Ann was able to speak also from the parent viewpoint, providing insight and wisdom during her four years on the board. We wish her well in her future, especially as the head coach of girls soccer at Kerry Grove. So, congratulations and again, thank you. And we

As nominations are made, they need not be seconded. So, we'll move first to the nomination and appointment of president. I now ask for nominations for the office of president. Sure. I'll take the first one. I am going to nominate Stacy Salt as president. Uh D, it's certainly no disrespect. I think you have done a phenomenal job, but I also think we need to change things up every now and then. So, I am That's my nomination for Stacy. Are we just taking them all? Yep. Okay. For president. This is just for president. Yes. Okay. Um this is the the last time that I I'm going to do this
because I want to sit in the middle next time. Um, but it's my pleasure to nominate uh Diana Darling for president of board of education. Any others? Okay, nominations closed for president. So, let's see. Since there is more than one nomination, when I um when called, please raise your right hand to vote in the affirmative for your candidate of choice. 025policy chair and the board insurance committee, the community engagement planning committee, the district 26 technology committee, the eth ethics commission, the legislative liaison representatives appointed as presented. So moved. Second. Any discussion? Um, I don't think I want to be on the community engagement and planning committee because I feel like that was a huge part of like the um, strategic plan and I wasn't invited to be a part of that. So, I think I'd just like to be taken off the committee. Okay. Is there anybody else that would like to be on that committee in Stacy's spot? I'll be. Okay. Julie, would do would you be interested in policy chair? No. Okay. Is there something else that you want? All right. Um, if there's no further discussion, may I um can we take a vote with
that change? Julie Jetty, yes. Jason Jansik, yes. Bridget Sandlin, yes. Darling, yes. Mindy Hartman, yes. Katherine Potter, yes. Stacy Salt, yes. Okay, that motion carries. Next up is the establishment of regular meeting dates, times, and locations for the 2025 2026 school year. Uh meetings are scheduled once a month beginning at 6 p.m. at Kerry Junior High. May I have a motion for the Kerry Community Consolidated School District 26 Board of Education to meet once a month beginning at 6 PM to be held at the Kerry Junior High as presented. So moved. Second. Any discussion? I have a discussion. Um, every year I feel like we kind of like us people with kids scramble for that August committee of the whole and are never pleased that it's on back to school night. So, um, if we're
approving it, I I don't know if it can be changed, but we every four years I've been here, it's been a fight to get here. And please change or cancel, and I'd like to discuss it now rather than August 17th because I'd rather go to back to school night. Is there a room in the in the schedule for us to move that date? Yes. Looking at the calendar, it could be normally if we um if there's a conflict on Tuesday um Mondays, we can move it to Tuesday or I can talk with principles and we can move back to school night to the night before. I could I could check either way. Yeah. As long as it's check. I just feel like every year we want to go. Yeah. Right. Four parents. I go ahead.
I think since we're looking to approve the dates today that we could approve the calendar with the change of the date from August 18th to August 19th, 2025 for the committee of the whole meeting. Mrs. Dorf, do you have that noted? I I would almost I understand. I would almost um want to add before we commit to that that then I I I first want to say I appreciate Stacy bringing this up now cuz that's forward thinking really because it is it is a deal. If we moved it to that Tuesday, then that's the the night before school starts and you know how could we could we move August back a week like or just the committee of the whole back a week and take it I know we don't normally do a gap week
in the middle but I don't see why it's also not possible minus the fact we don't usually have administrators at committee the whole meeting except for superintendent level. So August 11th Yep. That's the Monday. I'm sorry. That's the Monday, the week before. Monday, August the 11th, and then keep the board meeting for August 25th. Yeah. So, we'll skip a week. We'll have a week in between. Yep. Is everybody good with that? Is that going to give you enough time to turn numbers around? It's a twoe gap between the 28th and the 11th. Is that Mr. Sheepard? Is that going to be okay or is that I'm going to give you the uh the typical attorney response? It depends. Uh but we will do our best to get the uh the reports to the board. However,
if they aren't available, we'll do what we've done in the past and I'll provide a write up your board packet and present the treasures report at the board. As long as you're comfortable with that switch and it's not going to impede your your folks, then I'm good with it. I think we can make that work. Okay. Thank you. Okay. So, can I just clarify? We're going to do the cow meeting on August 11th and the board meeting on the 25th. Perfect. So, uh, can we take a vote with the change for the to August 11th for the cow and August 25th for the regular board of education meeting? Jason Jansik, yes. Bridget Sandlin, yes. Darling, yes. Mindy Hartman, yes. Katherine Potter, yes. Stacy Salt. Yes. Julie Jetty. Okay. Next up, we have board items. Uh,
foyer requests. There were 14 foyer requests this month. FOYA requests can be found on board docs. Uh, next up we have board member comments. First up is Mrs. Hartman. Well, I know she's not here anymore, but a big thank you to Ann for all of her service for the board. Obviously, uh, seeing Dear Path in here, those were phenomenal projects. I also have a fifth grader in a different room. So, the pop bottle is something I got to hear lots and lots about. And it was exciting to have a project to do at home and a project that got my child excited about learning more about this individual than the surface. There was a lot of talk about Picasso in my house for about a month because this was a long project. So, it is
