekend so please keep the communication coming but i just want to make sure that as much attention as you're giving it to me and us on the board you're building personnel that can really work on your behalf here is that communication as well that's the first one i um the second one it is with communication as well and i think it was lost last week at our board meeting when we talked about some of the frustration
013that um i think our administration had some of us that board members had with government entities and the gentleman left wondering why we voted the way we do but it's with guidelines through the health department and those agencies that are kind of you know on the upper threshold above us and when there were some issues with that i think our local governments do what they do best and we do communicate with each other so i would like to just publicly say thank you to the kendall county board and specifically the county board chair scott greiter who really helped kick-start some conversations that that helped us move along and get started so there is communication that's happening and we want to make sure to acknowledge that um we are in this together and that our intergovernmental
014bodies are are doing what they should be doing a lot of times and then lastly i just want to um acknowledge an email that i received i did look at who all received it but i know i received it because it was partially a suggestion of a statement that i made as misconduct and i i'm not going to publicly apologize for a statement that was made there was a point in time and i think so a lot of government bodies fall under this realm where things happen behind closed doors and and that's an issue where it'd be easy for us as a board to you know go over the documents and make up our mind without any dialogue out here in the open and what we're doing is is for transparency and i think it's
015important sometimes it leads us into long evenings but a lot of great conversation that come up and some of that conversation gets passionate concerned and i think that's natural as it means no disrespect to the people that are here working and i will say towards teresa because i think it was during our dialogue that that was pointed to it's it's it was just open and honest conversation and i would say that to anybody so i can't speak for any of the other language that was out there but that's my perspective on the way it's open it's honest and it's transparent i will say that and then the last piece as part of that email had to do with mr lightfoot and in the mask issue i will say that brent is a you're you're a
016great board member you come prepared you do your work you do your research oftentimes we agree oftentimes we don't agree but that's that's what we do we're not rubber stamps we're not closing each other i will say as i as this person i told you was it the best decision to make no i wouldn't do it and i don't support that but i love your mask tonight i think it's great but um i wanted to address that and that's the only comment i want to make publicly on that so that's all i have thanks for the time thanks matt and i i do want to echo since i have been a board member with you for quite a while when i heard you make the statement that you made i knew exactly what you meant
017it was not meant with malice or in any other way and so i you know i appreciate what you do for the board i would like to go i'll go next i'm going to state my name again just in case ruth croner uh yeah um i just have a couple quick statements tonight i want to echo kind of what matt said about communication and um how i am pleased that not just members of the public but teachers and staff feel that they can reach out to us and and communicate their concerns and i will go so far as to crediting dr sparling with creating a working environment where people feel safe to do that because you're right matt there was definitely a time not all that long ago where people didn't staff employees did not
018feel like they could share concerns because they thought that they would there would be repercussions negatively and potentially losing their jobs so i think that you've created a culture that where people can openly communicate and that's a good thing always um i will also say yes lots of emails again which is great um i i just feel like i saw a lot of in a lot of these emails the word consider and that just kind of jumped out to me consider consider consider please consider and i just want to say there has been so much consideration given by our administration and those who are working on this planning to every little detail that they it has been considered and and they are working hard to try to develop a plan that is not just what's
019best for students and teachers and other staff members but also [Music] able to carry out and i appreciate you considering all the aspects and your time that you have taken to do that and and i do appreciate the members of the public sharing their concerns because i think that that's what our our administration are concerned about too um and that's i think that's the end of my public statements i'll piggyback on that ellie swanson um i i i won't say a lot because i have some comments but they're for i'll just save those um my so to piggyback on what ruth was saying like i appreciate that you want us to consider but but i also as a teacher want us to be careful what we're considering right because i responded to one email i
020read several but i only responded to one and she may or may not like my response however for me it breaks down into two points it breaks down into how we teach it and what we're teaching like i think the majority of teachers have the what unless you're new or you're teaching a new course like this is not new material this is not new curriculum this is stuff that you guys have been trained to do whether you're physics or math or art or dual language or whatever you're teaching you have the what what some of you are struggling with a little more than others is the how right and we can help with that we can't help as a board that's i mean we're up ten thousand feet an administration can help a little bit
021but what you need to do is work with your teams you need to work with other teachers who teach what you teach you need to talk to other teachers you need to reach out maybe even to other districts but there's a core group of people in every building and in buildings across this district where you guys have the what you just need to figure out your how and like i realize there's a lot of people who are who are really upset about this calendar but i see it differently i see i already have the what i already started working on my how in april and may so what i need to do now is figure that out and i need some help doing it which is i applaud you for asking because we do have
022that culture here and i can appreciate that but i don't like don't panic i think a lot of the teachers are panicking and that's going on facebook and then all the parents are panicking because some of the teachers are panicking and we're going to be okay we're going to get there we're going to have a framework you have the what just figure out your how um so similar to what many of the other board members have said um i i do appreciate the emails um i think a lot of these emails that we have been getting have been um have shared concerns certainly have shared opinions have um but have also really in many ways been solution focused which is things that we have asked for in the past when we were looking at budget
023issues instead of just kind of having an issue um you know come to us with with what you'd like and with um with some options um and i appreciate the tone in that that has um happened oh and this is heather moyer um yeah thank you um so what um so what i want to say too is that um there is so much happening behind the scenes um you all you all know that you know obviously um our staff our administrators um are working tirelessly um and there's so much that happens for us as board members too that happened outside of just this meeting this one meeting a week or um you know now we seem to be meeting weekly or you know a couple meetings a month um so much happens um we're not
024hearing information for the first time often at these board meetings we have um we've been we are brought into conversations we understand often the process and the considerations that have gone into much of these big decisions this is an opportunity for us to be together to ask those questions to get clarity but as ruth said these considerations are happening these conversations are happening i can imagine how frustrating and i hear how frustrating it is that people don't have answers to the minutia that affect their daily lives that this is going to i understand i have a kindergartener too i have a lot of questions um and you know i'm patiently waiting for some of those emails to come through um about what you know what things will look like for my kindergartener and my fourth
025grader but those things are coming the hard work is happening the conversations go late into the night and we appreciate people's patience and i i know we're a couple weeks out from the start of a school year so people teachers parents are clamoring for more information and it is coming it is coming um i appreciate the culture that has been created here in this district dr sparlin one of trust and where open communication can happen safely i think it is important as board members that we are mindful too that we um that we demonstrate in our role it is hard talking in a mask hold on and i'm fogging up no i think it is really important though as board members that we model the same um uh these same values that have been put
026in place by dr starlin and his leadership team that we're mindful of tone as we're talking to each other as we're talking to administrators as we're talking um about and to other government entities and organizations that's something that um that i i really i know that i'm going to focus on and i really hope that we as a group and as a board can focus on too that we move forward move that culture of communication and trust and safety and all of that that we can move that forward in our roles i'm done i'm bogging glasses do add an extra special you know extra special gift um so first off i i like to are we done oh i'm sorry i'm so sorry did you not go last so i just wanted to make sure
027oh no i do go last yeah no no i thought you know that was just nope i'm i missed i missed that one completely i apologize well i've been waiting and i thought i should go because i was going to warn of some of the things my name is tony morgan and um one of the things i wanted to put out there soon because some people have to think about this question is i really think a lot of people are wondering about the start date of august 24th versus the 31st and i'm just hoping that we're going to hear something about that at this meeting at least the thinking behind which date ends up being the selected date i agree with matt and heather and everybody who's spoken about the communication and that parents should
028advocate we're getting a lot of good mail i think the more participation the better um i understand that some people think majority rules but that is not necessarily how it works in making decisions for big groups of people um uh we have a lot of communication that we've done and i agree that we've done better i came out of the era of darkness of us we go into the this era where i'm no longer working for the district but i believe that the communication is much much better um i think a lot of people want to have a deal that they understand what their part of the deal is now that we've made this announcement remote for all what's our and what supplies do we buy where do we go how do we get the
029kids you know to sit still and all this stuff so we need to make sure that we're communicating and creating those agreements um i think i'd be remiss if i didn't say in the code of conduct for school board members that it does say you're not supposed to be too politically partisan so i'm hoping that we're not going to have too much of that in the future because you know we have policies we tell the kids they can't wear certain clothes they can't do certain things then we have a policy for the board if we're not doing what we have agreed to do then that's going to become an issue so i hope that we can improve on those things um wanted to say last week when we got into the whole debate about the
030cdc versus the illinois department of public health that i think common sense is also something that comes into play and so no matter what the rule is that we hear from a different organization we know that when kids are getting sick there's going to be repercussions and i want to say this that we've not brought this up sometimes we don't know what underlying conditions children have until they get sick and so kids will go through and be okay and go you know through their daily lives and then something happens maybe they break a leg maybe they get pneumonia but then you find out oh they actually had asthma or they had diabetes or they had these other things so we have to be aware of that and that leads me into my well i'll say
031this first and then i'll say the other thing um i'm glad to see that the food pantry is on the agenda i think that that is a big way to address people's concerns with kids getting enough to eat in the community and making sure that those kids are are getting something and i would encourage the community again to look look around and see who in your neighborhood might need help and try to help in any way you can same thing with child abuse and and abuse between parents you know to try to if you're super brave you know maybe you have a social work background or something going and talk to those folks or if you're not super brave at least report it to some agency so that somebody can check it out and make
032sure that's not going to continue and just to say to the parents to be brave during this time because i know it's going to be hard socially emotionally i think it's hard on the parents and the kids and i think that we're expecting and this is the big thing i'm going to say and then i'm going to be done is that i know that this is not going to be like the spring this is going to be different these teachers understand that it's going to be different they are going to be supervised in a way that is much more um they're going to be supervised and focused on and evaluated and all those things in a way that it's going to be a whole different game so i would hope that people will give that
033a chance and you can advocate for what you need for your kids without being super judgmental you don't have to say well i saw this person on facebook going on vacation or i did this you don't have to say that you don't have to be like that you can say what i want is for my kid to get a great education and that's really the crux of the issue because all we're making with this negative talk about not just teachers but all school employees is is is problems that people don't deserve maybe there's a couple people maybe but there's a lot of really good people out there doing good things i worry about the people that i know are taking so much of this responsibility on themselves and they feel like they can't do enough
034they can't be enough and i just would encourage the community to think about that you know i know it's hard on everybody but these are the people that will interact with your kids and you're not making it better so please try to not be too harsh and too judgmental um and try to be part of that solution like heather said so that's the main thing that i wanted to say tonight one mr lightfoot do you have anything else nope thank you two three six as number seven i wanna start by again echoing what matt said and thanking um not only mr greider but as he was working down that that line of inquiry i was also working down that same line of inquiry with mrs vickers from the kendall county board and i want to
035thank both of them for their efforts to help us get more information from our illinois department of public health prior to last week's meeting so that was much appreciated but that's not really the thing that i'm most proud of in the last couple weeks i am most proud of the fact and i just heard this dr sparlin last thursday that i did something very very important to our family i i bought my daughter a lunch box i bought her a lunchbox because school is starting soon and it doesn't matter if she's starting from home or if she's starting in a building she's starting school soon and in our family when you start school you buy a lunch box and i might even have her make lunch each day because for us that's what makes a
036day start like we're used to i think that what i'm very excited to see is that there's been so much effort made to make this school year look that much more like school even though it won't be school and there's a thousand and one things that are going to be what ifs or we could have or we should have or could we just um but i have absolute confidence in the administrative team that's been working on this i worry a little bit sometimes that that that you know we can all maybe spend a little bit more time thinking about how much professional wisdom is present in our central administration um and i wanted to say thank you again to all of you guys and for all of our leadership individuals throughout the district um these
037are really really unique situations i hear and i've said this before i hear the mini series would be too boring to watch but i don't think that's true um i think it would be fascinating to see someday behind the scenes how this kind of all happened and i had a unique seat um in that in our weekly meetings with dr sparlin i actually watched back in march as one week it's like yeah i mean that's new york to the next week being like uh i think we gotta talk about this to the next week things changing week by week and that's seems like a really long time ago if you told me then that that we would be talking about this now i wouldn't have believed you i didn't believe that it could happen it