always really nice to see our one see our students here. It's why we're all here. Um and two to know that they are finding that the students are also finding joy in learning in different ways. Um, otherwise, congratulations to everyone who got elected tonight. Congratulations to everyone who's got their position and good luck with everyone. We got a little over a month left and I know we can all do it. Thank you. Next up, Mr. Janzic. Just want to echo uh what Miss Hartman said about the students from uh Dear Path. That was awesome. Always great to have kids fill the room as before we get into our meetings here. Congratulations. Welcome, Miss Sandlin. We're glad that you're here. Uh and congratulations to Miss Salt, Miss Jetty, and Miss Hartman as well. Uh look forward
to serving with you guys for another uh two to four years. Thank you. Next up, Mrs. Jetty. Welcome, um Bridget, to the to our uh little group here and welcome. Uh congratulations, my fellow running mates. Uh I think we will continue to do good work for the district and the taxpayers. and um I'm just looking forward to the next four years. Thank you. Thank you, Mrs. Potter. I want to thank Dear Path for coming and showing us all of the creative ways that students are learning um other than uh just writing stuff down like we heard. they really liked it and they they came and they showed us great work and it was it was very cool to see and I like that and I like that teachers are getting to um try different things
and you can really tell that the students were engaged. So um and and yes the creativity was amazing. So I want to thank the Dear Path families, Dr. Rig and uh Mr. Gibbert for presenting that to us and welcome Bridget Sandlin to our board. Next up, not to put any pressure on you, Miss M Miss Mrs. Miss Sandlin. Uh, well, I just want to say thank you to everyone um who's reached out and welcomed me and offered to mentor me and um left uh themselves open to me asking any questions. I'm super excited. I have a lot to learn, but with everyone's help, I'm really excited to be here. So, Thank you, Mrs. Salt. Um, I got to finally have a kid participate in the speech tournament, and I know we're going to talk about
it next month, but it's my official thank you to District 26 cuz um, her teacher had so much faith in her to give an all Spanish speech, which kids don't do. Um, so that was amazing for her believing in my kid, um, and supporting her and being an awesome coach. So, Miss Cleric, thank you. Um, and also whoever organized it and had the five Spanish speaking judges cuz they could have been English ones and they could have been lost. Um, and they were all so so kind and talked to her in Spanish. And as you know, I love our dual language program. So, uh, seeing it kind of just like come to fruition was the most amazing thing as a parent, of course, but then also being like on the board like the dual language
program is awesome and it was really neat that uh she was so supportive by by all the Spanish speaking admin and some teachers. So, that was amazing. So, thanks to the district for that. Oh. Oh, wait. And and you'll get to see her next month. So, when I'm crying and taking video, I will have my phone out for that one time. Just so you all know. Uh, and then I'll just go last. Um, I got to participate in the, uh, Three Oak Science Fair along with, uh, Mrs. Salt. Um, it's one of my favorite events of the year. These kids are so much, they're so intelligent. They're just so smart. And got to see the Odyssey of the Mind, uh, which we talked about last um, those kids couldn't love that anymore. They were like,
every kid in this building needs to be an Odyssey of the mind. So, it was a plug for that program. So, um it was a great week. So, thank you. Uh next up, we have the superintendent's update. Dr. White. Hello. Once again, um first welcome officially welcome um Mrs. Bridget Sandlin to the board of education. Um also um to kind of tag on to the speech competition um comments. This past month, we had over 60 of our Kerry D26 students participate in this year's speech contest. It is amazing to watch our students perform and show bravery and talent during the competition. And I look forward to um having some students um perform their speeches for the board and community at next month's meeting. Very special thank you to Mrs. Lucish and all of the volunteers
who helped out on that day and made it a successful event. Um just a reminder to the Kerry community that the work will will begin at three of our schools this summer. Briergate, Three Oaks, and Oaknull as part of our summer projects that are part of the referendum work. As we begin these um projects, I just am reminded again of the generosity of our community um and and the um importance that they demonstrate and place on our students education and safety. This past weekend, our human resources team led by Mr. Daroo and district administrators hosted a job fair here at the junior high. We had over 20 interested educators attend and they were able to speak with representatives from various schools and departments. So, thank you to Mr. Daroo, Miss Hman, and our administrators who
made this event a success. Parents and community members will have until May 2nd, 2025 to complete the communication survey that was emailed out, and you can also find it on the district's website. Goal four of the strategic plan outlines ensuring we have successful communication streams with our various stakeholder groups. This survey will provide valuable feedback as we look to continue to improve how we communicate with our families and the greater Kerry community. And just a couple date reminders, May 9th is a half day for students and a professional learning day in the afternoon for our staff. and then we are out of school um for Memorial Day. Therefore, that moves the board meeting on that week to May 27th, which is a Tuesday. And that's the end of my announcements. Thank you. Dr. White, can