038can it is but i also don't believe that it's gonna be forever and so what i decided was that i'm gonna trust the individuals that are making these choices because i'm really really picky and i read a lot of details and i ask a lot of questions as do all of my fellow board members and while we don't get everything we want we do end up with something pretty cool in a place where everybody feels okay asking their school board and their school administration administration a thousand questions and i know that that's going to continue even after we're six months past this so i bought the school lunch box because the reality is we don't know how long we're gonna be remote and i'm hoping that if we go remote for a little while we'll
039be back at a time when they'll be on to christmas or valentine's day or something next week in the store and they won't be selling lunch boxes so i just wanted to share that i bought a lunch box for my kid this week and i was very proud of myself so that's all i've got well thank you board last week was a very busy and a very productive week as we i'm working to get everything done that needs to be done for the start of school on friday we spent the morning with our administrative team and that's an annual retreat and that's an opportunity for us to come together as a group of administrators to share information and to collaborate with each other and as you all know this year will begin like no other
040uh we're going to begin the first six minimum six weeks in remote education and that must mean we need to use our imagination and be creative as we create this virtual and atmosphere and environment uh it's a tr it's a year to truly think outside the box and how we bring our staffs together and how our building leaders do their best that they can to still create that buzz of new school you know with with a new school year starting in that meeting with the administrators administrators i really stress the importance of building relationships it's something that we always stress but it's always important but it may even be more important as we start to build the year remotely and there's a quote that i share with the administrative team that i share every year
041it's one i heard probably 25 years ago and one that truly resonated with me as a young educator and it's a quote from helen keller and i thought i'd share with the board tonight it says the best and most beautiful things in the this world cannot be seen or even touched but felt in the heart i must do the hard work the world speaks to children's minds but as an educator i have the powerful opportunity to speak to the heart for i have i have a child's heart i have his mind i believe when kids know that we care about them and that we're here to help them dream and understand that you know what what can be i think they're going to rise to any challenge that we put in front of them this
042morning i had the opportunity to speak to our new teachers you know this is new teacher orientation week and dr jasek sitting there and she did a wonderful job on day one and uh it's always a good week it's always nice to meet our new teachers we did obviously we did it all virtually today so it was a different experience and as you know some of our teachers are brand new to education some of them are bring coming to 308 with experience but the one thing that they all have in common is that they are all new to 308 so great great day with them this morning and now i'm going to switch gears for a minute and at the end of our meeting on august 3rd i stated that the start dates for students
043would be either august 24th or 31st and you know it was brought to my attention that i had never discussed the potential of recommending pushing the first day with students to august 31st with the board this past week i was copying on a lot of emails that you all received and i want to apologize to the board for not having this conversation with you prior to making that statement and for any confusion that this may have caused with the teachers or the community as well as the unnecessary emails that you all received this week due to that statement tonight the board will be asked to approve amended calendar and this will clear up any confusion that my statement last week may have made so that's my report for this evening so thank you item six
044if there's not any questions can i have a motion to approve the consent agenda i make a motion to approve all items under consent including 6.1 minutes from the august 3rd 2020 board of education meeting open and closed session and 6.2 acknowledge the foia request received by the district second mrs croner aye mr lightfoot aye mrs moyer aye mr bauman aye mrs swanson aye mrs dorel aye ms morgan aye motion passes seven zero item seven one item 7.1 is financial statements does the board have any questions regarding the information provided this evening all right hearing none item 7.2 is an intergovernmental agreement with the kendall county food pantry and dr bajak is here to present and answer any questions the board may have so dr bajasik it's all yours hey good evening i'm heidi pajasik
045i'm the director of social emotional learning and i am excited to be here tonight to share information with you about a proposed partnership that expands an existing partnership between our school district and the kendall county community food pantry what we are proposing and would like to do is open a satellite location of the kendall county community food pantry in our district in order to serve the families and other community members who reside within our boundaries within the first four months of the 2020 calendar year there were 1100 visits from 288 families to the kendall county food pantry located in yorkville from the area code 60543 and 60538 what we have discovered through conversations with different families within our community at different events is that that distance between here in yorkville can sometimes be a barrier
046for our families and so well that's a large number of visits to the food pantry we believe there could be many many more we held three mobile pantries so far in our district through the northern illinois food pantry food bank in february april and july and served at the first 165 although it was below zero temperatures but since then we've served 155 and 126 families respectively at that mobile food bank which has a much smaller selection of food items than we would have at a satellite location in light of covet 19 we know and anticipate that food access needs of the families in our community are going to increase so what we would like to do is open a satellite location that would operate to start the first friday of each month held in the
047gym at east view academy and goal the planned originally planned food pantry would have clients coming into the building and and picking up items at the various tables and different shopping stations for um for the families unfortunately because of 19 we will need to run a drive-up pantry for the first at least several months of of the pantry being open the district though will provide the location for the food pantry will house the shelving freezers and refrigerators for food storage and then we will organize the volunteers to have the pantry open each month we will also train them on the various different operations of the food pantry as well as covet 19 safety regulations the food pantry will provide us perishable and non-perishable food items storage equipment signage and the client registration system so we're
048each being able to give an equal partnership in order to serve the needs of our families we anticipate that the food pantry will open friday october 2nd with drive up service held each month and if things go well we would come back to the board and ask for the opportunity to expand the agreement to twice a month so what questions do you have for me i have one yes can we in the interest of safety for our students who are in that building can we just keep it drive up i don't i don't know where we sit with safety and people coming into the because it is a building that we have kids in right and i totally love this idea and i loved it way back when when it was just an idea but
049i'm a huge supporter but i also think that in the interest of safety for our kids that are in those buildings that driving up and just putting the bags in the car is is also a good idea um i don't know if you need to put that in the contract or what are the what are the hours of um like one hours of operation when we're ready to go we're anticipating either 5 30 to 7 30 or 6 to 8 we would have volunteers arriving sometime between 3 and 3 30 in the afternoon to have all of the items ready and for our drive up pantry to have them boxed and ready to go in to go kits for our families so it would be after school after school ali do you is that you
050still have a dude i just yeah well i think that one of the things that might help ellie's idea is dr pajay said can you do um orders ahead of time where people text and say these are the things that i would be able to use with my family if they had kind of a list could technology be helpful um i know that i've had friends who've worked at food pantries and sometimes they can accommodate like you know vegetarian or whatever gluten-free so they don't give certain items to certain people because they'll be of no use although the clients do register with the food pantry so upon their first visit they do have a registration form that they fill out and they'll have an id card that they receive from the food pantry i will
051speak more specifically with them um with the directors at the food pantry about those types of right because then you have selection but you also don't go into the building so it kind of matches both and then i just wanted to ask the kendall county food pantry this is a planted question is the pantry that the district traditionally raises a lot of or collects a lot of food for and money to support and our district has been a huge supporter of this food pantry in the past and it's also some of the local merchants like jewel you can contribute money to the food pantry to help out right yes absolutely in fact i was told that in the last year our district was the biggest contributor yeah through our food drive to the food pantry
052and when is the last bell at east view academy they dismiss it two o'clock two o'clock in the afternoon okay so two i'm sorry volunteers to arrive at 3 30 and pick up as well after that so listen it's just a suggestion sure perhaps i just am uncomfortable with people being in a building it's really hard to tell who's about to talk when we can't see mouth starting to open isn't it i'm struggling um but uh dr pajasic wait did i we're starting remote is that school going to have students in the building not many no okay long term but they're but long term right oh where you're talking like oh okay i'm not talking this one yeah yeah okay oh yeah the lunch um so here's oh no i'm sorry i know i know
053i can't i know we gotta listen we need a buzzer like a little buzzer yeah a little something um so i am excited that you're making plans to expand to twice a month but i gotta be honest with you i really hope you don't need to um i don't want to see that many families grow in need but that being said i am delighted that we are trying to find a way to do this i have um complete confidence that in this like in all of the other situations we will be working with the food pantry to provide help with the sanitation that will be required so that we don't have to be bearing the cost of that because we don't have the money to pay for that that being said i i think that
054it's a really important thing for us to be able to offer locally it's a real long drive to yorkville especially if you don't have money for gas so thank you for for doing this and i hope you're not too successful but i hope you are all right anyone else all right thank you thank you item 7.3 is 2020 priorities and initiatives on june 27th board of education came together at her annual summer retreat to discuss the priorities for the upcoming year the document you have in front of you tonight is what was discussed at the retreat so at this time what questions does the board have and it's hard to believe that was only six weeks ago isn't it um my question that was that was our first live meeting back my question is um
055about the diversity equity and inclusion committee is that going to be made a board committee that will be made a board committee okay yep i had the good fortune to be on a it was one of those webinar things for the illinois association of school boards and it was a bunch of people getting together to listen about our school district and what we're thinking of doing for student voice and you know these young people that got on the call were so awesome it was three people from high schools uh let's see christian uh lena and danelle sorry if i don't have the last names but they got on the call and this is what they said that i thought was so like why is this so earth-shattering to me after 30 years of teaching i
056don't know but they said if you don't have student voices if you don't have students talking to the board to the administration to the teachers how do you really know you're doing a good job like what if they were able to tell you like when you do this in the classroom this is what works for me and this is what doesn't work for me and so just from that very basic level i thought you know student voice is important and it was nice to think that our district is ahead and it was nice to think that we're looking at that as a very serious option for us because i think we will learn a lot if we let these young folks tell us how we're doing so that's my only question is just to make
057sure that that's still going to be a thing any other questions regarding the updated the priorities for the 2021 school year does anyone have questions or things or can i add one more part that was at the beginning of that was our discussion our annual discussion about our board agreements which talk about how we'll communicate with each other how we will communicate with staff visiting campuses and i think that during that time we came up with nothing very new but i do want to remind everybody to take a look you have your new copy of the annual board agreements you have your copy of our oaths and our conduct so that you have those from the june meeting since i know not everyone was able to attend but also since our last board meeting board
058members have received communication from many community members that were upset by the political statement contained on the face mask born by mr lightfoot during that meeting as i stated in my introductory remarks all individuals attending board meetings are mandated to wear a face mask wearing face masks is new um in fact actually at our board retreat when we talked about these board agreements and our code of conduct and we went through those again um that was actually our first meeting and it was the first one with masks and to be perfectly frank i i think there was some confusion over what six feet meant in a school building because it was that new we hadn't even done it um our focus has been on making sure that people are wearing them so we've been getting
059to that now that everyone's wearing masks because we know what the expectations are i want to recommend that we agree to certain expectations for these face coverings to wear in our official capacity during school board meetings so my basic recommendation is going to be that board members wear face masks that do not distract us from our important work as a school board i recommend that the masks not have words or slogans except for face masks issued by the district or a district 308 school organization i also want to recommend that board policy 2.105 be updated to include a statement that board members and this will go to our code of conduct board members shall not engage in political advocacy on behalf of a candidate for elective office or a political organization while acting in their
060official capacity so while we can't take action on these items tonight i hope that all of our board members would be willing to agree this evening to abide by these expectations until we can get these into policy as we know everyone's got a lot on their plates these next few weeks well only comment there lori would it be about i understand your intent and your goal there um but there has to be some range in freedom of expression versus the words non-distracting i can understand that so i i guess i i have a little bit of a problem with that phraseology and i think if we limit it to saying that we're not going to allow political slogans be they candidates or civil rights or whatever i think that that's might be a better definition
061because we can all it's i think it's easier for us to understand what that means versus what distracting is i agree do we need to take a look maybe what what do we have in our student handbook for their like a dress code type of thing you know no we've never had masks as part of a dress code before and i know that that is something that we're going to be you're going to be discussing in your policy committee is creating some new policies in regard to some of these coveted changes i would assume that some sort of mask dress code would be part of that and would meet expectations for student conduct i think we should hold ourselves as board members you know a similar accountability and i suppose it would be part of