you reiterate the last day of school, please, for our families? Yes. Um so, I was going to do that next month, but I they'll probably need a couple and we'll be right at the end of it. So, June 2nd is the last day of school for students and for teachers. Yep. No problem. Thank you. Next up, we have the curriculum update. Miss Rivera. Yeah. So, I'm going to start. Actually, last week was administrative assistance day. So, I wanted to give a special thank you to all of our amazing administrative assistants across the district. They do so much um that goes unseen that we won't fully understand. So, we just want to say thank you and for dealing with uh some of our shenanigans. Um we are thankful to everyone for how well they did on
the IR uh assessment putting forth their best foot uh forward on that. That does come with the end of the school year and now we are in the midst of STAR testing. So we are at the tail end of testing for our students. I'm sure there's a celebration in there. Uh STAR testing takes place this week in addition to loss links. If you recall, this would be the first time we're going to be administering Lost Links, which will give our parents more insight into their students language proficiency when it comes to Spanish and just their accomplishment within the dual language program. Makeup testing will be next week. I also want to thank all of our K2 teachers who have piloted the early literacy phonics curriculum. I'll be bringing forth to you uh in May um
the recommendation to adopt UFly. that was and we'll share data that was collected through the survey. Uh but across the board um you fly I want to say it was in 70% or so that voted for you. More specific information will be shared in the May um cow meeting. So but thank you to all the teachers that did do the piloting. That does not mean benchmark goes away. As we shared previously, UFFLY will pending your approval um it will be our core early literacy phonics curriculum with the intent of using benchmark during win time as um a closing the gap tool for our our earliest um learners. I also want to give a special thank you to all of our staff. As you see through the um what was shared today with Deer Path, there's
a lot that our teachers are doing, a lot. And so on April 17th, we had a PD day um where teachers engaged in curriculum mapping and finalizing those curriculum maps. The maps will be available on our teaching and learning intranet over the summer when that gets revamped. So when they come back in August, we'll continue collecting these maps, but we will have one centralized hub where all of our curriculums across all of the content areas, across all of the grade levels will be in one centralized location. And that will be the makeup of the Carry 26 curriculum. So any new staff that shows up, they'll be able to access this website and know exactly pacing guides, what we teach, what the standards are, how many days we're spending on each standards, and that'll be across
every content area across all the grade levels. So there will be consistency and continuity um across all of our schools. And then also that vertical articulation upwards from kindergarten to 8th grade. So they have been doing a phenomenal job with that. Our literacy maps will be done this year and our math ones are drafted almost completely done and we'll spend all of next year collecting feedback from staff as they implement those to see what tweaks need to be made. Um I also want to thank um all of our specials teachers that attended um a PD that Dr. White and myself hosted. it was writing outside of literacy and it was just thinking about ways we can embed literacy into um PE or into art or whatever it might be. Um the specialist teachers that were
present I was just and I know Dr. White you feel the same way we mentioned it. We were just we knew that they were amazing. We were floored and blown away by what they were sharing and just the connection. Something as simple as how they were tying early literacy phonics, let's say phmic awareness and there was like ball and it was bb as they were, you know, tossing the ball upstairs, you know, not upstairs, tossing the ball upwards. Um, and so just to see how they were finding ways to embed literacy, um, where it doesn't have to be writing, but it's tied into their art and their craft was great to hear. Also shout out to the special services department who hosted uh FBA BIP and behavioral data collection PD. There was also a threat
assessment training and then also a special services organized ECE placement um extended school year uh planning in addition to 2526 rostering. And we got actually a wonderful email from the ECE team just very grateful to you um for organizing and providing them that time to get that done. And so to wrap this up, I also wanted to highlight an additional PD opportunity for our Kerry Junior High teachers. There is a partnership with D1 155 who is hosting professional development over the summer and it is led by their teachers, but it has been extended to Kerry 26 teachers at the junior high as well. Um they can earn professional development hours towards their license renewal. um sessions are taught by the DU 155 staff. There are AM and PM sessions, not PM like nighttime, but PM
as in the afternoon versus the morning. Um and there they had topics on differentiation, incorporating reading into classrooms to support that ACT prep uh and leveling up teacher student relationships as well. So, some great offerings right there. And so, we're just very excited for that partnership. Just want to remind the Kerry Junior High teachers that the deadline to sign up for those uh PDs is May 1st, which I believe is Thursday. That's all I have. Thank you. Uh next up, we have a recap of the committee of the whole from last Monday. Um we had a review of the bills. Uh the treasur's report, fiscal year 25 amended budget was presented. discuss the organic life LLC contract. Uh the security camera installation bid, uh additional teacher allocation at one of our schools, policies 2160, 2250
E1, and 2250 E2. Uh then we did a review of sections 3 and four of the D26 policy manual. Next up, we have the consent agenda. Included are those items that are routine in nature. Should any board member wish to remove an item from the consent agenda, the item will be discussed at the end of section 17. Any removals, monthly bill and payroll for approval are in the amount of 2,523,4201. The treasures report, the resignation dismissal retirement report, approval of employment, the destruction of closed meeting audio recordings, the disposal of assets, the approval of placing fiscal year 25 amended budget on display, the organic life LLC contract for 20 20252026 policy 410 fiscal and business management. May I have a motion to approve the following 16.1.2 16.3 16.4 4 16.5 16.6 16.7 16.8 and 16.9