062dressing appropriately any other thoughts or additions changes expectations as we start to develop that new policy yeah i think it's a good start um now that masks are becoming a a normal part of our everyday interaction with everybody each other we have plenty of time on our own to express what we want to with our masks be a creative or as nice and dull and bland as i am this evening with with our masks but it goes to the the politics the the candidates the organizations to verbiage that's on there to controversial social and cultural issues that are on board where it becomes a point to where be very easy to to interject our own personal perspective and points of view as a board member with it on our mask so um i think there's
063a little bit more conversation and detail that needs to be had on it but it's a good start anybody else want to add anything so for that detail um we're going to be looking to the policy committee along with by the way one-to-one technology remote learning all sorts of new policies you guys never realized how busy your committee would be so i appreciate that i appreciate brent the distractible i agree that's actually one of my least favorite things about when i think about it about our our dress code as ruth had mentioned i hadn't thought of it in that context but that makes it hard to understand what it means to be distractible because while i adore mrs morgan's face mask and find the sunflower delightful maybe someone who's allergic to them might find that
064distracting as they worry if they'll have an allergic reaction oh please don't do the inside out thing while you've been wearing it on the outside i'm just showing you i'm fine you are very flexible mrs morgan i really appreciate your ability to work with everyone i just want to say that i know that you and nobody on this board means to in any way infringe on anybody's right to freedom of speech that is not what this is about and i want to make that clear because i'm a huge believer in freedom of speech but we do have policies in the schools for kids that say you know certain things on a t-shirt it's not going to happen and i think as a board we kind of agree that less less of that and more state
065your opinions state what you believe state what you think on an issue that's the important thing so i just want to go on the record of saying i support freedom of speech very much so that sounds amenable so does everyone think that this is something that they'll be able to work with until we get that into our actual code should be okay very good i mean i'm allergic to fish so if we could keep those i'm actually wearing a mask right now just just for fun that i flipped inside out before i put it on after i took it out of the laundry because it's from one of our schools and all of a sudden i realized when i was going to put it on that i didn't know if i wanted to play favorites
066like that and it's got a great big school logo in the front it's a delightful mask they chose well i'm not saying all the schools but i i can completely appreciate that um everybody is willing to do that so i thank you all and um if there's any other questions about our board priorities they're a little they're a little bit different but not so much as you'd think um this would be the time to ask them i do have one but it's because i was in wisconsin at a family function um under the facilities if i just for clarification for me and i could have asked this earlier where it says track the impact of covet 19 to revenue um ebf property taxes student registration fees etc so maybe it's a better question for when
067we do the budget it might be i think what you're asking was back at that time because it was so very long ago right uh i didn't we weren't entirely certain where everyone was going to fall on postponing property taxes so we wanted to make sure that we were capturing how how much reduction in income we were getting because payments on property taxes had been postponed if i remember correctly i think i think it based on that um but yeah it's definitely a good budget question oh hold on to it then all right hearing no other questions we'll move on to item 7.4 item 7.4 is an informational report in regards to a proposed lease agreement to least at least to own three new copiers we have three copiers at our print shop that have
068exceeded their technological life span repairs and replacement parts have become increasingly difficult to keep the devices operational we are proposing a five-year lease to own agreement for total cost of 136 thousand dollars payable over the next five years uh this comes out to an annual cost of twenty seven thousand dollars per year if we subtract the cost of preparing our current copiers we're looking at around twenty 000 additional dollars per year the replacement printers will eliminate inefficiencies of the current machines as well as improve job completion what questions does the board have in regards to this informational report and the lease to own of the three copiers what's uh what's the budget line for this um i believe this is in a purchase service account in in the operations and maintenance fund my point being
069are we able to cover this in the current budget yes this is budgeted any other questions regarding this waste agreement um i do have one and it's nothing probably very earth-shattering but it it will be a question for a lot of the time that we're not going to be starting the year so would we need as many copies and do we need to purchase the copiers at least the copiers now or should we wait or how will that work because when it comes down to it it's all about reopening yeah no i think uh with the current state of the copiers i think it's important to replace them to ensure that we we do get the projects done on time for the teachers as they come in so there's no downtime i think were you
070asking laurie if you feel like if we think teachers are still going to be ordering in buildings ordering copies i think that they are going to want to have paper in students hands i think so i just felt i better double check [Music] you know as we change or as people teachers are changing and adapting we are going into a virtual world there is a lot of of downloading that is going to be happening documents on the computer and so forth i would just if this is the recommendation terrific you feel that's what you need i just make sure we're thinking the changes that are taking place as we enter this virtual world will some of those habits continue on as we move forward and these machines are expensive um it's budgeted so i understand
071that perspective but going forward would we need two instead of three some things along that line if it comes back we're voting on it next week surely i'm going to support it but i want to make sure that we've considered you know how our current methods are going to be changing and maybe some of those habits are going to continue to go forward going forward where we will continue to use more of of the digital and the downloads and saving to our computers and networks versus actual hard print copies very good thank you what do we do with the old copiers uh that i they're over 10 years old they've got uh something of 42 million different copies i don't know i'd have to ask we we'd have to ask kyle in regards to that
072i don't have the answer for you right now i just wonder if we keep them in district and use them for other purposes like in a specific building or in some districts they're just leased right so they just go back but we lease to own those right uh that i that i don't know on those current ones that are 10 years old so if their own can we can we let kids take them apart and figure out how they work because that's what would happen at my house we will have those in those answers for you when we bring it back for for uh the next meeting okay item 7.5 is remote learning and opening plan update so tonight we're going to cover uh what our current and future communication will look like what types
073of social emotional support that will be provided during this time our estimated cost of reopening that would be above our current budget amounts what we are doing in regards to meal distribution how we as a school district are working with the park district on child care assistance where we are with a number of devices that have been requested and how we will provide technical assistance during this remote time we'll also talk about the update on textbook and material distribution the curriculum work that is happening along with the professional expectations of teachers during remote learning so at this time teresa why don't you go ahead and get us started us off in regarding the communication that's happened and that will be coming in the future yes so theresa camitas director of communications for the district um
074you all kind of started your comments this evening talking about the importance of communication and we are pretty proud of the way that we've been able to push information given the ever-changing plans that we've had and we reformulated several times over the last several months we want to just highlight a few areas where parents and staff can continue to access resources for communications both things we are pushing out as well as places where they can go at any point in time to check information that has already been distributed the source of most of our information is our web page so we've talked about this before sd308.org backslash reopening this webpage is a wealth of information it has links to schedules it has information that's specific by grade level it has copies of past newsletters faqs
075links to ask questions videos all sorts of stuff so it is really the hub of where you could go if you're looking for information in regards to what our plan looks like now and what it might look like as we transition over the next several months video to community and staff faith created that based out of the powerpoint presentations that introduced the remote for all plan the videos were tailored to those two different audiences so that we could kind of walk everyone through sort of how we got here and what it's going to look like and what the expectations are for both students and and parents as well as on the staff side we have a link to ask a question on that reopening page for parents community members students but we also have a
076separate one that we've distributed to our staff so those are being reviewed constantly answered the themes that we have out of those are what are developed and posted onto the faqs we're posting those every few days so the newest content is always at the top of the faq document so as we continue to see you know common questions or themes that we can pull out and add to that document we do so the hub of the tech survey is also on that reopening page the tech survey began many weeks ago and is continuing to be live at this time this is the place where parents can go if they're requesting the use of a device during remote learning it's a way for us to know and understand what resources our students have at home and
077where there might be some gaps that the district can assist in filling we started last friday hopefully you all saw it our first weekly parent update that came out as an email from the district it's also posted on that same reopening page that we have on our website but this newsletter is kind of a very simple bulleted way of getting across new information reminders upcoming events as well as a breakout area for information by grade level so that will continue to come out each friday there's a mirrored version of that that goes out to staff that's put together by the administrative team kind of working on everything as well so we're keeping both internal and external audiences up to date and denise's team has put together an incredible event coming up on the 12th but
078this is the special education parent night this was something that we put out communication about late last week and registration kind of blew up with over 700 people that have registered for this so this are just examples of some of the ways that we're continuing to engage parents and staff as we move forward in this new way of doing school all right so we have a number of social emotional supports that we are putting into place during our remote for all planning so we know that social emotional support is even more critical during remote learning in response to covet 19. a holistic system of support is being created in order to be responsive to the needs of students and families we're creating ways that students can access their sel supports from counselors social workers and
079other school staff well from well at home including adding some technology tools that allow students to reach out and receive support directly from the personnel in their schools families will have the opportunity to self-select to share information with us in a form that's being sent out tomorrow regarding the impact covet 19 has had on their family and the concerns that they have regarding their child social emotional well-being if they don't feel comfortable sharing that information or telling their story over a forum or a survey there is a contact list that is provided to them with a number of different individuals they can reach out to and have a conversation with one-on-one but this will really allow us to expand and deliver both school-based and community-based services and resources to our families that match their identified
080needs and it will allow our school buildings to take the social emotional temperature if you will of their school we will ensure that social emotional learning is a daily component of our remote instruction so that includes specific and deliberate strategies teachers will use not only to build relationships with students but also provide explicit instruction in social emotional learning skills and support them through the process of learning remotely and we will continue to provide sel related programs such as signs of suicide and start with hello for example in a remote format to ensure that those needed supports and learning opportunities still continue our teachers are going to receive ongoing professional development as well beginning during the teacher institute days to support the strategies that they can use in the classroom talk to them about how to
081recognize and respond to social emotional concerns on the part of students and support for taking care of their own mental and social emotional wellness through the process of remote learning okay i'm going to talk about the estimated additional cost to reopen schools under the most current or the existing isb illinois state board of education and illinois department of public health guidelines so i've listed these here sanitizer disinfectant additional health aids the additional custodians ppe supplies that would be required and then substitutes that would be needed to bring to be brought in for those staff who've been approved for telework so i've listed them by the month and then a running total on the bottom so you can see a month's worth of those expenses would be four hundred and four thousand six hundred dollars and
082depending on how long we are um depending on when we would reopen that would tell you how long how much those expenses would be on an annual basis meal distribution so first i want to really give a shout out to robin vickers community cares and all those volunteers that she's organized who have been delivering meals to our community that's been a great service that they've done for us but moving uh when we go to uh when we reopen schools excuse me we are looking to move to a door-to-door delivery model two times a week uh buses would be dispatched from the two high schools and then they would deliver uh meals to our community parents would pre-order meals for the following week and my last bullet point air mark's checking their software that did not
083work out but we have created a google survey that will accomplish those meal orders and then moving to child care assistance we have been working with the oswego land park district we're offering our facilities to them so that they may expand their kids connection program right now it's a before and after school program but it will move to an all day program as an option for our parents they're focusing on offering this program at six facilities for k-5 students but if their enrollment warrants it they will expand it to other facilities the park district excuse me will open up the registration after a school start date has been approved and interested residents and staff members because they can also take advantage of this program should check the oswego lands park district website for updated information
084talk a little bit about device distribution last spring we gave out a little bit more than 2200 devices as of august 6 in addition to that we've had 2713 students request a device on top of that we continue to get more device requests every hour and we will start distributing and putting out those plans this week so that parents can be expecting that communication soon also with tech support we are going to be setting up not only where you can put in a question but call in for in spanish and english not only for our staff but for students and parents that may need tech support during this time as well so as has already been mentioned we have a special education parent night that has been set for august 12th given the overwhelming number
085of registrations which we're very excited that we've had that many parents interested we've made the determination that we're going to pre-record the sessions for each of the different programs post them so that parents can watch the sessions at their convenience and we're also going to provide a link should there be any questions that they have specific to the program subsequent to watching that particular session there are a couple of highlights that we wanted to mention this evening one is that there will be the virtual instruction that will follow the schedule for students at all levels early childhood through to transition students who are eligible for receiving teaching assistant support in their ieps will continue to have that sport available to them the teaching assistant will be available to provide support with work completion and or
086any additional support they might need we are going to be creating individual learning plans for each of the students with ieps and 504s that will outline specifically the priority goals that can be addressed during our remote learning for all but we'll also then articulate any services that could be provided on site versus virtual versus pre-recorded these services in particular that will be offered on site will be our related services which include social work occupational physical therapy and speech and language services and we are going to be conducting our evaluations on site for those components of the assessment process that require face-to-face test administration and in order to ensure that we keep in mind the safety of our students our parents as well as our staff we are going to provide additional ppe which includes face
087shields for our staff face shields for students if they can tolerate that we've ordered plexiglas dividers that are tabletops so that that can also serve as an additional barrier in the event there's anyone that coughs or sneezes for some reason during the administration and we're also going to continue to work with our health services to ensure that there's the self-report for both parents and students prior to entry into the building to ensure that they're not running a fever or displaying any other symptoms of covid so we have a lot of textbooks and materials to get out to our students and our families and once we have a start date we'll be scheduling that getting information how parents can drive through if you will to pick up materials and textbooks at the elementary level and also
088a little bit more sophisticated of a process to pick up all the materials needed at the high school more details will be coming soon had a lot of questions about school supplies wanted to say that we have met with all of the elementary principals and some of the staff the school supply lists are going to stay the same we still need the post-it notes and the materials and all those things even to do that work uh from home with the exception of the following items we will not need kleenex the resealable bags or baby wipes until we return to in-person learning curriculum work we've been very busy rethinking and finalizing the essential standards of what would happen in elementary we've been working with english language arts all of the different subjects and then redesigning some
089of our assessments and what needs to happen with that at junior high in high school there have been some committee works with that and we will be spending quite a bit of the institute days finalizing those essential standards and talking about adjusting assignments and assessments accordingly professional work expectations for teachers teachers are encouraged to work from their classrooms if they choose an alternate location the following expectations need to be met environment needs to be free of distractions both visual and sound uh it's important to have the bandwidth needed to be sufficient to conduct live streaming uh teachers need to be accessible and working from eight o'clock to 3 15 monday through friday obviously except for their lunch and be punctual to all classes and meetings necessary necessary teaching materials need to be available and the
090tire needs to be professional that is our remote learning and opening plan update so what questions does the board have for us in regards to what was just presented basically is the way that you guys compiled this mostly based on questions from different stakeholder groups and their concerns is that how you came with up with this yes and just to provide more updates on some of the work that had been behind that as you see some of these things will also appear in the faqs and the different communications that we're putting out to staff and to parents thanks the meal distribution um uh by our our buses and our staff um is there um you know how did we come to that determination that that's how we would be distributing food for the beginning of
091this year a couple things one we wanted to get food out to families and we know that more and more families are going back to work and they you know the volunteers have been more challenging to get that done so that's why we moved to a more of a delivery model as opposed to that we talked about setting up the bus in a school parking lot but then there's still students who live in very rural areas or you know live more than a mile and a half from that school so they would still need to walk so we at that point we just decided to be just easier and more efficient to move it to a delivery model i had sorry ruth kroner speaking here sorry i had a quick question in regards to the
092meal delivery too is that something available to all students or is that just for families who are free and reduced lunch no it would be available to all students but um now that we're entering school year the as i explained before the guidelines are changing we have to go back to the national school lunch follow those guidelines right now anybody can come and pick up a meal we're just counting the number of meals and we're getting reimbursed for that but during the school year we have to count who is a free how many meals we're handing out to free students reduced students and paid students and then the reimbursement rates uh vary depending on that but it would be available to anybody and it would just work just like a regular school year so if
093i went on this google form and ordered my boys lunch every wednesday it would just come out of their pushcoin account and correct they would deliver it to my house that is correct how are we paying for delivery so the busing is uh can be on the transportation claim so we confirm that with isb that we can we will get reimbursed for those miles next year those expenses uh no it's always 60 percent of 80 so there is some you know there will be some costs to the district yes will there be a snack line no not for that sorry matt's house matt's house just the meals uh breakfast and lunch and they're they're doing it twice a week so on monday morning and we're doing it before school starts the bus would arrive with
094two two two days of meals and then on wednesday three days of meals and then um my question kind of piggybacks off allies cause that was that was my other question um so we're getting reimbursed 65 but if i remember correctly from one of our earlier presentations you had said that we're now required to provide options for people not just provide the sex so the the costs will still be subsidized there will there be any i'm sorry options for the meals yes yes okay so will there be any option that way to reimburse because that's the other thing that makes it very challenging um is that you have to have so many different choices which is okay but will can we get reimbursed for some of the bussing because of that well we can be
095reimbursed for the busing just to the transportation claim as far as the options we're not going to have the whole obviously you know set up that we do in the cafeteria so there's gonna be two uh two entrees to choose from and then you'll choose fruit or vegetable and you're not choosing that it's peaches today or watermelon you're just choosing fruit so we're trying to simplify it as much as we can again to make it you know because again our goal is to get those meals to kids before school starts that morning can we go to slide four real quick so i'm just looking for clarification on the custodians i have a couple questions first off 43 times 24 250 that's what we pay them or what's the 24 250 yeah i'm sorry that should
096be uh that was carried over from the semester cost so it's 48 500 with benefits i was going to say because my i was getting 130 i'm sorry i was getting 130 343 per month using your 24 250. so i don't i guess i'm i'm confused by that number so it's i don't have to pull out my spreadsheet but it's this is obviously from october to may only so that changes a little bit too because it's not a whole year i got 130. if it was 24 250 for 43 people that works out to 130 343 and 75 cents so i like if you just if it's just a wrong number i i just i was just looking for clarification i'm pulling up my spreadsheet sorry and then my other question on that was if
097there are no teachers and buildings are we still hiring 43 custodians this is uh this that cost is if we when when we come back to school uh for cleaning and when we have all kids back in school that's what this is for so the answer to that is no we won't be hiring any of these uh positions here until we until we actually come back i appreciate you said one and then yes i have a question in regard to that too so this is this number is assuming that we go back in october with all students and staff in the buildings so yeah that's why uh christie when we hit our discussion just you know spell it out by a month we we talked about the first six weeks right now so that's why
098it starts with october obviously if uh if we were not to come back in october well that's those those are expenses that we won't have for the year but i asked her to plug it in by month so we could have a holistic cost it's the maximum number and it could be less depending on what number of people yes so i'm sorry so what i did there was take the um the total amount for a year 2085 and divide it by 12 and that's where the 800 came from and just to reiterate because it's always good for clarifications we're not hiring 43 custodians it's going to be based on an entry procedure gradual increase if necessary based on state phases and what's going on around us so that's up to as and if needed all
099right and then to piggyback on that if you go to that last slide 13. so i know that i may not have the most popular opinion here but i also know that we have a huge maybe not a huge we have a significant number of kids who unequivocally need to be in school i know mr bauman and i talked about this before about these special ed kids especially who need to be in a building so i guess my concern with allowing teachers to work from home is that we're not going to be able to get if we can't get teachers safely in buildings and figure out how to do that it's going to be even harder to get kids in buildings and like in my perfect world i would i would face some teachers in
100buildings maybe not necessarily the ones with authentic concerns um and medical conditions but um i think we need to figure out how to get the teachers and the staff in the buildings so that we can figure out how to slowly phase in some of these high-need high-risk kids and then at some point eventually phase in everybody and i realize that it will be an a b split and i realize all of the hundreds and millions of problems with it but i really think we have to start somewhere i would just say that as soon as we can see kovid and as soon as we know for sure who is contagious i would agree with that but you never would you repeat that tony as soon as we can see kovid and as soon as we
101know with 100 certainly who is contagious i would agree that you have to put people in buildings but by that logic we'd never go to school because you're never going to be able to see covid okay there's a problem but i think the to go on yes i understand we have to have flexibility this is all new and it has been a concern of mine since we've started this conversation that there is i don't know to to those of us on the board this is not a new statement for me but there's a whole population of students that we are losing not intentionally their staff that wants to to help i know we have a great social emotional program that we're trying to implement and teachers are doing the best staff is doing their best
102but there is regards we're losing kids through this process and early on in this in in this conversation going back to school 100 in person was not the preferred and the suggestion from even teachers that i received communication was let's go on an a b split let's do half a day can we reduce the class sizes it wasn't keep us out of the building absolutely 100 percent there was communication in dialogue and if we can get to the point as i stated where the staff is in the building and in each classroom there can be a small cluster as needed not the same ones but as teachers are assessing the students through online learning and they're realizing they're seeing those that have the struggles those aren't able to do it whether it's the high end
103achievers that are we're losing or the low end the strugglers if we can begin to get them phased in to the building i think that's the biggest so that we're not on this just indefinite line of well the school's closed until this day but little by little by little i i think it's worth a conversation to have right because it's with a small cluster of students that that need it face masks are worn you their space we're not talking about putting back 300 out of a 700 student population building it's even smaller than that very minimal but it's small little incremental steps that i think provide valuable that are it's a valuable communication going forward and i think the sooner we can start that the better well i have no problem at all with small
104groups of children i have no problem with teachers reaching out to those children i think that they can do it online to some extent i know there are some kids that will not do well with the online i know that what i want to say too is that we should not assume that children are not going to do well in this format because what i have seen is that some children who were having a hard time some of their parents didn't realize how bad it was until we went online and then their parents could see in comparison to the other kids i mean they're right there in the room they can hear what the teacher's saying they can see how many questions they're answering so i don't think we should assume always that those children
105who struggle lose by online learning i think that that assumption could be true in some cases matt but in other cases it might not be because the parents start to realize the kids are having trouble i had parents who were very eager almost to see how it went so that they could learn about what the expectations were in a way that they don't when the kids are in school so while i agree with you that some kids do lose out by online learning some kids i don't think that we should assume that all struggling students are going to do worse online i would also like to add that i think a lot of our teachers are going to want to work from their classrooms all their things are there that's their environment that's where they
106feel [Music] most teacher-like i guess and i think for us to assume that because they're going to be allowed to have some flexibility that they're all going to just say sweet i got to work from home and put on a sweater and just film from you know i think a lot of our teachers are going to be in the buildings and i also think they are very much aware that they're going to be under a microscope that parents are very concerned about things being the same as the spring and as much as we have said it over and over and over again that it's not going to be the same they're going to be looking for that they're they're going to be supervising and and they're going to let us know if something's falling through
107the cracks there's some caution to that right there there's there's not the expectation of perfection from anybody this is new there's a lot of grace that has to be shown absolutely to the teachers this is their first real go-round on remote for all a lot different than what happened in the spring we as parents are going to have to show a lot of grace to ourselves because as i'll go on a limb and say as fair of a parent as i am i don't have the professional development that teachers have to recognize the best way to help a student work through certain problems i sit at the table and i i hardly have any hair because i pull it out as a parent you know those are a skill set that that ellie you have
108and tony you have and you guys have that you work with the children you know people use that term i hate to say this but babysitters and daycare and stuff in the in the classroom it's not true it's like you're the professionals in there that are know how to get through to students and some some parents are stellar parents and they can step back to the plate and they're going to be right there with them and be able to do it i'm not one of those parents and i'll admit it i it's not going to happen and if if 90 of our parents out there are the ones that are going to succeed in that that's great i'll look for some advice and guidance but it's just a lot of patience going forward i i
109give that to the teachers that are going to have my kids hopefully they have the patience with with us as parents as well but i think yes the expectations and the microscope probably are going to be there but coordinate that with a lot of patience and yes grace for the missteps that may happen i think someone maybe it was ali said you know this is gonna it's not gonna be perfect right there will be mistakes that that that are made we hope there are as few as possible but it will happen we will get through it i mean you said it perfectly in your comments it will get there and i think we will i think to matt's point there's especially if you have a high school or a junior high parent your classrooms whether
110it's science or arts or math could be taught completely differently like the goal the intent of the administration was to say this is your framework this is what we expect from you you know we don't want little kids in the background we don't want dogs barking we don't want tvs playing we you know we expect lessons they have you know we want them recorded there's there's things that we want but what we what i can appreciate as a teacher myself is that they did not say you have to use screencastify you have to use a puzzle you have to use near pod you know what i mean because that's like the art of teaching so your actual classrooms may be slightly different but the expectation overall and what your kids should get out of it