So move so moved second. Any discussion? I just have one comment um directed toward Mr. Daroo on the resignations. I read all of the resignation letters. um are you are giving these people that are resigning like an exit interview and kind of figuring out why they're leaving or where they're going that and we'll get a report on that maybe toward the end of summer or fall or something. Yes. Uh all employees, all exiting employees still receive an exit interview and I'll have that data and a presentation ready for you next month. We're gathering it up just as the um retiring employees and exiting employees that leave at the end of the school year. Okay. um to get those in May and I'll have that for you at the May board meeting or the May cow
meeting. Okay, that's wonderful. Thank you. Yep. We were going to bring it this month, but we thought with it would finish out the year we're getting all of the the last one. That's why we pushed it. Okay. Any other items for discussion? I do want to say thank you for listening at the cow um and getting our our answers to some of these questions and and way to go to transportation if you're listening on all those hires because that that was amazing. We can take a vote, please. Bridget Sandlin, yes. Darling, yes. Mindy Hartman, yes. Katherine Potter, yes. Stacy Salt, no. Julie Jetty, yes. Sorry, Jason Jansik. Yes, James. That motion is approved. Next up, we have the agenda items requiring discussion and board approval. First up is the approval of the security camera installation
bid. Mr. Shepard. Yes. So, as we discussed at the committee, the whole uh ongoing uh security improvements were integral to the the referendum. Uh, and part of our message with that, uh, promising a more safe and secure environment for our staff and and students, uh, we do have security camera, a security camera system here at the junior high that was installed, I want to say now, two years ago. Uh, and with the passage of the referendum, we would like to expand that to uh, Brierggate, Three Oaks, and Oak Null. Uh, we sought out bids from a variety of contractors. We ended up receiving one bid from Pay Systems. Pay Systems is the contractor that installed the security cameras that are in use here. Uh the total cost comes out to about $768,366.76. That includes the
security cameras and the the software package and any upgrades. Uh and just as comparison purposes, the junior high system was around $370. Uh we would recommend that the board approve this uh bid as presented again as part of its ongoing uh commitment to safety and uh security. Okay. May I have a motion to approve the security camera installation bid with Pay Systems, Inc. in the amount of $768,366.76 as presented. So moved. Second. Any discussion? Just to clarify, Mr. Shepard, Deer Path is in the shootute, right? just to make sure like I believe it's 26 27 that correct yeah we felt it prudent to do that building once uh it was fully renovated um we will also utilize that point to go back and circle back to anything that may need uh some tweaking as we
continue to go through this process great thank you for clarifying Mr. Shepherd, I can't remember if we talked about this already. Like I see like some interesting things going on at like Three Oaks over the weekend. Not damage, but interesting things that they love to tell you. But like when you get an alert that something's happening on our property from these cameras or like they're there, they're out. They get to do what they do. Um, I can't speak to the uh the specific settings of the the program, but I assume that these these cameras can track movement, and I believe we can set it up to have alerts uh to record uh specific times that those cameras catch movement. Uh so for the sake of the example, if uh there are uh some uh unruly
activities going on uh behind three oaks, those cameras would be dormant. But if it senses activity, that would basically flag it in the system. Uh and so whoever was to come in would be able to go back and take a look to see when exactly that activity occurred. Okay. Tell you about it later. Do we know if they have night vision? I believe they do. Okay. So they'll they'll capture everything. All right. Thank you. Any other questions or comments hearing? None. If we could take a vote, please. Darling, yes. Mindy Hartman, yes. Catherine Potter, yes. Stacy Salt, yes. Julie Jetty, yes. Jason Jansen, yes. Bridget Sandlin, yes. Okay, that motion is approved. Next up, we have the approval to move the exhibits policies from the policy manual and move to the administrative procedural manual. May
I have a motion to approve to move exhibits policies from the policy manual and move to the administrative procedure manual unless otherwise required to remain in the policy manual as presented. So moved. Second for discussion. Okay. Any discussion? I I just want to ask I don't know if I like yield to Dr. White or uh to Dr. Thomas if if everybody just wants to go over the rationale one more time and and what's going to happen or what is being asked to consider right now. Sure. So um one of the things we've found in the course of our review of all the policies was that the exhibits can be part of policy or they can actually be moved to the administrative procedure manual. And we talked a little bit about that at the committee of
the whole and one of the questions that the board had and and is a concern is will they first of all will the board be able to see those and second of all will they be able to be regularly updated. Um also uh we had talked about uh we were looking to do with the procedural manual exactly what we just did with the policy manual use the IASB process to get into like the press plus for procedural manuals. Um, so we called and talked to uh Nick Balman from IASB and he explained the process for Press Plus for procedures. It looks like we are likely to be able to be on the list for next year, which is what we were hoping. Um, and we also asked again about the exhibits in the review. And