111and what they're able to access that's the kind of stuff that should be the same i'm sorry i hijacked your comment by the way i apologize for that but i think you made you if we could elaborate a little bit more because it's an important word you said the recorded segment yeah do we have time to talk about that piece a little bit because there was concern about parents you know here we are all day long in front of it the flexibility of parents that are working maybe they're able to focus and help and aid the students a little bit more afterward and how will that recorded session play into our expectations and attendance and so forth in the course of a day sure so especially at the elementary level where you're talking about having
112uh parents maybe needing to assist or help with those pieces certainly if you have multiple students or if you're needing to work you need flexibility with that so our teachers are being given two options that they can record their go live session through google hangouts meet and i've done it myself just recently so that you got a link and it can post right away in google classroom so anybody can look over that if our uh teachers do not want that option then they can record a separate session and not have it be live but have it just be the teacher and those pieces that they could put through i will also be doing that at junior high in high school for those families that really need those pieces to have it be recorded i know
113there's been a lot of emails in the last few days where people have said no i really would like to be able to have total freedom and not be at any of my junior high or high school courses because of severe family needs what we're encouraging people to do if that is the case that they really feel that there's nothing they can't attend any of their classes for junior high in high school to contact the assistant principal for student services at the high school so we can talk through what are some ways to manage that and we could have some staff that might be able to assist and come up with some creativity and ways to do that we will be taking attendance at every period for our junior high and high school but there
114are some things that we can do around that as long as a student is keeping up with their instruction and their assignments then that home the attendance piece wouldn't be of a consequence when you think about why attendance is taken during the school days do we have them here are they there in person when they're at home the attendance piece becomes very different it's do you have access and are you in and accomplishing the work that you need to do so we really want to work with families on what we want our families to be able to have we do think that the best case scenario is that you have that live interaction with students and to teacher and also students to students but we also realize that that's not always possible for all of
115our families and students and we want to work with each family to make sure that our program meets their needs thanks i think there was a nice sigh of relief from a few people i appreciate that i think more than a few good i also wanted to maybe i i'm just summarizing what i've been writing in lots and lots of emails our live sessions aren't necessarily that you're going to get on and be live for 40 minutes watching a teacher talk there's a lot of things that can happen for example when we talk with the teachers i'm a former math teacher so you might get on talk about the concept for today and like now i want you to do these five problems go off the google hangouts for 10 minutes work on that stuff
116then we're going to come back or i might divide you into groups and have these five students i want you to work on these two problems these five students and then make the rounds if you will through google hangouts meet it could be read this assignment then we're going to come back at the last 10 minutes to have a discussion it doesn't mean i'm watching a teacher talk and i'm going through seven hours of lecture and faith can i ask a question that somebody asked me which is that when you get to the point where you've had a lesson um do teachers under the new model have more flexibility to meet with students in small groups and like with their kids who are struggling with reading for example to have that extra time with those
117kids yes we've built time into all of the structures of the day but especially at the elementary piece so that students can either sign up for times or also there's another time at the elementary where the teacher can say i need to see these groups and this is who i'm seeing on tuesday this is swimming on wednesday and they're going to be building that time and it's already into the schedule so that it's not outside of the teacher work day or outside of that we wanted to make sure that that building relationship piece or having that small group differentiation was already built into the plan it was scheduled but it's also flexible correct okay that's what i want to make sure because that's what i heard was the hope cool um i have a few
118questions i had one more quick question laureate um is that okay or you want to do your service you might have one of my same questions whatever whatever you'd like on slide six this is my last question they had written down um where we talked about the um working out uh child care assistance with the oswego land park district i think it's great that we are doing this and they're expanding their child care program to try and help families out in the community um i have seen several questions about why can kids be in person in child you know at the park district and do online learning there but they can't be in school so are do they have different guidelines as a child care facility than we have as a school district reopening um
119it does seem they have different guidelines as far as the maybe the self-certification the wellness checks those kinds of things i'm i'm not positive about that but it does seem a little bit more relaxed and they are also adhering to the 50 student um or 50 person maximum in that space so they're they're following some of those guidelines and because there would only be 50 that's a little different than letting 300 in the building and figuring out how you can put 50 in a space or social distance great thank you you're welcome um okay so i have a few questions but i want to make a couple comments that i noted while you guys were going through the presentation first for dr hildebrand what an interesting year to begin your role wow i think you'd
120mentioned that we had over 700 people sign up for this seminar which i got gotta be honest with you for special ed parents this might be the coolest thing to come out of this is the fact that maybe we could do more of these remote so that some more special education parents can actually attend because that's been one of the hardest things that i've ever seen in in all the time in the school district is to find ways for parents who are challenged at home to be able to have time to come and talk and meet and question so i appreciate you making some accommodations to be able to make that work out even with over 700 that's that's that's awesome and i hope that that continues to grow as people become more aware of
121it um i i wanted to shout out about the tech support in english and spanish that's going to be so huge i i didn't even think about it but i'm really glad to see that that's happening um and then something one of one of my fellow board members said really stuck with me about um they're going to be under a microscope our teachers and then it occurs to me that once in a while when i hear people that teaches their profession talk about their evaluations coming the principal is going to be hanging out in the building how many teachers enjoy having every single parent of every single student watching every single class so please parents be kind um this is this is real life as only teachers know it um that you get to witness
122but but i think that that just leads to my final statement before i have a couple questions that my concern tony just to your point is that you said that it was really cool that parents could kind of see and i actually had that experience myself as a parent too that i could kind of see a little bit more of it but my bigger concern is is that we're talking about students whose parents aren't watching or or can't or don't or don't understand what they're seeing so i really really hope that that as we start to look at this again in september that we're able to find ways to start to phase people back and start to phase our teachers back in um because we we have to get the kids back um as soon
123as it's safe to do so and i appreciate the flexibility but i think yeah we're gonna have to start moving as we move into september october into figuring out what this is look like to start to phase at least some of our professionals back in so that it's not some people are required to go and some people don't have to go that we begin to look at this mindset of this is this is something that we're trying to achieve at a reasonable pace as soon as it's safe to do so so that's that um on my questions uh about the the financial piece of this christie i don't know if you can help me with this you'd said that and and a few people had asked about the custodians that we don't need the custodians
124until blank um but my concern is that we have we are going to have some number of staff in the buildings they are still going to have the same student requirements so wouldn't we need some of these things now anyway maybe not necessarily health aids but we would still need more custodial staff to clean more square footage because the requirements don't change if you have one person in the room or if you have 100 people in the room that much do they they do change don't you think yes okay so explain that yeah so for instance if i'm the teacher in my classroom teaching remotely that's me and my space i'm staying there nothing's happening when kids are in there and they're moving classes we would try to do our best to do as much
125um sanitizing disinfecting whatever in between those switches lunch is a very challenging thing when you can only have 50 kids but you have 3 000 high school students right so to find the space to put kids in chunks of 50 and then to move them sanitize in time for the next group of 50 come in that's where the manpower comes in as well as trying to sanitize touch points throughout the day the restrooms you know that won't be used during the day because if kids are not there right so there is a lot more work to be done that means more people in the building for sure nobody so the number of 43 um that feels huge we have 25 buildings 25 buildings right well actually we have we have a few more than that
126when you talk about the buildings that our employees are at that we don't normally have students at transportation transportation operations in the registration center um which are sharing a custodian right now so yeah that's an issue so there will be some custodial need for at least a few more with increased restrictions because we're talking about maybe if we go fully remote you're you're saying one one and a half one and three quarters maybe two tops at depending on the building custodians needed so is it safe to assume that we might need a few more before we would put students back i just want to get a real picture of what this is going to look like for money right and i think we we haven't had that conversation yet so that's something we would have
127to investigate and see based on you know who's coming into the buildings what we would need if if students are not there so i'm sorry i'm just not ready to give an answer on that thank you that's a that's perfectly acceptable answer yeah i i like that answer that feels real um so that kind of leads to my second question faith um when we talked about the professional work environment and dr sproul maybe we can answer this too um how are we gonna know that's that's kind of the the point i'm leading to we don't know how many custodians we need because we don't know how many people are coming in so if we have teachers that are available to come in on the days that they choose how do we how do we know
128how many people are in the building and and how does that get checked on so that if there's a fire you know yeah we'll know how many people are in the building because when you enter the building and exit the building you will have to scan in each time it's part of the it's part of the expectations for staff so we know who's in there and who's not it also goes back to contact racing if we have any issues with health wise and so will you be asking staff to provide a little bit of consistency to this in some way so that we know what kind of custodial staff we would need additions to or will it be completely at the request of of the teacher like i feel like going in on tuesday classrooms
129are cleaned every day regardless of whether there were staff members that were in there or not but what we are wanting our staff to do is set up their classroom as their space and not have other people that are within that and then when they are going to collaborate or do that to go to a collaboration room or space that could be cleaned more frequently so you would know that your your area or your classroom is your space that you haven't had other people in and out of well at the junior high high school some of them will share right i think the bigger problem is going to be like what door are we going in because i will be honest we have to go in the front door and we have to fill out
130the code and sometimes it's really easy just to park in the side parking lot let myself in the door and not have to worry about all that so um we have scanners like we've used for library books and those kind of things that you can use on your id and we're going to have several of those set up so that at the high school not everybody's having to come through the main door but they will have had to do their symptoms check in the morning and then scan in so that we know who has been in to be able to do uh tracking and those kinds of things if we need to do that is this avail patterson all this tracking and the uh our health department or something like that hiding back there but
131that probably i mean you know you don't have enough to do yet val so there's four of you and you all have nothing else to do so cool well can you like in the so as teachers start to go back in buildings and as you start to see a need like i realize that you are probably gonna have to hire somebody to track especially as we get kids in buildings like think of the you know even the deaf and hard of hearing kids how do they possibly do online learning i don't know i'm sure there's a way but you know what i mean like there's gonna have to be if there's kids in buildings and there's teachers and buildings at some point somebody's either going to bring it in with them or they're going to
132have you know caught it somewhere else or they're going to have a symptom or whatever it is i can talk you through some of the highlights of what we're piloting right now so we have buildings that have staff in them and we've already developed a system that initiates a health survey at 1201 am each day and that is sent to staff members on any working day and they will get both an email link in their work email as well as if they're signed into their app the alert will come through the sd 308 app and pop up and they answer a series of nine questions that ask them not only about their personal health but also if they're in a caregiving role for someone that is positive with covin if they answer false to any
133one of those nine questions our nurses that are in that building will be having a conversation with them to determine whether or not they really are appropriate to be at work and if they're not working with hr to find out whether or not you know a telework situation might be more appropriate for them or if they need to adhere to a quarantine period in addition we talked a little bit about the scanning in and scanning out so that report will also be available so the nurses on each day will be reviewing the list of individuals that filled out the health survey for their building as well as the individuals that have you know fobbed into the building so to speak scanned in as an arrival and comparing the two to make sure that we don't
134have someone in the building that doesn't have the health survey on file for that 24 hour period or vice versa so they'll be following and tracing that that'll be one of the roles of the nurses in the buildings prior to kids arriving we also have a form that we introduced to our staff a couple of weeks ago that any time that they are positive or they are in contact with someone or have a potential exposure of a positive there's a form that gets completed that information feeds to a spreadsheet that's accessible to the health services department and they also are asked to then call either the director of health services myself or veil and if they don't get a live person they have to try the next one until somebody talks with them and we
135review what the quarantine requirements are for them in that situation given the volume of people that we have at this time that's been manageable and we hope to pass some of that responsibility along at the building level to the nurses once they're in the buildings all of this staff has situation has sort of been practiced for us and working with dr hildebrand on what that will look like as we have students coming into the building it will be a similar process so those same nine questions would be asked of any parent that's going to come in any student that's going to come in upon arrival at the building regarding their health status and temperature and all of that kind of stuff as well as we have a paper tracking version of the scan and scan
136out so we would know who was in the building at what time and when they left not only students but if a teacher has a spouse or someone after hours helping them you know clean out a classroom of non-essential furniture and things like that we would know who would be in the building at any point right so then this ties to the kids connection so they should also be filling out this app so is there a way that we can share that with them so that those parents can fill that out and so we can make sure that we're temperature checking those kids as well yeah so so we will definitely work with kids connection and our nurses that will be in the buildings to develop a system for them so that we can make
137sure that anyone anyone for any reason coming in and out of our building is answering those questions on a daily basis christy how how who is your contact over a kid's connection um i've been working with cheryl uh and tom bussinger best singer so i'm probably butchering their own names just to kind of cheryl's i'm right back she's the superintendent of my childhood right okay cool i feel so sorry okay sorry now are you good yes i am okay so faith just to kind of come back around to to what was the other part of my question beyond the health requirements that i think we've covered quite thoroughly um is is do are teachers going to be just like i feel like going on tuesday i think is where i left off or is there
138going to be some systematic we expect kind of statement about consistency or on monday wednesday friday this teacher will be here are you doing anything like that asking teachers to kind of identify which days they'll plan to be in just so that you can kind of plan ahead so it's not just last minute at this time we haven't said that a teacher needs to report which days that they are are coming in is that something that we're going to be looking forward as we start to phase teachers back in part of what they will be doing during institute day time and figuring out how is their group or their grade level of their department going to meet um and that could be working together to figure out whether it's in person or if it has
139to happen through google hangouts meet and build some of those schedules but to impose that right now seemed premature that's very fair does anyone else have any questions we're coming up on our board ten minutes i know man one question leads to another leeds i know how this goes and unfortunately kyle is not here i don't think and it's probably gonna fall under his his niche um last for last week as part of the tech plan we approved i think part of it was maybe 55 for increased bandwidth 55 or 65 000 i was trying to find it um was the intent of that to increase each building so that it would hold the capacity for all of our teachers in the building if they were live streaming at the same time yeah i think
140that that's part of it yes okay and what do you recall the timeline on those improvements being made within the buildings in the district right so the i want to just explain when we usually have 18 000 students in and grinded at the elementary level they're not all on there but we would have thousands of students within our system when they have their devices and their phones already using up portions of our bandwidth so we're not concerned about a teacher or all teachers coming in and being able to video and it not working we would already use way more bandwidth than that when we have hundreds of students and devices on that so yes we are looking at updating it and expanding that but in our tests that we've run you know even last year
141we don't hit that real high peak like most districts because i asked just out of curiosity when i got here during march madness there tends to be a little bit of a peak right around lunchtime where everybody is checking that and we kind of had to manage that in this district as well uh what that looks like but we're not anticipating that we could not meet the needs of doing live streaming of videos with just staff in the buildings how has the amount of email traffic compared to a typical year where you have i i remember i don't know if this still happens i think last year was actually their first year we didn't have a crash when teacher selection came out on the website we're well above that level at this point correct if
142we could handle the teacher selection day correct i think it's been a couple years since we've had that yeah a couple years yeah yeah yeah remote teacher oh yeah that's a really good question since i've asked so many no you haven't asked so many i'm going to give to five people that's the other concern when will class lists and teacher notifications well we have tentative class list dates of when we would do that but we're waiting to determine when the start of the school year was before we solidified those dates with them so it'll all be happening everyone will be getting all the information they need to be able to attend their first day at whatever day that is correct um heather brent anything you guys want to ask i am wondering um you know
143we talked about the professional work expectations for teachers and um what are some of the accountability measures that will um that you'll have in place um to you know ensure that um these things are taking place and or you know if you need to address something what would that look like with it with a teacher so um we will the administrators will have be members of the google classrooms so that they could go in uh and do observations or see what the assignments were and to look at that we would expect our administrators to divvy up and visit classes just like they would walk down the hallway and visit classrooms but be able to just hop in on zoom we're going to do something for our administrators to get their steps in because that as
144much anymore but there would be those pieces and then one of the things that i think has been advantageous for some of the remote for all pieces if we're very public of what about our expectations are that you know it needs to be free of distractions there needs to be availability as long as our parents and our students also know that if there's a problem if um there wasn't enough bandwidth in the teachers uh video from home didn't work our schools are still be open our administrators will still be here for parents to call in and use their similar process of talk to the teacher first and if that didn't work what is that administrative piece to help out with that if we're really clear these are the student expectations either the teacher expectations these
145are administrative expectations and we all are helping each other support and get to that then i think that will be the best accountability piece because we'll be very upfront with what is allowed and what's not allowed and when you should be calling in and when there's support is needed for that very similar to the days when we have live instruction and kids are in here most of our staff is doing great but occasionally there are questions or there are problems and then we have to address those in a similar fashion thank you and then my final thing is that um i i i'm really pleased to see the flexibility that we are offering and that we are not requiring um teachers at this point to to come in um i agree with ruth i think
146um quite a few teachers will choose to come in i think we have clear expectations and clear that that have been clearly or and will be or will be clearly communicated to our teachers as well as to our parents and and kids i will say i i kind of i see where laurie was going with um thinking about asking i think that's something to think about asking teachers to um if they if they are going to be coming in to share that information if it's on a weekly basis or or if they have a set day i do i think that that is something to really consider because i think about the i'm so i'm glad we're having everybody's goal is for the kids to get back to school um and i think it's a
147great i think you know getting the teachers back is the natural first step and i think we're sounds like we're on that path and i'm glad we're already piloting things you know the district has not shut down we're piloting things right now but what we're piloting regardless is time intensive and so to be able to give our support staff our nursing staff the staff that who is monitoring the who's coming in this day who's in the building did they do the i think that would be seems like it would be helpful for our success to know maybe we can't have maybe monday is going to be a really popular day we need to get away from our kids and family and be able to focus and listen monday is my monday is my office day
148um but maybe that's not optimal because maybe that is overwhelming our system or overwhelming at school so it's just something to think about but i for one appreciate um appreciate what you've put together here and all the all of the hard work that's going into piloting these processes that we have to have in place thanks brent anything else i think we you're the only one we haven't heard from tony do we hear from you no i'm all good no okay cool so any other questions or well actually i should never ask that question nope everybody everybody knows um i have a lot of questions as a parent myself that i'm biting my tongue about and i'm making a lot of notes on my paper so that i can ask the appropriate school staff myself as
149a parent because i'm trying to do the right thing and not overwhelm the system by putting undue demands on it in weird ways so um can we move on then yes we're ready next reopening item 7.6 item 7.6 is our proposed 2021 school calendar revisions the board was provided a cover memo that highlights the changes and i'd like to take the opportunity to walk through those changes first there is no change in the first day for teachers we still begin on august 17th with the teacher institute day what does change instead of the students starting on august 19th the students first day will be on monday august 24th and on august 19th 20th and 21st we will use three remote planning days the state allows school districts to use up to five five student attendance
150days as remote planning for the 2021 school year a few other changes that were made in within the calendar the september 8th institute day was changed to november 2nd and november 3rd is now a legal state holiday for elections where no employees are allowed to be in school so we were going to have to make that change either way and then we move the parent-teacher conferences from the second and third of november to uh november 12th and 13th to coincide with the with the other changes in the calendar and our last day for student attendance will now be wednesday may 26th instead of tuesday may 25th so those are the calendar revisions as presented uh what questions does the board have in regards to those those changes i see that we're uh this is ruth
151croner sorry clarify that i'm asking questions i i see that we're planning on using three of the five remote planning days do you anticipate using the remaining two at some point maybe as part of the phasing back in type plan or something it's it's definitely very possible we wanted to use the three at the front and front load that to ensure we get off to the right step go ahead i like this raising hand people you know we focus a lot on the what are we going to do it how are we going to do it a lot of the minutia and the details and this is one where i'm good regardless of the decision there's been a lot of asks for consideration and concern about the start and what that date is so if
152the 24th based on your feedback from what you've received with the rest of the staff and building administrators teachers whatever the feedback is that you have 24th works that's fine i my perspective just my input as a board member if you feel there's the remote chance the slightest inclination that more time is needed to finish the work the planning working on some of those details that need to be done i i'm open for that discussion if there's any other but you're presenting this as the 24th so we're going to take that as that's your firm recommendation that's plenty of time to do what needs to be done and we'll follow the recommendation but i i just want to put it out there that that i'm open up for any consideration if you need if you
153need it i would be happy to to go along with that heather moyer um so let's so i have received many many many many many many emails many many from concerned parents and some staff as well that this that the 31st that the teachers need the time um they're very worried about their teachers and that the teachers need the time to better plan and prepare um for this kind of new this new ball game you know um and i just i got you know i want to put that out there that i have heard that i've seen that and i'd like to hear a little bit more about how you know we're talking about about how that would actually look in reality if if august 31st um if we started august 31st would that give
154teachers um through the like through the district not just their own kind of independent time to maybe you know finesse their lesson plans would that give them that extra time to to for professional development um within the district or did they answer that question heather would be no so no okay and can you help can you if we if we started the uh you're on the 31st it simply moves the entire calendar uh further so you're taking the calendar from here and you're moving it to here so it doesn't allow for any additional professional development provided by the district now it you know it would give teachers an additional week of their own work to do but nothing additional from us as a school district okay thank you i think that's helpful i think that
155that that that maybe um people don't necessarily totally fully understand that and then i would just also say um much like matt said um it does whatever if if we can be successful if we can set ourselves up for success you know if we start on the 24th or we start on the 31st that it's fine with me i just you know don't want there to be this all fire you know rush to to start the 24th if we need the time i think you know we should consider taking the time while i say that there are implications and consequences to that i understand too about when semesters end and finals and all of that um but whatever the recommendation is i'm i'm glad to move forward china dr sparlin answer real quick i think
156you and i had talked about this too and i just before we get on to a new thing about the calendar tony um benefits consequences yeah high school finals is a big one high school finals is a big one you know what it's like anything else there's pro there's pros and cons to everything um so i'll start with i'll start with the pros for the 31st um one pro there's an extra instructionally it allows us to have more opportunity for potential for in-person instruction at the end of the year because we're starting later and again the idea is to get back with students as soon as possible so that could be considered a pro it does allow more time for textbook distribution and the 2700 chromebooks that we that we have to get out to
157the students and so those are some of the pros and you fit on you've hit on some of the cons and one of the cons would be that we would end the semester uh first semester at the high school level uh in january so that means during winter break the kids would be needing to study you know studying prep for their finals uh for the uh in january um we also have a a good number of semester grads and if we end at the middle of january with the first semester that that could impact their movement to early entry into college for during second semester and like i said we we are having more of those each year so that's another one and then um if we move it out then obviously we are not
158ending the year until uh june i think it's like june 3rd and they could also impact uh schedules and things that parents or people already have in place so they start with the 24th doesn't do that either thank you tony dr sparlin did the same committee go over this that usually goes over the calendar they did they did or they did not they did yes that's what i wanted to make sure sorry i didn't hear you right um so i just want to remind us all because we went down this path do you remember the last time we just started micromanaging the calendar and we went into this doing stuff that the calendar committee had already done that's why i kept raising my hand i was like you know so i'm glad you shared what
159the thinking was the pros and the cons that's really what i wanted to hear tonight but i just want to remind us as a board that the calendar committee is made up of a lot of different people from different stakeholder groups and they go over this and they figure it out and i know that it would be great to to say as a board we want to give them permission to start as flexibly as they would like to but we also have to have that confidence in the and who put forth this decision in the first place or the recommendation i should say just checking if it was tornadoes sorry no tony i completely agree with you actually that's a really good point thanks yeah you know it is important that the calendar committee you
160know we uh we we i think we've gone either way the preference was for the 31st but from that committee but uh like i said these um you know they're pros cons it's like anything else and uh can we get the can we get it done on the twenty the question was can we get it done on the 24th the answer is yes we can and uh israel have to accomplish in a short period of time yes there is but we uh you know we're we've been working hard with our uh notes to the grindstone and that's what we'll continue to do to get this done and then we'll be able to get that first semester done allow those students to be able to graduate and do the things that uh there's reasons why we