what he said was, regardless of where they the exhibits land, they will be reviewed as we get the press packets. They get reviewed whether they're in policy or whether they're in procedures. Um he said it could be in either place. There are two policies that are out there that need to have uh some board action, but he said those then go into the procedural manual andor you can keep a separate folder with those two um actions. Um but he did say that the once the procedural manual is done, it will be just like press plus as we know it with the policies. So that's something that would be able to start being done right away. That way, um, when the, uh, exhibits go into policy, the board is supposed to follow those. If they go
into procedures, then there's that information out there, but it's not part of policy. So, it's not something that has to be followed to the tea. It's it becomes more like what I think the board was envisioning, um, a guideline, something that we would use and we would update and we would keep uh, accurate. Um he the other suggestion he had was if they uh the exhibits were moved over to the procedures that um he would recommend the board voting to move those over prior to starting the project because then we can make sure that all of those proced or the exhibits continue to be updated as we update the procedures and then the entire procedural manual including the exhibits can be adopted at the same time. So um he said really it's board choice where
they go. Um, so it's it truly is up to the board, but there definitely is an avenue either way very similar to making sure that those exhibits are updated regularly. So, just to clarify, if if we get in one of our press updates, that would also update the exhibit without needing to open up the administrative uh procedure manual. If we were to adopt that pu h specific policy, it would automatically update in the administrative procedure manual or we'd have to vote on that as well. Once the procedure manual project is done, that is what would happen. Okay. But the exhibits themselves would be updated by the administrators. The board wouldn't have to update those automatically automatically. So if we we pass the we pass the policy and that policy contains a new Z exhibit or
an updated exhibit that happens that would be simultaneous right to the uh to the policy. So we wouldn't have to wait to open up the AP manual again. We could it would just happen automatically. Perfect. And for now while we don't have that updated new procedural manual as because we're already getting press packets for the new uh issue 117 and 118 have just come out. So we would go ahead and update those as they're coming out even before we are updating the entire procedural manual just to make sure that those are that we're keeping pace with those. Great. Thank you for clarifying. And the board and um in there we can review last um week I sent press 118. If you take a look in there, it outlines what is a AP administrative procedure, what's
an exhibit, and what's policy. So, you'll see kind of what the updates would look like. That would happen wherever the exhibits land, wherever they if they land in policy, if or if they go to the um administrative procedure manual. And every time we get those press packets, the administrative procedures are in there just like the policies in the exhibits, but those don't get updated by the board. Those go to the administrative side. So, you'll see every press packet what's in there and which policies, exhibits, and procedures are updated. And then in the procedural manual, if something is an exhibit, it would be designated, for example, policy two uh colon 250e. And if it's a proced or an administrative procedure, it will be policy 2 col 250 AP. So you can still tell even looking at
the pro procedure mano which is an exhibit and which is an AP. Questions? We can take a vote, please. Mindy Hartman. Yes. Katherine Powder, yes. Stacy Salt, yes. Julie Jetty, yes. Jason Jansig, yes. Bridget Sandlin, yes. Darling, yes. Motion is approved. Next up, we have the approval to add policy 340E exhibit checklist for the superintendent employment contract negotiation process to the policy manual. May I have a motion to approve to add policy 340E exhibit checklist for the superintendent employment contract negotiation process to the policy manual as presented? So moved. Second. Any discussion? This um would be moved to the administrative procedure manual. Correct. No, you're haven't put in policy by that motion. This says policy. So, I guess I guess just to clarify, we had one conversation and the board had det had decided to
put these on the action prior to look um getting the full answer regarding um how the procedures and how the exhibits would operate. So, because that was the board's decision to put it on the board agenda, we didn't want to not put it on there since that was in the minutes. So, yes, essentially, if the board votes yes and um passes this, it would be in the policy manual temporarily and then it would move with the administrative over to the administrative procedures like all the rest or the board could vote no and they would move still to the administrative. So, either way, it's going to the administrative procedure manual. I'm going to read this again and so it's the right way. Yep. Okay. May I have a motion to approve to add policy 340E exhibit
checklist for the superintendent employment contract negotiation process to the administrative procedure manual as presented. I guess that is an amendment, right? A motion to amend, I guess, is correct to move it to the I guess we can leave it. I don't know. I guess I'm just complicating. I mean, I think we should just leave it and because all of them are going to have to get moved over, right? If we vote this if we vote the original motion down, it's just going to go to the AP anyway. Yeah. I just want to clarify too, this is a new one because that has to be clarified as well. So, I wonder if Mr. Darling, I wonder if we go back to the original motion and then Yeah, I just keep Laura's pen flying over there. Sorry.