161we moved the calendar years ago now to begin when we did and to start when we did and we'll be able to uh maintain those those those standards so do teachers know their remote for all assignments now of who their student groups are their grade levels class lists haven't been shared out but they know what they're teaching if that's what you mean when will they have their class list um i don't know when principals usually push that out to people okay i think it's pretty flexible until it isn't like preview night usually right it's usually four or five days before school starts that the schedule so like in another week or so would be like if we're trying to equivocate or does that i'm trying to figure out that once they know how much time
162do they actually have to get ready because there's a difference maybe you know depending on which classes you got assigned and things like that so they would have to know what classes are assigned and then the class lists you can say they don't but they they know their teaching assignment they may not know the students that are in their classes yet okay that makes sense can you when did when did people know their teaching assignments do you have a sense of that sorry they're primarily the same as where we ended off at the last school year there was the a couple of months this summer where are we going to reorganize and restructure that people but we didn't go back and change that i do want to give the caveat though that we just like
163we always do kindergarten enrollment went up more at one school and we had to change assignments or we've had students that um have dropped out and moved out just similar to how we always do that and have to do some shuffling of teachers so that still has happened this august like it does every august okay but with regards to the calendar they would have almost 14 days to get ready if they know what classes are i mean if they need tomorrow do you mean well they know now so oh they know now yeah so if they know now then it would be 14 days that's what i'm trying to calculate oh okay yeah and when it comes to the teachers at the secondary level at the high school the master schedule is uh pretty it's
164it's pretty firm towards the end of the to the end of the school year in the beginning of the summer but as faith said there's always tweaks that need to be made based on course changes or students enrolling and or you know or leaving the school district i just want teachers to hear um and this is heather again i just want the teachers that have reached out i this is i know it's stressful i know it's a stressful time i know people are doing something that they've never ever had to do before many of them never ever had to do before it's hard it's uncomfortable it's overwhelming um so you know and so i you know i i i understand we have seen you know i have seen quite a few emails um and you
165know i know we talked about grace and um and that there's a learning curve and it's not going to be perfection and it's really important to keep in mind but we we were using google classroom last april and may so it's not new it's it's maybe beefed up with some additional requirements and grades count now which is as long as the governor doesn't say there's a no harm then we're gonna kids will i think that we'll get more kids online and you'll get more appearance i mean i i agree with i agree with what you're saying the platform is not new i mean what we're looking at in terms of instruction from my perspective as a an elementary having elementary age kids it's very very very different now i know that they're not teaching you're
166right like their their content you know what they know what they're teaching but you know i'm sure there's different comfort levels around um going full remote and everything so i mean it is a pretty big it's a pretty big adjustment i would imagine for a lot of people does that have any do does that have any bearing on what you're thinking about the calendar um no i'm okay all right nope i just want to make sure i understand yep thank you yep cool um anybody else hand raised head nod wiggling the fingers whatever we're gonna do here okay okay thumbs up works too i think we're good to move on item 7.7 the budget presentation item 7.7 is a presentation of the fiscal year 21 tentative budget christie tyler our chief financial officer is here
167to present to the board of this evening christy thank you so tonight i have the fiscal year 21 budget in tentative form and while some revenue and expense amounts may be known most are estimates that are based on trends however there are no trends for what we're going through right now so making estimates is very difficult also this is a very different budget than what we were projecting only six months ago updates will be made as we learn new information and as including the guidelines to reopening school so this so at some point this year we may opt to amend the budget tonight's budget will focus on the school district's operating funds so that's the education operations and maintenance transportation imrf and working cash funds there are two additional funds in the state budget form
168which are the bond and interest fund that's where we make our principal and interest payments made on outstanding debt and then the capital projects fund which is where we code and charge building and technology projects oh am i there we go okay so first we'll look at the purpose of the budget for it serves as a financial plan for the district for departments and for buildings it's used as a management and communication tool so the monthly revenue and expenditure board financial statements that you receive those uh compare the actuals to the adopted budget and it provides expending and taxing authorities so technically we would not be able to we would not have any authority to spend money or to file a tax levy without an adopted budget listed next are the steps required for adoption
169so the board reviews the budget and tentative form which is what we're obviously doing tonight and then the budget will be made available for public review for 30 days and that's a requirement of school code after 30 days a public hearing will be held which gives the public the opportunity to address the board with any comments they have regarding the budget so we'll start with the fund balance and fund balances remember our often referred to as reserves and that is where we would dip into during times of deficit spending or delayed or reduced revenue an important note about fund balance is that they frequently change and every time we receive a form of revenue or make a payment our fund balance changes but it is the june fund balance that's the most publicized that's the
170fund balance that you'll see on the state budget form and on the annual audit so the formula to calculate ending fund balance is to begin with the most recent completed audit and in this case that would be the fiscal year 19 audit and at that and there we ended fiscal year 19 with an operating fund balance of 16.7 million dollars next fiscal year 20 expenses are subtracted and as you know we are we do operate under the accrual system of accounting meaning that any fiscal year revenue expenses received or paid after the last date of the fiscal year which is june 30th that are received before august 31st accrued back to fiscal year 20. so the amounts listed here do reflect expenses on bill listings including the bill listings on tonight's board report or board
171meeting that are fiscal year 20 expenses but were paid after july 1st so in other words we receive those items are there services before june 30th but we're not paying the bill until after july 1st so i've updated that those amounts with those numbers and so that brings our estimated fiscal year 20 expenses to uh 206. 206.6 million dollars so that is ex subtracted out but then we go and add in fiscal year 20 revenue to the formula and again i've updated this to reflect state and federal revenue received after june 30th that were part of last year's grant programs um ellie you mentioned the excuse me property taxes so before june 30th we received about 48 percent of our property tax revenue we did receive another four percent after july 1. the audit does
172take does allow 50 of collections to be included in the fiscal year so this does include two percent of that those property tax collections into that revenue amount um so there there we are ending our estimated revenues for fiscal year are 205.6 million which brings our projected ending fiscal year 20 or beginning fiscal year operating fund balance to 15.8 million now what is not included here and let me i'm sorry i can't see that far let me get my numbers closer is the uh fourth quarter mcats of 2.564 million because we have not received those physically received that money yet however uh late this morning i received an email from izb saying that the fourth quarter mcats are going to be released by the comptroller tomorrow so that's great news because we can add that
173yes best news all fiscal year 20 right besides my new that's really sad that that's the best news of 20. besides my grandbaby um so that will be added into the fiscal year 20 revenue amounts um projected up there and our that means our fiscal year 21 beginning balance will be 18.6 million dollars okay that's good okay we'll start then or move forward with looking at revenue by fund again we're only looking at operating funds here so in the ad fund uh we're projecting 172.3 million which makes up about 82 percent of our total revenue in the operations and maintenance fund uh just under 19.1 million dollars transportation a little over 11 million dollars imrf and social security 7.1 million and then rounding out that pie with working cash of 210 000 we'll look at
174that same information but now categorized by a source of revenue and there are three sources of revenue local revenue state revenue and federal revenue so in the local revenue which accounts for about 53 percent of our revenue that is made up of property taxes student fees lunch and breakfast sales and corporate personal property replacement tax the property tax revenue projections do include a cpi of 2.3 percent and that's what will be used in the levy that i'll be presenting in upcoming uh weeks student fees i have adjusted that due to an expected increase in fee waivers as families may not have recovered financially from covid so we're expecting a little bit more in fee waivers as well as a potential decrease in fees collected for activities in athletics and so while our plan is to
175offer as many opportunity extracurricular opportunities as we can for our students we know that some things just won't be available to them finally we you know last spring when the shutdown happened we had to refund some fees for activities that parents had paid for that never you know that never happened because of the shutdown we did not refund those fees instead we credited those two parent accounts so those we would expect to receive more less from those parents next we'll look at state revenue which is about 41 percent of the pie this includes evidence-based funding and mcats which are mandated categoricals reimbursements for transportation and private facility services that are provided last year are provided last year that we'll get this year as well as some smaller grants evidence-based funding as you know uh the
176goal of evidence-based funding was for school districts to be at 90 of adequacy by 2027. to accomplish this the state was to annually allocate an additional 350 million dollars to the formula however this was not included in this year's state budget because the state is also experiencing revenue shortfalls falls so while initially i i just pulled out an email that dr sparlin had forwarded to me in february of 2020 uh it was about the summary of pritzker's budget address which was very sunny and they were going to at that time they were committing the 350 million dollars but sometime in may we found out that schools could only expect to receive flat funding and evidence-based funding so for us that is 75.1 million dollars but what we did lose is the the expected increase in
177revenue which was about 4.3 million dollars finally i'm also because of that shutdown in the spring we had less transportation expenses due to the shutdown so therefore our transportation claim will be slightly less because there's less to claim federal revenue rounds out this pie and that is consist of uh primarily of idea title national school lunch program and that is totals about 4.78 but new this year is the additional revenue from cairs which is about 980 000 for us and the expected digital equity grant which is just over six hundred thousand okay we'll move on to expenses and these are projected expenses for fiscal year 21. again we'll start by looking at operating by fund education fund 173.56 million dollars just under 81 percent operations and maintenance 19.9 million dollars transportation just under 14.7 million
178and imrf 6.4 million and again you don't see working cash here because there are no expenses in that fund okay we'll look at those then by objects and these are the objects that are listed on the state budget form so salaries and benefits make up about 81 percent a little over 81 percent of our total pie and those include any negotiated increases purchase service the next thing include some of our larger vendor contracts such as well in a normal year those would be food service transportation and i'm sorry food service special transportation and regular transportation would be charged there as well as our water and sewer bill copier leases are charged there phone internet things like that and then finally our property liability and workers comp insurance is coded to purchase services supplies include classroom
179supplies and materials custodial supplies and we have increased that budget for the expected additional sanitization and disinfecting supplies well needed that are not covered by the cares act and then finally our gas and electric utility bills are coated to supplies other which is another more significant piece of the pie is our out placement tuition and our bus leases are coded to other i have included the board approved tech expenses from last week into these expenses so how does this come or play out in our budget this is a page that is taken directly from the state budget form and you can see the direct revenues up on the top those are the numbers pulled from the other uh the other pages so adding up those from the ed fund operations transportation and working cash fund
180we're looking at direct revenues of just over 202.6 million dollars while our direct expenditures from those same funds are coming in at 208.159 million dollars that does leave us with a deficit of about 5.5 million dollars and then i'll take you to the estimated fund balance which is uh now taking that deficit subtracting it from our beginning fund balance here it's saying 11.3 million but now with those uh additional mcat receipts that will be brought up to 13.8 million dollars so we'll update that in time for the obviously for the final budget um some of the things that i've been working on uh to address this deficit is or are excuse me you know and um when the cares act was first the information was first came out we we reported that it included a
1813.5 billion dollar allocation to be distributed across the country for governors to distribute based on local need and i would say based on this and our low fund balances we are definitely in need so i've reached out to isb the governor's office and including our nine local legislators to ask about that and to see what we we school district 308 if we could get tap into a piece of that pie i've gotten four responses so far three are going to get back to me and uh the last person who responded to me the last legislator indicated that the digital equity grant was the way illinois was uh distributing those dollars so we're hoping um that's not true and that there is still some money out there i've also been obviously tracking the discussions on the
182stimulus money the second wave of stimulus there's no information released yet for what that could mean for school districts and i've also um being have participated in the will county cares committee will county has received 121 million and cares money they will be releasing an application to uh to the entities in will county and because we have schools and students in that that reside in willow county we're hoping that we can get some of that money and then kendall county because kendall county only has or has less than 500 000 residents their allocation is significantly less and i mean significantly it's only one million dollars and they are not getting that really through the cares act but through the uh well it's a part of the cares act it's called the cure program and that
183is to be distributed to uh residents in non-uh i'm sorry in unincorporated areas so there's no money for us there what questions can i answer can i go first on this one i'm sorry one more close to last last next steps oh sorry okay yep so um we'll continue obviously to monitor any revenue and expense information that we receive we will call there's a motion here to call for a public hearing that will be published in the beacon news on august 18th we will post the budget on not only the district's website but we'll have it at the district administration center and at our new our new offices the upper finance and operations building for public review will hold that public hearing on september 28th and then we'll ask the board to adopt it following
184the public hearing now what question okay i'm still going to ask you first on this one just because i have like some quick ones that i can knock out of the way here first your new building is not a new building new building it's the operations building i got to be honest i know it's a new location for you guys for us i just want to be real clear on that because we're not buying we new bui oh that's scary um okay so first um i'm assuming i haven't seen the finance committee notes lately this finance committee hasn't seen this yet no they have not that is correct we haven't met in two months yeah okay so how does that work into the timeline so we can present it to them what happened is because
185the board meeting the next board meeting is not until august 31st usually we present this and the second board meeting in august because that august 31st would not give us the 30-day timeline to have it on display it's only 29 days from august 31st to september 28th and it has to be adopted by the end of september so last week when we were here and you said it wasn't quite time yet to normally discuss the budget is that you we talked last week about we hadn't seen the budget yet and you said well you know we don't do that no i said i would be presenting it today today okay so okay so usually our first finance committee is in august the middle of august and then we would present the budget at the next
186um okay at the second meeting in august so we need to abort that at some point i know one of the changes that we've made to our board agreements this year is that for items that we put under information if there's specific committees including our new dei committee that will need to take a look at some of these things i'm i'm presuming that the budget is pretty much the domain of the finance committee but the opportunity exists so there's that so think about that yep okay but we we do need to have the committee look at it and i would i would guess that we need to do that obviously before the public hearing we have opportunities to take a look at this and revise yes all right so i guess that's just what it
187is um does your does your dollar amount and your budget factor in kids coming back into school and the excess the extra cost that that will bring in it does not factor into the additional staff cost but it does factor in the additional sanitization costs so i did not include the additional health aids custodians and uh the substitutes that would be needed that feels like a big dollar amount difference yeah right i was really hoping it was a different answer well and i can tell you the 5.5 million can be accounted attributed to two things really it's the 4.3 million reduction in evidence-based funding add on a million dollars for santa you know sanitizer and disinfectant and there you are so that that that leads to my third question so what you're saying by the
188reduction or excuse me the not enhancing the evidence-based funding as we need that actually puts us farther behind because we were at what 62 state funding recommendation levels before this year so where does that put us now so interestingly enough when they when when they the state sends out the evidence-based funding it's a huge spreadsheet and it does all the calculations and it tells you where you land and yes we're around 62 this year they just sent out a spreadsheet with what you got last year so there's no recalculation to see where you fall they didn't want you to know how far behind we're falling okay okay well you gotta ask these things um did you say somewhere in there that we needed to have a deficit budget to receive some extra funding because deficit
189budgets aren't i think i must have misheard that i'm sorry um i think maybe what i said was that i'm looking into receipt to try to tap into that 3.5 billion is that what you're referring to okay so the deficit budget isn't for a specific reason other than we have more costs than income well we lost 4.3 million in revenue and yes we do have a million dollars additional cost expected cost in um sanitizer and disinfectant plus another 2 million for custodians yes if we brought that back into that that would be another two million depending on how you know when schools reopen and when we did that my final question on this is the will county cares we have a small percentage of students in will county but primarily kendall county is is where
190half of our students or a little more than half people more than half of our students reside and what we're hearing is that the funding that was given to kendall county because of the overall population of the overall county is far less powerful was our and we can only capture funding of that one million dollars total for the whole county no we can't so the because of unincorporated is a right unincorporated and their their theory is that villages school districts within kendall county receive their own allocation of cares so that money is for designated for residents in unincorporated areas but we have a lot of residents in unincorporated areas in fact we have one of the most densely populated unincorporated areas so i just i wondered about that too like what does that mean in
191terms of well what i was told by the county is that we would um we would not receive any of that million but i can definitely check back with that i mean we really do have quite a large number of unincorporated students i will ask that question again cool when you said a million when you um obviously clarity could we could use some more clarification but the million dollars is to go to did it sound like residence or did it sound like and until well so the million dollars was uh that million dollars came from their population and unincorporated areas so it seems like their allocation was based on the number of residents in unincorporated areas okay i see so maybe there's some right but i mean i'm one million dollars in the county i
192just that doesn't sound right no but that's uh yeah reached out to a board member and that's what yeah especially when you talk about will county and you said the number was 120 million 21 million dollars and that is through the cares act so population wise i would imagine that our district then it must encompass a good portion of that population if if it's that much less and we have so many kids in our thing i i guess i just don't know how that falls out so the way i understood it was the cure money was not to be distributed to entities that received their own cares act allocation in kendall county only in kendall county i i don't know if kendall county okay so that's how distinguished between okay so the state level let
193me know if i'm getting this right they distinguish between counties with more than 500 000 residents one way and then they distinguish with counties under 500 000 residents another way i can't you know say that a hundred percent but that's what it appears to me okay thanks that's all i got i don't even know where to go like i just i would just like to see that extra money that we will need for the additional expenditures put it and i know that makes it much more scarier but i think that if we're making a budget we should prepare for the worst and hope for the best okay i can add that in for the final adopted budget chrissy do we have any idea about what our final enrollment numbers look like as far as compared
194to the last few years or what has been projected because i know enrollment numbers impact a lot of different things including funding right so i don't have specific enrollment numbers but i do have the amount of students who have withdrawn from school um so 447 students have withdrawn from the 2021 school year some are just normal moves and tran you know moves out of the district but about 152 students have tran withdrawn due to uh they're going to home school or they're going to a private school and do we have any idea of new enrollments to the district um i do not have that number but we can get those numbers that would be interesting to see i know i've heard anecdotes of families who prior to this would choose private school feeling like if
195it's all going to be remote so it'd be interesting to see how that played out yeah i'm just curious because i know that there's been a shift of people like i know real estate has been busy with families moving kind of out of the more overly crowded urban areas into more rural and suburban areas so just i'm curious if those numbers have balanced out or not yep we can uh pull that information i have a um i'm just wondering you had said that um i totally i totally understand that um some of these um expenditures um for fy21 are based on um uh uh assumptions or and estimates um so like for instance transportation is that something that you that um how did you how would you look at that because i'm interested that the
196transportation number for fy21 was is 14.7 but for fy20 it was like and i might not be reading it correctly it was like 13 point five or something like that so why would that go up if we so going to have reduced transportation potentially so in 20 we did have a quarter where we did not transport students so right now i mean we're we're going to revisit right in september what october will look like so again yeah that's why i'm saying we may need to amend a budget this year just because of all the fluidity going going on this year and isn't it correct christy that in that last quarter we were not required to pay our contracted correct transportation the full amount and subsequently they and then we renegotiated yes unfortunately we were in
197the middle of negotiations for a new contract and now we will have to pay 40 percent we will get reimbursed at 65 of 80 of that 40 yes but we are required to pay that so great yep so what is um this is the budget process you know which you've outlined um about how we adopt a budget um as a board when we're looking at this when do we start having conversations about mitigating don't say it well one you know like you know i'm just really having flashbacks you know of course you know being on the big stage and um no but you know at what point do we start um i don't even think we're i don't think we're even there yet we should at some point this year probably need to talk about
198this but i don't even think we can get to that and just what i think about it i don't think we can get to that until we see how bad the damage is and i kind of agree with ali on this that we can't really i guess i was i mean i totally know that you're you can't give me you know but i'm just saying like is this if this is how it stands plus the plus one adding in knowing that you know we're going to have added costs if we bring people into staffing costs when we bring kids back um when right um are we looking at a january you know are we looking at january to commit to a month yet but yeah i can't imagine that we wouldn't i think that that's
199gonna definitely be on a future agenda have to happen if yes if i mean just have to happen yeah uh ruth speaking here i i'm not sure if i entirely agree with your comment of that i don't i think we need to wait to see what the damage is gonna actually be i think we know there's gonna be some damage and it's worth at least starting some conversations and i don't know if that means that that's something that we'd discuss in our finance and facilities meeting first or like i know there's gonna be damage yeah and i'd rather try and get out a little bit ahead of it and be at least exploring some ideas at this point than just waiting i don't know especially if it well but i don't know that it's entirely
200fair to start a budget cut conversation and i went and said it so no one else had to um he's breaking his side oh watch out okay all right go ahead all right so lots to chew here christy thank you thank you yeah i'm sorry not thank you so here's how i think the process is probably going to unfold or probably should unfold i think we probably need to try to have two finance meetings between now and the end of september when we have to adopt the budget here's why we're going to go through like we do every year with the finance committee so not only are we looking at this but we're look or hopefully you guys have time to update that spreadsheet that gives us the percentage change from year to year yes
201right because our finance committee does a great job in asking detailed questions and we need to try to work through this quickly right time is of the essence here and i know that what however much we prepare for that first meeting there's going to be questions we can't answer and that's why i'm saying we may have to have two to or i'd like to try to aim for two meetings if that works with you uh ruth that's the first part of it um the next parts i think are very difficult right um you guys know me you you disagree or agree with me i don't vote for unbalanced budgets um because that's not a winning scenario for the kids in the district um how do we cut five million um well we are talking about
202the eighty percent of the budget personnel right we are going to have to have that discussion and it's not really teachers but depending upon and i've said this before and i we hate to say it but it's got to be out there if we're going to be in a remote learning situation we're going to have to have a discussion about temporary reduction in workforce these are not layoffs but they are a suspension of certain benefits and pay will that close the gap absolutely not but we have to do and pull kind of every lever and trigger that we have to do to get us in the best financial situation that we can get because hoping on money from will county and i'm going to bet we've got about 3 000 kids in well county because
203we have three buildings in will county um you know maybe there's some money there maybe there isn't but hope is not a plan right um and then i would say yeah we did a lot of painful activity two years ago three years ago but remember when we did that it was based on a playbook right so that means things that we collectively decided we couldn't live with or maybe we were split on maybe now we have to take another look at them that's what that's all i'm suggesting is that there are things that we looked at cutting we decided not to now our backs are against the wall again and we're going to have to revisit these things sorry that's the reality of it and it's still not going to get us to a balanced
204budget i will admit that uh all day long but what i um and it's not a criticism of your comment i know you're kind of working through things but we can't i don't think we can wait on you know getting through november december and then trying to figure out how to save money when we have six months left in the so are you guys talking about the same thing because then i misunderstood what you guys were saying so i'm hearing brent say we we should be looking at some steps to take this year for this year's budget and i thought i heard you guys saying talking about taking steps for following your budgets no were you talking about this year's budget also yes yeah no obviously there are programs that we can't kill in the
205middle of the year right but there there may be some things that um well that we can here's what i'm thinking just gonna think out loud because that's what we're here for right i'm looking at the calendar and our schedule shows and i'm trying to figure out i gotta admit i'm not great with chromebooks either i can't figure out how to get the little calendar to pull up but that aside we'll look at our calendars on our laptops or those of you later um the 31st is our next meeting 30 29 28 we have to adopt it by the 30th which is the sunday but if we had a meeting if we changed the 31st meeting right we have to adopt it by september 30th which is wednesday no but we need to have a
206public hearing a month or it has to be visible by a month out so it would go on display really tomorrow but in that month you can make change you can make changes so we can still make changes to this budget until recommendations until the 30th of september we don't have to decide it by august 28th correct for it to be displayed till end okay then i'm way less concerned and even after you adopt it we can amend the budget if needed all right so then i guess my question is now that i'm understanding what's being asked is is this a conversation that we need to put on that that administration that you'll be ready to handle giving us some some data on this at our next meeting on the 31st of august figured okay
207so but what i thought you meant and i apologize is that i thought you meant like how we like you were saying said at the table that was for future years it wasn't for the current year if that makes sense do you know what i mean like the it all blends together it's all a blur lori but i do think um i don't i don't yeah you're not talking about in september we need to decide what to cut next school year because that gives me a headache wait did i say that yeah working on this year yeah looking at this year this year yeah and i don't know that we i'm not saying we're gonna erase it um okay you know you're talking about this year you're talking about this year anybody else thinking about
208that for this year i just have a clarification question um christy if you could clarify in the budget numbers that we looked at i believe i heard you say the only piece in our reopening plan budgeted into those numbers was the hand sanitizer is that correct right about a million dollars for that yes so in the course of what we learned tonight that's still another three hundred thousand dollars a month that's not calculated to that budget well and i'm going to want to see what it looks like because we know we're going to need more custodial staff um whatever that number is i don't know but it seems inevitable so i would hate to see that not budgeted for and then say oh now we can't reopen because we didn't budget for custodial staff that
209that would that would be a problem um so we kind of yeah i can add those in thank you i just did not put the staff numbers in there that's all anyone else with questions on the tentative budget presentation i don't feel ready to adopt this budget thing but i don't know well you don't have to adopt it tonight uh that's just calling for the public i see hearing okay sorry i know these things i really do know these things i mean for real okay that makes sense okay so if there's no other questions on that can we move on to action items yes please i mean it's only 10 20. remember when we thought that was late um okay so item 8.1 any questions can i have a motion to approve i make a