May I have a motion to approve to add policy 340E exhibit checklist to the superintendent for the superintendent employment contract negotiation process to the policy manual as presented. Not to not to get into the but you already have the Yeah. Any further discussion hearing? None. If we take a vote. Katherine Potter, yes. Stacy Salt, yes. Julie Jetty. Yes. Hold on. Don't we want to vote no for this to go to the to go to the It would go to the AP. To the AP. I'm voting yes to put it in the policy manual. Okay. And it'll go there anyway. All right. Jason Chans, no. Bridget Sandlin, yes. Darling, no. Mindy Herman, no. And the motion is approved. Uh, next up is the approval of policy 450 payment procedure. May I have a motion to approve
policy 450 payment procedure as presented? Okay. Is that You can have a motion. Yes, I'll make it. Is there a second? Second. Second. Any discussion? Yeah. Uh, so on what what we have in our packets, okay, I assume that press is um what they recommended is in black type and what Mrs. Potter would like added is in the green type so that you what we're being asked to do is approve that the entire thing gets put into the policy manual. So that when press updates this only the black part will get updated when press with press plus whatever we've tailored into the policy they will they will update the whole policy but any tailored language they won't touch. Okay. That's right. Okay. And this is just from going through the policies and comparing is um
this was in the former board policy manual and it it did didn't transfer over um as the new manual aligned with press. So I brought it for consideration. If I could just make a comment on that section. One of the things when the policy committee met that we talked about with this was that adding those five uh items in there makes it a bit more restrictive and there are situations that come up that we can't think of always ahead of time that might not fit these and then we would not necessarily be able to pay for something prior to board approval. I mean immediately I think of things like my uh federal grants that we have to spend the money prior to June 30th and sometimes we can't get those invoices depending on when the
board meeting falls in June. We would not be able to get them processed and checks out in time and that creates an enormous issue in terms of our grants that we then can't pay the invoices and have to wait until carryover money comes through which doesn't happen until November and that would make our vendors extremely mad. Um, so I just um I have concerns about this because of the way that some of our funding works is just not as clear. Some routine bills and things like that are not a big deal, but things like that are a little bit um more difficult. And the problem is we don't always know what those are going to be. So that my my concern about adding this language back in would be about that making these exceptions relatively
more restrictive um I think could be potentially problematic. I appreciate that because I don't know what how it's getting implemented. Um I suppose that where I'm coming from it does I don't we don't have to have all the language. I just want to make sure I guess in suggesting or asking the board to consider this would be that um when um that authorization comes without, you know, without being able to get that board approval that the board just be made aware of that. if that if that makes sense because that's kind of what that is. This language in the old policy gives us that um knowledge and I just wanted to make sure that that's what future boards and stuff would also have access to and be made aware of and and I agree with
that and currently that's the the philosophy that we've been uh working by in the business office. when you get your bills reports, a lot of times some of those bills have already been paid. Um, and I think specifically when you guys approve the bills report and there's payroll on there, payroll has already been paid, right? U anything big that uh uh we know is going to be a hot topic always comes to the board for approval prior uh to us uh paying for it. Uh oftentimes if it's something new like security cameras, that will always come to the board for uh for board approval. Um I I think uh the press version uh suffices and I do agree with Dr. Thomas in that um this this can be very restrictive and it does limit uh
our ability to make sure bills are paid on time. Um I'll give you an example. Those those periods of times where uh throughout the year we have long stretches in between board meetings. um often times those periods of time we do uh send out a rather large amount of payments uh because we don't want to incur that hardship and we don't want uh to be late on on our payments. So I'm thinking of like the period between uh the November board meeting uh the December board meetings are moved up and the the January board meeting which can be very late. Um, a lot of times those payments that you guys see come the end of the month, we've already issued those uh because a they're not controversial, b they're for things that the board has
already approved and we're following through on those contracts. Uh, and and c we want to make sure that uh uh we're making our our payments on time. So, um, I take the meaning of the the press version to continue to do that to be upfront with the board, making sure the board is aware of all those those big ticket items. We would never uh pay for something huge without board approval, especially if it's new. Uh but uh removing that language does give my department flexibility in the event there is something that comes up uh that we need to make sure that we issue payment for. Uh and if we did have something like that, of course, we would notify the board in one of the the weekly updates, which I think we've done before. So,
I'm going to um follow up with what Dr. Thomas and Mr. Shephard said, "As we move, let's just say, further and further into the wild, wild wild west of education again with the elimination of the DOE and who knows what else that's going to mean for funding, coupled with the the transportation center that we're building. Um, I I would agree that this is a little bit restrictive. Um, should we decide to pass this as a board though, I would like to see the language changed uh to the superintendent or his or her design or their design or just designate just to make it more genderneutral." Um, but I I'd have a hard time supporting the constricting our business office. I understand the the the intent or the spirit of this, but there's enough oversight in
the original language that would would give us that support. I don't disagree with anybody here. I'm not the finance expert or the finance chair. Um, I did want to bring this forward though. I do think though um and I'm not arguing for I'll vote no if nobody wants it. I'm just bringing this up for for board consideration. Do you think that it would be proper to maintain the language that says specifically that you are authorized to make those payments without the board board's approval as we're doing now? Well, it says that up in the second period, right? Well, those are very specific. No, in the black. No, I see. We can all just say no. Okay. Then then we need to vote because we done this. Okay. I have a motion to approve policy 460,
purchases and contracts as presented. I did that motion. I moved. Is it 450? Yes, we're on. We already did 450. Oh, 450. Mindy and Catherine. Yes. Can we take a vote, please? Stacy Salt, no. Julie Jetty, no. Jason Jansen, no. Bridget Sandlin, no. Darling, no. Mindy Hartman, no. Katherine Potter, no. Okay. Motion does not approve. Next up, we have the approval of policy 460, purchases and contracts. Uh, may I have a motion to approve policy 460, purchases and contracts, as presented? Motion for discussion. Need a motion first. Potter. Is there a second? second it so we can talk about it. Right. Is there any discussion? I was just bringing this forward so we can discuss cuz as I this language was I believe added by D26 the in the former policy manual. Again, I'm not
the um board finance person, but um I just wanted to again bring to the board that this language had changed and it was I think I believe D26 specific language um put there for a reason and I wanted just the board to consider whether or not we wanted to keep that. I think there's something very productive about the vendor contractor conflict of interest language that I am supportive of. I think there's something to be said about that. Um otherwise I I am not the policy expert that you are Katherine. Um so you may have this memorized. I'm going to ask you if you don't know the answer that is quite all right. But the purchase in excess of $25,000, that's already something we have to do. That's not even a board policy. That's law. If
if I'm correct, maybe that's not your question. That's anybody who knows question. Yeah. It and that's addressed actually on the first page. There are um the let's see one two three four the fifth paragraph down. It talks about um greater than $25,000 from some purchases and then supplies down underneath number one. supplies, materials, or work involving expenditure in excess of 35,000 must comply with state bidding law um unless otherwise specified. So those limitations uh were previously approved by the board. Um I I think just like the other policy, there's just some concerns about the restrictiveness that um may happen with some of the added language. I don't know, Mr. Shepard, if you want to talk more about that. Yeah. So the the concern that I have looking at it from the technology perspective the first
paragraph that's highlighted in in green I understand the intent of this and if you think back to you know when computers people were building computers in their garage right the parts were interchangeable and and you could go and get um any particular type there was competition right in today's technology field there's a lot of stuff that relies on certain um certain hardware certain types of programming ing that is very specific to a certain company uh or or product. Uh and when you when you go out to bid for those types of products, you're you're only going to get one bid because there's generally only one contractor or one one bidder that works within that particular uh field and serves as a vendor for say Apple. Uh so everything is so specialized in the technology field
that um I I worry yeah we could go through the bid process which is a very timeintensive process. uh but it would yield the the same result. We'd still be working with the same vendor who is the same authorized uh user of that particular product because in this day and age everything is so specialized. I just I reviewed my notes also what I think when we discussed this in the committee if you look at the paragraph on the front page 460 that begins with notwithstanding. So it says notwithstanding the above, the superintendent shall not commit to any single non-customary purchase or expenditure excluding personnel of greater than 25,000 without prior board approval. So I believe we felt that it that was all-encompassing of those areas listed such as um the consulting contracts um and other
large purchases above 25,000. So it wasn't necessarily that we just felt that it was already covered also within the policy itself. So, I agree with Miss Hartman and the vendor contract conflict of interest. I think that's some that's language worth adding. Um, I'm having a hard time with the with the first three paragraphs. I think of the work that the district is doing with Ali Hearn and I believe that's an open-ended contract. Correct. Is that it's uh I guess it's open-ended. We are charged and have agreed ahead of time to the specific dates and how much each of those dates will cost. Right. And but that would be something under this would that would most likely have to come to the board first before we do we would approve the work with Aliharn potentially if
we had multiple Ali Hearn dates in a single month. Okay. It could. Yeah. And Okay. And so that that's good to know. Um and I just look at the work that M Rivera's team is doing and looking at you and you know the work with the University of Florida. Um that's an open and I we wouldn't want to impede that progress while waiting board approval, right? That's something that we're going to approve and then we're just going to let you do so. I'm on board with the vendor contract conflict of interest, but I'm not on board with the rest of the language as written in green. I have a quick question. Sorry, excuse my ignorance. How do you publish in order to get contractors to bid? How how would they know? So the the bids
we are required to advertise in in the paper and often so the Northwest Herald we have to put a bid uh advertisement in um our uh if our consultant whether it's our architect or uh civil engineer whoever is assisting us with the the bid process will also uh publish that out and send it out to the various contractors that they know that they've uh uh worked with or have worked on similar projects within this the educational field. Um, and I I believe uh we've also had uh vendors just reach out directly to the school district for information on those those bid packets. Um, is there any requirement to use union shops for like electricians, plumbers, not technology necessarily, but there are uh we are uh subject to prevailing wage. uh we are not necessarily required
uh to use uh union labor although in most cases uh a lot of our our contracts do involve uh union union work uh and often times those are the contracts that uh will win bid approval. Uh there are times where we have uh uh gone with contractors who are not using um union labors but uh prevailing wage uh we have to abide by. Okay. Thank you. Any other questions? Isn't the uh contra conflict of interest also in another section? Isn't there a whole section on conflict of interest? And then there is a policy about conflict of interest and I off the top of my head don't know if this specifically is addressed in that way. I don't believe it is. Um I believe it's board member conflict of interest or um staff. Again, I'm just
bringing this to allow the board to see the language and have this discussion as it appeared to be put in as D26 specific language in the former policy manual. I think your attention to detail is phenomenal. Um, and probably not one that I possess in that quantity, but uh, in in short version, I would I would agree with what Mr. Jantic just said. I would I would vote for an amended one. take out the first three green, leave the conflict of interest. I do think there is something to be said for that. If it turns out that that is the same policy that exists elsewhere, we can certainly bring it back and remove it. But I think it stays until we figure that out. The general consensus that the general consensus, are you okay with
that as well? Right. Um, so if we could take a vote with that amended with taking out those three first three green paragraphs and leaving in the vendor contractor conflict of interest. If we could take a vote on that, please. Julie Jenny, yes. Jason Jansik, yes. Bridget Sandlin, no. Darling, yes. Mindy Hartman, yes. Katherine Potter, yes. Stacy Salt, yes. Okay, that motion is approved. Uh, next up we have the approval of policy 4140, waiver of student fees. May I have a motion to approve policy 4140, waiver of student fees as presented? I'll make the motion for discussion. Is there a second? Sure. Second. And the discussion. Okay. Um, 4140 waiver of student fees. Um, again, I'm just gonna, if you give me a second, I'll brought this forward um, and ask the board to consider
finessing the language at the bottom. This was um, new in the D26 board policy manual. And really, we talked I I got and I had an opportunity to speak with Dr. Thomas and Laura earlier, and I appreciate that. And um I felt like the most important part was to I guess I don't see it in here. I don't know. Um I think I have it I think I have it marked miss those I see I see where it wasn't at the bottom. It was at the bottom of the former one. Okay. Um I I guess what I felt was most important to keep in to move from the old manual to the new would be the um responsibility of the superintendent to present the proposed fees fee schedule to the board at that certain time.
Um and not we don't have to have any of that other language just that final last in green. And then as we were discussing um we felt that perhaps even bringing it to the board no later than the February board meeting um would be appropriate if would you agree Mr. Shepard? Yes, we currently abide by that timing anyway because registration opens in March. So, we have to have those those fees hammered out by February. So, this is a perfectly doable. So, thank you. And if so, if you're looking at this language here in green, um I suppose that I'm going to make a motion to amend um the final sentence to read as the superintendent shall present a proposed fee schedule to the board to allow for planning by both the board and district and
parents. The board will approve the fee schedule no later than the February board meeting. Are you striking the bullet points? Unless you guys love the I like computer discs in a policy manual, but I just I want to make sure that So, we're striking that everything above that. We can keep discats if you want. Okay. And add floppy disc.
